Will Your ID Soon Be a Microchip Under Your Skin?

Yet another sci-fi milestone is upon us: microchips implanted under your skin and used to identify you.The VeriChip is the first radio-frequency identification (RFID) microchip that’s been approved by the Food and Drug Administration for use in humans. The chip is the size of a long grain of rice, and can be implanted pretty much anywhere in the body (most commonly along the tricep). Depending on how it’s used, the chip could do anything from telling doctors your medical background to buying you a round at the club.A nightclub in Barcelona called Baja Beach has started offering chip implants to its customers. Outside of human bodies, RFID is already used for a wide range of purposes. If you pay highway tolls electronically, that little box in your car has an RFID tag in it. Lots of folks implant their pets with RFID chips in case they get lost, as animal shelters increasingly scan pets for them. Wal-Mart tracks their shipments with RFID, which has apparently revolutionized supply chain management. Hell, there’s even one in your passport.But why put one inside your body? As interesting as it might be to have your ID show up on an x-ray, most people would rather suffer a line at the DMV than a rice-injection. Sure, it might make for good conversation at a party. But is that worth the needle? What would it take to get one under your skin?

Emergency Situations

VeriChip Corp. markets their product to address what they call a serious need for personal identification and information in emergency situations. Over the past two years, the company has piloted their product with 200 Alzheimer’s patients in a Florida facility. Because of their condition, many patients are unable to effectively communicate if they are admitted to the hospital without caregivers present. The VeriChip contains a 16-digit ID number which links the recipient to a secure computer database where their medical information is stored. The chips are used to replace MedicAlert wristbands, which can be removed or damaged.Most other proposed applications for in-body RFID are medical in nature: providing doctors immediately with a patient’s medical records, or identification if they are unconscious or unable to communicate. Still, these applications require that each hospital contain a computer database to connect an individual’s tag with their information. That’s probably a long way off.Luckily, the hospital isn’t the only testing ground for RFID chips under the skin. A nightclub in Barcelona called Baja Beach has started offering chip implants to its customers, giving them access to VIP lounges and letting clubbers buy drinks by acting as a debit account. Who wants to carry a wallet or purse when the dress-code is board shorts and bikinis? Baja Beach contracted none other than VeriChip Corp. to fashion their subcutaneous membership cards. I guess last call counts as an emergency situation.In the past, VeriChip Corp claimed their chips could not be counterfeited: if your ID is under the skin, it can’t be so easily stolen. Wrong. At a hacker conference in 2006, Annalee Newitz and Jonathan Westhues showed that they had successfully cloned an RFID chip implanted in Newitz. A home-built antenna let the hackers steal the unique ID contained on the chip, which apparently lacks any sort of security device.If RFID chips aren’t exactly secure, most people won’t want their social security number contained on one. After all, if a doctor’s office can pull your medical records from the chip (and a hacker can, too) what’s stopping your insurance agency? Or identity theives? That limits the chips to using random numbers, corresponding to useful information on a separate and secure database. And until those databases are standardized and prevalent, having a chip in your body won’t speed up your doctor’s visit very much.

Counter-ID

As you might already imagine, in-body RFID chips have spawned a considerable backlash of protest. The group AntiChips calls the VeriChip human branding,especially in the case of the volunteers for the program with Alzheimer’s disease. They also claim the chips cause cancer (citing a number of animal studies), and that the FDA approval should be revoked (more info here).There are also a number of additional risks which the FDA already recognizes: tissue reactions, migration of the chip, even the chance that the chip could carry a current from MRI magnets and burn the patient.And that’s just the beginning. The chips have been called the precursor to a perfect authoritarian state, letting Uncle Sam (or Illuminati, or whoever) track your each and every move. On the other end of the spectrum, some religious groups (well, okay, this one) have implicated the VeriChip in a plot involving the mark of the beast (666), part of a conspiracy theory to rival the most imaginative of left-wingers. Wait, this one too.But if I can interject my own opinion, I’d say the whole business is a bit overhyped. Honestly, there aren’t really any good applications for in-body RFID. Sure, it could hypothetically improve health-care (if and when the patient is unconscious), but for that system to be effective, every hospital would need to have integrated the chips into their standard procedures. It won’t replace a photo ID in your wallet anytime soon. And unless you’re grinding some PYT in Barcelona, you’ll probably pay for that Pabst with good old fashioned cash. Take (a) the lack of practical applications, plus (b) legitimate concerns over ID hacking and health risks, and poof! There goes the revolution.

HARRISBURG - Invasion of privacy is an issue that really gets under State Rep. Babette Josephs' skin.That's why the Philadelphia Democrat introduced a bill, passed unanimously last week by the House, that would ban the forced implantation of computer chips in humans.Conjuring Orwellian images, Josephs worries the identification devices the size of a grain of rice could lead to a real-life Big Brother nightmare.I'm doing, I think, what the legislature does too little of, she said.This is a problem on the horizon, and I want to address it before it becomes a societal disgrace.Though the technology hasn't debuted in Pennsylvania, VeriChip, a company in Florida, received federal Food and Drug Administration clearance in 2004 to market the implanted microchips, which were tested on 200 Alzheimer's patients.

Injected into the triceps, the chips have unique 16-digit codes and GPS capabilities that allow nursing homes to find wandering patients.I think it's really horrible that we want to chip them like barcoded packages of meat,said Kim Sultzbaugh, a research specialist who helped Josephs write the bill.California, North Dakota, and Wisconsin have enacted laws similar to the ban Josephs is proposing.The technology can also be used for security, as in a widely reported case in Mexico. There, the implants were required for some government employees to enter restricted buildings.A bar in Scotland even offers to implant patrons with chips that allow them to purchase pints without a credit card, according to news accounts.Despite the technology's potential usefulness, Sultzbaugh said, some Christian groups liken the identification devices to the mark of the beast, a Satanic mark described in the Book of Revelation and represented by the number 666.Josephs said electronic ankle bracelets could keep track of someone in a less-invasive manner.But for some murderers, killers, and rapists,ankle bracelets won't do the trick, said State Rep. Dan Moul (R., Adams).Moul amended Josephs' bill to allow chips to be implanted by court order. Two international agencies (AAMVA and the ICAO, an agency of the United Nations) were involved in U.S. policy and law – the Real ID Act 2005 and the newly proposed PASS Act. DHS has called AAMVA the hub and backbone of the Real ID Act. On AAMVAs own web-site it proclaims it is an international organization that serves law enforcement and motor vehicle administrators.Both the Real ID Act and the PASS Act result in Americans being enrolled into a single global biometric identification system that links a persons body to their ability to buy and sell.WE ARE ASKING EVERY AMERICAN TO CALL EACH OF THE SENATORS in the Homeland Security and Governmental Affairs committee AND SAY:

LONDON – A senior Church of England bishop has angered gay-rights campaigners by saying homosexuals should repent.Archbishop of Rochester Michael Nazir-Ali told the Sunday Telegraph newspaper that the Bible defined marriage as the union of a man and a woman. Gay groups condemned the bishop's remarks. LONDON (Reuters) - The surviving parts of the world's oldest Christian bible will be reunited online on Monday, generating excitement among biblical scholars still striving to unlock its mysteries.The Codex Sinaiticus was hand written by four scribes in Greek on animal hide, known as vellum, in the mid-fourth century around the time of the Roman emperor Constantine the Great who embraced Christianity.Not all of it has withstood the ravages of time, but the pages that have include the whole of the New Testament and the earliest surviving copy of the Gospels written at different times after Christ's death by four of the Apostles: Matthew, Mark, Luke and John.The bible's remaining 800 pages and fragments it was originally some 1400 pages long also contain half of a copy of the Old Testament. The other half has been lost.The Codex Sinaiticus is one of the world's greatest written treasures,said Scot McKendrick, head of Western manuscripts at the British Library.This 1600-year-old manuscript offers a window into the development of early Christianity and first-hand evidence of how the text of the bible was transmitted from generation to generation,he said.The texts include numerous revisions, additions and corrections made during its evolution down through the ages.The Codex ...is arguably the oldest large bound book to have survived,said McKendrick, pointing out that each page is 16 inches tall by 14 inches wide.Critically, it marks the definite triumph of bound codices over (papyrus) scrolls a key watershed in how the Christian bible was regarded as a sacred text,he said.

FOUR-YEAR PROJECT

The ancient parchments, which appear almost translucent, are a collection of sections held by the British Library in London, the Monastery of St. Catherine in Sinai, Egypt, the National Library of Russia and Leipzig University Library in Germany.Each institution owns different amounts of the manuscript, but the British Library, which digitized the delicate pages of the entire book in London, holds by far the most.The four-year joint project, which began in 2005 with the aim of virtually reunifying and preserving the bible, as well as undertaking new research into its history, has shed new light on who made it and how it was produced.Importantly, experts at the British Library say, the project has uncovered evidence that a fourth scribe along with the three already recognized worked on the texts.The assembly and transcription of the book includes previously unpublished pages of the Codex found in a blocked-off room at St. Catherine's Monastery, at the foot of Mount Moses, Sinai, in 1975, some of which are in a poor condition and have been difficult to study.But there are still many unanswered questions about how the book came to be, said the British Library's Juan Garces, project manager of Greek manuscripts, who worked on the digitization.For instance, where was it made? which religious order commissioned it? And how long did it take to produce? The limits on access to this manuscript previously have meant that people (academics) have tended to dip, so that they have seized on particular things to advance theories, McKendrick told Reuters in an interview. He said the website will enable research to be carried out in a holistic way for the first time, forcing top scholars to view their theories in context. A good example, he said, was evidence advanced by some academics pointing to the theory that it could have been made in the ancient city of Cesarea in Israel.It is our hope this will provide the catalyst for new research and it is already creating great interest,Garces told Reuters.The bible, which can be viewed online free from Monday, includes modern Greek translations and some sections translated into English. BEIJING (AFP) – At least 20 people have died and more than 670,000 had to be evacuated in China after torrential rain and floods destroyed houses, damaged roads and caused rivers to overflow, state media said Sunday.The fatalities occurred over several days of relentless heavy rain in the centre and south of the country, also leaving another five people missing, according to Xinhua news agency.In Hunan province, eight people died and 140,000 were forced out of their homes, Xinhua said, quoting the provincial flood control office.Water levels of some rivers in the southern Guangxi region were the highest since 1998, when downpours led to the worst flooding in over 100 years and resulted in more than 3,600 deaths nationwide, China Central Television said Saturday.More than 285,000 people had been relocated in Guangxi alone in the last week, with 300 pupils trapped in one boarding school, Xinhua reported.The heavy downpours also inundated crops and cut power across several provinces.South and central China are prone to major flooding during the annual summer rainy season.According to a report issued Wednesday by the state flood headquarters, 95 people have been killed and 21 people went missing in flooding throughout China in the first six months of the year.

BEIJING – Floods blocked roads in southern China, leaving some 300 teenagers stranded at a school with limited supplies of food and water, an official said Sunday, after days of heavy rain killed at least 15 people.About 550,000 people have fled their homes in southern China after heavy rains toppled houses, flooded roads and damaged a dam, news reports said.Flood waters blocked the entrances to the Hemu Town Middle School in the Guangxi region and rendered nearby roads impassable, according to an official of Rongshui county where the school is. She would only give her surname, Lu.

CCTV said Sunday that floodwaters along a major commercial thoroughfare elsewhere in Rongshui were more than eight feet (2.5 meters) deep. The report said it was the highest water level the county has seen in a decade.Flood control officials used boats to deliver food, mineral water and other supplies to the school on Saturday, including pumps to lower the water level, Lu said.She said she did not know how long the children, aged from 13 to 15 years, had been stuck in the building.By Friday, 80 percent of the county was inundated, causing the Rongjiang river to overflow its banks and forcing the relocation of more than 70,000 people, Lu said.Heavy rains have battered the region since Wednesday, forcing about 290,000 people in Guangxi to relocate, the official Xinhua News Agency said. The rains began to subside in parts of Guangxi on Sunday, but river levels remained high, the report said.CCTV showed flooded Rongshui streets, where the signboards of restaurants and shops were all that could be seen above the water. Accented on the second syllable, that means the ill wind that blows in summer across Iraq , and other countries in the region, stirring sandstorms in its wake.Vice President Joe Biden found out late last week what 25 million Iraqis have known for a long time-everybody talks about them, but nobody can do anything about them. His chopper flight from a U.S. base to the International Zone was canceled when a shamal turned the skies over Baghdad and beyond the same color as Biden's khaki desert boots.

It seeps under windowsills and doorways. It grits the teeth and stings the eyes. It clogs rifles and etches scrimshaw across sniper scopes.

And it kills people.

Three in Diyala Province this week, where 800 others were hospitalized with breathing and related ailments. Dr. Jeleel al Shammeri, head of the health department in Karkh in west Baghdad , said 13 major hospitals and 84 clinics had received several thousand patients over the last two days, many of them children. Dr. Ali Bustan , head of the health department in Rusafa in eastern Baghdad , said ERs had taken in 800to 900 patients since Saturday night. Thank God, we have not run out of medication, he said.Sandstorms pose diplomatic as well as medical and weather problems. Baghdad negotiators are locked in a battle with Istanbul over how much water from the Tigris and Euphrates Rivers which start in Turkey its neighbor is willing to release to the southwest for Iraqi farms and factories. A lack of irrigation water has caused thousands of acres of agricultural land to dry up. Just this week, the government signed an agreement with an Iranian delegation to limit such desertification.

Sandstorms and their duststorm cousins are nothing new in these parts, of course. Iraq averages only 4 to just over 6 { inches of rainfall a year. The Sahara Desert, which is the size of the United States , is just a short jet stream hop to the west. Iraq itself is half desert.The National Oceanic and Atmospheric Administration says the sham al causing the storms combines two separate weather systems. One is a sub-tropical jet stream pushing north from Arabia, the other a polar jet stream shoving south from Europe .When they meet, they form a northwest wind that fills the sky with sand and dust. Two of the ancients' elements, earth and air, become one. Gusts can reach 50 miles an hour. Sometimes, as happened last year and much more often in recent years, the sandstorms balloon into fronts tens of miles wide, maybe a half-mile high, that blot out the sun.

For days. Or, in recent years, longer.

Evidence is mounting that today's sandstorms are worse than in the past. Ibrahim Shareef , head of the desertification department in the Ministry of the Environment , notes that dusty days like Saturday in Iraq used to total only about eight times a year. Now it's one or two days a week.Like other experts, he blames a five-year-long regional drought and urban expansion into areas that once grew crops.Military operations also have had some role,he adds,as their vehicles travel across our deserts and to some extent remove the upper crust of sand.U.S. Air Force meteorologists at Multi-National Corps Iraq say trends from last year till now show a significant increase in the occurrence and duration" of sand and dust storms compared to 2003-07.The sandstorms here are not the high-powered, sand-blaster clouds of fast-moving gravel and grit like in the movies,says Air Force Capt. Noah Rich , a meteorologist.They are more like a fog of extremely fine dust powder that hangs in the air and gets into everything.The director general of counter-desertification in the Ministry of Agriculture , Fadhil al Faraji , says it's trying to establish grazing stations in western deserts, set up large nurseries to transplant greenery in the deserts and build oases. However,it will take decades to complete all these projects,he says.There is no hope to stop these storms but for the drought to end.The 1991 Persian Gulf War's saturation bombing destroyed much of Iraq's electric power generation. Families in Fallujah , for example, were forced to cut down trees in and around their city for fires to bake bread. Since the 2003 U.S. invasion, electric power in Iraq has been intermittent at best, nonexistent at its worst.Today's sandstorms visit hardship on ordinary Iraqis almost like a biblical plague. Vendors now peddle cloth medical masks at traffic circles. Jassim Chiad, 46, bought one. They're worse than in the 80s or 90s,he says of the brown haze that restricts visibility to a few blocks. We don't have electricity, so we can't stay home. We haven't had running water for a week.Rahgad Qassim, 32, a partner in Anaqty (My Elegance), a shop that sells colorful cloth for robes and veils, thinks the sandstorms have hurt business. AMSTERDAM – Chronic hunger may be the defining human tragedy of this century,as climate change causes growing seasons to shift, crops to fail, and storms and droughts to ravage fields, an advocacy group said.Oxfam International released a report Monday as leaders of the Group of Eight wealthiest nations prepare to meet in Italy this week, with an agenda to include both food security and climate change.It says that as the weather changes, millions of people in areas suffering food scarcity will have to give up traditional crops, possibly leading to social upheavals such as mass migrations and possible conflict over water resources.Rich countries in temperate climate zones, such as northern Europe and parts of the United States, will benefit from warmer weather and more rainfall, but far more people in hotter, poorer countries will face more erratic and expensive food supplies, said the British-based nonprofit group.The report,What Happened to the Seasons? was meant to add urgency to the G-8 meeting and to a broader group of 17 countries, the Major Economies Forum, which convenes later in the week to try to unblock negotiations on a new climate change agreement due to be completed in December.Oxfam said it prepared a study for the Institute of Development Studies by surveying farmers around the world, who report that changing seasonal patterns were already affecting their ability to plan the sowing and harvesting of crops. The results, it said, were strikingly consistent across entire geographies.Farmers have begun changing their crops in the tropics, where a 1 degree Celsius (1.8 Fahrenheit) temperature shift can make traditional crops unsustainable. Unpredictable rainfall makes their choices of new crops a gamble, the report said.Among the worst hit are nations that grow rice, the world's most common food. Yields are predicted to drop an average 10 percent for every 1 degree C rise in temperature in countries like the Philippines, where production could fall 50-70 percent as early as 2020. Corn is the main source of food for 250 million people in east Africa and is used as animal feed around the world.

Negotiators at U.N. climate talks have been tasked with setting up an adaptation fund to help poor countries deal with the affects of climate change. U.N. estimates suggest as much as $200 billion a year may be needed by 2030 for developing water resources in increasingly arid regions, shifting agriculture to more suitable crops, building sea walls to protect coastal cities from rising sea levels and helping fishermen whose stocks would be affected by acidification of the ocean.The Oxfam report said steps can be taken to bolster the world's food supply.The world's agricultural potential is less than 60 percent exploited: there is still enough land to feed everyone, even with population levels at the 9.2 billion currently predicted by the United Nations for 2050,it said. HR 2749 is a strange bill in many ways. While the other food safety bills have been around since winter, allowing for much public discussion on the internet, HR 2749 has only suddenly appeared. It is a mutant conglomeration of the worst of the other bills, with the addition of one very original part martial law. When it was a draft, it was Waxman’s bill. But once given a number, it became Dingel’s who already had a food safety bill, HR 759. So Waxman got none and Dingel got two. (Was this because Waxman, being Jewish, was a hideous choice to introduce a bill with Codex in it designed by the Nazi pharmaceutical companies that funded Hitler, provided the gas for the gas chambers, experimented on prisoners with vaccines and is expected to kill millions?) HR 2749 would give FDA the power to order a quarantine of a geographic area, including prohibiting or restricting the movement of food or of any vehicle being used or that has been used to transport or hold such food within the geographic area.[This that has been used to transport or hold such food would mean all cars that have ever brought groceries home or any pickup someone has eaten take-out in, so this means ALL TRANSPORTATION can be shut down under this. This is using food as a cover for martial law.]Under this provision, farmers markets and local food sources could be shut down, even if they are not the source of the contamination. The little bugger of bill has made up for it since. It got a number on June 10, went to committee on June 17, passed instantly, and is headed for a vote on the floor of the House.

The first Patriot Act was passed using fear of terrorism. This Patriot Act is more coy, hiding under a cloak of food safety and but also using fear – fear of food contamination. Evidently, Americans are supposed to be so frightened by the slightest possibility of a terrorist or of E-coli, they would trade away all their precious, hard fought freedoms for the promise of safety. Or at least, that is what the trade-off has become. Terrorism and contamination are great bugaboos used to open doors to an end to the US Constitution. That is exactly what we are left with after those who wrote HR 2749 are done.Who did write these bills? Healthy, normal farms are taken over by government as though they were run by criminals and contaminated corporate slaughterhouses are untouched; The necessary freedom of individuals to live and grow food and be left alone are somehow suddenly destroyed, though they were never the source of any food contamination issue; and such that .The profit and control and power of corporations which were absolutely the source of the increasingly terrible food, is somehow suddenly vastly increased.

Thanks to corporate control over reality, our wanting to clean up corporate processors and feedlots and CAFOS and end up with farmers’ markets and local farms and organic food has become the industrialization and potential destruction of every healthy part of the food system and the triumph of the most contaminated and toxic part. And in the non-bargain, we lost all freedoms and they took all control. And all is not a hyperbole here, for one need only look at another provision of HR 2749 to feel how insane, how distant from all we ever wanted.HR 2749 would empower FDA to regulate how crops are raised and harvested. It puts the federal government right on the farm, dictating to our farmers.[What is missing in pointing out this astounding control, is that it opens the door to CODEX and WTO good farming practices will include the elimination of organic farming by eliminating manure, mandating GMO animal feed, imposing animal drugs, and ordering applications of petrochemical fertilizers and pesticides.Farmers, thus, will be locked not only into the industrialization of once normal and organic farms but into the forced purchase of industry's products.They will be slaves on the land, doing the work they are ordered to do against their own best wisdom and paying out to industry against their will. There will be no way to be frugal, to grow one's own grain to feed the animals, to raise healthy animals without GMO grains or drugs, to work with nature at all. The acquisition of farmland from the world's poor by rich countries and international corporations is accelerating at an alarming rate, with an area half the size of Europe's farmland targeted in the last six months, reports from UN officials and agriculture experts say.New reports from the UN and analysts in India, Washington and London estimate that at least 30m hectares is being acquired to grow food for countries such as China and the Gulf states who cannot produce enough for their populations. According to the UN, the trend is accelerating and could severely impair the ability of poor countries to feed themselves.Today it emerged that world leaders are to discuss what is being described as land grabbing or neo-colonialism at the G8 meeting next week. A spokesman for Japan's ministry of foreign affairs confirmed that it would raise the issue: We feel there should be a code of conduct for investment in farmland that will be a win-win situation for both producing and consuming countries, he said.Olivier De Schutter, special envoy for food at the UN Office of the High Commissioner for Human Rights, said:[The trend] is accelerating quickly. All countries observe each other and when one sees others buying land it does the same.

The UN's food and agricultural organisation and other analysts estimate that nearly 20m hectares (50m acres) of farmland an area roughly half the size of all arable land in Europe has been sold or has been negotiated for sale or lease in the last six months. Around 10m hectares was bought last year. The land grab is being blamed on wealthy countries with concerns about food security.Some of the largest deals include South Korea's acquisition of 700,000ha in Sudan, and Saudi Arabia's purchase of 500,000ha in Tanzania. Some of the world's largest food, financial and car companies have invested in land.

Alpcot Agro of Sweden bought 120,000ha in Russia, South Korea's Hyundai has paid $6.5m (£4m) for a majority stake in Khorol Zerno, which owns 10,000ha in Eastern Siberia, while Morgan Stanley has bought 40,000ha in Ukraine. MALOYAROSLAVETS, Russia – Tambourine throbbing in hand, Velislav chants to gods whose cult has almost been obliterated by a millennium of Christianity in Russia.Several hundred followers wearing linen, ancient Slavic ornaments and flower garlands circle around the high priest to celebrate the summer solstice, in an all-night festivity fought by the Russian Orthodox Church for centuries. The rugged faces of bearded gods and stern goddesses top a temple of upright logs.These are Russia's neo-pagans, whose ranks are estimated in the low thousands. Only a handful of pagan groups are officially registered in this predominantly Orthodox Christian country with sizable Muslim, Buddhist and Jewish minorities. The fractured pagan groups constantly argue about the authenticity of rituals, the hierarchy of priests or the pantheon of gods.

The Orthodox Church claims neo-pagans are mostly interested in the entertainment of the rituals, and only some are pagans of principle. They are also controversial because right-wing nationalists who oppose the immigration of non-Slavs have said some of their members are neo-pagan. In late February, four pagans were arrested in Moscow and charged with organizing a series of explosions and the brutal killing of 11dark-skinned non-Slavs.On this night of the summer solstice, the pagans gather on a fragrant meadow near the city of Maloyaroslavets, some 200 kilometers west of Moscow. They go through a fertility rite known as Ivan Kupala derived from the Slavic word to bathe whose purpose is self-purification, unity with forces of nature and the honoring of the Sun god, Velislav says.Priests pelt grain on the crowd, and young women with braided hair serve loaves of unleavened bread and kvas, a nonalcoholic drink made of rye. As darkness falls, they jump over bonfires, roll burning wooden wheels symbolizing the Sun chariot and float burning candles in a nearby river to attract good luck.Dmitri Pankratov, who goes by Ragnar among his friends, says Slavic paganism is the only true religion for Russians. KANO, Nigeria (AFP) – Child abduction for ritual killings is on the rise in the Nigerian city of Kano, say officials and advocacy groups who blame the trend on greed for political power and quick wealth in this northern commercial center.Body parts from toddlers and pre-schoolers are prized ingredients for lucky charms thought to make people rich or rise up on the political ladder.In the last few months, kidnapping of young children has increased in Kano the second largest city after the capital Lagos and long the economic heart of the north raising concern among parents and officials.Ritual killers are now on the prowl in the city on an increasing scale, abducting children for rituals for wealth and positions,said Ibrahim Abullahi, spokesman for the state government's Societal Re-orientation Directorate. The agency is charged with improving public morals in this predominately Muslim city.This trend has been on the rise in the last three months as the number of complaints we receive from parents about their missing children has more than doubled,Abdullahi told AFP.

The abducted children are usually between two and five years old,he said.Radio transmissions are replete with announcements about missing children, say radio staffers.An average 50 parents placed announcements with us on their missing children every week in the last three months, compared to 20 such complaints before,Aisha Kabir of Freedom Radio told AFP.Kabir is in charge of receiving announcements on lost and found items and missing people, on the popular privately-owned station in Kano.

Aliyu Mashi of a Kano-based child welfare advocacy group called the General Improvement of Persons Initiative (GIOPINI) blamed the alleged upsurge in the rituals on greed, in a city that revolves around commerce in a country notorious for corruption.We are always bombarded with reports of child abductions, which have become a daily occurrence in Kano, and such children are invariably used for human rituals to make money,Mashi said.People are desperate for wealth and power, and ...they feel they have no other choice but killing children for black magic to achieve their aim,Mashi said.Sadiq Isah Radda, a sociologist at Bayero University in Kano, said fetish priests here are known to favor children's body parts for get-rich-quick potions.Although human sacrifice has been part of the tradition of many African societies,said Radda,in the case of this society, children are what the priests prescribe...In some African societies, albinos are targeted.Mashi said children are easy prey in Kano as parents burdened by poverty and illiteracy are not always attentive to their brood and let them roam. The child captors then lure unattended youngsters using candies, biscuits and in some cases magic.In March, 16-year-old banana hawker Awwalu Baffa confessed to a Kano court of working for ritualists to abduct children for ritual murders.Baffa, now in a juvenile rehabilitation centre in Kaduna city, 200 kilometres (124 miles) away, said he used a motorcycle helmet to bewitch his victims. When I placed the helmet on a child?s head he would disappear and I would use the motorcycle my employer gave me to convey the victim to a house where he would be killed for rituals,Baffa had told a court hearing attended by an AFP reporter on March 23. In my presence my employer Hassan and his three associates slaughtered a five-year-old boy I supplied them for rituals,he said.

Although the police agree there has been an increase in the number of missing children, they insist not all of them are abducted. We do receive reports of children missing but in some cases the children are not abducted but they just miss their way home, Kano police spokesman Baba Mohammed told AFP. And when such children are found parents don't care to inform us that they have found their children and so it becomes difficult for us to know how many of the missing children are actually stolen, Mohammed said.Kabir of Freedom Radio, however, said about half of the parents return two months later saying they still have no trace of their children. The morality agency, meanwhile, has stepped up radio campaigns urging parents to keep a close eye on little children. But Mashi says this is not enough.Residents in every community have to work together in monitoring strange faces that show up in their neighbourhood,he said.

Mercury releases, mostly due to mining, increased by 38 percent. Dioxin releases increased by 11 percent, and lead releases increased by 1 percent. Overall releases of all persistent, bioaccumalitive and toxic chemicals or metals increased by 1 percent.PCBs and dioxins are highly toxic to animal life, particularly birds. Both accumulate in animal (including human) bodies and disrupt the body’s hormonal and reproductive systems. Lead and mercury can cause neurological and behavioral problems, particularly in children. All four pollutants are especially dangerous to pregnant women and children, due to their effects on the body’s development.According to the Toxics Release Inventory,slight decreases in air and water pollution occurred between 2006 and 2007 — 7 percent and 5 percent, respectively.

In December 2006, the Bush administration implemented a rule decreasing the thoroughness of the EPA’s toxics release reporting program. In March of this year, however, President Obama signed a law overturning the Bush policy.The public has a right to know about chemicals in their air and water,said New Jersey Sen. JERUSALEM – Israel's defense minister said Sunday he hopes to reach a wider understanding on regional peace when he meets Washington's Mideast envoy this week, but gave no indication the sides have resolved a dispute over settlement construction in the West Bank.Defense Minister Ehud Barak, Israel's point man on settlements, is heading to London on Monday in hopes of breaking the impasse marring Israel's relations with its most important ally. It will be Barak's second meeting with U.S. envoy George Mitchell in less than a week.Barak said the goal of his meeting will be to work toward a wider understanding between us and the U.S. ... and translate it into a shared path acceptable to us, to the U.S. and to the other sides, to make progress on the diplomatic process with the Palestinians, and to opening a door to further moves.Barak, however, made no mention of the dispute over settlement construction, the issue that is expected to dominate Monday's discussions.The Obama administration says Israel must halt all construction on lands captured by Israel in the 1967 Mideast war and claimed by the Palestinians for a future independent state. Israel wants to keep building in existing settlements to accommodate what it calls natural growth in the settler population.Nearly 300,000 Israelis live in settlements in the West Bank, among some 2.5 million Palestinians, in addition to 180,00 Israelis living in Jewish neighborhoods in east Jerusalem. Also Sunday, Israel announced an indictment against a Gaza militant arrested on June 1after infiltrating from the blockaded Palestinian territory into southern Israel via Egypt.The man admitted to having undergone extensive military training in the Gaza Strip ... in order to establish a terrorism infrastructure inside Israel,the Prime Minister's office said.The statement identified the man as a member of the Popular Resistance Committees, a Gaza militant group. The group's spokesman, Abu Mujahid, said he was looking into the Israeli claim.

EU top diplomat to step down in autumn

EU foreign policy chief Javier Solana has said he will not seek a new term in office but will step down when the post expires in autumn after 10 years of representing the bloc abroad.The move by Mr Solana, a former Nato chief and Spanish foreign minister, had been expected but this is the first time he has stated it so clearly in public.I had a 10-year mandate which I have fulfilled, he told Spanish daily newspaper ABC in an interview.I do not mean to go any further.His current mandate expires in October but he said there would be no point in trying to seek to carry on for a further term.

During his time as High Representative for Common Foreign and Security Policy he had to fight to make himself heard on the EU's external stage, a crowded place that is also home to the EU commissioner for external relations and the EU presidency of the moment.In addition, foreign ministers from big member states were often reluctant to let Mr Solana get a look in on major issues. It took him some time to get himself established as one of the negotiators and speaker for the EU on the Iran nuclear issue, a topic where Britain, France and Germany took the lead.He is generally well-regarded for having been able to give some weight to the post despite not having much power and without having stepped on member states' toes, who fiercely guard their national sovereignty in this area.Mr Solana will be stepping down just as the post is set to gain power, if the EU's new Lisbon treaty comes into force.The new EU foreign minister function, formally called the High Representative of the Union for Foreign Affairs and Security Policy, will see his successor become vice-president of the European Commission, chair of all the EU foreign minister councils and head of a new EU diplomatic service.

Italian centre-right MEP Mario Mauro has dropped his bid to become EU parliament president, leaving the path clear for Polish conservative deputy Jerzy Buzek to take up the post.Mr Mauro made the announcement on Sunday (5 July) following a congress of the centre-right EPP faction in Athens. The move is designed to avoid unnecessary and damaging divisions in the group, he said.The EPP will formally nominate Mr Buzek as its candidate on 7 July. His appointment has to be confirmed by an EU parliament vote on 14 July. But the EPP is expected to make a deal with the socialist group, giving its man the job for the next two and a half years, followed by German centre-left MEP Martin Schulz in 2011.Poland's Mr Buzek would become the first politician from one of the ex-Iron Curtain member states to hold a senior EU post if he gets through. The 69-year old chemist has spent the past five years on the parliament's industry committee. He was prime minister of Poland in 1997 and an anti-Communism activist in the 1980s.I am a Pole. France lays down the law on Turkey's EU progress

EUOBSERVER / BRUSSELS – France has warned Sweden to respect its views on Turkey's EU membership negotiations during its EU presidency, saying it will tolerate the two sides moving closer only in certain areas.Everybody knows that as regards enlargement we don't have exactly the same position as regards Turkey,said French president Nicolas Sarkozy following a meeting with his Swedish counterpart Fredrik Reinfeldt on Friday (3 July).I am very sensitive to the fact that the chairman of Europe has to take into account all the points of view.Mr Sarkozy, a vocal opponent of Turkey's full membership of the EU, said he would not hinder further progress in accession negotiations but only if it concerns non-sensitive areas.France will not be against the opening of new chapters under the Swedish chairmanship but, of course, these chapters should allow that Turkey should be an associate member of Europe and not a fully-fledged member,the president said.I would not like to create any problems for the prime minister and he doesn't want to create problems for me.Paris in the past blocked negotiations on economic and monetary union with Turkey, seeing it as a step too far.Meanwhile, Sweden's Mr Reinfeldt, in charge of the EU until the end of the year, outlined Stockholm's position as diplomatically as possible.We also talked about the continued enlargement of the EU. Slow progress

Progress on Turkey's EU membership negotiations has been painfully slow in part due to foot-dragging by Ankara itself on reforms in human rights and democracy areas. But also due to a reluctance within part of the bloc itself, particularly France and Germany.Turkey has opened 11 of the 35 policy areas up for negotiation but has only managed to close one with member states approval needed to both start and end each policy chapter since it started membership talks with the EU nearly four years ago.

Ankara has repeatedly warned that the EU's lack of enthusiasm will turn ordinary Turks against the project. It has also suggested that the bloc would be shooting an own goal in terms of energy independence if it lost Turkey's support.It has openly linked its co-operation on the Nabucco project, a cross-Turkey pipeline aimed at reducing Europe's gas reliance on Russia, to EU membership progress.

MOSCOW – President Barack Obama and Russian President Dmitry Medvedev struck a preliminary deal Monday to reduce their stockpiles of nuclear warheads to as few as 1,500 each, pointing the two countries' arsenals toward lower levels than in any previous arms control agreement.The document signed by the two leaders at a Moscow summit, Obama's first in Russia, is meant as a guide for negotiators as the nations work toward a replacement pact for the START arms control agreement that expires in December. Each country now has about 2,000 warheads.The joint understanding completed by Obama and Medvedev, signed after about three hours of talks at the Kremlin, also commits the two nation's to lower long-range missiles for delivering nuclear bombs to between 500 and 1,100.THIS IS A BREAKING NEWS UPDATE. MOSCOW (AP) — President Barack Obama opened his first Moscow summit with confidence on Monday, predicting extraordinary progress out of meetings set to test his diplomatic skills on important priorities such as nuclear arsenal reductions and the fight in Afghanistan.The United States and Russia have more in common than they have differences, Obama said he sat down in an ornate Kremlin room with Russian President Dmitry Medvedev.With both men showing signs they are eager to reset damaged relations, Obama's host launched the high-stakes summit with similar good will.We'll have a full-fledged discussion of our relations between our two countries, closing some of the pages of the past and opening some of the pages of the future,Medvedev said, through a translator.The first U.S.-Russia summit since the early part of the George W. Bush presidency finds Russia home to a wary public, a two-headed leadership and lingering hard feelings toward America.The foundation set now could affect how much cooperation Obama gets in areas in which the U.S. needs Russia's help chiefly in pressuring Iran and North Korea to give up their nuclear weapons ambitions, but also in tackling terrorism, global warming and the economy.Agreements negotiated ahead of time gave Obama something to take home even before the summit started, including another step toward the world's two largest nuclear powers reducing their arsenals. Russia's deputy foreign minister, Sergei Ryabkov, said, according to Russia's ITAR-Tass news agency, that the document Obama and Medvedev will sign is concise and won't contain details of a new treaty but nonetheless amounts to a road map for a future deal.

The START arms control agreement expires in December and the two nations are working toward a replacement pact. The eventual deal could cut warheads from more than 2,000 each to as low as 1,500 apiece.The leaders also were announcing Russia's agreement to let the United States use its territory and air space to move arms into Afghanistan for the forces fighting extremists there.Other side agreements meant to sweeten the talks included a new joint commission to try to account for missing service members of both countries dating back to World War II and fresh cooperation on public health issues.Yet, the two sides remain stalemated over the U.S. pursuit of a missile-defense system in Europe, pushed hard by Bush and under review by Obama. Both sides hardened their positions ahead of the summit.The U.S. contends the program is designed to protect U.S. allies in Europe from a potential nuclear attack by Iran. MEDVEDEV (THROUGH TRANSLATOR): But at this time, we realize that our role is a responsibility for the situation in this world, especially in a period when the level of globalization has reached such dimensions and such (inaudible) the situation in general, and such powerful states as the United States of America and the Russian Federation have special responsibility for everything that is happening on our planet. We have many points of convergence, many mutual interests, and global and economic ones and a variety of other interests. But our desire to discuss these subjects was mutual, and this is also one of very important results of our meeting, since the work we are doing requires good will, mutual respect and honest understanding of each other's position.We also came to the conclusion that Russian-American relations and the level achieved to date does not correspond to their potential, to the (inaudible) possibilities of our countries. And the important thing is that the level that we have today does not correspond to the need of the current age.And the result, active development of our relations on the foreign affairs agenda, on scientific, trade, educational relations, we'll now (ph) be able to build the road to the 21st century.We have spent several hours in very busy negotiations, very specific. And at the same time, we dwelled on the questions of philosophy of our cooperation.I'm grateful to the president of the United States for the understanding he showed on the principles that we put forward and our attention to the proposals made by the American side.

MEDVEDEV (THROUGH TRANSLATOR): So despite of the fact that the several hours we cannot remove the burden of all the problems, we have agreed that we will go forward without stopping, that we will make the decisions that are needed for the development of relations between our two countries.We have discussed quite specific problems, and I would like to share some of them with you.We, of course, discussed international subjects. We spoke about such difficult problems as the process of Middle East settlement. We agreed to continue our work taking into account the businesses we had in the Middle East recently.And the plans that we discussed we discussed the possibility of holding Moscow conference on the Middle East. We spoke about a very important subject. That is extremely requires the coordination of our activities. This is the problem of Afghanistan.Without our joint work in that area we would not be able to achieve success in that area. And on that score we have agreed on a special statement.Now a few specific results of our negotiations. You are aware of them. We have agreed on a very important subject: the new agreement on strategic offensive arms. So this is a basic element of our mutual security. The work was very intensive. And I must admit that our teams, our delegations worked on this subject in a very fruitful way. They have showed reasonable compromise. And I would like to thank everyone who took part in this negotiation or is going to take part in them.

MEDVEDEV (THROUGH TRANSLATOR): The result of this is that we have reached not only mutual understanding of what -- how we should move forward, but also to the basic levels on which we will advance our cooperation in this field.We agreed on -- on the levels of carriers and warheads, meaning that this is a very concrete subject. In the mutual understanding that we have just signed with the president of the United States, it is said that our two countries can have from 500 to 1,100 carriers of strategic arms and from 1,500 to 1,675 warheads. These are the new parameters within which our dialogue will be going on and where we hope to achieve final agreement that will be part of the new treaty. We have agreed, also, that the offensive and defensive systems of both countries should be considered together. We have adopted a joint statement on ABM.And this is also an important result of our work, even taking into account that we have divergences on a number of items, nevertheless, we manage to sign to approve a joint document.We have discussed measures of cooperation in the nuclear field, and the most important is that we will continue our cooperation in every area.A lot depends on our countries.We have signed an agreement on military transit to Afghanistan. We decided to create a presidential commission on cooperation which will be coordinating relations among various agencies of the United States and the Russian Federation, respectively, on in all priority areas, including economic and military areas.

MEDVEDEV (THROUGH TRANSLATOR): In the military area, these questions will be dealt by the chiefs of staff that have just signed the document: General Makarov and Mullen. Soon, all these documents will be published and you will be able to familiarize yourself with them.On the whole, by characterizing our first day of work and the results of negotiations that we have had, I would like to say that I view them as a first, but very important, step in the process of improving full-scale cooperation between our two countries, which should go to the benefit of both states. And if both states benefit by it, that means everybody will benefit by it. I would like to emphasize, in conclusion, that our country would like to reach such a level of cooperation with the United States which would be realistically worthy of the 21st century, which will ensure international peace and security. This is in our interest and we are grateful to our American colleagues for the joint work we have done. It is true that the solution of many world problems depends on the joint will of the United States and Russia.Thank you.

PRESIDENT OBAMA: Good afternoon, everybody.And I want to thank President Medvedev and the Russian people for their hospitality. Michelle and I and our children are pleased to be here in Moscow and to be here so early in my administration. We've just concluded a very productive meeting, as President Medvedev just indicated. The president and I agreed that the relationship between Russia and the United States has suffered from a sense of drift. We resolved to reset U.S.-Russian relations so that we can cooperate more effectively in areas of common interest. Today, after less than six months of collaboration, we have done exactly that, by taking concrete steps forward on a range of issues, while paving the way for more progress in the future.

OBAMA: And I think it's particularly notable that we've addressed the top priorities. These are not second-tier issues. They are fundamental to the security and the prosperity of both countries.First, we've taken important steps forward to increase nuclear security and to stop the spread of nuclear weapons.This starts with the reduction of our own nuclear arsenals. As the world's two leading nuclear powers, the United States and Russia must lead by example. And that's what we're doing here today.We have signed a joint understanding for a follow-on treaty to the START agreement that will reduce our nuclear warheads and delivery systems by up to a third from our current treaty limitations. This legally binding treaty will be completed this year.We've also agreed on a joint statement on nuclear security cooperation that will help us achieve the goal of securing all vulnerable nuclear materials within four years; progress that we can build upon later this week at the G-8 summit. Together, these are important steps forward in implementing the agenda that I laid out in Prague.As we keep our commitments, so we must ensure that other nations keep theirs. To that end, we had constructive discussions about North Korea and Iran. North Korea has abandoned its own commitments and violated international law. And that's why I'm pleased that Russia joined us in passing a U.N. Security Council resolution that calls for strong steps to block North Korea's nuclear and ballistic missile programs.Iran also poses a serious challenge through its failure to live up to international obligations. This is not just a problem for the United States.

OBAMA: It raises the prospect of a nuclear arms race in the Middle East, which would endanger global security, while Iran's ballistic missile program could also pose a threat to the broader region.That's why I'm pleased that we've agreed on a joint statement on cooperation on missile defense and a joint threat assessment of the ballistic missile challenges of the 21st century, including those posed by Iran and North Korea.Second, we have taken important steps forward to strengthen our security through greater cooperation. President Medvedev and I agreed upon the need to combat the threat of violent extremism, particularly from Al Qaida. And today we've signed an agreement that will allow the transit of lethal military equipment through Russia to Afghanistan. This is a substantial contribution by Russia to our international effort, and it will save the United States time and resources in giving our troops the support that they need.Thanks to Admiral Mullen and his Russian counterpart, we've also agreed to resume military-to-military cooperation between the United States and Russia. This provides a framework for improved cooperation and interoperability between our armed forces so that we can better address the threats that we face, from terrorism to privacy.We've also agreed to restore a joint commission on prisoners of war and missing in action which will allow our governments to cooperate in our unwavering commitment to our missing service men and women. And third, we've taken important steps forward to broaden our cooperation on a full range of issues that affect the security and prosperity of our people. President Medvedev and I are creating a U.S.-Russian bilateral presidential commission to serve as a new foundation for this cooperation.Too often, the United States and Russia only communicate on a narrow range of issues or let old habits within our bureaucracy stand in the way of our progress. And that's why this commission will include working groups on development and the economy, energy and the environment, nuclear energy and security, arms control and international security, defense, foreign policy and counterterrorism, preventing and handling emergencies, civil society, science and technology, space, health, education and culture.

OBAMA: And this work will be coordinated by Secretary Clinton and Minister Lavrov. And Secretary Clinton will travel to Russia this fall to carry this effort forward.
Just to give you one example of this cooperation, is the new memorandum of understanding on health. We've learned, most recently with the H1N1 virus, that a disease that emerges anywhere can pose a risk to people everywhere. That's why our Department of Health and Human Services will cooperate with its Russian counterparts to combat infectious, chronic and noncommunicable diseases, while promoting prevention and global health.Finally, I'm pleased that Russia has taken the important step of lifting some restrictions on imports of U.S. livestock. The cost of these restrictions to American business is over $1.3 billion and we've now made important progress toward restoring that commerce.And I won't pretend that the United States and Russia agree on every issue. As President Medvedev indicated, we've had some frank discussions, and there are areas where we still disagree.For instance, we had a frank discussion on Russia on Georgia and I reiterated my firm belief that Georgia's sovereignty and territorial integrity must be respected. Yet, even as we worked through our disagreements on Georgia's borders, we do agree that no one has an interest in renewed military conflict. And going forward, we must speak candidly to resolve these differences peacefully and constructively. President Medvedev and I are committed to leaving behind the suspicion and the rivalry of the past, so that we can advance the interests that we hold in common.Today, we've made meaningful progress in demonstrating through deeds and words what a more constructive U.S.-Russian relationship can look like in the 21st century. Tomorrow, I look forward to broadening this effort, to include business, civil society and the dialogue among the American and Russian people.I believe that all of us have an interest in forging a future in which the United States and Russian partner effectively on behalf of our security and prosperity.

OBAMA: That's the purpose of resetting our relations. That is the progress we made today.And I once again want to take President Medvedev and his entire team for being such wonderful hosts and working so effectively with our teams.Thank you.

President Obama, I'd like to ask you about the issue of trust.After this period of rocky relations between the countries but also with the agreements that you've just laid out today, having spent time with President Medvedev, do you feel like you have full trust in him? And have settled in your mind who is really in charge here in Russia, the president or Prime Minister Putin? And President Medvedev, I'd like to ask you, polling shows that the American people have some hard feelings about I'm sorry that the Russian people have some hard feelings about America. I'm wondering what you think President Obama can do to try to change this.

OBAMA: Well, first of all, this is now my second lengthy bilateral meeting with President Medvedev, and we've also had a series of telephone calls and other exchanges.And throughout our interactions I've found him to be straightforward, professional. He is clear about the interests of the Russian people, but he's also interested in finding out what the interests of the United States are. And we have found, I think, an ability to work together extremely effectively. So, yes, I trust President Medvedev to not only listen and to negotiate constructively, but also to follow follow through on the agreements that are contained here today. And, again, I'm very appreciative of not only of the manner in which he's dealt with me, but also the manner in which our teams have worked together.If you think about the short timeframe from our meeting in London to today, and the fact that we have essentially accomplished all the goals that we had set in London and these are not insubstantial achievements I think it's a good sign of progress in the future. Tomorrow I'll be having breakfast with Prime Minister Putin. I have not met him before. I'm looking forward to that meeting.My understanding is, is that President Medvedev is the president; Prime Minister Putin is the prime minister.

OBAMA: And they allocate power in accordance with Russia's form of government, in the same way that we allocate power in the United States.And so my interest is in dealing directly with my counterpart, the president, but also to reach out to Prime Minister Putin and all other influential sectors in Russian society, so that I can get a full picture of the needs of the Russian people and the concerns of the Russian people. And, you know, my strong impression is is that President Medvedev and Prime Minister Putin are working very effectively together. And our interest is dealing with the Russian government as a whole in order to achieve the improved bilateral relationship that I think can be accomplished.

MEDVEDEV (THROUGH TRANSLATOR): First of all, I would like to thank President Obama for the kind words he has just said about this period and the level of openness we enjoy in our personal relationship.I said something about it already, previously. Personal relationships are very important, especially when you speak about the building of inter-state relationships. And when the relationship between the governments and personal relationships are on the same level, positive, that's always good for the relationship between (ph) the countries.Speaking of the attitude towards the American people, they are friendly. I don't see any negative (inaudible) there. But when there are problems between the states; when there are negative signals being sent by the government, then, of course, these signals reflect on the mood of the ordinary people, and thus the best relationship between the countries are the more empathy people have towards each other in different countries.

MEDVEDEV (THROUGH TRANSLATOR): We touched upon different (inaudible) meeting and the relationship between our countries knew ups and down. We during World War II saved the world and there was strategic partnership between us. And now we also have a feeling that a lot depends on our relationship and success in delivering on all those expectations on different fronts.A lot depends on our efforts, bearing in mind that our people have always had sympathy towards empathy towards each other. (inaudible), please. You have the floor.

QUESTION (THROUGH TRANSLATOR): Thank you. I have questions to both presidents. Russia and the U.S. are the largest nuclear powers in the world, accounting for 95 percent of warheads. You have been working on the documents on the NPT for quite some time; in fact since 1970s. Do you think you will be able to have the situation in the NPT area under control when there are so many negative trends around the globe?

MEDVEDEV (THROUGH TRANSLATOR): Well, the nonproliferation problem is very important for our countries because we have and share the largest burden in the area of nonproliferation of strategic arms. We do have the major nuclear arsenals and we have full responsibility for those arsenals.And I agree with you totally. There are negative trends in the world and they are due to the emergence of new nuclear players. Some of them are not officially members of the nuclear club, but they have aspirations to have nuclear weapons and declare so openly or, which is worse, are doing it clandestinely.

MEDVEDEV (THROUGH TRANSLATOR): And of course it has a very negative bearing on the world.And due to reasons very well known, there are regions around the world where the presence of nuclear arms would create huge problems. And these are areas where we should concentrate our efforts, together with our American partners. Those regions those areas are well known. There is no sense in naming them.But it's quite obvious that on the situation in the Middle East, on the Korean Peninsula, will depend the climate throughout the globe. It's our common, joint responsibility, and we should make our utmost to prevent any negative trends there. And we are ready to do that. Our negotiations with President Obama have demonstrated that we share the same attitude towards this problem.

OBAMA: Well, I think President Medvedev said it well. This is an urgent issue and one in which the United States and Russia have to take leadership.It is very difficult for us to exert that leadership unless we are showing ourselves willing to deal with our own nuclear stockpiles in a more rational way. And that's why this post-START agreement is so important. And I'm hopeful that we can reduce our nuclear arsenals by as much as a third and, hopefully, can move even beyond that in subsequent agreements and treaties.The critical issue that President Medvedev identified is the fact that we are seeing a pace of potential proliferation that we have not seen in quite some time. And he mentioned two specific areas.In the Middle East, there is deep concern about Iran's pursuit of nuclear weapons capability, not simply because of one country wanting nuclear weapons, but the fact that if Iran obtained nuclear weapons, it is an almost it is almost certain that other countries in the region would then decide to pursue their own programs. And we would then see a nuclear arms race in perhaps the most volatile part of the world.

OBAMA: In the Korean Peninsula, we've already seen North Korea flout its own commitments and international obligations in pursuit of nuclear weapons.And in all of these cases, as you see more proliferation of nuclear weapons, the possibility is not only of state actors targeting populations with nuclear weapons, but the possibility that those nuclear weapons could fall into the hands of nonstate actors, extremist organizations, poses an extraordinary threat to both Russia and the United States. So I'm pleased on the progress that we've made so far. I think the fact that we've got a joint threat assessment, in terms of what ballistic missile capabilities and nuclear weapons could pose to our countries, that we will be conducting a review of that and making assessments to find ways that the United States and Russia can cooperate more effectively, that's going to be more important.I think continuing the pursuit of cooperation that already exists between Russia and the United States on loose nuclear materials and making sure those are secure, I think that's going to be very important.Structuring a new, reinvigorated nonproliferation treaty, that applies a set of rules to all countries, allows them to pursue peaceful nuclear energy without having the capacity to weaponize that nuclear capacity, that is going to be very important.And so, we've actually suggested a global nuclear security summit, that we intend to host next year. And I discussed with President Medvedev the strong possibility that in a subsequent summit it could be hosted by Russia where we bring all the countries together around the world to start making progress on this critical issue.

QUESTION: Deep divisions over a proposed U.S. missile shield have contributed greatly to the deterioration of U.S.-Russia relations in recent years. And it does not seem that you gentlemen have finally resolved that issue, either. President Obama, you have said very clearly that you would not accept the linkage between the missile systems and arms control talks.President Medvedev, you and Prime Minister Putin have said that these issues must be linked.Is there -- are either of you gentlemen willing to budge or compromise on this issue? And if not, could this also contribute to a blockage or obstacle to reaching a final START II agreement? And, also, President Obama, I wonder if you could give us your reaction to the Chinese government crackdown in the northwest of the country on rioting and unrest that has killed more than 140 people.

OBAMA: With respect to the China situation, unfortunately, I've been traveling all night and in meetings all day, so I have not been fully briefed, and I don't want to comment until I actually see all the information. But I assure you that our team will get a statement to you as soon as I've been able to do that.On missile defense, we have agreed that we are going to continue to discuss this critical issue. That is part of the joint statements that we've signed.I also believe that it is entirely legitimate for our discussions to talk not only about offensive weapon systems but also defensive weapon systems.Part of what got us through the Cold War was a sufficient sense of parity and deterrent capability; that both sides, during those very difficult times, understood that a first strike, the attempt to use nuclear weapons in a military conflict against the other, could result in an extremely heavy price.And so any discussion of nuclear strategy, security, has to include defensive as well as offensive capabilities.The difference that we've had has been on the specifics of a missile defense system that the United States views as a priority not to deal with Russia but to deal with a missile coming in from Iran or North Korea or some other state, and that it's important for the United States and its allies to have the capacity to prevent such a strike.

OBAMA: There's no scenario from our perspective in which this missile defense system would provide any protection against a mighty Russian arsenal. And so in that sense we have not thought that it is appropriate to link discussions of a missile defense system designed to deal with an entirely different threat unrelated to the kinds of robust capabilities that Russia possesses.Now, having said that, President Medvedev has been very clear that this is a point of deep concern and sensitivity to the Russian government. I suspect when I speak with President Prime Minister Putin tomorrow, he will say the same thing.And what we would like to do is to work with Russia to advance a system that ensures that a stray missile, whether it was one or 10 or a handful of missiles, coming from a third source that we had the capabilities to prevent those from doing damage.I think we can arrive at those kinds of understandings, but it's going to take some hard work because it requires breaking down long- standing suspicions.With respect to this particular configuration that was proposed several years ago, as you know, we're undergoing a thorough review of whether it works or not, what has been proposed.

OBAMA: That review should be completed by the end of the summer. And I indicated to President Medvedev that as soon as that review is complete, we will provide the Russian government our assessment of how we think we should proceed, and that will be the subject of extensive negotiations.So, ultimately, I think the more progress we make on some of the issues that I discussed earlier nonproliferation, being able to track ballistic missiles coming from other sources to the extent that we are building deeper cooperation on those fronts, I think the more effectively we're going to be able to resolve this issue.I believe that over time we will end up seeing that the U.S.Russian positions on these issues can be reconciled and that, in fact, we have a mutual interest in protecting both of our populations from the kinds of dangers that weapons proliferations is posing today.

MEDVEDEV (THROUGH TRANSLATOR): I'll say a couple of words on this subject. Of course, anti-ballistic missile defense, not ballistic missile defense, but the problem of the (inaudible) region area is a difficult subject for our discussion.But I would like to draw your attention to what President Obama said, and I would like to point it out myself.

MEDVEDEV (THROUGH TRANSLATOR): In our mutual understanding that has just been signed, we talk about the linkage between offensive and defensive weapons. And this already constitutes a step forward.Sometime ago, on this question, we had all only differences. Now this linkage is being stated, and this opens up the opportunity of bringing positions closer to each other.Secondly, nobody is saying that the ballistic missile defense is harmful or is posing a danger. It is aimed at resolving a number of practical tasks.The question is of linking these configurations of missile defense with interests of other countries.I would like to point out especially that our American partners, unlike what was happening in recent years, have taken a pause and now are studying this situation. As a result of this, they will formulate their final position. As (inaudible) least this is also a step forward in reaching possible compromise on this fairly difficult subject.Before, we just heard that, All decisions have been made. They do not concern you. But they have they present no threat to you.
Our position is somewhat different. You are well familiar with it. I am not going to say it again.We our understanding is that these decisions do concern us and we will have to come to terms on dispositions.We realize fully well that the number of threats, including a link to the medium-range and ballistic missiles, is not diminishing but is growing in number, so we all have to think about what configuration on the whole, the global antiballistic missile defense could have.

MEDVEDEV (THROUGH TRANSLATOR): And this during our (inaudible) composition meeting, I mentioned to my colleague.STAFF (THROUGH TRANSLATOR): Distinguished colleagues, last question. QUESTION (THROUGH TRANSLATOR): Good evening. The question is to both presidents.You spoke about your concern about Afghanistan. Can you be more specific? What do the presidents think about the situation in that country? There is a feeling that the counterterrorist operation in Afghanistan is having difficulties. And to what extent cooperation between U.S. and Russia in transit can help to improve the situation, in greater detail please?

MEDVEDEV (THROUGH TRANSLATOR): The subject of U.S.-Russian cooperation in Afghanistan is extremely important. It is for this reason we paid so much attention to the discussion of this problem. And we have just signed an agreement that concerns transit. It's an important subject and we will of course continue cooperation with our American counterparts.As concerns the current situation, it is really is not simple. I'm not trying to say that it is being worsened, but in many aspects the progress is not available or is insignificant. But we value the efforts that are being made by the United States, together with other countries, in order to prevent the terrorist threat that was emanating and still coming from the Afghan soil.

MEDVEDEV (THROUGH TRANSLATOR): We are prepared, in this sense, to full-scale cooperation with our U.S. and other partners, including in transit areas. We are prepared to help in various aspects.I don't know to what extent how quickly the situation will improve. It depends, to a large extent, to the development of the political system in Afghanistan; to what extent the Afghan government will achieve successes in the economy. And it's not a simple task. Nevertheless, we are prepared to continue with our efforts: the consultations with the Afghan side, (inaudible) president of that country. And I met the president of Pakistan because both of these problems have to be resolved together. And if we can join our efforts, both in the economic, peaceful field, and in terms of support of counterterrorist operations, the success will come sooner or later. In the final analysis, the success let me emphasize once again will depend on the maturity of the Afghan state and the readiness of the Afghan society to change.

OBAMA: Well, as you may be aware, as soon as I came into office, we undertook a thorough review of our Afghan strategy to that point, in consultation with not only our NATO allies but all the forces internationally that have contributed to the efforts there.And we concluded that we had not made as much progress as we should have, given the duration in which we've been in Afghanistan, and that we can improve it.So our approach has been to say that we need to have a strong security system in place for the Afghan elections to be completed.

OBAMA: We have to train Afghan nationals for the army and police so that they can effectively secure their own country. We have to combine that with more effective diplomatic efforts. And we have to focus on development, so that, for example, the people of Afghanistan don't have to grow poppy but have other crops and goods that they can make a living with.Now, we have just begun the implementation of this new strategy, and so I think it's too early to gauge its success so far.I think by the time that we've completed the next election and the either President Karzai or another candidate has taken his seat, then we will be able to, I think, do an additional review and see what other efforts we can take in order to improve the situation.I will tell you that Russia's participation and contributions to this effort could be extraordinarily important.Obviously, Russia has its own concerns about extremism and terrorism. Russia also has deep concerns about the drug trade and its infiltration into Russia. And Russia has extraordinary capabilities when it comes to training police forces, training armies.And so our hope is, is that, as part of the broader presidential commission structure that we put in place, that we're going to further discussion both the military efforts in Afghanistan but also the development efforts and the diplomatic efforts, so that we can make progress.

OBAMA: And President Medvedev is right that this is important for Afghanistan but it's also important with respect to Pakistan. And we're going to have to think regionally, in terms of how we approach these problems. Obviously, there are countries along the border of Afghanistan and Central Asia that are of deep strategic importance. And it's very important that we also include them in these conversations about how we can move forward.But I just want to thank again the Russian government for the agreement for military transit that will save U.S. troops both time and money. And it's, I think, a gesture that indicates the degree to which in the future Russian-U.S. cooperation can be extraordinarily important in solving a whole host of these very important international issues. ECB chief backs dollar amid calls for reserve currency debate

European Central Bank president Jean-Claude Trichet has praised the US' commitment to the strong dollar as several world powers including France and Russia call for a fresh debate on the global currency system ahead of this week's G8 summit of leaders in Italy.Asked by journalists on Sunday (5 July) whether the US dollar should remain the world's key currency, Mr Trichet said: On this issue, I am very very clear. I have just one message. It is extremely important that the US has been saying that a strong dollar is in the interests of the US.I consider that extremely important and I welcome this declaration,he added on the sidelines of an economic conference in Aix en Provence, southern France, according to Forbes.At the same forum, French finance minister Christine Lagarde called for better foreign-exchange policy coordination, adding that the world leaders should discuss how $6.5 trillion in currency reserves are managed.She argued that questions need to be asked about the balance of currencies and the role of currencies in a world that has changed because of the crisis and the growing role of emerging countries,Bloomberg reported.Bank of France Governor Christian Noyer expressed a similar message in the conference: We really need to make sure there is a greater stability between the big currencies in the period to come.Meanwhile, Russian President Dmitry Medvedev reiterated his support for a new international reserve currency, stating The dollar system or the system based on the dollar and euro have shown that they are flawed,in an interview with Italian daily Corriere della Sera.

However, the Russian leader admitted that new reserve currencies "can't be introduced by presidential decree or by order of the central bank. It's about trusting countries' economies.There is currently no alternative to the dollar or the euro, Mr Medvedev added.The discussion about the global currency basket comes as the leaders of seven most industrialised countries plus Russia are due to gather in the Italian city of L'Aquila on Wednesday (8 July) and then meet their counterparts from the main developing countries.China has been lobbying for a debate on the stability of dollar as the main reserve currency while high-level representatives from India have hinted that the country is internally discussing a possible shift from the dollar in its foreign holdings.The challenge to the US currency which has underpinned the international monetary and trade system since the end of the WWII comes as a consequence of the global financial and economic crisis sparked by the US.But there are signals that the currency debate might still be muted due to concerns over its possible negative impact on the financial markets.There is pretty broad consensus with the G8 that this is not the time to experiment with reserve currencies, however attractive it might seem,Reuters quoted a source following the summit.The G7 club includes the US, Canada, Japan, Germany, France, Britain and Italy but the Italian prime minister Silvio Berlusconi said he would also invite Spain and the Netherlands to join this week's session.The economic downturn in its complexity features high on the meeting's agenda, as last week's job figures somewhat dashed hopes for an early recovery from the worst crisis since 1930s.The G8 nations might also move on with the climate change issues, with the BBC reporting that they are setting a target to cut greenhouse gases by 80% by 2050, in L'Aquila.

OTTAWA (Reuters) – The U.S. dollar as the global reserve currency of choice has been a stabilizing force during the current financial crisis, Canada said on Friday, downplaying calls to debate the greenback's dominant status.Canadian Finance Minister Jim Flaherty added his weight, at least for now, to Japan's opposition to a Chinese push for a new super-sovereign reserve currency that would displace the U.S. dollar.

Flaherty also told reporters he could see the Canadian currency appreciating as part of a worldwide shifting of foreign exchange rates to correct imbalances.He said he did not know whether the U.S. dollar's role as the global reserve currency would be included in the final communique of a meeting between the Group of Eight leaders and a heads of emerging nations in Italy next week.It's an issue that we have not addressed other than to say that, in the midst of what is still a significant global recession, it's important that we aim for stability, and stability has been based on the U.S. dollar as the global currency,Flaherty said via teleconference from Chile.

China has asked for a debate on a new global reserve currency by the G8 and five emerging economies, G8 sources have told Reuters. News of the Chinese request helped push the U.S. dollar down to a three-week low on Wednesday.Flaherty said he expected there to be a more general discussion on foreign exchange at next week's summit, which starts with the G8 nations alone and then broadens to include emerging nations.

Commenting on Canada's currency, he said there was room for the Canadian dollar to appreciate further as part of the global realignment of currencies that many believe should include a rise in the Chinese yuan and a weaker U.S. dollar.Yes, of course it can,he said when asked if there was scope for a strengthening of the Canadian dollar.
A lot of people view the Canadian dollar in line with energy prices, with oil prices for example, so some appreciation there is likely to have some upward effect on the Canadian dollar vis a vis the U.S. dollar,he said.Our main concern is not to see nonmarket-related fluctuations in the currency.Flaherty also gave his backing to the Lecce Framework of rules for global finance, which the G8 finance ministers have adopted and next week's summit will now review.Some observers have criticized it as being too vague and voluntary, but he said: I think it is a statement of principle that is useful.However, he repeated Canada's position that sound regulation must begin at home and that it, coupled with transparency, would build international confidence.It's always been recognized that each country needs to get its own financial system in order. It's also been accepted, including by the United States, that there needs to be transparency so that the financial system participants in one country can know that they can rely on financial system participants in another country.He predicted jobless rates in Canada and the United States would continue to rise but said he had not seen any signs in Canada of wages contracting.The unemployment rate in the United States is well over 9 percent now and it's likely to go higher into 2010. We expect some continuing growth in unemployment in Canada as well. India Joins Russia, China in Questioning U.S. Dollar Dominance

July 4 (Bloomberg) -- Suresh Tendulkar, an economic adviser to Indian Prime Minister Manmohan Singh, said he is urging the government to diversify its $264.6 billion foreign-exchange reserves and hold fewer dollars. The major part of Indian reserves is in dollars that is something that’s a problem for us,Tendulkar, chairman of the Prime Minister’s Economic Advisory Council, said in an interview yesterday in Aix-en-Provence, France, where he was attending an economic conference. Singh is preparing to join leaders from the Group of Eight industrialized nations the U.S., Japan, Germany, Britain, France, Italy, Canada and Russia at a summit in Italy next week which is due to tackle the global economy. China and Brazil will also send representatives to the summit.As the talks have neared, China and Russia have stepped up calls for a rethink of how global currency reserves are composed and managed, underlining a power shift to emerging markets from the developed nations that spawned the financial crisis.There should be a system to maintain the stability of the major reserve currencies,Former Chinese Vice Premier Zeng Peiyan said in a speech in Beijing yesterday, highlighting China’s concerns about a global financial system dominated by the dollar.Fiscal and current-account deficits must be supervised as your currency is likely to become my problem,said Zeng, who is now the head of a research center under the government’s top economic planning agency. The People’s Bank of China said June 26 that the International Monetary Fund should manage more of members’ reserves.

Russian Proposals

Russian President Dmitry Medvedev has repeatedly called for creating a mix of regional reserve currencies as part of the drive to address the global financial crisis, while questioning the dollar’s future as a global reserve currency. Russia’s proposals for the Group of 20 major developed and developing nations summit in London in April included the creation of a supranational currency. We will resume talks on the supranational currency proposal at the G-8 summit in L’Aquila on July 8-10, Medvedev aide Sergei Prikhodko told reporters in Moscow yesterday. Singh adviser Tendulkar said that big dollar holders face a prisoner’s dilemma in terms of managing their holdings.That’s why I’m telling them to do this,he said.He also said that world currencies need to adjust to help unwind trade imbalances that have contributed to the global financial crisis. The major imbalances which led to the current situation, the current account surpluses and deficits, have to be addressed,he said. Currency adjustment is one thing that suggests itself.

Emerging-Market Dependence

For all the complaints about the dollar, emerging markets such as India remain dependent on the currency of the U.S., the world’s largest economy and a $2.5 trillion export market. U.S. stocks are falling again following a massive plunge at the end of the last week amidst signs that the sucker’s rally we warned about back in May could now be unwinding, in line with the Bilderberg Group’s 2009 agenda.The Dow Jones is down by around 0.6% at time of writing following a significant fall of around 2.6% on Thursday. There was no trading on Friday due to the July 4th national holiday.U.S. stocks have fallen for three straight weeks, the longest losing streak since March, on concern deeper-than estimated job cuts and a drop in consumer confidence will prolong the recession,reports Bloomberg.The S&P 500 has also slumped by 6% over the last few weeks and oil prices have tumbled.As we reported in early May, when establishment financial analysts were euphoric about an apparent economic and stock market recovery, Bilderberg’s leaked agenda for their 2009 meeting in Greece spelled out how investors were being suckered into plowing their money back into a stock market that was yet to hit a bottom.We warned that investors were being, Whipped up into a false state of euphoria by the belief that the economy is recovering, and that people were being suckered into ploughing their money back into the system as a set up for massive losses and searing financial pain in the months ahead (according to investigative journalist Daniel Estulin) as the stock market reverses its uptrend and plummets to new lows.Veteran investor Jim Rogers echoed that call during an appearance on CNBC when he told the Squawk Box Asia show,I’m not buying shares if that’s what you mean. Not at all….the bottom will probably come later this year, next year, who knows when.In addition, unemployment figures that have outstripped the Obama administration’s expectations have also come to pass, with the unemployment rate currently at around 9.5%. This is also in line with Daniel Estulin’s forecast, based on what Bilderberg members were saying, that unemployment figures would be at 14% by the end of this year, a prediction made when the figure stood at 8.1%.

As we have previously highlighted, the real unemployment numbers are in reality almost double those announced, because the way in which the statistics are tallied is deliberately fudged in order to artificially lower the figure. Current methods of tallying unemployment figures do not even take into account workers who have stopped looking for work. If a worker becomes discouraged after being unable to find a job and stops looking, they disappear from the official record.It remains to be seen whether the suckers will still be enticed to plough more money into a rigged game before the plug is pulled, but indications are that we could already be seeing the next down leg in the stock market and the economy in general.

Brussels tackles risk in derivatives trading

EUOBSERVER / BRUSSELS – The European Commission has outlined a list of measures that could be used to limit the potential risk posed by derivatives to the EU's financial system.Derivatives such as futures and swaps are financial products that derive their value from an underlying asset, such as oil, or a market variable, such as an interest rate.The financial meltdown last autumn brought the $600 trillion (€430tn) market to the closer attention of global policy makers due to concerns over its huge size and opaque nature. Derivatives markets play an important role in the economy, but the crisis has shown that they may harm financial stability,internal market commissioner Charlie McCreevy said in a statement on Friday (3 July).One factor adding to the lack of information on the sector is the largely over-the-counter(OTC) nature of trading.Instead of going through an exchange, a large volume of trading is conducted directly between the two parties involved, either over the phone or by using electronic networks, allowing greater flexibility but reducing the information entering the public domain.Credit default swaps (CDSs)a contract between two parties in which one party offers insurance against a particular credit event such as a bank default have been singled out as particularly risky due to the sector's high concentration in a small number of banks.US insurance company American International Group (AIG) nearly collapsed last autumn as a result of the large payouts it had to make to clients who had taken out CDSs against a Lehman Brothers default.

Proposed measures

To counter this, the commission document proposes the greater use of clearing houses intermediary institutions that agree to fulfil the contract if one party is unable to keep up their side of the bargain.Financial firms operating in Europe have promised Mr McCreevy that CDS trading will be conducted through clearing houses by the end of the month, with the commission also keen to see them used for other derivatives.

Clearing houses have proven their worth during the financial crisis as illustrated by their role in managing the consequences of the Lehman Brothers' default, the commission said, while at the same time indicating it would not insist on greater clearing for the moment.Others proposals to reduce the risk posed by derivatives include product standardisation and the use of central data repositories.Greater use of standard derivatives that are better understood could help reduce operational risks says the EU executive, whereas central data repositories would collect data on the number of transactions and the size of outstanding positions in a bid to provide greater transparency to the sector.Emrah Arbak of the Centre for European Policy Studies, a Brussels-based think-tank, said that greater transparency will not solve the problem by itself, however.There are many examples of securities where the transactions are extremely transparent …and yet there are big problems,he told EUobserver, giving the sub-prime loan sector in the US as an example.The launch of the commission proposals marks the start of a public consultation, with a public hearing set for 25 September. After this the commission plans to come forward with concrete initiatives and possible draft legislation before the end of the year.

Nigeria militants say attack Chevron oil manifold JULY 5,09

ABUJA (Reuters) – Nigeria's main militant group said on Monday it had sabotaged one of Chevron's crude oil pipeline junction points in the Niger Delta, the second attack in as many days.The Movement for the Emancipation of the Niger Delta (MEND) said it blew up Chevron's Okan manifold late on Sunday in the southern Delta state, hours after it attacked an oil well head operated by Royal Dutch Shell.The strategic Okan manifold, which controls about 80 percent of Chevron Nigeria Limited offshore crude oil to its BOP crude loading platform, was blown up at about 2045 hours on Sunday, the Movement for the Emancipation of the Niger Delta (MEND) said in an emailed statement.It was not immediately possible to independently verify the statement. VANCOUVER, British Columbia (Reuters) – An explosion damaged a natural gas pipeline in northeast British Columbia on Saturday, the sixth attack on an energy facility in that area of the Canadian province in recent months.The explosion about 8 km south of the community of Dawson Creek, British Columbia, caused a leak but no injuries and was heard by crews repairing wellhead equipment damaged in a bombing on Wednesday, police said.The elements of this incident thus far, are consistent with the previous blast sites and the RCMP considers this latest bombing linked to the others, the Royal Canadian Mounted Police said in a statement.Pipeline owner EnCana Corp said 12-inch (30-cm) diameter line carried sour gas that contains hydrogen sulphide and can be deadly if breathed, but none had been detected by monitoring equipment and there was no threat to the public.The incident caused pressure in the line to drop, which activated emergency valves that immediately shut down the pipeline and stopped the leak, the company said.The bombings that began in early October have all targeted EnCana natural gas facilities near the communities of Dawson Creek and Tomslake, British Columbia. None of the attacks have caused injuries but have produced small gas leaks.Investigators believe the saboteur is a resident of the area and that the incidents are linked to a letter sent to media before the first blast warning EnCana to stop drilling for natural gas in the area.The letter also complained about the production of crazy gas, which officials have speculated may be a reference to sour gas production.This (latest explosion) does change the dynamics of the events in certain terms, the main being our heightened concern for public safety, given that this explosion went off in close proximity of working crews and within a couple of kilometers of a populated rural area,the police statement said.Unlike with the earlier explosions, police were alerted to this blast almost immediately after it happened and were able to reach the scene quickly, which investigators said may aid their search for clues.

Police had complained they believed some residents knew information about who might be responsible for the attacks but were unwilling to cooperate with investigators.We are greatly encouraged by the quick response from the public in this latest incident with the receipt of an unsolicited report,police said.EnCana said its crews were inspecting other facilities in the area but no damage has been discovered.The company did not estimate when the latest damage would be repaired, and the company is still working to stop the small leak caused by Wednesday's explosion.(Editing by Doina Chiacu)

SEOUL, South Korea – A barrage of ballistic missiles that North Korea test-fired over the weekend may have included a new type of a Scud with an extended range and improved accuracy that poses a threat to Japan, a South Korean newspaper reported Monday.Pyongyang launched seven missiles into waters off its east coast Saturday in a show of force that defied U.N. resolutions and drew international condemnation.On Monday, South Korea's mass-circulation Chosun Ilbo newspaper reported the launches were believed to have included three Scud-ER missiles with a range of up to 620 miles (1,000 kilometers).The paper said the Scud-ER has a longer range and better accuracy compared with previous Scud series so is particularly a threat to Japan.The Chosun Ilbo, citing a government source it did not name, said the other four missiles were two Scud-C missiles with a range of 310 miles (500 kilometers) and two medium-range Rodong missiles that can travel up to 810 miles (1,300 kilometers).Five of the seven missiles flew about 260 miles (420 kilometers) from an eastern coastal launch site and landed in one area, meaning their accuracy has improved, the paper said.South Korea's Defense Ministry said it could not confirm the report, saying details of the launches were still under investigation.One Defense Ministry official told The Associated Press on Sunday that the missiles were likely capable of striking key government and military facilities in South Korea, and that they appeared to have traveled about 250 miles (400 kilometers). BEIJING – Nearly 1,000 protesters from a Muslim ethnic group rioted in China's far west, overturning barricades, attacking bystanders and clashing with police in violence that killed at least three people, including a policeman, state media and witnesses said.State media initially said at least three ethnic Han Chinese were killed in the violence Sunday, though later reported that an unknown number died, among them an armed policeman. An activist group said one demonstrator may have died.

Protesters, mostly from the Uighur ethnic group, set at least one car on fire, overturned police barriers and attacked buses in several hours of violence that appeared to subside somewhat as police and military presence intensified into the night, according to participants and witnesses.The official Xinhua News Agency reported that the situation was under control by Monday morning and that police had shut down traffic in parts of the city as a precaution.Tensions between Uighurs and Chinese are never far from the surface in Xinjiang, China's vast Central Asian buffer province, where militant Uighurs have waged sporadic, violent separatist campaign.

Protesters gathered Sunday to demand an investigation into a fight between Uighur and Han Chinese workers at a factory in southern China last month. Accounts differed over what happened next in the city of Urumqi, but the violence seemed to have started when a crowd of protesters who started out peaceful refused to disperse.Adam Grode, an American Fulbright scholar studying in Urumqi, said he heard explosions and also saw a few people being carried off on stretchers and a Han Chinese man with blood on his shirt entering a hospital.He said he saw police pushing people back with tear gas, fire hoses and batons, and protesters knocking over police barriers and smashing bus windows.Every time the police showed some force, the people would jump the barriers and get back on the street. It was like a cat-and-mouse sort of game,said Grode, 26.The government's Xinhua News Agency quoted unnamed officials saying that at least three ethnic Han Chinese were killed in the violence, in which the crowd attacked passers-by, torched vehicles and interrupted traffic on some roads. It later said an unknown number of people were killed, including the policeman.Xinjiang's government accused Uighur exiles led by a former businesswoman now living in America, Rebiya Kadeer, of fomenting the violence via the Internet.The violence is a pre-empted, organized violent crime. It is instigated and directed from abroad and carried out by outlaws in the country," said a government statement carried by Xinhua.

Kadeer's spokesman, Alim Seytoff, said by telephone from Washington, D.C., that the accusations were baseless.It's common practice for the Chinese government to accuse Ms. Kadeer for any unrest in East Turkestan and His Holiness the Dalai Lama for any unrest in Tibet,he said.Uighur rights groups and militants demanding an independent Xinjiang often refer to the sprawling region of deserts and mountains, which borders eight Central Asian nations, as East Turkestan.The clashes Sunday in Urumqi echoed last year's unrest in Tibet, when a peaceful demonstration by monks in the capital of Lhasa erupted in riots that spread to surrounding areas, leaving at least 22 dead. The Chinese government accused the Dalai Lama of orchestrating the violence a charge he denied.Seytoff also read a brief statement from Kadeer: The real cause of the problem lies with the Chinese government's policies toward the Uighurs. In other shots, smoke rises in the distance and fire engines race to the protest.

The Urumqi police and city government would not comment about the incident.

Uighur separatists have waged a sporadic campaign for independence in recent decades, and the military, armed police and riot squads maintain a visible presence in the region. After a few years of relative calm, separatist violence picked up last year with attacks against border police and bombings of government buildings. Four Uighur detainees at the U.S. prison at Guantanamo Bay in Cuba were recently released and relocated to Bermuda despite Beijing's objections because U.S. officials have said they fear the men would be executed if they returned to China. Officials have also been trying to transfer 13 others to the Pacific nation of Palau.

MOSCOW – President Barack Obama said strengthening human rights and the rule of law in Russia should be a part of the much-heralded reset in U.S.Russian relations, according to an interview with an embattled Russian opposition newspaper.Obama also said he applauded President Dmitry Medvedev's efforts to reform Russia's creaky judicial system, according excerpts released by Novaya Gazeta before Obama's arrival Monday in Moscow, when the full interview to be published.I agree with President Medvedev when he said that freedom is better than the absence of freedom,Obama was quoted as saying.I see no reason why strengthening democracy, human rights and the rule of law cannot be included as part of our reset in relations.The term reset refers to the pledge by officials in both countries to improve relations that had chilled markedly in recent years.It was unclear whether Obama's comments were a signal that he intends to press Medvedev or the man considered his co-ruler, Prime Minister Vladimir Putin on judicial reforms or human rights issues during his two-day summit in Moscow.Rights groups, U.S. lawmakers, and Russian and U.S. foreign policy experts have urged Obama not to ignore those issues in order to reach agreement with Medvedev on broader disputes such as a new arms control treaty or NATO expansion.A newspaper spokeswoman said the interview was conducted in writing, with the newspaper receiving answers to its questions at the end of last week.Obama declined to answer the newspaper's question about Russia's most prominent prisoner the former oil tycoon and billionaire Mikhail Khodorkovsky. AMMAN, Jordan – Jordan's Queen Noor, a founder of an international initiative to eliminate nuclear weapons, called on the presidents of the United States and Russia to advance the cause at their Monday summit by agreeing to significant cuts in their arsenals.President Barack Obama and Russian President Dmitry Medvedev in April issued a joint statement committing themselves to the goal of a nuclear weapons-free world. The two leaders are to meet Monday in Moscow for talks that many expect will lead to a framework agreement on new weapons cuts beyond the START-1 treaty that expires this year.We're so heartened that President Obama and President Medvedev have made that commitment. We pray they will build on that in the July 6th meeting, commit to deep reductions in their arsenals that will then help us to begin multilateral negotiations with the other nuclear countries that we hope will deter other countries aspiring to become nuclear ... to see that the movement is going against them,Noor said in an interview broadcast Sunday on CNN.Noor is one of the founders of Global Zero, which includes current and former senior officials from nuclear powers.
