Netanyahu accepts limited Palestinian state

JERUSALEM (AP) - Israeli Prime Minister Netanyahu on Sunday called for creation of a limited Palestinian state for the first time, saying it would have to be disarmed.

Netanyahu made the call during a major policy speech about his Mideast peacemaking intentions.In any peace agreement, the territory under Palestinian control must be disarmed, with solid security guarantees for Israel, he said.If we get this guarantee for demilitarization and necessary security arrangements for Israel, and if the Palestinians recognize Israel as the state of the Jewish people, we will be willing in a real peace agreement to reach a solution of a demilitarized Palestinian state alongside the Jewish state, he said.Up to now Netanyahu has resisted endorsing the creation of a Palestinian state as part of a Mideast peace settlement, drawing intense pressure from the administration of President Barack Obama.Netanyahu also said the Palestinians must recognize Israel as a Jewish state, and he declared that the solution of the Palestinian refugee problem must be outside Israel.Palestinians claim that refugees from the 1948-49 war that followed Israel's creation and their millions of descendants have the right to reclaim their original homes.I call on you, our Palestinian neighbors, and to the leadership of the Palestinian Authority: Let us begin peace negotiations immediately, without preconditions, he said. Israel is committed to international agreements and expects all the other parties to fulfill their obligations as well.Netanyahu also called for Arab leaders to meet him and contribute to Palestinian economic development.

Israel backs Palestinian state ahead of EU talks

EUOBSERVER / BRUSSELS - Israeli Prime Minister Benjamin Netanyahu on Sunday (14 June) backed the creation of a Palestinian state in a major speech, which had been hotly anticipated in both Washington and Brussels.Statehood would come with heavy restrictions however - the new country would be unable to maintain an army, have weapons or control the airspace above its territory.If we have guarantees on demilitarisation and if the Palestinians recognise Israel as a state of the Jewish people, then we arrive at a solution based on a demilitarised Palestinian state alongside Israel,he said in the speech at Bar-Ilan University.Each will have its flag, each will have its anthem. The Palestinian territory will be without arms, will not control airspace, will not be able to have arms.The offer comes after the right-wing Israeli government had for months refused to back a two-state solution to the 60 year-old conflict. The prime minister however maintained the right of Jewish settlers to expand their existing homes on occupied Palestinian land - a practice known as natural growth.He said that settlers are not the enemies of peace and called them our brothers and sisters.We have no intention of building new settlements or of expropriating land for new settlements ...but there is a need to allow settlers to lead normal lives, to allow mothers and fathers to raise their children like all families around the world.He also ruled out the return of Palestinians who were driven out of their homes at the birth of the Israeli state in 1948. The refugee problem must be solved outside of Israeli borders. Their return goes against the principle of Israel as a Jewish state,Mr Netanyahu said.

The Right of Return of the refugees and their descendants has consistently been a key demand of negotiators throughout all attempts at peace talks.The prime minister reiterated his government's stance that Jerusalem be united capital of Israel, - dashing Palestinian hopes they could one day situate their own capital in occupied East Jerusalem.Israel claims Jerusalem as its capital, but no foreign governments maintain their embassies to the country there.

Diplomatic pressure

Both the European Union and the United States have put pressure on Mr Netanyahu to accept the idea of an independent Palestinian state and halt the expansion of settlements on the West Bank.It remains to be seen whether Mr Netanyahu's words are sufficient to satisfy the EU and the US. EU diplomats have suggested the two demands must be met before Brussels will agree to an upgrade of EU-Israeli relations.In his own landmark speech on 4 June, US President Barack Obama called on settlement expansion to stop.Following the Netanyahu speech, the White House issued a statement saying that the US president welcomed the important step forward.On Friday, Mr Netanyahu spoke to EU chief diplomat Javier Solana, making essentially the same points as he would in his later public address.We will not allow the establishment of a Hamas state in the West Bank as well,he told Mr Solana, underscoring his government's requirements that any Palestinian state be demilitarised.

He also said that natural growth in settlement construction would continue.The demand to freeze construction in the settlements is unrealistic and in opposition to previous agreements and understandings under which Israel operated,he said.

EU upgrade

On Monday Israel foreign minister Avigdor Lieberman will come to Brussels for an Association Council meeting, while European foreign ministers are to discuss whether to move ahead with the upgrade in relations.The Netanyahu speech will have strengthened the hand of those member states, including the Czech Republic, currently chairing the EU's six-month rotating presidency, the Netherlands, Germany, Italy and Romania, who wish to move ahead with the upgrade.The EU has been divided on the issue since Israel's assault on the Gaza Strip at the turn of the year.Belgium, Sweden, Portugal and Ireland do not wish to see the upgrade move ahead without a clear commitment on Israel's side to a two-state solution, an end to settlement expansion and a lifting of the blockade on the Gaza Strip. Although emergency aid is able to get through, items such as spare parts, water and sanitation system repair materials and agricultural inputs are blocked.The UK, France, the Netherlands and Spain are somewhere between the two sides, with Britain quite vocal on the question of the settlements.Development groups are hoping that the de facto suspension of the EU upgrade will be turned into a formal suspension, but realistically expect that the current situation will continue.Mr Netanyahu's recognition of a two-state solution changes the game,however, a source close to discussions told EUobserver.

Netanyahu: PA Must Defeat Hamas in Gaza before We Negotiate

(IsraelNN.com) On Sunday evening at Bar Ilan University, Prime Minister Binyamin Netanyahu delivered his long-awaited reply to U.S. President Barack Obama's historic Cairo speech. Netanyahu did say the words Palestinian state which nationalists hoped he would not say. However, he also laid down stringent conditions for establishment of such a state, and -- arguably -- even for negotiations to take place.Toward the end of the speech, Netanyahu said: Above all else, the Palestinians must decide between the path of peace and the path of Hamas. The Palestinian Authority will have to establish the rule of law in Gaza and overcome Hamas. Israel will not sit at the negotiating table with terrorists who seek their destruction.This appears to indicate that the very act of restarting negotiations with the PA is conditional upon its defeating the Hamas terror militia in Gaza.

Honored guests, citizens of Israel.

Peace has always been our people’s most ardent desire. Our prophets gave the world the vision of peace, we greet one another with wishes of peace, and our prayers conclude with the word peace. We are gathered this evening in an institution named for two pioneers of peace, Menachem Begin and Anwar Sadat, and we share in their vision.Two and half months ago, I took the oath of office as the Prime Minister of Israel. I pledged to establish a national unity government – and I did. I believed and I still believe that unity was essential for us now more than ever as we face three immense challenges – the Iranian threat, the economic crisis, and the advancement of peace.The Iranian threat looms large before us, as was further demonstrated yesterday. The greatest danger confronting Israel, the Middle East, the entire world and human race, is the nexus between radical Islam and nuclear weapons. I discussed this issue with President Obama during my recent visit to Washington, and I will raise it again in my meetings next week with European leaders. For years, I have been working tirelessly to forge an international alliance to prevent Iran from acquiring nuclear weapons.Confronting a global economic crisis, the government acted swiftly to stabilize Israel’s economy. We passed a two year budget in the government –and the Knesset will soon approve it. And the third challenge, so exceedingly important, is the advancement of peace. I also spoke about this with President Obama, and I fully support the idea of a regional peace that he is leading.I share the President’s desire to bring about a new era of reconciliation in our region. To this end, I met with President Mubarak in Egypt, and King Abdullah in Jordan, to elicit the support of these leaders in expanding the circle of peace in our region. I turn to all Arab leaders tonight and I say: Let us meet. Let us speak of peace and let us make peace. I am ready to meet with you at any time. I am willing to go to Damascus, to Riyadh, to Beirut, to any place- including Jerusalem.

I call on the Arab countries to cooperate with the Palestinians and with us to advance an economic peace. An economic peace is not a substitute for a political peace, but an important element to achieving it. Together, we can undertake projects to overcome the scarcities of our region, like water desalination or to maximize its advantages, like developing solar energy, or laying gas and petroleum lines, and transportation links between Asia, Africa and Europe.The economic success of the Gulf States has impressed us all and it has impressed me. I call on the talented entrepreneurs of the Arab world to come and invest here and to assist the Palestinians – and us – in spurring the economy. Together, we can develop industrial areas that will generate thousands of jobs and create tourist sites that will attract millions of visitors eager to walk in the footsteps of history – in Nazareth and in Bethlehem, around the walls of Jericho and the walls of Jerusalem, on the banks of the Sea of Galilee and the baptismal site of the Jordan.There is an enormous potential for archeological tourism, if we can only learn to cooperate and to develop it.

Israel wants to live in peace
Those who think that the continued enmity toward Israel is a product of our presence in Judea, Samaria and Gaza, is confusing cause and consequence. I turn to you, our Palestinian neighbors, led by the Palestinian Authority, and I say: Let’s begin
negotiations immediately without preconditions.Israel is obligated by its international commitments and expects all parties to keep their commitments.We want to live with you in peace, as good neighbors. We want our children and your children to never again experience war: that parents, brothers and sisters will never again know the agony of losing loved ones in battle; that our children will be able to dream of a better future and realize that dream; and that together we will invest our energies in plowshares and pruning hooks, not swords and spears. I know the face of war. I have experienced battle. I lost close friends, I lost a brother. I have seen the pain of bereaved families. I do not want war. No one in Israel wants war.If we join hands and work together for peace, there is no limit to the development and prosperity we can achieve for our two peoples – in the economy, agriculture, trade, tourism and education - most importantly, in providing our youth a better world in which to live, a life full of tranquility, creativity, opportunity and hope. If the advantages of peace are so evident, we must ask ourselves why peace remains so remote, even as our hand remains outstretched to peace? Why has this conflict continued for more than sixty years? In order to bring an end to the conflict, we must give an honest and forthright answer to the question: What is the root of the conflict?

Like Herzl, speak in simple terms
In his speech to the first Zionist Conference in Basel, the founder of the Zionist movement, Theodore Herzl, said about the Jewish national home This idea is so big that we must speak of it only in the simplest terms. Today, I will speak about the immense challenge of peace in the simplest words possible. Even as we look toward the horizon, we must be firmly connected to reality, to the truth. And the simple truth is that the root of the conflict was, and remains, the refusal to recognize the right of the Jewish people to a state of their own, in their historic homeland.In 1947, when the United Nations proposed the partition plan of a Jewish state and an Arab state, the entire Arab world rejected the resolution. The Jewish community, by contrast, welcomed it by dancing and rejoicing.

The Arabs rejected any Jewish state, in any borders.

Those who think that the continued enmity toward Israel is a product of our presence in Judea, Samaria and Gaza, is confusing cause and consequence.The attacks against us began in the 1920s, escalated into a comprehensive attack in 1948 with the declaration of Israel’s independence, continued with the fedayeen attacks in the 1950s, and climaxed in 1967, on the eve of the six-day war, in an attempt to tighten a noose around the neck of the State of Israel.All this occurred during the fifty years before a single Israeli soldier ever set foot in Judea and Samaria . Fortunately, Egypt and Jordan left this circle of enmity. The signing of peace treaties have brought about an end to their claims against Israel, an end to the conflict. But to our regret, this is not the case with the Palestinians. The closer we get to an agreement with them, the further they retreat and raise demands that are inconsistent with a true desire to end the conflict.

The Disengagement brought missiles
Many good people have told us that withdrawal from territories is the key to peace with the Palestinians. Well, we withdrew. But the fact is that every withdrawal was met with massive waves of terror, by suicide bombers and thousands of missiles.We tried to withdraw with an agreement and without an agreement. We tried a partial withdrawal and a full withdrawal. In 2000 and again last year, Israel proposed an almost total withdrawal in exchange for an end to the conflict, and twice our offers were rejected.We evacuated every last inch of the Gaza strip, we uprooted tens of settlements and evicted thousands of Israelis from their homes, and in response, we received a hail of missiles on our cities, towns and children.The claim that territorial withdrawals will bring peace with the Palestinians, or at least advance peace, has up till now not stood the test of reality.In addition to this, Hamas in the south, like Hezbollah in the north, repeatedly proclaims their commitment to “liberate” the Israeli cities of Ashkelon, Beersheba, Acre and Haifa. Territorial withdrawals have not lessened the hatred, and to our regret, Palestinian moderates are not yet ready to say the simple words: Israel is the nation-state of the Jewish people, and it will stay that way. Achieving peace will require courage and candor from both sides, and not only from the Israeli side.I say that if the state of Israel would have been established earlier, the Holocaust would not have occured.

Conditions for the Palestinian leaders
The Palestinian leadership must arise and say: Enough of this conflict. We recognize the right of the Jewish people to a state of their own in this land, and we are prepared to live beside you in true peace.I am yearning for that moment, for when Palestinian leaders say those words to our people and to their people, then a path will be opened to resolving all the problems between our peoples, no matter how complex they may be. Therefore, a fundamental prerequisite for ending the conflict is a public, binding and unequivocal Palestinian recognition of Israel as the nation state of the Jewish people. To vest this declaration with practical meaning, there must also be a clear understanding that the Palestinian refugee problem will be resolved outside Israel’s borders. For it is clear that any demand for resettling Palestinian refugees within Israel undermines Israel’s continued existence as the state of the Jewish people.The Palestinian refugee problem must be solved, and it can be solved, as we ourselves proved in a similar situation. Tiny Israel successfully absorbed tens of thousands of Jewish refugees who left their homes and belongings in Arab countries.Therefore, justice and logic demand that the Palestinian refugee problem be solved outside Israel’s borders. On this point, there is a broad national consensus. I believe that with goodwill and international investment, this humanitarian problem can be permanently resolved.So far I have spoken about the need for Palestinians to recognize our rights. In am moment, I will speak openly about our need to recognize their rights.But let me first say that the connection between the Jewish people and the Land of Israel has lasted for more than 3500 years. Judea and Samaria, the places where Abraham, Isaac, and Jacob, David and Solomon, and Isaiah and Jeremiah lived, are not alien to us. This is the land of our forefathers.

The right of the Jewish people to a state in the land of Israel does not derive from the catastrophes that have plagued our people. True, for 2000 years the Jewish people suffered expulsions, pogroms, blood libels, and massacres which culminated in a Holocaust - a suffering which has no parallel in human history.There are those who say that if the Holocaust had not occurred, the state of Israel would never have been established. But I say that if the state of Israel would have been established earlier, the Holocaust would not have occured.This tragic history of powerlessness explains why the Jewish people need a sovereign power of self-defense.

A vision of peace
But our right to build our sovereign state here, in the land of Israel, arises from one simple fact: this is the homeland of the Jewish people, this is where our identity was forged.As Israel’s first Prime Minister David Ben-Gurion proclaimed in Israel’s Declaration of Independence: The Jewish people arose in the land of Israel and it was here that its spiritual, religious and political character was shaped. Here they attained their sovereignty, and here they bequeathed to the world their national and cultural treasures, and the most eternal of books.But we must also tell the truth in its entirety: within this homeland lives a large Palestinian community. We do not want to rule over them, we do not want to govern their lives, we do not want to impose either our flag or our culture on them.In my vision of peace, in this small land of ours, two peoples live freely, side-by-side, in amity and mutual respect. Each will have its own flag, its own national anthem, its own government. Neither will threaten the security or survival of the other.These two realities – our connection to the land of Israel, and the Palestinian population living within it – have created deep divisions in Israeli society. But the truth is that we have much more that unites us than divides us.I have come tonight to give expression to that unity, and to the principles of peace and security on which there is broad agreement within Israeli society. These are the principles that guide our policy.This policy must take into account the international situation that has recently developed. We must recognize this reality and at the same time stand firmly on those principles essential for Israel.I have already stressed the first principle – recognition. Palestinians must clearly and unambiguously recognize Israel as the state of the Jewish people. The second principle is: demilitarization. The territory under Palestinian control must be demilitarized with ironclad security provisions for Israel.Without these two conditions, there is a real danger that an armed Palestinian state would emerge that would become another terrorist base against the Jewish state, such as the one in Gaza.

Peace means no Grads on Tel Aviv
Hamas will not even allow the Red Cross to visit our kidnapped soldier Gilad Shalit, who has spent three years in captivity, cut off from his parents, his family and his people.We don’t want Kassam rockets on Petach Tikva, Grad rockets on Tel Aviv, or missiles on Ben-Gurion airport. We want peace. In order to achieve peace, we must ensure that Palestinians will not be able to import missiles into their territory, to field an army, to close their airspace to us, or to make pacts with the likes of Hezbollah and Iran. On this point as well, there is wide consensus within Israel. It is impossible to expect us to agree in advance to the principle of a Palestinian state without assurances that this state will be demilitarized.On a matter so critical to the existence of Israel, we must first have our security needs addressed.

Therefore, today we ask our friends in the international community, led by the United States, for what is critical to the security of Israel: Clear commitments that in a future peace agreement, the territory controlled by the Palestinians will be demilitarized: namely, without an army, without control of its airspace, and with effective security measures to prevent weapons smuggling into the territory – real monitoring, and not what occurs in Gaza today. And obviously, the Palestinians will not be able to forge military pacts. Without this, sooner or later, these territories will become another Hamastan. And that we cannot accept.I told President Obama when I was in Washington that if we could agree on the substance, then the terminology would not pose a problem.And here is the substance that I now state clearly:

The Palestinian state
If we receive this guarantee regarding demilitirization and Israel’s security needs, and if the Palestinians recognize Israel as the State of the Jewish people, then we will be ready in a future peace agreement to reach a solution where a demilitarized Palestinian state exists alongside the Jewish state.Regarding the remaining important issues that will be discussed as part of the final settlement, my positions are known: Israel needs defensible borders, and Jerusalem must remain the united capital of Israel with continued religious freedom for all faiths.The territorial question will be discussed as part of the final peace agreement. In the meantime, we have no intention of building new settlements or of expropriating additional land for existing settlements.But there is a need to enable the residents to live normal lives, to allow mothers and fathers to raise their children like families elsewhere. The settlers are neither the enemies of the people nor the enemies of peace. Rather, they are an integral part of our people, a principled, pioneering and Zionist public.

Unity among us is essential and will help us achieve reconciliation with our neighbors. That reconciliation must already begin by altering existing realities. I believe that a strong Palestinian economy will strengthen peace. If the Palestinians turn toward peace – in fighting terror, in strengthening governance and the rule of law, in educating their children for peace and in stopping incitement against Israel - we will do our part in making every effort to facilitate freedom of movement and access, and to enable them to develop their economy. All of this will help us advance a peace treaty between us.

Knock out Hamas
Above all else, the Palestinians must decide between the path of peace and the path of Hamas. The Palestinian Authority will have to establish the rule of law in Gaza and overcome Hamas. Israel will not sit at the negotiating table with terrorists who seek their destruction.Hamas will not even allow the Red Cross to visit our kidnapped soldier Gilad Shalit, who has spent three years in captivity, cut off from his parents, his family and his people. We are committed to bringing him home, healthy and safe.With a Palestinian leadership committed to peace, with the active participation of the Arab world, and the support of the United States and the international community, there is no reason why we cannot achieve a breakthrough to peace.

Our people have already proven that we can do the impossible. Over the past 61 years, while constantly defending our existence, we have performed wonders.Our microchips are powering the world’s computers. Our medicines are treating diseases once considered incurable. Our drip irrigation is bringing arid lands back to life across the globe. And Israeli scientists are expanding the boundaries of human knowledge.If only our neighbors would respond to our call – peace too will be in our reach.I call on the leaders of the Arab world and on the Palestinian leadership, let us continue together on the path of Menahem Begin and Anwar Sadat, Yitzhak Rabin and King Hussein. Let us realize the vision of the prophet Isaiah, who in Jerusalem 2700 years ago said: nations shall not lift up sword against nation, and they shall learn war no more.With God’s help, we will know no more war. We will know peace.

Kadima Pleased with Speech; Coalition MKs have Mixed Feelings

(IsraelNN.com) Members of Knesset from across the political spectrum reacted Sunday night to Prime Minister Binyamin Netanyahu's speech at Bar Ilan University, in which he outlined his diplomatic goals. Netanyahu called for the creation of a demilitarized Palestinian state beside Israel, but also insisted that the PA first recognize Israel as a Jewish state, which it has so far refused to do, and that it agree to disarm.In addition, Netanyahu said Jerusalem would remain the undivided capital of Israel.

MKs from Likud were largely enthusiastic about the speech, but some criticized Netanyahu's use of the term Palestinian state. The Kadima party, on the other hand, praised the Prime Minister for stating for the first time that his goal is indeed a Palestinian state,but criticized his other positions.MK Danny Danon of Likud said he and fellow Likud MKs would pressure Netanyahu to rescind his statements regarding an Arab state west of the Jordan River.The Prime Minister said 'Palestinian state' – we'll try to get that part erased,he said.The speech was brilliant, but Netanyahu gave in to American pressure, he added. The residents of Israel are not laboratory mice of the new American president, he said.Enough Israeli citizens have been killed because of unilateral concessions on our part... I will use all of my influence, among members of the faction and the coalition, to make sure the Prime Minister fails in his aim to create a Palestinian state.By using the term demilitarized Palestinian state Netanyahu is attempting to eat a kosher-slaughtered pig. There is no such animal as a demilitarized state.

The Arabs won't accept it
Another Likud MK, Yariv Levin, said he supports efforts to reach peace – and therefore, will oppose Netanyahu's call for a PA state. The creation of a PA state would bring conflict, not peace, he said.There's no chance that the Arabs will accept the Prime Minister's terms, and therefore continued building is what will determine the future,Levin explained, calling on the government to allow Jews to build in Judea and Samaria.Responses from within the Kadima party were more positive. Kadima head Tzipi Livni called the speech a step in the right direction, but added that Kadima would wait to see Netanyahu's actions, and would not be impressed by words alone. MK Otniel Schneller took a stronger stance, calling on his party to support Netanyahu. The Prime Minister has recognized that Israel has an immediate interest in establishing a Palestinian state. Kadima has a responsibility to provide support, he said.Kadima cannot act like an opposition party when it comes to this issue, he warned. Schneller is a member of the Shaul Mofaz camp in Kadima, which favors joining Netanyahu's coalition.Kadima MKs Magali Whbee and Zeev Boim were less enthusiastic than Schneller. Whbee called the speech an improvement, but a very small one, noting with satisfaction that Netanyahu used the phrase Palestinian state, but adding, that he made sure to wrap them inside innumerable conditions that could make them unpracticable. Whbee called Netanyahu’s oration the speech of two states and one thousand conditions.Boim accused Netanyahu of torpedoing negotiations with the PA by setting too many conditions, saying, This is not how you move forward.

Nationalist camp: PM betrayed his voters
Responses from the nationalist camp were largely negative. Netanyahu betrayed the voters' will, said MK Michael Ben-Ari of National Union. The Prime Minister's willingness to change his stance on a PA state demonstrates that the Israeli elections are unnecessary – the decisions are made in Washington, he said. He called the speech a speech of surrender to the dictates of Obama.MK Aryeh Eldad (NU) said that by using the term demilitarized Palestinian state Netanyahu is attempting to eat a kosher-slaughtered pig. There is no such animal as a demilitarized state. Netanyahu knows full well that no political force in the world could prevent such a state from arming itself, making alliances and behaving like a recognized state,he added. MK Zevulun Orlev of the Jewish Home party expressed disappointment as well. Unfortunately, Netanyahu paid lip service to a Palestinian state, and in doing so, disappointed most coalition parties, particularly the Jewish Home,he said. The Netanyahu speech requires a serious discussion in the coalition in order to ensure that the democratic decision in the polls will find its expression in the government’s national policy,Orlev added.Initial reactions to the speech among residents of Judea and Samaria were mixed. Pinchas Wallerstein, former Mayor of the Binyamin region, said he was diappointed with the fact that Netanyahu used the phrase Palestinian state but noted that he also spoke of normal life in the communities of Judea and Samaria.This means we will continue normal growth in the communities,he told Voice of Israel radio,without going overboard.

PA: Bibi Sabotaging Talks

N.Korea may have more nuclear test sites: report JUNE 14,09

SEOUL (AFP) – North Korea may have built more underground nuclear test sites in the northeastern district where it staged its first two tests, a news report has said.
South Korean intelligence sources quoted by Yonhap news agency said the North could have built two or three such sites in and around Punggyeri in Kilju district near the coast.US intelligence sources quoted by American TV networks said last week the North intends to respond to new UN sanctions with a third nuclear test.There are no signs yet of preparations for a third test, a source told Yonhap.News of the hardline Stalinist state's nuclear developments come as South Korean President Lee Myung-Bak left for talks with US President Barack Obama on growing tensions with North Korea, with Obama expected to reassure the US ally of security commitments.

Trade and economic issues will also figure in Tuesday's summit.

In further developments on the issue of North Korea's nuclear programme JoongAng Ilbo newspaper, quoting intelligence sources, said South Korean and US officials have intensified satellite monitoring of 11 underground facilities for a possible test.It said some sites are in the north of the country and include Kumchang-ri in the northwest, which came under suspicion back in 1998 as a possible hidden atomic facility.The United States gave the North 600,000 tons of food aid in return for permission to inspect the site but US visits in 1999 revealed only empty tunnels.An intelligence source told AFP that the North's activities are being closely monitored but it was not true that 11 sites were being watched.It's not easy to pick a multiple number of possible nuclear test sites and closely monitor all of them, one official told Yonhap.In 2006 we made a list of suspected North Korean nuclear facilities for possible verification. But we cannot just conclude that these facilities are all possible nuclear test sites.The National Intelligence Service declined to comment on the media reports.

Lisbon referendum debate reopens in UK

The UK Conservatives would not push for a referendum on the Lisbon treaty if it has been ratified by the Irish by the time they come to power, a senior party member has said.If the Irish referendum endorses the [Lisbon] treaty and ratification comes into effect, then our settled policy is quite clear that the treaty will not be reopened, shadow business secretary Ken Clarke – one of the party's most pro-European members – told the BBC's The Politics Show on Sunday (14 June).But it has also been said by David Cameron - and he means it - that it will not rest there, and he will want to start discussions on divisions of competence between national states and the centre of the EU.The Tories won both the local and the European elections in the UK last week, as voters severly punished the governing Labour Party. Conservative leader David Cameron has repeatedly called for early elections - in which his party would be the most likely winner.During the election campaign, Mr Cameron had promised to hold a referendum on the Lisbon treaty if he comes into power before it is ratified in all EU states, as well as to call for the EU to return powers to London.Earlier this month, the Tory leader tabled a bill under which a UK referendum would be held together with Ireland's second vote on the treaty, expected to take place in the autumn. According to a report in the Irish Times on Monday, the referendum in Ireland could take place as early as the last week of September or the first week of October.

Mr Cameron did not explain what he would do if the Lisbon Treaty was already in force by the time the Tories got into power, saying only that he would not let matters rest there.But Mr Clarke pointed out that the Tories would not request a solemn treaty renegotiation in such a case.We are talking about sensible discussions about the proper division of responsibilities between nations and the EU in limited areas [such as employment law],he said.

His remarks were quick to draw reactions from all sides.

Socialists warn EU leaders to respect parliament on Barroso issue

EUOBSERVER / BRUSSELS - The European Socialists have warned EU leaders meeting next week in Brussels not to disrespect the European Parliament by formally agreeing to appoint commission chief Jose Manuel Barroso for a second term in office.Following a meeting on Friday (12 June ) of representatives from national delegations to discuss the beating that the left took in last week's European elections, Poul Nyrup Rasmussen, head of the European socialists, said their main message was to be careful.
Don't make any decisions of a binding character as far as the president of the commission is concerned.He pointed out that the parliament as a whole on 7 May agreed that the next commission president should be appointed under the Lisbon Treaty - yet to be approved throughout the EU.Mr Rasmussen warned that the majority of votes needed on the 14 July will not be that automatically obtained in such a combative atmosphere.He noted that if EU leaders plough ahead with their decision they will have done so before consulting with the parliament. Discussions with political leaders in the EU assembly will only begin in the week after the summit.The socialists, who have been engaged in serious soul-searching for failing to appeal to voters despite the economic crisis, have since been buoyed by the news that Italy's Democratic Party (DP) has joined their ranks.This swells their numbers by 21 deputies to 182, second to the centre-right EPP's 264.

Empty threat?

However Mr Rasmussen's threat rang hollow when he admitted that he was not sure what the socialists would do if EU leaders ignored their warning and went ahead and gave Mr Barroso formal approval for a second term in office.He said this still had to be discussed.In addition, while saying that the socialists cannot support [Mr] Barroso, the party still has no alternative candidate of their own. We are simply not there yet,admitted the Dane, who was once rumoured to be seeking the job himself. The socialists' lack of a candidate is seen both as a result of internal divisions as well as reluctance to stand when a centre-right candidate is highly likely to get the job.The centre-right overwhelmingly won the EU elections and EU leaders are generally expected to choose the person in light of this result.

Barroso

Mr Barroso, who has long been thought of a virtual shoo-in for the job now has to contend with Germany and France only wanting to give him political, rather than formal, backing for the post and a restive parliament.Paris and Berlin, as well as the socialists, are keen to wait for the Irish to vote in October and possibly agree to the Lisbon Treaty.Their motives are different however. Paris and Berlin want to have leverage with Mr Barroso over the future portfolios for their new commissioners.

Meanwhile, the later reappointment of Mr Barroso could allow leftish or anti-Barroso MEPs to come up with an alternative candidate.The later timetable would leave Mr Barroso in uncertain waters for several months as he waits to see if he gets the mandate to lead the EU executive until 2014.A delay could lessen his chances of being re-elected as other posts may also be up for grabs.The commission president has an ally in Sweden though. Stockholm wants full formal approval given next week so it can work with an un-distracted commission president on the important issues of its presidency, starting 1 July.

Violence Follows Ahmadinejad Victory in Iran

(IsraelNN.com) Thousands of Iranians clashed Saturday with government forces in the streets of Tehran following the announcement of Friday's election victory of incumbent President Mahmoud Ahmadinejad.Ahmadinejad allegedly won in a relative landslide against moderate challenger and former prime minister Mir Hossein Mousavi, 62.6 percent of the vote against 33.7 percent. Two other candidates pulled in very little support. A record 85 percent of 46.2 million eligible voters turned out for the vote.Crowds chanted "What happened to our vote? and The government lied to the people,calling attention to allegations of vote-rigging and other elections violations, leveled by Mousavi against Ahmadinejad.

Numerous Polling Irregularities
Ballots were reportedly missing in many locations where support was heavy for Mousavi. The challenger also charged that campaign workers at his headquarters had been beaten with batons, wooden sticks and electrical rods.Suspicion was further generated when the government announced Ahmadinejad to be the clear winner barely two hours after the polls closed, the first time such an event has ever occurred.

Mousavi Disappears: House Arrest?
The challenger himself, Mousavi, disappeared Saturday during the unrest. He was reportedly arrested during the day, according to an unofficial source that said he had been seized as he was traveling to the home of Iranian Supreme Leader Ayatollah Ali Khamenei.The defeated candidate had said he would protest the results of the election and vowed not to accept defeat in a message on his web site.I'm warning that I will not surrender to this dangerous manipulation,he stated.The outcome of what we've seen from the performance of officials… is nothing but shaking the pillars of the Islamic Republic of Iran's sacred system and governance of lies and dictatorship.

It is unlikely that the Ayatollah would have extended himself to change matters, however; in a broadcast on state television, the Supreme Leader ordered viewers to unite behind Ahmadinejad. Khamenei, who is not an elected official and who holds absolute political power in Iran, proclaimed the election results a divine assessment,according to foreign reporters in the country.Ahmadinejad claimed in his televised victory speech, People voted for my policies in a free and healthy election.

Worst Riots Since 1979
The riots were the worst recorded since the 1979 Islamic Revolution.Protestors, many who were young and wearing the Mousavi campaign trademark green colors, hurled rocks at police and burned an empty bus, piles of tires and trash cans in the city's streets.At least three protestors were killed by police on Saturday according to unconfirmed reports by local sources.Several hundred students at Tehran University were chased by some 100 riot police decked out in helmets and shields, who fired tear gas and pepper juice at the protestors.Other demonstrators staging a sit-in at Vanak Square were beaten with clubs by motorcycle police.

Foreign Journalists Attacked
A number of foreign reporters who were caught in the melee related tales of violence by government forces.An Iranian interpreter for an Italian news crew was beaten with clubs by riot police, and officers confiscated the cameraman's tapes, according to Italy's state TV RAI.An Associated Press photographer witnessed an Iranian plainclothes security officer beating a woman with a truncheon. Other police officers smashed cars with their clubs, reporters said.Communications in the capital was crippled over the weekend; the cellular phone network in the capital was shut down on Saturday and remained non-operational overnight, disabling SMS text-messaging capabilities as well. Internet social networking sites that had been used by Mousavi supporters, such as Facebook, were also jammed.

U.S. officials were clearly skeptical of the results. TEL AVIV – The Huffington Post is serving as an Internet meeting place for the spread of anti-Semitic and anti-Israel propaganda, including wild conspiracy theories and vicious slurs, according to a new report.The Committee for Middle East Reporting in America, or CAMERA, monitored the Huffington Post for a brief period in March and May, finding the talkback threads that accompany the site's news articles and opinion columns routinely contained an alarming amount of hate material.The report said that while such talkbacks can also be found at other sites, such as Britain's Guardian and the Independent newspaper websites, CAMERA focused on the Huffington Post due to its large audience and because of the steady volume of hostile sentiment directed towards the Jewish state and its supporters.CAMERA found the overwhelming majority of talkbacks it monitored on Jewish or Israel-related material at the Huffington Post contained anti-Israel propaganda, including easily disprovable lies.The report found a popular theme on site was the steady repetition of conspiracy theories claiming excessive Jewish influence in America.American Jews who support Israel are derided as disloyal citizens or agents of Israel. Unsubstantiated accusations that Jews control the media, American foreign policy and the Congress abound,the report stated.A typical comment appeared on a thread discussing the meeting three weeks ago between President Obama and Israeli Prime Minister Netanyahu.The only reason Israel has been able to get by with this is because American Jews have bought off Congress in a number of ways – all real,read that comment.Other comment threads revealed widespread ignorance about basic facts about America's Mideast policies.American financial support for Israel is routinely exaggerated, often to the point of absurdity, stated the report.A Huffington Post article from May 20, discussing tensions between Obama and Netanyahu, for example, generated a series of comments reciting false figures:

Other typical threats misrepresent Israeli society to tar Israel as a racist and exclusionary state, according to the report's findings.Some typical talkbacks, followed by facts provided by CAMERA:Talkback: You have to be Jewish to hold office in Israel.Fact: There are Arab and Druse members of Parliament, judges, government ministers and military commanders.Talkback: "Most Israelis are of European origin. Today there are six million Europeans and Americans who happen to be Jewish occupying land that was peacefully occupied by Palestinians before 1948.Fact: Over half of all Israelis are of Middle Eastern and African origin. Jewish settlement prior to 1948 drew in Arabs from surrounding regions into what had previously been mostly depopulated areas.

Talkback: The Palestinians are fighting for survival against Israeli extermination.

Fact: The population of Gaza and the West Bank is ten times what it was in 1948. Since Israel took over the West Bank and Gaza in 1967, the average Palestinian life span has increased from 48 to 72 years. All measures of health and well-being improved steadily from 1967 to 2001. Despite intensified conflict since 2001, this has not been reversed. (Refer to data collected by the World Health Organization, UNICEF and the Palestinian Authority's Central Bureau of Statistics.Other monitored talkbacks contained anti-Semitic material following articles about Iran or about Jews in the U.S.Following one May 20 one commenter proposed forcibly removing Jews from their homes. Another agreed, adding:Good suggestion. I would give them Texas so they can bring in all the Jews from all over the world. Then, the world will take a deep breath of relief.Another piece from May 21 reporting on the testing of an Iranian missile prompted one commenter to suggest that the commotion over the missile launch was an Israeli ploy to incite the world against Iran. Nine of the first 10 comments expressed sympathy for the Iranian regime whose leader has openly vowed to erase the Jewish state.The CAMERA report concluded by recommending more stringent monitoring of talkbacks by the Huffington Post and other sites.While CAMERA does not support limiting the opinions expressed on talkback threads, insufficient filtering of slanderous accusations and the absence of fact-checking encourages the spread of misinformation about Israel and the Middle East conflict.

EU job losses approach 2m in first quarter

EUOBSERVER / BRUSSELS – Approximately 1.9 million people lost their jobs in the European Union during the first three months of this year, according to new figures released by the EU's statistics office, Eurostat, on Monday (15 June).The fall – the largest on record since counting began – highlights the deepening crisis in the EU's job market and contrasts sharply with the growing number of statements predicting a bottoming out of the current recession. In its latest economic report this month, the European Central Bank said it expects a return to positive growth by mid-2010, yet analysts say unemployment will continue to rise after this date. A recent European Commission communication on employment called on member states to step up measures to combat the rising unemployment. There is a general effort at the EU level to limit the effects of unemployment as much as possible, the commission's employment spokewoman, Katharina von Schnurbein, told EUobserver on Monday. EU leaders are expected to endorse the document when they meet in Brussels later this week, but the final decision on whether to implement new measures - such as extra training for unemployed citizens - continues to be taken at the national level. Eurostat said approximately 224 million men and women were employed in the EU27 in the first quarter of this year.

Lisbon Strategy

How best to tackle rising unemployment will be a central issue of the Swedish and Spanish presidencies of the EU that start next month and January 2010 respectively. At the same time, the debate on unemployment looks set to be accompanied by growing discussions on what should replace the current Lisbon Strategy when it expires in 2010. The strategy - the long-term growth plan to make the EU the most dynamic and competitive knowledge-based economy in the world - underwent a mid-term review in late 2004, but member states have continued to face criticism over inaction.

The commission has defended the programme however.

If we hadn't had the Lisbon Strategy we would be much worse off, as many member states made adjustments in the last five years, which will limit the negative effects of the crisis,said Ms von Schnurbein.

New Opel must be competitive, says Brussels

The European Commission wants to go over buyout plans for struggling carmaker Opel with a fine-toothed comb, says industry commissioner Guenter Verheugen, who insists the company must be competitive in the future. Any plan must: truly offer assurances that the business will survive and will be competitive for a length of time, Mr Verheugen says in an article in German newspapaer Die Welt on Monday (15 June).The European Commission cannot allow such a plan to pass automatically, it must examine it from top to bottom.The German government announced late last month that that Canadian car parts supplier Magna and Russia's Sberbank had won preferred bidder status in negotiations to buy out the European subsidiaries of bankrupt American car giant General Motors.Under the deal - that includes €1.5 billion of bridge financing from the German government with more loans to come - GM would keep 35 percent of the company, Opel workers would retain 10 percent, Magna would hold 20 percent, and Russia's state-owned Sberbank would take on 35 percent.Mr Verheugen points out that external interest in Opel has so far been dependent on public aid, with the current proposed deal of most benefit to the Russians he feels.The only ones who incur a relatively low risk by participating in General Motors Europe are the Russians, he says.They are going to gain access to more modern technologies and can then build up their own automobile industry, suitable for exports.In Italy over the weekend for a meeting between the Group of Eight most industrialized countries, both Russian and Canadian finance ministers signaled their support for the plan said German finance minister Peer Steinbrueck.Both have made it clear that they welcome the solution model and they will be helpful as much as possible,Mr Steinbrueck said.Despite handing preferred bidder status to Canadian company Magna last month, the German government says it is still in discussions with other interested parties, including Italy's Fiat.

The question of state aid has become increasingly pertinent in Germany as the country's Social Democrat foreign minister Frank-Walter Steinmeier has increasingly sought to label himself as a defender of jobs leading up to national elections on 27 September. German Chancellor Angela Merkel – whose Christian Democrat party has ruled alongside the Social Democrats in a grand coalition since the last elections – recently rebuffed calls by Mr Steinmeier to bailout German retailer Arcandor AG. MOSCOW (Reuters) – The leaders of the world's biggest emerging markets -- Brazil, Russia, India and China -- meet in the coming week for their first formal summit, seeking a louder voice on the global stage.Leaders of the so-called BRIC nations will discuss ways to reshape the global financial system after the worst economic crisis for decades and ideas for a new reserve currency to reduce dependency on the U.S. dollar may be on the agenda.The good news is that rich countries are in crisis and that emerging countries are making a huge contribution to save the economy and, consequently, save the rich countries, Brazilian President Luiz Inacio Lula da Silva told Reuters on Wednesday.Wealthy countries are no longer the only ones that account for the world's production capacity and consumption, he added, saying the BRICs should work together to change the political and trade geography of the world.The BRIC term was coined by Goldman Sachs economist Jim O'Neill in 2001 to describe the growing power of emerging market economies. The June 16 summit in the Russian Urals city of Yekaterinburg marks a step toward cooperation as a group.BRIC countries account for 15 percent of the $60.7 trillion global economy but Goldman Sachs predicts that in 20 years time, the four countries could together dwarf the G7 and China's economy will overtake the United States in total size.BRIC is a myth but a myth that is slowly becoming a reality, said Alexei Pushkov, a professor of international relations and a leading Russian journalist.This summit shows there is a tentative community taking root. The question is whether it can become a political institution or whether it will be dormant.

Behind the bluster, divisions abound.

Chinese President Hu Jintao brings as much GDP to the table in Yekaterinburg as the three other BRIC countries combined and Beijing is wary of being seen to confront the United States.It is Russia and Brazil -- arguably the weakest BRIC members -- that have been most vocal about pushing for discussions on reducing dollar dependence.
China, the world's largest holder of U.S. Treasuries, says the dollar will retain its dominant role and analysts said there is unlikely to be substantial agreement on major issues at the summit.This meeting shows the growing influence and voice of the emerging world, something that the Obama administration is also paying attention to, said Qin Yaqing, vice president of China Foreign Affairs University in Beijing.But there are also big differences between them. So complete cooperation between them would be extremely difficult, but partial cooperation is possible, and a meeting like this will help amplify their shared voice,said Qin.Russian President Dmitry Medvedev has made proposals on giving a greater role to the International Monetary Fund's Special Drawing Rights that echo ideas from Chinese central bank chief Zhou Xiaochuan.

Russia said it would reduce the share of U.S. Treasuries in its $400 billion reserves and buy IMF bonds. Readers of the nation's press over the last six months might have been forgiven for believing that there was an economic recession. Headlines like: Doom Britain, It's Worse Than The Great Depression and Mothers Start Selling Children For Food might have led casual readers to conclude that Britain was in a very severe financial crisis. We would like to make it clear that there was not a jot or tittle of truth in these reports and that the British economy is bouncing back, house prices are booming and happy days are here again. On behalf of all newspapers and politicians, we would like to apologise for any confusion. Mr Robert Peston of the BBC has agreed to a 40% salary reduction, which he will donate to charity.It is the most dramatic turnaround in economic history: from bust to boom in a matter of weeks. The pound is up, oil prices are up, consumer confidence is up, bank lending is up and house prices rose 2.6% in May. That last figure is the most astonishing, since hardly any houses are actually being sold right now, and the vast majority of mortgages require a 25% deposit. But who am I to argue with the green shoots consensus? Killjoys might point out that unemployment is still growing fast, that most of our manufacturing industry is collapsing, and that personal and public debt levels remain at intolerable levels. You could point out that the Baltic Dry Shipping index - a measure of world trade - has collapsed again. But the word has gone out that the recession has bottomed out and anyone who departs from it is seen as talking down the economy.So, what has happened exactly to achieve this remarkable turnaround? Well, it's just a guess, but £1.3 trillion in public money may have had something to do with it. That's how much the government has put at the disposal of the banking system in loans, equity, swaps and asset protection schemes. All this cash has to go somewhere, and it is going, first to bank profits and then indirectly to middle-class home-owners. Anyone with a relatively large mortgage has just had a colossal windfall, with their monthly repayments slashed in many cases by more than half. So long as interest rates are kept artificially low the relatively well-off are being insulated from economic uncertainty. They are also feeling better off because the stock market has increased by nearly a third in the last six months. This feeds into pensions and other investments. Banks can start selling mortgage bonds again; they lend more, people buy houses, retail sales rise, taxes recover and we're all off to the races again.The word is out that the recession has bottomed out and anyone who departs from it is seen as talking down the economy.

Except, of course, that it isn't quite that easy. This is all being done at a cost, and that money used to bail out insolvent banks has to come from somewhere. And as the real economy sheds jobs, the government has to pay more money in unemployment benefits while getting less revenue from taxes because fewer people are in work. Hence the great debate last week about who is going to cut public spending most: Labour or the Tories. The Conservative health spokesman, Andrew Lansley, admitted that there would have to be a 10% cut in spending in non-health departments. This allowed Labour to indulge in some electioneering by painting the Tories as the party of cuts in services. In reality, the cuts are clearly set out in the government's own spending forecasts to 2014. These show that spending will have to rise much more slowly than before, which means that planned spending is being cut even if it is rising in cash terms.The government doesn't want to admit this because it is banking on our flexible friend, inflation, to come along and pay off the debt for it. The Bank of England is in the process of effectively printing billions of pounds through Quantitative Easing, which will have the effect of undermining the purchasing power of the pound. The government hopes this will erode the deficit, expected to rise to over £150 billion.And the losers? Well, the usual victims. Older people living on fixed incomes have seen their wealth transferred to middle-aged home-owners. Anyone who has had the misfortune to save for the future is being robbed blind right now because interest rates are less than CPI inflation. Young families will have to take on immense debt to buy a house which will chain them for life to the banks. Public services will decline as inflation erodes the pounds we put into health and education and public service workers lose their jobs.

The real winners are the big banks - the ones left standing, that is. Recessions generally involve structural changes in the economy, and the big gain for the financial sector this time is consolidation. We have been left with a handful of giant financial behemoths like Lloyds, which alone has one-third of all UK mortgages and 40% of retail banking. We already had banks that were too big to fail; now we have banks that are so big, they can make the government fail.Last week, Lloyds axed hundreds jobs by closing the Cheltenham & Gloucester branches without a murmur from government, even though we own nearly half of Lloyds. The government is desperate for the economic recovery to be sustained, and the last thing it wants to do is interfere. It wants to go back to the golden days of bank lending in 2006/07, when money was so cheap HBOS was practically giving it away. We no longer hear Lord Turner of the Financial Services Authority, threatening to get tough on the banks. Britain is even resisting EU reforms which would regulate private equity and hedge fund activity.We are emerging from this recession with a new kind of economy: a banking kleptocracy that has captured government and regulators. After a two-year financial crisis, largely of their own making, the banks have been rewarded by massive public subsidies, freedom from regulation and the lifting of anti-monopoly rules. No government will stand up to banks for fear of precipitating another crisis, such as the one that followed the collapse of Lehmans last October. Talk about moral hazard. The banks can return to their gambling table again, confident that the government will bail them out, should they lose. Notice how few bankers lost their jobs and how rapidly bosses of even nationalised banks like RBS have returned to paying themselves multi-million-pound bonuses again.We may now have six months of recovery from the latest trauma, but we have assuredly laid the foundations for another even more epic crash a few years down the line. We have created a monster: banks which have ceased being capitalist entities working in a market, and have effectively become a branch of the state, with a pipeline straight into our wallets. Enjoy.

The government looking at expanding a pioneering scheme in Flint, one of the poorest US cities, which involves razing entire districts and returning the land to nature.
Local politicians believe the city must contract by as much as 40 per cent, concentrating the dwindling population and local services into a more viable area.
Signs of recovery in Florida's housing market The radical experiment is the brainchild of Dan Kildee, treasurer of Genesee County, which includes Flint.Having outlined his strategy to Barack Obama during the election campaign, Mr Kildee has now been approached by the US government and a group of charities who want him to apply what he has learnt to the rest of the country.Mr Kildee said he will concentrate on 50cities, identified in a recent study by the Brookings Institution, an influential Washington think-tank, as potentially needing to shrink substantially to cope with their declining fortunes.Most are former industrial cities in the rust belt of America's Mid-West and North East. They include Detroit, Philadelphia, Pittsburgh, Baltimore and Memphis.In Detroit, shattered by the woes of the US car industry, there are already plans to split it into a collection of small urban centres separated from each other by countryside.The real question is not whether these cities shrink – we're all shrinking – but whether we let it happen in a destructive or sustainable way, said Mr Kildee.Decline is a fact of life in Flint. Resisting it is like resisting gravity.Karina Pallagst, director of the Shrinking Cities in a Global Perspective programme at the University of California, Berkeley, said there was both a cultural and political taboo about admitting decline in America.Places like Flint have hit rock bottom. They're at the point where it's better to start knocking a lot of buildings down,she said.Flint, sixty miles north of Detroit, was the original home of General Motors. The car giant once employed 79,000 local people but that figure has shrunk to around 8,000.Unemployment is now approaching 20 per cent and the total population has almost halved to 110,000.The exodus – particularly of young people – coupled with the consequent collapse in property prices, has left street after street in sections of the city almost entirely abandoned.In the city centre, the once grand Durant Hotel – named after William Durant, GM's founder – is a symbol of the city's decline, said Mr Kildee. The large building has been empty since 1973, roughly when Flint's decline began.

Regarded as a model city in the motor industry's boom years, Flint may once again be emulated, though for very different reasons.But Mr Kildee, who has lived there nearly all his life, said he had first to overcome a deeply ingrained American cultural mindset that big is good and that cities should sprawl – Flint covers 34 square miles.
He said: The obsession with growth is sadly a very American thing. Across the US, there's an assumption that all development is good, that if communities are growing they are successful. If they're shrinking, they're failing.But some Flint dustcarts are collecting just one rubbish bag a week, roads are decaying, police are very understaffed and there were simply too few people to pay for services, he said.

If the city didn't downsize it will eventually go bankrupt, he added.

Flint's recovery efforts have been helped by a new state law passed a few years ago which allowed local governments to buy up empty properties very cheaply.They could then knock them down or sell them on to owners who will occupy them. The city wants to specialise in health and education services, both areas which cannot easily be relocated abroad.The local authority has restored the city's attractive but formerly deserted centre but has pulled down 1,100 abandoned homes in outlying areas.Mr Kildee estimated another 3,000 needed to be demolished, although the city boundaries will remain the same.Already, some streets peter out into woods or meadows, no trace remaining of the homes that once stood there.Choosing which areas to knock down will be delicate but many of them were already obvious, he said.The city is buying up houses in more affluent areas to offer people in neighbourhoods it wants to demolish. Nobody will be forced to move, said Mr Kildee.Much of the land will be given back to nature. People will enjoy living near a forest or meadow,he said.Mr Kildee acknowledged that some fellow Americans considered his solution defeatist but he insisted it was no more defeatist than pruning an overgrown tree so it can bear fruit again.

My head began exploding when I read the opening paragraph of this NYT article:

A plan to create a new Pentagon cybercommand is raising significant privacy and diplomatic concerns, as the Obama administration moves ahead on efforts to protect the nation from cyberattack and to prepare for possible offensive operations against adversaries’ computer networks.It’s impossible to say which is more disturbing: that the Pentagon will be in charge of this cybercommand monstrosity, or that the U.S. government — which, as all good Americans know deep in their hearts, wants only peace and sunshine and puppy dogs and kitty cats and ponies! for all humanity (if not for any sizable number of actually existing individual persons) — is yapping about possible offensive operations against adversaries’ computer networks.I mean, hell. Hell. All those bullets, bombs, missiles and nookleear thingamajigs aren’t enough? We gotta attack evil, terroristic puter networks — and do so offensively? Whatever.And then the few remaining bloody bits of my brain simply dissolved into gooey slime when I read these two paragraphs in the middle of the piece:Some administration officials have begun to discuss whether laws or regulations must be changed to allow law enforcement, the military or intelligence agencies greater access to networks or Internet providers when significant evidence of a national security threat was found.

Ms. Leed said that while the Defense Department and related intelligence agencies were the only organizations that had the ability to protect against such cyberattacks, they are not the best suited, from a civil liberties perspective, to take on that responsibility.Not the best suited, from a civil liberties perspective.

This is first-class comedy material. Truly, it is. I doff my blood and goo-encrusted cap to these Comedy Clowns of Mirth and Merriment.Let us also note the concluding paragraphs of this masterpiece of black comedy (you know, when blood dries, it often turns black; I’m just saying, no reason to be concerned — they’re only trying to help and protect us):Frida Berrigan, a longtime peace activist who is a senior program associate at the New America Foundation’s arms and security initiative, expressed concerns about whether the Obama administration would be able to balance its promise to respect privacy in cyberspace even as it appeared to be militarizing cybersecurity.

Obama was very deliberate in saying that the U.S. military and the U.S. government would not be looking at our e-mail and not tracking what we do online, Ms. Berrigan said. This is not to say there is not a cyberthreat out there or that cyberterrorism is not a significant concern. We should be vigilant and creative. But once again we see the Pentagon being put at the heart of it and at front lines of offering a solution.Ms. Berrigan said that just as the counterinsurgency wars in Iraq and Afghanistan had proved that there is no front line anymore, and no demilitarized zone anymore, then if the Pentagon and the military services see cyberspace as a battlefield domain, then the lines protecting privacy and our civil liberties get blurred very, very quickly.In other words, you’re on the battlefield this very minute, and your computer might be a deadly weapon. In these circumstances, it’s remarkably shortsighted and selfish of you to think your computer is yours and that you’re entitled to some nambypamby notion of privacy.What world are you living in? The Pentagon will decide what you’re entitled to. Or not.With due respect to Ms. Berrigan, it’s a little late in this game for any of us to be expressing concerns about whether the government, most decidedly including the administration of the Prince of Hopetastically Hopey Hopeiness, is going to be keeping its promise to respect privacy.I repeat: what world are you living in? I analyzed the broader issues involved almost a year ago, in No One Is Safe: FISA Is Only the Prelude to Nightmare. The theme of that article was this: The selective focus on FISA misses the crucial larger picture in a way that ensures that the ruling class’s hold on increasingly tyrannical power will never be consistently or seriously challenged — which is, of course, precisely what the ruling class wants. … [I]f the protests about FISA remain the sole (or even the major) focus of [the] complaints about the surveillance state, the protesters will make a very large gift to those who wish to oversee, regulate and control every aspect of our lives.The heart of my argument will be found in this passage. I repeat it, because I think a great many people still fail to understand this issue fully:With regard to FISA and issues of liberty and privacy in general, let me now ask you a few questions. How long do you think it would take you to identify, read, and understand every provision in every statute, regulation and other authorization that gives surveillance powers to the government? Furthermore: Would you know each and every place to look, or how to determine what those places were? Additionally: With a staff of 20, or 50, could it be done, even if you were provided with limitless time and limitless funds?

I submit to you, without qualification or reservation, that you could not do it. No one could. Consider that most legislators in Washington aren’t even aware of much of what’s in the bills they so eagerly vote on. Consider the prohibitive length and complexity of legislation that comes before Congress. That’s true of what is going on now. If you tried to track down every piece of legislation, every regulation, every administrative agency ruling, and every other pronouncement still in effect that allows the government to surveil and otherwise keep track of you, me, the guy down the street, the woman next door and the man in the moon, based on alleged concern with and the need to protect us all from the ravages of drugs, illicit sex, any and all other suspected criminal activity and, natch, terrorism, how on God’s green earth would you do it? You couldn’t. I further submit to you that the only reason you appear to have some precious remnants of freedom left, and the only reason you remain at liberty, is that the government hasn’t comprehensively focused on all the powers it already possesses and hasn’t come anywhere close to utilizing them fully and consistently. This is the moment you should fall to your knees and thank whatever gods may be for the miraculous, close to perfect incompetence of the pathetically ineffectual blockheads in Washington.I now add a few further comments on that last point. Many people frequently praise Obama, or Hillary Clinton, or many other Democrats on the grounds that they’re so much more able and competent than Republicans. Let’s assume that’s true. Given the staggering and frightening powers that the government already possesses — powers which, as my earlier discussion emphasizes, already allow the government to do whatever it wants, whenever it wants, to whomever it wants — the fact that they may be competent should terrify you.If the Obama administration is determined to continue and expand America’s wars and foreign interventions for the purposes of control and domination, and it is, competence only makes the ensuing devastation and murder that much worse. This is especially true for the victims of America’s campaigns of destruction abroad. If you’re minding your own business in the Middle East or Central Asia, or Latin America, or Africa, and someone decides you’re in the way of America’s imperial plans, the last thing you want is to be hunted down by a competent killer. Your obliteration is almost certain.In the same way, if the Obama administration is determined to consolidate and expand the scope and reach of the surveillance state, and it is, the fact that those who may wish to keep watch over a huge range of online activities, all in the name of cybersecurity, of course, know what they’re doing should not be a source of comfort for you. It should fill you with dread. And always remember: just as the government will never hesitate to manufacture an alleged justification for its overseas campaigns of terror, so too the government will find some reason, even if it has to concoct it out of less than nothing, if it decides to go after you.Confronted with a government of already massive, ungraspably broad and invasive powers, powers which only increase by the day, you should pray as fervently as you can that those who would track your every keystroke, every email, and every moment of internet activity are the most colossally incompetent, ignorant fools the world has ever seen.And when they are not, when they are competent or, far worse, even expert at what they are doing, that’s precisely when you should run for your life. Of course, where you can go to be left alone might be a problem of some significance, assuming you can even manage it. But I think you take my point.Aw, they’re only trying to protect us. Of course. As I remark from time to time, it is a grievous error to think that those who possess enormous power of this kind seek power for some other end, whether you imagine that end is national security or peace or whatever other propaganda slogan they may throw at you. No: power is the end. It is the purpose, and the only purpose: power for its own sake. That’s the whole pathetic, detestable truth.I respectfully suggest that you never, ever forget it.
