Lisbon treaty and Barroso question to dominate EU summit

EUOBSERVER / BRUSSELS - EU leaders will gather in Brussels on Thursday and Friday for a summit at which they hope to pave the way for Irish voters to say yes to the bloc's new set of institutional rules as well as nominate the next president of the European Commission.The two issues have been occupying the political and legal minds in Brussels for the last month as they both concern the future workings of the bloc.The leaders are expected to sign off a series of guarantees - on tax, so-called ethical issues and neutrality - as part of an overall package designed to persuade Irish citizens to vote yes to the Lisbon Treaty in a second referendum, expected late September or early October.While diplomats say the texts themselves are - after weeks of negotiations and fine-tuning - unlikely to be controversial, their legal format remains an open and controversial question.Ireland wants them to be attached as protocols to a future EU treaty, enshrining them in EU primary law. But this is a step too far for some countries, who do not want to risk having the Lisbon Treaty debate re-opened in national parliaments. Instead, they are pushing for a legal decision by heads of state and government that would be recognised under international law. This would be legally binding but not part of EU law.

The Barroso question

Member states are also due to make a decision on commission chief Jose Manuel Barroso, who covets another five years in the same position.As the only candidate for the post and coming from the centre-right political family that won the European elections, the European People's Party, the Portuguese politician is almost certain to get the nod.But as with the Irish question, it is the legal detail that is tricky. He himself had been hoping for full formal backing at the summit that he will hold the post until 2014.However, parliament - where Barroso's policies are disliked by left-wing deputies - is objecting, saying this would effectively mean he has been appointed without it having been consulted. Bilateral meetings between the EU presidency and leaders of the political factions in the parliament will only take place next week.The draft conclusions from the meeting say that the European Council underlines its intention to nominate Mr Barroso but formal approval will only take place later.Diplomats have indicated that the most likely solution is to try and get the legal process wrapped up in July either by special written procedure or an extraordinary summit. This solution will also depend on whether member states want to give Mr Barroso immediate and full rein over future commission portfolios and whether MEPs are satisfied with his political programme.In addition, it remains unclear whether Mr Barroso will need a second vote in the autumn by parliament when and if the Lisbon Treaty comes into force, but there appears to be little appetite to tackle this particular aspect of the problem at this summit.

There will be a strong wish not to alienate, not to provoke the European Parliament one EU diplomat remarked, before adding: but I can't imagine that we simply postpone this decision until September as some are proposing.The Barroso conundrum will be discussed over dinner on Thursday evening but the Portuguese politician will have to leave the room when it comes to his actual candidacy, a condition insisted on by France, Germany, Spain and others.

Financial regulation

Economic issues will also take centre-stage at the two-day gathering, with EU leaders set to agree that there should be a reliable and credible exit strategy from their current spending, with several eurozone countries experiencing soaring budget deficits, well above the ceiling set by the single currency rules.They are also set to agree on a new body to watch over the bloc's macro-economic stability, and three agencies to oversee national regulators in the areas of banking, insurance and securities.But there is expected to be disagreement over who head the new body - the European Central Bank has been proposed - and whether the EU agencies should have binding powers over national regulators. Both ideas are fiercely opposed by London, which would be content to leave the as-yet-general draft conclusions as they are. But Belgium and France are keen to go into the details, meaning the talks could drag on.

There will also be discussion on the bloc's approach to the international climate change talks, where agreement is due in Copenhagen in December. While EU leaders are set to call for global rules on how wealthy nations should help developing countries take pollution-reducing measures, there is not expected to be any concrete talk of actual money from member states themselves. The issue has slid down the political agenda as the scale of the economic crisis developed.

Czech parliament should vote on Lisbon guarantees, Klaus says

EUOBSERVER / BRUSSELS – Czech President Vaclav Klaus has said the Czech parliament should ratify any fresh legal clauses attached to the Lisbon treaty to help Ireland clinch a Yes vote in its second referendum. EU leaders meeting in Brussels on 18-19 June are set to agree on legal guarantees for Ireland in the areas of taxation, neutrality and social affairs. The extra bells and whistles are designed to help Ireland hold a second referendum on the text in autumn, after an initial No vote last summer. But it is not yet clear how the guarantees will be enshrined in EU law.The eurosceptic Czech president – a staunch opponent of the treaty – has said that the guarantees would constitute a mini-treaty in themselves. Under Czech law, any fresh international treaty must be ratified by parliament and signed by the president.Any conclusion in another form would contradict Article 49 of the [Czech] constitution and I could not accept such a proceeding, Mr Klaus wrote to Czech Prime Minister Jan Fischer in a letter released on Wednesday (17 June).

Mr Fischer rejected the request, saying a government agreement would be enough.

[The guarantees] are not an international treaty of a political nature ...but an international treaty of a governmental type which does not require the powers of the head of state to be concluded,he wrote on the government website.Mr Fischer assured that the Czech government had consulted experts on the issue in great detail, Czech news agency CTK reports.The Czech Republic is one of the four remaining countries, together with Ireland, Poland and Germany, where ratification of the Lisbon treaty has not yet been completed.

The Czech parliament has approved the document, but Mr Klaus has still to sign it.

One EU diplomat said that even if the Irish vote Yes in autumn we would still have a big problem with president Klaus. He has indicated he would like to prolong the ratification.According to the contact, Mr Klaus could be waiting for a change of government in the UK, where the main opposition party, the Conservatives, have promised a UK referendum if Lisbon has not been universally ratified when they come into power.The ruling Labour party suffered severe losses in the European elections, prompting talk of a snap general election.This purported Klaus strategy could fail if the Irish vote Yes however, as some Tory politicians have indicated a British referendum in such a case would be unlikely.

Regions want to shape Copenhagen climate deal

EUOBSERVER / BRUSSELS – Shaping the global climate change deal at the upcoming UN conference in Copenhagen is a main priority of the Committee of Regions, an EU advisory body representing the bloc's regional and local governments.A global deal negotiated in Copenhagen in December by world leaders will ultimately have to be implemented by regional and local authorities, with the Committee of Regions aiming to be a policy shaper in this regard, its president, Luc van den Brande, told EUobserver ahead of the CoR plenary session starting on Wednesday.During the session, representatives of local and regional governments were set to adopt several recommendations to be tabled in Copenhagen, for instance to involve them in the planning, adoption and implementation of national climate change strategies and action plans.The EU regions also wanted their own representative in the EU delegation at the Copenhagen conference, according to the draft resolution.The Swedish minister for environment, Andreas Calgren, on behalf of the upcoming EU presidency, was already very eagerly travelling around to all the member states, trying to form a consensus that could be the EU line during the Copenhagen conference, Sweden's minister for local government and financial markets Mats Odell told journalists on Wednesday.I think for the time being, this is a bilateral process between member states. But hopefully member states are applying the principle of subsidiarity and have their national and local levels present in their negotiating processes,he added.

Local and regional representatives already met in Copenhagen from 3-4 June for a mini-summit ahead of the December meeting of world leaders. They also sent their input to national governments, expecting to be included and get recognition of our role when the national climate strategies and plans are to be implemented throughout the world.

In particular, municipalities called for direct access to the three different funds that should be set up after the Copenhagen conference: one for reducing CO2 levels, another for stimulating green technologies and a third so-called adaptation fund designed for helping developing countries adapt to a warming planet.Mr Van den Brande said his institution was working on also getting the regional authorities on board, the Covenant of Mayors – a non-binding agreement signed in February by over 500 European cities to reduce CO2 emissions and pollution in their urban areas, for example by smarter traffic planning or greener public transport vehicles.It is up to the municipalities to draw up energy efficiency action plans with concrete measures and to themselves check that these plans are implemented accordingly, while the EU commission will evaluate and help the signatory cities to make the plans feasible.

Another network of local authorities, Euro-Cities - bringing together 130 large European cities - on Thursday called on EU leaders meeting in Brussels to formally recognise the role and contribution of local and regional governments in climate mitigation and adaptation policies in the texts to be adopted at the Copenhagen [conference],a statement reads.

The Green Nazis: Environmentalism in the Third Reich

It has been elaborately pointed out how the device of environmentalism is especially favoured by tyrants as a means of controlling their subjects. The current green movement, as we know, is no exception. It has been nurtured from its very conception as a systematic eugenics operation by the deep pockets of the Rockefeller- and Ford Foundations. Throughout the 20th century there have been multiple examples of tyrants implementing a very strict environmental policy to which their subjects had to conform, sometimes through the collection of taxes, sometimes at the barrel of a gun; usually a subtle mixture of the two. It is a well documented though seldom highlighted fact that the Nazis were very much into environmentalism- not for environmentalism’s sake of course, but rather as a means of oppression and control. As it turns out, environmentalism fits the form of tyranny like a well tailored suit.
The Nazis created nature preserves, championed sustainable forestry, curbed air pollution, and designed the autobahn highway network as a way of bringing Germans closer to nature.Before Hitler became Reich Chancellor of Germany, the SA brown shirts had taken to the streets with torches and knuckle-dusters, beating National Socialism into the German system lest the people forget who would be running the show soon. But after his political ascension, Hitler had a once useful instrument on his hands which was no longer necessary and he now needed to discard. It soon became apparent that the methods of the SA were appalling to the average German citizen, even those who supported their Fuhrer and his continuing message of unity under a waving swastika. Romantic dwellers and the otherwise disillusioned were especially attracted to the Nazis, mistaking the Nazi ideology for patriotism, but the ongoing brutality of the brown shirts caused even the most blinded of adepts to raise their arm in protest (while exclaiming the Nazi greeting at the same time). Although the prevailing sentiment could be summed up by the naïve phrase The Fuhrer would not approve of this, in reality he had initially used the SA precisely for the thing they were best at: terror. Now reports reached his desk illustrating the discontent of the Germans in regards to these power tripping psychopaths roaming the streets with bulging fisheyes. On June 30th 1934, Hitler eliminated the top of the SA in the infamous night of the long knives. All the SA underlings were now brought under the control of the SS and Wehrmacht, to be added to the military for the upcoming war. Once Hitler consolidated his position and that of his party, the true face of Nazism had to be masked somewhat to appease the people who generally desired an age of peace instead of another disastrous World War. In the course of the 1930s Hitler chose to appear in costume rather than his favoured paramilitary outfit- which he had worn consistently throughout the previous decade.

In the spring of 1933, the existing trade unions (although no significant threat to the regime) were replaced by the so-called Deutsche Arbeitsfront, or German labour Front. From that moment on strikes of whatever kind were strictly forbidden and would be met with harsh repercussions wherever they sprung up. The workers had a new employer now, one that had set his sights on world domination. But in order to realise his grand scheme, it can be credited to the cunning of the dictator that he realised he could not submit the German people by terror alone. It was vital that they would learn to love their own enslavement. Hitler realised he would have to provide some compensation for the complete loss of personal freedom lest even the SS-terror should prove inadequate to repel some national uprising in defiance of the regime. Besides, he needed the Germans, fit and content, for the grand military expeditions he had planned for the very near future. How best to keep his subjects happy and energetic? First the massive unemployment suffered by Germany in the previous decade had to be eliminated. Building a massive nationwide network of roads were the answer, as well as the construction of an arms industry without precedent. A few years into Nazi Germany there indeed was enough work to go around- never mind the emergence of the many concentration camps around the country in which dissidents vanished never to return. The second way to ensure the compliance of the German people was the creation of a nice and relaxing environment for both work and leisure. As Hitler reasoned, lots of trees and wide-open spaces would take the minds of his subjects off the war he was preparing and the liberties they had lost along the way.
In the 2005 published book How Green were the Nazis?: Nature, Environment, and Nation in the Third Reich the authors explain the Nazis received a warm welcome by the existing environmental organisations as there was an ideological overlap between Nazi ideas and conservationist agendas. As clearly illustrated by the current environmental groups, personal liberty is gladly sacrificed for what is called the greater good. It is a well-known fact that most of the environmental fanatics care nothing for matters of liberty, gladly surrendering it to tyrants and their promises of environmental sustainability. The first, Beauty of Labour, was created in 1934 to enhance the concept of a comfortable and pleasant workspace for the German worker. In the following year this ordinance was followed up by a Reich Nature Protection Law to ensure the worker could walk through parks without worries. Also, laws were enacted to control air pollution. Besides of the fact that all political opponents were deported to concentration camps, it was green and happy days in Nazi-Germany.

But the hardcore environmentalists who had found their champion in the person of Adolf Hitler were soon to be disappointed. By the end of the 1930s, with a World War imminent, Hitler abandoned most of the environmental pretexts he had used to trick the masses, hook, line and sinker, replacing it with a war-ethos of sacrifice for the greater good and lebensraum. If only a pretext, the entire environmental thing was an excellent beta test for measuring the tolerance of the Germans in regards to the propaganda efforts of Goebbels which had indeed proven to be extremely effective. Not long after, Germany was plunged into a war that finally led to her complete dismemberment.It will not be necessary to further point out the many similarities to our own time, where any and every environmental good intention is hijacked by the elite for the advancement of its own objectives. It is true; most environmentalists love collectivism and are prepared to marry almost every regime that claims to work for a clean and green environment. Debate surrounding the possibility of geoengineering the earth’s climate by lining the atmosphere with aerosol particles has moved from idle speculation to serious consideration, and was a core topic of discussion at a recent National Academy of Sciences workshop.However, a top Rutgers University professor warned at the meeting that tampering with the planet’s delicate ecosystem could create famines and droughts, threatening the lives of no less than a third of the world’s population.The plan to shoot aerosols - dust particles - into the earth’s upper stratosphere in an attempt to cool the planet and offset the purported effects of global warming, should be considered as an emergency response to a climate crisis, according to Harvard University’s Dan Schrag, who told the workshop that such a crisis was already underway.I think we should consider climate engineering only as an emergency response to a climate crisis, but I question whether we’re already experiencing a climate crisis — whether we’ve already crossed that threshold,Schrag said.According to an NPR report on the meeting, University of Calgary’s David Keith urged the introduction of geoengineering experiments on a global scale and that they should be conducted sooner rather than later.But Rutgers University professor Alan Robock warned that such experiments could create disasters,damaging the ozone layer and potentially altering the stratosphere by eliminating weather patterns such as the annual Asian monsoon rain season, which 2 billion people rely upon to water their crops and feed the population.Imagine if we triggered a drought and famine while trying to cool the planet,Robock said.As we have previously highlighted, discussions regarding the possibility of geo-engineering the earth’s climate to counter global warming by shooting pollution particles into the upper atmosphere to reflect the sun’s rays has stoked fresh concerns that similar programs are already underway, and that chemtrails are directly connected to such experimentation.

Chemtrails differ from ordinary contrails in that they hang in the sky for hours and are often observed to be emitted from planes that fly criss-cross routes, leading to the formation of X and grid-like patterns in the sky. Chemtrails also directly effect localized weather by turning a clear blue sky into a hazy overcast.Last year, a KSLA news investigation found that a substance that fell to earth from a high altitude chemtrail contained high levels of Barium (6.8 ppm) and Lead (8.2 ppm) as well as trace amounts of other chemicals including arsenic, chromium, cadmium, selenium and silver. Of these, all but one are metals, some are toxic while several are rarely or never found in nature. The newscast focuses on Barium, which its research shows is a hallmark of chemtrails.KSLA found Barium levels in its samples at 6.8 ppm or more than six times the toxic level set by the EPA.KSLA also asked Mark Ryan, Director of the Poison Control Center, about the effects of Barium on the human body. Ryan commented that short term exposure can lead to anything from stomach to chest pains and that long term exposure causes blood pressure problems. The Poison Control Center further reported that long-term exposure, as with any harmful substance, would contribute to weakening the immune system, which many speculate is the purpose of such man-made chemical trails.As we covered in a previous in-depth report, numerous universities and government agencies have been conducting studies in the field of geoengineering for years.In addition, the Obama administration’s interest in exploring geo-engineering mirrors recent publications penned by the elite Council On Foreign Relations.In a document entitled Geoengineering: Workshop on Unilateral Planetary Scale Geoengineering, the CFR proposes different methods of reflecting sunlight back into space, which include adding small reflecting particles in the upper part of the atmosphere,adding more clouds in the lower part of the atmosphere, and placing various kinds of reflecting objects in space either near the earth or at a stable location between the earth and the sun.The proposals in the CFR document match exactly the atmospheric effects observed in the aftermath of chemtrail spraying.

A new food safety bill is on the fast track in Congress-HR 2749, the Food Safety Enhancement Act of 2009. The bill needs to be stopped.HR 2749 gives FDA tremendous power while significantly diminishing existing judicial restraints on actions taken by the agency.The bill would impose a one-size-fits-all regulatory scheme on small farms and local artisanal producers; and it would disproportionately impact their operations for the worse.HR 2749 does not address underlying causes of food safety problems such as industrial agriculture practices and the consolidation of our food supply. Alarming Provisions:

Some of the more alarming provisions in the bill are:HR 2749 would impose an annual registration fee of $500 on any facility that holds, processes, or manufactures food. [isn't this every home in the US, every garden?] Although farms are exempt, the agency has defined farm narrowly.[What is the definition?]And people making foods such as lacto-fermented vegetables, cheeses, or breads would be required to register and pay the fee, which could drive beginning and small producers out of business during difficult economic times. [Yes. There are laws against this corporate-size-destroys-the-little-guy policy, aren't there? Are home bread or cheese or lacto-fermented vegetable makers who make for their own families included in this?]HR 2749 would empower FDA to regulate how crops are raised and harvested.It puts the federal government right on the farm, dictating to our farmers.[This astounding control opens the door to CODEX. WTO good farming practices will include the elimination of organic farming by eliminating manure, mandating GMO animal feed, imposing animal drugs, and ordering applications of petrochemical fertilizers and pesticides. Farmers, thus, will be locked not only into the industrialization of once normal and organic farms but into the forced purchase of industry's products. They will be slaves on the land, doing the work they are ordered to do - against their own best wisdom - and paying out to industry against their will.

There will be no way to be frugal, to grow one’s own grain to feed the animals, to raise healthy animals without GMO grains or drugs, to work with nature at all. Grassfed cattle and poultry and hogs will be finished. So, it’s obvious where control will take us. And weren’t these the rumors on the internet that were dismissed but are clearly the case?]HR 2749 would give FDA the power to order a quarantine of a geographic area, including prohibiting or restricting the movement of food or of any vehicle being used or that has been used to transport or hold such food within the geographic area.[This - that has been used to transport or hold such food - would mean all cars that have ever brought groceries home so this means ALL TRANSPORTATION can be shut down under this. This is using food as a cover for martial law.] Under this provision, farmers markets and local food sources could be shut down, even if they are not the source of the contamination.The agency can halt all movement of all food in a geographic area.[This is also a means of total control over the population under the cover of food, and at any time.]HR 2749 would empower FDA to make random warrantless searches of the business records of small farmers and local food producers, without any evidence whatsoever that there has been a violation. [If these bills cover all who hold food then this allows for taking of records of anyone at any time on no basis at all.] Even farmers selling direct to consumers would have to provide the federal government with records on where they buy supplies, how they raise their crops, and a list of customers.

HR 2749 charges the Secretary of Health and Human Services with establishing a tracing system for food. Each person who produces, manufactures, processes, packs, transports, or holds such food[Is this not every home in the US?] would have to maintain the full pedigree of the origin and previous distribution history of the food,and establish and maintain a system for tracing the food that is interoperable with the systems established and maintained by other such persons.The bill does not explain how far the traceback will extend or how it will be done for multi-ingredient foods. With all these ambiguities, [with all these ambiguities, it is dangerous, period, separate from the money] it’s far from clear how much it will cost either the farmers or the taxpayers.[It is massive and absurd and burdensome beyond the capacity of people to comply - is this not fascism? - so it is a set up for being used to impose penalties endlessly and/or to eliminate anyone at will.]HR 2749 creates severe criminal and civil penalties, including prison terms of up to 10 years and/or fines of up to $100,000 for each violation for individuals. [Does it include judicial review, Congressional oversight, a defined and limited set of penalties and punishments for a defined set of crimes? Or is it entirely ambiguous and left to the whim and sole power of the Administrator? Who is that person set to be? Is it Michael Taylor, Monsanto lawyer and executive, as Food Democracy has said? That is, do these bills set up an agency by which the entire US food supply will be turned over to the control of a multinational corporation under WTO regulations (and not to US farmers and not to US laws under the Constitution), with boundless freedom to do what it wants, and one infamous for harm to farmers and lack of safety of food? If it was not clear before how frightening these bills were, this small section of provisions, should make their actual fascism clear now. It goes way beyond food safety to absolute control over farms, animals, food, and us, including our movements and access to food at all.

Action to Take:

Contact your Representative now! Ask to speak with the staffer who handles food issues. Tell them you are opposed to the bill. Some points to make in telling your Representative why you oppose HR 2749 include:

1. The bill imposes burdensome requirements while not specifically targeting the industrial food system and food imports, where the real food safety problems lie.

2. Small farms and local food processors are part of the solution to food safety; lessening the regulatory burden on them will improve food safety.

3. The bill gives FDA much more power than it has had in the past while making the agency less accountable for its actions.

Obama’s Financial Regulatory Reform Plan is Nothing of the Sort

Obama’s misnamed Financial Regulatory Reform Plan is a brazen attempt by the bankers to consolidate their power.Obama’s plan will be run out of the Treasury under former New York Fed Grand Poobah Timothy Geithner.Obama — or rather, the bankers who own Obama — has devised something called a Financial Services Oversight Council to be chaired by the bankster dominated Treasury Department. This uber-council would call the shots for every financial firm in the country and supposedly refer emerging risks to the attention of regulators with the authority to respond,even as Obama plans to call for the U.S. Office of Thrift Supervision to close under the direction of the Federal Reserve.Instead of independent bank regulators, Obama proposes a National Bank Supervisor who would have separate status within Treasury and be led by a single executive,according to Clusterstock. The NBS czar would occupy a centralized post in enemy territory and take over the prudential responsibilities of the Office of the Comptroller of the Currency, which currently charters and supervises nationally chartered banks and federal branches and agencies of foreign banks.Next up, Obama tells us he wants to create a Consumer Financial Protection Agency, a laughable proposal if it wasn’t so criminally dishonest. It would be charged with protecting consumers of credit, savings, payment and financial products and services, or so we are expected to believe. It will be another government behemoth beholden to the same financial elite that has so far ransacked the nation to the tune of trillions of dollars.The CFPA will be a massive new agency that will impact everyone in the United States in some form,writes Andrew Busch, a markets strategist at BMO Capital Markets in Chicago.Providing this much power to one agency is truly frightening as they will get to set the rules and pick the winners/losers for the financial sector.

Then there is the Office of National Insurance, also to set up camp in the Treasury. It will allegedly improve and broaden the regulation of insurance companies and affiliates on a consolidated basis, including affiliates outside the traditional insurance business, and will offer consistent consumer protection for insurance products and practices.The excuse for this one is the failure of AIG. On September 16, 2008, AIG suffered a liquidity crisis following the downgrade of its credit rating. It needed a $85 billion credit infusion from the money out of thin air folks over at the Federal Reserve. The Fed basically ended up owning AIG and its boatload of toxic debt.If you check the Federal Reserve Act, you will see there is nothing in there about the ability to buy up insurance companies. But then, since the Fed is not actually a part of the U.S. government and is a private banking corporation owned by a consortium of private banks, it is not beholden to no stinking act passed in the dead of night during a Christmas recess way back in 1913.It wasn’t insurance losses that nearly toppled AIG — it was the actions of secretive unit that caused more than $18 billion in losses for the world’s largest insurance company. AIG Financial Products was run like a hedge fund out of London and Wilton, Connecticut, and specialized in derivatives masquerading as financial products.Do you think the Treasury, run by little Timmy Geithner — who was president of the Federal Reserve Bank of New York, worked for the master criminals Robert Rubin and Lawrence Summers, spent time at the CFR and learned a trick or two under the direction of Herr Kissinger and Associates — will regulate derivatives pretending to be financial products for insurance customers?

Suitcase With $134 Billion Puts Dollar on Edge: William Pesek

June 17 (Bloomberg) -- It’s a plot better suited for a John Le Carre novel. Two Japanese men are detained in Italy after allegedly attempting to take $134 billion worth of U.S. bonds over the border into Switzerland. Details are maddeningly sketchy, so naturally the global rumor mill is kicking into high gear. Are these would-be smugglers agents of Kim Jong Il stashing North Korea’s cash in a Swiss vault? Bagmen for Nigerian Internet scammers? Was the money meant for terrorists looking to buy nuclear warheads? Is Japan dumping its dollars secretly? Are the bonds real or counterfeit? The implications of the securities being legitimate would be bigger than investors may realize. At a minimum, it would suggest that the U.S. risks losing control over its monetary supply on a massive scale. The trillions of dollars of debt the U.S. will issue in the next couple of years needs buyers. Attracting them will require making sure that existing ones aren’t losing faith in the U.S.’s ability to control the dollar. The dollar is, for better or worse, the core of our world economy and it’s best to keep it stable. News that’s more fitting for international spy novels than the financial pages won’t help that effort. It is incumbent upon the U.S. Treasury to get to the bottom of this tale and keep markets informed.

GDP Carriers

Think about it: These two guys were carrying the gross domestic product of New Zealand or enough for three Beijing Olympics. If economies were for sale, the men could buy Slovakia and Croatia and have plenty left over for Mongolia or Cambodia. Yes, they could have built vacation homes amidst Genghis Khan’s Gobi Desert or the famed Temples of Angkor. Bernard Madoff who? These men carrying bonds concealed in the bottom of their luggage also would be the fourth-largest U.S. creditors. It makes you wonder if some of the time Treasury Secretary Timothy Geithner spends keeping the Chinese and Japanese invested in dollars should be devoted to well-financed men crossing the Italian-Swiss border. This tale has gotten little attention in markets, perhaps because of the absurdity of our times. The last year has been a decidedly disorienting one for capitalists who once knew up from down, red from black and risk from reward. It almost fits with the surreal nature of today that a couple of travelers have more U.S. debt than Brazil in a suitcase and, well, that’s life.

Clancy Bestseller

You can almost picture Tom Clancy sitting in his study thinking: Damn! Why didn’t I think of this yarn and novelize it years ago? He could have sprinkled in a Chinese angle, a pinch of Russian intrigue, a dose of Pyongyang and a bit of Taiwan-Strait tension into the mix. Presto, a sure bestseller. Daniel Craig may be thinking this is a great story on which to base the next James Bond flick. Perhaps Don Johnson could buy the rights to this tale. In 2002, the Miami Vice star was stopped by German customs officers as he was traveling in a car carrying credit notes and other securities worth as much as $8 billion. Now he could claim it was all, uh, research.

When I first heard of the $134 billion story, I was tempted to glance at my calendar to make sure it didn’t read April 1. Let’s assume for a moment that these U.S. bonds are real. That would make a mockery of Japanese Finance Minister Kaoru Yosano’s absolutely unshakable confidence in the credibility of the U.S. dollar. Yosano would have some explaining to do about Japan’s $686 billion of U.S. debt if more of these suitcase capers come to light.

Kennedy Bonds

Counterfeit $100 bills are one thing; two guys with undeclared bonds including 249 certificates worth $500 million and 10 Kennedy bonds of $1 billion each is quite another. The bust could be a boon for Italy. If the securities are found to be genuine, the smugglers could be fined 40 percent of the total value for attempting to take them out of the country. Not a bad payday for a government grappling with a widening budget deficit and rebuilding the town of L’Aquila, which was destroyed by an earthquake in April. It would be terrible news for the White House. Other than the U.S., China or Japan, no other nation could theoretically move those amounts. In the absence of clear explanations coming from the Treasury, conspiracy theories are filling the void. On his blog, the Market Ticker, Karl Denninger wonders if the Treasury has been surreptitiously issuing bonds to, say, Japan, as a means of financing deficits that someone didn’t want reported over the last, oh, say 10 or 20 years.Adds Denninger: Let’s hope we get those answers, and this isn’t one of those funny things that just disappears into the night.This is still a story with far more questions than answers. It’s odd, though, that it’s not garnering more media attention. Interest is likely to grow. The last thing Geithner and Federal Reserve Chairman Ben Bernanke need right now is tens of billions more of U.S. bonds or even high-quality fake ones suddenly popping up around the globe. The dollar fell against the euro and yen on Wednesday after major emerging economies cast doubt on its long-term future as the world's main reserve currency, dealers said.In late morning trading in London, the European single currency climbed to 1.3867dollars from 1.3838 dollars in New York late on Tuesday. Against the Japanese currency, the dollar slipped to 96.30 yen from 96.42 yen on Tuesday. Leaders of the so-called BRIC nations -- Brazil, Russia, India and China had on Monday called for a more diversified currency system. The BRIC leaders are divided between supporting the US dollar -- as it is the only choice for now -- and advancing the march for an alternative,said Phil McHugh, who heads the corporate foreign exchange desk at currenciesdirect.com. The (BRIC) meeting... will affect future sentiment on the dollar,he added.

Elsewhere on Wednesday, investors awaited an announcement from US President Barack Obama on reforms of the financial system. Obama was expected later in the day to propose wide reforms that would result in the Federal Reserve gaining broad powers and a national bank supervisor being created to avoid a repetition of the financial turmoil.It will be the first major bid to overhaul the highly complex US financial regulatory network since a US home loan meltdown shook the core of the system and sent global markets into a tailspin. We're going to make sure that we've got a systemic regulator, somebody who can oversee the entire system and, when you start seeing the kinds of risks that we saw being taken in this last crisis, that we can catch it before the crisis occurs,Obama told financial news channel Bloomberg Television. Officials told a media briefing that Obama would propose a Financial Services Oversight Council led by the Treasury Department to oversee supervision of the financial system.In trading here on Wednesday, the euro was changing hands at 1.3867 dollars against 1.3838 dollars late on Tuesday, at 133.52 yen (133.45), 0.8486 pounds (0.8434) and 1.5086 Swiss francs (1.5059).The dollar stood at 96.30 yen (96.42) and 1.0881 Swiss francs (1.0881).The pound was at 1.6338 dollars (1.6402). June 16 (Bloomberg) -- Brazil, Russia, India and China are considering buying each other’s bonds and swapping currencies to lessen dependence on the U.S. dollar as their leaders meet for a summit in Russia’s Ural Mountains. The leaders of the so-called BRIC countries will discuss measures to promote regional currencies, including possibly placing part of reserves in the financial instruments of partner countries, during their meeting in Yekaterinburg, Arkady Dvorkovich, Russian President Dmitry Medvedev’s top economic adviser, told reporters. The BRIC countries have combined reserves of $2.8 trillion and are among the biggest holders of U.S. Treasuries. The first BRIC summit comes after Brazil, China and Russia announced plans to shift some foreign reserves into International Monetary Fund bonds, driving Treasuries and the dollar lower. This is not something for the immediate future, but rather a direction of movement,said Stanislav Ponomarenko, a fixed-income analyst at ING Groep NV in Moscow.I don’t think more than a few percent of reserves could be reinvested into BRIC bonds. What we’re seeing is a continuation of discussions to find an alternative to the dollar, yet nobody is going fundamentally to alter anything yet.

Bond Reaction

Brazil’s zero-coupon bonds due January 2010 rose today, pushing the yield down less than a basis point to 9.005 percent, the lowest level on record, prices compiled by Bloomberg show. Russia’s 11 percent dollar-denominated bonds due July 2018 were little changed, yielding 4.877 percent, according to ING Groep NV data on Bloomberg. The yield on India’s 6.07 percent note due May 2014 climbed 4 basis points to 6.67 percent. China’s 3.02 percent bonds maturing May 2019 were unchanged, yielding 3.15 percent.The ruble strengthened 0.7 percent to 31.0926 against the dollar at 16:42 p.m. in Moscow after earlier weakening as much as 0.3 percent. Medvedev is hosting back-to-back summits of developing economies in Yekaterinburg as he seeks to ease the world economy’s dependence on the U.S. dollar. Medvedev began talks this afternoon with Chinese President Hu Jintao, Indian Prime Minister Manmohan Singh and Brazilian President Luiz Inacio Lula da Silva. The summit will be a launch pad for our future talks,Medvedev said at the start of the meeting. The talks would give the countries the opportunity to implement new economic programs and reform international financial relations,he said.

Supranational Currency

Medvedev and Hu earlier today attended a summit of the Shanghai Cooperation Organization, which also includes the four former Soviet republics of Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan. The Russian leader reiterated his intention to push for the creation of a supranational currency to challenge the dollar and encouraged China and called on other Shanghai group members to use each other’s currencies for trade. There can be no successful global currency system if the financial instruments that are used are denominated in only one currency, Medvedev said.Today this is the case and the currency is the dollar.Hu pledged $10 billion to help the Shanghai group’s Central Asian members weather the global recession, joining Russia in seeking greater influence in the region through aid. Medvedev in February said Russia would contribute $7.5 billion to a regional fund created by the Eurasian Economic Community, which also includes Belarus, Kazakhstan, Kyrgyzstan and Tajikistan.

Growing Insecurity

Today’s meetings show a very strong desire of developing countries to play a bigger role in world finance, especially given the growing insecurity related to the current crisis, said Masha Lipman, a political analyst at the Carnegie Center in Moscow, in an interview with Bloomberg Television today. On June 10, Alexei Ulyukayev, first deputy chairman of Russia’s central bank, said Russia may move some of its reserves from Treasuries into IMF bonds. About 30 percent of Russia’s international reserves, which stand at $409.5 billion, are currently held in Treasuries, he said. Russian Finance Minister Alexei Kudrin said on June 13 that the dollar’s fundamental indicators are fine and that he was confident in the currency’s strength. A week earlier, Medvedev said the dollar isn’t in a spectacular position and questioned its future as a global reserve currency. Congressman Meets With Chinese Over Dollar Fears: Stop Policies of More Taxes, More Spending and More Borrowing.A decision by China to reduce its US Treasury holdings suggests concern about the US attitude towards its economic woes, Chinese economists were quoted as saying in state media Wednesday. The remarks, coming after US data showed a modest decline in Chinese investments in US government bonds, were in contrast to an earlier statement in Beijing which had said the recent sell-off was a routine transaction. China is implying to the US, more or less, that it should adopt a more pragmatic and responsible attitude to maintain the stability of the dollar, He Maochun, a political scientist at Tsinghua University, told the Global Times.

According to US Treasury data issued Monday, Beijing owned 763.5 billion dollars in US securities in April, down from 767.9 billion dollars in March. It was the first month since June 2008 that Beijing failed to purchase more US T-bills. Zhang Bin, a researcher at the Chinese Academy of Social Sciences, said China's move showed a more cautious attitude. It is unclear whether the reduction will continue because the amount is so small. But the cut signals caution of governments or institutions toward US Treasury bonds,Zhang told Xinhua news agency. China's foreign ministry said Tuesday that its purchases of US Treasuries remained based on security, liquidity and value preservation. For Zhao Xijun, deputy director of the Finance and Securities Research Institute of People's University, China may have reduced its holding of US Treasuries simply because it needed the money. Zhao said the sell-off could have been in order to pay for its own economic stimulus package. The reduction was a result of composite factors, such as the investment need and the market change,Zhao told Global Times.

EU trade talks with Peru continue despite government violence

EUOBSERVER / BRUSSELS – A coalition of development NGOs has expressed concern at the European Commission's decision to continue negotiations on a free trade agreement with Peru this week, despite government attacks on indigenous protesters in the country earlier this month that resulted in over 30 deaths. In a recent letter sent to European Commission president Jose Manuel Barroso, a coalition of NGOs called for the talks - currently taking place in Bogota, Colombia - to be suspended. Peru has entered a new stage characterised by a deterioration in social peace, including serious human rights violations that can not be left unnoticed during negotiations, reads the letter. The violence erupted on 5 June when the Peruvian government sent in troops to break up roadblocks in the north of the country, set up by protesters from Peru's indigenous population who say a recent free trade agreement with the US threatens their livelihoods by transferring land and resource rights to foreign companies. The EU's executive has defended its decision to continue talks for a similar FTA with Peru.The European Commission remains committed to a free trade agreement with Andean countries that will benefit all sides,the commission's trade spokesman, Lutz Guellner, told EUobserver. Provisions on the mining and extracting industries are envisaged as part of the final agreement, but the EU is committed to including flexibilities that allow Peru and others to restrict market access, in particular to preserve the rights of indigenous communities,said Mr Guellner.

EU trade agreements

Frustrated by slow progress in multilateral trade talks pursued through the World Trade Organisation, the EU adopted its Global Europe strategy in October 2006 with the goal of securing trade agreements with regional trading blocks and individual countries.However, subsequent talks with the Andean Community, which groups together Peru, Colombia, Ecuador and Bolivia, stalled last year, with Bolivia's left-wing government of Evo Morales deciding to call off the discussions with the EU, citing unfair terms.Recent comments by Ecuadorian President Rafael Correa suggest it too is likely to pull out, leaving the EU to negotiate with the right-wing governments of Peru and Colombia.We are very concerned about the bias, the direction being taken by the negotiations,said Mr Correa last month. Friends of the Earth trade campaigner Charly Poppe, whose organisation has followed the negotiations closely and is one of the signatories on the letter to Mr Barroso, told this website that an agreement between the EU and Peru had the potential to cause more unrest in the South American country. It will be very much a copy of the agreement that Peru has with the US that sparked all the criticism and from the information we have ... it's going to be even more stringent in terms of the rules that it will put in place for Peru,he said. If the FTA goes through,it will restrict even more the ability of indigenous populations to have control of their resources,he added.

Government backdown

On Tuesday (16 June), the Peruvian government appeared to back down on the controversial land laws introduced by presidential decree as part of the country's FTA with the US.Peru's prime minister, Yehude Simon, said his government would introduce a bill into parliament this week that would revoke the controversial land laws, adding that he intended to step down once the country regains peace, according to the BBC. However, he also insisted the reversal would not jeopardise the country's free trade agreement with the US. Peruvian President Alan Garcia meanwhile signaled he intended to move ahead with development policies based on free trade and foreign investment.

EU discussing fresh anti-gas crisis tactics

EUOBSERVER / BRUSSELS - European gas companies may end up buying excess volumes of Russian gas to help prevent a new EU supply crisis, in plans to be discussed at the EU summit on Thursday (18 June).Russian supplier Gazprom is facing financial and technical difficulties after having contracted to buy set volumes of gas from Central Asian producers while facing a sharp drop in demand in the EU and Ukraine.At the same time, Ukraine gas distributor, Naftogaz, is running out of money to pay the Russian firm. But Ukraine has hoarded gas in its vast underground tanks to help see it through the winter in case Gazprom cuts off supplies.The last Russian cut-off, in January, caused massive disruption in the EU, which receives 25 percent of its gas from Russia via Ukraine. A high-level European Commission team, including Russia expert Gunnar Wiegand and energy security supremo Faouzi Bensarsa, discussed the situation with Naftogaz chief Oleh Dubyna and Gazprom Export director Alexander Medvedev in Kiev and Moscow last week. The commission delegation re-iterated that the EU will not offer public money to solve the problem. But it did float the possibility of private EU gas companies buying excess Russian volumes and stockpiling them in Ukraine's storage facilities to help ease tension, according to one EU official familiar with the talks.The move would put money in Gazprom and Naftogaz' pockets, with EU firms paying to use Ukraine's storage tanks. The European companies could then sell the gas on spot markets in winter to recoup their investment.The fact is that Russia has a much bigger problem than Ukraine, the EU official said. We've already had one technical explosion.

A Gazprom-controlled pipeline on the Turkmenistan-Uzbekistan border blew up in April after the Russian firm suddenly dropped gas pressure, in what Turkmenistan described as a deliberate vacuum-bomb.European Commission chief Jose Manuel Barroso and energy commissioner Andris Piebalgs on Monday night met with the directors of major EU gas companies including Eni, E.ON, OMV, Centrica, MOL, Gasunie and Gaz de France. Part of the meeting was devoted to comparing notes on just how much gas Ukraine has stockpiled.Mr Barroso will put forward the commission's proposals at an informal dinner with EU leaders on Thursday evening. The EU's Gas Co-ordination Group a body of EU national-level and private sector gas experts will also meet with Gazprom and Naftogaz envoys in Brussels the same day.

Gas princess seeks happiness

Meanwhile, Ukrainian Prime Minister Yulia Tymoshenko on Tuesday asked European banks to loan the country $4 billion (€2.9 billion) to help pay for Russian gas purchases in the coming months.In early June, Ukraine was forced to print 3.8 billion hryvnia and convert it to $500 million (€360m) to pay for May deliveries. The overall happiness of Ukraine, Russia and the EU must be financed by somebody, the prime minister said in a statement. Ms Tymoshenko is known as the gas princess after making a personal fortune in the gas trade in the 1990s.German foreign minister Frank-Walter Steinmeier and Polish foreign minister Radek Sikorski also travelled to Kiev on Wednesday.The trilateral mission is designed to help smooth relations between rival political factions in Ukraine during the economic crisis. But some Ukrainian officials see it as an empty stunt based on a misunderstanding of Kiev's special brand of democracy.It's a ridiculous project,one Ukrainian contact said.

Spain's central bank warns on excessive spending

We have to stop public sector debt becoming an obstacle when the Spanish economy is in a better condition to grow,said central bank governor Miguel Angel Fernandez Ordonez in a speech accompanying the Bank of Spain's annual report.Any chance of using fiscal policy to increase spending has now been exhausted,he said.His words are unlikely to please the government of Socialist Prime Minister Jose Luis Rodríguez Zapatero, who reacted testily to earlier pronouncements by the bank governor this year on the need for pension and labour market reforms. I wish it was the last time I had to disagree with the governor of the Bank of Spain,labour minister Celestino Corbacho said a few months ago following comments by Mr Fernandez Ordonez.Despite also being a Socialist and a former government official, tensions between Mr Fernandez Ordonez and the government have grown this year as the Spanish government embarked on one of Europe's largest fiscal stimulus plans to counter the recession. Former finance minister Pedro Solbes was replaced by Elena Salgado earlier this year following his complaints over government overspending. Ms Salgado – whose economic forecasts have generally proven to be overoptimistic - appears to have adopted a more realistic tone following the end of European election campaigning, during which the state of the economy was a central issue.

Shaky economy

Spain's unemployment – by far the highest in Europe - hit 18.1 percent in April and is expected to top 20 next year, bringing with it a corresponding increase in social spending and a growing strain on state coffers. The country's unemployment rose to 24 percent in the early 1990s and stayed in double figures until 2005. Added to this, the latest government forecasts now predict the economy will exit the recession later than most EU member states and will not return to annual growth before 2011.However Mr Fernandez Ordonez says further fiscal spending to boost the economy would raise expectations of future tax hikes, with a rising budget deficit also likely to arouse investor concern.Spain's credit rating was downgraded earlier this year, along with a number of other European countries.

Swedish aid for newspapers in EU cross-hairs

EUOBSERVER / BRUSSELS - Sweden's tradition of support for underdog newspapers is being targeted by the European Commission, which views the country's public funding of a town's second-biggest newspaper as running counter to EU competition rules.
Stockholm has long provided the second-biggest paper in a city or town with state subsidies as a countervailing measure against the tendency for advertisers to flock towards the top-selling paper.In this way, left-wing newspapers in right-wing areas are protected from the depredations of the market, and vice versa, with the aim of assuring political and media pluralism.However, the commission on Wednesday (17 June) called on Sweden to reduce the funding it provides to papers in large towns, claiming that they breach EU rules on state aid.Competition commissioner Neelie Kroes, a Dutch economic conservative, said: The commission recognises the importance of media pluralism for the cultural, democratic and public debate in [EU] member states and the importance of newspapers in this context.However, running a newspaper is also a commercial activity and the commission has a duty to prevent undue distortions of competition and trade resulting from public subsidies.Ms Kroes believes that the current economic crisis is having serious negative implications for the written press, particularly for those papers that do not receive the subsidies.Specifically, Brussels wants a gradual reduction in the maximum aid provided to large newspapers in the big cities, and for what aid it does provide to be for a limited time only. The commission suggests a period of six years after which a review should be carried out to assess the impact of the aid on pluralism and competition.The chairwoman of the Journalistförbundet, the Swedish Union of Journalists, Agneta Lindblom Hulthén, said that far from supporting smaller newspapers, the European Commission's perspective threaten their existence.The commission really is undermining democracy with this, she told EUobserver.

Government support for newspapers has a very long tradition and assures that there are more voices. It has been a very important part of the development of Swedish democracy.In Sweden today, there are fewer and fewer media outlets,she said.A total of three big owners have almost total ownership of the market, controlling about a third each.Given the growing concentration of ownership in Sweden, the Swedish government instead should do everything to defend and strengthen the present aid, she added.Newspapers are dying around the world. We need more aid, not less. This is going totally in the wrong direction.However, Brussels has only proposed a reduction in aid and a time limit. Sweden has now to say whether it agrees, and it can also suggest a counterproposal that the commission would then consider.

Hungary closing embassies due to economic crisis

Hungary, severely hit by the economic crisis, has said it is to close four embassies worldwide to save money, including one in Europe.Budapest intends to close its representations in Luxembourg, as well as in Malaysia, Chile and Venezuela.It will also shut down eight consulates – in Lyon (France), Dusseldorf (Germany), Krakow (Poland), Chicago (US), Toronto (Canada), Sao Paolo (Brazil), Sydney (Australia) and Hong Kong, Hungarian foreign minister Peter Balazs announced on Tuesday (16 June).

With the reorganisation, the ministry will save two billion forint (around €7 million) annually,Mr Balazs said at a press conference in Budapest, French news agency AFP reported.In addition to the closure of embassies and consulates, Hungarian delegations to several international organisations will move to shared offices in Vienna, Paris and Geneva, he added.After the closures, Hungary will still maintain 102 representations in 80 states worldwide. But the opposition in the country criticised the move and said it was a form of self-destruction.The announcement comes as part of a bid to get Hungary out of its economic turmoil. Hit badly by the global crisis, it was the first EU country to obtain an International Monetary Fund-led €20 billion bail-out last year to avoid bankruptcy.In exchange, Budapest has committed to save €4.6 billion in 2009 and 2010.It has already announced sharp spending cuts to government programmes, a bank deposit guarantee and delays to planned tax cuts.

Latvia announces massive cuts

Meanwhile Latvia, another country with a troubled economy that in December secured a €7.5 billion bail-out from the IMF, the EU and other lenders, on Tuesday announced austerity measures that Riga said would help it avoid bankruptcy.By a large majority (63 to 30 votes) the Latvian parliament backed cuts worth 500 million lats (€714 million), or around 10 percent of total expenditure.Parliament made a difficult decision, one that allowed the state to avoid bankruptcy, Latvian premier Valdis Dombrovskis told journalists after an eight-hour debate in the parliamentWe think it's a good basis for continuing to receive international support,he added.The EU welcomed the adoption of the measures, while calling on the Latvian government to seek long-term solution to cut the country's budget deficit.The [EU] presidency and the commission welcome the new fiscal package for 2009 and 2010 adopted by the Latvian parliament today, which is a courageous and ambitious step forward to address fiscal imbalances,the Czech EU presidency and the European Commission said in a joint statement.While the urgency to act in the current situation may warrant to some extent the recourse to one-off measures in 2009, work on permanent measures to reduce the budget deficit in a sustainable way and improve the competitiveness of the economy in 2010 and the following years should start immediately,they added.The Latvian finance ministry expects the Baltic country's economy to contract 18 percent this year and finance minister Einars Repse on Monday warned that the public deficit -the gap between a government's spending and revenues - could still hit 11.6 percent, despite the new cuts.Under its bail-out terms, Latvia has said it would ensure that its deficit would not exceed five percent of GDP.

EUOBSERVER / BRUSSELS - The European Commission's new 10-year vision for transport policy contains almost no climate change-related measures, disappointing Brussels' own environment department officials who worry that while Europe has met with successes in reducing emissions from the energy and manufacturing sectors, soaring emissions from transport have wiped out those gains. The commission communication, which aims to set the bloc's transport agenda from 2010 to 2020, is to be published Wednesday (17 June). The text - seen by EUobserver - focuses on solving problems within the sector, such as upgrading infrastructure and improving safety. The most immediate priorities appear to be the better integration of the different modes of transport as a way to improve the overall efficiency of the system and the acceleration of the development and deployment of innovative technologies,it says.It notes that with still over 39,000 deaths in the EU in 2008, transport by road remains far too costly in terms of human lives,adding that he reduction of accidents and of health hazards, the protection of passengers' rights and the accessibility of remote regions must remain a high priority.The document backs the strengthening of passenger rights, noting that consumer satisfaction in bus and rail public transport is very low.It calls for liberalisation of the rail sector, arguing that similar moves in aviation and road transport have slashed costs. And it suggests that bus and train tickets should be made electronic.

But it is startling for its omissions on fighting the sector's environmental impact.

According to the commission's own figures, transport has seen the highest growth of any sector in the EU of CO2 emissions compared to 1990 levels. The new transport communication admits that European transport system is still not on a sustainable path on several aspects.It also explains that the sector still depends to the tune of 97 percent on fossil fuels and that infrastructure expansion has resulted in loss of habitat.The single green policy idea that the document contains is the fostering of research and public investment into smart grids for electric transport and hydrogen distribution networks. It also notes that more people in Europe are cycling, but offers no recommendations on how to encourage the trend.The transport paper has been badly received not just by pro-green NGOs but also by the European Commission's own officials in Brussels environment department. It's very much a transport product. We're certainly not a partner on this, Philip Owen, the head of the clean air and transport unit within the environment unit told this website, essentially washing his hands of the paper.

Mr Owen remained diplomatic.

It could have been a better product but overall we're moderately happy with the document,he said. We've had our discussions, but came to amicable conclusions. It's a position to which everyone can sign up.But he added that the environment department will in the next six to nine months put out its own new policy looking specifically at emissions in the transport sector. A spokesman for Transport and Environment, a green pressure group that focuses on transport issues, said: Transport in Europe is facing some fundamental strategic questions right now yet this paper offers nothing in the way of answers. We need bold action now, not in 10 or 20 years' time. The move towards unconventional sources of oil such as tar sands which are environmentally catastrophic is touched upon [in the communication], but there is no hint of a solution. And yet there are solutions available: fuel efficiency standards for all types of vehicle, road charging schemes and CO2-linked taxation can all play a role.

The disappointing transport blueprint comes despite big promises from the commission last month.We need a climate and transport package, blending the question of climate change, pollution and transport together to make a quantum jump, the deputy director-general of the environment department, Jos Delbeke, told Reuters in late May, proposing more road tolls and a doubl[ing] or tripl[ing]of rail capacity.We've been very successful in reducing the emissions of the power sector and manufacturing by around 15 to 20 percent since 1990, but we've been neutralizing that with an increase in emissions from transport,he also told the news agency.

North Korea Warns Of Military Strike On U.S And Allies if Provoked

(RTTNews) - North Korea has reacted sharply to a U.S. statement by threatening to carry out a thousand-fold military retaliation against America and its allies, if provoked. If the U.S. and its followers infringe upon our republic's sovereignty even a bit, our military and people will launch a one hundred- or one thousand-fold retaliation with merciless military strikes,a commentary published by the official Korean Central News Agency as well as the government-run Minju Joson newspaper said.

At a news conference with his South Korean counterpart Lee Myung-bak Tuesday, U.S. President Barack Obama declared North Korea a grave threat to the world, and pledged that recent UN sanctions on the communist regime would be strictly enforced. The two leaders agreed to build a regional and global strategic alliance to persuade North Korea to dismantle its nuclear weapons.The commentary described Obama a hypocrite for advocating a nuclear-free world, while making frantic efforts to develop new nuclear weapons at home.

The nuclear program is not the monopoly of the U.S.,it added.

North Korea's muscle-flexing of its nuclear defense capability in recent months evoked protests and concerns from the global community.Friday, the UN Security Council approved tough sanctions against North Korea, including inspection of ships suspected of taking banned cargo to and from North Korea, a wider ban on arms sales and further measures to cut Pyongyang's access to international financial services.

Provoked by these punitive measures, Pyongyang said it would start enriching uranium and use all its plutonium for making nuclear weapons. Japan has taken action by banning all trade with North Korea. TEHRAN, Iran – Iran directly accused the United States of meddling in the deepening crisis over a disputed presidential election and broadened its media clampdown Wednesday to include blogs and news Web sites. But protesters took to the streets in growing defiance of the country's Islamic rulers.The sweep of events — including more arrests and a call for another mass opposition march through Tehran — displayed the sharpening attacks by authorities but also the unprecedented challenges directed at the very heart of Iran's Islamic regime: its supreme leader and the cleric-run system.

Any serious shift of the protest anger toward Iran's non-elected theocracy would sharply change the stakes. Instead of a clash over the June 12 election results, it would become a showdown over the core premise of Iran's system of rule — the almost unlimited authority of the clerics at the top.For the moment, however, both sides appear to be using the same tactics since the disputed results showed hard-line President Mahmoud Ahmadinejad as the landslide winner.Opposition leader Mir Hossein Mousavi called for another mass rally Thursday in open defiance of Iran's most powerful figure, Supreme Leader Ayatollah Ali Khamenei, who has urged the nation to unite behind the Islamic state.Authorities rounded up perceived dissidents and tried to further muzzle Web sites and other networks used by Mousavi's backers to share information and send out details of Iran's crisis after foreign journalists were banned from reporting in the streets.Officials also stepped up claims that foreign hands have been behind the unrest.A statement by state-run Press TV blamed Washington for intolerable interference in the bloody showdown over allegations of vote-rigging and fraud. The report, on Press TV, cited no evidence.It said the government summoned the Swiss ambassador, who represents U.S. interests in Iran, to complain about American interference. The two countries severed diplomatic relations after the 1979 Islamic Revolution.The State Department this week asked Twitter to postpone a scheduled maintenance shutdown of its service to keep information flowing from inside Iran, three U.S. officials said, speaking on condition of anonymity because of the sensitivity of the situation.A State Department spokesman said Washington was withholding judgment about the election and was not interfering in Iran's internal affairs. President Barack Obama has offered to open talks with Iranian leaders to end a nearly 30-year diplomatic freeze.

For nearly that entire time, Iran's ruling clerics held uncontested power over nearly every critical decision, including possible talks with Washington. But the upheavals have pushed them into unfamiliar territory.Khamenei and his inner circle have been drawn into a messy and public crisis — with the election dispute even bringing possible splits within the theocracy.Chances for a full-scale collapse are considered very remote. The ruling clerics still have deep public support and are defended by Iran's strongest forces, the Revolutionary Guard and a vast network of militias around the country.But Mousavi's opposition movement has broken significant ground. It has forced Iran's most powerful figure, Supreme Leader Ayatollah Ali Khamenei, into the center of the escalating crisis and broken taboos about questioning his role as the final word on all critical matters.It's changing the way Iranians see the supreme leader and the system in general, said Meir Javedanfar, an Iranian affairs analyst.That opens up they system up in ways it's never faced before.Javedanfar believes two critical factors should be watched: whether the opposition movement can keep its show of strength on the streets for several more weeks and, more importantly, if it can bring in influential voices from Iran's Islamic clergy.

Shortly after the election, Mousavi appealed for the backing of clerics in the holy city of Qom, Iran's seat of Islamic learning and a critical political base for the theocracy. But received shows of support from several prominent liberal and dissident religious figures, including Grand Ayatollah Hossein Ali Montazeri, who said that no sound mind would accept the election results. But Mousavi, who served as prime minister during the 1980s, has not captured widespread support among the Qom clerics. That doesn't mean, however, they are supporting Ahmadinejad, either. Many have congratulated Khamenei for holding the election, but any mention of Ahmadinejad's victory was noticeably absent. The wild card for Mousavi's movement is former President Hashemi Rafsanjani, who heads the Assembly of Experts — a cleric-run body that is empowered to choose or dismiss Iran's supreme leader. Khamenei is Ayatollah Ruhollah Khomeini's successor, and the assembly has never used its power to remove Iran's highest authority. Rafsanjani was a fierce critic of Ahmadinejad during the election, but has not publicly backed Mousavi. It is not known whether Mousavi has actively courted Rafsanjani's support or if they have held talks. But Iranian TV showed pictures of Faezeh Hashemi, Rafsanjani's daughter, speaking to hundreds of Mousavi supporters, carrying pictures of Khomeini. Robin Niblett, director of the Royal Institute for International Affairs in London, said he does not believe Mousavi wants to topple Iran's theocracy, but his allegations of vote fraud could undermine the authority and respect of Khamenei. It is a split itself over this election and the broader grand strategy of the country,Niblett said.I don't believe the protesters want to overthrow the system at this time — although their ire at Khamenei may yet increase.Mousavi urged followers to wear black Thursday to the planned rally in mourning for the alleged election fraud and the lives lost in the protests. Seven demonstrators were shot Monday by pro-regime militia in the first confirmed deaths since the unrest erupted after the election. Mousavi's call followed a rare public appeal to unite behind the Islamic state. Khamenei has normally remained aloof from direct involvement in political disputes, but the scope of crisis has pushed him into an unfamiliar role as mediator. Mousavi's backers have now staged three straight days of major marches in Tehran, including hundreds of thousands of people Monday in a huge procession that recalled the protests of the Islamic Revolution. An amateur video showed thousands marching Wednesday on an overpass in support of Mousavi's campaign. A crackdown on dissent continued, with more arrests of opposition figures reported, and the country's most powerful military force — the Revolutionary Guard — saying that Iranian Web sites and bloggers must remove materials that create tension or face legal action.

In one high-profile display of apparent support for the opposition, several Iranian soccer players wrapped their wrists with green tape — the color of Mousavi's campaign — during a World Cup qualifying match in South Korea that was televised in Iran. In Paris, demonstrators held up banners saying Freedom of Expression in Iran, and Where is my vote? near the Eiffel Tower. In Rome, about 300 people gathered to show solidarity with Mousavi. The government has blocked certain Web sites, such as BBC Farsi, Facebook, Twitter and several pro-Mousavi sites that are vital conduits for Iranians to tell the world about protests and violence. Many other sites, including Gmail and Yahoo, were unusually slow and rarely connect. Mousavi condemned the blocking of Web sites, saying the government did not tolerate the voice of the opposition.The Revolutionary Guard, an elite military force answering to Khamenei, said through the state news service that its investigators have taken action against deviant news sites that encouraged public disturbances. The Guard is a separate military with enormous domestic influence and control of Iran's most important defense programs. It is one of the establishment's key sources of power. The statement alleged that dissident Web sites were backed by Canadian, U.S. and British interests, a frequent charge by hard-liners against the opposition. Legal action will be very strong and call on them to remove such materials,it said. The U.S.-based International Campaign for Human Rights in Iran said several dozen noted figures associated with the reform movement have been arrested, among them politicians, intellectuals, activists and journalists. Tehran-based analyst Saeed Leilaz, who is often quoted by Western media, was arrested Wednesday by plainclothes security officers who came to his home, said his wife, Sepehrnaz Panahi. At least 10 Iranian journalists have been arrested since the election, Reporters Without Borders said. The main electoral authority has said it was prepared to conduct a limited recount of ballots at sites where candidates claim irregularities. The recount would be overseen by the Guardian Council, an unelected body of 12 clerics and Islamic law experts close to Khamenei. Mousavi alleges the Guardian Council is not neutral and has already indicated it supports Ahmadinejad. He wants an independent investigation.

The scenes of hundreds of thousands in the streets of Tehran provide a stark contrast to Arab countries such as U.S. ally Egypt, where widespread allegations of election fraud to ensure victory by ruling parties are greeted with complaints but little action.Small protests in Egypt by democracy advocates after parliament and presidential elections in 2005 were quickly silenced by security forces and never caught on with the broader populace. The Egyptian reform movement — which combines secular activists with the fundamentalist Muslim Brotherhood — has largely been silent since.We are amazed at the organization and the speed with which the (Iranian) movement has been functioning. In Egypt, you can count the number of activists on your hand,Ibrahim told the Associated Press.One Egyptian blogger, who writes anonymously under the user name Louza, posted a picture of a demonstration in Tehran, adding,Sigh, will the Arab world follow? Iran elections are controlled by the country's ruling clerics, who can throw out candidates they don't approve of. Still, the voting has historically been among the most free in the Middle East, where authoritarian regimes prevail. U.S.-ally Saudi Arabia holds no elections at all, while some like Syria hold tightly controlled votes in which the outcome is never in doubt. Lebanon and Kuwait — which both held parliament elections that saw unexpected results recently — are among the few exceptions.Even though they are run by an authoritarian regime, (Iran) still allows for a good amount of liberalism and freedom,said Gamal Fahmy, a prominent Egyptian secular reform activist.

In contrast, he said, activism in Egypt has been put in a freezer because the regime doesn't allow for the space to express any sort of opposition.I think the new generation of activists will definitely be inspired by what they see on the Iranian street. What's happening in Iran isn't happening on Mars,he told AP. So Egyptian activists will feel they can replicate it in their own country.Still, there has not been as much wall-to-wall coverage of the Iranian uproar in Arab media or Arab activists' blogs as there has been in the West — for a number of reasons.Some are not convinced by claims of fraud in the election results showing a victory for hard-line incumbent Mahmoud Ahmadinejad, who is popular among some in the Arab world for his tough stance against the United States and Israel. Even among Arab critics of Ahmadinejad, some don't believe his rival, Mir Hossein Mousavi, is a true reformer and they note that Iran's unelected supreme leader holds the real power.Meanwhile, Arab governments — even ones that are fiercely critical of Iranian influence in the region — have remained silent, apparently afraid of angering the powerful Persian nation.The Arabs don't want to go out on a limb against the Iranian government. They don't want to be upfront,said Paul Salem, director of the Carnegie Middle East Center in Beirut.It's part of this pattern of being nice to Iran and encouraging the U.S. or somebody else to be not nice.They are afraid of Iran and don't want to antagonize it themselves,he added.The easiest target for Iran are the Gulf Arabs.Tehran is a key player in the Middle East and has played a major role in the divisions splitting the Arab world. It is the main backer of Hezbollah, Hamas and — according to the U.S. — Shiite extremists in Iraq. It's also a close ally of Syria.

Its foes — mainly Sunni countries, such as Saudi Arabia and Egypt — are deeply worried that Iran is seeking to fuel Islamic radicalism, empower Shiite minorities in the Arab world and establish itself as a regional superpower by getting involved in crises they believe are none of its business, such as the Israeli-Palestinian crisis and inter-Palestinian fighting. But at the same time, those countries have been careful not to annoy Iran and have, at least in public, voiced opposition to any military strike against it. Their silence today is part of the pattern they have followed for the past few years, according to analysts. Jordanian political analyst Labib Kamhawi said Arabs want somebody else to fight their battles on their behalf.So nobody expressed any position on the Iranian elections because they think that the Americans and the Europeans will do it for them,he said.This is a very negative approach, especially with regional political issues.Since Ahmadinejad was declared the landslide winner on Saturday, several Arab countries have sent congratulatory telegrams. Others, however, like Saudi Arabia, Jordan and Egypt, have remained silent. Saudi officials have said the kingdom does not comment on the internal affairs of other countries. Gulf nations — always worried about the biggest military power in the vital area — may be happy to see Iran tied up in its domestic affairs. This is not bad because it weakens the rigid Iranian approach to the countries around the region,Saudi analyst Dawood al-Shirian said. Still, Gulf states do not want to see a violent power struggle in Iran for fear of the unrest spilling over,said Mustafa Alani, a security analyst at the Dubai-based Gulf Research Center.
