I am compelled by the Holy Spirit to send out an urgent message to all on our mailing list, and to friends and to bishops we have met all over the world.AN EARTH-SHATTERING CALAMITY IS ABOUT TO HAPPEN. IT IS GOING TO BE SO FRIGHTENING, WE ARE ALL GOING TO TREMBLE — EVEN THE GODLIEST AMONG US.For ten years I have been warning about a thousand fires coming to New York City. It will engulf the whole megaplex, including areas of New Jersey and Connecticut. Major cities all across America will experience riots and blazing fires — such as we saw in Watts, Los Angeles, years ago.

There will be riots and fires in cities worldwide. There will be looting — including Times Square, New York City. What we are experiencing now is not a recession, not even a depression. We are under God’s wrath. In Psalm 11 it is written,If the foundations are destroyed, what can the righteous do? (v. 3).God is judging the raging sins of America and the nations. He is destroying the secular foundations.The prophet Jeremiah pleaded with wicked Israel, God is fashioning a calamity against you and devising a plan against you. Oh turn back each of you from your evil way, and reform your ways and deeds. But they will say, It’s hopeless! For we are going to follow our own plans, and each of us will act according to the stubbornness of his evil heart (Jeremiah 18:11–12).In Psalm 11:6, David warns, Upon the wicked he will rain snares (coals of fire)…fire…burning wind…will be the portion of their cup. Why? David answered, Because the Lord is righteous (v. 7). This is a righteous judgment — just as in the judgments of Sodom and in Noah’s generation.

WHAT SHALL THE RIGHTEOUS DO? WHAT ABOUT GOD’S PEOPLE?

First, I give you a practical word I received for my own direction. Lay in store a thirty-day supply of food, toiletries and other essentials. In major cities, grocery stores are emptied in an hour at the sign of an impending disaster.As for our spiritual reaction, we have but two options. This is outlined in Psalm 11. We flee like a bird to a mountain. Or, as David says, He fixed his eyes on the Lord on his throne in heaven — his eyes beholding, his eyelids testing the sons of men (v. 4).In the Lord I take refuge (v. 1).I will say to my soul: No need to run…no need to hide. This is God’s righteous work. I will behold our Lord on his throne, with his eye of tender, loving kindness watching over every step I take — trusting that he will deliver his people even through floods, fires, calamities, tests, trials of all kinds.

FIRST ANGEL:

The first angel said: I have a message for all of Asia. When he said that, in a spilt few seconds, I could see all of China, India, the Asian countries like Vietnam, Laos -I've never been to those countries. I saw the Philippines, Japan, Singapore, Malaysia and Indonesia. And then the angel showed me all of Papua New Guinea, Irian Jaya and down to Australia and New Zealand.I am the angel of Asia, he said. And in his hand I saw a tremendous trumpet that he is going to blow all over Asia. Whatever the angel said, it's going to happen with the trumpet of the Lord all over Asia. Millions are going to hear the mighty voice of the Lord. Then the angel said, There shall be disaster, starvation - many will die from hunger. Strong winds will be looked like has never happened before. A great part shall be shaken and destroyed. Earthquakes will take place all over Asia and the sea will cover the earth.

I saw this on June 20. Today is August 16. A few weeks ago I heard the news of villages completely wiped out and washed into the sea in Papua New Guinea. Thousand of lives in great jeopardy. That happened a few weeks ago, and the angel told me it is going to happen all over Asia. The earth will fall into the sea,I heard the angel say,part of Australia will be shaken. Australia will be divided, and a great part will go under the ocean. This was frightening - I wondered whether I was hearing right. But the angel said,Millions will die in China and in India. Nation will be against nation, brother against brother. Asians will fight each other. Nuclear weapons shall be used, killing millions.Twice I heard the words,Catastrophic! Catastrophic! then the angel said,Financial crisis will come to Asia. I will shake the world.I was trembling while the angel was speaking. Then he looked at me and smiled and said,There shall be the greatest spiritual awakening - bondage will be broken. Barriers will be removed. And all over Asia - China - India - people will turn to Christ. In Australia there shall be tremendous revival.I heard the angel of Asia say,It is the last harvest.Then as if the Lord were speaking, he said,I shall prepare My church for the return of Christ.I was happy with such good news after the message of judgment. All the time the five angels were in my room I could feel their presence - it was tremendous.

SECOND ANGEL:

Then I saw that the second angel had a sickle in his hand, such as is used in harvesting. The second angel said,Harvest time has come in Israel and the countries all the way to Iran.I saw those countries in a few split seconds.All of Turkey and those [inaudible;] countries that have refused me and refused my message of love shall hate each other and kill one another.I saw the angel raise the sickle and come down on all the Middle East countries.I saw Iran, Persia, Armenia, Azerbaijan, all of Georgia - Iraq, Syria, Lebanon, Jordan, Israel, all of Asia Minor - full of blood. I saw blood all over these countries. And I saw fire; Nuclear weapons used in many of those countries. Smoke rising from everywhere. Sudden destruction - men destroying one another.I heard these words, Israel, Oh Israel, the great judgment has come.The angel said,The chosen, the church, the remnant, shall be purified. The Spirit of God shall prepare the children of God.I saw fires rising to heaven. The angel said, This is the final judgment. My church shall be purified, protected and ready for the final day. Men will die from thirst. Water shall be scarce all over the Middle East. Rivers shall dry up, and men will fight for water in those countries.The angel showed me that the United Nations shall be broken in pieces because of the crisis in the Middle East. There shall be no more United Nations. The angel with the sickle shall reap the harvest.

THIRD ANGEL:

Then one of the angels with wings showed me Europe from one end to the other - from the north all the way down to Spain and Portugal. In his hand he had a scale of measurement. I saw him fly over Europe, and I heard the words,I am grieved. I am grieved. Unrighteousness, uncleanness, ungodliness - all over Europe. The sin has risen to heaven. The Holy Spirit is grieved.I saw the rivers of Europe flooding and covering millions of houses. Millions drown. After seeing this, I read the news a few weeks ago. Czechoslovakia had the worst flooding ever. I also heard that the big river in China is in tremendous danger of thousands of houses being destroyed in flooding. I didn't know all this news until after I had seen the vision and heard what the angels told me.Suddenly I heard earthquakes all over Europe.Countries that have had no earthquakes shall be shaken,said the angel. And suddenly, in my spirit, I saw the Eiffel Tower in Paris crumbling falling down. A great part of Germany destroyed. The great city of London - destruction everywhere. I saw floods all over Scandinavia. I looked to the south and saw Spain and Portugal passing through hunger and great destruction.Many will die from hunger all over Spain and Portugal. I was disturbed by all this news, and I said, Lord, what about your children? The angel said,I shall prepare them. They shall be looking for the appearing of the Lord. Many will cry to me in those days and I will save them. I shall perform mighty miracles for them and show them My power.So in the midst of great destruction, there will be the grace of God in those countries. I was happy that God has His protection over His children.

FOURTH ANGEL:

Now we go to Africa. I saw the fourth angel with wings fly over Africa, and I could see from Capetown in the south all the way to the north of Cairo - I saw all the countries there, more than fifty of them. The angel of Africa had a sword in his hand - a tremendous, sharp sword. Suddenly I heard him say,Innocent blood has been shed. Divisions amongst the people generations far from the Lord - they have killed one another, thousands of people. I have seen my faithful children in Africa, and I shall reward all the faithful in the continent of Africa. I shall bless them abundantly. I shall control the weather - scorching and burning of the sun in some parts. Great rivers shall dry up, and millions will die from starvation. In other parts, flooding. Foundations shall be shaken. My sword shall judge the unrighteous and the bloodthirsty. So many earthquakes shall happen that rivers shall flow different directions in the continent, flooding many villages.I saw great pieces falling from the sky over different parts of Africa There shall be trembling of the earth like has not been seen since the creation. None shall escape the sword of the Lord.I saw the River Nile drying up. It is the god of Egypt. Fishes dead and stinking all over Egypt. A great part of the middle of Africa will be covered with water - millions dying. Lord, I said, It is all bad news. All destruction. Any good news? The Lord said,The final day has come. Judgment day is here. My love has been refused now, and the end has come.I was shaking and trembling. I thought I cannot bear it.

FIFTH ANGEL:

Then I saw the last angel flying over North and South America - all the way from the North Pole down to Argentina. From the east of the U.S.A. to California. I saw in his hand a bowl. The angel said he would pour out over these countries the judgments that were in the bowl. Then I heard the angel say, No justice anymore. No righteousness. No holiness. Idolatry. Materialism. Drunkenness. Bondage of sin. Shedding of innocent blood - millions of babies being killed before they are born. Families are broken. An adulterous generation. Sodom and Gomorrah is here. The days of Noah are here. False preachers. False prophets. Refusing of my love. Many of them have the imitation of religion, but denying the real power.When I heard all that, I begged the angel, Can you not wait for a little while? Don't pour it. Give a chance for repentance.The angel said, Many times God has spared and has spoken, but they have not listened. His patience has come to an end. Beware, the time has come. They have loved money and pleasure more than they have loved Me.As the angel began to pour from the bowl in his hand, I saw tremendous icebergs melting. When that happened I saw floods all over Canada and North America - all the rivers flood; destruction everywhere. I heard the world market collapsing with mighty earthquakes, and New York skyscrapers were tumbling - millions dying.

I saw ships in the ocean sinking. I heard explosions all over the north country. I saw the angel pouring over Mexico and two oceans joining together- the Atlantic and the Pacific. A great part of north Brazil covered with water, the Amazon River turning into a great sea. Forests destroyed and flooded. Major cities in Brazil destroyed; earthquakes in many places. As the angel poured, great destruction took place in Chile and Argentina as never before. The whole world was shaking. Then I heard the angel say,This will happen in a very short time.I said, Can't you postpone? Don't pour these things out all over the globe.And suddenly I saw the five angels standing around the globe lifting up their hands and their wings towards heaven and saying,All glory to the Lord of heaven and earth. Now the time has come and He will glorify His Son. The earth shall be burned and destroyed. All things shall pass away. The new Heaven and New Earth shall come. God shall destroy the works of the devil forever. I shall show My power - how I will protect My children in the midst of all this destruction.

Be ready for that day, for the Lord has come.

My room was full of light from the brightness of the angels. Then suddenly they ascended up to heaven. As I looked up I saw the angels go in five directions. I know they already have started their duties. For more than an hour I could not move. I was wide-awake, trembling from time to time. I said,Lord, shall I leave Patmos now? Edinburgh’s Beltane festival traditionally takes place on the 30th of April every year on Calton Hill.Edinburgh’s Beltane festival originates in the Scottish and Irish Gaelic pre-Christian festival of the same name.The name itself is thought to have derived from a Gaelic-Celtic word meaning bright/sacred fire.It was held to mark and celebrate the blossoming of spring, and coincided with the ancient pastoral event of moving livestock to their summer grazing. It did not occur on any fixed solar date (the tradition of solstices and equinoxes is later in origin) but tended to be held on the first full moon after the modern 1st of May. Some sources suggest that the blooming of the Hawthorn was the primary signal for the event before the development of centralised calendars.

It was a celebration of the fertility of the land and their animals. The main traditional element which was common to all Beltane festivals was the fire which gave it its name. All the fires of the community would be extinguished and a new, sacred Need Fire was lit by either the village head or spiritual leader. From this source one or two bonfires were lit, and the animals of the community would be driven through or between them. It was believed that the smoke and flame of the fires would purify the herd, protecting them in the year to come and ensuring a good number of offspring. The inhabitants of the village would then take pieces of the fire to their homes and relight their hearths, and dance clockwise around the bonfires to ensure good portents for them and their families.

The King Boat Ceremony is a popular ritual in the coastal area along the southeast China and the southwest Taiwan. The place where the most grand and splendid ceremony held in Taiwan is Dung Kang of Ping Dong. The ceremony in Dung Kang nowadays is also called the Peace Ceremony. It is eight days long, beginning with the Ching Shwei and ended with burning the King Boat. This ceremony conveys the Chinese beliefs, such as the concept of the underworld and the image of fire.The Chinese convey the basic concept about the ghosts in every part of this ceremony, for instance, the relationship between the ghosts and human beings. There are Wang Yeh,who is also called Plague God, and ghost military officers, like Eight Generals appearing in the ritual. The Chinese have believed that the spirits and wandering ghosts staying in the human world make chaos and plague contagious. Hence humans need a ghost officer to bring them back to where they belong. The plague god, or Wang Yeh, is a human being before death. Because they preserve special capabilities or virtues when living, they have great power to govern the normal souls, and so do Eight Generals. For the Chinese, the world after death is just a copy of the human society. However, if those souls keep wandering in the world of mortals, the orders and tranquil between the two world can be violated. The human world and the underworld are parallel but different places where we cannot interfer. But people are unable to either see the ghosts or touch them because they are invisible. Hence the only way to convey our thoughts is to hold a memorial ceremony for them, like burning the joss sticks and paper money, and present sufferings like meats to show our sincerity and pray the ghosts and gods do not stir up trouble.

Another important image is burning the King Boat. The flame beneath the burning boat represents destruction and regeneration in this ceremony. In the end of the magnificent ritual the King Boat is carried from Taitien Temple, which is a temple called Dunglung Temple except during the time accommodating Wang Yeh in the eight –days ceremony, to the seashore, and burn it out with a great flame. This rite is called Burning the King Boat. The giant and delicate wooden boat is erected for two years. On the surface of it are numerous carvings and paintings of traditional Chinese style, and daily things are positioned inside including the food, clothes and entertainments. The Chinese think those things including Wang Yeh and spirits carried by the boat can be sent back the nether world by the flame. Fire is one of the principal five elements in Chinese belief. Everything can be burned down and return to the earth. In other words, the King Boat and the souls are transferred and carried into the earth, also the underworld after burning. The finish of burning the King Boat stands for the success and completion of the Peace Ceremony, the ghosts’ returning to where they belong and a new start of a society. In the King Boat Ceremony there are many general concepts about death in the Chinese beliefs, like the ideas of underworld and ghosts, and burning images, which are also seen in other ceremonies like Mazu’s Birthday ceremony or Tomb- sweeping Day. They are also regarded as part of Daoism, but those ideas have been spread so wide that they are different from the origins of Daoism. For Chinese people, those beliefs have already become so common and turned into part of the culture rather than a religion.

Two L.A. County deaths possibly related to swine flu, coroner says [Updated]

The Los Angeles County coroner's office is investigating two recent deaths that officials say could be related to the recent global swine flu outbreak. However, no tests have come back positive for the swine flu, and medical examiners have not officially determined what caused the deaths.[Updated at 9:30 a.m.: Coroner's spokesman Craig Harvey said his office would collect specimens from the deceased and send them to the county public health department, which would determine whether either person died from the swine flu. If so, the U.S. Centers for Disease Control and Prevention would be notified, Harvey said.]Coroner's spokesman Craig Harvey said Bellflower Medical Center reported the death of a 33-year Long Beach resident Monday afternoon from symptoms resembling swine flu.It's that diagnosis that needs to be confirmed, Harvey said. An autopsy will be performed to establish the cause of death.

The man was taken to the hospital Saturday, complaining of shortness of breath and lymphoma. Doctors later diagnosed the patient with pneumonia, Harvey said. The second case involves a 45-year-old man from La Mirada, whose death was reported Monday to the coroner's office. The man died April 22 at Coast Plaza Doctor's Hospital in Norwalk.Doctors said the man died of pneumonia but the L.A. County Health Department refused to accept the death certificate signed by the private doctor, Harvey said. The case was then referred to the coroner's office, which will conduct further investigation.If confirmed, the deaths would be the first reported in the United States from the swine flu.-- Andrew Blankstein.

Provincial health authorities also said anyone who shows up at a hospital with respiratory illness will be required to wear a mask.The two cases in Alberta — one in Calgary and one in northern Alberta — are also considered mild and neither of the men was hospitalized. One has fully recovered and the other is nearly free of symptoms. Both patients had recently travelled to Mexico, the epicentre of the disease outbreak that is suspected of killing more than 150 people in that country and has virtually shut down its capital.British Columbia's Centre for Disease Control also confirmed a third case in that province, a 30-year-old woman from Vancouver Island. Michelle Bossi fell ill following a vacation in Cancun.Canadian health officials have been warning that more cases would be confirmed in Canada as test results come back and that there could be deaths. Swine flu was first confirmed in Canada on Sunday, with the announcement of two cases in British Columbia and four in Nova Scotia.In reaction to the growing global spread of the swine flu virus, a major Canadian travel operator on Tuesday announced that it is canceling flights from Canada to Mexico until June 1. The trip cancellations come after travel advisories were issued Monday by Canada, the United States and other countries advising people to avoid non-essential travel to Mexico.The infection rate rose elsewhere on Tuesday with more confirmed cases in the United States, New Zealand and Spain. There are now at least 86 confirmed human cases of swine flu, but the new virus is suspected of making more than 1,600 people sick in Mexico alone. Laboratories around the world are rushing to confirm test results from patients while governments are stepping up their efforts to stop the spread of the virus, which health officials fear could be the next pandemic.The growing swine flu outbreak prompted the World Health Organization on Monday to raise its pandemic alert a notch to level four on its six-level scale. The agency said the world is one step closer to a pandemic, but that one is not inevitable. The health agency said moving its alert level up was a signal to countries that the outbreak is a serious situation and that preparations should be made if it does escalate to a full-blown pandemic.

During a daily press briefing, the WHO's assistant director-general of health security, Keiji Fukuda, said countries should anticipate what their needs will be in such a scenario, and that it will be a global responsibility to assist developing countries.They are really hit hardest and they also have the least resources to deal with these situations,he said.While the world's attention has been drawn to the quickly developing situation in recent days, Fukuda also cautioned Tuesday that other health issues should not be neglected.While we deal with this situation it's important for WHO but it's also important for other health agencies and countries out there to be mindful there are other health priorities that continue to need attention, he said.In partnership with laboratories around the world, the WHO is working on making the agents needed to diagnose swine flu in case countries need them, and work is underway on developing a vaccine if one is needed.Researchers are struggling to understand why the virus, which has a genetic makeup that has never been seen before, has been deadly only in Mexico and why it seems to severely affect relatively young and healthy people.The WHO said even if countries are successful in mitigating the spread of the virus and its incidence goes down, it will likely be months before the outbreak can be declared over.It will be very hard to know whether this virus is actually disappeared until several months have gone by at the very least, said Fukuda. That's the nature of this infection and that is something we will be on the lookout for.

Canada produced its first detailed pandemic flu plan in 1988, and now updates it every few years. A global flu pandemic typically occurs three or four times a century (the last being the Hong Kong flu of 1968-9), but public-health officials say it is all but impossible to predict when the next will occur. Considering the rapidly increasing number of confirmed swine flu cases, WHO officials have decided to raise the pandemic alert level to phase 5. Swine Influenza (swine flu) caused by type A influenza, regularly leads to influenza outbreaks among pigs. The virus does not normally infect humans. Confirmed sufferers in the United States and Mexico, however, are believed to have spread the disease to their families and others in close contact. The alert level was increased to 4 on Monday, and WHO officials now say they will be forced to declare a phase 5 alert soon. We're still awaiting for a final confirmation from the US authorities, but it appears that there's a number of cases in New York which appear to be human-to-human transmission, WHO spokesman Gregory Hartl told a news briefing. The United Nations agency also raised its alert level to 4 on Monday as the virus was detected in several European countries. In the 2009 revision of the phase descriptions, WHO has retained the use of a six-phased approach for easy incorporation of new recommendations and approaches into existing national preparedness and response plans. In nature, influenza viruses circulate continuously among animals, especially birds. Even though such viruses might theoretically develop into pandemic viruses, in Phase 1no viruses circulating among animals have been reported to cause infections in humans.

In Phase 2 an animal influenza virus circulating among domesticated or wild animals is known to have caused infection in humans, and is therefore considered a potential pandemic threat.

In Phase 3, an animal or human-animal influenza reassortant virus has caused sporadic cases or small clusters of disease in people, but has not resulted in human-to-human transmission sufficient to sustain community-level outbreaks. Limited human-to-human transmission may occur under some circumstances, for example, when there is close contact between an infected person and an unprotected caregiver. However, limited transmission under such restricted circumstances does not indicate that the virus has gained the level of transmissibility among humans necessary to cause a pandemic.

Phase 4 is characterized by verified human-to-human transmission of an animal or human-animal influenza reassortant virus able to cause community-level outbreaks. The ability to cause sustained disease outbreaks in a community marks a significant upwards shift in the risk for a pandemic. Any country that suspects or has verified such an event should urgently consult with WHO so that the situation can be jointly assessed and a decision made by the affected country if implementation of a rapid pandemic containment operation is warranted. Phase 4 indicates a significant increase in risk of a pandemic but does not necessarily mean that a pandemic is a forgone conclusion.

Phase 5 is characterized by human-to-human spread of the virus into at least two countries in one WHO region. While most countries will not be affected at this stage, the declaration of Phase 5 is a strong signal that a pandemic is imminent and that the time to finalize the organization, communication, and implementation of the planned mitigation measures is short.

During the post-peak period, pandemic disease levels in most countries with adequate surveillance will have dropped below peak observed levels. Previous pandemics have been characterized by waves of activity spread over months. This will be the holocaust of emerging disease, either naturally occurring or man-made. Or, to use a popular generic term, plagues. Now, as never before, humanity sits on a biological time bomb. A new Hiroshima is approaching, and mankind is unprepared for this approaching apocalypse that will rewrite the future of our planet.It is the goal of this website to document every aspect of this threat via commentary, analysis and a single cross-indexed documentary database. The Historical Record
Throughout history the human species has been profoundly affected by plagues. These have decimated humanity countless times. To cite our first example, around 1918 a single influenza virus underwent a random mutation. This mutation transformed a relatively benign virus into a universal killing machine. The result was a global crisis that killed over 30 million human beings. This Spanish Flu was notable for its ferocity and lethal efficiency. Some people fell ill and died within a matter of hours. New York commuters boarded their trains healthy and were dead upon arrival in the city. Unusually, the virus targeted healthy young people, killing them preferentially over older individuals. Influenza is always highly contagious. This particular epidemic was catastrophically magnified by improved transportation available at the turn of the century and by massive war time population dislocations. Spread by troop carriers and commercial ship traffic, the Spanish Flu quickly circumnavigated the planet. Panic broke out in cities around the globe as hospitals and morgues filled with the dead and dying. In the United States, troop camps were disbanded and emergency health measures instituted. In other places the result was far worse. Half the population of some Pacific islands was wiped out in this epidemic. Untold millions died in Asia. Remote villages in Alaska ceased to exist. The virus stalked everyone, everywhere. There was no hiding place and there was no cure. Once ill with the flu, the patient either died or recovered. As is also true today, there was little medical science could do to help.

This particular epidemic ended - if one can use the word - happily. Influenza is highly seasonal. The virus that attacks one season will mutate and take on a new form the following season (which is why flu shots must be given every year in order to be effective). Therefore the epidemic subsided of its own accord and, over the decades, was largely forgotten. Mankind was spared another year of mass death and fear. The world thus breathed a sigh of collective relief and got back to the more important business of finishing the World War I slaughter. Only in retrospect was it noted that the death toll of the Spanish Flu far exceeded the 20 million killed in the war. More fearfully, this virus killed people all over the planet and not just in fields of battle. In other words, in a short period of time this single virus, a packet of genetic instructions, turned out to be more deadly than all of man's technologies and armies over five years of global war. As bad as 1918 was, it was a minor blip compared to other periods in human history. Humanity has suffered much worse, with far more devastating consequences. Consider the case of the Native Americans of the 15th century. Estimates vary, but most scholars place the population of North and South America between 40 and 100 million at the time of European arrival. Much of this population was scattered and tribal. But many were organized in large and very sophisticated cultures. These demographics are particularly impressive when you consider that Europe had a roughly comparable population at that time. These Native American societies were rich and complex. They were also militaristic and quite able to defend themselves against European incursion. True, the Europeans had a modest technological edge (primitive fire-arms and the horse), but the Native Americans had overwhelming numbers, disciplined and experienced armies, an effective command structure, and the pervasive advantage of defending themselves on their own terrain. Therefore, by all measures, these societies were quite capable of repelling any invading European force.

Due to these factors, the competitive situation between the opposing cultures was clear. The Americas were already completely occupied. There was no room left for Europeans. Victory and colonization of the Americas by European powers should have therefore been impossible. Yet events proved otherwise. Within a few years small groups of Spanish conquistadors wiped out the Aztec and Incan civilizations. Subsequent invasions from England and Portugal continued the virtually effortless conquest, until all of the Americas lay under European dominion. Within a century the population of Mexico declined by 90%. The Incan empire was similarly devastated. Within a few decades most of the native population of the North American eastern seaboard vanished. The continents were effectively depopulated, greatly easing the way for European colonists. Thus European immigrants poured in and, over the following centuries, largely displaced the remaining surviving inhabitants. For all intents and purposes, the original native societies were annihilated.

How did the impossible happen?

The answer is infectious disease. New World populations had virtually no immunity to introduced Old World diseases. In medical parlance, such populations were biologically "naive" and therefore universally susceptible. This meant that mortality approached 100% in these naive populations. Given this, from very small beginnings a virus could literally bring down an entire world. Which brings us to smallpox. Smallpox was introduced into the New World via one of Cortez's men. This single man passed the virus to a few Native Americans. From there the virus exploded outward, racing ahead of the Europeans to infect two continents. Within a few months millions of Aztecs were dying. Within a few years the Incan empire was in its biological death throes. In another decade the virus had spread up the Mississippi river. Thus it was comparatively easy for the conquistadors to destroy these empires - for these empires were already dying. It is difficult to overstate the physical and psychological terror of such epidemics. When death becomes so random and pervasive civilization quickly breaks down. Such was the case with the Native Americans. In the space of a few years ancient cities and societies crumbled to dust. Survivors were terrified and dispirited, as they watched their families die from unseen forces while the white man remained eerily untouched. As one early Spanish missionary wrote: Indians die very easily. A single breath of a white man is usually sufficient. As populations plummeted, ancient cultures and traditions melted away. The resulting cultural dislocation made it easy to enslave the few remaining survivors as well as implant new cultural traditions. Indeed, it was because of these epidemics that alien languages and religions were relatively easily imposed on the conquered people. What choice did they have? The traditional gods had abandoned them . Meanwhile, the white man's god was clearly stronger and obviously quite angry. The same story was repeated in the North American continent. Early English and American explorers were surprised to find vacant towns and overgrown fields where large native populations once flourished. Particularly in the fertile lower Mississippi valley, explorers were astounded by the silence and the degree of devastation. There exist large and very impressive Indian towns in this territory, wrote one early explorer, but not a single Indian. It is a mystery.But there was no mystery. European diseases had simply outrun the Europeans themselves, depopulating lands ahead of their exploration. Only the greatly diminished tribal cultures of the Plains and the West survived. Given their weakness, these were easily eliminated militarily by the expanding European settlers in the following centuries.

History is filled with additional examples. The Black Death (actually a wave of epidemics, stretching over centuries, caused by the bacterium Yersinia pestis) first became visible in the Chinese hinterlands early in the Christian era. The effects were cataclysmic. In some epidemic waves, up to 98% of local populations died. The later effects on India and Islamic countries were often just as severe. The plague then reached Europe in the 14th century, where it proceeded to quickly kill one third of the population. As elsewhere, the effects in Europe of this level of mortality were fundamental and far-reaching. Economies collapsed, cities were abandoned and famine stalked the landscape. And, as in the case of the Native Americans, there were pervasive cultural effects as well. A preoccupation with death became the norm, both in art and in daily life.People no longer bother with work and planning for the future,wrote one chronicler, but instead live only for the day.More examples: the Athenian plague of 430 B.C. that catalyzed the fall of Athens to Sparta; the terrible Roman plagues of 180 A.D. and 252 A.D., leading eventually to the fall of the Empire; countless Indian and Chinese plagues, some of which set population growth back by centuries. Ancient history is full of harrowing accounts of the mass death and dislocation caused by infectious disease.Yet not all plagues are confined to ancient times. In early 2003 a random mutation suddenly granted unusual killing power to the common cold virus. Sudden Acute Respiratory Syndrome (SARS) apparently originated in southern China's Guangdong Province. Polluted, crowded with people and animals, Southern China is a notorious incubator of novel respiratory viruses. Once established in the region, SARS then quickly spread via airline travel to a number of places around the world. It remains to be seen how lethal SARS will be, although it has the potential to inflict serious harm. Even if a major pandemic is not established, SARS clearly pointed to the dangers of a repeat of the 1918 terror. As if on cue, the influenza virus reappeared in the news in 2004 - - this time in the form of the avian flu. Millions of wild and domestic birds died in Asia, as the disease swept through their populations with cold efficiency. Indeed, birds are susceptible to a wide variety of flu viruses. In fact, influenza is typically a far more potent killer of birds compared to mammals - including humans. Generally speaking, an avian flu virus has difficulty crossing over to other creatures. However, this particular virus - known as H5N1 - soon demonstrated a certain ingenuity.

H5N1 had been tracked since 1997, when it first emerged in Hong Kong and killed a handful of people. After authorities there killed 1.5 million chickens (basically, every chicken in Hong Kong), the outbreak seemed to stop. But the virus had not disappeared; rather, it simply retreated into the Chinese hinterland. There, from between 1998 and 2001, the virus rapidly evolved, going through no less than 17 genetic reassortments. In January 2003 the Z variant of the virus evolved, which proved capable of dealing with a broader range of environments. By 2005 this virus (now dubbed Z+) became supervirulent and quite capable of killing a diverse range of species, including cats, rodents, pigs and people. This virus was now spectacularly agile and dangerous. For instance, mice are typically unaffected by influenza, but Z+ causes 100% mortality in every mouse population tested. And the virus continued to intrude into species that normally are not affected. Among other things, it began to kill migratory birds - which normally are relatively immune. It even began to kill tigers - wiping out 30% of the tigers in Thailand zoos in a single ferocious epidemic.Can H5N1 cause a human pandemic? No one really knows. However, as time goes on, increasing numbers of people in SE Asia are falling prey to the virus. Should the disease ever break out decisively into the world population, the world would witness an unparalleled biological catastrophe. And let us not forget our most costly current plague - AIDS. 20 million dead and 45 million infected as of 2005. HIV is in some ways the perfect killer: invariably lethal yet with a long incubation period in which to maximize its spread. Fortunately the virus has a weak point, in that it is quite fragile in the external environment and not easily spread. Had HIV evolved the ability to spread in the air or via casual contact, Homo sapiens might now be experiencing a universal apocalypse dwarfing any other event in the history of our species. Instead, in species terms, HIV became just an almost-catastrophe. Humanity was hit by a bullet, but fortunately it was a rubber bullet. Next time we might not be so lucky.In summary, since the dawn of urban civilization, deadly epidemics have afflicted mankind. And the human cost of any of the larger epidemics dwarf all of humanity's wars and famines combined.

The Environmental Context

The dynamic of disease is, of course, not unique to Homo sapiens. All organisms are prey to viruses and epidemics, as this is a normal part of environmental balance. Rats suffer from plagues, birds are attacked by influenza and malaria, and insects are afflicted by myriad varieties of poxes. These viruses keep their respective host populations within the bounds of the environment. For instance, every species of caterpillar is victimized by at least one species of pox. If not for these pox viruses, the world would quickly be inundated with hungry caterpillars. Viruses and infectious bacteria have no peer when it comes to quickly and massively reducing population sizes. They invariably take advantage of population spikes. All this is integral to the normal dynamic of populations and ecosystems. These ecological processes are the mechanisms by which disease and epidemics reached humanity. As Homo sapiens urbanized and populations increased, viruses and bacteria had a new opportunity to exploit an increasingly common target. By the usual process of mutation and evolution, various disease vectors made their transition to our world.

For example, bubonic plague spread due to the ecological disruption of the grasslands of Central Asia, and the subsequent fact that rats found a very pleasant lifestyle cohabiting in our ever-growing cities. When large numbers of humans entered swampy humid habitats, malaria jumped from birds to people. Human smallpox arose from a related pox (perhaps camelpox). It became a scourge of the Old World in Egyptian times, once cities of sufficient size developed on the Nile. HIV jumped to Homo sapiens some decades ago, probably due to tropical deforestation and the intensified contact between growing human populations and other primates. The pattern has been repeated countless times. And as humans expand into and disrupt the last remaining untouched areas of the globe, further such jumps can be expected.

The Technological Threshold

We see that epidemic disease has dramatically affected our world throughout history and into the modern era. And we understand that viruses and epidemics are part of the natural order, acting as nature's crowd-control mechanism. But why should this concern us now? After all, mankind has survived and prospered so far. What has changed in the global equation that makes the age-old danger of epidemic disease such a profound and immediate concern? Three fundamental things have changed. Let us consider them in ascending order of importance.

First, the world's population continues to explode. As of 2005 the population is approaching 7 billion. At current rates, it will level off at 12-14 billion sometime at the end of the century. Never before has the planet supported so many large mammals from a single species. Much of this population is increasingly forced into crowded urban zones, many of which are unstable, unsanitary and under increasing social strain. Even more importantly, these urban zones are now inextricably interconnected via air-travel. Should an epidemic arise anywhere in today's world, it will spread almost immediately to all parts of the globe due to population density and the efficiency of transportation. Perhaps the greatest threat in this regard are the 1 billion human beings currently living in 3rd-world megaslums. These dense urban aggregations typically lack even the most basic sanitation facilities. Furthermore, their health infrastructure - where it even exists - rarely includes any kind of systematic monitoring services. These hyper-slums are biological kindling, always ready to ignite a worldwide catastrophe.

Second, the planet is now under profound ecological stress. Climates are changing, species are on the move or going extinct, landscapes are being altered and degraded. Even within strictly human ecologies (such as in large urban centers), the same dynamic holds. Populations are migrating, health care and availability are declining, and immune systems are increasingly compromised from pollution and HIV. As history shows, such a situation creates opportunities for new infectious diseases to arise, such as with HIV, or for old diseases to take on new forms, such as with Spanish Flu. Any of these incipient plagues face a very hospitable environment, given the increased urbanization and efficient transportation of the modern world. The above two factors, by themselves, paint a very dim scenario for humanity. Never before in human history has the situation been so ideal from the viral perspective. It is a unique and highly dangerous situation. It is akin to a forest filled with flammable debris, waiting for a lit match. In nature, this is the time for a plague to strike. Certainly there have been increasing attempts. For example, between 1977 and 1994 no fewer than twenty-nine previously unknown human pathogens emerged. None reached the level of species-killer, but this may only be a matter of time. These facts are dire enough. However, there is a third factor at play that completely outweighs the first two. By itself it poses the greatest challenge that humanity has ever faced. This new factor is biotechnology. Molecular biology has reached a critical threshold. This is the single most profound event in human history since the harnessing of fire. Biotechnology in the form of molecular genetic engineering has the potential for being both the most beneficial as well as the most destructive technology ever unleashed. Among other things, for the first time the inner mechanics of disease-causing microorganisms are both understood and subject to manipulation. The implications of this are staggering. For example, biologists have now pinpointed the exact mechanisms of pathogenesis in a number of viruses and bacteria. These pathogenic characteristics have then been altered or enhanced, rendering microorganisms more virulent, immune to vaccine, or both. Techniques for enhancing the dispersal, survival and spread (weaponization) of these microorganisms are also being fine-tuned.

Some of this work has happened by chance as a result of otherwise innocent basic research. But much of it is already by design, conducted by a growing network of clandestine germ labs around the world. For instance, it is known that the ex-Soviet Union weaponized a virulent form of smallpox in the 1980s. Tons of the dried virus were then mounted onto special cooled warheads designed to maximally spread their deadly cargo upon reaching their target. Recall that a single smallpox-infected individual was sufficient to begin the destruction of the Aztecs and Incas, eventually killing millions of people. Calibrated against this, the impact of the willful spread of tons of smallpox virus is truly difficult to imagine. According to ex-Soviet scientists, additional weaponization work was conducted on other microorganisms, including anthrax, tularemia and bubonic plague. Simple modifications can yield dramatic results. One basic approach is to splice a single destructive gene into common human bacteria. For example, South Africa's Project Coast isolated a toxin-producing gene from Clostridium perfringens. C perfringens causes a variety of fatal conditions including gas gangrene, a severe form of gangrene which attacks living tissue. Technicians spliced this gene into Escherichia coli, an intestinal bacterium found in every human being. Such a modification is trivial and yet potent: should this particular modified bacteria ever escape and establish itself in human populations, the result could be a universal epidemic of gangrene. Indeed, the only limit to what can be accomplished with bioengineered microorganisms is our capacity for imagination. A variety of methods to increase the lethality and spread of infectious diseases are now well-known and in the public domain. For instance, more advanced chimeric viruses are now reportedly in the hands of a number of nations. These chimeras combine the worst of multiple pathogens (ebola plus influenza?), making them universally lethal. In addition, diseases could conceivably be targeted to affect only certain races, or only people of a certain sex, or age, or to exhibit a range of symptoms. Nor is this work limited geographically. The old Soviet Union and South Africa were not the only places with such expertise. The United States and a number of other countries also have robust biological weapons programs. All these programs are mature and extremely deadly. Then things get truly scary, for molecular biology expertise is widely distributed and there is no lack of players who wish to develop the ultimate weapon. It is believed that active biological weapons programs are now being conducted in a number of countries. This list includes Iran, North Korea, China, Cuba, Syria, and Libya, among others. Unlike nuclear physics, molecular biology at this level does not require expensive visible labs and equipment. All such work can be carried out in a modest (even mobile) facility under the direction of a competent PhD and some skilled grad students. It is thus quite within the reach of most countries in the world. The barriers to entry are low and the potential payoff is high. Given this, even sub-state actors (such as any reasonably well-funded terrorist group) could conceivably develop and deploy their own doomsday weapon. It is indeed with good reason that biological weapons are sometimes called the poor-man's nuke. The comparison with nuclear physics and nuclear weapons is apt. Molecular biology is now in a state of development comparable to that of nuclear physics in the 1930's - fundamental work is going on at a furious rate while knowledge rapidly expands and spreads. The bottle has been discovered and it contains a terrifying genie. Someday this genie will be unleashed. On that day the world will be awakened by epochal events that are both novel yet terrifyingly familiar.

Biological Hiroshima

Let us summarize. Epidemic disease has been the most significant cause of human mortality, dwarfing all other causes including war. In addition, the twin engines of extremely fast population growth and ecological disruption create an ideal environment for the natural emergence and spread of deadly plagues. Finally, the advent of modern molecular biology has added an entirely novel ingredient into this mix: the danger of engineered plagues, precisely targeted to inflict the maximum damage to mankind. Combined, these factors point towards an inexorable slide to a biological Hiroshima.Given a world that is increasingly overpopulated, poverty-stricken, divided and hostile, with mass terrorism and mailed anthrax a fact of life rather than a theoretical consideration, the reality of this threat becomes clear. It is only a question of time before a new and terrifying plague - either naturally evolved or created with malicious intent - is unleashed upon humanity.

The federal government said tonight that he tested positive for the same strain of the virus which has claimed lives in Mexico.The boy's case earlier this month came amid an outbreak of respiratory illness in the area in which around 400 people requested medical help. The boy was treated in hospital and survived. But two babies from the same village died during the outbreak. Sufferers complained of symptoms including fever, severe cough, and large amounts of phlegm.The symptoms were exactly like the ones they talk about now [with swine flu], said a local resident.High fevers, pain in the muscles and the joints, terrible headaches, some vomiting and diarrhoea. The illness came on very quickly and whole families were laid up.It remained unclear tonight whether the illness was swine flu but the Mexican government appeared to cast doubt on its original diagnosis of the outbreak as a more typical H2N3 flu virus when it revealed that the only sample it sent to North America for swine flu tests came back positive.

The sample of one of the cases, that of a four-year-old boy, was kept, said federal health minister José Ángel Córdova.It was among the samples sent [to labs abroad] and that came back confirmed.The Veracruz state government had previously said the infants died of bacterial pneumonia and said it has no plans to exhume their bodies to find out if the cause of death was swine flu.Early today the US owner of an industrial pig production facility around 12 miles from La Gloria said it had found no clinical signs or symptoms of swine flu in its herd or Mexican employees. The world's biggest pig meat producer, Virginia-based Smithfield, said it is co-operating with the Mexican authorities' attempts to locate the possible source of the outbreak and will submit samples from its herds at its Granjas Carroll subsidiary to the University of Mexico for tests.Based on available recent information, Smithfield has no reason to believe that the virus is in any way connected to its operations in Mexico,it said in a statement.The company also noted that its joint ventures in Mexico routinely administer influenza virus vaccination to their swine herds and conduct monthly tests for the presence of swine influenza.The statement came after Mexico's national public health authority, the Mexican social security institute, raised concerns that waste from the Granjas Carrol facility may be responsible for the outbreak of illness, according to local media.According to state agents of the Mexican social security institute, the vector of this outbreak are the clouds of flies that come out of the hog barns, and the waste lagoons into which the Mexican-US company spews tons of excrement,reported Mexico City newspaper La Jornada.

Swine flu can be caught through contact with infected animals, but it is unclear if contact with flies or excrement has the same effect.A La Gloria resident who spoke to the Guardian on condition of anonymity yesterday described how illness swept through the village. Some people started getting ill in February and an eight-month-old baby died, she said.After that another baby died on 21 March. Suddenly most of the village got ill. It was weekend and the tiny clinic here was closed. The state health authorities then did send doctors and nurses to look after us, and give us medication. About 60% of the village were ill and we asked them what it was and they said it was a severe and atypical cold. We talked about influenza and they said that was impossible, that influenza had been eradicated from Mexico.Smithfield, which is led by pork baron Joseph W Luter III, has previously been fined for environmental damage in the US. In October 2000 the supreme court upheld a $12.6m (£8.6m) fine levied by the US environmental protection agency which found that the company had violated its pollution permits in the Pagan River in Virginia which runs towards Chesapeake Bay. The company faced accusations that faecal and other bodily waste from slaughtered pigs had been dumped directly into the river since the 1970s .The outbreak of respiratory illness in the area of the Granjas Carroll plant was first detected at the beginning of this month by Veratect, a company based in Washington state which monitors the spread of disease and pandemics around the world for corporate clients.On 6 April it reported local officials had declared a health alert. According to its dispatch: Sources characterised the event as a strange outbreak of acute respiratory infection, which led to pneumonia in some paediatric cases. Health officials recorded 400 cases that sought medical treatment in the last week in La Gloria, which has a population of 3,000; officials indicated that 60% of the town's population, approximately 1,800 cases, has been affected.Local health officials established a health cordon around La Gloria and the monitoring company reported that officials launched a spraying and cleaning operation that targeted the fly suspected to be the disease carrier. State health officials also implemented a vaccination campaign against influenza, although sources noted physicians ruled out influenza as the cause of the outbreak,it said.

Weaponizing Deadly Viruses: Historical Precedents

Many people react with incredulity when the assertion is made that the so-called swine flu outbreak in Mexico may be manufactured crisis. And yet history is replete with examples of government using biological and chemical agents for political purpose. As a primary example, consider the CIA’s secret war against Cuba and Fidel Castro.The CIA used chemical agents and toxins then stockpiled at Fort Detrick against Cuba and Fidel Castro. In 1975, the Church Committee revealed a CIA memorandum listing deadly chemical agents and toxins then stockpiled at Fort Detrick. “These included anthrax, encephalitis, tuberculosis, lethal snake venom, shellfish toxin, and half a dozen lethal food poisons, some of which, the committee learned, had been shipped in the early 1960s to Congo and to Cuba in unsuccessful CIA attempts to assassinate Patrice Lumumba and Fidel Castro,” write Ellen Ray and William H. Schaap (Bioterror: Manufacturing Wars the American Way, Ocean Press, 2003, p. vii).Schaap cites the work of Dr. Marc Lappé (Chemical and Biological Warfare: The Science of Public Death, Student Research Facility for East Bay Women for Peace and Science Students for Social Responsibility, 1969), who claims that the U.S. Army had a biological warfare agent prepared for use against Cuba at the time of the Missile Crisis in 1962, mostly likely Q fever (Coxiella burnetii, a bacterium that affects both humans and animals). In 1977, a Washington Post report confirmed that during this time the CIA maintained an anticrop warfare program.

In regard to swine flu, the San Francisco Chronicle reported on January 10, 1977, that CIA operatives linked to anti-Castro terrorists introduced African swine fever virus into Cuba in 1971. The outbreak, the first time the disease hit the Western Hemisphere, was labeled the most alarming event of 1971 by the United Nations Food and Agricultural Organization. Cuba reacted to outbreak by slaughtering 500,000 pigs. An intelligence source told the newspaper that early in 1971 he was given the virus in a sealed, unmarked container at Ft. Gulick, an Army base in the Panama Canal Zone. The CIA also operates a paramilitary training center for career personnel and mercenaries at Ft. Gulick. The source said he was given instructions to turn the container with the virus over to members of an anti-Castro group.In 1980, described as “the year of the plagues by Schaap, Cuba was beset with disasters. Another African swine fever epidemic hit; the tobacco crop was decimated by blue mold; and the sugarcane crops were hit with a particularly damaging rust disease.By 1981, the Cuban population was targeted with hemorrhagic dengue fever, a devastating disease transmitted by mosquitoes. “From May to October 1981 there were well over 300,000 reported cases, with 158 fatalities, 101 involving children under 15. At the peak of the epidemic, in early July, more than 10,000 cases per day were being reported. More than a third of the reported victims required hospitalization. By mid-October, after a massive campaign to eradicate Aedes aegypti [mosquito], the epidemic was over, writes Schaap.The history of the secret war against Cuba and the virulence of this dengue epidemic were enough to generate serious suspicions that the United States had a hand in the dengue epidemic of 1981. But there is much more support for those suspicions than a healthy distrust of U.S. intentions regarding Cuba.After interviewing officials from the Pan American Health Organization and of the Cuban Ministry of Public Health, Schaap states that he believes the epidemic was artificially induced.

The epidemic began with the simultaneous discovery in May 1981 of three cases of hemorrhagic dengue caused by a type 2 virus. The cases arose in three widely separated parts of Cuba: Cienfuegos, Camagiiey, and Havana. It is extremely unusual that such an epidemic would commence in three different localities at once. None of the initial victims had ever traveled out of the country; for that matter, none of them had recently been away from home. None had had recent contact with international travelers. Moreover, a study of persons arriving in Cuba in the month of May from known dengue areas found only a dozen such passengers (from Vietnam and Laos), all of whom were checked by the Institute of Tropical Medicine and found free of the disease. Somehow, infected mosquitoes had appeared in three provinces of Cuba at the same time. Somehow, the fever spread at an astonishing rate. There appears to be no other explanation but the artificial introduction of infected mosquitoes.Researchers believe the Mexican swine flu outbreak may also be artificially induced. First, the Mexican outbreak occurred outside of the normal flu season (influenza usually obeys a regularly re-occurring time period – in temperate climate zones, the flu season will typically begin in the late fall and peak in mid- to late winter, while in tropical zones flu seasons appear to be less pronounced, with year-round isolation of the virus). Second, the genetic makeup of the fast-spreading H1N1 strain of influenza — including genetic elements from bird flu, swine flu and human flu covering three continents — appears to be man-made. What seems suspicious to me is the hybrid origin of the viral fragments found in H1N1 influenza, writes Mike Adams. These viral fragments include human influenza, bird flu from North America, and swine flu from Europe and Asia. This is rather astonishing to realize, because for this to have been a natural combination of viral fragments, it means an infected bird from North America would have had to infect pigs in Europe, then be re-infected by those some pigs with an unlikely cross-species mutation that allowed the bird to carry it again, then that bird would have had to fly to Asia and infected pigs there, and those Asian pigs then mutated the virus once again (while preserving the European swine and bird flu elements) to become human transmittable, and then a human would have had to catch that virus from the Asian pigs — in Mexico! — and spread it to others.At present, there is little evidence the virus was created in a U.S. lab and deliberately unleashed on an unsuspecting Mexican public. However, there is plenty of evidence the U.S. military and the CIA have used biological agents in the past, including tests on the American people.

More than 200 experiments were carried out in U.S. rural areas to test the spread of non-lethal germs,writes Joe Allen.These tests were also carried out in San Francisco in 1950 and in New York in 1966. While the cover for these tests was to study a defense against biochemical warfare, U.S. war planners wanted this knowledge for offensive use against an enemy population, for instance livestock and people in Cuba, as mentioned above. At the height of Cold War insanity, the U.S. government gave a free hand for its scientists to experiment on anything that could possibly further its military prowess. The CIA experimented with LSD for mind control. At Fort Detrick, scientists studied the possibility of spreading yellow fever and plague with insects. Anti-crop bombs were built for the United States Air Force to be used in the Third World.It appears this insanity did not stop with the Cold War. Last week, the Frederick News Post reported Army criminal investigators are looking into the possibility that disease samples are missing from biolabs at Fort Detrick.Finally, investigative journalist Wayne Madsen has reported that a top scientist for the United Nations, who has examined the outbreak of the deadly Ebola virus in Africa, as well as HIV/AIDS victims, [and] concluded that H1N1 possesses certain transmission vectors that suggest that the new flu strain has been genetically-manufactured as a military biological warfare weapon. The UN expert believes that Ebola, HIV/AIDS, and the current A-H1N1 swine flu virus are biological warfare agents.Again, at this time, there is no definitive evidence indicating the Mexican virus is a bioweapon. However, there is plenty of factual evidence pointing to the fact the U.S. government (and other governments) have developed biological weapons and have used them against target populations.

We knew this was coming. Even though the bird flu hype was removed years ago from the nightly news, planning for the global pandemic and the development of pandemic flu vaccines has continued with little notice. Our government has instructed FEMA, made checklists for Homeland Security, given action plans to State and local authorities. These plans include methods and drills for global inoculation with a vaccine that will no doubt have the same deadly consequences as the Swine Flu vaccine in 1976. Drug companies have completely covered their tracks, and when reports of adverse event and deaths from the new swine flu vaccine start to roll in, they will be smiling all the way to the bank. My book, FOWL!, published in 2006, foretold the events that are now happening in Mexico. Reported death rates are skyrocketing, from 20 to 60 to 86, in a matter of hours. More than 1,300 others have supposedly become ill with suspected cases of the infection and reports are coming in from various States and Canada of swine flu. There are no sources or references given with these numbers; we have to take the word of CNN. A short look back at plans that were put in place several years ago will confirm this is not a spontaneous eruption and the solution – global vaccination – has been in the works for quite some time.

History Repeating

Even though April 30, 1975 marked the end of the U.S. presence in Vietnam, young men across the country continued to sign up for the all-volunteer army. Just after the Christmas holiday in 1975, thousands of enthusiastic new army recruits reported to the barracks at Fort Dix, New Jersey, to begin basic training. However, by mid-January, many were complaining of flulike symptoms; a few had even been hospitalized.

One recruit reported to his drill instructor that he felt tired and weak. Given the option to rest, he opted instead to participate in a five-mile training march on a cold February night. Twenty-four hours later, on February 6, 1975, the 19-year-old Pvt. David Lewis of Ashley Falls, Massachusetts, was dead. Word arrived the following week from the CDC laboratory that his death was caused by an unusual influenza type A virus. Particularly worrisome was that four other samples taken from ill recruits at Fort Dix had also tested positive for influenza A virus—a type that had previously been detected only in pigs.Within three weeks of Lewis’ death – the only person ever confirmed to have died from swine flu on the entire military base – researchers and public health officials converged in Washington to persuade members of Congress to implement a costly new program to vaccinate the country. A nationwide campaign, launched with the urgency of a five-alarm fire, was started by the CDC which ramped up the vaccine production with millions of government dollars allocated to develop of a novel vaccine for mass vaccination.The same five-alarm fire is happening today. This morning, April 26, 2009, the federal government declared a public health emergency, as the number of cases of swine flu in the U.S. rises to a mere 20, announcing the arrival of the long-planned for and awaited pandemic.

Pharma Protected

In 1976, the Federal Insurance Company advised Merck that all liability, indemnity, and defense costs associated with claims arising from the new swine flu vaccine would not be covered by its insurance plan. Having absorbed the embarrassment and the economic losses caused by the polio vaccine in 1955, the pharmaceutical industry and their insurance providers were determined that would not happen again. This time, there are no worries. Drug companies have completely covered their tracks, and when reports of adverse event and deaths from the new swine flu vaccine start to roll in, they will be smiling all the way to the bank. Flu shots were added to the Vaccine Injury Compensation Table in 2003, meaning, if anyone is injured, a claim needs to be filed through the Federal Court of Claims and it will be years before it is adjudicated. And that is just the basic layer of protection. All the drug companies have to do is whisper that this may be a terrorist attack and they are home free.

Before he was voted out of office in 2006, then-senator Bill Frist (R-TN), a physician, drove through a bill that gave drug companies more immunity than any bill ever passed by Congress. The legislation, referred to as Division-E was tacked on to a Defense appropriations bill in the final minutes of the Congressional sessions before the Christmas recess. This bill provides at least four sweeping provisions:

1. Immunity from liability for all drugs, vaccines, or biological products deemed as a covered countermeasure against bioterrorism in the event of an outbreak of any kind. The proposal is not only limited to new drugs or vaccines developed under the umbrella of bioterrorism or pandemic protection. The proposal is so broad that it could include drugs like Tylenol, Advil…and would have applied to Vioxx.

2. Immunity for any product used for any public health emergency declared by the secretary of HHS. The authority to declare an emergency now rests completely in the hands of the secretary of HHS— an appointed, non-medical person who has no accountability to the general public. The president’s hand-picked person that is part of his inner circle will have the power to mandate vaccines and other medications given to the American people.

3. Immunity from accountability. No matter what a drug company do wrong in this arena, they are protected. Even if the company’s dirty facility created a batch of contaminated vaccines that resulted in death or injury to thousands of people, the drug company will not be held accountable.

4. Immunity from law suits. A person who suffers any type of loss will be prohibited from suing the drug companies. Vaccine manufacturers have immunity from almost everything, perhaps even murder. The bill provisions provide a mechanism for filing a lawsuit, but the language explicitly prevents frivolous suits by setting a standard for liability more rigid than any known standard of negligence.In simple terms, if a claim is filed by a plaintiff it can only go forward if the injured party can prove that the company performed an act of willful misconduct resulting in an injury or a death. In other words, the injured party would have to prove the vaccine maker intentionally caused him harm. Division-E goes even one step further. Unbelievably, even if a pharmaceutical company knowingly harms people, the company will be immune from legal prosecution unless the U.S. attorney general initiates enforcement action against the drug company in the name of the claimant. This means the U.S. government would have to go to bat for the injured party for the lawsuit to move forward, as unlikely as the current swine flu fiasco being an unplanned pandemic.

New Vaccines Ready to Roll Out

The swine flu outbreak is going to benefit one of the most prolific and successful venture capital firms in the United States: Kleiner, Perkins, Caufield & Byers. Share prices have already risen for two of eight public traded companies in the firm’s portfolio of Pandemic and Bio Defense investments. BioCryst, up more than 26 percent, to $2.21 per share, and Novavax, maker of viral vaccines, escalated 75 percent to $1.42 per share on the first announcement of the swine flu outbreak in Mexico.

Novavax uses genetic information and recombinant, virus-like particle technology to rapidly engineer a vaccine. Its technology has only been through Phase II clinical trials but might be released prematurely. Novavax’s CEO, Rahul Singhvi announced Friday,There is an emergency authorization avenue that is available that would allow us to use the vaccine in an emergency without further testing.The Division-E provisions would protect the company from all liability. In the fine print of the Division-E legislation, (available for download at www.DrTenpenny.com so you can read it for yourself), there is a suggestion that a massive, bioterrorist vaccination program could be voluntary.Will the media make everyone aware of the one-line provision that potentially gives us the right to refuse? Will government mandates override State exemption laws? The future is unclear but this has been suggested. Your personal rights in this area are growing very thin and activism has never been more important. A quote by U.S. Representative Ron Paul (R-TX) says it all: When we give government the power to make medical decisions for us, we, in essence, accept that the state owns our bodies.

Good hydration with alkaline water

The swine flu drama is advancing like wildfire, with the Mexican death count rising steadily, U.S. cases doubling, and the World Health Organization moving a step closer late Monday to declaring the incident a full-on pandemic.Will this flu become a global pandemic in humans, like AIDS or the Spanish flu of 1918-1919 which killed an estimated 50 million people in 18 months? Declaring a pandemic is a big official deal. It's the more global version of an epidemic, which is a disease outbreak in a specific community or region or population. The word pandemic has a specific meaning to doctors and researchers, and once officials apply it to an outbreak, even more money and other resources are rushed to victims. Not to mention that there hasn't been a flu pandemic in more than 40 years (the Hong Kong flu). The World Health Organization elevated on Monday its global risk assessment for the new swine flu from Phase 3 to Phase 4. Phase 6 is a full pandemic - community outbreaks in two countries in two separate regions of the world (for now there is only a documented community outbreak in Mexico; the other cases worldwide are thought to be from people who visited Mexico). Phase 5 designates human-to-human spread of a virus into at least two countries in one region of the world. Phase 4 involves human-to-human transmission of an influenza virus able to cause "community-level outbreaks," such has definitely occurred in Mexico. It is important to note: Phase 4 indicates a significant increase in risk of a pandemic but does not necessarily mean that a pandemic is a foregone conclusion.

Nonetheless, the U.S. government is taking aggressive action, as if a pandemic is imminent. Customs officials began checking travelers for illness upon entry to the nation's territories, according to the Associated Press. Millions of doses of anti-viral and other medications from a federal stockpile are being distributed.

Determining a pandemic

Health agencies work together worldwide to define the word pandemic to avoid controversy over how to make this call, said Dr. George T. DiFerdinando Jr., a physician epidemiologist and professor at the University of Medicine and Dentistry of New Jersey-School of Public Health.Individual countries each have their own ways of breaking it down, with the U.S. starting this weekend by declaring a public health emergency.Once there is rapid human-to-human transmission, there is no question that a pandemic is occurring, DiFerdinando said. The Spanish flu was a good example of a rapid pandemic - it spread in a period of four to six weeks across every state in the nation. For now, the swine flu is in a cluster in New York City, with and more and less individual cases in California, Texas and Kansas.If it spreads throughout a community, or from one community to another, such as from New York City to New Jersey, things will start to ramp up terminologically.

The 1976 swine flu

A swine flu outbreak emerged in 1976 at Fort Dix in New Jersey. The national response to that event taught some hard lessons about efforts to head off a pandemic. The federal government initiated a vaccination campaign - some 40 million were inoculated. But a pandemic failed to materialize. Instead, some people got sick from something else - possibly the vaccine itself (and some of them died). Leaders faced with disease outbreaks have to make decisions with a paucity of evidence, DiFerdinando said.One benefit of the 1976 mishap was that the government learned how to vaccinate millions of people at once. Today, we all benefit from that with the annual availability of a new seasonal flu shot, a case made in The Swine Flu Affair, a report by Richard Neustadt and Harvey Fineberg on the vaccination campaign and its repercussions, DiFerdinando said.This was a quick injection of federal money to push the pharmaceutical industry to produce vaccine very quickly, and that, in modern parlance, would be something like the American Reinvestment and Renewal Act (the stimulus bill) - government money to transform industry, DiFerdinando said. It wasn't a conscious effort, but quickly people said, we have something new here.Today, the pharmaceutical industry produces more than 130 million doses of seasonal flu vaccine annually. (Seasonal flu can kill people, but typically not at the global level or speed that a flu from a newly emergent strain does. With seasonal flu, some of us have some immunity to the flu. With newly emergent strains, none of us do, at least initially.)We are going to be closing in on having vaccine annually for anyone who desires it for seasonal influenza vaccine,DiFerdinando said. That will save thousands of lives a year.Another lesson from the 1976 incident was how to conduct a massive effort to track the spread of influenza and vaccine side effects among all Americans.

History of declaring pandemics

Back in the 1970s, the general medical thinking was that pandemics occurred every 10 years on average, since there had been a previous flu pandemic in 1968 and another in 1957. They were wrong. There hasn't been a flu pandemic since 1968. That 10-year thinking is part of what threw medical experts off in 1976.Predicting pandemics turns out to be imprecise in the medical and public health community,DiFerdinando said. For instance, many medical professionals expected avian flu to become a human pandemic at some point in the past 10 years, but that has not occurred. If you can figure out what the frequency is [for flu epidemics] - you'd be quite famous,DiFerdinando said.

Flu shot, unlikely protection

People who got a flu shot this winter are probably unprotected from the new swine flu, DiFerdinando said. That would be unlikely to the point of saying, no, he said. The vaccine is based annually on tiny virus parts that were selected six to eight months prior to flu season. The vaccine we got was a choice made last March or February about what was likely to be out there,DiFerdinando said.This [new swine flu in humans] was not remotely on the radar screen, so the chance is virtually zero that what went into that vaccine would match what is in this new virus. We sure wish it would.Still there is room for hope. There are some hints that the swine flu outbreak in the United States might be mild, DiFernando said.We'd like to hold on to that, but then reports out of Mexico is there are very severe cases,he said.But if it turns out to be mild or contained, we are bound to learn something from this.

Napolitano: Thanks, Dr. Besser. A number of things going on and the purpose of today, this briefing, is to give you the most current information about what is happening. And as has been mentioned before, this is a changing picture. And so we intend to conduct these types of briefings daily for a while so that, you know, it can help up communicate to the public what is happening and so that with knowledge people know what kind of issue we're dealing with.

The first thing I want to announce today is that the Department of Health and Human Services will declare today a public health emergency in the United States. That sounds more severe than really it is. This is standard operating procedure and allows us to free up federal, state, and local agencies and their resources for prevention and mitigation; it allows us to use medication and diagnostic tests that we might not otherwise be able to use, particularly on very young children; and it releases funds for the acquisition of additional antivirals.

So you'll see those declarations coming out today. And when I say "standard operating procedure," that's exactly what I mean. We issued similar declarations for the recent floods in Minnesota and North Dakota and for the inauguration.

Second, I want to give you some information about where we are with respect to antiviral drugs. These are the kinds of things you would take should you get sick with this strain of flu. We have 50 million treatment courses of antiviral drugs--Tamiflu and Relenza--in the strategic national stockpile. We are releasing 25 percent of those courses, making them available to all of the states, but particularly prioritizing the states where we already have confirmed incidents of the flu. In addition, the Department of Defense has procured and strategically prepositioned 7 million treatment courses of Tamiflu.

The United States Department of Agriculture is heavily involved in monitoring and testing to ensure that there is no issue with our food supply, and everything looks fine. I want to underscore that you cannot get the swine flu from eating pork. So that's very important. And we're screening and testing livestock to monitor any developments there.

Next, in the Department of Homeland Security, we have a number of components with direct responsibility here. The CBP is inventorying for every duty station and every employee our resources, personal protective equipment, and so forth, to make sure that we have adequate supplies on hand at the borders themselves.

Secondly, we have implemented passive surveillance protocols to screen individuals who may arrive at our borders. All persons entering the United States from a location of human infection of swine flu will be processed through all appropriate CBP protocols. Right now those are passive. That means that they're looking for people who--and asking about, are you sick, have you been sick, and the like; and if so, then they can be referred over for further examination.

Travelers who do present with symptoms, if and when encountered, will be isolated per established rules. They will be provided both with personal protective equipment and we will continue to emphasize universal health measures like hand-washing and gloves. And if and when the situation develops all CBP sites can implement and we can deploy additional personnel to the borders.

In addition, at the TSA, many of the similar measures are being implemented there with respect to the protection of our TSA workers and also their experience with travelers. To date, the State Department has not issued official travel advisories for particularly Mexico, but again, as I said earlier, these situations are very fluid and so you need to keep up to date on that. In addition to the CDC website, the Department of State has a website that will keep travelers posted on what the situation is not only with our neighboring countries, but with countries around the world.

As I said earlier, our intent is to update you daily on this situation so that you can know what is happening within the federal government. State and local governments obviously now are in the loop. State and local public health authorities obviously are working very hard and will be working hard, because as the doctor said, this will be a marathon, not a sprint, and even if this outbreak is a small one, we can anticipate that we may have a subsequent or follow-on outbreak several months later, which we will be prepared for.

And again, the government can't solve this alone. We need everybody in the United States to take some responsibility here. If you are sick, stay home. Wash your hands, take all of those reasonable measures; that will help us mitigate, contain how many people actually get sick in our country.

Two questions. First, I want to know if the public health emergency declaration allows the federal government to invoke any kind of quarantine powers. And if so, how would that be used? And second, we've been hearing for years that we could have another 1918-like pandemic. So based on what you know right now, how likely is it that this could be a very, very severe outbreak?

Napolitano: The public health declaration does not, in and of itself, convey quarantine authority. And most quarantine authority is held at the local and state level, and we're nowhere near that sort of a decision. The decisions that have been made to date are the common-sense ones, the few places where we've had a U.S. outbreak, to close a school here, close a school there. But most quarantine authority is held at the state and local level. And this declaration does not, in and of itself, provide that.

Napolitano: I just wanted to clarify--on the declaration of emergency, I wish we could call it declaration of emergency preparedness, because that's really what it is in this context. It's similar to what we do, for example, when we know--when a hurricane may be approaching a site, we will go ahead and issue an emergency declaration that allows us to preposition--frees up money, resources to get pre-positioned, to get ready. A hurricane may not actually hit a particular landfall, but it allows you to undertake a number of preparatory steps. And really that's what we're doing right now, the government. We're leaning forward, we're preparing in an environment where we really don't know ultimately what the size or seriousness of this outbreak is going to be.

Secretary Napolitano, I believe Japan and South Korea have both now announced that they're going to begin testing on passengers coming in from the U.S. Why is the U.S. not doing that with passengers coming in from Mexico? And then also, do you have any indications--I know it's still very early yet--but any indications that perhaps this might have been caused by bioterrorism, this new strain of flu?

Napolitano: I'll let John answer the second part. With respect to that, we're doing, as I said, passive surveillance now. Right now we don't think the facts warrant a more active testing or screening of passengers coming in from Mexico, although obviously we are letting air carriers and our employees at the gates on those flights make sure that they are asking people if they're sick; and if they're sick, that they shouldn't board the plane--you know, that sort of thing, passively.

But again, this is a changing dynamic that we may increase or decrease that as the facts change over the next 24, 48, 72 hours.

Bressar: Yes, the question about the strain that we're seeing here, we analyzed that strain and are continuing to do further analysis of that strain and we expect to see the emergence of new flu strains. That's something that we are continually watching for to ensure that we're ready should a strain emerge that there's not immunity and protection in the community for it. This strain is not unlike other new strains that have emerged. It's an assortment--it's got genetic components from a number of sources, including human, swine, and avian sources. And that's something that you see with new strains.

And so there's nothing that we have seen in our work that would suggest anything but a naturally occurring event.

But from a security perspective, nothing to rule it out either--the possibility of bioterrorism?

Brennan: We are looking at all different aspects here, but as the doctor said, there is no evidence whatsoever that we have seen. But clearly, in order to make sure that we're doing everything possible, we're looking at all potential explanations here--but no evidence whatsoever on the bioterrorism --

How do the--Madam Secretary, how do the stocks of effective antivirals today compare to previous outbreaks--SARS, for example? And will DOD stocks be available for the public, or are those just for DOD?

Napolitano: Right now the DOD stocks I believe are for the DOD personnel, but I'll have to confirm that for you later. I believe that to be the case. We have 50 million courses that are in the national stockpile. As I said, we're freeing up a quarter of those for use by the states, in addition to whatever state stockpiles they have, should they need it. Priority will go to the states that have confirmed outbreaks of disease. And I don't have the history on how that compares to what we had on hand for SARS.

Bressar: The strategic national stockpile has considerable assets for treating flu. In addition to the antivirals, there's the supplies should we see hospitalizations that would warrant support. SARS is a different picture in that there were--there was not a medication that people could take to treat it, and so this is a very different situation.

And as part of our planning for a large outbreak this pre-deployment of availability is a leaning-forward step. We know that many states aren't seeing any cases, but it was our belief that having things there ahead of time was the way to go, rather than waiting until it got to a point where people were asking.

Secretary Napolitano, you mentioned the quarantine power and, you know, that's really a state and local issue. What additional authority does the president have, what other powers does he have to contain this, to mitigate it, whatever. What else can he do?

Napolitano: I don't want to give you a legal brief on that right now, but that's --

Perhaps later? (Laughter.)

Napolitano: Yes, exactly. (Laughter.)

We want to make sure that it's very precisely explained to you and to the public. So perhaps we could brief that to you later on this week.

But there are additional things? You guys are confident that--measures that you can take, beyond a declaration of emergency--things that you can do at the federal level?

Napolitano: Yes.

After insisting once again that there is a consensus on man-made global warming (while paradoxically comparing those not in consensus with those who deny the moon landing), Al Gore obfuscates, downplays and refuses to discuss the role that CEOs have played in crafting his Cap-and-Trade C02 trading schemes and carbon swapping systems. Al Gore tries to put a lid in Congressional committee testimony on a little reported but vitally important subject in the global warming, carbon-tax debate– the new derivatives bubble in the emerging green-energy credit-swap market.Fmr. Vice President Al Gore denies that Ken Lay and other CEOs developed carbon scheme: I didn’t know him well enough to call him Kenny-boy.Gore’s body language makes clear he does not want to dwell on the issue, as he spins every point critical of the carbon-schemes’ financial structure in light of the current financial meltdown into another dire warning about the much-heralded global warming meltdown that is said to be coming. But Rep. Scalise and others try to turn focus on the huge financial burden that will be pinned on American taxpayers and U.S. industry. Scalise claims that President Obama has already scheduled in his budget an estimated $650 billion that would be generated under the carbon taxes proposed in the bill.The point from Rep. Scalise that is gaveled over by the chairman and stuttered-over by Gore is that many of the Congressmen are concerned about turning over our energy economy over to firms like Enron and some of these Wall Street firms that wrecked out financial economy.

Fmr. Vice President Al Gore denies that Ken Lay and other CEOs developed carbon scheme: I didn’t know him well enough to call him Kenny-boy.But the point is a fair one. Gore’s founding partner in his carbon-trading / sustainability investment firm is none other than David Blood, CEO of Goldman Sachs’ asset-management division until 2003.Gore & Blood founded Generation Investment Management, LLC in 2004– giving Gore an obvious conflict of interest in pushing a carbon tax. Yet Gore ridicules the question: I guess what you’re trying to say– state there is… some kind of guilt by association- is that–I’m saying there are going to be big winners and big losers in this bill– big winners and big losers. Some of the big winners are some of the very financial experts that helped destroy our financial marketplace. And I think it should be noted that companies like Enron helped come up with this trading scheme that we’ve got,Scalise notes.One can hear what is presumably former Vice President Gore breathing heavily into the microphone in a subtle but immature protest over being questioned about the scientific conclusions he has reached about global warming. Scalise reiterates that because the architecture for carbon trading is set up much in the same way as credit-default swap derivatives were during the previous economic climate, and he and others, therefore, don’t feel comfortable handing over the energy economy over to them as well.This is obvious. Don’t hand over the keys to the new energy system to those who’ve just been caught with their hand in the cookie jar during the current economic crisis. Even if incompetence is used to diffuse the blame for what is really criminal activity, such financial manipulators can’t and should not be trusted to take over a new system of swaps .In a separate segment, Rep. Michael Burgess warns also about the big winners and losers that could result from the currently-presented global-warming scheme.

Why do we have be in a position of picking winners and losers? We’ve just watched a financial meltdown in this country the likes of which we haven’t seen in sometime… Now if people like credit-default swaps, they’re really going to like the carbon-swaps that are going to occur and the carbon-future swaps,Rep. Michael Burgess states.
He warns of another energy system with manipulation on the scale of the oil-futures market: We going to create, I fear, another such system that people that are– that have an inclination to react dishonestly to systems are going to have a new opportunity.Barton estimates that 7 billion metric tons of manmade carbon per year would price at $700 billion dollars at a rate of $100 / per metric ton. This is not a small financial burden. A Council on Foreign Relations member and former policy planner under prominent Bilderberger Henry Kissinger has penned a piece in the Financial Times of London calling for a "new global monetary authority" that would have the power to monitor all national financial authorities and all large global financial companies. Even if the US’s massive financial rescue operation succeeds, it should be followed by something even more far-reaching – the establishment of a Global Monetary Authority to oversee markets that have become borderless. writes Jeffrey Garten, also a former managing director of Lehman Brothers. Garten, now a professor of business at Yale, served on the policy planning staff of Kissinger during his time as Secretary of State. He also served on the White House Council on International Economic Policy under the Nixon administration and went on to become the Undersecretary of Commerce for International Trade under Bill Clinton. Citing globalization, a clash of philosophies and the vacuum at the centre of the current global institutional apparatus, Garten describes his vision for a new monolithic world authority to oversee all financial activity around the globe.

Here are some of the highlights (emphasis added):

A GMA (global monetary authority) would be a reinsurer or discounter for certain obligations held by central banks. It would scrutinise the regulatory activities of national authorities with more teeth than the IMF has and oversee the implementation of a limited number of global regulations. It would monitor global risks and establish an effective early warning system with more clout to sound alarms than the BIS has.It would act as “bankruptcy court” for financial reorganisations of global companies above a certain size. The biggest global financial companies would have to register with the GMA and be subject to its monitoring, or be blacklisted. That includes commercial companies and banks, but also sovereign wealth funds, gigantic hedge funds and private equity firms.The GMA’s board would have to include central bankers not just from the US, UK, the eurozone and Japan, but also China, Saudi Arabia and Brazil. It would be financed by mandatory contributions from every capable country and from insurance-type premiums from global financial companies – publicly listed, government owned, and privately held alike.In a conclusion that smacks of problem, reaction, solution Garten adds In terms of US and international politics, a Global Monetary Authority is probably an idea whose time has not yet come. That may change as today’s crisis evolves.What he describes is nothing less than a global financial dictatorship, operating across borders and forcing nations and corporations to register and adhere to strict monitoring and obey the same regulations. (a) to sign the Articles of Agreement of the International Monetary Fund and the Articles of Agreement of the International Bank for Reconstruction and Development respectively; and

(b) to deposit with the Government of the United States of America instruments of acceptance of the Articles of Agreement of the Fund and of the Articles of Agreement of the Bank (referred to in this Act as the Bank Agreement), setting out that the Government of Singapore has accepted in accordance with its law the respective Articles and the terms and conditions prescribed thereunder as the terms upon which the Government of Singapore shall be admitted to membership of the Fund and of the Bank. 4/80.

Interpretation
3. In this Act —

Fund means the International Monetary Fund established under the Fund Agreement;

Fund Agreement means the Articles of Agreement of the International Monetary Fund as originally adopted and as subsequently amended —

(a) pursuant to Resolution No. 23-5 adopted by the Board of Governors of the Fund on 31st May 1968 in order to institute a facility based on special drawing rights; and

(b) pursuant to Resolution No. 31-4 adopted by the Board of Governors of the Fund on 30th April 1976 in order to establish a reformed international monetary system;

Monetary Authority of Singapore means the Monetary Authority of Singapore established under section 3 of the Monetary Authority of Singapore Act. Cap. 186.[2A 4/80.

Subscription to International Monetary Fund
4. —(1) It shall be the function of the Monetary Authority of Singapore to pay to the Fund the subscription payable on account of Singapore specified in the terms and conditions set out in the First Schedule and to include in the Authority’s own account the payments of the subscription to the Fund already made by the Government.

(2) The Monetary Authority of Singapore may, with the approval of the Minister for Finance, accept on behalf of the Government any increase in the subscription of Singapore to the Fund in consequence of an increase in the quota of Singapore, and make payment of such part of the increase as may, under section 3 of Article III of the Fund Agreement, be payable in special drawing rights or in the currency of Singapore or in any other currency specified by the Fund.

(3) The Monetary Authority of Singapore is hereby authorised to create and issue to the Fund in such form as is appropriate any such non-interest bearing and non-negotiable notes or other obligations as the Fund may, under section 4 of Article III of the Fund Agreement, determine to accept in place of any part of the subscription of Singapore which would, but for such acceptance, be payable in the currency of Singapore.[3

Power of Monetary Authority of Singapore in respect of special drawing rights
5. The Monetary Authority of Singapore shall have power from time to time to acquire, hold and deal with special drawing rights of the Government in accordance with the Fund Agreement and to perform all acts supplemental or incidental thereto, including —

(a) the payment of any charges payable to the Fund under section 2 of Article XX of the Fund Agreement and any sums payable to the Fund under section 4 of that Article;

(b) the receipt of the interest payable by the Fund in respect of special drawing rights under section 1 of the said Article XX; and

(c) the discharge of any other obligations as a participant in the Special Drawing Rights Department maintained by the Fund.

Power of Monetary Authority of Singapore in relation to operations of General Resources Account of Fund
6. The Monetary Authority of Singapore is hereby authorised —

(a) to take steps to ensure that the balances of the currency of Singapore purchased from the Fund by a member of the Fund can be exchanged at the time of purchase, by that member, for a freely usable currency selected by Singapore, in accordance with section 3 of Article V of the Fund Agreement;

(b) to take steps to ensure that any member of the Fund repurchasing its own currency from the Fund can obtain the currency of Singapore (if the currency of Singapore is specified by the Fund for repurchase) at the time of repurchase in exchange for a freely usable currency selected by Singapore in accordance with section 7 of Article V of the Fund Agreement;

(c) to make payment of any charges payable to the Fund under section 8 of Article V of the Fund Agreement or any other sums payable to the Fund; and

(d) to receive any remuneration payable by the Fund under section 9 of Article V of the Fund Agreement or any other sums payable by the Fund.

Subscription to International Bank for Reconstruction and Development
7. —(1)

(a) There shall be charged on the Consolidated Fund such part of the subscription of Singapore specified in paragraph 2 of the terms and conditions set out in the Second Schedule as may, in accordance with those terms and conditions and the provisions of Article II of the Bank Agreement, be payable in gold or United States dollars or in the currency of Singapore.

(b) There shall be charged on the Consolidated Fund such part of any increase in the subscription of Singapore as may, in accordance with the provisions of Article II of the Bank Agreement, be payable in gold or United States dollars or in the currency of Singapore.

(c) Except with the approval signified by resolution of Parliament, the subscription of Singapore shall not be increased so that it (including any increases) exceeds the sum of forty million United States dollars.

(2) The Minister for Finance with the President’s concurrence under Article 144 (1) (b) of the Constitution may create and issue to the International Bank for Reconstruction and Development such non-interest-bearing and non-negotiable notes or other obligations as the Bank may, under section 12 of Article V of the Bank Agreement, determine to accept in place of the currency of Singapore.

Other payments to International Bank
8. There shall be charged on the Consolidated Fund —

(a) all sums payable to the International Bank for Reconstruction and Development under section 9 of Article II of the Bank Agreement (which relates to changes in the par of foreign exchange value of currencies of members); and

(b) all sums required for the redemption of any notes or obligations created and issued to that Bank under this Act.[6

Power to raise loans
9. For the purpose of providing any sums required for making any payments under the Fund Agreement, Bank Agreement, or the membership resolutions set out in the First and Second Schedules, the Minister with the President’s concurrence under Article 144 (1) (b) of the Constitution may, on behalf of the Government, raise loans by the creation and issue of securities bearing such rates of interest and subject to such conditions as to repayment, redemption or otherwise as he may think fit and the principal and interest of such securities and the charges and expenses incurred in connection with their issue shall be charged on and paid out of the Consolidated Fund. Moneys received by Government to be paid into Consolidated Fund
10. Any moneys received by the Government from the Bank in connection with the membership of Singapore shall be paid into and form part of the Consolidated Fund.

Orders for carrying Agreements into effect
11. —(1) The President may, by order, make such provision as he may consider reasonably necessary for carrying into effect any of the provisions of the Fund Agreement and the Bank Agreement including but not limited to those relating to the status, immunities and privileges of the International Monetary Fund and of the International Bank for Reconstruction and Development and their respective governors, executive directors, alternates, officers and employees, and the provisions of the Fund Agreement with regard to the unenforceability of exchange contracts.

(2) Without prejudice to the generality of subsection (1), any order made under that subsection may declare that any specified provisions of the Fund Agreement or the Bank Agreement shall have the force of law in Singapore.[10

Even if the US’s massive financial rescue operation succeeds, it should be followed by something even more far-reaching – the establishment of a Global Monetary Authority to oversee markets that have become borderless.Washington recognises that the crisis has become global. Hank Paulson, Treasury secretary, has said that foreign banks operating in the US will be eligible for federal assistance and he is urging other nations to fashion their own bail-out programmes. Central banks have also been synchronising injections of funds into markets. These should be steps to a more comprehensive international response designed not just to extinguish the current fires, but to rebuild and maintain the capital markets for the longer term.The current global institutional apparatus is woefully incapable of overseeing the financial system that is evolving. The International Monetary Fund is irrelevant to this crisis, the Group of Seven leading industrial countries lacks legitimacy in a world where China, Brazil and others are big players, and the Bank for International Settlement has no operational role. The US Federal Reserve is too besieged to act as a global central bank.That vacuum at the centre is dangerous for everyone. The US’s dependence on massive inflows of foreign capital, roughly $3bn (€2bn, £1.6bn) a day, will surely increase now as Uncle Sam acquires $1,000bn in new obligations from current bail-outs. For years to come, Wall Street and Washington will be unable to manage without strong co-operation from other markets.Beyond that, the international dimensions of finance are mind-boggling. Global assets have increased from $12,000bn in 1980 to nearly $200,000bn in 2007, far outstripping the growth of gross domestic product or the expansion of trade. An increasing amount of this capital now resides in Asia and the Gulf, not the US or Europe. A US company such as AIG sold more of its credit default swaps and insurance policies outside the US than within it. UBS employs 30,000 Americans, is listed on the New York Stock Exchange and owns Paine Webber. The capital markets will evolve in the context in which emerging market economies will be growing twice as fast as the rich nations and will, by mid-century, probably account for almost two-thirds of global GDP.

Globalisation will now also create a clash of philosophies. Most governments and investors outside the US never shared the American system of cowboy capitalism. Now they have good reason to demand that some fundamental changes be made in the way the US manages its financial institutions. This can happen with a conscious, negotiated modification in the US financial model, or it could result from foreign investors shifting their funds elsewhere.All of these considerations point to the eventual need for a new Global Monetary Authority. Flu Pandemic Hype: Another Pretext for World Government

During the Security and Prosperity Partnership (SPP) Summit in Montebello, Canada in 2005, the three amigos (Bush, Harper and Calderon) released North American Plan for Avian and Pandemic Influenza,described as a collaborative North American approach that recognizes that controlling the spread of avian influenza or a novel strain of human influenza, with minimal economic disruption, is in the best interest of all three countries.The plan outlines how Canada, Mexico and the United States intend to work together to prepare for and manage avian and pandemic influenza.Ban Ki-moon said the Mexican flu outbreak is the first test of the pandemic preparedness work undertaken by the international community over the past three years.It was hardly a coincidence that at the same time the U.S. Northern Command, or NORTHCOM, created a webpage dedicated to avian flu and subsequently ran exercises in preparation for the possible use of U.S. military forces in a continental domestic emergency involving avian flu or pandemic influenza. In 2006, NORTHCOM held an international exercise with more than 40 international, federal, and state agencies designed to provoke discussion and determine what governmental actions, including military support, would be necessary in the event of an influenza pandemic in the United States.In addition, NORTHCOM participated in a nationwide Joint Chiefs of Staff-directed exercise code-named Exercise Ardent Sentry 06 to rehearse cooperation between Department of Defense and local, state, federal agencies, and the Canadian government. In 2005, then president Bush shifted U.S. policy on avian flu and pandemic influenza and placed the U.S. under international guidelines.The policy shift was formalized Sept. 14, 2005, when Bush announced a new International Partnership on Avian and Pandemic Influenza to a High-Level Plenary Meeting of the U.N. General Assembly, in New York, Jerome Corsi wrote in September, 2007. The new International Partnership on Avian and Pandemic Influenza was designed to supersede an earlier November 2005 Homeland Security report that called for a U.S. national strategy that would be coordinated by the Departments of Homeland Security, Health and Agriculture.

In other words, any U.S. response to an avian flu pandemic would be directed under WHO, WTO, U.N. and NAFTA directives. Congress and U.S. agencies would be cut out of the picture. The U.N.-WHO-WTO-NAFTA plan advanced by SPP features a prominent role for the U.N. system influenza coordinator as a central international director in the case of a North American avian flu or pandemic influenza outbreak,Corsi adds. Dr. David Nabarro, WHO executive director of sustainable development and health environments, was appointed the first U.N. system influenza coordinator. In 2005, Nabarro said during a press conference that his number one priority was to prepare for the H5N1 virus, known as the avian flu. Nabarro played into the global fear that an epidemic was inevitable. I’m not, at the moment at liberty to give you a prediction on numbers, but I just want to stress, that, let’s say, the range of deaths could be anything from 5 to 150 million, said Nabarro. On March 8, 2006, during a U.N. press conference Nabarro predicted an outbreak of the H5N1 virus would reach the Americas within the next six to 12 months.On Monday, UN Secretary-General Ban Ki-moon stoked the fear of a global flu pandemic. He said the Mexican flu outbreak is the first test of the pandemic preparedness work undertaken by the international community over the past three years.Ban Ki-moon said if we are indeed facing a pandemic, we need to demonstrate global solidarity. In our interconnected world, no nation can deal with threats of such dimension on its own. For Ki-moon and the global elite, global solidarity in our interconnected world translates into yet another push for world government. Ki-moon’s dire warning falls on the heels of the G20 summit where plans were announced for implementing the creation of a new global currency to replace the U.S. dollar’s role as the world reserve currency. British Prime Minister Gordon Brown and others repeatedly called for global governance and a New World Order.

The current flu pandemic hype serves as punctuation mark between the G20 held in London and the upcoming one to be held in Italy in June. The G20 summit has agreed to try to kick start stalled Doha trade liberalization talks at the next G8 meeting, Reuters reported on April 2. So-called trade liberalization is code for the neoliberal plan to privatize public and private industries around the world, impose flexibilization of labor markets (create massive unemployment), deregulate consumer and financial markets, and foster foreign buyouts, layoffs, wage cuts, transient employment, higher prices, and potentially destabilizing capital flows.
