Referring to Europe, Evaristo Lenin Perez of Ciudad Acuna – a sister city of Del Rio, Texas – told the Great Plains International Conference, It's a model we need to follow quickly.Perez later told WND, If only people know the benefits of opening the borders and working together, improving the quality of life for all, then no one would be opposed to the idea of a North American Union.A spokesman for organizers of the conference – which began Wednesday and concludes today – rejected the Mexican mayor's view.

This is not what the conference is about, it is not about a North American Union, said Joe Kiely, vice president of the Ports-to-Plains Trade Corridor Coalition. It is about developing infrastructure and economic opportunities in the Great Plains. I am equally surprised the other items were brought up here.Ports-to-Plains describes itself as a planned, multimodal transportation corridor including a multi-lane divided highway that will facilitate the efficient transportation of goods and services from Mexico, through West Texas, New Mexico, Colorado, and Oklahoma, and ultimately on into Canada and the Pacific Northwest.The conference, held at the Adams Mark Hotel, is promoted as an opportunity to highlight the efforts of communities and citizens working together to bring the benefits of investment in transportation infrastructure and trade home to the Great Plains region.Asked why he chose the conference to promote the idea of a North American Union, Perez told WND, It's as good as any place and the right people are here.This is not a new idea, he said. In fact when there are border meetings between border governors or border legislatures this is a topic that continually comes up.Perez also affirmed the Ports to Plains Corridor is basically a NAFTA Superhighway and needs to be developed as such.

We need to begin by building the infrastructure in the three countries, investing in Mexico, and then we can sell the main idea that Mexicans should stay in Mexico. We just need to create an equal level for all, Perez said. Del Rio, Texas, Mayor Efrain Valdes told conferees he came to build relationships he hopes will last for decades to come. We are all North Americans, he said. Eduardo Arnal, consulate general of Mexico in Denver, later provided numerous statistics documenting the strong economic relationship between Mexico and the U.S. Because of NAFTA, we are partners in the fight against terror and need to help ensure each other's safety, Arnal said. Arnal later discussed with WND the relationship between Mexico and the U.S. and the issue of illegal immigration. The best and only way to stop illegal immigration is for the United States to invest in Mexico, he said. A fence will not work. It's a simple equation of supply and demand – Mexicans go to the U.S. for work because the demand for their labor and wages is there.

Arnal said although Mexico must share responsibility for the immigration issue, it is the U.S. that really needs to step up and begin investing more in Mexico to help bring the country to a level playing field. The Canadian perspective was delivered by Phillippe Taillon, vice consul and trade commissioner of the Canadian Consulate in Denver. Like his Mexican counterpart, Taillon presented statistics on the relationship between the three countries and told the crowd "NAFTA has been hugely profitable for all three countries.He also expressed an interest in continuing to integrate rail, truck and air transportation networks as Canada looks to open new markets from Asia.

FRANKFURT, Germany (AP) -- Former U.S. Federal Reserve chairman Alan Greenspan said it is possible that the euro could replace the U.S. dollar as the reserve currency of choice.According to an advance copy of an interview to be published in Thursday's edition of the German magazine Stern, Greenspan said that the dollar is still slightly ahead in its use as a reserve currency, but added that it doesn't have all that much of an advantage anymore.The euro has been soaring against the U.S. currency in recent weeks, hitting all-time high of $1.3927 last week as the dollar has fallen on turbulent market conditions stemming from the ongoing U.S. subprime crisis. The Fed meets this week and is expected to lower its benchmark interest rate from the current 5.25 percent.Greenspan said that at the end of 2006, some 25 percent of all currency reserves held by central banks were held in euros, compared to 66 percent for the U.S. dollar.In terms of being used as a payment for cross-border transactions, the euro is trailing the dollar only slightly with 39 percent to 43 percent.Greenspan said the European Central Bank has become a serious factor in the global economy.He said the increased usage of the euro as a reserve currency has led to a lowering of interest rates in the euro zone, which has without any doubt contributed to the current economic growth.http://www.stern.de

African NGOs Wary of Recent Trade Agreement with European Union

The European Union is hoping to enter a new free trade arrangement, known as the Economic Partnership Agreements, EPA’s, with African, Caribbean and Pacific countries, ACPs, by January 2008. But the Africa Trade Network, ATN, a group of 50 civil society groups in 30 African countries, is cautioning African governments against the new deal.From Accra, Ghana, Voice of America English to Africa reporter Joana Mantey tells us the EU and the African, Caribbean and Pacific countries have been negotiating the new trade agreement for five years. The goal is to establish new arrangements that will eventually remove barriers on almost all trade between the two groups. A press release by the EU delegation in Ghana said new solutions compatible with World Trade Organization rules on non-discrimination are needed to regulate trade because the old recipes have not promoted diversification, competitiveness and growth.Tetteh Hormeku is the program officer of Third World Network, a group that coordinates the activities of the ATN.

He explained that the EU is expecting further negotiations in areas such as investment, trade facilitation, government procurement, data protection and services. Homerku said ACP countries will find it difficult to compete on the same level with EU countries:The problem is that because European economies are much more advanced than African economies and because the European Union is able to give subsidies to its producers and products, if we liberalize, they will just destroy our domestic products and producers so that it will [lead] to de-industrialization in Africa and the collapse of our economies.The intent of the EPA’s as outlined in the agreement is to promote sustainable development and contribute to poverty eradication in ACP countries. But the emphasis on liberalization has created an impression among critics that the negotiation is about European expanded access to ACP markets, rather than about development in ACP countries.Hormeku agrees with the critics that the arrangements will bring few benefits to Africa. He said although goods from ACP countries would be allowed entry into European markets, the results would be costly. For example, he said for a country like Ghana, which has 40 per cent trade with the European Union, the removal of tariffs on European goods coming into Ghana could amount to a 20 per cent loss of revenue.

Also, he says the removal of tariffs would mean African farmers would have to compete with European ones, who receive subsidies from their governments. He doubts the African farmer could win the competition, and there could well be a dumping of Western goods on the market: If we remove the tariffs (on European goods coming in to Ghana), producers in our country will be faced with cheap European products. For instance [Ghana’s] chicken farmers have been devastated because subsidized chicken and poultry from Europe enters into our market.Homerku said all of the sectors of the economies of developing countries would be adversely affected. The end result would be a loss of livelihood and a vicious cycle of poverty for Africans. He said heavy dependence on EU aid by these countries is likely to pressurize most into complying with the new trade arrangement. Homerku said at the moment, some countries are being enticed with promises of increased aid on the condition that they meet the end-of-the-year deadline. This, despite a number of requests by ACP countries that the negotiations be put on hold for three more years to allow for adequate preparation.Homeku further says it is important that all elements of a trade relationship be consistent with Africa’s development needs. Filiberto Ceriani Sebregondi is head of the EU Delegation of the European Commission in Ghana. He said the EPA’s should be seen more as development instruments rather than as another trade regime: It is a broader form of agreement that will be geared towards expanding trade and economic growth in ACP countries. The aim is to create regional markets that are larger in size and more transparent in the way they function and more predictable in the rules that apply to investment.

EU press statements say that most ACP countries trade more with Europe than they do with each other. However, more duties are paid on exports to developing countries than to EU countries. Therefore, the EU supports new agreements that would eliminate barriers between neighboring countries and create real integration that would favor trade and boost growth. It would also create bigger markets more attractive to investors and would facilitate trade with landlocked countries.Sebregondi also refuted charges that the Economic Partnership Agreements would lead to the dumping of European goods on African markets: Europe and Africa don’t compete on the same goods. The two markets rather compliment than compete each other. Secondly, the opening [of ACP markets] will be over a period of 10 to 25 years by which [time] African countries would have prepared their economies to compete with EU products which in any case will bring about some benefits.However, Sebregondi said the EU would make a move to protect some sensitive products, such as tomato paste, from ACP countries.

EUOBSERVER / COMMENT - If you're worried about the close connection between negative household savings in the United States and world economic instability, you need look no further than the ‘sub-prime lending' crisis of 2007, an instructive lesson in how quickly a set of apparently unrelated factors can combine to produce the threat of financial meltdown. Earlier this month small savers in the UK queued up 1930s-style outside the branches of Northern Rock, one of Britain's many building societies which (much like a US ‘thrift') specialises in mortgage lending. Until quite recently, Northern Rock was one of Britain's most dynamic mortgage lenders, achieving a high average annual growth rate and holding little bad debt. But in the course of a few weeks, depositors withdrew nearly £20bn, and the company's share price plummeted by 80% making it ripe for takeover. In 2006 the company's chairman, Adam Applegarth, had paid himself a modest £1.4mn; as one journalist noted, unlike Jimmy Stewart in It's a Wonderful Life, he did not appear at the door of the bank offering to repay customers from his own money.

Ironically, the run on this particular bank appears to have been precipitated by factors which have little to do with the institution's financial integrity, but rather have been caused by the credit crunch in the US market. Indeed, what is most worrying about this episode is that contagion has crossed the Atlantic and could easily spread to other financial institutions in Europe. The US Fed and the European Central Bank have already poured billions into keeping financial markets solvent, the former $70bn and the latter €150bn in July and August; moreover, only a few days ago the US Federal Funds rate was cut by ½ a percentage point. The Bank of England followed with a £10bn injection of credit, in recognising - perhaps a trifle late - that the damage needed to be contained quickly, given the central role of the City of London in the world's money market. How did all this come about?

How it happened

A generation ago when the world of finance was still relatively simple, mortgage banks took in savers' deposits and used these to make long-term loans, making their profit from the spread between the interest rates paid to lenders and borrowers. Loan outflows are a bank's assets and deposit inflows are a liability; hence the traditional golden rule of banking - lend short and borrow long - is meant to keep the inflow of maturing loan repayments well ahead of the outflow of liabilities to depositors. A banker's worst nightmare is the bank's creditors - traditionally, thousands of small savers - will all turn up at once demanding their money back, thus precipitating the bank's collapse. Ostensibly, mortgage banks defy gravity because their loans are all long term; hence, the supreme importance of lending only to those who can repay and whose collateral is quite literally 'safe as houses'.
Several things have happened over the last generation to change the picture. First, the rapid development of financial markets, and particularly that for short-term funds (the international 'money market'), has made access to credit nearly instantaneous and made financial and other institutions more reliant on such credit.

Equally, central banks today are more conscious of their obligation to act as lender of the last resort if a bank cannot meet its cash obligations its own funds or from the money market. Also, flexible mortgages mean that if interest rates rise, a mortgage bank can pass the rise along to borrowers. Perhaps most important, banks need no longer carry risky mortgages which, if unpaid, would be classed as a non-performing asset. Instead, mortgages can be bundled up (securitised in the jargon), segmented by their degree of risk, and sold in the market just like any other commodity. In short, banks can unload risk onto whoever buys these asset backed securities (ABSs); buyers might be any institution looking to diversify its asset portfolio, including other banks.In the United States, one of the factors fuelling the housing bubble was the eagerness of banks to lend for house purchase and remortgage existing property, reflecting the ease with which banks could pass on mortgage risk to the secondary market. Initially, banks granted mortgages to high- and middle-income clients; such mortgages, when bundled into bond-like assets, were given a prime rating by valuers such as Moody's Corporation and thus considered virtually risk-free. As the momentum behind the housing boom grew and interest rates remained low, banks extended their services to low-income clients eager to join the consumption spree - often using bait and switch tactics to lure them in, then charging them above-prime rates. Since such clients were vulnerable to any rise in interest rates, the resulting mortgage pools were deemed to be sub-prime. But when sub-prime mortgages were bundled together with prime mortgages, the resulting mortgage pools could still be bought and sold in the world money market like any other financial product.Starting in June 2004, the Federal Reserve repeatedly pushed up the federal funds rate from a low of 1% to 5.25% by late 2006, in effect nearly doubling the burden of mortgage repayments on the finances of an average family. Predictably, one result was a dramatic rise in the default rate on mortgages granted to sub-prime borrowers. Banks and other institutions holding fully or partially sub-prime ABSs now found it difficult to sell these in secondary markets and, as the assets lost value, so too did the asset sheet of their holders who, in turn, tightened credit.

Europe narrowly avoided trouble

Because the world money market is today so large and electronic trading is ubiquitous, a wide variety of institutions rely on the money market for short-term credit needs. By mid-2007, what had started as a rise in the default rate on mortgages amongst US borrowers now turned into a world-wide credit crunch. The worlds' leading central banks may have talked tough about the moral hazard of bailing out overexposed institutions, but faced with the prospect of recession they flooded the market with liquidity. At the time of writing, the contagion seems to have been contained and the pain will be borne chiefly by low-income American families for whom the prospect of buying a home has become even more remote. Europe has narrowly avoided serious trouble. But the consumer spree of the past two decades, first facilitated by financial deregulation and driven by the booming stock market and then by the housing market, may be drawing to a close. The danger is that the world financial system is already dangerously fragile; as the US dollar falls, a further speculative crisis could send the world economy into a tailspin. More generally, the contagious nature of the liquidity crisis is a further sign that unfettered free markets do not guarantee economic stability and prosperity, nor do they give rise to an income distribution that underwrites social stability and individual well-being. Actress Kathy Griffin's rant at the Emmy awards in which she told Jesus to suck it has triggered a petition campaign intended to tell Hollywood Enough is Enough!
Griffin, the star of the Bravo show My Life on the D-List, was being honored for the Outstanding Reality Program, overtaking ABC's Extreme Makeover: Home Edition after multiple attempts, when she launched into the tirade. But cast members at the Miracle Theater in Pigeon Forge, Tenn., say they have had all they can stand. We, as Christian entertainers, do not take it lightly that the name of our Lord and Savior has been mocked, and in response, we took out an ad in USA Today to stand up for Him, the group said. The group purchased a USA Today ad, for almost $100,000, on Sept. 17 to say, Enough is Enough! The name of Jesus Christ should not be mocked, nor should those who love Him be slandered for their beliefs. It is time for people of faith around the country to stand firm against religious slander, bias, and bigotry of all types including Christianity!

We are the actors, singers, dancers, crew and managers of Miracle Theater in Pigeon Forge, Tenn. We are proud to stand on stage every night and use our God-given talents to portray the life and the love of our Lord and Savior, Jesus Christ. We, along with thousands of other Christians in the entertainment industry, know our talents do come from God, and we take offense when His name is battered and bruised by people through the media. Griffin, at the 59th annual Creative Arts Emmy Awards held recently, said: I guess hell froze over. A lot of people come up here and thank Jesus for this. He had nothing to do with this. ... Suck it, Jesus! This award is my god now, she said. The statement brought an immediate reaction from Bill Donohue, president of Catholic League. He called it a vulgar in-your-face brand of hate speech from a self-described complete militant atheist.

He continued: Mel Gibson. Michael Richards. Isaiah Washington. Imus. Jerry Lewis. Every time a celebrity offends a segment of the population, he pays a price, in one way or another. The question now is whether Kathy Griffin will pay a similar price for her outburst. And as we have learned, her verbal assault was calculated.The Miracle Theater organization said: Our attempt is not to throw stones at Ms. Griffin, or anyone else. It is every American's God given right to worship freely and to speak freely. We believe, however, that as Christians, we should not accept her mockery of our Lord quietly! What is shocking to us is how people tend to respond to comments like this about Jesus Christ. September 20, 2007 -- An Israeli airstrike on Syria earlier this month targeted a building that was believed to house nuclear equipment and came just three days after a North Korean ship docked at a Syrian port, according to reports. The arrival of the ship triggered the strike on Sept. 6 by five Israeli warplanes. The target was a building which had been under surveillance by an Israeli satellite, sent into orbit last June, U.S. officials told CBS News. American officials said they did not know for sure what was in the building, but they agree with the Israelis that there are signs Syria is trying to acquire a nuclear capability.

Hamas trains force of 10,000 to answer Israeli incursion SEPT 21,07

GAZA CITY — Hamas has been preparing a force to counter any Israeli invasion of the Gaza Strip.Hamas officials said their new Islamist regime has been training and equipping a force of at least 10,000 fighters to stop any Israeli invasion of the Gaza Strip.They said the effort was being led by Hamas's military wing, Izzedin Kassam.On Sept. 14, Izzedin Kassam staged military maneuvers in the northern Gaza Strip, Middle East Newsline reported. On Sept. 11, 69 Israeli soldiers were injured in a Palestinian missile strike on an Israeli military base south of Ashkelon.

Over the weekend, Israel's military operated in all sectors of the Gaza Strip. The military has used infantry forces, aircraft and naval surface vessels.The Palestinian exercise in Beit Lahiya was led by Nizar Rayan, identified as Hamas military commander of the northern Gaza Strip. Rayan vowed that Hamas would not flee any Israel military advance.The drill, attended by journalists, presented Hamas fighters in squad operations. Squad members, dressed in black ski masks and camouflage, fired rocket-propelled grenades and small arms fire toward houses and other targets.Hamas military spokesman Abu Obeida said the Palestinian army has been on full alert for any Israeli invasion. In a complex set of transactions, Dubai is moving to acquire 19.9 percent of the Nasdaq in New York, placing the Arab government in an ownership position of the key U.S. stock exchange and raising concerns in Congress. As a result of the transaction, Dubai also will acquire 28 percent of the London Stock Exchange, one of the oldest and largest in the world. The transaction is being made through Borse Dubai, a holding company 100-percent owned by the government of the Emirate of Dubai and controlled by Mohammed bin Rashid al-Maktoum, the head of the Dubai ruling family. According to its website, Borse Dubai was created Aug. 6 as the holding company for Dubai Financial Market and Dubai International Financial Exchange in a move to consolidate the Dubai government's two stock exchanges as well as current investments in other exchanges, expanding Dubai's position as a global capital market hub.

The announcement set off a firestorm of criticism in Washington, prompting President Bush to comment today in a news conference, We're going to take a good look at it, as to whether or not it has any national security implications involved in the transaction. I'm comfortable with the process to go forward.On July 26, Bush signed into law the Foreign Investment and National Security Act of 2007, a law passed after last year's controversy over the effort by Dubai Ports World to acquire London-based Peninsular & Oriental Steam Navigation, an international ports operating firm that would have given Dubai control of operations in up to 22 U.S. ports. The Foreign Investment and National Security Act of 2007 was passed to strengthen the examination requirements of the Committee on Foreign Investment in the United States, or CFIUS, a highly secretive bureaucratic panel constituted by the Treasury Department to pass verdict on the national security implications of foreign investments in the U.S. In a letter today, Sen. Charles Schumer, D-N.Y., urged Treasury Secretary Henry M. Paulson to conduct the Borse Dubai CFIUS review under the standards imposed by the Foreign Investment and National Security Act of 2007, even though most of the requirements of the new law do not take effect until later this fall. Schumer chairs the Joint Economic Committee, composed of 10 members each from the Senate and House of Representatives. Nasdaq is not just any exchange, but one of the world's largest, Schumer wrote Paulson. With approximately 3,200 companies, it lists more companies and, on average, trades more shares per day than any other U.S. market.

Schumer's letter posed five specific questions for Paulson:

What national security concerns are raised by allowing a foreign government to own U.S. financial exchanges? Specifically, with respect to Dubai, are there national security concerns about this particular country's influence or control over a U.S. exchange? U.S. exchanges are a critical asset to our national economic infrastructure. What implications would foreign government control or influence have on our economic security? U.S. economic security depends on continued competitiveness in a global financial market. What impact will this transaction have on U.S. financial competitiveness? If national and economic security concerns can be satisfied, should restrictions be placed on this transaction to limit Dubai's control and influence over U.S. exchanges? The Department of the Treasury could not be reached for immediate comment.

The moment every gold bug has been waiting for finally arrived this week when 'Barbaric Relic' smashed through resistance to close the week at a 27-year high of $737 an ounce on the London PM Fix. Although price rises were tame in August, there are concerns that the headline CPI rate could jump from the current 2.4pc to nearer 3.5pc. China's inflation jumped to 6.5pc in August and price pressures are developing across Asia, the Middle East, and Eastern Europe.The Federal Reserve may be right in calculating that the US housing slump is now so serious that it will slow the economy sharply, dampening global price pressures over time. But for now, a large number of well-heeled investors are willing to bet otherwise.

David's Comment: Heading Towards the War of Gog & Magog

The demon of another man-made peace treaty is in the air again. PM Olmert and his extremely secular cronies are preparing to commit nation suicide by preparing to give away half of Jerusalem, the Old City, the Temple Mount and most of Judea and Samaria.
