The Worldwide H1N1 swine flu pandemic serves to mislead public opinion.
The 2009 pandemic, which started in Mexico in April, is timely: it coincides with a deepening economic depression. It takes place at a time of military escalation.The epidemiological data is fabricated, falsified and manipulated. According to the World Health Organization (WHO), an epidemic of worldwide proportions now looms and threatens the livelihood of millions of people.A Catastrophic Emergency is in the making. The WHO and the US Centre for Disease Control (CDC) are authoritative bodies. Why would they lie? The information released by these organizations, although subject to statistical errors, could not, by any stretch of the imagination, be falsified or manipulated.People believe that the public health crisis at a global level is real and that government health officials are working for the public good.
Press reports confirm the US government’s intent to implement a mass H1N1 vaccination program in Fall-Winter of 2009. A major contract for 160 million doses has been established with Big Pharma, enough to inoculate more than half the US population. Similar plans are ongoing in other Western countries including France, Canada, the UK.
Volunteers are being recruited to test the swine flu vaccine during the month of August, with a view to implementing a nationwide vaccination program in the Fall.
Manipulating The Data
There is ample evidence, documented in numerous reports, that the WHO’s level 6 pandemic alert is based on fabricated evidence and a manipulation of the figures on mortality and morbidity resulting from the N1H1 swine flu.The data initially used to justify the WHO’s Worldwide level 5 alert in April 2009 was extremely scanty. The WHO asserted without evidence that a global outbreak of the disease is imminent. It distorted Mexico’s mortality data pertaining to the swine flu pandemic. According to the WHO Director General Dr. Margaret Chan in her official April 29 statement: So far, 176 people have been killed in Mexico. From what? Where does she get these numbers? 159 died from influenza out of which only seven deaths, corroborated by lab analysis, resulted from the H1N1 swine flu strain, according to the Mexican Ministry of Health.Similarly in New York city in April, several hundred children were categorized as having the H1N1 influenza, yet in none of these cases, was the diagnosis corroborated on a laboratory test.Dr. Frieden said. Health officials reached their preliminary conclusion after conducting viral tests on nose or throat swabs from the eight students, which allowed them to eliminate other strains of flu.
Tests were conducted on school children in Queen’s, but the tests were inconclusive: among theses hundreds of school children, there were no reports of laboratory analysis leading to a positive identification of the influenza virus. In fact the reports are contradictory: according to the reports, the Atlanta based CDCP is the only lab in the country that can positively confirm the new swine flu strain — which has been identified as H1N1.(Michel Chossudovsky, Political Lies and Media Disinformation regarding the Swine Flu Pandemic, Global Research, May 2009, last quotation is from the New York Times, April 25, 2009)Influenza is a common disease. Unless there is a thorough lab examination, the identity if the virus cannot be established.There are numerous cases of seasonal influenza across America, on an annual basis. According to the Canadian Medical Association Journal, the flu kills up to 2,500 Canadians and about 36,000 Americans annually. Worldwide, the number of deaths attributed to the flu each year is between 250,000 and 500,000(Thomas Walkom, The Toronto Star, May 1, 2009).What the CDCP and the WHO are doing is routinely us re-categorizing a large number of cases of common influenza as H1N1 swine flu.The increasing number of cases in many countries with sustained community transmission is making it extremely difficult, if not impossible, for countries to try and confirm them through laboratory testing. Moreover, the counting of individual cases is now no longer essential in such countries for monitoring either the level or nature of the risk posed by the pandemic virus or to guide implementation of the most appropriate response measures. (WHO, Briefing note, 2009)The WHO admits that at a country level laboratory testing is often absent, while emphasising that lab confirmation it is not required for data collection, with a view to ascertaining the spread of the disease:
A strategy that concentrates on the detection, laboratory confirmation and investigation of all cases, including those with mild illness, is extremely resource-intensive. In some countries, this strategy is absorbing most national laboratory and response capacity, leaving little capacity for the monitoring and investigation of severe cases and other exceptional events. For all of these reasons, WHO will no longer issue the global tables showing the numbers of confirmed cases for all countries. However, as part of continued efforts to document the global spread of the H1N1 pandemic, regular updates will be provided describing the situation in the newly affected countries. WHO will continue to request that these countries report the first confirmed cases and, as far as feasible, provide weekly aggregated case numbers and descriptive epidemiology of the early cases. At a June 2009 WHO press conference, the issue of lab testing was raised:
Marion Falco, CNN Atlanta: My question may be a little basic but if you are not, and so forgive me for that, if you are not requiring testing in the countries that already have well established numbers of cases, then how are you distinguishing between seasonal flu and this particular flu. I mean how are you going to separate the numbers? Dr Fukuda, WHO, Geneva: It is not that we are recommending not doing any testing at all. In fact when the guidance comes out, what it will suggest is what countries are to do is tailor down their testing so that they are not trying to test everybody but certainly keeping up testing of some people for exactly the kinds of reasons that you bring up. When people get sick with an influenza-like illness it will be important for us to know whether is it caused by the pandemic virus or whether is caused by seasonal viruses. What we are indicating is that if you ratchet down the level of testing we will still be able to figure that out and so we do not need to test everybody for that, but we will continue to recommend some level of testing – at a lower level of people who continue to get sick. What the foregoing statements by the WHO suggest is that:
1) the WHO is not collecting data on the spread of H1N1 based on systematic lab confirmation.
2) the WHO in fact discourages national health officials to conduct detection and laboratory confirmation, while also pressuring the countries’ public health authorities to duly deliver to the WHO on a weekly basis the data on H1N1 cases.
3) The WHO in its reporting only refers to confirmed cases It does not distinguish between confirmed and non-confirmed case. It would appear that the non-confirmed cases are categorized as confirmed cases and the numbers are then used by the WHO to prove that the disease is spreading. The swine flu has the same symptoms as seasonal influenza: fever, cough and sore throat. What is happening is that the widespread incidence of the common flu is being used to generate the reports delivered to the WHO pertaining to the H1N1 swine flu. Nonetheless, in the tabulated release of country level data, the WHO uses the term: number of laboratory-confirmed cases, while also admitting that the cases are, in many cases, not confirmed.
Worldwide Pandemic
The WHO establishes trends on the spread of the disease, essentially using unconfirmed data. Based on these extrapolations, the WHO is now claiming, in the absence of laboratory confirmation, that as many as 2 billion people could become infected over the next two years — nearly one-third of the world population.In turn, in the US, the Atlanta based Centers for Disease Control (CDC) suggests that swine flu could strike up to 40 percent of Americans over the next two years and as many as several hundred thousand could die if a vaccine campaign and other measures aren’t successful.(AP, July 24, 2009).
How did they come up with these numbers?
The CDC estimate has nothing to do with an assessment of the spread of the H1N1 virus. It is based on a mechanical pro-rata extrapolation of trends underlying the 1957 pandemic, which resulted in 70,000 deaths in the US. The presumption here is that the H1N1 flu has the same transmission path as the 1957 epidemic.
Creating a Crisis where there is No Crisis
The underlying political intent is to use the WHO level six pandemic to divert public attention from an impending and far-reaching social crisis, which is largely the consequence of a deep-seated global economic depression.On the basis of … expert assessments of the evidence, the scientific criteria for an influenza pandemic have been met. I have therefore decided to raise the level of influenza pandemic alert from Phase 5 to Phase 6. The world is now at the start of the 2009 influenza pandemic. … Calling a pandemic is also a signal to the international community. This is a time where the world’s countries, rich or poor, big or small, must come together in the name of global solidarity to make sure that no countries because of poor resources, no countries’ people should be left behind without help. …The World Health Organization has been in contact with donor communities, development partners, resource poor countries, and also drug companies as well as vaccine companies. Margaret Chan, Director-General, World Health Organization (WHO), Press Briefing, 11 June 2009.How best to tame the Nation’s citizens, to rein in people’s resentment in the face of mounting unemployment? Create a Worldwide pandemic, instil an atmosphere of anxiety and intimidation, which demobilizes meaningful and organized public action against the programmed enrichment of a social minority. The flu pandemic is used to foreclose organized resistance against the government’s economic policies in support of the financial elites. It provides both a pretext and a justification to adopt emergency procedures. Under the existing legislation in the US, Martial Law, implying the suspension of constitutional government, could be invoked in the case of A Catastrophic Emergency including a the H1N1 swine flu pandemic.
Martial Law
Legislation inherited from the Clinton administration, not to mention the post 9/11 Patriot Acts I and II, allow the military to intervene in judicial and civilian law enforcement activities. In 1996, legislation was passed which allowed the military to intervene in the case of a national emergency. In 1999, Clinton’s Defense Authorization Act (DAA) extended those powers (under the 1996 legislation) by creating an exception to the Posse Comitatus Act, which permits the military to be involved in civilian affairs regardless of whether there is an emergency. Nearly 65,000 US military personnel are now deployed in disaster area, transforming the devastated port city into a war zone,(Bill Van Auken, Wsws.org, September 2005).Hurricanes Katrina (August 2005) and Rita (September 2005) contributed to justifying the role of the Military in natural disasters. They also contributed to shaping the formulation of presidential directives and subsequent legislation. President Bush called for the Military to become the lead agency in disaster relief:The other question, of course, I asked, was, is there a circumstance in which the Department of Defense becomes the lead agency. Clearly, in the case of a terrorist attack, that would be the case, but is there a natural disaster which — of a certain size that would then enable the Defense Department to become the lead agency in coordinating and leading the response effort. That’s going to be a very important consideration for Congress to think about. Militarization of Public Health: The Avian Flu
The 2005 bird flu crisis followed barely a month after Hurricane Rita. It was presented to the US public as an issue of National Security. Following the 2005 outbreak of avian flu, president Bush confirmed that the military would be actively involved in the case of a pandemic, with the authority to detain large numbers of people:I am concerned about avian flu. I’m concerned about what an avian flu outbreak could mean for the United States and the world.I have thought through the scenarios of what an avian flu outbreak could mean….The policy decisions for a president in dealing with an avian flu outbreak are difficult.If we had an outbreak somewhere in the United States, do we not then quarantine that part of the country? And how do you, then, enforce a quarantine? One option is the use of a military that’s able to plan and move. So that’s why I put it on the table. I think it’s an important debate for Congress to have.But Congress needs to take a look at circumstances that may need to vest the capacity of the president to move beyond that debate. And one such catastrophe or one such challenge could be an avian flu outbreak. The Pandemic Preparedness and Response Act. While the proposed legislation was never adopted, it nonetheless contributed to building a consensus among key members of the US Senate. The militarization of public health was subsequently embodied in the John Warner Defense Authorization Act of 2007.Public Health Emergency and Martial Law: The John Warner Defense Authorization Act of 2007. H.R. 5122.New legislation is devised. The terms epidemic, and public health emergency are explicitly included in a key piece of legislation, signed into law by President Bush in October 2006.Lost in the midst of hundreds of pages, Public Law 109-364, better known as the John Warner Defense Authorization Act of 2007 (H.R.5122) includes a specific section on the role of the Military in national emergencies.Section 1076 of this legislation entitled Use of the Armed Forces in Major Public Emergencies allows the President of the United States the deploy the armed forces and the National Guard across the US, to restore public order and enforce the laws of the United States in the case of a natural disaster, epidemic, or other serious public health emergency:

(A) restore public order and enforce the laws of the United States when, as a result of a natural disaster, epidemic, or other serious public health emergency, terrorist attack or incident, or other condition in any State or possession of the United States, the President determines that–
(i) domestic violence has occurred to such an extent that the constituted authorities of the State or possession are incapable of maintaining public order; and
(ii) such violence results in a condition described in paragraph (2); or
(B) suppress, in a State, any insurrection, domestic violence, unlawful combination, or conspiracy if such insurrection, violation, combination, or conspiracy results in a condition described in paragraph (2).
(2) A condition described in this paragraph is a condition that–
(A) so hinders the execution of the laws of a State or possession, as applicable, and of the United States within that State or possession, that any part or class of its people is deprived of a right, privilege, immunity, or protection named in the Constitution and secured by law, and the constituted authorities of that State or possession are unable, fail, or refuse to protect that right, privilege, or immunity, or to give that protection; or
(B) opposes or obstructs the execution of the laws of the United States or impedes the course of justice under those laws.
(3) In any situation covered by paragraph (1)(B), the State shall be considered to have denied the equal protection of the laws secured by the Constitution.

These far-reaching provisions allow the Armed Forces to override the authority of civilian federal, state and local governments involved in disaster relief and public health. It also grants the Military a mandate in civilian police functions. Namely the legislation implies the militarization of law enforcement in the case of a national emergency.Catastrophic Emergency and Continuity of Government,:The National Security and Homeland Security Presidential Directive NSPD 51/HSPD 20 .Coinciding with the passage of the John Warner Defense Authorization Act, a National Security Presidential Directive was issued in May 2007, (National Security and Homeland Security Presidential Directive NSPD 51/HSPD 20) .NSPD 51 /HSPD 20 is a combined National Security Directive emanating from the White House and Homeland Security. While it is formulated in relation to the domestic war on terrorism, it also includes provisions which allow for Martial Law in case of a natural disaster including a flu pandemic.The thrust and emphasis of NSPD 51, however, is different from that of Section 1076 of HR 5122. It defines the functions of the Department of Homeland Security in the case of a national emergency and its relationship to the White House and the Military. It also provides the President with sweeping powers to declare a national emergency, without Congressional approval.The directive establishes procedures for Continuity of Government (COG) in the case of a Catastrophic Emergency. The latter is defined in NSPD 51/HSPD 20 (henceforth referred to as NSPD 51), as any incident, regardless of location, that results in extraordinary levels of mass casualties, damage, or disruption severely affecting the U.S. population, infrastructure, environment, economy, or government functions.Continuity of Government,or COG,is defined in NSPD 51 as a coordinated effort within the Federal Government’s executive branch to ensure that National Essential Functions continue to be performed during a Catastrophic Emergency.The President shall lead the activities of the Federal Government for ensuring constitutional government. The hidden agenda consists in using the threat of a pandemic and/or the plight of a natural disaster as a pretext to establish military rule, under the facade of a functioning democracy.
Vaccination: From H5N1 to H1N1
A nationwide flu vaccination program has been in the pipeline in the US since 2005.
According to the Wall Street Journal (Oct 1, 2005), the Bush administration had asked Congress for an estimated $6-10 billion to stockpile vaccines and antiviral medications as part of its plans to prepare the U.S. for a possible flu pandemic.A large part of this budget, namely 3.1 billion was used under the Bush administration to stockpile the antiviral drug oseltamivir (Tamiflu), of which the intellectual property rights belong to Gilead Science Inc, a company headed by Don Rumsfeld prior to becoming Secretary of Defense under the Bush administration.Consistent with its role as lead agency, more than half of the money earmarked by the Bush administration for the program was handed over to the Pentagon. In other words, what we are dealing with is a process of militarization of the civilian public health budget. . Part of the money for a public health is controlled by the Department of Defense, under the rules of DoD procurement.The US Senate voted [September 3, 2005] yesterday to provide $4 billion for antiviral drugs and other measures to prepare for a feared influenza pandemic, but whether the measure would clear Congress was uncertain.The Senate attached the measure to a $440 billion defense-spending bill for 2006, according to the Associated Press (AP). But the House included no flu money in its version of the defense bill, and a key senator said he would try to keep the funds out of the House-Senate compromise version. The Senate is expected to vote on the overall bill next week.Almost $3.1 billion of the money would be used to stockpile the antiviral drug oseltamivir (Tamiflu), and the rest would go for global flu surveillance, development of vaccines, and state and local preparedness, according to a Reuters report. The threat of the H5N1 bird flu pandemic in 2005 resulted in multibillion dollar earnings for the pharmaceutical and biotech industry. In this regard, a number of major pharmaceutical companies including GlaxoSmithKline, Sanofi-Aventis, California based Chiron Corp, BioCryst Pharmaceuticals Inc, Novavax and Wave Biotech, Swiss pharmaceutical giant Roche Holding, had already positioned themselves.In 2005,.a Maryland-based biotechnology company MedImmune which produces an inhaled flu vaccine had positioned itself to develop a vaccine against the H5N1 avian flu. Although it had no expertise in the avian flu virus, one of the major actors in the vaccine business, on contract to the Pentagon, was Bioport, a company part owned by the Carlyle Group, closely linked to the Bush Cabinet with Bush Senior on its board of directors.Vaccination under a Public Health Emergency. Multibillion Financial Bonanza for the BioTech Conglomerates.The 2005 bird flu hoax was in many regards a dress rehearsal. The 2009 H1N1 pandemic is a much larger multibillion dollar operation. A select number of biotech and pharmaceutical companies have been involved in negotiations behind closed doors with the WHO and the US Administration. Key agencies are the Atlanta based Center for Disease Control and the Food and Drug Administration (FDA) which have close ties to the pharmaceutical industry. The conflicts of interest of these agencies is brought to light in Robert F. Kennedy Jr.’s detailed study entitled Vaccinations: Deadly Immunity, June 2005:The story of how government health agencies colluded with Big Pharma to hide the risks of thimerosal from the public is a chilling case study of institutional arrogance, power and greed. For these companies, compulsory vaccination is a highly lucrative undertaking:The WHO has refused to release the Minutes of a key meeting of an advisory vaccine group packed with executives from Baxter, Novartis and Sanofi that recommended compulsory vaccinations in the USA, Europe and other countries against the artificial H1N1 swine flu virus this autumn.
In an email this morning, a WHO spokesperson claimed there are no Minutes of the meeting that took place on July 7th in which guidelines on the need for worldwide vaccinations that WH0 adopted this Monday were formulated and in which Baxter and other Pharma executives participated.Under the International Health Regulations, WHO guidelines have a binding character on all of WHO’s 194 signatory countries in the event of a pandemic emergency of the kind anticipated this autumn when the second more lethal wave of the H1N1 virus which is bioengineered to resemble the Spanish flu virus emerges.In short: WHO has the authority to force everyone in those 194 countries to take a vaccine this fall at gunpoint, impose quarantines and restrict travel.(Jane Burgermeister, WHO moves forward in secrecy to accomplish forced vaccination and population agenda, Global Research, July 2009).On May 19th, the WHO Director General and senior officials met behind closed doors with the representatives of some 30 pharmaceutical companies.In a perfect world the planet’s leading pharmaceutical companies could produce 4.9 billion H1N1 swine flu vaccinations over the course of the next year. This is the World Health Organization’s latest assessment. WHO Director-General Dr. Margaret Chan met with 30 pharmaceutical companies on Tuesday and briefed reporters on a WHO plan to secure vaccinations for poor countries who lack sufficient infrastructure to fight a possible pandemic. (Digital Journal, 19 May 2009)According to recent report in Business Week,Wealthier countries such as the U.S. and Britain will pay just under $10per dose, the same price for the seasonal flu vaccine. Developing countries will pay a lower price, (Business Week, July 2009). The WHO suggests that the 4.9 billion doses will not suffice and that a second inoculation will be required.4.9 billion doses at about ten dollars ($10.00) a shot and somewhat less in the developing countries, represents a windfall profit bonanza for Big Pharma of the order of 400 billion dollars in a single year. And the WHO claims that one dose per person may not suffice.
Dangerous Life Threatening Vaccine: Who owns the Patent?
While the production has been entrusted to a select number of companies, it would appear that the intellectual property rights belong to Illinois based pharmaceutical giant Baxter. Baxter is central in the negotiations between the US Administration and the World Health Organization (WHO). Moreover,a full year before any reported case of the current alleged H1N1 Baxter had filed for a patent for the H1N1 vaccine:Baxter Vaccine Patent Application US 2009/0060950 A1. Their application: states:the composition or vaccine comprises more than one antigen… such as influenza A and influenza B in particular selected from of one or more of the human H1N1, H2N2, H3N2, H5N1, H7N7, H1N2, H9N2, H7N2, H7N3, H10N7 subtypes, of the pig flu H1N1, H1N2, H3N1 and H3N2 subtypes, of the dog or horse flu H7N7, H3N8 subtypes or of the avian H5N1, H7N2, H1N7, H7N3, H13N6, H5N9, H11N6, H3N8, H9N2, H5N2, H4N8, H10N7, H2N2, H8N4, H14N5, H6N5, H12N5 subtypes.The application further states, Suitable adjuvants can be selected from mineral gels, aluminium hydroxide, surface active substances, lysolecithin, pluronic polyols, polyanions or oil emulsions such as water in oil or oil in water, or a combination thereof. Of course the selection of the adjuvant depends on the intended use. E.g. toxicity may depend on the destined subject organism and can vary from no toxicity to high toxicity.With no legal liability, could it be that Baxter is preparing to sell hundreds of millions of doses containing highly toxic aluminium hydroxide as adjuvant? (Ibid)The Los Angeles Times has reassured the US public with an article entitled: What are the odds that H1N1 will kill you? One might also ask, what are the odds that the H1N1 vaccine will kill you?
National Emergency Centers Establishment Act: H.R. 645
There are no indications that the Obama Adminstration is planning in the forseeable future a Public Health Emergency which would require the imposition of martial law. What we have emphasised in this article is the existence of various provisions (legislation and presidential directives) which would allow the President of the United States to instigate Martial Law in the case of a Public Health Emergency. If Martial Law were to be adopted in the context of a Public Health Emergency, what we would be dealing with is the forced vaccination of targeted population groups as well as the possible establishment of facilities for the internment of people who have been quarantined.In this regard, it is worth noting that in January 2009, a piece of legislation entitled the National Emergency Centers Establishment Act (HR 645) was introduced in the US Congress.The bill calls for the establishment of six national emergency centers in major regions in the US to be located on existing military installations, which could be used to quarantine people in the case of a public health emergency or forced vaccination program.The bill goes far beyond previous legislation (including H.R 5122). The stated purpose of the national emergency centers is to provide temporary housing, medical, and humanitarian assistance to individuals and families dislocated due to an emergency or major disaster.In actuality, what we are dealing with are FEMA internment camps. HR 645 states that the camps can be used to meet other appropriate needs, as determined by the Secretary of Homeland Security.(Michel Chossudovsky, Preparing for Civil Unrest in America Legislation to Establish Internment Camps on US Military Bases, Global Research, March 2009)There has been virtually no press coverage of HR 645, which is currently being discussed by several congressional committees. There are no indications that the bill is on its way to being adopted.These civilian facilities on US military bases are to be established in cooperation with the US Military.Once a person is arrested and interned in a FEMA camp located on a military base, that person would in all likelihood, under a public health emergency, fall under the de facto jurisdiction of the Military: civilian justice and law enforcement including habeas corpus would no longer apply.HR 645 could be used, were it to be adopted, in the case of public health emergency. It obviously bears a direct relationship to the economic crisis and the likelihood of mass protests across America. It constitutes a further move to militarize civilian law enforcement, repealing the Posse Comitatus Act.
In the words of Rep. Ron Paul:the fusion centers, militarized police, surveillance cameras and a domestic military command is not enough… Even though we know that detention facilities are already in place, they now want to legalize the construction of FEMA camps on military installations using the ever popular excuse that the facilities are for the purposes of a national emergency. With the phony debt-based economy getting worse and worse by the day, the possibility of civil unrest is becoming a greater threat to the establishment. One need only look at Iceland, Greece and other nations for what might happen in the United States next.(Daily Paul, September 2008, emphasis added)The proposed internment camps should be seen in relation to the broader process of militarization of civilian institutions. The construction of internment camps predates the introduction of HR 645 (Establishment of Emergency Centers) in January 2009.Military Civil Support: The Role of US Northern Command in the Case of a Flu Pandemic.US Northern Command has a mandate to support and oversee civilian institutions in the case of a National Emergency. In addition to defending the nation, U.S. Northern Command provides defense support of civil authorities in accordance with U.S. laws and as directed by the President or Secretary of Defense. Military assistance is always in support of a lead federal agency, such as the Federal Emergency Management Agency (FEMA).Military civil support includes domestic disaster relief operations that occur during fires, hurricanes, floods, and earthquakes. Support also includes counter-drug operations and consequence management assistance, such as would occur after a terrorist event employing a weapon of mass destruction.Generally, an emergency must exceed the management capabilities of local, state and federal agencies before U.S. Northern Command becomes involved. The Katrina and Rita hurricane disasters played a key role in shaping the role of US Northern Command in military civil support activities. The emergency procedures were closely coordinated by US Northern Command out of the Peterson Air Force Base, together with Homeland Security, which oversees FEMA.During Hurricane Rita (September 2005), US Northern Command Headquarters was directly in control of the movement of military personnel and hardware in the Gulf of Mexico, in some cases overriding, as in the case of Katrina, the actions of civilian bodies. The entire operation was under the jurisdiction of the military rather than FEMA. In the words of Preident Bush at the height of the Rita hurricane,the Government and the US military needed broader authority to help handle major domestic crises such as hurricanes.Homeland Security Secretary Michael Chertoff subsequently classified Hurricane Rita as an incident of national significance,which justified the activation of a so-called National Response Plan(NRP). Within the broader framework of Disaster Relief, Northern Command has, in the course of the last two years, defined a mandate in the eventuality of a public health emergency or a flu pandemic. So I discussed what we did then, what we expect to have happen now and the numbers that we would expect in a pandemic influenza.The potential number of fatalities in the United States in a modern pandemic influenza could reach nearly two million, according to Felderman. Not only would the nation’s economy suffer, but the Department of Defense would still have to be ready and able to protect and defend the country and provide support of civil authorities in disaster situations. While virtually every aspect of society would be affected,the implications for Northern Command will be very significant.[A pandemic would have] a huge economic impact, in addition to the defense-of-our-nation impact, Felderman said. The United States isn’t alone in preparing for such a potential catastrophe. (Gail Braymen, op cit)Also of relevance, was the repatriation of combat units from the war theater to assist US Northern Command in the case of a national emergency including a flu pandemic. In the last months of the Bush administration, the Department of Defense ordered the recall of the 3rd Infantry’s 1st Brigade Combat Team from Iraq.The BCT combat unit was attached to US Army North, the Army’s component of US Northern Command (USNORTHCOM). The 1st BCT and other combat units would be called upon to perform specific military functions in the case of a national emergency or natural disaster including a public health emergency:The Army Times reports that the 3rd Infantry’s 1st Brigade Combat Team is returning from Iraq to defend the Homeland, as an on-call federal response force for natural or manmade emergencies and disasters, including terrorist attacks.The BCT unit has been attached to US Army North, the Army’s component of US Northern Command (USNORTHCOM). The Washington Post confirmed today that the swine flu vaccine, which is set to be rolled out nationwide this fall in what some fear could ultimately become a mandatory vaccination program, will contain mercury, a toxin linked with autism and neurological disorders.Claims by the CDC and the Institute of Medicine, following a whitewash study that ignored previously verified evidence, that thimerosal, a mercury based preservative, has no causal relationship to skyrocketing cases of autism have been soundly rejected by top doctors and scientists ever since.Epidemiologist Tom Verstraeten and Dr. Richard Johnston, an immunologist and pediatrician from the University of Colorado, both concluded that thimerosal was responsible for the dramatic rise in cases of autism but their findings were dismissed by the CDC.Cases of autism in the U.S. have increased by 1,500 since 1991, which is when vaccines for children doubled, and the number of immunizations is only increasing. Just one in 2,500 children were diagnosed with autism before 1991, whereas one in 166 children now have the disease.A peer reviewed study by Dr. Mark Geier which appeared in the Journal of American Physicians and Surgeons showed that the IOM research was flawed because it was largely based on a Danish study by Anders Peter Hviid, which did not account for the fact that American children have a much higher mercury burden than children in Denmark.At the high levels (of thimerosal exposure), it is undeniable there is a causal relationship, and we have gone to high levels. Their studies, therefore are not relevant, I am not saying they are wrong, although there are many criticisms of it. It is just not relative to the US situation,said Geier.
Geier’s study concludes that there is an increase of neurodevelopment disorders following the use of thimerosal containing vaccines.Dr. Rashid Buttar, who has pioneered a new treatment for autistic children that removes mercury from their bodies, said the Institute of Medicine’s conclusion that mercury does not cause autism demonstrates the complete absence of any desire to discover scientific truth at the supposed highest levels of medical academia.When 31 children recover from a devastating disease by a simple transdermal treatment that detoxifies metals, then common sense dictates that perhaps metals are involved,states Dr. Bob Nash the chairman of the American Board of Clinical Metal Toxicology (ABCMT) in regard to Dr. Buttar’s treatment.In 1977, a Russian study found that adults exposed to ethylmercury, the form of mercury in thimerosal, suffered brain damage years later. Studies on thimerosal poisoning also describe tubular necrosis and nervous system injury, including obtundation, coma and death. As a result of these findings, Russia banned thimerosal from children’s vaccines in 1980. Denmark, Austria, Japan, Great Britain and all the Scandinavian countries have also banned the preservative,writes Dawn Prate.Mercury is classified by The Department of Defense as a hazardous material that could cause death if swallowed, inhaled or absorbed through the skin, and the EPA is now limiting mercury emissions from factories because the toxin can damage the brain and nervous system and is especially dangerous to fetuses and small children, but according to the CDC it’s perfectly safe to inject into your child’s bloodstream.
Despite concerns about thimerosal and mercury, which have led to the preservative being reduced or removed from a large portion of vaccines over the last five years, thimerosal will be an ingredient of the swine flu vaccine which is set to arrive in the U.S. this September.Some of the vaccine will be stored in multi-dose vials containing thimerosal, an antibacterial additive that contains mercury,reports the Washington Post today in an article about which groups will receive the swine flu vaccine first.There will also be single-dose syringes without thimerosal, a substance that some assert is harmful to children,adds the article, without mentioning whether or not people who take the vaccine will get a choice or even be informed if it contains mercury.Around 12,000 U.S. children will be used as guinea pigs for the experimental swine flu vaccine also known to contain the dangerous ingredient squalene, which has been directly linked with cases of Gulf War Syndrome and a host of other debilitating diseases.Squalene contributed to the cascade of reactions called Gulf War syndrome. I believe one of the goals of the swine flu vaccine is depopulation. Perhaps it is the goal of a swine flu epidemic as well, whether bio-warfare or hype around a flu season.These days, I keep remembering my sense of urgency leaving the Bush Administration in 1991. We had to do something to turn around the economy and gather real assets behind retirement plans and the social safety net. If not, Americans could find themselves deeply out on a limb. I felt my family and friends were in danger. They did not share my concern. They had a deep faith in the system.As my efforts to find ways of reengineering government investment in communities failed to win political support, Washington and Wall Street moved forward with a debt bubble and globalization that was horrifying in its implications for humanity.Overwhelmed by what was happening, I estimated the end result. My simple calculations guessed that we were going to achieve economic sustainability on Earth by depopulating down to a population of approximately 500 million people from our then current global population of 6 billion. I was a portfolio strategist used to looking at numbers from a very high level. Those around me could not fathom how all the different threads I was integrating could lead to such a conclusion. To me, we had to have radical change in how we governed resources or depopulate. It was a mathematical result.
A year later, in 1999, a very capable investment and portfolio strategist asked me if he could come have a private lunch with me in Washington. We sat in a posh restaurant across from the Capitol. He said quietly that he had calculated out where the derivatives and debt bubble combined with globalization were going. The only logical conclusion he could reach was that significant depopulation was going to occur. He said his estimates led to an approximate population of 500 million. I said very quietly, that’s my estimate too.I will never forget the look of sadness that crossed his face. I was amazed to find someone else who understood.It turns out that we were not alone. Sir James Goldsmith had warned of the consequences of GATT in 1994. He described the process under way, involving the loss of land and livelihood for 3 billion people, This is the establishment against the rest of society.Voices were rising around the planet as hardships exploded from global economic warfare and industrialization of agriculture.As trillions of dollars were shifted out of America by legal and illegal means to reinvest in Asia and emerging markets and to build a global military empire, we left a sovereign nation economic model behind. Finally, the expense and corruption of empire resulted in bailouts of $12-14 trillion, delivering a new financial war chest to the people leading the financial engineering. Now we have exploding unemployment, an exploding federal deficit, an Inspector General for the TARP bailout program predicting that the ultimate bailout cost could rise to $23.7 trillion and a Congressional Budget Director who is concluding that we can no longer afford the social safety net.That is, unless you change the actuarial assumptions in the budget – like life expectancy. Lowering immune systems and increasing toxicity levels combined with poor food, water and terrorizing stress will help do the trick. Review the history of vaccines rushed into production without proper testing and peer review - it is clear about the potential side effects. In addition, a plague can so frighten and help control people that they will accept the end of their current benefits (and the resulting implications to life expectancy) without objection. And a plague with proper planning can be highly profitable. Whatever the truth of what swine flu and related vaccines are, it can be used as a way to keep control in a situation that is quickly shifting out of control.In short, an epidemic can be used to offset the inflation of capital with increasing deflation of the value and income of labor and continual demand destruction. It is a great deal of time and money spent on something that will not help build a real economy. The disinformation and control opportunities are profound. They keep the slow burn going. It is the next, meaner face of the establishment against the rest of society.
That’s what I believe. I am not an expert. I have no case worth presenting in a court of law. There are hundreds of hours of research on the swine flu and related vaccines that I have not done and I am not going to do. It is just what I believe, listening to the people I respect, and in no small part because if you map out all the financial ecosystems around the issue and people and incentives involved, it seems to me to be the logical conclusion.Now, if this sounds ludicrous to you, it may be because you do not appreciate how dark the culture has become that is now in charge. Do you have any idea how impossibly frustrating it is to manage a highly centralized system in which the vast majority of people lack any responsibility to ensure that the whole thing works? Everyone wants their free lunch and there are no real markets or democracy to force accountability or a shared intelligence. Force works. Force has increasingly become the way to achieve most everything. Using force is a lot easier that living with rising risk and the costs of subsidizing an aging population.So the question for you and me is what do we do? Are we going to take a vaccine? Are we going to allow our children to be vaccinated? Will we have a choice? How can we organize to make sure that we do? Is self-quarantine a practical option? How would we prepare for it? What you believe is your responsibility. The time has come to build time into Summer schedules to research options, discuss them with those you trust and make informed decisions about what you believe and what actions you intend to take under a variety of scenarios.I don’t have the answers yet. Somehow, I believe we can find them together. And while we do, let’s remember to pray for the love of humanity to be rekindled and nourished in each and every heart.

JUBAISH, Iraq (New York Times)— Throughout the marshes, the reed gatherers, standing on land they once floated over, cry out to visitors in a passing boat.Maaku mai!they shout, holding up their rusty sickles. There is no water! The Euphrates is drying up. Strangled by the water policies of Iraq’s neighbors, Turkey and Syria; a two-year drought; and years of misuse by Iraq and its farmers, the river is significantly smaller than it was just a few years ago. Some officials worry that it could soon be half of what it is now. The shrinking of the Euphrates, a river so crucial to the birth of civilization that the Book of Revelation prophesied its drying up as a sign of the end times, has decimated farms along its banks, has left fishermen impoverished and has depleted riverside towns as farmers flee to the cities looking for work. The poor suffer more acutely, but all strata of society are feeling the effects: sheiks, diplomats and even members of Parliament who retreat to their farms after weeks in Baghdad.Along the river, rice and wheat fields have turned to baked dirt. Canals have dwindled to shallow streams, and fishing boats sit on dry land. Pumps meant to feed water treatment plants dangle pointlessly over brown puddles.
The old men say it’s the worst they remember,said Sayid Diyia, 34, a fisherman in Hindiya, sitting in a riverside cafe full of his idle colleagues.I’m depending on God’s blessings.The drought is widespread in Iraq. The area sown with wheat and barley in the rain-fed north is down roughly 95 percent from the usual, and the date palm and citrus orchards of the east are parched. For two years rainfall has been far below normal, leaving the reservoirs dry, and American officials predict that wheat and barley output will be a little over half of what it was two years ago. It is a crisis that threatens the roots of Iraq’s identity, not only as the land between two rivers but as a nation that was once the largest exporter of dates in the world, that once supplied German beer with barley and that takes patriotic pride in its expensive Anbar rice.Now Iraq is importing more and more grain. Farmers along the Euphrates say, with anger and despair, that they may have to abandon Anbar rice for cheaper varieties.Droughts are not rare in Iraq, though officials say they have been more frequent in recent years. But drought is only part of what is choking the Euphrates and its larger, healthier twin, the Tigris.The most frequently cited culprits are the Turkish and Syrian governments. Iraq has plenty of water, but it is a downstream country. There are at least seven dams on the Euphrates in Turkey and Syria, according to Iraqi water officials, and with no treaties or agreements, the Iraqi government is reduced to begging its neighbors for water.At a conference in Baghdad — where participants drank bottled water from Saudi Arabia, a country with a fraction of Iraq’s fresh water — officials spoke of disaster.
We have a real thirst in Iraq, said Ali Baban, the minister of planning. Our agriculture is going to die, our cities are going to wilt, and no state can keep quiet in such a situation.Recently, the Water Ministry announced that Turkey had doubled the water flow into the Euphrates, salvaging the planting phase of the rice season in some areas. That move increased water flow to about 60 percent of its average, just enough to cover half of the irrigation requirements for the summer rice season. Though Turkey has agreed to keep this up and even increase it, there is no commitment binding the country to do so.With the Euphrates showing few signs of increasing health, bitterness over Iraq’s water threatens to be a source of tension for months or even years to come between Iraq and its neighbors. Many American, Turkish and even Iraqi officials, disregarding the accusations as election-year posturing, say the real problem lies in Iraq’s own deplorable water management policies.There used to be water everywhere,said Abduredha Joda, 40, sitting in his reed hut on a dry, rocky plot of land outside Karbala. Mr. Joda, who describes his dire circumstances with a tired smile, grew up near Basra but fled to Baghdad when Saddam Hussein drained the great marshes of southern Iraq in retaliation for the 1991 Shiite uprising. He came to Karbala in 2004 to fish and raise water buffaloes in the lush wetlands there that remind him of his home.
This year it’s just a desert, he said.
Along the river, there is no shortage of resentment at the Turks and Syrians. But there is also resentment at the Americans, Kurds, Iranians and the Iraqi government, all of whom are blamed. Scarcity makes foes of everyone. The Sunni areas upriver seem to have enough water, Mr. Joda observed, a comment heavy with implication. Officials say nothing will improve if Iraq does not seriously address its own water policies and its history of flawed water management. Leaky canals and wasteful irrigation practices squander the water, and poor drainage leaves fields so salty from evaporated water that women and children dredge huge white mounds from sitting pools of runoff.On a scorching morning in Diwaniya, Bashia Mohammed, 60, was working in a drainage pool by the highway gathering salt, her family’s only source of income now that its rice farm has dried up. But the dead farm was not the real crisis. There’s no water in the river that we drink from, she said, referring to a channel that flows from the Euphrates. It’s now totally dry, and it contains sewage water. They dig wells but sometimes the water just cuts out and we have to drink from the river. All my kids are sick because of the water.In the southeast, where the Euphrates nears the end of its 1,730-mile journey and mingles with the less salty waters of the Tigris before emptying into the Persian Gulf, the situation is grave. The marshes there that were intentionally reflooded in 2003, rescuing the ancient culture of the marsh Arabs, are drying up again. Sheep graze on land in the middle of the river. The farmers, reed gatherers and buffalo herders keep working, but they say they cannot continue if the water stays like this. Next winter will be the final chance,said Hashem Hilead Shehi, a 73-year-old farmer who lives in a bone-dry village west of the marshes. JUBAISH, Iraq (New York Times)— Throughout the marshes, the reed gatherers, standing on land they once floated over, cry out to visitors in a passing boat.Maaku mai!they shout, holding up their rusty sickles. There is no water! The Euphrates is drying up. Strangled by the water policies of Iraq’s neighbors, Turkey and Syria; a two-year drought; and years of misuse by Iraq and its farmers, the river is significantly smaller than it was just a few years ago. Some officials worry that it could soon be half of what it is now. The shrinking of the Euphrates, a river so crucial to the birth of civilization that the Book of Revelation prophesied its drying up as a sign of the end times, has decimated farms along its banks, has left fishermen impoverished and has depleted riverside towns as farmers flee to the cities looking for work. The poor suffer more acutely, but all strata of society are feeling the effects: sheiks, diplomats and even members of Parliament who retreat to their farms after weeks in Baghdad.Along the river, rice and wheat fields have turned to baked dirt. Canals have dwindled to shallow streams, and fishing boats sit on dry land. Pumps meant to feed water treatment plants dangle pointlessly over brown puddles.
The old men say it’s the worst they remember,said Sayid Diyia, 34, a fisherman in Hindiya, sitting in a riverside cafe full of his idle colleagues.I’m depending on God’s blessings.The drought is widespread in Iraq. The area sown with wheat and barley in the rain-fed north is down roughly 95 percent from the usual, and the date palm and citrus orchards of the east are parched. For two years rainfall has been far below normal, leaving the reservoirs dry, and American officials predict that wheat and barley output will be a little over half of what it was two years ago. It is a crisis that threatens the roots of Iraq’s identity, not only as the land between two rivers but as a nation that was once the largest exporter of dates in the world, that once supplied German beer with barley and that takes patriotic pride in its expensive Anbar rice.Now Iraq is importing more and more grain. Farmers along the Euphrates say, with anger and despair, that they may have to abandon Anbar rice for cheaper varieties.Droughts are not rare in Iraq, though officials say they have been more frequent in recent years. But drought is only part of what is choking the Euphrates and its larger, healthier twin, the Tigris.The most frequently cited culprits are the Turkish and Syrian governments. Iraq has plenty of water, but it is a downstream country. There are at least seven dams on the Euphrates in Turkey and Syria, according to Iraqi water officials, and with no treaties or agreements, the Iraqi government is reduced to begging its neighbors for water.At a conference in Baghdad — where participants drank bottled water from Saudi Arabia, a country with a fraction of Iraq’s fresh water — officials spoke of disaster.

Our agriculture is going to die, our cities are going to wilt, and no state can keep quiet in such a situation.Recently, the Water Ministry announced that Turkey had doubled the water flow into the Euphrates, salvaging the planting phase of the rice season in some areas. That move increased water flow to about 60 percent of its average, just enough to cover half of the irrigation requirements for the summer rice season. Though Turkey has agreed to keep this up and even increase it, there is no commitment binding the country to do so.With the Euphrates showing few signs of increasing health, bitterness over Iraq’s water threatens to be a source of tension for months or even years to come between Iraq and its neighbors. Many American, Turkish and even Iraqi officials, disregarding the accusations as election-year posturing, say the real problem lies in Iraq’s own deplorable water management policies.There used to be water everywhere,said Abduredha Joda, 40, sitting in his reed hut on a dry, rocky plot of land outside Karbala. Mr. Joda, who describes his dire circumstances with a tired smile, grew up near Basra but fled to Baghdad when Saddam Hussein drained the great marshes of southern Iraq in retaliation for the 1991 Shiite uprising. He came to Karbala in 2004 to fish and raise water buffaloes in the lush wetlands there that remind him of his home.
This year it’s just a desert, he said.
Along the river, there is no shortage of resentment at the Turks and Syrians. But there is also resentment at the Americans, Kurds, Iranians and the Iraqi government, all of whom are blamed. Scarcity makes foes of everyone. The Sunni areas upriver seem to have enough water, Mr. Joda observed, a comment heavy with implication. Officials say nothing will improve if Iraq does not seriously address its own water policies and its history of flawed water management. Leaky canals and wasteful irrigation practices squander the water, and poor drainage leaves fields so salty from evaporated water that women and children dredge huge white mounds from sitting pools of runoff.On a scorching morning in Diwaniya, Bashia Mohammed, 60, was working in a drainage pool by the highway gathering salt, her family’s only source of income now that its rice farm has dried up. But the dead farm was not the real crisis. There’s no water in the river that we drink from, she said, referring to a channel that flows from the Euphrates. It’s now totally dry, and it contains sewage water. They dig wells but sometimes the water just cuts out and we have to drink from the river. All my kids are sick because of the water.In the southeast, where the Euphrates nears the end of its 1,730-mile journey and mingles with the less salty waters of the Tigris before emptying into the Persian Gulf, the situation is grave. The marshes there that were intentionally reflooded in 2003, rescuing the ancient culture of the marsh Arabs, are drying up again. Sheep graze on land in the middle of the river. The farmers, reed gatherers and buffalo herders keep working, but they say they cannot continue if the water stays like this. Next winter will be the final chance,said Hashem Hilead Shehi, a 73-year-old farmer who lives in a bone-dry village west of the marshes. Regarding the Washington Post’s July 24 editorial Focus on the Fed:What a sad day for a newspaper with a storied reputation for exposing waste, fraud and abuse in government, to oppose the Federal Reserve Sunshine Act [S 604], legislation that would simply increase transparency at the Federal Reserve.The Fed has expanded its balance sheet by more than $1 trillion in taxpayer dollars in response to the financial crisis. Who received this money? Is it being used primarily to help ordinary Americans or just the wealthy and well-connected? What conflicts of interest exist between members of the Fed and Wall Street bankers? This is all information that the American people deserve to know.The Fed isn’t answering these questions. That is why an independent audit of the Fed is gaining such bipartisan support.This legislation wouldn’t undermine the Fed’s independence, and it wouldn’t put Congress in charge of monetary policy. An audit is simply an examination of records or financial accounts to check their accuracy.We must not equate independence with secrecy. No matter how intelligent or well-intentioned the Fed chairman and his staff may be, it isn’t appropriate to give a handful of people the power to lend an unlimited supply of money to anyone it wants without sufficient oversight.Absolute power corrupts absolutely. As momentum builds for Ron Paul’s efforts to audit the Fed, a new Gallup poll shows that Americans are turning against the Federal Reserve, with just 30 per cent saying the agency is doing a good job.35 per cent rate the job the Fed is doing as only fair and 22 per cent say it is doing a poor job.The contrast compared with when the question was last asked in 2003 is clear. Six years ago, just 5 per cent thought the Fed was doing a poor job, while 53% thought it was doing a good/excellent job.The Fed is bottom of the pile when compared to the ratings received by other agencies in the poll (we hesitate to call the Fed a government agency because it isn’t). The IRS and the FDA are the other two least popular agencies.According to Gallup editor in chief Dr. Frank Newport, Americans are blaming to some degree the actions or inactions of the Federal Reserve board for the economic turmoil.Increasing skepticism towards the role of the Federal Reserve arrives alongside efforts on behalf of Congressman Ron Paul to audit the Fed with his widely supported H.R.1207 bill.The legislation would amend existing law to allow the Comptroller General to audit the Federal Reserve Board and its member banks.Fed Chairman Ben Bernanke seems frightened to death at what might be revealed if the Federal Reserve were forced to open its books and has been busy scuttling around lying about the bill in order to try and shoot it down.
During an appearance on PBS NewsHour which will be aired later this week, Bernanke claims that the bill will hand Congress the power to run monetary policy in the United States.However, as CBS News’ Declan McCullagh points out, it does nothing of the sort.This is an odd claim, writes McCullagh. If you read the bill (H.R.1207), it simply amends existing law to say under regulations of the Comptroller General, the Comptroller General shall audit the Federal Reserve Board and its member banks.
Bernanke has proven that he will stoop to any level in order to try and sink the bill, which has the support of over half of the U.S. House of Representatives, even committing an act of economic terrorism last month when he threatened a collapse of the dollar and the entire financial system if the bill was passed.One thing that an audit of the Fed might shed more light on is the destination of trillions of dollars in TARP funds, which the Federal Reserve refuses to disclose even after a lawsuit was filed by Bloomberg, as well as the destination of half a trillion dollars that was given to foreign banks.During a hearing last week, Bernanke was confronted on the question of who received $500 million in credit swaps by Congressman Alan Grayson, to which Bernanke responded, I don’t know.Half a trillion dollars and you don’t know who got the money? asked Grayson.

Although IDF Chief of General Staff Lt.-Gen. Gabi Ashkenazi downplayed the recent tensions in southern Lebanon following the June 14 arms depot explosion, local media reported Tuesday evening that IDF tanks had assumed new positions near the Shaba Farms region, prompting the Lebanese army to increased its alert along the northern border.Lebanese sources claimed that four IDF tanks had moved toward a new IDF post located near the border, while IAF aircraft flew in Lebanese airspace.In light of the developments, the reports said, UNIFIL forces along the border had also increased their alert and were monitoring the actions of both sides.
The Jerusalem Post could not confirm the reports.
Ashkenazi had said earlier Tuesday that despite the turmoil caused by the weapons depot explosion, the IDF did not view the situation in the North as indicative of an impending war.We are seriously tracking the events on the northern border, Ashkenazi said during a tour of the IDF recruitment headquarters near Tel Aviv.It is quiet up there, and I am not aware of winds of war in the area.The explosion proves our claims that Hizb'allah is strengthening their fighting capabilities in the existing communities of southern Lebanon, he continued.We view this [event] gravely, [considering that this area] is under the watch of UNIFIL and the Lebanese government.
The July 14 explosion occurred in a village in southern Lebanon. The blast was caused by an underground weapons depot stationed below a building. Israel claims that the cache contained rockets Hizb'allah planned to use in a future conflict with Israel. UNIFIL peacekeepers who tried to investigate the incident were attacked by residents of the village.Israel's UN ambassador told the Security Council on Monday that the explosion in southern Lebanon demonstrated a volatile reality and reflect the threat posed by Iran throughout the Middle East.Addressing the council during a meeting on the situation in the region, Gabriela Shalev said the explosions exposed a dangerous phenomenon that Israel has been warning about for years.Shortly after the explosion, Shalev sent a letter to UN Secretary General Ban Ki-Moon, in which she called on the international organization to condemn Hizb'allah for its breach of UN Resolution 1701, which ended the Second Lebanon War, and last week, the UN issued a harsh condemnation of the group.Hizb'allah has said that the weapons stored in the depot were old, and were not recently smuggled into the country.jpost.

A major new report to be published by Geophysical Research Letters, concludes that global warming will accelerate so quickly in the next 5 years – 150% of the IPCC’s predictions – that it is expected to silence global warming sceptics.What I find interesting is that the report acknowledges that all 4 of the following factors affect climate:Human influences ,The sun ,Volcanic activity ,El Niño, also called the southern oscillation.Whether or not the report is correct about the next 5 years, I think it is important that mainstream scientists are now admitting that climate is affected by the 3 natural conditions of the sun, volcanism and the southern oscillation, as well as human influences.The study did not look at the affect of magnetic fields or cosmic particles on the Earth’s climate. Future studies should examine these as well, to either rule them out as having an insignificant affect on climate, or else quantifying their impact.

PORTLAND, Ore. – Brutal temperatures are predicted for the Seattle area on Wednesday as a record heat wave afflicting the Pacific Northwest continues to bake everything west of the Cascades, a National Weather Service meteorologist said.The high temperature could easily tie or break the all-time record temperature of 100 degrees set July 20, 1994, at Sea-Tac, the weather service's Jay Albrecht said.There's not going to be a whole lot of places to get away from the heat tomorrow, he said Tuesday.
Another day of high heat for the normally temperate region follows a Tuesday that saw the thermometer hit 106 at Portland International Airport, just short of the 107 all-time mark for the area set in 1981.The thing about a place like Portland is there are some buildings and residences that don't have air conditioning, said Andy Bryant, a hydrologist with the National Weather Service.You go to Phoenix or Dallas, yes it would be very hot there, too, but they have more of a system in place to deal with it.
A Home Depot in Portland had to order up air conditioners from one of its stores on the cooler Oregon coast to restock for the week. The units arrived Tuesday morning only to sell out three hours later, Home Depot employee Cliff Baker said.Fans are even getting hard to find,he said.Shaved ice was also in high demand, said Matthew Ho, owner of Portland's Ohana Hawaiian Cafe. DHAKA (AFP) – Rickshaws and cars ploughed through waist-high water in the Bangladeshi capital of Dhaka on Tuesday as the city received its biggest rainfall in a single July day for 60 years.In the six hours after 01:00 am (1800 GMT Monday), 290 millimetres (11.42 inches) of rain fell, according to officials.It's the highest single day of rain in July since 1949, said Dhaka meteorologist Ayesha Khatun, adding that more downpours were forecast.Six people were killed after standing on powerlines that were under the water, police told AFP.The flooding brought the city to a standstill, with schools and offices unable to open and many of its 12 million residents stranded in their homes.Much of Bangladesh has been experiencing drought conditions as the monsoon season, which runs from June to the end of September, has brought little rain.Last week the government ordered free electricity for farmers to pump underground water after shortages threatened the summer rice crop, which accounts for 40 percent of food grain production.Farmers had held special prayers this week to bring on rain to irrigate their land so that summer rice can be sown.

MELBOURNE (AFP) – Australian officials on Wednesday warned the country could be hit by even worse wildfires next summer than the deadly blazes which killed a record 173 people in February.Victoria state premier John Brumby said the fire season could be the toughest in a decade, after a leaked report warned of a worst-case situation prompted by an expected El Nino weather pattern.The prognosis in terms of this year's fire season is that it's going to be a very, very tough fire season again, Brumby said.All of the advice at the moment is that this will be as bad, if not worse, than anything that we've seen in the past decade, he added.The Victoria environment department report, widely leaked to media, said El Nino would bring extensive drought to southeastern Australia, where entire towns were engulfed in flames during the last southern hemisphere summer.February's fires were the worst natural disaster in Australia's modern history, with one expert likening their intensity to the energy produced by 1,500 Hiroshima atomic bombs.

The largest blaze in Greece was a brush fire that ignited early in the evening on the western island of Zakynthos and is raging unchecked.The area where the fire is burning is a breeding ground for the endangered loggerhead sea turtle. It also trapped some 70 beach-goers, both Greek and foreign, who were evacuated by boats.
Winds are expected to pick up Monday, reaching up to 46 mph, leading authorities to warn of a high probability of more fires.Spanish officials say at least 59,304 acres have been charred by fires that have killed six people in just over a week.Seven active fires were still being fought late Sunday. Some of the fiercest outbreaks, in Aragon and Catalonia, were close to being extinguished.Officials believe at least one fire was caused by lightning, one was started accidentally by a tourist in Andalusia, and one in western Caceres may have been started deliberately and is being investigated. An outbreak in Lesaka in northern Navarra was under control the ministry said in a statement.

Deadly wildfires continue to ravage Mediterranean

Wilfires that ravaged parts of the Mediterranean this week began to abate on Saturday. The majority of the fires in France and Spain are now reportedly under control. AFP - Fires that swept through parts of Spain, France, Italy and Greece, killing at least eight people, began to abate Saturday, officials said.In Italy, eight fires were still not under control, but four others were on the point of being extinguished and another had been put out, an official said.A forest fire on the Greek island of Crete was dying down while another near the central town of Livadia was partly under control.Officials in Spain said that the majority of fires there had stabilised.The fires broke out earlier this week. Six firefighters were among the dead.On Thursday night, Helicopters and civil protection boats plucked about 120 people to safety from a beach at Capo Pecora in the southwest of Sardinia after they became trapped by flames.Near Cagliari, the island's main city, inmates from a prison spent the night on a beach because fire threatened the penitentiary.Some 10,000 hectares (25,000 acres) of forest and brush have been destroyed by six separate fires on Sardinia. Hundreds of firefighters backed by Canadair water planes tried to bring them under control Friday.
On Thursday, a 58-year-old shepherd died as he attempted to rescue his flock. A farmer died of a heart attack as he tried to escape the fires.In Spain five firefighters have been killed in three days and about 10,600 hectares land razed by the flames, particularly in Teruel province in the northeast.The driver of a firefighters' truck was killed in the province on Thursday after his vehicle fell into a ravine as it avoided flames.

Ten houses and about 50 cars have been destroyed.A fire service officer said two fires, including one near the main city of Ajjaccio, were spreading but the third had been brought under control. Military To Work With FEMA During Swine Flu Pandemic

According to a CNN report, the military will assist civilian authorities in the event of a significant swine flu outbreak in the U.S. this fall, stoking fears that the pandemic, which has claimed relatively few lives so far, will be used as an excuse to implement martial law and a mandatory vaccination program.The plan calls for military task forces to work in conjunction with the Federal Emergency Management Agency. There is no final decision on how the military effort would be manned, but one source said it would likely include personnel from all branches of the military, states the report.The proposal, which was drawn up by U.S. Northern Command’s Gen. Victor Renuart, is awaiting final approval from Defense Secretary Robert Gates. The first step would be to sign an execution order which would authorize the military to begin detailed planning on how to implement the proposal, before actual orders to deploy military personnel are given.The amount of troops required or whether they would come from the active duty or the National Guard and Reserve forces has not yet been determined.Northcom has been preparing for mass flu pandemics for years and indeed, Gen. Victor Renuart spoke of the threat of a flu pandemic emerging out of Mexico just weeks before it actually happened.Testifying back in March, Renuart said Northcom would provide assistance in support of civil authorities during an epidemic, adding when requested and approved by the Secretary of Defense or directed by the President, federal military forces will contribute to federal support. GMO Scandal: The Long Term Effects of Genetically Modified Food on Humans

One of the great mysteries surrounding the spread of GMO plants around the world since the first commercial crops were released in the early 1990’s in the USA and Argentina has been the absence of independent scientific studies of possible long-term effects of a diet of GMO plants on humans or even rats. Now it has come to light the real reason. The GMO agribusiness companies like Monsanto, BASF, Pioneer, Syngenta and others prohibit independent research.The only research which is permitted to be published in reputable scientific peer-reviewed journals are studies which have been pre-approved by Monsanto and the other industry GMO firms. An editorial in the respected American scientific monthly magazine, Scientific American, August 2009 reveals the shocking and alarming reality behind the proliferation of GMO products throughout the food chain of the planet since 1994. There are no independent scientific studies published in any reputed scientific journal in the world for one simple reason. It is impossible to independently verify that GMO crops such as Monsanto Roundup Ready Soybeans or MON8110 GMO maize perform as the company claims, or that, as the company also claims, that they have no harmful side effects because the GMO companies forbid such tests!
That’s right. As a precondition to buy seeds, either to plant for crops or to use in research study, Monsanto and the gene giant companies must first sign an End User Agreement with the company. For the past decade, the period when the greatest proliferation of GMO seeds in agriculture has taken place, Monsanto, Pioneer (DuPont) and Syngenta require anyone buying their GMO seeds to sign an agreement that explicitly forbids that the seeds be used for any independent research. Scientists are prohibited from testing a seed to explore under what conditions it flourishes or even fails. They cannot compare any characteristics of the GMO seed with any other GMO or non-GMO seeds from another company. Most alarming, they are prohibited from examining whether the genetically modified crops lead to unintended side-effects either in the environment or in animals or humans.The only research which is permitted to be published in reputable scientific peer-reviewed journals are studies which have been pre-approved by Monsanto and the other industry GMO firms.The entire process by which GMO seeds have been approved in the United States, beginning with the proclamation by then President George H.W. Bush in 1992, on request of Monsanto, that no special Government tests of safety for GMO seeds would be conducted because they were deemed by the President to be substantially equivalent to non-GMO seeds, has been riddled with special interest corruption. Former attorneys for Monsanto were appointed responsible in EPA and FDA for rules governing GMO seeds as but one example and no Government tests of GMO seed safety to date have been carried out. All tests are provided to the US Government on GMO safety or performance by the companies themselves such as Monsanto. Little wonder that GMO sounds to positive and that Monsanto and others can falsely claim GMO is the solution to world hunger.
In the United States a group of twenty four leading university corn insect scientists have written to the US Government Environmental Protection Agency (EPA) demanding the EPA force a change to the company censorship practice. It is as if Chevrolet or Tata Motors or Fiat tried to censor comparative crash tests of their cars in Consumer Reports or a comparable consumer publication because they did not like the test results. Only this deals with the human and animal food chain. The scientists rightly argue to EPA that food safety and environment protection depend on making plant products available to regular scientific scrutiny.We should think twice before we eat that next box of American breakfast cereal of the corn used is GMO or not.

LONDON (AFP) – A group of young people who claimed their birth defects were caused by a soup of toxic materials in a former steel town won a legal action against the local authority on Wednesday.The 18 claimants, aged nine to 22, said the defects were caused by their mothers' exposure to pollution in Corby, a former steel town.Corby Borough Council (CBC), which was responsible for the reclamation of a former British Steel plant, one of the largest in western Europe, was found liable at London's High Court.The council denied it was negligent during the works at the former British Steel plant between 1985 and 1999, and that there was a link between the removal of waste to a quarry and deformities affecting hands and feet.Judge Robert Akenhead said Wednesday there was a statistically significant cluster of birth defects between 1989 and 1999, and the type of contaminants which could cause the birth defects were present on the site.There was an extended period between 1983 and August 1997 in which Corby Borough Council was extensively negligent in its control and management of the sites,he said.That negligence and, as from April 1, 1992, breach of statutory duty on the part of CBC permitted and led to the extensive dispersal of contaminated mud and dust over public areas of Corby and into and over private homes, with the result that the contaminants could realistically have caused the types of birth defects of which complaint has been made by the claimants.

Water pollution sickens thousands in north China Wed Jul 29, 5:57 am ET
BEIJING – Contaminated drinking water has sickened more than 2,600 people in northern China, including 59 who were hospitalized with fevers, diarrhea, stomach aches and vomiting, state media reported Wednesday.Heavy rains caused contaminants to seep into a water supply in Chifeng city in Inner Mongolia, the official Xinhua News Agency reported, without saying what the contaminants were.Residents began reporting diarrhea and vomiting over the weekend and were treated at the local hospital, Xinhua reported. The contaminated well provided water for 58,000 of the city's 4.5 million residents, it said.
Calls to the Chifeng city government office rang unanswered Wednesday.
Although the government has taken measures to control water pollution, problems such as acid rain — caused by industrial pollution in the atmosphere — remain prevalent in many Chinese cities. Raw tap water is unsafe to drink, and most Chinese have to boil it before drinking.Despite the recent heavy rains in Chifeng, parts of China's wheat-growing northern regions are suffering their worst drought in five decades.Xinhua also reported Wednesday that Beijing municipality will spend $22 million to plant 13,000 acres (5,260 hectares) of trees to protect two of its largest drinking water reservoirs.

Ian Plimer has outraged the ayatollahs of purist environmentalism, the Torquemadas of the doctrine of global warming, and he seems to relish the damnation they heap on him.
Plimer is a geologist, professor of mining geology at Adelaide University, and he may well be Australia's best-known and most notorious academic.Plimer, you see, is an unremitting critic of anthropogenic global warming -- man-made climate change to you and me -- and the current environmental orthodoxy that if we change our polluting ways, global warming can be reversed.It is, of course, not new to have a highly qualified scientist saying that global warming is an entirely natural phenomenon with many precedents in history. Many have made the argument, too, that it is rubbish to contend human behaviour is causing the current climate change. And it has often been well argued that it is totally ridiculous to suppose that changes in human behaviour -- cleaning up our act through expensive slight-of-hand taxation tricks -- can reverse the trend.But most of these scientific and academic voices have fallen silent in the face of environmental Jacobinism. Purging humankind of its supposed sins of environmental degradation has become a religion with a fanatical and often intolerant priesthood, especially among the First World urban elites.
But Plimer shows no sign of giving way to this orthodoxy and has just published the latest of his six books and 60 academic papers on the subject of global warming. This book, Heaven and Earth -- Global Warming: The Missing Science, draws together much of his previous work. It springs especially from A Short History of Plant Earth, which was based on a decade of radio broadcasts in Australia.That book, published in 2001, was a best-seller and won several prizes. But Plimer found it hard to find anyone willing to publish this latest book, so intimidating has the environmental lobby become.But he did eventually find a small publishing house willing to take the gamble and the book has already sold about 30,000 copies in Australia. It seems also to be doing well in Britain and the United States in the first days of publication.Plimer presents the proposition that anthropogenic global warming is little more than a con trick on the public perpetrated by fundamentalist environmentalists and callously adopted by politicians and government officials who love nothing more than an issue that causes public anxiety.While environmentalists for the most part draw their conclusions based on climate information gathered in the last few hundred years, geologists, Plimer says, have a time frame stretching back many thousands of millions of years.The dynamic and changing character of the Earth's climate has always been known by geologists. These changes are cyclical and random, he says. They are not caused or significantly affected by human behaviour.Polar ice, for example, has been present on the Earth for less than 20 per cent of geological time, Plimer writes. Plus, animal extinctions are an entirely normal part of the Earth's evolution.
(Plimer, by the way, is also a vehement anti-creationist and has been hauled into court for disrupting meetings by religious leaders and evangelists who claim the Bible is literal truth.)Plimer gets especially upset about carbon dioxide, its role in Earth's daily life and the supposed effects on climate of human manufacture of the gas. He says atmospheric carbon dioxide is now at the lowest levels it has been for 500 million years, and that atmospheric carbon dioxide is only 0.001 per cent of the total amount of the chemical held in the oceans, surface rocks, soils and various life forms. Indeed, Plimer says carbon dioxide is not a pollutant, but a plant food. Plants eat carbon dioxide and excrete oxygen. Human activity, he says, contributes only the tiniest fraction to even the atmospheric presence of carbon dioxide.There is no problem with global warming, Plimer says repeatedly. He points out that for humans periods of global warming have been times of abundance when civilization made leaps forward. WASHINGTON (Reuters) – U.S. Homeland Security Secretary Janet Napolitano is expected to reveal on Wednesday the Obama administration's domestic policies to prevent terrorist attacks, the Wall Street Journal said on Tuesday.In an interview, Napolitano said the new strategy is expected to rely largely on refining and expanding initiatives launched under former President George W. Terrorists groups could soon use the internet to help set off a devastating nuclear attack, according to new research.The claims come in a study commissioned by the International Commission on Nuclear Non-proliferation and Disarmament (ICNND), which suggests that under the right circumstances, terrorists could break into computer systems and launch an attack on a nuclear state – triggering a catastrophic chain of events that would have a global impact.Without better protection of computer and information systems, the paper suggests, governments around the world are leaving open the possibility that a well-coordinated cyberwar could quickly elevate to nuclear levels.In fact, says the study, this may be an easier alternative for terrorist groups than building or acquiring a nuclear weapon or dirty bomb themselves.
Though the paper admits that the media and entertainment industries often confuse and exaggerate the risk of cyberterrorism, it also outlines a number of potential threats and situations in which dedicated hackers could use information warfare techniques to make a nuclear attack more likely.While the possibility of a radical group gaining access to actual launch systems is remote, the study suggests that hackers could focus on feeding in false information further down the chain – or spreading fake information to officials in a carefully orchestrated strike.Despite claims that nuclear launch orders can only come from the highest authorities, numerous examples point towards an ability to sidestep the chain of command and insert orders at lower levels, said Jason Fritz, the author of the paper. Cyber-terrorists could also provoke a nuclear launch by spoofing early warning and identification systems or by degrading communications networks.Since these systems are not as well-protected as those used to launch an attack, they may prove more vulnerable to attackers who wish to tempt another nation into a nuclear response.Governments around the world have recently stepped up their commitment to increasing cyber-defence, after a number of high-profile incidents in which hackers launched attacks on foreign nations. Recent online conflicts, as well as reported attacks on government computer systems in the US, UK and elsewhere have increased the stakes.In Britain, Gordon Brown recently announced plans to step up online intelligence operations – while in the US, President Obama has said he intends to appoint a cyber-security tsar to ensure that protecting America's computer systems will be a national security priority.

Pakistani officials are saying that India's launch of a nuclear-powered submarine over the weekend threatens regional peace. Pakistan's complaint comes barely two weeks after it had agreed to resume peace talks with India. According to the BBC, Pakistan's foreign ministry alleged the submarine threatens regional security.
Pakistan will take appropriate steps to safeguard its security without entering an arms race,foreign office spokesman Abdul Basit said.The continued induction of new lethal weapon systems by India is detrimental to regional peace and stability,Despite the foreign office's cautious tone, Pakistani Navy officials have said the submarine launch could spark an arms race, reports Dawn, an English-language Pakistani daily.

ROME – The number of prisoners put to death worldwide decreased in 2008, a human rights group said Wednesday, adding that China retained its position as the world's top executioner.Executions in the United States were down from last year, while Iran and Saudi Arabia appeared near the top of the list of the world's top executioners, the anti-death penalty group Hands Off Cain said in a report about 2008 and the first six months of this year.The group said that at least 5,727 executions were carried out in 2008, down from 5,851 the year before. It said that 46 countries retained the death penalty last year, three fewer than in 2007, with Burundi and Uzbekistan abolishing capital punishment, and Sierra Leone establishing itself as a de facto abolitionist by not having carried out any executions for more than 10 years.The report said China accounted for at least 5,000 executions — or 87.3 percent of the total — the same estimate as last year.Hands Off Cain said its estimates are based on reports by the media and other human rights groups since the exact number of executions in China remains a state secret.Iran executed at least 346 people last year, down from 355 in 2007; Saudi Arabia put 102 people to death, while in 2007 it accounted for 166 executions. As of June 30, the number of executions in the two countries included four minors in Iran and three in Saudi Arabia, in violation of the U.N. Convention on the Rights of the Child, the report said.
The Rome-based group also said a large number of executions were based on terrorism charges in Afghanistan, Indonesia, Iran and Iraq. China also ties repression against Tibetans and Uighurs — a Muslim minority in the country's restive far western region of Xinjiang — as part of the war on terrorism, it said.The United States executed 37 people — five fewer than 2007, continuing a downward trend in the country since 1999, when the number of executions peaked at 98, according to Hands Off Cain. Nearly half the U.S. executions in 2008 were carried out in Texas.The report also said 111 death sentences were handed down in the United States last year, the lowest number since the reintroduction of the death penalty in 1976.The group assigned the Abolitionist of the Year award to New Mexico's Gov. CAIRO – Ministers from the 10 African countries on the Nile river began crucial discussions Monday over drafting a new water sharing agreement, which is hampered by Egypt's refusal to reduce its share of world's longest river.In an opening address to the Nile Basin Initiative, held in the Mediterranean port city of Alexandria, Egypt's Prime Minister Ahmed Nazif urged for a return of the cooperation and harmony among the group's members, describing the ongoing dispute as a misunderstanding.In the two-day meeting, participants are hoping to conclude the Nile Cooperative Framework Agreement, which establishes a permanent body to oversee water allocation along the Nile.During talks last month in Kinshasa, Congo, officials from the 10 countries of the Nile basin, failed to agree over a new system of water sharing desired by a majority of the members.A 1929 agreement between Egypt and Britain, acting on behalf of its then east African colonies, set up the original sharing framework and gave Cairo the right to veto upstream projects.In a 1959 agreement with Sudan, Egypt was awarded an annual 55.5 billion cubic meters of Nile water, the largest share of any country along the river.The remaining eight riparian states resent Egypt's quota and want to draft a new agreement.Egyptian Minister of Irrigation and Water Resources Mohammed Nasreddin Allam has repeatedly said that his country will not accept any change to its quota.Egypt's cabinet issued a report last week that the country needed 86.2 billion cubic meters of water in 2017 and only has resources of 71.4 billion cubic meters.A country of vast deserts, only around 6 percent of Egypt is arable, almost entirely due to the Nile.
Egypt's water resources stood at 64 billion cubic meters in 2006, of which the River Nile provided or 86.7 percent, the report said. By 2017 the Nile is expected to supply only 80.5 percent of Egypt's resources.Due to the absence of any major dams or hydroelectric projects upstream of it, experts say Egypt can afford to be dismissive of the other states' concerns since there is little they can do to impede the Nile's flow.Talks in Kinshasa ended with Egypt refusing to ratify the new pact without the other signatories explicitly agreeing to its original share of Nile water and a veto for Cairo over any future upstream projects.The other Nile basin countries are Rwanda, Kenya, Uganda, Tanzania, Congo, Sudan, Ethiopia, Uganda and Burundi.

Mexico to issue citizens national identity card

MEXICO CITY – President Felipe Calderon says Mexico will start issuing nationwide identity cards for its citizens starting this year, and by 2012 everyone will have one.The cards will carry the bearer's photograph. It will also include information on fingerprints and biometric data, including facial and iris scans, on a magnetic strip.
Most Mexicans currently use their voter ID cards for identification. They contain a photo, signature and one fingerprint. They will continue to be issued.Interior Secretary Fernando Gomez Mont said Tuesday the new cards will help in the fight against organized crime, and ensure transparency in government aid programs.Drug traffickers frequently use false identification documents to evade law enforcement.

NEW YORK – The latest durable goods report is giving the stock market new reasons for worrying about the economic recovery.Stocks fell moderately Wednesday after the Commerce Department said orders to U.S. factories for big-ticket manufactured goods dropped an unexpectedly steep 2.5 percent in June, the latest sign that the economy could remain troubled for some time. The market's July rally has been on hold since Friday as investors look for clues about the economy's direction.The drop in orders reflected the troubles in the auto industry and a sharp drop in demand for commercial aircraft. It was the largest slide in five months. Economists were expecting a decrease of 0.6 percent.Russell Croft, portfolio manager at Croft Leominster Investment Management in Baltimore, cautioned against reading too much into one economic number because he expects readings will continue to come in mixed as the economy begins to recover.There's a good economic number and then there's a bad number and that's probably what you'd expect at this juncture of the recession,he said. Hopefully it's two steps back and three steps forward.In late morning trading, Dow Jones industrial average fell 29.47, or 0.3 percent, to 9,067.25. The Standard & Poor's 500 index fell 4.58, or 0.5 percent, to 975.04, while the Nasdaq composite index slid 8.67, or 0.4 percent, to 1,966.84.On Tuesday, stocks finished mixed after several corporate earnings reports and the Conference Board's reading on consumer confidence fell short of expectations.Energy company stocks dragged on the overall market after crude inventories rose more than expected last week, according to a weekly Energy Department report. The rise prompted worries that weakness in the economy was curbing demand for energy.Occidental Petroleum Corp. fell $2.11, or 2.9 percent, to $69.58, while Schlumberger Ltd. fell $1.80, or 3.3 percent, to $52.80.

In corporate news, Microsoft Corp. and Yahoo Inc. announced a 10-year deal that gives Microsoft access to the Internet's second-largest search engine audience. Microsoft rose 12 cents to $23.59, while Yahoo fell $1.80, or 10.5 percent, to $15.42.Media conglomerate Time Warner Inc. said its second-quarter profit fell 34 percent on lower revenue in the company's publishing, movie and online properties. Its earnings topped estimates but revenue fell short of projections. The stocks rose 11 cents to $27.12.
Sprint Nextel Corp. fell 45 cents, or 9.8 percent, to $4.14 after its loss widened in the second quarter as revenue and subscribers continued to fall.Investors have grown cautious after a two-week surge of 11 percent in major stock indexes that began when earnings reports were stronger than expected. VANCOUVER, British Columbia (Reuters) – Canadian physician Robert Ouellet is tired of hearing Canada's healthcare system cast as the boogeyman in the vitriolic U.S. political debate over healthcare reform.Critics of President Barack Obama's reform drive have accused him of trying to adopt the Canadian system of public healthcare funding, which they say endangers patients with lengthy waits for medical care.Some advertisements feature Canadian citizens who say they were denied needed medical care or forced to seek treatment at their own expense in the United States because Canada's system was too slow to respond.While Ouellet, president of the Canadian Medical Association, admits that Canada's system has its flaws, including excessive wait times for some medical services, he denies the accusation that it puts lives at risk.To say that the system is a complete failure is not fair. When people go to the hospital they get good quality medical care. ... People are not dying on the street, said Ouellet, who practices medicine in the French-speaking province of Quebec.
Canada's national system is actually a set of provincial and territorial insurance systems governed by a federal law that says coverage is universal, and ensures that taxpayers, not patient fees, pay for primary medical services so everyone can afford them..It's 14 systems,Ouellet said.
CULTURAL GAPS
Canadians are quick to cite healthcare as a cultural difference with their southern neighbor, describing it as inconceivable that 47 million Americans -- more than Canada's population -- live without health insurance.It's seen as something that separates us from the United States, said Mike Luff, a spokesman for the National Union of Public and General Employees.The attacks on Canada's healthcare are also ironic because "Obama's plan doesn't come close to what the system is in Canada, Luff said.White House-backed Bills now making their way through the U.S. House and Senate would overhaul rules for private health insurers, and offer them competition in the form of a government-run health program.Private health insurance is also available in Canada, as a supplement to the government-funded insurance system, and Canadians face the same television advertisements as Americans about the risks of not having it.
Canadians can also pay private clinics for some procedures to avoid waiting, but major medical treatments must be done through the government-funded system.Ouellet says each country has something to learn from the other about health care, and should also take lessons from European countries that provide universal care while reducing both costs and wait times.Dr. Brian Day, a past CMA president who has advocated for a bigger private-sector role in Canada, is also dismayed that Americans and Canadians focus on one another and ignore the rest of the world when discussing healthcare reform.Clearly the Canadian system has problems, but the United States has more problems. ... Report: Kohlberg Kravis plans Dollar General IPO JULY 29,09
NEW YORK – Private equity firm Kohlberg Kravis Roberts & Co., which operates KKR Financial Holdings LLC, is preparing for an initial public offering of discount retailer Dollar General Corp., according to the Wall Street Journal, which cited people familiar with the matter.Representatives from KKR and Dollar General could not immediately be reached for comment.The Goodlettsville, Tenn.-based chain, with more than 8,400 stores in 35 states,sells discounted housewares and has benefited as consumers trade down to cheaper products during the recession.KKR is expected to serve as a lead underwriter on the deal, along with Goldman Sachs Group Inc. and Citigroup Inc., according to the paper. It would be the first time KKR underwrote one of its IPOs.KKR, by teaming up with Fidelity Investments, will sell shares to institutions, as well as the public.Dollar General's board will soon meet to complete the underwriter selection.Dollar General was bought in July 2007 for $6.9 billion by an investment group that included affiliates of KKR and Goldman Sachs, among others.

BRUSSELS (AP) -- European Union regulators said Wednesday they would investigate whether Latvia's rescue of its second biggest bank was a realistic project that would allow the lender to survive without state help.The European Commission said it would probe Latvian government aid for JSC Parex Banka to check that a bailout and a long-term restructuring plan would help the bank recover without giving it an unfair advantage over rivals.A bank run on Parex last November only ended when the government stepped in to save it from collapse, buying a 51 percent stake for 2 lats ($3.85) and injecting some 200 million lats ($385 million) to keep it afloat. Latvia has so far spent around $1 billion to keep the bank afloat.The government currently owns 95 percent of the bank, with the rest held by small shareholders. The European Bank of Reconstruction and Development -- a lender owned by 61 nations -- is in talks to buy a quarter of the bank $84.2 million and give it a euro22 million loan.The Latvian government bailout for the bank includes new state guarantees, extending existing guarantees, liquidity support and capital injections.EU regulators have warned that banks receiving such large government help may need to sell off parts of their business and agree not to undercut rivals to avoid distorting fair competition.
Latvia's deteriorating economy has forced the government to seek a multibillion euro (dollar) bailout from the European Union and the International Monetary Fund late last year.The country has hit a deep recession after three years of stellar growth, when it led all EU members in gross domestic product growth. Beijing - The European Union (EU) said on Monday it'd levy 24% anti-dumping duty on China's steel and wire rod for a period of five years.A meeting of EU foreign ministers of the 27-nation bloc approved without discussion on Monday the measure of imposing a definitive anti-dumping duty up to 24% on China's imported steel wire rods.
The definitive measure came after temporary duties were slapped in February 2009 following European producers claimed that Chinese producers had sold their products in low prices and hurt their businesses.

SAN FRANCISCO – Microsoft Corp. has finally roped Yahoo Inc. into an Internet search partnership, capping a convoluted pursuit that dragged on for years and finally setting the stage for them to make a joint assault against the dominance of Google Inc.The 10-year deal announced Wednesday gives Microsoft access to the Internet's second-largest search engine audience, adding a potentially potent weapon to the software maker's Internet arsenal as it tries to better confront Google, which is by far the leader in online search and advertising. Microsoft didn't have to give Yahoo an upfront payment to make it happen, as many Yahoo investors had hoped.Google tried to stop Yahoo from falling into Microsoft's camp. Last year it formed its own proposed search advertising deal with Yahoo, only to be forced to retreat from that alliance after U.S. antitrust officials threatened to sue.The extended reach will allow Microsoft to introduce its recently upgraded search engine, called Bing, to more people. The Redmond, Wash.-based software maker believes Bing is just as good, if not better, than Google's search engine. Taking over the search responsibilities on Yahoo's highly trafficked site gives Microsoft a better chance to convert Web surfers who had been using Google by force of habit.Microsoft and Yahoo know there's so much more that search could be, said Microsoft Chief Executive Steve Ballmer. This agreement gives us the scale and resources to create the future of search.In return for turning over the keys to its search engine to Bing and promoting it, Yahoo will get to keep 88 percent of the revenue from all ads that run alongside search requests on its site for the first five years of the deal. Yahoo also will have the right to sell ads on some Microsoft sites.Yahoo estimated the deal will boost its annual operating profit by $500 million and save the Sunnyvale, Calif.-based company about $275 million on capital expenditures a year because it won't have to invest in its own search technology. An unspecified number of Yahoo engineers will lose their jobs as the company scales back, Yahoo Chief Executive Carol Bartz told analysts in a Wednesday conference call.
But the deal isn't expected to close until early next year, and then it could take another two years before all the pieces of the partnership are in place worldwide. The companies first will give antitrust regulators time to review the proposed partnership's effects on the Internet ad market and then it will take time to stitch together their different technologies.Shares of Yahoo slid $1.68, or 9.8 percent, to $15.54, as investors expressed disappointment over the fact that the company won't be getting an immediate windfall from the deal. Microsoft shares advanced 14 cents to $23.61. Google shares fell $5.51, 1.3 percent, to $434.34.The alliance could give Yahoo a chance to recoup some of the money it squandered in May 2008, when it turned down a chance to sell the entire company to Microsoft for $47.5 billion. Yahoo's market value currently stands at about $22 billion.The two rivals began talking about a possible partnership as far back as 2005 before Microsoft intensified the courtship with last year's attempt to buy Yahoo.It took Bartz just six months to strike a deal with Microsoft — something that neither of her predecessors, Terry Semel and Yahoo co-founder Jerry Yang, seemed interested in doing.Shortly after her arrival, Bartz made it clear she was willing to farm out Yahoo's search engine for boatloads of money as long as she as thought the company would still receive adequate information about its users' interests. Although Yahoo won't get any immediate cash, Bartz predicted the deal will still be a boon for the company.This agreement comes with boatloads of value for Yahoo, our users, and the industry, and I believe it establishes the foundation for a new era of Internet innovation and development, Bartz said Wednesday.
Under the agreement, Yahoo will have limited access to the data on users' searches — which yield insights that can be used to pick out ads more likely to pique a person's interest. The value of that information is why Microsoft wants to process more search requests.Like Yahoo, Microsoft has invested billions in its search technology during the past decade, yet remained a distant third in market share while its online losses piled up. The company's Internet services division lost $2.3 billion in the fiscal year ending in June, nearly doubling from the previous year.Microsoft is counting on Bing, unveiled in early June, to turn things around.Bing has been getting mostly positive reviews and picking up slightly more traffic with the help of a $100 million marketing campaign. Analysts believe Bing's successful debut pushed Microsoft to reopen negotiations so it could expose its search engine improvements to a wider audience more quickly. The reason the deal happened now is the recent success of Bing. I think it put pressure on Yahoo, as well as Yahoo not being able to turn it around on its own,said Gartner Inc. analyst Neil MacDonald.Even with Yahoo's help, Microsoft still has its work cut out. Combined, Microsoft and Yahoo have a 28 percent share of the Internet search market in the United States, well behind Google's 65 percent, according to online measurement firm comScore Inc. Google is even more dominant in the rest of the world, with a global share of 67 percent compared to a combined 11 percent for Microsoft and Yahoo.Microsoft and Yahoo are bracing for antitrust scrutiny into whether the combination would have an adverse effect on competition in the online ad market.The U.S. Justice Department spent five months dissecting last year's proposed search advertising partnership between Google and Yahoo before concluding that it would give Google too much control over the market. We think this is one of these cases where the coming together will produce more effective market competition, not less,he told analysts in Wednesday's conference call.Just getting Yahoo to succumb to its latest advance represents a coup for Microsoft and the boisterous Ballmer, who was rebuffed for so long.Microsoft is doubling down on Internet search at the same time Google is attacking Microsoft's bread-and-butter business of making software for personal computers.Google is working on a free operating system for inexpensive personal computers in a move that could threaten Microsoft's ubiquitous Windows franchise. If it gains traction, Google's alternative, called Chrome OS, could divert some revenue from Microsoft while the software maker is trying to grab more of the money pouring into search advertising.Chrome OS, though, isn't supposed to hit the market until the second half of next year. EUOBSERVER / BRUSSELS - A former speech-writer of Swedish foreign minister Carl Bildt has in a report accused the EU of creating an illegitimate propaganda machine.Maria Rankka, who worked for Mr Bildt in 1999, currently runs the Swedish pro-free markets think-tank Timbro, which in a paper out this week says that Brussels is overstepping its mandate of facilitating cross-border co-operation. The EU, at the tax-payers' expense, actively advocates more European integration and prevents free debate on the future of Europe, extending the limits of what we normally regard as communication, the study says.Sweden, during its presidency of the EU in the autumn of 2009, should highlight the issue and take the first step in reversing this trend.Timbro notes that the European Commission each year allocates funds far in excess of its official €213 million communications budget to projects ranging from EU-sponsored radio stations and websites, such as Euranet and EUtube.It points out that popular broadcaster Euronews benefits from EU assistance to the tune of €10.8 million a year, raising questions over its objectivity. The Brussels and Maastricht-based European Journalism Centre, which trains future reporters, took a €1 million grant in 2008.The EU also contributes funds to a number of pro-European NGOs in order to substantiate claims that there is civil society support for deeper integration, the think-tank argues. The list of what Timbra likens to GONGOs - Government Organised Non-Governmental Organisations - includes the Centre for European Policy Studies, European Movement, Europe for Citizens and Friends of Europe. In one striking example, the report notes that schools keen to benefit from Brussels' €69 million a year free milk scheme must display an A3-format poster outside their canteens showing the EU flag and stating that EU money paid for the drink.
Brussels is currently rolling out a similar-scale free fruit project.
The EU approach to self-promotion would hardly be acceptable in individual member states if applied by national governments, the think-tank says. Swedish politician Margot Wallstrom, in charge of the commission's communication wing, fired back in a comment for Swedish daily Dagens Nyheter, calling the report incomplete, simplistic and biased.Our task ...is to stimulate debate and discussion about various EU topics that relate to all of us. It's not propaganda - it's to strengthen democracy,she said.My aim is to make the European Commission more open and responsive to people's opinion and attitudes. Not to make people love the EU.
Political cynicism marred EU vote turnout

EUOBSERVER / BRUSSELS - Lack of trust and interest in politics have come out as the main reasons for a record low turnout in the June elections of the European Parliament - the only EU body directly elected by people, a fresh survey has found.
Almost a third of respondents (28%) to the Eurobarometer poll, published on Tuesday (28 July), suggested that they do not trust or are not satisfied with politics in general and therefore did not cast their vote, with the argument mainly present in Greece (51%), Bulgaria (45%), Cyprus and Romania (both 44%).In contrast, only 8 percent of non-voters in Denmark mentioned this reason, in line with Luxembourgers (11%), Finns and Belgians (both 18%).In Hungary, Malta and Spain, citizens who abstained from the EP vote said they were not interested in politics as such, while Latvians and Austrians overwhelmingly believed that the election of MEPs has no consequences and would not change anything - the third most frequent reason for ignoring the poll.Across social groups in population, the lack of interest in politics was mainly present among young voters, aged 18 to 24, while disbelief that the EU's legislature and its make-up after the vote would matter for their life was mainly voiced by the unemployed and people with difficulties in paying their bills.
Only 2 percent of respondents said they did not know about the elections and more people (53%) admitted they had enough information to decide whom to vote than those who lacked the relevant facts (42%).The election of the 736-member parliament took place between 4 and 7 June across the 27 member states, with a 43 percent turnout across the EU, down from 45 percent in the previous poll in 2004. In the very first EP election in the then 12-member club in 1979, the attendance was 62 percent. In eight member states, this year's participation increased compared to the 2004 poll. In eight states it was about the same while in seven countries it was moderately lower and in four countries, the turnout was markedly lower.The lowest turnout was recorded in Slovakia (19.6%) and Lithuania (20.9%), while the highest figures came from Luxembourg (91%) and Belgium (85.9%) - both countries where voting is compulsory. Malta, Italy and Denmark scored highest for countries with no obligation to vote.
