WASHINGTON (Reuters) – Failure by global institutions to make a coordinated push to persuade countries such as China to let their currencies' value rise would endanger the global economy, U.S. Treasury Secretary Timothy Geithner said on Wednesday.

Geithner, laying out the U.S. position ahead of this weekend's semi-annual meetings of the International Monetary Fund and World Bank, made clear he sees the risk of a round of destructive competitive currency devaluations.This is a problem because when large economies with undervalued exchange rates act to keep the currency from appreciating, that encourages other countries to do the same, he said at the Brookings Institution, a Washington think tank.He told a questioner the Obama administration has ample backing for its efforts to get Beijing to move toward market-oriented exchange rates, which would make its exports more costly, but cautioned against expecting quick results.China will be less likely to move to allow its currency to rise more rapidly if it is not confident other countries will move with it,Geithner said, in a clear reference to risks that others are becoming more willing to keep their currencies' value down as a policy to boost exports.

FOCUS ON EMERGING MARKETS

Geithner's remarks were pointed, essentially saying that the United States was set to do its part to help rebalance global growth but that many others were not and that big emerging economies were specially reluctant.As America saves more, countries overly reliant on exports to us for their own growth will need to change their policies, or else global growth will slow and all of us will be worse off, he warned.Countries that chronically run large surpluses need to undertake policies that will boost their domestic demand, he added. China has run persistently big surpluses on its U.S. trade for years, prompting angry U.S. lawmakers to pass a legislative proposal threatening tariffs against its imports unless the yuan's value is allowed to rise.Geithner sounded a note of frustration that so many countries were apparently willing to use currencies as a policy tool.The main problem today is you have a set of emerging economies that both remain undervalued and are leaning heavily against appreciation, he said. That's not a viable strategy for them, it's not a sustainable strategy for their trading partners, for the countries they compete with, and it's not good for the system as a whole.Currencies have become a point of contention in recent weeks as the U.S. dollar, to which China links the yuan's value, has steadily fallen in anticipation of a further easing in U.S. monetary policy. This has sent investors into emerging markets in search of higher yields, driving those countries' currencies higher.Geithner said it will require coordinated action among trading partners to settle how to let markets determine currency values and warned the United States can't make the case alone.

EXISTENTIAL PROBLEM

Don't look for a near-term quick fix on this, he said. This is the central existential challenge of cooperation internationally and it will take a long period of time.Geithner refused to respond when asked directly whether some type of coordinated intervention was needed in currency markets, saying he would only answer the question if it was useful for him to do so.He also said the United States is going to have to move cautiously in removing economic stimulus because growth is still relatively soft, signaling it will be reluctant to take major steps quickly to cut its debts or raise interest rates.We believe the United States in particular needs to continue providing well-targeted support for the recovery in the near term even as we put in place plans to help ensure fiscal sustainability over the longer term, he said. Geithner said that the problem of undervalued currencies was inherently a multilateral problem that would take a cooperative effort to solve in the form of an effective multilateral mechanism to push countries with big current account surpluses to abandon export-oriented policies. IMF warns global recovery might not be sustained

WASHINGTON (AFP) – Rich and emerging economies must dramatically change the way they trade with each other or risk throttling the global economic recovery, the International Monetary Fund warned on Wednesday.In its latest economic outlook, the IMF said growth would slow more than previously expected in 2011, as the United States, Europe and Japan continue to struggle and China remains overly dependent on exports.The recovery is neither strong nor balanced and runs the risk of not being sustained, warned Olivier Blanchard, the IMF's chief economist.Painting a picture of a faltering developed world -- where business is still struggling to pick up where government crisis spending left off -- the IMF predicted global growth would be pared back to 4.2 percent next year.That is less than the 4.8 percent growth expected this year and 0.2 point below the IMF's July forecast for 2011.While restocking had helped short-term growth in the United States, Japan and some parts of Europe, the IMF said advanced economies were still reliant on dwindling government spending.For the past year or so, inventory accumulation and fiscal stimulus were driving the recovery. The first is coming to an end. The second is slowly being phased out, the IMF said in its twice-yearly World Economic Outlook.

The IMF slashed its US growth forecast for 2011, to 2.3 percent, lopping 0.6 points off its July forecasts.The growth forecast was also trimmed for this year, down 0.7 points to 2.2 percent, with warnings of a weak recovery in coming quarters.The IMF recommended that some central banks, like the US Federal Reserve, continue their ultra-loose monetary policies, but warned the impact of such policies would now be limited.Not much more can be done, and one should not expect too much from further quantitative or credit easing.Increased exports must take up the slack, it added.
Many advanced economies, most notably the United States, which relied excessively on domestic demand, must now rely more on net exports.Meanwhile the IMF said that rich countries, many of which are heavily in debt, would have to trim spending and balance their books in the medium term.Fiscal stimulus has to eventually give way to fiscal consolidation, and private demand must be strong enough to take the lead and sustain growth.There was a particular warning for Europe, with severe external financing constraints forecast for debt-laden Greece, Ireland, Portugal and Spain.

The picture could not be more different for emerging markets like India and China, where growth continues, but is limited by an over-dependence on exports to Europe, Japan and the United States that must be addressed.Emerging market economies with large current account surpluses must accelerate rebalancing. This is not only in the world economy's interest, but also in their own.Wading into sensitive political waters, the IMF said China must allow its currency to strengthen to boost domestic demand and reduce its reliance on exports. To the extent that a stronger Chinese currency eases this process, other surplus countries in the region could follow suit, which would facilitate the needed shift towards domestic sources of growth, the IMF said.Emerging markets are expected to expand at a rate of 7.1 percent this year and 6.4 percent in 2011.Advanced economies are expected to grow more slowly, at 2.7 percent in 2010 and 2.2 percent next year.The WEO report came ahead of Friday's opening of a two-day annual meeting of the IMF, where its 187 member nations are set to focus on a looming currency war and the dangers of protectionist trading policies.

EUOBSERVER / BRUSSELS – A group of EU commissioners from smaller member states is growing increasingly angry with a number of their larger-state colleagues, perceiving their actions as being driven by national interests rather than the greater European good. We have sworn in front of the European Court not to work for our national governments back home and I am taking it seriously, a frustrated commissioner from a smaller EU country said in an off-the-record conversation last week.Of course it is much easier when you come from a small member state where national leaders don't really attempt to influence the course of EU history, the commissioner added.The implication that EU legislation is subject to the whims of powerful national capitals such as Berlin, Paris or Rome is nothing new. But the financial crisis and an enlarged union with greater powers for the Brussels-based institutions are all contributing to growing pressure, say seasoned observers. The bigger the EU becomes the more it becomes intergovernmental and the more the commission is regarded as an executive secretariat for the council,says Belgian MEP Derk Jan Eppink, a member of the European Conservatives and Reformists group in parliament.Author of Life of a European Mandarin – Inside the Commission, Mr Eppink previously worked in the cabinets of former commissioner Frits Bolkestein and subsequently that of Siim Kallas.Commissioners from larger member states frequently feel they have to produce the goods for their governments back home, while those from smaller countries realise they don't have the capacity to do this, he said, pointing to former commissioner Gunter Verheugen's willingness to stand up for German industry.Another official identified issues of public procurement, state aid and EU infringement cases as areas where national lobbying is frequently intense.

Senior Italian officials within the commission are known for arguing their national case overtly,the contact said. The source added that the practice of defending a member state view is not necessarily anti-European, as it can prevent blockages further down the EU legislative pipeline.

Targeting Barroso

Commission chief Jose Manuel Barroso's presidential style of running the EU executive - compared to the more prime ministerial approach adopted by his predecessor Romano Prodi – has reportedly led to greater lobbying efforts to gain his attention. Mr Barroso can stop a piece of legislation or push it through, so big member states will try to catch his ear, said Mr Eppink.When it doesn't happen they let him know about it,he added, pointing to the recent Roma squabble, in which Mr Barroso is seen as having backed down after French President Nicolas Sarkozy voiced his anger over the commission's approach to France at a recent EU summit.A number of commissioners are also known to be furious with Mr Barroso's recent attempts – under intense pressure from Germany - to stall an EU initiative to phase out subsidies to loss-making coal mines by 2014.

US terror alert nothing new, EU commissioner says

EUOBSERVER / BRUSSELS - The US terrorism alert on Europe is not based on any new security developments and should not lead to changes in the way EU governments handle the terrorist threat, justice and fundamental rights commissioner Viviane Reding has said.On the terror alert in the US, some European ministers have given the answer already - they have said there is nothing new and that threats have been on the table for several years,Ms Reding said at a roundtable discussion organised in Brussels on Tuesday (6 October) by the Konrad Adenauer Foundation, a German think-tank.So, of course if there is nothing new, we don't have to do anything new, we can continue in the way we have proceeded until now - a very serious analysis of possible threats and reactions in order to avoid that those threats become terror attacks.The commissioner was referring to earlier comments made by German interior minister Thomas de Maiziere, who warned against being alarmist over the US alert issued on Sunday, which reportedly concerned tourist attractions in Berlin.Asked if she feared the US alert may lead to requests from the US side for EU governments to share even more data on their citizens, Ms Reding pointed to the overarching agreement on data transfer with Washington on which negotiations are due to start shortly.I know where I want to go, but in order to arrive there I need partners. The American government is a real partner, they are going to accompany us. Congress will take up new rules on protection of data, so things are going in the right direction, she said. Ms Reding's cool attitude towards the US alert is not shared by all.

Sweden and the UK have in recent days issued similar warnings to their citizens travelling to Germany and France. Japan and Australia have also joined the move. In the US itself, the alert has seen the number of US citizens overseas registering their whereabouts with consulates as a precautionary measure jump up from 2,000 per day to 8,000.EU interior ministers gathering in Luxembourg on Thursday will meet with the deputy secretary of US homeland security, Jane Holl Lute, who is to give more details about the terror warning.Meanwhile, US efforts to disrupt the alleged plot on European targets has been linked to an increase in drone missile attacks in Pakistan.European, Pakistani and American intelligence services are working together to foil these plots,Pakistan's ambassador to the US, Hussein Haqqani, told the BBC.

The strikes, targeting the border region with Afghanistan, include one on Monday which killed eight militants, among them five German nationals, he added.A British man killed in a strike last month was to head an al-Qaeda faction in the UK, BBC's Newsnight reported. EU citizens who were trained in terrorist camps in Pakistan are suspected of being part of the plots, according to EU sources quoted by AFP.

U.S. Offers Tax Breaks for Terror Funding

The United States government has been allowing citizens to take a tax deduction for donations to Viva Palestina, a group that aids the anti-Israel and anti-America terrorist group Hamas. Now a U.S. Congressman is trying to put a stop to it, as reported by the International Business Times.Congressman Brad Sherman (D-CA) told the paper that he has written to the State Department, the Department of Justice, and the IRS, informing them that Viva Palestina funds terrorism and is soliciting donations in America. The Patriot Act and other counter-terror laws prohibit soliciting funds for a recognized terrorist organization.His letters were sent several months ago, but nothing has been done. Sherman said the State Department forwarded his complaint to the Department of Justice, which has yet to respond. The IRS said they would look into the matter, he added. The congressman said he plans to keep pushing the matter until something is done.Viva Palestina is run by former British MP George Galloway, who openly supports Hamas and has made direct donations to the group. In 2009 Galloway gave Hamas leaders cash and vehicles, and taunted his government, saying, If you want to take me to court, I promise you there is no jury in all of Britain who will convict me.

Sherman said he has faced difficulty due to the fact that Viva Palestina's branch in the U.S. is partnered with the charity group Interreligious Foundation for Community Organizations (IFCO) and receives money through them.In addition, Viva Palestina USA claims that it does not give to Hamas. However, Sherman disputes that claim, pointing out that the group openly supports Galloway's aid convoys to Gaza. An expert on terrorism, Stephen Landman, was quoted by IBT as saying that Viva Palestina USA openly used its resources to prop up Hamas' government in the Gaza Strip.Landman recently addressed the House Financial Services Subcommittee on Oversight and Investigations. He told committee members that there is overwhelming evidence that Viva Palestina supports terrorism, and that the group has raised at least $200,000 in America.Galloway and Viva Palestina are currently planning a flotilla to sail for Gaza, in an attempt to break Israel's naval blockade of Hamas. A previous attempt to break the blockade ended with nine deaths and several injuries after armed passengers attacked IDF soldiers who attempted to redirect their boats, and soldiers opened fire in response.(IsraelNationalNews.com)

Fatah Pushes Boycott of OECD Meeting in Western Jerusalem

The Fatah faction led by Palestinian Authority Chairman Mahmoud Abbas is pushing a boycott of an event to be held in western Jerusalem, in a part of the capital that has been in Israeli hands since the creation of the state. Turkey may join in.The event in question is the OECD's biannual tourism conference, scheduled for October 20-22. The conference will be the first OECD event held in Israel since the Jewish State joined the organization.Abbas' Fatah released a statement accusing Israel of blocking tourism to PA-controlled areas. The statement claimed that Minister of Tourism Stas Misezhnikov's party, Yisrael Beiteinu (Israel Our Home) is a racist party that calls for a mass expulsion of Palestinians.Yisrael Beiteinu head Avigdor Lieberman has stated that Israel should strip citizenship from those who are not loyal to the state, regardless of their ethnic or religious background.

Misezhnikov said that the participation in the Summit ratifies that Jerusalem is the recognized capital of Israel. Are the rest of the OECD countries going to legitimize that? Fatah asked.Britain and Spain do not plan to attend the conference, in what was originally thought to be a protest of the decision to hold the event in Jerusalem. Misezhnikov indicated that Britain would not attend due to PA pressure.

However, British officials later clarified that their country's absence was not due to a boycott, but rather, due to the fact that the relevant officials were busy. Foreign Office spokespersons said British representatives plan to attend future Jerusalem events.Misezhnikov also said that OECD officials asked that delegates at the conference not travel to parts of Jerusalem that were under Jordanian control between 1948 and 1967.The PA claims those parts of the city, including many neighborhoods that are historically Jewish, as the capital of its hoped-for future Arab country.The OECD even suggested that the conference be moved to Tel Aviv, Misezhnikov said. Many countries maintain their embassies in the coastal city, despite the fact that Jerusalem is the nation's capital and is the location of most Israeli government offices.More than 14 countries have said they plan to send representatives to the conference, among them France, Germany, South Africa, Switzerland, Austria and Denmark.Turkish officials originally said they planned to attend the conference, but backtracked one day later, saying they planned to evaluate our options before making a final decision.(IsraelNationalNews.com)

September a Record Month for Missiles from Gaza

September 2010 saw more missile and mortar attacks against Israel by Gaza terrorists than any other month since the period immediately following IDF Operation Cast Lead in early 2009. The motivation for the attacks appears to be Hamas's intent to disrupt negotiations between Israel and the Palestinian Authority. The IDF Website reported that a total of 30 missiles and shells were fired in September 2010. These included 14 short-range Kassam rockets, 15 mortar shells and one Grad medium range missile. This was more than double the 13 launches that were recorded in the preceding month of August.To date, there have been 163 launches of projectiles against Israel in 2010. Of these, 106 were Kassams, 50 mortar shells and seven were Grads.Despite the September peak, the total numbers for 2010 are – for now – lower than those of any other year since routine Gazan rocket attacks on Israel began in 2002. All in all, terrorists have fired 11,293 rockets at Israel in almost nine years.These attacks increased in 2003 and in 2004 – a year in which there were over 1,500 launches – and then decreased sharply in 2005, the year in which Israel carried out its Disengagement from Gaza.In 2006 the rocket attacks began to climb sharply again, surpassing 3,000 in 2008. Terrorists in Hamas-controlled Gaza resumed rocket attacks on Israeli civilians Wednesday afternoon, firing two missiles. One of them struck the separation-security barrier and the second one landed in an open agricultural field. No injuries were reported.Israeli armed forces usually carry out a retaliatory attack shortly after terrorist attacks, which have continued despite a ceasefire in January 2009 following Israel’s three-week Operation Cast Lead counterterrorist campaign.More than 150 rockets and mortars have been fired at Israeli civilians since the beginning of 2010, and more than 440 rockets were fired at Israel since the end of Operation Cast Lead.Two weeks ago, the Air Force targeted and identified hitting a number of terrorists preparing to fire rockets from the central Gaza region.

Terrorists also have struck in Judea and Samaria, where rock-throwing Arabs try to break windshields and cause Jewish drivers to overturn in a fatal crash. Earlier this week, a car was damaged by rocks on the road that leads from Jewish communities in Samaria to Kfar Saba, part of metropolitan Tel Aviv. Several days earlier, a Molotov cocktail was hurled at a car on the same highway.Two weeks ago, several terrorist groups claimed responsibility for shooting a pregnant woman and her husband in a suburban Be’er Sheva community in the southern Hevron Hills. The woman was wounded, but she was able to deliver a baby boy through a Caesarean section, who was circumcised several days ago.The military wing of the Palestinian Islamic Jihad and the Imad Mughniyeh Squad of Fatah's Al-Aqsa Martyrs Brigades claimed joint responsibility for the attack. Subtropical Storm Otto forms in Atlantic

MIAMI – The National Hurricane Center says Subtropical Storm Otto has formed east of the Turks and Caicos Islands and is heading farther into the Atlantic.The storm had maximum sustained winds Wednesday near 60 mph (95 kph). Its center was located about 215 miles (345 kilometers) northeast of Grand Turk Island and it was moving north near 5 mph (7 kph).Forecasters say the storm could strengthen in the next two days as it turns eastward and heads farther out to sea. Heavy rainfall is possible in Puerto Rico, the Virgin Islands and northern Leeward Islands.Subtropical storms share the characteristics of tropical storms, which get their power from the warm ocean, and extratropical storms that form when warm and cold fronts collide.

KOLONTAR, Hungary – There was no stopping the avalanche of toxic red sludge: It smashed through the door of Kati Holczer's house, trapping the mother and her toddler in a sea of caustic waste.She saved her 3-year-old son, Bence, by placing him on a sofa that was floating in the muck. Then she called her husband Balazs, who was working in Austria, to say goodbye.We're going to die, she told him, chest-deep in the acrid mud.After the terror came the pain: Holczer and her two rescuers were among dozens of villagers suffering from deep chemical burns following Monday's spill.Their fox terrier Mazli — his name means Luck in Hungarian — lay dead in the yard Wednesday, still chained to a stake. Luca, their Labrador, was swept away by the 9-foot-high wave of toxic waste that poured from a breached reservoir at a nearby alumina factory.The ecological catastrophe that is threatening the Danube River — one of Europe's main waterways — has left a trail of shattered lives.On Wednesday, furious villagers, their shoes splattered with the caustic red mud, crowded around an official of the company blamed for the disaster and demanded compensation for destroyed homes, fields and livelihoods. Authorities have ordered a criminal inquiry into the accident, which killed at least four people, injured 120 and left three people missing.

After bursting from the reservoir and flooding three villages Monday, the sludge — a waste product of aluminum production that can contain heavy metals — ended up in the Marcal River, part of the tributary system feeding the Danube, some 45 miles to the north. Hundreds of people were evacuated.Local streams were swollen Wednesday and tinted ochre by the sludge, and residents said they were empty of fish.Imre Szakacs, head of the county crisis management committee, told the state-run MTI news agency the lye-like slurry was expected to reach the Danube by the weekend or early next week. Chemical analyses of the sludge were ongoing Wednesday.However, Kolontar Mayor Karoly Tili told The Associated Press the material was not radioactive as feared. We can say for sure that according to the measurements there is no radioactivity, he said.Still, concerns grew about damage to marine life in the region and beyond. South of Hungary, the 1,775-mile Danube flows through Croatia, Serbia, Romania, Bulgaria, Ukraine and Moldova before emptying into the Black Sea.Hungary's National Rescue Service said engineers considered diverting the Marcal River into nearby fields but decided not to, fearing the damage would be too great.Workers were extracting sludge from the river and using plaster and acid to try to neutralize it. Initial measurements showed the sludge was extremely alkaline, with a pH value of 13, the agency said.The European Union said it feared the toxic flood could turn into an ecological disaster and urged Hungarian authorities to focus on keeping the sludge from reaching the Danube.It is important that we do .... everything possible that it would not endanger the Danube, EU Environment Commissioner Janez Potocnik told the AP in Brussels. Greenpeace was more even emphatic.

The sludge spill is one of the top three environmental disasters in Europe in the last 20 or 30 years, said Herwit Schuster, a spokesman for Greenpeace International.
Angry villagers gathered outside the mayor's office in Kolontar late Wednesday had more immediate concerns, as they berated a senior official of MAL Rt., the Hungarian Aluminum Production and Trade Company that owns the Ajkai Timfoldgyar plant, demanding compensation. Local officials said 34 homes in the village were unlivable. However, furious residents said the disaster had destroyed the whole community by making their real estate valueless.The whole settlement should be bulldozed into the ground,bellowed Janos Potza, straining to be heard above his neighbors. There's no point for anyone to go back home.Those who can, will move out of Kolontar. From now on, this is a dead town, fumed Beata Gasko Monek. Visibly shaken, Jozsef Deak, the company's operations manager, said it would not shy away from taking responsibility if found guilty. He spoke from the passenger seat of a police cruiser, using its speaker system as villagers crowded around.Two days after the red torrent disgorged an estimated 35 million cubic feet (1 million cubic meters) of toxic waste, it was not known why part of the reservoir collapsed.National Police Chief Jozsef Hatala was heading the investigation into the spill because of its importance and complexity, police spokeswoman Monika Benyi said. Investigators would look into whether on-the-job carelessness was a factor, she said.The huge reservoir, more than 1,000 feet (300 meters) long and 1,500 feet (450 meters) wide, was no longer leaking Wednesday and a triple-tiered protective wall was being built around its damaged section. Interior Minister Sandor Pinter said guards have been posted at the site to give an early warning in case of any new emergency.Greenpeace workers took sludge samples on Tuesday and were having them tested to determine whether they contain heavy metals.Red sludge is a byproduct of the refining of bauxite into alumina, the basic material for manufacturing aluminum. Treated sludge is often stored in ponds where the water eventually evaporates, leaving behind a dried red clay-like soil.
Hungarian company officials have insisted the sludge is not considered hazardous waste according to EU standards. The company has also rejected criticism that it should have taken more precautions at the reservoir.

In Hungary's hardest-hit towns, emergency workers and construction crews in respirators and other hazmat gear worked Wednesday to clear roads and homes coated by thick red sludge and caustic muddy water.In Kolontar, a military construction crew assembled a pontoon bridge across a toxic stream so residents could briefly return to their homes and retrieve some belongings.In sharp contrast to the emergency workers, villagers salvaged possessions with little more than rubber gloves for protection. Women with pants coated in red mud cleared the muck away from their homes with snow shovels.The International Commission for the Protection of the Danube, which manages the river and its tributaries, said that sludge spill could trigger long-term damaging effects for both wildlife and humans.It is a very serious accident and has potential implications for other countries, Philip Weller, the group's executive secretary, said from Brussels.Weller said the commission's early warning alarm system was triggered by the spill, which means factories and towns along the Danube may have to shut down their water intake systems.He said large fish in the Danube could ingest any heavy metals carried downstream, potentially endangering people who eat them.Alumina plants are scattered around the world, with the 12 largest concentrated in Australia, Brazil and China. The plant in Hungary ranks 53rd in the world in production, according to industry statistics.The United States has three facilities similar to the one in Hungary. RAMALLAH, West Bank – Israel's prime minister has been sounding out key Cabinet members on extending a freeze on new construction in West Bank settlements in hopes of keeping peace talks with the Palestinians alive, but he is encountering stiff resistance, Israeli officials said Wednesday.In Ramallah, key members of the Palestinian leadership — in an increasingly tense waiting mode — expressed optimism that an extension nonetheless was imminent.The future of President Barack Obama's ambitious Mideast peace effort remained uncertain Wednesday as the U.S. pressed ahead with efforts to broker a compromise over the settlement issue, which has threatened to derail negotiations just a month after they were launched at the White House.Israel's normally talkative leadership has been almost completely silent in recent days as Prime Minister Benjamin Netanyahu wrestled with what appeared to be significant U.S. pressure to agree to some sort of extension of the construction slowdown — which was in effect 10 months and expired on Sept. 26, just weeks after the resumption of peace talks.The Palestinians have threatened to walk out of the talks if Israel refuses to reinstate it — and another deadline of sorts has emerged with Friday's planned summit of the 22-nation Arab League, where the Palestinians expect support for whatever they decide.Obama's Middle East envoy, George Mitchell, has been shuttling between the sides in an effort to find a magic formula — sparking a variety of contradictory media reports about sweeteners the United States is prepared to offer Netanyahu if he reverses his promises to hard-line backers that the slowdown would not be renewed.There are ongoing efforts to ensure the continuation of the direct peace talks, said an Israeli official.

IMF: Mideast recovering well from global slump

CAIRO – The International Monetary Fund says the Middle East and North Africa region is recovering strongly following the global financial meltdown, with sizable stimulus packages and continued strength in oil prices supporting the rebound.The IMF said in its World Economic Outlook released Wednesday that the MENA region's GDP growth is projected to be 4.1 percent this year and 5.1 percent in 2011. GDP growth for the region was 2 percent in 2009.The sustained rebound in oil prices since 2009 has benefited Mideast oil exporters, as well as oil importers that sell about 25 percent of their products to those nations. But the IMF said uncertainties remain, linked to the volatility in the overall global economic recovery.

US: Ahmadinejad trip to Lebanon is not a good idea

Crowley told reporters in Washington on Tuesday that Iran is undermining Lebanon's sovereignty through its association with groups like Hezbollah.He said U.S. Secretary of State Hillary Clinton has raised the issue with the Lebanese president.But Crowley said it's up to the Lebanese government if Ahmadinejad makes the trip.Iran is a key supporter of Lebanon's militant group Hezbollah, believed to funnel it weapons and millions of dollars in funding, though Tehran denies arming the Shiite group. Hezbollah, also closely allied to Syria, boasts a heavy arsenal of rockets capable of reaching deep inside Israel.

SEOUL, South Korea – The threat posed by North Korea's nuclear program has reached an extremely dangerous level, an adviser to South Korea's president said in comments published Wednesday.It was not clear whether the comments by Kim Tae-hyo, President Lee Myung-bak's deputy national security adviser, were based on new intelligence.

They followed a report last week by the Washington-based Institute for Science and International Security that satellite images from Sept. 29 showed new construction activity in the area surrounding North Korea's nuclear reactor.Kim's comments were reported Wednesday in the JoongAng Ilbo newspaper. Kim confirmed to The Associated Press that he made the comments Tuesday at a forum on Northeast Asia, but declined to elaborate.The North Korean nuclear threat has, in reality, been accelerating and has now reached an extremely dangerous level, Kim said.North Korea, which has active nuclear and missile programs, conducted underground atomic tests in 2006 and 2009, drawing tough international sanctions in response.South Korea, along with the United States, China, Japan and Russia, have been negotiating with the impoverished country since 2003 to get it to dismantle its nuclear facilities, which they consider a threat to regional security.North Korea, however, pulled out of the talks last year amid an international row over its firing of a suspected long-range missile that the North said was a satellite launch.Should North Korea reduce the size of nuclear warheads and use them in actual battle, regardless of their accuracy, they will cause an unbelievable amount of damage, Kim said.

Most security experts think North Korea remains unable to deliver a nuclear warhead on a missile, but it is believed to be trying to develop this capability and some observers think it may have come close already.Although the North Koreans carried out two nuclear tests, analysts in the West doubt that they have successfully loaded warheads onto missiles, said Kim Tae-woo, a senior research fellow at the state-run Korea Institute for Defense Analysis in Seoul. But I can say with certainty that they are extremely close. They might have done so already.Presidential adviser Kim said that the North is operating not only its plutonium-producing Yongbyon nuclear facility, but also highly enriched uranium activities elsewhere in the country.He also suggested that there is potential danger in the emergence of North Korean leader Kim Jong Il's youngest son, Kim Jong Un, as his heir apparent. The younger Kim made his public debut last week after being promoted to four-star general and vice chairman of the ruling Workers' Party of Korea's Central Military Commission.

He said Kim was 26 years old and was born on Jan. 8, 1984.Kim is young and lacks experience, so there is a chance that he might develop an appetite for yet another risk or be tempted to engage in provocation to prove himself to the outside world, the presidential adviser said.Little is known about Kim Jong Un. For the first time, state media reported Tuesday on him observing military exercises with his father. Saltalamacchia was in sub-basement B1 of the North Tower, approximately 1,100 feet below the airplane’s impact point at floors 93 to 98.The explosion….at first we believe it came from the mechanical room and then we heard a series of other explosions that sounded up on the above levels of the building, said Saltalamacchia.Saltalamacchia then discusses how a man ran into the office with his skin hanging off. William Rodriguez had previously described the same scenario following basement level explosions and it was also seconded by another eyewitness, Kenneth Johannemann, an employee of ABM janitorial services.As we’re standing there, more explosions were happening, said Saltalamacchia, before he urged Rodriguez and the other workers to leave the building. The group left and initially headed towards the lobby before they realized it too had been partially destroyed, conforming with the eyewitness testimony of the firefighters.Despite Saltalamacchia’s plea to stay out of harm’s way, Rodriguez ran back into the burning building in an attempt to save his colleagues.The amount of explosions I heard from 8:46 to the time we got out was so many – at least ten – it was just like multiple explosions to where I felt there was different grenades, that’s what it sounded like, like different grenades being set off in the building, said Saltalamacchia.It was one major explosion and then there was different explosions throughout that period of time until we got out, he added.Numerous other WTC basement workers, including Felipe David and Salvatore Giambanco, have also gone public with eyewitness testimony concerning massive sub-level explosions that took place before Flight 11 hit the north tower.WTC construction worker Phillip Morelli was headed for level B-4 in Tower One [north tower], four stories below ground, when he was thrown to the floor by a violent explosion that coincided with the plane hitting 100 floors above.15-year WTC worker Marlene Cruz told Peter Jennings in an interview with ABC News that she was also rocked by an explosion in the basement level of the north tower.The 9/11 Commission completely ignored the hundreds of survivors, professionals, first responders, firefighters and police who reported numerous secondary explosions at all levels of the twin towers.

After filing a lawsuit that prompted NIST to release more than 3 terabytes of photographs and videos from their investigation into the collapse of the twin towers and WTC 7 on 9/11, the International Center for 9/11 Studies obtained evidence, in addition to the firefighter tapes, that suggests NIST edited several videos of the collapse of Building 7 in order to hide evidence of a controlled implosion. Building 7 was not hit by a plane and yet it collapsed demolition style late in the afternoon of September 11.The Center filed a FOIA Request with NIST on January 26, 2009, seeking production of all of the photographs and videos collected, reviewed, cited or in any other way used by NIST during its investigation of the World Trade Center building collapses. Following several unsuccessful attempts to get NIST to even acknowledge receipt of the Request, the Center was forced to file a lawsuit on May 28, 2009. Shortly after the lawsuit was filed, the Request was assigned a reference number, and NIST began periodically releasing batches of responsive records.The Center has now begun posting some of those images and videos online, the first batch of which is from an external hard disk drive NIST WTC Investigation Cumulus Video Clips.In one of the clips, the video of which has been in the public domain for years, a loud, low-frequency boom can be heard just before the east penthouse of WTC 7 falls. Once the support columns that held up the penthouse are taken out, the rest of the building falls almost within its own footprint.

However, in subsequent clips released by NIST (National Institute of Standards and Technology), where the camera is located nearer to the building, the collapse of the penthouse is clearly edited out of the footage.Several clips from the Cumulus database show signs of editing. In the two video clips below, the collapse of the penthouse of World Trade Center 7 is cut out of the video. These videos happen to have been filmed from close to WTC 7, and have a high quality soundtrack that would have picked up explosion sounds from the charges that severed the columns supporting the penthouse, especially the explosion heard in the last video clip presented, comments the International Center for 9/11 Studies.

The Center also obtained videos of the collapse of the twin towers that had obviously been edited, with sections deliberately removed. “There are many video clips in the Cumulus database that do not show collapse initiation – the only event even purportedly explained in the final report from NIST on the Twin Towers,” states the Center.

Another new video shows Michael Hess yelling for help from the 8th floor window of WTC 7. The clip reinforces the fact that the building had not sustained any substantial damage before its free fall collapse within 7 seconds.

As we documented for several years, the collapse of WTC 7 is the smoking gun confirming that the official story behind 9/11 is bogus. The collapse of Building 7 was reported before it happened by several news stations, including BBC and CNN. Eurogroup president Jean-Claude Juncker described talks on Tuesday morning (5 October) with Chinese economic officials including Premier Wen Jiabao as frank and friendly, but added that Beijing must do more to boost domestic consumption.We agreed that China's recent growth performance has been an important factor in overcoming the global financial and economic crisis, said Mr Juncker, whose double-hatted role combines chairing the monthly meetings of euro area finance ministers with his job as prime minister of Luxembourg.We nevertheless want China to rebalance its growth model in order to increase the contribution of domestic consumption to GDP growth,he added.We still think that China's real effective exchange rate remains undervalued.The issue of China's currency has vexed policymakers on both sides of the Atlantic for years, with US lawmakers recently passing a bill that could punish Chinese exporters if fully implemented.Debate over global trade imbalances has also come to the fore since the 2008 financial crisis. IMF chief warns against using currency as a weapon

WASHINGTON (AFP) – IMF Director General Dominique Strauss-Kahn has urged governments in a newly published interview not to use their currency's exchange rate as a weapon amid tough economic times.There is clearly the idea beginning to circulate that currencies can be used as a policy weapon, Strauss-Kahn told the Financial Times.

Translated into action, such an idea would represent a very serious risk to the global recovery . . . Any such approach would have a negative and very damaging longer-run impact, he warned.Following remarks by Brazilian Finance Minister Guido Mantega about the potential for a currency war, the IMF chief said we have seen reports that some emerging countries whose economies face big capital inflows are saying that maybe it is time to use their currencies to try to gain an advantage, particularly on the trade side.I don?t think that is a good solution.Strauss-Kahn's remarks came ahead of annual meetings of the IMF and World Bank in Washington at the weekend.

Chinese leader urges EU to give up more IMF power

EUOBSERVER / BRUSSELS - Chinese Premier Wen Jiabao has hinted that Europe may need to sweeten its offer on reforming the International Monetary Fund before a deal can be agreed next month. The issue was one of several topics to be addressed by Asian and EU leaders (ASEM) meeting in Brussels on Monday (4 October) as part of a two-day session of talks, with an ongoing territorial row between China and Japan adding spice to the atmosphere.The EU last week offered to reduce its number of seats on the board of the IMF. Developing nations have criticised the slow pace of reform at the international lending organisation, whose structure has changed little since its set-up in 1945.European countries currently hold eight of the board's 24 seats, with another chair revolving between European and non-European directors. This has led to a gross over-representation of the region in recent times, even as developing countries increase their share of global GDP.EU finance ministers agreed last Friday to share two of the continent's eight executive-director seats on a rotating basis with emerging nations, but the offer does not appear to have met with China's approval.We need to improve the decision-making process and mechanisms of the international financial institutions,Mr Wen told his Asian and European counterparts in Brussels. The Chinese leader added that there was a need to "increase the representation and voice of developing countries, encourage wider participation and fully accommodate each other's interests and concerns.A South Korean official, whose country is set to host the next G20 leaders' meeting in November where the matter is set to be finalised, welcomed the European offer as an improvement however.I think the fact that Europeans show flexibility and willingness to negotiate is an important advancement, Changyong Rhee, head of the committee preparing the G20 meeting, told journalists.

China-Japan dispute comes to Brussels

Bernanke Tells the Truth: The United States is on the Brink of Financial Disaster EconomicPolicyJournal October 5, 2010

Yesterday, Federal Reserve Chairman Ben Bernanke delivered a speech before the the Annual Meeting of the Rhode Island Public Expenditure Council in Providence, Rhode Island. In the speech, he warned about the current state of the government finances. His conclusion, the situation is dire and unsustainable.It is remarkable that mainstream media has given this speech no coverage. I repeat, the central banker of the United States says in his own words:Let me return to the issue of longer-term fiscal sustainability. As I have discussed, projections by the CBO and others show future budget deficits and debts rising indefinitely, and at increasing rates. To be sure, projections are to some degree only hypothetical exercises. Almost by definition, unsustainable trajectories of deficits and debts will never actually transpire, because creditors would never be willing to lend to a country in which the fiscal debt relative to the national income is rising without limit. Herbert Stein, a wise economist, once said, If something cannot go on forever, it will stop.9 One way or the other, fiscal adjustments sufficient to stabilize the federal budget will certainly occur at some point. The only real question is whether these adjustments will take place through a careful and deliberative process that weighs priorities and gives people plenty of time to adjust to changes in government programs or tax policies, or whether the needed fiscal adjustments will be a rapid and painful response to a looming or actual fiscal crisis.This is as close as you are ever going to see a central banker admit that his country’s financial situation is so dire that it could breakup at any time.

Here’s more from Bernanke’s remarkable speech:The recent deep recession and the subsequent slow recovery have created severe budgetary pressures not only for many households and businesses, but for governments as well. Indeed, in the United States, governments at all levels are grappling not only with the near-term effects of economic weakness, but also with the longer-run pressures that will be generated by the need to provide health care and retirement security to an aging population. There is no way around it–meeting these challenges will require policymakers and the public to make some very difficult decisions and to accept some sacrifices. But history makes clear that countries that continually spend beyond their means suffer slower growth in incomes and living standards and are prone to greater economic and financial instability.Now, get this, he warns that it is not only the Federal government that has financial problems, but also states and local governments:

Although state and local governments face significant fiscal challenges, my primary focus today will be the federal budget situation and its economic implications.Does Bernanke see the tsunami hitting or what? Then, he put things in historical perspective:The budgetary position of the federal government has deteriorated substantially during the past two fiscal years, with the budget deficit averaging 9-1/2 percent of national income during that time. For comparison, the deficit averaged 2 percent of national income for the fiscal years 2005 to 2007, prior to the onset of the recession and financial crisis. The recent deterioration was largely the result of a sharp decline in tax revenues brought about by the recession and the subsequent slow recovery, as well as by increases in federal spending needed to alleviate the recession and stabilize the financial system. As a result of these deficits, the accumulated federal debt measured relative to national income has increased to a level not seen since the aftermath of World War II.Then, he explains the deterioration and the problems it will create for the entire economy:For now, the budget deficit has stabilized and, so long as the economy and financial markets continue to recover, it should narrow relative to national income over the next few years. Economic conditions provide little scope for reducing deficits significantly further over the next year or two; indeed, premature fiscal tightening could put the recovery at risk. Over the medium- and long-term, however, the story is quite different. If current policy settings are maintained, and under reasonable assumptions about economic growth, the federal budget will be on an unsustainable path in coming years, with the ratio of federal debt held by the public to national income rising at an increasing pace.2 Moreover, as the national debt grows, so will the associated interest payments, which in turn will lead to further increases in projected deficits. Expectations of large and increasing deficits in the future could inhibit current household and business spending–for example, by reducing confidence in the longer-term prospects for the economy or by increasing uncertainty about future tax burdens and government spending–and thus restrain the recovery. Concerns about the government’s long-run fiscal position may also constrain the flexibility of fiscal policy to respond to current economic conditions.

Then, he tells us how powerful the negative trends are and how the aging population and Obamacare are going to make things worse:Our fiscal challenges are especially daunting because they are mostly the product of powerful underlying trends, not short-term or temporary factors. Two of the most important driving forces are the aging of the U.S. population, the pace of which will intensify over the next couple of decades as the baby-boom generation retires, and rapidly rising health-care costs. As the health-care needs of the aging population increase, federal health-care programs are on track to be by far the biggest single source of fiscal imbalances over the longer term. Indeed, the Congressional Budget Office (CBO) projects that the ratio of federal spending for health-care programs (principally Medicare and Medicaid) to national income will double over the next 25 years, and continue to rise significantly further after that…he aging of the U.S. population will also strain Social Security, as the number of workers paying taxes into the system rises more slowly than the number of people receiving benefits. This year, there are about five individuals between the ages of 20 and 64 for each person aged 65 and older. By 2030, when most of the baby boomers will have retired, this ratio is projected to decline to around 3, and it may subsequently fall yet further as life expectancies continue to increase. Overall, the projected fiscal pressures associated with Social Security are considerably smaller than the pressures associated with federal health programs, but they still present a significant challenge to policymakers.Then he goes back to warn that the financial mess also exists at the state and local level:The same underlying trends affecting federal finances will also put substantial pressures on state and local budgets, as organizations like yours have helped to highlight. In Rhode Island, as in other states, the retirement of state employees, together with continuing increases in health-care costs, will cause public pension and retiree health-care obligations to become increasingly difficult to meet. Estimates of unfunded pension liabilities for the states as whole span a wide range, but some researchers put the figure as high as $2 trillion at the end of 2009.5 Estimates of states’ liabilities for retiree health benefits are even more uncertain because of the difficulty of projecting medical costs decades into the future. However, one recent estimate suggests that state governments have a collective liability of almost $600 billion for retiree health benefits. These health benefits have usually been handled on a pay-as-you-go basis and therefore could impose a substantial fiscal burden in coming years as large numbers of state workers retire.

Bernanke then breaks the news that the problem is global:It may be scant comfort, but the United States is not alone in facing fiscal challenges. The global recession has dealt a blow to the fiscal positions of most other advanced economies, and, as in the United States, their expenditures for public health care and pensions are expected to rise substantially in the coming decades as their populations age. Indeed, the population of the United States overall is younger than those of a number of European countries as well as Japan.Bernanke then re-emphasises, the damage this will do to the overall economy:Failing to address our unsustainable fiscal situation exposes our country to serious economic costs and risks. In the short run, as I have noted, concerns and uncertainty about exploding future deficits could make households, businesses, and investors more cautious about spending, capital investment, and hiring. In the longer term, a rising level of government debt relative to national income is likely to put upward pressure on interest rates and thus inhibit capital formation, productivity, and economic growth. Larger government deficits increase our reliance on foreign lenders, all else being equal, implying that the share of U.S. national income devoted to paying interest to foreign investors will increase over time. Income paid to foreign investors is not available for domestic consumption or investment. And an increasingly large cost of servicing a growing national debt means that the adjustments, when they come, could be sharp and disruptive. For example, large tax increases that might be imposed to cover the rising interest on the debt would slow potential growth by reducing incentives to work, save, hire, and invest.He then states that we do not know how much time is left before all hell breaks loose:It would be difficult to identify a specific threshold at which federal debt begins to pose more substantial costs and risks to the nation’s economy. Perhaps no bright line exists; the costs and risks may grow more or less continuously as the federal debt rises. What we do know, however, is that the threat to our economy is real and growing, which should be sufficient reason for fiscal policymakers to put in place a credible plan for bringing deficits down to sustainable levels over the medium term.From there,Bernanke goes into a bit of wishful thinking by identifying ways Congress can rein in spending and make the tax system more efficient. US call for Nato cyber-strike capacity causes division

EUOBSERVER / BRUSSELS - Developing a Nato cyber-war capability and French opposition to joint nuclear planning are emerging as the main bones of contention in the debate on a new Nato Strategic Concept, to be adopted next month.The new document is to replace a 10-year-old strategy paper written before the Internet age and before France joined the transatlantic alliance's command structure. The office of Nato secretary general Anders Fogh Rasmussen drafted the new Strategic Concept and distributed it to the 28 member countries last week. It is to be adopted by consensus at the Nato summit in Lisbon on 19 and 20 November.The Pentagon's push for a Nato active cyberdefence is the most divisive issue so far, EUobserver has learned.

Active cyberdefence is a very sensitive topic. Many experts have brought it up, that in order to have defence, you need some offence as well. I would be very surprised if Nato at 28 will find consensus to include it, a diplomat from one of the Baltic states said.Broader wording outlining cyber-attacks as a growing threat and the need for Nato to be adaptable and flexible in its capacity to react is a likely compromise.Following attacks in 2008 on its classified military network the Pentagon established a new cyber-command, making active cyberdefence one of its policy pillars, US deputy secretary of defence William J. Lynn said on 15 September in Brussels at an event hosted by the Security and Defence Agenda think-tank.The US cyber-command goes beyond the passive Maginot Line mentality of the past, he explained. Passive defence systems are sufficient to meet 80 percent of attacks. But the other 20 percent need active systems, such as sensors that operate at network speed to detect and block intrusions.At the heart of the Pentagon's new cyber policy lies the recognition that military networks cannot be safe unless other critical infrastructures, such as power grids and financial networks, are protected. The US is itself suspected of having created Stuxnet, a computer worm that cane be introduced via USB sticks into industrial plants and used to sabotage operations, including in nuclear facilities. Over 60 percent of reported Stuxnet cases are in Iran.Against this background, Mr Lynn in September called for collective defence - the core principle of the alliance - to be applied to computer networks.The Cold War concepts of shared warning apply in the 21st century to cyber security. Just as our air defences, our missile defences have been linked so too do our cyber defences need to be linked as well,he said.European allies are keen to protect themselves against Estonia-type cyber strikes (which saw bank and government websites paralysed in 2007). But they are showing little appetite for US-model pre-emptive cyber-strikes on hostile countries or organisations.A group of experts chaired by former US secretary of state Madeleine Albright tasked by Mr Rasmussen to do a report on the new Nato strategy was cautious on the subject. Over time, Nato should plan to mount a fully adequate array of cyber defence capabilities, including passive and active elements,the report, published in May, said. It underlined the need for Nato to co-operate better with the EU, as this could be helpful in addressing unconventional threats such as terrorism, cyber-attacks, and energy vulnerabilities.

In a bolder move the report suggested giving Mr Rasmussen or Nato generals pre-delegated authority to respond in emergencies such as a missile or cyber attack. But the idea is unlikely to fly, diplomatic sources said.

French nukes

Another contentious area is that of common nuclear planning - balancing the Washington-led drive for nuclear disarmament while keeping nuclear warheads in Europe as a deterrent to hostile countries.France, which re-joined Nato's military structures in 2009 after staying out for over 40 years, is legally bound by its constitution have exclusive sovereign power over its nuclear arsenal. It has opted out of a Rasmussen-chaired nuclear planning group in the alliance which is looking at drawing down Nato's reliance on atomic weapons.Anything on nuclear policy will have to be agreed with France. There is no consensus over this at the moment, one Nato source told this website.Nato-Russia relations, normally a hot topic between the alliance's older and newer members, have meanwhile slipped into the background of the Strategic Concept discussions. Nato froze relations with Moscow for half a year after the Georgia war in 2008 only to restart them again, even though Russian troops are still stationed in Georgia's separatist regions in violation of a ceasefire agreement. Tbilisi has filed for Nato membership, but the prospect, although confirmed at a Nato summit in 2008, remains distant.There is a sense that nothing will move in the foreseeable future on Georgia,the Nato source said.

Iran Extends Ties with Lebanon and Egypt

The Islamic Republic of Iran is strengthening its ties with its area neighbors, particularly Lebanon and Egypt.According to a report on Monday in Iranian media, Lebanon’s and Iran’s energy ministers have reached an agreement over oil and gas exploration efforts in Lebanese economic waters, according to which Iran will be involved in the search for gas and oil close to the border with Israel.The two countries will set up a joint project to look for oil and gas in Lebanese economic waters, using Iran’s engineering experience.The cooperation between the two countries was announced after Israel discovered two sources of natural gas on its territory. In January of 2009, Houston-based Noble Energy company announced the discovery of a huge deposit of natural gas under the Mediterranean Sea near Haifa. At the time, it was estimated that the Tamar drilling site held enough gas to allow Israel to be self-sufficient in energy for two decades, but in June it was published that there is likely even more gas on the site than originally thought.A second giant field near the Haifa coast, the Leviathan, was reported in August to have a potential of 4 billion barrels of black gold.Though Lebanon has claimed that both the Leviathan and Tamar fields belong to it, reports from Iran now indicate that Lebanon intends to look for gas in its own waters in the hope of finding reserves, rather than take action over its claims.

Through this project, Iran could deepen its involvement in the region and strengthen Lebanon's dependence on Tehran. Iranian oil minister Masoud Mirkazemi confirmed the reports to the Islamic Republic of Iran News Network and added that a meeting would take place soon among Iran, Iraq, Syria and Lebanon to discuss the possibility of purchasing gas from the Islamic Republic.Meanwhile, it appears as though ties are also warming up between Iran and Egypt. The vast majority of the murders have not been solved by the police, who admit they have poor intelligence within the Arab crime gangs and cannot get anyone to testify against the murderers, even though they know who they are.Lod's mayor, Ilan Harari, sent an urgent letter to Prime Minister Binyamin Netanyahu Monday, in which he demanded that police activity in the city be greatly intensified. He asked that three Border Police companies be stationed there.The Shin Bet (Israel Security Agency) is to assist the police in collecting the illegal weapons in the city, especially in the Arab sector.Mayor Harari said that police have simply got to solve the problem, and that if the situation continues, we will simply close down the city.

The Associated Press explained that in Iran, this phrase is reserved for hated enemies.The crass insult was reportedly issued in response to statements from Washington that the military option against Iran is still on the table.Ahmadinejad's audience consisted of military men and clerics in the town of Hashtgerd, near Teheran. They reportedly chuckled at the slur and applauded. The speech was broadcast on both state television and the official English-language Press TV, but AP said that the latter did not include the insult in its simultaneous translation.

Ahmadinejad also questioned who was behind the September 11, 2001 attacks, as he did in his recent United Nations General Assembly speech. Dictionaries define peace as the absence of war or other hostilities, but a senior IDF officer fears that further progress in the peace talks between Israel and the Palestinian Authority will mean more, not less, attacks against Jews.A senior officer in the Judea and Samaria Brigade told Arutz Sheva Tuesday that if the talks progress there will be problems and a spike in the number of terror attacks can be expected, because of Hamas's desire to derail the talks.Asked if another full-scale terror war (dubbed Intifadah by the Arabs) like the one that was launched in 2000 could occur, the officer replied in the negative.The Palestinians do not have the ability to carry out a serious Intifadah because of the fact that all of the terror groups [in Judea and Samaria] are unarmed, the [Fatah subgroup] Tanzim does not exist and the other organizations do not have the weapons for terror attacks. However, it is clear that progress in the talks will entail problems, and we can expect a rise in the number of lone attacks like the one we experienced in the past month.The senior officer said that the security fence within Judea and Samaria is doing the job it was built to do in a very good way. He said the PA Arabs have developed what he termed a fence awareness and understand that the fence cannot be breached. He said that whereas Arabs freely crossed illegally into smaller Israel before the fence's construction, the number of such infiltrators is now down to three or four a week.This, he said, makes it difficult for the terrorists to export terror into smaller Israel.

Asked about the delays in traffic that often occur at the IDF checkpoints, he explained that these are inevitable because the soldiers have to check vehicles to make sure they are not ferrying anyone illegally.In response to a question about the way the IDF sees the Jewish residents of Judea and Samaria, the senior officer said that we see the settlers as a body that has to be protected in any case and by any means.The officer singled out the Arab village of Azun between Kalkilya and Shechem as one of the most problematic in Judea and Samaria. The slogan for the flotilla will be the peoples of Asia are side by side with the Palestinian people.Activists from India, Pakistan, Indonesia, Japan, Malaysia, Afghanistan, Bangladesh, Nepal, Sri Lanka, Iran, Iraq, Turkey, Syria, Egypt, the Palestinian Authority, Jordan and Lebanon are expected to participate, according to the statement.Trucks and school buses allegedly bearing aid will pass through India, Pakistan, Iran, Turkey, Syria, Lebanon and Jordan before sailing – but will travel to Syria by land before attempting to ship out to Gaza.The IHH organization said it plans to host the flotilla group at a large public gathering when it arrives in Turkey.

IHH Links to Terror; Turkish Leader Linked to IHH?
The IHH-sponsored terror activists who clashed on a flotilla vessel with Israeli Navy commandos overnight May 30-31 were warmly received upon their return by Turkish government officials, according to a report published in July in The New York Times. Nine of the terrorists were killed in the clash when they attacked IDF soldiers who boarded the vessel to redirect it to Ashdod port, leading to international calls for a United Nations investigation of the incident.The mission to Gaza served both the IHH and the government by making [them] both heroes at home and in the Arab world, the Times report quoted Ercan Citilioglu, a terrorism expert at Bahcesehir University in Istanbul. Moreover, despite IHH denials, journalist Tyler Hicks found that 21 people on the group’s board of the directors currently have or had in the past close links with Turkish Prime Minister Recep Tayyip Erdogan’s AK Justice & Development party.Germany, meanwhile, has outlawed the IHH group, noting its ties to the Hamas terrorist organization. Six Italian Members of Parliament have submitted a proposal to ban the group as well. The MPs pointed out that IHH is a member of the Union of Good,a Saudi Arabia-based umbrella group for Islamic organizations affiliated with the Muslim Brotherhood. Massive floods kill 26 in Vietnam; 9 missing

HANOI, Vietnam – Helicopters dropped food aid Wednesday to people in villages cut off by high water as the death toll from flooding this week in central Vietnam rose to 26, with nine people missing, disaster officials said.In the worst-hit province of Quang Binh, 11 people were dead while authorities searched for five sailors from a sunken barge, disaster official Nguyen Ngoc Giai said.Giai said two helicopters dropped food and water to several villages still cut off by floodwaters while rescuers rushed food aid to other villages over land.In other central provinces, seven people were reported dead and one missing in Ha Tinh province, five dead and three missing in Nghe An and three dead in Quang Tri, disaster officials there said.

Light rains were reported in the region Wednesday and floodwaters began receding slowly, officials said. Forecasters said a tropical depression was expected to bring rains to the region in the coming days, but they were unlikely to cause major floods.
Rail service in Quang Binh province has been disrupted since Tuesday and many parts of the track remain under water, the Vietnam Railway Corp. said.

Storms swamp Reno and Phoenix, drop snow on Sierra

RENO, Nev. – An early winter storm that chased record heat out of northern Nevada has swamped Reno with record-setting rain and dropped enough snow at the top of the Sierra to close a mountain highway pass near Lake Tahoe.A series of thunderstorms also rumbled through Arizona, bringing high winds and heavy rains that downed power lines and damaged homes in the Phoenix area. The storms also flooded freeways and underpasses and disrupted air travel at Phoenix Sky Harbor International Airport.In Nevada, the National Weather Service extended a winter weather advisory through late Tuesday afternoon for Reno, Tahoe and Carson City. Temperatures were in the upper 40s in Reno at midday Tuesday after setting record highs in the mid-90s a week ago.

More than an inch of rain (1.09) fell at Reno-Tahoe International Airport on Monday, breaking the old record of 0.23 set in 1994. Snow forced the closure of California Highway 89 at Monitor Pass south of Tahoe Tuesday.In the Phoenix area, a microburst downed 19 power poles, at least three of which landed on homes, Mesa fire Capt. Forrest Smith said. In all, 38 homes were damaged by the storm, 12 severely, and about 100 people were displaced, Smith said.Officials at Sky Harbor said incoming and departing flights were halted for nearly an hour. Water mixed with rocks, mud and logs gushed out. ... KOLONTAR, Hungary – A lethal torrent of toxic red sludge from a metal refinery engulfed towns in Hungary, burning villagers through their clothes and threatening an ecological disaster Tuesday as it swept toward the Danube River.The flood of caustic red mud triggered a state of emergency declaration by Hungarian officials. At least four people were killed, six were missing and 120 injured, many with burns.

Hundreds were evacuated in the aftermath of the disaster Monday, when a gigantic sludge reservoir burst its banks at an alumina plant in Ajka, a town 100 miles (160 kilometers) southwest of Budapest, the capital. The torrent of sludge inundated homes, swept cars off roads and damaged bridges.Named for its bright red color, the material is a waste product in aluminum production that contains heavy metals and is toxic if ingested.In Kolontar, the town closest to the plant, Erzsebet Veingartner was in her kitchen when the 12-foot-high wave of red slurry hit, sweeping away everything in its path.I looked outside and all I saw was the stream swelling like a huge wave, the 61-year-old widow said Tuesday as she surveyed her backyard, still under 6 feet of noxious muck.I lost all my chickens, my ducks, my Rottweiler, and my potato patch. My late husband's tools and machinery were in the shed and it's all gone, sobbed the woman, who gets by on a $350 monthly pension. I have a winter's worth of firewood in the basement and it's all useless now.Emergency workers wearing masks and chemical protection gear rushed to pour 1,000 tons of plaster into the Marcal River in an attempt to bind the sludge and keep it from flowing on to the Danube some 45 miles away. The 1,775-mile-long Danube passes through some of the continent's most pristine vistas from its origins as a Black Forest spring in Germany to its end point as a majestic stretch of water emptying into the Black Sea.Now a murky green — not blue as immortalized in the Strauss waltz — the river flows through four former communist nations. One of the continent's greatest treasuries of wildlife, it has been the focus of a multibillion dollar post-communist cleanup. Cormorants, swans and other birds are now common sights on the river.Still, high-risk industries such as Hungary's Ajkai Timfoldgyar alumina plant are still producing waste near some of its tributaries, posing a threat to the waterway.By Tuesday, about 35.3 million cubic feet of sludge had poured from the reservoir, flooding a 16 square mile area, Environmental Affairs State Secretary Zoltan Illes told the state news wire MTI. He called the spill an ecological catastrophe.Dozens of villagers were burned when the caustic material seeped through their clothing. Hungarian Prime Minister Viktor Orban acknowledged that authorities were caught off guard by the disaster, telling reporters the alumina plant and reservoir had been inspected two weeks earlier and no irregularities had been found. Red sludge is a byproduct of the refining of bauxite into alumina, the basic material for manufacturing aluminum. NEW YORK (Reuters) -Stocks rallied to nearly a five-month high on Tuesday on growing conviction that central banks will do even more to bolster struggling economies worldwide.The Bank of Japan lit the fuse overnight when it unexpectedly cut rates closer to zero and said it would pour money into the markets through asset purchases. This move came as markets increasingly believe the U.S. Federal Reserve will stimulate the world's largest economy in a similar fashion.The thinking today is that the printing of money is going to take place, said Bucky Hellwig, senior vice president at BB&T Wealth Management in Birmingham, Alabama.The short-term impact of that is to drive asset prices higher. We've seen it almost across the board in commodities.The likelihood of quantitative easing in the United States hit the greenback and lifted commodity prices, while resource stocks drove the S&P 500 through the 1,150 resistance level.Crude oil hit a five-month peak near $83 a barrel and gold hit another record high at $1,341.20 an ounce. The materials sector (.GSPM) led the S&P 500, gaining 2.8 percent, with mining company Freeport-McMoRan Copper & Gold (FCX.N) jumping 4.6 percent to $91.21.Growing expectations of another round of quantitative easing from the Fed have fueled enthusiasm for equities of late. LONDON – Did their voices betray them? The discovery of an alleged terror plot against Europe owes at least some of its success to voiceprint technology that allows law enforcement to electronically match a voice to its owner.The technique — which some compare to fingerprinting — can be a powerful anti-terror tool, officials increasingly believe. Law enforcement agencies are already considering how a voice database could help thwart future plots.The reported plot against European cities, in which suspects allegedly spoke of a Mumbai-style shooting spree, has triggered travel warnings and refocused attention on al-Qaida activities on the Pakistan-Afghanistan border, where several of the voices were recorded.The British eavesdropping agency GCHQ deployed voice identification software to help uncover the plot that officials say has targeted Germany, Britain and France — with famed sites such as Notre Dame Cathedral and the Eiffel Tower under close surveillance.Advances in these types of technology have been key in thwarting plots and catching suspects, a British government official told The Associated Press, speaking on condition of anonymity because of the sensitivity of his work.Despite progress made in quashing the plot, officials still speak of an ongoing threat.Police in southern France on Tuesday arrested 12 suspects in sweeps against suspected Islamic militant networks, including three men linked to a network recruiting fighters for Afghanistan.In one of the cases, nine suspected Islamic militants were detained in southeastern Marseille and its suburbs, and authorities turned up at least one automatic rifle and a pump gun, the officials said.In Tuesday's other roundup, two men were arrested in Marseille and another in southwestern Bordeaux on suspected ties to a Frenchman arrested in Naples, Italy, last month accused of links to an Afghan recruiting ring.

But academics in the field of speech processing have offered caution.

In a 2003 paper presented to a conference in Geneva, several experts warned that there was no scientific way of identifying a person's voice with absolute certainty.
Frederic Bimbot, one of the paper's authors, said the term voiceprinting was a misnomer because it suggested that the technique was as reliable as fingerprinting.
This is absolutely not the case, his paper said, noting that, unlike a persons' prints, voices are highly variable — changing according to age, health, and emotional state. When contacted through e-mail late Monday, he said his opinion had not changed. Voices can also be altered voluntarily, he said, adding that, at present the technology was simply not mature enough to enable definite conclusions of any kind.Whatever its reliability, voice biometrics have drawn considerable interest from governments around the world.Only a month after the Sept. 11, 2001 terror attacks, the Pentagon identified voiceprints as one of the dozens of priority areas in research and development, and it has been used in the field since the invasion of Iraq, according to former U.S. officials, who spoke condition of anonymity to describe classified technology.Interpol is also interested in voice biometrics, the head of its fingerprint unit told the AP.Mark Branchflower, head of Interpol's fingerprint unit, said voice samples could be stored and shared with Interpol's 188 member countries via its secure global communications network. The private sector has already embraced the technology, with U.S. probation officers using it to monitor offenders, and Canadian call centers using it to identify customers. Israel PM convenes inner forum ahead of key Arab summit

JERUSALEM (AFP) – Israel's Benjamin Netanyahu on Tuesday convened ministers in his inner circle but his office denied widespread press reports that they debated extending the West Bank settlement freeze.Israeli media said the meeting was to focus on the issue of a 60-day extension of the settlement freeze in exchange for a US deal offering security and other guarantees, details of which were leaked by a US analyst last week.Army radio had said Netanyahu was to discuss the reported US proposal in a bid to win over hardline opponents within the group of seven ministers, which includes leaders of the parties in his largely right-wing coalition.

Netanyahu is looking for a way out, the radio's political commentator said. On one hand, he is against a renewal of the freeze because he doesn't want to give in to Palestinian demands, but on the other hand, he also wants to avoid a direct confrontation with the US administration.Asked for details about Tuesday's talks, Netanyahu's office issued a statement saying ministers had discussed global hostility toward Israel after its troops stormed a Gaza-bound aid boat that was trying to run the Israeli blockade in May, killing nine Turkish activists.Contrary to various media reports ... the Forum of Seven did not hold a debate on the issue of efforts to allow the continuation of peace talks, it said.It said ministers heard reports on the work of a United Nations inquiry into the maritime incident and Israel's measures to respond to what the statement called a campaign of delegitimisation aimed at preventing the state of Israel from defending itself.

Lead poisoning kills 400 children in Nigeria: MSF by Aminu Abubakar – Tue Oct 5, 12:05 pm ET

KANO, Nigeria (AFP) – Lead poisoning has killed more than 400 children under the age of five as a result of contamination from illegal gold extraction in northern Nigeria, an international aid agency said on Tuesday.The children died over the last six months in several villages in Zamfara state, where lead-rich run-off from illegal gold mining has entered the soil and water supply, said Medecines Sans Frontieres (Doctors Without Borders - MSF).Based on the record of fatalities from lead poisoning, more than 400 children have died in the last six months, said El-Shafii Muhammad Ahmad, MSF project director in Zamfara.But we in MSF believe the figure is much more than that, he told AFP by telephone.Preliminary findings by UN experts on the contamination in Zamfara state, which were released on Tuesday, said that growing amounts of children are dying from lead poisoning.Elisabeth Byrs, a spokeswoman for the UN office for the Coordination of Humanitarian Affairs, told AFP in Geneva that more than 3,000 children lived in seven affected villages in an area of high-intensity wildcat gold mining.Byrs said many parents were afraid to come forward when their children fell ill, or mistook symptoms including convulsions with malaria.The pollution is far from over in these areas, we have looked at five villages, Byrs told journalists following the release of a joint OCHA-United Nations Environmental Programme (UNEP) report into the poisoning.Women and children often participated in the makeshift processing of lead-rich ore to extract the gold, and crushed rock often ended up being taken into homes, MSF said. Residue was discarded haphazardly in the open, exposing children to inhalation or ingestion of contaminants.

The lead pollution and intoxication crisis in Zamfara State is far from over. In fact, we have only seen the tip of iceberg, the UN report said.However, the Nigerian government's chief epidemiologist disputed the MSF figures.The MSF figure on the death toll is not true, said Henry Akpan, who declined to provide a government toll, adding that there had not been any new deaths in the past weeks.We now have good treatment for children, pregnant women and those affected, he said.But MSF's Ahmad said even the 400 deaths is an under-estimation because many lead-related deaths are never reported and in many cases, these communities attribute them to other factors or deny them altogether.Local communities mainly concealed or denied the fatalities and illnesses from lead poisoning for fear that authorities will ban their mining activities, he added.Illicit gold mining is more lucrative than agriculture for the impoverished farming communities.The UN report, which follows a fact-finding visit to the region, said lead poisoning was spreading in mining communities in northwestern Zamfara.The list of polluted villages continues to grow, it said, adding that there were signs of resumed mining activities in Dareta, one of two villages decontaminated by a US-based environmental firm. The study focused on ground water pollution in the affected areas of the state and found highly fluctuating concentrations of lead in samples after a survey of five of the villages. Contamination levels of up to 10 times above maximum standards were recorded in water wells in two villages.The concentrations of lead in ponds and rivers are often not meeting the drinking water standards for lead, the report added.Symptoms of lead poisoning normally build up over long periods as the heavy metal accumulates in the human body, producing abdominal pain, nervous disorders affecting growth and ultimately leading to kidney failure.Children, especially fast growing under five year-olds, are most at risk.
