The Manhigut Yehudit faction of the Likud released a statement calling anyone involved in last week's transfer of weapons to the Palestinian Authority an accessory to murder. Manhigut Yehudit (Jewish Leadership) "sees the prime minister, the defense minister, the justices of the High Court of Justice, and any officer and soldier involved in the transfer of weapons to the murderer Abu Mazen and his gang as accessories to the murder of Jews," the movement's statement said. Furthermore, Manhigut Yehudit, headed by Moshe Feiglin, declared that it would work towards trying the aforementioned before a court of law when the movement takes over the reigns of power. The Israeli government, through the IDF, transferred 1,050 automatic rifles and one million bullets to the Palestinian Authority on Tuesday and Wednesday.

The weapons reached the Allenby Crossing, on the Jordan-Israel border, as a gift to PA head Mahmoud Abbas [Abu Mazen] from the Hashemite kingdom of Jordan. Other reports state that the guns are a gift of the United States. IDF forces then transported the weapons from the Jordanians across Israel and handed them over to PA forces at the Erez and Karni crossings into the Gaza Strip. During his visit to Jordanian King Abdullah II earlier this month, Prime Minister Ehud Olmert approved the Jordanian request to transfer the weapons to the PA. The weapons transfer is apparently meant to prop up the militia controlled by Abbas; however, IDF
sources report that the low-level war waged between Fatah and Hamas in the PA indicates that the weapons may not stay in the hands of Abbas-controlled gunmen. A senior member of the terrorist Force 17 aligned with the Fatah movement told WorldNetDaily

[1] that the weapons earmarked for Abbas's personal guard will be used against Israel. Terrorist Abu Yousef told WND that the weapons - some of which, he claims, were delivered to the PA earlier than last week - have already have been used in two shooting attacks, one of which resulted in the death of an Arab whose car was mistaken for that of a Jew. These weapons will not be used in an internal war, but against Israelis, he said. Force 17... will also be the first to lead the Palestinians in the current struggle against Israeli occupation. On Thursday, the High Court of Justice turned down three petitions, one of which was filed by the Almagor terror victims association, asking it to ban the arms shipment to the PA. Prior to its final rendering in the matter, the court turned down an appeal to delay the transfer until it ruled on the petition.

The Hamas terrorist organization also released a statement demanding an explanation as to how the weapons and bullets made their way to Abbas and his men. In light of the violent clashes over power in the Palestinian Authority between Hamas and Abbas's Fatah organization,
Hamas leaders are concerned that the weapons shipment changes the internal balance of power.
On Saturday, Abbas denied that he had received weapons from Israel to shore up his personal militia, but he admitted that general PA forces have been in need of weapons. It is widely assumed that the public reports of Israel's transfer of weapons to Abbas in order to help him fight Hamas have not strengthened his image within the Palestinian Authority public.

2006 Historically, the religious standing of Jerusalem for Muslims waxed and waned with political circumstances. In a consistent and predictable cycle repeated six times through 14 centuries, Muslims focused on the city when it served their needs and ignored it when it did not.
This contrast was especially obvious during the past century. British rule over the city, in 1917-48, galvanized a passion for Jerusalem that had been absent during the 400 years of Ottoman control. Throughout the Jordanian control of the walled city, in 1948-67, however, Arabs largely ignored it. For example, Jordanian radio broadcast Friday prayers not from Al-Aqsa mosque but from a minor mosque in Amman.

The Palestine Liberation Organization's founding document, the Palestinian National Covenant,
which dates from 1964, contains no mention of Jerusalem.Muslim interest in the city revived only with the Israeli conquest of Jerusalem in 1967. Jerusalem then became the focal point of Arab politics, serving to unify fractious elements. In 1968, the PLO amended its covenant to call Jerusalem "the seat of the Palestine Liberation Organization." The king of Saudi Arabia himself declared the city religiously "just like" Mecca - a novel, if not a blasphemous, idea.

By 1990, the Islamic focus on Jerusalem reached such a surreal intensity that Palestinian Arabs evolved from celebrating Jerusalem to denying the city's sacred and historical importance to Jews. The Palestinian Arab establishment - scholars, clerics, and politicians - promoted this unlikely claim by constructing a revisionist edifice made up in equal parts of fabrication, falsehood, fiction, and fraud. It erases all Jewish connections to the land of Israel, replacing them with a specious Palestinian-Arab connection. Palestinian Arabs now claim that Canaanites built Solomon's Temple, that the ancient Hebrews were Bedouin tribesmen, the Bible came from Arabia, the Jewish Temple "was in Nablus or perhaps Bethlehem," the Jewish presence in Palestine ended in 70 C.E., and today's Jews are descendants of the Khazar Turks. Yasser Arafat himself created a nonexistent Canaanite king, Salem, out of thin air, speaking movingly about this fantasy Palestinian Arab "forefather.

Palestinian Media Watch sums up this process: By turning Canaanites and Israelites into Arabs and the Judaism of ancient Israel into Islam, the Palestinian Authority "takes authentic Jewish history, documented by thousands of years of continuous literature, and crosses out the word 'Jewish' and replaces it with the word 'Arab.The political implication is clear: Jews lack any rights to Jerusalem. As a street banner puts it: "Jerusalem is Arab." Jews are unwelcome.
Three key events, Yitzhak Reiter of the Hebrew University argues, transformed this self-indulgent mythology into official ideology:

* The Temple Mount Faithful incident of October 1990 saw a Jewish group's unsuccessful effort to lay the cornerstone for the Third Temple, leading to a Muslim riot in which 17 rioters lost their lives. This episode increased Palestinian Arab apprehensions about the demolishing of Islamic sanctities, prompting a drive to prove that Jerusalem has always been a Muslim and Palestinian Arab city.

* The Oslo accord of September 1993 placed Jerusalem, for the first time, on the table for negotiation. Palestinian Arabs responded by attempting to discredit Jewish connections to the city.

* The Camp David summit of July 2000 saw the Israeli government, again for the first time, put forward its demands for sovereignty over parts of the Temple Mount. As Dennis Ross, an American diplomat present at the summit, astringently put it, Arafat "never offered any substantive ideas, not once" at the talks. However, "He did offer one new idea, which was that the Temple didn't exist in Jerusalem, that it was in Nablus." With this, Jerusalem's pseudo-history became formal Palestinian Authority policy.

Palestinian Arab denial of the Jewish connection to Jerusalem has two likely long-term implications. First, it suggests that the Palestinian Arab focus on Jerusalem has reached such a fervor that it might now sustain itself regardless of politics, thereby breaking a 14-century pattern. Jerusalem appears to have developed into an abiding Muslim interest, one generating feelings of entitlement no longer related to utilitarian considerations.

Second, this denial severely diminishes the prospect of a diplomatic resolution. The Palestinian Arabs' self-evidently false history alienates their Israeli interlocutors even as it lays claim to sole rights over the entire city. As a result, future negotiations over Jerusalem are bound to be yet more emotional, askew, and difficult than past ones.

In a global calendar brimming with forums and summits, Kazakhstan is about to host one of the most eclectic powwows of the bunch. Players in some of the world's most intractable conflicts will sit in the same room on Saturday at the invitation of the energy-rich Central Asian nation. The leaders of Russia and China will attend, lending stature to an event whose last and only other meeting was in 2002. Like ARF, APEC and other international huddles, this one has an acronym: CICA. It stands for Conference on Interactions and Confidence Building Measures in Asia. But it's not entirely Asian because Egypt, Israel and the Palestinian Authority are among the 15 members of the group. So are old foes India and Pakistan, locked in stalemate over disputed Kashmir.

Iran, Mongolia, Turkey and Thailand are on the list. The United States and the United Nations are observers. South Korea wants to join this year. This is an occasion where conflicts and dialogue and animosities are being brought together to air them out and see if there can be
some steps of confidence-building," Israeli Vice Premier Shimon Peres said. He described the group as a "nice mix." Still, Israel's elder statesman said Iran was currently in more of a mood to "destroy rather than negotiate" when asked if he was willing to meet Iran's delegate, Deputy Foreign Minister Abbas Araghchi. So, breakthroughs are unlikely. Four years ago, the Kashmir conflict threatened to explode into full-scale war as the leaders of India and Pakistan joined delegates at the CICA conference in Almaty.

They exchanged stony stares while sitting across from each other at a U-shaped table, and stayed on opposite sides of the room after the session ended. Ties between India and Pakistan have improved since then, but a solution to Kashmir eludes them. The two countries have fought two wars over the Himalayan territory that is divided between them but claimed by both. Another major conflict festers on the Korean Peninsula, where North Korea is suspected of developing nuclear weapons. But the reclusive North is not involved in the Almaty meeting. Nor is Taiwan, viewed by China as a breakaway province. The diversity of national interests across Asia makes it hard to coordinate on security issues at a regional summit, in contrast to Western security groups with a history of unity, said Robert Karniol, Asia-Pacific editor for Jane's Defence Weekly. During the Cold War period, when these structures were being created in Europe, there was common cause among a wide range of countries in countering Soviet

One observer at the Almaty summit is the Organization for Security and Co-operation in Europe, a group with 55 member states. It started in the mid-1970s as a forum for East-West dialogue, and changed its mission after the collapse of the Soviet Union to promote democracy and good governance. The CICA forum is a mishmash of nations lacking the pedigree of more established groups, even if the goals of networking, fighting organized crime and terrorism are the same. It was the idea of Kazakh President Nursultan Nazarbayev, who seeks to raise his
country's stature in an area dominated by Russia and China, his heavyweight neighbors. Nazarbayev, Kazakhstan's only leader since independence from the Soviet Union, might also want international legitimacy to offset growing concerns about curbs on domestic political freedoms and human rights, according to some observers. Longtime rulers in the region are likely aware of the popular uprisings that ousted governments in Georgia, Ukraine and Kyrgyzstan. The experiences of the 2003 Tulip Revolution in Kyrgyzstan -- the West's criticism that Nazarbayev has developed an authoritarian-style leadership structure, controls the opposition and suppresses his opponents -- forces him, perhaps, to be pro-active on the international arena," said Alexey Muraviev, an expert on the Russian military and alliances in the Asia-Pacific region.

Sedona - A wildfire that quickly grew to 1 200ha forced the evacuation of about 400 homes and businesses in an unincorporated area in Oak Creek Canyon, said officials. Fire officials said crews manning fire engines spread out throughout the area to defend the homes. There were no reports late on Sunday of any homes being damaged or destroyed, but the potential existed for that. Kristy Bryner, a fire information officer, said:"It's going to be quite a fight not to lose them. This is very active fire behaviour. The fire burned on Sunday on a mesa just above Oak Creek Canyon, more than 145km north of Phoenix.

180 homes evacuated

Another fire spokesperson Raquel Romero said that crews were concerned that downslope winds, which could be common at night, could push the fire into the canyon. She classified the threat to the homes as "very serious". Brenda Grey, a spokesperson for Coconino County, said Oak Creek Canyon contained a mix of homes, including upscale houses and mobile home parks. She said it also contained hotels, resorts and stores that were scattered throughout the canyon. The fast-moving fire ignited on Sunday afternoon in a wooded area and quickly led to the evacuations of about 180 homes in five Sedona subdivisions and Oak Creek Canyon, a popular scenic area in Coconino County between Sedona and Flagstaff. The cause of the fire was unknown although authorities said there was no lightning on Sunday. Four airplanes and three helicopters dumped retardant and water on the fire. Ninety people were fighting the blaze at last count, although officials said the number had grown significantly.

EU ignores constitution vote to launch anti-terror squad

European leaders were accused of "cherry picking" from the moribund European Union constitution last night after agreeing to create a pan-European counter-terrorism force.

At the Brussels European summit, all 25 member states agreed to pool assets - police, civil
protection and military - and place them at the disposal of Javier Solana, the EU's foreign minister-in-waiting.

The counter-terrorism force would be controlled by Javier Solana. Such a move had been planned in the constitution which was rejected by voters in France and Holland last year. The constitution has been left on the shelf although Europe's leaders want it up and running again by 2008.

Minutes of the summit show that the kernel of the counter-terrorism force, the crisis steering group, will be operational in a fortnight. The EU presidency, currently held by Austria, has drawn up a "manual" of forces and assets which can be called on following an attack in any country.Last night, Eurosceptics reacted with outrage. Chris Heaton-Harris, the Tory Euro-MP, said: This is another example of the Soviet-style regime which rides roughshod over democratic votes in France and the Netherlands. In both countries voters said No to the constitution and, specifically, No to a continent-wide anti-terror force.

This is meant to be a time for reflection - but instead the EU is cherry picking from the constitution.Defending the agreement, Jesus Carmona, the spokesman on counter-terrorism for Europe's council of ministers, said the force would not constitute standing troops but "officers" from a pool, who could be called on when necessary.It would operate in another member state only at the request of the government. The size of the force had not been defined, he said.The latest, EU-wide agreement follows preparatory talks between the six largest nations - the G6, which includes Britain.

The G6 is not an EU institution and the talks therefore had no official status but, in a clear sign that Brussels was keen to be involved, the commission vice-president, Franco Frattini, attended.

CALGARY - Intense rain this week and a storm Thursday have left people in Southern Alberta hoping there won't be a repeat of last year's devastating floods.Communities such as Medicine Hat and Lethbridge were among the hardest hit by the storm. An intense low pressure system brought up to 110 mm of rain to the Bow Island and Medicine Hat regions.RCMP in Bow Island, 300 km east of Calgary, were forced out of their detachment office thanks to more than two feet of sewage that backed up into the basement, said Sgt. Greg Squire.The exterior of the building also suffered damage during a hail storm Wednesday night, but officers were able to return to the detachment the next day.

Heavy rains caused Alberta Environment to issue high stream advisories for the Bow River basin, Oldman River basin and the South Saskatchewan River basin on Thursday.The advisories are the first level of warnings issued by the province while monitoring flood conditions, said Alberta Environment spokeswoman Erin Gregg.Heavy rain appeared to cause only minor problems in Calgary, said the city's director of water resources Wolf Keller.

Forest fires drive Cree from reserve for second time

More than 3,000 residents of a Cree reserve in Mistissini, Que., were moved to safety late Friday as brisk winds drove a forest fire to within a few metres of their homes.It is the second time in as many weeks that the Cree community has been evacuated.Most of the residents have been moved 90 kilometres southwest to the town of Chibougamau, where emergency shelters have been set up in the local arena and schools, fire officials told CBC News.

Others residents were staying in hotels or with friends and family.The Red Cross, provincial police and provincial and federal emergency officials helped move the residents to safety.Emergency officials said the forest fires were being spread by high winds and thunderstorms.There were fairly violent winds at the end of the day [Friday], said Réal Delisle, director of public security in the region.The fire in question was transported a good distance very quickly. The winds were so strong that some fires re-ignited and moved quickly towards the reserve.Near the Cree community of Mistissini, a forest fire that had been brought under control re-ignited and, in spite of the intervention of water bombers, progressed considerably, threatening the community, the security ministry said.

Mistissini, a town 750 kilometres north of Montreal in the centre of Quebec, was evacuated for the first time this summer on June 7 when three separate forest fires threatened the community. The residents returned a week ago last Friday, but had to move again when the new fires approached.There have been 339 forest fires in Quebec so far this year.

Reports: NKorea to test fire missile

TOKYO (AP) - The United States and Japan urged North Korea not to proceed with reported plans to test-fire a long-range missile that could reach the U.S. mainland, saying Saturday that a launch would be dangerous and provocative. But North Korean officials later denied such preparations, the Kyodo News agency reported, citing a South Korean official it did not identify. U.S. Ambassador to Japan Thomas Schieffer and Japanese Foreign Minister Taro Aso met Saturday night amid mounting speculation the North could soon test a Taepodong-2 missile capable of reaching the United States with a light payload.

South Korean media reports said the North had loaded booster rockets onto a launch pad in preparation for the test. After the meeting, Schieffer reiterated Washington's stance that the test would be a dangerous act that would hurt North Korean interests. The North has been under a self-imposed moratorium on long-range missile tests since 1999. We hope that the North Koreans will not take this provocative action. We hope that they will return to the six-party talks, Schieffer said, referring to international talks aiming to get North Korea to give up its nuclear program. Those talks, involving the United States, the two Koreas, China, Japan and
Russia, have been stalled by a North Korean boycott.

A launch will only isolate the North Koreans further from the rest of the international community, he said. Schieffer said Washington was working with allies on how to respond if North Korea goes ahead with the launch, but he refused to be specific, saying only that all options are on the table. Aso told reporters the situation was "serious" and that North Korea had been warned not to fire the missile. How they respond is up to them, he said. Japan has grown increasingly tense as news reports emerge that Pyongyang could soon launch the missile.

North Korea fired a missile over northern Japan into the Pacific Ocean in 1998, and the move spurred Tokyo to work with Washington on a missile defence system. A U.S. government official told The Associated Press on Friday that a test of the Taepodong-2 may be imminent. The Washington official agreed to speak but only on the condition of anonymity because of the sensitivity of the information. South Korean newspaper Chosun Ilbo reported Saturday that North Korea also moved about 10 fuel tanks to the launch site in preparation for the test. It said intelligence authorities from Seoul and Washington had made the assessment, based on satellite images, that the North had loaded booster rockets onto a launch pad and moved the fuel tanks close by.

The paper quoted an unidentified high-level South Korean government official. South Korean Foreign Ministry spokesman Choo Kyu-ho could not confirm the report. Japan's conservative Sankei Shimbun, citing government officials it did not name, said the Japanese government had dispatched two Aegis destroyers to the Sea of Japan and the Pacific Ocean. Hidetsugu Iwamasa, a Japanese naval official, said he could not comment on the report, citing security concerns. North Korea plans to disguise the missile test as an attempt to put a satellite into orbit, Kyodo News agency reported Saturday. Pyongyang has been calculating an orbit for a fake satellite and plans to announce its trajectory after firing the missile, Kyodo reported from Beijing, citing military intelligence officials it did not identify. North Korea said in 1998 that its launch then was an effort to put a satellite in space, but Washington and Tokyo say that is just a cover for a military program.
