New documents released under the Freedom of Information Act confirm that the FBI received a phone call the day before the Oklahoma City bombing warning that the attack was imminent, and that the feds tried to reach a deal with bomber Terry Nichols to take the death penalty off the table if he admitted making the call.The documents were released to Salt Lake City lawyer Jesse Trentadue, who in the course of of a 15 year battle in trying to ascertain why his brother was tortured to death during an FBI interrogation related to the case, has all but proven the attack on the Alfred P. Murrah Building was an inside job run by FBI agents who were handling Timothy McVeigh.What that indicates to me, there is a record somewhere of that phone call and the FBI needs to explain it, said Trentadue in an interview with KTOK News. If the call was from one of their informants with McVeigh, clearly, they had knowledge of the bombing and didn’t stop it.The feds’ attempt to make Nichols accept responsibility for the phone call occurred in 2005 after Nichols was visited by an attorney named Michael Selby who claimed he was working for the government and would guarantee Nichols was spared the death penalty if he played ball in covering up FBI foreknowledge and involvement in the bombing plot.This was the first I had ever heard of such a telephone call having made made, said Nichols in an affidavit filed recently in Utah U.S. District court. And I told Mr. Selby that as well as the fact that I had not made that telephone call.Selby also tried to get Nichols to reveal the location of a box of explosives that the FBI failed to find during an initial search of Nichols’ home in 1995.He was fearful the FBI would come into possession of it and then no one would ever know who else was involved, said Trentadue.And his fears proved true because the FBI apparently found out about the box of explosives hidden in the basement (of the Nichols home) and got the box.McVeigh and Nichols’ fingerprints were found on the box, along with the fingerprints of at least two other individuals whose names were redacted by the FBI.
Trentadue believes the government was desperate to reach the box before Nichols could make its location known to Homeland Security rather than the FBI. The attorney says it would have shown others were involved as government informants in the bombing conspiracy, reports KTOK.When you look at these documents, that this was being monitored, this search for the box of explosives at the highest levels within the Department of Justice, right up to and include the White House I think, I mean, this wasn’t your local FBI office handling this. This was being run right out of the main justice in Washington D.C,said Trentadue.Lawyer Jesse Trentadue has embarked on a fearless campaign to uncover the truth behind his brother’s death, and the evidence that he has gathered in the process clearly indicates that the FBI have been killing witnesses who have direct knowledge of the fact that the Oklahoma City bombing could not have gone ahead without the aid of FBI informants and that the government had prior knowledge of the attack on the Alfred P. Murrah building at least four months in advance.Trentadue’s evidence points to the fact that federal agents killed his brother because they mistook him for Richard Lee Guthrie, a member of the Midwest Bank Robbery Gang that included McVeigh and had been robbing banks before the attack. Guthrie was found hanging in his cell while in federal custody a day before he was due to give a confessional interview about the Oklahoma City bombing.Trentadue said he believes Guthrie was John Doe 2, McVeigh’s accomplice in carrying out the attack on the Alfred P. Murrah building and an individual seen by multiple eyewitnesses yet omitted from the official story by the authorities.
Current Obama administration Attorney General nominee Eric Holder was also involved in the cover-up of Trentadue’s brother’s death, sending Department of Justice emails concerning the need to keep a lid on what was dubbed The Trentadue Mission.In February 2007, Trentadue obtained an astounding declaration from Nichols in which he fingered FBI agent Larry Potts as having directed McVeigh in carrying out the attack.
In addition, Nichols’ description of the bomb he helped McVeigh build does not match with official accounts of the device used in the attack, lending further credence to evidence that strongly suggests only bombs planted within the Alfred P. Murrah building, which were initially reported by TV news stations, could have caused the damage inflicted.Former FBI Terrorist Task Force director Danny Coulson, the man who was in charge of collecting evidence from the Alfred P. Murrah building, has called for a new new grand jury investigation into the bombing in order to identify FBI informants who were involved in the plot.
OKLAHOMA CITY BOMBING – THE EVIDENCE
- In early April 1995 a Ryder truck identical to the one used in the bombing was filmed by a pilot during an overflight of of an area near Camp Gruber-Braggs, Oklahoma. A June 17th, 1997 Washington Post article authenticates the photos as being exactly what they appear to be, photos of a Ryder truck in a clandestine base at Camp Gruber-Braggs. Why were the military in possession of a Ryder truck housed in a remote clandestine army base days before the Alfred P. Murrah bombing?
- In a 1993 letter to his sister, McVeigh claimed that he was approached by military intelligence and had joined an elite squad of government paid assassins. McVeigh often contradicted himself and changed his story on a whim to fit in with the latest government version of events. Is the Camp Grafton footage evidence of McVeigh’s enrollment in such a clandestine program?
- Multiple reports of Arabs at the scene assisting McVeigh were ignored and surveillance tapes were withheld under national security. The likely reason for this was the fact that Bush senior and Clinton were responsible for bringing in nearly 1,000 Iraqi soldiers captured by U.S. forces during the 1991 Persian Gulf War, some of whom were involved in the bombing.
- The FBI claimed McVeigh scouted the Alfred P. Murrah building weeks before the bombing and yet on the morning of the attack he stopped at a local gas station to ask directions, lending credibility to the new claims that he was being controlled by other conspirators and that the target of the bombing had been changed.
- Original reports of two explosions and several failed devices being defused by bomb squads were buried by the establishment as the official explanation that McVeigh acted alone was pushed. Scientific analysis conducted by General Benton K. Partin revealed core columns were blown out from within the building and the extensive damage to the Alfred P. Murrah building was completely inconsistent with the explanation of a single and relatively weak fertilizer truck bomb.
- Many eyewitnesses reported that bomb squads in full Hazmat gear were seen around the building immediately before the blast. Police officer Terence Yeakey, who helped save dozens of victims, was one such witness. Yeakey compiled extensive files on his observations but was later found with his throat and wrists slashed having also been shot in the head after he told friends he was being followed by the authorities.
- Several individuals received prior warning that the bombing was about to take place. Bruce Shaw, who rushed to the Murrah building to find his wife who was employed there with the Federal Credit Union, testified that an ATF agent told him that ATF staff had been warned on their pagers not to come to work that day.
- The aftermath of the bombing led to the passage of the Omnibus Crime Bill and the demonization of the Patriot Movement, which was spreading like wildfire as opposition to federal government abuse grew following the events at Ruby Ridge and Waco. The consequences of the Oklahoma City Bombing effectively dismantled the Patriot Movement before the turn of the century.Political operatives have repeatedly stated that the only thing that will rescue Barack Obama’s tenure in the White House is another OKC-style bombing that Obama can blame on his political enemies.

The previous UK government did all it could to help facilitate the release of Lockerbie bomber Abdelbaset Ali al-Megrahi, a report on the case says.Sir Gus O'Donnell, the country's most senior civil servant, said there was an underlying desire to see Megrahi released before he died.But his report concluded that it was made clear to Libya that the final decision was up to Scottish ministers.And there was no evidence of Labour pressure on the Holyrood government.Prime Minister David Cameron, who set up the investigation, said the release had been profoundly wrong but added there was no need for a fresh inquiry.Labour's Gordon Brown, who was prime minister when Megrahi was freed in August 2009, said the decision had been made by Scottish Justice Secretary Kenny MacAskill and no-one else.But Stephanie Bernstein, from the US, who lost her husband in the bombing, told the BBC: It's disgusting, absolutely appalling. It looks as if the Labour government were acting as attorneys for the Libyans.
Today's disclosures in a review of documents by the UK's most senior civil servant, Sir Gus O'Donnell, indicate a more active pursuit of Megrahi's release.But the direction of UK policy travel was already clear.They saw Megrahi's continuing imprisonment in Scotland as a barrier to UK diplomatic and commercial links with Libya, given Tripoli's expressed view.So Libya wanted Megrahi out. The UK wanted Megrahi out - and sought to facilitate that, according to Sir Gus, via the options of the prisoner transfer agreement or compassionate release.That still does not prove the decision by Scottish Justice Secretary Kenny MacAskill was made in order to comply with the UK government's wishes or those of commercial interests such as BP. Indeed, Sir Gus repeatedly stresses it was well understood the decision was one for the Scottish government alone.Further, he notes the former UK government took pains to avoid pressing the Scottish government to acquiesce in the new UK policy (Megrahi liberation) on the basis that such a move could be counter-productive.Most of the 270 people who died when Pan Am Flight 103 blew up over the Scottish town of Lockerbie in 1988 were Americans.Tommy Vietor, spokesman for the US National Security Council, said: It's well-known that we believe Mr Megrahi should not have been transferred and instead should have served out the full sentence for his heinous crime.
No legal barrier
Megrahi, the only person convicted of the atrocity, was freed on compassionate grounds when, terminally ill with prostate cancer, Scottish doctors suggested he had only three months to live. He is still alive.The report by Sir Gus, the Cabinet Secretary, said the UK government had had an underlying desire to see Mr Megrahi released before he died.It added that, in 2008, the government developed a policy that it should do all it could, whilst respecting devolved competences, to facilitate an appeal by the Libyans to the Scottish government for Mr Megrahi's transfer under the PTA (prisoner transfer agreement) or release on compassionate grounds.This action amounted to: Proceeding with ratification of the PTA; explaining to Libya in factual terms the process for application for transfer under a PTA or for compassionate release, and informing the Scottish government that there was no legal barrier to transfer under the PTA, the report said.Victim's widow Stephanie Bernstein Sick at idea of the British government assisting Megrahi.But Sir Gus said he had not seen any evidence that the UK government had pressured or lobbied the Scottish government - run by the Scottish National Party - for the transfer or release of Megrahi.
He said the information showed UK ministers had changed their position on the transfer of Libyan prisoners due to commercial considerations, including lobbying by oil firm BP.But, in a statement to the UK Parliament, David Cameron dismissed claims, investigated by a recent US Congressional inquiry, that Megrahi's release may have been due to pressure by BP on UK ministers.The prime minister told MPs he did not believe the documents justified calls for a new inquiry, adding: The key point to me that emerges from reading the paperwork is this: Insufficient consideration was given to the most basic question of all.Was it really right for the British government to facilitate an appeal by the Libyans to the Scottish government in the case of an individual who was convicted of murdering 270 people, including 43 British citizens and 190 Americans, and 19 other nationalities? That is, for me, the biggest lesson of this entire affair.

Regardless of what the cabinet secretary says, the Americans draw a direct line between Edinburgh, London and BP's commercial ambition.New Jersey Senator Robert Menendez said: The UK didn't just turn a blind eye to al-Megrahi's release - they cut deals that set the terrorist free.The UK and Scottish governments' repeated denials, even when confronted by specific and compelling evidence, get more ludicrous by the day.It is time that these governments launch independent investigations into the matter and put the wheels in motion to return al-Megrahi to prison.Meanwhile, the Scottish government has published a series of documents relating to the case.Holyrood ministers said the UK government papers bear out the consistency of the Scottish government's position in all respects.First Minister Alex Salmond said of Sir Gus's report: I think you can take it that the Scottish government is going to feel a bit vindicated from the cabinet secretary's report.The big news of course is that the cabinet secretary has found that at the Autumn of 2008 the UK government, Labour government, changed its position.And every area of government were attempting to facilitate the release of Mr al-Megrahi's release to go back home to Libya.Alex Salmond: We made our decision on the principles of Scottish law and practice.Mr MacAskill has always insisted his controversial decision to release Megrahi was based on the principles of the Scottish justice system and not influenced by any external political or commercial pressures.Last week, a secret US diplomatic cable obtained by the Wikileaks website and shown to the Daily Telegraph newspaper, cited details of a letter sent by then Foreign Office minister Bill Rammell to his Tripoli counterpart within weeks of Megrahi being diagnosed with cancer in 2008.It was said to outline the procedure for obtaining compassionate release.Mr Rammell said that latest report had confirmed very clearly what he previously said.At all times in our dealings, we made clear that any decision to release al-Megrahi was exclusively a matter for the Scottish government and we did not pressure or lobby the Scottish government to release Megrahi,said Mr Rammell.

Obama may soon appear on your television or call your cell phone to warn you about the next specious al-Qaeda underwear bombing event.Commissioners voted last week to require television and radio stations, cable systems and satellite TV providers to participate in a test that would have them receive and transmit a live code that includes an alert message issued by the president. No date has been set for the test, according to the Post.

According to some experts, the world’s weather is about to get even more chaotic as a result of natural climate change that we can do absolutely nothing to prevent – and even though global warming alarmists may exploit the consequences to advance their own political agenda, paying a carbon tax to Al Gore will not lessen the impact of a potentially catastrophic magnetic polar shift.In layman’s terms, the most apocalyptic outcome of a polar shift would come as a result of the the poles flipping, with the south pole becoming the north pole and vice versa. The good news is that on average this only happens every half a million years, but the bad news is that it hasn’t happened in roughly 780,000 years, with some experts warning that the planet is overdue. Pole flips have been known to happen only 50,000 years apart.
If it happened, a complete pole shift would cause superstorms in the future with winds as high as 300 to 400mph…which would totally destroy anything they came into contact with on land, writes Terrence Aym for Salem-News.com.In between these flips, the magnetic field can become quite weak and chaotic, causing turbulence in the field, which can effectively cause weaker gaps in the magnetosphere, writes Mike Adams.These magnetic gaps or weaknesses can allow outside influences that normally would not penetrate the magnetosphere to reach deep into that magnetosphere, theoretically all the way down to where birds fly at very low altitude, adds Adams, making a case that pole shifts are to blame for recent mass bird die-offs.However, it’s important to note that the process of reversal in the earth’s magnetic field can take around 5,000 years to be completed. This isn’t going to happen overnight, which is why frenetic claims that it is part of some pre-ordained 2012 Mayan apocalypse are in the same league as hysteria about Planet X.

There is good physical evidence that the magnetic poles of the Earth have inverted from time to time. It seems to be around every 300,000 years or so but it appears that it has been over 700,000 years since there has been a magnetic pole reversal recently. To avoid confusion we must note that there are multiple poles of the Earth. There are the geographic North and South poles which are marked as 90 degrees North latitude and 90 degrees South latitude where all the meridians of longitude intersect at the rotational axis of the earth like on a desk top globe at the bottom and top. The rotational axis of the Earth is tipped at about 23 degrees from the plane of the planets in the solar system and this axial tilt is what gives rise to our seasons as the sun revolves around the sun in a year. The Earth spinning on its axis makes it relatively stable like a gyroscope and it has been pointing toward the star Polaris for a long time. In fact there is just a little bit of wobble, like a top or gyroscope has, because of asymmetries in the Earth’s shape. This is called precession and involves a change of about 1 degree in wobble in the angulation of the earth’s axis per 100 years. Astrology, the parent of Astronomy, was tied to associating predictive value to the constellations that surround the equator at certain times. This precession of the equinoxes has recently created a 13th house of the zodiac.
The other two poles are the North and South magnetic poles. The geographic poles are relatively stable. These magnetic poles on the other hand may move around 50 miles or more in a day. The magnetic poles are what a conventional compass seeks. As you approach a magnetic pole, the compass points more and more down toward the Earth. At the exact magnetic pole, the magnetic lines are perpendicular to the surface of the Earth and at the North pole, the north needle will point straight down and south needle straight up. At the South pole, the opposite situation is true. The North magnetic pole is a long way from the North geographic pole. In fact it is above the US and Canada about even with the northern extreme of Alaska latitude wise. 82.7 degrees North and 114.7 degrees West. The South magnetic pole is even more asymmetric. It is not even on Antarctica. It is 64.5 degrees South (remember south geographic pole is 90 degrees South) and 37.7 degrees EAST. That is south of Australia. That means the axis of the magnetic poles is already at a whopping angle. Starting in the West, going under Canada and North America, crossing through the center of the Earth behind Africa and coming out in the East between Australia and Antarctica. The speed of the surface of the Earth at the equator (zero degrees latitude) is a little over 1000 miles per hour. Under the crust of the earth are mysteries including a molten layer that overlies other mysteries. The core is presumed to be mostly iron but there are many other elements including carbon. The CO 2 in our atmosphere originally was boiled out of the molten earth. Diamonds are a form of carbon spewed forth from volcanic vents. A lot of deep oil is probably non-organic or abiotic (made the same way diamonds are). It is estimated that there are 20,000,000,000,000,000 tons of primal carbon in the earth. The movement of the crust over the molten magma and iron core powered by the rotation of the Earth with variable velocities of 1000mph at the equator and zero at the geographic poles results in powerful electrical currents within the Earth that give rise to the magnetic field. The position of the tectonic plates and continents affect the lines of magnetic force. These lines of magnetic force enter and leave the Earth at the magnetic poles.
Navigation has traditionally been greatly facilitated by the use of the magnetic compass. Geographers and cartographers learned that there is substantial variation between geographic and magnetic North. This is so ubiquitous that formal charts used for navigation have isogonal and agonic lines drawn on them so navigators can make appropriate corrections for magnetic declination or magnetic deviation as it is also known. Agonic lines are lines where geographical and magnetic headings are the same. Isogonal lines are lines where there is variance between geographic headings and magnetic headings. By convention on NOAA government maps, agonic lines are green. The red isogonal lines are separated by two degrees of East deviation and the blue isogonal lines are separated by two degrees of West deviation. Records are available on aviation charts going back 50 years for most of the world that detail what the magnetic deviation is. Claims have been made that the magnetic deviation is changing faster than it ever has before. It is not clear that this is the case, but it may be so. Historical data was reviewed at www.ngdc.noaa.gov/geomag for 1961, 1971, 1981 1991,2001 and 2011 in Leon County Texas.To reach zero degrees magnetic deviation, a correct geographic and magnetic heading or an agonic reading the drift would need to continue to the West for 217 minutes of longitude which will take 31 years if you assume 7 minutes of longitude change per year. If you average the change and use 5 minutes, it takes 43 years to reach a true heading.
Most things in nature are cyclical and tend to trend up and down. Assuming that the trend to the West continued at an increased rate of 10 minutes longitude per year indefinitely (which I think very unlikely) then tipping the magnetic axis 90 degrees would take 540 years. This would give us time to adjust to new weather patterns.
Predicting the weather is a hard thing to do long term. The Farmer’s Almanac has an algorithm relating to the phases of the moon and has proven surprisingly accurate. Recent study has shown that particles ejected from the sun in solar wind are heavily involved in seeding the atmosphere for cloud and rain formation. The moon tweaks the shape of the magnetic fields surrounding the Earth and so has great influence on how much of the particles from the solar wind get in. Normally our Earth’s magnetic field is roughly perpendicular to the orbital path and thin at the magnetic poles. That is why you see the Aurora Borealis in far northern climes. This is also why the vast majority of solar wind does not come straight on into the atmosphere. In fact the magnetic field shunts a vast majority of the solar wind around the Earth through the Van Allen Radiation Belts. This is why people are so concerned that if the magnetic poles become unstable, wobbly or suddenly reverse, we could be subject to radiation and very extreme and crazy weather. The above projection indicates that a shift would more likely be slow and take a thousand years for a full reversal.
The more catastrophic thing to contemplate is that if the massive magma flows caused tectonic binding and the whole thing got out of balance like a washing machine with the load unbalanced, we could have a shift in the geographic poles and then humanity would not survive the ride unless we had colonized near space. One nice note, the washing machine rarely unbalances when there is water in the hopper. We still have a lot of water in our machine.

California is the model for all other states in UN Agenda 21, the overarching blueprint for depopulation and total control. California passed sweeping laws, the AB 32 Global Warming Solutions Act and companion bill SB 375, that claim the need for sustainability to reduce greenhouse gases and carbon, otherwise known as phony global warming. California’s AB 32 law makes California the first state to commit to the Kyoto Treaty, a United Nations program.The corrupt chief of the UN International Panel on Climate Change (IPCC), Rajendra Pachauri, said that electricity should be monitored and that hefty taxes should be used to keep people from flying, as he prefers trains for the masses. His comments leave no doubt that UN goals are designed for total control and lack of mobility, as mobility is a source and reflection of freedom.Private property, the primary factor that increases economic and individual freedom, is under attack through new restrictive land use regulations. Specifically, these new restrictive land use laws (planning, zoning and building codes) target energy and transportation. If people are concentrated into cities, they are more easily controlled and become less self-reliant; the design for this known as Smart Growth.This article is a snapshot of some of the measures, many of which are already in place, and is not a full analysis of all the programs or the abysmal affect on business that will suffer under these draconian laws. It is important to remember that these changes are based in the discredited science of global warming.
Homes
• New urban developments: housing will be built near rail lines, with the stated intention of removing people from their cars.
•Mixed use buildings: stores and restaurants on the bottom level with Smart Growth cage living spaces above are the model for new developments.
• Green building permits: a whole new level of bureaucracy and fees are planned.
• Retrofitting: many residential and commercial buildings are targeted for green retrofits.
• Zero Net Energy buildings: elimination of fossil fuel heating and A/C will be part of the new building code requirements.
• Electricity and natural gas will be monitored with Smart Meters that have a remote off switch. Many California homes have already been outfitted with Smart Meters and bills have doubled in some cases. People have reported that the EMF radiation is making them sick. Smart Meters can be stopped by local governments before installation. A class action lawsuit against utility suppliers’ Smart Meters could go a long way toward stopping this program.
• Smart appliances: new appliances are designed to be remotely controlled by your cell phone AND your utility supplier who can cut your appliances off.
• Global Warming Potential (GWP): mitigation fees for potential global warming gas emissions may be levied. Absurdly, the report cites a fee for potentially carbon leaky refrigerators, which would apply whether your refrigerator leaks or not. Mitigation fees for ridiculous potential made-up threats are limited only by bureaucrats’ imagination.
Transportation
• High speed rail trains and light rail systems: these modes of transportation are expensive and inefficient. They are designed to reduce car use, while dramatically increasing centralized control.
• Mass transit public transportation: buses are part of the planning scheme.
• Mixed use buildings are designed to keep people at home and to prevent vehicle use.
• Mileage monitoring: the DMV will track mileage when vehicles are registered and those with higher mileage get to pay more taxes.
• Interregional travel: the state will be broken into regions and accounting approaches will be applied for emission responsibility (this means more tolls and taxes).
• Tolls and HOT Lanes: toll roads will increase and tolls for traveling in a congested area (the excuse given for this tax is that as a car idles in a congested area, there is more carbon emission). HOT (high occupancy toll) lanes and taxing single drivers for driving alone are part of the program.
• Air conditioning: California emissions regulations intend to phase-out air conditioning.
• Parking: planning regulations will limit parking; parking prices will increase and parking time shares are proposed.
• Obesity: the State cites obesity as an excuse to encourage (through regulations and taxes) bicycling and walking.
California is so thoroughly corrupt that despite State’s Air Resources Board fraud exaggerating diesel emissions by 340%. Meanwhile, the vehicle mandates are still going full speed ahead, without further study.
Funding
• Federal Stimulus Funding: no figures are mentioned, but the federal government is very supportive of centralized power at almost any cost.
• Carbon cap-and-trade tax: no specific figures were given as to how much the appointed bureaucrats expected to profit from charging for a non-existent problem.
• Water public use charge: The plan says that it can generate $100 to $500 million dollars in fees, but does not specify whether this is a total or yearly figure.
• Reforestation: public funds were cited as a way to finance the possible need for additional carbon sinks; no dollar amount was given.
• Permits and licenses: there are 24 state agencies listed in the AB 32 Scoping Plan; all of them are likely to dream up new licensing and permit fees.
• Mitigation fees: this has yet to be fully defined so it could apply to anything equally as silly as taxing a potential leaky refrigerator.
• Private funding: corporations who will benefit from partnering with the government.
Structure
It is estimated that administrative costs will be approximately $36 million a year.
The lead agency in this endeavor is the MPO or Metropolitan Planning Organization, an agency of the federal government comprised of local government leaders and appointed transportation authorities. Federal transportation funds are channeled through this entity.According to Michael Shaw, MPOs are a regional government apparatus. They are unelected and are primary purveyors of globalist policy generally. They reflect an extra unconstitutional layer of government. At the core they reflect a soviet system of governance.Twenty four state agencies, filled by unelected bureaucrats, are involved and seek to entice local governments into carrying out globalist Agenda 21. Local governments have jurisdiction over certain zoning and building permits.Public-Private Partnerships (PPP) are a cornerstone in Agenda 21 implementation. Essentially, the government partners with private corporations, Non-Governmental Organizations (NGO) and various other entities that may receive benefits including tax breaks or subsidies through government regulations.The laws and scoping plans are written in a vague and ill-defined language designed to confuse the real goals. According to Michael Shaw, this is the future of legislation: laws are intentionally written in a confusing open ended way so that they can be interpreted into destructive globalist policy later.Carbon dioxide pollution nonsense will be taught in schools, from kindergarten through university level to insure that Agenda 21 is implemented for decades to come.
Governors
Governors have the power to reject the globalist outright, but Agenda 21 and its lies are so monumental that it is difficult to some to grasp. Further, mainstream media is totally closed to the idea of public discourse on this matter. But cracks are beginning to appear in the Agenda 21 monolith.New Mexico Governor Susana Martinez fired the entire state environmental board on her second day in office when they tried to usurp her power.New Jersey Governor Chris Christie refused to complete the high speed rail system that would have connected New Jersey to New York; federal funds are provided if the state pays for at least half of the project.Wisconsin Governor Scott Walker and Ohio Governor John Kasich followed Christie’s lead and refused federal funding to build high-speed rails.California Governor Jerry Brown is intent on imposing the cap-and-trade portion of AB 32. However, he is also seeking to take local governments’ funds for ‘redevelopment’ or Smart Growth programs that benefit developers (many of whom are corrupt) to add to the State’s general fund to offset the deficit. Jerry Brown is a globalist but he has been held back by budget realities incurred by Schwarzenegger. In effect, Brown has accepted the new austerity financing reality of the new order- so he has been reduced to being reasonable in some instances.

On February 4th, California Superior Court Judge Ernest Goldsmith tentatively ruled that the California Air Resources Board (CARB) violated the state’s environmental law in 2008 and again last year. CARB failed to do a full environmental review; the cap-and-trade scheme and enforcement of emissions laws are temporarily on hold.
Solutions

Increasingly,people worlwide are complaining of adverse health effects from wind turbines.At first they were not taken seriously.But the first International Symposium on the Global Wind Industry and Adverse Health Effects in Picton Ont. last Oct is changing that.Medical scientists are begining to understand that there is a real problem related to the low frequency noise emitted by these huge industrial machines.British sleep Medicine specialist,DR CHRISTOPHER HANNING of University Hospitals in Leicester says:in my expert opinion,from my knowledge of sleep physiology and a review of the available research,I have no doubt that...industrial wind turbines generate sufficient noise to disturb the sleep and impair the health of those living nearby...Ill health has driven families from homes which were around 900m from wind turbines.
Dr Alec Salt,professor of Otolaryngology at Washington University,St Louis, told the conference:allowing turbines to be located 550 meters from people's homes is insane.
He has analyzed the infrasound from the turbines - sound waves of less than 20 cycles per second.Although you cannot hear such low frequency sound,it is easily detected by the ear and can have effects on the body. We are only just beginning to understand that infrasound can disturb sleep,probably by stimulation of subconscious neural pathways to the brain.Sleep disturbance over a prolonged period of time is known to be extremely hazardous to health,causing high blood pressure,diabetes and increased mortality...for people living in homes up to 5 kilometers away from the wind turbines.
Dr Salt warns that the effects of high levels of infrasound generated by wind turbines build up slowly on people.For most,there are no effects while in the vicinity of wind turbines for short periods-until they try to sleep in nearby homes.A Canadian trained Doctor practising in Maine has made a study of his patients living near wind turbines and compared it with a control group outside the turbine area.Dr Michael Nissenbaum found that 82%(18/22)of exposed subjects reported new or worsened chronic sleep deprivation,verses 4%(1 PERSON)in the non-exposed group.41% of exposed people reported new chronic headaches(verses 4% in the control group)with increased prescriptions amoung the exposed group.He emphasized the link between sleep deprivation and cardiovascular disease.
Dr Robert Thorne of the Australian Acoustical Society,an Enviromental Health Research Associate at Massey University,N.Z,found that people living within 1 to 4.3 km of the Waubra,Australia wind project complained of sleep disturbance, headaches, sore eyes,rning in the ears,earaches,dizziness,loss of balance and high blood pressure.Farmers complained that the worst affect is experienced while working their farms.Australian physician Dr Sarah Laurie is so concerned that she has recommended to people within 5 km of the Waubra wind farm to check their blood pressure with a 24-hour monitor and see a doctor if it is over 140/80 when they first awake in the morning.Dr Robert McMurtry,former Dean of Medicine at the University of Western Ontario,said that the review by ontario Chief Medical Officer of Health Dr Arlene King has little relevance for an emerging technology beccause it did'nt bother to investigate complaints of actual patients.As a literature review it contains no original research.
Its conclusions are not even supported by the content of the references cited.The review admits that ontario doesn't have a protocol to verify compliance with existing wind turbine noise limits nor appropriate guidelines for wind turbine low frequency noise.The review was a government-convened attemp to justify unsound practices of wind turbine development while denying the adverse health effects being reported by ontario families.Epidemiologist Dr Carl Phillips,Professor of Public Health Policy,University of Texas Medical School,says:there is ample scientific evidence to conclude that wind turbines cause serious health problems for some people living nearby.

They ignore the fact that the wind doesn’t blow consistently and that its intermittent nature makes wind an undependable source of power and restricts wind generators from consistently reaching their potential.The relative effectiveness of a generation facility to produce electricity is called its capacity factor (CF). It is the ratio of what a generating plant produces compared to what it could produce at full capacity. The annual average CF for wind turbines located offshore is about 40 percent, but that falls to about 25 percent during the summer, when the winds are weakest. For wind turbines located onshore, the annual average CF is about 30 percent and can drop to 13 percent in the summer.Proponents of wind power argue it is a good choice because, among other things, it reduces greenhouse gases. They compare industrial wind energy with power plants fueled by oil, coal and natural gas that generate tons of carbon dioxide. However, they fail to recognize that because of the unpredictable nature of wind, carbon-fueled plants will continue to underpin the load. This is particularly true in the summer, when the winds are at their lowest and the demand for power is highest.Proponents of wind almost never compare industrial wind to nuclear power, probably because in every aspect of electricity generation, nuclear beats wind by a long shot. The following are informative comparisons.
–Capacity factors. The capacity factor of the 104 nuclear reactors operating in the United States is 90 percent. In other words, nuclear facilities crank out electricity around the clock, 365 days of the year, at pretty near their total capacity. Compare that to the results of a study from a group of wind power advocates at the University of Delaware that modeled data from offshore meteorological stations from Maine to the Florida Keys. Their results show that a large offshore turbine array would attain a 90 percent capacity factor only 2.2 days a year, and that 20,000 five-megawatt turbines would be needed to equal the full generating capacity of those 104 reactors. Even 1,200 turbines would not supply electricity as dependably as a new reactor like the one proposed at Calvert Cliffs.
–Greenhouse gas reduction. Neither wind turbines nor nuclear reactors emit carbon dioxide. But because wind turbines are minimally productive more than half the time, fossil fuel power plants will be needed as backups and will contribute to greenhouse gases. Note that no coal-fired facility has been closed due to the installation of wind turbines.
–Electricity rates and costs. The proponents of wind use the high cost of building nuclear reactors to argue that the electricity they produce will be costly. They’re wrong because they fail to account for the low efficiency of wind; for the need for carbon-fired backup plants to compensate; for the much shorter working lives of wind turbines; and for the enormous subsidies, grants, tax incentives and tax breaks for wind from federal, state, and local governments. In fact, the expensive wind turbines, especially offshore, would never be built without these subsidies that in some cases pay for 50 percent of the project’s cost.After coal, nuclear is the least costly generator of electricity for the ratepayer. After solar, wind is the most expensive.
Gov. Martin O’Malley has introduced legislation that will require Maryland’s public utilities to commit to long-term contracts to purchase offshore-wind-generated electricity to guarantee a market for offshore wind, even though it will increase costs to ratepayers. In Massachusetts, millions of ratepayers can expect a 2 percent hike in their electric bills due to the planned Cape Wind project.
–Environmental impacts. The proposed Calvert Cliffs 3 nuclear reactor would be sited on about 350 acres. The 1,200 offshore wind turbines needed to produce the same amount of energy would require 74,000 acres. On shore, 2,400 turbines would be needed and would require 8,500 acres. This is a lot of land or water and a big impact on the rich mountain ecosystems and habitats or ocean ecosystems about which we know little.There are numerous reasons why nuclear energy should be seriously pursued. But the question here is: Should inefficient industrial wind be pushed blindly, given its potential for greatly increasing our energy bills, requiring up to 50 percent taxpayer investment, and causing enormous environmental damage? We should rewrite state laws, like Maryland’s Renewable Energy Portfolio Standard or Pennsylvania’s Alternative Energy Portfolio Standard, as clean energy portfolio standards that include new nuclear reactors. The fate of Ontario’s Green Energy Act (GEA), as it relates to wind turbines, might hinge on whether a Divisional Court panel of three Superior Court judges rules that the government should have sought proof that there are no harmful health effects from turbines or rules that the government considered adequately whether a standard setback of 550 metres is safe.An application for a judicial review, brought by lawyer Eric Gillespie representing Prince Edward County resident Ian Hannah, was heard Monday in Toronto over objections from government lawyer Sara Blake, who argued that the court had no jurisdiction as it involves a wind farm proposal that should be subject to the Renewable Energy Approval (REA) process.The Canadian Wind Energy Association (CanWEA) is a party to the hearing but only as a friend of the court and so far only apparently to the extent of submitting information. But its position reflects that of the government.
In our view this application has no merit and should not be before the court. The proper forum for issues related to setbacks for wind turbine projects is through the Renewable Energy Approval (REA) process. The REA is designed to ensure that renewable energy projects are developed in a way that is protective of human health, the environment, and Ontario’s cultural and natural heritage, said CanWEA’s media relations officer, Ulrike Kucera in an email response.The judges have reserved their decision to allow time to review the complex submissions from both sides, but Wind Concerns Ontario is considering that a victory. It says essentially that to have had the case heard at all was a win, and cites three hurdles that it consider it has overcome.
First hurdle: having the case heard;Second hurdle: the court heard evidence from experts whom the government side said were unqualified;Third hurdle: the fact of the reserved judgment, as an indication that the panel is reviewing all submissions – including those of the turbine opponent.

She said the doctors cited by Mr. Gillespie lacked the (expert) qualifications required, and described one of them as an advocate against wind farms because an area near his home is being considered for a possible wind farm.On Tuesday, Mono council unanimously passed a motion by Councillor Fred Nix, asking the provincial government undertake independent third-party clinical research on the health effects of low-frequency noise from wind turbines on nearby residents.In an interview, Mr. Nix said the motion was largely symbolic, since municipalities have limited authority under the Ontario Green Energy Act.This says to the government what a rural municipality thinks, said Mr. Nix. Concerns grow over Egypt’s WMD researchU.S. has been quiet about Cairo’s weapons programs, but revolt changes the calculus

With Egypt in revolt and the country’s future uncertain, concern is growing over whether a new government in the Arab world’s most militarily and industrially advanced country could accelerate an arms race in one of the world’s most volatile regions.At the heart of the concern is intelligence indicating that Egypt has quietly carried out research and development on weapons of mass destruction, including nuclear, chemical, biological and missile technology. The research and development has continued virtually without pause over the past three decades, according to interviews with U.S. officials and a review of intelligence and other government documents by NBC News.Specifically, the intelligence indicates that Egypt has carried out experiments in plutonium reprocessing and uranium enrichment, helped jump-start Saddam Hussein’s missile and chemical weapons programs in Iraq, and worked with Kim il-Jung on North Korea’s missile program. If we found another country doing what they’ve done, we would have been all over them, said a former U.S. intelligence official, speaking on condition of anonymity.

NBC News has obtained more than a dozen documents from the United States, Russia and Israel that shed some light on several Egyptian weapons of mass destruction programs, including its nuclear potential and details of a joint North Korean-Egyptian missile development agreement.The reason the U.S. didn’t move, officials say, was Egypt’s role as a staunch U.S. ally and stabilizing force in the Middle East and later as a key player in U.S. counterterrorism efforts.If Egyptian President Hosni Mubarak is forced to step down, new leadership in Cairo could mean a radical change in that relationship, analysts say.
Withdraw from nuke treaty?
In fact, at least one nuclear proliferation analyst believes that a shift may already be under way in Egyptian policy and that the U.S. may have to deal with Cairo withdrawing from the Nuclear Non-Proliferation Treaty, which it signed and ratified in 1968.They hint that if something isn’t done about Israel’s nuclear weapons program or Iran’s nuclear ambitions, they may be prepared to leave the (treaty), said David Albright, president of the Institute for Science and International Security and a former inspector with the International Atomic Energy Agency.The Egyptians have pushed for a U.N. conference next year on weapons of mass destruction, or WMD, in the Middle East, and would like to see constraints placed on Israeli and Iranian arms programs.But these requirements are hard to meet, Albright said. (The conference) may not end well, and that could be a catalyst for them to leave the (Non-Proliferation Treaty).

So far, the international community has not made the conference a priority. Seven months after the agreement to hold the conference, the U.N. has yet to establish a venue, an agenda or a facilitator to organize it.If Egypt was to withdraw from the treaty, there would be no restraints on its development of nuclear technology, whether for energy or for weapons.And Cairo already has given indications that it may harbor nuclear ambitions, according to analysts inside and outside the U.S. government.The International Atomic Energy Agency criticized Egypt in February 2005 for failing to report a variety of nuclear experiments over 20 or more years.The agency noted the Egypt had used small amounts of nuclear material to conduct experiments related to producing plutonium and enriched uranium, both of which can be used to make nuclear weapons. (The agency was then led by Mohamed ElBaradei, now an opposition figure and potential candidate to become at least an interim leader of a post-Mubarak government.)
Uranium, plutonium experiments
While the plutonium experiments appear to have taken place at least 20 years ago, the uranium experiments were more recent.According to the IAEA report, Egypt used its two research reactors at Inshas in the Nile Delta between 1990 and 2003 to irradiate small amounts of natural uranium, conducting a total of 16 experiments.
According to the IAEA, none of the experiments fully succeeded, but in each case, Egypt failed to report them to the agency as required by the Nuclear Non-Proliferation Act.Egypt eventually acknowledged that it had not fully disclosed the extent of its nuclear facilities, failed to declare the pilot plant used for the plutonium and uranium-separation experiments and did not provide design information for a new facility under construction, also at Inshas.The IAEA declared the lapses a matter of concern but stopped short of accusing Egypt of having a clandestine nuclear weapons program.
What do we know about Egypt’s arsenal?
In a statement responding to the IAEA, Egypt played down the violations, claiming that differing interpretations of its obligations under the treaty had led to the problems.But Albright said the experiments triggered concerns that Egypt was interested in the nuclear fuel cycle — the full development of fuel that can be used to power reactors or build bombs.For 15 years, they have made credible moves to build up their nuclear fuel cycle capability, he said.Egypt has admitted that it pursued nuclear weapons in the 1960s as it first learned about Israel’s nuclear program, which by 1966 had produced its first atomic bombs. At that point, at least some of those weapons would have targeted Egyptian cities.
Mubarak on the record
And Mubarak himself has occasionally raised the possibility of a nuclear Egypt.In an October 1998 interview, Mubarak said that Egypt could, if need be, develop nuclear weapons or buy the technology.If the time comes when we need nuclear weapons, then we will not hesitate, he told London’s al-Hayat newspaper. Acquiring material for nuclear weapons has become very easy, and it can be bought.As always, he then dismissed the idea.I say, if we have to, because this is the last thing we think about, he told al-Hayat. We do not think now of joining the nuclear club.The U.S. now believes that Mubarak’s reference to being able to buy nuclear technology was not just an off-hand remark.The statement appears to coincide with a secret offer by Pakistan’s A.Q. Khan to help Egypt develop nuclear arms, an offer that was rejected by Cairo, say U.S. intelligence officials.Despite these such hints, some observers do not believe that a new government would risk withdrawing from the non-proliferation treaty and moving to develop nuclear weapons. James Russell, a nuclear non-proliferation expert at the Naval Post-Graduate School in Monterey, Calif., and a former Pentagon official, thinks re-entering the nuclear race would be politically risky and economically unwise.He noted that the Egyptian government abandoned its nuclear ambitions after the 1967 war with Israel because of the cost and the lack of scientific expertise.
We don’t know
The question is, would a follow-on regime want to revisit this? he said. Would it look at the set of calculations and pursue not a peaceful program but consider constructing an illicit program? The answer is that we don’t know, but we do have an idea of what the costs of doing that would be … and the prospect that they’d have a pretty damn difficult time trying to hide it.I have a hard time seeing the costs (for) mounting such a program. The calculus argues for not doing this … even for an Islamic regime, he added.But as Russell and others note, the Egyptians don’t have a clean record” in other areas of arms proliferation. And if the Egyptians lost part or all of their U.S. military aid, they could be expected to try to make up those losses by developing and exporting more weapons technology.A revealing example of that occurred when Egypt helped Iraq develop its chemical weapons capability before the Gulf War.A CIA report in 2005 indicated that the Egyptian arms industry was sophisticated enough to permit Egypt to help Iraq make technological leaps in the 1980s, as Arab Iraq was battling Persian Iran.The 350,000-word report, little noticed until the Associated Press wrote of it in March 2005, stated that in 1981, after the outbreak of war with Iran, the Iraqi government paid Egypt $12 million in return for assistance with production and storage of chemical weapons agents.It said the assistance included making modifications to rocket systems to permit the warheads to store and disperse chemical agents and helping Saddam’s scientists develop sarin munitions.The sarin development is the best indicator of the Egyptian chemical weapons capabilities, say military experts. Sarin is a nerve agent, one of the more advanced military chemicals in the world.
A lesson from assistance to Iraq
Before the mid-1980s, Iraq was limited to mustard gas and other disfiguring agents. But not long after the Egyptian scientists arrived, Iraqi sarin production soared — from 5 tons in 1984 to 209 tons in 1987 and 394 tons in 1988, the report says. During that period, sarin was used extensively by Iraq to kill Kurdish dissidents in the north as well as Iranian soldiers in the south.The Egyptians also were critical to the development of an Iraqi missile program, Begun during the Iran-Iraq War in the mid-1980s.With financing from Iraq, Egypt set up a secret $750 million missile development project in the foothills of the Andes, just south of Cordoba, Argentina. Called the Condor-II, it was an advanced, mobile, two-stage, solid-fuel ballistic missile that could carry a half-ton warhead more than 600 miles.By 1985, it was well along in development and the centerpiece of an international consortium run by Egypt’s Ministry of Defense. U.S. pressure on Argentina and Egypt stopped the project, say U.S. intelligence officials. And that is not the only example of Egypt working with a rogue state.Also in the mid-1980s, Egypt secretly cooperated with North Korea to improve both countries’ missile arsenals.Egypt’s shipped at least two of its Soviet-supplied Scuds to North Korea for reverse-engineering. In return, Pyongyang agreed to help Cairo build Scuds on its own. North Korea provided technical documents, drawings and extensive access to North Korea’s own Scud production program.The cooperation led to North Korea’s development of its Nodong and Taepo-dong missiles. The former was later sent to Pakistan in exchange for nuclear technology, and deployment of the latter led the U.S. to install its “Star Wars” anti-missile system in Alaska, U.S. intelligence officials said.
It is this backdrop — and the fact that Egypt still has considerable expertise in missiles and chemical weapons — that has some analysts concerned about the path that a new Egyptian government might take.If an Islamic-dominated government emerges in the wake of Mubarak’s departure, then all bets are off as far as pursuit of WMDs, said Russell, the former Pentagon official. That also would be true of Egyptian-Israeli relations, he said.If the military retains power and installs another one of its own as leader, the analysts said, the issue will be to what extent Egypt’s relationship with the U.S. is damaged by the Obama administration’s efforts to exert its influence in the crisis.The only outcome that would entirely calm concerns about Egypt’s WMD ambitions would be if ElBaradei emerged as a central figure in a successor government, they said. He is, after all, a Nobel Peace Prize laureate because of his efforts to stop nuclear proliferation.
New sense of nationalism expected
But no matter the outcome, Egypt is likely to become newly sovereign, or more nationalistic, in the post-Mubarak era, the analysts said.Egypt would face great costs — including loss of U.S. aid and the ability to buy U.S. military equipment — if it became too open in its dealings with rogue states, or if it pressed hard on a nuclear agenda, notes Judith Yaphe, a 20-year veteran of the CIA who is now senior research fellow and Middle East project director at the National Defense University.
But that doesn’t necessarily mean that a new government might not decide that perilous times call for high-risk actions.Will it change? Who knows? she said. The Egyptian military has important things it has to protect. It would like to protect its relationship with the United States. … Those close ties are something they value. They value highly the training, the weaponry.Still, we shouldn’t be terribly surprised they are playing with things. Israel is still there, and the Iranians have ambitions. Call it the Iran Effect, if you want. Everyone else has given up on the Egyptians as great leaders, but the Egyptians haven’t.

WASHINGTON – The unrest engulfing Arab streets and threatening authoritarian governments in the Mideast is complicating U.S. counterterrorism efforts, scrambling the volatile battleground against al-Qaida in Yemen and raising concerns about the durability of Egypt's stance against militants.U.S. counterterrorism officials need to move quickly to firm up relationships with veteran Mideast intelligence and security services in the aftermath of momentous changes, experts say. Lingering confusion over who will take the reins of power could hamper instant decision-making in the short term.Over the longer term, will the U.S. be able to work as closely against al-Qaida and other terrorist groups if important allies such as Egyptian President Hosni Mubarak and Yemeni President Ali Abdullah Saleh cede power to Islamist groups such as the Muslim Brotherhood? Right now the situation is so fluid it's just about impossible to make any determinations about long-term repercussions, said Roger Cressey, a former counterterrorism deputy in the Clinton and second Bush administrations. The counterterrorism community has to be cautious about even jumping six months ahead.
Uncertainty about whether the U.S. can depend on Arab allies to join against militants comes amid growing American concerns following a string of failed attacks plotted in Yemen and al-Qaida's home base inside Pakistan. Less reliance on Mideast partners could force the U.S. to strike back on its own there, if a future terrorist attack were to succeed.The next time American interests are attacked and there's a return address in Yemen, the U.S. may have to act unilaterally, said Christopher Boucek, an expert with the Washington-based Carnegie Endowment for International Peace.U.S. counterterrorism officials worry that continuing demonstrations in the Yemeni capital in Sana'a could led the country's security forces to focus more on protecting the government, giving breathing room to al-Qaida in the Arabian Peninsula, suspected in plots against the U.S. in recent months.Some street protests have come from pro-democracy elements, Boucek said. Others have been stirred by Islamic fundamentalist and secessionist groups already arrayed against Saleh's government.In a sign of the mounting alarm about Yemen's role as a terrorist staging, President Barack Obama told Saleh on the phone this past week about the need for forceful action against the al-Qaida affiliate. Obama did praise the significant reform measures that Saleh ordered to defuse the protests.
Obama also took the unusual step of publicly chiding Saleh for releasing Abd-Ilah al-Shai, a sympathizer of the al-Qaida group who had been sentenced to five years for his ties with it. Al-Shai had met in 2009 with Anwar al-Awlaki, a fugitive militant cleric who is suspected by American authorities of involvement in the Christmas Day plot that year to bomb a Detroit-bound jet and the October 2010 scheme to send mail bombs on planes from Yemen to the U.S.Saleh, who's kept power despite battling three separate insurrections, often has to wire-walk between U.S. officials pressing for more leeway to take the battle against al-Qaida and powerful Yemeni tribes suspicious of his dealings with the Americans. Diplomatic cables released this year by WikiLeaks described the gap between Saleh's public posturing and private utterances — telling top U.S. counterterror adviser John Brennan at one point that he would pretend that a series of U.S. airstrikes had been carried out by Yemeni forces.Saleh's good at dancing in the snake pit, said Juan Zarate, a former top Bush administration counterterror official who is now with the Center for Strategic and International Studies. The unrest he's dealing with now poses some dangers, but he's pretty adept at getting out of trouble.Egypt once had to contend with its own breed of hardcore Islamic militants. But three decades of brutal repression by the country's security services — most recently led by new Vice President Omar Suleiman — largely eliminated them as a threat. The secretive Egyptian Islamic Jihad organization has been headed by al-Qaida's second-in-command, Ayman al-Zawahri since 1991, but Egypt's secret police crushed the group, expelling al-Zawahri and imprisoning its members.In a classified diplomatic cable written on April 13, 2009, the U.S. ambassador to Egypt, Margaret Scobey, wrote that Cairo's active opposition to Islamist terrorism and effective intelligence and security services makes Egypt an unattractive safe haven for terror groups, and there is no evidence to suggest there are any active foreign terrorist groups in the country.
During the uprising last week, there were numerous reports that some Islamic Jihad inmates were among hundreds let out during a mass jailbreak. Egyptian authorities said they rounded up many of those who escaped, but it was not clear whether all of them were back in custody. As long as the military and security apparatus is in control, I still don't see Egyptian militants as a real threat, Cressey said.The greater concern in Egypt, Zarate said, is tending to the strong ties between American and Egyptian counterterrorism officials that both sides cultivated over the past three decades. U.S. officials clearly want to shore up their relations with the security services to make sure our counterterrorism relations survive the changes, Zarate said. They need to be prepared to tailor their relations as the structure changes. If Suleiman takes control, that means there are new top security people we need to deal with.Some U.S. leaders worry that the likelihood that the fundamentalist Islamic Muslim Brotherhood — long ago locked out of power in Egypt — will wield power in a freer, decentralized government that might lead to a weakened stance against al-Qaida and other terror groups.My concern is their ties to terror groups and their adherence to (Islamic) Shariah law, Sen. John McCain, R-Ariz., said last week. Am I worried about the result that the Muslim Brotherhood might gain power? Yeah, I'm scared to death. But the option of holding off on democracy is not an option.Counterterrorism experts say the Muslim Brotherhood and al-Qaida are hardly joined at the hip. The groups have been foes for years, quarreling over ideological and tactical differences — often over the Brotherhood's willingness to work within political systems instead of toppling them violently. They just don't like each other,Cressey said. Al-Qaida sees itself as more militant, and they believe the Brotherhood isn't willing to take on the Egyptian security services.
Egypt's toughest counterterrorism challenge ahead may come as U.S. officials are forced to work with a new government that includes the Muslim Brotherhood, seeking common ground against terrorist enemies even if the Islamic faction tries to distance Egypt from its neighbor, Israel. American political leaders have long fused counterterror aims with support for Israel, and contending with an altered Mideast landscape with rising Islamic factions could force hard choices.We'll have to struggle with this politically, especially as we go into an election year, said Phillip Mudd, a former CIA and FBI official who was deputy director of the CIA's Counterterrorist Center and now is a senior adviser with Oxford Analytica, a consulting firm. The tension is between the need to work with these groups to continue the fight against (al-Qaida) and other extreme elements and the possibility that they may go against our wishes when it comes to Israel. Europe is less political and more realistic when it comes to that tension but it may be more of a problem here.Despite the likely tensions looming, Mudd and some other terrorism experts say the turbulence in Cairo, Sana'a and elsewhere in the Mideast and North Africa raises hopes that al-Qaida's momentum may be overtaken by democratic impulses. Al-Qaida sees themselves as revolutionaries, Mudd said. But the rise of the pro-democracy protests on the Arab street might take the air out of the balloon in terms of their recruiting. JERUSALEM (AFP) – The turmoil engulfing the Middle East makes it urgent that Israel and the Palestinians return to negotiations and make peace, Israeli President Shimon Peres said on Sunday.The veteran Israeli politician said that while the Israeli-Palestinian conflict was not the cause of much of the problems affecting the region, it was being manipulated by the enemies of both the Israelis and the Palestinians.

Concerns grow over Egypt’s WMD researchU.S. has been quiet about Cairo’s weapons programs, but revolt changes the calculus

With Egypt in revolt and the country’s future uncertain, concern is growing over whether a new government in the Arab world’s most militarily and industrially advanced country could accelerate an arms race in one of the world’s most volatile regions.At the heart of the concern is intelligence indicating that Egypt has quietly carried out research and development on weapons of mass destruction, including nuclear, chemical, biological and missile technology. The research and development has continued virtually without pause over the past three decades, according to interviews with U.S. officials and a review of intelligence and other government documents by NBC News.Specifically, the intelligence indicates that Egypt has carried out experiments in plutonium reprocessing and uranium enrichment, helped jump-start Saddam Hussein’s missile and chemical weapons programs in Iraq, and worked with Kim il-Jung on North Korea’s missile program. If we found another country doing what they’ve done, we would have been all over them, said a former U.S. intelligence official, speaking on condition of anonymity.

NBC News has obtained more than a dozen documents from the United States, Russia and Israel that shed some light on several Egyptian weapons of mass destruction programs, including its nuclear potential and details of a joint North Korean-Egyptian missile development agreement.The reason the U.S. didn’t move, officials say, was Egypt’s role as a staunch U.S. ally and stabilizing force in the Middle East and later as a key player in U.S. counterterrorism efforts.If Egyptian President Hosni Mubarak is forced to step down, new leadership in Cairo could mean a radical change in that relationship, analysts say.
Withdraw from nuke treaty?
In fact, at least one nuclear proliferation analyst believes that a shift may already be under way in Egyptian policy and that the U.S. may have to deal with Cairo withdrawing from the Nuclear Non-Proliferation Treaty, which it signed and ratified in 1968.They hint that if something isn’t done about Israel’s nuclear weapons program or Iran’s nuclear ambitions, they may be prepared to leave the (treaty), said David Albright, president of the Institute for Science and International Security and a former inspector with the International Atomic Energy Agency.The Egyptians have pushed for a U.N. conference next year on weapons of mass destruction, or WMD, in the Middle East, and would like to see constraints placed on Israeli and Iranian arms programs.But these requirements are hard to meet, Albright said. (The conference) may not end well, and that could be a catalyst for them to leave the (Non-Proliferation Treaty).

So far, the international community has not made the conference a priority. Seven months after the agreement to hold the conference, the U.N. has yet to establish a venue, an agenda or a facilitator to organize it.If Egypt was to withdraw from the treaty, there would be no restraints on its development of nuclear technology, whether for energy or for weapons.And Cairo already has given indications that it may harbor nuclear ambitions, according to analysts inside and outside the U.S. government.The International Atomic Energy Agency criticized Egypt in February 2005 for failing to report a variety of nuclear experiments over 20 or more years.The agency noted the Egypt had used small amounts of nuclear material to conduct experiments related to producing plutonium and enriched uranium, both of which can be used to make nuclear weapons. (The agency was then led by Mohamed ElBaradei, now an opposition figure and potential candidate to become at least an interim leader of a post-Mubarak government.)
Uranium, plutonium experiments
While the plutonium experiments appear to have taken place at least 20 years ago, the uranium experiments were more recent.According to the IAEA report, Egypt used its two research reactors at Inshas in the Nile Delta between 1990 and 2003 to irradiate small amounts of natural uranium, conducting a total of 16 experiments.
According to the IAEA, none of the experiments fully succeeded, but in each case, Egypt failed to report them to the agency as required by the Nuclear Non-Proliferation Act.Egypt eventually acknowledged that it had not fully disclosed the extent of its nuclear facilities, failed to declare the pilot plant used for the plutonium and uranium-separation experiments and did not provide design information for a new facility under construction, also at Inshas.The IAEA declared the lapses a matter of concern but stopped short of accusing Egypt of having a clandestine nuclear weapons program.
What do we know about Egypt’s arsenal?
In a statement responding to the IAEA, Egypt played down the violations, claiming that differing interpretations of its obligations under the treaty had led to the problems.But Albright said the experiments triggered concerns that Egypt was interested in the nuclear fuel cycle — the full development of fuel that can be used to power reactors or build bombs.For 15 years, they have made credible moves to build up their nuclear fuel cycle capability, he said.Egypt has admitted that it pursued nuclear weapons in the 1960s as it first learned about Israel’s nuclear program, which by 1966 had produced its first atomic bombs. At that point, at least some of those weapons would have targeted Egyptian cities.
Mubarak on the record
And Mubarak himself has occasionally raised the possibility of a nuclear Egypt.In an October 1998 interview, Mubarak said that Egypt could, if need be, develop nuclear weapons or buy the technology.If the time comes when we need nuclear weapons, then we will not hesitate, he told London’s al-Hayat newspaper. Acquiring material for nuclear weapons has become very easy, and it can be bought.As always, he then dismissed the idea.I say, if we have to, because this is the last thing we think about, he told al-Hayat. We do not think now of joining the nuclear club.The U.S. now believes that Mubarak’s reference to being able to buy nuclear technology was not just an off-hand remark.The statement appears to coincide with a secret offer by Pakistan’s A.Q. Khan to help Egypt develop nuclear arms, an offer that was rejected by Cairo, say U.S. intelligence officials.Despite these such hints, some observers do not believe that a new government would risk withdrawing from the non-proliferation treaty and moving to develop nuclear weapons. James Russell, a nuclear non-proliferation expert at the Naval Post-Graduate School in Monterey, Calif., and a former Pentagon official, thinks re-entering the nuclear race would be politically risky and economically unwise.He noted that the Egyptian government abandoned its nuclear ambitions after the 1967 war with Israel because of the cost and the lack of scientific expertise.
We don’t know
The question is, would a follow-on regime want to revisit this? he said. Would it look at the set of calculations and pursue not a peaceful program but consider constructing an illicit program? The answer is that we don’t know, but we do have an idea of what the costs of doing that would be … and the prospect that they’d have a pretty damn difficult time trying to hide it.I have a hard time seeing the costs (for) mounting such a program. The calculus argues for not doing this … even for an Islamic regime, he added.But as Russell and others note, the Egyptians don’t have a clean record” in other areas of arms proliferation. And if the Egyptians lost part or all of their U.S. military aid, they could be expected to try to make up those losses by developing and exporting more weapons technology.A revealing example of that occurred when Egypt helped Iraq develop its chemical weapons capability before the Gulf War.A CIA report in 2005 indicated that the Egyptian arms industry was sophisticated enough to permit Egypt to help Iraq make technological leaps in the 1980s, as Arab Iraq was battling Persian Iran.The 350,000-word report, little noticed until the Associated Press wrote of it in March 2005, stated that in 1981, after the outbreak of war with Iran, the Iraqi government paid Egypt $12 million in return for assistance with production and storage of chemical weapons agents.It said the assistance included making modifications to rocket systems to permit the warheads to store and disperse chemical agents and helping Saddam’s scientists develop sarin munitions.The sarin development is the best indicator of the Egyptian chemical weapons capabilities, say military experts. Sarin is a nerve agent, one of the more advanced military chemicals in the world.
A lesson from assistance to Iraq
Before the mid-1980s, Iraq was limited to mustard gas and other disfiguring agents. But not long after the Egyptian scientists arrived, Iraqi sarin production soared — from 5 tons in 1984 to 209 tons in 1987 and 394 tons in 1988, the report says. During that period, sarin was used extensively by Iraq to kill Kurdish dissidents in the north as well as Iranian soldiers in the south.The Egyptians also were critical to the development of an Iraqi missile program, Begun during the Iran-Iraq War in the mid-1980s.With financing from Iraq, Egypt set up a secret $750 million missile development project in the foothills of the Andes, just south of Cordoba, Argentina. Called the Condor-II, it was an advanced, mobile, two-stage, solid-fuel ballistic missile that could carry a half-ton warhead more than 600 miles.By 1985, it was well along in development and the centerpiece of an international consortium run by Egypt’s Ministry of Defense. U.S. pressure on Argentina and Egypt stopped the project, say U.S. intelligence officials. And that is not the only example of Egypt working with a rogue state.Also in the mid-1980s, Egypt secretly cooperated with North Korea to improve both countries’ missile arsenals.Egypt’s shipped at least two of its Soviet-supplied Scuds to North Korea for reverse-engineering. In return, Pyongyang agreed to help Cairo build Scuds on its own. North Korea provided technical documents, drawings and extensive access to North Korea’s own Scud production program.The cooperation led to North Korea’s development of its Nodong and Taepo-dong missiles. The former was later sent to Pakistan in exchange for nuclear technology, and deployment of the latter led the U.S. to install its “Star Wars” anti-missile system in Alaska, U.S. intelligence officials said.
It is this backdrop — and the fact that Egypt still has considerable expertise in missiles and chemical weapons — that has some analysts concerned about the path that a new Egyptian government might take.If an Islamic-dominated government emerges in the wake of Mubarak’s departure, then all bets are off as far as pursuit of WMDs, said Russell, the former Pentagon official. That also would be true of Egyptian-Israeli relations, he said.If the military retains power and installs another one of its own as leader, the analysts said, the issue will be to what extent Egypt’s relationship with the U.S. is damaged by the Obama administration’s efforts to exert its influence in the crisis.The only outcome that would entirely calm concerns about Egypt’s WMD ambitions would be if ElBaradei emerged as a central figure in a successor government, they said. He is, after all, a Nobel Peace Prize laureate because of his efforts to stop nuclear proliferation.
New sense of nationalism expected
But no matter the outcome, Egypt is likely to become newly sovereign, or more nationalistic, in the post-Mubarak era, the analysts said.Egypt would face great costs — including loss of U.S. aid and the ability to buy U.S. military equipment — if it became too open in its dealings with rogue states, or if it pressed hard on a nuclear agenda, notes Judith Yaphe, a 20-year veteran of the CIA who is now senior research fellow and Middle East project director at the National Defense University.
But that doesn’t necessarily mean that a new government might not decide that perilous times call for high-risk actions.Will it change? Who knows? she said. The Egyptian military has important things it has to protect. It would like to protect its relationship with the United States. … Those close ties are something they value. They value highly the training, the weaponry.Still, we shouldn’t be terribly surprised they are playing with things. Israel is still there, and the Iranians have ambitions. Call it the Iran Effect, if you want. Everyone else has given up on the Egyptians as great leaders, but the Egyptians haven’t.

WASHINGTON – The unrest engulfing Arab streets and threatening authoritarian governments in the Mideast is complicating U.S. counterterrorism efforts, scrambling the volatile battleground against al-Qaida in Yemen and raising concerns about the durability of Egypt's stance against militants.U.S. counterterrorism officials need to move quickly to firm up relationships with veteran Mideast intelligence and security services in the aftermath of momentous changes, experts say. Lingering confusion over who will take the reins of power could hamper instant decision-making in the short term.Over the longer term, will the U.S. be able to work as closely against al-Qaida and other terrorist groups if important allies such as Egyptian President Hosni Mubarak and Yemeni President Ali Abdullah Saleh cede power to Islamist groups such as the Muslim Brotherhood? Right now the situation is so fluid it's just about impossible to make any determinations about long-term repercussions, said Roger Cressey, a former counterterrorism deputy in the Clinton and second Bush administrations. The counterterrorism community has to be cautious about even jumping six months ahead.
Uncertainty about whether the U.S. can depend on Arab allies to join against militants comes amid growing American concerns following a string of failed attacks plotted in Yemen and al-Qaida's home base inside Pakistan. Less reliance on Mideast partners could force the U.S. to strike back on its own there, if a future terrorist attack were to succeed.The next time American interests are attacked and there's a return address in Yemen, the U.S. may have to act unilaterally, said Christopher Boucek, an expert with the Washington-based Carnegie Endowment for International Peace.U.S. counterterrorism officials worry that continuing demonstrations in the Yemeni capital in Sana'a could led the country's security forces to focus more on protecting the government, giving breathing room to al-Qaida in the Arabian Peninsula, suspected in plots against the U.S. in recent months.Some street protests have come from pro-democracy elements, Boucek said. Others have been stirred by Islamic fundamentalist and secessionist groups already arrayed against Saleh's government.In a sign of the mounting alarm about Yemen's role as a terrorist staging, President Barack Obama told Saleh on the phone this past week about the need for forceful action against the al-Qaida affiliate. Obama did praise the significant reform measures that Saleh ordered to defuse the protests.
Obama also took the unusual step of publicly chiding Saleh for releasing Abd-Ilah al-Shai, a sympathizer of the al-Qaida group who had been sentenced to five years for his ties with it. Al-Shai had met in 2009 with Anwar al-Awlaki, a fugitive militant cleric who is suspected by American authorities of involvement in the Christmas Day plot that year to bomb a Detroit-bound jet and the October 2010 scheme to send mail bombs on planes from Yemen to the U.S.Saleh, who's kept power despite battling three separate insurrections, often has to wire-walk between U.S. officials pressing for more leeway to take the battle against al-Qaida and powerful Yemeni tribes suspicious of his dealings with the Americans. Diplomatic cables released this year by WikiLeaks described the gap between Saleh's public posturing and private utterances — telling top U.S. counterterror adviser John Brennan at one point that he would pretend that a series of U.S. airstrikes had been carried out by Yemeni forces.Saleh's good at dancing in the snake pit, said Juan Zarate, a former top Bush administration counterterror official who is now with the Center for Strategic and International Studies. The unrest he's dealing with now poses some dangers, but he's pretty adept at getting out of trouble.Egypt once had to contend with its own breed of hardcore Islamic militants. But three decades of brutal repression by the country's security services — most recently led by new Vice President Omar Suleiman — largely eliminated them as a threat. The secretive Egyptian Islamic Jihad organization has been headed by al-Qaida's second-in-command, Ayman al-Zawahri since 1991, but Egypt's secret police crushed the group, expelling al-Zawahri and imprisoning its members.In a classified diplomatic cable written on April 13, 2009, the U.S. ambassador to Egypt, Margaret Scobey, wrote that Cairo's active opposition to Islamist terrorism and effective intelligence and security services makes Egypt an unattractive safe haven for terror groups, and there is no evidence to suggest there are any active foreign terrorist groups in the country.
During the uprising last week, there were numerous reports that some Islamic Jihad inmates were among hundreds let out during a mass jailbreak. Egyptian authorities said they rounded up many of those who escaped, but it was not clear whether all of them were back in custody. As long as the military and security apparatus is in control, I still don't see Egyptian militants as a real threat, Cressey said.The greater concern in Egypt, Zarate said, is tending to the strong ties between American and Egyptian counterterrorism officials that both sides cultivated over the past three decades. U.S. officials clearly want to shore up their relations with the security services to make sure our counterterrorism relations survive the changes, Zarate said. They need to be prepared to tailor their relations as the structure changes. If Suleiman takes control, that means there are new top security people we need to deal with.Some U.S. leaders worry that the likelihood that the fundamentalist Islamic Muslim Brotherhood — long ago locked out of power in Egypt — will wield power in a freer, decentralized government that might lead to a weakened stance against al-Qaida and other terror groups.My concern is their ties to terror groups and their adherence to (Islamic) Shariah law, Sen. John McCain, R-Ariz., said last week. Am I worried about the result that the Muslim Brotherhood might gain power? Yeah, I'm scared to death. But the option of holding off on democracy is not an option.Counterterrorism experts say the Muslim Brotherhood and al-Qaida are hardly joined at the hip. The groups have been foes for years, quarreling over ideological and tactical differences — often over the Brotherhood's willingness to work within political systems instead of toppling them violently. They just don't like each other,Cressey said. Al-Qaida sees itself as more militant, and they believe the Brotherhood isn't willing to take on the Egyptian security services.
Egypt's toughest counterterrorism challenge ahead may come as U.S. officials are forced to work with a new government that includes the Muslim Brotherhood, seeking common ground against terrorist enemies even if the Islamic faction tries to distance Egypt from its neighbor, Israel. American political leaders have long fused counterterror aims with support for Israel, and contending with an altered Mideast landscape with rising Islamic factions could force hard choices.We'll have to struggle with this politically, especially as we go into an election year, said Phillip Mudd, a former CIA and FBI official who was deputy director of the CIA's Counterterrorist Center and now is a senior adviser with Oxford Analytica, a consulting firm. The tension is between the need to work with these groups to continue the fight against (al-Qaida) and other extreme elements and the possibility that they may go against our wishes when it comes to Israel. Europe is less political and more realistic when it comes to that tension but it may be more of a problem here.Despite the likely tensions looming, Mudd and some other terrorism experts say the turbulence in Cairo, Sana'a and elsewhere in the Mideast and North Africa raises hopes that al-Qaida's momentum may be overtaken by democratic impulses. Al-Qaida sees themselves as revolutionaries, Mudd said. But the rise of the pro-democracy protests on the Arab street might take the air out of the balloon in terms of their recruiting. JERUSALEM (AFP) – The turmoil engulfing the Middle East makes it urgent that Israel and the Palestinians return to negotiations and make peace, Israeli President Shimon Peres said on Sunday.The veteran Israeli politician said that while the Israeli-Palestinian conflict was not the cause of much of the problems affecting the region, it was being manipulated by the enemies of both the Israelis and the Palestinians.
The dramatic events of recent days raise the need to remove the Israeli- Palestinian conflict from the daily agenda as soon as possible because the conflict is being exploited to the detriment of both sides, Peres said at a conference in the seaside town of Herzliya north of Tel Aviv.Peres spoke of the uprisings in Egypt and Tunisia, the political turmoil in Lebanon, the north-south split in Sudan and Iran's nuclear programme.His comments echo those of the Middle East diplomatic Quartet -- the United States, European Union, Russia and the United Nations, which met in the German city of Munich on Saturday.History has lost its patience, it is happening at a gallop. There are those who say we need to wait for the storm to subside, no one knows when it will end, Peres said.Talks between Israel and the Palestinians, relaunched on September 2 after a long hiatus, fell apart weeks afterwards after Israel refused to renew a temporary ban on building settlements in the West Bank.The Palestinian leadership refuses to resume negotiations as long as Israel builds on land wanted for a Palestinian state.
