The death toll has already exceeded 1,600 and authorities expect it to continue to rise.Myanmar's military rulers let in hundreds of foreign rescue personnel on Saturday after an earthquake killed more than 1,600 people, the deadliest natural disaster to hit the impoverished, war-torn country in years.Friday's 7.7 magnitude quake, among the biggest to jolt the Southeast Asian nation in the last century, crippled airports, bridges and highways amid a civil war that has wrecked the economy and displaced millions.The death toll in Myanmar climbed to 1,644, the military government said on Saturday. Myanmar's embassy in London said more than 3,400 people were injured and nearly 140 were missing, adding that these numbers were expected to increase.In neighbouring Thailand, where the quake rattled buildings and brought down a skyscraper under construction in the capital Bangkok, at least nine people were killed and 78 others were still unaccounted for at the scene of the collapse, located near the city's popular Chatuchak market.Survivors in Mandalay, Myanmar's second-biggest city, dug with their bare hands on Friday in desperate attempts to save those still trapped, lacking heavy machinery and with authorities absent.In Bangkok on Saturday, rescue operations continued at the site of the 33-storey tower's collapse, where 47 people were missing or trapped under the rubble — including workers from Myanmar.Predictive modelling by the U.S. Geological Survey (USGS) estimated Myanmar's death toll could exceed 10,000 and losses could exceed the country's annual economic output.A day after making a rare call for international assistance, Myanmar's junta chief, Senior Gen. About 85,000 customers are currently without power in Ontario Saturday as an ice storm pummels parts of the province, Hydro One said. The outages, which are concentrated in central and eastern Ontario, are being caused by tree limbs and branches weighed down by freezing rain that break and fall onto power lines, said spokesperson Tiziana Baccega Rosa. She said some areas in the province, which are known as water-access only, may be without power for more than 24 hours. Crews will need to either fly in by helicopter or use boats, which they cannot do until the storm is over, Baccega Rosa said. Affected areas may include parts of Parry Sound and Huntsville. Crews are working to restore power across the province, Hydro One said in a post on X. "Stay safe, stay back from downed lines," the company wrote.Freezing rain began in parts of southern Ontario early Saturday morning while Toronto is expected to see it begin on Saturday night, Environment Canada said. The following areas saw freezing rain begin early Saturday, according to the federal weather agency: Vaughan, Richmond Hill, Markham, Newmarket, Georgina, northern York Region, Uxbridge, Beaverton, Pickering, Oshawa, Durham Region, Barrie, Collingwood and Hillsdale. These areas are expected to see ice build up between five to 10 mm, according to Environment Canada freezing rain warnings issued early Saturday morning. These cities may see ice build up between two to four millimetres, as well as utility outages, slippery surfaces and broken tree branches, the federal weather agency said in a freezing rain warning Saturday afternoon. An initial special advisory that was in effect until noon Saturday also warned of possible utility outages, but that was no longer included in the latest freezing rain warning. Environment Canada is warning a messy storm is expected to bring freezing rain across the GTA. An anticipated major winter storm has arrived in eastern Ontario, with power outages affecting hundreds of people in Kingston, Ont., and the surrounding area and police reporting dozens of collisions.Environment Canada said Friday to prepare for widespread power outages and dangerous travel over the weekend because of freezing rain hitting communities ranging from Bancroft to Belleville to Brockville.It's since upgraded some regional warnings and extended them into Sunday.As of Saturday morning, the agency had active freezing rain warnings in place along Lake Ontario for Kingston, Belleville and Quinte West, warning the public that these regions could get five up to 25 millimetres of ice accretion or more and widespread power outages are possible.There is also a freezing rain warning along the border of western Quebec in places like Grenville and Deep River, noting that people there may see between five and 10 millimetres of ice accretion. Ottawa, Gatineau and communities to the south — including Perth and Siths Falls — are now under a freezing rain warning, upgraded from a special weather statement around 11:30 a.m. on Saturday.On Friday, that statement said these regions could get five to 10 millimetres of ice accretion.The freezing rain may ease for a time on Saturday, according to Environment Canada. The agency provided an update late Saturday morning to note that freezing rain in some places would continue into Sunday afternoon.Kingston has declared a significant weather event, putting in its snow plans for transit and overnight parking. Wildfires raging in South Korea doubled in size on Thursday from a day earlier, as authorities called the blazes the country's worst natural fire disaster with at least 28 people killed and historic temples incinerated.More than 33,000 hectares has been charred or were still burning in the largest of the fires that began in the central Uiseong county, making it the biggest single forest fire in South Korea's history. The previous record was 24,000 hectares in a March 2000 fire."We are nationally in a critical situation with numerous casualties because of the unprecedented rapid spread of forest fires," acting President Han Duck-soo told a government response meeting.South Korea relies on helicopters to fight forest fires because of its mountainous terrain, and the military has released stocks of aviation fuel to help keep them flying as they try to douse flames across mountainous regions in the southeast of the country that have been burning for nearly a week.More than 120 helicopters have been deployed in three regions battling the blazes, the safety ministry said.The fatalities include a pilot whose helicopter crashed during efforts to contain a fire Wednesday and four firefighters and other workers who died earlier after being trapped by fast-moving flames. Authorities haven't disclosed details of the civilian dead, except that they are mostly in their 60s or older who found it difficult to escape quickly or people not willing or able to heed evacuation orders.The Uiseong fire began spreading quickly on Wednesday, reaching the coastal county of Yeongdeok 51 kilometres away in just 12 hours, said Won Myung-soo, director of satellite imagery analysis for the national forestry service.The wildfires have been moving east rapidly, spreading almost to the coast, aided by gusty winds and dry conditions.Some rain, but not much-On Thursday evening, it rained briefly in some parts of the affected region. A ballistic missile launched at Israel by the Iran-backed Houthis in Yemen was successfully intercepted by air defenses Sunday morning, hours after the rebels claimed they had targeted an American aircraft carrier in the Red Sea.The Israel Defense Forces said the missile aimed at Israel was shot down before crossing the country’s borders.Sirens had sounded across central Israel, in several towns near Jerusalem, and in some West Bank settlements.Medics said a 42-year-old woman was moderately injured when she fell from a significant height into a ditch at the side of the Route 1 highway between Tel Aviv and Jerusalem while seeking shelter during the alert.She was taken to a hospital in Tel Aviv with injuries to her limbs and back, the Magen David Adom emergency service said.It was at least the eighth Houthi attack on Israel since March 18, when the IDF resumed its offensive against Hamas in the Gaza Strip. The Defense Ministry unit that oversees the Gaza Strip produced a document four months before Hamas’s October 7, 2023, massacre recommending a potential long-term truce (hudna) with the terror group in Gaza, under which Israel would recognize Hamas rule in the enclave and grant it something akin to sovereignty, a TV report said Saturday night.The top secret document, entitled: “Program for ‘Long-Term Truce’ in the Strip,” was written by Major General Ghassan Alian, the head of COGAT (Coordinator of Government Activities in the Territories), and was distributed to senior security officials on June 11, 2023, Channel 12 said.The report said the plan was discussed the next day at a consultation led by then-IDF Chief of Staff Herzi Halevi, and Halevi’s recommendation was that the idea should be advanced with the goal of “taking the Gaza Strip in a better direction.”The potential for establishing a long-term truce with Hamas was still considered viable days before the Hamas invasion, the TV report noted, claiming that Prime Minister Benjamin Netanyahu and then-defense minister Yoav Gallant sent a delegation from COGAT and the Shin Bet to Cairo 10 days before the massacre to see if it was possible to advance such a truce and protracted stability with Hamas.The truce proposal set out in Alian’s June 11, 2023, document was initiated by Egypt, Channel 12 said. Israel’s efforts to advance it, the TV report said, underline the degree to which it was duped by Hamas into thinking that the terror group was seeking long-term calm and sovereignty in Gaza, even as it made meticulous preparations for the October 7 invasion and slaughter.Moreover, the TV report said that practical Israeli policy, including support for years of cash funding for Gaza from Qatar and vast payments to UNRWA (the UN’s Palestinian refugee agency) that also included large sums in cash, were central to Hamas’s war machine. In the run-up to October 7, the TV report said, Israel had even allowed motorbike tires to be imported into Gaza, as well as metal that was then used by Hamas to manufacture rockets and chemicals that were used to launch them.The truce proposal detailed in the June 11, 2023, document “in essence called for recognizing Hamas rule in Gaza, [and] granting it sovereignty — almost a state,” the TV report said.Alian’s June 11 document was sent to the heads of the Shin Bet, Mossad, the IDF chief of staff and other senior IDF officers, as well as to the COGAT chief’s direct boss at the time, Gallant.The report quoted the document as saying that circumstances and vectors “have created the opportunity to advance the idea of a hudna, by means of the partners: the Egyptians and the Qataris.“These conditions ensure long-term stability and limit Hamas’s strengthening in the Strip. It is evident that Hamas is interested in advancing… an agreement on understandings, in a move that would strengthen the more moderate elements of the Hamas leadership in Gaza.”The TV report noted that Yahya Sinwar, the October 7 architect, had said in a 2006 Channel 12 interview, while in an Israeli prison, that he was interested in a long-term truce, which would “enable calm for our generation and maybe the next,” apparently underlining the long-time strategy of duplicity that preceded the 2023 massacre.It also broadcast an audio clip of Halevi telling residents of Kibbutz Nir Oz earlier this month that Hamas “succeeded in duping us” ahead of the attack into thinking it was seeking long-term calm. Hamas had reached out to COGAT and the IDF’s Gaza Division to ask that Gaza children with cancer be treated in Israel, as an ostensible signal of a desire for cooperation “in order to lull us and prepare the ground,” Halevi said.The report noted that by May 2023 Sinwar had even decided on the precise October 7 date for the invasion. At around the same time that Sinwar made that decision, Egypt presented an Israeli delegation in Cairo– including representatives of the Shin Bet and IDF, and headed by Alian — with the long-term truce proposal. On their return, COGAT put together a team, with members from the Shin Bet and the IDF Southern Division, to work on the idea, which in turn led to Alian’s document the next month.The report said Hamas was maintaining a dialogue with Israel at the time, purporting to be solely interested in economic improvement for Gaza.“Hamas is deeply concerned about an escalation into another conflict at the current time,” Channel 12 quoted Alian’s document as saying. “It is very troubled by this, including the hawkish leaders and the military wing.”The COGAT document also distinguished between Hamas, which it asserted was showing responsible leadership and seeking sovereignty in Gaza, and the smaller Palestinian Islamic Jihad terror group. “Islamic Jihad challenges the new Hamas policy regarding Israel,” the document reportedly stated.Setting out some of what the truce would entail, the document cites “acceptance in practice of Hamas rule, and giving it the permission to entrench its influence on the Palestinian front, alongside a broadening of its ties with regional players.”The document reportedly recommended “checking with the Egyptians the viability of a long-term truce” and stressed that “the logic of the truce is based on creating an Egyptian initiative, not an Israeli one.”Halevi convened senior IDF figures, including the deputy chief of staff and the head of the air force, for a June 12 discussion on “the security regime in Gaza,” at which Alian’s document was discussed.The TV report said Halevi’s recommendation at the end of that discussion was that work be done with the mediators to take Gaza in a better direction under the headline of a “hudna.”In July 2023, the cabinet held its first meeting on Gaza since taking office the previous December. Headed by Netanyahu, the cabinet agreed to “advance the civilian arrangement with Hamas, while insisting on maintaining Israel’s demands in that regard, in coordination with the stages defined by COGAT,” Channel 12 reported, without elaboration.The network said the National Security Council also presented plans at the meeting, including for “an effort to maintain long-term calm, examining long-term solutions for prolonged stability.”The TV report said Israel’s political and security chiefs registered Hamas’s claims of wanting calm but ignored all contrary messages the group was issuing in Arabic media, where it was constantly calling for jihad. It cited a May 2022 speech by Sinwar in which he called for Palestinians to attack Israelis with whatever they had — rifles, or axes or cleavers — and a TV drama series broadcast on Hamas TV that year showing an invasion.It also said that Netanyahu had not only encouraged Qatari funding for Gaza, but also intervened to keep money flowing to UNRWA, including in cash, after President Donald Trump stopped funding the UN body in 2018. The IDF said in March 2024 that over 450 Hamas and Islamic Jihad operatives worked for UNRWA.The report noted that Alian’s truce proposal reflected Israel’s policy on the eve of October 7, but is not mentioned in any of the IDF’s October 7 probes so far.The report did not specify whether COGAT’s own probe into the attack refers to the document, but said that neither Halevi nor his successor Eyal Zamir have asked to see COGAT’s probe as of yet. It also noted that were the head of COGAT to be probed about the document, questions would also need to be asked of Gallant and Netanyahu. “Such a probe would show that the government initiated and created the conception” of potential long-term calm with Hamas, “together with COGAT.”In a response to the report, COGAT told the station that Alian’s document “presented an Egyptian proposal from June 2023, and not an Israeli initiative.” It said the discussions on it “were held in accordance with the policy of the political leadership.”Gallant, in response, reiterated his demand for a state commission of inquiry into October 7, covering at least the past decade, in which he, too, would be questioned.The Shin Bet, IDF and Netanyahu’s office did not respond to questions, Channel 12 said.

Pope Francis has slowed down, as his health recovery has required, but “the governance of the Church is in his hands,” Cardinal Pietro Parolin explained in an interview with Italy's Corriere della Sera newspaper. The Cardinal Secretary of State recalled how the Pope’s hospitalization and now his convalescence have changed the duration and amount of attention he can dedicate, but there has been no interruption in his ability to deal with issues that required a decision by him or direction from him. In the interview Cardinal Parolin speaks about the functioning of the Holy See, noting that while “the Pope has never stopped governing the Church, not even during his hospitalization at Gemelli,” it is also true that there are “many more routine matters on which the collaborators of the Curia can proceed without consulting him, based on instructions already given earlier and existing rules.”On behalf of the Pope-The matters presented to the Pope during this period, Cardinal Parolin clarifies, are solely the “issues on which he alone can and must decide”; for the rest, there is an “authority” that the Vatican dicasteries, which “work on behalf of the Pope,” can exercise by making decisions “following the guidelines” outlined by Pope Francis, something that also happens “in normal times.”One such circumstance, Cardinal Parolin cited, regards canonizations: “It is the Pope who pronounces the formula, but this, if necessary, can be delegated to a collaborator who pronounces it in the Pope’s name.” Thus, he continues, if the Pope were to authorize Cardinal Marcello Semeraro, Prefect of the Congregation for the Causes of Saints, he could “read the formula on his behalf, in case the Pope is unable to do so at that time.”All of this, Cardinal Parolin notes, “will also depend on how the Holy Father feels during those days.” Now, the important thing for Pope Francis, he says, “is that he can rest and get better” for the two months prescribed by the doctors with the hope that this “reduced period of activity” compared to his previous pace “will help him fully resume his ministry.”

Face biometrics are increasingly the preferred way for people to complete processes from international travel to attending concerts, as seen in several of Biometric Update’s most-read articles of the week. Air and sea port deployments of NEC, Idemia and Vision-Box biometrics in Asia demonstrate the growing popularity of facial recognition. But could the technology become a victim of its own success? Its use at UK borders and police stations has caused a transparency scandal, London police are taking a step towards normalizing live facial recognition and a biometric event management app has been caught leaving IDV data exposed.Top biometrics news of the week-The UK Home Office was busted this week for requiring the nation’s airports to match the face biometrics of all passengers boarding domestic flights. The secret facial recognition checks have been going on for at least 15 years. The National Police Chiefs’ Council, meanwhile, told UK police forces not to share information on the use of banned surveillance software like PimEyes when responding to FOI requests.China’s government, perhaps ironically, has moved to limit the indiscriminate use of face biometrics in the private sector with new regulations. New rules taking effect in June will require data protection impact assessments, explicit and informed consent and for companies handling large volumes of biometric data, registration with cybersecurity authorities.Event ticketing and access is a growth area for face biometrics, but a data exposure by Brazilian app FacePass shows the risk to consumers of poor data storage practices. China’s boom in selfie biometrics and facial recognition may already have peaked, with new regulations published so businesses can plan for compliance before they take effect later this year.The new regulation is known as “Administrative Measures on the Security of Facial Recognition Technology Application,” according to Tech in Asia.Cyberspace Administration of China (CAC) has published new regulations for commercial uses of facial recognition, including hotel check-ins or physical access to gated communities. The agency says the regulations are a response to growing concerns about the impact on data privacy from widespread use of face biometrics. They take effect in June.The regulations specify the need for clear signage indicating when facial recognition is in use, and that companies need to gather explicit and informed consent before processing individual’s biometric data. For people under 14 years old, parental consent is required.Individuals who don’t give consent for their face biometrics to be used should be given “other reasonable and convenient options,” CAC said in a post to its website, as quoted by Reuters.Organizations handling the face biometrics of more than 100,000 people will be required to register with provincial cybersecurity authorities. Businesses must also carry out Personal Information Protection Impact Assessments (PIPIAs), DataGuidance reports.Cybersecurity rules introduced recently also place limits on the storage and handling of biometric data by payment providers.China’s Personal Information Protection Law, which took effect in November of 2021, also mandates explicit consent to process people’s biometric data. The law was introduced just as reports emerged of the Chinese public’s discomfort with the proliferation of facial recognition.The change also comes amid turbulence at Chinese facial recognition and AI “dragon” SenseTime, as Co-founder Xu Bing has resigned from the company.

Guidelines for using differential privacy from the U.S. National Institute of Standards and Technology have been updated to make the privacy protection technology easier to apply.  This in turn will enable data analytics to be applied to more databases containing confidential information.The technology itself is relatively mature, NIST says, but lacks standards that can make is easy to adopt and use.Hence the update to NIST’s Guidelines for Evaluating Differential Privacy Guarantees (NIST Special Publication 800-226).Differential privacy (DP) is a method of obscuring the identity of individuals in datasets while retaining the utility of the database as a source of statistical information, through the addition of random “noise.” The noise has the effect of de-identifying individuals in the dataset.The technology is well-established as a privacy protection tool, and can be applied to biometrics.A video shared by NIST gives the example of an emergency call in which a medical crisis is reported. If a cluster of similar medical crises are found through data analysis, a cause could be identified, and perhaps lives saved. But the call contains a bundle of personally identifiable information (PII), and even redacting the most obvious data points like the individual’s name and exact address may not be enough to prevent the re-identification of an individual. This is where the noise added by DP comes in.NIST’s guidelines are intended to help organizations assess claims DP vendors make. They were originally released in draft form in December of 2023, and have been updated for ease of use.NIST Scientist Gary Howarth, who co-authored the guidelines, says the update makes the language more precise and less ambiguous to help decision-makers “more clearly understand the trade-offs inherent in DP and can help understand what DP claims mean.”The guidelines are not a complete primer on the subject, but include a reading list to help practitioners improve their understanding of how DP works.“With DP there are many gray areas,” Howarth says. “There is no simple answer for how to balance privacy with usefulness. You must answer that every time you apply DP to data. This publication can help you navigate that space.”

InfoCert has received certificates of conformity to the international standards for biometric Presentation Attack Detection (PAD) and Injection Attack Detection (IAD), each at the substantial level, from CLR Labs’ CLR Cert. The company is the first to be confirmed for compliance to both standards, according to the announcement.The compliance tests carried out by CLR Cert were based on the CEN/TS 18099 standard for biometric data injection attack detection and the ISO/IEC 19989-3 standard for biometric presentation attack detection. InfoCert was also tested to the ISO/IEC 30107-3 standard seen more often in PAD testing by French cybersecurity conformity assessment body LSTI.InfoCert is part of Italy’s Tinexta Group, and is one of Europe’s largest Qualified Trust Service Providers, according to the announcement. The company offers liveness detection as part of its portfolio of technologies for digital identity and biometric onboarding. InfoCert is also one of the leading providers of Italy’s digital ID, SPID.“Infocert Liveness becomes the first liveness detection solution to obtains a certificate of conformity on both Presentation Attack Detection and Injection Attack Detection at the Substantial Level,” says CLR Cert Director Christian Croll. “We are honored that InfoCert has selected CLR Cert, the department of Cabinet Louis Reynaud -CLR Labs in charge of the certification of conformity.”Fabrizio Leoni, head of service innovation, R&D, and open innovation with InfoCert, says reaching the “substantial” level of identity proofing demonstrates the company’s readiness to meet the “LoIP extended” definition in ETSI 119 461 v2.1.1, which was published in February.CLR Cert and the new IAD standard-The CLR Cert program was launched in October to provide a comprehensive suite of testing and compliance confirmation services for biometrics and digital identity standards.European biometric data injection attack detection standard CEN/TS 18099 standard was published in January, and is the starter document for ISO/IEC 25456, which is currently in development.The first compliance certificate issued under the standard was awarded by CLR Labs to Unissey near the end of 2024.

Fingerprint biometrics testing in India has ramped up with authorities requiring certification of scanners based on presentation attack detection capabilities and now a program to advance research into challenges in authentication.The Unique Identification Authority of India (UIDAI) and IIIT-Hyderabad have launched a competition to test invariance in fingerprint biometric algorithms, starting with a challenge to test the authentication of children between five and ten years old.The first phase of the Biometric SDK Benchmarking challenge focusses on how 1:1 matching algorithms for fingerprint biometrics work for children in the given age range, and with updates after five to ten years. Participants are invited from among active commercial and academic biometrics developers, and will be evaluated with anonymized datasets which will not be shared with them.The organizers note the importance of biometric authentication to India’s good governance and digital inclusion efforts, with 90 million Aadhaar transactions carried out daily.Cash prizes worth a total of 770,000 Indian rupees (approximately US$9,000) will be awarded to the top three teams.The challenge opened on March 25, and runs until May 25. CoinDesk reports that Sam Altman’s World Network is in talks with Visa to bring Visa card functionality to the World Wallet, turning it into a “mini bank account” and enabling stablecoin-based payments to thousands of merchants around the world that are part of the Visa network. The story quotes “a source familiar with the plans,” who says “the plan is to build up a whole connected wallet strategy so that you can trade in all kinds of things, from FX to crypto, load to wallet, send to wallet, spend from card.” World Network recently announced the World Chat application, which includes functionality for crypto-based transactions between users on the network.Meanwhile, both Visa and Mastercard have been wading deeper into crypto – Visa with its Tokenized Asset Platform and Mastercard with its own tokenized payments system. Last month Visa partnered with crypto payments provider RedotPay and StraitsX to roll out a crypto-backed credit card program in Singapore.

Canada’s privacy regulator releases results of age assurance consultation-Office of the Privacy Commissioner plans to revise guidance based on feedback-Mar 28, 2025, 12:00 pm EDT    | Joel R. McConvey

The key learnings are in from an exploratory consultation on age assurance by Canada’s Office of the Privacy Commissioner (OPC). A statement published on the OPC’s website says responses to the survey varied, with some submissions supporting the OPC’s initial positions and others challenging them. Stakeholder groups surveyed included industry (both age assurance service providers and organizations that deploy age assurance systems), civil society, academia, technology policy think tanks, interested individuals, and overseas data protection authorities.Six key themes emerged from the feedback. They can be summarized as follows:The term “age assurance” encompasses different forms, methods and uses. The harms and impacts associated with age assurance should not be understated. The point is not the technology, but protecting young people online. There is a need to consider who should be responsible for age assurance. Of the two main methods, age estimation and age verification, age estimation “deserves special caution – or could be preferable to age verification.” And the use of age assurance should be subject to a risk-based assessment.Let’s be clear: age assurance is not just one thing-Theme One highlights the importance of differentiating between forms and uses of age assurance, and in taking the differences into account when developing guidance or policy. Or, more colorfully: “Age assurance is not monolithic;” as such, “the OPC should be cautious about establishing policies that treat broad ranges of technologies as equivalent.”Expanding on the theme, the OPC notes that “age assurance is not single-purpose: while age assurance is frequently associated with the online safety of youth, it may also be used in situations where youth are not involved – such as being a component of anti-fraud measures undertaken by financial institutions.” Moreover, age assurance methods will vary depending on the intended purpose. Finally, “age assurance does not always take the form of an access gate.”The overall ask for theme one is additional clarity on definitions and key terminology.Let’s be serious: the threat is real-Theme Two is straight to the point: “the clearest, and most consistent, message put forward by respondents was that the potential impacts – positive and negative – of the use or misuse of age assurance technologies should not be underestimated.” The OPC identifies three broad categories of impact.The first is attached to the harms age assurance is intended to mitigate. It’s not just keeping kids away from porn; per one submission, “Canadian children have also been the targets of ever-increasing harmful interactions with adults, including grooming, sextortion, and other online sexual violence”The second relates to harms caused by loss of access, particularly for LGBTQ+ youth. Per one response, “the Internet provides ample avenues for community-building, civic engagement, and education, especially for members of marginalized groups who might not have access to the same opportunities offline.” Submissions also raised concerns about the difficulty of “objectively defining what content is harmful to youth or other groups,” which is “subject to political agendas of the time.”The third relates to harms associated with data breaches. “Certain kinds of online content subject to age assurance may be legal but deeply stigmatized within a community, and individuals who access or create that content could be subject to significant psychological or physical harms should their online activities be publicly exposed.”The calls to action split along predictable lines, with industry groups warning of overly prescriptive age assurance requirements, and others calling for “a clear and strong regulatory regime.”It’s the kids, dummy: tech is secondary to purpose The thrust of Theme Three is that age assurance is not an end in itself, but merely a vehicle for keeping kids safer online. “Knowing the age of individuals online should not be the goal of age assurance; rather, age assurance should be positioned as one of many potential measures that support the goal of creating a safer online experience for youth.”Age assurance doesn’t have to be perfect, and workarounds like VPNs don’t negate the net harm prevention of age assurance technology. Moreover, it is not a panacea or silver bullet, but “one tool among many,” with complementary measures including legislation, transparency and  family or parental controls.There is also another call for clarity, this time in the meaning of “effective” – a broad term that has ended up playing central roles in various regulators’ age assurance guidelines, but remains open to interpretation.Not my problem: responsibility for age assurance is a contested question-Theme Four highlights the heated debate over who should be responsible for age assurance: “responses differed with respect to by whom it should be implemented. Options put forward included options such as: (i) at the individual device level; (ii) at the individual website or online service level; and (iii) at the app store level.”No aspect of the age assurance conversation more resembles the famous meme of Spider-Man pointing fingers than the question of whose problem it is. Three parties identified by the OPC are individuals, including parents, websites and online services, and OS app sites. “To be clear,” it says, “none of these positions was without detractors. For instance, we heard that ‘applying age-assurance systems deeper in a technology stack – such as at the internet service provider, device, or app store level – is overbroad, intrusive, and inappropriate.’” It says future guidance will “further explore the potential accountabilities of various players in the online ecosystem.”Not my biometrics: age estimation raises need for regulatory oversight-On the question of facial age estimation, there is similar ambiguity. “Responses differed with respect to the appropriateness of age estimation, particularly where it is based on measurement of an individual’s physical characteristics (such as their facial features).” Some noted the need for “special provisions for processing biometric data.”The fundamental question of trust also rears its head here: “it was also noted that, from an individual’s perspective, there is likely to be little difference in experience between, for example, an age estimation process in which data is only used for a single purpose and immediately deleted and a process in which biometric characteristics are processed and used for additional purposes.” Oversight and education are seen as the answer; for instance, age assurance service providers surveyed had to point out that age estimation systems do not necessarily rely on measurements of a person’s physical characteristics. (For example, email-based age estimation.)Let’s ask why: reason, purpose, risk must factor inThe final big theme is that the focus should be on ensuring that age assurance is proportionate to the risk of harm being addressed. The OPC’s preliminary position stated that the use of age assurance systems should be restricted to situations that pose a high risk to the best interests of young people. Some said that was too restrictive; one respondent noted that “we do not tolerate unmitigated ‘medium’ risks to children in other contexts.” The OPC says it intends to “nuance our initial position given it may not capture all potentially appropriate uses of age assurance.”Next steps for OPC to focus on risk assessment, privacy-by-design-The OPC says it “intends to take a leadership role in ensuring that age assurance is used appropriately and in a privacy-protective manner.” To that end, based on responses to the exploratory consultation, it plans draft guidance on two critical topics: assessing when age assurance should be used through risk-based assessment, and the design features or privacy considerations that should be addressed in any age assurance technique.

Pakistan’s National Database and Registration Authority (NADRA) has unveiled the latest version of the Pak ID mobile application (version 3.8.1) with advancements that support digital ID storage and facial verification.According to Tech Juice, the objective of the novelty is to strengthen access and security for the app users.With the addition of the face verification feature, elderly persons or those who have issues with their fingerprints, will have an alternative method to complete their ID verification. The existing fingerprint verification system is contactless and can be completed using a smart phone camera.For the digital ID storage, users of the app can keep the digital version of their national ID card on their mobile device to be easily used for transactions requiring identity authentication.The Pak ID app is a digital ID service which allows Pakistanis to carry out many transactions digitally. It is one of the many solutions driving the country’s digital government agenda.With the possibility of uploading documents and submitting biometric data via the platform, users can rely on it to follow up all processes related to applications for national ID cards and family registration certificates.The upgrade also makes it much easier to request changes to one’s national ID card, something that will bring great relief and convenience to citizens.NADRA says the retouch of the app is part of efforts to continuously improve the efficiency of its digital services, and further reduce the need for physical documents and processes in accessing certain public services.Early this year, NADRA migrated all services from the Pak ID website to the mobile application.Pakistan’s financial inclusion push-The Pak ID app upgrade is in line with the country’s ongoing digital transformation efforts highlighted by strides made in aspects such as financial inclusion which is contributing significantly to the growth of its digital economy.An analysis published by Development Asia, an initiative of the Asian Development Bank, explores how digital solutions in the financial sector are helping to bridge the financial inclusion gap.The analysis notes that while small and informal sector businesses have faced difficulties related to credit access and digital payment methods over the last 15 years, the increasing availability of these digital financial services and infrastructure is helping those who are not formally banked to be able also participate in the business economy. Pakistan’s mobile banking sector is also driving financial inclusion.The authors cite the growing popularity of mobile money services in the country, arguing that they offer “huge potential to improve lives by enabling low-cost, fast, safe, and easy transactions.” They allude to examples from India’s Unified Payment Interface (UPI) and China’s P2P and P2M systems where instant payments are crucial in exploring the full potential of sectors like retail and merchant services.With progress in digital adoption notwithstanding, the analysis posits that much efforts, including the putting in place of the right policy and regulatory environment, still have to be made in order to trigger full adoption. Such frameworks, coupled with strong government leadership, will go a long way in not only encouraging merchant and consumer adoption, but in expanding the country’s digital finance ecosystem, the authors contend.The write-up also makes the case for closing the financial inclusion gender gap, an areas which is said to be already receiving attention though the Women Inclusive Financial Sector Development Program implemented by the Asian Development Bank, intended to “boost financial inclusion for women through comprehensive reforms in policy, regulatory, and institutional frameworks.”Regionally, Pakistan is also viewed as an emerging player in the digital transformation field with strides already being registered in several areas including AI adoption, tech startup ecosystem, and digital finance, just to cite these.
