video conference on Monday, claiming their approach is the “only
solution” to the ongoing clashes with Hezbollah amid increasingly vocal
calls for Israel to invade its northern neighbor.“More assassinations in
Lebanon, more firing of missiles, more alarms in the northern
settlements, and no real change is visible on the horizon,” the Uri
Tzafon organization said in a statement last week decrying the current
escalation in the north. As an alternative, it invited the public to
participate in what it is calling “the first Lebanon conference” focused
on “occupation of the territory and settlement.”According to Uri
Tzafon, among those set to address the conference, which will take place
on Zoom, are Prime Minister Benjamin Netanyahu’s estranged
brother-in-law Hagi Ben Artzi and Amiad Cohen, the head of Herut: Israel
Liberty Center, the now-independent Israeli branch of the conservative
Tikvah Fund.Tens of thousands of residents of towns and villages along

Several
injured after 'chemical agent,' fireworks caused mass exodus at

Several
people were injured as they attempted to flee a Baltimore pride event
after a "chemical agent" was released and fireworks were set off in a
crowd Saturday evening, according to Baltimore Police.Shortly after 8:30
p.m., officers stationed for Pride Parade festivities were informed
that a possible chemical agent, potentially mace, hair spray, or another
agent was released into the crowd gathered in front of the main music
stage, according to police.Fireworks were also set off at the same
location, causing a mass exodus that left several people injured as they
attempted to flee the area.Fire officials treated those individuals and
the event was subsequently shut down.Police did not share how many
people were injured in the mass exodus.Authorities are still working to
confirm what type of chemical agent was used and are "diligently
reviewing" surveillance video to piece together the series of events.
Police say they do not believe this was a targeted attack.The

Eleven funerals were held across Israel on Sunday
for Israel Defense Forces troops who died over the weekend in three
separate incidents in fighting in the Gaza Strip.Most of the fallen
soldiers laid to rest on Sunday were killed in a blast in southern
Gaza’s Rafah on Saturday morning, in what marked the deadliest incident
for the IDF in the Strip since January. The troops all served in the
Combat Engineering Corps’ 601st Battalion. Seven of their funerals were
held Sunday, and the eighth will be held on Monday.Separately, two
reservists were killed Saturday fighting in northern Gaza, while another
soldier succumbed to his wounds sustained in battle five days earlier,
and a soldier was also killed in Rafah on Sunday.Cpt. Wassem Mahmoud,
23, a deputy commander, was laid to rest in Beit Jann, where the village
delayed celebrations for the Eid al-Adha Muslim holiday to pay their
respects to the fallen soldier.“It is a tragic day for the people of
Israel, for the State of Israel, a great loss,” his uncle Sharif said on
Sunday. “Wassem was meant to go and study, that was the last
conversation I had with him. He was chosen as a representative from the
battalion to go and study.”Druze leader Sheikh Muakfak Tarif eulogized
Mahmoud at his funeral as a dedicated soldier who fought for his country
ever since war erupted with Hamas’s October 7 massacre in southern
Israel.“Wassem led his soldiers in the Combat Engineering Corps’ since
the outbreak of the war, he didn’t give up, he kept his head held high,
he pushed on and continued to fight even after he was wounded,” the
spiritual leader said.Mahmoud was injured fighting on October 7 but
returned to the battlefield without telling his family that he had been
hospitalized. Instead, he chose to “stay at the front, out of complete
faith and identification with the goals of the war, to protect the
southern border and prevent terrible massacres like what happened in the

Druze community “carries the burden of service, and everything that
comes with it, including the painful parts.”Sgt. Eliyahu Moshe

moved to Israel from the United States with his family in 2005 as a

(hero). You were supposed to be speaking at my funeral, not me speaking
at yours,” his father Simmy said in English at his graveside. “You were
supposed to say kaddish (the Jewish prayer for the dead), not me. This
is one of the most difficult days for me and our family. There are no
words to express our feelings.”According to an initial IDF probe, the
troops were all killed inside a Namer armored combat engineering vehicle
(CEV). There were no survivors. The soldiers had been driving in a
convoy that was heading to buildings captured by the army, for the
troops to rest following the overnight operation. The Namer CEV was the
fifth or sixth vehicle in the convoy, and at some point, it was hit by a
major explosion.It was not immediately clear from the investigation if
it was a bomb planted ahead of time or if Hamas operatives had

His siblings remembered him at his funeral as “a bookworm,” who read

home again,” Orr’s younger brother, Tal, was quoted as saying.Sgt.
Yakir Ya’akov Levi, 21, from Hafetz Haim, was buried at the Mount Herzl
military cemetery in Jerusalem. He is survived by his parents and four

military service and combine it with Torah studies, Rabbi Zachariah
Rabinovitch, eulogized him as “a very enlightening, sociable and
pleasant person. Yakir was very bright, razor sharp. The last time he
came to visit the yeshiva, Yakir sat with me to study with a light in
his eyes… He was very determined to win and not to see blackness, to
have his head held high and to give his all.”The eighth soldier killed
in the blast, Sgt. Shalom Menachem, 21, from Beit El, will be laid to
rest in Jerusalem late Sunday evening. He studied in the hesder yeshiva
program along with Levi and Zimbalist, and is survived by his parents
and seven siblings.“The grief is unfathomable. He fell as a hero in the
war for our existence. Our hearts are with his family’s heavy loss,”
Beit El council head Shay Alon eulogized the fallen soldier.Cpt. (res.)
Eitan Koplovich and Warrant Officer (res.) Elon Weiss, both from the
IDF’s 8th Reserve Armored Brigade’s 129th Battalion, were killed by an
explosive device detonated against their tank in northern Gaza over the
weekend. Two other soldiers in the tank were seriously wounded by the
blast.Koplovich, 28, was laid to rest on Sunday in Hoshaya, in the north

Knesset Constitution, Law and Justice Committee on Sunday announced the
revival of a controversial bill that would greatly expand the influence
of the Chief Rabbinate and the Religious Services Ministry in the
appointment of municipal rabbis at the expense of local authorities —
while at the same time also eroding the role of women in the process.If
passed into law, the bill, which will be brought up for discussion in
the committee on Tuesday, could cost taxpayers tens of millions of
shekels annually in salaries for hundreds of new neighborhood rabbis
employed by local municipalities.Following pushback by National Unity
leader Benny Gantz and New Hope leader Gideon Sa’ar, the bill — which
would have paved the way for hundreds of new government-funded
rabbinical posts — was indefinitely put on ice by lawmakers earlier this
year.Both parties objected to the bill on the grounds that it violated
the terms of an agreement requiring that all coalition parties agree on
any legislation advanced during wartime. However, Sa’ar left the
coalition shortly after the bill was shelved, followed by Gantz last
Sunday, paving the way for its reintroduction.“Netanyahu and his
coalition prove once again that for them politics is above all else; the
main thing is to survive,” the National Unity party said in a statement
on Sunday.“Precisely now, when the north is on fire and the south is at
war, the coalition decides to promote a twisted law, inflame the rift
in the nation and break new records of disconnection. We prevented the
promotion of the law three months ago, and we will do everything to
thwart it now as well,” the statement added.According to a revised draft
sent to members of the press, it appears that some efforts have been
made to address critics’ concerns, including requiring the Religious
Services Minister to consult with the head of local authorities before
appointing representatives to election committees.Critics of the bill
allege that it would benefit the Shas party by providing jobs for its
apparatchiks and increasing the Orthodox Chief Rabbinate’s say both in
appointing rabbis and in how they operate.It would create hundreds of
publicly funded jobs for Orthodox rabbis, while giving the Chief
Rabbinate of Israel considerable say in the appointment of all new
municipal rabbis, reversing changes instituted in 2022 by former
religious services minister Matan Kahana, a National Unity lawmaker.It
would also remove restrictions on holding a vote for a municipal rabbi
in the immediate lead-up to municipal or parliamentary elections – a
stipulation meant to ensure that rabbinical appointments do not become
currency in political trading — and lower the minimum number of women on
the rabbinical appointment boards from 40 percent to one-third.In
addition, the legislation would do away with a requirement for cities to
renew municipal rabbis’ terms every 10 years or give them the option of
convening election assemblies to appoint a new rabbi. Instead, city
rabbis would essentially hold their jobs until they turn 75, after which
they would need to have the city that employs them extend their
terms.Israel has about 470 municipal rabbis in total. Their monthly
salaries range from NIS 9,000 ($2,400) to NIS 43,000 ($11,200). Some 30
cities without a rabbi would be forced to hire one under the bill, and
Tel Aviv and Haifa, which do not currently have any rabbis, would need
to hire a minimum of two.In an analysis of the bill over the summer, the
Israel Democracy Institute found that it would allow for the hiring of
1,070 new rabbis, though there were only plans for 514, at a cost of NIS
120 million ($33 million).“The situation is absurd. Rather than seeing
how fractured our nation is right now, how threatened we are
existentially and how dangerous our internal situation, [committee
chairman MK Simcha] Rothman and co. are taking advantage of the war to
pass a bill that will spend tens of millions of shekels to deprive
citizens of their basic Jewish rights and provide more jobs for the
Haredim,” Rabbi Seth Farber, the director of the ITIM nonprofit, an
advocacy group that helps Israelis navigate their country’s religious
bureaucracy, told the Times of Israel.After the bill was shelved earlier
this year, the Religious Services Ministry introduced a set of proposed
regulations that would accomplish the same goal while sidestepping
intense public and legislative opposition.Currently, local governments
have a majority on the election committees, with 50% of the votes going
to city councilmen and the municipality director-general and the rest
evenly split between public representatives chosen by the municipality
and the religious services minister.Under the new regulations,
municipality director-generals would have been replaced by the heads of
local religious councils (who are often appointed by the minister) while
the municipality’s public representatives would be cut out of the
process entirely.However, the regulations were never implemented and now
appear irrelevant as the matter has returned to the Knesset in

government on Sunday gave its backing to a draft bill delaying
retirement for IDF reservists, amid widespread criticism of its
recruitment policies, which many Israelis believe place unequal burdens
on different segments of the population.The proposal, a Defense
Ministry-backed “draft Security Service Law,” calls to extend a
temporary measure raising the exemption age for reserve military service
from 40 to 41 for soldiers and from 45 to 46 for officers for several
additional months due to an ongoing manpower shortage.Specialists such
as doctors and air crewmen will be required to continue serving until
50, instead of 49.The current increase in the exemption age, which was
initially passed by the Knesset late last year, is set to expire at the
end of the month.After canceling a scheduled cabinet discussion on the
measure on Sunday morning following harsh public criticism, the
government referred the matter to the Ministerial Committee for
Legislation. The committee approved sending the legislation to the
Knesset, where it must pass three readings to become law.If eventually
approved by the Knesset, the draft bill would mark the second extension
of the measure, which was intended as a stopgap solution to prevent a
mass release from the reserves of those soldiers reaching the exemption
age amid ongoing combat operations in Gaza.It was first extended for

set on Tuesday to debate a bill lowering the age of exemption from
mandatory service for Haredi yeshiva students.The bill aims to exempt
yeshiva students from service at age 21 while at the same time “very
slowly” increasing the rate of ultra-Orthodox conscription.Following the
committee’s announcement to back the bill, Opposition Leader Yair Lapid
accused the government of discriminating “between blood and blood,”
declaring that the extension means additional service for those already
in the army “while the government promotes a mass evasion law for
ultra-Orthodox youth.”While being careful not to comment on any current
legislation or wade into politics, IDF Chief of Staff Lt. Gen. Herzi
Halevi also endorsed integrating the ultra-Orthodox into the army during
comments released on Sunday.Speaking to soldiers during a visit to Gaza
over the weekend, Halevi said that there “is now a clear need” for
Haredi soldiers and that every “ultra-Orthodox battalion [the army
establishes] decreases the need for the deployment of many thousands of
reservists.”Over the past eight months, reservists have complained of
economic and familial problems brought about by their long, repeated
stints in the army. In many cases, spouses were left alone to care for
children — sometimes with schools and kindergartens closed due to the
war, depending on the area — and were unable to work for months.At the
same time as the committee voted to support the increase in the
exemption age, it also endorsed a proposed Basic Law drafted by the
Religious Zionism party and backed by both coalition and opposition
lawmakers.The bill would give enshrine reserve duty as a “fundamental
value” of the state and give preferential treatment to reservists in
land purchases, academic admissions and civil service employment.The
bill’s intention was to provide reservists “a special status, to give
them recognition,” its author, Religious Zionism MK Ohad Tal, told the
Times of Israel — adding that equalizing the burden between
ultra-Orthodox Israelis and their peers in the service requires
“changing the structure of incentives,” both positive and negative.Asked
how he squared his support for the reservists with his vote in favor of
the Haredi enlistment bill, Tal called to amend the controversial
legislation to increase enforcement in order to draft those only
pretending to learn in yeshiva — but said that there was no immediate
path to drafting all of the ultra-Orthodox and that he was thinking long
term.Allowing yeshiva students to leave yeshiva and enter the workforce
at age 21 would foster greater integration into Israeli society and the
economy, leading to more Haredim serving down the road, Tal argued.“I
want them to be part of the Israel economy, to contribute, to pay taxes,
because I think that’s the only way. Also, for their children, if
they’ll be part of society, I have no doubt that also their children,
when they’ll be examining the question of if they need to join the army,

Far-right ministers on Sunday
decried a decision by the military to implement a daily pause in
military activity along a road in the southern Gaza Strip to enable aid
deliveries, describing the measure as foolish and “delusional.”Although
the Israel Defense Forces has frequently announced “tactical pauses”
since October 7 for several hours in various neighborhoods across the
Strip for Palestinians to receive and distribute aid, the latest move
marked a more significant daily halt in military activity, for more
hours than usual and across a wider area.National Security Minister
Itamar Ben Gvir said in a statement that whoever decided on such a
policy is a “fool who should not remain in his position.”“Unfortunately,
this move was not brought before the cabinet and is contrary to its
decisions. It’s time to get out of the [outdated pre-October 7 security]
concept and stop the crazy and delusional approach that only brings us
more dead and fallen,” the statement read.Finance Minister Bezalel
Smotrich attacked the IDF’s “delusional announcement,” complaining that
“the ‘humanitarian aid’ that continues to reach Hamas keeps it in power
and may pour the achievements of the war down the drain.“The manner in
which the humanitarian effort in the Gaza Strip is being managed, in the
framework of which aid goes largely to Hamas and helps it to retain
civilian control of the Strip in direct contradiction to the goals of
the war, has been bad throughout the last few months,” he claimed,
adding that he had repeatedly warned that “this is one of the reasons
for the continuation of the war and the resounding strategic failure” of
the war effort.“The [IDF] chief of staff and the defense minister have
for six months been firmly refusing the only path to victory, which is
the occupation of the Strip and the establishment of a temporary
military government there until the complete destruction of Hamas, and
unfortunately Prime Minister Netanyahu is either unwilling or unable to
force this on them,” he said.“The problem is that the General Staff is
completely disconnected from the existence of the forces in the field
[if] it is able to issue such a message on a day when we are burying 11

IDF stated that “a local, tactical pause of military activity for

the Strip for as long as Hamas continues to hold hostages it took during
the October 7 massacre.Upon hearing the military’s initial announcement
on the measure, Netanyahu contacted his military secretary and “made it
clear that this is not acceptable to him,” a diplomatic source
said.“After an inquiry, the prime minister was informed that there was
no change in IDF policy and that the fighting in Rafah continues as
planned,” the source added.The IDF said later in the day that its
decision was in line with instructions by Netanyahu to increase the flow
of aid into the Strip by allowing safe passage for convoys.After
Hamas’s shock October 7 assault on the Gaza border communities, in which
some 1,200 people were killed and 251 abducted, Israel halted the
transfer of almost all aid shipments into the Gaza Strip, easing the

cross-border fire from Lebanon’s Hezbollah terror group into Israel
could trigger serious escalation, the Israeli military said on
Sunday.“Hezbollah’s increasing aggression is bringing us to the brink of
what could be a wider escalation, one that could have devastating
consequences for Lebanon and the entire region,” IDF Spokesman Rear Adm.
Daniel Hagari said in an English-language video statement.Hezbollah and
Israel have been escalating cross-border strikes. After rocket attacks
caused massive fires in the north, Israel last week killed commander
Taleb Abdullah, the most senior official killed in the fighting.
Hezbollah responded with unprecedented rocket barrages on northern
Israel.Two UN officials in Lebanon warned Sunday there was a “very real”
risk that a miscalculation along Lebanon’s southern border could
trigger a wider conflict.The United Nations special coordinator for
Lebanon, Jeanine Hennis-Plasschaert, and the head of UN peacekeeping
forces in Lebanon, Aroldo Lazaro, said in a statement that they were
“deeply concerned” about the escalation along Lebanon’s border.CBS News

said Hezbollah “has been escalating its attacks against Israel. Since

has fired over 5,000 rockets; anti-tank missiles, and explosive UAVs
from Lebanon at Israeli families, homes, and communities.”He said it was
“jeopardizing the future of Lebanon so that it can be a shield for
Hamas. A shield for the Hamas terrorists who murdered the elderly, raped
women, burned children, and kidnapped Jews, Muslims, and Christians,
during their massacre on October 7th.”“When we say that we will not let
October 7th happen again on any one of our borders, we mean it,” Hagari
added.Noting Hezbollah’s “refusal to comply with UN Security Council
Resolution 1701,” which ended the Second Lebanon War and mandated the
terror group withdraw north of the Litani River, Hagari said that
“because of Hezbollah’s military infrastructure; weapons and fire at
Israel from the area south of the Litani River in southern Lebanon, and
because of Lebanon’s failure to enforce 1701 on Hezbollah, Israel will
take the necessary measures to protect its civilians, until security

terror proxies continue to drag the region to destruction. Israel will

will fulfill that duty, at all costs.”Two missiles launched from Lebanon
on Saturday struck the Israeli military’s sensitive Mount Meron air
traffic control base. The Israel Defense Forces said there were no
injuries and “no harm to the unit’s capabilities” in the
attack.Hezbollah took responsibility for the incident, claiming to have
targeted equipment at the base with guided missiles.The terror group has
attacked Mount Meron, located some eight kilometers (five miles) from
the Lebanon border, several times throughout the ongoing war. It has
launched large barrages of rockets at the mountain, as well as guided
missiles at the air traffic control base that sits atop it.In another
attack on Saturday, several explosive-laden drones launched by Hezbollah
from Lebanon impacted near the northern community of Goren, sparking a
fire. The IDF said it was investigating why it failed to down the
drones.As part of the diplomatic efforts to defuse the tensions, French
President Emmanuel Macron announced that Paris, Washington and Jerusalem
would form a contract group to work on doing so, though Defense
Minister Yoav Gallant on Friday ruled out Israeli involvement, in
comments that prompted a public spat with the Foreign Ministry.Hezbollah
has been attacking Israeli communities and military posts along the
border on a near-daily basis since October 8, which it says it’s doing
in solidarity with Palestinians in Gaza, amid the war started by ally
Hamas’s terror onslaught.So far, the skirmishes on the border have
resulted in 10 civilian deaths on the Israeli side, as well as the
deaths of 15 IDF soldiers and reservists. There have also been several
attacks from Syria, without any injuries.Hezbollah has named 342 members

Lebanon but some also in Syria. In Lebanon, another 63 operatives from
other terror groups, a Lebanese soldier, and dozens of civilians have

with commanders serving in Rafah on Sunday, IDF Southern Command chief
Maj. Gen. Yaron Finkelman said that fighting in the southernmost city in
Gaza would continue until Hamas was defeated there.During his meeting
in the city, to discuss operational achievements and developments,
Finkelman referred to the deadly explosion in Rafah a day earlier in
which eight troops were killed inside a Namer armored combat engineering
vehicle.“We are here after a painful incident that occurred yesterday,”
Finkelman said, “we lost fighters and we lost commanders during the
attack. These are our best sons.”Despite the heavy losses, he added,
“our imperative is to continue moving forward. You are attacking
[Hamas’s] Rafah Brigade, and we will continue until we defeat
it.”Finkelman concluded that now, the most important thing for the IDF
to do is press on with the fighting while thoroughly investigating the
incident and learning for the future.Earlier Sunday, the IDF announced
the death of another soldier killed in Rafah that day. He was named as
Staff Sgt. Tzur Abraham, 22, of the Nahal Brigade’s reconnaissance unit,
from Modiin. He was slated to be buried in his hometown late Sunday
evening.In the same incident, a reservist officer serving as a field
interrogator with the Intelligence Directorate’s Unit 504 was seriously
wounded, and another two soldiers were moderately hurt, the military
said.Abraham’s death brings the toll of slain troops in the ground
offensive against Hamas and in operations on the Gaza border to 312. The
toll includes a police officer killed in a hostage rescue mission. A
civilian Defense Ministry contractor was also killed in the
Strip.Despite the ongoing battles, Gaza saw its first day of relative
calm in months on Sunday, after the IDF said it would “pause” fighting
daily around a southern route to facilitate aid flows.The pause “for
humanitarian purposes will take place from 8:00 am (0500 GMT) until 7:00
pm (1600 GMT) every day until further notice along the road that leads
from the Kerem Shalom crossing to the Salah al-Din road and then
northwards,” a military statement said.A map released by the army showed
the declared humanitarian route extending until Rafah’s European
Hospital, about 10 kilometers (six miles) from Kerem Shalom. The IDF
stressed in a statement that there was “no cessation of hostilities in
the southern Gaza Strip.”AFP correspondents in Gaza’s north and center
reported no fighting on Sunday morning, though they reported some
shelling and at least one strike in Rafah and an air strike in central
Gaza during the early evening.“Since this morning, we’ve felt a sudden

Israeli Navy receives second of new US-built
landing craft-2,500-ton INS Komemiyut docks at Haifa Naval Base

The Israeli Navy on Sunday received
the second of two new landing craft from a shipyard in the United
States, with the vessel mooring at the Haifa Naval Base after making a
lengthy voyage to the country.The US-built INS Komemiyut was the Navy’s
second landing craft, after the INS Nahshon, which was received in early
October last year.As the INS Komemiyut arrived in Israel’s territorial
waters, it was escorted by a flotilla of other Navy ships, with one
vessel symbolically leaving the formation as a salute to the slain
soldiers of the war, the military said.The Israel Defense Forces has
previously said that the vessels, which weigh 2,500 tons each and are
approximately 95 meters (311 feet) in length and 20 meters (65 feet)
wide, will “act as a central pillar in adapting the Israeli Navy to the
modern and multi-arena battlefield.”The vessels were procured using
funds from US military aid to Israel.“Today, at the same time as IDF
soldiers are engaged in intense fighting in the various arenas, the Navy
received a vessel of strategic significance for the State of Israel.
During these historic moments, we salute our brothers in arms who fell
during their mission to maintain the security of the State of Israel,”
the chief of the Navy, Vice Adm. David Sa’ar Salama, said in remarks
released by the military on Sunday.“Sailors of the INS Komemiyut, today
you have completed a voyage of thousands of miles. The end of the voyage
is the beginning of the journey for you. Your future actions will
strengthen the cooperation between the IDF branches, expand the range of
military operations, and maintain the security of the State of Israel,”
he added.The Navy expects to declare the INS Nahshon operational during
2024. No timeline was given for INS Komemiyut.Each landing craft team
consists of dozens of combat sailors, a quarter of them female soldiers

Navy officer with the rank of lieutenant commander — the Ground Forces
equivalent of a major.Landing craft are primarily used to transport
troops and equipment across the sea and deploy them on the shore during
an amphibious assault.The Israeli Navy used such vessels since its
inception in 1948 and until 1993, when the last of the aging landing
crafts were decommissioned, with the military assessing at the time that
it had no use for newer models.The new procurement of the landing

ready to enforce new measures if Tehran were to transfer ballistic
missiles to Russia.“Any attempt to link the war in Ukraine to the
bilateral cooperation between Iran and Russia is an act with only biased
political goals,” Kanaani said, adding that some countries are
“resorting to false claims to continue sanctions” against Iran.Last
week, the UN nuclear watchdog’s 35-nation Board of Governors passed a
resolution calling on Iran to step up cooperation with the watchdog and

programme, meanwhile warned in a statement that "we have not seen
nuclear weapons playing such a prominent role in international relations

12,121 at the start of this year, from 12,512 a year earlier.But while
some of that included older warheads scheduled to be dismantled, it said

United Nations said it transported 137 trucks of aid to warehouses, some
900 metric tons, before the US announced on May 28 that it had
suspended operations so repairs could be made.The UN said on Friday it

Palestinian public and armed groups believe about any US, pier or aid
worker involvement in the raid, Haq said.“Humanitarian aid must not be
used and must not be perceived as taking any side in a conflict,” Haq
said. “The safety of our humanitarian workers depends on all sides and
the communities on the ground trusting their impartiality.”Rumors have
swirled on social media, deepening the danger to aid workers,
humanitarian groups say.“Whether or not we’ve seen the pier used for
military purposes is almost irrelevant. Because the perception of people
in Gaza, civilians and armed groups, is that humanitarian aid has been

Lod coin hoard reveals details of little-known 4th-century Jewish
uprising-94 coins found in a destroyed Jewish public building were
buried during the short-lived Gallus Revolt, undertaken by the Jews

Archaeologists
have uncovered a hoard of silver and bronze coins dating from the 4th
century CE buried in the foundations of an ancient, destroyed Jewish
public building in the central Israel city of Lod, the Israel
Antiquities Authority (IAA) announced on Sunday.The 94 coins were
probably buried for safekeeping during the events of the Gallus Revolt
(351-354 CE), a lesser-known Jewish uprising against Roman rule in the
land of Israel, but the building was destroyed and the coins were never
recovered, the IAA said.The Gallus Revolt was named by historians after
the Roman Emperor Constantius Gallus (326–354), who at the time was
presiding over a fractured, weakened empire, but specifics about the
events “are not clear,” explained IAA archaeologist Mor Viezel,
co-director of the Lod excavations, to The Times of Israel.“We have so
little information about it. There nearly aren’t historical records,
just three Roman historians who wrote a few lines, and a bit of writing
by Chazal about a revolt in Lod,” Viezel said, using the Hebrew term for
the ancient Jewish sages of the post-Second Temple period.The Roman
Empire at the time was experiencing the turmoil of a civil war, as
Gallus strove against the usurper general Magnus Magnentius. “Caesar
wasn’t a big power, not very strong, and maybe [the Jews] felt there was
a window of opportunity to take control again, but it didn’t work,”
Viezel said.There could have been other factors in the short-lived
Jewish rebellion, as the Jewish community was suffering under steep
taxes, and it was also a time when Christianity was growing in the Roman
Empire and taking a more belligerent tone vis-à-vis the Jewish
communities, Viezel noted.“According to the Roman historians, Roman
forces came to Tiberias, Sepphoris and Lod and destroyed buildings down
to their foundations. And this is the building we found in Lod, with
this treasure of 94 coins buried underground,” Viezel said.There is some
archaeological evidence of the Gallus Revolt in the Galilee, where much
of the Jewish community lived at the time, but the Lod excavation is
“the first time we have found a building and connected it to the revolt
in the south of Israel, so it’s very exciting,” Viezel said.The
unearthed building was probably “a magnificent Jewish building that
housed the city’s elders. From Talmudic writings, we know that Lod was a
most significant Jewish center in the aftermath of the Second Temple’s
destruction in Jerusalem,” the IAA said in its statement announcing the
finding.“This building, destroyed down to its very foundation, is a
clear indication that the revolt was forcefully put down with violence
and cruelty, and was not simply a local uprising event, as some earlier
studies contended,” the IAA added.Although the building was destroyed,
archaeologists found “impressive stone and marble artifacts” along with
“Greek, Hebrew and Latin inscriptions” including one “bearing the name
of a Jewish man from a priestly family, which is still being studied,”
the IAA said. The building could have been used as “a synagogue, study
hall, meeting hall of the elders, or all three of these functions as
one.”From the time of the destruction of the Second Temple in 70 CE and
through the subsequent Jewish revolts against Roman hegemony, the most
famous being the Bar Kochba Revolt of 132–136 CE, Lod was “a leading
community” and “a center of Torah-true Jewish life,” the IAA said.After
the Gallus Revolt, “Lod didn’t return to its former self. It was a very
important city and the Gallus Revolt, it seems, destroyed it for the
Jews,” though Christians and others continued to live in the city,
Viezel said.The archaeologists actually discovered “hundreds” of coins
in the excavation, but the specific hoard of 94 coins, found together,
was dated from the time of the Gallus Revolt or just before, and a
significant number of them “hadn’t been used very much,” Viezel said,
indicated that they were newly minted and then set aside.“We see them as
emergency coins. There was instability, and they buried the coins to
protect them. They did it in a public building. We find a lot of these
hoards in synagogues, as people felt those buildings would survive and
they could return later,” Viezel said.Lod is one of the oldest cities in
Israel, and has been continually populated since the Neolithic period,
making excavations challenging because of the dense layers of history
found underneath the modern city. The destroyed ancient building,
located in the northern part of the city near Tel Lod, was discovered as
a result of construction work, and the excavation was funded by the Lod
Municipality in conjunction with the IAA.“They want to build a new
public building, and then we found an ancient one. Certainly, more finds
are waiting. We have to work little by little. In Lod, you throw a
stone and find antiquities. I think that Lod, as an archaeological site,
doesn’t receive enough respect,” Viezel said.More information about the
Lod coin hoard, and other recent archaeological finds, is to be
presented at the annual Central Israel Region Archaeological Conference,
to be held on Thursday, June 20 at the Eretz Yisrael Museum in Tel
Aviv. The conference, free and open to the public, is hosted by Tel Aviv
University, Bar Ilan University and the Israel Antiquities Authority.

payments,” said Mohamad Rabah, head of the Palestinian Circus School,
describing a bureaucratic process that could delay equipment delivery by
up to a month.Banking in the Palestinian territories is challenging,
with the Palestinian Authority (PA) under scrutiny for potential terror
financing, hindering transactions.Israel has controlled the West Bank
since 1967, with strong economic ties allowing two Israeli lenders to
serve as correspondent banks in the Palestinian territory.But this may
change if far-right Finance Minister Bezalel Smotrich carries out

social security in July-The Nepali government has mandated the use of

refugeeprotection with biometric cards in Malaysia-UNHCR Malaysia
reports its use of biometrics in refugee identity cards has helped
protect refugees and increased the credentials’ credibility in the eyes
of law enforcement and government authorities.The refugee agency
captures fingerprints, iris biometrics, and facial photographs to curb
identity theft and ensure better safety for refugees. The UNHCR card is
the only identification most refugees have, hence they use it to access
services and avoid apprehension under the country’s immigration laws.
About 188,210 refugees and asylum-seekers registered with UNHCR in
Malaysia, as of the end of April 2024. The majority are from Myanmar,
fleeing conflict-affected areas or persecution.Japan’s my number card
plan for disaster management-Japan plans to use My Number identification
cards beyond social security and taxation to track disaster victims’

The provincial government says the funding will allow it to register all

tokenize all online transactions in Europe by 2030, eliminating the
need for consumers to enter payment card numbers when they make
ecommerce purchases. Instead, people will use passkeys, and merchants
Click to Pay, the checkout system Mastercard says it is making easier to
integrate. The result, the payments giant says, will be seamless,
accessible and secure interactions across digital channels.Aviation
stakeholders shared their vision for and experiences with biometrics and
AI at IATA’s big industry event last week, while deployments expand
around the world. TSA has added another PreCheck application point and
CAT-2 biometric scanners have reached two more airports. Curacao is

understanding how to evaluate characteristics like accuracy and
demographic differentials relative to each other. Ultimately, Idemia
recommends a procurement framework with six criteria.Mobile driver’s
licenses are launching in New York with a dedicated app from Idemia. New
York’s mDL is based on the ISO standard and expected to be accepted by a
range of government agencies and businesses, beginning with all TSA
checkpoints at airports with CAT-2 biometric scanners.A pair of bills to
restrict the use of biometrics in New York City were discussed in a
public hearing on Monday, with Robert Tappan of the IBIA and Jake Parker
of the SIA representing the biometrics industry. They were outnumbered
by people supporting the bills, which would set strict limits on the use
of biometrics in public spaces and apartment buildings.Kaspersky has
found a range of serious cybersecurity vulnerabilities in white-label
face biometric access control terminals from ZKTeco. The five bundles of
vulnerabilities could allow SQL injection attacks, biometric data
theft, backdoors to adjacent networks and other security breakdowns.
Kaspersky offers advice for organizations awaiting fixes from ZKTeco.The
Philippines has introduced new biometric authentication services as it
officially launched the country’s national digital identity this week.
Online portals for relying parties to register, and checks of selfie
biometrics or ID document authenticity have been introduced, and four
banks and a fintech company have already agreed to accept the national
digital ID.KuppingerCole’s EIC 2024 served notice of the arrival of
decentralized digital identity in the everyday lives of regular people,

Inverid and Cybernetica team up to secure digital ID,
signatures with biometric MFA-Partnership targets governments and

new partnership has been formed by Inverid and Cybernetica to combine
the NFC ID document-scanning capabilities of the former with the digital
identity technologies demonstrated in the latter’s experience as part
of Estonia’s national system. The partners plan to bring biometric
multi-factor authentication to digital identities for government and
financial services organizations.Combined services from Inverid and
Cybernetica will enable individuals to perform digital signing and
authentication from any smartphone to the highest regulatory standard
and cybersecurity certifications in the European Union, according to the
announcement. The solution is easy for organizations to integrate, and
protects individual’s digital identities from the threat of generative
AI attacks, the partners say.Inverid’s ReadID provides a high level of
assurance for identity binding to a biometric digital identity document
with an NFC chip, verifying the document’s authenticity with secure,
cryptographic methods which are deterministic rather than probabilistic.
Inverid says ReadID is the most secure identity verification solution
available in the market, protecting against fraud, identity theft and
other cybercrimes. The secured digital identity can then be used for
authentication and digital signatures through Cybernetica’s
technology.The partners are targeting organizations in the EMEA, LATAM
and APAC regions with their joint solutions.“We are very excited about
our partnership with Inverid and a have already integrated Inverid’s
ReadID solution into our SplitKey+ product, along with iProov, to
provide a best-in-class digital identity mobile application that covers
remote enrollment, multi factor authentication across inherence,
knowledge & possession factors whilst providing a qualified

the EU gallops into the digital wallet era, Mastercard is going
full-token, as it announces a plan to achieve 100 percent e-commerce
tokenization in Europe by the end of the decade. A company release says
the move supports a global commitment to phase out manual card entry and
make online checkout more accessible and secure.Payment passkeys and
secure tokens are driving the change. Tokenization replaces the
16-19-digit number on payment cards with a secure token. Passkeys
leverage mobile device-based biometric authentication to avoid passwords
in favor of cryptographic technology. The idea is to create a seamless
customer payment experience across devices, browsers and operating
systems.Mastercard’s tokenization service secures a quarter of all
e-commerce transactions globally, as users discover the benefits of
turning everyday technology, such as phones and cars, into biometric
payment platforms.“In Europe we have seen tokenization gaining momentum
across the ecosystem, the convenience and reduced rates of fraud sell
themselves,” says Valerie Nowak, executive vice president of product and
innovation for Mastercard Europe. “We are confident that reaching this
vision by 2030 is a win-win-win for shoppers, retailers and the card
issuers alike.”Mastercard is also improving integration of its Click to
Pay system into merchant sites, to expedite faster and safer checkouts,

world leaders at the Group of Seven summit, Pope Francis hosted a very
different audience at the Vatican on Friday celebrating the importance
of humor.The pontiff welcomed more than 100 comedians from 15 nations,
including American celebrities Whoopi Goldberg, Jimmy Fallon, Chris
Rock, Stephen Colbert and Conan O’Brien.“In the midst of so much gloomy
news, immersed as we are in many social and even personal emergencies,
you have the power to spread peace and smiles,” Francis told the
comedians.“You unite people, because laughter is contagious,” he
continued, asking jokingly, “Please pray for me: for, not
against!”Francis pointed out that in the creation, “Divine wisdom
practiced your art for the benefit of none other than God himself, the
first spectator in history,” with God delighting in the works that he
had made.“Remember this,” he added. “When you manage to bring
intelligent smiles to the lips of even a single spectator, you also make
God smile.”Francis also said it was okay to “laugh at God” in the same
way that “we play and joke with the people we love.”After delivering his
speech, Francis greeted all the comedians individually, sharing laughs
and jokes with some of them.“It was great, it was very fast and really
loving, and made me happy,” Goldberg said afterward.O’Brien noted that
the pope “spoke in Italian, so I’m not quite sure what was said.”“To be

Pope to G7: AI is ‘neither objective nor neutral’In an
address to the G7 summit, Pope Francis discusses the threat and promise
of artificial intelligence, the ‘techno-human condition’, human vs
algorithmic decision-making, AI-written essays, and the necessity of

afternoon, Pope Francis addressed the G7 leaders’ summit in Puglia,
Italy.He is the first Pope to ever address the forum, which brings
together the leaders of the US, UK, Italy, France, Canada, Germany, and
Japan.AI: Dangers and promises
The Pope dedicated his address to
the G7 to the subject of artificial intelligence.He began by saying that
the birth of AI represents “a true cognitive-industrial revolution”
which will lead to “complex epochal transformations”.These
transformations, the Pope said, have the potential to be both positive –
for example, the “democratization of access to knowledge”, the
“exponential advancement of scientific research”, and a reduction in
“demanding and arduous work” – and negative – for instance, “greater
injustice between advanced and developing nations or between dominant
and oppressed social classes.”The ’techno-human condition’Noting that AI
is “above all a tool”, the Pope spoke of what he called the
“techno-human condition”.He explained that he was referring to the fact
that humans’ relationship with the environment has always been mediated
by the tools that they have produced.Some, the Pope said, see this as a
weakness, or a deficiency; however, he argued, it is in fact something
positive. It stems, he said, from the fact that we are beings “inclined
to what lies outside of us”, beings “radically open to the beyond.”This
openness, Pope Francis said, is both the root of our “techno-human
condition” and the root of our openness to others and to God, as well as
the root of our artistic and intellectual creativity.Decision-making:
humans v machines-The Pope then moved on to the subject of
decision-making.He said that AI is capable of making “algorithmic
choices” – that is, “technical” choices “among several possibilities
based either on well-defined criteria or on statistical
inferences”.Human beings, however, “not only choose, but in their hearts
are capable of deciding.”This is because, the Pope explained, they are
capable of wisdom, of what the Ancient Greeks called phronesis (a type
of intelligence concerned with practical action), and of listening to
Sacred Scripture.It is thus very important, the Pope stressed, that
important decisions must “always be left to the human person.”As an
example of this principle, the Pope pointed to the development of lethal
autonomous weapons – which can take human life with no human input –
and said that they must ultimately be banned.Algorithms 'neither
objective nor neutral'The Pope also stressed that the algorithms used by
artificial intelligence to arrive at choices are “neither objective nor
neutral.”He pointed to the algorithms designed to help judges in
deciding whether to grant home-confinement to prison inmates. These
programmes, he said, make a choice based on data such as the type of
offence, behaviour in prison, psychological assessment, and the
prisoner’s ethnic origin, educational attainment, and credit
rating.However, the Pope stressed, this is reductive: “human beings are
always developing, and are capable of surprising us by their actions.
This is something that a machine cannot take into account.”A further
problem, the Pope emphasised, is that algorithms “can only examine
realities formalised in numerical terms:”The Pope then turned to
consider the fact that many students are increasingly relying on AI to
help them with their studies, and in particular, with writing essays.It
is easy to forget, the Pope said, that “strictly speaking, so-called
generative artificial intelligence is not really ‘generative’” – it does
not “develop new analyses or concepts” but rather “repeats those that
it finds, giving them an appealing form.”This, the Pope said, risks
“undermining the educational process itself”.Education, he emphasised,
should offer the chance for “authentic reflection”, but instead “runs
the risk of being reduced to a repetition of notions, which will
increasingly be evaluated as unobjectionable, simply because of their
constant repetition.”Towards an “algor-ethics”Bringing his speech to a
close, the Pope emphasised that AI is always shaped by “the worldview of
those who invented and developed it.”A particular concern in this
regard, he said, is that today it is “increasingly difficult to find
agreement on the major issues concerning social life” - there is less
and less consensus, that is, regarding the philosophy that should be
shaping artificial intelligence.What is necessary, therefore, the Pope
said, is the development of an “algor-ethics”, a series of “global and
pluralistic” principles which are “capable of finding support from
cultures, religions, international organizations and major
corporations.”“If we struggle to define a single set of global values,”
the Pope said, we can at least “find shared principles with which to
address and resolve dilemmas or conflicts regarding how to live.”A
necessary politics-Faced with this challenge, the Pope said, “political
action is urgently needed.”“Only a healthy politics, involving the most
diverse sectors and skills”, the Pope stressed, is capable of dealing
with the challenges and promises of artificial intelligence.The goal,
Pope Francis concluded, is not “stifling human creativity and its ideals
of progress” but rather “directing that energy along new channels.”
