Torah Scrolls Torched By Arsonists In Corfu on Passover

Arsonists broke into Corfu's only synagogue and burned the community's prayer books and torah scrolls Tuesday morning.On Wednesday members of the community, some distraught and weeping, gathered at the synagogue and mourned over the ashes of the Torah scrolls.Today the Jewish community on Corfu numbers less than 100.It’s very difficult for us, Rabbi Shlomo Naftali, an Israeli rabbi who was flown to Greece to conduct Passover ceremonies.We stood around the books and cried. Now we’ll have to bury them.Former President of the Jewish community of Corfu, Vino Shohi, described the crime, They came at 3 a.m., put all the books together and burned them. At first I was very upset. I was ashamed that something like this happened here in Corfu, but we have received the support of all the political parties and the archbishop. They all came out in support of us and told us they were our brothers.Giorgos Petalotis, a spokesman for the Greek government, condemned the attack Wednesday, saying,,The burglary that took place in the Jewish Synagogue in Corfu and the destruction of sacred liturgical books is an immoral and appalling act, which the Greek government condemns in the strongest possible manner,

I've said before and I say once again,Petalotis said.Under this unfortunate circumstance, that bigotry and anti-Semitism are concepts incompatible with Greek culture and alien to the mentality of the Greek people. This act cannot overshadow the longstanding tradition of friendship and mutual respect between the two peoples. The Greek authorities have already received instructions to carry out intensive efforts to identify the perpetrators and bring them to justice.Police on Corfu are investigating the crime. The Corfiote Rite is distinct and its liturgy has many peculiarities that set it apart from the mainstream Ashkenazi and Sephardic liturgies most Jews are familiar with today.Corfiote prayer books, which contain emendations from Mazal-Tob, Isaac ben Abraham, Abraham ben Gabriel ben Mordecai, and Moses ha-Kohen, are rare and unique cultural treasures. Divided EU Parliament tightens measures on economic governance

EUOBSERVER / BRUSSELS - MEPs have toughened up the provisions in a package of six laws that centralise economic decision-making in the EU, delivering more powers for oversight of national fiscal policies to the European Commission.In a four-hour, at times heated meeting of the powerful economics committee of the European Parliament, deputies waded their way through a full 2000 amendments proposed to the package of bills, dubbed the six pack by EU officials. A number of key votes passed with majorities slimmer than the house is used to.By the end of the meeting, the six pack had been markedly altered to give a stronger role to the commission at the expense of the Council, representing the member states, throughout new processes of oversight of budget and wider economic policy planning.Attempts by Socialists and Greens to temper what critics are calling a rulebook for permanent austerity with more leeway for public spending on education, transport and infrastructure met only moderate success, resulting in the two groups opposing half of the new laws.

Highlighting the controversy of the moves, posters denouncing austerity were stuck to the walls throughout the building where the votes took place and at one point, the meeting was interrupted by a handful of whistling left-wing protesters opposed to the shift in powers. They were hustled away before they were able to unfurl their banner.The new rules focus on keeping in check two elements of national government spending: the first being annual government budgets and the second, under a more open-ended process but under just as tight a leash, all economic policies - and not just for one year, but over the longer term.With budgets and long-term economic plans now submitted to Brussels before being presented to national parliaments, the deputies voted to give the commission the role of policing a member state's budget and wider economic policies, rather than, as initially envisaged, the European Council.Additionally, under the commission's original legislative proposals, the EU executive was to issue economic policy recommendations for member states and on the basis of these assessments, the EU Council was to decide by qualified majority what to order an individual country to do.The whole process would take six steps before a member state could be sanctioned and only at the final stage was the EU Council faced with having to cobble together a qualified majority to block.Now, when the commission makes a recommendation at the very earliest stage in the process, the EU Council can only reject this with a reversed qualified majority within ten days. It is likely to be very difficult to round up such a majority in this time.Cheering the move, Liberal leader Guy Verhofstadt said: The European Commission shall be entitled to intervene with all necessary means if the stability of the euro is at stake, to preserve our European project.Sanctions against countries that are unable or unwilling to adhere to the commission's orders on how to adapt their fiscal policies would also now be imposed on states earlier than the legislative proposals had originally foreseen.

New fines for creative accounting

Now, countries would have to offer up a deposit of 0.1 percent of GDP as soon as the EU Council has decided that a country has strayed from the roadmap laid out for them. Previously, such a payment would have been imposed only after a member state had flouted two successive orders.Where the commission accuses the country of deliberate and severe non-compliance with their orders, fines are upped to 0.3 percent of GDP.Moreover, MEPs have come up with a whole new one-off fine - not appearing anywhere in the commission's legislative drafts - of 0.5 percent of GDP for countries that are caught fiddling the books as Greece last year admitted to having done.Also, previously, the billions of euros that would be paid by rebel states were to be handed over to those countries without excessive deficits. Now the sums and their interest are to be given to the European Stability Mechanism - the EU's permanent bail-out fund to be established in 2013 - and, before then, the European Investment Bank.However, deputies were keen to open up the process to public scrutiny. Any EU Council votes on imposing deposits and fines should be held in public, except in a crisis. But the production of assessments and orders coming from the EU executive will remain behind closed doors.The parliament also wants regular economic dialogues with the president of the Eurogroup and the commission to come before MEPs and explain their policies and a say in the establishment of the metrics in a scoreboard that is being developed against which the behaviour of member states can be measured.The Socialists did manage to introduce details requiring that commission assessments take account of public investment intended to stimulate jobs and economic growth and, in a major victory over concerns from trade unions that the process would undermine collective bargaining, the group won a vote requiring that assessment of wider economic imbalances between states would not touch this area centre-left deputies described as a fundamental right.But overall, both the left and the Greens were unable to balance austerity with the freedom to open other paths of investment.The failure ... to deliver any measures that would enable revenues to be raised through fair and effective taxation resources, means that there will be no alternative to austerity in order to balance government budgets,said the Greens following the vote. This will hit the most vulnerable the hardest.

Stoking EU disillusionment

Both the Socialists and the Greens voted against three of the laws, while the hard left United European Left (GUE) and the sole Ukip MEP on the committee voted against all six.The right accused the left of irresponsibility for its opposition. Dutch Christian Democrat Corien Wortmann-Kool hit out at her opponents, saying that she regret[s] that the left is not prepared to take responsibility for sustainable public finances.The discourse from the left was just as corrosive. The laws are being imposed from above without any democratic debate, said German Die Linke MEP Thomas Haendel, who warned that the process would boost anti-EU sentiment.The EU is doing everything to ignore the lessons learned during referendums on the EU Constitution, and the disillusionment caused by a European project being carried out against the wishes of the people.The parliament normally enters negotiations with the Council after such a committee vote only if there is wide cross-party agreement. As a result of the divisions, the left of the committee room attempted to postpone the launch of talks until after a vote by the full sitting of the chamber.The move was however defeated by the conservatives and Liberals 26-14. They argued that the ongoing eurozone crisis left little time for such niceties.

Call for Europeans to elect 25 MEPs from EU-wide list

EUOBSERVER / BRUSSELS - Members of the European Parliament's constitutional affairs committee have backed a report that calls for the creation of 25 additional MEPs, elected on a pan-European basis in order to boost the legislature's popular legitimacy.The report's draftsman, Liberal UK MEP Andrew Duff, also hopes the scheme will in effect result in the election of the president of the European Commission, while eurosceptics fear the move will further undermine the EU nation states.
Mandated under the EU's Lisbon Treaty to take a fresh look at parliament's composition, MEPs in the constitutional affairs committee backed the Duff report on Tuesday (19 April) by 20 votes to four.The proposed system, which would see EU citizens receive two ballot sheets during European elections - one for national candidates and one for EU-wide ones - now needs to win the majority support of MEPs during a full sitting of the house this June, as well as the backing of national governments.The proposals ... if passed ... will transform the elections to the European Parliament. They will create a European dimension to the campaign that has never been there before, Duff told journalists after the committee meeting.They will personalise the election campaign because there will be characters that will be up for trans-national support,he added.The EU-wide list would have to feature candidates from at least one third of EU member states, with a new mathematical formula on how to distribute MEPs yet to be determined.Above all, it will force these European political parties that we have had for years ... to become full-scale campaigning organisations, competing with ideologies and policies,Duff said. It's an important step forward for post-national democracy.

This last point is exactly what some politicians fear, seeing the pan-European initiative as a further undermining of the nation state in favour of an ever greater union, with the four MEPs voting against the report all from Britain, according to Duff.The island nation has traditionally been seen as a more reluctant member of the EU.I am confident that the British government would veto this proposal if it ever came to the European Council, Conservative UK MEP Ashley Fox said in a statement.I cannot remember a single person on the doorstep who has told me they would ever support such a move.

Elect Barroso's successor?

With several of the report's proposals requiring an EU Treaty change, an intergovernmental conference and ratification in each EU member state, Duff conceded that it would be a tough challenge to have the plans adopted.But with critics frequently complaining about a lack of democratic accountability in the EU, the Liberal MEP believes the plan could also enable EU citizens to have a greater say over the next president of the European Commission, rather than the current behind-the-scenes negotiation that saw Jose Manuel Barroso and his predecessors secure the post.The proposal is not specifically mentioned in Tuesday's report, but Duff believes European political parties would be willing to identify one person on the EU-wide MEP list as their preferred choice for the top commission post.The highest placed MEP on the EU-wide list, who also enjoyed party support, would take the commission job in 2014, with members of the constitutional affairs committee also calling for a better alignment between parliamentary and commission terms.It all sharpens the politics of the [European] election campaign,said Duff.

EUOBSERVER / BRUSSELS - The Hungarian foreign ministry has denounced Germany's criticism of its new constitution as an unacceptable interference in domestic affairs and warned Berlin to steer away from such shocking statements in the future.
The comments made by minister of state Hoyer basically evaluated Hungarian domestic political processes,Zsolt Nemeth, the German minister's counterpart said on Thursday.The statement is incomprehensible and unacceptable, he continued.On Tuesday, Hoyer said that the new conservative constitution passed by the Hungarian parliament the day before and a controversial media law approved earlier in the year were hardly compatible with European Union values.We are observing the developments in Hungary with great attention and some worry, he had said.The Hungarian foreign ministry said in an email message that it was shocked by the German minister's statement and complained that Hoyer had received detailed information on the constitutional process several times.The new constitution does not restrict the rights of minorities or the rule of law, and strengthens the common European values instead of harming them,the ministry missive continued.The ministry also derided as particularly unacceptable references by Germany to its Media Act, saying that it had been amended following complaints by the European Commission. In conceding to Brussels' concerns, Hungary thereby demonstrated a commitment to common European values.The Hungarian minister also told Germany not to criticise his country in public again.Nemeth added that he hoped that as a result of the intensity and friendly nature of the Hungarian-German diplomatic relations, in the future, concerns would be dispelled in the course of bilateral relations instead of statements.

As PA Chairman Mahmoud Abbas proceeds full steam ahead with plans to seek a unilateral declaration of a PA state using the 1948 armistice lines for its borders by the United Nations some observers say he may be invoking the law of unintended consequences.

The Opposite Effect?

Aaron David Miller, a former Middle East negotiator for the US State Department, wrote in the Washington Post on April 14,The result will be the opposite of what the Palestinians want: forcing the United States to oppose Palestinians’ efforts, energizing Congress to restrict much-needed assistance to Palestinian institution-building, and probably prompting Israel to do very real (and dumb) things on the ground.Nathan Brown, a political scientist specializing in Arab politics at George Washington University in the US said PA leaders have no choice but to reach a negotiated settlement with Israel.I think unilateralism is a tactic rather than a strategy for the Palestinians, Brown told The Media Line.At this moment they see no prospects of meaningful peace negotiations with the current Israeli government or the American administration. Palestinian Authority Chairman Mahmoud Abbas rejected the idea of a third intifada today during a visit to Tunisia.Speaking to reporters, Abbas described the second intifada in 2000 as disastrous for the Palestinian nation and said he would not accept a third intifada even if current peace efforts fail.Abbas reiterated he would seek the unilateral declaration of a PA state by the United Nations if a peace deal is not reached with Israel come September.Abbas has flatly refused to come to the negotiating table and has manufactured preconditions when pressure has been brought to bear on the PA by the Quartet, especially the United States, for the PA to restart peace talks with Israel.The most recent demand was the release of all PA security prisoners in Israeli jails. This was in addition to Abbas' insistence Israel extend its moratorium on building in Judea, Samaria, and eastern Jerusalem. The original building freeze was done as a good faith gesture on Israel's part to bring Abbas to the negotiating table - which he declined to do.Despite this, Abbas maintains that he remains committed to a US-supported goal of reaching a peace deal with Israel by September. How such a deal is to materialize in the absence of talks between Israel and the PA is a mystery.The US on Tuesday rejected PA intentions to pursue efforts to ask the UN Security Council to recognize a PA state in September.

Suhir Ayoub, an Arab-Israeli attorney in Akko, was indicted by the Jerusalem District Attorney's office for serving as a go-between for members of the Mahajat El Quds terror organization incarcerated in Israel's prisons and their leader, Abu Hamza, in Gaza.The Mahajat El Quds organization is closely linked to the Islamic Jihad.According to the indictment Ayoub was retained by A’amar A’ashur Abu Hamza, a Mahajat El Quds member, to pass on information to the group’s members serving sentences in Israeli prisons.According to the indictment Suhir gained access to the prisoners on two occasions in February and April under the guise of counsel, representing herself as the inmates' lawyer. During her visits, Suhir is alleged to have taken down messages from the prisoners pertaining to Mahajat El Quds business, and then having distributed them among the other prisoners. She also allegedly transferred messages to Abu Hamza in Gaza.Suhir is being charged under a section of the Defense (Emergency) Regulations that prohibits giving aid to an illegal association. As a result, prosecutors requested Suhir be remanded for the duration of the proceedings against her, arguing she poses a danger to public and national security.The judge ordered house arrest for Suhir. Her license to practice law has been suspended.In a related announcement, the Israel Police Central District said it arrested three other lawyers in northern Israel for passing information to terror organizations. The lawyers, police said, received thousands of shekels in fees for the illicit services.

Avi Cohen of the Jerusalem District Police said the four lawyers were arrested after an undercover investigation spanning several months. CHICAGO (Reuters) – Severe thunderstorms and tornadoes tore across the Midwest and South bringing wind gusts and hail and snapping trees and damaging houses, authorities said on Wednesday.Accuweather meteorologists said 33 tornado sightings were unofficially reported from Oklahoma to Ohio from Tuesday night through Wednesday morning.There were no deaths reported from the outbreak of severe weather that triggered tornado warnings from Texas to Indiana and across the South, including areas hit by storms last week that killed at least 47 people, including 24 in North Carolina alone.Three tornadoes struck in Arkansas on Tuesday night, downing trees and power lines and causing structural damage but no reported fatalities or injuries, according to the National Weather Service in Little Rock, Arkansas.Last week's storms caused at least seven deaths in Arkansas, with Little Rock hard it. Deaths also occurred in Alabama, Mississippi, Oklahoma, and Virginia.

In Tennessee, 11 tornado warnings were issued from Tuesday night to Wednesday morning with no reported touchdowns, but 19 homes were destroyed or damaged in the middle and western parts of the state, said Dean Flener, spokesman for the Tennessee Emergency Management Agency.High winds damaged the city hall roof in Milan, Tennessee, knocking down trees and powerlines throughout Gibson County, Milan city recorder Julienne Hart said.Compared to a lot of people, we were lucky, Hart said.

Workers and residents continue to battle against unprecedented floodwaters in Manitoba, while another community across the border in Saskatchewan has declared a state of emergency.In the western Manitoba town of St-Lazare, workers have added 30 centimetres of freeboard to a ring dike as a precaution against high water from the Assiniboine River. They've also sandbagged homes that fall outside the dike, according to a flood bulletin issued by the provincial government on Wednesday.

Further south in the town of Malita, workers are building secondary dikes and sandbagging around a local sewage station to head off persisting high water levels on the Souris River.This is one of those towns that haven't seen flooding like this in 35 years,CTV's Jill Macyshon reported from the town of 1,000 residents, where the river has risen 2.7 metres above flood level.Manitoba is experiencing some of its worst flooding in the past 150 years, which has led to the closure of hundreds of municipal roads and a major highway into the United States.Across the border in Saskatchewan the Ochapowace First Nation has declared a state of emergency Wednesday as floodwaters threatened the reserve. Thirteen communities in that province are now under local states of emergency.Macyshon said the flooding extends from southeastern Saskatchewan to southeastern Manitoba.It's a huge geographic footprint, she said. They've never had so many rivers flooding at the same time.Hundreds of people have been forced from their homes in both provinces in recent weeks and provincial officials warn that rivers such as the Red and Assiniboine have yet to reach their peaks.

In Manitoba, Macyshon said there are fears that the two rivers could both peak near Winnipeg at the same time.Meanwhile, forecasters believe that water levels have largely peaked along the Qu'Appelle River system in Saskatchewan. Rob Bell's Hell: A Threat to the Evangelical Business Plan

There are more reasons than mere theology why Evangelical Christian leaders are raising Cain over the message now being wholesaled by the Rev. Rob Bell of Mars Hill Bible Church, featured in TIME's current cover story, What If There's No Hell? Bell's I'm-O.K.-you're-O.K., we're-not-going-to-hell-today spin is not merely a refutation of a basic belief. If this piece of theological reordering takes hold, it's the Evangelicals' business plan that's going to hell.Fire and brimstone has been one of the Evangelicals' main product lines. It's based on a zero-sum outcome: heaven or hell. Believe or perish. And part of the deal, at least in practical application, is that you can't get spiritually right without monetarily supporting the church. Pay to play, in other words. It's the same with most religions. No one says so in those crude terms - it's all about the mission - but a sales pitch is a sales pitch, even one accompanied by a choir. You can't build the Crystal Cathedral on prayer alone. There's a mortgage to pay. (See pictures in a brief history of hell.)And contributing money is a perfectly reasonable investment for the faithful. You may not be able to pay your way into heaven (sorry hedge funders), but you can help build the pathway on earth. Corporations like to measure return on equity, usually expressed as ROE. But you could say that church donations offer a different kind of ROE: return on eternity. And they're tax deductible to boot.

But what happens if Bell is right? Is it possible that the return on eternity on these contributions has dropped compared with other spiritual investments? For instance, maybe there's a bigger ROE in giving to the poor or volunteering for Habitat for Humanity. Tithing your church may be too much of an investment risk if the returns are less certain.French mathematician Blaise Pascal famously pondered ROE in the spiritual-investment quandary called Pascal's Wager. It's an exercise in game theory. A rationalist, Pascal thought about how he might bet against God's very existence and behave accordingly: more rosÉ, fewer rosaries. But he also knew that had he pursued a hedonistic lifestyle and God existed, a negative outcome would ensue. And he'd be totally, eternally screwed. Better to believe, he reasoned. In Pascal's logic, the rational spiritual investor becomes risk averse and spends a big chunk of the portfolio with God. Pascal, in other words, recommended that you hedge your spiritual investment.Preacher Bell is now positing that the endgame is different. If, in mathematical terms, you assign a zero probability that hell exists, then the rational spiritual investor reduces his exposure, since the expected ROE has been declined. What do you give up? asks Yale University professor Keith Chen, a game-theory expert. What's relevant in game theory is the difference between the good and bad outcomes. If the idea is everybody goes to heaven and everybody enjoys the same privileges, then it unwinds Pascal's Wager,he says.

But both Chen and another game theorist at Yale, Barry Nalebuff, immediately posed another possibility: Is there a nonhell that's still not heaven? (Bell even suggests as much.) If there is heaven and a not-so-good nonhell, there's still a wager, although the spiritual investor might adjust it. Say, by moving it to a church like Bell's. Says Nalebuff: The trick is, what's the cost of leaving? In my view he brings down the cost of leaving.In this view, Pascal's Wager is more like playing the lottery, says Nalebuff. If you win, heaven is the prize. If you don't, it's just a couple of spiritual bucks lost.And that could be a competitive advantage. Churches operate in a marketplace of spiritual ideas, but they're directly connected to the temporal economy. The competition for the faithful can be downright unholy. Churches can and do go bankrupt if they cannot attract enough participants.The adverse reaction to Bell's hell among some Evangelical leaders is based first on deeply held belief, not economic consequences. But it should really put the fear of God in their accountants. There are plenty of other reasons to invest in your church other than buying eternity insurance. There's the spiritual fulfillment that faith can bring, the sense of community, the built-in support group for when you need it most. Even those awful church suppers. But these are not the zero-sum, repent-or-burn outcomes that have underwritten the business so effectively over the years. Indeed, there's no hell to pay anymore.

PARIS/MISRATA, Libya (Reuters) – France promised Libyan rebels on Wednesday it would intensify air strikes on Muammar Gaddafi's forces and send military liaison officers to help them as fighting raged in Misrata, killing nine civilians.Rebels said they fought Gaddafi's forces for control of a main road in the besieged port city of 300,000, the insurgents' last bastion in the west of the country where civil war erupted in February over demands for an end to Gaddafi's 41-year rule.Seven Libyan civilians, a Ukrainian doctor and a British photojournalist were killed in the course of heavy fighting between pro-government troops and insurgents in Misrata on Wednesday, medical workers said.Around 120 people were wounded, including the wife of the Ukrainian doctor who lost both of her legs, according to Khalid Abufalgha, a doctor on the Misrata medical committee that deals with civilian casualties.

Photojournalist Tim Hetherington, co-director of Oscar-nominated war documentary Restrepo, died when a group including several photographers was caught in mortar fire. Evidence surfaced on Wednesday that Gaddafi's government is dodging U.N. sanctions to import gasoline to western Libya using intermediaries who transfer the fuel between ships in Tunisia, a source with direct knowledge of the situation told Reuters.One intermediary company, Hong Kong-based Champlink, previously unknown to the oil trading community, has sought a transaction for fuel delivery into Libya, according to a fax obtained by Reuters, and European oil traders said they had been approached by other such firms.

SARKOZY ASSURES REBEL LEADER

In Paris, French President Nicolas Sarkozy, who has spearheaded U.N.-backed NATO intervention, pledged stronger military action at his first meeting with the leader of the opposition Libyan National Council, Mustafa Abdel Jalil.We are indeed going to intensify the attacks and respond to this request from the national transition council, an official in the president's office said, quoting Sarkozy as telling Abdel Jalil: We will help you.He did not say how NATO-led forces planned to overcome the stalemate on the ground after the United States and several European allies declined last week to join ground strikes.A French military sources said Sarkozy had won approval from NATO to carry out more air strikes and France had moved six fighter jets from Corsica to the southern Greek island of Crete, closer to Libya, for that purpose.Italy, the former colonial power in Libya that has provided air bases for the NATO mission but says its own planes will not open fire, said it may send 10 military trainers as part of increased Western efforts to help the badly pressured rebels.President Barack Obama still opposes sending U.S. ground troops to Libya, the White House said on Wednesday, but he supports a French and British move to dispatch military advisors to help rebels fighting Gaddafi. Vice President Joe Biden insisted in an interview with the Financial Times that U.S. strike aircraft, requested by France, were not needed to achieve the alliance's goal in Libya.If the Lord Almighty extricated the U.S. out of NATO and dropped it on the planet of Mars so we were no longer participating, it is bizarre to suggest that NATO and the rest of the world lacks the capacity to deal with Libya -- it does not,he was quoted as saying.Occasionally other countries lack the will, but this is not about capacity, Biden said.Secretary of State Hillary Clinton has recommended $25 million in commodities and services for Libyan rebels that would not include weapons, the State Department said. Obama still must sign off on this provision of aid such as radios, body armor and halal ready-to-eat-meals, spokesman Mark Toner said.

GOOD FOR MORALE

Western officials say NATO is attacking only military targets consistent with the alliance's U.N. mandate to impose a no-fly zone and protect civilians from Gaddafi's forces.Rebels want NATO to go much further and provide close air support so they can break a prolonged battlefield stalemate.Abdel Jalil told reporters he had invited Sarkozy to pay a visit to the rebel-held eastern city of Benghazi to demonstrate France's support for ending Gaddafi's autocratic rule.I think that would be extremely important for the morale of the revolution, he said. French officials did not say if the president had accepted.Gaddafi's son, Saif al-Islam, was quoted by Al Arabiya TV as saying the government would prevail over the rebels and a new constitution was ready for when the insurgency was vanquished.Libya will not go back to what it was,it quoted him as saying on Libyan state television. The era of the first Jamahiriya (people's republic) is gone and a new draft constitution has been prepared.The rebels say forces loyal to Gaddafi have been bombarding Misrata heavily over the last week. In signs of hardship, there are long queues for petrol and electricity has been cut so residents depend on generators. Thousands of stranded foreign migrant workers are awaiting rescue in the port area.The United Nations High Commissioner for Human Rights, Navi Pillay, said the Libyan government's reported use of cluster munitions and heavy weapons in Misrata may amount to a war crime under international law.The government denies it is attacking civilians in Misrata.

MILITARY ADVISERS

France's decision to send up to 10 military advisers to work with the rebels came a day after Britain, the other main leader of the coalition, announced a similar move.
Government spokesman Francois Baroin stressed France had no intention of sending troops into Libya, where Western powers are struggling to break a deadlock in a two-month-old conflict.The French officers are expected to advise rebel leaders on how to organize their ragtag forces, now struggling against Gaddafi's better-armed and -trained army. They will also liaise with NATO on the location of rebels and Gaddafi's troops.Asked whether the dispatch of liaison officers amounted to mission creep, military analyst Jean-Dominique Merchet said it was only a small team and they would not be training fighters but advising their senior officers.It's about putting a bit of organization into the rebel forces. It's the French and the British doing this, it's clear that NATO is not very keen, nor the Americans,he said.

BEIRUT – Thousands of students held demonstrations Wednesday against Syria's authoritarian regime, brushing off President Bashar Assad's sweeping declarations of reform as the country's growing protest movement vowed to stage the biggest rallies to date on Friday.The monthlong uprising in Syria has posed the biggest challenge to the 40-year ruling dynasty of President Bashar Assad and his father before him. On Tuesday, Syria did away with 50 years of emergency rule — but emboldened and defiant crowds accused Assad of simply trying to buy time while he clings to power.We are preparing for a huge demonstration on Friday, said an activist in the southern city of Daraa, where anti-government protests first erupted last month and later spread nationwide.Prolonged instability in Syria could have serious repercussions well beyond its borders. The closed-off nation punches above its weight in terms of regional influence because of its alliances with militant groups like Lebanon's Hezbollah and with Shiite powerhouse Iran. That has given Damascus a pivotal role in most of the flashpoint issues of the Middle East, from the Arab-Israeli peace process to Iran's widening influence.Protesters have vowed to keep up their demonstrations. In recent days, the movement has crossed a significant threshold, with increasing numbers now seeking nothing less than the downfall of the regime.

At least 200 people have been killed as the government cracked down on the protesters.On Wednesday, 4,000 university students from Daraa and surrounding areas protested near the city's al-Omari Mosque. Activists also said dozens of students protested Wednesday at Aleppo University in the country's north, adding there were confrontations on campus between pro and anti-government students.The witnesses spoke by telephone on condition of anonymity for fear of reprisals.The regime has coupled its crackdown with a series of concessions, including an end to the state of emergency, which gives authorities almost boundless powers of surveillance and arrest.Abolishing the reviled laws was once the key demand of the uprising against Assad, a British-trained eye doctor who took power 11 years ago but has failed to fulfill early promises of reform.A resident of the city of Homs in central Syria also said preparations for Friday protests were under way, but declined to go into details over the phone.Homs has been tense since clashes between protesters and security forces killed at least 12 people Sunday. On Tuesday, security forces there opened fire with live ammunition and tear gas on hundreds of anti-government demonstrators during a pre-dawn raid that killed several people.The resident said there was heavy security presence in Homs on Wednesday, with many opting to stay at home.In Washington, Secretary of State Hillary Rodham Clinton rapped the Syrian government for its crackdown on the protests, saying Damascus must stop the arbitrary arrests, detentions and torture of prisoners, and it must cease the violence.

Britain's Foreign Office on Wednesday said U.K. nationals should consider leaving Syria on commercial flights, after it upgraded warnings about unrest there. In a statement, the ministry said it had changed its advice in light of the deterioration in the security situation in Syria.British diplomats had warned that violent clashes are anticipated between local security forces and demonstrators.Also Wednesday, human rights activists said Syrian authorities arrested an opposition figure at his home during an overnight raid, hours after the government announced an end to emergency rule.Syrian Human Rights League chief, Abdul-Karim Rihawi, said security agents picked up Mahmoud Issa from his home in the central city of Homs after an interview he gave to Al-Jazeera satellite TV late Tuesday. He said his arbitrary arrest is in line with the state of emergency rule and said he expected him to be released after President Assad signs the decree formally abolishing the emergency rule.Rights activist Mazen Darwish said the interview Issa gave to Al-Jazeera angered relatives of a Syrian brigadier general who was killed along with his two sons and a nephew Sunday in Homs.The government says they were gunned down by armed gangs that authorities blame for the violence during anti-government protests of the past month.Darwish said Issa, in the interview, said he didn't know who was behind the killing and called for an investigation, enraging bereaved relatives who reportedly threatened Issa before alerting the police.Issa, who spent years in prison for his pro-democracy views, was picked up from his home shortly afterward.

Doctor warns Japan nuke workers are at their limit

FUKUSHIMA, Japan – Workers battling the crisis at Japan's stricken nuclear plant suffer from insomnia, show signs of dehydration and high blood pressure and are at risk of developing depression or heart trouble, a doctor who met with them said Wednesday.The crews have been fighting to get the radiation-spewing Fukushima Dai-ichi plant under control since it was crippled by the March 11 earthquake and tsunami that devastated northeastern Japan.The conditions at the plant remain harsh, epidemiologist Takeshi Tanigawa told The Associated Press.I am afraid that if this continues we will see a growing risk of health problems.Tanigawa, the Public Health Department chairman at Ehime University's medical school, said he met and spoke with 80 of the workers over four days when he was allowed into another nearby nuclear plant where many of them take their breaks. He said he was not able to carry out full physical exams on the workers before leaving Tuesday because of time constraints.Tokyo Electric Power Co, the plant operator, said 245 workers from the company and affiliated companies were stationed at the Fukushima Dai-ichi plant Wednesday. Soldiers, firefighters and police officers also were at the site.The nuclear workers have been toiling around the clock to stabilize the plant. Tanigawa said they get little rest, no baths or fresh food and are under the constant threat of exposure to radiation, which remains so high in many places that robots are being used to take measurements.

In a telephone interview, Tanigawa said the work conditions don't meet the basic rights guaranteed workers by Japan's constitution. During their breaks at the Fukushima Daini plant, they often sleep on the floor of a gymnasium, wrapped only in blankets and with no privacy,he said.Photographs of the gymnasium show workers in white radiation protection suits sitting on gold metallic mats laid in tight rows on the floor. Boxes of supplies are stacked nearby.Because they sleep so close to each other, snoring is a big problem, he said. Normally, that might sound funny, but in this case it is denying people sleep and that can lead to bad performance on the job.
The workers, most of them middle-aged men, suffer insomnia and show signs of dehydration and high blood pressure, he said. One had gout. Tanigawa said he is concerned they may develop depression or heart problems.Making sure they have a shower or a bath or a proper place to sleep is not just to make them comfortable, but to ensure good performance,he said.Tanigawa said the mental stress of the job is deepened by the fear of radiation exposure, the concerns of their loved ones — many don't want the men to stay on at the plant — and the fact that many of the workers themselves lost homes or family in the tsunami.TEPCO said the situation has become difficult as the crisis has become protracted.We think that we have worked to improve food, sleep hours and off days so that working conditions are improving, it said in a statement.We would like to work on further improvements, taking Dr. Tanigawa's views into account.Tanigawa said that although emergency conditions may have justified harsh working hours in the early days of the crisis, the situation has now become chronic.They have struggled for a month. But they haven't gotten any rest,he said.TEPCO and the government don't think about them. The workers must do a good job, but they do not have any support, he said.With the heat of summer approaching, the health risks could multiply.The workers now have three meals a day, but no fresh meat or vegetables. Say prayers on Champlain Bridge, warns church

The Roman Catholic Church in Montreal has a message for motorists crossing the city's aging Champlain Bridge: Say Your Prayers.The Archdiocese of Montreal has put up a highway billboard with that very message.Spokeswoman Lucie Martineau said the sign voices the church's position on the future of the 49-year-old bridge, which has become a hot federal election issue in the region.She said there's nothing morbid about the ad because authorities have assured the public there is no danger the Champlain will suddenly collapse.The state of the Champlain Bridge has become a big topic ever since reports quoted two experts saying parts of the bridge could collapse in the event of an earthquake.The Conservatives have since pledged $158 million for urgent repairs to the Champlain Bridge, while the Liberals have promised to replace it.Meantime, the archdiocese is also hoping the billboard will draw attention to the church and encourage people to fill up collection plates over Easter.

Crews in north Texas are battling a wildfire that has so far destroyed 150 homes and scorched 60,000 hectares.The Possum Kingdom Lake fire, west of the Dallas-Fort Worth area, is the largest of several blazes that have been burning across the drought-stricken state for the past week.The fire started last Friday near the lakeside community and has since spread to two other counties.Several roads near the reservoir have been closed. Boating access was declared off limits Tuesday to everyone except emergency workers responding to the wildfire.On Tuesday, authorities ordered the 400 residents of Palo Pinto, about 80 kilometres west of Fort Worth, to head east to Mineral Wells because of the advancing flames.Palo Pino County Sheriff Ira Mercer told CBS News that fire crews have not found a way to stop the blaze and have told him this is the perfect storm as far as fires are concerned.But weary firefighters had some reason for hope as rain and higher humidity levels were forecast for the rest of the week in parts of the state.A 20 to 30 per cent chance of rain was forecast for Wednesday and Thursday in the North Texas area, said Daniel Huckaby, a forecaster at the National Weather Service in Fort Worth.Some areas will get some rainfall, but unfortunately most will not. And with the chaotic wind that thunderstorms can produce, and the lightning they can produce, that can make matters worse,Huckaby said.
