PLAYA DEL CARMEN, Mexico – Latin American foreign ministers say their nations are close to forming a new regional organization that would not include the U.S. or Canada.Representatives of 32 countries are gathering on Mexico's Caribbean coast for the Unity Summit of Latin America and the Caribbean starting Monday.Ecuadorean Foreign Minister Ricardo Patino said Sunday the new group has yet to be named, but is envisioned as the premier political forum for Latin American nations. It would be launched next year.Venezuelan President Hugo Chavez has urged the region to create a counterweight to what he calls excessive U.S. influence. The Organization of America States, headquartered in Washington, has many of the same member countries.

JERUSALEM – An Israeli archaeologist said Monday that ancient fortifications recently excavated in Jerusalem date back 3,000 years to the time of King Solomon and support the biblical narrative about the era.If the age of the wall is correct, the finding would be an indication that Jerusalem was home to a strong central government that had the resources and manpower needed to build massive fortifications in the 10th century B.C.That's a key point of dispute among scholars, because it would match the Bible's account that the Hebrew kings David and Solomon ruled from Jerusalem around that time.While some Holy Land archaeologists support that version of history — including the archaeologist behind the dig, Eilat Mazar — others posit that David's monarchy was largely mythical and that there was no strong government to speak of in that era.Speaking to reporters at the site Monday, Mazar, from the Hebrew University of Jerusalem, called her find the most significant construction we have from First Temple days in Israel.It means that at that time, the 10th century, in Jerusalem there was a regime capable of carrying out such construction, she said.Based on what she believes to be the age of the fortifications and their location, she suggested it was built by Solomon, David's son, and mentioned in the Book of Kings.The fortifications, including a monumental gatehouse and a 77-yard (70-meter) long section of an ancient wall, are located just outside the present-day walls of Jerusalem's Old City, next to the holy compound known to Jews as the Temple Mount and to Muslims as the Noble Sanctuary. According to the Old Testament, it was Solomon who built the first Jewish Temple on the site.

That temple was destroyed by Babylonians, rebuilt, renovated by King Herod 2,000 years ago and then destroyed again by Roman legions in 70 A.D. The compound now houses two important Islamic buildings, the golden-capped Dome of the Rock and the Al-Aqsa mosque.Archaeologists have excavated the fortifications in the past, first in the 1860s and most recently in the 1980s. But Mazar claimed her dig was the first complete excavation and the first to turn up strong evidence for the wall's age: a large number of pottery shards, which archaeologists often use to figure out the age of findings.Aren Maeir, an archaeology professor at Bar Ilan University near Tel Aviv, said he has yet to see evidence that the fortifications are as old as Mazar claims. There are remains from the 10th century in Jerusalem, he said, but proof of a strong, centralized kingdom at that time remains tenuous.While some see the biblical account of the kingdom of David and Solomon as accurate and others reject it entirely, Maeir said the truth was likely somewhere in the middle.There's a kernel of historicity in the story of the kingdom of David, he said.

There is a contract to supply these systems to Iran, and we will fulfill it, Ryabkov told Interfax in an interview. Delays (with deliveries) are linked to technical problems with adjusting these systems,he added. Ryabkov also cautioned against politicizing Russia's arms exports to Iran. It is absolutely incorrect to put the emphasis on the issue of S-300supplies ... and to turn it into a major problem, to say nothing of linking it to the discussion on restoring trust in the purely peaceful character of Iran's nuclear program,Ryabkov said. Last week, WND quoted a senior Egyptian security official stating despite announcements to the contrary, Russia still plans to deliver to Iran the S-300. The Egyptian official said Russia also intends to see the system delivered to Syria, from which it can also be transferred to the Hezbollah militia operating in Lebanon. Last week, Prime Minister Benjamin Netanyahu visited Moscow, where he reportedly asked the Russians to cancel a contract with Iran to deliver and install the S-300 system. Israeli newspapers quoted sources in Netanyahu's entourage stating Russia agreed to cancel the sale. The S-300PMU1 is a mobile system designed to shoot down aircraft and cruise missiles. Analysts say the S-300 system would make any Israeli strike against Iran's nuclear facilities more difficult.

Just after Netanyahu's visit, the Interfax news agency quoted a senior Russian official as saying the delivery to Iran of the S-300 had been delayed for technical reasons. The delay is due to technical problems. The delivery will be carried out when they are resolved,said Alexander Fomin, deputy head of Russia's Federal Service for Military-Technical Cooperation. However, the Egyptian official speaking to WND said Russia still intends to deliver the system to Iran within the next month. The official said there are also plans to see the system deployed in Syria, where Russia maintains a large naval fleet unseen since the Cold War days. The official said Syria intends to transfer the S-300 to Hezbollah in Lebanon. An Israeli security official said Israel is monitoring the situation. Russia has not announced the specific terms of its agreement with Iran, but Interfax reported the deal calls for Moscow to sell Tehran five batteries of S-300PMU1 missiles for around $800 million.

Iran has expressed frustration over the continued delay in the delivery of the S-300 system. Last week a top Iranian military commander claimed his country would build its own air-defense missiles that would be even better than the S-300.

JERUSALEM – Iran has increased exponentially its training of Hamas gunmen both in the Gaza Strip and abroad, a senior Egyptian security official told WND. The official said Iran believes there will be a confrontation with Israel this year over Tehran's nuclear facilities and has thus stepped up training of Hamas, whose gunmen will be instrumental in carrying out retaliatory attacks against the Jewish state during any future war. The official said the training is taking place both in Gaza, where Iran has militants stationed, and in other countries, particularly in Lebanon and Iran itself. He said an explosion in Lebanon last month that the Iranian-backed Hezbollah group blamed on Israel actually was part of a work accident during training exercises between Hezbollah and Hamas. Two Hamas members were killed in that attack, which Hamas claimed was targeting Hamas's representative in Lebanon, Osama Hamdan. Last month, WND published early reports that, according to a senior Egyptian intelligence official, Iranian Revolutionary Guard units were actively working to train Hamas gunmen in the Gaza Strip. The official also said Egypt is concerned that neighboring Gaza could become a major center of al-Qaida activity in the region. The Egyptian official said those factors were central in his country's decision to build a steel wall under the Egypt-Gaza border as part of efforts to isolate Hamas and stem weapons smuggling into Gaza. The official also said Egypt has information that Hamas and the Iranian-backed Hezbollah group for the first time formed a joint operations room from which the two groups exchange knowledge, coordinate efforts and work on obtaining weapons. The Egyptian intelligence official said recent information as well as interrogations of arrested suspects in Egypt indicate Iranian-backed groups are working with al-Qaida in the Gaza Strip even though the two groups have different points of view and conflicting religious ideology. The official pointed to similar cooperation in Yemen, where he said Iranian agents and al-Qaida have been working against the Yemeni government.

Reports that Iranian agents have been operating in Gaza are not new. In 2007, WND first reported security forces associated with Palestinian Authority President Mahmoud Abbas' Fatah party captured seven Iranian military trainers – including a general of the Iranian Revolutionary Guard – at a purported Hamas training facility in the Gaza Strip. During Israel's military incursion in Gaza last year, Israeli newspapers reported an Iranian Unit of Hamas – members of the group's military wing trained by the Iranian Revolutionary Guard – had been destroyed.

In yet another indication that the Obama administration is losing the global-warming war, Texas and several national industry groups have filed separate motions in federal court challenging the government's authority to regulate greenhouse-gas emissions, Jerome Corsi's Red Alert reports. In December, the Environmental Protection Agency, acting under the authority of the Clean Air Act, took steps to control carbon emissions blamed for global warming from power plants, factories and refineries without waiting for Congress to act on cap-and-trade. The EPA ruled that greenhouse gases such as carbon dioxide endanger human health under the Clean Air Act,Corsi noted,despite the fact human beings exhale carbon dioxide that trees and other plants absorb.The EPA decision opened the door for the Obama administration to impose restrictions on the use of carbon-based fuels in the United States, even if Congress never passes the administration's proposed cap-and-trade legislation. The agency seeks to require industrial plants that emit 25,000 tons of greenhouses gases a year or more to install technology to improve energy efficiency whenever a facility is changed or built, according to the Associated Press. Red Alert reported that the EPA has also delayed 79 coal-mining permits in four states, arguing the planned coal mining operations would cause significant damage to water quality and the environment under the specifications of the Clean Water Act. Texas, a leading carbon-dioxide emitter because of its heavy concentration of oil refining and other industries, stands to suffer a major economic impact if the EPA mandatory regulations on carbon dioxide are allowed to take effect,Corsi noted.

The National Association of Manufacturers, the America Petroleum Institute and the National Petrochemical and Refiners Association announced that they filed a petition in federal appeals court challenging the EPA's carbon-dioxide ruling. The U.S. Chamber of Commerce and various U.S. iron and steel makers have also threatened to file similar petitions. These challenges signal that the White House has lost control of the global-warming message to such an extent that the end-run around Congress seems to be hitting a dead end as these lawsuits force the EPA to prove carbon dioxide is a chemical harmful to people, Corsi wrote. Last year, cap-and-trade legislation passed the U.S. House but stalled in the Senate. Red Alert continues to predict that the Obama administration's cap-and-trade legislation will fail to pass Congress this year, joining Obamacare and a new attempt to pass comprehensive immigration reform as failed pillars of President Obama's first-year legislative agenda. NEW YORK – The stock market paused from a four-day rally Monday and closed modestly lower after big consumer companies gave a cautious outlook for economic growth.The market, which has advanced on stronger economic signs, fluctuated after Lowe's Cos. and Campbell Soup Co. reported higher earnings but reminded investors that a recovery among consumers is expected to be slow. Stocks drew some support from news that oil field services company Schlumberger Ltd. agreed to buy Smith International Inc.Corporate America is being cautious with their earnings predictions, said Roy Williams, CEO at Prestige Wealth Management Group. A recovery in consumer spending hasn't happened as fast as executives have hoped, he said.Trading was also fragmented as investors hunted for deals following last week's big rally. The Dow Jones industrial average posted its best weekly gain since November on strong earnings and economic reports.I wouldn't read too much into this, Sam Stovall, chief investment strategist at Standard & Poor's, said of Monday's trading. There could be some minor profit-taking.Financial stocks were among the day's winners after a federal judge approved a settlement between the Securities and Exchange Commission and Bank of America Corp. over the acquisition of Merrill Lynch & Co.The Dow fell 18.97, or 0.2 percent, to 10,383.38. Lowe's said Monday its fourth-quarter profit rose 27 percent as it cut costs and saw a slight increase in sales. The home improvement retailer's results beat analyst projections and Lowe's said it anticipates sales to grow as the housing market recovers. However, its first-quarter earnings forecast was below expectations.
Campbell Soup's fiscal second-quarter profit met forecasts as lower costs helped offset a slowdown in U.S. sales.Right now, they're trying to heal, Steven Goldman, chief market strategist at Weeden & Co., said of consumers.Consumers are holding off on big purchases like home renovations because employment is still a concern, Goldman said. That hurts companies like Lowe's that rely on big spending from U.S. customers. But they're also being choosy when it comes to staples including food. Campbell's report reflected that caution.Lowe's fell 6 cents to $23.07. Campbell Soup dipped 43 cents to $33.50.The National Association for Business Economics echoed a similar tone that the economy is getting better, but at a sluggish pace. It reaffirmed in its latest outlook that an economic recovery remains on track, though it will be slow. The group of economists expects to see job growth later this quarter, but unemployment is expected to stay above 9 percent throughout the year.

High unemployment — the rate currently stands at 9.7 percent — remains a major obstacle for a strong, sustained recovery. It has also dragged down consumer spending and confidence, which hurts companies like Lowe's and Campbell Soup.Other major retailers, including Macy's Inc., Target Corp., Home Depot Inc. and Gap Inc., release quarterly results this week. The reports should provide further clues about whether consumers are more confident in the recovery.Schlumberger is buying Smith International for $11 billion in stock in a move to diversify its product offerings and better compete with rival Halliburton Co. Fed chairman Ben Bernanke is scheduled to give his semiannual report on the economy and interest rates to Congress later this week. Last week the Fed started to remove its extraordinary stimulus measures put in place during the recession. It increased the rate it charges banks for emergency loans. The yield on the 10-year Treasury note rose to 3.80 percent, from 3.78 percent late Friday. The Russell 2000 index of smaller companies rose 0.63, or 0.1 percent, to 632.25. TORONTO (Reuters) – Toronto's main stock index eased on Monday as early support from firm oil and gold prices faded, while financials came under pressure after their recent run-up.Some profit-taking was overdue, analysts said, after the TSX index had risen for eight straight sessions.Financials were a mixed group. Some were among the top heavyweight decliners, including Royal Bank of Canada, down 0.7 percent at C$56.70, and Bank of Nova Scotia, down 0.13 percent at C$47.74. But Bank of Montreal and Sun Life Financial headed the other way, with each rising about 0.4 percent.The financials were also in the spotlight as first-quarter results for the banks will start being published later this week, kicking off with Canadian Imperial Bank of Commerce on Thursday.Having weathered the global financial crisis better than most lenders, Canada's big banks are expected to report unimpressive profits in their first quarter, due to the lingering effects of the recession and consequent loan losses.At 10:48 a.m., the Toronto Stock Exchange's S&P/TSX composite index was down 16.78 points, or 0.14 percent, at 11,692.51, after opening slightly higher.There's certainly an element of profit-taking. Gold stocks were also among the weak issues on Monday as the price of gold retreated from one-month highs. OTTAWA (Reuters) – Canada's plan to reduce its record deficit will center on slowing the growth in government spending, with the exception of health care, pensions and education, a senior government official said on Monday.The March 4 federal budget will lay out the Conservative government's plans to execute the second year of its economic stimulus efforts, the official said. The spending plan will focus on jobs and growth, he said.But Ottawa will not bow to pressure to extend even the most popular temporary measures, such as a two-year freeze on employment insurance premiums or a home renovation tax credit.The stimulus taps will be turned off at the end of the 2010-11 fiscal year, as originally planned, he said.As you know, we've always said that reducing the deficit and returning to fiscal balance will happen through slowing the rate of growth in federal spending, and that still applies, the official told reporters in a background briefing, speaking on condition of anonymity.

After rising strongly the day before, regional markets gave back some of their gains amid few new reports to guide investors. The dollar slipped moderately against the yen and the euro. Oil prices drifted below $80 a barrel.European and U.S. market declines weighed on investors. Wall Street paused after a four-day rally as cautious outlooks from major consumer companies reminded traders America's economic recovery would be subdued.Nagging worries about U.S. growth and interest rates, along with uncertainty about China's recent steps to curb extravagant lending, continue to hold investors back, said Belle Liang, head of research at Core Pacific-Yamaichi International in Hong Kong.These two things have been bothering investors a lot the last few days, said Liang.She predicted Asian markets would attract new buying in coming weeks as investors shift their attention to company earnings when Chinese companies begin reporting year-end results.In the meantime, investors were awaiting testimony from U.S. Federal Reserve Chairman Ben Bernanke on Wednesday and Thursday that could provide more clarity about the bank's plan to unwind its emergency economic support measures and raise consumer borrowing rates. The Fed's surprise decision to hike its emergency lending rates to banks rattled global markets last week.In Japan, the Nikkei 225 stock average fell 68.96 points, or 0.7 percent, to 10,331.51 Shares of Toyota Motor Corp. lost about 1 percent, in line with the broader market's losses, a day after disclosing it was the target of U.S. criminal and regulatory investigations in connection with its recent safety problems.

SINGAPORE – Oil prices retreated below $80 a barrel Tuesday in Asia as investors mulled whether sluggish U.S. crude demand justified a 14 percent rally over the last three weeks.Benchmark crude for April delivery was down 34 cents to $79.97 a barrel at midday Singapore time in electronic trading on the New York Mercantile Exchange. The contract added 25 cents to settle at $80.31 on Monday.Oil has jumped from $69.59 a barrel on Feb. 5 on investor optimism that the global economy will rebound strongly from recession last year. Yet growing inventories of crude, gasoline and diesel fuel suggest demand in the U.S. remains weak.Some analysts expect crude demand in the U.S. and Japan will gradually follow overall economic growth and lift prices. Goldman Sachs expects crude to trade between $85 and $95 for most of this year.Continuing growth in the two largest developed market economies suggests that the economic recovery is still on track. Goldman Sachs said in a report. We expect that Japanese oil demand will break the trend of the past decade and grow in 2010.In other Nymex trading in March contracts, heating oil fell 0.2 cent to $2.077 a gallon while gasoline rose 0.1 cent to $2.1168 a gallon. TEHRAN, Iran – Iran said Monday it plans to build two new uranium enrichment facilities deep inside mountains to protect them from attack, a new challenge to Western powers trying to curb Tehran's nuclear program for fear it is aimed at making weapons.Ali Akbar Salehi, who is also Iran's vice president, said Tehran intends to use its more advanced centrifuges at the new sites, a decision that could add to growing concerns in the West over Tehran's program because the technology would allow Iran to accelerate the pace of its program.The two plants are among 10 industrial scale uranium enrichment facilities Iran approved the construction of in November, a dramatic expansion of the program in defiance of U.N. demands it halt enrichment.Hopefully, we may begin construction of two new enrichment sites in the next Iranian year as ordered by the president, the semiofficial ISNA quoted Salehi as saying Monday. The Iranian calendar year begins March 21.As of now, our enrichment sites ... will be built inside mountains, Salehi added, according to ISNA.

The decision appears to be aimed at shielding the facilities from potential military attack.Israel considers Iran's nuclear program a strategic threat, and has hinted at the possibility of airstrikes against Iran if world pressure does not halt Tehran's nuclear efforts.The Israelis have launched such strikes in the past. In 1981, an Israeli air attack destroyed an unfinished nuclear reactor in Iraq. Israel also hit a suspected nuclear facility in Syria in September 2007.Iran's enrichment of uranium is the central concern of the United States and other nations negotiating with the country over its disputed nuclear program. The technology can be used to generate fuel for power plants and isotopes for medical purposes, but it can also be used to make weapons-grade uranium for atomic bombs.Tehran insists its enrichment work is only meant for peaceful purposes, but Washington and its allies worry the program masks efforts to build a nuclear weapon.Tehran has already said it may install its more advanced centrifuges at its small enrichment site near the holy city of Qom, which was made public last September. The new centrifuges are more advanced than the decades-old P-1 type centrifuges in use at the country's main enrichment facility at Natanz, in central Iran.Centrifuges are machines used to enrich uranium — a technology that can produce fuel for power plants or materials for a nuclear weapon. Security Council committee it intercepted a North Korean weapons shipment bound for Central Africa, which diplomats said was a violation of a U.N. ban on arms sales by Pyongyang.The seizure took place in November, when South African authorities received information that a ship headed for Congo Republic was carrying containers with suspicious cargo, according to a letter sent by South Africa to the Security Council's North Korea sanctions committee.Several Western diplomats described the incident as a clear-cut violation of Security Council resolution 1874, which bans all North Korean arms exports and most weapons-related imports in response to its nuclear program.The letter, parts of which were seen by Reuters on Monday, said a North Korean company was the shipping agent and the cargo was first loaded onto a ship in China, then transferred to a vessel owned by French shipping firm CMA CGM in Malaysia.Diplomats said the French company alerted authorities to the fact it had suspicious cargo on board and was not believed to have done anything wrong. The South Africans intercepted the vessel and seized the containers, which held tank parts.

The letter, which the committee received last week, said the South Africans discovered that the contents fell within the definition of conventional arms in that the contents consisted of components of a military tank T-54/T-55.The letter said the documentation for the containers described the cargo as spare parts of bulldozer.T-54 and T-55 tanks were designed and produced in the Soviet Union in the 1940s and 1950s but were later upgraded and made in other countries.Neither the French company nor the countries involved had any immediate comment.Congo Republic, which borders Democratic Republic of Congo, has suffered a wave of violence in the Pool region between the capital Brazzaville and the oil port town of Pointe Noire that has broken a period of calm after a decade of instability.

COMMITTEE TO DECIDE

The diplomats said the committee was planning to send letters to countries involved in the case -- such as North Korea, Republic of Congo, Malaysia and France -- seeking more information so it can decide whether the North Koreans or any other nations were in breach of U.N. sanctions.Resolution 1874, approved in June 2009, was passed in response to Pyongyang's second nuclear test in May 2009 and expanded the punitive measures the Security Council had imposed on North Korea after its first atomic test in October 2006.Last year's resolution also authorized countries to inspect suspicious North Korean air, land and sea cargo and to seize any banned goods.The latest incident shows that the sanctions are working, one Western diplomat told Reuters.But it also shows that we have to be vigilant. The DPRK (North Korea) is still trying to violate the sanctions.This is not the only seizure of its kind. Thai authorities confiscated over 35 tons of arms from a cargo plane they said had come from North Korea after the aircraft made an emergency landing at a Bangkok airport in December 2009.Last's year's expanded sanctions against North Korea were aimed at cutting off its arms sales, a vital export estimated to earn the destitute state more than $1 billion a year.North Korea's biggest weapons sales come from ballistic missiles, with Iran and other Middle Eastern states as customers, according to U.S. government officials.The U.N. sanctions and the cut-off of handouts from South Korea have dealt a heavy blow to the North, which has an estimated gross domestic product of $17 billion, and may force it back to nuclear disarmament talks in the hopes of winning aid, analysts say. Iran warns airlines over not calling Gulf Persian

TEHRAN, Iran – Airlines not referring to the waterway between Iran and the Arabian peninsula as the Persian Gulf will be banned from Iranian airspace, the transport minister told local media Monday.The warning was directed specifically toward the airlines of neighboring Gulf Arab countries who have a history of referring to the body of water as the Arabian Gulf.The airlines of the southern Persian gulf countries flying to Iran must use Persian Gulf on their flight monitors, Hamid Behbahani told the IRAN daily.Airlines ignoring the warning would be banned from Iranian airspace, while repeat offenders would have their planes grounded in Iran and the companies' flight permits to Iran canceled.The report said Iran expelled a Greek flight attendant from the private Iranian airline, Kish Air, for using Arabian Gulf on a monitor over the weekend.Iranians are traditionally sensitive over the historic name of the waterway between Iran and seven Arab nations.

Last month the Saudi-based Islamic Solidarity Sports Federation said it canceled the Islamic Solidarity Games in April because its Iranian host planned to use Persian Gulf on banners and medals.In 2004, Iran banned American National Geographic for using Arabian Gulf instead of the Persian Gulf. Haiti leader says quake toll could reach 300,000

PLAYA DEL CARMEN, Mexico – The president of Haiti said Sunday the death toll from his country's earthquake could reach 300,000 once all the bodies are recovered from wrecked buildings.Speaking after arriving in Mexico for regional meetings that will include discussion of Haitian aid needs, Preval gave no indication of how he reached the figure.You have seen the pictures, you know the numbers, more than 200,000 bodies picked up in the streets, counting those that are still underneath the rubble, perhaps we could arrive at 300,000 deaths, Preval said at a meeting between Mexican officials and the countries of the Caribbean trade bloc.Haiti's government has placed the death toll at between 170,000 and 230,000. It depends on which official is talking and none have explained in detail the methodology used to arrive at the numbers.The country's chief epidemiologist has said he believes the government is making a lot of estimates.Preval will also attend the Unity Summit of Latin American and Caribbean nations convened by the Rio Group starting Monday. PORT-AU-PRINCE, Haiti – Homeless victims of Haiti's earthquake said Monday that police are halting deliveries of food and water to try to force them to leave their camp on the grounds of the prime minister's office.Police padlocked the main gate to the hillside camp, where about 2,500 homeless people live under bed sheets and tarps propped on sticks on the sloping hill leading to the office. Stinking garbage with swarms of flies was being allowed to pile up and portable latrines were filled, camp residents complained.Witnesses said police beat 22-year-old Dalida Jeanty after she picked up a broom to sweep around her tent. They called her and she did not come so they beat her,said her cousin, Alix Jeanty.He was among the friends and relatives who carried the woman down the hill, where U.N. peacekeepers from Chile and India arranged for her to be taken to the hospital.A police officer guarding the gate to the prime minister's office refused to give his name or comment on the alleged beating. Nor would he discuss accusations they have been turning away trucks carrying food and water for the past 10 days.Calls to the Information Ministry on Monday were unanswered, as was an e-mail to the prime minister's chief aide.We've been here for a month and we were being treated well, but for the past two weeks we have been mistreated,said Markinson Midey, a 22-year-old student. Anytime they bring food or water, the police make the trucks leave.Midey and other residents, some of them shouting angrily and banging pans when they saw reporters, said they believe the government wants to make the camp conditions so bad that people will be forced to leave, even though they have nowhere else to go.After reporters arrived, police opened the gate they'd locked.

Many government buildings were damaged in the Jan. 12 quake and Prime Minister Jean-Max Bellerive is working out of the same office as President Rene Preval at a temporary government headquarters set up in the headquarters of the judicial police, near the airport.The Jan. 12 earthquake killed about 200,000 people and left 1.2 million homeless, according to the government.More than half a million people fled devastated Port-au-Prince, but 700,000 are living in every available piece of open land, from public squares and school yards to sidewalks, their only protection makeshift tents of sheets propped up by sticks.There has been no evidence of any concerted government policy to forcibly remove the homeless from the many spontaneous settlements, however authorities have made it clear they plan to resettle the refugees as soon as more permanent camps can be established outside town.Many inhabitants of the capital's miserable tent camps got soaked by an overnight downpour. Doctors say many children — half the population of Haiti is under 15 years — are suffering from colds, coughs and diarrhea.Bellerive told The Associated Press last week that the government will be forced to appropriate private land to build better tent camps with tarpaulins.But aid agencies taking part in a massive international effort to help victims say the government is dragging its feet even as the rainy season approaches and the need to get people out of congested camps that pose health risks and under proper cover becomes more urgent.

Any strike against Iran would not be decisive: US military chief

WASHINGTON (AFP) – The top US military officer warned on Monday that any strike against Iran would not be decisive in countering Tehran's nuclear program.Admiral Mike Mullen, the chairman of the US Joint Chiefs of Staff, said he supported using diplomatic and economic pressure against Iran and repeated his view that military action could carry unintended consequences.No strike, however effective, will be in and of itself decisive, Mullen told a press conference after recently returning from a visit to the Middle East.But he said the US military stood ready with plans for possible action if necessary.Let me be clear: We owe the (defense) secretary and the president a range of options for this threat. We owe the American people our readiness.Mullen's comments came as the United States pushed for fresh sanctions against Iran over its nuclear program and before Israeli Defense Minister Ehud Barak visits Washington this week.The admiral said he believed Iran was on a path to achieve nuclear weaponization and that the effort "further destabilizes the region.

He said there was widespread concern in the Middle East about Iran's role and its nuclear ambitions.He said that it isn't just a nuclear capable Iranian military our friends worry about, it's an Iran with hegemonic ambitions and a desire to dominate its neighbors.Mullen and other top US officials have said previously military action against Iran cannot be ruled out.But, as I have said many times, I worry a lot about the unintended consequences of any sort of military action.For now, the diplomatic and the economic levers of international power are and ought to be, the levers first pulled,Mullen said.Iran meanwhile said on Monday it is considering plans to build two new uranium enrichment plants concealed inside mountains to avert possible air strikes.Last November, President Mahmoud Ahmadinejad announced Iran would build 10 new uranium enrichment plants, after Tehran was strongly rebuked by world powers for building a second enrichment plant near the Shiite holy city of Qom.Iran's atomic chief Ali Akbar Salehi said the enrichment capacities of the new sites would be similar to the existing facility in the central city of Natanz, where a defiant Tehran is refining uranium despite three sets of UN sanctions.According to the latest UN nuclear watchdog report, Iran has installed in Natanz 8,610 centrifuges, the device which rotates at supersonic speed to enrich uranium.Of these, 3,772 centrifuges are actively enriching uranium under the supervision of the International Atomic Energy Agency (IAEA).

Salehi said the new plants will be equipped with new generation centrifuges and the facilities would be hidden in mountains so as to protect them from any attacks.
World powers suspect Iran is enriching uranium to make nuclear weapons, a charge Tehran denies. Enriched uranium can be used as fuel to power nuclear reactors or in highly refined form to produce the fissile core of an atom bomb. Iran is at loggerheads with world powers for not accepting an IAEA-drafted deal which would supply it with nuclear fuel for a Tehran research reactor in return for the transfer of the bulk of its low-enriched uranium. Mullen returned last week from a trip to Egypt, Israel, Jordan, Saudi Arabia and the United Arab Emirates.

MIAMI – In her 88 years, Florence Siegel has learned how to relax: A glass of red wine. A crisp copy of The New York Times, if she can wrest it from her husband. Some classical music, preferably Bach. And every night like clockwork, she lifts a pipe to her lips and smokes marijuana.Long a fixture among young people, use of the country's most popular illicit drug is now growing among the AARP set, as the massive generation of baby boomers who came of age in the 1960s and '70s grows older.

The number of people aged 50 and older reporting marijuana use in the prior year went up from 1.9 percent to 2.9 percent from 2002 to 2008, according to surveys from the Substance Abuse and Mental Health Services Administration.The rise was most dramatic among 55- to 59-year-olds, whose reported marijuana use more than tripled from 1.6 percent in 2002 to 5.1 percent.Observers expect further increases as 78 million boomers born between 1945 and 1964 age. For many boomers, the drug never held the stigma it did for previous generations, and they tried it decades ago.

Some have used it ever since, while others are revisiting the habit in retirement, either for recreation or as a way to cope with the aches and pains of aging.Siegel walks with a cane and has arthritis in her back and legs. She finds marijuana has helped her sleep better than pills ever did. And she can't figure out why everyone her age isn't sharing a joint, too.They're missing a lot of fun and a lot of relief, she said.Politically, advocates for legalizing marijuana say the number of older users could represent an important shift in their decades-long push to change the laws.For the longest time, our political opponents were older Americans who were not familiar with marijuana and had lived through the Reefer Madness mentality and they considered marijuana a very dangerous drug,said Keith Stroup, the founder and lawyer of NORML, a marijuana advocacy group.Now, whether they resume the habit of smoking or whether they simply understand that it's no big deal and that it shouldn't be a crime, in large numbers they're on our side of the issue.Each night, 66-year-old Stroup says he sits down to the evening news, pours himself a glass of wine and rolls a joint. He's used the drug since he was a freshman at Georgetown, but many older adults are revisiting marijuana after years away.The kids are grown, they're out of school, you've got time on your hands and frankly it's a time when you can really enjoy marijuana, Stroup said. Food tastes better, music sounds better, sex is more enjoyable.The drug is credited with relieving many problems of aging: aches and pains, glaucoma, macular degeneration, and so on. Patients in 14 states enjoy medical marijuana laws, but those elsewhere buy or grow the drug illegally to ease their conditions.

Among them is Perry Parks, 67, of Rockingham, N.C., a retired Army pilot who suffered crippling pain from degenerative disc disease and arthritis. He had tried all sorts of drugs, from Vioxx to epidural steroids, but found little success. About two years ago he turned to marijuana, which he first had tried in college, and was amazed how well it worked for the pain.I realized I could get by without the narcotics,Parks said, referring to prescription painkillers. I am essentially pain free.But there's also the risk that health problems already faced by older people can be exacerbated by regular marijuana use.Older users could be at risk for falls if they become dizzy, smoking it increases the risk of heart disease and it can cause cognitive impairment, said Dr. William Dale, chief of geriatrics and palliative medicine at the University of Chicago Medical Center. He said he'd caution against using it even if a patient cites benefits. There are other better ways to achieve the same effects,he said. Pete Delany, director of applied studies at the Substance Abuse and Mental Health Services Administration, said boomers' drug use defied stereotypes, but is important to address. When you think about people who are 50 and older you don't generally think of them as using illicit drugs — the occasional Hunter Thompson or the kind of hippie dippie guy that gets a lot of press maybe,he said. As a nation, it's important to us to say,It's not just young people using drugs it's older people using drugs.In conversations, older marijuana users often say they smoke in less social settings than when they were younger, frequently preferring to enjoy the drug privately. They say the quality (and price) of the drug has increased substantially since their youth and they aren't as paranoid about using it.

Dennis Day, a 61-year-old attorney in Columbus, Ohio, said when he used to get high, he wore dark glasses to disguise his red eyes, feared talking to people on the street and worried about encountering police. With age, he says, any drawbacks to the drug have disappeared. My eyes no longer turn red, I no longer get the munchies, Day said.The primary drawbacks to me now are legal.Siegel bucks the trend as someone who was well into her 50s before she tried pot for the first time. She can muster only one frustration with the drug. I never learned how to roll a joint, she said. It's just a big nuisance. It's much easier to fill a pipe.
