EUOBSERVER / BRUSSELS - Just days before EU leaders meet in Brussels to discuss measures to increase the region's competitiveness, market concerns over public finances continue to rattle national governments and hog the media limelight.Spain continued its public relations offensive on Monday (8 February), after concerns over Greece's deficit and debt levels recently spread to the Iberian state and its neighbour, Portugal. The country's finance minister, Elena Salgado, together with her deputy, Jose Manuel Campa, flew to London to meet bondholders and outline recently announced austerity measures. Repeating promises to cut its budget deficit to 3 per cent of gross domestic product by 2013 from 11.4 per cent last year, Mr Campa insisted the government would make the adjustment that's necessary.But their disclosure that the Spanish treasury intends to raise €76.8 billion through debt issuance this year lead to renewed market doubts, sending the country's bond yields higher. Writing last week in the New York Times, Nobel prize winning economist Paul Krugman said Spain's difficulties were an an object lesson in the problems of having monetary union without fiscal and labour market integration.After a decade-long boom, the 2008 implosion of Spain's housing bubble has left the country with excessive labour costs, spiraling unemployment and a large budget deficit. If Spain had its own currency, this would be a good time to devalue; but it doesn't,said Mr Krugman.

Single currency

The eurozone deficit crisis has also taken its toll on the area's common currency. Last Friday the euro plunged to an eight-month low of $1.3583, recovering slightly on Monday. Markets are also increasingly gambling against the single currency. Driven by fears of a eurozone debt crisis, traders and hedge funds have bet nearly $8bn (€5.9bn) on a falling euro, reports the Financial Times.Credit ratings agency Fitch insisted on Monday however that other eurozone countries face no risk of contagion from the debt and deficit crises afflicting Greece, Portugal and Spain.

The agency's chairman, Marc Ladreit de Lacharriere, told French radio that France and Germany still enjoy sufficient credibility with investors who are the deciders and the masters of the game.Some analysts argue that fiscal problems in the euro area peripheral states are affecting core members such as France, however. In Nicolas Sarkozy's centre-right UMP party, calls are increasing to adopt a German-style medium-term budgetary balance law. We can no longer spend as we did in the past,Xavier Bertrand, UMP leader, said over the weekend.And as EU leaders prepare to meet for an informal summit in Brussels this week to discuss ways to increase the bloc's competitiveness, the issue of deficits is slowly edging its way onto the agenda. With a new long-term economic strategy still the main topic for discussion, EU president Herman Van Rompuy conceded in a recent letter to leaders that some aspects of the present economic situation will also need to be looked at.

Rabbi Nissan Ben-Avraham, a resident of Shiloh, has been appointed as Shavei Israel’s new emissary to the Bnei Anousim (whom historians refer to as Marranos) in Spain.Shavei Israel is a non-profit organization that strengthens ties between the State of Israel and descendants of Jews around the world, including the Bnei Menashe of India, the Bnei Anousim in Spain, the Subbotnik Jews of Russia, the Jewish community of Kaifeng in China, the Hidden Jews of Poland from the Holocaust era and others. Rabbi Ben-Avraham was born in 1957 in Palma de Mallorca, Spain and was named Nicolau Aguilo. He immigrated to Israel in 1978, formally returned to Judaism and Hebraicized his name. He later married, was ordained as a rabbi, and became a father of 12 children.As Shavei Israel's emissary in Spain, Rabbi Ben-Avraham will teach Torah, Jewish culture and tradition to Bnei Anousim, and will assist those seeking to learn more about their Jewish roots.

This is a very moving and historic development, said Michael Freund (pictured at left), founder and chairman of Shavei Israel.It marks the first time that a member of the Bnei Anousim is returning to Spain, where he was born and raised, in order to help his fellow Bnei Anousim learn more about their Jewish roots.According to Freund, there are tens of thousands – and maybe even more – of Bnei Anousim in Spain, who are conscious of their special connection to the Jewish people.We owe it to them and to their ancestors to reach out to them, embrace them and welcome them back home, he said.Rabbi Ben-Avraham is a descendant of Mallorca's Jews who were forcibly converted to Catholicism in the 14th and 15th centuries. They were never fully accepted by their Catholic neighbors, who referred to them as Chuetas, which means pigs,and rejected them. They suffered from centuries of discrimination, which reinforced their identity and communal cohesiveness. The Chuetas were forced to marry only among themselves and faced various social and professional restrictions up until the modern era. An estimated 15,000-20,000 still live in Mallorca, though many have assimilated in recent years.

In the early Middle Ages, Spanish Jewry was one of the oldest and most successful Diaspora Jewish communities. But from 1391 onwards, a series of terrible disturbances and great tribulations befell the Jews of Iberia, resulting in unprecedented waves of expulsion, persecution and forced conversions. These tragic events culminated in 1492, when the remaining Jews were formally expelled by the Spanish monarchs. Many of those who had been compelled to convert to Catholicism – known by the Hebrew term Bnei Anousim – remained behind, where they nonetheless continued to preserve their Jewish identity and to practice Jewish tradition covertly, away from the prying eyes of the Inquisition and its enforcers.

EUOBSERVER / BRUSSELS - The new European Commission team is set to win a confidence vote in parliament on Tuesday (9 February) after a three month delay and a prolonged period of infighting between the EU's two main institutions.The 27-member college, headed for a second time running by Portugal's centre-right Jose Manuel Barroso, looks certain to achieve the majority needed at the early afternoon vote to finally allow it to take up office for the next five years.The vote will put an end to a virtual paralysis in Brussels politics since the June European elections, which kicked off a very public dispute between Mr Barroso's mainly conservative supporters and his vocal left-wing and green critics.The dispute meant that Mr Barroso, who laid out his cards on the table about wanting a second term as commission president already two years ago, was denied a quick re-nomination as president as his opponents sought to delay his confirmation vote and extract concessions.The vote, a secret ballot, eventually took place in September securing Mr Barroso his second term. But the nomination of the rest of the commission only occurred in November after drawn-out ratification of the Lisbon Treaty, the bloc's new institutional rules, which affected the make-up of the commission.With the commission already almost four weeks into caretaker status when he finally announced the new line-up - containing 14 returning commissioners including himself, Mr Barroso's new team still had to run the gauntlet of parliamentary hearings assessing their qualifications for the job.

Several would-be commissioners did not shine in their hearings. Finland's Olli Rehn down for the powerful economic and monetary affairs dossier was seen as too vague. Lithuania's Algirdas Semeta displayed little tax policy knowledge. Catherine Ashton, the EU's top diplomat, was hesitant on several foreign policy issues and Neelie Kroes, from the Netherlands, appeared to have difficultly re-orienting herself from the competition dossier to the digital agenda. But it was Bulgaria's nominee that fell. Rumiana Jeleva's subsequent resignation in late January, after a weak hearing coloured by allegations about her financial interests, delayed the planned commission vote by a further two weeks.In the meantime, MEPs, buoyed by the new rights given to them in the Lisbon Treaty, secured extra political powers from Mr Barroso. A new inter-institutional agreement to be voted on before the investiture of the commission opens the door to parliament forcing individual commissioners to resign - a power not accorded to them in EU law.Over the eight month saga, which has seen Mr Barroso first preoccupied with his re-election and then unable to do much because his institution was in caretaker status, the EU has continued to suffer the fallout from the financial and economic crisis but has lacked clear leadership to deal with it.Meanwhile, critics of the parliament's behaviour during this period suggest MEPs were less motivated by principles but rather by one upmanship among political groups or between parliament and the commission.

Russia in stand-by mode over US missile plans in Romania

EUOBSERVER / BRUSSELS - Moscow is concerned and expects proper explanations on US plans to deploy anti-ballistic missile defence systems in Romania, but it is still interested in contributing to a common assessment of threats with Europe and the US, Russia's envoy to Brussels told this website.We took note of President Basescu's statement on his agreement to host those elements. This is a serious issue which we'll be analysing when we receive all the details regarding what exact equipment is meant to be deployed there, Mr Chizhov said in a phone interview on Monday (8 February).Last Thursday, Romanian President Traian Basescu announced that his country had accepted an invitation by the Obama administration to host land-based anti-ballistic missiles as part of US plans to defend Europe against Iranian and other regional threats. The rockets are set to be deployed by 2015, in a second phase of the new version of the US shield, which combines sea and land-based interceptors for short, medium and long-range missiles. The Romanian approval process is at an early stage, as the actual agreement still needs to be negotiated between the two capitals and approved by their respective legislatures.However, the Russian reaction contrasts with its response to similar announcements made in 2007 by the Bush administration on deploying a radar in the Czech Republic and missiles in Poland by 2011. Back then, Russian Prime Minister Vladimir Putin warned of a new Cold War and threatened to place nuclear missiles in the Russian exclave of Kaliningrad bordering EU members Poland and Lithuania if the plans were to go ahead.

Asked why the Russian reaction was milder this time around, Mr Chizhov said that this was a preliminary reaction, pending further clarifications from the American side.It is a source of concern for us, he said, adding that Moscow was also interested to know the reason behind the choice of Romania.One could argue that Romania is somewhat closer to Iran than Poland, but still, according to our information Iran will neither now nor in the foreseeable future posses any missiles capable of reaching Romania. Not to mention Poland, central Europe or the United States, the Russian envoy argued.This view is not shared by Pentagon officials, however, who in a recent review of US' current and planned missile defence architecture note that Iran has developed and acquired ballistic missiles capable of striking deployed forces, allies, and partners in the Middle East and eastern Europe at an increasingly rapid pace.The new system envisaged by Washington would see maritime interceptors deployed in the Mediterranean by 2011 and backed up by a powerful radar whose location has not yet been disclosed.The Romanian interceptors are part of the second phase outlined in the review, which is planned to be put in place around 2015 and to expand the covered area from southern Europe to additional Nato allies,the document reads.A third phase would be operational by 2018 and would have interceptors located in northern Europe. State Department spokesman Philip Crowley last week confirmed that the US was in talks with Poland for the third stage. Warsaw is still on the table after being rebuffed by Mr Obama last year when he decided to scrap the earlier plans tabled by his predecessor. Prague is no longer considered as a potential location, however.

Russia on board?

Mr Chizhov did not rule out a future Russian contribution to the anti-missile defence system.We proposed to start from the beginning, with a joint assessment of risks and challenges in this field. We're ready to discuss that with the Americans and everybody else, he said.Moscow's tempered reaction also comes against the backdrop of Mr Obama's efforts to hit the reset button in US-Russian relations, after they had reached a Cold War era low point during the Bush administration.The revised missile shield should be of no surprise to the Russian side, Nato sources told this website. It was also discussed among European allies, but no decisions on how to integrate that into a Nato architecture had been taken yet, as the upcoming summit in Lisbon this autumn would be a more appropriate occasion for it.As for the EU side, it considered the Romania missile plan a bilateral discussion between a member state and the US, a spokesman for the bloc's foreign policy chief told this website.

More snow due to hit storm-battered east coast

WASHINGTON (AFP) – The US east coast was on Tuesday bracing braced for a new major winter storm after record snowfall left thousands shivering in the dark without power, with transportation paralyzed and the federal government shut down.The Wasghington DC remained largely snow-locked, while many local governments, businesses and schools were also closed across the mid-Atlantic region.The National Weather Service issued a 30-hour winter storm warning beginning midday on Tuesday for Washington, Maryland and parts of Virginia, saying it expects another 10 to 20 inches (25-50 cm) of snow to cover the area.The combination of snow and strong winds will make travel very hazardous, said the NWS in its advisory.The extra squall would be on top of more than two feet (0.6 m) of snow around metropolitan Washington and Baltimore, and also comes after the massive December storm that dumped some two feet (61 centimeters) of snow in the area: meaning the region is coming up on the other historic seasonal totals.With this season's total so far at 45 inches (114 cm), according to NWS figures, more snowfall in the coming days could peak out the 1995-96 season's 46 inches (116.8 cm) and the all-time deepest snowfall of 1898-99, at 54.4 inches (138 cm).Washington residents were struggling to get to work, with people slipping on the ice and cars wheel-spinning in the snow as hundreds of emergency personnel battled to clear the roads.This snow is so deep and so heavy that the traditional snow plows can't shovel in some areas. So bulldozers are physically having to lift it up and away, Laura Southard from the Virginia Department of Emergency Management told AFP.In places, the weight of the snow caused roofs to collapse, including at a firehouse in northern Virginia and a hangar for private aircraft at Dulles International Airport.Many of those without power gathered in restaurants and coffee shops on major avenues where power often was restored first. Some residents of suburban Washington spent two days huddled at businesses, unable to go home.

Downtown Washington was not as hard hit by power outages but public transportation remained snarled.Local officials warned that snow plows might not reach many smaller streets before the second storm hits.This is really challenging for us, and will continue to be a challenge for most of the week, said Southard.Even though the blizzard has moved away, unmasking a bright blue sky, it continued to take victims.

Two men were found dead in a car in the town of Bladensburg, Maryland on Sunday, The Washington Post reported. Officials believe they suffered carbon monoxide poisoning as a result of sitting in a closed vehicle without ventilation.Six other people who also appeared to be suffering from carbon monoxide poisoning were rescued from a house in the Washington suburb of Oxon Hill on Sunday, the paper added.The culprit appeared to have been a gasoline generator used inside the house after the power went out.The deepest snow left by Snowmageddon was in the small town of Colesville, central Maryland, which was buried in 40 inches (101 centimeters) of snow, the National Weather Service said. Service slowly resumed on Metro trains, although above-ground rail travel remained suspended, depriving people in the suburbs of their main means of commuting. Cancelled bus services also began operating on a limited schedule. Washington's Reagan National Airport was closed for snow and ice removal, and then reopened. although officials warned many flights may be canceled or delayed. Other local airports were also open. But life was gradually returning to normal as residents dug out cars and cleared driveways. Boris Ruhadze, 24, was stuck at the International House of Pancakes in Rockville, Maryland from Friday afternoon until Monday morning. We slept on the benches in some of the booths, in a part of the restaurant they closed off. The line was out the door on Friday, and even worse on Saturday as people lost power,Ruhadze said.

Afghan floods, avalanches kill 20: official

KANDAHAR, Afghanistan (AFP) – At least 20 people have died in floods and avalanches triggered by some of the heaviest rain and snow in Afghanistan for 50 years, an official said Monday.At least six people died and 10 others were missing following heavy rains in the southern province of Kandahar since late Sunday, a provincial spokesman, Zalmai Ayoubi, told AFP.So far we have found six bodies from one car. Two cars with 10 other people in them are missing, he said.We don't know if they are dead or alive, he added.Hundreds of mud-brick houses were damaged and about 1,000 animals killed in the province's Daman district, Ayoubi said.He said dozens of people were stranded by flood waters caused by the heaviest rain seen in the area for half a century, as authorities called on Afghan and foreign troops to airlift people to safety.The floods in Kandahar follow heavy snowfall in central and western parts of the country which has killed at least 14 people in the past week, according to disaster response authorities.The heavy rain and snow comes after winter began without precipitation, sowing concerns about drought in the agrarian country over the coming year.

What’s the Alternative? MK Orlev: Jordan is Palestine

(IsraelNN.com) Asked to present his alternative to the two-state Israel-Palestine option, MK Zevulun Orlev (Jewish Home) says, The Arabs of the Palestinian Authority already have a state – Jordan.Speaking with Arutz-7 on Tuesday, Orlev – the Chairman of the Knesset Education Committee – said, The basis for every plan is our right to the Land of Israel, halakhically, historically, etc. In the present situation, however, we must see how we make the most of the situation - and not go for all or nothing. There is no question that we cannot expel all of the Arabs who currently live in Judea and Samaria, and so the question is how do we deal with the given situation.My proposal, or vision, is based on the fact that there is not enough of an expanse in Judea and Samaria for a Palestinian state, and that if one is established, it will not be viable and will have to spread out towards and threaten Israel. Not to mention that such a state would not be stable; we can never know who will rule there – Hamas, Al Qaeda, Iran…The only solution, therefore, is that Jordan, of which 80 percent of its citizens are Palestinian, should be the Palestinian state, with offshoots in the areas that the PA currently controls here in Judea and Samaria. Their national rights, which I believe they deserve, such as a flag, currency, etc., should be manifest in a federation with Jordan - but it must not be an independent state, and Israel must maintain sovereignty and full military control over Judea and Samaria, including the Jordan Valley. In this way, we will maintain our historic rights and our security.

Benny Elon's Israel Initiative
A more detailed plan along these lines has long been promoted by former MK and Moledet party leader Benny Elon. Known as the Israel Initiative, the program calls for the rehabilitation of the Arab refugees and the dismantling of their camps and of UNRWA; replacing the ineffectual Palestinian Authority partner with Jordan - a reliable partner interested in stability; and replacing the Israeli occupation in Judea and Samaria with full Israeli sovereignty, which will prevent Hamas and other terrorist organizations from taking control and will grant security to Israel and neighboring countries. Whether or not the plan meets with immediate acceptance does not much concern Orlev, who said, With or without us, Jordan will one day become a Palestinian state, as a large majority there has Palestinian roots.Orlev feels that it is not too late to combat the left-wing success in placing the two-state option on the table: The final borders will not be determined on the battle field, but rather in the schools. If we teach the dangers of a Palestinian state, and that the Land of Israel is ours, and that Jordan is theirs, then we will succeed.

Unity in the Ranks
Orlev mentioned that if the religious-nationalist camp were united in one party, we would be a strong political force that could have a strong influence on the diplomatic solution. I have been pushing for unity for a long time, but unfortunately there are those who would rather remain in their own camp…A bid to unite what are now the Jewish Home and National Union parties in late 2008, before the last elections, failed after the latter felt that it was being marginalized in the new list of Knesset candidates. National Union leader MK Yaakov Katz (Ketzaleh), who joined the party after the split was announced, has been insistent of late on the importance of unity between the two parties.

Iran has taken a series of steps over the past few days that leads experts such as former U.S. ambassador to the United Nations John Bolton to conclude that military force against Iran is the only option. On Friday, Iran’s Foreign Minister announced that his country would export its enriched uranium to the West, but just two days later, this plan was withdrawn. Instead, Iranian leader Mahmoud Ahmedinajad ordered a major step-up in the processing of uranium, enriching it at a 20 percent level, instead of the current 3.5 percent.In addition, on Monday, Supreme Islamic Iranian leader and commander-in-chief Ayatollah Ali Khamenei said that Iran is set to deliver a stunning punch during this week's 31st anniversary of the Islamic revolution.The Iranian nation, with its unity and the grace of Allah, will punch the arrogance [Western powers] on the 22nd of Bahman [Thursday, February 11] in a way that will leave them stunned," Khamenei told a gathering of air force personnel.The anniversary marks the date that Iran's air force gave its support to revolutionary leader Ayatollah Khomeini, leading to the toppling of the US-backed shah in 1979.

Iran also successfully tested this week a new radar-evading drone aircraft.

TEHRAN, Iran – Iran began enriching uranium to a higher level Tuesday over the vociferous objections of the U.S. and its allies who fear the process could eventually be used to give the Islamic republic nuclear weapons.State television announced that the process began in the presence of inspectors from the U.N. nuclear watchdog agency. Uranium has to be enriched to fuel nuclear power plants and Iran needs the 20 percent enriched fuel for a research reactor producing medical isotopes.

Enriching uranium to 90 percent, however, creates the material for nuclear weapons, which many countries are afraid Iran is seeking. Iran denies the charge.France and the U.S. said Monday Iran's action left no choice but to push harder for a fourth set of U.N. Security Council sanctions to punish Iran's nuclear defiance. Russia, which has close ties to Iran and has opposed new sanctions, appeared to edge closer to Washington's position, saying the new enrichment plans show the suspicions about Iran's intentions are well-founded.In effort to defuse the crisis, the International Atomic Energy Agency brokered a deal last year in which Iran would ship out its low enriched uranium to be processed abroad and returned a year later.Iran initially rejected the deal, then later said that if an acceptable alternative could be reached, it would not continue the high level enriching process.Ali Akbar Salehi, a vice president as well as the head of the country's nuclear program, said the further enrichment would be unnecessary if the West found a way to provide Iran with the needed fuel.Whenever they provide the fuel, we will halt production of 20 percent, he told state TV late Monday.Iran has so far enriched uranium to a level of 3.5 percent, which is suitable for use in fueling nuclear power plants.On Tuesday, the spokesman of Iran's Foreign Ministry, Ramin Mehmanparast said any plan by the West to impose new Security Council resolutions would not be helpful.If they attempt another resolution, they are making a mistake. Salehi said Iran has been trying to buy the higher enriched fuel for its research reactor for the past several months, but the West made providing the fuel conditional on Iran's acceptance of the U.N.-drafted agreement to ship its uranium stockpile abroad first.That plan would come with some safeguards, because the enriched fuel provided to Iran would be in a form that would be difficult to further process to make weapons.According to the report on state TV, the higher level enrichment began after Iranian scientists injected 25 kilograms of 3.5 percent enriched UF6, or Uranium hexafluoride, gas into a cascade of 164 centrifuge machines at a laboratory in central town of Natanz, some 150 miles south of Tehran.The machines are expected to produce some 2.5 kilograms of 20 percent enriched uranium out of 25 kilograms of gas every month, according to the report.It said inspectors from the International Atomic Energy Agency were present during the injection.When asked about the enrichment process, Gill Tudor of the IAEA only said that the agency had inspectors at the site already.The agency continues to have inspectors in Iran conducting normal safeguard operations, Tudor said. Pentagon spokesman Geoff Morrell said U.S. Defense Secretary Robert Gates believed the United Nations should slap new sanctions on Iran in weeks, not months.Morrell said Gates believes a U.N. resolution would lay the legal groundwork countries need to impose sanctions independently and pressure Iran to abandon its nuclear program. While leading a communist revolutionary organization that opposed the U.S. government, President Obama's controversial former green jobs czar, Van Jones, was honored by and maintained a working relationship with Mary Kerry Kennedy, the activist daughter of Robert F. Kennedy. Jones also received an award during his communist leadership period from a group on which former President Jimmy Carter served as an adviser. In the 1990s, Jones was the leader and founder of a radical group, the communist revolutionary organization Standing Together to Organize a Revolutionary Movement, or STORM. The group's official manifesto, Reclaiming Revolution, boasted we also saw our brand of Marxism as, in some ways, a reclamation.
In 1998, both Carter and Kerry Kennedy were on the board of the Reebok Human Rights Awards, which selected Jones as one of four activists from around the world to receive its annual award. In 2000, Jones was honored by Kennedy again when the activist gave him the Kerry Kennedy Cuomo Human Rights Defender award. In 2004, Court TV aired RFK: Our Children, Our Future, a documentary on the legacy of Robert F. Kennedy's commitment to human rights, which featured Jones as a commentator alongside Kerry Kennedy.

WND also found that in 2004, Jones spoke at a human rights event in Puerto Rico at which Kennedy was the motivational speaker. At a 2005 event televised by PBS, Jones was asked about his relationship with Kennedy. It's really because of the issue of police brutality in the United States has moved from the margins of public consciences to the center of moral concern – because of what the police are doing and what they are getting away with, said Jones. Kerry Kennedy Cuomo was a part of that process and she has been really working very hard to make sure that if she speaks about human rights she is not just talking about somebody else's country or somebody else's problem, he said. In 2006, Kennedy and Jones appeared together at other events.

The battle over constitutional amendments across dozens of states that could sink the abortion industry by establishing constitutional rights for the unborn is heating up months in advance of the November elections with a detour into a Mississippi courtroom .WNDas reported how the move is exploding among pro-life activists and that as many as 32 states are expected to address some sort of personhood vote this year – whether through a constitutional amendment or law. Now a lawsuit has been filed in Mississippi over regulations limiting the amount of time that petition signature collectors have to gather names. The suit was filed by Liberty Counsel on behalf of Personhood Mississippi, an organization supporting Initiative No. 26, proposed for the fall election ballot. The group already has gathered more than 85,000 signatures in support of a state constitutional amendment to include the unborn in the definition of a person. But Mississippi Attorney General Jim Hood, a defendant along with Secretary of State Delbert Hosemann, has interpreted the state's law to shorten the time frame in which the signatures can be gathered.

The state constitution and Mississippi law give individuals a full year to gather signatures, and estimates are that 89,285 valid names are needed this year to place the amendment on the ballot.

That one-year periods ends Saturday.

But the law also provides that the deadline for filing the petition with the secretary of state is 90 days before the start of the next legislative session. Thus, Personhood Mississippi should have until October 2010 to file its petition, the lawsuit argues. Hood arbitrarily shortened the filing deadline thereby forcing the petitioners to rush to persuade the clerks to hasten their certification and inevitably causing hundreds of valid signatures to be left out of the final count, the claim states. This strained interpretation of the law may cause Personhood Mississippi to fall short of the required number of signatures and prevent the measure from being on the ballot. According to the movement, if every unborn baby is defined as a person, each baby will be legally guaranteed the same right to life as all Americans. We believe – and a lot of the justices on the Supreme Court agree with us – that there is no right to privacy that would allow abortion, Garcia Jones said. Since it's not mentioned directly in the 14th Amendment, we could use the 10th Amendment and the states' rights to police themselves and to pass laws regulating morality and health and safety to regulate abortion so it's not permitted. Basically it would be treated the same way as a homicide, where a state can regulate how they punish it and how they try to prevent it, but they could never allow it.He continued, We believe respect for life is in the Constitution, so therefore a state could never say you can kill a person.He said citizens in 32 states are now seeking sponsors to put personhood statutes or constitutional amendments on 2010 ballots. But with officials denying one is needed, the precise path out of the crisis for the EU's incoming new leadership remains fogged with uncertainty.The European Union's own government-backed lender said Tuesday that it cannot bail out Greece or any other European country that can't pay its debts.The European Investment Bank said in a statement that it could only finance economically viable projects and that its rules would not allow it help an EU nation cover a budget deficit.That narrowed the options as Europe's currency union faces an unprecedented crisis as financial markets and the euro currency have tumbled in recent weeks — with the euro now trading near an eight-month low against the U.S. dollar — on worries that Greece might need financial rescue to cope with its soaring debt and deficit.European stocks inched up on Tuesday, and the euro rose by three-quarters of a cent to $1.3725, on speculation that heads of state and government will have to announce some measure to help Greece when they meet at a summit in Brussels on Thursday.Fears about Greece's financial stability have hiked the cost of Greek borrowings and upped the pressure on other countries in the 16-nation eurozone that are running massive deficits, such as Portugal, Spain and Ireland.Jittery markets are piling the pressure on EU nations to state clearly what they would do if a euro member is likely to default. They could also provide a loan to Greece — but it is uncertain that they could or would provide enough to give Greece some long-term relief. Greece is looking to borrow some euro51 billion from bond markets to pledge its budget gap this year. Another option would be bonds, issued jointly by European governments to raise money from markets. EU and ECB officials have talked this down but European socialists are keen — including Greece's current government — because it could ease harsh spending cuts. What is clear is that EU governments do not want to let Greece off the hook — and that any option would force Greece to make long-delayed reforms to rife tax evasion, rigid labor market rules and an inefficient and high-spending pension and health care system.

LONDON – European stocks rose cautiously Tuesday on hopes that EU officials will provide Greece with some form of support to handle its mountain of debt and keep the market crisis from spreading to other vulnerable countries.Although the European Investment Bank said Tuesday it would not be able, according to its own rules, to offer Greece or any other country a bailout, investors are betting that a meeting on Thursday of EU heads of state will address the market's worry about sovereign debt.

Britain's FTSE 100 index was up 0.5 percent at 5,116.17 and Germany's DAX gained 0.3 percent to 5,499.81. France's CAC-40 rose 0.1 percent to 3,610.95.Asian indexes were mixed at the close, drawn between losses on Wall Street overnight and the improvement in confidence in Europe. In the U.S., a rise was expected on the open, with Dow Jones industrials futures up 56 points at 9,951.00 and Standard & Poor's 500 futures rising 7.8 points to 1,063.70.This meeting of EU leaders is set to discuss the economic roadmap of the eurozone for the next 10 years; however it is difficult to see how the problems of Greece and other vulnerable indebted nations won't overshadow the summit, said Michael Hewson, analyst at CMC Markets.Greece's government is currently discussing wage and pension reform in an effort to gain credibility in its plan to drive down its debt load. However, nationwide strikes were planned for Wednesday, possibly undercutting any confidence in the country's plan.It would appear that these countries still don't get it, and this starkly highlights the problems ahead for the politicians as they seek to find a resolution to a problem that threatens to undermine the entire concept of the single currency, Hewson said.He said a bailout would be very problematic, since that would urge other heavily-indebted countries to seek the same treatment — most governments piled on debt in the wake of the financial crisis.Some experts believe the European Central Bank may come up with a form of support which would not require a bailout, such as guarantees for debt. It was reported that ECB President Jean-Claude Trichet left a seminar in Australia early in order to attend to EU leaders' summit — a move that has increased speculation that the EU maybe on the verge of providing some support for its high yielding economies, said Stuart Bennett, analyst at Calyon. High yields are a symptom of falling bond prices and increased perception of risk.

However, worries that confidence in Greece's debt will erode and spread to other countries with weak public finances — such as Portugal or Spain — has kept investors on edge, pushing global markets lower overnight.Tokyo's Nikkei 225 stock average lost 0.2 percent to 9,932.90 while Sydney's S&P-ASX 200 declined 0.4 percent to 4,505.1 after the Dow closed below 10,000 for the first time in three months.Chinese markets fared better, but trading has been listless as investors hunker down ahead of a weeklong closure of mainland exchanges for next week's Lunar New Year holiday. The benchmark Shanghai Composite Index gained 0.5 percent to 2,948.84 and Hong Kong's Hang Seng index advanced 1.2 percent to 19,790.28. Seoul's Kospi rose 1.1 percent to 1,570.49.Elsewhere, benchmarks in Thailand, Malaysia and the Philippines fell.
