A recent announcement by the United Nations that it will begin to mint gold and silver bullion coins bearing the UN logo has raised fears that a new global currency is being readied to replace the dollar, but the story is likely to be a hoax, muddying the waters of the very real move towards a global monetary system.The United Nations (UN) has licensed the minting of gold bullion coins bearing its logo to provide a public option world savings currency, stated the original story.The source of the story was attributed to both the Vancouver Examiner and Adfero Limited and it featured on the World Gold Council website, but the link to the article now gives a 404 error page. There is nothing on the UNCTAD website to verify the authenticity of the story.Posters on the Ron Paul Forums dismissed the story as a hoax.I posted this a while back, but there was no primary data source to back it up. Those risks are exacerbated by the context of those deficits: a low household-savings rate, even after recent increases; large funding requirements for federal debt maturities every year; heavy overweighting of dollar-denominated assets in foreign portfolios; worsened fiscal prospects in the decades after the current 10-year budget period; and competing claims for capital to fund deficits in other countries.The conventional concern here is that private investment will be crowded out, which would result in a reduction of productivity, competitiveness, and growth. In addition, the very early 1990s showed that unsound fiscal conditions can have a symbolic effect that broadly undermines business and consumer confidence. But finally, and far more dangerously, our bond and currency markets could react with severe distress to fears about imbalances in the supply and demand for capital in the years ahead or about the possibilities of inflation. Those effects have been averted so far by a number of factors: large inflows of capital from abroad into Treasury securities; concerns about other major currencies; the low level of private demand for capital; and the psychological state of the market. Of course, he is correct. However, this isn’t the first time an insider has warned about the debt. Obama, himself, has done so.What I am waiting for is the other foot to drop, i.e., what solutions will be proposed to resolve the debt situation. I doubt it will be any serious attempt at cutting back government spending. It will more than likely, in a panic state, be a dramatic hike in taxes, including possibly a national sales tax or VAT.

JERUSALEM – Israel has approved construction of four new apartment buildings in disputed east Jerusalem, officials said Tuesday, fueling tensions with the Palestinians at a time when the U.S. is laboring to get peace talks moving again.
The Palestinians claim east Jerusalem for a future capital and demand all construction there stop before negotiations resume. The 24-unit project is being developed in an Arab neighborhood by Irving Moskowitz, an American Jew who has generously funded Jewish settlers determined to cement Israel's hold on contested areas of the holy city.Jerusalem is the most explosive issue between Israel and the Palestinians, and the new buildings would be located in one of its most volatile sites, just outside the walled Old City with its Christian, Muslim and Jewish shrines.Stephan Miller, spokesman for Jerusalem Mayor Nir Barkat, confirmed that Jerusalem's local planning committee approved the project on Monday, clearing the way for construction to begin.Palestinian negotiator Saeb Erekat condemned the move in the strongest possible terms. He said if Israel wants to resume peace talks, they must announce a total cessation of settlement activities in east Jerusalem and the West Bank. Israel committed to a full settlement freeze in 2003 under an internationally backed peace plan.In late November, Israeli Prime Minister Benjamin Netanyahu announced that construction in Jewish West Bank settlements would slow down for 10 months, but said building in east Jerusalem would proceed without restrictions.

An official in Netanyahu's office said the decision to build in east Jerusalem was made by municipal authorities and did not require involvement by the prime minister. He could not be identified under civil service regulations.Israel captured east Jerusalem, along with the West Bank, from Jordan in the 1967 Mideast war.Israel does not consider construction in east Jerusalem to be settlement activity because it annexed the area immediately after its capture. In November, it announced plans to build hundreds of new homes in Gilo, a sprawling Jewish neighborhood in east Jerusalem.The international community, like the Palestinians, does not recognize the annexation and views the Jewish neighborhoods built in east Jerusalem as settlements. Some 180,000 Jews live in those neighborhoods, alongside an estimated 250,000 Palestinians.The latest project is potentially even more contentious because it is not in any of the established Jewish neighborhoods. Instead, it is located in the heart of a predominantly Arab area of the city.The Obama administration's special Mideast envoy, George Mitchell, is due in the region in the next few days to try to break the negotiations logjam.Netanyahu and Palestinian President Mahmoud Abbas have both met in recent days with Egyptian President Hosni Mubarak in an effort to prod things along. But so far, there has been sign that the two sides are moving any closer.The Palestinians have not relaxed their demand for a complete settlement freeze in the West Bank and east Jerusalem. Bulgaria puts price on Turkey's EU membership

EUOBSERVER / BRUSSELS - Bulgaria is threatening to block Turkey's application to join the European Union unless it pays out billions of euros in compensation for displaced people, in a case dating back to the days of the Ottoman Empire. A Bulgarian cabinet minister without portfolio who runs the country's Agency for Bulgarians Abroad, Bojidar Dimitrov, pressed the claim in remarks to the Bulgarian newspaper, 24 Hours, on Sunday (3 January).Turkey is surely able to pay this sum, after all, it's the 16th largest economic power in the world, he said, putting a total of $20 billion (€14 billion) on the settlement. One of the three conditions of Turkey's full membership of the EU is solving the problem of the real estate of Thracian refugees.The Ottoman Empire in 1913 expelled hundreds of thousands of ethnic Bulgarians from lands lying on the western side of the Bosphorus. It became the Republic of Turkey in 1923 and recognised the rights of the displaced people in a 1925 treaty, but the agreement was never implemented, Bulgaria says. An official in the Bulgarian government press office, Veselin Ninov, told EUobserver on Monday that Mr Dimitrov's statement reflects government policy and that the dispute is being handled by a Bulgarian-Turkish intergovernmental working group.

Mr Ninov mentioned a different sum, however.This is a matter of official government policy. There is a contract between the two parties, dated 1925. This is an official contract, so, according to the contracting parties, the Turkish government has to repay $10 billion to $12 billion (€8 billion) to the Bulgarian refugees,he said.

Mr Ninov described the issue as being more historical than political.But when asked if Bulgaria is ready to veto progress in EU-Turkey negotiations because of the dispute, he said: There is such an option. But this is just one of many other conditions of Bulgarian support for Turkish membership. There are also issues relating to energy and water management projects.Bulgarian prime minister Boyko Borissov is set to raise the compensation question during a visit to Turkey in January or February, Mr Ninov added.Turkey began EU accession talks in 2005 and has so far opened 12 out of 35 negotiating chapters.Its military occupation of northern Cyprus, an EU member, has so far proved the main stumbling block to progress. But the EU commission is also concerned about Turkey's respect for human rights, while Germany and France are opposed to Turkish EU entry on broader political grounds.The issue of historically displaced people has become increasingly disruptive since the EU's 2004 wave of enlargement. In a recent example, Czech president Vaclav Klaus last year tried to block ratification of the Lisbon Treaty unless the EU inserted a special clause ruling out compensation for Germans expelled from Czechoslovakia after World War II.The Turkish foreign ministry and the EU commission were unavailable for an immediate comment.

Iran denies cancellation of EU lawmakers' trip

EUOBSERVER / BRUSSELS – Several MEPs on Monday complained that the Iranian authorities made a last-minute cancellation of a planned trip to the country, but Tehran claimed that the EU lawmakers themselves postponed the visit.I regret this last minute move to block the EU Parliament visit to Iran, which is further proof of the Iranian authorities' blank refusal to allow any serious discussion about the grave unresolved issues in the country, German Green MEP Barbara Lochbihler, the delegation's chair, said in a statement.She indicated that the Iranian ambassador to Brussels, Ali Asghar Khaji, had in a surprise move blocked the visit to the country scheduled for 7-11 January.But Iranian foreign ministry spokesman Ramin Mehmanparast said that it was the lawmakers themselves who had decided to postpone the visit. He did not give a reason for the delay.The Iranian state news agency IRNA, meanwhile, said the delegation had cancelled the visit because of protests by members of the US Congress.Ms Lochbihler confirmed that she had received a letter from Congress asking her not to go ahead with the visit and claiming that it would be counter-productive.

The isolated voices within the US Congress and EU Parliament who opposed the visit have given an easy excuse to Iran to block the trip on grounds of media pressure. It is also a blow to Iranian civil society, which had high hopes for a European Parliament visit that would show solidarity with the concerns of millions of Iranians who have supported the so-called green movement,she explained.The EU lawmakers were due to meet human rights activists as well as Iranian parliamentarians, as Iran's opposition faces a government crackdown amid protests over the disputed June re-election of President Mahmoud Ahmadinejad.Iranian security forces have arrested scores of opposition figures and dissidents since fierce clashes in Tehran on December 27 between police and protesters in which at last eight people were killed, according to opposition websites.The EU has condemned Tehran's crackdown on opponents and called for the rights of protesters to be respected.At a summit last month, EU leaders expressed support for new sanctions against Iran, warning that Tehran's refusal to negotiate over its nuclear programme must be met with a clear response.

EU staff to head to Greece amid deficit reports

EU officials are preparing to make their way to Greece this week amid reports that the country's 2009 budget deficit may have topped already dire earlier forecasts.With an expected touchdown in Athens this Wednesday (6 January), staff from the European Commission and the European Central Bank will be keen to hear how the eurozone country with the largest deficit plans to rectify the problem. The probing visit comes amid reports that the southeastern EU country has exceeded an already gloomy budget forecast for 2009. According to Greek financial website Ta Nea, the country's deficit last year may have reached 14.5 percent of GDP, largely due to falling tax revenues. The deficit figure is even higher than the 12.7 percent revealed by the Greek Socialist government in November. Athens is due to submit a budget report - known as a stability report - to the European Commission before the end of this month, as eurozone finance ministers prepare to discuss the issue at their regular monthly meeting on 15-16 February. Under EU rules, member state deficits are not permitted to exceed three percent of GDP, although the vast majority are currently in breach of this threshold due to the financial crisis.

There is close cooperation with the European Commission to avoid any danger of rejecting our stability programme, something which would be catastrophic, said Greek government spokesman George Petalotis.The finance ministers' meeting comes just days after a planned informal reunion of EU heads of state, which the new permanent president of the European Council, Herman Van Rompuy, has announced will take place on 11 February.Economic issues are set to dominate the meeting, with the subject of deficits likely to be aired. The government of Prime Minister George Papandreou, elected in October following promises of higher spending and wages, is trying to persuade investors it can cut its deficit over the coming year. An upward revision of the country's expected 2009 deficit by the new government shortly after the elections sent investors into a panic, prompting credit rating agencies to cut the Greece's debt rating. Athens has promised to cut its deficit by four percent this year, hinting recently it may make further cuts of one billion euros.However analysts point to the one-off nature of the government's initiatives, including asset sales, sin taxes, a 90 percent levy on bank bonuses, and a clamp-down on tax-evasion – rather than measures to tackle the country's bloated structure of state spending.

Oil rose to near $82 a barrel Tuesday after a jump in U.S. stock markets boosted investor confidence and helped extend a four-week rally in crude prices.By early afternoon in Europe, benchmark crude for February delivery was up 8 cents to $81.59 a barrel in electronic trading on the New York Mercantile Exchange. The contract climbed $2.15 to settle at $81.51 on Monday.Oil traders often look to stock markets as a measure of overall investor sentiment, and equities rose in the first trading day of 2010 as investors eyed signs of improvement in U.S. and Chinese manufacturing.

The Dow Jones industrial average rose 1.5 percent on Monday while the Standard & Poor's 500 index gained 1.6 percent. Most major Asian and European stock indexes were up Tuesday.Should the stock market maintain its upward momentum amid a further weakening of the dollar, it appears that the oil complex should be well equipped to advance further, Galena, Illinois-based Ritterbusch and Associates said in a report.
Crude prices also rose due to colder weather in the U.S., which traders expect will spur higher demand for oil products such as heating oil.On the weather front, the U.S. might experience its coldest winter since the 1980s, said JBC Energy in Vienna. In Britain, the freezing cold temperatures are also likely to continue, after a record cold December.

Oil has surged about 15 percent since mid-December.In other Nymex trading in February contracts, heating oil rose 0.15 cent to $2.1920 a gallon and gasoline gained 0.36 cents to $2.1080 a gallon. GENEVA – The U.N. food agency is stopping aid distribution to about 1 million people in southern Somalia because of attacks against staff and demands by armed groups that aid groups remove women from their teams, the agency said Tuesday.The World Food Program is moving staff and supplies to northern and central Somalia from six areas in the south that are largely controlled by the al-Shabab Islamist group, said Emilia Casella, a WFP spokeswoman. The U.S. State Department says al-Shabab has links to al-Qaeda.Up to a million people that have been dependent on food assistance in southern Somalia face a situation that is particularly dire, Casella told reporters in Geneva.At least four of WFP's staff have been killed over the past 18 months, and militants threatened and looted three of its offices in the south, Casella told The Associated Press.Armed groups have also increasingly been demanding that the World Food Program and other aid groups remove women from their staff and pay tens of thousands of dollars in protection money to guarantee the aid workers' security, she said.The agency had tried to resolve the demands of armed groups through meetings with village elders, but was unable to win the necessary guarantees for the security of its staff and protection of its humanitarian work, Casella said.

Around 80 people in London, Ont., were allowed to return to their homes early Tuesday morning after a bomb scare prompted an evacuation.Bomb squad officers set off several controlled explosions Monday night as they worked to defuse a possible explosive device found in a home in the city's east end.Police would not say what the device was or whether it was a homemade or military device.We don't know what it is, said Staff Sgt. Henry Pateman. The item appears to be related to an explosive device, but we don't know what it is.A bomb disposal robot was sent into the house at 14 Lisa Court when the explosives disposal unit encountered some suspicious items.

Police said three or four components of the device were taken from the home and detonated in controlled explosions behind a protective shield in the street.

30 homes evacuated
The bomb scare forced residents to leave about 30 homes in the neighbourhood.Acting Staff Sgt. Lynn Sutherland said the incident began Monday morning when a man called asking for police assistance. Police went to the home and discovered what appeared to be an explosive device.The man, who lives at the house, was taken to hospital but police would not say what he is being treated for.Police said they haven't been able to talk with him yet and are not releasing further information about him until they do.All the homes on Lisa Court were evacuated, along with some residences on nearby Sackville Street, Dame Street and Chesley Avenue.With files from The Canadian Press.

WASHINGTON – The names of dozens more people have been added to the government's terrorist watch list and no-fly list after a failed terrorist attack on Christmas prompted U.S. officials to closely scrutinize a large database of suspected terrorists, an intelligence official said Monday.People on the watch list get additional checking before they are allowed to enter this country; those on the no-fly list are barred from boarding aircraft in or headed for the United States.The review of the National Counterterrorism Center's massive Terrorist Identities Datamart Environment (TIDE) database was prompted by the attempt to bring down a Detroit-bound jetliner. That incident also spurred enhanced security screening that took effect Monday for people traveling to the United States from or through Yemen, Nigeria, Saudi Arabia and 11 other countries.The official was not authorized to speak publicly about the watch lists and requested anonymity, but said that after the Dec. 25 incident counterterrorism officials reviewed information in TIDE on people from countries where terrorists have operated.The Transportation Security Administration outlined the new security rules in a directive sent to airlines Sunday, but initial reports from several European countries indicated that they were still scrambling to digest and implement the new rules.The time it takes to implement new screening procedures depends on where airlines are operating, said Steve Lott of the International Air Transport Association.It can happen in a matter of hours or it can happen in a day or two.

Many other passengers who are not from those 14 countries or traveling through them will continue to see additional screening measures, according to a senior TSA official. For instance, in another refinement of measures put in place after the Christmas incident, it is now up to the plane's captain whether to require passengers to put away electronic devices during the flight and to remain seated for the final hour before landing. The official was not authorized to speak publicly and requested anonymity.TSA also said Sunday that all passengers on U.S.-bound international flights will be subject to random screening and airports were directed to increase threat-based screening of passengers acting in a suspicious manner.

People who are from or traveling from or through these countries are supposed to have full-body pat-downs and have their carryon luggage checked: Cuba, Iran, Sudan, Syria, Afghanistan, Algeria, Iraq, Lebanon, Libya, Nigeria, Pakistan, Saudi Arabia, Somalia, and Yemen.The U.S. has designated Cuba, Iran, Sudan and Syria to be state sponsors of terrorism. The other 10 countries are considered of interest, based on the latest terrorism intelligence. People from those countries or traveling through them could also be subject to full-body scanning and explosive detection technology as part of their screening.The new security measures come in response to the failed Christmas Day attempt to bomb a jetliner as it approached Detroit after a flight from Amsterdam. Witnesses said a 23-year-old Nigerian, Umar Farouk Abdulmutallab, ignited an explosive mixture but it failed to do serious damage to the Northwest jetliner or its passengers. He has told U.S. investigators he received training and instructions from al-Qaida operatives in Yemen.Abdulmutallab's name was in the massive TIDE database of about 550,000 suspected terrorists. But his name was not on a watch list or a no-fly list, officials said, because they did not have enough information about his plans and associations. The incident has prompted major reviews of the government's intelligence sharing. White House spokesman Bill Burton disclosed the watch list updates Monday.President Barack Obama, who returned to Washington from his Hawaiian vacation, was meeting with his homeland security adviser on Monday. WASHINGTON – The suicide bomber who killed eight people inside a CIA base in Afghanistan claimed to have information about Osama bin Laden's second-in-command, and was being recruited as a double agent to infiltrate al-Qaida, a former senior U.S. intelligence official and a foreign government official confirmed Monday.The bombing killed seven CIA employees — four officers and three contracted security guards — and a Jordanian intelligence officer, Ali bin Zaid, according to a second former U.S. intelligence official. The officials spoke on condition of anonymity because they were not authorized to discuss the incident.The former senior intelligence official and the foreign official said the bomber was Humam Khalil Abu-Mulal al-Balawi, a 36-year old doctor from Zarqa, Jordan, who had been recruited by Jordanian intelligence. Zarqa is the hometown of slain Al-Qaida in Iraq leader Abu Musab al-Zarqawi. NBC News first reported the bomber's identity.He was arrested more than a year ago by Jordanian intelligence and was thought to have been persuaded to support U.S. and Jordanian efforts against al-Qaida, according to the NBC report. He was invited to Camp Chapman, a tightly secured CIA forward base in Khost province on the fractious Afghan-Pakistan frontier, because he was offering urgent information to track down Ayman al-Zawahri, Osama bin Laden's right-hand man.

The CIA declined to comment on the report.Hajj Yacoub, a self-proclaimed spokesman for the Taliban in Pakistan, identified the bomber on Muslim militant Web sites as Hammam Khalil Mohammed, also known as Abu-Dujana al-Khurasani. There was no independent confirmation of Yacoub's statement.Al-Balawi was not searched for bombs when he got onto Camp Chapman, according to both former officials and a current intelligence official.He detonated the explosive shortly after his debriefing began, according to one of the former intelligence officials. In addition to the eight dead, there were at least six wounded, according to the CIA.The bodies of seven CIA employees arrived Monday at Dover Air Force Base in a small private ceremony attended by CIA Director Leon Panetta, other agency and national security officials, and friends and family.The former senior intelligence official said one of the big unanswered questions is why so many people were present for the debriefing — the interview of the source — when the explosive was detonated.A half-dozen former CIA officers told The Associated Press that in most cases, only one or two agency officers would typically meet with a possible informant along with an interpreter. Such small meetings would normally be used to limit the danger and the possible exposure of the identities of both officers and informants.An online jihadist magazine in September 2009 posted an interview with al-Balawi, according to SITE Monitoring Service, a terrorist watch group that reads and translates messages on extremist forums.SITE said Monday that al-Balawi used his pseudonym — identified as Khorsani — in the postings, describing how he rose through the ranks of online jihadist forums. A Jordanian government official, who was not authorized to speak to the press, said the Jordanian government has no connection to the bomber. The official said the Jordanian government had not verified whether the bomber was Jordanian.The Taliban's Yacoub said the Jordanian intelligence officer, bin Zaid, was helping the CIA recruit agents to spy on al-Qaida in Afghanistan. Bin Zaid allegedly recruited the suicide bomber.Jordan's state news agency Petra identified bin Zaid as an army officer on a humanitarian mission in Afghanistan. It said he was killed Wednesday evening as a martyr while performing the sacred duty of the Jordanian forces in Afghanistan. It did not provide other details.The Jordanian military released a brief statement acknowledging bin Zaid had been killed in Afghanistan, but it did not mention he was working with Jordanian intelligence or cooperating with the CIA.

The death of bin Zaid underscored the close relationship between the Jordanian intelligence service and the CIA in the U.S. global war on terrorism. Jordan is known to have acted as a proxy jailer for the CIA in 2004, when Jordanian intelligence officers interrogated several al-Qaida militants who were flown in on rendition flights from Guantanamo Bay. A key U.S. ally in the Mideast, Jordan also contributed valuable intelligence data to the United States, which helped track down the former Al-Qaida in Iraq leader, Jordanian-born Abu Musab al-Zarqawi, in 2006. WASHINGTON (AFP) – A major 6.7-magnitude earthquake struck the southern Atlantic ocean early Tuesday east of South Georgia and the South Sandwich Islands, a sparsely populated British territory, a US monitor said.The quake struck at 3:55 am (04:55 GMT) in waters 685 kilometers (425 miles) east of Bristol Island, part of an chain inhabited mainly by scientists on a series of bases, the US Geological Survey reported.The earthquake, about 2,800 kilometers (1,740 miles) east of the Falkland Islands, occurred at a depth of 10 kilometers (six miles) according to USGS.The Pacific Tsunami Warning Center issued an alert stating there was no threat of a destructive widespread tsunami, but warned there is the small possibility of a local or regional tsunami that could affect coasts near the epicenter.

HONIARA (AFP) – Authorities in the Solomon Islands said Tuesday around 1,000 people had been left homeless by powerful earthquakes and a tsunami which hit the isolated western region of the South Pacific nation.The National Disaster Management Office scaled back initial estimates that 500 homes had been destroyed or damaged in the worst affected areas on Rendova and Tetepare islands, which lie about 300 kilometres (186 miles) west of the capital Honiara.Aftershocks continued into Tuesday following Monday's largest quake, with a magnitude of 7.2, which set off a tsunami estimated to be up to eight feet (almost 2.5 metres) in height in some areas.Disaster management office spokesman Julian Makaa said there had still been no reports of serious injuries or deaths from the region.Makaa said initial reports of damage had been checked and estimates scaled back.Since yesterday, we've reduced that figure after we verified some of the earlier reports and we think it's much less, he said, adding it could be days before more accurate figures were available.Two patrol boats carrying relief supplies were due to arrive in the affected area later Tuesday.One man interviewed by Solomon Islands' One Television station said Monday's powerful quake had caused widespread panic on Rendova island, forcing people to flee from coastal communities.

But large landslips on the hillsides made it difficult for many people to move inland, he added.The memory of a April 2007 tsunami, which followed an 8.1 quake, was still fresh in many people's memories. COLUMBIA, S.C. – Bitter cold and snow sweeping into the eastern U.S left part of New England under record snowfall and hit Southerners with subfreezing temperatures that farmers fear could destroy strawberries and other crops.The deep freeze was expected to last for at least the rest of the week. The National Weather Service said the mercury could fall below zero in St. Louis later this week for the first time since 1999.The duration of the cold snap is unusual, especially in the South, where the weather is typically chilly for just a day or two before temperatures rebound into the 50s.Waves of Arctic air pushed into central Mississippi, Alabama and the Florida Panhandle, where farmers were scrambling to save strawberries and tomatoes as temperatures dipped into the 20s and wind chills into the teens. Hard freeze warnings covered the region Tuesday, according to the National Weather Service.

Charleston, S.C., was expecting subfreezing overnight lows all week. Parts of West Virginia could see 4 to 8 inches of snow by Wednesday morning, and many counties canceled school Tuesday ahead of the storm. In Florida, farmers prepared for a long week trying to protect their crops. In Polk County — between Tampa and Orlando — temperatures were in the high 20s and strawberry farmers turned on sprinklers to create an insulation of ice for the berries. The problem now is that we have a weeklong freeze predicted, said Ted Campbell, executive director for the Florida Strawberry Growers Association.It's an endurance test.Parts of central Florida could see lows below freezing nearly every day this week. Even Key West isn't immune. (Andrew Vaughan/Canadian Press)East Coast residents are cleaning up after a powerful weekend storm that killed at least three people.The storm in the Maritimes has since eased and warnings have been dropped for the area, which is now facing winds, light snow and rain over the next 36 hours.CBC meteorologist Johanna Wagstaffe said the storm tracked across Canada and had moved into Ontario by New Year's Eve. But by the time it hit the East Coast, it had picked up moisture and wind strength, and turned into a weather bomb.A weather bomb is when you get a low-pressure system that all of a sudden strengthens dramatically, she said.And that's exactly what happened when this low-pressure system just got to the coast and basically just picked up all of that water.Over the weekend, Yarmouth, N.S., received about 65 centimetres of snow, with some areas of New Brunswick hit with close to 30 cm.The snow was accompanied by powerful winds, knocking out power for thousands of people in Nova Scotia, New Brunswick and Prince Edward Island.

Grand Étang, N.S., recorded gusts of up to 163 km/h, which is equivalent to a Category 2 hurricane.An 83-year-old man who was found dead outside his Nova Scotia home Sunday likely fell and may have been caught out in the storm overnight, the RCMP said.A 54-year-old man in Three Fathom Harbour, N.S., is believed to have succumbed to carbon monoxide fumes Sunday from a generator used for heat during a power outage and a woman died in Stratford, P.E.I., after being struck in a parking lot by a snow-removal vehicle.Meanwhile, the residents of Port Elgin, N.B., were recovering from the storm surge that flooded the village and forced the evacuation of 25 families from their homes over the weekend. The southeastern New Brunswick village called a state of emergency Saturday.Terry Murphy, who is also the village's emergency measures co-ordinator, said the weekend flooding was the worst that he's seen in the 62 years that he's lived in Port Elgin.Murphy said he isn't sure if he'll be able to salvage anything from his cottage after the damage.It looked like Afghanistan, where somebody put a bomb there and just picked everything up and threw it all around, Murphy said.Cottages were opened up, buckled, destroyed. My brother-in-law's cottage, [the storm] tore the sun porch off, moved it back into a tree — it's destroyed.Art Holmes, who owns a cottage at Indian Point near Port Elgin, said a friend called him to report the damage inflicted on his cottage.Holmes said his cottage was pushed by the ice and water about 30 metres up the road.
It was shocking. ... I figured I would get some water damage but I never figured anything like this,Holmes said.

In Cow Bay, N.S., Vernon and Betty Baker were assessing the damage to their home. They were about to settle in and watch a movie Saturday night when the ocean crept into their driveway.Vernon moved the truck to higher ground, but soon realized the situation was getting worse.Three minutes later, I had eight or nine inches [20.3 or 22.9 cm] of water coming in across the kitchen floor, he said.The couple decided to leave. Vernon said his wife had to wade through water up to her waist to get to the truck. He then went back into the house to shut off the power.

The Bakers stayed with their daughter in Cole Harbour.

Several other homes in the Cow Bay area were flooded. Some residents told CBC News they hadn't seen that much water on the street since Hurricane Juan in 2003.The storm also wreaked havoc for travellers, making roads treacherous and causing flight cancellations and delays.

Malaysia appeals Allah for Christians ruling

KUALA LUMPUR, Malaysia – Malaysia's government filed an appeal Monday to fight a court ruling that allowed non-Muslims to use the word Allah to refer to God, a decision that triggered protests in the Muslim-majority country.The government says Allah is an Islamic word and its use by others would mislead Muslims, implying it could be used to convert them to other religions. Allah, an Arabic word, predates Islam and is used by Arabic-speaking Christians in places such as Egypt and Syria.

Protests by Muslim groups, although peaceful, have raised fears of friction between the Malay Muslim majority and the large ethnic Chinese and Indian minorities, who mainly practice Christianity, Buddhism and Hinduism.Religious minorities and some moderate Muslims have welcomed the High Court decision as a victory against what they say is institutionalized religious discrimination here.Authorities deny any discrimination, but recently confiscated 10,000 copies of Malay-language Bibles containing the word Allah.The Home Ministry is seeking a reversal of the Dec. 31 court decision and will ask for the High Court's ruling to be suspended until the appeal is decided, said government lawyer Kamaluddin Mohammad Said.

Australia suffers hottest decade as globe warms

SYDNEY (AFP) – Australia has sweltered through its hottest decade on record, officials said Tuesday, linking a rise in heatwaves, drought, dust storms and extreme wildfires with global warming.The Bureau of Meteorology also said 2009 was the second warmest year since detailed records began in 1910, with an annual mean temperature almost one degree Celsius (1.8 degrees Fahrenheit) above average.Senior climatologist Dean Collins said the average for the decade -- about 22.3 degrees Celsius (72.1 Fahrenheit) -- was 0.48 degrees Celsius (0.89 F) above Australia's 1961-1990 benchmark average and an indication of man-made global warming.For the past six decades, each decade has been warmer than the preceding one, Collins told AFP.To get six, seven decades in a row that are warmer than the previous one -- it doesn't happen by chance. It's reflecting what's happening at the global level.

Collins said while the higher temperatures were partly caused by an El Nino event in the Pacific -- a weather effect associated with drier conditions -- they had been superimposed on human-induced global warming.Australia experienced three record-breaking heatwaves around the country in 2009, a highly unusual event which Collins said was consistent with global warming.Global warming increases the chance of getting heatwaves like that but we can't categorically say it wouldn't have happened without global warming, he said.All we can really say is that global warming has increased the chance of getting those kinds of events.The bureau expects more of the same in 2010, with a bias towards warm weather in the first three months of the year, Collins said.Australia began 2009 with uncomfortably hot temperatures in the country's south with extreme heatwaves in Victoria and the island of Tasmania.The bureau said these conditions contributed to the so-called Black Saturday bushfires in which 173 people perished as firestorms levelled entire villages, destroying more than 2,000 homes.

An unusual winter heatwave hit large parts of inland Australia mid-year and resulted in the country's warmest August on record, while another hot spell in November broke records in South Australia and New South Wales.Based on the analysis of daily (maximum and minimum) temperature data above and below set thresholds, there are clear upward trends in the number of hot events and downward trends in the number of cold events (over the period 1960 to date), consistent with the background of global warming, the bureau said.According to the World Meteorological Organization, 2009 was the fifth warmest year for the planet on record.
