Crisis makes Europe richest region in the world, study says

Europe has emerged as the richest region in the world, pushing North America, where wealth has declined by more than 20 percent due to the economic crisis, off the top spot, a study has shown.The world's richest also feel the recession biting, especially in North America, where the financial crisis first unfolded a year ago, reveals a survey on global wealth carried out by the Boston Consulting Group, a global management consulting firm.North America's wealth, measured in assets under management, plummeted by 21.8 percent, the steepest decline in the world. A lesser fall was registered in Europe, where assets shrunk by 5.8 percent compared to last year, down to €22.2 trillion – a quarter of the globe's total wealth.The number of millionaire households worldwide fell from 11 million to about 9 million - a drop of 17.8 percent. The decline was steepest in North America and Europe, at 22 percent in both regions, although the United States continues to have the most millionaire households - nearly 4 million.The crisis also narrowed the gap between the wealthy and non-wealthy. Wealth owned by households with less than €90,000 in assets under management increased by two percent in 2008, but it declined in all other segments. Among households with more than €4.5 million in assets under management, wealth fell by 21.5 percent.

Switzerland remained the largest offshore financial centre, accounting for more than €1.5 trillion or 28 percent of the world's tax havens. But increased regulatory scrutiny is putting pressure on offshores that have based their edge primarily on tax avoidance.Once their tax and legal advantages evaporate, so too will their appeal, Peter Damisch, co-author of the report, said in a press release.Some nontraditional offshore centres - including several outside Europe - remain poised for growth. Singapore and Hong Kong, in particular, will continue to benefit from their proximity to other Asian countries, where wealth is expected to stage a faster recovery.The wealth management industry has weathered the storm better than most other financial-services sectors, but still their profits fell by more than six percent compared to last year. Stung by losses and scandals, clients shifted their assets to basic, low-margin investments. Dazzling product complexity is no longer seen as a positive attribute - if it ever really was,said Bruce Holley, another co-author of the study.

EUOBSERVER / STRASBOURG - Jose Manuel Barroso was re-elected for a second five-year term as European Commission by a clear majority in the European Parliament on Wednesday (16 September), putting an end to weeks of uncertainty and sabre rattling by his opponents in the EU house.Against many predictions, the centre-right Portuguese politician won an absolute majority of the 736-strong parliament hauling in 382 votes in his favour, 219 against and 117 abstentions.A clearly delighted Mr Barroso, who received a bouquet of flowers from the Swedish EU presidency, thanked MEPs for their expression of confidence and pledged to work with all political groups in the parliament.Charged by critics with being a weak president too willing to bow to the wishes of large member states, Mr Barroso said his re-election gives the commission and its president great authority.I will use that [political] capital for more energy for Europe.While pledging loyalty to member states, he said he would in future challenge those countries who are looking out for strictly national interests.He refused to apologise for his leadership style, a point of strong criticism for his opponents, saying that building consensus and the art of compromise is the way Europe works.

The clear result puts an end to attempts by the Socialist group ahead of the vote to position anything less than an absolute majority as a failure deserving of another vote at a later point.The leverage from this scenario would have come from a new set of EU institutional rules, the Lisbon Treaty, that may come into force in the near future and which requires an absolute majority for election of the commission president, rather than a simple majority of votes cast under current rules.Socialist leader Martin Schulz, a voluble critic of Mr Barroso over the past weeks, painted the outcome in harsh terms, however.Speaking to journalists after the vote he said: Barroso is a weak commission president because he took the votes of the anti-Europeans, who are the only group that voted unanimously for him. It's not a comfortable majority.The bulk of the Barroso majority in the secret ballot came from the centre-right EPP and the eurosceptic ECR. But some liberals and some of Mr Schulz's own socialists, particularly split on the issue, also appeared to have voted for him.Mr Schulz blamed the failure to block Mr Barroso on the national governments in Spain, Portugal and the UK, which backed the commission president despite being left-wing and said he would now channel his energy towards getting more Socialist portfolios in the new commission.

Next steps

With the president in place, thoughts are now turning to filling the remaining commissioners posts. But the EU's possible but uncertain move to the Lisbon Treaty is creating political and legal headaches.Mr Barroso said he would wait until after the Irish referendum on 2 October before thinking about forming his commission, with the current Nice and Lisbon treaties differing on the composition of the EU executive.However, even if the Irish vote in favour, the fate of the Lisbon Treaty remains unclear as the Czech Republic is dragging its feet on final ratification of the document.The Swedish EU presidency would like to get the whole issue of posts, a question that is highly distracting for member states sorted by the end of October if possible.

Speaking to EUobserver, Swedish Europe minister Cecilia Malmstrom said:No decision whatsoever can be made before the Irish referendum, because we don't know whether we'll have a Nice or a Lisbon commission. For instance, if we'll have an external action service, that might reflect on the number of commissioners in the [external relations] area.If everything goes well, if there's a yes in Dublin and all the states have ratified in October, our ambitious, optimistic goal is to get the whole package for the October summit (29-30 October).

But she admitted that Prague could be the big sticking point.If there is a no in Ireland, then obviously the commission will be appointed on Nice. If there's a yes and still there are uncertainties in the Czech Republic, then we'll have to figure out if there's any possibility to get a date, an answer. If it's just postponed on and on, then we'll have to form a Nice commission, even if Lisbon is ratified by everybody else.The Nice Treaty foresees a reduction in the number of commissioners but does not specify how many. If Ireland votes no to Lisbon, then member states will have to solve this.The Swedish prime minister recently indicated that a solution would be to give the member state that does not get a commissioner the post of EU foreign policy chief.

Not only is he the first eastern European to preside over an EU institution, but he is also a strong advocate of using new media to re-connect European citizens with political life in Brussels and Strasbourg.On Facebook, the website linking friends and allowing groups to form around political causes, the former premier of Poland already has more supporters than Donald Tusk, the current Polish Prime Minister. While Mr Buzek may not be updating his wall himself, and he has yet to discover Twitter, online users as well as MEPs find his approach refreshing and welcome.In his inaugural speech on Tuesday (15 September), Mr Buzek spoke about the need to use new technologies more widely in order to ensure political debate across the European Union.Citizens must know to whom they give their votes in the European dimension, he said, pledging to ensure access to satellite and web streaming to all of the Parliament's works, not just the plenary sessions.

Symbol of European re-unification

Almost all of the Euro-deputies who took the floor spoke about Mr Buzek's chairmanship as a symbol of the continent's re-unification after the breakup of the Soviet Union and the two consecutive enlargements in 2004 and 2007 which brought Poland, Estonia, Lithuania, Latvia , Hungary, Slovenia, Slovakia, the Czech Republic, Malta, Cyprus, as well as Bulgaria and Romania to the fold.Solidarity was another key-word used throughout the debate, in reference to the famous Polish civil movement Mr Buzek was part of, and which 20 years ago managed to push for the first free elections behind the former Iron Curtain.Unlike his predecessor, German MEP Hans-Gert Pottering, who was almost unknown in his home country and kept a discreet profile, Mr Buzek's popularity is close to that of a national hero in Poland, with speculation that he may run for presidency.His realistic, but ambitious approach in the European Parliament also appealed to German Christian-Democrat MEP Ingeborg Grassle, who saw the need for a strong personality in the power struggle with the other EU institutions.

EUOBSERVER / STRASBOURG - European Commission President Jose Manuel Barroso on Tuesday (15 September) went head to head with MEPs in a lively debate over his bid for a second term in office but failed to win over his critics.The conservative Portuguese politician presented his policy programme to the plenary in Strasbourg in his trademark mixture of French and then English, speaking at first in generalities about the state of Europe in the world before moving on to a few specific proposals, such as the creation of separate commissioners for migration and fundamental rights.

The lengthy speech, which contained some overtures to his left-wing opponents, appeared to leave the status quo in the parliament unchanged. Directly afterwards, the centre-right EPP confirmed its support for him as did the Liberals - although they called their backing conditional - and the antifederalist ECR group.The three groups look likely to ensure Mr Barroso the simple majority he needs when his mandate goes to vote at midday on Wednesday (16 September.)However, the Socialists, as second largest group in the parliament after the EPP, said they would not back him, as did the Greens and the far left. The eurosceptic Freedom and Democracy group also indicated it would not back Mr Barroso, citing his support for the Lisbon Treaty, the proposed new institutional rulebook for the Union.Martin Schulz, leader of the Socialists, accused Mr Barroso of always help(ing) to serve governments while Green leader Daniel Cohn-Bendit sarcastically noted: Apparently everything is changing and Barroso is the guarantor of stability.In his speech, Mr Barroso said he would propose a new law governing workers posted in other member states, make social impact assessments a norm and make a "comprehensive legislative proposal on the working time directive - a law that regulates working hours but from which member states can exempt themselves.These were sweeteners aimed directly at the Socialists, whose only weapon in the Barroso vote is the extent to which he wants multipartisan backing rather than just right-wing and eurosceptic support.Mr Schulz warned that his group would also be instrumental when Mr Barroso is looking to put together his team of commissioners and will be closely looking at who gets what portfolio.

Lively debate

The debate was lively and, for European Parliament standards where consensual and polite politics between the main groups rules, at times quite personal.Both Mr Cohn-Bendit and Mr Schulz rounded on Liberal leader Guy Verhofstadt for his group's change from the anti-Barroso to the pro-Barroso camp.Meanwhile Mr Barroso, who has been under sustained attack by Mr Cohn-Bendit since he was nominated by all EU governments in June, said: You have an unhealthy obsession with me. I am certainly not obsessed by you.Rounding off the afternoon's debate, Mr Barroso admitted that he would prefer to have the support of the main political families.But some of them are excluding themselves from that. That's their choice,he added.Referring to his policy guidelines that his critics accused of either being more of the same policies that contributed to the current financial crisis or too lacking in ambition, Mr Barroso replied: Of course it's a compromise, but Europe only works on a compromise.At least give me the benefit of the doubt,he said, with the leaders of the Liberal and Socialist groups set to make their final positions on the Barroso vote clear on Tuesday evening.

PARIS – France's lower house of parliament approved a pioneering bill Tuesday allowing authorities to cut off Internet access to people who download illegally, a measure that entertainment companies hope will be a powerful weapon against piracy.

Critics, meanwhile, complain the bill threatens civil liberties, and questions remain about exactly how it will be enforced. The bill has garnered attention beyond France, both from music and film industries struggling to keep up official revenue and from privacy advocates who worry about government intrusion.The Culture Ministry has estimated that 1,000 French Internet users a day could be taken offline under the bill. Pirates who ignore e-mail warnings and a registered letter could see their Internet connections cut for up to a year, and they could also face up to euro300,000($435,000) in fines or jail time.Even parents whose children download illegally could be targeted for neglecting to police their online activities — after warnings, the family's Internet service could be shut down for a month, and they could be slapped with a euro3,750 ($5,480) fine.An original, more muscular version of the bill was shot down earlier this year as unconstitutional. The Senate approved a compromise version in July, and the National Assembly followed suit Tuesday, with a 285-225 vote.The bill must clear at least one more hurdle to become law, gaining approval from a small committee of lawmakers tasked with harmonizing the two versions.President Nicolas Sarkozy, the husband of model-turned-singer Carla Bruni-Sarkozy and friend to powerful French media figures, supports the bill.

President Barack Obama has once again betrayed his promise to restore liberties eviscerated by the Bush regime by pushing Congress to renew Patriot Act provisions that allow for warrantless spying on American citizens, even in cases where there is no link to terrorism whatsoever.According to a Wired News report, the Obama administration has told Congress it supports renewing three provisions of the Patriot Act due to expire at year’s end, measures making it easier for the government to spy within the United States.Obama’s support for the provisions should come as little surprise because he first voted for warrantless wiretapping of Americans in 2008 when he was an Illinois Senator, while also lending support for immunizing the nation’s telecommunications companies from lawsuits charging them with being complicit in the Bush administration’s wiretapping program.One of the provisions Obama is pushing to renew is the so-called lone wolf provision, enacted in 2004, which allows for the electronic monitoring of an individual without the government having to prove that the case has any relation whatsoever to terrorism or a foreign power. This is in effect a carte blanche for the government to use every method at their disposal to spy on any American citizen they choose.

The lone wolf provision is opposed by the ACLU, whose legislative counsel Michelle Richardson told Wired,The justification for FISA and these lower standards and letting it operate in secret was all about terrorist groups and foreign governments, that they posed a unique threat other than the normal criminal element. This lone wolf provision undercuts that justification.Another Patriot Act provision Obama wants Congress to renew gives the government access to business, library and medical records, with the authorities generally having to prove that the investigation is terrorism related. However, since according to Homeland Security guidelines the new breed of terrorist is classified as someone who supports a third party, puts a political bumper sticker on their car, is part of the alternative media, or merely someone who disagrees with the authorities’ official version of events on any given issue, the scope for the government to use this power against their political adversaries is wide open.The third provision Obama is pushing to renew allows a FISA court to grant roving wiretaps without the government having to even identify their target. This is another carte blanche power that gives the state the power to monitor telephone calls, e mails and any other form of electronic communication.

Barack Obama swept into office on a mandate of change and a commitment to restore liberties that were eviscerated under the Bush regime. Despite promising to do so, he has failed completely to overturn Bush signing statements and executive orders that, according to Obama,trampled on liberties. Indeed, despite promising to end the use of signing statements, he has continued to use them.Obama has failed to close Guantanamo Bay or any other CIA torture black site as he promised to do.Obama has failed in his promise to reject the Military Commissions Act and instead has supported the use of military commissions.Obama has continued to allow the rendition and torture of detainees, while protecting Bush administration officials who ordered torture from prosecution and blocking the release of evidence related to torture.

Obama has gone even further than the Bush administration in introducing preventative detention of detainees, ensuring people will never get a trial.In restating his support for warrantless wiretapping of American citizens, Obama has once again proven that his promise of change was nothing more than a hollow and deceptive political platitude to ensure his election. Since he took office, Obama has betrayed almost every promise he made and effectively become nothing more than the third term of the Bush administration.

Lightning storms on Saturn usually occur about 35 degrees south of Saturn's equator in a place scientists call Storm Alley.The reason for the location is not clear, according to Fischer, who presented the data at the European Planetary Science Congress in Potsdam, Germany.Researchers have never actually seen the lightning on Saturn, said Caltech's Ingersoll, a space-weather expert.Rather, the team detects radio waves from the lightning with instruments on the Cassini spacecraft, which has been orbiting Saturn and its moons since July 2004.Of course, there's also a visible flash that your eyes could see, at least [if the lightning were] on Earth, [but] we haven't been able to see them on Saturn,he said. That's because sunlight reflected by Saturn's many rings brightens the night side of the planet, obscuring the flashes.The lightning could also be occurring deep down in the planet's atmosphere, preventing light from escaping, Ingersoll added.

Long-Lasting Lightning

Scientists are uncertain how lightning storms form on Saturn or other giant planets such as Jupiter.We don't even understand the differences between [storms on] Jupiter and Saturn,Ingersoll said.They should be rather similar, but lightning storms on Jupiter last for [only] a few days.The internal energy of Saturn appears to power the storms and triggers vertical convection, or heat transfer, of water clouds, the Austrian Academy's Fischer said. Similar to Earth, this leads to a charging of water particles, and a charged thundercloud develops,he said.It is still not known what keeps them going for so long. Events are fast pushing Israel toward a pre-emptive military strike on Iran's nuclear facilities, probably by next spring. That strike could well fail. Or it could succeed at the price of oil at $300 a barrel, a Middle East war, and American servicemen caught in between. So why is the Obama administration doing everything it can to speed the war process along? At July's G-8 summit in Italy, Iran was given a September deadline to start negotiations over its nuclear programs. Last week, Iran gave its answer: No.Instead, what Tehran offered was a five-page document that was the diplomatic equivalent of a giant kiss-off. It begins by lamenting the ungodly ways of thinking prevailing in global relations and proceeds to offer comprehensive talks on a variety of subjects: democracy, human rights, disarmament, terrorism, respect for the rights of nations, and other areas where Iran is a paragon. Conspicuously absent from the document is any mention of Iran's nuclear program, now at the so-called breakout point, which both Mahmoud Ahmadinejad and his boss Ali Khamenei insist is not up for discussion.

What's an American president to do in the face of this nonstarter of a document? What else, but pretend it isn't a nonstarter. Talks begin Oct. 1.All this only helps persuade Israel's skittish leadership that when President Obama calls a nuclear-armed Iran unacceptable,he means it approximately in the same way a parent does when fecklessly reprimanding his misbehaving teenager. That impression is strengthened by Mr. Obama's decision to drop Iran from the agenda when he chairs a meeting of the U.N. Security Council on Sept. 24; by Defense Secretary Robert Gates publicly opposing military strikes on Iran's nuclear facilities; and by Russia's announcement that it will not support any further sanctions on Iran.In sum, the conclusion among Israelis is that the Obama administration won't lift a finger to stop Iran, much less will the international community.So Israel has pursued a different strategy, in effect seeking to goad the U.S. into stopping, or at least delaying, an Israeli attack by imposing stiff sanctions and perhaps even launching military strikes of its own.Thus, unlike Israel's air strike against Iraq's reactor in 1981 or Syria's in 2007, both of which were planned in the utmost secrecy, the Israelis have gone out of their way to advertise their fears, purposes and capabilities. They have sent warships through the Suez Canal in broad daylight and conducted widely publicized air-combat exercises at long range. They have also been unusually forthcoming in their briefings with reporters, expressing confidence at every turn that Israel can get the job done.

The problem, however, is that the administration isn't taking the bait, and one has to wonder why. Perhaps it thinks its diplomacy will work, or that it has the luxury of time, or that it can talk the Israelis out of attacking. Alternatively, it might actually want Israel to attack without inviting the perception that it has colluded with it. Or maybe it isn't really paying attention.But Israel is paying attention. And the longer the U.S. delays playing hardball with Iran, the sooner Israel is likely to strike. A report published today by the Bipartisan Policy Center, and signed by Democrat Chuck Robb, Republican Dan Coats, and retired Gen. Charles Ward, notes that by next year Iran will be able to produce a weapon's worth of highly enriched uranium . . . in less than two months.No less critical in determining Israel's timetable is the anticipated delivery to Iran of Russian S-300 anti-aircraft batteries: Israel will almost certainly strike before those deliveries are made, no matter whether an Iranian bomb is two months or two years away.Such a strike may well be in Israel's best interests, though that depends entirely on whether the strike succeeds. It is certainly in America's supreme interest that Iran not acquire a genuine nuclear capability, whether of the actual or break-out variety. That goes also for the Middle East generally, which doesn't need the nuclear arms race an Iranian capability would inevitably provoke.Then again, it is not in the U.S. interest that Israel be the instrument of Iran's disarmament. For starters, its ability to do so is iffy: Israeli strategists are quietly putting it about that even a successful attack may have to be repeated a few years down the road as Iran reconstitutes its capacity. For another thing, Iran could respond to such a strike not only against Israel itself, but also U.S targets in Iraq and the Persian Gulf.But most importantly, it is an abdication of a superpower's responsibility to outsource matters of war and peace to another state, however closely allied. Palestinians and Israelis trading land that would require 100,000 Jewish settlers to move.These proposals are part of a 424-page blueprint for Mideast peace presented Tuesday — the most detailed description yet of what an Israeli-Palestinian peace deal could look like.The plan was released as a new U.S. diplomatic effort was under way to restart peace talks and ahead of meetings next week at the annual gathering of world leaders at the U.N. General Assembly in New York.Created by teams of Israeli and Palestinian experts and former negotiators, the blueprint is meant to show it's still possible to establish a Palestinian state alongside Israel, despite many setbacks, said those involved in the drafting.If you want to resolve the conflict, here is the recipe, said Gadi Baltiansky, a leader of the Israeli team.The core of the plan is a Palestinian state in nearly 98 percent of the West Bank, all of the Gaza Strip and the Arab-populated areas of Jerusalem. By going into the tiniest details, it highlights the staggering challenges and expense of implementing any peace deal.The blueprint was presented Tuesday by Yossi Beilin, a former Israeli peace negotiator, and by Baltiansky, who served as an aide to former prime minister Ehud Barak.The Palestinian participants kept a low profile. The blueprint highlights how complex and expensive peace will be.

It had to resort to flow charts to describe a multilayered bureaucracy of thousands of international troops and monitors who would serve as referees. The partition of Jerusalem would require building border terminals inside the city and dividing a major thoroughfare between the two states.A sunken four-lane highway with bridges and tunnels would be built through Israel to link the West Bank and Gaza, administered by the Palestinians but under Israeli sovereignty. Israeli motorists would have to carry tracking devices on designated transit routes through Palestine to make sure they didn't go astray.The document builds on the 50-page outline of a peace deal published in 2003 by the same group, known as the Geneva Initiative. It is also close to the terms of a failed agreement suggested in late 2000 by then-President Bill Clinton.The blueprint goes into detail on issues that were only dealt with in broad strokes in the earlier efforts.For example, the 2003 plan said the West Bank and Gaza, which flank Israel, should be connected by a corridor running through the Jewish state. The expanded proposal describes a sunken four-lane highway with bridges and tunnels; it would also give the Palestinians the option of adding train tracks, underground fuel pipes and communications cables.

The partition of Jerusalem required perhaps the most creativity.

Earlier efforts called for Jewish neighborhoods to join Israel and Arab ones to become part of Palestine. However, traditionally Arab east Jerusalem has become a patchwork of Jewish and Arab neighborhoods since Israel captured it in the 1967 Mideast war and moved nearly 200,000 Israelis there.As a result, the border on the blueprint snakes around neighborhoods, divvying them between Israel and Palestine. A major thoroughfare that bisects the city would become a binational road, with Israeli and Palestinian motorists divided by a series of fences, trenches, walls and greenery.A pedestrian overpass in the downtown area, near the famed American Colony Hotel, would link the Palestinian part of Jerusalem with the Israeli sector, passing through a border checkpoint.Huge multilevel border terminals would be built in the northern and southern areas of the city, and planners included detailed architectural drawings of the crossings.Both sides would have access to the walled Old City with its major religious shrines, but from separate gates. The border puts the Jewish Quarter and the Western Wall, the holiest site in Judaism, in Israel, while the Palestinians would get the adjacent Al Aqsa Mosque compound, Islam's third-holiest shrine.The document does not have a detailed chapter on the fate of Palestinian refugees and their millions of descendants, one of the toughest issues facing peacemakers. The Palestinian team leader, Nidal Foqaha, said the issue was still too sensitive.The security annex was the most difficult to put together, Baltiansky said. SEOUL, South Korea – South Korea's president said North Korea is making conciliatory gestures because it feels the pain of U.N. sanctions, while the top U.S. diplomat said Washington is considering the North's long-held desire for direct talks.South Korea's conservative President Lee Myung-bak, in a joint interview with his country's Yonhap news agency and Japan's Kyodo news agency, said the North is showing no sign of giving up nuclear weapons but that the U.N. sanctions against it are pushing it to be more conciliatory.He also accused the North of trying to win economic aid while holding on to atomic weapons, underlining deep skepticism about a neighbor that is abruptly taking a softer line following nuclear and missile tests just a few months ago.Lee's remarks came as the United States indicates it is preparing to accept North Korea's offer to hold direct talks, which would be the countries' first nuclear talks since President Barack Obama took office.North Korea has long sought direct talks with Washington in hopes of raising its international profile, but U.S. officials have made clear that any such talks would be within the context of efforts to resume six-nation disarmament negotiations involving China, Japan, the two Koreas, Russia and the U.S.Secretary of State Hillary Rodham Clinton said Tuesday that no final decision has been made but that the Obama administration believes such bilateral talks would be worthwhile.One of the ways we perhaps can get North Korea to engage is by explaining directly and clearly what the purpose is and what the possible consequences and incentives are,she said

The sanctions also allow inspections of suspect North Korean cargo in ports and on the high seas.

NATO chief calls for engagement with Russia: report SEPT 15,09

LONDON (Reuters) – NATO Secretary-General Anders Fogh Rasmussen was quoted on Wednesday as calling for an open-minded and unprecedented dialogue with Russia to reduce security tensions in Europe and confront common threats.Rasmussen, who took over as NATO chief last month, said in an interview with Britain's Financial Times he would ask senior officials to visit Moscow to hear the Kremlin's views on how NATO should develop strategically in the long term.We should engage Russia and listen to Russian positions,said the former Danish prime minister, who has made boosting ties with Russia a top priority since taking office.Rasmussen acknowledged differences remained between NATO and Russia on issues including the aftermath of last year's conflict in Georgia and the alliance's possible enlargement to Georgia and Ukraine, both former Soviet republics.But Rasmussen said he wanted to begin an open and frank conversation (with the Kremlin) that creates a new atmosphere.He said he had a vision of a true strategic partnership in which both sides collaborated on Afghanistan, terrorism and piracy.Russia should realize that NATO is here and that NATO is a framework for our transatlantic relationship. But we should also take into account that Russia has legitimate security concerns,said Rasmussen.He said he was prepared to discuss a proposal from Russian President Dmitry Medvedev for a new security architecture in Europe.NATO's relations with Russia were damaged by the five-day Russia-Georgia war last year.

CARACAS, Venezuela – Hugo Chavez wants to join the nuclear energy club and is looking to Russia for help in getting started.The Venezuelan leader is already dismissing critics' concerns over his nuclear ambitions, offering assurances his aims are peaceful and that Venezuela will simply be following in the footsteps of other South American nations using atomic energy.Yet his project remains in its planning stages and still faces a host of practical hurdles, likely requiring billions of dollars, as well as technology and expertise that Venezuela lacks.Russia has offered to help bridge that gap, and Chavez has announced that the two countries have created an atomic energy commission.I say it before the world: Venezuela is going to start the process of developing nuclear energy, but we're not going to make an atomic bomb, so don't be bothering us afterward ... (with) something like what they have against Iran,Chavez said Sunday.The socialist president is closely allied with Iran and defends its nuclear program while the U.S. and other countries accuse Tehran of having a secret nuclear weapons program.We're going to develop nuclear energy with peaceful aims as Brazil, Argentina have,Chavez said.U.S. State Department spokesman Ian Kelly on Monday expressed misgivings about Venezuela's nuclear ambitions. It said they also discussed training Venezuelans on designing and building a cyclotron or research reactor with the aim of producing radioisotopes for medical purposes.It wouldn't be the first time for Venezuela to build a nuclear reactor. A small, experimental reactor was completed in 1960 at the Venezuelan Institute for Scientific Studies near Caracas. In the past decade, it has been used as a sterilization plant that treats pharmaceuticals, surgical supplies and other products using cobalt-60 radiation. Its objective was lost due to technological obsolescence, but we're going to start, and we're working on that with Russia, Chavez said. It remains unclear what sort of nuclear technology, if any, Venezuela could seek from Iran. Chavez as early as 2005 expressed interest in developing nuclear energy and mentioned Venezuela could discuss it with Iran.He said while visiting Iran on Sept. 4 that we're carrying out the visualization of the nuclear energy project, so that the Venezuelan people can also count on that marvelous resource for peaceful uses in the future.He said Venezuela and Iran agreed to work together on geological studies in the Venezuelan Andes and the foothills in his home state of Barinas, because we already have satellite information that indicates there are good mineral resources, different minerals that are very important for the country's development.He didn't elaborate, and didn't mention uranium. It also remains unclear how much Chavez intends to spend on the nuclear project. JERUSALEM — After a six-month investigation, the U.N.'s Fact Finding Mission on the Gaza Conflict has concluded there's evidence that Israeli forces and Palestinian militants committed war crimes during Israel's recent military operations in Gaza .

The mission, headed by South African jurist Richard Goldstone , called on the United Nations Security Council to monitor Israeli and Palestinian investigations into these charges and urged that if these aren't taking place in good faith to refer these cases to the International Criminal Court in The Hague, Netherlands .The 554-page report released Tuesday has detailed investigations into 36 incidents, including some that McClatchy reported previously, such as the shooting of civilians with white flags, the firing of white phosphorus shells and charges that Israeli soldiers used Palestinian men as human shields.According to the report, these violations weren't aberrations but rather appeared to be the result of deliberate guidance issued to soldiers.The commission charged Palestinian groups with indiscriminately firing at southern Israel and causing terror among the civilian population. The mission didn't find evidence of Israeli charges that Palestinian militants deliberately hid among civilians. Israel has released a number of videos purporting to show Hamas militants using civilians for cover.The commission, charged with investigating allegations of war crimes related to Israel's military operations in Gaza , began its work April 3 . The 22-day military operation, which began last Dec. 27 , cost the lives of more than 1,400 Palestinians and 13 Israelis.The four-person mission came under attack almost immediately from Israeli officials, who refused to cooperate. They charged the mission with being one-sided, pointing out that the original mandate authorized an investigation into charges of Israeli war crimes and was altered only by an agreement between Goldstone and the president of the U.N. Human Rights Council .Special criticism was reserved for commission member Christine Chinkin , a professor at the London School of Economics and Political Science , when it was discovered that she'd signed a letter last January published in The Sunday Times that accused Israel of war crimes.

A constant theme of Israeli soldiers' testimony after the war was that the Israel Defense Forces had made the protection of soldiers' lives its top priority. The report criticizes this approach, saying, They must avoid taking undue risks with their soldiers' lives but neither can they transfer that risk to civilian men, women and children.The mission didn't confine itself to investigating the operation. The report also refers to Israel's blockade of Gaza as a collective punishment and says the series of acts that deprive Palestinians in the Gaza Strip of their means of subsistence, employment, housing ... could lead a competent court to find the crime of persecution, a crime against humanity, has been committed.Mark Regev , a spokesman for the Israeli prime minister's office, reacted harshly to the report: It was born in sin. Countries with atrocious human rights records sit there and criticize Israel . It's not just Israel that criticized the Human Rights Council . Kofi Annan and Ban Ki-Moon have criticized its obsession with Israel ,referring to the former and current U.N. secretaries general.Israeli human rights groups have issued a statement calling on the government to conduct an independent and impartial investigation into the suspicions.Avi Bell , a professor of Law at Bar Ilan University , took exception to the report, disagreeing with its legal conclusions and pointing out, They say they are a fact-finding mission. So how are they coming up with all these legal conclusions, especially wrong ones?

The report is due to be presented to the U.N. Human Rights Council on Sept. 29 and the council will then decide whether to refer it to the Security Council . If it's referred to the Security Council , that council will decide whether to adopt the recommendations.According to Bell, if charges are referred to the International Criminal Court, the court will have no jurisdiction, since Israel isn't a party to the court.In order for the International Criminal Court to have jurisdiction, the accused has to be a citizen of a state that accepts the court's jurisdiction,he said.

Archbishop fears financial sector has not repented SEPT 15,09

LONDON (AFP) – The head of the Church of England said the financial sector has failed to repent for last year's global crisis, and feared it was returning to business as usual.Archbishop of Canterbury Rowan Williams also said there was a feeling of diffused resentment towards the sector over a failure to accept its share of responsibility for the crisis.There hasn't been a feeling of closure about what happened last year,Williams told BBC's Newsnight programme.There hasn't been what I would, as a Christian, call repentance. We haven't heard people saying well actually, no, we got it wrong and the whole fundamental principle on which we worked was unreal, was empty.Asked whether he thought the sector was returning to business as usual, the archbishop said I worry. I feel that's precisely what I call the lack of closure' coming home to roost.Asked if bonus payments for bankers should be capped, he said: I would have said yes.I think that's one of those things that feeds the ... diffused resentment; that people are somehow getting away with a culture in which the connection between the worth of what you do and the reward you get becomes more obscure.There was a sense of bafflement and muted anger at the bonus culture, Williams added.Executive bonuses have generated public outrage in the wake of the global financial crisis and are a flashpoint issue for the G20 leaders to address at a summit in Pittsburgh next week.

China hunting for euro bargains

EUOBSERVER / BEIJING – China has given another clear indication that it is carefully monitoring the strength of the euro currency as it seeks to diversify its large supply of foreign reserves away from the weakened dollar. I don't think the dollar reserve will change in the near-term but we don't want to put all our eggs in the same basket,China's ministry of foreign affairs spokesman Qin Gang told EUobserver.
The country's political elite has watched with growing alarm over the past year as the US federal reserve has injected billions of dollars into the US economy in its fight to stave off financial collapse. However, the long-term inflationary risks associated with this threaten to greatly devalue the $1 trillion in dollar reserves, roughly half its total, currently held by China.The strength of the US currency is already suffering from the downward pressure created by the country's large budget and trade deficits, but a switch to the euro is not a foregone conclusion, said Mr Qin.If conditions are right we want to hold more euros, but it must be in our interest,he said.We must get good value. We want our reserves to appreciate, or at least not devalue.The current strength of the euro means the Chinese government may not be buying any time soon. The currency did well against the dollar on Monday (14 September), breaching $1.46 on news that both the 27-member EU and 16-member eurozone look set to record positive growth in the third quarter of this year.

A strong Europe

Speaking more generally about Sino-EU relations, Mr Qin said China wanted to see a strong EU help play an important role in constructing global multilateralism. A three-pillar table is more stable than a two-pillar table,he said, referring to the current dominance in global affairs of the US and China that has lead some commentators to refer to a G2.Four is even better,he added. I think the EU is now having some problems internally,Mr Qin said of the ongoing difficulties surrounding ratification of the Lisbon Treaty, the proposed set of new rules for the bloc which deals largely with institutional reform.Asked whether China was ever frustrated by the fragmented nature of the EU and its difficulties in achieving greater integration he said: You have 27 member states and 500 million people so it takes time. Maybe it [enlargement] was too quick.

University scheme for EU studies marks 20 years

EUOBSERVER / FOCUS – A university student support scheme on EU integration this year marks two decades of helping new member states and candidate countries grow accustomed to European Union history, law and economics.Named after a French entrepreneur who in the aftermath of the Second World War played a key-role in the creation of what later became the European Union, the Jean Monnet programme was introduced in 1989 to help universities set up departments and courses on European studies.It has since expanded to 62 countries all over the world and reaches 250,000 students every year, with an annual budget of over €23 million. The bulk of the funding, almost €18 million in 2009, goes to six special institutions entirely devoted to EU studies: the Belgium and Poland-based College of Europe, seen as the main recruiting pool for the young staff populating the EU institutions, as well as the Italian European University Institute,which focuses more on academic research.

The European Institute of Public Administration based in the Dutch city of Maastricht, with further facilities in Luxembourg, Barcelona Warsaw and Brussels, is also funded by the scheme, as is the Academy of European Law in Germany. The other two institutions funded directly by the Jean Monnet programme are the International Centre for European Training offering a combined masters degree in France, Germany and Turkey and the European Agency for Development in Special Needs Education, based in Denmark and aimed at coordinating national policies in this field.Speaking last week at an event celebrating the scheme's 20 years of existence last week, the EU commissioner for culture and education, Jan Figel, said that the Jean Monnet network of professors and experts play a crucial role in explaining Europe both worldwide and to the EU's own citizens.Professor Zbigniew B. Rudnicki from Warsaw University stressed the role of EU studies in bringing unbiased knowledge about the continent's history to the former eastern bloc after decades of Soviet propaganda aimed at convincing people of the superiority of the communist regime over a decadent and degenerated capitalist world.He recalled that knowledge about western European integration was forbidden, unless it was portrayed in very negative terms.
Maintaining the division of Europe during the Cold War meant that behind the Iron Curtain information was only allowed after having been subjected to communist censorship. The establishment of the European Communities and the process of integration were perceived by leaders of the so-called socialist states as symptoms of the tightening of an alliance in the western bloc of states – the enemies of the Soviet Union and its satellites,Mr Rudnicki said.

EU propaganda?

However, the same Jean Monnet programme which enabled easterners to set the record straight in relation to Soviet propaganda was accused by British politicians of being a propaganda tool of the European Union.The British criticism sprung from the fact that Jean Monnet professors are funded by the European Commission, who also selects them directly. This has lead some politicians to claim that this breaches the autonomy of universities.The EU commission stresses that the selection procedure is fair as it is carried out by a panel of independent academic experts who evaluate only the quality of the university project submitted, not the person who gets the grant.Obviously, Jean Monnet professors enjoy the full academic freedom and should therefore have a critical view towards EU-actions. Their educational activities should help to foster well-informed discussion on the EU's role and evolution,the Jean Monnet programme description reads.The so-called Jean Monnet chairs are teaching posts specialised in EU integration studies funded with grants of up to €45,000 for three years.If centres of excellence with multidisciplinary studies and research focusing on EU integration are set up, the grant can reach €75,000 over three years.See more on European education in EUobserver's special focus section.

NEW YORK – Better news on retail sales and manufacturing helped send stocks higher Tuesday, as did comments from Federal Reserve Chairman Ben Bernanke that the recession was probably over.Surging materials and industrial companies like Alcoa and Caterpillar pulled the Dow Jones industrial average to a gain of 57 points, its seventh climb in eight days and another high for the year. Manufacturers are expected to be among the early beneficiaries if the economy strengthens and demand picks up.Hopes for a rebound grew after the government reported that retail sales jumped in August by the biggest amount in three years. The Fed's index of manufacturing in the New York region rose to its best level since late 2007.That upbeat economic news helped allay concerns about a separate government report finding that inflation at the wholesale level rose last month at double the rate analysts expected.Meanwhile, Bernanke cheered investors by saying that the worst recession since the 1930s has very likely ended, though he cautioned that problems like high unemployment will remain.Investors have been betting on a recovery. The Standard & Poor's 500 index, the benchmark for many mutual funds, has surged 55.6 percent since skidding to a 12-year low in March.Stocks zigzagged in morning trading before gaining steam in the afternoon, similar to the way trading played out Monday. Analysts say the slow-building advances are a sign that investors are pouncing on dips to get into the rally.The short bouts of selling have meant the market has risen without the sizable break, which many analysts still say is overdue. Even when the news isn't good, market sentiment seems immune to developments that would have punctured the rally only months ago.Investors shrugged off news that wholesale prices rose 1.7 percent last month, and disappointing earnings from two major retailers, Best Buy Co. and Kroger Co., also failed to push the stock market off course.

All three indicators are at their highest levels for 2009.More than two stocks rose for every one that fell on the New York Stock Exchange, where consolidated volume came to 6.3 billion shares compared with 4.9 billion Monday.The government's report that retail sales jumped 2.7 percent in August boosted confidence in the economy. Analysts say improvements in consumer spending are crucial to a recovery.Even after stripping out the sizable gains from the government's popular Cash for Clunkers program, sales rose 1.1 percent, well beyond the rise of 0.4 percent expected by analysts.Commodity and industrial stocks rose as a weaker dollar pushed up materials prices. Alcoa Inc. added $1.05, or 8.1 percent, to $13.99. Caterpillar Inc. rose $2.93, or 6 percent, to $51.70.Gregg S. Fisher, chief investment officer at financial advisory firm Gerstein Fisher in New York, said that despite the recent gains investors could still run into trouble.Investors are always following the herd. I think investors should sort of catch themselves now and not get overconfident,he said.

The market's latest gains came one year after the Dow tumbled 500 points following the collapse of Lehman Brothers Holdings Inc., which deepened the recession. In other trading, bond prices fell. The yield on the benchmark 10-year Treasury note rose to 3.46 percent from 3.43 percent late Monday. Crude oil rose $2.07 to settle at $70.93 a barrel on the New York Mercantile Exchange. Gold also rose after the report on inflation. The metal is often used as a hedge against rising prices. The Russell 2000 index of smaller companies rose 4.81, or 0.8 percent, to 604.84.
Overseas, Britain's FTSE 100 rose 0.5 percent, Germany's DAX index rose 0.2 percent, and France's CAC-40 added 0.6 percent. Japan's Nikkei stock average rose 0.2 percent.

UNITED NATIONS – Small island nations gained North America's powerful backing Tuesday for a plan to convert the U.N. ozone treaty into a tool for phasing out some of the globe's most powerful climate-warming gases.The Obama administration announced the United States, Canada and Mexico now support using the treaty to require cuts in powerful greenhouse gases known as hydrofluorocarbons, or HFCs. The treaty, called the Montreal Protocol, was signed by 195 nations to fix the globe's ozone layer.In its current version, the treaty encourages using HFCs in refrigerators and air conditioners to replace ozone-depleting chlorofluorocarbons, or CFCs, which have now been virtually eliminated.But in April, Micronesia and Mauritius proposed formally amending the treaty to phase out use of the coolants. They argued that other chemicals would be better for the climate while still helping the ozone layer.The U.S. State Department called that plan Thursday a significant down payment on efforts to reach a new global climate pact in Copenhagen, Denmark in December. President Barack Obama is attending a U.N. climate summit next week to build momentum.Once adopted, the proposal would make great strides to achieve President Obama's call to reduce U.S. greenhouse gas emissions 80 percent by 2050 as well as contribute to multilateral efforts to reduce global emissions 50 percent by 2050,the State Department said.The U.S. said the proposal calls on all countries to take action to reduce their consumption and production of HFCs, although developed countries would take the lead in this effort, as they have consistently under the Montreal Protocol.Nations will consider whether to alter the Montreal Protocol at a meeting in Egypt in November.

Though HFCs account for only about 2 percent of the globe's climate-warming gases, their share is expected to grow by up to a third of all greenhouse gases by mid-century — mainly because of their promotion under the ozone treaty.A global fund affiliated with the treaty has invested billions in creating new markets for HFCs and other chemicals that do not harm the protective ozone layer above the earth.But Micronesia has called that promotion irresponsible,since HFCs, like CFCs, are powerful climate-warming chemicals — up to 10,000 times more so than carbon dioxide —other climate and ozone-friendly alternatives are available for use.The Associated Press first reported in early May that the Obama administration considered HFCs a very significant threat to climate change and probably would seek to use the ozone treaty to dramatically reduce HFCs, but not phase them out entirely.Senate Foreign Relations Chairman John Kerry applauded the Obama administration Tuesday and described the decision as a sign of things to come from the U.S.Anyone who doubted the intentions of the new administration should pay close attention to this announcement and to those of us in the Senate who urged this ambitious action under the Montreal Protocol,Kerry said. The proposal, he said,sends another clear signal to the global community that the United States will not remain on the sidelines and will lead efforts to achieve a strong agreement in Copenhagen.It is uncertain whether the Senate will pass climate legislation in time for the Copenhagen climate talks, but Kerry said the ozone treaty was another appropriate tool for tackling the urgency of planetary overheating.In April, Kerry and another leading Democrat, Senate Environment Committee Chairwoman Barbara Boxer wrote Obama calling for using the ozone treaty to phase down HFCs by 85 percent by 2030.The growth projections of HFCs alone better be a wakeup call to anyone still left in Congress who doubts the urgent need to address climate change,Kerry said.If allowed to grow, this extremely potent greenhouse gas could counteract global efforts to reduce carbon dioxide.

S.Africa won't compromise economic growth to cut carbon emissions Tue Sep 15, 2:32 pm ET

JOHANNESBURG (AFP) – South Africa will not sign any deal that would compromise the country's economic development chances at the upcoming climate change conference in Copenhagen, the environment minister said Tuesday.All negotiators are there to pursue national interests ... and South Africa is no different in this regard. If a deal is going to compromise our national interest we are not going to support it 100 percent,Buyelwa Sonjica told journalist.In the lead up to the crucial climate summit in December which hopes to thrash out a new climate treaty, Sonjica said it was unrealistic for developing countries such as South Africa to commit to carbon emission targets.There has to be a balance on how the country addresses its carbon footprint, while at the same time developing economically, she said.The greatest challenges being faced is how to ensure energy security and access while not negatively impacting on our developmental imperatives, and at the same time laying the foundation for moving towards a path of low carbon growth.She said the government was committed to doing its fair share to ensure that the summit talks produce a deal that will be favourable to developed and developing countries.We remain optimistic about the deal but it's not easy, its a complex issue. I am very, very concerned about us reaching a deal at this point in time,she said.

A successful outcome Sonjica said meant that the deal would be inclusive, fair and effective, had a balance between adaptation and mitigation. The deal must also be a balance between development and climate imperatives.Success in Copenhagen should strengthen climate resilient development and must urgently assist the world's poorest and most vulnerable to adapt,Sonjica said.South Africa relies heavily on coal for its energy requirements, and power giant Eskom is embarking on an ambitious project to build more power stations to fuel the country's growing but energy-strapped economy.The continental powerhouse is among Africa's worst offenders in terms of gas emissions and joins nations such as India and China in pushing for wealthy, industrialised nations to lead the drive in cutting emissions.Copenhagen is tasked with finding a successor to the 1997 Kyoto Protocol which the United States rejected saying its targets would wreck its economy.

Caution still reigns despite Bernanke's optimism

Economists warned that as long as credit stays tight and jobs remain scarce, Americans probably aren't ready to spend in force again. And Bernanke advised that even though the worst recession since the 1930s is probably over, pain -- especially for the nearly 15 million unemployed Americans -- will persist.Bernanke, cautioning that it would be many months before unemployment rates would drop significantly, added that it's still going to feel like a very weak economy for some time, as many people will still find that their job security and their employment status is not what they wish it was.The assessment came at the conclusion of a speech by Bernanke at the Brookings Institution marking the anniversary of the market crisis that was precipitated by the collapse of the investment bank Lehman Brothers.Bernanke said the economy likely is growing now, but he warned that won't be sufficient to prevent the unemployment rate, now at a 26-year high of 9.7 percent, from rising. The recession, which started in December 2007, has claimed a net total of 6.9 million jobs.With expectations for a lethargic recovery, the Fed predicts that unemployment will top 10 percent this year. The post-World War II high was 10.8 percent at the end of 1982.Some economists say it will take at least four years for the jobless rate to drop down to a more normal range of 5 percent. Even if the economy logs moderate growth in 2010, unemployment is likely to stay elevated, Bernanke suggested.

Obviously, that's a very serious concern,he said.Drugmaker Eli Lilly & Co. said Monday that it will cut 5,500 jobs over the next two years, 14 percent of its work force, as it restructures the company into five units.Still, Bernanke's declaration that the recession likely ended marked his most optimistic assessment yet of the economy. Analysts predict the U.S. economy is growing in the current quarter, which ends Sept. 30, at an annual rate of 3 to 4 percent. It shrank at a 1 percent pace in the second quarter, much slower than in previous quarters.And his remarks came on the same day that the government reported that retail sales jumped 2.7 percent in August.All that helped to lift stocks on Wall Street. The Dow Jones industrial average gained nearly 57 points to 9,683.41, its highest finish since Oct. 6. But underscoring just how fragile the economic recovery is, Best Buy said Tuesday that customers are spending less in its electronics stores, and Kroger said grocery shoppers are still buying only what they need for the next week, or even the next meal.The gains for August included a big jump in auto sales, mostly from the government's recently ended Cash for Clunkers program. Retail sales overall rose by a seasonally adjusted 2.7 percent, the largest gain since 2006, the Commerce Department said.Economists were cautious. We need more data to see if this is sustainable or just noise,Ian Shepherdson, chief U.S. economist at High Frequency Economics, wrote in a research note.The income and credit constraints on consumers remain intense.Auto sales were up 10.6 percent, the biggest gain in almost eight years, mainly because of the recently ended clunkers program. Gas station sales increased 5.1 percent, as prices at the pump rose.Excluding those two categories, sales rose 0.6 percent -- still the best performance in six months.

PITTSBURGH – Energy. The environment. Global recession. Hundreds of students around the world will work together this week to try to tackle the very same problems that the Group of 20 summit leaders will discuss when they arrive in Pittsburgh next week.

But these teenagers will never leave their schools or cities.

Instead, they will use high-speed broadband connections, Webcasts, Internet and video conferencing — the same technology that has helped make the economy inextricably global — to try to solve the very issues that leave world leaders flabbergasted.There's no problem without a solution,says Camillo Coccia, a 17-year-old 11th-grader at Cornwall Hill College, a private school in Pretoria, South Africa, who is preparing to participate in the G-20 student summit Thursday.It's quite complex. The more I learn about it, the harder it is to come up with a possible solution,adds Coccia, who is immersed in world economics, the global recession and the markets of the countries that make up the real G-20 as he prepares for the student summit.The idea for a student summit was born shortly after President Barack Obama announced in May that he had invited 19 world leaders and European Union officials to Pittsburgh for the Sept. 24-25 global economic summit.

Several Pittsburgh teachers approached the World Affairs Council — a nonprofit that aims to provide students with a nonpartisan perspective on global issues — seeking to take the G-20 to students.Making world affairs relevant to high school students is difficult, so when you have an international event like this in your backyard, you grasp at it,said Jennifer Klein, a social studies teacher at Fox Chapel Area High School who was among the first to contact the council.Initially, Klein envisioned an event for students at Fox Chapel Area High School, a school in an affluent suburb about 11 miles northeast of Pittsburgh. As interest grew, she thought it might expand to some other area schools. Never, did Klein think it would include 2,000 students as far away as Brazil, South Africa and Italy, as well as 64 Pittsburgh-area schools linked by a $9 million broadband system serving only a handful of U.S. cities.The program begins Thursday morning with some 450 Pittsburgh-area students gathered in the Fox Chapel auditorium listening to a panel of experts discuss everything from the environment to energy and global economics. Students in other Pittsburgh schools and South Africa, Brazil and Italy will watch via an Internet connection.After the panel, the students will break into groups to try to solve the issues. In Pittsburgh, students have been chosen as delegates for each of the G-20 countries.

Sarah Ogren, a 15-year-old Fox Chapel sophomore, is a South Korean delegate.This week, she is becoming an expert on the Asian country,studying their views from previous G-20s and guessing what they will do this time.While Ogren is in South Korea, James Santelli, a 17-year-old Fox Chapel senior, will be handling the media. Transformed for a day into the school's flak, Santelli will be overseeing the "media room,answering questions from the real media and the reporters from the other schools' student newspapers.At the end of the session, the students from the different schools and countries will be able to debate the issues via video conference.Even protesters have been accounted for, included in an elaborate display of posters and silhouettes meant to represent the thousands who gather at the G-20 to oppose members' policies. Fox Chapel principal Michael Hower has also designated a First Amendment space in the school should any students want to protest.In addition, the school and O'Hara Township — where Fox Chapel is located — are preparing for any real protesters who may accompany the student summit.Thousands of miles away in South Africa, no protesters are expected — though the 18 students who will travel the 25 miles to a high-tech facility in Johannesburg will have a grueling schedule that day, ending sometime after 8 p.m — almost like the world leaders attending the Pittsburgh summit.

For them, some of the G-20 issues are more tangible. Coccia, the 11th-grader, notes that after banks in the United States collapsed last year, food prices in South Africa soared — at one point increasing nearly 80 percent — hitting the soft underbelly of a country where people are already starving. A sudden cut in donor funds because of the global cash crunch is trickling down to factories and plants that can no longer operate, Coccia added. Hearing the perspective of Europe, South America and North America will increase the understanding of South Africans — and maybe even allow students to help in some way.Everything that happens in the world, in the first-world countries, directly influences us, so I mean, anything that we can help we have to help,Coccia said.

PARIS (AFP) – Prime Minister Gordon Brown expressed confidence Tuesday an agreement would be reached at next week's G20 summit after talks with French President Nicolas Sarkozy, who wants to curb bankers' bonuses.I am convinced that there is sufficient common ground for us to reach an agreement at Pittsburgh, Brown told reporters after a working dinner with Sarkozy at the Elysee presidential palace.The coming week is a vital week for the world economy.Both leaders want greater regulation of the financial sector in the wake of the global financial collapse, but Sarkozy has gone further than the British leader in his calls to clamp down on bankers' bonuses.We are in agreement on almost all of the package,Sarkozy said.Pittsburgh must be a success,he said, adding that the September 24-25 meeting in the northeastern US city could be a success for everybody or a failure for everybody.Sarkozy said he spoke by telephone with US President Barack Obama earlier in the day, and he too wants to move things forward.Brown said he and Sarkozy agree that the Group of 20 summit must be about action and not words.

We are working on financial supervision regulation, Brown said.We are working on bonuses and how to deal with this problem where high bonuses have appalled everyone across the world.Sarkozy's chief of staff, Claude Gueant, warned Monday that the French leader was ready to walk out of the summit if no progress is achieved on curbing bankers' bonuses.European leaders are to meet Thursday in Brussels to coordinate their positions ahead of the next meeting of the Group of 20, the world's biggest developed and emerging economies.

Statement by the President on G-20 Summit in Pittsburgh

Michelle and I look forward to welcoming world leaders to the wonderful city of Pittsburgh on September 24th and 25th and we thank the people of Pittsburgh and Pennsylvania for opening their city as a showcase to the world. The Pittsburgh Summit is an important opportunity to continue the hard work that we have done in confronting the global economic crisis, and renewing prosperity for our people. Together, we will review the progress we have made, assess what more needs to be done, and discuss what we can do together to lay the groundwork for balanced and sustainable economic growth. Pittsburgh stands as a bold example of how to create new jobs and industries while transitioning to a 21st century economy. As a city that has transformed itself from the city of steel to a center for high-tech innovation –including green technology, education and training, and research and development – Pittsburgh will provide both a beautiful backdrop and a powerful example for our work.It’s important to note how far we have come in preventing a global economic catastrophe. A year ago, our economy was in a freefall. Some economists were predicting a second Great Depression. Immediate action was required to rescue the economy. In the United States, we passed an historic Recovery Act that quickly put money in the hands of working families, and is putting Americans to work all across the country – including in Pittsburgh and the surrounding area. That includes companies like East Penn Manufacturing, a third-generation family business which is now building batteries for the hybrid, energy efficient vehicles of the 21st century. That includes Serious Materials manufacturing plant outside of Pittsburgh that was shuttered last year, which is now rehiring the workers who lost their jobs and giving them a new mission: producing some of the most energy-efficient windows in the world. And at medical laboratories in Pittsburgh, scientists are making advances in tissue regeneration, which will help people across the globe, including our troops wounded in combat in Iraq and Afghanistan.

The steps that we have taken to jumpstart growth have also been coordinated with our partners around the world. Industrial production throughout the G20 has either stabilized or is growing. Global trade is expanding. Stresses in financial markets have significantly abated and our financial institutions are raising needed capital.
But all of us must remember that our work is far from complete – not when our people are still looking for work. As the leaders of the world’s largest economies, we have a responsibility to work together on behalf of sustained growth, while putting in place the rules of the road that can prevent this kind of crisis from happening again. To avoid being trapped in the cycle of bubble and bust, we must set a path for sustainable growth while steering clear of the imbalances of the past. That will be a key part of the G20 agenda going forward and the Pittsburgh Summit can be an important milestone in our efforts.In a place known as the city of bridges, we can come together to advance our common interest in a global recovery, while turning the page to a truly 21st century economy.By working with our friends and partners from around the world, the U.S. is ready to help lead this effort in Pittsburgh and beyond.REVISED: 1:30pm EST 09/08/2009

September 5, 2009 TG-277 Statement by Secretary Geithner at the G-20 Meeting of Finance Ministers and Central Bank Governors

Good afternoon. My thanks and compliments to Chancellor Darling and his team for hosting this meeting. The United States looks forward to welcoming the Prime Minister and the Chancellor to Pittsburgh, along with the Leaders and Finance Ministers of the G-20, in just a few weeks.On April 2, facing the greatest challenge to the world economy in generations, the G-20 gathered here in London and committed to an unprecedented program of policies to restore growth and reform the international financial system. Those actions have pulled the global economy back from the edge of the abyss.The financial system is showing signs of repair. Growth is now underway. However, we still face significant challenges ahead. Unemployment is unacceptably high.Conditions for a sustained recovery led by private demand are not yet established. The classic errors of economic policy during crises are that governments tend to act too late with insufficient force and then put the brakes on too early. We are not going to repeat those mistakes.We need to provide sustained support for growth and financial repair until we have in place a strong foundation for recovery. But that strategy will not be effective unless we can make fully credible our commitment to reverse those actions as soon as conditions permit. This means our strategies will need to evolve as we move from crisis response to recovery, from rescuing the economy to repairing and rebuilding the foundation for future growth.

We must lay a foundation for a more balanced and sustainable pattern of future growth, both within and across countries. In the United States, we are going through a necessary and fundamentally healthy transition, raising savings rates and borrowing less from the rest of the world. As this happens, we need to see a complementary shift in countries outside the United States toward stronger domestic demand-led growth.Alongside this growth imperative, we need to bring greater urgency to the financial reform agenda.We have broad agreement on a very strong set of principles and objectives for building a more stable global financial system. But we need to move now to put that framework in place. That will require actions at the national level to implement stronger rules of the game, but also more rapid progress internationally in reaching agreement on the details of more rigorous standards that create a more level playing field. In the United States, we are moving forward to legislate reforms designed to protect consumers and investors and create a more stable, more resilient financial system.These are far reaching and comprehensive reforms, because fundamental change is necessary. The great failure of regulation was the failure to prevent the build up of excess leverage and risk within and alongside the banking system.Our strategy is to put in place stronger constraints on risk taking across the financial system, to bring comprehensive oversight to key institutions and to critical markets, such as derivatives, to reform the securities markets, and to provide the tools necessary to wind down firms that fail.The fundamental test of reform is to make the system resilient enough to withstand future storms.

Toward this effort, we outlined here the critical elements of a stronger international capital standard for banks. Our objective is to reach agreement by the end of next year on a new standard that will raise capital and liquidity requirements and dampen rather than amplify future credit and asset price bubbles. Financial activities which present the most risk should have higher capital requirements. And the major globally active financial institutions, those firms that present the greatest risk of systemic crisis, should be held to more demanding standards.A crucial part of financial reform is to change compensation practices. On February 4 of this year, the President of the United States first outlined a set of proposals to reform compensation practices, both for institutions that receive exceptional financial assistance and for all banks. These proposals were designed to constrain excess risk taking by making sure that compensation is tied to risk and long-term performance. We have proposed, and the House has already passed, legislation to require firms to submit compensation practices to an approval by shareholders. And the Federal Reserve and other bank supervisors will enforce these standards through the supervisory process.We welcome the support we found here in Europe and among the G-20 for compensation reform as part of comprehensive reform of the financial system. Stronger capital standards are not a substitute for compensation reform.Compensation reform is a necessary part of building a more stable system.In addition to capital and compensation, more work needs to be done on over-the-counter derivatives and cross-border resolution frameworks.

Another critical part of the reform agenda is building stronger international financial institutions. We must provide the resources and tools necessary to support development and provide insurance against future crises. But this is not just about resources. We need these institutions to play a greater role in preventing future crises, with stronger surveillance by the IMF. We need the multilateral development banks to focus their efforts on the key priorities of fighting poverty, supporting higher productivity in agriculture, building the institutions necessary for private investment and growth, and facilitating the transition to a green economy. And we must reform the institutions' governance structures to better reflect the important role of emerging market and developing economies.Let me close by saying that, as we look toward the G-20 Summit in Pittsburgh, we need to bring the sense of common purpose and urgency that we demonstrated at the peak of the crisis to the challenges of restoring growth and to reforming the financial system. We have made a lot of progress, but we have a ways to go. We can't let momentum for reform fade as the crisis recedes.Thank you.

The Mysterious Collapse of WTC Seven -Why NIST’s Final 9/11 Report is Unscientific and False by Prof. David Ray Griffin SEPT 16,09

At 5:21 in the afternoon of 9/11, almost seven hours after the Twin Towers had come down, Building 7 of the World Trade Center also came down. The collapse of this building was from the beginning considered a mystery. [1]The same should have been true, to be sure, of the collapse of the Twin Towers. But they had been hit by planes, which had ignited big fires in them, and many people assumed this combination of causes to be sufficient to explain why they came down.But WTC 7 had not been hit by a plane, so it was apparently the first steel-framed high-rise building in the known universe to have collapsed because of fire alone. New York Times writer James Glanz quoted a structural engineer as saying: [W]ithin the structural engineering community, [WTC 7] is considered to be much more important to understand [than the Twin Towers],because engineers had no answer to the question, why did 7 come down? [2].From a purely scientific perspective, of course, there would have been an obvious answer. Scientists, presupposing the regularity of nature, operate on the principle that like effects generally imply like causes. Scientists are, therefore, loathe to posit unprecedented causes for common phenomena. By 9/11, the collapse of steel-framed high-rises had become a rather common phenomenon, which most Americans had seen on television. And in every one of these cases, the building had been brought down by explosives in the process known as controlled demolition. From a scientific perspective, therefore, the obvious assumption would have been that WTC 7 came down because explosives had been used to remove its steel supports.However, the public discussion of the destruction of the World Trade Center did not occur in a scientific context, but in a highly charged political context. America had just been attacked, it was almost universally believed, by foreign terrorists who had flown hijacked planes into the Twin Towers, and in response the Bush administration had launched a war on terror.The idea that even one of the buildings had been brought down by explosives would have implied that the attacks had not been a surprise, so this idea could not be entertained by many minds in private, let alone in public.

This meant that people had to believe, or at least pretend to believe, that Building 7 had been brought down by fire, even though, as Glanz wrote:[E]xperts said no building like it, a modern, steel-reinforced high-rise, had ever collapsed because of an uncontrolled fire.[3] And so, this building’s collapse had to be considered a mystery – insofar as it was considered at all.But this was not much. Although WTC 7 was a 47-story building, which in most places would have been the tallest building in the city, if not the state, it was dwarfed by the 110-story Twin Towers. It was also dwarfed by them in the ensuing media coverage. And so, Glanz wrote, the collapse of Building 7 was a mystery that . . . would probably have captured the attention of the city and the world, if the Twin Towers had not also come down. [4] As it was, however, the mystery of Building 7’s collapse was seldom discussed.For those few people who were paying attention, the mysteriousness of this collapse was not lessened by the first official report about it, which was issued by FEMA in 2002.This report put forward what it called its best hypothesis as to why the building collapsed, but then added that this hypothesis had only a low probability of occurrence.[5]This FEMA report, in fact, increased the mystery, thanks to an appendix written by three professors at Worcester Polytechnic Institute. This appendix reported that a piece of steel from WTC 7 had melted so severely that it had gaping holes in it, making it look like a piece of Swiss cheese. [6] James Glanz, pointing out that the fires in the building could not have been hot enough to melt steel, referred to this discovery as the deepest mystery uncovered in the investigation.[7]The task of providing the definitive explanation of the collapse of WTC 7 was given to NIST, the National Institute of Standards and Technology. Although NIST had been expected to issue its report on this building along with its report on the Twin Towers, which came out in 2005, it did not. NIST then continued to delay this report until August of 2008, at which time it issued a Draft for Public Comment.

1. NIST’s Denial of Evidence for Explosives

At a press briefing, Shyam Sunder, NIST’s lead investigator, declared that “the reason for the collapse of World Trade Center 7 is no longer a mystery.” Also, announcing that NIST “did not find any evidence that explosives were used to bring the building down,” [8] he said: “[S]cience is really behind what we have said.” [9] In the remainder of this lecture, I will show that both of those statements were false.

NIST and Scientific Fraud

With regard to the question of science: Far from being supported by good science, NIST’s report repeatedly makes its case by resorting to scientific fraud.Before going into details, let me point out that, if NIST did engage in fraudulent science, this would not be particularly surprising. NIST is an agency of the US Department of Commerce. During the years it was writing its World Trade Center reports, therefore, it was an agency of the Bush-Cheney administration. In 2004, the Union of Concerned Scientists put out a document charging this administration with distortion of scientific knowledge for partisan political ends.By the end of the Bush administration, this document had been signed by over 15,000 scientists, including 52Nobel Laureates and 63 recipients of the National Medal of Science. [10]Moreover, a scientist who formerly worked for NIST has reported that it has been fully hijacked from the scientific into the political realm,with the result that scientists working for NIST lost [their] scientific independence, and became little more than hired guns.11 Referring in particular to NIST’s work on the World Trade Center, he said everything had to be approved by the Department of Commerce, the National Security Agency, and the Office of Management and Budget—an arm of the Executive Office of the President,which had a policy person specifically delegated to provide oversight on [NIST’s] work.[12]One of the general principles of scientific work is that its conclusions must not be dictated by nonscientific concerns – in other words, by any concern other than that of discovering the truth. This former NIST employee’s statement gives us reason to suspect that NIST, while preparing its report on WTC 7, would have been functioning as a political, not a scientific, agency. The amount of fraud in this report suggests that this was indeed the case.According to the National Science Foundation, the major types of scientific fraud are fabrication, falsification, and plagiarism. There is no sign that NIST is guilty of plagiarism, but it is certainly guilty of fabrication, which can be defined as making up results,and falsification, which means either changing or omitting data.[13]The omission of evidence by NIST is so massive, in fact, that I treat it as a distinct type of scientific fraud. As philosopher Alfred North Whitehead said in his 1925 book, Science and the Modern World: It is easy enough to find a [self-consistent] theory . . . , provided that you are content to disregard half your evidence. The moral temper required for the pursuit of truth,he added, includes [a]n unflinching determination to take the whole evidence into account.[14]NIST, however, seemed to manifest an unflinching determination to disregard half of the relevant evidence.

Physical Evidence of Explosives
Some of the evidence ignored by NIST is physical evidence that explosives were used to bring down WTC 7.Swiss-Cheese Steel: I will begin with the piece of steel from WTC 7 that had been melted so severely that it looked like Swiss cheese. Explaining why it called this the deepest mystery uncovered in the investigation, James Glanz wrote:The steel apparently melted away, but no fire in any of the buildings was believed to be hot enough to melt steel outright.[15] Glanz’s statement was, in fact, quite an understatement. The full truth is that the fires in the building could not have brought the steel anywhere close to the temperature – about 1,482°C (2,700°F) – needed for it to melt. [16]The professors who reported this piece of steel in the appendix to the FEMA report said: A detailed study into the mechanisms [that caused] this phenomenon is needed.[17] Arden Bement, who was the director of NIST when it took on the WTC project, said that NIST’s report would address all major recommendations contained in the [FEMA] report.[18]But when NIST issued its report on WTC 7, it did not mention this piece of steel with the Swiss-cheese appearance. Indeed, NIST even claimed that not a single piece of steel from WTC 7 had been recovered. [19] This piece of steel, moreover, was only a small portion of the evidence, ignored by NIST, that steel had melted.Particles of Metal in the Dust: The Deutsche Bank building, which was right next to the Twin Towers, was heavily contaminated by dust produced by their destruction. But Deutsche Bank’s insurance company refused to pay for the clean-up, claiming that this dust had not resulted from the destruction of the WTC. So Deutsche Bank hired the RJ Lee Group to do a study, which showed that the dust in the Deutsche Bank was WTC dust, which had a unique signature. Part of this signature was Spherical iron . . . particles.[20] This meant, the RJ Lee Group said, that iron had melted during the WTC Event, producing spherical metallic particles.[21] The study even showed that, whereas iron particles constitute only 0.04 percent of normal building dust, they constituted almost 6 percent of WTC Dust – meaning almost 150 times as much as normal. [22]The RJ Lee study also found that temperatures had been reached at which lead would have undergone vaporization [23] – meaning 1,749°C (3,180°F). [24]

Another study was carried out by the US Geological Survey, the purpose of which was to aid the identification of WTC dust components.Besides also finding iron particles, the scientists involved in this study found that molybdenum had been melted. This finding was especially significant, because this metal does not melt until it reaches 2,623°C (4,753°F). [25]NIST, however, did not mention either of these studies, even though the latter one was carried out by another US government agency.NIST could not mention these studies because it was committed to the theory that the WTC buildings were brought down by fire, while these studies clearly showed that something other than fire was going on in those buildings.Nanothermite Residue: What was that? A report by several scientists, including chemist Niels Harrit of the University of Copenhagen, showed that the WTC dust contained unreacted nanothermite, which – unlike ordinary thermite, which is an incendiary – is a high explosive. This report by Harrit and his colleagues, who included Steven Jones and Kevin Ryan, did not appear until 2009, [26] several months after the publication of NIST’s final report in November 2008.But NIST, as a matter of routine, should have tested the WTC dust for residue of explosives, such as nanothermite. The Guide for Fire and Explosion Investigations put out by the National Fire Protection Association says that a search for evidence for explosives should be undertaken whenever there has been high-order damage.Leaving no doubt about the meaning of this term, the Guide says:High-order damage is characterized by shattering of the structure, producing small, pulverized debris. Walls, roofs, and structural members are splintered or shattered, with the building completely demolished.[27]

That description applied to the destruction of the Twin Towers and WTC 7. The next sentence – Debris is thrown great distances, possibly hundreds of feet – applied to the destruction of the Twin Towers, a fact that NIST had to admit in order to explain how fires were started in WTC 7. [28] So NIST should have looked for signs of explosives, such as nanothermite.But when asked whether it had, NIST said No. A reporter asked Michael Newman, a NIST spokesman, about this failure, saying: [W]hat about that letter where NIST said it didn’t look for evidence of explosives? Newman replied: Right, because there was no evidence of that.But,asked the reporter how can you know there’s no evidence if you don’t look for it first? Newman replied: If you’re looking for something that isn’t there, you’re wasting your time . . . and the taxpayers’ money.[29](You couldn’t make this stuff up.)When Shyam Sunder, who headed up NIST’s investigation of the WTC buildings, gave his press conference in August of 2008 – at which he announced that the reason for the collapse of World Trade Center 7 is no longer a mystery – he began by saying:Before I tell you what we found, I’d like to tell you what we did not find. We did not find any evidence that explosives were used to bring the building down. [30]By making this point first, Sunder indicated that this was NIST’s most important conclusion – just as it had been NIST’s most important conclusion about the Twin Towers. However, although Sunder claimed that this conclusion was based on good science, a conclusion has no scientific validity if it can be reached only by ignoring half the evidence.Molten Metal: In addition to the ignored evidence already pointed out, NIST also, in its investigation of the WTC, ignored reports that the rubble contained lots of molten metal – which most people described as molten steel. For example, firefighter Philip Ruvolo, speaking of the Twin Towers, said: You’d get down below and you’d see molten steel, molten steel, running down the channel rails, like you’re in a foundry, like lava.[31]

Peter Tully, president of Tully Construction, which was involved in the clean-up operation, said that he saw pools of literally molten steel.[32]However, when John Gross, one of the main authors of NIST’s reports, was asked about the molten steel, he said to the questioner: I challenge your basic premise that there was a pool of molten steel,adding:I know of absolutely no . . . eyewitness who has said so.[33]

However, in addition to Ruvolo and Tully, the eyewitnesses who said so included:
-Leslie Robertson, a member of the engineering firm that designed the Twin Towers. [34]-Dr. Ronald Burger of the National Center for Environmental Health. [35]
-Dr. Alison Geyh of The Johns Hopkins School of Public Health, who headed up a scientific team that went to the site shortly after 9/11 at the request of the National Institute of Environmental Health Sciences. [36]
-Finally, the fact that molten steel was also found at WTC 7 was added by Mark Loizeaux, president of Controlled Demolition, Inc., which was involved in the clean-up. [37]And yet John Gross suggested that no credible witnesses had reported molten steel. That appears to have been a gross lie.

Testimonial Evidence for Explosives

Besides ignoring physical evidence that explosives had been used, NIST also ignored testimonial evidence.NIST’s Twin Towers Report: In its 2005 report on the Twin Towers, NIST ignored dozens of testimonies provided by reporters, police officers, and WTC employees, along with 118 testimonies provided by members of the Fire Department of New York. [38] NIST even explicitly denied the existence of these reports, saying that there was no evidence (collected by . . . the Fire Department of New York) of any blast or explosions that would have suggested that explosives were going off. [39]However, when a group of scholars including scientists and a lawyer called NIST on this false statement, NIST refined its meaning, saying:NIST reviewed all of the interviews conducted by the FDNY of firefighters (500 interviews). . . . Taken as a whole, the interviews did not support the contention that explosives played a role in the collapse of the WTC Towers. [40]So, although NIST had said in its report that there was no testimonial evidence for explosives, it now seemed to be saying that, because only 118 out of 500 reported explosions, the testimonies, taken as a whole,do not support the idea that explosions were going off, so that NIST had been justified in claiming that there was no testimonial evidence to support the idea that explosives had been used.Imagine an investigation of a murder on the streets of San Francisco. Of the 100 people who were at the scene at the time, 25 of them reported seeing Pete Smith shoot the victim. But the police release Pete Smith, saying that, taken as a whole, the testimonies did not point to his guilt. That would be NIST-style forensic science.Reports from People Outside WTC 7: NIST continued this approach in its WTC 7 report. There had been several credible reports of explosions. A reporter for the New York Daily News, said:[T]here was a rumble. The building’s top row of windows popped out. Then all the windows on the thirty-ninth floor popped out. Then the thirty-eighth floor. Pop! Pop! Pop! was all you heard until the building sunk into a rising cloud of gray. [41]

NYPD officer Craig Bartmer said:I was real close to Building 7 when it fell down. . . . [A]ll of a sudden. . . I looked up, and . . . [t]he thing started pealing in on itself. . . . I started running . . . and the whole time you’re hearing boom, boom, boom, boom, boom.[42]Reports from Hess and Jennings from Inside WTC 7: Besides ignoring these and other reports of explosions made by people outside Building 7, NIST distorted the testimony of two highly credible men who were inside: Michael Hess, who was New York City’s corporation counsel, and Barry Jennings, the deputy director of the Emergency Services Department of the New York City Housing Authority.Immediately after the North Tower was struck that morning, both men followed the instruction that, whenever there was an emergency, they were to meet Major Giuliani at his Emergency Management Center on the 23rd floor of Building 7. The North Tower was struck at 8:46, so they would have arrived at about 9:00. They found, however, that everyone had left. Calling to find out what they should do, Jennings was told to get out of the building immediately. So, finding that the elevator would not work (the electricity had evidently been knocked out at 9:03 by the airplane strike on the South Tower), they started running down the stairs. But when they got to the 6th floor, there was a huge explosion, which blew the landing out from under them and blocked their path. They went back up to the 8th floor, broke a window, and signaled for help.Firemen came to rescue them, Jennings said, but then ran away. Coming back after a while, the firemen again started to rescue them, but then ran away again. They had to run away the first time, Jennings explained, because of the collapse of the South Tower, which occurred at 9:59, and the second time because of the North Tower collapse, which occurred at 10:28. On that basis, Jennings told Dylan Avery in an interview in 2007, he knew that, when that big explosion occurred, both buildings were still standing.Finally, when the firemen returned after the second tower collapsed, Hess and Jennings were rescued.

This must have been sometime between 11:00 and 11:30, because at 11:57, Hess gave an on-the-street interview several blocks away. Jennings also gave an on-the-street interview. Both men reported that they had been trapped for some time – Hess specified about an hour and a half.This story obviously was very threatening to NIST. It was going to claim that, when Building 7 came down at 5:21 that afternoon, it did so solely because of fires. There were no explosives to help things along.But here were two city officials reporting that a big explosion had gone off pretty early in the morning, evidently before 9:30. In his interview for Dylan Avery, moreover, Jennings said that the big explosion that trapped them was simply the first of many. He also said that when the firefighter took them down to the lobby, he saw that it had been totally destroyed – it was, he said, total ruins, total ruins. Jennings also that, when he and the firefighter were walking through this lobby, they were stepping over people.[43]Jennings’s testimony contradicted the official story, according to which there were no explosions in WTC 7 and no one was killed in this building. What would NIST do? NIST’s Treatment of the Hess-Jennings Testimony: NIST simply ignored Jennings’ report about the lobby and, with regard to the time that Hess and Jennings got trapped, followed the line that had taken by Rudy Giuliani in a 2002 book, according to which the event that Hess and Jennings took to be an explosion within WTC 7 was simply the impact of debris from the collapse of the North Tower.But that collapse did not occur until 10:28, whereas the event described by Hess and Jennings had occurred at least an hour earlier.Also, Jennings said that the South Tower as well as the North Tower was still standing when the event he called an explosion occurred, and that is surely what he told NIST when it interviewed him (as well as Hess) in the Spring of 2004.

Another problem was that Hess had said that they had been trapped for about an hour and a half.If the event that trapped them did not happen until almost 10:30, as NIST claims, then they would not have been rescued before noon. And sure enough, in an Interim Report on WTC 7 put out by NIST in 2004, it claimed that Hess and Jennings had been rescued[a]t 12:10 to 12:15 PM.But that is clearly false, given the fact that Hess was being interviewed several blocks away before noon. [44]NIST would, of course, deny that it had distorted Jennings’ testimony. But when we sent a Freedom of Information Act request to NIST to obtain a copy of the Hess and Jennings interviews, NIST declined on the basis of a provision allowing for exemption from FOIA disclosure if the information is not directly related to the building failure. [45] NIST thereby suggested that a report of a massive explosion within the building would be irrelevant to determining the cause of its failure. Using such an obviously phony reason seemed to be NIST’s way of saying: There’s no way we’re going to release those interviews.The BBC Helps Out: In any case NIST’s attempt to neutralize the testimony of Barry Jennings was aided by the BBC, which interviewed Jennings and then, obviously, changed the timeline, so that the narrator, with her reassuring voice, could say:At 10:28, the North Tower collapses. . . . This time, Tower 7 takes a direct hit from the collapsing building. . . . Early evidence of explosives were just debris from a falling skyscraper.[46]Mike Rudin, who produced this BBC program, recently telephoned me to discuss the possibility of interviewing me about my little book, Osama bin Laden: Dead or Alive? [47] I told him that I had a book coming out shortly about WTC 7 and that, after seeing it, he probably would not want to interview me. When he asked why, I said because I pointed out that he had obviously distorted the timeline of Jennings’s account. When he denied this, I said, OK, show me the uncut, unedited interview. If this interview had showed that Rudin had not distorted the timeline, I would have told the world. Rudin, however, declined to allow me to see the unedited interview. [48]This BBC program had appeared in July of 2008. The first version of NIST’s final report – its Draft for Public Comment – was to be released at a press briefing on August 21, at which time Sunder would announce that the mystery of the collapse of WTC 7 had been solved.

The Death of Barry Jennings: Two days prior to that, Barry Jennings died – and died very mysteriously. No one has been willing to provide any information as to how or why this 53-year-old man had died. Dylan Avery, trying to find out something, hired a private investigator – reputed to be one of the best in the state of New York – to find out what she could. He used his credit card to pay her a considerable fee. Within 24 hours, however, Avery received a message from her, saying:Due to some of the information I have uncovered, I have determined that this is a job for the police. I have refunded your credit card. Please do not contact me again about this individual.This is not the response one would expect, Avery observed, if she had merely found that Jennings had passed away innocently in a hospital.[49] The dedication page on my book says: To the memory of Barry Jennings, whose truth-telling may have cost him his life.Be that as it may, his death was very convenient for NIST, which now did not need to fear that Jennings might hold his own press conference to say that NIST had lied about his testimony.The BBC Helps Out Again: The death of Jennings was also convenient for the BBC, which could now put out a second version of its program on WTC 7, this time including Michael Hess.In the first version, the BBC had pretended that Jennings had been in the building all by himself. Even though Jennings would say, We did this, and then We did that,the BBC spoke only of Jennings, never mentioning the fact that Hess was with him.But in the new version, which was aired at the end of October 2008, Hess was the star. While admitting that, back on 9/11, he had assumed that there had been an explosion in the basement,he said: I know now this was caused by the northern half of Number 1 [the North Tower] falling on the southern half of our building,exactly what Giuliani had said in his book. It is no surprise that Hess supported Giuliani’s account, given the fact that since 2002 Hess has been Giuliani’s business partner.

In spite of the fact that Hess could in no way be considered an impartial witness, Mike Rudin portrayed him as such. On his BBC blog, Rudin said that some self-styled truthers had charged that the BBC, in presenting Barry Jennings’ testimony, had misrepresented the chronology.But, Rudin said triumphantly, Michael Hess,In his first interview since 9/11 . . . confirms our timeline.But Hess’s account could be said to confirm the BBC timeline only if it were a credible account. In my book, however, I show that it is riddled with problems, so that anyone can easily see that he was lying. [50]

2. NIST’s Own Theory of WTC 7’s Collapse

Thus far, I have spoken about the first half of my book, which deals with NIST’s negative claim, namely, that it had found no evidence that explosives were used to bring down WTC 7. NIST could make this argument, I have pointed out, only by committing two kinds of scientific fraud: Ignoring relevant evidence and falsifying evidence – in this case, the testimony of Barry Jennings.The second half of my book deals with NIST’s own theory as to how fire brought the building down. To develop such a theory, NIST had to falsify and fabricate data on a possibly unprecedented scale. And yet, after all of that, it had to violate one of the basic principles of science: Thou shalt not affirm miracles.You perhaps know the cartoon about this. A physics professor has filled several boards with mathematical equations, at the bottom of which we read: Then a miracle happens.In science, you cannot appeal to miracles, whether explicitly, or only implicitly – by implying that some basic principle of physics has been violated. And yet that is what NIST does.

Fabrication of Evidence

But before describing its miracle story, I will point out three especially obvious examples of scientific fraud committed by NIST before it resorted to this desperate expedient. These examples all involve fabrication.No Girder Shear Studs: NIST’s explanation as to how fire caused Building 7 to collapse starts with thermal expansion, meaning that the fire heated up the steel, thereby causing it to expand.
A steel beam on the 13th floor, NIST claims, caused a steel girder attached to Column 79 to break loose. Having lost its support, Column 79 failed, and this failure started a chain reaction, in which all 82 of the building’s steel columns failed. [51]Without getting into the question of whether this is even remotely plausible, let us just focus on the question: Why did that girder fail? It failed, NIST said, because it was not connected to the floor slab with sheer studs. NIST wrote:

In WTC 7, no studs were installed on the girders.

Floor beams . . . had shear studs, but the girders that supported the floor beams did not have shear studs.This point was crucial to NIST’s answer to a commonly asked question: Why did fire cause WTC 7 to collapse, when fire had never before brought down steel-framed high-rise buildings, some of which had had much bigger and longer-lasting fires? NIST’s answer was: differences in design.One of those crucial differences, NIST stated repeatedly, was the absence of [girder] shear studs that would have provided lateral restraint.But this was a fabrication on NIST’s part. How can we know this? All we need to do is to look at NIST’s Interim Report on WTC 7, which it had published back in 2004, before it had developed its theory of girder failure.This report stated that girders as well as the beams had been attached to the floor by means of shear studs. [52]We have here as clear a case of fabrication as one will see, with NIST simply making up a fact in order to meet the needs of its new theory.The Raging Fire on Floor 12 at 5:00 PM: NIST also contradicted its interim report in telling a lie about the fire in the building. NIST claims that there were very big, very hot fires covering much of the north face of the 12th floor at 5:00 PM. This claim is essential to NIST’s explanation as to why the building collapsed 21 minutes later. However, if you look back at NIST’s interim report, published before it had developed its theory, you will find this statement:

Around 4:45 PM, a photograph showed fires on Floors 7, 8, 9, and 11 near the middle of the north face; Floor 12 was burned out by this time.Other photographs even show that the 12th floor fire had virtually burned out by 4:00. And yet NIST now claims that fires were still going strong at 5:00 PM. [53] We have here another clear case of fabrication.Shear Stud Failure: A third case of fabrication involves shear studs again – this time the shear studs that connected to the steel beams to the floor slab.NIST claims that, due to the failure of that crucial girder discussed earlier, the floor beams were able to expand without constraint. But each of these beams was connected to the floor slab by 28 high-strength shear studs. These studs should have provided plenty of restraint.They would have, except for the fact, NIST tells us, that they all broke.Why did they break? Because of what NIST calls differential thermal expansion,which is simply a technical way of saying that, in response to the heat from the fires, the steel beams expanded more than the floor slabs did.But why would that have been the case? Steel and concrete have virtually the same coefficient of thermal expansion, meaning that they expand virtually the same amount in response to heat. If that were not the case, reinforced concrete – that is, concrete reinforced with steel – would break up when the weather got very hot or very cold. NIST itself points out that steel and concrete have similar coefficients of thermal expansion.So why does NIST claim that the shear studs broke because of differential thermal expansion? To understand this point, you need to understand that NIST’s theory is an almost totally computer-based theory. NIST fed various variables into a computer program, which then supposedly told it how WTC 7 would have reacted to its fires. So, what did NIST feed into its computer that caused it to say that the steel would have expanded so much more than the concrete slab that all of the shear studs would have broken? The answer is given in this bland statement:

No thermal expansion or material degradation was considered for the concrete slab, as the slab was not heated in this analysis.When I first read this statement, I had to rub my eyes. Surely, I thought, I have mis-read the statement, because a few pages earlier, NIST had said: differential thermal expansion occurred between the steel floor beams and concrete slab when the composite floor was subjected to fire. The composite floor,by definition, is the steel beams made composite with the floor slab by means of the shear studs. So NIST had clearly said, in stating that the composite floor had been subjected to fire, that both the steel beams and the concrete slab had been heated.But then in the eye-rubbing passage, NIST said: When doing its computer simulation, it told the computer that only the steel beams had been heated; the concrete floor slab was not.[54]So of course the steel beams would have expanded, while the floor slabs stayed stationary, thereby causing the sheer studs to break, after which the steel beams could expand like crazy and bump into Column 79, which then causes the whole building to come down.A comic book version of the official story of 9/11 has been published. [55] This was an exercise in redundancy, because the official reports already are the comic book version of what happened on 9/11. In any case, I come now to NIST’s miracle.

NIST’s Miracle

Members of the 9/11 Truth Movement had almost from the first been pointing out that WTC 7 came down at the same rate as a free-falling object, at least virtually so.
NIST’S Denial of Free Fall: In NIST’s Draft for Public Comment, it denied this, saying that the time for the upper 18 floors to collapse was approximately 40 percent longer than the computed free fall time and was consistent with physical principles.Implicit in this statement is that any assertion that the building did come down in free fall would not be consistent with physical principles – that is, the principles of physics.

Explaining why not, Shyam Sunder said at a technical briefing:[A] free fall time would be [the fall time of] an object that has no structural components below it. . . . [T]he . . . time that it took . . . for those 17 floors to disappear [was roughly 40 percent [longer than free fall]. And that is not at all unusual, because there was structural resistance that was provided in this particular case. And you had a sequence of structural failures that had to take place. Everything was not instantaneous.Chandler’s Challenge: However, high-school physics teacher David Chandler challenged Sunder’s denial at this briefing, pointing that Sunder’s 40 percent claim contradicts a publicly visible, easily measurable quantity.The following week, Chandler placed a video on the Internet showing that, by measuring this publicly visible quantity, anyone knowing elementary physics could see that for about two and a half seconds. . . , the acceleration of the building is indistinguishable from freefall.Finally, Chandler wrote a comment to NIST, saying: Acknowledgment of and accounting for an extended period of free fall in the collapse of WTC 7 must be a priority if the NIST is to be taken seriously.NIST Admits Free Fall: Amazingly, NIST did acknowledge free fall in its final report. It tried to disguise it, but the admission is there on page 607. Dividing the building’s descent into three stages, it describes the second phase as a freefall descent over approximately eight stories at gravitational acceleration for approximately 2.25 s[econds].Gravitational acceleration is a synonym for free fall acceleration.So, after presenting 606 pages of descriptions, testimonies, photographs, graphs, analyses, explanations, and mathematical formulae, NIST on page 607 says, in effect: Then a miracle happens.Why this would be a miracle was explained by Chandler, who said: Free fall can only be achieved if there is zero resistance to the motion.The implication of Chandler’s remark is that, by the principles of physics, the upper portion of Building 7 could have come down in free fall only if something had removed all the steel and concrete in the lower part of the building, which would have otherwise provided resistance, and only explosives of some sort could have removed them.

If they had not been removed and the upper floors had come down in free fall anyway, even for only a second or two, a miracle would have happened.That was what Sunder himself had explained the previous August, saying that a free-falling object would be one that has no structural components below it to offer resistance. Having stated in August that free fall could not have happened, NIST also stated that it did not happen, saying: WTC 7 did not enter free fall.But then in November, while still defending the same theory, which rules out explosives and thereby rules out free fall, NIST admitted that, as an empirical fact, free fall happened. For a period of 2 and a fourth seconds, NIST admitted, the descent of WTC 7 was characterized by gravitational acceleration (free fall).Knowing that it had thereby affirmed a miracle, meaning a violation of a law of physics, NIST no longer claimed that its analysis was consistent with the physical principles. In its Draft put out in August, NIST had repeatedly said that its analysis of the collapse was consistent with physical principles.One encountered this phrase time and time again. In its final report, however, this phrase is no more to be found.NIST thereby admitted, for those with eyes to see, that its report on WTC 7, by admitting free fall while continuing to deny that explosives were used, is not consistent with the principles of physics. [56]And yet the mainstream press will not report this admission. So the press continues to support the notion that anyone who questions the official reports on 9/11 is unfit for public service. [57]

Conclusion

The 9/11 Truth Movement has long considered the collapse of Building 7 to be the Achilles’ heel of the official story about 9/11 – the part of this story that, by being most vulnerable, could be used to bring down the whole body of lies.My latest book, The Mysterious Collapse of World Trade Center 7: Why the Final Official Report about 9/11 Is Unscientific and False, shows that the official account of this building is indeed extremely vulnerable to critique – so vulnerable that, to see the falsity of this account, you need only to read NIST’s attempt to defend it, noting the obvious lies in NIST’s report and its violations of basic principles of physics.

I hope that my book will indeed help bring down that body of lies that some of us call the Bush-Cheney conspiracy theory, according to which al-Qaeda hijackers, by flying planes into two buildings of the World Trade Center, brought down three of them – an obviously false conspiracy theory that is still being used, among other things, to kill women, children, and other innocent people in Afghanistan and Pakistan.

I am referring to the fact that Van Jones, who had been an Obama administration advisor on green jobs, felt compelled to resign due to the uproar evoked by the revelation that he had signed a petition questioning the official account of 9/11.
