Ron Paul on HR 1207: We’ve had a major victory, but there’s still a lot of work to do. By tmartin • June 12, 2009

Ron Paul: I’d like to give you an update on 1207. This week we went over the number 218, which means that the majority of the members of the House of Representatives have signed on as co-sponsors. As a matter of fact, we’re up to 226 co-sponsors of the bill and this means that the momentum is picking up. It would be nice someday to see 290, which would mean that it could be passed even under suspension. We still have a long way to go, but this is really a very important event, an important number. We also have to remember that we should push S 604, the Senate bill, which is the same bill and there’s not nearly as many co-sponsors over there, but eventually the Senate would have to act on this bill. But we also have the strong support of Dennis Kucinich. As a matter of fact, he came on and symbolically became the 218th member to co-sponsor our legislation, but I also have co-sponsored his legislation, which is HR 2424. As a matter of fact, he has passed that in the committee that he’s on, the Government Oversight Committee, and that now will be acted on one way or the other.Now, his bill is a little bit different. What it does, it provides access from Congress and the GAO to look at the papers in the Federal Reserve dealing with the lending facilities that were all devised here in this past year and that is very important and I have, like I said, been a co-sponsor of that.

But his bill now has… several things could happen and that could be brought directly to the floor or it could go to the Banking Committee. As a matter of fact, I think Chairman Frank is asking to take a look at that bill and that’s not all bad, but it does lend itself to some confusion. But if it comes to the Banking Committee, then I might then have the opportunity to take 1207 and attach it to what Mr. Kucinich has done and that would be fine. His bill doesn’t cancel my efforts out and my bill doesn’t cancel his efforts out.But 1207 is much broader, Dennis’ bill has a sunset provision. After five years, it is sunsetted. That’s not all bad, but it’s not as good as what we’d want. What 1207 does, it’s an overall audit of everything the Fed does and there’s no sunsetting on it and calls for a full audit. So it’s a different approach and 1207 is much thorough and, of course, we want to make sure that the bill in the Senate gets momentum as well. So we are now looking forward to some very positive things happening, but we also have to remember, there’s nothing automatic about this. I think when push comes to shove, the authorities who will be under the gun if we ever get the Fed exposed are going to come down real hard and they’re going to be talking to the leaders of both parties on all the bad things that could happen if they ever found out what was going on.But, you know, in a way, I don’t lie awake at night worrying about this because I think we’ve had a major victory. We’ve had a moral victory and we’ve had a political victory. We may well end up with a legislative victory, but just think, even if they close us out and they don’t allow this bill to be passed, it will prove our point. It will prove our point that there’s a lot of shenanigans going on in the Federal Reserve that deserve attention and so the fact that so many people have joined in on this effort around the country as well as the members of Congress, it is, to me, a major victory and we have to continue this momentum.

But we have to look at all the options. The legislative process is not going to end in a week or even a month. It may take a while. When it gets to the Banking Committee, Chairman Frank might decide to extract this portion of the auditing procedure and put it into a banking bill and that might become more confusing. And there will be efforts, of course, to water the bill down and I have to watch out for that because the temptation will be to allow the bill to go through, but strike a few clauses or put a phrase in there that really guts the bill. That’s essentially what happened in 1978 when the audit bill was passed. They said, Sure. You can audit the Federal Reserve now, except for…and they listed all the exclusions and made the audit bill in 1978 worthless and we need to correct that. It’s a tremendous opportunity right now for us to find out more about the Federal Reserve, rein in the Federal Reserve, and in time, we can talk about why we don’t need the Federal Reserve and why we need a constitutional system of money which, of course, is not paper money and it can’t be run and managed by a Central bank.But overall, there’s every reason to be excited about what has happened and that we making great progress here in the Congress and around the country for monetary reform.

Drilling might be culprit behind Texas earthquakes By JEFF CARLTON, Associated Press Writer – Sat Jun 13, 12:02 pm ET

CLEBURNE, Texas – The earth moved here on June 2. It was the first recorded earthquake in this Texas town's 140-year history — but not the last.There have been four small earthquakes since, none with a magnitude greater than 2.8. The most recent ones came Tuesday night, just as the City Council was meeting in an emergency session to discuss what to do about the ground moving.The council's solution was to hire a geology consultant to try to answer the question on everyone's mind: Is natural gas drilling — which began in earnest here in 2001 and has brought great prosperity to Cleburne and other towns across North Texas — causing the quakes? I think John Q. Public thinks there is a correlation with drilling, Mayor Ted Reynolds said.We haven't had a quake in recorded history, and all the sudden you drill and there are earthquakes.At issue is a drilling practice called fracking, in which water is injected into the ground at high pressure to fracture the layers of shale and release natural gas trapped in the rock.

There is no consensus among scientists about whether the practice is contributing to the quakes. But such seismic activity was once rare in Texas and seems to be increasing lately, lending support to the theory that drilling is having a destabilizing effect.On May 16, three small quakes shook Bedford, a suburb of Dallas and Fort Worth. Two small earthquakes hit nearby Grand Prairie and Irving on Oct. 31, and again on Nov. 1.The towns sit upon the Barnett Shale, a geologic formation that is perhaps the nation's richest natural gas field. The area is estimated to have 30 trillion cubic feet of recoverable gas and provides about 7 percent of the country's supply.The drilling's economic impact has been significant, because gas companies pay signing bonuses and royalties to property owners for the right to drill beneath their land. Signing bonuses climbed to around $25,000 an acre at the boom's peak.Cleburne agreed to lease the mineral rights in the earliest stages of the frenzy, receiving a modest $55 an acre for 3,500 acres of city land. There are about 200 drilling sites in Cleburne, and it is not unusual to see cattle chewing grass in the shadow of gas pipes.Cleburne has collected between $20 million and $25 million in royalties since 2001, about $6 million in 2008 alone, Reynolds said. Such riches have allowed the building of parks and sports complexes in the city of 30,000, about 30 miles south of Fort Worth.That's a lot of libraries and police cars, the mayor said proudly.It's enabled us to escape the worst part of the recession, enables us to keep tax rates low and lowered unemployment.Landowners are also getting theirs. Locals call it mailbox money, occasional royalty checks that arrive from the gas companies. The mayor, a contractor who owns three quarters of an acre, said his most recent check, for three months' worth of royalties, was nearly $850.

It's better than a poke in the eye,he said.

Although many residents never felt the quakes, those who did have described them in different ways. When the first few hit, some ran outside to see if a house had exploded. The city manager said he thought his wife was closing the garage door. Picture frames and windows rattled.None of the quakes caused any damage or injuries, though city officials said they are keeping a close eye on the earthen dam at Lake Pat Cleburne.There seems to be little fear around town of any catastrophic damage, but the ground shaking is unnerving nonetheless. Townspeople want to find out at least what is causing it, even if it is unclear whether anything can be done about it.

The gas is extracted through a process known as horizontal drilling. A company will drill roughly 5,000 feet to 7,000 feet down and then go horizontally for as much as 4,000 feet or so. Then the fracking begins. A spokeswoman for Chesapeake Energy, which owns most of the mineral rights leases in the Cleburne area, said the company is eager to get to the facts and is working with the government and local researchers to determine whether there is a link. Drilling has occurred for more than a hundred years,Julie Wilson said in an e-mail.Tens of thousands of wells have been drilled with no nearby earthquakes at all; hundreds of earthquakes have occurred with no drilling nearby.Cliff Frohlich, a scientist at the University of Texas and author of Texas Earthquakes, said he believes more than 20 Texas earthquakes in the past 100 years are related to drilling for petroleum and gas. But he added: I would be surprised if a seriously damaging earthquake came out of this.John Breyer, a petroleum geologist and professor at Texas Christian University, said drilling is absolutely not causing the earthquakes. It's like the Great Wall of China, he said. If you pull a brick out of the wall every half-mile, you are not going to affect the stability of the structure. The mayor said he is open to any answer the city's geologist brings him.We are going to find out what's causing them and if it is something that we can deal with, I promise we will deal with it,Reynolds said.But it's like the dog that chases the car and catches the car: I don't know what you do then.

Strong 6.3-magnitude quake shakes Vanuatu: USGS Fri Jun 12, 8:27 am ET

SYDNEY (AFP) – A strong 6.3-magnitude quake shook Vanuatu in the South Pacific Friday, the US Geological Survey said.The quake struck at a depth of 53 kilometres (33 miles) about 62 kilometres west-northwest of the capital Port-Vila at 8:44 pm (0944 GMT), it said.The Pacific Tsunami Warning Centre in Hawaii did not issue any warning related to the quake.Vanuatu sits on the so-called Pacific Rim of Fire, where the meeting of continental plates causes high volcanic and seismic activity.

Typhoons trigger earthquakes on Taiwan: scientists Wed Jun 10, 2:14 pm ET

PARIS (AFP) – Surprised scientists say that typhoons which hit Taiwan unleash long, slow earthquakes, a phenomenon that may save the island from devastating temblors.

Seismologists installed movement sensors in boreholes at depths of 200-270 metres (650-870 feet) in eastern Taiwan, monitoring a spot where two mighty plates, the Philippine Sea Plate and the Eurasian plate, bump and jostle in an oblique, dipping fault.Over five years, researchers saw a remarkable link between tropical storms and slow earthquakes, a seismic beast first identified three decades ago.Slow quakes entail a slippage in the fault that unfolds progressively over hours or days, rather than a sudden, violent release of the kind that destroys buildings and lives.The sensors noted 20 such slow earthquakes, 11 of which coincided with typhoons, during the study period.The 11 quakes were all stronger and characterised by more complex seismic waveforms than other slow events.These data are unequivocal in identifying typhoons as triggers of these slow quakes. The probability that they coincide by chance is vanishingly small,said co-author Alan Linde of the Carnegie Institution for Science in the United States.A typhoon causes a fall in atmospheric pressure -- and the researchers suggest that this in turn reduces pressure on the land over the fault.

As a result, one side of the fault lifts slightly, causing the pressure that has been building up inside to be released.This fault [in Taiwan] experiences more or less constant strain and stress buildup,Linde said in a press release.If it's close to failure, the small perturbation due to the low pressure of the typhoon can push it over the failure limit.If there is no typhoon, stress will continue to accumulate until it fails without the need for a trigger.The typhoon does not work as a seismic trigger on faults that lie on the seabed because water moves into the area, dampening out any difference in pressure, they theorise.Often considered a curse, typhoons -- for Taiwan -- could in fact could be a blessing.A storm could act as a pressure valve, preventing strain from building up to the point where the fault ruptures devastatingly.The Nankai Trough, in southwestern Japan, also lies on the convergence of the Philippine Sea and Eurasian plates.The plates are converging at about four centimetres (2.5 inches) per year, which is about half that of the activity in Taiwan.

In theory, Taiwan should be more vulnerable than the Nankai Trough because of the greater slippage, but the record shows that it has had no great earthquakes and relatively few large quakes, said Linde. By comparision, the Nankai Trough is capable of unleashing a true monster, a magnitude-8 earthquake, every 100 to 150 years. The paper, published in the British journal Nature, is led by Chiching Liu of the Institute for Earth Sciences at Academic Sinica, Taipei.

Texas storms flood, cancel flights, shut off power Fri Jun 12, 12:28 am ET

DALLAS – A series of powerful storms packing heavy rains and frequent lightning strikes grounded dozens of flights, left hundreds of thousands without power and caused widespread damage across portions of Texas on Thursday.No deaths or injuries were reported from the storms that began whipping the Dallas-Fort Worth area Wednesday night with winds up to 70 mph. By the time the storms cleared the city, some areas of Dallas got more than 8 inches of rain.More than 180,000 homes and businesses were without power Thursday night, said Megan Wright, a spokeswoman for Oncor Electric Delivery.More than 400 flights were canceled Thursday at Dallas-Fort Worth International Airport before they resumed operating later in the day. Ground workers were brought in from outside part of the day because of lightning in the area, said airport spokesman David Magana.Southwest Airlines, which flies out of Dallas Love Field, canceled 21 flights Thursday because of the weather — 15 of those were in Dallas. Another 13 planes were diverted in the height of the morning's storms and dozens of flights were delayed across the country, company spokesman Brad Hawkins said.They expected the storms to develop and move through, then they just parked, he said.That's what threw everything for a loop.Dallas workers were trying to repair a pump that moves groundwater from a west Dallas neighborhood into the Trinity River after the pump was struck by lightning. Another pump was still working. city spokeswoman Danielle McClelland said.We just hope this rain holds off so we can get this one pump fixed. We're in a wait and see mode,McClelland said.

The marina at Eagle Mountain Lake in Fort Worth sustained millions of dollars worth of damage and was closed. The storms damaged the marina's roof, smashed docks and turned boats upside down, the Fort Worth Star-Telegram reported.Michelle Levitsky, of Frisco, just north of Dallas, says the winds bewildered her farm animals.When the storm hit, they started running around, running into each other. The goats were being knocked over and tumbling. The chickens — we had their wings clipped — they were in the air, just being picked up by the wind,she told KDFW-TV of Dallas and Fort Worth. She said all survived.A second wave of severe weather took aim on Central Texas late Thursday, downing trees and power lines in Burnet County and forcing authorities in Williamson County to reroute 911 calls.

Lack of funding stymies Iowa city's flood recovery By Ryan Schlader – Sat Jun 13, 9:36 am ET

CEDAR RAPIDS, Iowa (Reuters) – Amanda Brandt is frustrated at what she sees as unmet promises to help her and her Iowa neighbors rebuild homes ruined by rain-swollen rivers that spilled over their banks one year ago.The city is lacking some leadership and direction, Brandt said.It seems every time we are told an important date is coming up, it gets pushed back.Thousands of flood-damaged homes lie vacant in the core of Cedar Rapids, a city of 120,000 hard hit by June 2008 flooding that inundated towns and farms across the Midwestern United States.Are we satisfied with that progress? No, clearly not, Cedar Rapids City Manager Jim Prosser said.A lot of people whose lives aren't even close to being whole yet have a lot of unanswered questions, bills to pay, and don't have the resources to recover.Cedar Rapids' struggles echo recovery efforts in New Orleans and the Gulf Coast, flooded after Hurricane Katrina nearly four years ago, and in Galveston, Texas, following Hurricane Ike in September.

Brandt, who has moved into a different home but bears the costs of her ruined old one, said officials make promises but no one takes responsibility when funding only trickles in.More than 10 square miles (26 sq km) containing 5,400 homes and 700 businesses were flooded by the Cedar River, which winds through the city. The muddy waters inundated the headquarters of the fire and police departments, city hall, the courthouse and the main library.City officials said they have received a small fraction of the estimated $5.7 billion needed to rebuild.An announcement earlier this month of a $517 million grant from the U.S. Department of Housing and Urban Development to help flood victims only triggered fresh doubts.Thousands of residents are in limbo without knowing whether or when they would get the money to rebuild.We were told that buyout funds would arrive in June, then we are told it would be this fall. Once the money comes, it may not be distributed to flooded homeowners until two-and-a-half years after the flood. To me, that is unacceptable,Brandt said.

Prosser said no one intended to mislead the public.

I think we've been careful not to over-promise because we realize that good intentions from the federal government and even from the state doesn't translate into getting the cash in hand,he said.Iowa Governor Chet Culver has said he will ask the federal government to speed up aid.

TREMENDOUS FRUSTRATION

Many displaced families are living with friends, family or in rental apartments. Nearly 270 families live in trailers provided by the Federal Emergency Management Agency.Some 1,300 property owners in neighborhoods that resemble war zones have asked the government to buy them out, but the city cannot act until funding arrives.There's a tremendous amount of frustration, said Jim Ernst, an official with the city's housing task force. If this was a foreign country, we would send billions of dollars without the red tape,said Frank King, president of a neighborhood association. We need more money, we need it quicker, and we need it in more flexible programs, said Doug Neumann, head of a Cedar Rapids business group. In the immediate aftermath of the flooding, residents heaped praise on the government response, but Neumann said government programs were inadequate for the rebuilding phase. Even so, three-quarters of downtown business closed by the flood have reopened, he said. Baxter in full production of swine flu vaccine Sat Jun 13, 1:34 pm ET

DEERFIELD, Ill. – Specialty drug maker Baxter International Inc. says it's in full scale production of a swine flu vaccine that will be commercially available in July.

The company based in Deerfield, Ill., made its announcement Friday, a day after the World Health Organization declared swine flu a global pandemic.Baxter has said that its patented technology cuts in half the usual time it takes to develop a vaccine — to about 13 weeks instead of 26.The U.S. Centers for Disease Control and Prevention reports 45 swine flu deaths nationwide.

NASA scrubs Saturday morning space shuttle launch By MARCIA DUNN, AP Aerospace Writer – Sat Jun 13, 10:09 am ET

CAPE CANAVERAL, Fla. – A potentially dangerous hydrogen gas leak cropped up during the fueling of space shuttle Endeavour on Saturday and forced NASA to postpone the launch by at least four days.It was almost identical to a leak that stalled another flight back in March and threatened to bump Endeavour's space station construction mission all the way into July.NASA halted the countdown shortly after midnight, less than seven hours before Endeavour was due to blast off. The seven astronauts had yet to suit up.Launch director Mike Leinbach said the leak, located at a vent line hookup on the fuel tank, was significant. Hydrogen gas is extremely volatile and can burn in large enough quantities, he noted.There's no way we could have continued, Leinbach said at a hastily called news conference.It's a commodity you just don't mess with.

The hydrogen gas leak is similar to one that NASA faced while trying to launch Discovery three months ago. That flight was delayed four days because of the problem and shortened as well. Atlantis, however, encountered no such trouble during its countdown in May for the Hubble Space Telescope repair mission.NASA's launch team immediately began draining Endeavour's external fuel tank while trying to figure out what went wrong. In March, the leak occurred where a vent line hooks up to the tank. The hookup was replaced along with a couple of seals and the seepage stopped, but engineers never did determine the exact source of the trouble.Officials said workers wouldn't be able to get to the vent line on Endeavour's tank until Sunday.NASA is up against a tight deadline. A four-day delay would make Endeavour's next launch attempt Wednesday. But that's the day the space agency is supposed to launch a moon-bound spacecraft aboard an unmanned rocket.Mike Moses, chairman of the mission management team, said it was too soon to say which mission would take priority.We haven't even begun to work that yet,he said.In any event, if Endeavour isn't flying by next Saturday, it will have to wait until July 11 for the next launch attempt because of unfavorable sun angles that would make the shuttle too hot while docked at the international space station.During the 16-day mission, Endeavour and its crew are supposed to deliver the final segment of Japan's huge space station lab, along with some spare parts for the orbiting outpost and more than 600 pounds of food for the six men living there.

When Endeavour pulls up, there will be 13 people together in orbit for the first time.

Of the seven shuttle astronauts, only one is a woman, a Canadian. The rest of the crew are U.S. citizens. On board the space station, the crew is more international. The six occupants, all men, represent Belgium, Canada, Japan and Russia, as well as the United States.Endeavour and its crew will spend 11 1/2 days at the space station. Five spacewalks are planned.If Endeavour flies this month, its arrival will come at a particularly busy time for the space station. And Ahmadinejad, in a nationally televised victory speech, accused the foreign media of coverage that harms the Iranian people. There was more rioting at night and fires continued to burn on the streets of Tehran.Several hundred demonstrators — many wearing the trademark green colors of pro-reform candidate Mir Hossein Mousavi's campaign — chanted the government lied to the people and gathered near the Interior Ministry as the final count from Friday's presidential election was announced.It gave 62.6 percent of the vote to Ahmadinejad and 33.75 to Mousavi — a former prime minister who has become the hero of a youth-driven movement seeking greater liberties and a gentler face for Iran abroad.Iran's supreme leader, Ayatollah Ali Khamenei, closed the door on any chance he could use his limitless powers to intervene in the disputes from Friday's election. In a message on state TV, he urged the nation to unite behind Ahmadinejad, calling the result a divine assessment.Mousavi rejected the result as rigged and urged his supporters to resist a government of lies and dictatorship.I'm warning that I won't surrender to this manipulation,said a statement on Mousavi's Web site. U.S. Secretary of State Hillary Rodham Clinton said the U.S. hopes the outcome of the election reflects the genuine will and desire of the Iranian people. White House press secretary Robert Gibbs said the U.S. administration is paying close attention to reports of alleged election irregularities.At a joint appearance with Clinton, Canadian Foreign Affairs Minister Lawrence Cannon said his country was deeply concerned by reports of irregularities in the election.The clashes in central Tehran were the more serious disturbances in the capital since student-led protests in 1999. They showed the potential for the showdown to spill over into further violence and challenges to the Islamic establishment.The demonstrations began Saturday morning shortly before the government announced the final results.Protesters set fire to tires outside the Interior Ministry and anti-riot police fought back with clubs and smashed cars. Officers beat protesters with swift blows from their truncheons and kicks with their boots. There were also protests by Mousavi supporers in the southern city of Ahvaz in the oil-rich province of Khuzestan who shouted, Mousavi, take our votes back! witnesses said.It was not clear how many Iranians were even aware of Mousavi's claims of fraud. Communications disruptions began in the later hours of voting Friday — suggesting an information clampdown. State television and radio only broadcast the Interior Ministry's vote count and not Mousavi's midnight news conference. After night fell, Tehran's cell phone network appeared to be down. When users tried to call cell phones, a message appeared on their phones saying error in connection. There was no immediate comment from Iran's Telecommunications Ministry and it did not appear that cell phones were down throughout the country. Residents in several provinces say their service is working. Nationwide, the text messaging system remained down Saturday and pro-Mousavi Web sites were blocked or difficult to access. Text messaging is frequently used by many Iranians — especially young Mousavi supporters — to spread election news. It was also difficult to access social networking sites such as Facebook, which Mousavi's campaign used to galvanize supporters. Ahmadinejad called on the public to respect the vote and attacked the foreign media's coverage. Mousavi's campaign headquarters urged people to show restraint.

Interior Minister Sadeq Mahsouli, who supervised the elections and heads the nation's police forces, warned people not to join any unauthorized gatherings.The powerful Revolutionary Guard cautioned Wednesday it would crush any revolution against the Islamic regime by Mousavi's green movement.The Revolutionary Guard is directly under the control of the ruling clerics and has vast influence in every corner of the country through a network of volunteer militias. Police stormed the headquarters of Iran's largest reformist party and arrested several top reformist leaders, said political activists close to the party. There was no immediate confirmation from authorities of the raid on the party, the Islamic Iran Participation Front. The activists spoke on condition of anonymity because of the sensitivity of the situation.Even before the vote counting began, Mousavi declared himself definitely the winner based on all indications from all over Iran. He accused the government of manipulating the people's vote to keep Ahmadinejad in power and suggested the reformist camp would stand up to challenge the results. It is our duty to defend people's votes. There is no turning back,he said, alleging widespread irregularities.

Mousavi's backers were stunned at the Interior Ministry's claim that Ahmadinejad won after widespread predictions of a close race — or even a slight edge for the reformist candidate.Turnout was a record 85 percent of the 46.2 million eligible voters. SEOUL, South Korea – North Korea responded to new U.N. sanctions with more defiance, promising Saturday to step up its nuclear bomb-making program by enriching uranium and threatening war on any country that dares to stop its ships on the high seas.The North's threats were the first public acknowledgment that the reclusive communist nation has been running a secret uranium enrichment program. Suspicions of the program touched off the latest nuclear crisis in 2002.The country also vowed never to give up its nuclear ambitions as a way to protect its sovereignty amid signs of preparations for naming its ailing leader Kim Jong Il's youngest son, Jong Un, as his successor.Despite repeated assurances from Washington, North Korea has harbored deep-rooted suspicions that the U.S. could invade to topple its regime.It has become an absolutely impossible option for (North Korea) to even think about giving up its nuclear weapons,the North's Foreign Ministry said in a statement carried by the country's official Korean Central News Agency.North Korea also warned that any attempted blockade by the U.S. and its allies would be regarded as an act of war and met with a decisive military response.The new threats came in response to tough new sanctions imposed by the U.N. Security Council over the North's second nuclear test on May 25.The sanctions are aimed at depriving North Korea of the financing used to build its rogue nuclear program. LECCE, Italy (Reuters) – The world's rich nations, heartened by signs the credit crisis is easing, have started to consider how to unwind rescue steps for their economies once recovery is certain, their finance ministers said on Saturday.Meeting in southern Italy, the ministers described their economies in the most positive terms since the collapse of Lehman Brothers nine months ago ushered in the world's worst financial crisis since the Great Depression of the 1930s.The force of the economic storm is receding. There are encouraging signs of stabilization across many economies, said U.S. Treasury Secretary Timothy Geithner as finance ministers of the Group of Eight nations ended two-day talks.A surge in long-term government bond yields over the past several weeks shows financial markets fear huge sums of money poured into economies through drastic stimulus will ultimately fuel inflation and cripple state finances.But ministers clearly differed over how quickly the world should start rolling back huge state spending plans and hiking interest rates. Pressure has been building in the G8, particularly from fiscally conservative nations such as Germany and Canada, for plans to wind down stimulus as soon as it is no longer needed -- exit strategies that would prevent market interest rates from climbing high enough to threaten economic recovery.The communique stressed there would be no immediate end to stimulus, noting unemployment might continue rising even if production began picking up. While the economic outlook is improving, the situation remains uncertain,it said.Geithner indicated the United States was unlikely to tighten policy any time soon:It is too early to shift toward policy restraint.

Underlining the precariousness of any economic recovery, data released as the meeting began on Friday showed euro zone industrial production shrank by more than a fifth in April, dropping faster than markets had expected.The debate over stimulus is diplomatically sensitive because if some countries roll back their programmes earlier than others, they may be accused of not doing their fair share to ensure a global recovery.Russian finance minister Alexei Kudrin described the meeting as stormy, featuring heated debate on what stage of the crisis the world had reached.

BANK STRESS

The meeting appeared to make little progress on one tool for restoring confidence to the global financial system: stress tests to determine the financial strength of banks.Canadian Finance Minister Jim Flaherty called on Europe to conduct more such tests and to reveal the results, at least on a system-wide basis.But Europe's leading powers are divided on publishing results of their tests, which are run by different regulators using different methods, and there was no mention of stress tests in the G8communique.French Economy Minister Christine Lagarde said the Europeans would explain nicely to the Americans" that there would be no quick consensus on stress tests.

Speaking after the meeting, Flaherty said he had become much less frustrated at the Europeans' stance, but added that differences of opinion remained. As the economy improves, enthusiasm for international cooperation seems to abate faster than financial market tensions,Marco Annunziata, chief economist at UniCredit Group, said in a report on the meeting.

MARKETS

The communique identified volatile commodity prices as a major threat to economies; crude oil has jumped nearly 75 percent since the end of February, even though it remains about 50 percent down from last year's record peak. Ministers from both France and Italy blamed much of the volatility on speculators, in the same way that they blamed financial speculation last year for worsening the credit crisis. Speculation is coming back, a certain type of finance is raising its head again and doing the same not very nice things it was doing until last summer,Italian Economy Minister Giulio Tremonti told reporters. At the instigation of the Italians, the G8 ministers released a set of principles and standards for the conduct of business globally, calling for more information and protection for investors, tighter regulation, and a stronger sense of commercial ethics. VIENNA – If the unthinkable happened, would we be left on the day after, as radioactive dust settled, with the unknowable? If a terrorist nuclear bomb destroyed the heart of a great city, how would we know who did it, with what? Mideast fanatics with a device improvised from stolen uranium? A weapon smuggled in by a rogue regime? A hijacked U.S. bomb?

Where do you strike back? How do you head off another attack?

President Barack Obama calls nuclear terrorism the most immediate and extreme threat to global security.It's an unthinkable that's being thought about daily in classified corners of world capitals.But knowledgeable scientists and the investigators behind a new U.S. government report say the American nuclear establishment needs more specialists and more background data on possible bomb sources to do the detective job that awaits on that day after.I don't believe the intelligence community is ready for the challenge,said Rolf Mowatt-Larssen, who worked for years as a U.S. intelligence leader on weapons of mass destruction.The concerns are evident in the June 1 government report, an unclassified version of a classified assessment by the Government Accountability Office (GAO), and in an earlier study by major U.S. scientific organizations.They say an aging, shrinking corps of nuclear forensic experts and U.S. analytical facilities would be badly stretched if a city-leveling nuclear weapon or a dirty bomb spreading radioactivity was detonated in the United States.The scientists also said international databases cataloging characteristics of nuclear materials worldwide, essential for tracing clues in such an event, are currently not nearly extensive or usable enough.If you have the reference data, you can identify the origin. It's just like a fingerprint database,explained Richard Hoskins, a security expert at the International Atomic Energy Agency, in an interview at the IAEA's Vienna headquarters.

Hoskins keeps a global watch on nuclear smuggling. His IAEA database counts 1,646 incidents of trafficking, theft or loss of nuclear materials since 1995, including 18 involving plutonium or highly enriched uranium, nuclear bomb fuels.No case involved enough material to build a bomb, and Hoskins said his agency detects no strong evidence of a terrorist network, rather than opportunistic thieves, behind any incident. But they don't know what they don't know, he stressed.We know that the size of the problem — both successful and failed attempts — is probably substantially larger than the number we have,he said.And at least one terror group is known to aspire to nuclear status, noted another Vienna-based authority, Roger Howsley, head of the World Institute for Nuclear Security, a newly formed, U.S.-supported body to advise on safeguarding nuclear facilities.

Terrorists face daunting challenges in trying to steal a usable bomb, or build an effective model if they obtain bomb material, experts say.But even the minute chance that terrorists might have that ability changes the equation dramatically,Mowatt-Larssen, an ex-CIA official and former U.S. Energy Department intelligence chief, said at a recent Post-Nuclear Event discussion at Washington's Georgetown University.

To prevent equation-altering breakthroughs, nuclear forensics is deployed pre-detonation,to try to trace material seized from traffickers back to the source, to plug leaks at vulnerable nuclear facilities. With sophisticated equipment and training, chemists and physicists at U.S. national laboratories and elsewhere can learn much from analyzing a few grams of fissile material. For example: The ratio of isotopes in natural uranium — of U-238, U-235 and U-234 — varies from place to place and can tip investigators to where a sample of uranium was mined. Plutonium's isotopes vary according to the reactor that made it. Bomb-makers Russia, North Korea, Pakistan and Israel, for example, all have different kinds of plutonium-producing reactors.The grain size and shape of bomb material can pinpoint a manufacturing process.Even conventional forensic clues contaminating a site or sample — hair, fibers, soil — can help.

The results of atomic sleuthing can be astounding,Michael R. Carter, a security specialist at California's Lawrence Livermore National Laboratory, said at the Georgetown session. Without elaborating, he said U.S. analysts made definitive findings in the case of highly enriched uranium seized from smugglers in the ex-Soviet republic of Georgia in 2006, the most recent such weapons-grade case in Hoskins' files. The material is widely assumed to have come from Russia. But in many cases pinpoint results would be impossible, because of vast gaps in database information needed to trace fissile material.The problem is this kind of data is not shared regularly,said the IAEA's Laura Rockwood. Nuclear fuel manufacturers view it as proprietary information. Governments see national security risks in handing it over, particularly to share with states without nuclear weapons.Last year's U.S. scientists' report, by a task force of the American Association for the Advancement of Science and the American Physical Society, urged nuclear weapons states to cooperate more closely on an international database.Klaus Mayer, a nuclear forensic specialist with the European Commission, doesn't see that happening. There are so many sensitivities involved,he told The Associated Press by telephone while visiting Georgia. Instead, the Europeans see more promise in a decentralized system of shielded national databases, to be queried in emergencies. Like the U.S. scientists' report, the new GAO study said the diminishing ranks of veteran American forensic specialists — less than 50 — must be refilled with newly trained Ph.D. radiochemists and other specialists.

Because the U.S. last tested a nuclear bomb in 1992, few scientists remain at the national laboratories with hands-on experience in using radiochemistry techniques on debris from a nuclear event and analyzing the results,it said. The GAO said Defense, Homeland Security and other U.S. departments must better coordinate programs for producing new nuclear sleuths, and field analytical gear, to be deployed by hazmat-suited scientists at a scene of devastation, must be modernized. The relevant agencies either concurred in or had no comment on the GAO's recommendations. Whatever improvements are made, the assessment by a CSI: Nuclear team after an attack can never be cast with absolute certainty — even with a claim of responsibility — and will always take days or weeks to deliver to a president, say those who study the problem.Cristina Hansell, a scholar at California's Martin Center for Nonproliferation Studies, figures the Ph.D. detectives might finger an alleged culprit — a surreptitious North Korean bomb, a stolen Russian device, a Pakistani weapon in extremists' hands — with 65 to 70 percent likelihood.Are you going to bomb someone else on that basis? she wondered.Such questions will come into sharper focus later this year or early in 2010, when Obama plans a global summit on nuclear security, to better mobilize to face what he says will be a lasting threat in a terror-ridden world.
