In a series of pamphlets constructed in the latter days of the German occupation of the European continent for the Dutch De Baanbreker magazine (Pioneer Magazine), one of the founders of the European Parliament, H.R. Nord (nicknamed Mister Europe), wrote that all European countries should prepare to construct a European Federation as a first step in the direction of a world government. When by the end of 1944 it became clear that the Nazis were doomed in their conquest for complete domination, with two impatient superpowers waiting in the wings, Nord elaborated on this idea in a three-part series, explaining that steps toward a world government should be pursued to rid the world once and for all of future German aspirations for world domination. With remarkable foresight he describes the exact steps that would be taken in the decades to come. In his first article, For a Federal Europe, Nord states right out of the gates that:The problem of a New World Order is now more acute than ever. Now the war is ended, and simultaneously the prime stimulant of cooperation between the superpowers, it is of the greatest importance people realise what is required of us if we are to regain peace: an effort no smaller than the one which led to the defeat of the enemy.According to Nord though, the recently created United Nations was too soft to lead this effort. Referring to the Charter of the United Nations, agreed upon by the first member-states in the months after the war, he criticizes its main principle of sovereign equality of states with the argument that sovereignty is what got them into this mess in the first place.They have not dared to state that it was exactly this sovereign equality that constituted the greatest obstacle on the road to a better order of states.

Nord therefore advocates doing away with sovereignty of nation states altogether and replacing it with a grand federation that can decide the fate of member-states with perfect impunity. He makes his case for a federation as opposed to a league of nations, which was in place during the rise of Hitler but had not been able to keep him from his tyrannical trajectory. Nord also makes clear that he is certainly not the first to advocate such a European federation. In the last 30 years, propaganda has been made for this idea of a federation, especially for a European federation, from many different sides. One has to keep in mind though, that a federation is not an objective in itself; it is rather a means to a particular end.According to mister Europe, this end is beyond debate: A federation that will eventually include all nations of the world. It is clear that such an ideal will only be realised in the very long term; but there is every reason to proceed with the first step as soon as possible. And where can this first step better be taken than in Europe.In the second part of his trilogy, Federal Union and Resistance Movement, Nord explains that the idea of one European bloc was widespread during the darkest years of Hitler’s reign, especially in underground literature put out by several resistance movements throughout occupied Europe. A European Federation, writes Nord, must be based on the principles of the Atlantic Charter: an allied plan for the world after the foul dragon was slain. But he also writes, that these principles cannot be accomplished unless the different nations are prepared to surrender the dogma of absolute state sovereignty to unite within a federal organisation. The current lack of unity and coherence between the different parts of the world makes it impossible to try for a world federation.In order for this European Federation to adequately function, Nord makes it perfectly clear that nations should definitively surrender their sovereign rights to the federation regarding defence, foreign policy, international finance and exchange. He also writes that No national defence will be allowed.

The author points out that his ideas are certainly not his to take credit for. He makes clear that the plan for this future federation was already outlined by the International Comity for European Federation in March of 45 during a conference in liberated Paris.The International Comity for European Federation, Nord writes,firmly emphasizes that it considers a European federation to be nothing more than as first step towards a world federation. If it currently restricts its activities to the advancement of a European federation, it is because it wishes to have a practical objective, and also because it is convinced that Europe, with all its pressing difficulties, should be the first to accept a federal solution.His third and final article goes into the Practical consequences of a European federation. Such a federation of course cannot function without a federal constitution, Nord argues. In regards to military matters within this new transnational construct, the author is crystal-clear: national armies will cease to exist. Just like foreign policy, defence will be completely under the control of the federal government. (…) The production and sales of arms will also be put under federal control, and therefore be taken out of the hands of individuals and national states.H.R. Nord would later become Secretary-General of the European Parliament, presiding over the evolution toward a full-fledged European Union. He was one of the hands guiding this transformation into a world government. The attentive reader will have already noticed the similarities between the words of Mister Europe written down in 1945 and the realities of the second half of the 20th century and the start of the 21st. Scripted a long time ago, the time has now arrived for the globalists to push for their aspired world government, no holds barred. The words European federation may have been replaced by European Union; the final design has nevertheless the same characteristics that Nord describes so vividly in his three-part Manifest. NATO has provided for the international army, while the European Central Bank does the same for international finance. All these activities have been developed under the careful direction of the Bilderberg Group and subsequently carried out by its designated subdivisions. Revealing an unprecedented level of concern in Moscow over Pyongyang's increasing belligerence, officials said that a series of precautionary steps was being taken near Russia's border with North Korea, but insisted that no military measures were being considered.We are not talking about stepping up military efforts but rather about measures in case a military conflict, perhaps with the use of nuclear weapons, flares up on the Korean peninsula,an unidentified security source told the Interfax news agency.North Korea condemned over nuclear testSensitive political decisions taken by Moscow are traditionally revealed by anonymous officials through Russian news agencies. Interfax provided no further details.The measures being taken are likely primarily to involve emergency precautions in the event of radioactive contamination in the far-eastern regions of Russia close to the North Korean border.

The reclusive regime in Pyongyang carried out Monday's nuclear test just miles from the Russian border.Although the Kremlin has been uncharacteristically virulent in its condemnation of its North Korean ally, Moscow has sent mixed signals over the extent of its support for an international response led by the United States.Sergei Lavrov, the Russian foreign minister, called for a tough United Nations Security Council resolution but hinted that Moscow would not back any new sanctions against Pyongyang.

The world must not rush to punish North Korea just for punishment's sake,Mr Lavrov said, adding: Problems can be resolved only through talks.The minister's comments suggested that Russia would demand North Korea's return to six-nation talks on Pyongyang's nuclear programme but would not back any U.S. proposal calling for the country's financial isolation.In an implicit criticism of the United States and Japan, Mr Lavrov suggested that North Korea did not bear the entire blame for the collapse of the negotiations.

TOKYO — Lifting economic sanctions, full integration with the West, peace on the Korean peninsula — all are up for discussion if North Korea simply rejoins the Six Party Talks. And yet, in another provocative move, Pyongyang has test-fired more missiles and declared a second nuclear test a success, rattling not only the ground in China but the international nonproliferation community as well. While brinksmanship is nothing new for the Democratic People’s Republic of Korea and previous outbursts have often brought increased attention — and rewards — this time international reaction is likely to be swift and unforgiving. North Korea has miscalculated the global ire its provocation has raised.On all fronts, the North is scaling back its interaction with the rest of the world and offering nothing but clenched fists. Missile tests, the unilateral canceling of contracts with South Korea, the reprocessing of spent fuel rods, and now declaring an exclusive economic zone that conflicts with South Korean maritime claims — all point to a newly emboldened military influencing decision-making. These actions indicate the desperate state of the North, with its ailing leader and unclear succession plans. Theories abound as to what North Korea actually wants: bargaining leverage to gain bilateral negotiations with the United States? The potential to sell its nuclear material and missile technology for vital hard currency? Full recognition as a nuclear state, akin to India and Pakistan? No one knows for certain, and it often appears that even North Korea is confused. Whatever the ultimate cause, its belligerency is having the exact opposite of any intended effects. The much-sought U.S. attention will be decidedly negative. Washington’s special representative, Stephen Bosworth, publicly stated in April a willingness to discuss issues directly with the D.P.R.K. within the overall Six Party process. But separate, direct negotiations are a near-term impossibility as the United States remains committed to resolving the conflict with all regional powers.

China, Russia, South Korea, Japan, and the United States are closing ranks, increasingly likely to agree on more punitive measures. All parties now recognize that recalcitrance will require more robust collective action. The few bridges left with China are burning as its influence over the North steadily declines. For the North, repeated missile and nuclear tests have diminishing returns since their principal value is demonstrating new capabilities — which they have now done. Doubts remain as to the range of their rockets. Even the recent nuclear event may have been more a conventional explosion than nuclear fission. Time and air samples will tell.

Next in the tired playbook of provocation is the possibility of increased activity in the fishing waters along the contested western sea border with South Korea. Naval skirmishes occurred in 1999 and 2002 with the South’s forces prevailing. The risk of embarrassment for Kim Jong-il’s government is high. International responses to the provocation are limited as well. Successive rounds of sanctions have failed to deter the regime from furthering its nuclear capabilities. This is due in large part to their spotty enforcement. Targeted financial sanctions will severely limit vital overseas hard-currency earnings. Interdictions at sea of suspect vessels involved in proliferation activities is also an option. Suspending over-flight rights, as India did in 2008 for an Iran-bound Air Koryo flight, could become a more-coordinated effort.China plays an increasing part in any effective sanctions regime. As the only major trading partner left for the North supplying vital energy and food supplies, China has repeatedly said it would not take actions that threaten stability or cause an influx of refugees across the porous border. This risk needs to be re-examined. Limiting oil exports may dim the lights in Pyongyang, but a weakened internal security apparatus triggering popular insurrection and humanitarian disaster is highly unlikely. Historical precedents aside, China’s relationships with South Korea and Japan are becoming increasingly more important and the continued antagonism from North Korea simply puts further strains on an already shaky relationship.All of this tension should be kept in context, however. The danger of military confrontation on the peninsula is fairly remote, simply because the North cannot escape the devastating consequences of an attack. Firing a nuclear-tipped missile at Japan or the U.S., if and when capable, is also an extremely remote possibility; it would mean the annihilation of the regime. Kim and his advisers should not be misread as irrational or suicidal. Comments regarding the defensive nature of their burgeoning nuclear threat should not be underestimated.Sooner or later the regional pendulum will shift and the Kim regime, or some variant of its successors, will feel confident again through this recent display of relative military might. They will inevitably realize that talks are the best alternative among a rapidly diminishing set of options to achieve the security and recognition they crave. N. Korea threatens to attack US, S. Korea warships

SEOUL, South Korea (AP) — North Korea threatened military action Wednesday against U.S. and South Korean warships plying the waters near the Koreas' disputed maritime border, raising the specter of a naval clash just days after the regime's underground nuclear test.Pyongyang, reacting angrily to Seoul's decision to join an international program to intercept ships suspected of aiding nuclear proliferation, called the move tantamount to a declaration of war.Now that the South Korean puppets were so ridiculous as to join in the said racket and dare declare a war against compatriots, North Korea is compelled to take a decisive measure, the Committee for the Peaceful Reunification of Korea said in a statement carried by state media.Seoul's decision comes at a time when the state of military confrontation is growing acute and there is constant danger of military conflict,the statement warned.South Korea's military said Wednesday it was prepared to respond sternly to any North Korean provocation.

North Korea's latest belligerence comes as the U.N. Security Council debates how to punish the regime for testing a nuclear bomb Monday in what President Barack Obama called a blatant violation of international law.Ambassadors from the five permanent veto-wielding council members — the United States, Russia, China, Britain and France —as well as Japan and South Korea were working out the details of a new resolution.The success of any new sanctions would depend on how aggressively China, one of North Korea's only allies, implements them.It's not going too far to say that China holds the keys on sanctions,said Kim Sung-han, an international relations professor at Seoul's Korea University.South Korea, divided from the North by a heavily fortified border, had responded to the nuclear test by joining the Proliferation Security Initiative, a U.S.-led network of nations seeking to stop ships from transporting the materials used in nuclear bombs.Seoul previously resisted joining the PSI in favor of seeking reconciliation with Pyongyang, but pushed those efforts aside Monday after the nuclear test in the northeast.North Korea warned Wednesday that any attempt to stop, board or inspect its ships would constitute a grave violation.The regime also said it could no longer promise the safety of U.S. and South Korean warships and civilian vessels in the waters near the Korea's western maritime border.They should bear in mind that the (North) has tremendous military muscle and its own method of strike able to conquer any targets in its vicinity at one stroke or hit the U.S. on the raw, if necessary,it said.The maritime border has long been a flashpoint between the two Koreas. North Korea disputes the line unilaterally drawn by the United Nations at the end of the Koreas' three-year war in 1953, and has demanded it be redrawn further south.The truce signed in 1953 and subsequent military agreements call for both sides to refrain from warfare, but doesn't cover the waters off the west coast.North Korea has used the maritime border dispute to provoke two deadly naval skirmishes — in 1999 and 2002.

On Wednesday, the regime promised unimaginable and merciless punishment for anyone daring to challenge its ships.Pyongyang also reportedly restarted its weapons-grade nuclear plant, South Korean media said.The Chosun Ilbo newspaper said U.S. spy satellites detected signs of steam at the North's Yongbyon nuclear complex, an indication it may have started reprocessing nuclear fuel. The report, which could not be confirmed, quoted an unidentified government official. South Korea's Yonhap news agency also carried a similar report.The move would be a major setback for efforts aimed at getting North Korea to disarm.North Korea had stopped reprocessing fuel rods as part of an international deal. In 2007, it agreed to disable the Yongbyon reactor in exchange for aid and demolished a cooling tower at the complex.The North has about 8,000 spent fuel rods which, if reprocessed, could allow it to harvest 13 to 18 pounds (six to eight kilograms) of plutonium — enough to make at least one nuclear bomb, experts said. North Korea is believed to have enough plutonium for at least a half dozen atomic bombs.Further ratcheting up tensions, North Korea test-fired five short-range missiles over the past two days, South Korean officials confirmed.

Russia's foreign minister said world powers must be firm with North Korea but take care to avoid inflaming tensions further.The world must not rush to punish North Korea just for punishment's sake, Foreign Minister Sergey Lavrov said, adding that Russia wants a Security Council resolution that will help restart stalled six-nation talks over North Korea's nuclear programs and will not provoke Pyongyang into even more aggressive activity.South Korean President Lee Myung-bak urged officials to remain calm in the face of North Korean threats, said Lee Dong-kwan, his spokesman.

Pyongyang isn't afraid of any repercussions for its actions, a North Korean newspaper, the Minju Joson, said Wednesday.It is a laughable delusion for the United States to think that it can get us to kneel with sanctions, it said in an editorial. We've been living under U.S. sanctions for decades, but have firmly safeguarded our ideology and system while moving our achievements forward. Bolton, the neocon former Under-Secretary of State for Arms Control and International Security and former ambassador to the United Nations, after 15 Scud missiles found on a North Korean freighter had to be released when it turned out that international law did not allow them to be confiscated. Bolton is considered a loose cannon. In the summer of 2003, he delivered a speech in Seoul, South Korea, that sabotaged the Six Party Talks with North Korea. The talks aimed to find a peaceful resolution to the security concerns as a result of the North Korean nuclear weapons program.Appearing on Fox News, Bolton suggested getting rid of the six- party talks. I think they have failed. There is no way the North Koreans are going to be talked out of their nuclear weapons.In addition to sanctions, Bolton said the PSI should be used against North Korea.

The PSI was created in 2003 by Bush and includes more than 90 countries that have agreed to stop and inspect suspicious cargo ships. In September, 2005, China indicated it would not participate in the program due to concerns over its legality. India, estimated to have a stockpile of around 45-95 nuclear warheads, has not signed the agreement.During his January 29, 2002, State of the Union Address Bush declared North Korea to be part of an Axis of Evil. North Korea said Bush’s speech amounts to an effective declaration of war against us. Bush’s speech discounted the possibility of negotiations with the country. North Korea considers South Korea’s participation in the PSI an act of war.As threatened, the government of Kim Jong Il rolled out a multi-pronged counter-attack in response to South Korea’s decision. So far, it remains rhetorical,reports the Washington Post.North Korea said it could no longer guarantee the safety of ships from South Korea and other countries sailing in the Yellow Sea off its western border.North Korea said it will not honor a North-South border in the Yellow Sea. The border was established at the end of the Korean War in 1953. In addition, North Korea said it would not respect the legal status of five islands on the South’s side of the line. In 1999 and 2002, North and South Korea clashed in the area. Six South Korean sailors and more than 30 for North Korea died in the skirmishes.North Korea’s threat comes three days after the country was condemned for a nuclear test in violation of U.N. resolutions. As noted on Monday, the United States played a part in providing the Stalinist country with nuclear weapons.Both the Clinton and Bush administrations played a key role in helping Kim Jong-Il develop North Korea’s nuclear prowess from the mid 1990’s onwards,writes Paul Joseph Watson.Rumsfeld was also the man who presided over a $200 million dollar contract to deliver equipment and services to build two light water reactor stations in North Korea in January 2000 when he was an executive director of ABB (Asea Brown Boveri). Wolfram Eberhardt, a spokesman for ABB confirmed that Rumsfeld was at nearly all the board meetings during his involvement with the company.

Rumsfeld’s involvement in North Korea’s nuclear program notwithstanding, the effort to arm and marginalize the notoriously combative country is part of an effort to create enemies and is a logical outcome of the Axis of Evil speech crafted by the neocons.As revealed by Paul Joseph Watson and Yihan Dai in October of 2008, top Chinese mainstream news outlets reported a proposal submitted to the Pentagon by the RAND Corporation. The reports cite French media news sources as having uncovered the proposal, in which RAND suggested that the $700 billion dollars that has been earmarked to bailout Wall Street and failing banks instead be used to finance a new war which would in turn re-invigorate the flagging stock markets,Watson and Dai wrote. However, according to the report, North Korea was considered as a target but ruled out because the scale of such a war would not be large enough for RAND’s requirements.

Russia is taking today’s developments seriously.Russia is taking security measures as a precaution against the possibility tension over North Korea could escalate into nuclear war,reports Reuters.We are not talking about stepping up military efforts but rather about measures in case a military conflict, perhaps with the use of nuclear weapons, flares up on the Korean Peninsula,Interfax quoted an unnamed security source as saying.

Hours after the Democratic People's Republic of Korea detonated its second atomic device, Beijing condemned the test.The DPRK conducted another nuclear test in disregard of the common opposition of the international community,a Foreign Ministry statement, issued May 25, noted.The Chinese government is firmly opposed to this act.
Is that so? Today, China supplies about 90% of North Korea's oil, 80% of its consumer goods and 45% of its food. Beijing is Pyongyang's only formal military ally and its primary backer in the United Nations Security Council and other diplomatic forums. If it weren't for the Chinese, there would be no North Korean missile program, no North Korean nuclear program and no North Korea.

Kim Jong Il, Pyongyang's coldly rational leader, knows he could not survive the loss of China's material and diplomatic support. If Chairman Kim doesn't appear to listen to his sponsors in Beijing in every instance, it's largely because they don't expect obedience each and every time. The Chinese pursue their plan of supporting the North because they know they have influence and can use it at any moment. Kim detonated a nuclear weapon in the last few hours because he knew the Chinese did not object to him doing so. He would not dare cross Beijing on a matter of such critical importance.

For the last eight years, the United States has had a Korea policy that can be described in one word: China. President Bush looked to Beijing to contain Pyongyang and disarm Kim. Yet during his administration the Chinese gave the North Korean leader the one thing he needed most to develop nuclear weapons and the missiles to deliver them: time. The Chinese counseled patience while the so-called six-party talks, which began in 2003, dragged on, but they failed to broker a solution even though they could have done so. Many Chinese officials, especially in the Foreign Ministry, know their country's Korea policy is counterproductive in the long run because it will eventually lead to the nuclearization of the region and thereby the marginalization of Beijing's relative power. Yet there is no consensus in the upper echelons of the Communist Party and the People's Liberation Army to change long-held policies. Apparently, President Hu Jintao finds Kim useful in the short-term for keeping Japan and South Korea off-balance and in extracting concessions from the United States. Today, President Obama said North Korea's acts pose a grave threat to the peace and stability of the world.So what should his administration do? From all accounts, his senior Asia officials feel the United States has no leverage on Beijing. That assessment could not be more wrong. The legitimacy of the Chinese political system rests largely on the continual delivery of prosperity, and that prosperity depends on access to the American market. In 2008, all but $29.2 billion of China's overall trade surplus of $295.5 billion related to sales to the United States. In 2007, all but $5.9 billion of the overall surplus of $262.2 billion was attributable to sales to America. The United States relies on Beijing to buy American debt, but the Chinese export machine cannot function if China does not buy our obligations. If Beijing does not do so, it will further constrain the American economy. If Beijing further constrains the American economy, Americans will be able to buy even fewer Chinese goods than they are at the moment. If Americans buy fewer Chinese goods, the Chinese economy will fall even faster than it is doing so now. And if the Chinese economy declines any faster, the country's political system will face increased tensions and difficulties. So the White House has leverage, especially because the balance of power in Asia has shifted decisively toward the United States. In the past, Beijing could stand behind Pyongyang because Tokyo and the so-called progressive governments in Seoul--first under Kim Dae-jung and then Roh Moo-hyun--were doing the same. In short, the Japanese and South Koreans, Washington's two principal allies in the region, were giving the Chinese cover to continue with their long-time program of supporting the North.

Yet China's cover did not last. First Japan under Prime Minister Shinzo Abe and then South Korea under President Lee Myung-bak got out of the business of propping up Chairman Kim Jong Il. That has left Beijing alone in its support of the abhorrent regime in Pyongyang. In the past, the Chinese have defied Washington when they had company but were almost always cooperative when they did not. Unfortunately, the Bush White House did not take advantage of changing circumstances in Asia and was unwilling to make China choose between its future--cooperation with the United States and the international community--and its past--relations with Kim's Korea. Today, the Obama administration is making the same fundamental mistake. President Obama will never have a successful Korea policy until he has a successful Chinese one. North Korea can continue to defy the international community as long as it has Beijing's support. So we don't have a North Korea problem. We have a China one.Gordon G. The test was unanimously condemned by the UN Security Council Monday night.US reconnaissance flights took to the skies over Japan Tuesday after US president Barack Obama assured the leaders of Japan and South Korea of US defense support. Ships were warned to stay clear of the Yellow Sea between China and Korea. South Korean and Chinese defense ministers went into conference in Beijing on the crisis.The White House said Obama and South Korean president Lee Myung-bak and Japanese prime minister Taro Aso agreed to work together to support the Security Council resolution with concrete measures to curtail North Korea's nuclear and missile activities. To Aso, the US president pledged unequivocal commitment to the defense of Japan and to maintaining peace and security in Northeast Asia.Seoul announced it is joining the US-led PSI anti-proliferation campaign which North Korea has warned is tantamount to a declaration of war.In case of follow-up steps to be determined by the UN Security Council and its members, Pyongyang announced its army and people stand ready to defeat any invasion.The former head of Israel's nuclear commission, Yigal Eylam estimated it was in the 20-kiloton range, roughly equal to the US atom bombs against Hiroshima and Nagasaki in WWII. DEBKAfile's military sources note that North Korea and Iran are closely and secretly coordinated on their military nuclear programs.For instance, most of the missile guidance technology which gave the long-range Seijl 2 surface missile tested by Iran Wednesday, May 20, its bull's-eye accuracy came from Pyongyang. Iran's long-range missile test was carried out less than a month after North Korea's own internationally condemned missile test launch on April 5. The Security Council chairman rebuked this test, for which the North Korean government demanded an apology and reopened its plutonium reactors in reprisal.Tehran may therefore be expected to be not far behind its nuclear partner in conducting its own first nuclear test. Iranian nuclear and missile scientists are regularly invited to attend North Korea's missile and nuclear systems experiments and performance in recent years. Not surprisingly, therefore, Iran's president Mahmoud Ahmadinejad ruled out negotiations on its nuclear program. At a news conference Monday, May 25, he said if he was reelected on June 12, he would challenge President Obama to a debate at UN headquarters in New York, but added: Iran's nuclear issue is closed.

Russia's first Persian Gulf naval presence coordinated with Tehran

Russian Admiral Panteleyev steams toward Bahrain.Russian warships are due to call Wednesday, May 27, at the Bahrain port of Manama, seat of the US Fifth Fleet in the Persian Gulf, DEBKAfile's military sources reveal. They will be following in the wake of the Russian vessels already docked at the Omani port of Salalah, the first to avail themselves of facilities at Gulf ports.Their arrival is fully coordinated between the Russian and Iranian naval commands.According to our sources, this is the first time a Russian flotilla will have taken on provisions and fuel at the same Gulf ports which hitherto serviced only the US Navy. Moscow has thus gained its first maritime foothold in the Persian Gulf.The flotilla consists of four vessels from Russia's Pacific Fleet: The submarine fighter Admiral Panteleyev is due at Manama Wednesday, escorted by the refueling-supply ship Izhorai, The supply-battleship Irkut and the rescue craft BM-37 are already docked in Salalah. DEBKAfile's military sources report that the Russians, like the Iranians, cover their stealthy advance into new waters by apparent movements for joining the international task force combating Somali pirates. While Iranian warships have taken up positions in the Gulf of Aden, the Russians are moving naval units southeast into the Persian Gulf.

Monday, May 25, the Iranian naval chief, Adm. Habibollah Sayyari, announced that six Iranian warships had been dispatched to the international waters of the Gulf of Aden in a historically unprecedented move… to show its ability to confront any foreign threats.He did not bother to mention the pirates. Russian and Iranian naval movements in the two strategic seas are clearly synchronized at the highest levels in Tehran and Moscow.Our military analysts find Russia and Iran seizing the moment for supplanting positions held exclusively by the US and other western fleets. They are taking advantage of two developments:
1. The number of US warships maintained in the Gulf has been reduced to its lowest level in two years; President Obama quietly reduced their presence near Iran's shores in order to generate a positive atmosphere for the coming US dialogue with the Islamic Republic. Not a single US aircraft carrier is consequently to be found anywhere in the Gulf region.

Following North Korea's test-firing of two more short-range missiles off its east coast on Tuesday, a reader asks if there is any truth to the rumor that North Korea conducted its second nuclear test for Iran--meaning, was the bomb made in Iran? The answer, as far as we can tell, is no. But the idea is not as far-fetched as it may seem. Unless it is stopped, Islamist Iran could one day outsource a nuclear weapon test to its Stalinist/Kimist ally.

Iran could also order up an atomic bomb and drop-ship it--literally--to the United States, using North Korea as a manufacturer and fulfillment center. Iran could arrange and pay for delivery of the weapon--to a U.S. coastal city by an Iranian or North Korean-controlled cargo ship flying a so-called flag of convenience. Thousands of civilian vessels approach U.S. coastal waters daily; millions of containers are delivered annually; warhead-tipped missiles could be fired from such ships, using already tested, containerized launch systems; bombs could be smuggled into busy ports for detonation. A relative handful of containers are inspected; and there is no defense against sea-based ballistic missile attacks, aimed at the cities or high above the country in an electromagnetic pulse (EMP) attack designed to wipe out the electric power grid and most electronics and communication systems. Ahmadinejad and Assad: Iran and Syria Are Leading a New World Order; The Time of America and the West Is Over By: Y. Yehoshua, A. Savyon and N. Moses.May 26, 2009

Introduction

In early May 2009, Iranian President Mahmoud Ahmadinejad met with Syrian President Bashar Al-Assad in Damascus. In a joint statement issued after the meeting, the two declared that the relations between Iran and Syria were strategic and served as an example to the region and to the world at large. They added that Iran and Syria were leading a dramatic transformation in the region, as part of a new world order which would replace the old world order that the U.S. has led since the end of World War II.

The two presidents called to expel the foreign forces from the region, stressing that the Middle East would from now on be run by its own peoples under the leadership of Syria and Iran. They also emphasized the importance of strengthening Iraq and of the withdrawal of the U.S. forces from it, as well as the need for quadrilateral cooperation between the regional powers,i.e. Iran, Syria, Iraq, and Turkey.It seems that since this meeting, Damascus is explicitly adopting Iran's anti-American stance and pointedly aligning itself with Iran. In fact, the Syrians have even adopted Iran's rhetoric and Ahmadinejad's characteristic phrases – such as new world order or opening new locks with old keys – which were used in Syrian newspaper reports about Ahmadinejad's visit.Following are excerpts from statements by the two presidents following the meeting, and from Syrian and Iranian press reports about it.

The U.S. and the West Now Need Iran and Syria

Following the meeting with Assad, Ahmadinejad said, The circumstances in the region are rapidly changing [in accordance] with Syria's and Iran's goals, and those who have for years demanded that Syria and Iran stop insisting on their rights and on the rights of the peoples of the region [i.e. the U.S. and the West] are now explicitly declaring that they need the help of Iran and Syria... Those who wanted to force Iran and Syria to withdraw [from their positions] now need them in order to solve their problems. The same ones who described Iran and Syria as the Axis of Evil[i.e. the U.S. under Bush] now want relations with both [countries]..We need to reach the point where the involvement of foreigners and of those who speak [the language of] violence is completely eliminated from our region, leaving it free and brimming with progress and friendship... The enemies of the region's nations, who in the past spoke with arrogance and referred to Iran and Syria with insulting epithets, are now in a position of weakness, facing a complete dead end and unable to solve even the smallest problem. They have no wise strategy for resolving the problems of Palestine, Afghanistan or any other region in the world.(1)

The Time of the West Is Over; A New World Order Is Emerging

Ahmadinejad added,Alongside the resistance and steadfastness, we must also strive to create a new world order; otherwise new oppressive regimes will emerge.(2) He called the West's fundamental values inhuman and belonging to past decades, adding: They [i.e. the Westerners] are trying to open new doors with the keys to old locks, without noticing that, today, it is the humane and divine path that is the code to opening the locks of humanity. They are decades behind, and can be described, in two words, as politically retarded... The philosophy and order that emerged after World War II have come to the end of their road, and [the West] is unable to offer solutions for the world's problems, since its thinking is based on discrimination and on [undermining] security.(3)Significantly, an editorial of the Syrian daily Teshreen made very similar statements, stating: ...All the regional and international forces [now] understand that the keys to the region [are in the hands of Iran and Syria], and that they are the ones standing at the [region's] diplomatic gates. [Nobody] can enter or bypass these gates unless Damascus and Tehran understand, agree, and are convinced that this serves [first of all] their own interests, and after that the interest of the others.(4)Ahmadinejad also said after the meeting with Assad that current circumstances in the world, in many domains, were not favorable to the superpowers that use the language of force, particularly the U.S. He added: "The main goals and tendencies of the American statesmen have remained the same, but they are unable to do anything, because they have grown weak... The American statesmen are trapped in a dilemma: They wish to preserve the Zionist regime, but they need Iran and Syria... These two countries have stood fast in the face of those who use [the language of] violence, relying on humane values and on victory by the grace of God, and today the circumstances in the world and in the region are rapidly changing [in a direction that corresponds with] their outlook and goals. Those who, for many years, said that Iran and Syria must be pressured, and wanted to prevent [them] from defending the rights of the peoples in the region, now openly declare that they require the help of Tehran and Damascus in solving their problems. This is a great victory... [and] I believe that sympathy with the shared ideas [of Syria and Iran], and the steadfastness [of these countries], are the secret behind this victory. Today we are beginning on the path of triumph, and even greater victories lie ahead.(5)The notion of a new world order was also stressed by former Lebanese MP Nasser Qandil, who is close to the Syrian regime. In a Teshreen article, he wrote that the situation in the region has changed since the American-Israeli strategic alliance failed in its efforts to crush the Syrian-Iranian strategic alliance. He stated: This week's Syrian-Iranian summit, and the statements by presidents Assad and Ahmadinejad, underscore the strength of the Syrian and Iranian leaderships, and their profound awareness that a new [situation has emerged, heralding]... the establishment of a new regional order under their leadership...The new situation, Qandil added, is evident in the alliances currently being considered by Turkey (i.e. its emerging alliances with Syria and Iran).(6)

Iran-Syria Relations – A Model for the Whole World

Following their meeting, Ahmadinejad and Assad called the relations between Iran and Syria strategic,and declared that that [these] relations and deepening cooperation, in various domains, will rapidly develop and prosper.(7) Ahmadinejad stated that the bilateral relations between Iran and Syria were limitless, adding: We want to present the brotherly relations between [the two countries] as an example to the region and the world. We have complete mutual understanding regarding [the need] to maintain coordination between the nations of the region and their governments.(8) Assad said, in a similar vein,The relations between Syria and Iran and strategic. The visit of President Ahmadinejad highlights the importance of these strategic relations and the need for ongoing consultation and coordination between [the two countries].(9)The Syrian daily Al-Watan argued that it was in the Arabs' interest to regard Iran as an ally, stating: Syria and Sudan are the only countries that pursue a policy which sees Iran as an ally and as a force supporting the Arabs against Israel, its occupation and its aggression, and that is why [Israel's] Netanyahu government is focusing on [Syria, Sudan and Iran]. It is in the Arabs' interest to:

1. Distance [themselves] from the Israeli policy of portraying Iran as the Arabs' enemy, and avoid being captivated by the policy that tries to drive a wedge between the Arabs and Iran – for this policy serves mainly the interests of Israel at the expense of the interests of the Arabs.
2. Regard Iran as a friend of the Arabs and as a deterring and restraining force vis-à-vis Israel and its aggression. [Iran] has had a role, and continues to have a role, in changing the balance of power in favor of the Arab position. The new balance of power, [in turn,] had a role in convincing the American administration to change its policy towards the conflict in the region. The policy of relying on America, and providing it with all the [trump] cards, does not serve the Arabs' position or interests. [Their interest] is to strengthen themselves and reinforce the balance of power created by the victories of the resistance that was supported by Syria and Iran.(10)

Enhancing Iran and Syria's Cooperation with Iraq and Turkey

Ahmadinejad and Assad stressed that deepening the relations and the cooperation among the countries of the region was crucial and that the quadrilateral cooperation between Iran, Syria, Iraq and Turkey would benefit the region's nations.(11)

Ahmadinejad added: Some of the discussions [I held with Assad] concerned the establishment of tripartite cooperation between Iran, Syria, and Iraq. Bashar Al-Assad, [Iraqi Prime Minister] Nouri Al-Maliki, and I wish [to implement joint] projects in the areas of oil, gas and transportation... Iran and Syria are in favor of enhancing security and strengthening the legitimate Iraqi government. [We] believe that Iraqi unity, and the withdrawal of the foreign [forces], will benefit Iraq and the region as a whole.Ahmadinejad explained that the presence of foreign forces in Iraq undermined security, saying: Nobody invited them, and the sooner they leave the better – [not only for us but] also for them. If they wish to serve [someone], they should serve their own people. There are 80 million poor in America, and tens of millions of poor in Europe.(12)Assad said, We are pleased with the recent developments in Iraq, especially with the recent local elections, which gave clear indications that the Iraqi people wants [its country] to be unified, and that Iraq will not move in the direction of disintegration and fighting among the people of the homeland, as some perhaps hope... [President Ahmadinejad] and I agreed that there is need to support the current Iraqi government in its efforts to bring about a reconciliation among all the Iraqi people and sectors, in order to facilitate the complete withdrawal of the [foreign] forces until the occupying troops leave, to the very last one...(13)The Syrian daily Al-Thawra stated, ...When [Assad and Ahmadinejad] declare that they are jointly turning towards Iraq... they are laying the foundations for an option of neighborliness, cooperation and mutual understanding. This [option will be the basis for] future plans for the [Middle] East, as a safe alternative to the [dangerous] plan that was forged far from this region and its peoples. This cooperation, and Syria and Iran's calm handling of [various] challenges, are a message to the world – and even more so to the region – that they are the ones that have the solutions – not the countries that are now collapsing as a result of their political and economic programs. The region also has other great countries [meaning Turkey]. Together we can form not an axis to attack others, but nexuses of cooperation, so as to solve our problems and take part in solving those of the region...(14) The Syrian daily Al-Watan quoted Ahmadinejad as saying:Today there is talk about tripartite cooperation between Iraq, Syria and Iran, and I can add that Turkey is [also] very close to joining this regional cooperation [effort]...(15)Similar statements were made by Assad during the May 15-17, 2009 visit to Syria by Turkish President Abdullah Gul. He said: There is cooperation between Turkey and Iraq, and Turkey's relations with Iran are [also] starting to tighten. The relations between Syria and Iraq are good and getting better, and the relations between Syria and Iran are tight...(16)In an Al-Watan article about Gul's visit, Syria's relations with Turkey were described as a model for emulation. The article stated that the ultimate goal is to expand [the circle of cooperation] to include other countries in the region, such as Iraq and Iran, in order to form an economic and political [alliance] that has [both] strategic importance and an Islamic aspect – which will cause it to attract other countries, especially Arab ones. [This alliance] will ensure that the problems of the region are resolved according to the agendas of its countries, rather than the agendas of foreign [elements], and that the security of the region remains in the hands of its people...The daily also stated that with Iran and Arab elements included [in it, the Syrian-Turkish alliance] will become a strategic [force] causing a qualitative change in the Middle East power-balance... This alliance, the paper added, has become possible thanks to the rise to power of the Islamic Justice and Development Party in Turkey, which caused a change in this country's positions.(17)

Supporting the Resistance Is a Human Duty

In their statements following the meeting, Ahmadinejad and Assad stressed that the continued support of the Palestinian resistance and of the Iraqi government until the withdrawal of the [Israeli and American] occupiers is one of Iran and Syria's top priorities.(18) Ahmadinejad called supporting the Palestinian resistance a human and popular duty incumbent upon Iran and Syria, saying,[At the Durban conference] in Geneva we held up a mirror to the faces [of the Westerners], and saw how they were afraid to look even at their own reflection... When we hold a mirror up to their faces, we discover who the [real] axis of evil is...Today, the evil ones who speak [the language of] violence are in decline, and the Zionist regime, which is at a complete dead end, is beginning to scream like someone afraid of the dark. Syria and Iran, [on the other hand], are on the rise, thanks to their steadfastness and wisdom... Many [people] once called the Zionist regime invincible – but today even our children are no longer afraid of [the Zionists], and now not a single sensible person officially recognizes the Zionist regime.(19)The Syrian daily Teshreen likewise referred to the struggle with the common enemy, Israel, stating that the existence of a joint position on Palestine, Jerusalem, the struggle with the Zionist enemy and the support for the resistance proves that [Syria and Iran] are aligned in their understanding of this enemy, his plans and his goals, and that they have come to the same conclusion regarding the importance of confronting this enemy and these plans.(20)Y. Capitals fear commission finance proposals threaten national regulators

EUOBSERVER / BRUSSELS – Several EU member states have reacted with concern to long-awaited proposals on financial regulation that were published by the European Commission on Wednesday (27 May), fearing the role of national regulators could be undermined. Under the new proposals, which draw extensively on a report produced by a group of financial experts and chaired by former Bank of France governor, Jacques de Larosiere, three new pan-European authorities would be set up in the areas of banking, insurance and securities to oversee national regulators. Several member states, including the UK, the Czech Republic and Slovakia, are concerned over a paragraph in the commission communication that says the financial authorities would be given legal powers to settle disputes between national regulators if the situation arose.The European supervisory authorities should, through a decision, settle the matter,says the document. Some governments are now concerned that while they would ultimately be called upon to bail out banks under their jurisdiction that run into financial difficulty, important decisions on how those banks are run could come from outside. Regulating specific firms needs to be aligned with national authorities who are ultimately on the line when it comes to providing emergency support for troubled institutions, sources familiar with the UK position told EUobserver. If that function is going to continue to be a national one, then the UK's view is that the regulation of firms should remain national as well,they said, adding that the UK might challenge the legality of the authorities' new powers.

Last resort

The commission was quick to point however that overruling a national authority would be a situation of last resort. Commission President Jose Manuel Barroso said the three authorities did not constitute an attack on national powers and that national regulators would still be the first line of defense in preventing a repeat of the financial crisis that broke out last year. Our proposal is based on the principle of subsidiarity,he said.Internal market commissioner Charlie McCreevy said they would not impact on the fiscal role of member states, but added that he was surprised at member state unwillingness to act more as a group. You would think that the present crisis would have spurred ministers and supervisors to find better ways of working together but I'm afraid the crisis has had the opposite effect,he said.As an example he said several EU finance ministers had told him that they only learned about problems in foreign-owned banks with branches in their country through the newspapers.The commission proposals also envisage that the three authorities would be overseen by a steering group to prevent an overlap in their work, a provision not contained in the Larosiere report.

Risk council

While less contentious, the second main proposal contained in the commission's communication, the setting up of a European systemic risk council, is also likely to meet with some resistance.The new body that would monitor risk levels in the European economy as a whole and issue risk warnings when necessary is to be chaired by the president of the European central bank, something the UK feels nervous about as a non-eurozone country.One possible solution is the election of a vice-chair from a non-euro state to allay fears they would not be represented.The risk council's board would also contain the 27 national central bankers, a member of the European commission and the three chairpersons from proposed financial authorities.Economy commissioner Joaquin Almunia said the risk council would help to eradicate the boom and bust cycles that are the cause of the crisis, but added the proposed body would only be effective if member states provided it with the necessary information to carry out accurate analysis. Warnings to member states would be followed up through an act or explain mechanism, designed to increase peer pressure on countries unwilling to make changes.As a whole, the new plans constitute a major part of the commission's long-term response to the financial crisis and is likely to be something Barroso will hold up as an achievement under this current term as he looks for a second at the June European council.However, securing agreement on the new proposals at the June meeting of EU leaders could yet prove problematic.

EU member states to raise concern over Google library plans

EUOBSERVER / BRUSSELS - EU competitiveness ministers meeting in Brussels on Thursday are expected to ask the European Commission to take a closer look at Google's plans to create a digital library amid fears that European intellectual property rights are being breached.The issue will be raised by Germany, which also alerted the culture ministers to the potential problem when they met last month.Germany wants to raise awareness of Google's plans to digitalise books, said a German diplomat, with France, Austria and the Netherlands also said to be keen to have the issue put on the table.

The internet search giant, which says it wants to democratise knowledge by helping everyone have instant access to a vast library of books, began its mammoth book scanning project in 2004.A year later, the Authors Guild and the Association of American Publishers filed a class-action law suit, saying Google was violating copyright by displaying excerpts of books without the permission of the copyright holders. The company settled in October last year, but the agreement raised a whole new set of questions, which are currently being investigated by the US Justice Department on anti-trust grounds.The settlement, which still has to be finally approved by court in October, would allow Google to sell access to its online books as well as subscriptions to its entire library to other libraries. Google already has around 7 million books that can be accessed through its book search. The revenue would go to Google, authors and publishers.But critics of the settlement, which gives authors an early January deadline to be eligible to receive cash for having their books scanned or a September 2009 deadline to opt out of the scheme entirely, say it effectively gives Google the power to single-handedly privatise libraries.

Orphan books

They argue that Google alone would then have the rights to orphan books where no copyright holder comes forward. A recent article in the Wall Street Journal newspaper estimated that orphan books make up 50 to 70 percent of books published after 1923.

Under this monopoly situation, say critics, the internet company would be able to charge what it likes for access to its books.For its part, Google has said it is giving an eternal digital life to millions of books that have gone out of print.

Google's plans have implications for EU intellectual property rights and anti-trust law, say EU diplomats.One EU diplomat said the plans are not entirely in the interests of European authors.He added that under EU law Google would have to ask European copyright holders for permission first.The Federation of European Publishers said it would be happy if the European Commission looked into the competitivity aspects of this.This is against any copyright rules that exist where a user makes a request first for material and not present it as a fait accompli,Anne Bergman-Tahon, director of the FEP, told EUobserver. Speaking from Prague, where she said she was explaining the problems to a Czech audience, Ms Bergman-Tahon said millions of works will never be claimed because these 300 pages of settlement are so complicated.

Germany has long been an outspoken critic of Google's plans in this area. In an interview with the Frankfurter Allgemeine Zeitung on Wednesday (27 May) Justice minister Brigitte Zypries said Berlin is considering whether to take part in the New York court case as Amicus Curiae - a friend of the court.It is not about taking participating as a party on the legal dispute but making the court aware of certain legal aspects,said the minister.The Google plan raises problems for the European digital library, Europeana, launched last year, another EU diplomat pointed out.Both libraries should be on a level footing when it comes to intellectual property rights,noted the diplomat.Currently, Europeana consists only of works in the public domain and is free to access.At the moment, the Google question is not a major issue for member states, but they are seeking more information from the commission, said a diplomat.

Open skies agreement endangered by US Congress

EUOBSERVER/BRUSSELS – The US House of Representatives has passed protectionist measures under the air safety flag which could endanger the EU-US open skies agreement, if approved by the Senate, the EU's ambassador to Washington, John Bruton, says.With many congressmen elected on protectionist platforms, the House of Representatives is becoming the US' branch of government which is giving in most to protectionism under different flags, including airline safety, Mr Bruton said on Tuesday at a briefing organised by the European policy centre, a Brussels-based think tank.The former Irish prime minister, who has been acting as the European commission's ambassador to Washington since 2004, said Europe was neglecting the importance of Congress, which as an elected body is just as important in the US decision making process as the government or the White House.Last week, the House passed a bill containing language which would negate the Open Skies agreement, Mr Bruton said, referring to an aviation liberalisation deal enacted last year and allowing any European and American airline to fly between any point in the European Union and any point in the United States.The provision passed as part of the budget re-authorisation for the Federal Aviation Administration requires FAA experts to inspect at least twice annually any European maintenance facility handling American airliners.The bill's initiator, James Oberstar, said inspections of these facilities would ensure that foreign entities conducting repair work on US aircraft adhere to US safety standards and regulations.The move prompted the EU to freeze the enactment of an air safety accord signed last June with the US, warning that if tit-for-tat European inspections of repair facilities in the US were carried out, it would cost millions of euros for each side. Some 400 European facilities maintain American planes, while in the US there are over 1,200 maintenance shops providing service to foreign airlines, including European ones.Mr Bruton said it was now his main task to persuade the Senate to remove this provision, as it would jeopardize both the Open Skies and the air safety agreement, which to him were two of the biggest diplomatic achievements in EU-US relations.

He would also try to lift the remaining restrictions for European airlines, for instance the right to operate intra-US flights, as Americans should benefit from the competition with European companies on their market, as EU citizens do.The Open Skies agreement currently restricts EU airlines to operate intra-US flights, although it permits American companies to operate intra-EU flights.

Norway offers EU €140m for carbon capture

EUOBSERVER / BERGEN, NORWAY - Norwegian Prime Minister Jens Stoltenberg offered European Union countries some €140 million (1 bn kroner) to support the development of carbon capture and storage projects - an experimental and highly controversial technology that aims to scrub industrial processes of their CO2 emissions.The EU is a driving force in the development and implementation of CCS technologies, Mr Stoltenberg told reporters ahead of a major international conference on the subject in Bergen, Norway.The funds are not new monies. Rather, his government is ready to earmark the sum over five years to support CCS projects in select EU member states as part of the country's upcoming contribution to the European Economic Area. The EEA is the single market that links the EU to the European Free Trade Association, the trade bloc of the western European countries outside the EU - Iceland, Norway, Switzerland, and Liechtenstein.The Nordic country is a leader in the development of CCS technology, with three pilot projects within its territory up and running.The prime minister argued that the technology is needed, as global energy demands are increasing but at the same time the threat of climate change requires that the world sharply reduce its greenhouse gas emissions at the same time.

CCS is the only solution,he said, that can square this circle.

Studies show that in the short and medium term, a large share of the world's energy supply will continue to be based on fossil fuels, he said at the launch of the conference alongside Rajendra Pachauri, the chairman of the Intergovernmental Panel on Climate Change, the scientific body tasked with evaluating the risk of global warming.At the same time, we must make deep cuts in global greenhouse gas emissions. Developing and promoting the diffusion of CCS technologies will be important in resolving this dilemma.He emphasised that the technology is not only necessary for western countries and industry to reduce their carbon footprint, but also essential in order to encourage development and reduce poverty in the third world.The world will need more energy in the years to come, not least to lift more people out of poverty,he said.As the prime minister was speaking, a small crowd of demonstrators from the European Green Party and a local environmental group, the Green Warriors, gathered outside the conference centre to protest what they called a techno-fix smokescreen and a block to real climate change solutions.While industry and governments are increasingly embracing the technology, many - although not all - green groups are opposed to CCS.Sondre Batstrand, co-spokesperson for the Norwegian Green Party told EUobserver: CCS projects maybe, possibly have positive effects in 10 to 20 years, but that won't help us now. Emissions need to peak and then decline by 2015. That's just over five years away.

While pilot projects, such as the Sleipner project run by Norway's StatoilHydro in the middle of the North Sea, are up and running, realising commercial viability for CCS is not expected before 2020 or 2030, according to its supporters. It won't solve the climate crisis. Worse, it potentially is stealing billions from what is really needed to solve the problem - genuinely renewable energy and moves towards much greater energy efficiency.While WWF and the Bellona Foundation, a Norwegian green NGO, back the technology, Greenpeace, Friends of the Earth and most environmental groups in the developing world are steadfastly opposed.Mr Pachauri reacted to the opposition, which many leaders at the conference are highlighting as a major obstacle, particularly if their criticisms of the still largely unknown technology begin to turn the public against it as occurred long ago with another low-carbon technology, nuclear power.They are free to hold their opinion. Whenever there is anything new around, there is always a level of scepticism. We should dispel this by showing that the new technology works.I acknowledge that these people say this is the easy way out and doesn't actually reduce emissions, but my response is that the perfect should not be the enemy of the good,he continued. Of course it doesn't reduce emissions, but we don't have a lot of time. This is not a substitute for all other methods. We must do those too. This can supplement them.There really aren't too many options for coal other than stopping the use of it entirely, and that frankly is not going to happen in the coming decades,he said.

EUOBSERVER / BRUSSELS - Four women with strong anti-corruption credentials are battling to make it to Brussels, even as campaigning revolves around farce, scandals and populism in several EU states.Norwegian-born French judge Eva Joly, on the French Green party's list, is making headlines in the Nordic countries with criticism of EU judicial and democratic standards.Silvio Berlusconi is dangerous and Nicolas Sarkozy has authoritarian traits,she said about the Italian and French leaders in Danish daily Berlingske Tidende. Europe cannot function with two countries, France and Italy, which have dysfunctional judicial administrations.In her work as a judge, Ms Joly played a key role in exposing high-level corruption in French state-owned oil giant Elf Aquitaine.Italian centre left candidate Rosaria Capacchione, a journalist who has written extensively about the Camorra, is calling for an EU-wide anti-organised crime initiative on the model of the EU's robust anti-trust investigative resources.Romanian former state prosecutor and justice minister Monica Macovei is second on the list of the country's ruling centre-right PDL party.
