BA cancels 34 more flights at Terminal 5

LONDON (AFP) - British Airways said it had cancelled an additional 34 flights at Heathrow airport's new Terminal 5 on Monday because of the knock-on effects of snowy weather over the weekend.On Sunday, BA pulled 138 flights due to have flown in and out of London Heathrow because of heavy snowfall and persistent problems with the baggage system at the air hub's new multi-billion-pound terminal.A spokesman for BA, which has exclusive use of T5, said that Monday's cancellations were due to the lingering effects of recent freezing weather.This is not caused by the baggage system, this is simply because of the weather yesterday, the spokesman said.

There were a number of aircraft that were out of position which means that had a knock-on effect with the schedule today.Monday's cancellations accounted for 10 percent of the scheduled flights at T5, he added.A spokeswoman for BAA, which operates Heathrow airport, confirmed there were no further problems with T5's baggage system on Monday.Terminal 5 opened March 27 to much fanfare but has been plagued by severe logistical problems which have centred around the baggage handling system.The facility at Heathrow, one of the world's busiest airports, cost about 4.3 billion pounds to build.

LONDON (AFP) - British Airways said it had cancelled 126 flights due to have flown to and from London Heathrow on Sunday because of heavy snowfall and persistent problems with the airport's new terminal.A BA spokeswoman said 114 flights had been cancelled because of snow and 12 owing to computer glitches at the recently opened Terminal 5.Heavy snowfall, which fell across many parts of Britain overnight and early Sunday, also forced BA to cancel 32 flights arriving and departing London Gatwick.Air traffic control has reduced the number of aircraft that can take off and land per hour, the BA spokeswoman said in a statement.A spokeswoman for BAA, the operator of Heathrow, said both of the airport's runways were briefly shut Sunday to de-ice tarmac.British Airways meanwhile blamed BAA for the cancellation of 12 flights owing to technical glitches.As a result of the continuing BAA baggage system failure in Terminal 5 we have had to cancel six shorthaul return flights (six in and six out) on Sunday, the airline said in a statement.

We are urging BAA to resolve these issues as soon as possible. British Airways had hoped to operate a full schedule on Saturday for the first time since the new terminal opened on March 27. Instead, it had to cancel 24 short-haul flights at the start of the weekend.The 4.3-billion-pound (8.7-billion-dollar, 5.6-billion-euro) terminal at one of the world's busiest airports opened with much fanfare but within hours had become a public relations disaster as the baggage handling system became overwhelmed.BA said last week that it expected the chaotic opening of T5 to cost it about 16 million pounds.

MIAMI (Reuters) - The damage caused to U.S. coastal cities by hurricanes promises to rise into the stratosphere, raising concerns about a possible $500 billion storm and prompting calls for tougher building codes.Devastating hurricanes like 1992's Andrew and Katrina of 2005 have failed to put a dent in massive construction along the hurricane-vulnerable Atlantic and Gulf coasts, where millions of people face evacuation when a storm threatens.Katrina, which swamped New Orleans, was the costliest natural disaster in U.S. history, with damages of $80 billion.But a study published earlier this year found that a 1926 hurricane that struck Miami would have caused $157 billion in damage, adjusting for inflation and current building.The study suggested there could be a $500 billion hurricane by the 2020s.It's not that far fetched. The damages seem to be doubling every 10 years, said Max Mayfield, former director of the U.S. National Hurricane Center. As we continue to build at the coastline, the damage is going to continue to go up. There's no way around that.The higher prices tags are the inevitable result of U.S. migration to the coast, as well as rising real estate values, experts said at the U.S. National Hurricane Conference held this month in Orlando.

The population of coastal counties on the Atlantic and Gulf increased from 66.8 million in 1980 to 88.3 million in 2006, according to the U.S. Census Bureau.Miami Beach, with its miles of expensive oceanfront hotels and condos, is considered a prime target for a future costly mega-storm. The Galveston-Houston area of Texas, New Orleans and Washington, D.C., are all vulnerable.But New York City, with its billions of dollars in real estate, could be the site of the eventual $500 billion storm.The Long Island-New Jersey area could see a 30-foot storm surge in a big hurricane, representing one of the most alarming danger zones in the country.

If you keep pushing more and more cars onto them in a mass evacuation, the length of time it takes people to evacuate will increase.

Despite the huge damage toll of recent storms -- $26 billion for Andrew and $20 billion for Wilma in 2005 on top of Katrina's $80 billion, several vulnerable coastal states have no statewide building codes. Louisiana only enacted one after Katrina.You would think with Andrew and Katrina that would be enough to make something happen but it hasn't, Mayfield said.Miami-Dade County's post-Andrew building code, considered one of the nation's toughest, only requires construction to meet a Category 4 hurricane, one step below the maximum Category 5. Less than 10 percent of the county's buildings are new enough to have been built to that standard.With no hope of stopping people from moving to coastal areas, Fugate said a capitalistic model that stops subsidizing the risks of coastal living might be needed.That could involve raising insurance rates for coast dwellers, something that is in effect already happening, reducing subsidized national flood insurance, or even forcing developers to build fortified strongholds within their condo towers so a building's residents could be housed there, rather than evacuated, in a hurricane.You can build in these areas, but it's going to cost a lot more money, Fugate said. SAO PAULO, Brazil - Civil defence officials in Brazil say flooding from torrential rains in Brazil's normally arid northeast has killed 15 people and driven about 50,000 from their homes.

President Luiz Inacio Lula da Silva has signed an executive order releasing some $360 million to help flood victims. The 15 victims drowned in the state of Paraiba, where the Paraiba River overflowed its banks and the walls of a medium-size dam cracked. The Civil Defence Department had no further details on the deaths. Some 14,000residents in the state abandoned their homes to escape floodwaters. In nearby Piaui state, the floods drove about 19,000 people from their homes and destroyed corn and bean crops. About 30 cities and towns were isolated by washed-out roads. Some 15,000 more were displaced in Maranhao, Pernambuco and Ceara states, officials said.

LITTLE ROCK, Ark. - At least two deaths are being blamed on a storm system stretching from Texas to New England. In central Arkansas, residents have been cleaning up in the wake of a tornado that damaged businesses and knocked out power to thousands of customers.

At least one person has been reported dead in a traffic accident.
Arkansas has been hit by deadly storms and near-record flooding in recent months. The governor says his state's been assaulted by Mother Nature.Kentucky is also coping with heavy rains Friday. Many roads are impassable and some evacuations are underway. Authorities say a two-year-old girl died after her mother drove into a flooded roadway. And in Mississippi, storms have downed trees and caused power outages in Vicksburg.

Bread Price To Rise Four Percent after Passover APR 7,08

(IsraelNN.com) Consumers will have another reason to refrain from eating bread after the seven-day Passover holiday. Major bakeries announced Monday they will hike prices by four percent and are waiting for a response from the Industry, Trade and Labor Ministry. The continuing higher prices of energy and of flour were cited as the reasons for the proposed increases.

The bakeries said the four percent hike does not cover all of their increased costs. However, continuing to eat matzo instead of returning to bread will not save any money because the price of the unleavened bread also has risen sharply.

(IsraelNN.com) The Tourism Ministry will invest NIS 90 million (US $25 million) in tourism projects around the capital, announced Director General Shaul Tzemach on Monday.The Ministry of Tourism will continue to work to provide an answer for the shortage of hotel rooms in sought-after tourism and commercial areas, he said.

The ministry’s Investments Committee approved funding for 11 projects, including support for construction of new hotel rooms. Money also will be earmarked for hotels in Ashdod and in the Galilee.While the Tourism Ministry is working on beefing up facilities to accommodate the flood of tourists visiting the capital, Foreign Minister Tzipi Livni has quietly been working on ways to reduce the bottom line.Livni’s Bottom Line - Red Lines for Jerusalem.In her recent talks with Palestinian Authority negotiators, Livni has reportedly drawn the line only at three major points. SAN ANGELO, Texas - Authorities who took 220 women and children from a polygamist compound weren't sure whether the teen girl whose phone call prompted the raid was among them. State troopers raided the 1,700-acre West Texas ranch on Friday to look for evidence that the teen, who called authorities a week ago, was married. They planned to continue interviews Monday with some of the women and children, who were transported to a historic San Angelo museum, said Child Protective Services spokeswoman Marleigh Meisner.So far, 18 children have been taken legally in state custody, Meisner said, who explained Friday that the children had either been harmed or were in imminent danger at the compound. She would not give details. The children remain with relatives, and no arrests had been made as of Sunday.Authorities planned to search Monday for more children and documents at the compound, which was built by jailed polygamist leader Warren Jeffs in Eldorado, about 45 miles south of San Angelo.They are looking for evidence the girl, who allegedly had a baby at 15, and 50-year-old Dale Barlow were married. Under Texas law, girls younger than 16 cannot marry, even with parental approval.

Allison Palmer, the prosecutor working on the case, said other law enforcement agencies know where (Barlow) is and have talked to him, but our investigators have not.Barlow's probation officer, Bill Loader, told The Salt Lake Tribune that he was in Arizona. A call to Loader by The Associated Press was not returned Sunday.Barlow was sentenced to jail last year after pleading no contest to conspiracy to commit sexual conduct with a minor. He was ordered to register as a sex offender for three years while on probation.A search warrant for the raid instructed officers to look for marriage records or other evidence linking the teen to the man and the baby. Israeli ministers tested in massive attack scenario Mon Apr 7, 4:55 AM ET

JERUSALEM (AFP) - Israeli ministers on Monday were to test their response to the scenario of simultaneous attacks from Syria, Lebanon and the Gaza Strip as part of a major home front defence drill. The five-day exercise, the largest in the country's history, is being staged against the backdrop of increased tension on the northern border, prompting the government to reassure Syria and Lebanon there was no hidden agenda behind the manoeuvres.The drill, which started on Sunday, simulates air and missile attacks on Israeli cities, and the use of non-conventional weapons by the attackers.As part of Monday's simulation members of the security cabinet, chaired by Prime Minister Ehud Olmert, will have to make decisions after being told of widespread attacks and high numbers of casualties.Monday's exercise has Israel coming under simultaneous attack from Syria and the Lebanese Hezbollah militia in the north and from Palestinian militants in Gaza to the south.

The government will also test coordination of vital services, including food distribution centres, hospitals and postal services.
Over the next few days emergency sirens will sound across the country and schoolchildren will practise entering shelters and protected areas in the event of chemical and biological attacks on Israel.The prime minister and his staff will also train to work from an underground bomb shelter at the premier's Jerusalem office, officials said.Dubbed Turning Point, the exercise follows widespread criticism of Israel's handling of the 2006 war against Hezbollah in Lebanon.It also comes after local media last week reported heightened tensions along Israel's heavily guarded border with Syria and days after Lebanese Prime Minister Fuad Siniora put his armed forces on alert.On Sunday, Olmert sought to reassure Syria and Lebanon that Israel did not want the drill to worsen tensions along its northern border.

The goal of the exercise is to check the authorities' ability to carry out their duties in times of emergency and for preparing the home front for different scenarios, Olmert told a weekly cabinet meeting.There is nothing else hidden behind it. All the reports on tension in the north can be moderated and cooled down. We have no secret plans behind the exercises, he added.Israeli Defence Minister Ehud Barak has said the manoeuvres were primarily aimed at learning lessons from the Lebanon war, during which more than 4,000 rockets fired by the Hezbollah militia slammed into northern Israel.

The 34-day conflict ended under a UN-brokered ceasefire after more than 1,200 people in Lebanon, mostly civilians, and 160 Israelis, mostly soldiers, were killed.An official inquiry into the war harshly criticised Israel's leadership for failing to protect civilians during the conflict.

They keep provoking us
However, Ben Eliezer added, this exercise is not intended to threaten any of the countries surrounding us. Its single purpose is to be prepared for anything. The Iranians will not rush to attack Israel so quickly, because they understand the meaning of that. Israeli government spokesman Mark Regev said Olmert and Abbas agreed to meet every two weeks.Both leaders reiterated their commitment to the Annapolis process and to reaching a historic agreement by the end of the year, Regev said.He said the Palestinians discussed Israeli settlement construction and humanitarian issues in the West Bank and Gaza. Israel raised its security concerns and called on the Palestinians to rein in militants.Both sides today raised concerns, but they agreed that the negotiations will go on, Regev said.Negotiating teams also met during the three hours of meetings, he said.Palestinian officials weren't immediately available for comment.But ahead of the meeting, negotiator Saeb Erekat said Abbas would review the status of negotiations with Olmert, push for a halt in settlement activity, seek an easing of roadblocks and other travel restrictions on West Bank Palestinians, and urge Israel to reach a cease-fire with Hamas.

With U.S. backing, the two men have pledged to reach a final peace deal by the end of the year. But it remains unclear how much progress they have made.Negotiating teams have met dozens of times in recent months, and officials privately say that all key issues are under discussion. But there have been few visible signs of change on the ground. Israel continues to build in Jewish settlements, it has done little to improve Palestinian living conditions in the West Bank and the Hamas militant group, which regularly attacks Israeli targets, remains firmly in control of the Gaza Strip.Olmert and Abbas formally relaunched peace talks last November at a summit hosted by President Bush in Annapolis, Md. Tony Blair has spoken of his strong sense of mission as he called for religious faith to be put at the centre of efforts to solve the world's problems. Speaking from the pulpit at Westminster Cathedral, the former prime minister said that in a world that was opening up both economically and politically, the role of faith was especially important. He also spoke out against religious extremism while demonstrators shouted outside. Blair announced details of his Faith Foundation, to be launched later in the year, saying it could help awaken the world's conscience and bring religions together to eradicate poverty and hunger. But the address on faith and globalisation, his first major speech since leaving office, was marked by hundreds of anti-war protesters staging a noisy demonstration outside. Campaigners from the Stop The War Coalition attempted to drown out the speech, blowing whistles, banging drums, and rattling pans in a cacophony heard as a low din inside the cathedral's walls. And at the beginning of the speech Mr Blair faced an embarrassing interruption when he misinterpreted calls from the back as heckles, when in fact people were complaining because they could not hear.

A perturbed Mr Blair apologised for the people who follow me around before realising his mistake. Tony Blair addressed a crowd of 1,600 at Westminster Cathedral as protesters heckled from outside.

He later joked: It's a really new thing for me for people to be frustrated because they can't hear me.Mr Blair told the 1,600-strong crowd that faith needed to be rescued from extremism, such as extremism in the name of Islam through the activities of al Qaeda and others. He said: Either positively (religion) will encourage peaceful co-existence by people of faith coming together in respect, understanding and tolerance, retaining their distinctive identity but living happily with those who do not share that identity. Or it will work against such co-existence by defining people by difference, those of one faith in opposition to others of a different faith. In this context, inter-faith action and encounter are vital. They symbolise peaceful co-existence.

Referring to the increasing profile of China, India and the East, Mr Blair said the world will be immeasurably poorer, more dangerous, more fragile and above all, more aimless without a spiritual dimension. Mr Blair, who said he was not a religious leader and made no claims to moral superiority, is currently working as an international envoy to the Middle East. He has also taken up positions in the private sector and a teaching job on the subject of faith and globalisation at Yale University in the US.

He said the Tony Blair Faith Foundation will focus on bringing different religions together to tackle the Millennium Development Goals (MDGs), which include eradicating extreme poverty and hunger, providing universal primary education and combating HIV and Aids.
Mr Blair said: We are falling short as a world in meeting them. It would be a great example of faith in action to try to bridge the gap and awaken the world's conscience.The foundation will bring together Christians, Muslims, Jews, Hindus, Sikhs and Buddhists to promote faith as a relevant and positive force for good. Mr Blair took several questions from the audience, submitted in advance in writing, but none of them touched directly on the Iraq war. Police step in to control the protest against the war in Iraq.

When asked if he would have done anything differently in office he said: There is nothing I look back on now and say that as a result of my religious journey I would have done things very differently, but that is expressly not to say that I got everything right.He said he was a Christian throughout his political career and had been attending mass for 20 to 25 years before converting to Catholicism. Mr Blair said religion had become more and more important to him and he felt a strong sense of mission about his foundation. Archbishop of Westminster Cormac Murphy-O'Connor described the speech as marvellous, moving, personal and very brave. As the audience departed demonstrators continued to make a noise, waving placards denouncing Mr Blair as a war criminal, and calling for him to be brought to trial. Organisers said they were not attacking Mr Blair's freedom of speech, but his right to be treated as a pillar of respectability. A former monk who gave his name as John criticised the decision to allow the former prime minister to speak at the cathedral. What (Archbishop of Westminster) Cormac Murphy-O'Connor has done in welcoming Blair into the fold is enough to make a Pole a Protestant, he said.

I am disgusted to see so many pious holy nuns swanning in to give him legitimacy.Former hostage Norman Kember took part in a silent protest organised by Catholic peace organisation Pax Christi before the speech. He said: What happened to me was a minor blip in my life compared to the continuing plight of Iraq and the way ordinary Iraqi citizens have suffered so much. I feel it is partly Mr Blair's fault and I don't like the idea of him talking in a church.

EU to upgrade relations with Israel

Benita-Ferrero Waldner, EU External Relations Commissioner:A reflection group is currently considering areas where we can substantially upgrade EU-Israel relations to a truly special status.

BRUSSELS (EJP)---The European Union will deepen the political dialogue with Israel and involve the country more closely in some EU policies like financial services or technological cooperation, External Relations Commissioner Benita Ferrero-Waldner announced.

Speaking to reporters on Thursday, the EU Commissioner said that the EU was working on a targeted deepening of relations with some of our partners in the framework of the European Neighbourhood Policy (ENP), the EU’s framework foreign policy to cover its eastern and southern neighbours.Israel is described as the front-runner among non-EU members participating in EU programs that range from scientific cooperation to trade integration. A reflection group is currently considering areas where we can substantially upgrade EU-Israel relations to a truly special status, Ferrero-Waldner said. Countries like Ukraine, Israel, Moldova and Morocco, Jordan and Georgia, and others, are now closer to European Union than ever before, she added.They have made gradual progress in their democratic and institutional reforms. Their economies are getting stronger. Our trade and investment have grown substantially, helping this economic development. And their administrations are receiving the best European know-how to become more efficient and accountable.Other countries participating in the ENP partnership include Algeria, Libya, Syria, Jordan, Tunisia, Armenia, Egypt, Lebanon and the Palestinian territories.Israel is already the leading ENP partner associated with the 7th Framework Research Programme and the first ENP country to participate in the EU’s Competitiveness and Innovation Programme which supports small and medium businesses.

Israeli-European economic ties are growing as the parties seek to speedily integrate the strong and expanding Israeli economy into the huge European market, EU officials said. The progress report of the European Commission describes Israel as the front-runner among non-EU members participating in EU programs that range from scientific cooperation to trade integration. The EU is Israel’s main trade partner, with imports representing 38 % and exports 33 %. Data for the first quarter of 2007 show an increase respectively of 7.2 and 3.0 % compared to the same period of 2006. The EU and Israel signed an Association Agreement in 1995 in Brussels. In addition to the political dialogue, the agreement covers areas such as industry, energy, standards, financial servives, information infrastructures and telecommunications, transport and tourism. The EU-Israel Association Council meets annually at ministerial level.

EU finance ministers agree to strengthen cooperation

EU finance ministers over the weekend agreed on strengthening cooperation in order to avoid future financial crises, as well as on the need to reform the International Monetary Fund.The ministers, together with central bank governors on Friday (4 April), signed a so-called memorandum of understanding on co-operation in financial crisis situations.The memorandum commits all signatories to cooperate across borders between relevant authorities, both in normal times, in order to ensure preparedness for the management of a potential cross-border crisis situation; and in crisis situations, the document reads.

Taking into account the global nature of the financial markets and the need for broader international efforts in preserving financial stability, the memorandum can also provide the basis for international cooperation between authorities; and it can be extended to include third-country authorities when necessary, it continues.The ministers also said that the financial turmoil caused by an international credit crisis last year, will continue to affect EU economies through 2009 and called for full and immediate disclosure by the bloc's banks.To increase transparency and restore confidence, ministers and governors call on financial institutions to make full and immediate disclosure of on and off-balance sheet risk exposures and losses and on governors to guide this process as appropriate, says a statement by the Slovenian EU presidency.At their two-day meeting, the ministers also said they needed to improve the way money is spent on healthcare, welfare and pensions, while underlining that there is no single blueprint for improvements.

Reform of the IMF

On Saturday (5 April), the EU's finance ministers also agreed on a common position for the upcoming meeting of the International Monetary Fund (12 – 13 April) – the international organisation that oversees the global financial system.Among other things, the EU is to accept a lower voting quota in the institution, and give a bigger say to emerging economies such as China, India and Brazil.

EU members are fully committed to reach an outcome that enhances the legitimacy of the IMF by ensuring a fair and adequate representation for all members, said an EU presidency statement.

Under the proposed reforms, the EU, the US and Japan would lose some of their voting share, while that of developing countries would rise from 39.4 to 42.1 percent, according to the AP.

The Real World: NATO and the Middle East

The Bucharest summit tells a cautionary tale to the Middle East countries and Afghanistan. The bottom line is: while there are severe limits to American and European power, largely for internal reasons, it is imprudent to write off European countries and the U.S. as global powers.Оne of the key squabbling points before and during Bucharest was the number of troops and equipment to be contributed to Afghanistan. Last fall, Canada warned that it will pull out of the NATO force there if the allies don't contribute adequately and allow their troops to fight in the south of the country. This is because several European NATO allies, especially Germany, have not allowed their troops to fight the Taliban, limiting their deployment to the relatively quiet north. Other troops were not allowed to fight at night – when the Taliban engage in the majority of their operations.At Bucharest, France announced that it will send one battalion (700-800 soldiers) to relieve the Canadians. The United States, which has contributed the majority of the 47,000 NATO troops, scrambled to persuade the Europeans to send more troops, but finally ended up throwing in the towel.

Instead, Secretary of Defense Robert Gates announced that the Pentagon will send an additional 3,200-3,500 Americans, mostly Marines, to Afghanistan. There is also a shortage of helicopters capable of flying in severe mountain conditions – something that American helos do well, and even the Soviet machines used to quite adequately.The bottom line, is some European governments and elites do not want to fight to win in Afghanistan. In informal conversations, they treat the NATO engagement there as America's war and think the fighting till victory is unnecessary.They would rather do economic development, build schools, train police, or teach opium poppy growing Afghan farmers advanced agricultural techniques. Then peace will materialize somehow.At a conference in Tallinn, Estonia, which this author attended last week, а senior EU security official called both Iraq and Afghanistan wrong wars and instead praised the EU mission in Darfur, which so far lacks troops and failed to stop what many called genocide of darker-skinned Sudanese.The French, for example, want to shift emphasis from NATO to the European Security and Defense Policy (ESDP), and build a separate rapid reaction force. ESDP will not have Americans in the decision making process at all, while borrowing American air lift or satellite when needed. It will take years if not decades for ESDP to stand up, but in the meantime, bickering inside the alliance will seriously delimit its expeditionary, out-of-area capacity.In another conference, British, French and Dutch security experts seriously discussed how post-war development trumps war-fighting. We have achieved great successes in building bus shelters in Afghanistan, even if they don't have buses in rural areas, one British expert said.

The Europeans are right to be wary in one sense. The Afghan theater, just as the Iraqi theater, requires more than just military operations. There is an important place for diplomacy, financial flaws interdiction, arms supply interruption, and yes, economic and institutional development. For example, if Pakistan continues to tolerate the Taliban and al-Qaida safe havens along its border with Afghanistan, then hostilities there may continue for a long time, and the Afghan, European and American troops will keep bleeding.But to recoil from fighting altogether is an expression of the deep malaise that is affecting Europe, and the roots of this are demographic, as well as philosophical.Since World War II, and especially with advance of birth control, Europe's indigenous population has fallen below replenishment level. The able-bodied population is in decline, with many families having only one or two children. Even with unemployment high by U.S. standards (8-12 percent on average), many shun professional military service. Тhe recent immigrants tend not to serve as well.

With the ranks of the European unemployed and aging swelling, more funds are needed for social security and retirement funds, and for socialized medicine. With almost the same GDP (around $13 trillion a year) in the EU and the U.S., military budgets in Europe are between 1 and 1.8 percent of GDP on average, while the U.S. military budget is close to 4 percent.As the wars in Iraq and Afghanistan have lasted a long time and take place in severe climates, the rate of equipment attrition is high. The troops need everything, from armored personnel carriers and helicopters which can operate in desert and mountainous climates, to trucks and ammo. This equipment is expensive, and the European governments are not rushing to pay.The second reason for the aversion to fighting is Europe's post-World War II trauma. Some 55 million people perished in that conflict (including in Russia and Asia), and the surviving populations have moved on, many abandoning religion in the process, and transitioning to a post-modern view of the world.Europe's rush to give up warfare as an instrument of foreign policy, viewing war as absolutely evil, and relying on the American shield against the Soviets simply does not answer modern, 21st century threats, including from Islamist terrorism. Unfortunately for the Europeans, this is one threat that diplomacy is not going to be able to negotiate away.

As Europe increasingly becomes post-Christian, absolute values, those considered worth dying for, have largely passed from the scene. Post-modernist education made every narrative, be it Christian, Muslim, pagan, capitalist or socialist, ecological or libertarian, equally indefensible and not worth fighting for.So the bottom line is that some NATO members may send troops to help villagers but not to fight a fanatical guerilla force, or simply argue that the social security budget deficit has caused them to cut military spending for 2008.This recognition of NATO's limitations may be a blessing in disguise. First, it may push India, China and even Russia to recognize that they have real interests at stake in Afghanistan, in the Middle East, and elsewhere. These interests may be real, going beyond thumbing their noses at Uncle Sam. Vital agenda items may include stability in the Middle East and crisis prevention necessary to keep the oil prices stable, if not decreasing.Secondly, there are governments in the Middle East that think of the U.S. оr NATO as the security lenders of last resort. These may be forced to realize that they should take steps to upgrade their security and military forces and realistically assess external and internal threats to their countries – including from Iran and either domestic or transnational radicals.After Iraq and Afghanistan, the likelihood of another massive Western intervention is fading like the mist over an Afghan mountain valley on a warm spring day – for now. Yet, Europeans love their lifestyles and are committed to their values.

The UK and France still have hundreds of nuclear weapons. And with NATO enlargement to poorer countries, the alliance may come up with larger reservoirs of manpower from countries like Romania. Dear Secretary Rice

As I write this, you are making your way back home after spending two days throwing your weight around in Israel, my adopted homeland. Yes, I know it’s your job as Secretary of State; you have a president to please. You speak for the world’s number one superpower. And of course you have your reputation to think of and your destiny to fulfil. I know, too, that you will never read this, and it is doubtful that anyone near you will either.

All Christians who believe the Bible and strive to live by it are responsible for conveying its truths. We have a calling, a duty, a responsibility; and a day is coming when we will have to give an account. I therefore feel bound to tell you, Madam Secretary, that ever since you set your sights on implementing the two-state vision that aims to create an Arab state on biblically and historically Jewish land, you have been playing with fire; potentially with eternal fire, and not just with your own life, but with the life and future of your nation. You need to know this. What I want to convey in the strongest possible terms is this: Just as the Israelites bore the consequences of the actions of their leaders, your American people are bearing the consequences of your actions, particularly your actions in the Middle East, into which the Bush administration was drawn against its will, but which it has now made its top priority as its time in office runs out.

I hope that President Abbas and Prime Minister Olmert can sign an agreement before the end of my presidency [in January] that defines a clearly-outlined Palestinian state, the German daily Die Welt quoted Bush as saying yesterday. And, speaking on the same day here in Jerusalem, you let Israel know that you intend to be much more systematic about what is being promised and what is being done by Israel to facilitate this. You are expecting it to happen very very soon.

Then, in Amman, Jordan, standing next to veteran terrorist leader Mahmoud Abbas - who used violence against civilians to generate support like yours for his cause - you denounced Israel for settling Jews in Samaria and Judea. We continue to state America’s position that settlement activity should stop, that its expansion should stop – that is indeed not consistent with Road Map obligations, you said. That’s a good solid biblical word, settlements. If I may, I’d like to draw your attention to two more Bible verses: In Isaiah 14:1 it says: For the LORD will have mercy on Jacob, and will still choose Israel, and SETTLE them in their own land [emphasis mine].

And through Ezekiel in chapter 34, God says: And I will bring them out from the peoples and gather them from the countries, and will bring them to their own land; I will feed them on THE MOUNTAINS OF ISRAEL, in the valleys and in all the inhabited places of the country. I will feed them in good pasture, and their fold shall be on THE HIGH MOUNTAINS OF ISRAEL. There they shall lie down in a good fold and feed in rich pasture on THE MOUNTAINS OF ISRAEL [emphasis again mine]. Do you see the phrase the mountains of Israel? Do you know where these are? The mountains of Israel are Judea, Samaria and the Golan Heights, the very parts of the Land of Israel you are working to sever from Jewish occupation. Occupation? It is THEIR God-given land; it has never been the Palestinians! Bottom line: It is not the Israeli government that is behind the settlement activity in Judea and Samaria. It’s the LORD God Himself.

Moving on, I was interested to read that, while you planned to give Israeli opposition leader Benjamin Netanyahu just 15 minutes of your time on this visit here- an expected courtesy perhaps - what he had to tell you, as he spoke of the dire consequences of giving Judea and Samaria to the Arabs, compelled you to spend at least an hour with him. I brought her information from security officials and intelligence indicating that Hamas could take over the West Bank and create what is essentially an Iranian base there, Netanyahu told reporters after that meeting.

In other words you can never say that you were not warned - and not for the first time - of the very probable outcome of what you are forcing Israel to do. I say forcing, because it is what you are doing; and you are building on what Israel has been forced to do - through diplomatic blackmail and not-always-so-veiled threats - by the presidents and secretaries of state that have preceded you.

With respect, your argument that the US is only doing what Israel’s governments are in agreement about doing is deceptive. The overwhelming majority of those in Israel who today go along with land-for-peace and the creation of Palestine ONLY do so because they have been pushed and pressured by America for decades to do so. The buck for this stops in the Oval Office - and at Foggy Bottom. And please don’t protest about all the good things that America has done for Israel - your friend and ally in the Middle East. There is little that is laudable about giving support to someone while aiding his enemies in their efforts to kill him.

I come back to what I said about the consequences of your actions to your nation. As you are flying home, Madam Secretary, the Fox Extreme Weather Centre is reporting multiple tornado warnings and unrelenting flooding hitting great swathes of your country. The weather, which has been excessive for weeks on end, with freak tornadoes brought about by record-breaking warm winter weather rampaging through towns and cities - is today being described as brutal.

Here in Israel we are watching pictures of destroyed homes in Oklahoma City and other parts of what the forecasters call America’s heartland and more damage is reportedly on the way. The weather is training through this region, storm after storm, flashflood warnings, six to eight inches of snow, and a possible uncontrollable tornado breakout lashing the country tomorrow. Instead of March roaring in like a lion and going out like a lamb, said Fox, the month was roaring out an even bigger lion than it came in.

And the second story topping the news? The most sweeping regulatory power being brought into play by the Treasury in America since the Great Depression. I don’t need to tell you about what has happened to your dollar; what your people are now paying for gas. How Vice President Dick Cheney had to go to Saudi Arabia, cap in hand, and ask for a favour to keep that price-per-barrel from going out of control. Bible believers read that God will require at America’s hand, and at the hands of all those nations who participate in this process, an answer for its dividing up of the Land of Israel and the scattering of its people. Ms. Rice, I know it will require a superhuman ability you likely do not have within yourself. But for the sake of your nation and for the sake of your ultimate legacy, it is my deep and earnest hope that you will recognize the error of the way in which you are set, and turn from this path before it is too late.

The Lord bless you as you bless Israel by standing in defense of her right to exist on the land given to the Jewish people by the God of Israel . Lets pray that Israel will turn back to their God. Do not be silent, but share this with your fellow Christians, share it with your pastors, and with anyone you have a chance to speak to. Lets also pray for that breakthrough to the Muslims, and please remember to pray for our son Jordan, and all of his fellow soldiers in the IDF.
