A health official said Wednesday that authorities were considering closing off more rivers and streams in the Golan Heights — including the Jordan River — possibly for months, as more people were hospitalized with a bacterial infection that has turned into a major scare.The Israel Nature and Parks Authority earlier this week banned bathing in the Zavitan, Zaki, Yehudia and Meshushim streams until further notice, after dozens of swimmers fell ill with symptoms feared to be leptospirosis, a bacterial disease that can be fatal and is transmitted via animal urine.Prof. Itamar Grotto, deputy director general of the Health Ministry, told the Ynet news site that the Jordan River and its tributaries — the Hasbani River, Banias stream and Dan River — could be contaminated.“Right now it isn’t certain,” he said. “If anyone is in doubt then of course don’t go in.”Prof. Grotto said lab results from several streams would be received Wednesday, and that the Health Ministry would then make the decision whether to close more water bodies to the public.In the meantime, he stressed, it is advised not to swim in streams and water bodies without a strong current.He said the only solution to the contamination is strong currents due to significant rain.Asked if access to the streams could be blocked until December or January, Grotto said, “It’s possible; maybe there will be rain before that, I don’t know.”On Wednesday a central Israel hospital said that five teenagers had arrived with suspected leptospirosis after kayaking in the Jordan River, raising concerns that one of Israel’s main water bodies had been contaminated.The Mayanei Hayeshua Medical Center in Bnei Brak said the high school students, 14 to 17 years old, had fallen ill two weeks after visiting the kayaking site north of the Sea of Galilee, and it was expecting more patients with similar symptoms.In response, kayaking company Abu Kayak criticized the hospital for its “irresponsible announcement,” which had caused damage to its business and “defamed” the firm.“The water hasn’t been examined and there is no indication this is leptospirosis,” it said in a statement.The Health Ministry confirmed on Tuesday that at least 12 people had been diagnosed with the disease, and more than 50 others are awaiting test results to confirm they have been infected.Leptospirosis is transmitted to humans via the urine of mammals, usually from rats or mice, but also dogs, deer, cows, and sheep. A synagogue in the central city of Petah Tivka was vandalized with Nazi graffiti overnight Monday, local residents reported.Police said Tuesday an investigation had been opened into the swastika and the SS symbol daubed on the outside of the Mikdash Moshe synagogue.Petah Tikva city councilman Rami Greenberg posted pictures of the vandalism on Facebook, saying it was “shocking to see swastikas spray painted on the oldest synagogue in town.”“Worshipers who arrived early in the morning for prayer were shocked, like the rest of us, by such severe expressions of anti-Semitism.“We will not allow anti-Semitism to rear its head in our city, and we will continue efforts to promote love for people and our homeland, as well as tolerance among the Jewish people.”It was not the first time Petah Tikva has been defaced with Nazi vandalism. Last year, police made several arrests amid a wave of Nazi graffiti found in various locations across the city.Petah Tikva residents were shocked to find swastikas and Hitler references daubed on several synagogues, schools and city bus stops in mid-2017. As protests continue against the establishment of a natural gas platform just 10 km (6.2 miles) from central Israel’s shoreline, the government has agreed to set up a team with public representation to help ensure that emissions into air and water remain within legal limits.The ministries of energy and environmental protection will also organize a series of round-table discussions to which a variety of interested groups will be invited, government officials said.Meanwhile the Energy Ministry’s director of scientific research for land and sea, Dr. Einat Magal, wrote on Tuesday in the Globes business daily that the benefits of the platform outweighed what was a “very low risk.”The ministry’s agreement to a public forum came in response to demands for increased transparency from two environmental organizations that support the platform’s controversial planned location — the Society for the Protection of Nature in Israel (SPNI) and Adam Teva V’Din.Together with EcoOcean, an NGO concerned with shoreline and marine environments, they stand opposed to a fourth veteran environmental organization, Zalul, which, together with local authorities and citizens groups, is campaigning for the gas to be processed on a floating vessel close to the wells, 125 km (78 miles) out at sea.These protesters fear that a processing facility so close to densely populated areas of the country risks a major environmental and public health disaster.With scientists divided over the issue, Prof. Richard Steiner, a world expert on marine conservation who advises governments and citizen groups about the impact of drilling and mining, told a press conference organized by the campaigners earlier this month that on the basis of the publicly available information, there was great cause for concern.On Friday, the Times of Israel reported that the State Comptroller is looking into conflicting claims over the role that security concerns are said to have played in shaping the government’s decision to locate the processing platform for Israel’s largest natural gas field discovered thus far so close to Dor beach, north of Caesarea.Around the world, companies process both gas and oil either on land, on platforms near the shore, or on a floating vessel close to the wells.After extraction, raw natural gas must be processed to separate the dry gas used by power plants to run their turbines from two other main components — condensate and waste water.Condensate forms when gas cools as pressure drops and it rises to the surface of the sea. Used in the oil industry, it contains dangerous and carcinogenic products such as benzene.Waste water that comes out of the well contains high concentrations of heavy metals mercury and lead.Texas-based Noble Energy, which developed Israel’s first major natural gas field, Tamar, initially planned to locate processing for the Leviathan field near the wells on an FPSO (Floating, Production, Storage, and Offloading), which resembles a large ship.While the gas is piped to shore from an FPSO, the condensate is loaded onto tankers to be taken wherever it is needed.Following lengthy consideration by the National Planning and Building Council, however, the government opted for a processing facility on land. A large public battle ensued, and it was decided to locate the platform just off Dor beach, at the outermost edge of the underwater continental shelf.But in November, public concerns grew after the Environmental Protection Ministry released a report showing that the Tamar platform’s emissions of potentially carcinogenic materials during 2016 equaled all such emissions from 570 large factories across Israel, including oil refineries.Plans are now afoot to equip the Tamar platform with the same closed emissions system due to be fitted at Leviathan’s platform, and new regulations for it will come into force in March.But this rearguard action has failed to reassure the protesters.“Given the concerns of the citizens, the fact that natural gas is a new industry, and the experience of Tamar, there’s a need for more supervision,” Adam Teva V’Din’s Director of Economy and Natural Resources, lawyer Leehee Goldenberg, told the Times of Israel.The government team will include representation from the energy and environmental protection agencies, local authorities, and environmental organizations, she said.It will meet relatively frequently during the establishment of the platform, which is due to arrive in Israel from Texas before the end of this year and to start operating by the end of 2019.During the first two years of activity, the team will convene once every quarter, and after the first two years, twice a year.The round table discussions will deal with energy-related issues, focusing initially on natural gas and Leviathan’s platform, Goldenberg added.A key issue dividing the environmental NGOs relates to the legal status of the waters off Israel’s coast.Israel’s territorial waters, up to 22 kilometers (13.7 miles) from the shore, are subject to all the laws that apply on land, including environmental ones. That is not the case in the Exclusive Economic Zone, whose boundary ends 322 km (200 miles) from the coast.The Tamar platform, which became operational in 2013 and today provides 60 percent of the country’s energy needs, is located 23 km (14 miles) from the coast, just one kilometer outside the territorial waters boundary. The government’s ability to impose supervision there is limited, which is why it took so long for the Environmental Protection Ministry to realize that the platform’s emissions were so high.Zalul believes that far-from-shore processing would be safer all-round and that the government should extend the necessary regulations to the Exclusive Economic Zone.The SPNI, Adam Teva V’Din, and EcoOcean counter that, given the time needed to push for necessary legislation and for Noble Energy to redesign the project, close-to-shore processing is preferable as it will allow for the closure of the dirtier, coal-driven energy plant at coastal Hadera, a roughly 30 minute drive south of Dor beach.Their research, they say, indicates that the platform is not dangerous and that the focus should be on ensuring proper supervision of the platform and monitoring of its emissions once Leviathan is up and running.Emphasizing that natural gas is not clean, but is cleaner than coal or oil, Leehee Goldenberg said that the government had not yet responded to the NGOs’ demand for constant, rather than periodic, emissions monitoring.Leviathan’s draft emissions permit — as well as a stricter permit for Tamar — will be open for public comment in the coming months under the Clean Air Act.Writing in Globes, Dr. Magal said the fuel people use at gas stations contains 10 times the concentration of benzene that exists in condensate.If pollutants were to leak at the platform, they would either dissolve before reaching the shore, according to environmental protection ministry models, or — in extreme circumstances — would wash up at concentrations 100 times less than the maximum permitted, she went on.Some 5,800 ships carrying some 4,000 tons of fuel anchor close to shore each year compared with 280 tons of condensate likely to be on board the platform at any one time, she added.She noted that Israel imports an annual 75 million barrels of crude oil, with every tanker carrying around 100,000 tons of fuel — 350 times the quantity of condensate expected annually at the Leviathan platform — and that the fuel ships come closer to shore.Experience showed that the number of oil spill events on floating vessels was “immeasurably higher” than those on fixed marine installations, Dr. Magal said.

WASHINGTON — Even the oceans are breaking temperature records in this summer of heat waves.Off the San Diego coast, scientists earlier this month recorded all-time high seawater temperatures since daily measurements began in 1916."Just like we have heat waves on land, we also have heat waves in the ocean," said Art Miller of the Scripps Institution of Oceanography.Between 1982 and 2016, the number of "marine heat waves" roughly doubled, and likely will become more common and intense as the planet warms, a study released Wednesday found. Prolonged periods of extreme heat in the oceans can damage kelp forests and coral reefs, and harm fish and other marine life."This trend will only further accelerate with global warming," said Thomas Frolicher, a climate scientist at the University of Bern in Switzerland, who led the research.His team defined marine heat waves as extreme events in which sea-surface temperatures exceeded the 99th percentile of measurements for a given location. Because oceans both absorb and release heat more slowly than air, most marine heat waves last for at least several days — and some for several weeks, said Frolicher."We knew that average temperatures were rising. What we haven't focused on before is that the rise in the average comes at you in clumps of very hot days — a shock of several days or weeks of very high temperatures," said Michael Oppenheimer, a Princeton University climate scientist who was not involved in the study.Many sea critters have evolved to survive within a fairly narrow band of temperatures compared to creatures on land, and even incremental warming can be disruptive.Some free-swimming sea animals like bat rays or lobsters may shift their routines. But stationary organisms like coral reefs and kelp forests "are in real peril," said Michael Burrows, an ecologist at the Scottish Marine Institute, who was not part of the research.In 2016 and 2017, persistent high ocean temperatures off eastern Australia killed off as much as half of the shallow water corals of the Great Barrier Reef — with significant consequences for other creatures dependent upon the reef."One in every four fish in the ocean lives in or around coral reefs," said Ove Hoegh-Guldberg, a marine biologist at the University of Queensland. VICTORIA — The British Columbia government has declared a provincial state of emergency to support the response to the hundreds of wildfires burning across the province.The state of emergency will remain in effect for 14 days, but can be extended or rescinded as necessary.Public Safety Minister Mike Farnworth says the state of emergency applies to the entire province and ensures federal, provincial and local resources can be delivered in a co-ordinated manner.Farnworth declared the emergency based on recommendations from the BC Wildfire Service and emergency management officials.The province says 566 wildfires were burning across B.C. as of Tuesday, with evacuation orders covering more than 1,500 properties and affecting about 3,000 people.The wildfire service says more than 1,800 wildfires have been recorded since the season began on April 1, charring nearly 3,800-square kilometres of timber and bush.Farnworth says he ordered the provincewide state of emergency to protect public safety."As wildfire activity is expected to increase, this is a progressive step in our wildfire response to make sure British Columbia has access to any and all resources necessary," Farnworth, who is also the province's solicitor general, says in a news release.The federal government has approved the deployment of about 200 members of the Armed Forces to help with firefighting efforts, and the province says those troops are expected in the coming days.The Canadian Press.

"Stay inside if you have breathing difficulties. Find an indoor place that's cool and ventilated."Metro Vancouver regional district also extended an advisory for the region and the Fraser Valley because of high concentrations of fine particulate matter due to smoke.Residents in Vanderhoof in central B.C. reported thick smoke and black ash falling on Monday night due to fires including a 315-square-kilometre blaze west of the municipality, said fire information officer Ryan Turcot.Some 564 wildfires were burning across B.C., displacing about 3,000 people and forcing nearly 18,000 more to be prepared to leave at a moment's notice.About 25 new wildfires were sparked between Monday morning and midday Tuesday, slightly less than in recent days, Turcot said. On Saturday alone, 143 new wildfires ignited.There were 3,478 crew members working on the fires, including frontline firefighters and support workers behind the scenes. The federal government has agreed to send 200 troops to help with mop-up of contained fires, freeing BC Wildfire Service crews and other firefighters to head to more active fires where extra resources were necessary, said Turcot.Hundreds of troops also pitched in last summer during the worst wildfire season on record in the province. Israel arrested a Belgian national suspected of belonging to the Popular Front for the Liberation of Palestine, when he attempted to enter the country through the Allenby Crossing from Jordan last month, the Shin Bet security service said Wednesday.Mustafa Haled Awad, 36, was born in a Palestinian refugee camp in southern Lebanon and later moved to Belgium and received citizenship there. According to the Shin Bet, Awad joined the PFLP in 2010 and served the organization from Europe, maintaining contacts with operatives in Lebanon, Syria, Jordan and the West Bank.“The investigation also found that Mustafa helped transfer terror funds from the ‘Popular Front’ in Syria and Lebanon to operatives in Europe,” the Shin Bet said.According to the security service, Awad also trained with members of the Hezbollah terrorist group in Lebanon in 2015.Awad was arrested when he tried to enter Israel from Jordan on July 19, but details of the case were kept under a court-issued gag order until now. A Turkish court on Wednesday rejected a new appeal to free US pastor Andrew Brunson, whose detention has sparked a severe crisis in relations between Turkey and the United States, local media reported.The court in the western city of Izmir rejected the appeal and ruled that Brunson will remain under house arrest, the state television TRT reported.Earlier on Wednesday, Turkey said it was increasing tariffs on imports of certain US products in response to American sanctions on Ankara that caused the value of the lira to plunge.Turkish Vice President Fuat Oktay said that the rises were ordered “within the framework of reciprocity in retaliation for the conscious attacks on our economy by the US administration.”Ankara said it will impose extra tariffs on imports of products including rice, vehicles, alcohol, coal and cosmetics. OTTAWA — The number of irregular border crossers in Canada went up in July after two months of decline.Newly published federal data shows a total of 1,634 irregular migrants were apprehended by RCMP between official border crossings last month.That's 371 more than the number of people who crossed irregularly into Canada in June.The numbers had been slowly decreasing since May — a downward trend the federal government had attributed to its outreach efforts as it continues to try to send the message that crossing the Canada-U.S. border at non-official entry points is not a free ticket into Canada.Despite last month's increase, the monthly totals are still lower than those in March and April and represent half the number of people who arrived in July of last year."While these (latest) numbers are promising, Canadians expect all levels of government to work together to live up to our international and humanitarian obligations," said Mathieu Genest, spokesperson for Immigration Minister Ahmed Hussen.The issue of irregular border crossers has been an ongoing headache for the Trudeau government, with concerns being raised by officials in Quebec and Ontario about millions in unanticipated costs incurred from the vast majority of asylum seekers seeking housing, social assistance and schooling in Montreal and Toronto as they await the outcome of their refugee claims.Ottawa has responded to the influx with an increase in spending of $173 million for improved border security, temporary housing and to help address a major backlog in refugee claims processing at the Immigration and Refugee Board.Genest said further efforts are underway to establish a "triage system" to encourage some asylum seekers to settle in towns and cities outside of Montreal and Toronto."Our plan is to have a triage system in place in the coming weeks to allow us to better manage the flow of asylum seekers to different municipalities."The surge in irregular migrants to Canada began in 2017, shortly after the United States announced plans to withdraw temporary protected status for individuals living in the U.S. from certain countries, including Haiti and El Salvador.Last year, the majority of irregular migrants to Canada were originally from Haiti, but this year the majority are Nigerian, with many arriving in Canada from the U.S. after obtaining U.S. travel visas.So far this year, a total of 12,378 individuals have filed asylum claims after entering Canada irregularly.Teresa Wright, The Canadian Press.
