The Mass of the Lord's Supper that Pope Francis
will celebrate on Holy Thursday in the chapel of the Casal del Marmo
Penitential Institute for Minors (IPM) will be, by his express desire,
very simple, as reported by the Director of the Holy See Press Office,
Fr. Federico Lombardi, S.J. Concelebrating with the Holy Father will be
Cardinal Agostino Vallini, vicar general of the Diocese of Rome, and Fr.
Gaetano Greco, chaplain of the Institute.
Around 10 girls and 40 boys will take part in the Mass. The Pope
will wash the feet of 12 of them, who will be chosen from different
nationalities and diverse religious confessions. The youth will also say
the readings and the prayers of the faithful.After the Mass, the Pope will meet with the youth and the IPM's
personnel in the Institute's gym. Around 150 persons are expected to
attend, including the Minister for Justice, Paola Severino, accompanied
by the Head of the Department of Justice for Minors, Caterina Chinnici,
the Commander of the Institute's Penitentiary Police, Saulo Patrizi, and
the Institute's director, Liana Giambartolomei.The youth will give the Pope a wooden crucifix and kneeler, which
they made themselves in the Institute's workshop. The Holy Father will
bring Easter eggs and “colomba” (the traditional Italian Easter cake in
the shape of a dove) for all.Given the intimate nature of the pastoral visit, journalists will
be restricted to the area outside the building and no live coverage
will be transmitted.

Tomorrow Pope Francis will celebrate the “In
Coena Domini” Mass at the Casal del Marmo detention centre for young
offenders. During the mass, he will wash the feet of 12 young inmates of
different nationalities and religious faiths.Bergoglio has never been to Casal del Marmo, but
is familiar with the silent apostolate of charity carried out by Fr.
Agostino Casaroli (who passed away in 1998) in the detention centre for
young offenders, after holding the positions of Vatican secretary of
State and Cardinal. It would not be far fetched to suggest that the idea
of celebrating the Holy Thursday liturgy with the young offenders could
have come from a reflection on the solid pastoral devotion that tied
the great Vatican diplomat to that place where young people’s lives are
suspended between the risk of being lost and the hope of beginning
afresh.In September 2008, in the homily for the mass he
celebrated in the Buenos Aires Metropolitan Cathedral the then cardinal
Bergoglio had told faithful a joke about the link between Casaroli and
the Casal del Marmo detention centre, which had made him smile. “Every
Saturday evening, Cardinal Casaroli would disappear…“he’s resting,” they
would say,” Bergoglio said during the homily. “A young priest went to a
juvenile detention centre, where there was a chaplain who was a very
nice man. He would come by bus and with his briefcase and stayed there
to take confessions from the young boys and play with them. His name was
Fr. Agostino.No one knew much more than this. It was him.” In
his homily, Bergoglio eloquently suggested that Casaroli’s diplomatic
service in the Holy See was inspired by the same spiritual source that
fuelled his pastoral work with the young offenders of Casal del Marmo.
“When John XXIII received him following his first visit to Eastern
Europe, on a diplomatic mission, when the Cold War was in full swing,”
Bergoglio said, “at the end of the meeting, the Pope asked Casaroli:
“tell me, do you still visit those boys?” “Yes, Your Holiness.” “Can I ask you a favour? Don’t ever abandon them”.”
That was the task Casaroli had been entrusted with by the Good Pope, who died only a month or so later.Bergoglio read and appreciated Il martirio della pazienza (The
martyrdom of patience), an autobiography written by Casaroli, which
describes the Vatican Ostpolitik he played a central role in. “The great
diplomacy which has borne so many fruits for the Church,” the then
Archbishop of Buenos Aires commented in that homily back in 2008, “it is
fuelled by charity and penitence.”

Discussing the Shroud without the risk of
misinterpretations and dashed expectations is a complex affair. The
relic (which is preserved in the Northern Italian city of Turin) has
been the focus of deep devotion and huge interest but is also at the
centre of a heated debate. This debate is innate to the Shroud itself:
the reference to the figure of Christ and his incarnation which is
linked to the signum contradictionis.
As is the case with the oldest recorded images
which aimed to depict the face of Jesus, true God and true man, the
so-called acheiropoieta – icons which are said to have come into
existence miraculously and not created by a human painter – the Shroud
has been the focus of debates and disagreements ever since its
discovery. In a way it is a faithful portrayal of the outcomes and
legacies of the thousand-year old question of Christian iconography,
spanning eras in which the relationship between religion and society and
reason and faith has been through some really rough patches. The
Shroud’s religious essence and the form imprinted on the cloth which
forms a link with the human sciences, make it exemplary.
The positions adopted in the modern and post
modern world in relation to the Shroud, are certainly more complex and
varied than in previous eras. Many consider it to be the most important
relic marking Christ’s presence on Earth, it containing the real and
unique effigy of the Saviour, made even more precious by his blood. Some
go dangerously further than this, searching for physical traces of His
glorious resurrection on the cloth.Others underline the importance of an object which
is undeniably linked to the Passion of Christ and therefore a unique
object from a religious point of view; an object which has enormous
pastoral and spiritual potential but is also able to attract the
interest of scholars of all disciplines.Others still, reject it as a more or less old fake
which is of no interest whatsoever or, at best, could be worth
displaying in a museum dedicated to history’s great tricks.
The positions adopted in relation to the Shroud
have necessarily been broken down into categories here but in reality
they are easily interwoven, compared and contrasted, proving that the
one thing that is certain about the Shroud is that no one is indifferent
to it.In this sense, the scientific research into the
Shroud, begun at the start of the century, has contributed to making
today’s debate even more fascinating and more heated. This is because
although most of this research has not led to any concrete conclusions
about how the figure on the Shroud was formed, all studies seem to
exclude the possibility of a man-made image, given that the Shroud has
been dated back to the medieval period.Until the end of the Nineteenth century, research
into the Holy Shroud had focused above all on the historical and to some
extent theological aspects of the relic, but the problem of its
so-called “authenticity” – which has been the main focus of scientific
research – was limited to scholarly debates which were not of much
interest to the wider public.Historically, it was the devotional aspect of the
Shroud that emerged as most important, attracting the interest of
ordinary people who travel for miles to attend solemn ostentations. It
is not intellectual curiosity in the Shroud’s origins, or their search
for material grace that attracts the masses but their drive to search
for something – a face, a figure – and their anxiousness to find out
something that forms part of the deepest, innermost feelings of the
human soul. Mgr. Ghiberti rightly underlined the fact that man’s
encounter with the Shroud (especially if he or she is a faithful) is
pre-scientific. Surveys carried out on pilgrims who attended the
ostensions which took place between 1978 and today reveal that very few
of them were drawn to Turin because of the question of the Shroud’s
“authenticity”. So this is not a core part of their relationship with
the relic. Instead, many were interested in the Shroud as a “sign” that
becomes a “mystery” and “speak of violence and injustice,” “an image of
peace, a sign of suffering.” But a suffering that goes beyond mere
suffering: for believers, meditating on Christ’s death cannot be
separated from the joy of Easter and vice versa: the Shroud therefore
becomes a “symbol of life and resurrection.”This is why the Holy Father and the Church in
Turin wanted to give all the people of the world the chance to come face
to face with the painful image imprinted on the Shroud, leaving the
scientific question aside for once; the chance to set their eyes on "the
one they have pierced” (John, 19:37), on Holy Saturday, the day of
great silence of which the Shroud is an icon. An icon which illustrates
the deep reflections of Benedict XVI, who was among the pilgrims to

speaking to friends, seems reluctant to call himself pope and has
decided to live in the Vatican hotel rather than the grand
papal apartment in the
Apostolic Palace.It might seem as if
Pope Francis
is in a bit of denial over his new job as leader of the world's
1.2-billion Catholics. Or perhaps he's simply changing the popular idea
of what it means to be pope, keeping the no-frills style he cultivated
as archbishop of Buenos Aires in ways that may have broad implications
for the church.The world has already seen how
Francis
has cast aside many trappings of the papacy, refusing to don the red
velvet cape Benedict XVI wore for official occasions and keeping the
simple, iron-plated pectoral cross he used as bishop and archbishop.On Thursday, his belief that a pope's job is to serve the world's
lowliest will be on display when he washes the feet of a dozen young
inmates at a juvenile detention center in Rome. Previous popes have
celebrated the Holy Thursday ritual, which re-enacts Christ's washing of
his disciples' feet before his crucifixion, by washing the feet of
priests in one of Rome's most ornate basilicas.Such moves hint, even at this early stage, only two weeks into his
papacy, at an apparent effort by Francis to demystify the office of
pope.Unlike his predecessors, he doesn't sign his name "Pope Francis," ending his official correspondence simply "Francis."To those closest he is still Bergoglio, and this week, Italian state
radio broadcast a voice mail he left wishing a friend Happy Birthday.
"It's Bergoglio," the pope said, using the surname he was born with.Even on Day One, Francis didn't acknowledge he was pope.

that the cardinals' task during the conclave had been to "give Rome a

awesomeness, the grandeur and majesty of the papacy," said John Allen

is just his personality. He's never liked pomp and circumstance."Indeed. Even after he became Argentina's top church official in 2001, the former Cardinal

never lived in the ornate church mansion that Pope John Paul II stayed
in when visiting, preferring simple rooms in a downtown building, warmed
by a small stove on frigid weekends when the heat was turned off. He
did his own cooking and rode the bus to get around town.In that same vein, Francis announced this week that he wasn't moving
into the papal apartment in the Apostolic Palace and would stay instead
in the Vatican's Santa Marta residence, the antiseptically clean,
institutional-style hotel where he and the 114 cardinals who elected him
pope were sequestered during the conclave.Calling the hotel home, Francis indicated that he wants to live in a
community with ordinary folk, not the gilded cage of the Apostolic
Palace.He will eat in the common dining room as he has for the past two
weeks, and celebrate 7 a.m. Mass in the hotel chapel as he has each day,
inviting Vatican gardeners, street sweepers, hotel workers and
newspaper staff to attend.The Vatican spokesman, the Rev. Federico Lombardi, said the decision to stay put in the hotel had been taken "for now."
"We'll see how it works," he said.In one concession, Francis did move in recent days from the hotel's
cramped Room 207, where he had stayed as cardinal, into Room 201, the
larger papal suite, which has a study and sitting room to receive
guests. The furnishings are a step up from the simple fare of the rest
of the hotel: dark wood armoires and a bed with a matching headboard
carved with an image of Christ's face.
Francis' initial refusal to move into the hotel's papal suite is
perhaps understandable, given the reluctance with which he accepted the
job in the first place.On Wednesday,
the Vatican
revealed what Francis said in the Sistine Chapel when he was formally
asked if he accepted the outcome of the vote. "I am a big sinner.
Trusting in the mercy and patience of God, in suffering, I accept," he
answered.The decision not to take up residence in the Apostolic Palace might
also signal a desire to keep his distance from the dysfunctional Vatican
government Francis has inherited. One of his major tasks will be to rid
the Vatican bureaucracy of the mismanagement, petty turf battles and
allegations of corruption that were revealed in leaks of papal documents
last year.Francis does go to work each day at his "office" in the Apostolic
Palace, where he meets with various Vatican officials. He uses the
ornate Clementine Hall for larger audiences, such as his first formal
addresses to representatives of the world's religions and the diplomatic

important signal about his view of the papacy and its relationship with

Orthodox Christians, Ecumenical Patriarch Bartholomew I, as "my brother"

has remained separated in part over disputes about the primacy of the

ground — the same level as all the other religious leaders — and not on a

In his first General Audience today, Pope Francis
followed the line adopted at the beginning of his pontificate, speaking
almost entirely in Italian: not just the catechesis, which the Pope
read from a sheet of paper, spontaneously adding his own remarks here
and there, but also the greetings to the pilgrims from various parts of
the world. “He doesn’t want to favour any language in particular,” the
deputy director of the Holy See Press Office, Fr. Ciro Benedettini. Some
speakers read summaries of the papal catechesis in the various
languages and provided a translation of his greetings.Approximately 15 thousand people attended Pope
Francis’ first Wednesday General Audience in St. Peter’s Square today.
The Argentinean Pope first gave a mention to Benedict XVI: “With
deep gratitude and veneration I am taking up the "witness" from the
hands of my beloved predecessor, Benedict XVI.” Francis said that after
Easter he planned to resume the series of catechesis on the Year of
Faith, which Benedict XVI had started during his pontificate.”In his first Audience, the Pope focused on the
rites celebrated during Holy Week, starting with the Palm Sunday
celebrations. He took the opportunity to reiterate what has become one
of the leitmotifs of the early stages of his papacy: he invited the
Church and Christians to “step outside” of themselves and reach out to
the world and other people.“Stepping outside of ourselves, of a tired and
routine way of living the faith, of the temptation to withdraw into
pre-established patterns that end up closing our horizon to the creative
action of God. God stepped outside of Himself to come among us, He
pitched His tent among us to bring the mercy of God that saves and gives
hope,” Pope Francis recalled. “Even if we want to follow Him and stay
with Him, we must not be content to remain in the enclosure of the
ninety-nine sheep, we have to "step outside", to search for the lost
sheep together with Him, the one furthest away. Remember well: stepping
outside of ourselves, like Jesus, like God has stepped outside of
Himself in Jesus and Jesus stepped outside of Himself for all of us.”
The Pope stressed that “God did not wait for us to go to Him , but He moved towards us, without calculation, without measures.” So Jesus lived his fine humanity in “
the daily realities of most ordinary people:
He was moved by the crowd that seemed like a flock without a shepherd,
and He cried in front of the suffering of Martha and Mary on the death
of their brother Lazarus; He called a tax collector to be His disciple
and also suffered the betrayal of a friend. In Christ, God has given us
the assurance that He is with us, in our midst.”
When Jesus said "Foxes have dens and birds of the
sky have nests, but the Son of Man has nowhere to rest His head" (Mt
8:20). Jesus did not have a home because His house is the people -- that
is, us; His mission is to open all God’s doors, to be the loving
presence of God.”
At the end of the General Audience, Pope Francis
launched his first international appeal for the civil war that is
tearing the Central African Republic apart. “I call for an immediate
halt to the violence and looting, and a political solution to the crisis
to be found as soon as possible that would restore peace and harmony to
that dear country for too long marked by conflict and division,” the
Pope said.“Dear Arab speaking pilgrims and pilgrims from the
Middle East: do not be afraid to follow the crucified and resurrected
Jesus with courage, bringing joy and the light of your faith to
everyone,” the Pope said when it came to the moment of the greetings in
various languages at the end of today’s General Audience in St. Peter’s
Square.After the Audience, Pope Francis tweeted using the
@pontifex account: “Being with Jesus demands that we go out from
ourselves, and from living a tired and habitual faith.” The papal

Nations close to deal on U.N. arms trade treaty: envoys

United Nations members on Wednesday were close to a deal on the first international treaty to regulate the $70 billion global
conventional arms trade, though delegates and rights groups said
India, Iran or others could still block agreement.Arms control campaigners and
human rights
advocates say one person dies every minute worldwide as a result of
armed violence and a treaty is needed to halt the uncontrolled flow of
weapons and ammunition that they argue helps fuel wars, atrocities and
rights abuses.
United Nations member states began meeting last week in a final push to end years of discussions and hammer out a binding
international treaty to end the lack of regulation over international conventional arms sales.The world body's 193 member states received the last
revision of the draft treaty ahead of the final day of the drafting
conference on Thursday. Reuters questioned delegates from over a dozen
countries who said they were cautiously optimistic that the treaty would
be adopted unanimously."India, Syria and Iran are countries that could still
cause trouble," a European diplomat told Reuters on condition of
anonymity. "But I'll wager the treaty will pass by consensus."Iran, which is under a U.N. arms embargo over its
nuclear program, is eager to ensure its arms imports and exports are not
curtailed, diplomats say. Syria is in a two-year-old civil war and
hopes Russian and Iranian arms keep flowing in, they added.But they are under pressure to back the draft, envoys said.Speaking on condition of anonymity, a U.S. official
declined to say whether Washington would support the draft treaty."We are continuing
to review the text with an eye toward ensuring that it accomplishes all
of our goals, including that it protect the sovereign right of states to
conduct legitimate
arms trade and of course that it not infringe upon the constitutional right of our citizens to bear arms," he said.Several U.N. diplomats predicted Washington would vote yes.The National Rifle Association, a powerful U.S. pro-gun
lobby, opposes the treaty and has vowed to fight hard to prevent its
ratification if it reaches Washington. The NRA says the treaty would
undermine domestic gun-ownership rights.The American Bar Association, an attorneys' lobbying
group, last month disputed the NRA position on the treaty, saying in a
paper that "ratification of the treaty would not infringe upon rights
guaranteed by the Second Amendment."
'DEFICIENCIES'
The chief British delegate, Ambassador Joanne Adamson, said the new
draft treaty has many improvements over earlier drafts."These (improvements) include inclusion of ammunition
in the scope of the treaty, a new article on preventing diversion of
arms, and strengthened section on exports which are prohibited," she
said. "Human rights are at the heart of this text."The main reason the arms trade talks are taking place
at all is that the United States - the world's biggest arms exporter -
reversed U.S. policy on the issue after President Barack Obama was first
elected and decided in 2009 to support an arms treaty.The point of an arms trade treaty is to set standards
for all cross-border transfers of conventional weapons. It would also
create binding requirements for states to review all cross-border arms
contracts to ensure arms will not be used in human rights abuses,
terrorism or violations of humanitarian law.Several
human rights groups and
arms control
advocates, including Amnesty International, Oxfam and Control Arms,
praised the new draft. They said it had shortcomings but was a major
improvement over an earlier draft that had too many loopholes."While there are still deficiencies in this final
draft, this treaty has the potential to provide significant human rights
protection and curb armed conflict and violence if all governments
demonstrate the political will to implement it," said Brian Wood of
Amnesty International.But he made clear that there were problems with the
text, including an overly narrow scope of types of arms covered. It
covers tanks, armored combat vehicles, large-caliber artillery systems,
combat aircraft, attack helicopters, warships, missiles and missile
launchers and small arms and light arms.Predator drones and grenades are among the weapon categories that are not covered explicitly in the draft treaty.Anna Macdonald of Oxfam said there were "some
improvements" in the draft, though some problems remained she wanted
fixed in the final hours before a decision is made by U.N. member
states."We need a treaty that will make a difference to the
lives of the people living in Congo, Mali, Syria and elsewhere who
suffer each day from the impacts of armed violence," she said.Rights groups complained about one possible loophole in
the current draft involving defense cooperation agreements. Several
diplomats who also oppose this loophole said it could exempt certain
weapons transfers from the treaty.Three delegates dubbed that provision the "India

Syrian opposition opens first embassy, says world lets it down

DOHA (Reuters) - A Syrian opposition bloc recognized by the Arab League as the sole representative for Syria opened its first embassy in Qatar on Wednesday in a diplomatic blow to President Bashar al-Assad.

who took Syria's seat at an Arab summit in Doha on Tuesday, used the
ribbon-cutting ceremony to voice his frustration with world powers for
failing to do more to help in the two-year-old struggle to topple Assad."There is an international willingness for the
revolution not to triumph," he told reporters at the embassy, which was
festooned with balloons in the red, green, white and black of Syria's
national flag.Alkhatib, a Sunni Muslim cleric who resigned this week
as leader of the Syrian National Coalition, but who is staying on as a
caretaker, also alluded to internal differences plaguing the opposition
umbrella group formed in Qatar in November."The only way to victory is unity," he declared.Damascus raged
against summit host Qatar for helping the opposition into Syria's seat
at the League, while Russia and
Iran also criticized the move to delegitimize Assad's rule."This is a flagrant violation of the pact and internal
organizations and rules of shared Arab work and is a dangerous
precedent," a statement attributed to the government and run on Syrian
state television said."The Doha summit's decision has created a model that
will encourage the practice of violence, extremism and terrorism and
will be a danger not just to Syria, but Arab states and the whole
world."Yet although the 22-member Arab bloc lent its support
to giving weapons to Syrian rebels, it is unclear how much impact the
opposition's diplomatic advances will have inside Syria.
The Cairo-based coalition's control over insurgent
groups is tenuous at best. Some of the most militarily effective, such
as the al Qaeda-linked Nusra Front, openly reject its authority.Alkhatib told
Reuters in an interview he was surprised by a rebuff from the United
States and NATO to his request for Patriot missiles based in Turkey to
help protect rebel-held parts of northern Syria from Assad's helicopters and warplanes.
"I'm scared that this will be a message to the Syrian regime telling it 'Do what you want'," he said.
OPPOSITION DISUNITY
NATO Secretary-General Anders Fogh Rasmussen, speaking
to students in Moscow via video link from Brussels, again said the
Western alliance had no intention of intervening in Syria."We believe that we need a political solution in
Syria," he said, noting there was no U.N. mandate for NATO action there.Disunity among Syria's opposition in exile and the
armed factions on the ground have long hindered the struggle against
Assad and have contributed to Western reluctance to intervene.Alkhatib has cited the West's failure to do more to
help the opposition, as well as the coalition's internal divisions, as
reasons for announcing on Sunday that he would quit as leader.He offered no clarity on his own political future in
his interview with Reuters. "I have given my resignation and I have not
withdrawn it. But I have to continue my duties until the general
committee meets," the former mosque imam said.The Arab summit's support for Assad's foes may prove
more symbolic than practical, but Syria vented its wrath at Qatar for
its pro-opposition actions at the annual gathering."The emir of Qatar, the biggest bank for supporting
terrorism in the region, began his presidency of the Arab League by
hijacking it with tainted oil and money," said state news agency SANA, a
mouthpiece for Assad's government.Qatar's Sheikh Hamad bin Khalifa al-Thani "committed a
flagrant violation of the League's pact by inviting the deformed body,
the 'Doha Coalition', to usurp Syria's seat in the League", SANA said,
in a scathing reference to the opposition.Qatar has funded political opposition groups and is believed to be funneling money and weapons to rebels in Syria.Russia, which gives Damascus military and diplomatic
support, scolded the Arab League for taking "another anti-Syria step" by
giving Syria's seat to the opposition.Arab nations are far from united on Syria, with
Algeria, Iraq and Lebanon often opposing any action against Assad's
rule.Saudi Arabia, Qatar and some others have thrown their
support behind the mostly Sunni Muslim rebels in Syria, partly to weaken
Shi'ite Iran, the main regional ally of Assad, whose minority Alawite
sect is distantly derived from Shi'ite Islam.Iran, which has sent advisers, money and weapons to
help Assad stay in power, also lambasted the Arab League for allowing a
foe of Assad to take Syria's seat at the summit, calling this "a pattern
of dangerous behavior".Iran views Assad as a pillar of an "axis of resistance"

Egypt could hold delayed election in October: Mursi

said on Wednesday parliamentary elections could be delayed until
October, a postponement which could give his cash-strapped
administration breathing space to negotiate an IMF deal.
Mursi's original plan was for a four-stage election that would start in late April and put a parliament in place by July.But the schedule fell apart this month when a court
canceled the presidential decree setting the dates. "Perhaps the
elections will be held in the coming October," state news agency MENA
quoted Mursi as saying.The postponement removes one source of friction between
Mursi and the secular-minded opposition that had planned to boycott the
vote on the grounds that the election law had been drawn up to suit
Mursi's Muslim Brotherhood and other Islamists.But many tensions remain in a political landscape where divisions have deepened since Mursi was elected in June.The acrimony will complicate efforts to build the
consensus that the International Monetary Fund wants to underpin a loan

After promising on Sunday to take unspecified steps to protect the
nation, Mursi vowed on Tuesday to "break the neck" of anyone who threw a
petrol bomb.The unrest is frustrating efforts to revive the economy.Dwindling wheat stocks and shortages of imported fuel
have increased the urgency of securing the IMF loan to plug the budget
deficit and support foreign currency reserves that have dropped below
the level needed for three months of imports.The government has said it expects an IMF technical
mission in Cairo soon to complete negotiations on the agreement.The IMF, however, has not given a date. The planning
minister said last week he expected a deal and payment of the first
tranche of the loan by the end of June.Masood Ahmed, director of the IMF's Middle East and
Central Asia department, held talks in Cairo earlier this month, saying
loan discussions would continue in the coming weeks.
A GOVERNMENT RESHUFFLE?
An IMF deal would unlock billions of dollars in further
support for Egypt. But political consensus is seen as vital.With elections postponed, Mursi may have to give ground to
opposition demands including a change in government."This could increase the possibility of a reshuffle. It
would force some concessions in line with opposition demands," said
Mona Mansour, chief regional economist at CI Capital.Ahmed Omran, Mursi's adviser for development issues,
told a Kuwaiti newspaper this week that one way forward would be for
Mursi to head the government himself.But the arrest warrants for the bloggers appeared to
have made the opposition less willing to talk of give-and-take."If he is going to arrest us, arrest the activists,
threaten the opposition, I don't think this is showing any sign of
compromise," said Khaled Dawoud, spokesman for the National Salvation
Front, an alliance of non-Islamist parties that have come together to
oppose Mursi.
Hassan Nafaa, a professor of political science and a
critic of Mursi, also questioned the Islamist leader's readiness for
concessions. "If the president had wanted a dialogue, he would have
postponed the elections a while ago," he said.One opposition demand is for the removal of the prosecutor- general appointed by Mursi in November.In a blow to the president, an appeals court on
Wednesday ordered the reinstatement of the former prosecutor-general, a
Hosni Mubarak-era appointee whom Mursi had sacked. It was not
immediately clear whether Mursi would appeal.Mursi had billed the parliamentary election as
completing the transition from Mubarak's autocracy. A court dissolved
the previous lower house, which was led by the Brotherhood, in June.Mursi now expects
the new lower house to convene by the end of the year, according to
MENA, the state news agency, which said it would take two and a half
months to complete a new
election law and another two months to prepare for the vote.Yasser Mehrez, a Brotherhood spokesman, said Mursi's
critics should now "calm down" since the delay met one of their demands.

The Supreme Court
seemed to be leaning on Wednesday toward striking down a law that
denies federal benefits to legally married same-sex couples in a move
that would reflect a shift in Americans' attitudes about
gay marriage.In a second day of oral arguments on same-sex marriage,
a majority of the court raised serious concerns with the Defense of
Marriage Act, or
DOMA, enacted in 1996 under President Bill Clinton.Arguments over the last two days on the DOMA case and a separate one challenging
California's
ban on gay marriage marked the high court's first foray into a delicate
and divisive political, religious and social issue in the United States
as polls indicate growing public support for same-sex marriage.In theory, the cases have the potential for the court
to take a significant step toward endorsing gay marriage as it gains
support in some parts of the country. Based on the arguments, however, a
partial victory for
gay rights activists seems more likely than the sweeping declaration of same-sex marriage rights they had hoped for.As demonstrators rallied outside the Supreme Court building for a second day,
Justice Anthony Kennedy,
a potential swing vote, showed a willingness to invalidate DOMA, which
denies married same-sex couples access to federal benefits by defining
marriage as between a man and a woman.He warned of a "real risk" that the law infringes on the traditional role of the states in defining marriage.A conservative, Kennedy is viewed as a key vote on this
issue in part because he has twice authored decisions in the past that
were viewed as favorable to gay rights.In contrast to the ambivalent approach they displayed
on Tuesday in arguments about California's Proposition 8 gay marriage
ban, the nine justices seemed willing to address the substantive issue
in the DOMA case, while also eyeing procedural questions.The court is not expected to rule on the two cases
until the end of June. If the justices were to strike down DOMA, legally
married gay couples would be winners because they would have improved
access to federal benefits, such as tax deductions.Justices gave a strong indication they might resolve
the Proposition 8 case on procedural grounds, but even that would be
viewed as a win for gay rights activists as same-sex marriages in
California would likely resume.What appears highly unlikely is a sweeping declaration
of a right for gay people to marry, a possible option only in the
California case.Overall, a majority of the justices made it clear
that, while they might not impede the recent movement among some states
toward gay marriage, they were not willing to pave the way either.Nine states now recognize gay marriage, while 30 states
have constitutional amendments banning it and others are in-between.On several occasions over the two days, the justices'
own remarks illustrated how quickly attitudes have changed in favor of
gay marriage.During Tuesday's arguments,
Justice Antonin Scalia,
a conservative, questioned whether there was sufficient data to show
that children are not adversely affected if raised by same-sex couples.
Likewise, Justice Samuel Alito noted the concept of gay marriage is
"newer than cellphones and the Internet."Offering a liberal perspective, Justice
Elena Kagan
prompted murmurs of surprise from onlookers on Wednesday when she
quoted from a U.S. House of Representatives report written less than two
decades ago, at the time DOMA was enacted, that referenced "moral
disapproval" of gay marriage.
'SKIM MILK MARRIAGE'
As attention turned to DOMA on Wednesday, Kennedy made
it clear where he stood, referring to DOMA as "inconsistent" because it
purports to give authority to the states to define marriage while
limiting recognition of those determinations.His states' rights concerns were echoed by two of the
liberal members of the bench, Kagan and Justice Sonia Sotomayor. "What
gives the federal government the right to be concerned at all about what
the definition of marriage is?" Sotomayor said.
Justice Ruth Bader Ginsburg and Justice Stephen Breyer also raised concerns about the law.Ginsburg stressed how important federal recognition is to any person who is legally married."It affects every area of life," she said.Comparing marriage status with types of milk, Ginsburg
said that a gay marriage endorsed by a state, but not recognized by the
federal government, creates two types of marriage, "full marriage, and
then this sort of skim milk marriage."If the court rules on the states' rights issue, the
justices could strike down the law without deciding the bigger question
of whether DOMA violates the U.S. Constitution's guarantee of equal
protection under the law.On that issue, Kagan spoke of a "red flag" that
indicates Congress passed DOMA with the intent of targeting a group that
is "not everyone's favorite group in the world."Various groups are calling for DOMA to be struck down,
such as the Business Coalition for DOMA Repeal, whose members include
Marriott International Inc, Aetna Inc, eBay Inc, and Thomson Reuters
Corp, the corporate parent of the Reuters news agency.Separately, several conservative justices criticized
Obama and his Justice Department for not defending the marriage law in
court.Chief Justice John Roberts questioned whether Obama had
"the courage of his convictions" for continuing to enforce DOMA while

Landslide hits Washington state's Whidbey Island, destroys one home

SEATTLE (Reuters) - A landslide thundered through a subdivision in Washington state's Whidbey Island north of Seattle on Wednesday, destroying one home and threatening more than 30 others, a fire official said.
"It looks like a giant shovel pulled the hill down to the water," said
Central Whidbey Fire Chief Ed Hartin. "We heard a lot of rumbling and snapping of trees."The landslide hit
the Ledgewood Beach community about 50 miles north of Seattle at 4:15
a.m. local time, knocking one house off its foundation and destroying a
road,
Hartin said.Authorities rescued 12 residents from nearly 20 homes
in the area that were cut off when a road was damaged by the landslide,
Hartin said.Another 17 homes were evacuated because they were left
unsafe or uninhabitable by the disaster, he said. None one was injured,
he added.The homes in the Ledgewood Beach area are a mix of
year-round and vacation properties that sit high on a bluff overlooking
the waters of the Puget Sound.A local home owned by Microsoft Corp Chief Executive
Steve Ballmer did not appear to be immediately threatened, Hartin said.A county geotechnical engineer was evaluating how long residents would be forced to stay out of their homes."This is an area that has experienced a few landslides in the past," Hartin said.The area has not experienced recent heavy rains, he said.(Reporting by Laura L.
