An earthquake with a magnitude of 7.9 struck 108 miles (174 kilometers) east-southeast of Acapulco, Mexico, according to the West Coast and Alaska Tsunami Warning Center.

A major 7.6 magnitude earthquake struck 193 kilometres east of Acapulco on Mexico's Pacific coast, the United States Geological Survey said today.The Pacific Tsunami Warning Center said the inland earthquake would not generate a destructive widespread tsunami, but there was the possibility of some local tsunami effects.
Civil Defence has not issued a tsunami warning for New Zealand.Mexican President Felipe Calderon said via his Twitter account there was no serious damage reported from the quake.Mexico City mayor Marcelo Ebrard said, also via his Twitter account, that he saw no damages as he surveyed the city from a helicopter.The USGS located the epicenter of the quake at 525 kilometres east of Ometepec in Guerrero state at a depth of 18 kilometres.The quake was felt in Mexico City where buildings shook and office employees fled into the street, according to a Reuters witnesses. Cell phone lines were down and traffic snarled in the capital moments after the quake.No damage was reported in Oaxaca, near where the quake hit, according to local television.
Earlier it had been reported at 7.9 magnitude and initially as 7.6 magnitude.

These are all quotes that you can expect to hear from an anti-Israel advocate (yes, I believe in a distinction between anti-Israel advocates and pro-Palestinian advocates – the former hates Israel more than they care for Palestinians and reject all peace).But are they right? Well of course not. If a few Jews are anti-Zionist, then they must be the real, legitimate ones? It’s ridiculous.Almost every single Jew – religious or secular – is inherently Zionist, whether their name is Rav Kook or their name is Theodore Herzl. If nearly every Jew believes in this, then who are you to claim to be an expert in Judaism and go around calling an extremist fringe minority the real Jew? There are two types of this very tiny minority – the ultra ultra-Orthodox group, and the ultra ultra-secular group.Let’s start with the ultra ultra-Orthodox group. They are commonly referred to as Neturei Karta. These people have to be blocked off by NYPD police at the Israeli Day Parade in the spring, because they are crazy. Take, for example, the Baal Shem Tov, or Besht, who is a very famous rabbi who dedicated his life to fighting against gossip and rumors. He sent many of his followers to go settle in Palestine (I refer to the geographic area until 1948 as Palestine). Or how about the Vilna Gaon, a famous rabbi, who encourages his followers to go settle the land in Palestine? These are just a few examples of the many. In short, most ultra-Orthodox groups and sects are Zionist. The Neturei Karta group number about 5,000-6,000, so it is ridiculous to generalize them and elevate them. And do they have chutzpah – protesting against Israel while being defended by its soldiers.And what about the ultra ultra secular Jews? Many of them didn’t grow up in households that were Jewish, have no understanding of what Judaism is at all, etc. To them, they’re just Jewish by matrilineal descent, and other than that, they’re really not that Jewish, and they’d probably prefer it that way. So it’s easier for their life if they just oppose the only country they’ll be able to flee to if massacres against them break out (indeed, Hitler didn’t care one bit how religious or secular a Jew was). Do I even need to say why this can’t represent real Jews? And Theodore Herzl? He was an extremely secular Jew – as most Jews in Western Europe during the 1800’s were. Yet whenever someone discusses the history of Zionism, everyone shouts, Herzl Herzl Herzl. Why? That’s simple. Following the Dreyfuss Affair, he realized anti-Semitism wouldn’t disappear as a result of the Emancipation, and founded political Zionism.Now notice how I said political Zionism. Jews from Spain had nowhere to go, and wanted to know if they would be allowed to go to Israel. Many said yes, while some said no. After all, would it make sense for the Jews to continue to endure suffering, to be killed, and to assimilate? This teaching in the Talmud also applied to blood libels, Crusades, pogroms, Cossacks, expulsions, inquisitions, ghettos, Dreyfus Affair…Since the third part of the treaty was broken – and quite severely – the Jews had every right to ascend to Israel by mass. Belarus, EU sanctions and the $1mn bounty

BRUSSELS - Even as President Alexander Lukashenko becomes increasingly cruel and unusual, the EU capital is seeing an unprecedented level of lobbying on his behalf.
Mid-level diplomats will this week discuss who else to add to the Belarus sanctions list when EU foreign ministers meet in Brussels on Friday (23 March).EUobserver understands the provisional roll-call includes oligarch Yuriy Chizh, several companies owned by another regime billionaire, Vladimir Peftivev and a handful of officials. Peftiev is already under a visa ban and asset freeze, along with three of his firms - a decision he is currently fighting in the EU court in Luxembourg.You wouldn't believe how many [people] have come through here, a senior EU official told this website on the queue of NGOs, diplomats and companies telling him in recent weeks why Peftiev should be let off.The official, as well as other sources, such as Ales Michalevic, a dissident who fled Belarus last year, says that Peftiev has put up a $1 million reward for anybody who can get him de-listed.I have not seen any evidence that Peftiev should be on the list. It's the police, the KGB, and the judges that should be on it,a contact from one Prague-based anti-Lukashenko NGO told this website. A Brussels-based anti-Lukashenko NGO recently sent a letter to EU officials containing 25 names - including Peftiev - of people who it says were put on the register unjustly.This website is not publishing their names because it is possible that the individuals who distributed the list came under pressure to do the dirty work.EUobserver also contacted Lawin, the Lithuanian law firm which represents him in the EU court, about the $1 million bounty, but it declined to confirm or deny the information.Chizh has a large array of businesses ranging from petrochemicals to health spas and soft drinks, many of which are active in EU countries.
Peftiev's conglomerate is more sinister.Peftiev is the majority shareholder and chairman of Beltechexport, the country's largest weapons manufacturer. It makes aircraft, armoured vehicles and small arms. But its main business is to act as a middleman between Russian arms firms and dictators in Africa, Central Asia, south-east Asia and South America. The US says it has sold weapons to Iran and North Korea.It would be a further blow to [Russian President] Putin's reputation to have Russia sell its own weapons directly to these regimes in violation of international prohibitions. So Belarus does it for him, Stanislav Shushkevich, a former Belarusian head of state, told EUobserver.Peftiev also runs telecoms operator Beltelcom, co-runs marketing business Sport-Pari with Lukashenko's son, Dmitry, and has shares in the country's Internet provider Delovaya Set.EU diplomats say Latvia has now joined Slovenia in trying to protect him.The two countries are willing to agree to the new EU sanctions but only if selected Peftiev companies, which do business with their own firms, are left alone. In one example, Peftiev is working with a Slovenian company, Riko Group, to build a luxury hotel and electrical sub-stations worth €157 million.His lobbyists say the EU is wrong in describing him as a financial sponsor of the regime. But their claims are hard to believe in a country in which 70 percent of the economy is officially under state control.Joerg Forbrig, an expert on Belarus at the German Marshall Fund, believes the wealth of the whole country of 10 million people is managed by a small circle of Lukashenko loyalists. It's likely Peftiev has insights into broader business practices with the EU than just those involving the companies attributed to him,he said.Lukashenko last week executed two young men - Uladzislau Kavalyou and Dzmitry Kanavalau, widely believed innocent - for putting a bomb on the Minsk metro.In another case, which would be silly if it was not so frightening, 37-year-old Syarhey Kavalenka has been hospitalised after going on hunger strike. His crime was to put an opposition flag on top of a Christmas tree.
One EU diplomat said the executions have changed nothing in terms of Latvia and Slovenia's position. Everybody knows anyway what the regime is like,he noted. He added that the sanctions decision will probably have to be made by the foreign ministers on Friday because the mid-level talks are unlikely to make a breakthrough.
For his part, Lukashenko likes to scoff at EU sanctions.But they are a serious turn-off for foreign investors at a difficult time for the Belarusian economy and they do damage to his plan to make the country into a transit hub for EU exports and imports.In one sign of their effectiveness, a high-ranking EU official said his envoys routinely offer to trade political prisoners for EU concessions.No sanctions can undo what just happened to Kavalyou and Kanavalau.But if Chizh and Peftiev get off, other EU countries plan to make Latvia and Slovenia pay a political price. They will be held publicly accountable for their decisions,an EU diplomat said.

Invited were the foreign ministers of France, Italy, Belgium, Luxembourg, Netherlands, Austria, Denmark, Poland, Portugal and Spain.But by leaving out 17 of the EU's 27 states, Westerwelle has stepped on the toes of some of his colleagues.A diplomat from Sweden, one of the non-invitees, told Spiegel magazine that the German foreign minister was not contributing to EU co-operation by leaving some countries out.The Danish foreign minister was invited, but refused to participate. EU to finance Palestinian water plant

BRUSSELS - Palestinian Prime Minister Salam Fayyad and EU foreign policy chief Catherine Ashton in Brussels signed an agreement on Monday (19 March) to build a waste water treatment plant in the West Bank and improve a key border crossing.The €35 million deal, clinched during a two-day conference on Palestine refugee youth organized by the United Nations Relief and Works Agency (UNRWA), is part of a larger EU annual assistance package worth €450 million a year for the Palestinians.The EU earlier this year already signed off on €150 million of new projects for 2012.Through this investment, the EU will significantly contribute to the improvement of the living conditions of the Palestinian population through two separate projects in the West Bank and the Gaza Strip,Ashton said at the conference.
Specifically, the agreement calls for a €22 million medium-scale waste-water treatment plant to be built in the Tubas Tayasir areas in the north of the West Bank. The facility, the second of its kind in the region, will also treat water for agriculture.The plant should be a welcome addition for a territory with limited ground-water resources.According to the Palestinian Water Authority, the water sector in the West Bank and Gaza Strip has not been allowed to properly develop over the past 30 years. Around 37 percent of the population in rural areas has no access to water services and urban-area water infrastructure is crumbling.An internal EU report from last December accused Israeli settlers of monopolising farm land and water in the Jordan Valley in a bid to drive out native Arabs.Water supply and sanitation in the Gaza Strip are also in a deplorable condition, worsened by the 2009 Israeli military offensive, according to a report by the United Nations Environment Program.The remaining €13 million of the agreement will be used to upgrade the Kerem Shalom border crossing between Israel and southern Gaza. The border crossing is currently only used to transfer goods.The upgraded border should allow for a greater flow of trade, Ashton said. Loading and inspection areas as well as new warehouses will be built. New x-ray machines, a weigh-bridge, and inspection areas will also be installed.The EU funding is meant to help improve the dire living conditions of many Palestinians both in Gaza and the West Bank and to support state-building measures. In Gaza, children make up nearly half the 1.5 million population. Many suffer from a lack of proper access to clean drinking water.The UNRWA estimates that by 2020 there could be at least 1.5 million young Palestinian refugees aged between 15 and 29. Nearly a quarter will be unemployed, according the UN agency.
The EU effort comes at a highly sensitive time after a man on a motorcycle in Toulouse, France on Monday shot dead a teacher and three children at a Jewish school. The event has caused shock in Europe and in Israel, while prompting a huge manhunt in France.For its part, the right-wing Israeli newspaper the Jerusalem Post, on Tuesday accused Ashton of bad taste in equating the killings with Israel's killing of Palestinian children on numerous occasions in the occupied territories after she said: When we think about what happened today in Toulouse, we remember what happened in Norway last year, we know what is happening in Syria, and we see what is happening in Gaza and other places - we remember young people and children who lose their lives.Israeli officials last week also deemed unacceptable a leaked EU report on Jewish settler attacks against Palestinians because it did not devote equal space to Palestinian attacks on Jews.

EU still unsure what shadow banking really is

BRUSSELS - The EU is considering new rules on so-called shadow banking - unregulated investment funds and mortgage institutions - but it still has to define exactly what type of financial activities it covers.Shadow banking is a parallel banking system for which we do have to create effective regulation and supervision, otherwise the financial markets may well transfer part of their activities and products to this unregulated market and increase the risk of new crises,financial markets commissioner Michel Barnier said Monday (19 March).Five years after the collapse of the Lehman Brothers investment bank, which triggered the global financial crisis, the EU commission is still working on regulation aimed at curtailing risks in the financial markets.Shadow banking - a term encompassing simple services such as mortgages, loans given without deposit, and complex investment schemes run by hedge funds - represents some 25-30 percent of the world's banking sector and its share is increasing in Europe, Barnier said.We have to define the term firstly. We want to act, but first we need to understand it and to see if our list is complete,the commissioner said.Asked if he was concerned that the slow response after the 2008 crisis still leaves Europe exposed to risks, Barnier said:Yes, I am concerned. We are still learning the lessons of Lehman Brothers. We are not out of the woods yet, we have to be honest about it.He admitted that the legislative process is slower than the markets, since it takes over a year to adopt new legislation from the moment it has been tabled.Barnier said that amendments to existing legislation or draft legislative proposals may be tabled by the end of the year so as to cover all shadow banking activities.
But German investment funds have criticised the commission's approach. The German Association of Investment and Asset Management (BVI) said oversight of unregulated financial instruments and institutions was overdue, but its head, Thomas Richter, said investment funds are already covered by other legislation. Our industry certainly cannot complain about a lack of regulation,he said in a statement.One expert in financial services told this website that the consultation paper reflects a US view that these services are not regulated at all.The question is what they mean by shadow banking. In the US, shadow banking concentrates on products that are highly regulated here in Europe. So this exercise is totally useless,Diego Valiante from the Brussels-based Centre for European Policy Studies said.In the US, treasury secretary Timothy Geithner earlier this month warned against the risks posed by this sector: A large shadow banking system had developed without meaningful regulation, using trillions of dollars in short-term debt to fund inherently risky financial activity.The commission plans to end the consultation by 1 June and organise a conference on shadow banking on 27 April.
Hollande not alone in bid to re-open fiscal treaty

BRUSSELS - French Socialist candidate Francois Hollande has claimed he is not alone in his bid to re-negotiate the treaty on fiscal discipline.Meanwhile, Ireland is likely to wait for the outcome of the French elections before holding a referendum on it.I will re-negotiate the treaty on budgetary discipline not only for France, but for the whole of Europe, he said during a campaign speech in Paris on Saturday (17 March), adding that the pact focuses on austerity only and does little to spur economic growth.He said that if he elected he will have a mandate from the French people and support from European Socialists and allies who are not all Socialists for re-opening the text.He mocked the centre-right leaders in Europe for backing his rival, incumbent Nicolas Sarkozy, saying it is somewhat touching to see how they come to help him out.Germany's Chancellor Angela Merkel, who ensured that the fiscal treaty is a pre-condition for any future eurozone bail-outs, openly backed Sarkozy last month and has refused to meet Hollande ahead of the 22 April elections.Hollande continues to lead in opinion polls by a few percentage points ahead of Sarkozy, although last week for the first time one snap poll put the president ahead.The French presidential race is being closely watched in Ireland, where the government is organising a referendum on the fiscal pact.
If a referendum is held before the French elections, opponents would likely question why the government is asking the people to endorse a treaty that might be re-negotiated.We're conscious of what Mr Hollande has said. Belarus, EU sanctions and the $1mn bounty

BRUSSELS - Even as President Alexander Lukashenko becomes increasingly cruel and unusual, the EU capital is seeing an unprecedented level of lobbying on his behalf.
Mid-level diplomats will this week discuss who else to add to the Belarus sanctions list when EU foreign ministers meet in Brussels on Friday (23 March).EUobserver understands the provisional roll-call includes oligarch Yuriy Chizh, several companies owned by another regime billionaire, Vladimir Peftivev and a handful of officials. Peftiev is already under a visa ban and asset freeze, along with three of his firms - a decision he is currently fighting in the EU court in Luxembourg.You wouldn't believe how many [people] have come through here, a senior EU official told this website on the queue of NGOs, diplomats and companies telling him in recent weeks why Peftiev should be let off.The official, as well as other sources, such as Ales Michalevic, a dissident who fled Belarus last year, says that Peftiev has put up a $1 million reward for anybody who can get him de-listed.I have not seen any evidence that Peftiev should be on the list. It's the police, the KGB, and the judges that should be on it,a contact from one Prague-based anti-Lukashenko NGO told this website. A Brussels-based anti-Lukashenko NGO recently sent a letter to EU officials containing 25 names - including Peftiev - of people who it says were put on the register unjustly.This website is not publishing their names because it is possible that the individuals who distributed the list came under pressure to do the dirty work.EUobserver also contacted Lawin, the Lithuanian law firm which represents him in the EU court, about the $1 million bounty, but it declined to confirm or deny the information.Chizh has a large array of businesses ranging from petrochemicals to health spas and soft drinks, many of which are active in EU countries.
Peftiev's conglomerate is more sinister.Peftiev is the majority shareholder and chairman of Beltechexport, the country's largest weapons manufacturer. It makes aircraft, armoured vehicles and small arms. But its main business is to act as a middleman between Russian arms firms and dictators in Africa, Central Asia, south-east Asia and South America. The US says it has sold weapons to Iran and North Korea.It would be a further blow to [Russian President] Putin's reputation to have Russia sell its own weapons directly to these regimes in violation of international prohibitions. So Belarus does it for him, Stanislav Shushkevich, a former Belarusian head of state, told EUobserver.Peftiev also runs telecoms operator Beltelcom, co-runs marketing business Sport-Pari with Lukashenko's son, Dmitry, and has shares in the country's Internet provider Delovaya Set.EU diplomats say Latvia has now joined Slovenia in trying to protect him.The two countries are willing to agree to the new EU sanctions but only if selected Peftiev companies, which do business with their own firms, are left alone. In one example, Peftiev is working with a Slovenian company, Riko Group, to build a luxury hotel and electrical sub-stations worth €157 million.His lobbyists say the EU is wrong in describing him as a financial sponsor of the regime. But their claims are hard to believe in a country in which 70 percent of the economy is officially under state control.Joerg Forbrig, an expert on Belarus at the German Marshall Fund, believes the wealth of the whole country of 10 million people is managed by a small circle of Lukashenko loyalists. It's likely Peftiev has insights into broader business practices with the EU than just those involving the companies attributed to him,he said.Lukashenko last week executed two young men - Uladzislau Kavalyou and Dzmitry Kanavalau, widely believed innocent - for putting a bomb on the Minsk metro.In another case, which would be silly if it was not so frightening, 37-year-old Syarhey Kavalenka has been hospitalised after going on hunger strike. His crime was to put an opposition flag on top of a Christmas tree.
One EU diplomat said the executions have changed nothing in terms of Latvia and Slovenia's position. Everybody knows anyway what the regime is like,he noted. He added that the sanctions decision will probably have to be made by the foreign ministers on Friday because the mid-level talks are unlikely to make a breakthrough.
For his part, Lukashenko likes to scoff at EU sanctions.But they are a serious turn-off for foreign investors at a difficult time for the Belarusian economy and they do damage to his plan to make the country into a transit hub for EU exports and imports.In one sign of their effectiveness, a high-ranking EU official said his envoys routinely offer to trade political prisoners for EU concessions.No sanctions can undo what just happened to Kavalyou and Kanavalau.But if Chizh and Peftiev get off, other EU countries plan to make Latvia and Slovenia pay a political price. They will be held publicly accountable for their decisions,an EU diplomat said.

BRUSSELS - German foreign minister Guido Westerwelle has irked some of his EU colleagues by inviting only a select few to a dinner on Tuesday (20 March) to discuss the future of Europe after the economic crisis.The meeting does not appear on the official website of the German foreign ministry as it is meant to be an informal event at the Villa Borsig, north of Berlin. Invited were the foreign ministers of France, Italy, Belgium, Luxembourg, Netherlands, Austria, Denmark, Poland, Portugal and Spain.But by leaving out 17 of the EU's 27 states, Westerwelle has stepped on the toes of some of his colleagues.A diplomat from Sweden, one of the non-invitees, told Spiegel magazine that the German foreign minister was not contributing to EU co-operation by leaving some countries out.The Danish foreign minister was invited, but refused to participate. We have a government meeting that evening. Of course I am willing to discuss EU topics. EU to finance Palestinian water plant

BRUSSELS - Palestinian Prime Minister Salam Fayyad and EU foreign policy chief Catherine Ashton in Brussels signed an agreement on Monday (19 March) to build a waste water treatment plant in the West Bank and improve a key border crossing.The €35 million deal, clinched during a two-day conference on Palestine refugee youth organized by the United Nations Relief and Works Agency (UNRWA), is part of a larger EU annual assistance package worth €450 million a year for the Palestinians.The EU earlier this year already signed off on €150 million of new projects for 2012.Through this investment, the EU will significantly contribute to the improvement of the living conditions of the Palestinian population through two separate projects in the West Bank and the Gaza Strip,Ashton said at the conference.
Specifically, the agreement calls for a €22 million medium-scale waste-water treatment plant to be built in the Tubas Tayasir areas in the north of the West Bank. The facility, the second of its kind in the region, will also treat water for agriculture.The plant should be a welcome addition for a territory with limited ground-water resources.According to the Palestinian Water Authority, the water sector in the West Bank and Gaza Strip has not been allowed to properly develop over the past 30 years. BRUSSELS - The EU is considering new rules on so-called shadow banking - unregulated investment funds and mortgage institutions - but it still has to define exactly what type of financial activities it covers.Shadow banking is a parallel banking system for which we do have to create effective regulation and supervision, otherwise the financial markets may well transfer part of their activities and products to this unregulated market and increase the risk of new crises,financial markets commissioner Michel Barnier said Monday (19 March).Five years after the collapse of the Lehman Brothers investment bank, which triggered the global financial crisis, the EU commission is still working on regulation aimed at curtailing risks in the financial markets.Shadow banking - a term encompassing simple services such as mortgages, loans given without deposit, and complex investment schemes run by hedge funds - represents some 25-30 percent of the world's banking sector and its share is increasing in Europe, Barnier said.We have to define the term firstly. We want to act, but first we need to understand it and to see if our list is complete,the commissioner said.Asked if he was concerned that the slow response after the 2008 crisis still leaves Europe exposed to risks, Barnier said:Yes, I am concerned. We are still learning the lessons of Lehman Brothers. We are not out of the woods yet, we have to be honest about it.He admitted that the legislative process is slower than the markets, since it takes over a year to adopt new legislation from the moment it has been tabled.Barnier said that amendments to existing legislation or draft legislative proposals may be tabled by the end of the year so as to cover all shadow banking activities.
But German investment funds have criticised the commission's approach. The German Association of Investment and Asset Management (BVI) said oversight of unregulated financial instruments and institutions was overdue, but its head, Thomas Richter, said investment funds are already covered by other legislation. Our industry certainly cannot complain about a lack of regulation,he said in a statement.One expert in financial services told this website that the consultation paper reflects a US view that these services are not regulated at all.The question is what they mean by shadow banking. In the US, shadow banking concentrates on products that are highly regulated here in Europe. So this exercise is totally useless,Diego Valiante from the Brussels-based Centre for European Policy Studies said.In the US, treasury secretary Timothy Geithner earlier this month warned against the risks posed by this sector: A large shadow banking system had developed without meaningful regulation, using trillions of dollars in short-term debt to fund inherently risky financial activity.The commission plans to end the consultation by 1 June and organise a conference on shadow banking on 27 April.

Priorities and Allocations Authorities. (a) The authority of the President conferred by section 101 of the Act, 50 U.S.C. App. 2071, to require acceptance and priority performance of contracts or orders (other than contracts of employment) to promote the national defense over performance of any other contracts or orders, and to allocate materials, services, and facilities as deemed necessary or appropriate to promote the national defense, is delegated to the following agency heads:
(1) the Secretary of Agriculture with respect to food resources, food resource facilities, livestock resources, veterinary resources, plant health resources, and the domestic distribution of farm equipment and commercial fertilizer;

(4) the Secretary of Transportation with respect to all forms of civil transportation;

Although the executive order is an update to the almost identical EO 12919, which was signed by Bill Clinton in 1994, in Section 201(b) of the new version, the words under both emergency and non-emergency conditions have been added.In other words, the federal government is claiming the power to seize totalitarian control of the whole economy – nationalization über alles.The administration’s move to allow an executive order designed for a time of national crisis to be applied in non-emergency peace time represents a significant ratcheting up on the richter scale of martial law, a measurement Infowars has been upgrading since the late 1990′s.Just because Obama’s predecessor’s like Clinton and Bush did not use this executive order doesn’t mean it’s not anathema to the U.S. constitution. Obama is not going to save us from anything. But Obama will gladly take away our rights and our freedoms if the American people allow him to. The Obama administration seems to have an endless lust for more power. Sadly, if we do give away our rights it will have some very serious consequences. If we freely give away all of the rights that we have been given under the U.S. Constitution it will be incredibly difficult to ever get them back. The title of the executive order is National Defense Resources Preparedness and it is actually an update of a series of previous executive orders.The original National Defense Resources Preparedness executive order (EO 8248) was issued back in 1939. This latest version is very similar to EO 12919 that was signed by Bill Clinton in June 1994. However, several very important changes have been made in this new version.
For example, in Section 201(b) the words under both emergency and non-emergency conditions have been added.So now the federal government can take control of all food, all energy, all health resources, all transportation resources and all other materials, services, and facilities in the country even if the United States is not experiencing emergency conditions.Not that the Obama administration really needed to put that in there. After all, the U.S. government has been operating under a constant state of national emergency since September 14, 2001.So the Obama administration did not really need to include a new excuse for taking control of everything.The existing state of emergency would probably work just fine.If Barack Obama woke up one day and decided to exercise the powers in this executive order, he would be able to do pretty much anything that he wanted. The program is a partnership between FEMA and the Corporation for National and Community Service (CNCS), itself managed under the Homeland Security umbrella.The Department of Homeland Security plans to start with 1,600 volunteers dispatched across the country and specially trained to provide critical disaster services during an emergency response. Volunteers are not FEMA employees, but will wear branded uniform clothing and will be directed by FEMA. DHS boasts that the entry level positions will prepare these trainees for careers in the ever-bloating disaster response bureaucracy.While this new unit may seem innocuous and even advisable in the context of helping after natural disasters (despite the abuses seen after Hurricane Katrina), the FEMA Corps takes on much more ominous overtones when one considers their likely roles under Homeland Security’s plans and provisions for responding to other disasters– states of emergency over man-made disasters (false flags for instance), economic instability, pandemics, social unrest or the like.Further, greater federal control through FEMA has proved disastrously inefficient in its own right. The failures of the feds at Hurricane Katrina are legendary. Less known are other cases, such as the fires that spread across Bastrop, Texas last year. MK Avi Dichter (Kadima) on Sunday said that Israel should prepare for a major ground operation in Gaza, to deal with the terrorist state that has been formed in the coastal enclave.Speaking to Arutz Sheva, Dichter, who is a resident of Ashkelon which has been suffering from rocket attacks and who also headed the Southern District of the Israel Security Agency, said that Israel cannot agree to the reality that has been created in Gaza in recent years. He noted that Gaza is run by a terrorist organization that has managed to develop real military capabilities.He also noted the additional change that has occurred in Gaza as Hamas, a terrorist organization with 20,000 military men, has begun to sever its ties with the Iranian Revolutionary Guards and at the same time is strengthening its relationship with the Muslim Brotherhood in Egypt. The Islamic Jihad has entered the vacuum left by Hamas, said Dichter, and it has 5,000 men with a military capability similar to that of Hamas.In order to deal with this reality, Israel should significantly expand the Iron Dome system as part of preparations for military action, according to Dichter. The scope of the batteries and the quantity of missiles of Iron Dome right now is unlikely to be enough in the face of the threat from Gaza, he said, adding that in order for Israel to prepare to destroy the military infrastructure in Gaza, it should strengthen Iron Dome so that eventually, when the IDF enters Gaza for a long operation which may continue for over a year and a half, the home front will be better protected.
He added that after it prepares to protect Israeli citizens against rockets, the IDF will have to enter Gaza for a ground operation that will include arrests, investigations and other activities that will persist over many months.Dichter, who officially announced last month that he will run for the leadership of the Kadima party, addressed the upcoming primaries in the party, which will be held on March 27.
Dichter rejected the calls that have been made to him to drop out of the race and support MK Shaul Mofaz, thus preventing current leader MK Tzipi Livni from winning. He explained that the main difference between him and the other candidates is the point which he raised at the outset of his campaign, that upon winning, he plans to join Prime Minister Binyamin Netanyahu's coalition.It cannot that be a party with 28 seats does not affect processes and deal with challenges, he said.The party headed by me will enter negotiations with the coalition to influence things from the inside. The IDF Website reports that they are equipped with a wide-view scanner, which makes it unnecessary for them to rotate like traditional radars, thus eliminating blind spots. The new radar can scan a section of the border and track multiple targets simultaneously, without leaving any area vulnerable.The radar is also sensitive to objects moving at low speeds. It is even able to pick up lizards and trees waving in the breeze -- and is presumably able to differentiate between such unthreatening movement and terrorist movement.The radar, made by Elta Systems, is based on technology that allows it to both detect and track targets while continuously monitoring the area at the same time – offering an unprecedented level of control.The Baron and Baroness radars are being currently deployed around Gaza. Differences between the two models include range and angle of detection. Their primary use will be to detect hazards approaching the border fence, locating targets that are moving on foot and in vehicles and continuing to track their progress.
An additional advantage to the new systems is their exceptionally high resolution. These improvements allow for an accurate assessment of terrorists approaching the border.Officers from the Southern Command have stated that since the new systems' integration along the border it has been dramatically proving its usefulness. AMMAN (Reuters) - Rebels fought government forces in Damascus on Monday, in the most violent gun battles the Syrian capital has seen since the start of the year-long revolt against President Bashar al-Assad, opposition activists said.The clashes near the centre of Assad's power base appeared to be an attempt by rebels, who have been forced out of Homs and Idlib and came under attack in the eastern city of Deir al-Zor on Monday, to show they still pose a serious challenge.Fighting erupted after midnight in the upmarket al-Mezze district when up to six rebels fired a rocket propelled grenade at the house of an army general, said Rami Abdulrahman, who runs the British-based Syrian Observatory for Human Rights (SOHR).Quoting local residents, he said the gunmen then took refuge in a building where they battled soldiers, gunfire echoing throughout the neighborhood. Official Syrian news agency Sana said three rebels and one member of the security forces died.The armed confrontation came just two days after a double car bombing killed at least 27 people in the heart of the city, in a sign that the capital might be slowly sinking into mayhem.These clashes were the most violent and the closest to the security force headquarters in Damascus since the outbreak of the Syrian revolution,said SOHR's Rami Abdulrahman.

The United Nations says more than 8,000 people have been killed and some 230,000 forced to flee their homes, including at least 30,000 who have escaped abroad. The government says about 2,000 members of the security forces have been killed.Turkey has raised the prospect of setting up a buffer zone in Syria to protect those trying to flee. Turkey's Disaster and Emergency Management Department said on Monday 279 Syrians had crossed the border between March 18-19, bring the total number of Syrian refugees in the country to 16,446.The head of the International Committee of the Red Cross, speaking in Moscow where he met Foreign Minister Sergei Lavrov, said the humanitarian situation in Syria was likely get worse, underlining the need for urgent measures to ease the crisis.The ICRC's Jakob Kellenberger told reporters he hoped Russia would help persuade Assad to allow more access for humanitarian aid to the worst affected areas.During the meeting, the ICRC received positive indications of support on its operational priorities and its initiative of a two-hour cessation of fighting on a daily basis, ICRC spokesman Hicham Hassan told Reuters in Geneva.

It's just a symbolic gesture to show that we can poke a little bit of fun at the Polk Under Prayer gesture. Entitled National Defense Resources Preparedness, Obama signed the executive order late Friday afternoon. Such timing is normally a deliberate ploy to prevent a controversial issue from being picked up by the news cycle. Recall that Obama signed the highly contentious National Defense Authorization Act on New Year’s Eve.Under section 201, the EO allows the federal government to take control of;Sec. 201. Priorities and Allocations Authorities. (a) The authority of the President conferred by section 101 of the Act, 50 U.S.C. App. 2071, to require acceptance and priority performance of contracts or orders (other than contracts of employment) to promote the national defense over performance of any other contracts or orders, and to allocate materials, services, and facilities as deemed necessary or appropriate to promote the national defense, is delegated to the following agency heads:
(1) the Secretary of Agriculture with respect to food resources, food resource facilities, livestock resources, veterinary resources, plant health resources, and the domestic distribution of farm equipment and commercial fertilizer;
(2) the Secretary of Energy with respect to all forms of energy;
(3) the Secretary of Health and Human Services with respect to health resources;
(4) the Secretary of Transportation with respect to all forms of civil transportation;
(5) the Secretary of Defense with respect to water resources; and
(6) the Secretary of Commerce with respect to all other materials, services, and facilities, including construction materials.
Although the executive order is an update to the almost identical EO 12919, which was signed by Bill Clinton in 1994, in Section 201(b) of the new version, the words under both emergency and non-emergency conditions have been added.In other words, the federal government is claiming the power to seize totalitarian control of the whole economy – nationalization über alles.The administration’s move to allow an executive order designed for a time of national crisis to be applied in non-emergency peace time represents a significant ratcheting up on the richter scale of martial law, a measurement Infowars has been upgrading since the late 1990′s.Just because Obama’s predecessor’s like Clinton and Bush did not use this executive order doesn’t mean it’s not anathema to the U.S. constitution. Obama may not use it either, but just as the President has promised to not use the kidnapping provisions of the NDAA which his administration pushed for, that does nothing to prevent a future administration from indefinitely detaining American citizens under the law.
America is already under a state of martial law, but many have been conditioned to accept it because the degree to which it has been implemented has not yet reached its maximum. You don’t have to witness a Waco siege every day with tanks and the government killing citizens to be under a state of martial law.

Did you know that the federal government claims that it can take away your constitutional rights any time that it wants to? Over the past several decades, there have been an endless parade of laws and executive orders that have been slowly and methodically carving up our rights under the U.S. Constitution. Most Americans are not even aware of the creeping totalitarianism that is happening. Most Americans just trust the authorities when they tell us that certain things must be done in order to keep us all safe.But even if we gave up all of our privacy, even if we gave up all of our liberties and our freedoms, and even if we gave the government all of our stuff they still would not be able to keep us safe. It is inevitable that evil people are going to do evil things, and if you are counting on the Obama administration to keep you safe then you are being delusional. Obama is not going to save us from anything. But Obama will gladly take away our rights and our freedoms if the American people allow him to. The Obama administration seems to have an endless lust for more power. Sadly, if we do give away our rights it will have some very serious consequences. If we freely give away all of the rights that we have been given under the U.S. Constitution it will be incredibly difficult to ever get them back. Giving up liberty for security never works, and if we want to be worthy of being called Americans then we need to start standing up for the republic that our forefathers worked so hard to build.An executive order that Barack Obama signed the other day is making headlines all over the nation. The title of the executive order is National Defense Resources Preparedness and it is actually an update of a series of previous executive orders.The original National Defense Resources Preparedness executive order (EO 8248) was issued back in 1939. This latest version is very similar to EO 12919 that was signed by Bill Clinton in June 1994. However, several very important changes have been made in this new version.
For example, in Section 201(b) the words under both emergency and non-emergency conditions have been added.So now the federal government can take control of all food, all energy, all health resources, all transportation resources and all other materials, services, and facilities in the country even if the United States is not experiencing emergency conditions.Not that the Obama administration really needed to put that in there. After all, the U.S. government has been operating under a constant state of national emergency since September 14, 2001.So the Obama administration did not really need to include a new excuse for taking control of everything.The existing state of emergency would probably work just fine.If Barack Obama woke up one day and decided to exercise the powers in this executive order, he would be able to do pretty much anything that he wanted. We cannot continue to rely only on our military in order to achieve the national security objectives that we’ve set. We’ve got to have a civilian national security force that’s just as powerful, just as strong, just as well-funded. Barack Obama, 2008.Homeland Security has announced the creation of a new FEMA corps to tap volunteers for disaster/emergency responses. The program is a partnership between FEMA and the Corporation for National and Community Service (CNCS), itself managed under the Homeland Security umbrella.The Department of Homeland Security plans to start with 1,600 volunteers dispatched across the country and specially trained to provide critical disaster services during an emergency response. Volunteers are not FEMA employees, but will wear branded uniform clothing and will be directed by FEMA. DHS boasts that the entry level positions will prepare these trainees for careers in the ever-bloating disaster response bureaucracy.While this new unit may seem innocuous and even advisable in the context of helping after natural disasters (despite the abuses seen after Hurricane Katrina), the FEMA Corps takes on much more ominous overtones when one considers their likely roles under Homeland Security’s plans and provisions for responding to other disasters– states of emergency over man-made disasters (false flags for instance), economic instability, pandemics, social unrest or the like.Further, greater federal control through FEMA has proved disastrously inefficient in its own right. The failures of the feds at Hurricane Katrina are legendary. Less known are other cases, such as the fires that spread across Bastrop, Texas last year. FEMA was caught preventing numerous local bonafide fire fighters and emergency responders from giving aid or helping locals.
Yet, the Washington Times praises the Bastrop fires response as an example of what federally-directed volunteer corps can do:The germ of the idea formed last year after FEMA’s deputy director Richard Serino observed AmeriCorps volunteers performing disaster relief work following a tornado in Joplin, Mo., and a fire in Bastrop, Tex.Candidate Barack Obama promised a civilian security force powerful enough to address national security objectives, but what objectives does that mean? Is it just cleaning up after tornadoes, as in Joplin, MO or something more? What agenda would these minion-volunteers, like the newly created FEMA corps, serve?

Meanwhile, Homeland Security has ignored the will of the people to reign in abusive agencies like the TSA.In short, Homeland Security has lost sight of any reasonable mission to protect America under its original mandate.What then, will disaster response volunteers under FEMA corps serve? No doubt, it will tap thousands of dedicating, well-meaning activist volunteers. MK Avi Dichter (Kadima) on Sunday said that Israel should prepare for a major ground operation in Gaza, to deal with the terrorist state that has been formed in the coastal enclave.Speaking to Arutz Sheva, Dichter, who is a resident of Ashkelon which has been suffering from rocket attacks and who also headed the Southern District of the Israel Security Agency, said that Israel cannot agree to the reality that has been created in Gaza in recent years. He noted that Gaza is run by a terrorist organization that has managed to develop real military capabilities.He also noted the additional change that has occurred in Gaza as Hamas, a terrorist organization with 20,000 military men, has begun to sever its ties with the Iranian Revolutionary Guards and at the same time is strengthening its relationship with the Muslim Brotherhood in Egypt. The Islamic Jihad has entered the vacuum left by Hamas, said Dichter, and it has 5,000 men with a military capability similar to that of Hamas.In order to deal with this reality, Israel should significantly expand the Iron Dome system as part of preparations for military action, according to Dichter. The scope of the batteries and the quantity of missiles of Iron Dome right now is unlikely to be enough in the face of the threat from Gaza, he said, adding that in order for Israel to prepare to destroy the military infrastructure in Gaza, it should strengthen Iron Dome so that eventually, when the IDF enters Gaza for a long operation which may continue for over a year and a half, the home front will be better protected.
He added that after it prepares to protect Israeli citizens against rockets, the IDF will have to enter Gaza for a ground operation that will include arrests, investigations and other activities that will persist over many months.Dichter, who officially announced last month that he will run for the leadership of the Kadima party, addressed the upcoming primaries in the party, which will be held on March 27.
Dichter rejected the calls that have been made to him to drop out of the race and support MK Shaul Mofaz, thus preventing current leader MK Tzipi Livni from winning. He explained that the main difference between him and the other candidates is the point which he raised at the outset of his campaign, that upon winning, he plans to join Prime Minister Binyamin Netanyahu's coalition.It cannot that be a party with 28 seats does not affect processes and deal with challenges, he said.The party headed by me will enter negotiations with the coalition to influence things from the inside. New radars in use on the border with Gaza have helped the IDF cut the rate of infiltrations by 70-80%, the IDF Website says.The new radars, Baron and Baroness, employ a revolutionary new scanning technology. The IDF Website reports that they are equipped with a wide-view scanner, which makes it unnecessary for them to rotate like traditional radars, thus eliminating blind spots. The new radar can scan a section of the border and track multiple targets simultaneously, without leaving any area vulnerable.The radar is also sensitive to objects moving at low speeds. It is even able to pick up lizards and trees waving in the breeze -- and is presumably able to differentiate between such unthreatening movement and terrorist movement.The radar, made by Elta Systems, is based on technology that allows it to both detect and track targets while continuously monitoring the area at the same time – offering an unprecedented level of control.The Baron and Baroness radars are being currently deployed around Gaza. Differences between the two models include range and angle of detection. Their primary use will be to detect hazards approaching the border fence, locating targets that are moving on foot and in vehicles and continuing to track their progress.
An additional advantage to the new systems is their exceptionally high resolution. These improvements allow for an accurate assessment of terrorists approaching the border.Officers from the Southern Command have stated that since the new systems' integration along the border it has been dramatically proving its usefulness. The officers said that since the deployment of the radars, both attempted and successful border penetrations have dropped 70-80%. In addition, the radar provides excellent coverage of operational areas, assisting troops in the field. Two other new IDF systems are specifically intended to foil the anti-tank missile threat from Gaza.

AMMAN (Reuters) - Rebels fought government forces in Damascus on Monday, in the most violent gun battles the Syrian capital has seen since the start of the year-long revolt against President Bashar al-Assad, opposition activists said.The clashes near the centre of Assad's power base appeared to be an attempt by rebels, who have been forced out of Homs and Idlib and came under attack in the eastern city of Deir al-Zor on Monday, to show they still pose a serious challenge.Fighting erupted after midnight in the upmarket al-Mezze district when up to six rebels fired a rocket propelled grenade at the house of an army general, said Rami Abdulrahman, who runs the British-based Syrian Observatory for Human Rights (SOHR).Quoting local residents, he said the gunmen then took refuge in a building where they battled soldiers, gunfire echoing throughout the neighborhood. Official Syrian news agency Sana said three rebels and one member of the security forces died.The armed confrontation came just two days after a double car bombing killed at least 27 people in the heart of the city, in a sign that the capital might be slowly sinking into mayhem.These clashes were the most violent and the closest to the security force headquarters in Damascus since the outbreak of the Syrian revolution,said SOHR's Rami Abdulrahman.
Video footage showed the top two floors of an unidentified apartment bloc scorched by fire, its walls and stairway pitted with bullet holes and shrapnel.Reports from Syria cannot be independently verified because the authorities have barred access to rights groups and journalists.The latest violence coincided with the arrival in Damascus of a team of five experts, sent by the U.N.-Arab League envoy for Syria, Kofi Annan, to discuss proposals to deploy international monitors in Syria.A separate team of experts from the United Nations and the Organisation for Islamic Cooperation, led by the Syrian government, also started a mission to assess humanitarian needs, a source close to the mission said on Monday.The group is due to visit areas hit by the uprising including the central city of Homs, scene of a month-long siege and military bombardment in February, and Deraa, where the revolt against Assad erupted a year ago.

Witnesses said pro-Assad forces stormed the eastern tribal Sunni Muslim city of Deir al-Zor on Monday to seize areas previously held by the Free Syrian Army - a lightly armed and disparate resistance force led by army defectors.At least one civilian, named as 60-year-old Adnan Khalifa, died in the assault, residents told Reuters.I heard the sound of several explosions. They could be tanks firing their guns or rebels using dynamite to try and slow down their advance, Tareq, one of the residents, said, speaking by phone from the city, which lies on the road to Iraq.
SANA reported that 13 civilians were shot dead by opposition terrorists near Syria's third largest city Homs on Sunday and said rebels had also destroyed a railway bridge linking Damascus to the southern Deraa region.Damascus residents told Reuters that the fighting in Mezze included an attack by rebels near the home of Assef Shawkat - Assad's brother-in-law and deputy chief-of-staff of the armed forces. It wasn't immediately clear if he was the prime target.
HUMANITARIAN HOPES
The United Nations says more than 8,000 people have been killed and some 230,000 forced to flee their homes, including at least 30,000 who have escaped abroad. The government says about 2,000 members of the security forces have been killed.Turkey has raised the prospect of setting up a buffer zone in Syria to protect those trying to flee. Turkey's Disaster and Emergency Management Department said on Monday 279 Syrians had crossed the border between March 18-19, bring the total number of Syrian refugees in the country to 16,446.The head of the International Committee of the Red Cross, speaking in Moscow where he met Foreign Minister Sergei Lavrov, said the humanitarian situation in Syria was likely get worse, underlining the need for urgent measures to ease the crisis.The ICRC's Jakob Kellenberger told reporters he hoped Russia would help persuade Assad to allow more access for humanitarian aid to the worst affected areas.During the meeting, the ICRC received positive indications of support on its operational priorities and its initiative of a two-hour cessation of fighting on a daily basis, ICRC spokesman Hicham Hassan told Reuters in Geneva.

County Road 98 in Polk County, Fla., was scrubbed today by a group of atheists who are protesting the Polk Under Prayer campaign, supporters of which poured olive oil on the road last year in an anointment ceremony.Mainly we want this to be a safe haven for folks who want to raise their families, explained Polk Under Prayer organizer, Dr. Richard Geringswald, according to ABC News affiliate WFTS-TV in Tampa.Asking God's protection from ne'er do wells and evil doers.Ellen Beth Wachs, the president of Humanists of Florida Association and Atheists of Florida, said that she feels unwelcome as an atheist in the county.This anointment ritual was to call out the angels to check each car that entered the county, to make sure they were Christian, and if they weren't Christian, they would either follow Christian beliefs or get put in jail, Wachs told ABC News.Wachs said the eight members of the Humanists of Florida Association who brought buckets of water to the roadway today did so in jest.They understand that a year later, there's no oil left on the roadway. It's just a symbolic gesture to show that we can poke a little bit of fun at the Polk Under Prayer gesture. We're not going to tolerate their bigotry, Wachs said.Last week, Polk Under Prayer campaign members buried bricks that were engraved with Psalm 37:9-11 beside the 12 major roadways leading into the county, praying for criminals to become Christian or be incarcerated, according to WFTV.Scott Wilder, a spokesman for the Polk County Sheriff's Office, said this claim was so ridiculous he'd rather not comment.
