After a opening summit of government leaders on 30 November, which kicked off the process, climate negotiators have spent the past week trying to thrash out a draft agreement.As of Monday, the world's ministers have taken over from their subordinates. They will try to reach a deal during the rest of the week.On Saturday (5 December), Luxembourg's environment minister spoke on behalf of all EU national governments at a press conference in Paris. She said “some progress” had been made in the first of the two weeks of talks.“The draft is still too complex and has too many options,” said Carole Dieschbourg. However, she praised the “good spirit” in Paris, and added: “We can turn this draft into a solid and an ambitious deal.”The European Commission's Canete was also present at Saturday's press conference.“We did not come here for a weak deal. That would be worse than no deal at all,” he said.-Four reasons for optimism-But, regardless of the outcome at the Paris climate talks, 2015 already provides many signs that it was a historic 'climate year'.2015 was probably the hottest year since temperature measurements started in the nineteenth century.Yet, the United Nations' highest ranking climate diplomat, Christiana Figueres, is urging the public to be optimistic. “I have not met a single human being who’s motivated by bad news,” she told The New Yorker recently.And there are at least four reasons to be upbeat about the fate of the world.. Politics-Although it is easy to be cynical about declarations made by politicians, some serious pledges were made in 2015.In June, the leaders of the world's seven largest economies, including Germany, France, Italy, and the UK, said for the first time that there should be “decarbonisation of the global economy over the course of this century”. In other words: a complete phase-out of all greenhouse gas emissions from fossil fuels.Some European countries, like the UK, have already promised to stop using coal, the dirtiest of the fossil fuels, in the coming decades. Economics-Increasingly, the idea of the 'carbon bubble' is gaining ground.According to the concept, assets invested in fossil fuels are worth much less than currently estimated, because of the expected phase-out mentioned above. A key development is the so-called divestment movement, which urges pension funds, universities and government agencies to remove their investments from fossil fuel projects.In 2014, an estimated $50 billion was divested, but in 2015 the trend skyrocketed. By December, over 500 institutions, representing a whopping $3.4 trillion in assets, had promised to divest. Technology-The price of renewable energy is falling rapidly. Solar panel prices have fallen by around 80 percent since the Copenhagen climate summit of 2009. And companies have started seeing renewable energy as a PR tool. Technology companies like Apple and Google promise that their energy-demanding data centres are green.-4. PARIS (AP) — Global carbon dioxide emissions may be dropping ever so slightly this year, spurred by a dramatic plunge in Chinese pollution, according to a surprising new study released Monday.The unexpected dip could either be a temporary blip or true hope that the world is about to turn the corner on carbon pollution as climate talks continue in Paris, said the study's authors, a scientific team that regularly tracks heat-trapping pollution.One skeptical scientist offered a $10,000 bet that world emissions will keep rising despite the findings, which were published on the same day that Beijing issued its first ever red alert for smog, urging schools to close and invoking restrictions on factories and traffic.Still, some leaders cheered the study, published in the journal Nature Climate Change."That shouldn't tell us we don't need to do anything, but that shows there is action," Janos Pasztor, the United Nations assistant secretary general for climate change, told The Associated Press. "Things are going in the right direction. All we need is a strong agreement."Using preliminary data through October 2015, the international team of emission trackers project that worldwide emissions of carbon dioxide this year will be down by 200 million metric tons (220 million tons). Last year, the world pumped an estimated 35.9 billion metric tons (39.6 billion tons) into the air by burning coal, oil and gas, along with making cement.Still, the change is so small — 0.6 percent — that it may not be a decrease at all because of the margin of error. As a result, the change could range from a slight increase of 0.5 percent to a decrease of as much as 1.6 percent.If it is indeed a decrease, however, study authors said this would be the first time global carbon dioxide emissions have dropped, even if only slightly, while the world economy grows. Global emissions fell during the last big recession.While total emissions have been climbing, the rate of increase has slowed in recent years. "Maybe the mountain is a bit less and steep than we thought. But it's still a mountain."U.S. Environmental Protection Administrator Gina McCarthy said: "I will take the blip any day; it's much better than saying it's increasing. But I think it may just represent a strategy that will be more long term."Greenpeace's international climate politics chief, Martin Kaiser, said this is not enough of a reason to celebrate or be complacent, as emissions have to come down fast in order to save the planet.Stanford University's Ken Caldeira expressed even deeper caution: He offered to bet the authors $10,000 that emissions haven't peaked yet, a bet the authors weren't quite willing to take.Le Quere said she also thinks world emissions, including China's, will go back up and 2014 will not end up being the peak year. She said emissions could go up or down a bit from now on.The whole apparent drop is driven by China, said study co-author Glen Peters of the Center for International Climate and Environmental Research in Oslo. Their study shows a nearly 4 percent drop in emissions for the first eight months of the year when compared to the same time last year. China's plans don't have the country hitting carbon dioxide peak emissions until 2030, which is 15 years from now.One factor may be issues concerning emissions reporting accuracy with China — and the monitoring and verification of emissions is a major hurdle in climate talks. Peters is confident that his figures based on industrial activity are good. But when asked if he trusts Chinese official emissions reporting figures, Peters paused for a long time and said, "You certainly have your doubts."On the positive side, China has dramatically increased its renewable energy and is capping its coal burning, much of it driven by the effort to clean up traditional air pollution that is choking cities like Beijing, said study co-author Dabo Guan of the University of East Anglia.Those efforts are aimed at coal because "coal is the criminal for that and they are reducing lots of coal consumption in the urban areas where most of the industry is based," he said.Peters said in China, three-quarters of the carbon dioxide emissions come from the burning of coal. And the problem is so bad that even recent reductions haven't helped the smog and soot that on Monday choked the capital. The smog and soot are different pollutants than invisible heat- trapping carbon dioxide, but they usually come from the same source.U.S. emissions in 2015 dropped by about 1.5 percent. Le Quere only had 2015 estimates for China and the U.S. But in 2014, Europe's emissions went down 6 percent or by 200 million metric tons — which was the same amount by which India's emissions rose, Peters said.Princeton's Michael Oppenheimer, who wasn't part of the paper, said we need to wait a few years to see if this is a trend. JERUSALEM (AP) — U.S. Secretary of State John Kerry has set off a furor in Israel by suggesting that Israel was destroying itself as a Jewish state.Kerry told a conference on Israeli affairs in Washington on Saturday that through its continued occupation of the West Bank, Israel could make it impossible to partition the land between Jewish and Palestinian states. He said the alternative would have to be a "binational state" in which Jews and Palestinians live together in one state, ending Israel's Jewish majority."The one-state solution is no solution at all for a secure, Jewish, democratic Israel living in peace, it is simply not a viable option," Kerry said.The U.S., along with most of the international community, has long argued that a "two-state solution" — establishing a Palestinian state and ending Israel's control over millions of Palestinians in territories occupied in the 1967 war — is the best way of creating a long-term peace.Prime Minister Benjamin Netanyahu reacted angrily on Sunday, telling his Cabinet that "Israel will not be a binational state" and blaming the Palestinians for the failure of peace efforts. But despite Netanyahu's pledges, Jewish settlement of the West Bank continues apace, while confusion over his true intentions grows by the day. Meanwhile, Israel seems unable to stem a wave of stabbings and other attacks by Palestinian individuals, now in its third month, that has killed 19 Israelis and left over 100 Palestinians, most said by Israel to be attackers, dead.This situation has sharpened the country's half-century-old debate over the Palestinians. "Without a diplomatic solution, we will continue to slowly sink into an existence of knifings, hatred and fear."Here's a look at the potential "one-state" outcome:-THE ARGUMENT FOR PULLING OUT OF THE WEST BANK-Ever since Israel seized the West Bank and Gaza from Jordan and Egypt in 1967, the question of the territories' fate has hung in the air.Israel's more dovish left wing has favored a pullout from most of the areas, hoping this will bring Israel recognition and peace in the region. But over two decades of failed peace talks have convinced many a deal is not possible.The left still favors a pullout, but the rationale has shifted to something more like nationalism: without a pullout, Israel would no longer be a Jewish-majority democracy because half of its population in effect will be Palestinians, most of them without true democratic rights.That's because while Israel proper — the area defined by 1949 cease-fire lines that ended the war surrounding Israel's establishment — has roughly 6.3 million Jews and 1.7 million Palestinian citizens of Israel. Adding the West Bank and Gaza, demographers believe, would make the Arab and Jewish populations essentially equal.A pullout from the West Bank is complicated by the presence of Jewish settlers, numbering 400,000 and growing. Eventually the situation may become irreversible, with the Palestinians abandoning efforts to set up their own state and instead demanding annexation and voting rights as citizens of a single "binational" state. Israelis who fear this scenario and see a future of internecine conflict, global economic boycotts and increasing isolation want a pullout now, from at least most of the West Bank, even without an agreement with the Palestinians."If the Israelis don't hurry up to implement the two-state solution on the ground, they will lose," said Ahmed Qurei, a longtime Palestinian negotiator.-THE ARGUMENT FOR NOT PULLING OUT OF THE WEST BANK-For some Jewish Israelis, the West Bank is literally the Promised Land — full of biblical places like Hebron, Jericho, Bethlehem and Shilo that must be kept as a birthright, whatever the consequences.But this is a minority opinion, even among proponents of the occupation. The more common argument is rooted in security.Without the West Bank, Israel would be about 10 miles (about 15 kilometers) wide at its narrowest point, with the West Bank looming over population centers and surrounding Jerusalem on three sides. Meanwhile, Islamic radicals are on the march across the region. Such Israelis imagine a future in which some version of the Islamic State group seizes control of the West Bank and launches daily attacks at Israel. They conclude that prudence requires holding onto the West Bank; the Palestinians must be satisfied with their autonomy zones set up under interim agreements in the 1990s.-THE IMPACT OF GAZA-Israel pulled troops and settlers out of the Gaza Strip in 2005 as part of a simple calculation: With the small but crowded territory neatly removed from the demographic equation, Jews still have a majority of some 60 percent. But the Islamic militants of Hamas seized control of Gaza, periodically firing rockets at Israel and leading the sides to three mini-wars to date. Many Israelis fear the West Bank will face a similar fate if Israeli withdraws. Meanwhile, the Palestinians and much of the world consider Gaza to still be occupied, since Israel blockades it and controls the airspace and sea access in an effort to minimize Hamas' ability to arm itself.-KEEP THE ARMY, REMOVE THE SETTLERS?-A paper published two weeks ago by a major Israeli think tank proposed a new unilateral solution in which settlers would be pulled out of most of the West Bank to create a situation more amenable to partition. The army would maintain its current positions until a better alternative emerged. The authors — economist Avner Halevi and Gilead Sher, a former chief negotiator with the Palestinians — said this would require removing about 100,000 settlers, while others living close to Israel's de facto border would remain pending a future negotiation. CHICAGO (AP) -- A Chicago police officer will not be charged in the shooting of a 25-year-old black man who authorities said was armed with a gun as he ran away from officers, prosecutors announced Monday, the same day the federal government opened an investigation into patterns of racial disparity in the use of force by Chicago police.The Justice Department investigation, announced by Attorney General Loretta Lynch, comes nearly two weeks after the release of a video showing a white Chicago police officer shooting a black teenager 16 times.The investigation, which is separate from an existing federal investigation into last year's shooting death of 17-year-old Laquan McDonald, will also review how the department disciplines officers and handles misconduct accusations. "I have pretty much opened the door here."The attorney for the Johnson family, Michael Oppenheimer, said the prosecutors' investigation was a "joke" and an affront to Johnson's family and Cook County citizens.When asked why there was no audio on this video and others, Alvarez said: "That's a problem for the Chicago Police Department, and I think they need to answer to that. ... BEIRUT (AP) — Syria on Monday accused the U.S.-led coalition of bombing an army camp in the eastern part of the country, killing three Syrian soldiers and wounding 13, but a senior U.S. military official said the Pentagon is "certain" the strike was from a Russian warplane.The dispute over the deadly airstrike underscored the increasingly chaotic skies over Syria as various powers hit targets in the war-ravaged country. The U.S.-led alliance began its airstrikes in Syria in September 2014, while Russia's air campaign began a year later.In a letter to the United Nations, the government in Damascus said four aircraft from the coalition targeted the army camp in the eastern city of Deir el-Zour on Sunday night. In addition to the casualties among the troops, it said the attack destroyed armored and other vehicles, and a weapons and ammunition depot."This hampers efforts to combat terrorism and proves once again that this coalition lacks seriousness and credibility to effectively fight terrorism," according to the letter, which was published in Syrian state media. The government refers to all those fighting to overthrow President Bashar Assad as "terrorists."It was the first time Syria has accused the U.S.-led coalition of hitting its troops.The U.S. denied the claim, saying four alliance airstrikes in the eastern province of Deir el-Zour all hit oil wells about 55 kilometers (34 miles) southeast of Ayyash."We did not strike any vehicles or personnel targets in this area. (Reuters) - Fears low oil prices will persist for years sent shares of U.S. crude producers tumbling on Friday after OPEC failed to agree on a unified output cap, effectively letting its 13 members pump at will under a policy aimed in part at squeezing out U.S. rivals.OPEC ministers, who control a third of the world's oil supply, ended their meeting in Vienna on a discordant note, unable to decide as a group how much it should pump in aggregate.It appeared for a while OPEC would raise its current 30 million barrels per day (bpd) cap on production, but negotiations broke down after Iran said it would not accept any limits until it emerges from Western-imposed sanctions.Iraq's oil minister echoed those sentiments, asking after the meeting why OPEC members should accept a production cap if non-OPEC oil producers do not have one.The comments exacerbated oversupply worries and sent U.S. oil prices below $40 a barrel, dragging down U.S. energy stocks.Global oil prices have already dropped more than 50 percent in the past year, and futures trading indicate Wall Street does not expect them to rise above $50 per barrel until July 2017 at the earliest. <0>-Tim Rezvan, an oil analyst with Sterne Agee CRT, called the outcome a "bearish near-term event" for the U.S. oil industry.OPEC gave a tacit acknowledgement that its policy of flooding the globe with crude is harming rivals. VIENNA (Reuters) - It used to be said of OPEC that it was like a teabag – it only worked in hot water. If that is so, conditions on world oil markets could hardly be more difficult as prices languish at almost seven- year lows near $40 a barrel.Yet, rather than closing ranks, OPEC is finding that an intensifying battle for market share, worsened by deep regional differences between Saudi Arabia and Iran, is driving it further apart.Halfway through last Friday's six-hour meeting, an unexpected dispute erupted over the defining feature of the cartel. In a move sources say was masterminded by Saudi Arabia, ministers finally agreed for the first time in decades to drop any reference to the 13-member group's output ceiling.The pivot, which surprised not only markets but also some OPEC officials, appeared to be a direct response to Saudi Arabia's arch- rival Iran, which has made clear it intends to make a rapid return to global oil markets next year as nuclear-related sanctions are lifted.With Tehran looking to pump as much as 1 million barrels per day (bpd) more crude into a market already saturated with excess supply, an increase of about 1 percent in world supply, maintaining or legitimizing any pretence of OPEC limits - no matter how notional - was not an option for Riyadh."The ceiling issue was very controversial and they could not decide on it," said an OPEC source briefed on the discussion inside the room. "Nobody was happy."Earlier, another source said there was a "huge disagreement among members, even bigger now, as oversupply is no longer mainly coming from Gulf delegates, but from Iran."In the near-term, the outcome of Friday's meeting probably makes little difference in global markets. Ever since last year, most members have been pumping flat-out to defend their market from fast-growing upstart rivals like U.S. shale drillers.And anyway the group's 30 million bpd ceiling has largely been symbolic and, in practical terms, ignored.Yet abandoning the pretence of production restraint threatens to intensify price wars between OPEC members, leaving them even less likely to agree on any market measures down the road, analysts said, and piling more pressure on prices.In a note following the meeting, Goldman Sachs said it saw a rising probability that the markets may need to adjust through "operational stress" when the world runs out of storage capacity, reiterating its "lower for even longer" thesis.-OPEC'S PURPOSE-Since OPEC, which produces a third of global oil, was set up 55 years ago, the purpose of its existence was to set production targets to try to influence global prices.It has weathered internal strife and conflict before, including wars between its own members -- Iran and Iraq in the 1980s, and Iraq's invasion of Kuwait in the 1990s.But the present Sunni-Shia conflicts setting Saudi Arabia and Iran at each other's throats, particularly in Syria and Yemen, make the relationship between the two OPEC powers even more fraught."The fact that Iranian-backed Houthi militants are squaring off against Saudi-led troops in Yemen is not helpful, as increased Iranian oil revenues are likely to find their way to Iranian military interests in Yemen, Iraq and Syria," said Aberdeen Asset Management's investment strategist Robert Minter.Hence OPEC is setting up for a showdown at the corral, he added, as Iran wants its pre-sanction market share back, and the Gulf states are not inclined to cede volume when they are already feeling the budgetary pain of reduced prices.-CONFUSION EMERGES-Unlike OPEC's previous meeting six months ago, when oil prices showed signs of stabilizing near a tolerable $65 a barrel, last week's meeting was bound to be more tense as an unexpectedly deep and prolonged slump has sapped their economies.All the same, on Friday morning, most delegates and experts anticipated a relatively straightforward meeting that would bless the free-market policy and rubber-stamp a production ceiling. The only likely change, so it seemed, might be raising the figure to 31.5 million bpd to reflect current output rates, rather than the long-exceeded 30 million bpd last reset four years ago.After all, despite the price pain, there were signs that the dramatic strategy masterminded a year ago by Saudi oil minister Ali al-Naimi was working, albeit more slowly than hoped. Booming U.S. oil production has shifted into reverse, while the world's demand for oil has revved into a higher gear.The first sign of confusion emerged more than 3 hours into the meeting as ministers broke for lunch.Word leaked that the group had indeed agreed to raise its ceiling to 31.5 million bpd - but it was unclear whether the figure included Indonesia, which was rejoining the group after a hiatus, leaving a 0.9 million bpd margin of error.Although the ceiling increase would have no material effect on actual production, the news sent oil prices tumbling by as much as $1 a barrel, pushing U.S. crude back below $40 a barrel, a response that was unlikely to have heartened ministers.-ABOUT FACE-At this point many expected the meeting to adjourn quickly, as it had six months earlier. Instead, behind closed doors, officials continued to talk. More than 2 hours passed before stoney-faced ministers emerged, many heading quickly, and without comment, to the airport.What fully transpired during that afternoon remains unclear. But several OPEC sources said ultimately a decision was reached that having no ceiling at all would be less negative for oil prices than having a higher ceiling.There appears to have been little if any debate about Iran's production, although it has been clear for months that it will likely be the biggest challenge they face in 2016."We spent two minutes on that issue. You can't stop a sovereign country from coming back to the market. So, debating it is irrelevant," said Nigerian oil minister Emmanuel Ibe Kachikwu. "As a matter of fact, our position is that Iran would displace somebody who is not an OPEC member.""From Saudi prospective, they have no allies. So staying the course makes sense for the Saudis," said veteran OPEC watcher Gary Ross, founder of Pira Energy thinktank.Ministers later sought to play down any conflict. "She told us that she was going to get married in two months, and after that she will leave for America."Malik promised to complete her studies by mail correspondence but that never happened, Chaudhry said."I have talked to her teachers, her classmates and everybody says she was a hardworking, friendly, helpful and obedient student," Chaudhry said, adding that "no one ever noticed any signs of radicalization."One of the teachers at the seminary, Aalia Qamar, said Malik attended classes regularly, and introduced three or four of her friends to the school. She asked many questions in class about religion and at times debated religious matters with teachers and classmates.On Monday, Pakistani police barred local and international media from entering the pharmacy department where Malik studied. Police inspector Muhammad Ali said the reporters did not have valid documents to work in the city.The university administration deployed extra private security guards outside the facility and after an argument with some reporters, university security officials called in the police. The police escorted two journalists off the campus.Pakistani authorities have also been looking into Malik's time in Multan. Police and intelligence agents have searched the house where she lived on two occasions since Friday. Shabana Saif, a counterterrorism official, said intelligence agents seized documents, family photo albums and a laptop belonging to Malik's sister, Shahida, who was studying engineering at a Pakistani college. WASHINGTON (Reuters) - U.S. investigators are increasingly convinced the California shooters planned multiple attacks, given their stockpile of weapons, and are looking at whether the Pakistani woman involved radicalized her American husband, officials said on Sunday.Investigators believe the weapons cache collected by Tashfeen Malik, 29, and her husband, Syed Rizwan Farook, 28, points to more attacks but they do not have evidence on other possible targets, a senior U.S. government source told Reuters.The couple stormed a gathering of his work colleagues in San Bernardino, California, on Wednesday, opening fire with assault-style rifles and killing 14 people. The pair were killed a few hours later in a shootout with police.U.S. authorities were trying to learn what contacts Malik might have had with Islamic militants in Pakistan and Saudi Arabia, where she grew up, the official said on condition of anonymity.They lack clear evidence that the wife was radicalized overseas or that she in turn radicalized her husband, though they are actively investigating that, the official said.Authorities are investigating the shootings as an act of terrorism. One of the victims of the San Bernardino shooting was identified on Thursday as a Messianic Jew who had a heated discussion with the shooter about Islam weeks before the attack.The details came to light as investigators tried to determine whether the rampage that left 14 people dead was terrorism, a workplace grudge or some combination.Nicholas Thalasinos, 52, passionately defended Israel, and actively debated religion in online forums and in person, his friends said. Only two weeks ago, Thalasinos was having a heated on-the-job discussion about the nature of Islam with Syed Rizwan Farook, his fellow restaurant inspector and the man police identified as the shooter.Thalasinos’ friend, Kuuleme Stephens, told The Associated Press that she happened to call him while he was working with Farook, and that he brought her into their debate, loudly declaring that Farook “doesn’t agree that Islam is not a peaceful religion.” She heard Farook counter that Americans don’t understand Islam, and Thalasinos responded by saying “I don’t know how to talk with him,” she said.Stephens said she didn’t sense any pending violence at the time, and it is not clear if their debates factored in the attack. Ummah Mosque and Community Centre in west-end Halifax held an open house Sunday evening to help clear up any misconceptions about the Islamic faith."We were planning to do this for a long time," said Abdelkader Tayebi, imam of Ummah Mosque."It's just the events that came recently made it more urgent than we planned," he said, referring to the recent attacks in San Bernadino, California.Tayebi says the open house is a way for the Halifax community to get to know the city's Muslims.Hundreds of people showed up at the event, which featured tours, food, cultural exhibits and two lectures. 'We're citizens like you'-"We've opened up the mosque so people know what goes on in a mosque," he said, "Who are the people coming here? They are your teacher, they are your doctor, they are your lawyer, they are your neighbour.""When they're seeing the news about these terrible things happening in the world, some media outlets, some politicians, some leaders are attributing that to the entire population ... that is 1.6 billion people," he said.The imam says any local backlash against Muslims he's heard about has been second-hand."Get to know us, we're citizens like you," said Tayebi.
