Temple Mount shut after fireworks shot at cops
Religious site closed to visitors after Arab youths attack policemen from inside al-Aqsa Mosque
The Temple Mount in Jerusalem
was closed to visitors on Wednesday after Arab youths shot fireworks at
policemen out of the al-Aqsa Mosque.The youths were said to have attacked the policemen from within the mosque.Following the incident, security forces arrived at the scene and closed the religious site to visitors.
On Sunday, the Temple Mount was
closed to Jews after a fight between Jews and Muslim worshippers broke out on the plaza.According to police, the scuffle began after
Muslims took exception to a group of Jews at the site singing Hanukkah
songs, Israel Radio reported.Two Jews and two Muslims were arrested.
The sensitive Temple Mount area, holy to both
Muslims and Jews, is controlled by the Muslim Waqf, but security is
overseen by Israel. Non-Muslims are allowed to visit, but all non-Muslim
religious ritual is banned.
Israeli police and Waqf guards keep close tabs
on visitors identifiable as religious Jews. If any are seen moving
their lips in prayer, or prostrating themselves on the smooth stones of
the shrine, they are expelled and sometimes detained.The site, currently home to the al-Aqsa Mosque
and the Dome of the Rock shrine, is revered as the location of both
ancient Jewish temples.In September, there were several clashes
between police and Palestinian youths on the mount and security forces
used tear gas and stun grenades to disperse the crowds.Tensions were raised by an influx of Jewish
visitors to the site during the Sukkot holiday. As a result, at the end
of September, Jerusalem police closed the Temple Mount to non-Muslim
visitors, citing security concerns — a surprise announcement that caused

Ecumenical Patriarch Bartholomew I’s messages to Rome on the Feast of St. Andrew the Apostle, were clear: the 264th successor of the 1st Apostle, expressed the hope that Pope Francis’ pontificate would bring “renewed
inspiration” to the common journey of the Catholic and Orthodox
Churches toward full communion. The meeting between the two religious
leaders in Jerusalem expected to take place next spring will be a great
chance to begin a new season of ecumenical dialogue, which the
Ecumenical Patriarchate considers “especially significant and for many
reasons decisive.”Addressing Cardinal Kurt Koch and other members of
the Delegation of the Church of Rome who are in Istanbul for the Feast
of St. Andrew, patron saint of the Ecumenical Patriarchate of
Constantinople, Bartholomew said he trusted Francis’ election “will
constitute a renewed inspiration for the common journey of our two
Churches toward the world in order that we may assume social and moral
initiatives for the consolation of humanity, which is suffering from
diverse global crises.”Bartholomew expressed his sadness at the fact that the two Churches still do not “[eat]
of the same Bread and [drink] of the same Cup” and defined the lack of
sacramental communion between Catholics and Orthodox as “the most
painful separation of all.” “We consider especially significant and for
many reasons decisive the newly commenced period of our dialogue,”
Bartholomew went on to say. The Patriarchate therefore “deem[s] it
absolutely mandatory to avoid every action and decision, which might be
perceived as an impediment in these final days.”Bartholomew revealed he had already e” exchanged ideas and opinions” with Francis “on these matters during [their] encounter in Rome on the day of his installation.”
Patriarch Bartholomew referred a number of times to the importance of
Francis’ expected visit to Jerusalem in spring 2014 on the occasion of
the 50th anniversary of Paul VI’s meeting with Patriarch Athenagoras in the Holy City. This meeting, Bartholomew stressed, “allow[ed] the restoration of peace between them and the commencement of the journey and dialogue of love and truth.”Bartholomew deliberately drew links between his
and Pope Francis’ views on social and cultural emergencies. The
Patriarch indicated that he shares Pope Francis’ ideas on the economic
crisis, which Bartholomew believes “is the
result of people’s estrangement from faith in God and the fulfilment of
His commandments,” caused by “greed”, “which is idolatry.”In his address to the Catholic delegation,
Bartholomew also mentioned theological dialogue – which currently
focuses on the issues of primacy and authority – as an important
instrument in the move towards full sacramental unity. Bartholomew
described the division between Christians caused by the “devil’s envy”
as an “overturning our faith in the one holy,
catholic and apostolic Church of Christ, declared by the Symbol of
Faith, the Nicaean-Constantinopolitan Creed.”Up until now, talks between representatives of
Christian communities have mostly taken the form of “monologues where
each side presented its own positions and arguments.” But this attempted
method of clarifying positions and ideas has not borne any fruit so
far. According to Bartholomew, the only way forward, “is to discern the
teaching of the Lord and His Apostles, as this was experienced and
witnessed by the common Patristic theology of the undivided Church.” In
order to proceed along the path of theological dialogue, the two
Churches must “[alleviate] any barriers introduced by each side or else
by other sources, seeking also the intervention of the recently elected
new first-bishop, the honorable and beloved brother Pope Francis.”In his interview with Italian Jesuit journal Civiltà Cattolica,
the Bishop of Rome clearly expressed his intention to “continue the
discussion that was begun in 2007 by the joint [Catholic–Orthodox]
commission on how to exercise the Petrine primacy, which led to the
signing of the Ravenna Document. We must continue on this path.” This
document suggested a definition of the primacy role of the Bishop of
Rome, which could also be acceptable to both Orthodox Synods.The Pope and the Patriarch of Constantinople are
clearly both keen for theological dialogue to progress. But official
representatives of the Patriarchate of Moscow did not sign the Ravenna
document and have often shown intolerance towards dialogue over
theological and doctrinal issues. They prefer to define the Catholic
Church’s relationship with the Patriarchate as an “alliance” when it
comes to moral and social issues.

Dangerous' radioactive material stolen in Mexico truck: IAEA

The International Atomic Energy Agency, the
Vienna-based U.N. nuclear body, did not give details on how much of the
radioactive source, cobalt-60, was in the truck at the time.Cobalt-60 can potentially also be used to make a so-called "dirty bomb",
where conventional explosives are used to disperse radiation from a
radioactive source. But the IAEA made no mention of this in its
statement.The IAEA said it had been informed by Mexican
authorities that the truck, which was taking cobalt-60 from a hospital
in the northern city of Tijuana to a radioactive waste storage centre,
was stolen in Tepojaco near Mexico City on Monday.
"At the time
the truck was stolen, the (radioactive) source was properly shielded.
However, the source could be extremely dangerous to a person if removed
from the shielding, or if it was damaged," the IAEA statement said.The IAEA has offered to assist Mexican authorities, who it said were searching for the material and had alerted the public.More than 100 incidents of thefts and other unauthorized activities
involving nuclear and radioactive material are reported to the IAEA
annually, the U.N. agency said earlier this year.Because
radioactive material is regarded as less hard to find and the device
easier to manufacture, experts say a so-called "dirty bomb" is a more
likely threat than a nuclear bomb in any attack by militants.
Experts describe the threat of a crude fissile nuclear bomb, which is
technically difficult to manufacture and requires hard-to-obtain
bomb-grade uranium or plutonium, as a "low probability, high consequence
act" - unlikely but with the potential to cause large-scale harm to
life and property.But a "dirty bomb" is seen as a "high
probability, low consequence act" with more potential to terrorize than
cause large loss of life.
At a nuclear security summit in 2012,
IAEA Director General Yukiya Amano specifically singled out cobalt-60
among radioactive sources that could be used for such bombs."These materials, such as cobalt-60, could be used along with
conventional explosives to make so-called dirty bombs. A dirty bomb
detonated in a major city could cause mass panic, as well as serious
economic and environmental consequences," Amano said, according to a

of eight cardinal advisors have begun discussing the Congregation for
the Congregation for Divine Worship and the Discipline of the Sacraments

The eight-member Council of Cardinals appointed
by Jorge Mario Bergoglio to advise him on the government of the
universal Church and plan the reform of the Roman Curia, met for the
second time today, in a meeting in the Vatican that will run till
Thursday. This morning’s discussions opened with the subject of Curia
reform, starting with the Vatican dicastery that is responsible for the
liturgy. Vatican spokesman, Fr. Federico Lombardi confirmed this in a
news briefing in the Vatican newsroom at 1 pm today.The Pope’s “G8” held its first meeting on Curia
reform in October. With the second meeting that began today, the reform
process is in full swing. Pope Francis’ reform has three aims. The
first, which is already underway, is for the Church in Rome to be more
receptive to requests and information that arrive from local Churches
across the world; the second, which will be dealt with over the next
couple of days, is to rationalise the Curia’s structures and the third,
which is more of a long term affair, is rethinking the Vatican State.In an interview with Italian Catholic news fortnightly Il Regno,
Honduran cardinal Óscar Andrés Rodríguez Maradiaga, said that “during
the pre-Conclave meetings the general feeling was that the Pope needed
to establish closer contact with the local Churches. The College of
Cardinals stressed the importance of giving cardinals living outside the
Vatican the chance to make their voices heard. Many of us believed pope
Benedict XVI was not fully in the know about what was going on. The
Vatileaks scandal highlighted the need for an improvement in the
communication of information. Some documents never seemed to have
reached the Pope. The idea was to create group of cardinals from across
all continents who could communicate directly with the Pope instead of
information passing through the Nunciatures and the Secretariat of
State. When Francis was elected Pope he tried to act on these
suggestions.”The Argentinean Pope took two measures to improve
communication between Rome and the rest of the Catholic world. The first
was to create the Council of Cardinals. This is coordinated by
Madariaga and its members include Giuseppe Bertello (Italy), Francisco
Javier Errazuriz Ossa (Chile), Oswald Gracias (India), Reinhard Marx
(Germany), Laurent Monsengwo Pasinya (Congo), Sean Patrick O'Malley
(US), George Pell (Australia), and the group’s secretary, Mgr. Marcello
Semeraro, Bishop of Albano, Italy. No specific dates were initially
defined for the group’s meetings but were eventually set for October,
December and this coming 17 and 18 February. “This will speed up the Council’s work,
particularly in this initial phase,” a Vatican statement reads. The
second aim of Bergoglio’s “devolution” plan is to enhance the role of
the Synod. After the nomination of the new secretary, Mgr. Lorenzo
Baldisseri, this was the subject that received most attention in the
Council’s October meeting. The Holy See sent Episcopal Conferences
around the world a questionnaire on the family which touches on subjects
such as same-sex marriage, contraception, common-law marriage and
communion for remarried divorcees. This is ahead of the Extraordinary
Synod due to be held in 2014 and an Ordinary Synod in 2015, which
Francis has decided to hold in order to review the Church’s pastoral
care programme on the above issues. The Synod Secretariat will meet
before this, in the last week of February, to examine the responses
given in the questionnaire.
February’s meetings begin with the gathering of
the 15 Member Council of Cardinals for the Study of Organisational and
Economic Problems of the Holy See; then the “G8” will meet and cardinals
from across the world will meet the Pope in Rome on the 20th and 21st; finally, on the 22nd and 23rd
the Pope will celebrate his first Consistory for the creation of new
cardinals. Other changes that could be made as part of the Holy See’s
plans to decentralise the Church, could involve more power being given
to national Bishops’ Conferences.“The Second Vatican Council stated that, like the
ancient patriarchal Churches, episcopal conferences are in a position
“to contribute in many and fruitful ways to the concrete realization of
the collegial spirit.” Yet this desire has not been fully realized,
since a juridical status of episcopal conferences which would see them
as subjects of specific attributions, including genuine doctrinal
authority, has not yet been sufficiently elaborated,” The Pope wrote in
his Apostolic Exhortation “Evangelii Gaudium”.“The first thing we discussed was the Synod,”
Cardinal Maradiaga said at the festival of the Church’s social doctrine
in the Italian city of Verona. “We are now examining all comments made
in relation to the dicasteries. We will probably be working on this in
December’s meetings,” he said ahead of the Council’s three-day meeting
which began today. It is likely that some pontifical councils will be
suppressed or merged and a new Congregation for the People of God may be
established and put in charge of a number of areas. What is certain is
that Francis wants the Church to be less Rome-centred, with fewer
cardinals and fewer business and money-related scandals.The Pope has already launched a review of the
Vatican’s economic structures. He has had the IOR’s top dogs and the
executives of the Administration of the Patrimony of the Holy See (APSA)
removed; he has set up a Commission for Reference on the Institute
for Works of Religion (IOR) and the Commission on Economic Structures,
appointing his trusted secretary, Mgr. Alfred Xuereb, as his delegate in
both commissions; he has continued the efforts to ensure that the Holy
See’s financial activity complies with international standards,
particularly those aimed at preventing money laundering and the
financing of terrorism, under the surveillance of Moneyval - the Council
of Europe's Committee of Experts on the Evaluation of Anti-Money
Laundering Measures and the Financing of Terrorism; he has entrusted
Promontory Financial Group and Ernst&Young with controlling the
IOR-APSA and the Governorate’s accounts respectively. The Pope also
wants heads of dicasteries, Apostolic Nuncios and cardinals to have
easier access to him. Internal coordination needs to improve.The Vatican’s new Secretary of State, Archbishop
Pietro Parolin, is the cornerstone of this new project. This experienced
diplomat is highly esteemed by Bergoglio and will be co-presenting a
book with Cardinal Madariaga in the Agostinianum on Thursday evening.
The Secretary of State needs to go back to being a “papal secretary”,
paving the way to a re-evaluation of the Pope’s role who should be seen
as the Bishop of Rome more than as a Vatican monarch.

“What happened in Geneva is a model that
proves that if the world wants something, then it can achieve it,” said
former chief Palestinian negotiator Saeb Erekat. “If they want to
achieve peace and stability, then the [Israeli] occupation is no less
dangerous than nuclear weapons.”Others around Palestinian President Mahmoud
Abbas have made the same point in recent days, though Abbas himself has

US-born diplomat tells president he looks forward to strengthening ties; served as adviser to Netanyahu, Sharansky
The

Dermer is
taking over the key post from another US-born political appointee,
Michael Oren, who has held the job for the past four years. The appointment was announced in July.“Ron Dermer has all the qualities necessary to
successfully fill this important post,” Prime Minister Benjamin
Netanyahu said then. “I have known him for many years and I know that
Ron will faithfully represent the state of Israel in the capital of our
greatest ally — the USA. On behalf of the citizens of Israel, I wish him
great success.”“As Ron’s close friend and long-time
colleague,” Oren tweeted after the appointment, “I know that he’s
uniquely qualified and is deeply committed to the historic US-Israel
alliance.”Dermer, who immigrated to Israel from Florida
in 1998, has served under Netanyahu since 2009 as senior adviser in the
Prime Minister’s Bureau, where he acted as liaison to the White House.From 2005 to 2008, he served as economic
affairs minister to the Israeli Embassy in Washington, a position which
required him to give up his US citizenship.Dermer is a graduate of the Wharton School of
Business at the University of Pennsylvania and holds a master’s degree
in philosophy, politics and economics from Oxford. In 1995, while still a
student at Oxford, he helped manage Natan Sharansky’s Yisrael b’Aliyah
party’s Knesset campaign.Dermer moved to Israel after several years of
involvement in Republican congressional politics. He co-wrote with
former Soviet political prisoner Natan Sharansky “The Case for
Democracy,” a book that President George W. Bush later cited as a major
influence. In the book, Sharansky treats Dermer as a full partner in
shaping its ideas.“Ron reminds us what Israel is all about,”
Sharansky told The Times of Israel. “He came as a new immigrant, a young
man … Now he’s going back to the United States as Israel’s ambassador.
Ron has an extremely deep sense of the foundation of the connection
between Israel and America, our mutual values. He wrote about it, he
studied it, he lives it… Ron will be extremely important to Washington
and the White House because they know he’s very close to the prime
minister, that speaking to him is like speaking to Netanyahu; that’s a
very rare thing,” he added.Dermer’s father, lawyer Jay Dermer, served in
the 1960s as the mayor of Miami Beach, Florida; and Dermer’s brother,
David Dermer, later also served as Miami Beach mayor. Dermer’s mother
was born in Mandatory Palestine and later emigrated with her family to
the US.
A Tablet magazine feature last year
said Dermer “has done more to shape Israel’s relationship with the
United States, its Arab neighbors, and the Palestinians over the past
few years than any man aside from the prime minister himself.”
Married with five children, Dermer is an engaging and effective advocate for Netanyahu’s worldview, one insider said.“I welcome Ron Dermer’s appointment as the new
Israeli ambassador to the United States,” Deputy Foreign Minister Ze’ev
Elkin said on Tuesday. “Dermer will be an excellent ambassador. He has a
deep understanding of America and, as a former diplomatic adviser to
the prime minister, is familiar with the most sensitive issues of
Israeli foreign policy in recent years. His appointment demonstrates the
level of intimacy in our relationship with the United States, and the
importance that the prime minister ascribes to this relationship,” he
added.The pro-Israel American-Israel Public Affairs Committee (AIPAC) also welcomed Dermer’s appointment.“Mr. Dermer has a deep understanding of the
critical value of the US-Israel relationship and the importance of
further strengthening the alliance between these two democratic allies,”
the group said in a statement. “We also express our gratitude to
Ambassador Oren for his service over the past four years as he worked
tirelessly and effectively to bolster the bond between the United States
and Israel.”
But Dermer’s appointment is not entirely
without controversy. A June Channel 10 report noted that Dermer, who has
long been groomed for the job, saw his prospects nosedive due to his
perceived support for Republican candidate Mitt Romney in the last US
presidential election.However, the report said, he has since
improved his ties with key Obama administration figures, notably
Secretary of State John Kerry, paving the way for his appointment.In addition, in 2009 Dermer said he considered
cultivating ties with the American Jewish community’s liberal wing a
waste of time. Dermer is believed to be behind the liberal lobby J
Street’s inability to secure meetings with high-level officials during
its Israel trips. Oren, by contrast, has forged low-level ties with the
group.Still, like other Jewish groups,
J Street welcomed Dermer’s appointment.
Dermer also led efforts in the Prime
Minister’s Office to limit the funding of some human rights groups in
Israel, casting them as agents of foreign powers. Some of the groups
have the support of leading Jewish liberal benefactors from the United
States.Dermer’s defenders in Washington say those
issues are dwarfed by the immediate challenges facing Israeli-US
interests in the Middle East.“He will be an effective representative of the
State of Israel generally, and Prime Minister Netanyahu specifically,
as we are in a crucial period of US-Israel relations with the need to
stop Iran from developing a nuclear weapon,” William Daroff, who directs
the Jewish Federations of North America’s Washington office, told JTA.The closeness he enjoys with Netanyahu may prove to be his most valuable asset in the job.“The most important thing for any ambassador
in Washington, especially any Israeli ambassador, is that he brings the
full trust of the prime minister,” said AJC executive director David
Harris. “That’s an asset you cannot put a price on.”

HELENA, Mont. (AP) — A wintry storm pushing through the
western half of the country is bringing bitterly cold temperatures that
prompted safety warnings for residents in the Rockies and threatened
crops as far south as California.The
jet stream is much farther south than normal, allowing the cold air to
push in from the Arctic and drop temperatures by 20 to 40 degrees below
normal levels, AccuWeather meteorologist Tom Kines said Tuesday.Areas
of Montana and the Dakotas were forecast to reach lows in the
minus-20s, while parts of California could see the thermometer drop to
the 20s. The icy arctic blast was expected to be followed by another one
later in the week, creating an extended period of cold weather that
hasn't been seen since the late 1990s, meteorologists said.Officials warned residents to protect themselves against frostbite if they are going to be outside for any length of time."When
it gets this cold, you don't need 30, 40 mile-per-hour winds to get
that wind chill down to dangerous levels. All it takes is a little
breeze," Kines said.
The storm hit the northern Rockies on Monday
and Tuesday, dumping up to 2 feet of snow in the mountains and in
Yellowstone National Park.
In the
Dakotas, cattle ranchers who lost thousands of animals in an October
blizzard were bracing for the latest wintry weather, with wind chills of
40 degrees below zero expected by week's end.Cattle should be
able to withstand the harsh conditions better than they did the Oct. 4
blizzard, said Julie Ellingson, executive vice president of the North
Dakota Stockmen's Association."Cattle are a hardy species; they
can endure a lot," she said. "With that October storm, they didn't have
their winter hair coat yet. They've acquired some of that extra hair
that will help insulate them better."The cold was expected to keep pushing south and bring
near-record low temperatures to parts of California. Citrus famers in
the Central Valley checked wind machines and ran water through their
fields in anticipation of temperatures at or below freezing Tuesday
night, followed by even colder weather on Saturday.However,
farmers should not panic, said Bob Blakely of California Citrus Mutual, a
trade association. Cold weather can be good for the crops, he said."Trees and fruits need some of that cold weather to harden off and prepare for late December and January," he said.
The
system was pushing south, and Texans enjoying balmy 80-degree days
should be seeing temperatures in the 40s by Thursday, Kines said.The
cold air is expected to linger until next week then move east, where it
