Pope changes Church law; allows cardinals to start conclave early

VATICAN CITY (Reuters) - Pope Benedict has changed Roman Catholic Church law regulating the conclave that will elect his successor, meaning it can start earlier, the Vatican said on Monday.The change to a constitution by his predecessor John Paul means the cardinals no longer have to wait 15 days after the papacy becomes vacant on February 28 before they start the conclave.The conclave can now start before March 15.(Reporting By Philip Pullella)

Britain's top Catholic cleric resigns, won't elect new pope

LONDON (Reuters) - Britain's most senior Roman Catholic cleric resigned on Monday following allegations he behaved in an inappropriate way with priests, and said he would not take part in the election of Pope Benedict's replacement.Cardinal Keith O'Brien said he had tendered his resignation some months ago, ahead of his 75th birthday in March and because he was suffering from "indifferent health".The Vatican said the pope, who steps down on Thursday, had accepted O'Brien's resignation as archbishop of St. Andrews and Edinburgh.O'Brien, an outspoken opponent of gay marriage, has been reported to the Vatican over allegations of inappropriate behavior stretching back 30 years, according to Britain's Observer newspaper.
The cardinal, who last week advocated allowing Catholic priests to marry as many found it difficult to cope with celibacy, rejected the allegations and was seeking legal advice, his spokesman said.1"Looking back over my years of ministry: For any good I have been able to do, I thank God. For any failures, I apologize to all whom I have offended," O'Brien said in a statement, which made no reference to the recent allegations.
He said he would not attend the election next month of a new pope, saying: "I do not wish media attention in Rome to be focused on me - but rather on Pope Benedict XVI and on his successor."The Observer, which gave little detail on the claims, said three priests and a former priest, from a Scottish diocese, had complained over incidents dating back to 1980.One said the cardinal formed an "inappropriate relationship" with him while another complained of unwanted behavior by O'Brien after a late-night drinking session.Last year, O'Brien's comments labeling gay marriage a "grotesque subversion" landed him with a "Bigot of the Year" award from British gay rights group Stonewall.(Reporting by Guy Faulconbridge and Michael Holden; editing by Maria Golovnina and Jon Boyle)

Conclave can begin before March 15th, but this very much depends on the Congregation of Cardinals, electors and non electors, who will only be convoked to their first meeting as of March 1st.And individual cardinals can decide not to participate in conclave on health grounds or for other serious reasons, but must communicate their non-participation to the Holy See.Moreover, anyone involved in the Conclave, from ushers to technicians and secretaries, will be bound to an oath of secrecy. Should they, directly or indirectly, receive information regarding the papal election and reveal this to anyone outside of conclave, they will incur excommunication latae sententiae, as opposed to the former ‘severe penalties’ to have been decided by the future Pope.Titled entitled "Normas nonnullas” the document introduces "some changes" to the legislation Universi Dominici Gregis, but reaffirms that the starting date of the conclave is a decision the rests solely with the General Congregation. In reality, as Father Federico Lombardi, director of the Press Office of the Holy See pointed out, the Congregation will only be convoked by the Dean of the College of Cardinals, Card. Angelo Sodano on March Ist, the first day of the Vacant See. Fr. But it was also pointed out that participants in the Congregations are also buond to secrecy.Returning to the Motu Proprio, it has been established that once Conclave has started a two-third majority is required for a valid election, “calculated on the basis of the electors present and voting" and that if after three days the votes do not come to a result, "one day should be dedicated to prayer, reflection and dialogue". In subsequent rounds of voting, "only the two names which in the previous rounds had the highest number of votes will be considered, and the provision of a two third majority of the Cardinals present and voting for a valid election will remain”. Finally, the Motu proprio states that the two candidates whose names who be put forward in subsequent votes cannot vote.

Pope Benedict XVI has given the college of cardinals authority to change the date of the upcoming conclave to elect his successor, the Vatican announced today.


The Pope has signed a Motu propio on the issue, setting aside parts of a previous mandate from Pope John Paul II governing the working of a conclave, said Jesuit Fr. Federico Lombardi, the Vatican spokesperson, at a press conference.With a potential date for the concave now in the cardinals' hands, it is unknown when they will choose to meet to elect Benedict's successor.Lombardi said the earliest a date for the conclave might be known is March 1, when the cardinals will first meet following Benedict's resignation."The Holy Father has decided that the acts of this investigation, known only to himself, remain solely at the disposition of the new pope," said Lombardi.According to John Paul II's 1996 constitution Universi Dominici gregis, the earliest the cardinals could have met to elect Benedict's successor was March 15. Some have raised the question of whether, given the difference in this case that the sitting pope has decided to resign, the cardinals could elect Benedict's successor more quickly.At the press conference, Vatican officials said the Pope had not ordered the cardinals to change the date, but merely given them the power to do so. The Holy Father received in audience this morning Cardinals Julian Herranz, Jozef Tomko, and Salvatore De Giorgi, who formed the commission to investigate the leaks of private information. They were accompanied by the commission’s secretary, Fr. Cardinal Francis Arinze, who was present when Pope Benedict announced his resignation, says “. I was reassured by his courage and by the knowledge that the Church lives because Christ lives, and I was therefore strengthened in my faith”

gerard o'connell rome The Nigerian Cardinal, Francis Arinze, who once headed the Vatican offices for dialogue with the other religions, and for Divine Worship, was present in the Hall of the Consistory (Sala del Consistoro) when Pope Benedict made his historic announcement on February 11.  In this interview with me, he talks about his own reaction and that of the other cardinals to that news.
 
Q.  You were one of some 40 cardinals present when the Pope read his letter of resignation on February 11.  Can you describe what happened?
 
A. It was like thunder, the announcement came without advance warning. It came at the end of the ceremony for voting for canonization. We were expecting to receive the Holy Father’s blessing, but he told us to sit down as he had something important to say.  Then he began reading a text in Latin.When he had read a few sentences I began to suspect where he was going, because he started by telling us that after having repeatedly examined his conscience before God, he had come to the certainty that due to advanced age he no longer had the strength of mind and body to answer the demands of the Petrine Ministry.  Especially in the last few months, he said his strengths had deteriorated to such an extent that he recognized he was no longer able to adequately fulfill the papal ministry.Once he said that it was clear to everyone that he was going to resign.  He announced that he would no longer continue as bishop of Rome and Successor of St Peter from eight o’clock in the evening of February 28.
 
Q. What was the reaction of the cardinals when he finished reading?

A. Silence!  We cardinals looked at each other.   We didn’t have words to say. We were still digesting the import of what he had said when, as if to save us from that embarrassing moment, Cardinal Angelo Sodano, the Dean of the College of Cardinals, stood up and spoke.  Obviously, he had been tipped off in advance because he had written what he was going to say.He expressed the incredulity of all present, and the sense of feeling lost. He said the Holy Father’s words conveyed yet again his great love for the Church. He summed up the feelings of everyone when he said, “We are closer than ever to you in these days” and “will remain close to you.”
 
Q.   After Cardinal Sodano’s speech, the Holy Father imparted his blessing and left. What happened then?
 
A. After Pope Benedict left the hall with his assistants, all the cardinals stayed on. Nobody told us to stay, we just stayed.  We gathered in little groups, each one asking the other, “What do you make of all this?”  How?  When?  We were there for quite some time.  Then we began to walk away, slowly, each one reflecting, not saying much.I was still trying to digest the meaning of all that as I went down in the lift to the Belvedere, and then walked back to my residence. It was clear to me that the Pope had taken that decision over a long period, he hadn’t rushed it.  He’s not a person who rushes things.  It was also clear that he took a courageous decision, because something like this has not happened in the Church for about 600 years.  It was clear too that he loves the Church.  He didn’t put himself at the centre; he was only concerned with what is good for the Church.  That was his only preoccupation; he was not concerned about his personal convenience, nor the honor or praise that he gets as pope.So I said to myself, the Pope is teaching us all something very important by this act. One of the titles of the Pope is “Servant of the servants of God”. We come and go. Any of us can go, only Christ does not go.  Without Christ the Church loses its foundation, its direction, its harmony.  Popes come and go, bishops come and go, and so do politicians.  The Pope is teaching us all that the most important consideration for anyone in public office is not ‘Do I like this seat?’  No! The most important consideration is this: Does the community I serve profit by my service?
 
Q.  Were you shocked at his announcement?

A.  Yes.  I was shocked, and surprised.  But very soon with shock came a type of calm because of his love for the Church and because of the good effects his action can have.   So I was not so shocked that I went away with low spirits.  No! I didn’t go away confused or depressed. I was reassured by his courage and by the knowledge that the Church lives because Christ lives, and I was therefore strengthened in my faith.
In the Credo we confess our faith in the Father, Son and Holy Spirit, but also in the One, Holy, Catholic and Apostolic Church.  For some people there’s no problem in believing in God, but they are shaken by the Church when they see the elements in the Church: the Divine elements, sure, but the human elements that can fall short. If you can have faith in the Church all the time, whether you like the bishop or not, whether you like the parish priest or not, but if you love the Church and have enough faith in Christ – this is what is important in our Catholic faith.  The Pope by his decision is teaching us all that. 
 
Q.   Do you think his resignation changes the papacy in some way?

A.  It doesn’t change the nature of the papacy, but it can help us in reflecting on the faith, and how we look at the pope. It can also help any of us who is in a position of authority to ask ourselves some questions, because sometimes an objective assessment could lead a person in a position of authority to conclude that it may be better that somebody else should take up this office and that I should step aside for the sake of the community which I serve.  That is the lesson the Pope is teaching us.
 
 
Q.   The Anglican Archbishop Rowan Williams said that Pope Benedict has demystified the papacy by his decision to resign.
 
A.  He’s right. You know there’s always a danger of personality cult, because some people believe that the person who is in authority now is the best person ever in that position.  They think there’s nothing to be changed in anything this person in authority decides, even though some decisions may be administrative not dogmatic, and there can be different opinions.  So I think each of us should be humble, beginning with the person in the authority, and extending also to those who have to obey authority.
 
Q.  Do you think there are too many expectations of the Pope today, in terms of audiences, travel and so on?
 
A.  I think the Pope must be allowed a little more time to breathe.  He must be allowed a little more time to do his thinking and reflection.  We must not expect him to meet all the groups that think the Pope should meet them. I don’t deny the comfort people get in meeting the pope but we have only one Pope at a time and there are some two billion Catholics in the world.On the other hand, I think it is very good that the Pope travels.  When he travels, as Paul VI, John Paul II and Benedict XVI did, he strengthens the local Church and gives the Church visibility in the world.  If the Pope is able to travel, I would be in favor of him continuing to do so.  But every Pope cannot be as physically strong as John Paul II, so there must be allowance for different styles, different approaches, and we mustn’t force every pope to do exactly what his predecessor did.
 
Q.  What is the legacy that Benedict XVI leaves the Church?

A.  Pope Benedict will be remembered for his teaching, both what he has said and what he wrote. His talks at the Wednesday audiences alone are a gold mine, so too are his homilies, and his biography of Jesus. The future generations may even appreciate him more, as his teachings become better known.  His liturgical celebrations too are a lesson for us all.
 
Q.  Is there something else that stands out?

A.   His love for the Church, in which he does want himself to be prominent, but only Christ. He reminds us of that central truth that Christ is at the centre; and that we preach not ourselves, but Christ and Him crucified.

VATICAN CITY (AP) — Pope Benedict XVI gave his pontificate's final Sunday blessing from his studio window to the cheers of tens of thousands of people packing St. Peter's Square, but sought to reassure the faithful that he wasn't abandoning the church by retiring to spend his final years in prayer.The 85-year-old Benedict is stepping down on Thursday evening, the first pope to do so in 600 years, after saying he no longer has the mental or physical strength to lead the world's 1.2 billion Catholics.But while he has lately looked tired and frail, the crowd filling the cobblestone square seemed to energize him, and he spoke in a clear, strong voice, repeatedly thanking the faithful for their closeness and affection as they interrupted him, again and again, with applause and cheers. Police estimated some 100,000 people turned out.Benedict told the crowd that God is calling him to dedicate himself "even more to prayer and meditation," which he will do in a secluded monastery being renovated for him on the grounds behind Vatican City's ancient walls."But this doesn't mean abandoning the church," he said, as many in the crowd looked sad at his departure from regular view. "On the contrary, if God asks me, this is because I can continue to serve it (the church) with the same dedication and the same love which I have tried to do so until now, but in a way more suitable to my age and to my strength."The phrase "tried to" was the pope's adlibbed addition to his prepared text.Benedict has one more public appearance, a Wednesday general audience in St. Peter's Square.Benedict smiled at the crowd after an aide parted the white curtain at his window, telling the people, "thank you for your affection."
Heavy rain had been forecast for Rome, and some drizzle dampened the square earlier in the morning. But when Benedict appeared, to the peal of church bells as the clock struck noon, blue sky crept through the clouds."We thank God for the sun he has given us," the pope said, sounding cheerful.As cheers continued in the crowd, the pontiff simply turned away from the window and stepped back down into apartment, which he will leave on Thursday, taking a helicopter to the Vatican summer residence in the hills outside Rome while he waits for the monastery to be ready.A child in the crowd held up a sign on a yellow placard, written in Italian, "You are not alone, I'm with you." Other admirers held homemade signs, saying "Grazie."No date has yet been set for the start of the conclave of cardinals, who will vote in secret to elect Benedict's successor.
One Italian in the crowd seemed to be doing a little campaigning, hoisting a sign which mentioned the name of two Italian cardinals considered by observers to be potential contenders in the selection of the next pontiff.
Flags in the crowd represented many nations, with a large number from Brazil.The cardinals in the conclave will have to decide whether it's time to look outside of Europe for a pope.

Vatican scandals cloud pope's final days

Pope Benedict XVI has given his pontificate's final blessing from his Vatican window to tens of thousands of people gathered at St Peter's Square amid growing controversies swirling around his departure.
Benedict told the crowd that God is calling him to dedicate himself "even more to prayer and meditation'', which he will do in a secluded monastery being renovated for him on the grounds behind Vatican City's ancient walls.

On the same day that the pontiff delivered his address, the UK's Observer newspaper reported that three priests and a former cleric had accused the senior leader of the Catholic church in Britain of committing inappropriate behaviour against them.
Cardinal Keith O'Brien allegedly made the physical advances as far back as three decades ago.
The allegations against O'Brien come as Roger Mahony, another cardinal, was urged not to take part in the selection of Benedict's successor after being accused of being complicit in protecting abusive priests while he was head of Los Angeles archdiocese, the largest in the US.
O'Brien and Mahony are among the 116 cardinals eligible to vote for the next leader of the 1.1 billion Catholics around the world, once Benedict resigns on February 28.
The Observer reported that the four accusers filed their complaints before Vatican ambassador Antonio Mennini.
In one instance, one of the complainants alleged that O'Brien made the advances after a late-night drinking session.
A spokesman of the cardinal said the allegations have been contested, according to the report.
Rumour mill
Ever since the pope's resignation, the Vatican has been busy fending off a torrent of negative reports.
Italy's Panorama news weekly and the Repubblica daily said a report by a committee of cardinals into the leaking of confidential papal papers last year, known as "Vatileaks". had uncovered allegations of intrigue, corruption and blackmail inside the Vatican's bureaucracy.
The Vatican's Secretariat of State, effectively the government of the Catholic church, took the unusual step on Saturday of issuing a formal statement condemning "completely false news stories".
Benedict's decision to quit shocked the world, bringing his pontificate to an abrupt end after eight years dominated by the scandal of abuses by priests and his efforts to counter rising secularism in the West.
He will be only the second pope to resign of his own free will in the church's 2,000-year history, and the first to do so since the Middle Ages.
Security is being arranged for the pope's final general audience in St Peter's on Wednesday, with city officials expecting about 200,000 people to attend.

Of late there is much news surrounding the secretive globalist group known as Bilderberg. Internationalists are quietly pushing Congress to force global “identity cards” on the world, including all Americans and the entire Western Hemisphere. Bilderberg’s obedient servant, The Washington Post, called for a “biometric card” in an editorial on February 2, 2013. Bilderberg relentlessly continues its push for war and global “climate control” as steps toward world government.Over the years, the now-retired United States Representative Ron Paul (R-Texas) had been a lone voice in Congress fighting calls to implement a global ID card. Because the ID card would require new spending, it must pass the House first, as the Constitution requires all taxpayer-funded measures to originate there. No tax increases can originate in the Senate. So Paul tacked on amendments rejecting the ID card. His colleagues approved them to avoid debate.
But Paul stepped down in the last congressional session, and Bilderberg and its associate gang, the Trilateral Commission, will exploit this.

At a recent reception in Washington, D.C., an AMERICAN FREE PRESS source overheard Thomas E. Donilon, a White House national security advisor and past Bilderberg member, speaking of Paul’s retirement and the good chance that the global card could now be shepherded through Congress. Paul’s son, Senator Rand Paul (R-Ky.), would not object to the plan, added the individual with whom Donilon was talking. He was referring to the fact that Senator Paul has backed off from the strong pro-nationalist positions of his father because he is fantasizing about being elected president in 2016.The World Resources Institute conveniently reported that the U.S. is failing to meet its international commitment to reduce greenhouse emissions by 2020. Thus, the United Nations (UN) could impose penalties on this country, acting as a global “department of energy” under the Law of the Sea Treaty (LOST).The report was praised by Michael A. Levi, a senior fellow for energy and the environment at the Bilderberg-controlled Council on Foreign Relations. Levi added that the Senate should commit to ratifying the sovereignty-surrendering LOST. Under such legislation, the UN could police America’s coastal and inland waterways.

Encountering Peace: Israeli-Palestinian peace is achievable

Many of those who claim that a comprehensive Israeli-Palestinian peace treaty putting an end to the conflict is not possible are the very people who do not want it to happen. This includes those who say it’s too late, there are too many Israelis living beyond the green line, or too many new settlement houses have been built, and those who say there is no Palestinian partner.

Until now there has been no partner for peace because the negotiations, even after 20 years of negotiating have not yet produced an agreement that is acceptable to both parties and ends the claims on all of the eight core issues of the conflict. But agreement is conceivable and after each side makes the concessions which must be made they will be able to stand up proudly before their people and declare “we got the best agreement possible and it is a victory for us!” Here it is in short: 1. Palestinian statehood – this is already a fait accompli, clearly in the interests of both sides – the territorial expression of our national identity sealed by agreement, recognized by the international community, accepted by the United Nations and fulfilling the principle laid down in UN Resolution 181 from November 29, 1947 – the formal birth certificate of the two states – the establishment of two states – one Jewish and one Arab on the land known as Palestine/Israel.

2. The delineation of borders between the two states – not based on the map of 1947 but on the armistice agreement of 1949, the border line between the two states will divide the land with Palestine on 22 percent and Israel on 78%. The line will allow Israel to annex about 4% of the West Bank enabling about 80% of the Israeli citizens in settlement blocs to remain where there are.

Palestinians will get in exchange equal territory from inside of Israel proper. They will be able to use those areas as development zones and as compensation for land taken by Israeli settlements.

3. Jerusalem – Israel will have full sovereignty over all of the parts of Jerusalem where Israelis live. Jewish Jerusalem will be united and recognized by the whole world as Israel’s capital. Palestine will have full sovereignty over all of the parts of Jerusalem where Palestinians live. Palestinian Jerusalem will be united and recognized by the whole word as Palestine’s capital.

Jerusalem will be like Siamese twins – connected at the most sensitive points and therefore will remain an open city with free movement throughout.

Both parts of Jerusalem will share many aspects of infrastructure and most importantly, both sides will be responsible to work together to provide real security throughout the city. The Old City and holy places will either work on the same demographic principles or will be managed by agreement by others on behalf of both peoples. The Temple Mount/Haram al Sharif compound will see the transformation of current realities into agreements with the Muslim authorities in control on top of the Mount over the mosques there and Jewish authorities in control of the Western Wall.

This arrangement can hold at least until the Messiah comes, who can make changes then if the reality allows for it. Hundreds of millions of Muslim pilgrims will be allowed to come to complete their Haj pilgrimage which brings them to Mecca and Medina and concludes in Al-Quds, Jerusalem.

4. Refugees – All Palestinians, always, wherever they are will be able to become citizens of their independent sovereign state.

Lands added to Palestine within the territorial swaps can be used for resettlement purposes enabling Palestine to say that there is a partial return to lands from before 1948.

Israel, Palestine and the international community all have an interest to give refugees a new beginning and therefore an international donor effort will be made with generous Israeli participation that will grant all refugees in need a chance for decent modern housing, education and work. New cities like Modi’in can be constructed in the West Bank. Palestinians with land deeds and businesses that were lost will be able to apply for compensation for their losses to an international commission and Israel will also generously participate in this fund.

An agreed-to symbolic number of Palestinians will be able to apply for return to Israel proper (somewhere around 50,000 people) noting that they will be then living in the State of Israel, under Israeli laws and sovereignty. Israel can call this a humanitarian gesture of family reunification and Palestine can call it the implementation of the right of return. Palestinian refugees will also have the possibility to apply for citizenship in other countries that may offer such a possibility always holding onto to the option of becoming a citizen of Palestine also and holding dual citizenship.

5. The physical crossing between West Bank and Gaza – a stretch of about 40 kilometers going through the sovereign State of Israel. The best option, I believe, is the rail link offering services to carry passengers, cars and cargo with one stop in Gaza and one in the West Bank. Other possibilities include a bridge, road, tunnel, sunken road or combinations of the above. I propose beginning to build it now, as soon as possible from the West Bank towards Gaza and ending one kilometer short of Gaza. Gaza will be part of the full agreement, but it will only be implemented when the regime in Gaza agrees to all of the terms of the agreement.

6. Economic relations – I believe the best option for Palestine will be an improved customs union which ends all of the leakages in the Paris protocol and enables Palestine to collect their own customs because their state will have clear and defined borders.

If they would like a different trade regime they should be able to propose whatever they want because the economic consequences for Israel are inconsequential.

Israel should do everything possible to allow for a prosperous Palestine.

7. Water – with double the amount of water available today because of desalination and reuse of waste water there is no real water conflict any more. Palestine will have to have an equitable share of all of the water available in the territory between the Jordan and the Sea and water has a wonderful characteristic enabling this – it moves. The two states will probably arrive at a reallocation agreement, but I would propose, in the interest of real peace, a joint management model which states that all of the water is a shared resource, not only the water underneath the West Bank. Gaza will need a desalination plant of its own and should already be working on that today.

8. Security arrangements – without security there is no agreement on any of the above. Security arrangements need to provide real security for both peoples. Primary security responsibility is in the hands of each side within its own territory. Security cooperation between the two must be robust. A multi-national force (similar to Sinai) led by the US or by NATO with Israeli and Palestinian participation will hold longterm responsibilities along the Jordan. International monitors will be on the ground to ensure full compliance of security arrangements.

More – there will be a Jewish minority in Palestine. The rights of the Jews in Palestine will be linked to the rights of the Arabs citizens of Israel. The borders between the two states should be as open as possible. Cooperation between the two states should be the goal of both sides in every field possible.

An agreement is meant to enable a new relationship taking both sides beyond conflict toward truly peaceful relations.

Our physical space is so small; we are both required to cooperate on all aspects concerning the environment and on many other issues that are cross-boundary concerns.

The agreement must build bridges of cooperation and not walls of separation.

Implementation of the agreement will be incremental, over time based on performance and upholding obligations within the agreements. A third party monitor/judge (likely the US) will be necessary for this purpose.

Pope gives final Sunday blessing before resigning

VATICAN CITY (AP) — Pope Benedict XVI bestowed his final Sunday blessing of his pontificate on a cheering crowd in St. Peter's Square, explaining that his waning years and energy made him better suited to the life of private prayer he soon will spend in a secluded monastery than as leader of the Roman Catholic Church.On Thursday evening, the 85-year-old German-born theologian will become the first pope to have resigned from the papacy in 600 years.Sunday's noon appearance from his studio window overlooking the vast square was his next-to-last appointment with the public of his nearly eight-year papacy. TORONTO – Cardinal Thomas Collins, the Archbishop of Toronto, leaves for Rome on Sunday to get ready for the conclave to pick the next pope.Collins and other cardinals will have their last audience with Pope Benedict XVI on Wednesday, Feb. 27 — the day before the Pope steps down as the spiritual leader of the world’s one-billion Catholics.Pope Benedict officially resigns from his role effective 8 p.m. on Feb. 28.
Although a firm date hasn’t been set for the conclave to start, it could be called by the Pope earlier than the rumoured March 15 date.

Cardinal gears up for papal election

MUMBAI: Oswald Cardinal Gracias, the archbishop of Bombay, is preparing to leave for the Vatican City to attend the papal conclave that will elect the new head of the Roman Catholic Church.The 117-member elite College of Cardinals will stay under virtual lock and key until it arrives at a decision, and a plume of white smoke shall arise from the chimney of the Sistine Chapel to signal that a new pope has been chosen.
Cardinal Gracias describes the outgoing Benedict XVI, who appointed him to the College of Cardinals in 2007, as a "gentle, soft-spoken, intelligent man who knows many languages and loves research, almost a professor". "He did come under pressure over child abuse allegations but did his best to address the issue," he says.Their final audience takes place on February 28.The date of the papal election is yet to be announced, but the process may be advanced. "Typically, the seat falls vacant after the death of an incumbent and the vote occurs 15 days afterwards. However, since the pope has chosen to resign, my guess is that the election will be advanced to March 10-11. Easter Sunday falls on March 31 and all the cardinals would like to be back in their dioceses by Holy Week," Cardinal Gracias says.During the conclave, the 117 cardinals will be cut off from the world. "No newspapers, telephone, TV or radio. If a decision is not reached within three days, we break for prayer on the fourth day and then resume," Cardinal Gracias says. Once a name is selected, the ballots are burnt and mixed with a chemical to release white smoke by way of announcement.
Lobbying would likely get a candidate disqualified. "Rather than choose by nationality, I will look for a pope who is spiritual, intelligent, compassionate and courageous in worldly matters as well. His is a tough job that invites criticism so he should be thick-skinned," the cardinal says.The incumbent gets to choose his new name, so the cardinals who arrive in Vatican City all harbour a little secret in their hearts. Cardinal Gracias laughs and says he has not thought of a name for himself.

God will help choose next Pope, cardinal stresses

.- Cardinal Juan Luis Cipriani of Lima, Peru, discouraged a spirit of intrigue surrounding the upcoming conclave and said the new Pope will be chosen with God’s help, regardless of nationality.“I think that geography has nothing to do with it,” the cardinal said on Feb. 16. “The right person needs to be sought out with the help of God, regardless of where he is from.” 
Responding to media questions about whether the new Pope should be from Latin America, he explained that “geographical or political considerations are not going to be part of the conclave.”While he said that it is “understandable that there are people who think this way,” he warned that it is not good for the media to promote this understanding or to make bets or create “intrigue.”The action of the Holy Spirit will help the cardinals “to be men who listen to God,” he emphasized. “If not, we serve for nothing.”Expressing faith and acceptance at the news of the Holy Father’s upcoming resignation due to old age and declining strength, he voiced hope that “we cardinals now can respond to God as well, whom we ask to enlighten us to know which way we have to go.”Cardinal Cipriani said that he personally would not like to be Pope.
“I think it’s really tough and requires a lot of preparation,” he observed. “And I think there are others who are better prepared.”He went on to tell reporters that one of the challenges facing the Church is today is that “the world does not believe.”“There is too much self-sufficiency, too much ‘I don’t need God, I’m not interested,’” he said, adding that those in power “have structured society in such a way as to make it very difficult to live humanely, let alone in a Christian way.”“We need to recover the human dimension: the respect for life, the respect for the family and the respect for the truth,” the cardinal continued. “An attitude has set in that is excessively contrary to the human being, despite all the talk about human rights.”Today’s society faces a “crisis of faith” that can only be solved by responding to the personal call to conversion, he said.“The great missionary figures who have kept the Church going are saints.”

Pope, on last Sunday, says following God's wishes

VATICAN CITY (Reuters) - Pope Benedict spoke from his window for the last time on Sunday, telling the faithful packed into St. Peter's Square that the first papal abdication in centuries was God's will and insisting he was not "abandoning" the Church.Four days before the 85-year-old's often troubled eight-year rule ends, new talk of scandal hit the cardinals who will choose his successor; one of them, a Scottish archbishop, had to deny a media allegation of misconduct with young priests in the 1980s.With an American cardinal urged not to go to the electoral conclave due to his role in handling sexual abuse cases in the United States, and the Vatican accusing media of running smears to influence the vote, the Church faces a stormy succession.
Benedict, however, defended his shock decision to resign as dictated by his failing health; his address to tens of thousands of well-wishers was met with calls of "Viva il Papa!""The Lord is calling me to climb the mountain, to dedicate myself even more to prayer and meditation," the German-born pontiff said in Italian, his voice strong and carrying clearly."But this does not mean abandoning the Church. Actually, if God asks this of me, it is precisely because I can continue to serve her with the same dedication and the same love I have shown so far," he said, adding that he would be serving the Church "in a way more in keeping with my age and my strengths".As he spoke, two of the some 117 cardinals who are due to enter the conclave to choose his successor as leader of the 1.2 billion Roman Catholics next month were mired in controversy.
Britain's top Catholic cleric, Cardinal Keith O'Brien of Edinburgh, rejected allegations published in the Observer newspaper that he had been involved in unspecified inappropriate behavior with other priests in the past.The paper said O'Brien, known for his outspoken views against homosexuality, had been reported to the Vatican by three priests and a former priest, who said they had come forward to demand O'Brien resign and not take part in the conclave."Cardinal O'Brien contests these claims and is taking legal advice," a spokesman for the 74-year-old cardinal said.He was the second cardinal to be caught up in controversy over his attendance ahead of the conclave, where 117 "princes of the Church" under 80 will elect a new pope from their ranks.On Saturday, Catholic activists petitioned Cardinal Roger Mahony to recuse himself from the conclave so as not to insult survivors of sexual abuse by priests committed while he was archbishop of Los Angeles.In that post from 1985 until 2011, Mahony worked to send priests known to be abusers out of state to shield them from law enforcement scrutiny in the 1980s, according to church files unsealed under a U.S. court order last month.

Benedict's papacy was rocked by scandals over the sex abuse of children by priests in Europe and the United States, most of which preceded his time in office but came to light during it.His reign also saw Muslim anger after he compared Islam to violence. Jews were upset over his rehabilitation of a Holocaust denier. During a scandal over the Church's business dealings, his butler was convicted of leaking his private papers.
But the minds of those in the crowd in St Peter's Square, some holding banners reading "Thank you Holy Father," were not on scandals, real or potential, but on the Church history unfolding around them."It's bittersweet," said Sarah Ennis, 21, a student from Minnesota who studies in Rome. "Bitter because we love our Pope Benedict and hate to see him go, but sweet because he is going for a good reason and we are excited to see the next pope."Others, however, saw it as a possible harbinger of bad moons for the Church.
"This is an ill wind blowing," said midwife Marina Tacconi."It feels like something ugly could happen. I'm 58 years old, I have seen popes come and go. But never one resign."I don't see it as a good thing."The Sunday address was one of Benedict's last appearances as pontiff before the curtain comes down on a problem-ridden pontificate.On Wednesday, he will hold his last general audience in St. Peter's Square and on Thursday he will meet with cardinals and then fly to the papal summer retreat south of Rome.The papacy will become vacant at 8 p.m. Rome time (1900 GMT) on Thursday, February 28.Cardinals will begin meetings the next day to prepare for a secret conclave in the Sistine Chapel.They have already begun informal consultations by phone and email in the past two weeks since Benedict announced his shock abdication in order to build a profile of the man they think would be best suited to lead the Church through rough seas.
On Monday, the pope is expected to issue slight changes to Church rules governing the conclave so that it could start before March 15, the earliest it can be held under a detailed constitution by his predecessor John Paul.Some cardinals believe a conclave should start sooner than March 15 in order to reduce the time in which the Church will be without a leader at a time of crisis.But some in the Church believe that an early conclave would give an unfair advantage to cardinals already in Rome and working in the Curia, the Vatican's central administration, which has been at the centre of accusations of ineptitude that some say led Benedict to step down.The Vatican appears to be aiming to have a new pope elected by mid-March and then formally installed before Palm Sunday on March 24 so he can preside at Holy Week services leading to Easter.

UK cardinal contests 'inappropriate' acts claims

LONDON (AP) — The Vatican is looking into allegations of "inappropriate behavior" by Cardinal Keith O'Brien, Britain's most senior Catholic cleric, officials said Sunday. The claims came at a sensitive time, as O'Brien and other cardinals prepare for a conclave to choose the next pope.O'Brien, who heads the Roman Catholic Church in Scotland, was taking advice from lawyers after British newspaper The Observer reported that three priests and a former priest have filed complaints to the Vatican alleging that the cardinal approached them in an inappropriate manner.The paper did not cite the names of the priests, but it said their allegations date back to the 1980s."Cardinal O'Brien contests these claims and is taking legal advice," Peter Kearney, a spokesman for the Scottish Catholic Church, said. He declined to comment further.A Vatican spokesman, the Rev. Federico Lombardi, said the complaints had been channeled through the office of the papal nuncio — the Vatican's ambassador — in London. "The pope has been informed, and the question is in his hands," Lombardi said.In the coming weeks, O'Brien, 74, is expected to join a conclave of cardinals at the Vatican to elect the next pontiff, following the resignation of Pope Benedict XVI. Benedict announced earlier this month that he will step down on Thursday — the first pope to resign in some 600 years.
O'Brien has not been the only cardinal to become embroiled in negative news as the papal election approaches. Across the Atlantic, thousands of people have signed a petition to keep California Cardinal Roger Mahony from the conclave because of revelations he had shielded sexually abusive priests.Mahony has made it clear he will attend the gathering and that no one can force him to recuse himself.In comments on the papacy made to the BBC on Friday, O'Brien said the next pope would be free to consider changing church policy on issues that were not "basic dogmatic beliefs." He said he believed that the requirement for priestly celibacy is not "of divine origin" and could be reconsidered.O'Brien also said it was time to think seriously about having a pope from outside Europe. He said he would be "open to a pope from anywhere if I thought it was the right man, whether it was Europe or Asia or Africa or wherever."The cardinal is due to retire when he turns 75 in March.
