Minor earthquake shakes US capital's movers By KAREN MAHABIR, Associated Press Writer - JULY 16,10

WASHINGTON – A minor earthquake shook residents awake in the DC area early Friday, rattling windows but apparently causing no serious damage.And while Californians might scoff at the 3.6 magnitude quake, Susan Potter, a geophysicist at the U.S. Geological Survey, said it was the strongest to hit within 30 miles of DC since they began keeping records.The quake hit at 5:04 a.m. EDT and was centered in the Rockville, Md., area said Randy Baldwin, a geophysicist with Geological Survey's National Earthquake Information Center. Baldwin said aftershocks could occur over the next couple days, but none had yet been reported. He said the aftershocks are generally of a smaller magnitude than the initial earthquake.Police in Washington and in nearby Montgomery County, Md., said there were no immediate reports of injuries or damage.Tafelila Pilgrim, 78, was in the bathroom in Washington getting ready to start her day when the shaking started. A plastic glass of water she had placed on the sink fell and she said she shouted to her roommates.

I start screaming, she said. I was afraid.On the U.S. Geological Survey's website, people as far away as Pennsylvania and West Virginia reported feeling the quake.
Lucille Baur, public information officer for the Montgomery County Police Department, said the department received a lot of calls from people wondering what had happened.Debby Taylor Busse said she was in the basement of her home in Vienna, Va., in Fairfax County when she felt the quake hit. She was already awake watching television, but her husband had been asleep in a second-floor bedroom when the tremor woke him.I didn't know what it was, Busse said. I have never been in an earthquake before. It felt like an airplane going overhead or thunder, but it wasn't coming from above.She said it lasted just a few seconds and compared it to a strong thunder strike — enough to rattle the house, but not enough to knock anything over.

Brett Snyder, who lives in Gaithersburg, Md., told AP Radio he was awakened by the quake but said it wasn't a big deal.It happened very instantaneously and then off to a day's work, Snyder said.Washington resident Denver Turner was sitting at the computer answering e-mails when he felt the carpet begin to vibrate beneath his feet.
I didn't know DC got earthquakes, really, Turner said. Definitely my first experience and not something I'd want to go through on a greater scale.The Washington area has had small, infrequent earthquakes over the years, including a 2.5-magnitude quake in 1997 that was within 25 to 30 miles of Friday's quake and a 2.3-magnitude quake in 1996 that was within 15 miles, Baldwin said.The thing that makes this (Friday's) earthquake distinctive is that is was felt widely over the region, he said.Associated Press writers Matt Small and Jessica Gresko contributed to this report.

EU reaches out for new powers at United Nations

European Council President Herman Van Rompuy will in future be able to address the UN chamber no differently from US President Barack Obama or Iranian leader Mahmoud Ahmedinejad under draft reforms agreed by member states.EU countries at meetings in Brussels and New York have agreed to table a resolution in the UN General Assembly (UNGA) to give the union the right to speak, according to a UK ministerial letter sent out to British MPs on Wednesday (14 July) and seen by EUobserver. The EU currently has only observer status at the UN. Its delegates do not sit among the UN member states, but off to the side, along with entities such as the Vatican, the Red Cross and the Arab League.The symbolic sitting arrangements are not due to change.

But if the motion, which is to be tabled in the coming weeks, is approved by the general assembly, the EU will also be awarded other rights enjoyed by fully-fledged UN members, such as the right to make proposals and submit amendments, the right of reply, the right to raise points of order and the right to circulate documents.

There will also be additional seats put in for the EU's foreign policy chief, High Representative Catherine Ashton and her officials.An EU diplomat said the idea behind the changes is to boost the profile of the EU as an entity in itself at the international level.Britain's EU minister, David Lidington, in the UK ministerial letter said however that the move should not be interpreted as undermining Britain's permanent seat on the UN Security Council: The granting of such rights to the EU will not affect the UK's position as a member of the UNGA or the UN Security Council.
Meanwhile, foreign secretary William Hague is making sure that UK diplomats in New York send out the message the EU upgrade is strictly limited. The new resolution does not imply agreement to seek additional rights in any other fora, the UK ministerial letter says.The new rights flow from changes established by the EU's Lisbon Treaty, which entered into force last December. The Lisbon Treaty established new structures for the management of the EU's external relations, Mr Lidington explained.The UN developments could be seen as something of a u-turn for the British Conservative party.Back in October 2007, when the Tories were still in opposition and the Lisbon Treaty was just about to be signed off by EU countries, Mr Hague had warned that Lisbon would ultimately lead to an EU takeover of Britain's permanent seat on the UN Security Council.

Mr Hague said at the time: The new treaty, like the old, could automatically let the EU foreign minister speak for Britain at the UN security Council in certain situations.This is clearly the thin end of the wedge for an EU takeover of our only seat. Given that our independent vote at the EU is now coming under threat, the case for letting people have their final say in the referendum [on the Lisbon Treaty] they were promised is now unanswerable.He made the comments after the then deputy UN general secretary Mark Malloch Brown, who later became a Labour minister, said that an EU replacement of the UK seat was inevitable, in remarks first reported by EUobserver.I think it will go in stages, he said. France, UK and Germany call for 30 percent CO2 cut

Ministers from three of Europe's largest countries have called on the EU to make a unilateral move towards cutting carbon emissions by 30 percent by 2020, rather than the current target of 20 percent. The move, which marks a dramatic u-turn on previous positions, is vital to prevent Europe losing out in the race to develop low-carbon technologies, British energy minister Chris Huhne, German environment minister Norbert Roettgen and French ecology Minister Jean-Louis Borloo said in an opinion piece in the Financial Times on Thursday (15 July).If we stick to a 20 percent cut, Europe is likely to lose the race to compete in the low-carbon world to countries such as China, Japan or the US,wrote the three ministers. While Europe currently enjoys a leading position in the low-carbon goods and services sector, recent research shows China has leapt ahead in green technology investment, attracting $40.3 billion of asset finance for clean energy in the past year, roughly $10 billion more than the EU.

The call for a unilateral jump to a 30 percent cut on 1990 levels is likely to anger European businesses however, with a European Commission paper in May on the subject attracting harsh criticism.Brussels argued that the economic recession would make the greater cut significantly cheaper than previously thought, but fierce lobbying from businesses and certain EU states resulted in the document's language being watered down. While making the case for the larger cut, EU climate commissioner Connie Hedegaard said present conditions are not right due to Europe's economic difficulties. In their opinion piece on Thursday however, the three ministers say there is a compelling economic argument for the 30 percent cut, with failure to move now likely to lead to greater costs in the future. The current target of a 20 percent reduction now seems insufficient to drive the low-carbon transition, they said. The recession by itself has cut emissions in the EU's traded sector by 11 per cent from pre-crisis levels.The greater reduction is a policy for jobs and growth, energy security and climate risk,they add. Previously in UN climate talks, the EU has declared its willingness to make the jump to 30 percent only if other other countries around the world take similar steps, a development that did not materialise in Copenhagen last December. Germany has been among the strongest opponents to a unilateral EU move, stressing that the jump should only be made in the context of a wider international agreement.France has also shown resistance in the past, with the debate now likely to be thrown wide open again ahead of international talks on global warming in December in Cancun, Mexico.

Global Warming Theory: False in Parts, False in Totality

There are so many variables ignored, underreported or simply not understood in climate science and especially in the computer models that purport to simulate global climate, that they destroy any pretence we know or understand weather and climate. But don’t take my word for it. Consider the comments from proponents of anthropogenic global warming including the Intergovernmental Panel on Climate Change (IPCC).In the 2001 report they said, In climate research and modeling, we should recognize that we are dealing with a coupled non-linear chaotic system, and therefore that long-term prediction of future climate state is not possible.James Lovelock, Gaia hypothesis speculator said, It’s almost naive, scientifically speaking, to think that we can give relatively accurate predictions for future climate. There are so many unknowns that it’s wrong to do it.Kevin Trenberth, IPCC author and CRU associate said, It’s very clear we do not have a climate observing system… This may be a shock to many people who assume that we do know adequately what’s going on with the climate, but we don’t.Many reports exist on the inadequacy of temperature data. Ross McKitrick asks whether a global temperature exists at all.
Anthony Watts shows the serious problems with the weather stations in the US and these are supposedly the best in the world.We also know how the record is adjusted to support the warming theory. However, measurement of other variables is worse simply because of the complexity of measurements. Instruments to accurately measure precipitation, especially snowfall, have always been a great challenge. Perhaps the most forgotten variable, yet critical to weather and climate, is wind speed. Ancient Greeks knew the importance of wind direction and how it determined the pattern of weather in a region. They even built a Tower of the Winds in Athens honoring the eight wind deities (Figure 1). Direction was critical for sailing as well, so mariners developed the ability to read the wind to 32 points of the compass. Speed was a different matter. Early attempts had a flat board on a spring with a pointer attached that was set against a scale. Wind pushed the board and the pointer indicated the force. The big change came with the wind cup or anemometer in 1846. While this provides an accurate measure, recording the information is important because the work the wind does requires detailed almost continuous data.

The atmosphere is heated by air in contact with the ground (conduction) but also by evaporation of moisture that is then released into the atmosphere. In both cases the rate varies with wind speed. Even a small variation in wind speed results in a variation in heat exchange and distribution in the atmosphere. Wind is created by difference in pressure that is created by difference in temperature. High temperature creates low pressure and wind then blows from the high pressure to redress the imbalance. There are general global wind patterns created by differential heating. If the Earth wasn’t rotating a simple circulation of air rising at the Equator and descending at the Poles would occur, however rotation results in generally easterly winds at the Equator and the Poles with prevailing westerly winds in the middle latitudes. Each region has different land/ water ratios so a shift in these zonal winds will affect the role of the wind in heating the atmosphere.Figure 2 shows plots of the percentage frequency of south winds at York Factory located on the southwest shore of Hudson Bay for two decades over 100 years apart. In the early decade from 1721 to 1731, which is well within the Little Ice Age (LIA), south winds blow less than 7 percent of the time. In the decade from 1841 to 1851, which is outside of the LIA, south winds are occur over 12 percent of the time with a peak in 1842 of 27 percent.

The 2007 IPCC report acknowledges the shifts in some wind patterns and associated weather systems. Based on a variety of measurements at the surface and in the upper troposphere, it is likely that there has been an increase and a poleward shift in NH (Northern Hemisphere) winter storm-track activity over the second half of the 20th century, but there are still significant uncertainties in the magnitude of the increase due to time-dependent biases in the reanalyses. The word likely is defined as greater than 66% chance. The shift is not surprising because the prevailing westerly wind and accompanying storm track would move north as the Earth warms. They acknowledge the significant uncertainties in the validity of increased frequency. They don’t even attempt to discuss the significance for heat transfer or any other impact on global weather. We know wind causes shifts of Arctic ice to create open water or increase pack ice, but how does this affect heat exchange or evaporation? It is even worse in the Southern Hemisphere (SH). Analysed decreases in cyclone numbers over the southern extratropics and increases in mean cyclone radius and depth over much of the SH over the last two decades are subject to even larger uncertainties. The degree to which the IPCC and their supporters have fooled the world is amazing. As Jean-Francois Revel said: How is it possible for a theory, which is false in its component parts, to be true as a whole. In the case of official climate science he could add that many parts of the whole are simply omitted. He explained the mentality that has pervaded the AGW supporters when he wrote, A human group transforms itself into a crowd when it suddenly responds to a suggestion rather than to reasoning, to an image rather than to an idea, to an affirmation rather than to proof, to the repetition of a phrase rather than to arguments, to prestige rather than to competence His book titled, The Flight from Truth: The Reign of deceit in the Age of Information tells it all.

President Obama is on a Rules for Radicals roll,creating environmental crises with the calculated sham of the Gulf oil spill, while fueling race wars with the NAACP against the Tea Party groups. Remember, Obama needs crises and enemies to be the messiah and dictator he fantasizes being.As long as people can suffer in the gulf, prices go up and jobs are ruined,he can blame big oil,off shore drilling and eventually Bush, since that is his favorite fall back.Once the problem has grown to the uncontrollable absurd,mostly through his neglect in leadership and careful, planning of chaos, he can cram cap and trade through,most likely in the lame duck session after the election.The Democrats and Obama know what is coming. They will attempt to cram their agenda through anyway they can in sneaky,back handed ways.The other push and distraction is Obama siding with the NAACP and attempting to manipulate a race war by lying about the Tea Party groups,saying they are racist. The hope is that the African American community and their votes will pull into Obama and perceive a growing plot of racism against them with 40-50 million people in the Tea Parties. As with the facts of the Gulf oil spill, this racism charge is a million percent untrue and completely fraudulent.I have spoken at many Tea Party rallies across the country and have seen all kinds of races and political parties represented. Many of the speakers are black. Their focus has never been about race or the specific race of Obama. They have developed only because of the dangerous and frightening over reach of the Obama administration and this congress. They are responding to the out of control spending, taxation, regulations, socialism and shredding of Judeo/Christian values.Obama and the NAACP hopes that Black America will buy the bold faced lie that Tea Party groups are racist and practically the KKK, when they are in truth, real patriots, freedom lovers for all and protectors of our constitution and way of life!

The only racism I regularly see is at the hands of the Obama administration. Remember the recent accusation by the whistle blower who charges Corruption in the Department of Justice and intimidation regarding race. It is almost unbelievable that Attorney General, Eric Holder would dare to throw out an already concluded and slam dunked case against the new leadership for the Black Panthers who were convicted of voter fraud outside a polling facility in 2008. They were encouraging people to murder white crackers and their babies, hitting billy club weapons in their hands and intimidating voters. The facts of this vicious set of crimes were proven. Sentencing was on its way when Holder threw out the case and said they wouldn’t be sentenced. Why??? These guys were acting as vicious, racist criminals. If a white group or person had done that or the KKK had shown up threatening people and calling for murder of blacks, it would have been a legal and media blood bath, with possibly more blood running down the streets.Obama must have contrived and manipulated crises that he can move in on. He has the environmental/oil crises, the fake out race war with the Tea Party he hopes he can fester and the illegal immigration distortion and sea of lies.We have seen Obama body slam Arizona and Governor Jan Brewer when the illegal immigration bill was passed several months ago. You know, that law that reflects the 60 year old federal law that Arizona passed out of desperation since the Feds would not enforce the law on the books. Arizona has been in total melt down with the highest rate of home invasions and crime at the hands of illegal aliens in the country. They had to do something and quick if Governor Brewer was to actually be serving the people of Arizona. Then we saw the Saul Alinsky play book by Obama again. He boldly rebuked Governor Brewer, the State of Arizona and the new law to our media and the world. He made a special call to the Government of China and apologized for the law, while mocking it and Brewer with the President of Mexico, then lining up with Holder and suing Governor Brewer and the State of Arizona, with the Government of Mexico, over the racist, discriminatory, rights violating law. Obama threw other insults at the law but these were just a few.

Once again, the hopes of Obama have nothing to do with the rights of illegal aliens but about hopefully manipulating the Hispanic vote, legal and illegal. He has to look like the messiah for the disenfranchised and needy, when in truth, he is the controlling bully of all. He wants and needs the masses, minorities especially, dependent on Obama and Government, cradle to grave, depending on redistributed wealth and money from hard working Americans. While he preys and manipulates support based on his racist lies, he creates fake out enemies for all to blame. He hopes the masses won’t wake up in time and blame the real perpetrators and racists….Obama, his staff, NAACP and Black Panthers.For Obama’s brand of controlling socialism to work, he must have more control over business, environment, healthcare and media while continuing to create division, race wars and fake out enemies.One thing is for sure. Obama’s scheme is not working regarding his betrayal of Arizona and Governor Jan Brewer. According to Fox news 9 states have lined up in support of Arizona’s law. I only pray that many more will line up and stand for their sovereignty and 10th amendment rights.Get ready Obama. The American people are on to you. Media is finally starting to wake up and states are waking up to their real rights. You can make up all the crises and sea of lies you want. In the old movie, Gaslight, a woman is driven mad by her husband. He convinces her that she is imagining things. He keeps lighting a gas lamp in the house, causing the other lamps to become dimmer. When the wife confronts him about this, he repeatedly tells her that it’s all in her imagination and that the lamps are most assuredly not dimmer. Over time, the victim begins to doubt her own perceptions of reality, accepting that her husband must be right. His goal was to gain control over her fortune. Experts who work with emotional abuse victims recognize gaslighting—oppressors manipulate their victims into doubting their own perceptions of reality. The abuser’s goal is to get his victim to affirm that he is right—she’s the problem, not him. Most domestic abusers, however, don’t have abetment from a depraved media.Barack Obama and his cronies are using the same crazy-making tactics depicted in Gaslight, and later, George Orwell’s 1984.Obama proxies in the administration, Janet Napolitano and Eric Holder, would have us believe that we are engaged in overseas contingency operations to deal with man caused disasters. Napolitano actually contends, straight faced, that our border with Mexico is secure, despite a surfeit of evidence to show that our Mexican border is an anarchical combat zone.

Holder peddles even more pernicious feculence. A bright light, rubber hose and sodium pentathol will never get him to concede that there is even the most tenuous of linkages between Islamic jihad and attacks on the United States in the name of Allah.New Black Panthers can menace Philadelphia voters on election day without so much as a whimper of protest from AG Holder. King Samir Shabazz publicly calls for the killing of white crackers and their babies. We are directed not to make too much of this.Taxpaying Americans in lawn chairs waving American flags are the real imperilment to our way of life. By definition, the Tea Party movement is animated by racism. This charge is made over and over without a scintilla of credible evidence and taken as absolute, irrefutable fact. The racism charge is especially malignant. We’ve been taught to fear the PC Police at the cost of our own mental health. Originality is not the trademark of the Left—political correctness is cultural Marxism.Joe Biden is having a grand time telling about our glorious Summer of Recovery. The stimulus worked! Sure, you know lost your job and your neighbor is out of work and your brother in law just got downsized out; but, exalt the recovery!As is so often the case in domestic abuse, this kind of psychological abuse can swiftly escalate into violence. The moribund media is feverishly trying to kindle a race war. If the economy gets bad enough, bedlam will ensue.When the Soviet Union collapsed, the KGB, like ACORN, rebranded itself. Now known as the FSB, its operatives brewed a scheme to retake power before the struggling nation had a chance to evolve into a truly free society. It works the same way in domestic abuse cases. Once the victim is adequately disoriented and intimidated, the abuser becomes the sole source of comfort. It’s especially helpful to the abuser if he can cut off the victim’s access to outside influence from friends and family, along with anyone else who might dare to pass along some actual truth. In due course, the victim becomes impervious to facts and evidence. The brainwashing operation is complete. Call it Stockholm Syndrome or as Dr. Patrick Carnes calls it, Traumatic Bonding. The theory of Stockholm Syndrome rests on the tenacity of traumatic bonding.Abusive relationships are more difficult to end than healthy ones. Our relationship to a president who lies to us and betrays the sovereignty of the nation is, unquestionably, abusive. Bonds formed through traumatic events are far more durable than bonds forged via healthy interactions. The toady press has a great deal invested in Obama.Fortunately, Americans are different, dare we say exceptional. It has taken an extraordinary amount of deceit and manipulation over decades to bring America to the brink of accepting Obama style of overbearing governance.

If you were President of the United States and determined to change our system of government from one that promotes and protects our cherished free enterprise system to one of a Marxist-based coercive regime you would recognize the need to do so without seeming to do so. That’s what is happening now under Barack Obama, who is fully cognizant of the fact that any overt tinkering with our liberties would be met with the stiffest opposition from the American people who have an instinctive distrust of anything that smacks of big brotherism - the very essence of Marxist socialism.To achieve his goal of transforming our system of government he would need to do so without alarming the public that they are about to become subjects of an all powerful Washington dedicated to the principles laid down by Karl Marx and Frederick Engels. Americans need to be convinced that in enduring recurrent recessions they are victims of such villains as something known collectively as Wall Street, or the hated rich who are determined to keep them subjugated and under their greedy thumbs.Once so convinced they will supinely accept measures that while appearing innocent of hidden motives are shrewdly designed to reduce the American people to the status of Marxist serfdom. If the citizenry can be lulled to sleep while their freedom is being stolen, they will awaken to find themselves shorn of much of their liberty.

Once you accept the reality that this is the case with our current economic maladies you can begin to understand what is afoot. Rather than striving to deal with an economy in trouble, Barack Obama appears to be deliberately attempting to make it worse. By crashing the economy without seeming to do so, he can step in when it hits absolute bottom and apply his solution - a Marxist United States of America. This is how despots are enabled to impose despotism on a formerly free people.Thus we are witnessing an avalanche of government spending authorized by a Congress firmly controlled by Obama’s acolytes and designed to cripple the economy under the massive weight of debt that cannot be repaid in this generation or those to come after it.

Once the economy hits absolute bottom the sky is the limit for the apostles of Karl Marx. We already know that we aren’t fighting a war with Islamic radicals or terrorists anymore. We are fighting an overseas contingency operation. Just recently our Commander in Chief Barack Hussein Obama, has removed the terms Islamic extremism from the main document which describes our national security strategy. Islamic extremism, radicalism, fundamentalism is not to be used with military operations and focus anymore. After all, that would be a kind of religious racism wouldn’t it? Obama is aggressively shifting and redirecting how we interact with Islam and Islamic nations. We have seen Obama scrub honest and real national security and war terms from the book. He is openly at odds with his new commander in Afghanistan, General Petraeus, who has coined the Petraeus doctrine, which defines the enemy as Islamic insurgents, Islamic extremists, and Islamic subversives. He talks of endless connection and support between Muslim support groups and Islamic terrorists. The obvious rolls on by Obama as usual.Obama has never been happy with the obvious, that we are at war with Islamic radicals throughout the world. So, beyond changing the names and making everyone in the military, media and country pretend we aren’t fighting Islam in anyway, he has done other notable changes. He has appointed devout Muslims to critical Homeland Security positions. Among this growing list include: Kareen Shora, ADC National Executive Director as a member of the Homeland Security Advisory Council and Arif Alikhan, Assistant Secretary for Policy Development.Maybe if Obama can change all the honest names of who we are fighting with and appoint devout Muslims into critical posts of power for national security he can put Islam and its power where he wants it over the American people. After all, it is a Religion of peace. Don’t the American people realize that yet?

How about turning our historical and leading space program NASA into an Islamic apologist, with the main goal of honoring the scientific achievements and space interests of Islam? Why would the Israelis want to search boats full of aid and help??? Maybe because they had apprehended all kinds of terrorist equipment, personnel and bombs going to the Gaza before. Israel ended up being 100% right that this was more of the same. Obama didn’t care. He, along with the Islam worshipping, UN rebuked Israel and demanded investigations….bla bla bla.OK, OK, Islam is a Religion that wants peace. At least 33 killed in Sudan floods

KHARTOUM (AFP) – At least 33 people were killed and several others were missing following powerful floods in eastern Sudan, police said on Thursday.Thirty-three people died, several are reported missing, said Ali Sukar, police chief of Agige district, following days of rain caused flooding in Sudan's Red Sea state.Many head of cattle also perished, Sukar added.Ten days of downpour had flooded villages close to Tokar, an area about 150 kilometres (93 miles) from Port Sudan, the main city in eastern Sudan, which also experienced heavy rainfall on Sunday, residents said.It is not raining today but the water level remains high, Sukar said.State services are providing assistance to the population and looking for the missing. We need help from humanitarian organisations,he added.Dozens of people are killed each year during the rainy season in Sudan, Africa's largest country where many live in mud brick homes.

Tropical depression moving across Pacific

MIAMI – A poorly organized tropical depression is moving across the Pacific off the coast of Mexico and is not a threat to any land.The National Hurricane Center in Miami says the depression has maximum sustained winds Thursday near 35 mph (55 kph) and is expected to strengthen slightly over the next few days.The depression is located about 370 miles (600 kilometers) southwest of Manzanillo, Mexico, and is moving west-northwest near 9 mph (15 kph) on a track that will take it farther out to sea.

BEIJING (AFP) – China could be facing the worst floods in more than a decade if rains continue to drench the Yangtze river region, an official said Thursday, as a major tropical storm threatens the southern coast.The situation along the nation's longest waterway was at a critical point, Wang Jingquan, head of the flood control office at the Yangtze River Water Resources Commission, told AFP.If heavy rain hits the upper reaches of the river, the Yangtze River basin could suffer from flooding similar to 1998, he said.And if you add the (imminent) landfall of Typhoon Conson, the situation along the Yangtze River basin is even less optimistic.China experienced massive deadly floods in 1998 in parts of the Yangtze River basin, which acts as an unofficial dividing line between the north and south of the country.The disaster killed 4,150 people and forced over 18 million more out of their homes, causing economic losses of 255 billion yuan (38 billion dollars), according to state media reports.Wang warned that the nation's three worst floods in recent history -- 1954, 1983 and 1998 -- all happened in July and August.According to the civil affairs ministry, 118 people have died in floods that have hit the southern half of China since the beginning of July, and another 47 are still missing.The downpours have also triggered deadly landslides that have swept entire villages away.A series of such disasters hit parts of southwestern and central China earlier this week, killing at least 41 people, but it was unclear whether the victims were included in the ministry's overall death toll.

In the eastern province of Jiangxi, flash floods forced the evacuation of more than 30,000 people and water from three reservoirs spilled over into neighbouring areas, the official China Daily newspaper said.China's national meteorological centre warned that Conson, which killed 23 people and left dozens missing in the Philippines, was due to hit the southern shores Thursday.It had initially been downgraded from a typhoon to a tropical storm, but had gathered strength again and was now classed as a severe tropical storm, the centre said.Around 25,000 fishing boats have returned to port in the southern island of Hainan ahead of the storm, which is expected to bring winds that will trigger eight-metre (26-feet) waves, the official Xinhua news agency said.President Hu Jintao and Premier Wen Jiabao urged local authorities to do their utmost to minimise flood-related losses, Xinhua said.

Goldman to pay $550M to settle civil fraud charges By MARCY GORDON and DANIEL WAGNER, AP Business Writers - JULY 16,10

WASHINGTON – Goldman Sachs & Co. has agreed to pay $550 million to settle civil fraud charges that the Wall Street giant misled buyers of mortgage-related investments.The settlement was announced Thursday by the Securities and Exchange Commission hours after Congress gave final approval to the stiffest restrictions on banks and Wall Street since the Great Depression.The deal calls for Goldman to pay a $535 million fine and $15 million in restitution of fees it collected. Of the total $550 million, $300 million will go to the government and $250 million goes to compensate two banks that lost money on their investments.The penalty was the largest against a Wall Street firm in SEC history. But the settlement amounts to less than 5 percent of Goldman's 2009 net income of $12.2 billion after payment of dividends to preferred shareholders — or a little more than two weeks of net income.

Word that Goldman had settled began leaking about a half-hour before stock markets closed and appeared to please investors. Goldman had been trading at about $140 a share. The stock rose to close at $145.22, up $6.16, and shot up to $153.60 in after-hours trading.The settlement involves charges that Goldman sold mortgage investments without telling buyers that the securities had been crafted with input from a client that was betting on them to fail.The securities cost investors close to $1 billion while helping Goldman client Paulson & Co. capitalize on the housing bust, the SEC said in the charges filed April 16.The charges were the most significant legal action related to the mortgage meltdown that pushed the country into recession. They dealt a blow to the reputation of a Wall Street giant that had emerged relatively unscathed from the financial crisis.Goldman acknowledged Thursday that its marketing materials for the deal at the center of the charges omitted key information for buyers.

But the firm did not admit legal wrongdoing.In a statement, Goldman said it was a mistake for the marketing materials to leave out that a Goldman client helped craft the portfolio and that the client's financial interests ran counter to those of investors.We believe that this settlement is the right outcome for our firm, our shareholders and our clients, the firm's statement said.Robert Khuzami, the SEC's enforcement director, called the settlement a stark lesson to Wall Street firms that no product is too complex, and no investor too sophisticated, to avoid a heavy price if a firm violates the fundamental principles of honest treatment and fair dealing.

The SEC's wide-ranging investigation of Wall Street firms' mortgage securities dealings in the years running up to the financial crisis goes on, Khuzami said.We are looking at deals across a wide variety of institutions and a wide variety of circumstances, he said.Though the fine won't make much of a dent in Goldman's finances, the settlement will have sweeping legal implications for future securities fraud cases, said John Coffee, a securities law professor at Columbia University.Even if the penalty was lower than the market expected, the fact that Goldman admitted that it made misleading and incomplete disclosures to its clients vindicates the SEC's legal theory for the future, Coffee said. You have to understand that the defendant almost never makes such a concession in SEC settlements.The settlement is subject to approval by a federal judge in New York's Southern District. The SEC said its case continues against Fabrice Tourre, a Goldman vice president accused of shepherding the deal. Tourre is still employed by Goldman and remains on paid administrative leave, according to a person familiar with his status who wasn't authorized to discuss the matter publicly. Goldman is paying Tourre's legal expenses, the source said.The Justice Department opened a criminal inquiry of Goldman in the spring, following a criminal referral by the SEC, the Associated Press reported in April, citing a knowledgeable person who spoke on condition of anonymity because the inquiry was in a preliminary phase. Goldman made no mention of a criminal case in its statement Thursday.Of the $550 million Goldman agreed to pay, $250 million will go to the two big losers in the deal. Goldman will also pay back $15 million in fees it collected for managing the deal. The remaining $535 million is considered a civil penalty. Paulson was not charged by the SEC.The SEC filed the case after a series of embarrassing blunders — most notably its failure to detect the Ponzi scheme run by Bernard Madoff and the alleged fraud by R. Allen Stanford. The Goldman case was a high-profile opportunity for the agency to prove it could be tough on Wall Street.Jacob Frenkel, a former SEC enforcement attorney, said the SEC met that objective.This was a bet-the-agency case,Frenkel said.They had a lot at stake here, and this did wonders to re-establish a strong enforcement image and presence.Goldman dodged major risks as well. The company quieted a source of public criticism and can return to focusing on its business. Goldman's legal troubles may not be over. Despite the settlement, investors who lost money on the transactions could still sue the firm for civil damages, Thomas Ajamie, a Houston-based defense lawyer who specializes in financial fraud cases.Nothing stops the investors from filing their own claims, Ajamie said.

NEW ORLEANS – BP shut all three valves to close a new cap over its busted Gulf of Mexico well Thursday, stopping the flow of oil into the water for the first time since April. What's next? THE TEST: BP plans to keep the cap closed for 48 hours to see if it can withstand the pressure of the oil without blowing a new leak in the well. Every six hours, they'll assess the pressure readings and other data to decide whether to continue. High pressure is good; low pressure indicates a possible leak in the well and BP could open the cap again.WHAT CAN GO WRONG: A leak somewhere in the well's piping that extends down far into the earth could complicate the situation in two ways. Oil and gas could erupt into the sea floor and be harder to contain. Damage to the pipes underground could also make it harder to plug the well for good with cement and mud.

NEXT STEPS: After the test, it's not clear yet whether the oil will remain bottled in the cap or whether BP will chose to use the new device to funnel the crude into four ships on the surface.ENVIRONMENTAL IMPACT: The fishing industry in particular has been buffeted by fallout from the spill. Surveys of oyster grounds in Louisiana showed extensive deaths of the shellfish. WASHINGTON – Congress on Thursday passed the stiffest restrictions on banks and Wall Street since the Great Depression, clamping down on lending practices and expanding consumer protections to prevent a repeat of the 2008 meltdown that knocked the economy to its knees.A year in the making and 22 months after the collapse of Lehman Brothers triggered a worldwide panic in credit and other markets, the bill cleared its final hurdle with a 60-39 Senate vote. It now goes to the White House for President Barack Obama's signature, expected as early as Wednesday.The law will give the government new powers to break up companies that threaten the economy, create a new agency to guard consumers in their financial transactions and shine a light into shadow financial markets that escaped the oversight of regulators. The vote came on the same day that Goldman Sachs & Co. agreed to pay a record $550 million to settle charges that it misled buyers of mortgage-related investments.From storefront payday lenders to the biggest banking and investment houses on Wall Street, few players in the financial world are immune to the bill's reach. Only three Republicans voted for it — Maine Sens. Olympia Snowe and Susan Collins, and Massachusetts Sen. Scott Brown. Democratic Sen. In its final form, the package hews closely to the plan unwrapped a year ago by the White House and in some ways is even tougher. Named after Dodd and Massachusetts Rep. Barney Frank, the Democratic committee chairmen who steered it to passage, the legislation ends a trend toward looser regulations that peaked in 1999 with the elimination of Depression-era walls separating commercial banking from riskier investment banking.And though it calls for the biggest changes in generations, it does not approach the scope of the New Deal banking rules enacted under President Franklin Delano Roosevelt. That era saw the creation of the Federal Deposit Insurance Corp. to protect consumer deposits, and the Securities and Exchange Commission to oversee the markets. The Dodd-Frank law will create a Consumer Financial Protection Bureau empowered to write and enforce regulations covering mortgages, credit cards and other financial products. Lenders face new restrictions on the type of mortgages they write and could not be rewarded for steering borrowers to higher-cost loans. Borrowers are to be protected from hidden fees and abusive terms, but also will have to provide evidence that they can repay their loans, thus halting the no-document loans that had flooded the markets.The vote Thursday capped a year of partisan struggles and cross-party courtship. Any remaining uncertainty about the bill's fate vanished earlier this week when it became clear three Republican senators would vote for it, thus assuring 60 votes to overcome procedural obstacles.Industry lobbyists fought against a number of restrictions in the bill, ultimately winning some concessions. In the end, the final bill was tougher than they wanted but not as restrictive as they feared.

The result will be over 5,000 pages of new regulations on traditional banks and years of uncertainty as to what the massive new rules will mean, said Edward Yingling, president and CEO of the American Bankers' Association. Republican opponents also criticized the bill for not addressing mortgage financing giants Fannie Mae and Freddie Mac, whose questionable lending helped start a collapse in the housing market.Some supporters of the bill also voiced reservations, claiming the bill did not give regulators specific direction on how to implement and enforce new rules.Congress largely has decided instead to punt decisions to the regulators, saddling them with a mountain of rule-makings and studies, said Sen. Community banks won't have to be examined by the new consumer bureau and would get a break on higher insurance premiums. Despite calls to end proprietary trading by large banks, the law will let them put up to 3 percent of their capital in hedge funds or private equity funds. Auto dealers won't be covered by the rules of the consumer bureau.It is not a perfect bill, I will be the first to admit that,Dodd said. It will take the next economic crisis, as certainly it will come, to determine whether or not the provisions of this bill will actually provide this generation or the next generation of regulators with the tools necessary to minimize the effects of that crisis.

Websense tumbles after Morgan Stanley downgrade

They added 1,200 people in the quarter, which means more expenses are going to kick in September.Google said the spending was concentrated on a handful of initiatives it believes could grow into billion-dollar businesses, providing diversification from the search advertising that now accounts for the lion's share of revenue.

Finance Chief Patrick Pichette cited Internet display advertising and the nascent smartphone advertising market as some of the key areas for investment, and defended the spending amid the economic uncertainty.It's while everybody is cautious that you need to pounce,Pichette said in an interview with Reuters on Thursday.Pichette added that Google, which generated 52 percent of its second-quarter revenue outside the United States, has not suffered any ill effects amid as investors fear that an economic slowdown could crimp advertising spending.Some analysts said headwinds from weakening foreign currency -- in particular the embattled euro -- did not hurt revenue growth as much as anticipated. According to its statement, second-quarter revenue would have been $176 million if forex rates had remained constant from the first quarter.In our results and in our business we have seen no impact of the current turmoil of the economic environment,said Pichette.

EU stress tests to kill off weak banks, experts say

EUOBSERVER / BRUSSELS - As the debate over the credibility of Europe's banking sector stress tests continues to rage, analysts say the EU's refusal to openly discuss a framework for national debt restructuring has placed the bloc's politicians in an intractable bind. In addition, observers say the tests are likely to see consolidation in the sector. With results from the tests set to be published on Friday week (23 July), concern is centered on whether market participants will consider the criteria used to assess the firms' weaknesses as sufficiently thorough or merely a political whitewashing stunt. Weighting the reduced value of the huge stockpile of sovereign eurozone bonds held by the 91 banks under examination is proving especially contentious, with reports suggesting the value of Greek bonds will be marked down by 17 percent and Spanish bonds by 10-11 percent.Blasted as being too low by some commentators who favour a markdown closer to 50 percent, the committee of national supervisors carrying out the tests is restricted by memberk states' current dialogue on national debt restructuring, said Nicolas Veron.

Germany supports the creation a European framework to manage future debt restructurings in an orderly way, but other member states have come out against the idea.A higher haircut would be an admission that a sovereign debt restructuring may be needed, said Mr Veron, a researcher at the Brussels-based Bruegel think-tank. They are bound by this.He suggests that no haircut be applied to the sovereign bonds as part of the tests, but instead that banks should provide a maximum amount of information to investors on what bonds they hold, allowing them to make the decision.

Consolidation in the sector

Most agree however that any question mark over the veracity of next week's tests could spell another bout of instability for the EU. If the market is not convinced then we are in for trouble, said Rym Ayadi, a researcher with the Centre for European Policy Studies, another Brussels-based think-tank.Ms Ayadi believes that the publication of the results will lead to a significant reduction in the number of European banks on the ground, as weaker firms become the target of takeover deals.
There are 91 banks being tested at the moment, I don't think there will be 91 at the end,she said.Despite the potential takeovers and efforts of banking executives to raise extra capital from the private sector, large capital injections from governments are likely to be needed to shore up a number of the firms diagnosed as being vulnerable. I expect most of the recapitalisations of Spanish regional lenders and the German state-owned Landesbanken will be done from state funds, said Deutsche Bank's chief economist Thomas Mayer. This in turn will place an additional strain on already over-stretched national coffers, he added. Aware of this, EU officials have already indicated that governments will have recourse to components of the eurozone's €750 bail-out mechanism, if needed however.

Slovakia to join EU-IMF fund, reject Greek loan

EUOBSERVER / BRUSSELS - The new Slovak government plans to back a €750 billion EU-IMF stabilisation mechanism for eurozone countries but is to back away from a separate euro-area countries' bail-out loan to Greece.The coalition parties have agreed [to this] in line with a proposal from the minister of finance, Slovak Prime Minister Iveta Radicova told journalists after a meeting of the ruling coalition parties in Bratislava on Wednesday (14 July), with the government set to formally approve the decision in a vote on Thursday.Bratislava. According to Ms Radicova's spokesman, Rado Bato, Slovakia will demand a binding agreement of the eurozone countries that they reform their banking sector and the EU's Eurostat statistics office, amongst other measures.Without such an agreement, Slovakia will not join the mechanism, he said.Richard Sulik, the speaker of the Slovak parliament and a member of the ruling coalition partner, the Freedom and Solidarity party, added: We will agree with this mechanism, because we do not want to block the whole EU. We do not want to glorify this agreement, because it is not a good thing, but we will vote for it.Following the government's formal approval on Thursday, the other participating countries will be able to issue bond guarantees based on the fund. But it will also have to undergo a parliamentary vote in Slovakia in order to complete the country's internal ratification process.

In a related move set to annoy EU leaders in Brussels, the Radicova coalition on Wednesday also agreed to back out of a bail-out fund for Greece, which would have seen Bratislava paying €820 million into the pot.Based on current projections, three out of four coalition parties in parliament are set to vote against the Greek bail-out, with the remaining party to abstain. Slovakia's decision to stick to its larger EU-IMF commitment is in line with requests made by European Commission President Jose Manuel Barroso during the prime minister's visit to Brussels on Monday and Tuesday. The previous government assumed a very clear commitment and we certainly expect commitments to be honoured. This is a basic rule of the European Union and of international policy, he said.

Bulgaria charges ex-PM amid EU pressure on justice system

EUOBSERVER / BRUSSELS – Bulgaria's former prime minister has been charged with losing classified documents during his term, a move he called politically motivated as the European Commission is due to release a report on the country's progress in shaping up its judiciary and fight against fraud and corruption.According to Bulgarian prosecutors, Mr Stanishev allegedly lost seven confidential reports while he was a prime minister, including Nato files and a national security report on organised crime.He may face a prison sentence of up to two years, although prosecutors say the case could be concluded with just a fine.Currently a leader of the Socialist opposition, Mr Stanishev has waived his parliamentary immunity awaiting court procedures. He ridiculed the charges and said they were politically motivated as his rival and current Prime Minister Bojko Borisov has promised to perform a clean sweep of the political class and clamp down on corruption and crime, after his country lost millions of euros in EU aid due to these problems.There is no doubt that both the investigation office and the prosecutors' office work under enormous pressure from the executive power. A report on the progress made by Bulgaria, as well as by its neighbouring EU state Romania, in shaping up their judicial systems and consistently pursuing corruption and fraud cases, is due to be published by the commission later this month.In 2008, the commission froze €500 million earmarked for Bulgaria, mainly in the field of agriculture, as it became clear that a lot of the money had been siphoned off via phony projects into the pockets of local businessmen such as Mr Nikolov.A report on fraud published by the commission on Wednesday (14 July) highlighted Bulgaria as the country accounting for most of the fraud reported in 2009 in regards to the so-called Sapard agriculture aid scheme.Also, the bloc's anti-fraud office, Olaf, has launched 41 fresh cases in Bulgaria last year, the majority of which are related to agricultural aid programmes.There is a better understanding in Bulgaria after their payments were suspended that they had to take real measures in order to secure the proper management of EU money, an EU official told journalists in Brussels on Wednesday.We've started seeing that Bulgarian authorities are taking up responsibilities in regards to financial controls and compliance obligations, he added.

Is Russia's Backing of Iran Sanctions Starting to Fray? TIME

For a couple of weeks in June, it seemed like Russia's stance on Iran was finally coming into line with that of the U.S. President Barack Obama, in one of the biggest achievements so far of his foreign policy, had convinced Russia to support a new round of U.N. sanctions, approved on June 9, meant to stop Iran from building a nuclear bomb. There was a lot of back-patting at the U.N. Security Council, and on June 24, Obama's political honeymoon with his Russian counterpart, Dmitri Medvedev, reached a high point when the two chowed down at Ray's Hell Burger outside Washington, D.C., looking friendlier than ever. But this week, with the two presidents back in their respective capitals, Russia is changing its tone on Iran. The Kremlin appears once again to be playing both sides.On Wednesday, Energy Minister Sergei Shmatko held a meeting in Moscow with Iranian Oil Minister Massoud Mir Kazemi, and afterwards Shmatko announced that Russia was ready to deliver fuel and oil products to Iran. The sanctions cannot stop us, he declared. And it is true: the latest round of U.N. sanctions does not forbid fuel sales to Iran, but the unilateral sanctions imposed by the U.S. and Europe do. Russia's decision therefore still has a touch of defiance and seems aimed at demonstrating its independence from the West on the Iran dilemma. At the press conference, Kazemi made it clear that this effort was working. Independent countries are truly cooperating with Iran, he said.

The following day, Russia took this initiative further by suggesting it might still sell S-300 missile systems to Iran under an existing contract. For years, Iran has been desperate to buy these rockets, which would make its nuclear installations practically invulnerable to attacks from the air. But the U.S. and Israel, who still consider airstrikes a last resort in dealing with Iran's nuclear program, have pressured Russia not to complete the sale. On June 18, about a week after the U.N. sanctions were adopted, Russia appeared to concede. Moscow believes that the sanctions resolution clearly forbids the sale of the S-300 system to Iran, Deputy Foreign Minister Sergei Denisov told Russia's state news agency RIA Novosti that day. Later in June, experts from Russia's Federal Service for Military and Technical Cooperation also concluded that these weapons could not be sold to Iran under the new U.N. sanctions. The Israelis and the U.S. breathed a sigh of relief.But on Thursday, Sergei Chemezov, the head of Russia's state weapons exporter and a long-time friend of Prime Minister Vladimir Putin, said the sale had not been frozen. The final decision on signing or dropping the contract must be made by the President, Chemezov said at a summit on Russian-German relations in the Russian city of Ekaterinburg.This puts Medvedev in a very tough spot. Since the summer of 2008, when Obama announced his drive to move beyond Cold War rivalries and reset U.S.-Russian relations, he and his Russian counterpart have developed a personal rapport. Sitting in their shirtsleeves in Ray's Hell Burger, they seemed the picture of camaraderie, and a few days earlier, Medvedev could hardly contain his glee as he toured Silicon Valley, the symbol of American ingenuity that he has staked his presidency on emulating at home.

But this relationship has always come with demands on Medvedev, with a strong stance against Iran near the top of the list. On this issue in particular, Medvedev has delivered on several occasions. Indeed, at the same summit on Thursday where Chemezov made his surprise comments about selling Iran the S-300s, Medvedev said at a separate press conference that Russia was not indifferent to the military components of Iran's nuclear program. Iran must find the courage to start full-fledged cooperation with the international community, even if it does not like some of the questions that are posed,he said, sitting alongside German Chancellor Angela Merkel, who had flown in for the summit.At the same time, Medvedev realizes that sidelining Iran would come at a serious price, not least of all for Russia's budget. The S-300 contract is worth around $800 million, and if Russia fails to honor it, Iran has said it would impose a penalty that experts estimate at another $400 million. The Islamic Republic could also refuse to buy any more military products from Russia in the future, leading to an estimated loss of up to $500 million per year, according to an investigative report published on June 30 by the daily newspaper Nezavisimaya Gazeta. The report also noted that China, Russia's emerging rival in the arms trade, would be happy to take its place.On the security front, Moscow also has a lot to lose. Insurgents and advisers from Arab states are regularly caught in the mountains of the North Caucasus, the hub of the Muslim insurgency fighting to turn part of Russia into an Islamic caliphate. No evidence has ever surfaced of Iran financing these insurgents. But if it begins to count Russia as one of its enemies - as it had threatened to do in the lead-up to the June U.N. sanctions vote - experts say that Iran could throw its weight behind jihadis in Russia, just as it does in Israel for terrorist groups like Hezbollah and Hamas. Likewise in Central Asia, a patchwork of predominantly Muslim states, Iran could position itself against Russia as a rival for influence, particularly in Tajikistan, which shares strong cultural and linguistic ties with Iran.

So if it wants, Iran has many ways of inflicting damage on Russia, of shifting the security landscape in Central Asia and the Caucasus in a way that could destabilize the region,says Fyodor Lukyanov, political analyst and editor of the journal Russia in Global Affairs. It has not yet done that, but if there is a radical change in relations with Russia, it can.Lukyanov says that Russia has already gone as far as it can in alienating Iran to please the U.S, and Obama will need to offer Russia some major rewards if he wants an even tougher stand on the nuclear issue. But with Russia now appearing to backpedal on its support for sanctions, such rewards might be necessary just to get the Kremlin to keep the promises it's already made.

Libyan ship with Gaza aid docks in Egyptian port

EL-ARISH, Egypt – A Libyan ship carrying aid for the impoverished Gaza Strip docked at an Egyptian port on Thursday after Israel's navy stopped it from reaching the blockaded Palestinian territory.The director of the port of el-Arish, Gamal Abdel Maqsoud, said the diverted ship will unload its cargo and transfer it to the Red Crescent for delivery to Gaza by land across the Egyptian border.A day earlier, Israeli missile ships stopped the aid vessel from reaching Hamas-ruled Gaza. Israel imposed the blockade after the Islamic militant and anti-Israel Hamas violently overran the territory in June 2007.The standoff between Israel's navy and the crew of the aid vessel, the Amalthea, followed a botched Israeli raid on a similar Gaza-bound ship in May in which nine pro-Palestinian activists were killed.The international criticism over that raid forced Israel to ease its land blockade of the territory but it has maintained the naval embargo, insisting it is vital to keep weapons out of Hamas' hands.Restrictions remain on materials like cement and steel that Israel says could be used for military purposes. JERUSALEM (AFP) – US President Barack Obama's Middle East peace envoy started his sixth round of shuttle diplomacy between the Israelis and Palestinians on Thursday seeking to move the two sides to direct talks for the first time in over 18 months.

Palestinian president Mahmud Abbas's Fatah movement, however, urged its leader to stay away from the negotiating table, saying that indirect talks mediated through Mitchell since May had so far yielded nothing.As Mitchell was meeting Israeli Defence Minister Ehud Barak, the US State Department said it expected that direct talks would nevertheless resume sooner or later.I think we have a strong belief that at some point in time direct negotiations will be renewed, spokesman Philip Crowley told reporters in Washington.Whether that's days from now, weeks from now, I don't think we're in a position to say at this point.That was a more cautious statement than those emanating from the White House last week when both Obama and visiting Israeli Prime Minister Benjamin Netanyahu said they hoped talks would be relaunched before an Israeli moratorium on settlement construction in the West Bank expires in September.In a July 7 interview on CNN television, Netanyahu challenged the Palestinian president to meet him face-to-face right now, today, tomorrow, in Jerusalem, in Ramallah (his West Bank base) or anywhere else.The Palestinians suspended direct talks in December 2008 after Israel launched a devastating offensive against the Gaza Strip and Abbas has said he will not renew them until there is progress on the contentious issues of borders and security.The lack of credibility and confidence resulting from the Israeli rejection of the indirect talks, which have achieved no progress, will become entrenched as givens and facts if there is a transition to direct talks, Abbas's Fatah movement said on Thursday.

N.Korea tensions overshadow Asian security forum

HANOI (AFP) – Tensions over the sinking of a South Korean warship will overshadow the Asia-Pacific's largest security forum when it convenes in Vietnam next week, diplomats and observers said.US Secretary of State Hillary Clinton will join her counterparts from 27 countries and blocs including China, Russia and the European Union for the ASEAN Regional Forum (ARF) on Friday.South Korea has said it wants the forum to condemn North Korea for a torpedo attack which broke the corvette in two in March with the loss of 46 lives. Pyongyang vehemently denies the allegations and says it is ready to retaliate.Diplomats said the ARF would be under very strong pressure to address the issue after the UN Security Council condemned the attack but did not apportion blame -- a result hailed by the North as a great diplomatic victory.We have to say something, an Asian diplomat said.But with North Korea, China and Russia on one side of the table and South Korea and the United States on the other, the ARF was in a sort of headlock over the wording of any statement, the diplomat said.I feel there will be sparks,he added.Clinton and Defence Secretary Robert Gates will pay their respects to the dead South Korean sailors during a visit to Seoul's war memorial on Wednesday, two days before the Hanoi meeting.The allies also plan a naval exercise as a show of strength. CINCINNATI (Reuters) – Deborah Coleman lost her unemployment benefits in April, and now fears for millions of others if the Senate does not extend aid for the jobless.

It's too late for me now, she said, fighting back tears at the Freestore Foodbank in the low-income Over-the-Rhine district near downtown Cincinnati.But it will be terrible for the people who'll lose their benefits if Congress does nothing.For nearly two years, Coleman says she has filed an average of 30 job applications a day, but remains jobless.People keep telling me there are jobs out there, but I haven't been able to find them.Coleman, 58, a former manager at a telecommunications firm, said the only jobs she found were over the Ohio state line in Kentucky, but she cannot reach them because her car has been repossessed and there is no bus service to those areas.After her $300 a week benefits ran out, Freestore Foodbank brokered emergency 90-day support in June for rent. Once that runs out, her future is uncertain.I've lost everything and I don't know what will happen to me, she said.

The recession -- the worst U.S. downturn since the 1930s -- has left some 8 million people like Coleman out of work.Unemployment has remained stubbornly high at around 9.5 percent. According to the Bureau of Labor Statistics, in June 6.8 million people or 45.5 percent of the total are long-term unemployed, or jobless for 27 weeks or more.Before the recession began in late 2007, the unemployed received benefits, usually a few hundred dollars a week, for 26 weeks or around six months after losing their jobs.Under the federal/state programs, which are administered by state governments and partly funded by taxes on business, only full-time workers are eligible for benefits. Within federal guidelines, benefits and eligibility vary from state to state.As the downturn left more Americans out of work for longer periods, Congress voted to provide funding to extend benefits to as long as 99 weeks in some areas.Some critics say this adds to the country's large fiscal deficit, and may even discourage job-seeking.

FOOD BANKS FEAR STRAIN

An attempt to pass another extension has become bogged down in partisan political bickering in the Senate. Relief agencies fear that failure to extend benefits will strain their resources and may worsen the U.S. housing crisis.This will put a great deal of stress and strain on our organization, which has already been working hard, said Vicki Escarra, chief executive of Feeding America, which has a network of more than 200 food banks. In the year ended June 30, Feeding America distributed 3 billion pounds (1.36 billion kg) of food, a 50 percent increase over the past two years.The benefits debate has pitted the majority of Democrats against most Republicans and some conservative Democrats.When the House of Representatives passed a $34 billion benefit extension on July 1, 11 fiscally conservative Democrats voted against it. The Senate may take up the issue again in mid-July, but Republicans like Senator Tom Coburn have argued any extension must be paid for with cuts elsewhere.

Even then he (Coburn) is not sure if that's a good idea, said John Hart, a spokesman for the Oklahoma senator. The longer the unemployed have benefits, the less incentive there is to find a job.Most economists argue that cutting benefits could slow recovery, describing benefits as direct economic stimulus because almost every penny of it gets spent. In a June 28 client note, Goldman Sachs said if all additional U.S. stimulus spending expires, it could slow the economy up to 1.5 percentage points from the fourth quarter 2010 to the second quarter of 2011. The note added that extending unemployment benefits and a $400 tax credit would substantially mitigate that impact.

3 MILLION CUT OFF IN TWO MONTHS

During the Senate impasse, from the week ended June 5 to the week ended July 10, more than 2.1 million Americans lost their benefits. Another million will join them by July 31. In Ohio alone, where unemployment stood at 10.7 percent in May, more than 83,000 people lost their benefits in June. Sister Barbara Busch, executive director of non-profit housing group Working in Neighborhoods in Cincinnati, 65 percent of the people who come seeking help with their mortgages are unemployed or underemployed.I fear once the benefits run out, I suspect we'll see a new wave of foreclosures, she said. I just hope I'm wrong.Ohio is a bellwether U.S. state in elections. The state's Democratic attorney general Richard Cordray said blocking extending jobless benefits was politically motivated ahead of the midterm elections in November. If people lose their benefits they will blame the congressional majority and the administration, he said.As unappetizing as it is, that would appear to be the strategy.Senator Coburn's spokesman Hart said suggestions the Republicans were playing partisan politics were ludicrous.The Democrats say that because they want to avoid making the hard decisions,he said.Alonzo Allen, 55, a former aid agency worker in Cincinnati whose benefits will run out in September, spends two days a week volunteering at the food bank in Over-the-Rhine and the other three looking for work. The October Surprise. We all know it's coming. In what shape, idea, form -- who's to say? Evil always surprises. Its goals are constant, the ultimate objective never changes, but inevitably it manifests itself as the savior of the day, the savior of man. The 2008 Democrat October Surprise that ushered in the first hardcore radical post-American president in American history was the economic collapse.Oh yes, that was a beaut.The time before that, the moochers and the looters tried to fake Bush documents -- except that the conservative blogosphere caught them red-handed, so they missed their mark.But the party of haters, infiltrators, anti-capitalists, the party that is anti-freedom and anti-individual rights, is going to have to pull off something really catastrophic to stay in power this November. And they will, because it is abundantly clear now that they despise the premise of America and they mean to replace it with statism, the source of untold, incomprehensible human misery for centuries.

Ayn Rand wrote of statism that a statist system -- whether of a communist, fascist, Nazi, socialist or welfare type -- is based on the ... government's unlimited power, which means: on the rule of brute force. ... Under statism, the government is not a policeman, but a legalized criminal that holds the power to use physical force in any manner and for any purpose it pleases against legally disarmed, defenseless victims.With chilling prescience, Rand said, The basic principle and the ultimate results of all statist doctrines are the same: dictatorship and destruction. The rest is only a matter of time.

Only a matter of time. We have a long and terrible fight in front of us. The fight is as big as the idea, the foundation, the being of this great nation, the fight for America. Could this really happen? Well, we know there have been October Surprises in the past, and each election ups the ante. We have to make sure this doesn't happen. We are Americans. We are free people. We must resist. As reported in a previous article, it is important to be reminded of this fact:As Charles Skelton of the Guardian (UK) reported so well, the agenda of Bilderberg is expected to be implemented. All talk of being a harmless group of concerned citizens flies out the window when people of this magnitude and stature step to the plate to tell us the truth:….the former Nato secretary general, Willy Claes (Bilderberg 1994), said on Belgian radio that at Bilderberg each participant is given a report and they are considered to use this report in setting their policies in the environments in which they affect. This remark is revealing of the Bilderberg dynamic: the flowing of policy out from Bilderberg and into the world, from power towards political implementation. Let’s be blunt, what is in the report that Niall Ferguson took from this year’s Bilderberg meetings? Or put another way, knowing that the Bilderbergers are the power brokers pushing for the collapse of societies as we know them, we must cut through the diversions and debates, and get back to the simple agenda they have.As no surprise, and as both a further support that Bilderberg is working with the Council on Foreign Relations (CFR), Ferguson offered this article to the Council, where the summary is described as follows:Imperial collapse may come much more suddenly than many historians imagine. A combination of fiscal deficits and military overstretch suggests that the United States may be the next empire on the precipice.

One of many comments on the piece can be found here. The suggestion by Ferguson is that when America crumbles, it will crumble quickly. Not if we can help it, that’s for sure. But the Bilderbergers have been gearing up to effect a quick takeover – that would be consistent with their objectives.One of the key objectives is to twist debate to serve the purpose of stripping wealth.We have seen the push for the crushing of pensions and unions on the Glenn Beck Show.Niall Ferguson, a history professor at Harvard, has evolved into an economics guru, and seems to be making his way into television studios, and reports everywhere. Again, there is a lot discussed. But can we find the Bilderberg agenda in his thoughts and suggestions? He also has (imagine that) been a guest on Glenn Beck. Now ain’t that a coincidence?

Well, in the clip found in this link, while discussing America with Joe Weisenthal, Ferguson discusses the unlikelihood of his visit to the White House at the call of Obama. You will recall Weisenthal contributes to the Keiser Report, and the slip of Obama may have been an inside joke for Weisenthal that may have more background knowledge on Ferguson than Ferguson may know. Being a Bilderberg attendee as has Obama, perhaps the likelihood of sharing planning (the Bilderberg agenda) may be more on track than we might know. However, amongst other things, the bell went off when Ferguson mentions the cutting back on Public Pension plans.Cutting Pension Plan payouts and liabilities, Ferguson would argue, would be correct austerity. Not to mention it meets the goal of Bilderberg in stripping wealth. Emphasized we must remember, by Glenn Beck, working for a Bilderberger, Rupert Murdoch.Common message, two sources, both linked to Bilderberg.Emphasis cannot be strong enough to suggest there will be a lot of rhetoric mixed in with agenda. Credibility built up to support the speaker, and while asleep, the suggestion to give up your wealth as a nation will be implemented.As we find ourselves buying in to the message of the Bilderberg influence that has steadily been creeping into media sources everywhere, we need to splash the cold water of reality into our collective faces, and realize the messages have been tainted – sold out to the bigger mission of Bilderberg and their global plan for humanity.We will continue to cut through the rhetoric and diversionary tactics used, and focus on the people of Bilderberg, and how they are contributing to the cause.

Dagong appears to have stepped into the role, saying its objective was to assess countries using methods that would not be affected by ideology.The reason for the global financial crisis and debt crisis in Europe is that the current international credit rating system does not correctly reveal the debtor's repayment ability,said Guan Jianzhong, Dagong's chairman.The agency, known in China for rating companies, said its goal is to correct the defects of the existing system and offer a counter-weight to Western agencies.Dagong appears to base growth potential on past performance but this can be misleading, especially in states enjoying technology catch-up. Japan was a high-flyer in 1970s and 1980s before stalling when the Nikkei bubble burst. It has been trapped in near perma-slump ever since.China may start to face some of Japan's demographic problems by the middle of this decade when the working age population peaks.The Western rating agencies put a high value on a long-established rule of law and government institutions that have proved resilient over many decades, or even centuries. China's political system may appear strong – as did the Soviet Union's – but only time will tell whether its foundations are brittle. IMF asks Japan to push ahead with sales tax hike by P. Parameswaran – JULY 14,10

WASHINGTON (AFP) – The IMF asked Japan Wednesday to push ahead with a consumption tax increase that was seen as key to Japanese Prime Minister Naoto Kan's party defeat in crucial elections.The Washington-based fund suggested a gradual increase of the tax as part of early and credible fiscal reforms to curb the nation's huge public debt that is nearing 200 percent of gross domestic product, the world's highest.Kan's proposal to double the five percent consumption tax and subsequent backpedaling was seen as a key reason for the rout of his party in last Sunday's parliamentary upper house elections.The Washington-based International Monetary Fund weighed in on the sticky issue Wednesday, saying the tax increase should be part of swift fiscal reforms to haul Japan out of its mountain of debt.The IMF called for the reforms to begin next year centered around a gradual increase in the consumption tax.Japan's finance minister Yoshihiko Noda said Tuesday that the sales tax hike was inevitable in order to slash debt even though he respected the election verdict.

When Kan was appointed more than a month ago, polls showed majorities believed a tax hike was necessary to pay for welfare and social security costs in rapidly graying Japan.But survey by the Asahi Shimbun published this week said while 63 percent of participants wanted politicians to continue to discuss a tax hike, only 35 percent supported an immediate increase.The debt crisis in Europe had raised the uncertainty and downside risks around Japan's economic outlook and sharpened the focus on its massive debt problem, the IMF said in a report after annual consultations with Tokyo.

The consultation focused on policies to achieve lasting fiscal adjustment, measures to support the recovery and combat deflation, and reforms to raise medium-term growth.Bringing down Japan's public debt will require a large and protracted adjustment that will be made more credible by an early increase in the consumption tax,the Washington-based IMF said.Sustained consolidation will require comprehensive tax reform, limits on non-social security spending growth, and entitlement reforms, it said.The fund called for a fiscal rule featuring a public debt cap and a primary surplus target,saying it could strengthen credibility and lock in fiscal gains.It warned that while Japan?s recovery was expected continue on a moderate pace, vulnerability to sovereign risk has risen.GDP growth was projected to rise to 2.4 percent in 2010 from a 5.2 percent contraction last year. The economic expansion is expected to taper off to 1.8 percent in 2011.The DPJ loss of its slim majority in the upper house has made it more difficult for the party to pass legislation and means it must scramble to find new allies.Ratings agency Standard & Poor's has warned that it might lower Japan's credit rating if the government failed to implement meaningful fiscal reforms, as the election raised the specter of policy gridlock.

Russia promises Iran fuel despite sanctions

MOSCOW (AFP) – Russian companies are ready to supply fuel to energy-hungry Iran, despite unilateral US and EU sanctions targeting Tehran's oil and gas sectors, the Russian energy minister said on Wednesday.The pledge came amid a period of tension between Russia and Iran unprecedented in the last two decades, compounded this week by President Dmitry Medvedev's statement that Tehran was nearing the potential to build an atomic bomb.Russian companies are prepared to deliver oil products to Iran. The possibility of delivering oil products to Iran exists, if there is a commercial interest, said Russian Energy Minister Sergei Shmatko.Russia has already expressed its dissatisfaction with the sanction measures agreed last month by the United States and the European Union to punish Iran for its defiance in the nuclear standoff.These go beyond the new UN sanctions that were agreed by Russia and other world powers which mainly target military-related industries.Sanctions cannot hinder us,Shmatko said after a meeting in Moscow with Iranian Oil Minister Massoud Mir Kazemi, quoted by Russian news agencies.The two ministers also signed a joint declaration boosting cooperation in energy that envisages Moscow and Tehran creating a roadmap to plan out their future oil and gas cooperation.The declaration says that the two sides will also consider the creation of a joint bank to finance oil and gas projects as well as the founding of other joint energy ventures.

Iran, which holds around 10 percent of the world's oil reserves, is the world's fourth-biggest oil exporter and the second-largest producer in the oil cartel OPEC after Saudi Arabia.However a lack of refining capacity and inefficiency problems means Iran has to import vast volumes of petrol from a variety of sources in order to satisfy domestic demand.According to Russian news agencies, Mir Kazemi declared that sanctions will in no way have an effect on the economic and industrial development of Iran. EL-ARISH, Egypt – A Libyan aid ship blocked by Israeli missile ships from steaming to Gaza reached an Egyptian port Wednesday, bringing an end to the latest challenge to Israel's naval embargo of the Palestinian territory.The director of the Egyptian port of el-Arish, Gamal Abdel Maqsoud, said the Libyan boat radioed Wednesday evening asking permission to dock there. He said the ship, the Moldovan-flagged Amalthea, was 15 miles (24 kilometers) off the Egyptian coast.The ship reached the waiting area Wednesday evening, but has yet to dock because the captain is seeking clearance from the shipment's organizers, Abdel Maqsoud said.It appeared likely the cargo would be unloaded Thursday.Egypt's foreign minister, Ahmed Aboul Gheit, told reporters that Cairo has agreed to let the Amalthea through, and that as soon as the boat docks, its cargo will be unloaded and handed over to the Red Crescent to deliver to Gaza.In recent days, with the Amalthea's organizers insisting it would go to Hamas-ruled Gaza and Israel saying it would not allow that to happen, the stage appeared set for a showdown on the high seas. Framing the faceoff was Israel's botched attempt to block a similar Gaza-bound aid ship in May, an incident that ended with the deaths of nine pro-Palestinian activists — eight Turks and a Turkish-American on one of them — in a violent confrontation on board.Israeli missile ships had been shadowing the Amalthea since Wednesday morning to ensure that it would not reach Gaza. A Gaza rights group, the Palestinian Center for Human Rights, issued a statement Wednesday condemning unknown Palestinian assailants for throwing a grenade at the campus of Gaza's YMCA, run by local Christians. BRUSSELS (AFP) – Stalled nuclear talks on Iran could resume this autumn after both the European Union and Iran said they were ready to go back to the negotiation table, officials said Wednesday.The EU's chief diplomat Catherine Ashton said Wednesday she was ready to pick a time and place to revive negotiations, her office said. Iran's Foreign Minister Manouchehr Mottaki said Wednesday that talks could begin in September.The breakthrough came after Ashton wrote to Iran's chief nuclear negotiator, Saeed Jalili.I am glad to hear that you would be prepared to restart dialogue,Ashton wrote.Ashton, who represents six world powers in the negotiations, said issues relating to the Iranian nuclear programme must be the focus of our talks, though other subjects ... could also be raised.She suggested that the two sides should discuss the time and venue for our meeting.Ashton's spokesman told AFP the European Union's high representative hopes the talks can restart as soon as possible, potentially in the autumn.In Lisbon, Mottaki confirmed the report from the Iranian side.We foresee the month of September, after the month of Ramadan,Mottaki said, referring to the holy Islamic fasting month.We have always welcomed and backed negotiations.The last high-level talks between Iran and the six -- the United States, China, Russia, Britain, France and Germany -- were held in Geneva in October 2009 when the two sides agreed a nuclear fuel swap that has since stalled.

World powers mull Brazil, Turkey's presence in Iran talks

VIENNA (AFP) – World powers have not formally agreed that Brazil and Turkey can sit in on talks over a nuclear fuel supply deal with Iran, but neither have they explicitly ruled out such an arrangement, diplomats said Monday.An Iranian news report on Sunday quoted Tehran's foreign minister Manouchehr Mottaki as saying that the so-called Vienna group has accepted the presence of Brazil and Turkey in talks over a fuel swap.But diplomats familiar with the dossier said no such formal decision had been made.Under a deal brokered by the International Atomic Energy Agency (IAEA) last October, France, Russia and the United States proposed to Iran that it ship out most of its stockpile of low-enriched uranium for processing into fuel rods for a medical research reactor in Tehran.But the Islamic republic cold-shouldered the proposal, insisting on a single, simultaneous fuel swap on its own territory instead, which was, in turn, unacceptable to the West.After eight months of deadlock, Brazil and Turkey stepped in to draw up an alternative arrangement whereby the nuclear material would be transferred for safeholding in Turkey. In return, Iran would receive the fuel for its research reactor 12 months later.

But Moscow, Paris and Washington expressed reservations and, in a detailed response last month, asked Iran to clear up a number of questions they had about the deal.The three powers were still waiting for Iran's response to their reservations, a Western diplomat told AFP, speaking on condition of anonymity.We presented Iran with feedback. Israel defends right to raid Gaza-bound aid ships

GENEVA (AFP) – Israel defended during a hearing of the UN Human Rights Committee on Wednesday its right to retaliate against aid ships attempting to breach its blockade of the impoverished Gaza Strip.No ship can breach this blockade, be they civil or military ships. Whoever violates the blockade is heading for retaliation, Israeli envoy Sari Rubenstein told the committee.The blockade is legitimate, under international law... a blockade can be imposed on the sea, she insisted, during the two-day committee hearing on how Israel was applying its obligations under the UN treaty on civil and political rights.Israel came under pressure after the deadly storming of aid ships bound for Gaza at the end of May. A Libyan aid ship is currently on its way for Gaza, although it is being shadowed by several Israeli warships.Defending May's military operation, Israeli ambassador Aharon Leshno Yaar claimed that of the nine dead, seven had said they wished to die onboard these ships.

People on the aid ship say that Israeli forces opened fire as soon as they stormed the vessel, while Israel says its troops were attacked by those on the boat, forcing them to use deadly force.These are not activists for peace, but messengers of death, the ambassador charged on the second day of the UN committee session.The committee had attacked Israel for failing to apply its obligations under a treaty on civil and political rights on the occupied Palestinian territories.The UN says Israel is responsible for Gaza's 1.5 million population as it controls access to its sea and air ports, while Israel insists it is not the occupying power as it does not control territory within the Gaza Strip.I think that we cannot sweep aside with a stroke of the hand the application of the treaty in the Palestinian territories, said a member of the committee, Christine Chanet.Israel invaded the Gaza Strip in 1967 and occupied it until 2005. As such, the convention, which is a territorially bound convention, does not apply, nor was it intended to apply to areas outside its national territory,he noted.Since Israeli troops killed the nine Turks on the aid boat, global pressure has forced Israel to significantly change its policy on Gaza, and now it prevents only the import of arms and goods it says could be used to build weapons or fortifications.

Chavez: Venezuela rethinks relations with Vatican

Strong quakes shake Chile, but no damage reported

SANTIAGO, Chile – Two strong earthquakes have rattled nerves in central Chile but there are no reports of new damage to a region devastated by February's big quake.

Authorities say people in the beach town of Tirua fled to high ground for fear of a possible tsunami, which did not occur.The U.S. Geological Survey says a magnitude-5.3 quake hit at 4:21 a.m. (0821 GMT) Wednesday. It was followed by a magnitude-6.5 shake 11 minutes later. The stronger one was centered about 345 miles (560 kilometers) south of Santiago, Chile's capital.The area was among those most harmed by the magnitude-8.8 quake on Feb. 27. That temblor and the resulting tsunami killed at least 521 people and left 200,000 homeless.

Rubio calls federal oil spill response abysmal By MATT SEDENSKY, Associated Press Writer - JULY 14,10

PENSACOLA, Fla. – Senate hopeful Marco Rubio accused the Obama administration of insanity and incompetence in its handling of the Gulf of Mexico oil spill, while steering from his own support of offshore drilling in a campaign stop Wednesday.

Rubio said Obama should have convened the world's leading experts in the initial days of the spill and devised a plan to stop it, and railed against federal regulatory nitpicking he says has kept containment and clean-up efforts from being more effective.The response has been abysmal,the likely Republican nominee from West Miami said.What this oil spill has revealed to us is a level of federal incompetence that is intolerable.The criticism of the federal response was met with loud applause in Rubio's appearance in the Panhandle, where beaches have seen oil wash ashore. But he stayed away of his own stance on offshore drilling, which is controversial in this tourism-dependent region.In questioning after his appearance, Rubio reiterated his openness to considering offshore drilling in Florida's waters but said it was a non-issue because it is currently barred by state law.It has to be based on science. If the science says that drilling off Florida's waters should be safe, that's one thing. If it says it's not, that's another,Rubio said.Legalizing drilling off our coast should be based on a cost-benefit analysis that benefits Florida and doesn't cost it ecologically or economically.Democratic candidates Kendrick Meek and Jeff Greene both oppose drilling off Florida's coast and Gov. Charlie Crist, who is running for Senate as an independent, has come out against it since the Gulf spill.

Rubio, the former state House speaker, criticized the decision by Crist to call a special legislative session with the aim of putting an offshore drilling ban on the ballot in November. Lawmakers will meet next week to consider whether voters should be able to decide on a constitutional amendment that would prohibit drilling in state waters. Rubio said the move is nothing but a political stunt that uses this region and its suffering as a prop for a political campaign.Meantime, the Democratic National Committee dismissed Rubio's criticisms as a political ploy of his own.It's sad that Mr. Rubio would politicize this tragedy while so many families and businesses are dealing with its effects,said Joanne Peters, a DNC spokeswoman.He's become just like other Washington Republicans who for political gain have attacked the administration for holding BP fully accountable and for supporting legislation that would ensure we are never in a position to be reliant on reckless oil companies ever again.In his appearance Wednesday, Rubio advocated creating a Gulf Opportunity Zone to provide tax relief to businesses and individuals, such as was done after Hurricane Katrina. He also called for making BP claims checks tax-exempt and easing fishing regulations in the state.

MANILA, Philippines – The first typhoon to lash the Philippines this year flooded parts of the capital, toppled power lines and killed at least 26 people Wednesday, many of them trying to scramble to safety as the storm changed course.Thirty-eight people were missing, mostly fishermen who were caught by the storm's fury at sea.More than half of the main northern island of Luzon, which includes Manila, was without electricity, and authorities said it would take two to three days to restore power. Several dozen flights were canceled, and schools and many government offices closed. High winds felled trees and floods were knee-deep floods in some communities in the capital.Heavy rains, unrelated to the typhoon, have also wreaked havoc in China and Japan. The death toll from rain-triggered landslides rose to 41 in western China, and workers raced to drain overflowing reservoirs in the southeast. Flooding has killed more than 100 people in China so far this month, the official Xinhua News Agency said.Storms in southern and western Japan left one dead and three missing. A woman drowned in a swollen river, and two women in their 70s were among the missing, according to police. Nearly 10,000 homes were evacuated.

More rain was predicted into Thursday in both Japan and China.In the Philippines, many died while fleeing the typhoon's fury, regional disaster operations officer Fred Bragas said. The 26 deaths were spread over six provinces and a city, mostly near Manila.Newly elected President Benigno Aquino III scolded the weather bureau for failing to predict that the storm would hit Manila.This is unacceptable, Aquino told officials during a meeting of the National Disaster Coordinating Council, noting that government agencies were relying on the weather bureau for their preparations. I hope this is the last time we are all brought to areas different from where we should be.Weather bureau chief Prisco Nilo explained that it takes forecasters six hours to update weather bulletins. The weather bureau has complained of lack of funding and equipment. The Philippines is hit by about 20 typhoons and storms a year, gaining a reputation as the welcome mat for the most destructive cyclones from the Pacific. Last year, back-to-back typhoons inundated Manila and outlying provinces, killing nearly 1,000 people.Typhoon Conson came ashore on the east coast of Luzon on Tuesday night with winds of 75 miles per hour (120 kilometers per hour), said government weather forecaster Bernie de Leon. It weakened to a tropical storm as it crossed the rice-growing island and buffeted Manila on Luzon's west coast for two hours.The storm then headed out to the South China Sea before dawn and is expected to make landfall again later this week in China, west of Macau.

Several people were killed by falling debris or electrocuted. One man drowned trying to save a dozen pigs in a swollen lake south of Manila, while his companion was swept away and is missing, Bragas said.A concrete wall of a cement warehouse collapsed and pinned four carpenters to death in southern Laguna province while a landslide killed a man in his house in nearby Tagaytay City. The man's son remains missing in the landslide, Bragas said.In Quezon province, four fishermen drowned and 18 others were rescued after huge waves and strong winds battered their motor boats as they raced toward an island to seek shelter late Tuesday, provincial governor David Suarez told The Associated Press.Villagers and the coast guard have launched a search for the 27 missing fishermen, he said.Another nine fishermen were rescued after big waves overturned their boats off the island province of Catanduanes, regional military spokesman Maj. Harold Cabunoc said. The other 10 remained missing.

The Manila International Airport Authority said 63 flights, including four international ones, had been canceled and nine had been diverted since late Tuesday.
Classes were suspended in schools and most universities in Manila. Several government offices, including the Senate, closed because of the power outage. Thousands of commuters were stranded when the blackouts disrupted train services. Many hotels and shopping malls were relying on their own generators. Earl Jones victims can sue Royal Bank of Canada

TORONTO (Reuters) – Royal Bank of Canada is facing a C$40 million ($39 million) lawsuit after a Quebec judge ruled on Wednesday that victims of frauds carried out by Montreal financial adviser Earl Jones can proceed with a class action suit.Jones was sentenced to 11 years in prison in February after being convicted of running a Ponzi scheme not unlike the one that resulted in criminal financier Bernard Madoff being given a life sentence in the United States.Jones was found guilty of swindling investors by using funds invested by some clients to pay returns promised to others. A group of victims has sought to sue Royal, Canada's largest bank, alleging that it played a role in the fraud by not being vigilant.Quebec Superior Court Justice Robert Mongeon ruled that the class action -- which accuses the bank of negligence and willful blindness in not properly scrutinizing transactions Jones carried out at the bank -- can go ahead.The bank did not oppose the motion seeking permission to sue.We're confident in our position and we intend to present a robust defense at the merit stage of the proceedings, Royal bank spokeswoman Gillian McArdle said. Canada-U.S. Seaway section may reopen Thursday

WINNIPEG, Manitoba (Reuters) – A section of the important St. Lawrence Seaway shipping route will remain closed until at least Thursday morning as crews clean up spilled fuel oil after a cargo vessel ran aground on Monday.A fuel tank on the Canada Steamship Lines vessel M/V Richelieu was punctured after the ship experienced propulsion problems during a sudden squall near the Cote Sainte-Catherine canal lock south of Montreal, leaking between 50 and 200 tonnes of oil into surrounding waters.

The South Shore Canal and the lock remained closed to support clean-up efforts around the ship.Progress is steady (and) we are looking at opening that canal (Thursday) morning sometime,Andrew Bogora, spokesman for the St. Lawrence Seaway Management Corp, said on Wednesday.Nine vessels have been delayed by the closure, he said.CSL Group said that clean-up of the waters and the shore will take another six days, with additional booms installed along the shorelines to prevent the oil from spreading further.Divers are installing steel plates to seal the breach in the vessel's hull to allow it to sail to Quebec City by Friday to unload its cargo of 24,700 tonnes of wheat owned by the Canadian Wheat Board.The Seaway, owned by the Canadian and U.S. governments, connects central North America via the Great Lakes to the Atlantic Ocean and is a major shipping route for commodities such as iron ore, steel, coal and grain.(Reporting by Rod Nickel; editing by Peter Galloway)

OTTAWA/TORONTO (Reuters) – Canada's proposed national securities regulator would have a strong presence in all corners of the country, according to a blueprint released on Tuesday that also set new deadlines for reform.In the document, the Canadian Securities Transition Office, set up by the federal government, laid out detailed plans of how to carry out the politically delicate task of replacing 13 provincial and territorial watchdogs with a single oversight body in July 2012.The plan has met fierce resistance from two powerful provinces, Quebec and Alberta, but will go ahead with willing provinces and territories, Ottawa has said. Governments have until September of this year to sign on to the plan.Ontario politicians have lobbied hard for Toronto, the provincial capital and the country's financial hub, to house the headquarters of the new regulator, media reports said. The Toronto Financial Services Alliance, an industry group, said housing the regulator in the city makes pragmatic sense. But doing so could irk some other provincial capitals.

Department of Finance spokesman Jack Aubry said no decision had been made yet regarding a head office.The transition plan appeared to respond to fears that a regulator based in Toronto would not properly address investor needs in local markets. It suggested a strong role for provincial offices and policymakers as well as a gradual phase-in of national standards.I don't think there will be headquarters, or head office, in the traditional sense. It's not that type of organization, said Larry Ritchie, executive vice president and senior policy adviser at the transition office.Clearly the chief regulator will be located somewhere. That issue is something that will have to be worked out over the next year or so as the plan becomes more refined,he told Reuters.

AN EMBARRASSMENT

Canada's patchwork regulatory system is unique in the Group of Seven major industrialized countries and Finance Minister Jim Flaherty, the main driver of reform, has called it an embarrassment.Ottawa argues it would be easier to oversee markets and crack down on white-collar crime across the country under a single regulator, as well as to co-ordinate with the U.S. Securities and Exchange Commission and regulators in other countries as global financial reforms are launched following the financial crisis.Canada's current minority Conservative government has come closer than any of its predecessors to launching a single securities regulator.But it still faces formidable obstacles. Quebec and Alberta have launched court challenges to the reform on the grounds it encroaches on their jurisdictions. The Canadian government has asked the Supreme Court of Canada for its opinion, which is not expected until sometime after April next year.Joseph Groia, a Toronto securities lawyer, said that in taking pains to ensure that decision-making would be spread evenly across the country, Ottawa is effectively weakening the new regulator.The new system looks like it's going to be just as fractured,he said.

The transition plan contemplates parliamentary approval of legislation by December 2011.
