Rome (AFP) - Italian police said Friday they had dismantled an Islamist network they have linked to Osama bin Laden, one of Pakistan's deadliest attacks and, more loosely, a possible plot to bomb the Vatican.A total of 18 people were ordered arrested following a six-year investigation that began with a probe into an illegal immigration racket allegedly run from the island of Sardinia. Only nine of the suspects had been detained by Friday afternoon.Prosecutor Mauro Mura told a press conference in Cagliari, Sardinia that members of the network had been in contact with two potential suicide bombers who came to Italy in 2010 and discussed the possibility of attacking the Vatican.The men left Italy when they became aware they were under surveillance and the arrested suspects are not being investigated further on that score, Mura said.Mario Carta, an officer in the DIGOS anti-terrorism unit that carried out the investigation, acknowledged there was no firm evidence of a conspiracy to kill the pope, only "strong suspicions" based on wiretapped conversations in which the suspects had spoken "in ironic terms" about the leader of the world's Catholics. Vatican spokesman Federico Lombardi played down the significance of the incident. "This concerns a 2010 scenario that didn't materialise. It has no relevance today and there is no reason for particular concern," he told reporters.

The arrest warrants accuse the suspects of belonging to "an organisation dedicated to transnational criminal activities inspired by Al-Qaeda and other radical organisations pursuing armed struggle against the West and insurrection against the current government of Pakistan."Interior Minister Angelino Alfano praised "an extraordinary operation" that demonstrated the efficiency of the security services."With one sole investigation that started in 2009 we have succeeded in not only dismantling a network of people traffickers but also (detaining) several individuals accused of conspiring with terrorist aims and others of involvement in attacks," Alfano said.Wiretap recordings suggest two members of the network were part of bin Laden's security detail before his slaying by US special forces in Pakistan in May 2011, according to a police statement. Among the various plans for the refom of the Vatican’s finances, after the establishment of the Secretary for the Economy, the proposal to establish a Vatican Asset Management (VAM) body if being considered. VAM would take on the unified management of real estate and portfolios and ensure the autonomy of the Vatican’s various ministries overseen by the Curia, which have their own assets. According to the article, the plan would refer to the proposals made by Cardinals Attilio Nicora, Giuseppe Bertello and Domenico Calcagno regarding the grouping together certain real estate services offered by APSA and the Governorate and would also follow aspects of the initial proposal for VAM drawn up by the Council for the Economy and Cardinal George Pell, Prefect of the Secretariat for the Economy, to make services more efficient thanks to a carefully thought-out structure and autonomous in a way from the dicasteries themselves. According to the new proposal which is still only a draft, the body would have a section made up of lay specialists and experts and an oversight section led by the heads of dicasteries themselves. Cardinal Francesco Coccopalmerio apparently contributed to the preparation of the proposal. The aim is to “create a unified asset manager for the Holy See and of the Governorate of Vatican City State, first of all the real estate, and in the future also securities, or financial portfolios.” “Property and portfolios would still belong to the dicastery or organization that today have legal title to them,” Il Sole 24 Ore says. This would ensure the efficiency of services whilst maintaining the individual features of each dicastery, safeguarding their pastoral mission. They would still be overseen by the Secretariat for the Economy as all dicasteries are.The idea of VAM was announced in July 2014, but did not see the light. For the moment it seems the draft will remain as such and was not among the other material examined by the C9, the Council of Cardinals that is assisting the Pope with the reform of the Roman Curia.

Apr, 21:21-EU leaders at a summit on Thursday (23 April) are to ask foreign policy chief Federica Mogherini to look into setting up a defence mission that would "identify, capture and destroy vessels" before they are used by human traffickers to bring migrants across the Mediterranean Sea.
According to draft conclusions of the summit - called in response to the hundreds of migrants who died last weekend trying to reach the EU - member states want to try to "disrupt trafficking networks, bring the perpetrators to justice and seize their assets".The EU's police agency will asked to "detect and request removal of internet content used by traffickers to attract migrants and refugees"."We are determined to destroy their business model," said an EU official briefing on the summit earlier Wednesday.Mogherini, for her part, is to be tasked to "immediately begin preparations for a possible CSDP (common security and defence operation)" to destroy boats that could be used by traffickers.This will not be a fully-fledged military operation, said the EU official, but one based on "targeted actions, which have very clear and limited objectives".While there are several open legal questions about a CSDP mission and the disruption of the trafficking networks remains an undefined policy, one concrete issue likely to come out of Thursday meeting is more money being put towards the problem.Member states will "at least" double the financial resources of the current operations in the area for 2015 and 2016, according to the draft.This would allow an increase in the "search and rescue" possibilities of Frontex, the EU's border agency.However the text does not mention changing Frontex's mandate, with human rights organisations regularly criticising the EU for focusing on protecting its borders rather than dealing with the humanitarian aspect.The Triton surveillance mission has a monthly budget of around €3m and few physical resources at its disposal.A large part of the response is to focus on preventing migrants trying to make the crossing in the first place.The statement suggests increasing support to countries such as Tunisia, Egypt, Sudan, Mali, and Niger to monitor and control the land borders and routes "in order to prevent potential migrants from gaining access to Mediterranean shores".There is also a plan to deploy European migration liaison officers to keep an eye on flow and to set up a "new return programme for the rapid return of irregular migrants from frontline member states".

EU sources on Friday told this website that German Frank-Walter Steinmeier wrote a letter, on 2 April, to European Commission president Jean-Claude Juncker urging him to adapt the EU-Ukraine free trade treaty.

ENSENADA, Chile (AP) — Authorities urged 2,000 people living near the Calbuco volcano to evacuate Friday after potentially devastating mudflows of volcanic debris were detected in a nearby river, the result of two huge eruptions this week that sent ash across large swaths of southern South America.Chilean officials said the evacuations were precautionary but necessary because flows of volcanic mud, known as lahars, are capable of leveling anything in their path once in motion.The area had been evacuated after the volcano first erupted Wednesday afternoon, but by Friday many people had begun to return home. Authorities said the evacuees from the towns of Chamiza, Lago Chapo and Correntoso would stay at shelters in the nearby city of Puerto Montt.The volcano, which had been dormant four decades, sent a plume of ash about 11 miles (18 kilometers) high during Wednesday's blast. A second, spectacular outburst came early Thursday, with lightning crackling through a dark sky turned reddish orange by the explosion.The head of the National Mining and Geology Service said Friday that the volcano's eruptive process could last weeks and even months and warned that a third eruption was possible."What I can say for certain is that this process is not going to end now," the service's director, Rodrigo Alvarez, said. "It's highly likely that we will have other eruptions, maybe not with the same amount of energy, but with activity that can be worrisome."The two mighty blasts left Ensenada a ghost town, abandoned by most of its 1,500 residents. Rome (AFP) - Italian police said Friday they had dismantled an Islamist network they have linked to Osama bin Laden, one of Pakistan's deadliest attacks and, more loosely, a possible plot to bomb the Vatican.A total of 18 people were ordered arrested following a six-year investigation that began with a probe into an illegal immigration racket allegedly run from the island of Sardinia. Only nine of the suspects had been detained by Friday afternoon.Prosecutor Mauro Mura told a press conference in Cagliari, Sardinia that members of the network had been in contact with two potential suicide bombers who came to Italy in 2010 and discussed the possibility of attacking the Vatican.The men left Italy when they became aware they were under surveillance and the arrested suspects are not being investigated further on that score, Mura said.Mario Carta, an officer in the DIGOS anti-terrorism unit that carried out the investigation, acknowledged there was no firm evidence of a conspiracy to kill the pope, only "strong suspicions" based on wiretapped conversations in which the suspects had spoken "in ironic terms" about the leader of the world's Catholics. Vatican spokesman Federico Lombardi played down the significance of the incident. "This concerns a 2010 scenario that didn't materialise. It has no relevance today and there is no reason for particular concern," he told reporters.

The alleged key figures in the network were Khan Sultan Wali, a shopkeeper and long-term resident of Olbia, Sardinia and Zulkifal hafiz Mohammed, an imam who carried out missionary work in Brescia and Bergamo in northern Italy, according to sketchy details provided by prosecutors at a press conference.
The arrest warrants accuse the suspects of belonging to "an organisation dedicated to transnational criminal activities inspired by Al-Qaeda and other radical organisations pursuing armed struggle against the West and insurrection against the current government of Pakistan."Interior Minister Angelino Alfano praised "an extraordinary operation" that demonstrated the efficiency of the security services."With one sole investigation that started in 2009 we have succeeded in not only dismantling a network of people traffickers but also (detaining) several individuals accused of conspiring with terrorist aims and others of involvement in attacks," Alfano said.Wiretap recordings suggest two members of the network were part of bin Laden's security detail before his slaying by US special forces in Pakistan in May 2011, according to a police statement. Others remained in contact with the late Al-Qaeda leader's relatives after his death.Some of the men arrested or being sought are suspected of involvement in the October 2009 bombing of the Meena Bazaar in Peshawar, which left more than 100 dead and over 200 people injured.Carta said there was evidence that the attack was substantially planned and financed from Olbia and that Italy-based militants had taken part in it.Many of the victims of the attack were women and children. At the time, the authorities blamed the Taliban for carrying out the attack in reprisal for anti-militant actions by government forces. Among the various plans for the refom of the Vatican’s finances, after the establishment of the Secretary for the Economy, the proposal to establish a Vatican Asset Management (VAM) body if being considered. VAM would take on the unified management of real estate and portfolios and ensure the autonomy of the Vatican’s various ministries overseen by the Curia, which have their own assets. According to the article, the plan would refer to the proposals made by Cardinals Attilio Nicora, Giuseppe Bertello and Domenico Calcagno regarding the grouping together certain real estate services offered by APSA and the Governorate and would also follow aspects of the initial proposal for VAM drawn up by the Council for the Economy and Cardinal George Pell, Prefect of the Secretariat for the Economy, to make services more efficient thanks to a carefully thought-out structure and autonomous in a way from the dicasteries themselves. According to the new proposal which is still only a draft, the body would have a section made up of lay specialists and experts and an oversight section led by the heads of dicasteries themselves. Cardinal Francesco Coccopalmerio apparently contributed to the preparation of the proposal. This would ensure the efficiency of services whilst maintaining the individual features of each dicastery, safeguarding their pastoral mission. They would still be overseen by the Secretariat for the Economy as all dicasteries are.The idea of VAM was announced in July 2014, but did not see the light. During the visit, talks will focus on the environment, or more precisely, the problems posed by climate change and the response that the international community must produce if it is to contain the phenomenon which is ever more evidently magnifying social crises, wars, and migration.As well as discussing the Pontiff’s next encyclical dedicated to environmental themes, the issues that will be addressed by the two leaders was confirmed by the Secretary of the UN a few days ago, when he stated that we would talk with the Pope about the “common concerns” on the subject. Apr, 21:21-EU leaders at a summit on Thursday (23 April) are to ask foreign policy chief Federica Mogherini to look into setting up a defence mission that would "identify, capture and destroy vessels" before they are used by human traffickers to bring migrants across the Mediterranean Sea.
According to draft conclusions of the summit - called in response to the hundreds of migrants who died last weekend trying to reach the EU - member states want to try to "disrupt trafficking networks, bring the perpetrators to justice and seize their assets".The EU's police agency will asked to "detect and request removal of internet content used by traffickers to attract migrants and refugees"."We are determined to destroy their business model," said an EU official briefing on the summit earlier Wednesday.Mogherini, for her part, is to be tasked to "immediately begin preparations for a possible CSDP (common security and defence operation)" to destroy boats that could be used by traffickers.This will not be a fully-fledged military operation, said the EU official, but one based on "targeted actions, which have very clear and limited objectives".While there are several open legal questions about a CSDP mission and the disruption of the trafficking networks remains an undefined policy, one concrete issue likely to come out of Thursday meeting is more money being put towards the problem.Member states will "at least" double the financial resources of the current operations in the area for 2015 and 2016, according to the draft.This would allow an increase in the "search and rescue" possibilities of Frontex, the EU's border agency.However the text does not mention changing Frontex's mandate, with human rights organisations regularly criticising the EU for focusing on protecting its borders rather than dealing with the humanitarian aspect.The Triton surveillance mission has a monthly budget of around €3m and few physical resources at its disposal.A large part of the response is to focus on preventing migrants trying to make the crossing in the first place.The statement suggests increasing support to countries such as Tunisia, Egypt, Sudan, Mali, and Niger to monitor and control the land borders and routes "in order to prevent potential migrants from gaining access to Mediterranean shores".There is also a plan to deploy European migration liaison officers to keep an eye on flow and to set up a "new return programme for the rapid return of irregular migrants from frontline member states".

YEREVAN, Today, 19:56-France and Russia have all-but reached agreement to terminate a contract for two warships.French president Francois Hollande and Russian leader Vladimir Putin discussed the delivery, or not, of the “Mistral” vessels at a meeting in the margins of genocide solemnities in Yerevan on Friday (24 April).Coming out of the meeting, Hollande told press that if the ships aren’t delivered, then he has reached agreement on the “terms” of a “repayment” to Moscow.He also urged Russia to implement the “Minsk 2” peace accord, amid ongoing EU and US concern that Russia and its proxies are preparing a fresh offensive in south-east Ukraine.His spokeswoman added, in comments to EUobserver, that the Yerevan meeting “changed nothing” vis-a-vis Hollande’s statement, earlier this week, that the delivery is impossible so long as the Ukraine conflict continues.Putin mentioned his “regret” that Franco-Russian relations are “not in the best condition”, in a situation which has caused “reduced turnover” in bilateral trade.“I think we should look for ways to restore our relationship.”-Meanwhile, a Russian state mouthpiece, the Tass news agency, cited a Russian official in the Yerevan delegation as saying that an “acceptable option” is if France pays Russia €1.5 billion in reimbursements and penalties for the original Russian payment of €1.12 billion.The cancellation of the Mistral deal, if it takes place, will please the EU’s Russia hawks.But it doesn’t mean that leading EU states aren’t ready to make concessions to Putin in other areas.
Steinmeier letter
EU sources on Friday told this website that German Frank-Walter Steinmeier wrote a letter, on 2 April, to European Commission president Jean-Claude Juncker urging him to adapt the EU-Ukraine free trade treaty.
The letter said the commission should show “maximum flexibility” on the implementation of the pact in order to accommodate “Russian concerns”.It was followed up by an unpublicised meeting of EU, Russian, and Ukrainian technical experts in Brussels on 20 and 21 April.The trade pact, or “DCFTA”, is the jewel in the crown of EU-Ukraine relations and its rejection by the former Ukrainian regime prompted the pro-Western revolution last year.It is designed, in recent words by Ukraine’s economy minister, “to totally reorient our trade [from Russia] to the EU. We want to be part of this community, not the other community”.A diplomat from one hawkish EU state told this website also on Friday that “some game” is afoot.“My colleagues and I were worried, from the beginning, that the EU’s decision [last year] to delay the entry into life of the DCFTA is a sop to Moscow to start serious talks with Berlin,” he added.“Steinmeier couldn’t have sent this letter without [German chancellor] Merkel’s say-so”.

Putin, in separate remarks at the Armenian genocide memorial on Friday, also said “the fraternal peoples of Russia and Armenia have always been characterised by particular spiritual closeness and mutual support”.He also spoke of “the horrors that arise from religious enmity, aggressive nationalism, and xenophobia”.“Sadly, we see that neo-fascism is once again rearing its head in many parts of the world, radical nationalists are seeking power, and anti-Semitism is on the rise”.His remarks on “aggressive nationalism” and “neo-fascism” elsewhere come despite the aggressive nationalism in Russia’s own propaganda and its support for neo-fascist parties in the EU.His claim to “fraternal” Armenian-Russian relations is also open to question. Russia, in late 2013, “blackmailed” Armenia, in the words of one Armenian official, into ditching a Ukraine- type DCFTA.It sold billions of dollars of offensive weapons to Armenia's enemy, Azerbaijan, and threatened to impose an economic blockade.Armenia instead joined Putin’s “Eurasian Union”.A second Armenian source told EUobserver the Russian-led union is seen in Yerevan as “a mess, a hollow entity, a bit like the CIS [Commonwealth of Independent States, an older Russian bloc] … nothing is being done to implement it”.He noted that, given Russia’s assault on Ukraine, “perhaps our decision to abandon the DCFTA was not too high a price to pay to prevent something similar happening here”.He added that Yerevan is waiting for the Eurasian Union to fall by the wayside and for conditions inside Russia to improve before resuming EU integration.

ENSENADA, Chile (AP) — Authorities urged 2,000 people living near the Calbuco volcano to evacuate Friday after potentially devastating mudflows of volcanic debris were detected in a nearby river, the result of two huge eruptions this week that sent ash across large swaths of southern South America.Chilean officials said the evacuations were precautionary but necessary because flows of volcanic mud, known as lahars, are capable of leveling anything in their path once in motion.The area had been evacuated after the volcano first erupted Wednesday afternoon, but by Friday many people had begun to return home. Authorities said the evacuees from the towns of Chamiza, Lago Chapo and Correntoso would stay at shelters in the nearby city of Puerto Montt.The volcano, which had been dormant four decades, sent a plume of ash about 11 miles (18 kilometers) high during Wednesday's blast. A second, spectacular outburst came early Thursday, with lightning crackling through a dark sky turned reddish orange by the explosion.The head of the National Mining and Geology Service said Friday that the volcano's eruptive process could last weeks and even months and warned that a third eruption was possible."What I can say for certain is that this process is not going to end now," the service's director, Rodrigo Alvarez, said. "It's highly likely that we will have other eruptions, maybe not with the same amount of energy, but with activity that can be worrisome."The two mighty blasts left Ensenada a ghost town, abandoned by most of its 1,500 residents. Sitting at the foot of the volcano, the town was covered in thick soot and some roofs collapsed under the weight of the ash.Just about 10 miles (16 kilometers) from Calbuco's peak, Ensenada is within the official evacuation zone, and most residents complied. But about 30 refused to leave because of worries about their homes and animals.
