President Shimon Peres welcomed the incoming Chief Rabbis of Israel – Rabbi David Lau and Rabbi Yitzchak Yosef – in a ceremony Wednesday morning at the President’s Residence. The two new Chief Rabbis were officially sworn in to their new positions.The two rabbis will jointly lead the Rabbinate, which is in charge of marriage, divorce, burials and other life cycle events for Israeli Jews.The outgoing Chief Rabbis of Israel, Rabbi Shlomo Amar and Rabbi Yona Metzger, were notably absent. Chief Rabbinate secretary Oded Weiner said that the two had not been invited.Weiner did not give a reason for the lack of an invite. Other sources in the Chief Rabbinate accused Peres of rudely snubbing the outgoing rabbis.“It’s a shame that tensions and disagreements between senior rabbis led to this insensitivity toward Rabbi Metzger and Rabbi Amar,” they said.Other senior officials were invited to the ceremony, among them Justice Minister Tzipi Livni and Deputy Minister of Religious Affairs Eli Ben-Dahan.Peres warmly welcomed the two incoming rabbis, and wished them well in their new roles. “The nation of Israel needs you, perhaps more than ever,” he told them. “The nation thirsts for the kind face of Jewish tradition.”“The people of Israel raise their eyes to you, to be reminded of what lies within them, in their past and future. The nation prays for a respected, esteemed Rabbinate that will bring back the spirit of greatness, and eternal values, to daily life,” he continued.“Know how to bring people closer, how to respect differences, and how to hold the Ten Commandments up high,” he told them.He added, “You have the great privilege of bringing together brothers who are religious and irreligious. Of bringing down barriers of suspicion and division.”

How Livni spent a morning talking about religion but thinking about negotiations, and the rest of the day succesfully avoiding reporters

A few hours before Tzipi Livni embarked on a nine-month journey designed to alter the course of history, she attended an event honoring two men who wouldn’t even shake her hand. In fact, the majority of people present would refuse to shake a woman’s hand, for reasons of modesty.Since Israel’s incoming chief rabbis — Yitzhak Yosef and David Lau — also serve as the heads of the Rabbinical Grand Court, the justice minister is usually present at their swearing-in ceremony at the President’s Residence in Jerusalem. And so it came to pass that Livni, Israel’s chief negotiator in the peace talks with the Palestinians that began in earnest later Wednesday, found herself starting the possibly fateful day speaking about the country’s religious problems as opposed to the diplomatic issues at the front of her mind.Dressed in appropriately modest attire, Livni was evidently preoccupied less by the dignitaries’ speeches than by the upcoming first substantial round of negotiations with her Palestinian interlocutors, constantly checking her iPad, occasionally typing in short bursts, and busily scrolling between incoming messages. At least Saeb Erekat shakes hands with her.

Wednesday’s round of negotiations was to focus mostly on technical issues — where to meet and which issues to discuss when — but Livni would go into the talks following a stormy few days that saw Israel first announce new settlement construction and then release 26 Palestinians terrorists as a controversial gesture to Ramallah, a less than encouraging context.Most of her own morning speech was dedicated to issues of religion and state, exhorting Lau and Yosef to be the chief rabbis of the entire people of Israel as opposed to only their ultra-Orthodox constituencies. The peace talks were absent from the ceremony until, concluding her 10-minute remarks, Livni briefly suggested that her struggle for a more pluralistic and open-minded Chief Rabbinate is actually linked to the negotiations: she needs to emerge victorious from both fights to ensure Israel remains a Jewish and democratic state.“It’s not enough to live in peace with our neighbors if we don’t have peace among ourselves,” she told the crowd, mostly men in black hats. “May we have the wisdom to take the right decisions and may we have the strength to execute them,” she implored, “with unity among the entire people of Israel.”

Asked by reporters after the ceremony whether this Israeli government is capable of delivering a peace agreement, despite the opposition of its far-right flank, Livni broadcast a message of moderate optimism. “We are committed to making the effort, for the sake of the people of Israel state of Israel and it’s values. It’s going to be complex and complicated, but I don’t intend to give up,” she said, and disappeared.Where to, nobody knew. To avoid excessive media attention disturbing Wednesday’s talks, the sides had agreed to keep both time and place a secret. Israeli officials usually can’t keep mum for very long, but this time nobody leaked, and so reporters hoping to see Livni and her co-negotiator, Isaac Molcho, walk into the room with their Palestinian counterparts, Erekat and Mohammed Shtayyeh, had some guesswork to do.

In the hours after Livni’s appearance at the President’s Residence, rumors abounded. Half a dozen journalists prowled in and around the nearby King David Hotel, suspecting the talks would be held there, as had been suggested by some. A handful of reporters had been there since the early morning. But perhaps the King David location was leaked to mislead the press? And even if the King David was indeed the venue, would our peacemakers enter via the main lobby or sneak in through the back door, from the parking lot? Or maybe they were meeting in the David Citadel, the Inbal, or another hotel in the area? The American Colony? Surely not. Tel Aviv? “Somehow, everyone heard the rumor that it’s here, everyone but us,” said a security guard at the Inbal. A few reporters had come and gone during the day, he added.Nobody really knew anything, not even the reporters who usually know such things, and so I decided my best bet was to stick with the venerable KD.Hotel staff had told me they were “not allowed” to say anything about peace negotiations, which seemingly confirmed my hunch. Reporters from Reuters, the Associated Press, Al-Jazeera and other news outlets had also bet the historic hotel was the obvious choice, and had cameras across the street from the main entrance… and aimed at the parking lot.

Israeli television stations, also left in the dark, struck a deal beforehand: since no one know where the talks would be, each would send a camera team to a likely location, and whoever won the jackpot would share the spoils with the others. Israel’s Russian-language Channel 9 was assigned to the King David, and its diplomatic correspondent thought she understood from conversations with hotel staff that the meeting would start there around 4 p.m.In fact, the talks began only about three hours later. In the event, not one reporter caught Livni and Erekat entering the room together. While the talks were ongoing, the Government Press Office sent some footage from the beginning of the meeting to the main television stations, so they could run a few seconds during the evening news. And still no one knew where Livni and Erekat were hunkering down.

Secrecy, Secretary Kerry had assured us two weeks ago, is one of the pillars of this extraordinarily ambitious new peace bid. No photo-ops, no press conferences, and not one morsel of hard information — unless or until the secretary deems it fit to speak out.“Why? To allow the teams to work together, and not think about the media waiting outside,” Livni’s spokesperson, Mia Bengel, tweeted once the talks had gotten underway.Conducting serious final-status negotiations far away from the media — and thus the scrutiny of all-knowing pundits, and the pressures of public opinion — is designed to allow the would-be peacemakers to focus on substance rather than soundbites.Even a frustrated journalist might grudgingly admit this could be a good thing. If, that is, a rather unlikely hush-hush approach enables the justice minister and her Palestinian interlocutor to attain an utterly improbable result: a nine-month blitz to the promised end-of-conflict accord.

Sides stay mum as peace talks get underway

Day after prisoner release, Israeli and Palestinian negotiators meet in the capital for second round of negotiations

Israeli and Palestinian negotiation teams began hashing out a peace deal Wednesday, while maintaining an impressive level of silence that concealed even when and where they were meeting.Justice Minister Tzipi Livni and Prime Minister Benjamin Netanyahu’s aide Yitzhak Molcho sat down with Palestinian Authority President Mahmoud Abbas’s advisers Saeb Erekat and Mohammed Shtayyeh somewhere in the capital on Wednesday.The sides are expected to continue talking well into the night, according to a report by Channel 2 news.The meeting, the second since talks kicked off last month, went ahead after Israel released 26 Palestinian prisoners the night before, a key precondition for talks, and several days after Jerusalem announced it would approve thousands of new units in the settlements. Both moves created an atmosphere of mutual recrimination in the negotiations, according to a Channel 2 report.The sides and the US, which is shepherding the negotiations, have vowed to maintain radio silence in the hopes of silencing critics that could scuttle the negotiations.“The talks resumed. no photo opp. no statements. Why? to allow the teams to work together, and not think about the media waiting outside,” Livni spokesperson Mia Bengel tweeted Wednesday evening in a rare statement.At the Palestinians’ request, Army Radio reported, no photo opportunities were scheduled either, though Channel 2 obtained a picture of Livni, Molcho and Erekat speaking.There were differing reports as to whether US envoy Martin Indyk was present in the room during the talks.Although rumors abounded as to where the meeting would take place, the exact time and location were not officially announced, in an apparent effort to keep media hype and presence to a minimum.

Speaking at a swearing-in ceremony for the chief rabbi Wednesday morning, Livni told reporters: “We are committed to making the effort, for the sake of the people the State of Israel and its values. It’s going to be complex and complicated, but I’m not ready to give up.”Earlier Wednesday, Science Minister Yaakov Peri, who formerly headed the Shin Bet internal security service, told Army Radio of the mixed feelings he has over the prisoner release that will see a total of over a hundred convicted Palestinians set free in four phases as the talks progress.“Out of the 104 prisoners that are to be released, I was personally involved in, or directed, the capture of 92 of them, so these are not easy times for me and for the families [of the victims],” he said. “But that is part of the price in the quest for peace.”Deputy Defense Minister Danny Danon from the Likud party argued that Israelis today would not accept a peace proposal made by Netanyahu predecessor Ehud Olmert.Such an agreement “will not win support, not just from me, but also from the Likud and, I think, most of the nation,” Danon told Israel Radio.The talks are so far keeping to a schedule hammered out two weeks ago in Washington during a first round of talks that laid down a nine-month timetable to reach an agreement. However, there is pessimism on both sides as to what they will achieve.“We set ourselves nine months and we will try and reach something with the Palestinians,” an Army Radio report quoted Defense Minister Moshe Ya’alon on Wednesday. “In the meantime we’ve been trying for 20 years since Oslo, 20 years of conflict, and you can hear in my tone the skepticism, but we decided to give this a chance.”

Meanwhile, Shtayyeh criticized Housing and Construction Minister Uri Ariel’s announcement on Sunday of the construction of 1,187 new housing units in East Jerusalem and the West Bank.Israel’s move proved “it wasn’t serious about negotiations” and was instead trying “to topple the foundations of the solution, which is establishing a Palestinian state in the ’67 borders,” he said, according to a report from Israel Radio.

Even before the announcement of the construction plans, Erekat had already said in an interview with Reuters this week that the settlements could force him and his team “to leave the negotiating table.”

“If the Israeli government believes that every week they’re going to cross a red line by settlement activity, if they go with this behavior, what they’re advertising is the unsustainability of the negotiations,” Erekat said.

On Tuesday, the Housing Ministry confirmed that it had secretly approved a further 900 housing units in East Jerusalem, scrambling the US secretary of state to play down the significance of the construction plans that, he said, the Palestinians were well aware of in advance.Trying to salvage the US-brokered peace talks, Kerry spoke Tuesday to reporters while on a trip to Brazil and said that although it would be better if Israel didn’t make such announcements during the peace talks, he did not think they would threaten the second round of talks. Kerry revealed Tuesday night that Netanyahu told him and Abbas in advance of Israel’s intention to announce additional building “in places that would not affect the peace map.”AP contributed to this report.

Israel-PA Talks to Begin Today in Jerusalem

Negotiations between Israel and the Palestinian Authority (PA) are set to begin today in Jerusalem.
The talks - between Israeli chief negotiator, Justice Minister Tzipi Livni, and her PA counterpart Saeeb Erakat - are to be held in complete confidentiality, as US Secretary of State John Kerry promised would be the case when the decision to restart talks was announced. At this time it is not even known where or when the two will be meeting in the capital.The talks are set to take place against the backdrop of ongoing tension over Israeli building in Judea, Samaria and Jerusalem. Despite having been informed of the building prior to talks, and despite the fact that the construction will take place in areas which even the PA has accepted in previous negotiations will be within Israeli borders, Palestinian Authority officials and their supporters have expressed outrage at the plans.John Kerry said this morning that he has already spoken to Netanyahu and Livni about the building plans."Prime Minister Netanyahu  was completely open with PA Chairman Abbas that he would be announcing some additional building in places that will not affect the peace map."Speaking to Israeli Army Radio he said that the US believes the announcement to build in Judea, Samaria and Jerusalem were "the wrong step to take," but said that the administration also recognized the need to take Israeli concerns into account.Housing Minister Uri Ariel (Bayit Yehudi) maintained this morning that building in Judea and Samaria would continue."This is just the first step, and a small one at that.""We don't need to give excuses for building in the land of Israel," Ariel said to Army Radio, "The fact that there are negotiations is an issue in itself - and something about which I have my own opinions as well - but the attempt to connect the two issues is a mistake."PA official Ashraf al-Ajrami responded to the minister's statement, asking: "if you want to get to a two-state solution, why do you need to build in the West Bank [Judea and Samaria]? After that it will be more difficult for Israel to evacuate all the settlements, which shows that the Israeli government is not serious about peace talks."

Another backdrop to the renewed talks was the release of 26 PA terrorists, many of whom were convicted of murdering Israeli civilians. 15 were transferred to Gaza, and another 11 were received by PA Chairman Abbas in Ramallah, to scenes of public jubilation.As the 11 terrorists who were freed to Ramallah arrived at their destination, they were welcomed by thousands of cheering PA Arabs and were escorted to the Muqataa compound, where they were greeted by PA Chairman Mahmoud Abbas himself."This is the first group," Abbas told the crowd at the official welcoming ceremony, according to AFP."We shall continue until we free all the prisoners from Israeli jails," he added.“Allah willing, all will return to us soon. We say to all prisoners in the jails: We will not rest until you are all with us," Abbas declared.The 26 terrorists who were released on Tuesday are the first group out of 104 terrorists that Israel agreed to release as a gesture to Abbas, in exchange for him resuming peace talks.

Hamas, Iran Putting Aside their Differences to Fight Israel

Despite falling out over the Syrian civil war, Iran and Hamas are still apparently cooperating in order to facilitate attacks against Israel, and to challenge the authority of the Fatah party of Mahmoud Abbas in Judea and Samaria.A report by Stratfor has outlined how the Iranian regime is making use of Syrian proxies in the region to transfer weapons to Hamas cells in Judea and Samaria. This despite the fact that Hamas has aligned itself with the Sunni opposition to the Iranian-backed regime of Syrian President Bashar el-Assad.
In recent days, Jordanian authorities have intercepted two separate groups of arms smugglers attempting to transfer weapons and drugs from Syria, including anti-tank weapons and surface-to-air missiles. Jordan has become a major supply route for weapons headed to rebels inside Syria - the movement of those particular weapons caught the attention of Jordanian authorities, as the smugglers were heading in the opposite direction, making their way southwards.Security in Jordan is tight as the jittery kingdom seeks to maintain its delicate balancing act between the Syrian regime on the one hand, and the surrounding Arab states which oppose it on the other - all the while conscious of the threats to its own authority by locally-based Islamist and other opposition groups.But according to the report, the smugglers were not interested in either the Syrian civil war or the Jordanian government. Intelligence sources claim the men arrested were Palestinian Authority Arabs from the Popular Front for the Liberation of Palestine-General Command (PFLP-GC) - a leftist terrorist group closely affiliated  with the Syrian regime, and which has been involved in fighting on the regime's behalf in Syria.According to unnamed sources, the weapons were heading towards the Hebron Hills region of Judea, in Israel, where support for Hamas is particularly strong despite the crackdown on Hamas' network in Judea and Samaria by the dominant Fatah party. These various factions are apparently cooperating in an attempt to help Hamas stockpile weapons in the region to enable them to attack neighboring Israeli military and civilian targets, and challenge the rule of the Fatah-led Palestinian Authority.The cooperation between Sunni Islamist Hamas, Shia Islamist Iran and the secular Arab nationalist PFLP-GC - at a time of bloody sectarian conflict - underlines how such groups are still willing to cooperate when it comes to attacking Israel, despite their insurmountable ideological differences and regardless of public disputes.Hamas in particular has been willing to compromise on its ideological solidarity with Iran's Sunni enemies in Syria and the Gulf (Hamas' leadership recently aligned itself with chief Muslim Brotherhood patron and nemesis of the Iranian regime, Qatar.) Hamas has received generous Iranian support in the past, although that support was lessened considerably after the two sides fell out over the Syrian civil war. But now more than ever, with the fall of its allies the Muslim Brotherhood in Egypt, Hamas is acutely aware of its growing isolation, and has turned to Iran for help.For their part, the Iranian regime and its Syrian allies are desperately attempting to gain a foothold in the region, which has turned increasingly hostile over the sectarian-fueled conflict in Syria.In the midst of this sometimes confusing tangle of competing ideologies and alliances of convenience, one thing remains clear: hatred of Israel is still one thing practically all sides can agree upon.

In the last few minutes, Hezbollah leader Hassan Nasrallah has claimed the bombing attack which injured four Israeli soldiers on the border with Lebanon last week, saying his party "will face" any further border violations by the Jewish state.The Lebanese army had claimed that the four soldiers were located 400 meters inside Lebanese territory when the blast occurred."An explosion took place and the soldiers were wounded, with blood found at the scene. A military committee has opened an investigation in coordination with UNIFIL, " the United Nations Interim Force in Lebanon, it said.In a defiant statement Wednesday, Nasrallah echoed that sentiment, pledging to "confront any crossing of Israelis into Lebanese territories.""We took the decision to target Israelis in Labbouneh because the border is under the control of the Lebanese army and the state," he said, claiming that "The incidence was an intended operation and did not happen by coincidence."The IDF Spokesman's Unit said that the explosion occurred “in the course of activity that took place tonight on the northern border.” The soldiers were taken to hospital for treatment.Israeli Defense Minister Moshe Yaalon confirmed the blast, and said the army was "investigating the incident, to see if it was an old bomb, (or) a new bomb… But this operation was of course carried out in a responsible manner."
Nasrallah answered that particular question, stating that:"What happened in Labbouneh took place under the sight of the resistances' fighters and we already knew Israelis would cross, which is why we planted explosive devices there. It is a newly planted explosive device and not a remnant of the July 2006 war."

The 26 terrorists that Israel freed as a “gesture” to the Palestinian Authority were taken out of the Ayalon Prison on Tuesday evening and were taken to the checkpoints leading into Gaza and the PA-assigned areas of Judea and Samaria.
As of 1:25 a.m., the 11 terrorists who were released to Ramallah arrived at their destination. They were driven out of Israel's Ofer prison, adjacent to the Beitunia crossing, and then taken to Ramallah in four PA vehicles, according to AFP.Shortly afterwards, the remaining 15 terrorists crossed through Erez crossing and entered Gaza.AFP reported that the terrorists who were released to Ramallah meet senior PA officials and were then transferred to a bus which took them to the Muqataa compound of PA Chairman Mahmoud Abbas for a welcoming ceremony.Kol Yisrael radio reported that the celebrations in Gaza will be toned down, as the Hamas terrorist group which controls the region objects to the peace talks between the PA and Israel.Hamas official Mahmoud al-Zahar said on Monday that the talks with Israel are “futile” and are “purely a means for the occupation (Israel) to look good to the international community.”Israel chose to release the terrorists late at night, hoping this will prevent a repeat of the kinds of jubilant scenes usually associated with such releases, as murderers celebrate their crimes and imminent release by cheering, laughing and flashing victory signs. Officials in the Palestinian Authority expressed outrage at Israel's decision to release the terrorists late at night.Meanwhile, several government ministers called for the release to be cancelled, after it was revealed on Monday that, contrary to government claims that the murderers being freed committed their acts before the signing of the Oslo accords, at least four of them carried out their crimes after the accords were signed on the White House lawn, on September 13, 1993.Housing Minister Uri Ariel (Bayit Yehudi) said on Tuesday evening that "at the cabinet meeting we were told that all the terrorists who will be freed committed the murders before the Oslo accords. But it turns out that this is not true. Therefore, I demand that the release be stopped and the issue be discussed by the government."
The Deputy Minister of Religious Services, Rabbi Eli Ben-Dahan, also of the Bayit Yehudi party, called on his Facebook page to delay the release of the terrorists.Rabbi Ben-Dahan said that the ministers who decided on the release exceeded their authority and said that the Supreme Court should look at the issue again.

As the 11 terrorists who were freed to Ramallah arrived at their destination, they were welcomed by thousands of cheering PA Arabs and were escorted to the Muqataa compound, where they were greeted by PA Chairman Mahmoud Abbas himself."This is the first group," Abbas told the crowd at the official welcoming ceremony, according to AFP."We shall continue until we free all the prisoners from Israeli jails," he added.“Allah willing, all will return to us soon. We say to all prisoners in the jails: We will not rest until you are all with us," Abbas declared.At the same time, 15 other terrorists returned to their homes in Gaza. Kol Yisrael radio reported that the celebrations in Gaza will be toned down, if any take place at all, as the Hamas terrorist group which controls the region objects to the peace talks between the PA and Israel.Hamas official Mahmoud al-Zahar said on Monday that the talks with Israel are “futile” and are “purely a means for the occupation (Israel) to look good to the international community.”The 26 terrorists who were released on Tuesday are the first group out of 104 terrorists that Israel agreed to release as a gesture to Abbas, in exchange for him resuming peace talks.Negotiators on behalf of both sides are scheduled to meet in Jerusalem on Wednesday.On Tuesday the Maariv daily newspaper reported that the ministers on the committee that voted to release the 26 terrorists ignored recommendations from the Shin Bet, Israel’s internal security service.The Shin Bet had provided a list of 40 terrorists from which the ministers were to choose the terrorists they wished to release. The list was compiled with the goal of avoiding freeing terrorists who would pose a particularly high threat to Israelis.However, the committee led by Defense Minister Moshe Yaalon reportedly decided to replace some names on the list it was given by the Shin Bet with other terrorists’ names, due to “Israel’s wish to strengthen the status of” Abbas.

U.S. Secretary of State John Kerry recently warned Prime Minister Binyamin Netanyahu that if his latest peace mission is unsuccessful, Israel will be isolated.
According to Bloomberg View columnist Jeffrey Goldberg, Kerry capitalized on Israel’s anxiety over the European Union’s new guidelines which boycott Israeli entities that operate from beyond the 1949 Armistice Line.Kerry, according to Goldberg's latest column, has warned Netanyahu in recent weeks that if the current peace talks bear no fruit, Israel may soon be facing an international delegitimization campaign -- in his words -- "on steroids."Anonymous officials cited by Goldberg said that Kerry thinks the one thing Netanyahu fears as much as Iran's nuclear program is the growing power of the international movement that seeks to isolate, scapegoat and demonize his country.“Although Netanyahu is worried that the campaign to make Israel appear to be an illegitimate state could hurt the country's robust economy, he is said to be even more worried that this campaign will erode Israel's ability to defend itself,” wrote Goldberg.“The theory is simple: A country seen as illegitimate, not only by the powerful Arab lobby at the United Nations but also by Western powers, will have little standing if it is forced to retaliate against sustained attacks from groups such as Hamas and Hezbollah, both of which remain committed to Israel's extermination. Netanyahu thinks that the campaign to delegitimize Israel could force Western powers to rein in Israel, or at the very least, rush to condemn it before it has the chance to defend itself,” he added.The majority of Israelis, he noted, “are sensible, and they know, as Netanyahu knows, that Israel can't exist in an entirely friendless world. Partly because of the actions of the EU, Netanyahu is listening to Kerry's warnings with newly open ears.”
Goldberg is considered close to President Barack Obama. Several days before the last Israeli election, Goldberg wrote that Obama "has become convinced that Netanyahu is so captive to the settler lobby, and so uninterested in making anything more than the slightest conciliatory gesture toward Palestinian moderates, that an investment of presidential interest in the peace process wouldn’t be a wise use of his time."
In his latest column, Goldberg was critical of Netanyahu when he wrote that “the Netanyahu government's self-destructive West Bank settlement program continues apace (though the latest round of construction is scheduled to take place on territory that would almost certainly be granted to Israel in final-status talks).”

US Secretary of State John Kerry said Tuesday that both he and Palestinian Authority President Mahmoud Abbas were told about Israel’s new settlement construction plans before they were announced this week.

Trying to salvage the US-brokered peace talks, Kerry spoke to reporters Tuesday while on a trip to Brazil and said that although it would be better if Israel didn’t make such announcements during the peace talks, he did not think they would threaten the second round of talks, set for Wednesday in Jerusalem. He said he had spoken by telephone to Netanyahu, and that the prime minister had reached out to Abbas as well. 

The second round of talks between the sides were due to resume in Jerusalem later Wednesday, hours after a first group of 26 Palestinian prisoners were released late Tuesday as a gesture by Israel to enable the resumption of talks.“Prime Minister Netanyahu was completely upfront with us and with President Abbas that he would be announcing some additional building that will take place, in places that would not affect the peace map,” Kerry said at the press conference.“He has specifically agreed not to disturb what might be the potential for peace going forward,” he said, referring to land that is viewed as potentially becoming part of the future Palestinian state. ”We still believe it would be better not to be doing it,” he added, “but there are realities of life in Israel that have to be taken into account here.”The Palestinians have publicly, for their part, admonished Israel for approving the construction plans, saying it showed Israel’s lack of sincerity in intending to make compromises.A diplomatic source said Monday that Israel secretly authorized construction of 900 new housing units in East Jerusalem.The Housing Ministry later confirmed that additional permits for housing construction had indeed been issued. The new units will be built south of the West Bank Palestinian village of Beit Jala.The news came a day after the Housing Ministry approved the construction of 1,200 apartments in settlement blocs and Jerusalem neighborhoods beyond the Green Line.“We will continue issuing tenders for construction in Jerusalem and the settlement blocs,” the source said.The Palestinians have maintained that the announcements represent a breach of trust in the negotiations, adding that they risk killing talks before they begin.“Settlement expansion goes against the US administration’s pledges and threatens to cause the negotiations’ collapse,” Yasser Abed Rabbo, a member of the PLO Executive Committee, told AFP on Tuesday. “This settlement expansion is unprecedented. It threatens to make talks fail even before they’ve started.”

BRUSSELS - Israel has said it will build 942 more homes for Jewish settlers on occupied land in the teeth of US, EU and Palestinian criticism.The announcement, on Tuesday (13 August), comes after it said on Sunday it will build 1,187 new homes.Its housing minister, Uri Ariel, added on Israeli radio on Wednesday morning: "We are going to construct thousands of settlements this year in Judea-Samaria [the occupied West Bank]. No one can dictate to us where we can build or not."The developments come as Palestinian and Israeli negotiators are to meet in Jerusalem on Wednesday for a new round of peace talks.A senior official in the the Palestinian Liberation Organisation, Yasser Abed Rabbo, said the settlements "threaten to provoke the collapse of the negotiations," just as they did in 2010.An official in Hamas, a Palestinian group which holds sway in Gaza, Mahmoud al-Zahar, said the talks are "futile."The US, the main sponsor of the peace process, also criticised Israel.Secretary of state John Kerry told press while visiting Brazil on Tuesday the settlements are "illegitimate."He noted that Israeli Prime Minister Benjamin Netanyahu told him the new homes will be built on land which is likely to be swapped with the Palestinians for other territory in any final deal.

Peace talks resuming following prisoner release

Despite pessimism on both sides, Israeli and Palestinian negotiators meet in the capital for second round of negotiations

After the release of 26 Palestinian prisoners by Israel went ahead as planned overnight Tuesday, Israeli and Palestinian negotiators were scheduled to meet again for a second round of peace negotiations on Wednesday in Jerusalem, at a location and time that were deliberately kept quiet.Justice Minister Tzipi Livni and Prime Minister Benjamin Netanyahu’s aide Yitzhak Molcho were sit down with Palestinian Authority President Mahmoud Abbas’s advisers Saeb Erekat and Mohammed Shtayyeh in the capital. Although rumors abounded as to where the meeting would take place, the exact time and location were not officially announced, in an apparent effort to keep media hype and presence to a minimum. At the Palestinians’ request, Army Radio reported, no photo opportunities were scheduled, either.Science Minister Yaakov Peri, who formerly headed the Shin Bet internal security service, told Army Radio of the mixed feelings he has over the prisoner release that will see a total of over a hundred convicted Palestinians set free in four phases as the talks progress.“Out of the 104 prisoners that are to be released, I was personally involved in, or directed, the capture of 92 of them, so these are not easy times for me and for the families [of the victims],” he said. “But that is part of the price in the quest for peace.”Deputy Defense Minister Danny Danon from the Likud party argued that Israelis today would not accept a peace proposal made by Netanyahu predecessor Ehud Olmert.Such an agreement “will not win support, not just from me, but also from the Likud and, I think, most of the nation,” Danon told Israel Radio.The talks are so far keeping to a schedule hammered out two weeks ago in Washington during a first round of talks that laid down a nine-month timetable to reach an agreement. However, there is pessimism on both sides as to what they will achieve.“We set ourselves nine months and we will try and reach something with the Palestinians,” an Army Radio report quoted Defense Minister Moshe Ya’alon on Wednesday. “In the meantime we’ve been trying for 20 years since Oslo, 20 years of conflict, and you can hear in my tone the skepticism, but we decided to give this a chance.”

Deputy Defense Minister Danny Danon (Likud) said Wednesday morning that there is internal opposition within Likud to the release of terrorist prisoners as “gestures” toward the Palestinian Authority (PA).
"There is no doubt that this is a sad day for every citizen in Israel, who sees terrorist murderers being released and celebrating,” Danon told Voice of Israel public radio."The decision is wrong, morally,” he explained. “The message that is being delivered is that we release terrorists in return for nothing. What have we received in return for the release? The smile on the face of [Justice] Minister Tzipi Livni and Secretary of State John Kerry? The message that the next generation of terrorists gets is that no matter what you do, in the end, you will be released.”"When we released Gilad Shalit,” said Danon, “we received something in return. We got Gilad back at home. But we all know where the negotiations are leading – nowehere. The same terrorists who are being released will continue to incite, and that is why I oppose the move.”When the interviewer, Yaakov Ahimeir, asked him what he was doing in the very same government that carried out this move, Danon said: “There are numerous voices within Likud that do not like this direction, and are certainly examining where we are going."I intend to fight this,” he said. “We will do this in any way needed. There are many good people in Likud who will not allow Tzipi Livni to lead us. This will not happen on our watch.”
Danon said that we are facing nine months of negotiations, at the end of which “we will see where we are heading – or being led.” He observed that the U.S. Mediator, Martin Indyk, the PA negotiator, Saeb Erekat, and the Israeli representative, Livni, are not very far apart, in terms of how they see the “two state solution.”
"If the agreement that is reached will be similar to the one that Livni created with Ehud Olmert at the time – I am telling you, an agreement like that will not receive a majority,” he vowed.Livni, who head Hatnua, served as foreign minister under then-prime minister Ehud Olmert, when both she and Olmert were members of Kadima. After the Annapolis Conference in 2007, Livni conducted talks with PA negotiator, Ahmed Qaria, while Olmert conducted talks with PA head Mahmoud Abbas. These talks reportedly were not far from achieving consensus when Olmert announced his resignation from the post of prime minister.

IDF launches airstrike after Gaza rockets target Israel

Air force hits concealed rocket launchers hours after projectiles from the Strip fired into Israel

The IDF launched an airstrike on Gaza early Wednesday morning in response to rockets fired into southern Israel from the territory, the army said in a statement.The air force targeted concealed rocket launchers in the northern Gaza Strip. Direct hits were confirmed.Peter Lerner, an IDF spokesman, said the air force was safeguarding Israeli civilians and targeting terror cells. “The IDF air strikes were conducted in response to the rocket launched at the civilians living in the Sha’ar HaNegev regional council yesterday (Tuesday) evening,” Lerner said in the statement. “This is an absurd situation that would not be tolerated anywhere else in the world. The IDF is charged with, and will continue to operate in order to safeguard Israel’s civilians, and combat terror and its infrastructure the in the Gaza Strip.”Lerner added that Israel holds Hamas accountable for any terror activity emanating from the Strip.Hours earlier, just before 10 p.m. Tuesday evening, rockets targeting southern Israel were fired from Gaza. No injuries or damage were reported.One rocket, reportedly fired at the town of Sderot, fell inside the Gaza Strip. A second rocket was fired at the Sha’ar Hanegev region, and was thought to have landed in an open area. Residents in the area told Maariv they heard a loud explosion, but the projectile had yet to be located as of 10:30 p.m.Sirens sounded in both places, and no injuries or damage were reported.The assault came less than 24 hours after a Grad rocket was launched from Sinai at the Red Sea resort town of Eilat. The rocket was intercepted by the Iron Dome anti-missile system and caused no damage. Three people were treated by paramedics for shock.

Rocket fire at Israel, once a daily occurrence, has mostly tailed off since Israel’s mini-war with Hamas in November.The fire coincided with the release of 26 Palestinian prisoners, 15 of them to Gaza, as Israel and the Palestinians resumed long-dormant peace talks.Israel’s Army Radio reported that some of the sirens in Israel might have been triggered by fireworks set off near the Israel-Gaza border by Palestinians celebrating the imminent return of the 15 prisoners to the strip.Hamas, which controls the Strip, has rejected the talks, which are being managed by the Fatah-controlled Palestinian Authority and mediated by the United States. The sides were expected to meet Wednesday in Jerusalem.

2,200 killed in security forces' crackdown on Cairo sit-ins: Muslim Brotherhood

Egypt's Muslim Brotherhood says at least 2,200 people have been killed and 10,000 others injured in the crackdown by the Egyptian security forces on protest sit-ins held by the supporters of ousted President Mohamed Morsi in Cairo.The Brotherhood said the figure was provided by Raba'a hospital on Wednesday.Meanwhile, the Egyptian Interior Ministry claimed that 4 soldiers were killed in the clashes between the protesters and the security forces.The Egyptian state TV has announced that the protesters have been evacuated from their camps in Rabaa al-Adawiya Mosque and Nahda Square by the security forces.Police reportedly used tear gas, armored cars and bulldozers to disperse Morsi supporters.

Egyptian authorities have grounded all trains to prevent protesters leaving the capital.The Egyptian security officials said that some 200 supporters of Morsi who were captured in Rabba area were carrying weapons.

Egypt's Interior Ministry also said a number of Muslim Brotherhood leaders have been arrested.Brotherhood leaders condemned the “massacre,” calling on the Egyptians to take into the streets and protest against the spiraling violence.Egypt has plunged into unrelenting string of violence since General Abdel Fattah al-Sisi, the head of the Egyptian army pushed aside the first democratically elected president and declared chief Justice of Egypt’s Supreme Constitutional Court, Adly Mansour as the interim president.On August 12, the Anti-Coup Pro-Democracy Alliance called on people to hold nationwide rallies to counter the military clampdown on their sit-ins.The Egyptian army had earlier warned of taking action against the supporters of the ousted president.Hundreds of protesters, mostly Morsi’s supporters, have been killed or wounded during the unrelenting violence that erupted since the removal of Morsi.MM/JR/KA/HJL

CAIRO (Reuters) - Egyptian security forces killed at least 30 people on Wednesday when they moved in to clear a camp of Cairo protesters demanding the reinstatement of deposed President Mohamed Mursi, his Muslim Brotherhood movement said.There was no official confirmation of the death toll at Rabaa al-Adawiya, in northeast Cairo, where thousands of Mursi supporters have staged a six-week sit-in that caused the army acute embarrassment since it ousted the elected leader.A second camp near Cairo University was swiftly cleared in the early morning.The operation, which suggested that the powerful military had lost patience with persistent protests that were crippling parts of the capital and slowing the political process, began just after dawn with helicopters hovering over the camps.Gunfire rang out as protesters, among them women and children, fled Rabaa, and clouds of black smoke rose into the air. Armored vehicles moved in beside bulldozers which began clearing tents. One witness saw 15 bodies at a field hospital.The Health Ministry said 13 people were killed near Rabaa during the crackdown, including five police and eight civilians. VIOLENCE SPREADS
More than 300 people have already died in political violence since Mursi's overthrow, including dozens of supporters killed by security forces in two separate earlier incidents in Cairo.The unrest spread beyond the capital on Wednesday, with the Nile Delta cities of Minya and Assiut also rocked by violence.Security forces fired tear gas at thousands of Mursi supporters who had set part of a church on fire in Minya. The Obama plan for US military action in Syria

Chairman of the US Chiefs of Staff, Gen. Martin Dempsey arrived in Israel Monday, Aug. 12 for critical talks with Israel’s Prime Minister Binyamin Netanyahu, Defense minister Moshe Ya’alon and Chief of Staff Lt. Gen. Benny Gantz, followed by parallel talks in Jordan.
The Obama plan, if it goes forward, would involve Saudi Arabia, Emirates, Israel, Jordan and possibly Turkey.
Washington and military sources reveal the 11 high points.
1. US, British, French, Saudi and United Arab Emirates will establish a no-fly zone over central and southern Syria, stretching from the Jordanian-Israeli borders up to and including Damascus.
2.  The Israeli Air Force will provide these forces with air cover from Syrian air space.
3.  A 40-kilometer deep military buffer zone will be drawn from the Jordanian-Israeli borders up to the southern and western outskirts of Damascus. The military units controlling this zone will hold the entire area of the capital within artillery range.
4.  The southern Syrian town of Deraa, where the Syrian uprising sprang up, will be declared capital of Liberated Syria.
5.   President Obama has determined that there will no American troops in the buffer zone or anywhere else on Syrian soil, only special Syrian rebel forces.
6.  Those forces will consist of 3,000 fighters trained in Jordan by US military instructors. They will be headed by Jordanian special forces and operate under US officers based in Jordan.
7. To host them, the US Army has just finished building in the Hashemite Kingdom a huge training camp and logistical system, DEBKAfile’s military sources report. All the weapons and equipment required to train and arm the rebel force are already stacked there.
8.  The American operational command center for the Syrian operation is already in place in Amman led by US Brig. Gen. John Wright, who at 57 is a veteran of the wars in Afghanistan, Iraq and Libya.
9.  The US air force units for imposing the no-fly zone over Syria are already in position at Middle East locations and ready to go at 36 hours’ notice.
10.  A Druze unit trained by US military instructors will be a key component of the special rebel force. It was put up by the million-strong community which populates 120 villages and towns in the Jabal al-Druze area of southern Syria. They are situated in a commanding position overlooking the Syrian-Jordanian-Iraqi border triangle.
11. US forces deployed in the Middle East, especially in Jordan and Israel, will stand ready for possible reprisals against American, Israeli, Jordanian or Turkish targets, if ordered by Syrian President Bashar Assad in retaliation for the no-fly and buffer zones.

NEW DELHI—An Indian navy submarine crippled Wednesday by a pair of explosions that killed at least some of the 18 sailors aboard had been damaged in another deadly blast in 2010 and had been brought back into service only a few months ago.An Indian naval official said Wednesday all 18 sailors on board a submarine were feared dead after twin explosions and a fire ripped through their vessel in a Mumbai harbour.

The official says the navy believes there is no way anyone could have survived the intensity of the blasts and fire. The official spoke on condition of anonymity because no bodies have yet been recovered.Officials said they have had no contact with any of the sailors since the explosions, which lit up the sky above the Mumbai navy base where the vessel was docked. They said navy divers had opened one of its hatches but had not yet been able to enter the submarine because it was dark and full of muddy water.“We hope for the best but we have to prepare for the worst,” Admiral D.K. Joshi, the navy chief, told reporters in Mumbai.The explosions in the submarine's torpedo compartment sent a huge fireball into the air and sent nearby sailors jumping into the sea in panic. It is shaping up to be another embarrassment for India's military, which has been hit with a corruption scandal as it races to modernize its forces.Defence Minister A.K. Antony said some sailors were killed but gave no other details.“It's a loss to all of us. It's a tragedy,” Antony told reporters in New Delhi before leaving for Mumbai to assess the situation.Because the submarine was docked, a unit of navy watchmen was on board when the blasts occurred and not the normal crew, Joshi said.At least some weaponry exploded in the near-simultaneous blasts, Joshi added.Local TV news station Headlines Today showed a video of the explosion on the diesel-powered submarine, apparently filmed by a bystander. An enormous ball of red and yellow fire rose hundreds of feet into the air.About a dozen fire engines rushed to the dockyard and extinguished the fire in about two hours, officials said.Navy spokesman Narendra Vispute said the cause of the explosion was being investigated.The 16-year-old Russian-made submarine, INS Sindhurakshak, also suffered an explosion in 2010 that killed one sailor and injured two others. The navy said that accident was caused by a faulty battery valve that leaked hydrogen, causing an explosion in the vessel's battery compartment.The sub recently returned from Russia after a 2 1/2 year refit, overhaul and upgrade, said Rahul Bedi, an analyst for the independent Jane's Information Group. Joshi, the navy official, said it returned to India in April, and had been certified for use by the Indian navy.Russian ship repair company Zvyozdochka said the blasts were unrelated to its repair work.“According to the members of our warrantee group, the vessel was functioning properly and had no technical faults at the time of the incident,” the Interfax news agency quoted an unidentified company representative as saying.Zvyozdochka said the submarine had been “in active use” and had logged 24,000 kilometres on three missions.Wednesday's accident came at a time when India is facing a shortage of submarines because of obsolescence, Bedi said.The government has authorized the navy to have up to 24 conventional submarines, but it has just 14, including eight Russian Kilo-class and four German Type HDW209 boats. Bedi said five of those will be retired by 2014-15.Last year, India acquired a Russian Nerpa nuclear submarine on a 10-year lease at a cost of nearly $1 billion. India also has designed and built its own nuclear submarine. The navy activated the atomic reactor on that vessel on Saturday and could deploy it in the next two years.India has steadily built up its naval capabilities in recent years, spurred by its rivalry with neighbouring China. But the country's military has encountered scandal as it attempts to bulk up.In February, India put on hold a $750 million deal to buy helicopters from Italian aerospace and defence giant Finmeccanica and its British subsidiary, AgustaWestland, following charges of kickbacks and bribes. Three of the 12 helicopters were delivered in December and the rest have been put on hold.Giuseppe Orsihe, the former head of Finmeccanica, is facing trial in Italy for his alleged role in the payment of bribes to secure the helicopter contract.
