The chairman of the House Transportation and Infrastructure Committee, which oversees the TSA, has asserted that the release of a classified report on TSA security failures will renew calls for the replacement of the agency with private airport security personnel.The failure rate (for body scanning equipment) is classified but it would absolutely knock your socks off, Florida Republican, Rep. John L. Mica told reporters during a briefing Monday.Mica also asserted that recorded instances of pat downs failing to detect contraband are off the charts. This information is also currently still classified, but is due to be released within weeks as part of an upcoming committee report on the TSA’s first decade.Mica suggested that the TSA’s performance report would read sort of like the record of the Marx Brothers.The TSA has withheld results of its official security tests, despite repeated requests to release the information under the Freedom of Information Act.The Department of Homeland Security has classified the results of the most recent random, covert red team tests, where undercover agents try to see what they can get past airport security. The reason they have done so, according to MIca, is because the results have been so shockingly and consistently bad for the past nine years.
Mica further slammed the TSA Monday, ripping into the agency’s latest experimental security chat down procedure.The chairman referred to the pilot program of behaviour detection being tested at Boston Logan airport as an idiotic mess.Describing the program as a poor man’s version of Israeli interrogation security techniques, Mica noted that that the pilot is merely an extension of an already existing program that the Government Accountability Office concluded had little scientific credibility and had cost a quarter billion in hiring additional TSA officers.This is no joke, Mica told reporters at the briefing, adding that he had personally visited Logan airport and witnessed first hand the failures of the program.I put my ear up and listened to some idiotic questions, Mica said of the chat down procedure, also noting that TSA officers expressed a lack of understanding of the program they had supposedly been trained to engage in.I talked to them about their training, which was minimal,Mica said, adding It’s almost idiotic… It’s still not a risk-based system. It’s not a thinking system.The program is set to be beta tested in Detroit next, before being rolled out nationwide.Mica repeatedly argued that the TSA’s role at airports could be undertaken in a more efficient and less costly manner by private companies, albeit ultimately still under the supervision of the federal government.Back in March, the Congressman charged that the TSA intentionally fixed data to ensure that federal workers were employed to screen airport passengers, rather than private contractors.TSA cooked the books to try to eliminate the federal-private screening program, said Mica at the time.The Congressman was referring to revelations from federal auditors that cost differentials between federal employees and private contractors were overstated by the TSA.Though the agency contends it was an error, The TSA made it appear that it was more cost effective for airports to use federal government workers for security by increasing the costs for private-contractor screeners relative to federal screeners, government auditors wrote.
The 2001 Aviation Transportation Security Act, which created the TSA, contained an option written in by Congress allowing airports to choose between using TSA workers and private screeners. It is known as the Security Partnership Program (SPP).
Currently, sixteen airports throughout the country use private contractors under the SPP, however, the TSA has since actively prevented other airports from joining the program, as more and more express an interest in dropping the federal workforce in wake of an epidemic of TSA scandals and failures.Mica, who helped create the TSA after 9/11, has repeatedly stated that he believes the agency is now completely out of control and believes it should be radically reformed.

Radio host Glenn Beck has spoken of his fear that the upcoming Emergency Alert System test being conducted by Homeland Security and FEMA on November 9 gives the government the pretext to seize control of communications in America, because for the first time broadcasters will have no choice on whether to partake.Beck explained that in every previous instance where the EAS system was tested, broadcasters were in control of whether or not to flip the switch, although they did face losing their broadcast license if they failed to partake. However, for the very first time, the federal government will have complete control over the broadcast frequency and will be able to override all radio and television stations.Next month’s test also marks the first time that the alert has been conducted nationwide.The nationwide test may last up to three and a half minutes. The public will hear a message indicating that This is a test. The audio message will be the same for radio, television and cable, states a FEMA press release.Beck warned that the first of its kind test gave the government the pretext to take over all civilian communication outlets under the guise of a national emergency.If the state wants to take control…they can just take it and there is nothing I can do about it, Beck stated, adding that the process seizes control of the broadcast frequency.
Beck questioned the timing of the test, asking why it was being conducted in the middle of a work day at 2pm and not at midnight on a Saturday.Why are we testing this thing at 2pm on a Wednesday when we don’t even know if this damn thing will work – who does that? asked Beck, drawing attention to the fact that FEMA has indicated it isn’t even sure whether television broadcasts will display a message or not during the test.Who takes the nation’s communications and shuts it down in the middle of a work day on a Wednesday when the whole world is in revolution? That doesn’t help calm things, Mr. President,said Beck.The fact that the government has also chosen a date which is the reverse of 9/11 (the 9th of November being 11/9), is also unlikely to reduce anxiety surrounding the test.

Their claims that they came to harvest olives are lies, they harvested from old and sick trees and barely had a single bucket of olives after three hours.

Brussels - The German parliament will on Wednesday (26 October) vote on the government's negotiating mandate for the eurozone bail-out fund, just hours before Chancellor Angela Merkel is to attend yet another EU crisis summit in the European capital.It is the first time the Bundestag will vote on the content of a euro-rescue package before the deal is actually sealed among EU leaders. The new powers follow a key ruling by the German constitutional court last month.The need for a negotiating mandate approved by the Bundestag was one of the reasons Merkel insisted for another first in EU history: a two-part summit on Sunday and Wednesday.Initially, the vote was supposed to be held just in the 41-member budget committee, but Merkel's own Christian Democrats in the House demanded a full debate and vote early Wednesday.

The reason for the request, according to Alon, was a concern that these soldiers may leak information regarding future evacuation of outpost communities.His comments and actions resulted in heavy condemnations by Yesha’s leaders and protests by residents outside his home. IDF Chief of Staff Benny Gantz condemned the attacks against Alon in an appearance at the Or Etzion yeshiva in July.During Tuesday’s ceremony, Maj.-Gen. Avi Mizrahi praised Alon, calling him a true commander and leader. French President Nicolas Sarkozy says that a Jewish state has no meaning because a state is neither Jewish nor Catholic.He made the same remark several times this week in interviews on two Jewish radio stations and with a French news agency following the release of kidnapped soldier Gilad Shalit, whose parents are French citizens.
Sarkozy earlier this month said on another occasion that Israel cannot be defined as Jewish no more than this table is Catholic. He was raised as a Roman Catholic but his grandfather was Jewish.His remarks reflect an international view that denies that the United Nations recognition of Israel as a country in 1947 actually is the re-establishment of the ancient state that existed for approximately 1,000 years from the time of King Saul until the fall of the Holy Temples.Asked about a Jewish state, Sarkozy replied, A Jewish state – I don’t know what that means. Speaking of a state of the Jewish people is already more interesting.A Jewish state has no meaning because a state is neither Jewish nor Catholic.Nevertheless, the French president favors a two-state solution in which Israel will be bordered by the Palestinian Authority, which PA Chairman Mahmoud Abbas has stated will be cleansed of Jews and thereby be a country only for Arab Muslims and a small and dwindling Christian population.
If there is a Palestinian state, it is likely that Palestinians will be mainly living there and if there is an Israeli state Jews around the world know that whatever happens they will have a homeland, according to Sarkozy’s line of thinking.
Two states for two peoples would mean that nobody is losing face. As far as I know there are millions of people who are not Jewish in Israel today,he added.Sarkozy also expressed views shared by many people who support Jews when they are down-trodden. The Obama administration reportedly wants Israel to implement a silent freeze of Jewish homebuilding in eastern Jerusalem and the mountains of Samaria and Judea to coax the Palestinian Authority (PA) into agreeing to negotiate with Israel.According to Israeli daily Maariv, the United States wants the freeze to be undeclared and partial. The idea is that Israel will not build new neighborhoods but will be allowed to build within existing ones. Any transgression of these terms will result in harsh steps against Israel by the U.S.MK Tzipi Hotovely (Likud) was quick to chop down the idea. After ten months of a loud and unprecedented freeze, it is outrageous to see that the Obama administration still believes that construction in the settlements is indeed an obstacle on the road to negotiations, she said.There is no difference between a silent and loud freeze, she added.The public's clear choice of the right wing will not allow a second freeze of construction in Judea and Samaria, no matter what statement comes out of the Prime Minister's office.The PA has insisted that Israel freeze all construction in Judea and Samaria as a precondition for negotiations. However, when Israel did freeze construction for 10 months, he did not sit down at the negotiating table, yet demanded that the freeze be extended.

He was wounded in a Predator drone attack and subsequently killed by crossfire, either from the rebels or Gaddafi supporters. Video footage released hours after the attack, however, clearly reveals a seriously wounded Gaddafi abused by a crowd of rebels. A choppy cell phone video then shows the body of the deposed leader.A NATO rebel fighter later bragged that he had killed Gaddafi.Both Madsen and Jones said the official cover story does not make sense. If Gaddafi wanted to escape Sirte, why didn’t he do it under the over of darkness? It makes little sense to attempt an escape convoy in broad daylight in rebel territory with U.S. predator drones likely on constant patrol.Madsen’s information reveals that Gaddafi was set-up for a double-cross and execution. Turkey fears volcano eruption

TURKISH seismologists fear that the earthquakes that hit the province of Van on Sunday can cause eruption of Nemrut volcano located northwards of Lake Van, PanArmenian reported.Mt Nemrut is near Tatvan, a small town in the eastern Anatolian province of Bitlis. The mountain rises from the southwestern shore of Lake Van, and enters the district of Ahlat to the north.At least 217 were killed and more than 1,000 people injured when a powerful earthquake struck Turkey, collapsing dozens of buildings and pulling down phone and power lines in the southeast of the country, officials and witnesses said. With large parts of their banking sector in French, Austrian or Greek hands, eastern European countries are wary that upcoming rules on bank recapitalisation will allow regional subsidiaries to be drained of money, putting their economies at risk.We cannot accept a recapitalisation through money withdrawal, for instance from the Romanian market, in order to withstand the crises within the eurozone, Romanian President Traian Basescu said on Sunday (23 October) after the first part of an EU summit which will continue on Wednesday to set out conditions for a €100 billion cash injection into Europe's most troubled lenders.He also blamed his fellow colleagues' indecision for driving up borrowing costs in eastern Europe due to the worsening situation in Greece.Half of Romania's banking sector is owned by cash-strapped Austrian and Greek banks, such as Erste, Raiffeisen, Alpha Bank and Eurocredit. The country's national bank has called on foreign subsidiaries to raise their capital in Romania if their parent banks face troubles back home due to Greek exposure.On Monday, Austria's Erste - the biggest bank in Romania - said it is set to report a net loss of almost €1 billion this year due to write-downs and charges on its units in Hungary and Romania and the European sovereign debt crisis.
Hungary will now seek to expand regulation of its bank sector, particularly links between investment and retail banking operations, so as to avoid the state having to bail out troubled financial institutions, Prime Minister Viktor Orban said Monday. EU countries have in a formal statement given full credence to US claims that Iran plotted to murder a senior Saudi diplomat in Washington.The 27 leaders in a communique published at a summit in Brussels on Sunday (23 October) said the plot was real and strongly implied the Iranian authorities were behind it.The European Council welcomes the reinforcement of EU restrictive measures against Iran due to unacceptable human rights violations and the adoption of restrictive measures against five individuals following the foiled plot to assassinate the ambassador of the Kingdom of Saudi Arabia to the United States, the statement said.EU countries one day earlier also put the five suspects on their terrorist register. The bloc's Official Journal said they have been involved in terrorist acts.The weekend's language abandoned the kind of caveats used by EU foreign relations chief Catherine Ashton mid-week. Ashton had spoken of allegations and precautionary measures.Her spokeswoman, Maja Kocjancic, told EUobserver the EU took the US line on good faith: Member states were briefed by the US authorities using different channels, including in their embassies in Washington ... I am not going to interpret the statement by the 27 EU leaders. But there clearly is enough belief to make that statement.For its part, Iran firmly denies involvement.

Yemeni President Abdullah Ali Saleh thumbed his nose at the United Nations Security Council on Monday and refused to step down.The 15-member Security Council on Friday unanimously called for Saleh to implement a transfer of power agreement brokered by the six-member Gulf Cooperation Council (GCC) immediately.The agreement, which Saleh has backed out of several times before, calls for him to step down within 30 days. Saleh, however, has proven nonplussed by the world body or its demands and kept up the crackdown that began even before he returned from Saudi Arabia weeks ago.Before Saleh's return from the kingdom, where he was recovering after a June assassination attempt, it was believed Saleh could be induced not to return. But Saleh has proven a crafty and determined political survivor who has shown no intention of ending his 33-year reign.Clashes in the capital of Sanaa between government troops and armed followers of tribal leader Sadeq Al Ahmar broke out in the capital, hours after the UN Security Council called for Saleh's self-ouster on Friday.AFP reported at least 10 people were killed in clashes Saturday. Witnesses said deafening explosions rocked the Al Hasba district, where the houses of Al Ahmar and his brother are located. On Sunday, at least 13 were killed as clashes continued unabated. A rock was hurled on Monday evening at an Egged bus that was traveling in the Binyamin region.The bus was making its way from Jerusalem to Beit El, when the rock was thrown at it near the community of Migron. No one was injured, but an Arutz Sheva reporter who was on the bus said that the rock hit the window near the driver, who escaped injury simply because the bus was heavily protected.Rock attacks on Israeli vehicles have become a common phenomenon in recent weeks. Two weeks ago, rocks were thrown at the Jerusalem Light Rail as it was passing near the Shuafat neighborhood. No one was hurt but the train sustained broken glass.That same evening, rocks were thrown at a bus near the Yafo Gate in the city. As a result, the driver lost control and hit a wall. The driver was lightly wounded but the passengers were unhurt.On Yom Kippur, a woman in labor and her husband were attacked as they rushed to the hospital. Deputy U.S. Attorney General James Cole confirmed on Wednesday the Obama administration was recalling all training materials used by the law enforcement and national security communities, in order to eliminate all references to Islam.I recently directed all components of the Department of Justice to re-evaluate their training efforts in a range of areas, from community outreach to national security, Cole told a panel at the George Washington University law school.The move comes after complaints from Muslim advocacy organizations, including the Council on American Islamic Relations (CAIR), which was identified as a Muslim Brotherhood and Hamas front group in the 2004 Holy Land Foundation terror fundraising trial.CAIR founders Omar Ahmad and Nihad Awad were originally officers of the Islamic Association of Palestine (IAP), described by former FBI analyst and US Treasury Department intelligence official Mathew Lewitt as, intimately tied to the most senior Hamas leadership.
Both Ahmad and Awad participated in a meeting held in Philadelphia on October 3, 1993, that involved senior leaders of Hamas, the Holy Land Foundation (which was designated in 1995 by Executive Order, and later convicted in court, as an organization that had raised millions of dollars for Hamas) , and the IAP.According to electronic surveillance of the meeting subitted as evidence in the Holy Land trial by the FBI, the participants went to great length and spent much effort hiding their association with the Islamic Resistance Movement [Hamas].... Participants at the meeting discussed forming a political organization and public relations body, whose Islamic hue is not very conspicuous.In a Wednesday Los Angeles Times op-ed, Muslim Public Affairs Council (MPAC) president Salam al-Marayati threatened the FBI with a total cutoff of cooperation between American Muslims and law enforcement if the agency failed to revise its law enforcement training material.Maintaining the training materials in their current state will undermine the relationship between law enforcement and the Muslim American community, al-Marayati wrote.Ties between CAIR and MPAC, both of whom have been guests of honor at numerous Federal events and symposiums, and Obama administration dinners, are well documented. Both organizations are members of the American Muslim Political Coordination Council, which seek to coordinate political advocacy efforts.

Even now, he is confined in Benghazi by the three strongmen, who control most parts of the capital, and have not given him permission to move the seat of the interim government to Tripoli.Abdul-Jalil is only allowed to pop over to receiving visiting foreign dignitaries.The notion that Belhaj and his terrorist fighters are the real source of power in Libya tallies with previous reports that Belhaj dismissed suggestions he hand over power to the NTC, having declared himself Commander of the Tripoli Military Council.As we previously documented, Belhadj is the front man for the Libyan Islamic Fighting Group (LIFG), designated as a terrorist organization by the US State Department. Belhadj was captured by the CIA in Malaysia in 2003 and extradited to Libya where Colonel Gaddafi had him imprisoned. Belhadj is a committed jihadist who fought with the Taliban against U.S. troops in Afghanistan. Libyan rebel leader Abdel-Hakim al-Hasidi also admitted that Belhadj’s LIFG fighters were the second-largest cohort of foreign fighters in Iraq.A 2007 West Point report indicated that the Benghazi-Darnah-Tobruk area of Libya is a world capital for Al-Qaeda or mujahideen suicide bomber recruitment. Author Webster Tarpley details this intelligence in his excellent analysis piece, The CIA’s Libya Rebels: The Same Terrorists who Killed US, NATO Troops in Iraq. The West Point report detailed how the LIFG and Al-Qaeda had formed an increasingly co-operative relationship.Since the LIFG seized key areas of the country, black Libyans have been subjected to torture, imprisonment and execution at the hands of Belhadj’s fighters and other Libyan rebel groups.
The Debka report concludes that, A primary objective of the Arab Spring as promoted by the United States and the Western Alliance is the substitution of those dictatorships by fundamental Muslim regimes whose leaders quite frankly usher Sharia law in to the liberated countries.While the establishment media grandstands about freedom and democracy being brought to Libya and other Middle Eastern countries as a result of the Arab Spring, and NATO-backed regime change, in reality the west has deliberately installed radical regimes who if anything will become more brutal than the tyrants they have replaced. Flags were reported at multiple locations in the town, leaving some to believe the rebels were surrendering,The use of white flags to signal surrender is an ancient tradition going back to the Eastern Han dynasty in China and the Roman Empire. Violating the widely accept convention is considered an act of extreme treachery.Under both the Geneva and Hague protocols of international humanitarian law, it is forbidden to kill or injure persons hors de combat (outside of combat) and doing so constitutes a major war crime.Madsen’s sources said Gaddafi was told to surrender to the al-Qaeda rebels besieging Sirte before morning prayers at 5 am, but that it was decided to surrender after the sun was well up in the sky so the white flags would be clearly visible.It also appears likely the arrival of Secretary of State Clinton in Libya may have played into the plot and convinced Gaddafi to surrender.According to official accounts, however, Gaddafi was attempting to flee Sirte and avoid surrender.
He was wounded in a Predator drone attack and subsequently killed by crossfire, either from the rebels or Gaddafi supporters. Video footage released hours after the attack, however, clearly reveals a seriously wounded Gaddafi abused by a crowd of rebels. A choppy cell phone video then shows the body of the deposed leader.A NATO rebel fighter later bragged that he had killed Gaddafi.Both Madsen and Jones said the official cover story does not make sense. If Gaddafi wanted to escape Sirte, why didn’t he do it under the over of darkness? It makes little sense to attempt an escape convoy in broad daylight in rebel territory with U.S. predator drones likely on constant patrol.Madsen’s information reveals that Gaddafi was set-up for a double-cross and execution. Dead men, as they say, tell no tales. Turkey fears volcano eruption

TURKISH seismologists fear that the earthquakes that hit the province of Van on Sunday can cause eruption of Nemrut volcano located northwards of Lake Van, PanArmenian reported.Mt Nemrut is near Tatvan, a small town in the eastern Anatolian province of Bitlis. The mountain rises from the southwestern shore of Lake Van, and enters the district of Ahlat to the north.At least 217 were killed and more than 1,000 people injured when a powerful earthquake struck Turkey, collapsing dozens of buildings and pulling down phone and power lines in the southeast of the country, officials and witnesses said. With large parts of their banking sector in French, Austrian or Greek hands, eastern European countries are wary that upcoming rules on bank recapitalisation will allow regional subsidiaries to be drained of money, putting their economies at risk.We cannot accept a recapitalisation through money withdrawal, for instance from the Romanian market, in order to withstand the crises within the eurozone, Romanian President Traian Basescu said on Sunday (23 October) after the first part of an EU summit which will continue on Wednesday to set out conditions for a €100 billion cash injection into Europe's most troubled lenders.He also blamed his fellow colleagues' indecision for driving up borrowing costs in eastern Europe due to the worsening situation in Greece.Half of Romania's banking sector is owned by cash-strapped Austrian and Greek banks, such as Erste, Raiffeisen, Alpha Bank and Eurocredit. The country's national bank has called on foreign subsidiaries to raise their capital in Romania if their parent banks face troubles back home due to Greek exposure.On Monday, Austria's Erste - the biggest bank in Romania - said it is set to report a net loss of almost €1 billion this year due to write-downs and charges on its units in Hungary and Romania and the European sovereign debt crisis.
Hungary will now seek to expand regulation of its bank sector, particularly links between investment and retail banking operations, so as to avoid the state having to bail out troubled financial institutions, Prime Minister Viktor Orban said Monday. EU countries have in a formal statement given full credence to US claims that Iran plotted to murder a senior Saudi diplomat in Washington.The 27 leaders in a communique published at a summit in Brussels on Sunday (23 October) said the plot was real and strongly implied the Iranian authorities were behind it.The European Council welcomes the reinforcement of EU restrictive measures against Iran due to unacceptable human rights violations and the adoption of restrictive measures against five individuals following the foiled plot to assassinate the ambassador of the Kingdom of Saudi Arabia to the United States, the statement said.EU countries one day earlier also put the five suspects on their terrorist register. The bloc's Official Journal said they have been involved in terrorist acts.The weekend's language abandoned the kind of caveats used by EU foreign relations chief Catherine Ashton mid-week. Ashton had spoken of allegations and precautionary measures.Her spokeswoman, Maja Kocjancic, told EUobserver the EU took the US line on good faith: Member states were briefed by the US authorities using different channels, including in their embassies in Washington ... I am not going to interpret the statement by the 27 EU leaders. But there clearly is enough belief to make that statement.For its part, Iran firmly denies involvement.

Yemeni President Abdullah Ali Saleh thumbed his nose at the United Nations Security Council on Monday and refused to step down.The 15-member Security Council on Friday unanimously called for Saleh to implement a transfer of power agreement brokered by the six-member Gulf Cooperation Council (GCC) immediately.The agreement, which Saleh has backed out of several times before, calls for him to step down within 30 days. Saleh, however, has proven nonplussed by the world body or its demands and kept up the crackdown that began even before he returned from Saudi Arabia weeks ago.Before Saleh's return from the kingdom, where he was recovering after a June assassination attempt, it was believed Saleh could be induced not to return. But Saleh has proven a crafty and determined political survivor who has shown no intention of ending his 33-year reign.Clashes in the capital of Sanaa between government troops and armed followers of tribal leader Sadeq Al Ahmar broke out in the capital, hours after the UN Security Council called for Saleh's self-ouster on Friday.AFP reported at least 10 people were killed in clashes Saturday. Witnesses said deafening explosions rocked the Al Hasba district, where the houses of Al Ahmar and his brother are located. On Sunday, at least 13 were killed as clashes continued unabated. At least two were teenage boys killed when a grenade was thrown into a market stall.Also on Sunday, fierce clashes erupted between Saleh loyalists troops and soldiers loyal to dissident General Ali Mohsen Al Ahmar in the Change Square area of the capital, where thousands of protesters have encamped to demand Saleh's departure. Neither side would comment on their causalities.
Sadeq Al Ahmar, who heads the most powerful tribe in Yemen, Hashed, was formerly a close ally of Saleh. Sadeq and Ali Mohsen switched sides and joined with student-led protesters in publicly demanding Saleh go.Clashes between these powerful factions have left hundreds of Yemenis dead and threatened to drag the impoverished country into full-blown civil war.Saleh and those who would see him depart shared one point of commonality in that neither side was moved by the United Nations resolution.We were not waiting for any UN resolution. The resolution sided with the interests of the members of the council, not with the aspirations of the Yemeni people, Waled Al Amrai, an anti-regime activist, told Reuters.Saleh did not respect the resolution and his forces immediately [after the resolution] fired on the people, Al Amrai added. We see this as the UN granting Saleh 30 days to crush the revolution militarily.

A rock was hurled on Monday evening at an Egged bus that was traveling in the Binyamin region.The bus was making its way from Jerusalem to Beit El, when the rock was thrown at it near the community of Migron. No one was injured, but an Arutz Sheva reporter who was on the bus said that the rock hit the window near the driver, who escaped injury simply because the bus was heavily protected.Rock attacks on Israeli vehicles have become a common phenomenon in recent weeks. Two weeks ago, rocks were thrown at the Jerusalem Light Rail as it was passing near the Shuafat neighborhood. No one was hurt but the train sustained broken glass.That same evening, rocks were thrown at a bus near the Yafo Gate in the city. As a result, the driver lost control and hit a wall. The driver was lightly wounded but the passengers were unhurt.On Yom Kippur, a woman in labor and her husband were attacked as they rushed to the hospital. Terrorists hurled rocks at their car as they drove near the Har Homa neighborhood on their way to Hadassah Ein Karem hospital in Jerusalem.A rock attack also claimed the lives of Asher Palmer and his infant son Yonatan in September.So far, the rock attack phenomenon has been prevalent in Judea, southern Hevron and Gush Etzion. Monday evening's attack was the first in this latest wave of rock attacks that took place in the Binyamin area.

Deputy U.S. Attorney General James Cole confirmed on Wednesday the Obama administration was recalling all training materials used by the law enforcement and national security communities, in order to eliminate all references to Islam.I recently directed all components of the Department of Justice to re-evaluate their training efforts in a range of areas, from community outreach to national security, Cole told a panel at the George Washington University law school.The move comes after complaints from Muslim advocacy organizations, including the Council on American Islamic Relations (CAIR), which was identified as a Muslim Brotherhood and Hamas front group in the 2004 Holy Land Foundation terror fundraising trial.CAIR founders Omar Ahmad and Nihad Awad were originally officers of the Islamic Association of Palestine (IAP), described by former FBI analyst and US Treasury Department intelligence official Mathew Lewitt as, intimately tied to the most senior Hamas leadership.
Both Ahmad and Awad participated in a meeting held in Philadelphia on October 3, 1993, that involved senior leaders of Hamas, the Holy Land Foundation (which was designated in 1995 by Executive Order, and later convicted in court, as an organization that had raised millions of dollars for Hamas) , and the IAP.According to electronic surveillance of the meeting subitted as evidence in the Holy Land trial by the FBI, the participants went to great length and spent much effort hiding their association with the Islamic Resistance Movement [Hamas].... Participants at the meeting discussed forming a political organization and public relations body, whose Islamic hue is not very conspicuous.In a Wednesday Los Angeles Times op-ed, Muslim Public Affairs Council (MPAC) president Salam al-Marayati threatened the FBI with a total cutoff of cooperation between American Muslims and law enforcement if the agency failed to revise its law enforcement training material.Maintaining the training materials in their current state will undermine the relationship between law enforcement and the Muslim American community, al-Marayati wrote.Ties between CAIR and MPAC, both of whom have been guests of honor at numerous Federal events and symposiums, and Obama administration dinners, are well documented. Both organizations are members of the American Muslim Political Coordination Council, which seek to coordinate political advocacy efforts.

National Transitional Council leader Mustafa Abdul-Jalil’s announcement that Libya would follow Sharia law was mandated by Abdel Hakim Belhaj, the former Al-Qaeda commander whose LIFG terrorist organization killed U.S. troops in Iraq and Afghanistan.Jalil promised to revoke Gaddafi’s ban on polygamy and return Libya to Islamic banking laws during a triumphant speech on Saturday, declaring, Libyan laws in future would have Sharia, the Islamic code, as its basic source.Sharia law is viewed by many as an arcane and inherently brutal system of justice, with harsh punishments for those deemed to have broken its moral code, including torture and execution for sins such as adultery, homosexuality and robbery. The law also stifles free speech as it criminalizes criticism of Islam, the Quran, and the prophet Muhammad.Even as Jalil made the announcement of a return to Sharia, the decree that bodies should be buried immediately under Islamic law was flouted as people lined up to see the dead corpses of Gaddafi and his son Mutassim lying in a meat freezer.
However, the move to implement Sharia law was not a decision made by the NTC, reports Israeli intelligence source DebkaFile, it was ordered by Abdel Hakim Belhaj, the former Al-Qaeda commander whose Libyan Islamic Fighting Group, with the aid of NATO’s bombing campaign, now controls strategic areas of the country.It was generally believed in Tripoli that the strongmen ruling the capital, Abdel Hakim Belhaj, ex-al Qaeda, and Ismail and Ali al-Sallabi, heads of the Libyan Muslim Brotherhood, only granted Abdul-Jalil’s wish for a big liberation rally in Benghazi after he agreed to declare the new Libya a Sharia state.But after the grand celebration is over, DEBKAfile’s sources report, the transitional leader will be little more than a figurehead. Even now, he is confined in Benghazi by the three strongmen, who control most parts of the capital, and have not given him permission to move the seat of the interim government to Tripoli.Abdul-Jalil is only allowed to pop over to receiving visiting foreign dignitaries.The notion that Belhaj and his terrorist fighters are the real source of power in Libya tallies with previous reports that Belhaj dismissed suggestions he hand over power to the NTC, having declared himself Commander of the Tripoli Military Council.As we previously documented, Belhadj is the front man for the Libyan Islamic Fighting Group (LIFG), designated as a terrorist organization by the US State Department. Belhadj was captured by the CIA in Malaysia in 2003 and extradited to Libya where Colonel Gaddafi had him imprisoned. Belhadj is a committed jihadist who fought with the Taliban against U.S. troops in Afghanistan. Libyan rebel leader Abdel-Hakim al-Hasidi also admitted that Belhadj’s LIFG fighters were the second-largest cohort of foreign fighters in Iraq.A 2007 West Point report indicated that the Benghazi-Darnah-Tobruk area of Libya is a world capital for Al-Qaeda or mujahideen suicide bomber recruitment. Author Webster Tarpley details this intelligence in his excellent analysis piece, The CIA’s Libya Rebels: The Same Terrorists who Killed US, NATO Troops in Iraq. The West Point report detailed how the LIFG and Al-Qaeda had formed an increasingly co-operative relationship.Since the LIFG seized key areas of the country, black Libyans have been subjected to torture, imprisonment and execution at the hands of Belhadj’s fighters and other Libyan rebel groups.
The Debka report concludes that, A primary objective of the Arab Spring as promoted by the United States and the Western Alliance is the substitution of those dictatorships by fundamental Muslim regimes whose leaders quite frankly usher Sharia law in to the liberated countries.While the establishment media grandstands about freedom and democracy being brought to Libya and other Middle Eastern countries as a result of the Arab Spring, and NATO-backed regime change, in reality the west has deliberately installed radical regimes who if anything will become more brutal than the tyrants they have replaced. This in turn builds tension throughout the region and lays the pretext for additional US and Israeli intervention further down the line.

The Vatican has called for a global public authority and a world central bank to rule over financial affairs in the wake of the engineered economic collapse.A document released by the Vatican’s Justice and Peace department should be music to the ears of the Occupy Wall Street demonstrators and similar movements around the world who have protested against the economic downturn, according to CNBC.Condemning the “idolatry of the market, the document states that the economic and financial crisis which the world is going through calls everyone, individuals and peoples, to examine in depth the principles and the cultural and moral values at the basis of social coexistence.The planned implosion of the global economy has revealed behaviors like selfishness, collective greed and hoarding of goods on a great scale.
The 18-page document, entitled Towards Reforming the International Financial and Monetary Systems in the Context of a Global Public Authority, declares global economics needs an ethic of solidarity among rich and poor nations.If no solutions are found to the various forms of injustice, the negative effects that will follow on the social, political and economic level will be destined to create a climate of growing hostility and even violence, and ultimately undermine the very foundations of democratic institutions, even the ones considered most solid,it said.In response, the Vatican is calling for a supranational authority with worldwide scope and universal jurisdiction to guide economic policies and decisions. The authority will be run by the United Nations, according to the document.It will take time to replace economic policies and in the process destroy national sovereignty, according to the Vatican.Of course, this transformation will be made at the cost of a gradual, balanced transfer of a part of each nation’s powers to a world authority and to regional authorities, but this is necessary at a time when the dynamism of human society and the economy and the progress of technology are transcending borders, which are in fact already very eroded in a globalized world.

The proposal, put forward by Herman Van Rompuy, the European Council president, would be the clearest sign yet of a new United States of Europe — with Britain left on the sidelines.The plan comes as European governments desperately trying to save the euro from collapse last night faced a new bombshell, with sources at the International Monetary Fund saying it would not pay for a second Greek bail-out.It was also disclosed last night that British businesses are turning their back on Brussels regulations to give temporary workers full employment rights, with supermarket chain Tesco leading the charge.Meanwhile, David Cameron is attempting to face down a rebellion tomorrow by Tory MPs in a vote over staging a referendum on Britain’s membership of the EU.Ministers expect 60 or 70 MPs to defy the party’s high command and back the call for a referendum, while some rebels claim the final toll could be up to 100 — about a third of the parliamentary party.
Downing Street has upped the stakes dramatically. Last night, No 10 sources insisted they would impose a three-line whip — effectively ordering all Tory MPs to fall in line.Mr Cameron, who yesterday took personal charge of the effort to persuade MPs to back the Government, has come under intense pressure from Cabinet colleagues to try to defuse the revolt by offering concessions or a way out to rebels. As Mr Cameron led the drive this weekend to neuter the Tory rebellion, Nigel Farage, the leader of Ukip, indicated his party might not field candidates at the next election against MPs who vote for a referendum.However, there is no danger of Mr Cameron losing the non-binding vote. Leaders of the EU's 27 member states met on Sunday (23 October) with little fresh to show in the face of the biggest crisis in the bloc's history, but did back a limited change to the EU treaty to deliver stronger economic convergence amongst eurozone countries.At the crisis meeting in the EU capital, the bloc's premiers and presidents agreed to speed up already-agreed-to austerity and structural adjustment measures and to seek new growth-enhancing measures, such as unifying the bloc's still-fragmented market in digital products and services and cutting regulations on small businesses.But on the core issues of what leaders have described as a comprehensive package aiming to draw a line under the eurozone debt crisis - including how to leverage the bloc's rescue fund to a size that can protect Italy and Spain from contagion, and the scale of the write-down to be imposed on holders of Greek bonds - there was no agreement.The president of the EU Council, Herman Van Rompuy, told reporters in a pause between the closing of a meeting of the full EU 27 chiefs and a smaller meeting of the eurozone's 17 leaders, that good progress was made, with the bulk of the discussion so far focussed on the issue of a recapitalisation of Europe’s banks.It is understood that leaders have converged on a sum of €107 or €108 billion in a scheme for a second round of bank bail-outs. Under the plans, troubled financial institutions must first attempt to raise fresh cash from markets. If unable to do so, national governments will then have to provide back-stops. Only if governments are too weak to be able to perform this task will the eurozone's rescue fund, the European Financial Stability Facility (EFSF), step into the breach.However, no final agreement has been reached on bank recapitalisation, and details will only be released after a meeting of European finance ministers and a second pair of EU and eurozone summits - all of which will take place on Wednesday.
The leaders did back a limited treaty change that will involve tightening fiscal discipline and deepening economic union.Limited means not a general overhaul of the architecture found in the Lisbon Treaty,said Van Rompuy.What is most important is not to change the treaty but to strengthen economic convergence,he said, adding however that such a change is not a taboo.The leaders said in a joint communique that any treaty change must be decided by the 27 member states and not just the 17 in the eurozone. The leaders will take a decision on treaty change in December based on recommendations from President Van Rompuy and the chair of the eurogroup of states, Luxembourgish Prime Minister Jean-Claude Juncker.A new fiscal discipline super-commissioner in the euro area is also to be created. The leaders welcomed the idea of strengthening the powers of a commissioner with added competence of closer monitoring and additional enforcement.This chimes with a proposal from the Netherlands in September that a commission could upon the support of a majority of eurozone countries make a heavily indebted state a ward of the EU executive, whereby all economic decisions would be taken out of the hands of the country concerned and vested instead in the super-commissioner. Finland, Germany and the commission have backed versions of the plan.A completely new post is also to be created, that of president of the Euro summit, which will be elected by euro-area premiers and president at the same time that the president of the European Council is appointed. The next such appointment is to take place mid-2012. Until then, the current president, Herman Van Rompuy, will play this role.The summit chiefs are also exploring the possibility of a massive new fund alongside the zone's existing rescue mechanism, hoping to tap trillions from sovereign wealth funds owned by the likes of Norway, Singapore and China that could be used to purchase government debt from in troubled states.The existing rescue outfit, the EFSF, would offer insurance up to around 20 percent against losses government bonds purchased by the new fund, or Special Purpose Vehicle, extending the firepower of the EFSF to as much as €1 trillion.Such a plan, involving investment via the International Monetary Fund with Brics involvement - referring to the emerging powers of Brazil, Russia, India, China and South Africa - is on the table, an EU official told this website.
Pressure piled on Italy
Immediately after the meeting of all 27 member states, the 17 countries in the euro area met to continue discussions.Following the eurozone meeting at a late night press conference, no fresh breakthroughs were announced. The two EU presidents told reporters simply that talks were advancing.Work is in progress and progressing well, said Barroso.However, while Italy was not mentioned by name, in a pointed reference to the country, Van Rompuy said: All member states need to give clear signals of their commitment regarding public finances by Wednesday, and this is understood by everybody.German Chancellor Angela Merkel and French President Nicolas Sarkozy held a brief but sharp private meeting with the Italian Prime Minister early on Sunday, demanding that he take tougher austerity measures than he so far has implemented.In return for Italy receiving assistance from the European Central Bank late in the summer via vast purchases of government debt in order to temper the country’s borrowing costs, Rome committed to a series of stringent austerity measures. Tensions between Paris and London flared up on Sunday (23 October) amid crisis talks on the eurozone, as President Nicolas Sarkozy of France hit out at British criticisms of the single currency.You have lost a good opportunity to shut up, the Guardian, a UK paper, reports the French leader as telling UK Prime Minister David Cameron.We are sick of you criticising us and telling us what to do. You say you hate the euro and now you want to interfere in our meetings.The row centred on concerns by the UK leader that decisions taken solely by the eurozone members would have impact on the single market shared by all 27 euro and non-euro using members of the European Union.The reported bust-up caused an hour-and-a-half delay to a joint press conference between Sarkozy and German Chancelllor Angela Merkel mid-afternoon.
In the end, the EU leaders reached a compromise that all 27 will first discuss the comprehensive eurozone crisis response package at a subsequent summit in Brussels on Wednesday, but that the eurozone chiefs themselves will have the last word on the matters at their own separate meeting immediately afterward.We must safeguard the interests of countries that want to stay outside the euro, particularly with respect to the integrity of the single market for all 27 countries of the EU, Cameron later told reporters in his own press briefing, explaining but downplaying the exchange.
This crisis means that greater fiscal and economic integration in the euro zone is inevitable, but this must not be at the expense of Britain's national interest.
Herman Van Rompuy, the EU Council President later obliquely referenced the row and echoing Cameron's words regarding a safeguarding of the interests of all 27 states.
The 27 are the basis of our prosperity. We must keep the two types of decision making as close as possible,he told reporters.

An MEP in Tunis: Women, Islamists do well in election

The first post-Arab Spring election has boosted the profile of women in Arab politics and is likely to yield an Islamist winner, according to an MEP who monitored the vote.Portuguese socialist deputy Ana Gomes told EUobserver from Tunisia on Monday (24 October) that based on information from her monitoring group, the US-based National Democratic Intsitute, out of the 110 parties which ran, about six will make it to parliament and the moderate Islamist Ennahda party will get the most seats.The official result is due late on Monday or on Tuesday.There will probably be few women MPs. But women played a prominent role in the vote - each party had to put up 50 percent female candidates and women made up the bulk of the 13,000 domestic election observers.Attendance was massive, massive ... between 80 percent and 85 percent. It was very orderly and peaceful. It's a great statement about the Tunisians. People are very proud, very conscious of the impact this will have beyond their country, to encourage all those who are fighting for democracy, Gomes said.She noted the democratic maturity of Tunisian society comes from its history of secularism, high levels of education and from its strong links with Europeans through the Tunisian diaspora and the tourism industry.She added that the strength of Islamist groups in the region, including in Libya and the Muslim Brotherhood in Egypt, is in part a reaction to the Western legacy in Iraq and its support for old Middle East dictators, as well as due to money from Saudi Arabia and Qatar.Gomes, the EU parliament's rapportuer on Libya and a former Portuguese abassador to Indonesia, said she was not happy to hear Libyan rebel leader Abdul Jalil this weekend call for sharia law in Libya.
She voiced confidence that Libyan elections, due in eight months' time, will be free and fair, however: Having seen how open the Libyans are to advice from abroad and from those who have gone through the same experience, including Tunisia, I am sure the process in Libya can go well.She noted the Tunisian example has already prompted Egypt to send out invitations for Western election monitors despite previous reluctance.But she was less confident that Egypt's vote, due in November, will go smoothly.Egypt will be a more difficult challenge ... In Tunisia, the faith that ordinary people had in the independent electoral committee was extremely important. In Egypt, I am sorry, but I am not so optimistic,she said.The difference is in the attitude [of openness to Western advisors and to the Tunisian model]. In Egypt I haven't seen much of this.

Libya's new rulers declare country liberated
Libya's transitional government has declared national liberation before a jubilant crowd in Benghazi, where the revolt against Muammar Gaddafi began.National Transitional Council (NTC) leader Mustafa Abdul Jalil urged Libyans to put civil conflict behind them for the sake of the country.Gaddafi's capture and death on Thursday came as Nato-backed NTC forces pursued loyalists in his stronghold, Sirte.The NTC has come under pressure to investigate how he died.A post-mortem carried out on the former leader's body on Sunday showed he had received a bullet wound to the head, medical sources said.The body itself, along with that of Gaddafi's son Mutassim, has been put on public display in a cold storage facility in Misrata.Thousands of people were killed or injured after the violent repression of protests against Gaddafi's rule in February developed into a full-scale civil war.His government was driven out of the capital, Tripoli, in August.However he refused to surrender or leave the country, urging his followers to resist the country's new leaders.

And some national reconciliation between former rebels and former supporters of the regime will be necessary. But Libya has oil money, as much foreign help as it needs and a sense that they own their revolution - even though they could not have done it without the help of Nato and Qatar.The biggest challenge - building a new system of government from the bottom up - could become their biggest advantage. Unlike Tunisian and Egyptian revolutionaries, they do not have to worry about the survival of parts of the old regime. Here in Libya, it has been smashed.He thanked all those who had taken part in the revolution - from rebel fighters to businessmen and journalists.

Israel's Jerusalem District Police commander announced the city had returned to normal security levels after being on high alert on Monday. The General Security Services, however, are continuing their to pursue intelligence related to the matter.
Earlier Monday, helicopters, ground forces and medics are on high alert after intelligence officials warned of an imminent terrorist attack in Jerusalem.A large number of police were deployed at entrances to the capital as helicopters over overhead. The warning focused on the neighborhood of Romema, located near the Central Bus Station at the western entrance to Jerusalem.Pictures of the suspected terrorist were distributed, and police searched areas of the Belz Yeshiva.Security forces and volunteers responded to the security alert of a terrorist attack on the heels of last week’s release of 477 terrorists and security prisoners in exchange for the return of kidnapped soldier Gilad Shalit.
Nearly 600 more prisoners and terrorists will be released in two months in the second stage of the arrangement.Since the release, terrorists have staged at least three stabbing attacks, one of them seriously wounding a teenage boy in the Jerusalem neighborhood of Ramot on the Sabbath.An Arab terrorist earlier this year killed one tourist and wounded approximately 20 others in a bomb attack at the Jerusalem Convention Center, located on a street parallel to the bus station.

He has the responsibility to look farther afield than popularity ratings, he has the duty to take the long view rather than using results of populistic polls to create policy, and he is not allowed to let emotions affect his rational thinking.I want to know why he did not tell the Shalits that he will not meet with them until they pack up their tent and stop raising Hamas’ price for him by using the media and a public relations firm to promote their son’s release.I want to know why he did not call - along with them – for endless protests in front of Amnesty International, Red Cross, UN offices and other agencies whose mandate it was to pressure for Shalit’s freedom. It is their failure. We are not the ones who should have been pressured.That is why I would like to know how he had the gall to decide that all the mothers I know can have sleepless nights about what might happen to their children now that there are hundreds of murderous and unrepentant terrorists on the loose, now that countless budding terrorists have received encouragement from the deal.And what about the frightened youngsters themselves? One is already in the hospital fighting for his life after being stabbed as he sat on a bench five minutes from my Jerusalem home.We all know that it is only a matter of time…after all, to paraphrase Santayana. we have not learned from the lessons of our own short history here when it comes to freeing terrorists, so we are doomed to repeat it.

But it also showed that it doesn’t value life at all by putting our children in tangible danger.And I wonder, after Israel thanked Egypt profusely for its help and even had good words for Erdogan, how much the crucial issue of timing – supposedly before the Muslim Brotherhood takes over Egypt – had to do with the deal, and how much US pressure at this time, aimed at showing the possibility of a continued relationship between Israel and those two countries at any price, had to do with it.
It’s a done deal. Now that Gilad is home, we are all happy. But we should not have had to juxtapose his life with 1027 terrorists’ opportunities for evil. Our Prime Minister should have been there for us.

The 18-page document, entitled Towards Reforming the International Financial and Monetary Systems in the Context of a Global Public Authority, declares global economics needs an ethic of solidarity among rich and poor nations.If no solutions are found to the various forms of injustice, the negative effects that will follow on the social, political and economic level will be destined to create a climate of growing hostility and even violence, and ultimately undermine the very foundations of democratic institutions, even the ones considered most solid,it said.In response, the Vatican is calling for a supranational authority with worldwide scope and universal jurisdiction to guide economic policies and decisions. The authority will be run by the United Nations, according to the document.It will take time to replace economic policies and in the process destroy national sovereignty, according to the Vatican.Of course, this transformation will be made at the cost of a gradual, balanced transfer of a part of each nation’s powers to a world authority and to regional authorities, but this is necessary at a time when the dynamism of human society and the economy and the progress of technology are transcending borders, which are in fact already very eroded in a globalized world.

Leaders of the EU's 27 member states met on Sunday (23 October) with little fresh to show in the face of the biggest crisis in the bloc's history, but did back a limited change to the EU treaty to deliver stronger economic convergence amongst eurozone countries.At the crisis meeting in the EU capital, the bloc's premiers and presidents agreed to speed up already-agreed-to austerity and structural adjustment measures and to seek new growth-enhancing measures, such as unifying the bloc's still-fragmented market in digital products and services and cutting regulations on small businesses.But on the core issues of what leaders have described as a comprehensive package aiming to draw a line under the eurozone debt crisis - including how to leverage the bloc's rescue fund to a size that can protect Italy and Spain from contagion, and the scale of the write-down to be imposed on holders of Greek bonds - there was no agreement.The president of the EU Council, Herman Van Rompuy, told reporters in a pause between the closing of a meeting of the full EU 27 chiefs and a smaller meeting of the eurozone's 17 leaders, that good progress was made, with the bulk of the discussion so far focussed on the issue of a recapitalisation of Europe’s banks.It is understood that leaders have converged on a sum of €107 or €108 billion in a scheme for a second round of bank bail-outs. Under the plans, troubled financial institutions must first attempt to raise fresh cash from markets. If unable to do so, national governments will then have to provide back-stops. Only if governments are too weak to be able to perform this task will the eurozone's rescue fund, the European Financial Stability Facility (EFSF), step into the breach.However, no final agreement has been reached on bank recapitalisation, and details will only be released after a meeting of European finance ministers and a second pair of EU and eurozone summits - all of which will take place on Wednesday.
The leaders did back a limited treaty change that will involve tightening fiscal discipline and deepening economic union.Limited means not a general overhaul of the architecture found in the Lisbon Treaty,said Van Rompuy.What is most important is not to change the treaty but to strengthen economic convergence,he said, adding however that such a change is not a taboo.The leaders said in a joint communique that any treaty change must be decided by the 27 member states and not just the 17 in the eurozone. The leaders will take a decision on treaty change in December based on recommendations from President Van Rompuy and the chair of the eurogroup of states, Luxembourgish Prime Minister Jean-Claude Juncker.A new fiscal discipline super-commissioner in the euro area is also to be created. The leaders welcomed the idea of strengthening the powers of a commissioner with added competence of closer monitoring and additional enforcement.This chimes with a proposal from the Netherlands in September that a commission could upon the support of a majority of eurozone countries make a heavily indebted state a ward of the EU executive, whereby all economic decisions would be taken out of the hands of the country concerned and vested instead in the super-commissioner. Finland, Germany and the commission have backed versions of the plan.A completely new post is also to be created, that of president of the Euro summit, which will be elected by euro-area premiers and president at the same time that the president of the European Council is appointed. The next such appointment is to take place mid-2012. Until then, the current president, Herman Van Rompuy, will play this role.The summit chiefs are also exploring the possibility of a massive new fund alongside the zone's existing rescue mechanism, hoping to tap trillions from sovereign wealth funds owned by the likes of Norway, Singapore and China that could be used to purchase government debt from in troubled states.The existing rescue outfit, the EFSF, would offer insurance up to around 20 percent against losses government bonds purchased by the new fund, or Special Purpose Vehicle, extending the firepower of the EFSF to as much as €1 trillion.Such a plan, involving investment via the International Monetary Fund with Brics involvement - referring to the emerging powers of Brazil, Russia, India, China and South Africa - is on the table, an EU official told this website.
Pressure piled on Italy
Immediately after the meeting of all 27 member states, the 17 countries in the euro area met to continue discussions.Following the eurozone meeting at a late night press conference, no fresh breakthroughs were announced. The two EU presidents told reporters simply that talks were advancing.Work is in progress and progressing well, said Barroso.However, while Italy was not mentioned by name, in a pointed reference to the country, Van Rompuy said: All member states need to give clear signals of their commitment regarding public finances by Wednesday, and this is understood by everybody.German Chancellor Angela Merkel and French President Nicolas Sarkozy held a brief but sharp private meeting with the Italian Prime Minister early on Sunday, demanding that he take tougher austerity measures than he so far has implemented.In return for Italy receiving assistance from the European Central Bank late in the summer via vast purchases of government debt in order to temper the country’s borrowing costs, Rome committed to a series of stringent austerity measures. But divisions in his government have slowed down the pace of their implementation.Last week, Berlusconi was forced to hold a vote of confidence to prove that he still commanded sufficient support in parliament to push through cuts and structural adjustment.

Amid general weariness about the thought of changing the EU treaty once more, European Parliament President Jerzy Buzek has suggested an open-and-shut scenario where any tweaking be kept to the area of economic governance.Speaking to reporters after addressing the summit of EU leaders, Buzek said telling citizens that treaty change will be limited may make the idea more palatable.We must be rather gentle about (this) and delicate but I think we should start to open the discussion in our constituencies and to say that we can imagine that the treaty changes are not too big, are limited to one area of economic government, which could help to create a more stabilised European economy.It should be explained to citizens that more economic union is needed because EU leaders forgot slightly about it when they created monetary union.Germany has been among those most loudly calling for a treaty change to enable the punishment of fiscally misbehaving states, including possibly having them brought before the European Court of Justice.The treaty idea, coming with memories of the torturous ratification of the current Lisbon Treaty still fresh, has received a lukewarm response in many quarters, particularly by those governments that will have to put any changes to a referendum.Ireland's Sunday Business Post reported last weekend that Dublin has already told its EU partners that it is just not realistic to think that Irish people - subject to harsh austerity measures in return for an EU/IMF loan - will pass a referendum.We could happily agree to a new treaty and a referendum but we could not pass it,the paper quotes a source as saying.
Ireland only passed both the Lisbon Treaty and the Nice Treaty on a second referendum.Meanwhile, talk of treaty change also comes amid a return of the EU to centre-stage discussion for the ruling British Conservatives.Tory politicians regularly hit out at what they see as EU over-regulation in the area of social affairs and employment.A draft new law in the UK suggests that any significant treaty changes of the future would have to be put to a referendum.Admitting that there is no positive atmosphere for any referendum in the member states today, Buzek pointed out that treaty change is definitely on the way in any case.
Sarkozy tells Cameron to shut up on eurozone

Tensions between Paris and London flared up on Sunday (23 October) amid crisis talks on the eurozone, as President Nicolas Sarkozy of France hit out at British criticisms of the single currency.You have lost a good opportunity to shut up, the Guardian, a UK paper, reports the French leader as telling UK Prime Minister David Cameron.We are sick of you criticising us and telling us what to do. You say you hate the euro and now you want to interfere in our meetings.The row centred on concerns by the UK leader that decisions taken solely by the eurozone members would have impact on the single market shared by all 27 euro and non-euro using members of the European Union.The reported bust-up caused an hour-and-a-half delay to a joint press conference between Sarkozy and German Chancelllor Angela Merkel mid-afternoon.
In the end, the EU leaders reached a compromise that all 27 will first discuss the comprehensive eurozone crisis response package at a subsequent summit in Brussels on Wednesday, but that the eurozone chiefs themselves will have the last word on the matters at their own separate meeting immediately afterward.We must safeguard the interests of countries that want to stay outside the euro, particularly with respect to the integrity of the single market for all 27 countries of the EU, Cameron later told reporters in his own press briefing, explaining but downplaying the exchange.
This crisis means that greater fiscal and economic integration in the euro zone is inevitable, but this must not be at the expense of Britain's national interest.
Herman Van Rompuy, the EU Council President later obliquely referenced the row and echoing Cameron's words regarding a safeguarding of the interests of all 27 states.
The 27 are the basis of our prosperity. We must keep the two types of decision making as close as possible,he told reporters.

An MEP in Tunis: Women, Islamists do well in election

The first post-Arab Spring election has boosted the profile of women in Arab politics and is likely to yield an Islamist winner, according to an MEP who monitored the vote.Portuguese socialist deputy Ana Gomes told EUobserver from Tunisia on Monday (24 October) that based on information from her monitoring group, the US-based National Democratic Intsitute, out of the 110 parties which ran, about six will make it to parliament and the moderate Islamist Ennahda party will get the most seats.The official result is due late on Monday or on Tuesday.There will probably be few women MPs. But women played a prominent role in the vote - each party had to put up 50 percent female candidates and women made up the bulk of the 13,000 domestic election observers.Attendance was massive, massive ... between 80 percent and 85 percent. It was very orderly and peaceful. It's a great statement about the Tunisians. People are very proud, very conscious of the impact this will have beyond their country, to encourage all those who are fighting for democracy, Gomes said.She noted the democratic maturity of Tunisian society comes from its history of secularism, high levels of education and from its strong links with Europeans through the Tunisian diaspora and the tourism industry.She added that the strength of Islamist groups in the region, including in Libya and the Muslim Brotherhood in Egypt, is in part a reaction to the Western legacy in Iraq and its support for old Middle East dictators, as well as due to money from Saudi Arabia and Qatar.Gomes, the EU parliament's rapportuer on Libya and a former Portuguese abassador to Indonesia, said she was not happy to hear Libyan rebel leader Abdul Jalil this weekend call for sharia law in Libya.
She voiced confidence that Libyan elections, due in eight months' time, will be free and fair, however: Having seen how open the Libyans are to advice from abroad and from those who have gone through the same experience, including Tunisia, I am sure the process in Libya can go well.She noted the Tunisian example has already prompted Egypt to send out invitations for Western election monitors despite previous reluctance.But she was less confident that Egypt's vote, due in November, will go smoothly.Egypt will be a more difficult challenge ... In Tunisia, the faith that ordinary people had in the independent electoral committee was extremely important. In Egypt, I am sorry, but I am not so optimistic,she said.The difference is in the attitude [of openness to Western advisors and to the Tunisian model]. In Egypt I haven't seen much of this.

Libya's new rulers declare country liberated
Libya's transitional government has declared national liberation before a jubilant crowd in Benghazi, where the revolt against Muammar Gaddafi began.National Transitional Council (NTC) leader Mustafa Abdul Jalil urged Libyans to put civil conflict behind them for the sake of the country.Gaddafi's capture and death on Thursday came as Nato-backed NTC forces pursued loyalists in his stronghold, Sirte.The NTC has come under pressure to investigate how he died.A post-mortem carried out on the former leader's body on Sunday showed he had received a bullet wound to the head, medical sources said.The body itself, along with that of Gaddafi's son Mutassim, has been put on public display in a cold storage facility in Misrata.Thousands of people were killed or injured after the violent repression of protests against Gaddafi's rule in February developed into a full-scale civil war.His government was driven out of the capital, Tripoli, in August.However he refused to surrender or leave the country, urging his followers to resist the country's new leaders.

And some national reconciliation between former rebels and former supporters of the regime will be necessary. But Libya has oil money, as much foreign help as it needs and a sense that they own their revolution - even though they could not have done it without the help of Nato and Qatar.The biggest challenge - building a new system of government from the bottom up - could become their biggest advantage. Unlike Tunisian and Egyptian revolutionaries, they do not have to worry about the survival of parts of the old regime. Here in Libya, it has been smashed.He thanked all those who had taken part in the revolution - from rebel fighters to businessmen and journalists.

Israel's Jerusalem District Police commander announced the city had returned to normal security levels after being on high alert on Monday. The General Security Services, however, are continuing their to pursue intelligence related to the matter.
Earlier Monday, helicopters, ground forces and medics are on high alert after intelligence officials warned of an imminent terrorist attack in Jerusalem.A large number of police were deployed at entrances to the capital as helicopters over overhead. The warning focused on the neighborhood of Romema, located near the Central Bus Station at the western entrance to Jerusalem.Pictures of the suspected terrorist were distributed, and police searched areas of the Belz Yeshiva.Security forces and volunteers responded to the security alert of a terrorist attack on the heels of last week’s release of 477 terrorists and security prisoners in exchange for the return of kidnapped soldier Gilad Shalit.
Nearly 600 more prisoners and terrorists will be released in two months in the second stage of the arrangement.Since the release, terrorists have staged at least three stabbing attacks, one of them seriously wounding a teenage boy in the Jerusalem neighborhood of Ramot on the Sabbath.An Arab terrorist earlier this year killed one tourist and wounded approximately 20 others in a bomb attack at the Jerusalem Convention Center, located on a street parallel to the bus station.

Hundreds of IDF officers have signed a petition protesting the use of petitions signed by officers like them for furthering political causes.The officers are angry at a recent document called the Officers' Letter that features demands by IDF officers that the government act to release IDF soldier Gilad Shalit.In a democracy, the anti-petition officers say – it is strictly forbidden to face off with the Prime Minister or Knesset in order to affect political matters, while using one's military identity. We, IDF officers in mandatory service, in the reserves and in retirement, from all parts of the political spectrum, right left and center, greatly oppose the phenomenon in which certain officers – be they few or many – unite under the heading the officers' letter and use this title to demand that the government and sovereign Knesset act in a political way that they support.The officers contend that their own letter is apolitical and is signed by people who care first and foremost about democracy.

I am really angry at Binyamin Netanyahu.I did not want to be Prime Minister of Israel. He did. I even worked hard to make that a reality.I don’t have to commiserate with the pressures he is under, I don’t want that thrust upon me as an explanation for what he did to us in paying for Gilad Shalit’s release with 1027 terrorists.He wanted those pressures. That is what he decided to take upon himself, I didn’t.Accordingly, I have expectations of him that I don’t have of myself. I cried to see Shalit’s father hugging him. I would also have cried had Noam Shalit said nobly that he doesn’t want the price for freeing his son to endanger other Israelis, but that only happens in stories of heroes like the 13th century Maharam of Rotenberg.I want to see my Prime Minister act like a statesman, a stalwart leader, standing up to media pressure, as he is capable of doing, as he did when the economy was the problem, for the longterm good of the country and its citizens.
He has the responsibility to look farther afield than popularity ratings, he has the duty to take the long view rather than using results of populistic polls to create policy, and he is not allowed to let emotions affect his rational thinking.I want to know why he did not tell the Shalits that he will not meet with them until they pack up their tent and stop raising Hamas’ price for him by using the media and a public relations firm to promote their son’s release.I want to know why he did not call - along with them – for endless protests in front of Amnesty International, Red Cross, UN offices and other agencies whose mandate it was to pressure for Shalit’s freedom. It is their failure. We are not the ones who should have been pressured.That is why I would like to know how he had the gall to decide that all the mothers I know can have sleepless nights about what might happen to their children now that there are hundreds of murderous and unrepentant terrorists on the loose, now that countless budding terrorists have received encouragement from the deal.And what about the frightened youngsters themselves? One is already in the hospital fighting for his life after being stabbed as he sat on a bench five minutes from my Jerusalem home.We all know that it is only a matter of time…after all, to paraphrase Santayana. we have not learned from the lessons of our own short history here when it comes to freeing terrorists, so we are doomed to repeat it.
Netanyahu’s decision tells us that freeing Gilad Shalit by freeing terrorists is worth the price of putting our children in tangible danger.His decision, more infuriatingly, says that cutting off electricity, gas and water to Gaza until we get Shalit back, and having to bear international and leftist condemnation, is worse than putting our children in tangible danger.It means that that our Intelligence Services, who should be capable of finding someone who is several kilometers away from Israel’s borders, can rely on public pressure to save them the trouble.It seems that rescuing Shalit, possibly endangering him and the IDF soldiers whose sacred task it is to protect our children, was not an option, but putting our children in tangible danger is an option.Certainly Israel occupied the moral high ground in world opinion when it showed that it values one soldier’s life at a ratio of 1000 to 1. But it also showed that it doesn’t value life at all by putting our children in tangible danger.And I wonder, after Israel thanked Egypt profusely for its help and even had good words for Erdogan, how much the crucial issue of timing – supposedly before the Muslim Brotherhood takes over Egypt – had to do with the deal, and how much US pressure at this time, aimed at showing the possibility of a continued relationship between Israel and those two countries at any price, had to do with it.
It’s a done deal. Now that Gilad is home, we are all happy. But we should not have had to juxtapose his life with 1027 terrorists’ opportunities for evil. Our Prime Minister should have been there for us.
