OU Effort to Make Chanukah Safer

With Chanukah beginning Wednesday night, Jewish homes around the world will be graced with the soft glow of beautiful light – from wax candles and olive oil, the preferred media for fulfilling the commandment of lighting the Chanukah menorah over the eight nights of the holiday.And while those candles burn, many families will enjoy the yummy treats associated with Chanukah – latkes (potato pancakes), sufganiyot (jelly donuts), or other oil-fried treats that Jews around the world eat, in commemoration of the miracle of the single flask of olive oil that burned for eight days.But those beautiful lights and tasty treats contain a danger – the open flame that burns on the menorah lights, and the hot frying pans that the treats are cooked in. While most of us come away from Chanukah with happy memories of fun and inspiration, there always seem to be a few who come away with far different memories – dark memories of a home lost to a major fire, caused by a candle that was in the wrong place at the wrong time.

It's tragic any time of year, but especially on Chanukah – and the Orthodox Union, among many others, is dedicating itself to ensuring that this year remains fire-free for all Jews. For the OU, December isn't just the month Chanukah falls in – it's Fire Safety Month, a month to reacquaint ourselves with the basic rules of fire safety, especially those that apply in the home. The initiative is the latest aspect of the OU’s Safe Homes, Safe Shuls, Safe Schools program, and was instituted, according to Frank Buchweitz, OU National Director of Community Services and Special Projects, because we want to protect our families. Chanukah presents us with the opportunity to sensitize the community to dangers associated with use of fire in many of our observances.In an effort to promote fire safety, the OU has posted six fire prevention guides on its website. The guides include:Chanukah Burn and Scald Prevention tips, which not only include candles, but the making of latkes as well; it advises women to be particularly careful of their sleeves and hair when lighting and blessing candles;Torah Tots/Play it Safe for Chanukah, which has a variety of safety tips, including keeping a 10 lb. ABS fire extinguisher near the kitchen, away from the stove;

Fire Safety for Jewish Observances, which among other items advises that candles should be kept at least four feet away from curtains, draperies, blinds, kitchen cabinets and bedding;A link to the New York City Fire Department’s fire safety information website;Who by Fire: Helping Burn Victims and Their Families, with a special section for Chanukah; and Home Safety – Ten Hot Tips to Make Your Home a No Burn Zone, including developing an emergency evacuation plan.In addition, the OU has provided guidelines from Rabbi Hershel Schachter, OU Halachic Decisor, on Chanukah fire safety.

In accordance with Jewish law (halachah) Rabbi Schachter declared: “If one is not going to be home while the Chanukah candles are lit, it is better that they not be lit, but one can light later in the evening if they will be home. There should always be someone watching or near the candles.In terms of using an electric menorah, you shouldn’t say a bracha (blessing) on it, although you are able to say a bracha on electric (incandescent) lights for Shabbat and Yom Tov candles. When lighting in a hotel room, one should make sure he has half an hour to let the candles burn, and then blow them out when he has to leave.(IsraelNationalNews.com)

A Freedom of Information Act request filed by former Congressman Bob Barr seeks to discover whether the Department of Homeland Security has been keeping tabs on the Drudge Report and other prominent media outlets who have spearheaded a nationwide revolt against invasive TSA airport security measures.The FOIA request, filed by Barr’s Liberty Guard organization (PDF here), demands that the Transportation Security Administration, an agency of the DHS, turn over all information related to Matt Drudge,drudgereport.com, along with other media personalities and websites that have been at the center of the TSA controversy, including Alex Jones, John Tyner and prisonplanet.com.The request seeks to ascertain whether any of these names have been linked with the term domestic extremist, in reference to a reported TSA memo that was leaked last week which, according to Doug Hagmann, officially addresses those who are opposed to, or engaged in the disruption of the implementation of the enhanced airport screening procedures as domestic extremists.Numerous confirmed memos originating out of federal or state law enforcement agencies, such as the infamous MIAC report, have listed conservatives and libertarians as “domestic extremists and even potential domestic terrorists for opposing big government and supporting Constitutionally-minded campaigns and causes.Barr’s attempt to discover whether the federal government is treating critics of the TSA as domestic extremists is key in light of TSA chief John Pistole’s announcement yesterday that all travelers flying in US airspace would be checked against a government watch list before they are given permission to board an aircraft, a system some have likened to Communist-style internal checkpoints.

The notion that Matt Drudge, a constant thorn in the side of ‘Big Sis’ Janet Napolitano, along with other prominent media critics of the TSA, could be the target of DHS surveillance is hardly far fetched considering the fact that Homeland Security was caught recently spying on Tea Party groups as well as State Representative Daryl Metcalfe.The TSA is turning into an arm of the DHS’ political police force – how long before Matt Drudge, Bob Barr and Alex Jones are put on a list and prevented from flying? Will everyone who opposes being radiated in a naked body scanner or having their kids felt up by TSA goons be put on a list? Drudge has been at the forefront of a national rebellion against the TSA’s new enhanced pat down procedures which subject travelers, including children, the disabled and the elderly, to humiliating treatment which falls not far short of sexual molestation.

The Freedom of Information Act request also aims to uncover why the TSA made the decision to stand down on its normal security procedures the day before Thanksgiving in what was a blatant public relations ploy to deflate the impact of the national opt out day protest which had been scheduled for the same day.We’d like to think that the TSA has been listening to citizens concerned about being given a choice between naked imaging or pat down searches of people’s private parts, said former Congressman Bob Barr, Liberty Guard’s Chairman. If this is the indeed the case, we’d like to commend the TSA for applying a bit of common sense to the controversial situation. However, it’s far more likely the reason was political and we think the public should be made aware of the motivations of our country’s security chiefs.As we highlighted on Monday, according to numerous reports, major airports around the country roped off body scanners and refrained from conducting the more invasive pat downs on national opt out day. Our own reporters, who were flying from Denver International Airport, confirmed that the body scanners were out of use and pat downs were either light or non-existent.This was later spun by the TSA and the establishment media to claim that the body scanner opt out protest had been a total failure, when in fact that majority of the body scanners were not even in use and millions more had boycotted airports altogether and traveled via clogged highways.

The TSA needs to be investigated by Congress and grand juries for standing down and removing security on the busiest travel day of year, security that they say is so vital to prevent terror attacks.They didn’t announce they had changed security, then simply lied to everyone while mockingly taunting critics in claiming that the public loved the pat downs and scanners.This is a group of bureaucrats gone wild, Big Sis is developing the TSA as a Gestapo force to be used on the streets of America, trained to humiliate Americans on highways, at shopping malls, sporting events and any other public gathering. Regardless of your political persuasion, me must stand up to this tyranny in unison.Now the TSA is talking about putting its critics on lists? How about we put everyone who’s a real American on a list and then we can see who’s not on the list and find out who the real enemies are. Let Matt Drudge and Alex Jones go down in history as being at the top of the list when it comes to opposing sticking hands down children’s pants and groping them.

As this latest Black Friday clearly demonstrated, Americans are literally willing to trample one another to get the best deals on cheap foreign-made plastic crap. Meanwhile, as thousands of factories and millions of jobs continue to get shipped overseas, the United States is rapidly turning into a post-industrial wasteland. Once great manufacturing cities such as Camden, New Jersey have become crime-ridden, gang-infested hellholes. In some U.S. cities, the real unemployment rate is around 30 or 40 percent. The American people desperately need jobs, but the American people are also showing no signs that they plan to give up their addiction to cheap foreign goods. Our politicians keep insisting that the American people just need more education and more skills in order to compete, but they don’t ever seem to explain how more education and more skills are going to make new jobs pop into existence out of thin air. The truth is that the American Dream is rapidly becoming the American Nightmare and there is not much hope that any of this is going to turn around any time soon.The video posted below is a compilation of video footage from this past Black Friday. Big corporations like Ford Motor Company are making record profits by shipping our jobs out of the country.But without good paying jobs, the U.S. middle class simply is not going to survive.If anyone can explain how the U.S. middle class is going to continue to exist without good jobs then please let the rest of us know.Just look at what is already happening in city after city across the United States.In a new article entitled City of Ruins, Chris Hedges does an amazing job of documenting the horrific decline of the city of Camden, New Jersey. Hedges estimates that the real rate of unemployment in Camden is somewhere around 30 to 40 percent, and he makes it sound like nobody in their right mind would want to live there now….Camden is where those discarded as human refuse are dumped, along with the physical refuse of postindustrial America. A sprawling sewage treatment plant on forty acres of riverfront land processes 58 million gallons of wastewater a day for Camden County. The stench of sewage lingers in the streets. There is a huge trash-burning plant that releases noxious clouds, a prison, a massive cement plant and mountains of scrap metal feeding into a giant shredder. The city is scarred with several thousand decaying abandoned row houses; the skeletal remains of windowless brick factories and gutted gas stations; overgrown vacant lots filled with garbage and old tires; neglected, weed-filled cemeteries; and boarded-up store fronts.Gangs have stepped into the gaping void left by industry. In Camden today, drugs and prostitution are two of the only viable businesses left – especially for those who cannot find employment anywhere else. The last time that less than 12 million Americans were employed in manufacturing was in 1941.Meanwhile, our trade deficit continues to soar. TSA Caves On Pat Downs But Mandates Government Permission For All Fliers

In response to the national outcry surrounding invasive pat down measures, the TSA has been forced to refine its airport security procedures, but has simultaneously entrenched its policy that requires government permission for all Americans who wish to fly, creating what critics have labeled a Communist-style system of internal checkpoints.After a public revolt against naked body scanners and TSA groping that was primarily spearheaded by the Drudge Report website, TSA chief John Pistole announced yesterday was looking at refining pat down procedures to make them less intrusive.Pistole said that the TSA will work quickly to determine whether there is a viable alternative but that he has no timetable, reports the Washington Post today.

However, until such a time that the policy is changed, cases of rampant TSA abuse continue to occur, including a recent example where a young mother who was subjected to enhanced groping was subsequently locked inside a screening box for almost an hour by agents after she refused to allow them to put her breast milk through an x-ray device, a legitimate request that is even written into the TSA’s own guidelines.
Despite appearing to back down on hugely unpopular pat down measures, Pistole confirmed that every single passenger who flies in American skies is now checked against a government watch list before they are allowed to board a plane, meaning that every US citizen now requires de facto government permission to travel.The TSA began matching passengers against a watch list maintained by the FBI last year. By June, all passengers on domestic flights were being prescreened, and with Tuesday’s announcement, all international passengers headed to or from the United States are as well, reports the Post.Under the Secure Flight program, the TSA demands that passengers submit personal information 72 hours before being cleared to fly. While on the surface, this is justified by invoking the threat of terror, as we have seen from the MIAC report and others, the federal government now considers politically active Americans as potential terrorists, meaning that innocent travelers could find themselves on a watch list and barred from flying.By combining the requirement for government photo IDs in order to fly with checking government watchlists including potentially every passenger, Secure Flight puts the federal government into the business of licensing travel, warns Michael Ostrolenk.

What the government can allow one day, it can forbid the next. All things considered, isn’t this a higher-tech and later-day version of South African domestic passports or eastern European checkpoints? In fact, because of the high technological capacity of the U.S. version, aren’t its implications for travel control of plane, train, bus and subway travel much more far reaching? It’s incredible that something like this is happening relatively unrecognized in America.
Indeed, the 9/11 Commission demanded that the dubious no fly list be extended to trains, boats and basically every form of travel, handing the feds the power to control the mobility of millions of Americans. Rahm Emanuel and Mayor Michael Bloomberg have also demanded that people on the no fly list be prevented from purchasing firearms.The no fly list is merely one component of a 500,000-750,000 strong government watch list that has ensnared people like the late former Senator Ted Kennedy, former presidential candidate John Anderson, and many others including a Vermont college student, a retired Presbyterian minister and an ACLU employee. People with similar names to aliases used by alleged terrorists are automatically put on no fly lists and federal watch lists.Unfortunately, government watchlists seem to have been more successful at causing problems for innocent people than they are at catching terrorists. Despite the fact that underwear bomber Umar Farouk Abdulmutallab was on a watch list, the US State Department refused to revoke his visa and allowed him to board Delta Flight 253, with the aid of a well-dressed Indian man who convinced airline officials to let Abdulmutallab on the Christmas Day flight.

The latest case of TSA tyranny to hit the headlines comes in the form of a young mother who was subjected to enhanced groping and then shut inside a screening box for almost an hour by agents after she refused to allow them to put her breast milk through an x-ray device, a legitimate request that is even written into the TSA’s own guidelines.The ordeal, which took place at Phoenix airport earlier this year, was captured on security cameras, which Stacey Armato, who is also a lawyer, gained access to, but only after repeated requests and careful editing by the TSA had taken place.After being told that her breast milk might have to be put through an x-ray scanner, Ms Armato attempted to show the TSA agents a print out of their own guidelines allowing non x-ray screening for breast milk. This act of serious disobedience resulted in the agent pushing Ms Armato into a glass cage, telling her to be quiet if you know what’s good for you, while calling for back up.Standing 50 ft away are the same manager and supervisor I had dealt with the previous week. Ms Armato writes in her description of events, referring to a previous 30 minute delay at the security gate for the exact same reason.After being shut in the box for some 20 minutes, in full public view of other passengers, Ms Armato began to cry and remonstrate with TSA agents. She was then approached by a police officer who told her that she had been singled out by TSA agents who recognized her because she had filed a complaint against them regarding the handling of her breast milk the previous week.

Ms Armato writes:About 10 minutes into all this, a Phoenix PD comes to calm me down. I explain to him that there is no reason I should be treated this way and I have every right to be upset.He then says they (aka TSA) saw me coming, have it out for me (from my complaint against TSA the week before when they didn’t know the breast milk rules then either), and I should travel out of a different gate in future weeks.

He said TSA wants me to play along with their horse and pony show and if I don’t then TSA can have the Phoenix PD arrest me! Well, I wanted to get home to my baby and my flight was 30 minutes from departure so I played along. Three Phoenix PD watched in the background…I could tell they all knew this was a waste of their time but I was happy to have them standing by in case TSA continued to act out of line.
Eventually Ms Armato was released from the box, and subjected to a full groping from another TSA agent.A TSA manager then approached her and told her that the milk had to go through the x-ray scanner because the containers it was in were too full and it was not a clear liquid. These are both made up rules that are not mentioned anywhere in TSA guidelines, proving that even the TSA manager had no regard for the official laws in this instance.The guidelines allow Mothers flying with, and now without, their child be permitted to bring breast milk in quantities greater than three ounces as long as it is declared for inspection at the security checkpoint.

According to TSA rules breast milk is to be treated as a medical liquid, which should not be subjected to x-ray radiation.Ms Armato writes:He read the first form which stated that medical liquids can have alternate screening (no x-ray). He was quick to say well this isn’t a medical liquid! So I had him read the second form which says breast milk is to be treated like a medical liquid. He then says,well, not today.I started balling all over again once he said that.Again this is clear evidence of a TSA supervisor acting like a supreme authority and simply making up the rules as he goes along.Ms Armato was then forced to pour out the milk into 8 different containers, only half filling each, as per the TSA’s new completely made up rule.Because of all this, she missed her flight home to feed her hungry baby in Los Angeles.The following video, which shows some of the lengthy screening process, was edited together by Ms Armato with the help of her family. The full unedited set of videos can be viewed at the foot of this article:According to Ms Armato, the TSA edited out almost 30 minutes of footage, including a section where a TSA manager demanded and took down her personal information, took pictures of her breast milk and shouted at her for not watching closely as the agents tested it for explosive residue.

EUOBSERVER / JERUSALEM - Israel does not see a meaningful role for the EU in the big diplomacy of the Middle East Peace Process, but EU support for Palestinian Prime Minister Salaam Fayyad's state-building is contributing to one of the few good news stories in the region.Israel has long believed that the EU is not on a par with the US as a player in the Middle East talks because it does not have the military capacity or political will to give hard security guarantees to any future peace treaty.The EU's frequent statements that a two-state solution between Israel and Palestine should be based on 1967 borders also irritates Jerusalem by what it sees as pre-judging the outcome of talks along pro-Palestinian lines and creating a disincentive for the Palestinians to give ground in negotiations. The recent emergence of EU foreign affairs chief Catherine Ashton and her European External Action Service (EEAS) has created extra confusion within EU-Israel diplomacy by adding a new entity into the equation, which already saw Israel juggling individual relations with the 27 EU member states, plus the rotating EU presidency and the European Commission.There is a big difference between Ashton and each and every country in the EU. Ashton is an independent element. She is not an average of the 27 or even of the big five. She has a policy of her own, an Israeli official told EUobserver in Jerusalem last Thursday (25 November). When we talk about the EU's joint line, they [individual member states] tend to distance themselves from it, to say: No. This is not what we agreed to in the meeting.

Analysts pin the change to the fact that Mr Fayyad has given the Palestinians hope they might one day live in a normal country following decades of corruption and maladministration by the Fatah movement.By August next year they want to have all the institutions in place to function as a state, not in order to declare a state unilaterally, but in order to assume all the responsibilities of a state. Rabbi Weiss: Sharon Lied; I'm Sorry I Was Part of the Expulsion

WikiLeaks: Arabs Admit Iranian Threat not Linked to PA Demands

The Arab world contradicted its public stand in private cables and ignored any connection between solving the Iranian threat and meeting PA demands for a state, WikiLeaks revealed.Most of the diplomatic cables that were revealed are full of gossip and previously known but unconfirmed observations, as well as incorrect predictions. However, one of the most astounding leaks was the Arab world’s overriding concern over the Iranian nuclear threat and not over the establishment of the Palestinian Authority.Israel has always rejected linking the two issues, but many America officials, especially senior army brass, have maintained that the unsolved issue of the PA is the kingpin of all other Middle East problems.

The WikiLeaks disclosures totally debunked this notion.Note that Arab leaders did not condition their opposition to Iran or call for a U.S. attack on settling the Arab-Israeli or Israel-Palestinian conflicts, said Barry Rubin, the Director of the Gloria Research in International Affairs.This is contrary to what Administration officials, academia, and parts of the mass media who argue these issues are basically linked have been claiming, and that is that the conflict must be solved before doing much else,he added.As I've told you, the Arab regimes worry first and foremost about Iran and have greatly downgraded their interest in the conflict or antagonism toward Israel.The near obsession with Iran among Arab leaders was documented in leaked cables that point to Bahrain and Saudi Arabia as urging the United States to attack Tehran. Libyan leader Muammar al-Gaddafi, host of the two-day summit, slammed Europe's economic partnership with Africa as a failure, and demanded the 27-member union provide more money in the fight against illegal immigration.During an opening address to the leaders of 80 different nations, Mr Gaddafi demanded that Christian, white Europe lend more financial support for his efforts to combat irregular emigration to Europe. The environmental NGO has successfully collected the required 1 million signatories in a petition calling on the EU to ban GMOs, but officials from both the European Commission and the European Parliament say the move is premature.We've always said that we take their opinion very seriously but it's not an ECI as the legislation is not yet in place, Michael Mann, the commission's administration spokesman, told this website on Tuesday (30 November).Strictly speaking, they would have to do it all over again, he added.The Greenpeace view that the petition counts as the Lisbon Treaty is in place doesn't stand up to legal scrutiny.A European Parliament official concurred. We may end up going to court on this,the contact said.Greenpeace argues the Lisbon Treaty's coming into force on 1 December 2009 makes their petition over the controversial GMO issue legitimate. EUOBSERVER / BRUSSELS - The Netherlands, Belgium, Germany and Turkey have US nuclear weapons situated on their soil, the WikiLeaks whistleblower files have revealed.The four countries, along with Italy, had long been suspected of being home to a collection of American nuclear armaments, but neither the states nor Nato had ever officially confirmed or denied their presence.For the first time, the confidential files released on Sunday evening (28 November) have acknowledged what was until now only conjecture, upending decades of careful diplomatic ambiguity. In a confidential memo from US ambassador to Germany Philip Murphy, he casually mentions the possible withdrawal of the weapons from Germany and perhaps from the Netherlands and Belgium as well.The memo also confirms the presence of US nuclear weapons in Turkey.Italy is also believed to be a silent custodian of American weapons of mass destruction.

Asked by EUobserver whether the country will now reassess its ambivalent public position on the matter in the wake of the leaks, the Dutch foreign ministry continued to stick by its long-standing stance, saying that there would likely be no comment forthcoming on the issue of US nuclear weapons.According to estimates found in a 2007 report using a variety of different sources to catalogue deployment of US nuclear weapons in Europe from the Natural Resources Defence Council, an American environmental protection NGO, the continent is home to 480 such weapons.The report estimated that the Kleine Brogel weapons base in northeastern Belgium near the city of Meeuwen housed 20 nuclear weapons.The same document reckoned that another 20 are housed at Volkel Air Base near the town of Uden in southeast of the Netherlands. Nuclear weapons are thought to have been stored there since the 1960s and the Cuban Missile Crisis.Some 20 nuclear weapons are believed to be stored in an underground vault at the German Luftwaffe's Buchel Air Base near the Luxembourg border. Flooding leaves deadly trail of destruction in Venezuela

CARACAS (AFP) – Days of driving rain have sparked massive flooding in Venezuela that has killed at least 21 people and left thousands homeless, Vice President Elias Jaua said Tuesday.We are talking about 21 people who have died between Thursday and today Tuesday, Jaua said on VTV state television.The dead included two rescue workers who headed out to help stranded locals and ended up swept away by a river themselves, the governor of the state of Vargas, Jorge Luis Garcia Carneiro, said.Many of the dead were swept away by rushing water or were killed when their homes collapsed on top of them, authorities said.President Hugo Chavez's government issued emergency decrees for three states in the north: Vargas, Miranda and the Capital District including most of Caracas.Also hard hit were other northern states such as Nueva Esparta, Carabobo and Aragua.The rains and flooding closed some airports and oil refineries, blocked roads and destroyed thousands of homes.Rain was forecast to continue over the next 24 hours, forecasters said.

YAZOO CITY, Miss. – Clarence Taylor slipped on a pair of gloves Tuesday and went to work cleaning up damage from the possible tornado that tore through his hometown. He knows the drill — another twister devastated the area in April, leaving a path of destruction nearly a mile wide and killing a dozen people.No one died in the latest storms, though 15 people were hurt in Mississippi and buildings were badly damaged there and in Louisiana late Monday. Schools were closed in Alabama and tornado watches were posted in Tennessee and parts of North and South Carolina on Tuesday as the storms moved east.In Yazoo City, the 63-year-old Taylor said Battle Street, where he has lived most of his life, looked like a war zone.He paused to take a slow drag off a cigarette and pointed to power lines hanging from broken poles and twisted pieces of tin scattered about from a nearby business. The winds blew off a tarp he had put on his roof to cover damage from the April storm.This is the second time it dropped down on this street in just six months, Taylor said. I've been through it, man.Taylor said the tornado sounded like a bomb and he bolted down the street to check on his 93-year-old mother a few doors away. The wind blew him down, but he made it to her house and found her unhurt.I'm blessed, man. I'm blessed, Taylor said.Yazoo City, an hour drive north of Jackson, has seen its share of disasters. Much of the town burned in 1904. Main Street was rebuilt with two- and three-story brick buildings and got a facelift during the filming of the 2000 movie Oh Brother, Where Art Thou? One of the buildings featured in the movie, Grace Hardware, was heavily damaged by the storms and thick sheet metal that tore from its facade battered nearby businesses.

Though it's called a hardware store, the owners make custom furniture and sell antiques and art.It's been here a long, long time, but now it has no roof and we have no insurance,Guion said.A few blocks away, a large tree on the courthouse lawn was uprooted, falling between the two story white building and a war memorial for local veterans. An American flag and the pole from which it hung were twisted among the broken branches.A few shingles blew off the courthouse and some windows were blown out, but the building was otherwise unscathed.Gov. MADRID – Heavy snow has hit northern Spain and Portugal while rains and winds have battered normally sunny resort areas.Spain's meteorological agency said 35 of Spain's 51 provinces were on snow alert Tuesday. Badly hit was the northwestern region of Galicia, where several roads were cut off and schools forced to cancel classes.Heavy snow also fell in neighboring regions of northeastern Portugal, closing roads and schools.Torrential rains and gales have lashed much of Spain over the past two days, affecting normally sunny tourist destinations such as Tenerife in the Canary Islands and Malaga in southern Spain.Spanish airport authority AENA said poor weather in northern Europe led to flight delays to and from Madrid.In Scotland, snow and accumulating ice forced Edinburgh Airport to close briefly Monday night. PARIS (AFP) – The financial cloud hanging over the eurozone darkened Tuesday, with the euro falling and Italy hit by rising borrowing rates as EU measures to control sovereign debt left investors uncertain and anxious.The euro fell under 1.30 dollars for the first time since mid-September, dropping at one point to 1.2969 dollars from 1.3121 dollars late Monday. The single currency later edged back up to 1.2982 dollars.Upward pressure intensified on 10-year borrowing rates for countries seen at risk of needing a rescue after Greece and Ireland, with attention focused on Spain, a potentially much bigger problem for the EU.The yield -- the rate of return -- on 10-year Spanish bonds rose above 5.50 percent from 5.46 percent late on Monday and for fellow struggler Portugal to 7.072 percent from 7.0 percent.The gap between Spanish and benchmark German borrowing rates at one stage widened to 3.0 percentage points, an all-time high.The differential is a short-term fluctuation, Spain's Deputy Finance Minister Jose Manuel Campa insisted Tuesday.We cannot react to fluctuations of one or two days on the market, especially at times when, given the market tensions, there is a perception that liquidity is smaller than in normal market conditions,he said.These are short-term fluctuations. North Korea boasts advances in nuclear program

SEOUL (Reuters) – Secretive North Korea boasted advances in its nuclear program on Tuesday, making sure it held the world's attention, saying it had thousands of working centrifuges, as pressure built on China to rein in its ally.Nuclear-armed Pyongyang's revelations about its uranium enrichment, which gives it a second route to make a nuclear bomb, came a week after it fired an artillery barrage at a South Korean island, killing four people, including two civilians.Experts have voiced surprise at the sophistication of a uranium enrichment plant and light-water reactor at the North's main nuclear complex, which were shown to a U.S. scientist earlier this month. There has been no way to verify the North's claims.The North is also seen as a proliferation risk, accused by the West of supplying Syria, and possibly Iran, with nuclear know-how.Currently, construction of a light-water reactor is in progress actively and a modern uranium enrichment plant equipped with several thousands of centrifuges, to secure the supply of fuels, is operating, the Rodong Sinmun newspaper reported.Nuclear energy development projects will become more active for peaceful purpose in the future, added the paper, according the state news agency KCNA.New revelations by whistle-blower Wikileaks, meanwhile, suggested that some Chinese officials did not view North Korea as a useful ally and would take no action if it collapsed.The United States kept up pressure on China to use its influence with North Korea.The Chinese have a duty and an obligation to greatly impress upon the North Koreans that their belligerent behavior has to come to an end,White House spokesman Robert Gibbs said. We can make a lot of trouble, but also we behave reasonably if rewarded generously enough,Lankov wrote on the East Asia Forum website.North Korea has conducted two nuclear tests to date and is believed to have enough fissile material from its plutonium-based program to make between six and 12 bombs.It is impossible to verify the North's uranium enrichment program, which it first announced last year. THREE-WAY MEETING

South Korea's Foreign Ministry said on Tuesday the North's nuclear program, last week's attack on Yeonpyeong island and a Chinese proposal for emergency talks would be raised at meeting of foreign ministers in Washington in early December.South Korea, Japan and the United States, three of the six countries involved in the on-off disarmament talks, will attend.Talks host China has proposed a summit meeting of the six parties that have been trying to rein in North Korea's nuclear program. Kyodo quoted Akitaka Saiki, Japan's chief envoy to the six-party talks, as also saying it was too soon for talks.The new Wikileaks revelations, purporting to be from U.S. State Department cables and published by several Western papers, raised questions about the future of the relationship between China and North Korea described in the past as being as close as lips and teeth.In one cable by the U.S. ambassador to Seoul, a top South Korean official is described as saying in February that some Chinese officials would not intervene if North Korea collapsed. U.S. Ambassador Kathleen Stephens wrote that Chun Yung-woo, then the vice foreign minister for South Korea, said the younger generation of communist leaders in China would not risk new armed conflict on the Korean Peninsula, the Guardian reported.

Some analysts were skeptical.

My personal advice is that the report has been misplaced, said Wang Dong, a professor at Peking University. North Korea is a strategic question for China, not a financial or economic one. He said they have made a mistake about China's viewpoint.

Russia's Medvedev warns of new arms race

MOSCOW (Reuters) – President Dmitry Medvedev warned on Tuesday that a new arms race would erupt within the next decade unless Russia and the West forged an agreement to cooperate on building a missile defense system.In his annual state of the nation address, Medvedev called for closer cooperation with the United States and the European Union, holding out the prospect of closer ties two decades after the Soviet Union's collapse ended the Cold War.He said tension would ratchet up fast, forcing Russia to bolster its military arsenal, if Western offers of cooperation on a system to defend against missile threats failed to produce a concrete agreement.The warning appeared to reflect wariness in the Kremlin over uncertainty about Senate ratification of New START, the nuclear arms limitation pact Medvedev signed with President Barack Obama in April, centerpiece of the push for better ties.In the coming decade we face the following alternatives: Either we reach agreement on missile defense and create a full-fledged joint mechanism of cooperation, or ... a new round of the arms race will begin, Medvedev said.And we will have to take a decision about the deployment of new offensive weapons. It is clear that this scenario would be very grave.The remarks, in a 72-minute speech to members of parliament and ministers, raised the stakes in sensitive discussions with the United States and NATO on missile defense. RESET UNDER THREAT?

After the address, Kremlin aide Arkady Dvorkovich told journalists the collapse of the New START pact would mean nothing good and we are counting on ratification going through.Obama wants the treaty ratified before his Democratic Party's majority decreases when the new Senate elected this month convenes early next year.Medvedev's comments also seemed aimed to assuage hard-liners and assure Russians steeped in decades of anti-Western rhetoric that Moscow will not open itself up to a threat.
When Medvedev said Russia might have to deploy more weapons, applause broke out after a brief pause before he went on to say that would be very grave.Russia has emphasized it could withdraw from New START if a U.S. missile defense system becomes a threat to its security.Russia wants a legally binding agreement on missile defense because it sees potential threats, said military analyst Pavel Felgenhauer. But U.S. diplomatic memos leaked this week call into question whether regional powers — most notably China — have any insight into or influence over enigmatic and defiant North Korea.South Korea's military drill last week from an island along a disputed maritime border sparked a North Korean artillery attack that killed four South Koreans and wounded 18 others. U.S.-South Korean war games — including the presence of the aircraft carrier USS George Washington in the waters to the south — are threatening to draw a new round of North Korean fire.China is pressing for an emergency meeting in the coming days to discuss the attack and ways to defuse tensions, saying the session should be convened by the two Koreas, China, Russia, Japan and the United States — the members of the stalled North Korean nuclear disarmament talks.China consistently supports dialogue between the North and South sides of the Korean peninsula to improve their relations, Chinese Foreign Ministry spokesman Hong Lei said Tuesday.The talks would be just what North Korea wants. After walking away from the talks in April 2009, Pyongyang has made clear in recent months that it is ready to restart the negotiations to gain much-needed fuel oil and aid in exchange for nuclear disarmament.Seoul has reacted coolly. However, Chinese officials are quoted as using mocking language in reference to North Korea, with then-Deputy Foreign Minister He Yafei telling a U.S. official in April 2009 that Pyongyang was acting like a spoiled child by staging a missile test to try to achieve its demand of bilateral talks with Washington.China would appear to have little ability to stop a collapse and less influence over the authorities in Pyongyang than is widely believed, South Korea's then-Vice Foreign Minister, Chun Yung-woo, is quoted as telling U.S. Ambassador Kathleen Stephens in February.China lacks the will to push North Korea to change its behavior, according to Chun, who said the choice to keep Wu — considered the most incompetent official in China — as nuclear envoy was a very bad thing and indicative of Beijing's disregard for the process.Still, Chun predicted Beijing wouldn't oppose the U.S. and South Korea in case the North Korean regime collapsed.China would be comfortable with a reunified Korea controlled by Seoul and anchored to the U.S. in a benign alliance as long as Korea was not hostile towards China, Chun said.One diplomatic cable lauded South Korean President Lee Myung-bak's courting of the Chinese as noteworthy successes, added that he met with President Hu Jintao an unprecedented three times in his first year in office.However, another memo painted a different picture of their relationship, saying Hu pointedly ignored one request on North Korean refugees and pretended not to hear a question about a contingency plan for the collapse of North Korea.Another cable hinted at a South Korean strategy to remain at odds with the North to encourage such a collapse — even at the risk of heightened tensions. Our stories have been linked almost every day on the Drudge Report for the past three weeks, as our readership figures soar past numerous corporate media websites that are carried by Google News. We are clearly a legitimate and internationally recognized news outlet and yet Google has blacklisted us because it disagrees with our political viewpoints.In addition, Google-owned You Tube yesterday moved to freeze the popular Alex Jones Channel, which has well over 100,000 subscribers and has had over 75 million views. When we responded to You Tube by pointing out that the Wikileaks footage in question appeared in multiple places elsewhere on You Tube in far greater length and detail, and that it was not vulgar or offensive but a real incident that was of clear public concern which was posted under fair use (USC Title 17, Section 106A-117), You Tube reacted by freezing uploading privileges for the account while also threatening to terminate it entirely.You Tube is essentially sending a message that if you disagree with their decision, your claim won’t be considered, you will simply be punished to an even greater degree.

This includes name, date of birth, gender, as well as passport and itinerary details when applicable. Airlines landing in the U.S. already have to supply this information, but allowing personal data to be shared on passengers who are only flying through American airspace essentially shreds existing Canadian protection and privacy laws. Bill C-42 complies with the Transportation Security Administration’s (TSA) Security Flight Program which would take effect globally at the beginning of next year. Most Canadian commercial flights pass over the U.S. while en route to Latin America, the Caribbean and Europe which in many cases would give the DHS the final say on who is allowed to travel to and from Canada.

Under Canada’s Passenger Protect Program, airlines must compare passenger’s names against a list that is controlled and managed by Transport Canada before a boarding pass is issued. Secure Flight transfers that authority from airlines to the DHS. TSA will be responsible for pre-screening passengers and their personal information against federal government watch lists. According to the Secure Flight Final Rule document issued in 2008, If necessary, the TSA analyst will check other classified and unclassified governmental terrorist, law enforcement, and intelligence databases, including databases maintained by the Department of Homeland Security, Department of Defense, National Counter Terrorism Center, and Federal Bureau of Investigation. With many well documented issues surrounding the accuracy of security watch lists, U.S. mistakes could further prevent more Canadians from flying to foreign destinations. There are also concerns that data collected on Canadian citizens will be readily accessible to a broad range of U.S. agencies and just what might be done with the information.Privacy Commissioner Jennifer Stoddart recently appeared before a committee examining Bill C-42. Public Safety Minister Vic Toews has insisted that the U.S would only use the personnel data for air security purposes, but Stoddart admitted, our understanding is that information collected can be disclosed and used for purposes other than aviation security, such as law enforcement and immigration purposes. The Canadian government has failed to sufficiently safeguard the privacy of its citizens and there are fears any information collected could be misused.

In October, NDP Member of Parliament Don Davies warned that Bill C-42 would give U.S. security agencies unprecedented access to Canadians’ personal information. He addressed a whole subset of data that could be obtained by U.S authorities through the passenger name record created when booking with travel agents. This includes, credit card information, who we are travelling with, our hotel, other booking information such as tours or rental cars, any medical condition of the passenger that may have been disclosed, dietary preferences, our email address, our employer information, our telephone information, our baggage information. Davis also added, This bill would effectively allow the United States to determine when Canadians can leave Canada to fly to many destinations in the world that have nothing to do with the United States. This bill violates Canadians’ freedoms. It violates Canadians’ mobility rights. Bill C-42 is an encroachment on sovereignty and gives the U.S. unprecedented power over who can board planes that fly over its airspace.In January of this year, following the failed underwear bombing and at the request of the U.S., Canada installed full body scanners at its major airports. So far, the Canadian government maintains that they will not institute aggressive TSA-style pat-downs, but another incident could change that. The new airport security measures can only be described as intrusive and degrading with some critics also labelling them as ineffective. In the U.S., there has been a growing public backlash against the use of naked body scanners and other invasive TSA security procedures. In an effort to prevent this discontent from spreading across the border, Canadian Transport officials have begun installing private search areas at designated airports. Booths set up at security checkpoints will give passengers the option of private pat-downs. In the near future, airport security practices could be expanded to other modes of transportation. Implementation of a high-tech control grid would further restrict, track and trace our movements.

Although the Security and Prosperity Partnership (SPP) may no longer be active (in name only), the harmonizing of some of its key priorities in areas such as traveller, cargo and aviation security, as well as others continues through different initiatives. Part of the SPP agenda also called for merging no-fly lists into a single North American database. DUBLIN – Ireland's international bailout boosted its bank stocks Monday but outraged many hard-pressed taxpayers, who questioned why the government's pension reserves must be ravaged as part of a deal that burdens the whole country with the mistakes of a rich elite.Shares in Ireland's banks rose sharply as markets were encouraged by the bailout's immediate focus on injecting euro10 billion into the cash-strapped lenders out of a total of euro67.5 billion ($89 billion) in loans.But the Irish were shocked by a key condition for the rescue — that the government use euro17.5 billion of its own cash and pension reserves to shore up its public finances, which have been overwhelmed by recession and exceptional costs of a runaway bank-bailout effort.

Opposition leaders and economists warned that the EU-IMF credit line's average interest rate of 5.8 percent would be too high to repay. They also questioned why senior bondholders of Ireland's struggling banks — chiefly other banks in Britain, Germany and the U.S. — still weren't being asked to bear some costs.This is not a rescue plan. It is the longest ransom note in history: Do what we tell you and you may, in time, get your country back, said Fintan O'Toole, a commentator and author who led a weekend protest by labor-union activists in central Dublin against the imminent bailout. He called the average interest rate being demanded viciously extortionate.The mood on Dublin's snow-covered streets was just as icy.We've been screwed by the IMF. It's going to be years and years until we're free of this, said Paul Flood, an unemployed 53-year-old Dubliner sheltering from the cold in a pub doorway. We have to use our own pension reserve, and we're still being stung with a 5.8 percent interest rate. It sounds ridiculously high.But the government's transport minister, Noel Dempsey, said the EU-IMF credit line has taken us out of the situation where we're at the absolute mercy of the markets.The high rate on the loans is also to discourage other countries from looking for cheap financing, said Patrick Honohan, the independent governor of the Central Bank of Ireland.It's not cheap funding, but it's cheaper, and it buys the government time to get its finances on track,he said.The senior International Monetary Fund negotiator, Ajai Chopra, insisted that the agreement's redeployment of Irish pension funds was the most cost-efficient course to take.Chopra said Ireland now was well positioned to reassure investors and eventually resume normal borrowing once interest rates being demanded on open markets fall.

This is a very good deal for Ireland in current circumstances, said Chopra, who arrived in Dublin 12 days ago to oversee negotiation of a bailout deal that leaders of all 27 EU nations approved Sunday at an emergency Brussels meeting.Still, bond investors Monday showed few signs of reassurance and instead kept selling the debt of the euro-zone nations considered most at risk of default: Greece, Ireland, Portugal, Spain and Italy.The yields on Ireland's 10-year bonds initially eased to 9.10 percent, reflecting some market relief, but then rose to 9.25 percent, a record high since the 1999 launch of the euro common currency.Yields on 10-year bonds also rose for Portugal, Spain and Italy. The yield for Greece — highest in the world since its own EU-IMF bailout in May — dipped to 11.77 percent after it was granted more time to repay its own loans.Chopra said it was smart to require Ireland to use its long-term pension money, which was earning around 1 percent interest, to reduce a bailout bill costing far more to finance.Ireland's three publicly listed banks surged on the Irish Stock Exchange following Sunday's euro85 billion agreement.

Honohan said Ireland would draw down euro10 billion to boost the banks' reserves over the coming two months, while euro25 billion more on standby for the banks might never be used at all. That money is a contingency fund to impress the markets, to say: Look, if things get really bad, that money is all there, Honohan said, adding he didn't expect Ireland to draw down the full loan on offer. Honohan said the fund would allow the capital ratios of Irish banks to rise to 12 percent, better than the international standard of 8 percent.The European Commission, meanwhile, approved the transfer of more toxic property-based loans to Ireland's year-old state bad bank, the National Asset Management Agency. It has already taken charge of hundreds of Irish construction sites, office blocks and housing developments gone bust since the 2008 collapse of the property-driven boom.Ireland faces at least a four-year fight to restore its deficits to the euro-zone limit of 3 percent of GDP from its currently postwar European record of 32 percent. Most of the bailout fund, euro50 billion, is designed to cover deficit spending over that period as the government seeks to slash its way back into the black.Prime Minister Brian Cowen last week unveiled a four-year plan to impose euro10 billion in cuts and euro5 billion in new taxes in this country of 4.5 million. The harshest cuts loom in the 2011 budget to be unveiled Dec. 7.Crucially, the government estimates that the economy can manage only tepid growth in the midst of unprecedented austerity.The European Commission is clearly less convinced. It offered Ireland a one-year extension to 2015 to reduce its deficit back within euro-zone limits, and published economic projections that are less optimistic than Ireland's own.

The commission expects Irish GDP to grow 0.9 percent next year and 1.9 percent in 2012. Ireland's deficit-fighting plan is based on expectations of 1.75 percent and 3.25 percent growth in those years.Chopra and Honohan say IMF and EU experts in coming weeks will subject each Irish bank to stress tests including worst-case scenarios to determine how much cash they need.Ireland has already committed at least euro45 billion to bailing out five banks, a bill the government was forced to concede it could no longer finance.Honohan said deposits in one of those banks — Anglo Irish — would be moved to a separate entity over the next few weeks, and that the bank's name will disappear. The bank's loan book will be wound down over several years, the central bank said.Shares in Irish Life & Permanent — the only bank yet to receive rescue cash — rocketed 56 percent off its record low from Friday. The bank, a specialist in insurance and residential mortgages, said Monday it doesn't require any state aid.Bank of Ireland jumped 22 percent as it announced plans to try to raise euro2.2 billion to avoid resorting to the latest bailout. Analysts expect Bank of Ireland to require state help to raise the cash, but fears are ebbing that the government would increase its 36 percent stake into majority ownership.Allied Irish Banks rose 10 percent, reflecting its humbled status as much more reliant on bailout funds and likely to face virtual nationalization soon.David McWilliams, a former Irish Central Bank economist who has argued for foreign bondholders to share losses, said that rather than shield public finances from the banking sector, the bailout soldered them together.Of course the bank shares will rise, he said of Monday's sharp gains. DUBLIN (AFP) – Outraged Irish opposition politicians and commentators lambasted Prime Minister Brian Cowen for agreeing to the terms of an EU-IMF rescue deal they slammed as a sell-out.Cowen insisted the 85-billion-euro (113-billion-dollar) bailout was the best deal available for Ireland, helping to shore up its banks and allowing his government to operate without imposing further tax rises or spending cuts.But the main opposition Fine Gael party called the agreement appalling, insisting the 5.8 percent annual interest rate on the loan -- higher than that paid by Greece when it was bailed out in April -- was unaffordable.This is a hugely disappointing result for the country. It's hard to imagine how this deal could have been much worse, said Fine Gael finance spokesman Michael Noonan.People are right to feel frightened, and worried about the future, when our own government has sold out the country on such lousy terms.Opposition parties have demanded Cowen quit over his handling of the crisis in the former Celtic Tiger economy, but he insists he will not call an election until early next year, after lawmakers pass a forthcoming budget.The budget to be presented on December 7 will outline cost-cutting measures for the first year of a four-year plan to save 15 billion euros. TARP bailout to cost taxpayers $25 billion: CBO

WASHINGTON (Reuters) – The U.S. Troubled Asset Relief Program, which risked up to $700 billion of government funds to bail out troubled banks and automakers, will cost taxpayers a mere $25 billion, according to an estimate released on Monday by the nonpartisan Congressional Budget Office.CBO's latest assessment of the widely reviled program is lower even than the Obama administration's own estimate of less than $50 billion, which was criticized as too rosy after it was issued at the end of September.Clearly, it was not apparent when the TARP was created two years ago that the cost would turn out to be this low, CBO said in its report.With bailed-out firms returning to health, the government will spend less than previously thought on assistance to insurer AIG and automakers like General Motors, CBO said.Additional stock repurchases by formerly troubled Wall Street firms and lower-than-expected participation in mortgage programs has also lowered the cost, CBO said.With the country still struggling to emerge from the deepest recession since the 1930s, many backers of the bailout have paid a heavy political price. Oil prices rose after the European Union agreed on a bailout plan for Ireland, although some concern remained that a financial crisis could surface in Portugal and Spain. Traders also monitored ongoing tensions between North Korea and South Korea.

Here's how energy prices traded.On the New York Mercantile Exchange:Crude rose $1.97 to settle at $85.73 per barrel.Gasoline added 7.43 cents to settle at $2.2846 a gallon.Heating oil gained 4.19 cents to settle at $2.3581 a gallon.Natural gas lost 18.9 cents to settle at $4.210 per 1,000 cubic feet.On the ICE futures exchange:

NEW YORK (Reuters) – Stocks edged down in a low-volume session on Monday on worries Europe's credit crisis will spread despite a weekend agreement to bail out Ireland.
But stocks finished well off their lows of the day as the dollar retraced some of its earlier gains and energy and financial stocks rallied late in the session.While stocks tracked movements in the euro on Monday, a strong U.S. jobs report on Friday could bring the focus back to the economy and break the strong tie between U.S. equities and the euro.The correlation between the euro and stocks has become more pronounced in recent weeks as the euro zone's debt problems resurfaced, with traders selling the euro and stocks together.Tell me what the euro's going to do and I'll tell you where the (stock) market is going to go, said Michael James, senior trader at regional investment bank Wedbush Morgan in Los Angeles.Banks and energy stocks outperformed the wider market as crude oil futures rose 2.3 percent and banks recovered some of their recent losses.The KBW bank index rose 1 percent, helped by Bank of America (BAC.N) , which climbed 1.5 percent to $11.31, while Exxon Mobil (XOM.N) reversed earlier losses to close up 0.3 percent at $69.45.Light volume added to volatility, and traders turned their attention to technical markers in the absence of more fundamental news. As UN multilateral talks get under way in Cancun, Mexico, the European Commission's top environment official Connie Hedegaard said the 27-member bloc would co-operate closely with China, but added that a specific bilateral initiative could prove illusive.We will work very closely with the Chinese, as with a lot of other key parties, Ms Hedegaard told journalists in Brussels before heading to Mexico this weekend.I have seen some press reports asking why doesn't the EU and China ally themselves and then everything will fall into place, she added.I'm not sure its that easy. There are many parties that we have to co-operate with.The Danish politician stressed the need for give-and-take between developed and emerging economies on the range of difficult issues up for discussion. To us it really means a lot whether we get progress in the field of transparency,she said, reiterating European calls for a system to measure, report and verify (MRV) national emission cutting efforts. Brussels: EU economic growth spurt not likely to last

EUOBSERVER / BRUSSELS - The European Commission tried to put a positive spin on the highly uncertain results of its twice-yearly economic forecast issued on Monday (29 November), cheering an economic recovery in the EU and the eurozone that is making progress.Domestic EU GDP is predicted to increase 1.7 percent in 2011, down from a growth rate of 1.8 percent this year, and two percent in 2012, similar to predictions in the bloc's spring forecast.EU economics chief Olli Rehn said: The economic recovery has taken hold ... However, this recovery is uneven and many member states are going through a difficult period of adjustment.However, a growth spurt seen in the second quarter of 2010 was exceptional and not likely to last, said Marco Buti, the director general of the commission's economics department as a result of weak global demand and the disappearance of European stimulus.Mr Buti described the pace of the recovery as gradual and rather uneven across member states.
The level of uncertainty for our outlook continues to be very high, he said, introducing the forecast. In particular, the risks to the global economic environment seem tilted to the downside.He said that as it was only as the forecast was going to print that the eurozone's sovereign debt crisis began to re-emerge.

Meged Field May Be a (Black) Gold Mine for Israel

There's gold in them thar hills – there seems to be black gold, that is, in the hills near the central Israeli town of Rosh Ha'ayin. For nearly two decades, an Israeli group called Givot Olam has been searching the area for oil, and in 2004, finally found commercially recoverable amounts of gas and oil. Since then, the company has further explored the Meged oil field – and on Monday, the company presented at a press conference the first independent geological assessment of the field, with the report claiming that there is anywhere between $200 million and nearly $900 million in oil buried in the field. And that, says Givot Olam chief geologist Tuvia Luskin, is a gift from Hashem.The estimate is the result of two reports by international geology firms Baker-Hughes and Greensand, discussing the amount of oil that they claim is definitely in the ground at the Meged field –the proven reserves (P1), and the potential reserves (P2). And according to the reports, former National Security Advisor Giora Eiland – who is Givot Olam's strategic advisor – there are between 2.2 million and 56 million barrels of oil in the field.

Eiland spoke a press conference given by the company Monday and introduced the reports from the two international firms. The lower estimate figure, according to the reports, are P1 reserves which could theoretically be extracted within months, while the latter number includes the firms' professional estimates as to the Meged field's full potential. Of that higher amount, there is at least a 50% chance to produce some 10 million barrels as well. The proven reserves are mostly in the Meged 5 oil well, while the P2 reserves of 10 million barrels are in several new wells that will have their drilling completed by 2012, Eiland said.These are conservative estimates,Eiland said at the press conference. The two firms are conservative in their outlook, as we are.However, he added, the excitement over the Meged find was genuine.The stock market and the media were all excited over news of possible finds of oil off Israel's coast, but here we have the first proven major reserves of oil in Israel,he said.Luskin told Israel National News that the find was a milestone for the company, and for the whole country. This is the first time that internationally recognized firms have given an estimate for the amount of oil in the Meged field, or for any field in Israel. Observant Jews pray to rebuild the Temple at the earliest opportunity.Judaism teaches that the Land of Israel was given by G-d to the Jews and that it will receive annual rains on time and be plentiful if the Jews observe G-d's commandments.This message is contained, among other places, in the Shma Yisrael prayer that observant Jews recite at least twice a day, and which is one of the most basic prayers in Judaism. Knesset Probes Poor Response to Flu Shot Campaign

Deputy Health Minister Yaakov Litzman rolled up his sleeve for the cameras to set a personal example Monday as he publicly received a flu vaccination.The minister got his annual flu shot as the Knesset Committee on Children's Rights held a hearing to find out why more than 90 percent of Israel's children have not done the same.Some three weeks ago, the Health Ministry warned the public of the risk of contagion, complications and even possible deaths that could result from the low rate of immunizations, especially among the high-risk population that includes children ages five and under.United Torah Judaism Knesset Member Uri Maklev, who asked for the urgent hearing, noted that on one hand, much of the public does not realize how safe the vaccination is. Moreover, he said, many people do not have faith in the system.

On the other hand, he said, those who are interested in receiving a vaccination may not be aware of how easy it is to get one.Maklev called on the ministry to make an effort to increase this awareness among the public and encourage citizens to be immunized. MIAMI – The Atlantic hurricane season ends Tuesday, going down as one of the busiest on record but blissfully sparing the U.S. coastline a major hurricane for a fifth straight year.While extreme tropical weather ravaged Haiti, Mexico and elsewhere, U.S. forecasters are wondering if the nation can make history and extend its luck into 2011. If so, it would be the first time ever that the U.S. escaped a major hurricane for six years.That would be a record I would like to break, said Dennis Feltgen, a spokesman for the National Hurricane Center in Miami.All told, 19 named storms formed in the Atlantic, tying with the 1887 and 1995 seasons for third-highest on record. Twelve became hurricanes, tying with the 1969 season for the second-highest on record.

In the U.S., Texas suffered the worst of the tropical weather.Flooding spurred by Tropical Storm Hermine was blamed for the deaths of at least seven people in Texas. Hurricane Alex damaged or destroyed more than 300 homes in Texas and caused an estimated $42 million in damage to infrastructure.Aside from that, Tropical Storm Bonnie sent crews working to stop the flow of oil from a blown-out rig in the Gulf of Mexico into a fury. And Hurricane Earl brought flooding to North Carolina's Outer Banks and some rain to Cape Cod, but little damage.Fortunately most storms avoided the U.S., said Jack Hayes, director of the National Weather Service. You could say the season was a gentle giant.

OSAN AIR BASE, South Korea – As U.S.-South Korean war games continued, the United States and two crucial Asian allies agreed to meet in Washington for talks on North Korea's attack of a South Korean island and the North's nuclear weapons programs.
Although North Korean rhetoric remained high — the country warned the military drills could trigger full-blown war — a senior North Korean official left Pyongyang for talks with leaders in the country's only major ally, China.The visit of Choe Thae Bok, the chairman of North Korea's parliament, to Beijing, combined with the planned Washington meeting, raised hopes that a diplomatic solution could be found.

Even as Choe traveled to Beijing, however, the North reminded the world that it was forging ahead with its nuclear efforts. Pyongyang said Tuesday that it's operating a modern uranium enrichment plant equipped with thousands of centrifuges. The main Rodong Sinmun newspaper said in a commentary that the North is also building light-water reactors. The commentary, carried by the official Korean Central News Agency, said the uranium enrichment is entirely intended for peaceful purposes.The North first revealed the program in early November to a visiting American scientist. A light-water nuclear power reactor is ostensibly for civilian energy purposes, but it gives the North a reason to enrich uranium. Uranium enrichment would give the North a second way to make nuclear bombs, in addition to its known plutonium-based program. At low levels, uranium can be used in power reactors, but at higher levels it can be used in nuclear weapons.North Korea, which has pushed for renewed international talks on receiving much-needed aid in return for commitments to dismantle its nuclear programs, unleashed an artillery barrage on a South Korean island Nov. 23 that killed two civilians and two marines. The attack hit civilian areas and marked a new level of hostility along the country's contested maritime border.
