Despite multiple reports of TSA agents groping, molesting and sexually assaulting passengers in a nationwide epidemic of abuse, a TSA.gov website claims that there are no instances of groping or even squeezing occurring at all, and that TSA agents are completely professional in their duties.The denial appears on the blog.tsa.gov website, an official Transport Security Administration clearinghouse for news about the TSA and airport security.After being asked the question, Why are you posting about this and not about TSA’s ongoing sexual assault on travelers who don’t wish to be irradiated by untested machines run by poorly trained screening clerks?, Bob the TSA blogger responds with the following.There is no fondling, squeezing, groping, or any sort of sexual assault taking place at airports. You have a professional workforce carrying out procedures they were trained to perform to keep aviation security safe.This claim is of course a flagrant lie designed to quell the massive backlash against invasive new airport security measures which is being led by numerous prominent travel and pilots associations.New TSA pat down measures introduced at the end of last month for people who refuse the dangerous naked body scan involve TSA agents using the front of their hands and literally cupping and squeezing women’s breasts and men’s testicles. As USA Today reported last week, The searches require screeners to touch passengers’ breasts and genitals.

Back in 2002, we covered the story of how Nicholas Monahan’s pregnant wife feared losing her baby after a traumatic experience during which her breasts were fondled aggressively by TSA workers and she was made to lift her skirt in front of hundreds of other passengers. WASHINGTON — The government's aggressive new pat-down searches at airports are raising privacy concerns and dividing frequent fliers.Transportation Security Administration (TSA) security screeners last week began more aggressively patting down airline passengers as a matter of policy across the country. The agency calls it one of its several layers of security to keep travelers safe.Pat downs are one important tool to help TSA detect hidden and dangerous items such as explosives, the agency says.The new searches are done with screeners' hands sliding over a passenger's body. However, the searches require screeners to touch passengers' breasts and genitals. And that's prompting some fliers and the American Civil Liberties Union to question the policy's intrusiveness and effectiveness.Frequent business traveler Richard Boyd of Beverly Hills says the pat downs serve no real purpose.It's another TSA delusion of enhancing security, Boyd says.It will accomplish nothing other than adding to a traveler's frustration and time required to clear security. It should be abandoned before implemented.Pat-down searches are used when a passenger sets off a metal detector, chooses not to go through a full-body scanning machine or the machine detects something suspicious.
Invasive techniques
Frequent flier Leslie Ashor says she advocates anything that keeps us safe, but she's concerned about a search she underwent Thursday at Denver's airport.I stood there thinking that this is somewhat humiliating, even though I didn't know all the people around me, says Ashor, an architect from San Diego. As a woman, it is somewhat unnerving to have someone touching you in these areas in full public view.
The TSA has private screening areas, but Ashor says she doesn't opt to use them to save time.An effective pat down has to be invasive and touch both breasts and genitals, says Billie Vincent, a former security director for the Federal Aviation Administration. It is clearly a technique that most people would consider an invasion of their privacy.Vincent says the new procedures were instituted because the TSA wants to make pat downs as effective as the full-body scanning machines.The machines — considered by some fliers to be virtual strip searches — were installed at many airports in March after a Christmas Day airline bombing attempt. The TSA plans to have about 1,000 installed by the end of next year.Chris Calabrese, a lawyer with the American Civil Liberties Union, says the more aggressive pat downs should be stopped until a thorough analysis of the policy is done.Are we giving people two intolerable actions at airports? Calabrese asks. They can be virtually strip-searched or endure a really aggressive grope?
The TSA says privacy is an important consideration and stresses that the searches are done by personnel of the same gender as passengers.We look to ensure people's privacy while ensuring the skies are safe, says TSA spokesman Nicholas Kimball.The more aggressive pat-down procedures were tested this summer at airports in Boston and Las Vegas before implementation at all airports. The new pat-down method is as ineffective as any other method they use, says flier Patrick Mathiowetz of Middleton, Wis.Mathiowetz, a sales director in the dairy products manufacturing industry, says he gets patted down whenever he refuses to go through a full-body scanning machine or a carry-on baggage screener detects something suspicious in his briefcase.
Some support searches
Some frequent fliers support the more aggressive pat downs.Rob Newman of Los Angeles supports the TSA's attempts to improve security. He says a terrorist could conceal a weapon in the buttocks and welcomes more thorough searches.I'm all for whatever is most effective in ensuring the plane I get on is safe, he says.Frequent flier Jay Burns of the Village of Loch Lloyd, Mo., agrees. If this stops a terrorist, I am in favor, Burns says.The TSA won't discuss details of pat-down procedures or its overall security policies. However, it warns in a statement: Passengers should continue to expect an unpredictable mix of security layers that include explosives trace detection, advanced imaging technology, canine teams, among others.

PHOENIX - A flight attendants union with 2,000 members is upset over what it calls invasive pat-downs recently implemented by the TSA.We're getting calls daily about peoples' experiences, our members are concerned, said Deborah Volpe, Vice President of the Association of Flight Attendants Local 66.Volpe confirmed that the union is offering advice to its flight attendants, who mostly work for Tempe-based USAirways, involving the security moves.According to a union email obtained by ABC15, it tells flight attendants if they opt out of using the body scanner through security and are required to undergo a pat-down to ask the pat-down be conducted in a private area with a witness.We don't want them in uniform going through this enhanced screening where their private areas are being touched in public, said Volpe.They actually make contact with the genital area.Some passengers have told ABC15 they've already encountered flight delays due to crew members having problems with TSA employees.It (delay) was over three hours when they finally found a crew member to take her place,said Les Johnson who says his Charlotte bound flight was delayed. She (flight attendant) felt that she was groped and supposedly filed a claim.According to Volpe, complaints from flight attendants are expected to continue to increase and said some flight attendants are planning to file lawsuits.
They've already contacted the ACLU,said Volpe when referring to some members of the union.We don't know if somebody may have had an experience with a sexual assault and its (pat-down) going to drudge up some bad memories.Volpe made it clear the union is not against security.Security is the most important aspect, our offices were used as murder weapons, said Volpe.Keep in mind we undergo extensive background checks and we fly quite often.Volpe said she has been a flight attendant for nearly 25 years and she and other union leaders are pushing for a crew pass system that would allow flight attendants and pilots to essentially by-pass security.We don't want to delay anyone, we just feel this pat-down is a little much.

November 9, 2010 (CHICAGO) (WLS) -- If you have gone through airport security at O'Hare, Midway or any other major airport recently, then you know that there is new screening equipment in place and procedures to search travelers. Thousands of pilots who fly jetliners are angry about those changes.There are two issues; two major pilots' unions say the full-body scanners are untested and potentially unsafe because of the radiation they expose travelers to. And the second issue is the new procedure for hand searches by Transportation Security Administration officers at airport checkpoints. Both have produced scathing memos about the TSA from the pilots' unions.Thousands of pilots, who must pass through security just like everyone else who boards commercial aircraft, should not submit to full-body scans, according to their unions. The concern is a potential health risk to pilots from repeated doses of radiation. Under new stringent regulations, pilots and passengers may refuse the body scanners but then undergo more extensive hand searches, including open hands frisking genital and breast areas.Last week, 11,000 pilots at American Airlines received a pointed directive from their union, the Allied Pilots Association.
On Tuesday, a pilots' alert came from the president of the union that represents cockpit personnel at U.S. Airways. USAPA president Mike Cleary says that TSA procedures are blatantly unacceptable for pilots who shouldn't have to undergo passenger screening and then fly the planes. The hand searches that follow have already resulted in one sexual molestation, according to the memo, the result of TSA's overreach in searching and frisking pilots and passengers, TSA procedures that Cleary calls embarrassingly devoid of common sense.In a statement, the TSA says that it is a counterterrorism agency whose mission is to ensure the safety of the traveling public.To achieve that, the TSA says it deploys the latest technologies and implements comprehensive procedures that protect passengers while facilitating travel.

The head of the pilot union at US Airways is advising his members not to go through the body scanners, the same recommendation that the Allied Pilots Association president at American Airlines had given his members.The reason in both cases was health-related: The union leaders say pilots shouldn't submit to the repeated doses of radiation.President Mike Cleary of the US Airline Pilots Association said pilots should first search for a security checkpoint that doesn't have the scanners.If that's not possible, the pilots should opt for the pat-down by a Transportation Security Administration officer, with a member of the pilot's crew witnessing.The TSA recently changed its hand-search policies. Before, the officers would use the back of their hand to check a person; now they are to use their open hand and fingers to go over one's body, including the genital area and breasts.Cleary said after a pat-down, the pilot should determine if he or she is emotionally fit to fly. He also said the pilots' association doesn't like any of it:Let's be perfectly clear: the TSA procedures we have outlined above are blatantly unacceptable as a long-term solution. Although an immediate solution cannot be guaranteed, I can promise you that your union will not rest until all U.S. airline pilots have a way to reach their workplace ... the aircraft ... without submitting ourselves to the will of a TSO behind closed doors. This situation has already produced a sexual molestation in alarmingly short order. Left unchecked, there's simply no way to predict how far the TSA will overreach in searching and frisking pilots who are, ironically, mere minutes from being in the flight deck.
As we all know, it makes no difference what a pilot has on his or her person or in their luggage, because they have control of the aircraft throughout the entire flight. The eyewash being dribbled by the TSA in this instance is embarrassingly devoid of common sense, and we will not stand for it.

President's Message
Fellow Pilots,
The TSA's rapid deployment of Advanced Imaging Technology (AIT) screening machines, followed by the new Enhanced Pat-Down procedures, have caused turmoil for airline pilots and the traveling public alike. These changes are far reaching, intrusive and have been implemented almost overnight, leaving little time for groups who are adversely affected to form a response.
On October 21, USAPA's Security Committee issued an update on the new AIT scanners and outlined our options for dealing with the new rules. Since that time several pilots and flight attendants have encountered problems with TSOs and their implementation of the rules. One US Airways pilot, after being selected for an enhanced pat-down, experienced a frisking that has left him unable to function as a crewmember. The words this pilot used to describe the incident included sexual molestation, and in the aftermath of trying to recover, this pilot reported that he had literally vomited in his own driveway while contemplating going back to work and facing the possibility of a similar encounter with the TSA. This is a very serious situation, and it represents a crossroads for all U.S. airline pilots.
One of the difficulties is the TSA's intentional random application of the rules. While it might be effective for their purposes, it wreaks havoc with our ability to inform our pilots on how to handle each and every situation.
Here is a summary of USAPA's current position on AIT screening machines and Enhanced Pat-Down procedures:
• Pilots should NOT submit to AIT screening. The TSA has offered no credible specifications for the radiation emitted by these machines. As pilots, we are exposed to more radiation as a function of our normal duties than nearly every other category of worker in the United States. Based on currently available medical information, USAPA has determined that frequent exposure to TSA-operated scanner devices may subject pilots to significant health risks.
• Pilots should employ the following method of avoiding AIT screening:
o Make every effort to use security access lines that utilize standard magnetometer devices. If security access points with magnetometer devices are not available, or if there is a change in the device being used once in line, pilots should elect to submit to a private TSA-agent pat-down.
o When submitting to a private, enhanced pat-down procedure, pilots must be sure that a witness, preferably a crewmember, accompanies them during the pat-down.
o After being subjected to an enhanced pat-down procedure, pilots must evaluate their fitness for duty. As has been determined, there is a wide range of possibilities once you submit to a private screening, and the results can be devastating. Unacceptable as this is to all USAPA pilots, and until these invasive measures are no longer implemented on airline pilots, it is your responsibility to make sure you are emotionally fit and not stressed in any way by your close encounter with the TSA.
• Remain professional and courteous in all situations.
• Contact any member of the Security Committee if you need any assistance.

USAPA's Security Committee and USAPA Legal are working diligently on several fronts to find an acceptable remedy. I directed our legal team to request of the TSA, pursuant to the Freedom of Information Act, any written materials that contain the protocol for conducting these enhanced pat-downs. Should this situation not be resolved by working with the TSA, we will take our concerns to Capitol Hill. On a parallel track, we are working with the other CAPA pilot unions to find allies in our struggle. Make no mistake; this is a fight to restore the dignity we deserve as the last line of defense against terrorists who would use airplanes as weapons of mass destruction. We are not the enemy, and we will not stand for being treated as such before each duty period. The TSA needs to recognize professional airline pilots for the security asset that we are, even as many of us serve as Federal Flight Deck Officers. There are a number of access mechanisms available as a remedy, including CrewPass and biometric identification. These solutions will allow the TSA to capitalize on airline pilots as security assets.
This letter is meant to provide you with important interim guidance as we seek long-term solutions. Please stay up to date on this critical affront to our profession. Documentation will be a critical element to this battle. Therefore, should you have any difficulties traversing security, please outline the incident with as much detail as possible, including TSO names and badge numbers, and send it immediately to Security@usairlinepilots.org. I urge each of you to continue to maintain your ultimate professionalism in the face of these attacks on our profession. As you maintain your composure, your union will fight unequivocally with all of our resources and allies to right this wrong.

Laughably, the author claims that these states are standard-bearers of democracy and capitalism in Latin America and that their economies are “trying to join the ranks of the fast-growing economies. Of course, anyone with any sense of what goes on beyond their own borders (however temporary they may be) knows that Mexico is not a standard-bearer of anything beyond absolute chaos and poverty.Not surprisingly, Joel Kotkin, the writer of The New World Order, is an adjunct fellow at the Legatum Institute, an international think-tank that researches and advocates for an expansive understanding of global prosperity.(Legatum) It’s website states:The Legatum Institute is unique in its philosophical commitment to human dignity, liberty, and prosperity, its market principles and business approach to addressing global challenges, its integrated understanding of development, governance, and national security, and its willingness to test and implement its findings through real world programs. It is a ‘think tank with teeth’ that contends for good ideas that deliver great consequences.
Couching its goals in flowery language of peace, prosperity, and freedom, the Legatum Institute is nonetheless a globalist organization. Indeed, the Legatum Institute is part of a larger organization called the Legatum Group, which is described by the Guardian as a private global investment organization focused on investing in the international capital markets and the promotion of sustainable development.The Guardian also compiled a list of the Big 10 of think-tanks, and Legatum Institute was solidly among them at position number six.While the mainstream media continues to claim that anyone who believes in a North American Union or plans for a One World Government is a delusional conspiracy theorist, it continues to push the agenda of both. Although doublespeak in the media is nothing new, it is quite significant that so many outlets have begun to mention the erasure of borders and the blending of nations. There can be no doubt that it is time for the American people to wake up and realize that these plans exist and that they are moving forward at a rapid pace.

WASHINGTON – Senate approval of President Barack Obama's nuclear arms treaty with Russia, which once looked close to a sure thing, is now in jeopardy.The administration is scrambling to get enough Republican support in the Senate to ratify the New START treaty before the Democrats' majority shrinks by six in January. But Republicans have little incentive to give Obama a big political boost after leaving him reeling from their strong gains in last week's congressional elections.A failure to win passage could trip up one of the administration's top foreign policy goals: improving relations with Russia. The treaty, signed in April by Obama and Russian President Dmitry Medvedev, has been the most tangible sign of success, and failure to get it ratified could be viewed as a rebuke in Moscow. It also would leave Obama's push for even greater restrictions on the world's nuclear arsenal in doubt.Some Republicans have argued that the treaty would limit U.S. missile defense options and does not provide adequate procedures to verify that Russia is living up to its terms. Advocates dispute both charges.The Obama administration is worried that ratification could slip out of reach if a vote were to be delayed. Ellen Tauscher, the undersecretary of state for arms control, said this week that the lame-duck session Congress will convene before most newly elected senators take their seats in January could be the administration's last shot.Our last opportunity to do it coming forward is in the lame duck, she said. He has been negotiating with the administration for months and pinning support for the treaty to a boost in funding to modernize the U.S. stockpile of nuclear weapons. A number of his Republican colleagues have said they will follow his lead on the treaty. His approval could push support beyond the 67 votes the administration needs for ratification, although many Republicans still are likely to oppose it.The administration has countered Kyl by warning that the lame-duck session also will be his last chance to get the money he is seeking for the nuclear stockpile because Democrats will not support him next year should the treaty fail.The treaty would reduce the limit on strategic warheads to 1,550 for each country from the current ceiling of 2,200. WASHINGTON – The Pentagon said Tuesday it did not know what created a vapor trail that crossed the skies off the Southern California coast and resembled a missile launch.Video posted on the CBS News website shows an object flying through the evening sky Monday that left a large contrail, or vapor trail. A news helicopter owned by KCBS, a CBS affiliate in Los Angeles, shot the video.Pentagon officials were stumped by the event. Nobody within the Department of Defense that we've reached out to has been able to explain what this contrail is, where it came from, Pentagon spokesman Col. Dave Lapan said.While the vapor cloud captured on video resembled that created by a rocket in flight, military officials said they didn't know of any launches in the area.One expert called it an optical illusion. It's an airplane that is heading toward the camera and the contrail is illuminated by the setting sun, said John Pike, director of the U.S.-based security analyst group globalsecurity.org.The North American Aerospace Defense Command, or NORAD, issued a statement jointly with the U.S. Northern Command, or NORTHCOM, saying no Department of Defense entities reported a missile launch — scheduled or inadvertent — at the time of the contrail, and no foreign military missile launch was detected.
NORAD said it determined there was no threat to the U.S. homeland.The Federal Aviation Administration ran radar replays from Monday afternoon and they did not reveal any fast-moving, unidentified targets, the statement said. EUOBSERVER / BRUSSELS – Based on the model of the Baltic Sea Strategy, the EU is about to launch a new macro-regional policy for the 10 countries along the Danube river, but without committing any fresh money for the scheme.I believe that in a few years, this initiative will improve mobility, biodiversity, water quality, flood protection, research and innovation and security, European Commission chief Jose Manuel Barroso said Monday (8 November) in Bucharest at a summit dedicated to the EU's new Danube Strategy.Mr Barroso said that the policy document, which will be presented by the commission in a month's time, will help countries along the river to better co-ordinate the use of existing EU funding, amounting to €95 billion for the period 2007-2013. This can also be complemented by grants and loans from the European Investment Bank and the European Bank for Reconstruction and Development, he added.Yet unlike the Baltic Sea Strategy, which only applies to EU countries, this document will also include non-EU states in the 3,000 km-long river basin: Serbia, Croatia, Moldova and Ukraine – a move which Mr Barroso labelled as an opportunity to create closer and more direct links with the EU, to have direct contacts, to co-operate and prepare their future together.Facilitating naval traffic, cleaning up the highly polluted river and improving regional links through bridges, highways and better train connections are some of the projects likely to be included in the strategy.
For politicians in the crisis-struck region, finding the necessary co-funding and keeping the political commitment alive will be the main challenges for this policy to succeed.It is not easy, after a financial and economic crisis, to find the necessary resources for major infrastructure projects, said Romanian President Traian Basescu as he was hosting the Danube event.The former sea captain saw the development of naval transport as the most important economic dimension of the Danube river, stressing that this area is under-used. In every member state, there are people who believe their country can survive alone in the globalised world, he continued.It is more than an illusion: it is a lie! The president was speaking in the German capital on the Schicksalstag, or fateful day, the anniversary of five pivotal events in the nation's history: the fall of the Berlin Wall in 1989 and the fall of the monarchy in 1918, but also the Beer Hall Putsch in 1923, Kristallnacht in 1938 and the execution of a leader of the 1848 revolutions in the German states.Quoting wartime US president Franklin Roosevelt, he said that the biggest enemy of Europe today is fear, and that this ultimately could lead to war.Fear leads to egoism, egoism leads to nationalism, and nationalism leads to war, he said. Today's nationalism is often not a positive feeling of pride of one's own identity, but a negative feeling of apprehension of the others. Fear of 'enemies' within our borders and beyond our borders.It is a feeling all over Europe, not of a majority, but everywhere present.In a wide-ranging speech, alighting on a range of aspects of the current state of the European Union, he cheered the day when the nations of the former Yugoslavia will join.
To those who say that war is so far away in our past that peace cannot be a key issue in Europe anymore, that it does not appeal to the younger generations, I answer: just go out there [to the western Balkans] and ask the people there! I do not think that redesigning the way the EU get its revenue is a top priority, he said, adding that the imposition of EU taxation would fall on some countries harder than others and that this would be unfair.The current system reflects as a rule the member states' capacity to pay. Contributions are based on the gross national income and thus seen as fair ... I am personally open to new ideas, but since most alternative sources of income would risk to hit member states unequally, this would weaken the fairness of the current system, its built-in solidarity.He did not however close the door completely on the idea. The U.S. Federal Reserve's decision last week to spend another $600 billion buying government bonds has drawn reproaches from four continents and intensified the G20 debate over how best to bolster the recovery and avoid another financial crisis.
Critics charge that the Fed ignored global repercussions -- namely a weaker dollar and a flood of cheap cash that could find its way into emerging markets -- and violated the cooperative spirit the G20 has worked hard to preserve.The criticism has made it harder for Washington to press China to allow its yuan currency to rise faster, a central issue in the global rebalancing effort.Underlining that, a Chinese official who has been helping draft the G20 communique said the leaders should not discuss the yuan or any other currency specifically. The Indian official said the final statement would not single out any currency.However, the yuan rose to a high of 6.6353 against the dollar in the spot market on Wednesday, the highest level since the currency's revaluation in July 2005, after the People's Bank of China fixed a record yuan mid-point.Beijing typically loosens its tight grip on the yuan as a goodwill gesture ahead of political events that apply pressure on China for more yuan appreciation.The United States got some support from close ally Britain. Finance Minister George Osborne said a strong U.S. economy was in the best interest of Asia and the world, echoing comments from President Barack Obama, who was due to arrive in Seoul later on Wednesday.

Kim, the G20 spokesman, said 40 to 50 deputies were crammed into a small room for a 14-hour session on Tuesday, and voices were raised when they discussed a framework for balanced growth that G20 leaders hope will be a cornerstone of the summit. U.N. Secretary-General Ban Ki-moon urged greater G20 cooperation at a critical moment for the world economy. This is a time for unity,he told a news conference in Seoul.
Officials left empty spaces in several sections of what will become the final communique, he said, an acknowledgement they had yet to agree on the language. They reconvened on Wednesday and will continue into Thursday if necessary. Security was tight in Seoul, with police and armed forces on high alert, but there have been no big demonstrations so far. Two small protests, against a free trade deal with the United States, and tax reform in South Korea, were staged on Wednesday morning.

SEOUL (AFP) – Bad blood between the world's 20 biggest rich and emerging nations has spilled over ahead of summit talks starting Thursday on an ill-tempered drive to rebalance the lopsided global economy.Preparatory negotiations for the two-day summit in Seoul grew heated as deputy finance ministers battled over how to redress growth imbalances arising from China's dramatic expansion and America's deficit woes.
Each country was sticking to its original position, Kim Yoon-Kyung, spokesman for South Korea's Group of 20 presidential committee, told reporters after the deputy ministers met for 14 hours on Tuesday.Voices were raised, Kim said. They wouldn't compromise. They actually had to keep the door open because the debate was so heated and we were lacking oxygen.The deputies were meeting anew Wednesday to thrash out the summit communique that will be adopted by leaders including the US and Chinese presidents on Friday.At best, South Korean officials suggested, the G20 may settle for a watered-down deal to task the International Monetary Fund with crafting guidelines to trim the yawning imbalances in world trade.The United States and Europe have long accused China of keeping the yuan grossly undervalued to boost exports.Washington has itself attracted widespread and stinging criticism after the Federal Reserve decided to pump an extra 600 billion dollars into the fragile US economy.Critics including top Chinese officials say this amounts to an effective dollar devaluation, and has the potential to trigger a 1930s-style trade war if other countries respond in kind.We have to be particularly wary of protectionist sentiments, Indian Prime Minister Manmohan Singh, who paid host to US President Barack Obama this week, said in a statement before leaving for Seoul.There are developmental imbalances within and between countries, and rebalancing of the world economy is a major challenge, he said, stressing it was in fast-growing India's best interest to keep trade open.Emerging economies worry that much of the new US money will flood their financial markets in search of higher returns, driving their currencies still higher against the dollar and Chinese yuan to the detriment of their exports.

BANGKOK – World markets were mostly lower Wednesday as leaders of the world's major economies converged on Asia for back-to-back summits and Chinese shares faded amid fears of new measures to cool bank lending.Nearly all European indexes were lower following mixed trading in Asia while futures pointed to modest gains on Wall Street. Oil headed toward $87 a barrel again after setting a two-year high the previous day.Meetings of world leaders in South Korea on Thursday and Friday and in Japan on the weekend provided the background to trading.Tensions over currencies and trade gaps are simmering ahead of the Group of 20 and APEC summits as America's move to flood its sluggish economy with $600 billion of cash and weaken the dollar triggers alarm in export-reliant nations from China to Germany.China's trade surplus surging to its second-highest level this year in October underscored the challenges of reforming a world economic order that has for decades centered on the U.S. buying exports from the rest of the world and running huge trade deficits while other nations accumulate vast surpluses.In early European trading, France's CAC-40 was off 0.6 percent at 3,921.66 and Britain's FTSE 100 slipped 0.2 percent to 5,861.97. SINGAPORE (Reuters) – The U.S. dollar rose marginally on Wednesday to hit its highest levels since late October against a basket of major currencies as the euro extended its losses over worries about euro zone sovereign debt.Leading European shares (.FTEU3) fell 0.4 percent in early trade, in step with main Asian markets and Wall Street, after touching 2-year highs in the previous session, while gold and silver inched up again after pulling back from record highs reached on Tuesday.The dollar's strength boosted exporters in Japan, helping to push the Nikkei average up to a four-month high, but stock markets in Hong Kong and China fell after China raised bank reserve requirements. The move by China's central bank fueled worries authorities there may further try to cool the growth on which the world economy depends.The dollar gained as U.S. Treasury bond yields rose, with the impact of the currency move felt across asset classes. The dollar index (.DXY) rose as high as 77.88, a level it last touched in late October.The dollar has gained some traction, said Mitul Kotecha, global head of FX strategy at Credit Agricole CIB in Hong Kong. It seems like a credible bounce back. The firmer dollar weighed on dollar-denominated commodities.
Gold traded around $1,400 per ounce, a slight uptick after losing $30 from the record high of $1,424.10 on Tuesday.Spot silver, which hit a record of $30 per ounce on Tuesday, also partially recovered from a selloff, trading around $27.50 per ounce.

YOKOHAMA, Japan – Intensifying friction over currencies and trade are confronting leaders of major economies as they converge on Asia for back-to-back summits aimed at safeguarding the still fragile global recovery.President Barack Obama and other top leaders were heading to Seoul, South Korea, for a two-day Group of 20 summit with the ambitious agenda of remaking the world economy to help ensure stable growth and prevent a repeat of the financial meltdown in 2008.But that gathering, and a weekend summit of Pacific Rim leaders in the Japanese port city of Yokohama, are taking place as these nations struggle to reconcile conflicting strategies for achieving those aims.G-20 officials — whose countries comprise 85 percent of all economic activity — earlier agreed not to use their currencies as trade weapons. But tensions reignited last week when the U.S. Federal Reserve announced a $600 billion bond buying plan that angered many trading partners.Obama, wrapping up a brief visit to Indonesia after touring India, defended the Fed's move as a way to speed up the narrowing of huge gaps in trade and investment by engineering a weaker U.S. dollar — thus putting pressure on countries with large trade and foreign exchange surpluses.

If either side chooses a confrontational approach, I think everybody will come out as losers, said Vice Foreign Minister Cui Tiankai, who urged the G-20 not to make China's currency a focus of the meeting. The U.S. House of Representatives passed legislation in September to allow Washington to sanction governments that manipulate their currency for trade advantage.Apart from currency issues and trade gaps, the G-20 leaders are expected to endorse beefing up supervision of large banks and other financial institutions and to voice support for giving developing countries a bigger say in the International Monetary Fund.In Yokohama, trade and foreign ministers of the Asia-Pacific Economic Cooperation forum were mulling how to move toward establishing a Pacific-wide free trade zone that would encompass more than half the world's economic output.We are quite committed to that. APEC is expected to move toward creating a massive trade zone, encompassing 44 percent of global trade, that would include all of its members, according to a draft of the final statement obtained by The Associated Press. Such a regionwide arrangement, dubbed the Free Trade Area of the Asia-Pacific, might help to untangle a slew of bilateral and regional agreements, and by lowering trade barriers could boost growth. A building block of that plan is a U.S.-backed free trade agreement called the Trans-Pacific Partnership. It now includes only four small economies — Brunei, Chile, New Zealand and Singapore — but the U.S., Australia, Malaysia, Vietnam and Peru are in talks to join them. Though such moves could hurt farmers accustomed to protective high tariffs in countries like South Korea and Japan, Tokyo is supporting such initiatives as a way to re-energize its own sluggish economy. In many ways, Japan has fallen behind the wave of freer economy, Japanese Prime Minister Naoto Kan said Tuesday. While the mainstream media continues to claim that anyone who believes in a North American Union or plans for a One World Government is a delusional conspiracy theorist, it continues to push the agenda of both. While the cover story focuses on Sarah Palin and Republican women, one of the more interesting features stories is written by Joel Kotkin entitled, The New World Order. In this article, Kotkin argues that Tribal Ties – Race, Ethnicity, and Religion – Are Becoming More Important Than Borders.The first page of the article, contains a color-coded map denoting new regions of the world not defined by contemporary governmental borders but those designated by region, race, and culture.The rest of the article is devoted to a breakdown of the reasoning behind the new borders of which there are 19 new regional governments, 4 city states (London, Paris, Singapore, and Tel Aviv) and 6 Stand-Alone countries (Brazil, France, Greater India, Japan, South Korea, and Switzerland.)
Although attacked as a conspiracy theory for years in the mainstream media, Newsweek’s article places the United States in league with Canada as part of the North American Alliance, suggesting that The U.S. and Canada are joined at the hip in terms of their economies, demographics, and culture.Mexico, however, is not included in this new version of the North American Union as it is lumped in to the Liberalistas region alongside Chile, Colombia, Costa Rica, and Peru. Laughably, the author claims that these states are standard-bearers of democracy and capitalism in Latin America and that their economies are “trying to join the ranks of the fast-growing economies. Of course, anyone with any sense of what goes on beyond their own borders (however temporary they may be) knows that Mexico is not a standard-bearer of anything beyond absolute chaos and poverty.Not surprisingly, Joel Kotkin, the writer of The New World Order, is an adjunct fellow at the Legatum Institute, an international think-tank that researches and advocates for an expansive understanding of global prosperity.(Legatum) It’s website states:The Legatum Institute is unique in its philosophical commitment to human dignity, liberty, and prosperity, its market principles and business approach to addressing global challenges, its integrated understanding of development, governance, and national security, and its willingness to test and implement its findings through real world programs. It forms an intellectual hub for the Legatum group of companies, learning from them and nurturing and protecting the core purposes of the organisation. It is a ‘think tank with teeth’ that contends for good ideas that deliver great consequences.
Couching its goals in flowery language of peace, prosperity, and freedom, the Legatum Institute is nonetheless a globalist organization. Indeed, the Legatum Institute is part of a larger organization called the Legatum Group, which is described by the Guardian as a private global investment organization focused on investing in the international capital markets and the promotion of sustainable development.The Guardian also compiled a list of the Big 10 of think-tanks, and Legatum Institute was solidly among them at position number six.While the mainstream media continues to claim that anyone who believes in a North American Union or plans for a One World Government is a delusional conspiracy theorist, it continues to push the agenda of both. Although doublespeak in the media is nothing new, it is quite significant that so many outlets have begun to mention the erasure of borders and the blending of nations. There can be no doubt that it is time for the American people to wake up and realize that these plans exist and that they are moving forward at a rapid pace.

But Republicans have little incentive to give Obama a big political boost after leaving him reeling from their strong gains in last week's congressional elections.A failure to win passage could trip up one of the administration's top foreign policy goals: improving relations with Russia. I think that, frankly, because of the way the numbers are working, it's the best opportunity to do it.Republicans will gain one vote part of the way through the lame-duck session because they won a special election for Obama's former seat in Illinois. That will increase the GOP's Senate numbers temporarily to 42 in the 100-member chamber.Since the election, senior administration officials, including Vice President Joe Biden and Secretary of State Hillary Rodham Clinton, have been pressing the case for ratification with Republican lawmakers. A long list of retired generals and senior statesmen from both parties have expressed support, arguing that that the treaty should be beyond politics.
But its best shot seems to lie in a political deal with one key Republican senator.
Republican Jon Kyl has wielded the most sway in his party on the issue. He has been negotiating with the administration for months and pinning support for the treaty to a boost in funding to modernize the U.S. stockpile of nuclear weapons. A number of his Republican colleagues have said they will follow his lead on the treaty. His approval could push support beyond the 67 votes the administration needs for ratification, although many Republicans still are likely to oppose it.The administration has countered Kyl by warning that the lame-duck session also will be his last chance to get the money he is seeking for the nuclear stockpile because Democrats will not support him next year should the treaty fail.The treaty would reduce the limit on strategic warheads to 1,550 for each country from the current ceiling of 2,200. It also would set up new procedures to allow both countries to inspect each other's arsenals to verify compliance.Treaty advocates have been warning that the United States has not had nuclear inspectors in Russia since December, when a previous treaty expired. They say Republicans who have opposed the treaty are endangering national security by delaying the inspectors' return.Arlen Jameson, a retired Air Force general and former deputy chief of the Strategic Air Command, says a long delay in returning U.S. inspectors could force the U.S. military and intelligence agencies to find other ways to monitor Russian nuclear forces. He said that would involve costly monitoring by satellites that would shift scarce intelligence resources from operations in Iraq and Afghanistan.The needs for overhead monitoring is already under great stress, he said. The expense will not be transparent because it will be not made publicly available, but it will be enormous.

WASHINGTON – The Pentagon said Tuesday it did not know what created a vapor trail that crossed the skies off the Southern California coast and resembled a missile launch.Video posted on the CBS News website shows an object flying through the evening sky Monday that left a large contrail, or vapor trail. A news helicopter owned by KCBS, a CBS affiliate in Los Angeles, shot the video.Pentagon officials were stumped by the event. Nobody within the Department of Defense that we've reached out to has been able to explain what this contrail is, where it came from, Pentagon spokesman Col. Dave Lapan said.While the vapor cloud captured on video resembled that created by a rocket in flight, military officials said they didn't know of any launches in the area.One expert called it an optical illusion. It's an airplane that is heading toward the camera and the contrail is illuminated by the setting sun, said John Pike, director of the U.S.-based security analyst group globalsecurity.org.The North American Aerospace Defense Command, or NORAD, issued a statement jointly with the U.S. Northern Command, or NORTHCOM, saying no Department of Defense entities reported a missile launch — scheduled or inadvertent — at the time of the contrail, and no foreign military missile launch was detected.
NORAD said it determined there was no threat to the U.S. homeland.The Federal Aviation Administration ran radar replays from Monday afternoon and they did not reveal any fast-moving, unidentified targets, the statement said. No pilots reported unusual sightings to the FAA.NORTHCOM is the U.S. defense command and NORAD is a U.S.-Canadian organization charged with protecting the U.S. from the threat of missiles or hostile aircraft.Pike said the object could not have been a rocket because it appeared to alter its course.The local station chopped up the video and so it's hard to watch it continuously, Pike said. EUOBSERVER / BRUSSELS – Based on the model of the Baltic Sea Strategy, the EU is about to launch a new macro-regional policy for the 10 countries along the Danube river, but without committing any fresh money for the scheme.I believe that in a few years, this initiative will improve mobility, biodiversity, water quality, flood protection, research and innovation and security, European Commission chief Jose Manuel Barroso said Monday (8 November) in Bucharest at a summit dedicated to the EU's new Danube Strategy.Mr Barroso said that the policy document, which will be presented by the commission in a month's time, will help countries along the river to better co-ordinate the use of existing EU funding, amounting to €95 billion for the period 2007-2013. This can also be complemented by grants and loans from the European Investment Bank and the European Bank for Reconstruction and Development, he added.Yet unlike the Baltic Sea Strategy, which only applies to EU countries, this document will also include non-EU states in the 3,000 km-long river basin: Serbia, Croatia, Moldova and Ukraine – a move which Mr Barroso labelled as an opportunity to create closer and more direct links with the EU, to have direct contacts, to co-operate and prepare their future together.Facilitating naval traffic, cleaning up the highly polluted river and improving regional links through bridges, highways and better train connections are some of the projects likely to be included in the strategy.

In every member state, there are people who believe their country can survive alone in the globalised world, he continued.It is more than an illusion: it is a lie! The president was speaking in the German capital on the Schicksalstag, or fateful day, the anniversary of five pivotal events in the nation's history: the fall of the Berlin Wall in 1989 and the fall of the monarchy in 1918, but also the Beer Hall Putsch in 1923, Kristallnacht in 1938 and the execution of a leader of the 1848 revolutions in the German states.Quoting wartime US president Franklin Roosevelt, he said that the biggest enemy of Europe today is fear, and that this ultimately could lead to war.Fear leads to egoism, egoism leads to nationalism, and nationalism leads to war, he said. Today's nationalism is often not a positive feeling of pride of one's own identity, but a negative feeling of apprehension of the others. I do not think that redesigning the way the EU get its revenue is a top priority, he said, adding that the imposition of EU taxation would fall on some countries harder than others and that this would be unfair.The current system reflects as a rule the member states' capacity to pay. Contributions are based on the gross national income and thus seen as fair ... I am personally open to new ideas, but since most alternative sources of income would risk to hit member states unequally, this would weaken the fairness of the current system, its built-in solidarity.He did not however close the door completely on the idea. It opened at $1,405.50 to $1,406.50 an ounce.The corporate media is abuzz today with news that since the Fed announced its intention to print hundreds of billions of dollars in funny money and spend it on Treasury bonds in a supposed attempt to kick-start the economy, investors have flocked to the precious metals market for shelter. Traders are buying up gold as the Federal Reserve’s $600bn stimulus deal last Wednesday was seen by many as liable to aggravate inflation. The price was also nudged higher on speculation that members of the G20 to be held in in Seoul, South Korea, will discuss currency markets.The World Bank statement by Robert Zoellick of the World Bank indicates that the internationalists believe that fiat currencies need some backing in gold to restore confidence, especially as the U.S. dollar’s status as the world’s reserve currency erodes.Gold is an international currency phenomenon. The U.S. Federal Reserve's decision last week to spend another $600 billion buying government bonds has drawn reproaches from four continents and intensified the G20 debate over how best to bolster the recovery and avoid another financial crisis.
Critics charge that the Fed ignored global repercussions -- namely a weaker dollar and a flood of cheap cash that could find its way into emerging markets -- and violated the cooperative spirit the G20 has worked hard to preserve.The criticism has made it harder for Washington to press China to allow its yuan currency to rise faster, a central issue in the global rebalancing effort.Underlining that, a Chinese official who has been helping draft the G20 communique said the leaders should not discuss the yuan or any other currency specifically. The Indian official said the final statement would not single out any currency.However, the yuan rose to a high of 6.6353 against the dollar in the spot market on Wednesday, the highest level since the currency's revaluation in July 2005, after the People's Bank of China fixed a record yuan mid-point.Beijing typically loosens its tight grip on the yuan as a goodwill gesture ahead of political events that apply pressure on China for more yuan appreciation.The United States got some support from close ally Britain. SEOUL (AFP) – Bad blood between the world's 20 biggest rich and emerging nations has spilled over ahead of summit talks starting Thursday on an ill-tempered drive to rebalance the lopsided global economy.Preparatory negotiations for the two-day summit in Seoul grew heated as deputy finance ministers battled over how to redress growth imbalances arising from China's dramatic expansion and America's deficit woes.
Each country was sticking to its original position, Kim Yoon-Kyung, spokesman for South Korea's Group of 20 presidential committee, told reporters after the deputy ministers met for 14 hours on Tuesday.Voices were raised, Kim said. They wouldn't compromise. South Korea's Kospi added 1.1 percent to 1,967.85 and Taiwan's benchmark gained 0.1 percent to 8,450.63.Australia's S&P/ASX 200 fell 0.9 percent to 4,699.80 and Singapore's index shed 0.7 percent to 3,289.91. India's market also fell.On Tuesday, the Dow Jones industrial average fell 0.5 percent to 11,346.75, while the broader Standard & Poor's 500 index slipped 0.8 percent to 1,213.40. The technology-heavy Nasdaq composite index dropped 0.7 percent at 2,562.98.In currencies, the dollar rose to 81.75 yen from 81.69 yen in New York late Tuesday. SINGAPORE (Reuters) – The U.S. dollar rose marginally on Wednesday to hit its highest levels since late October against a basket of major currencies as the euro extended its losses over worries about euro zone sovereign debt.Leading European shares (.FTEU3) fell 0.4 percent in early trade, in step with main Asian markets and Wall Street, after touching 2-year highs in the previous session, while gold and silver inched up again after pulling back from record highs reached on Tuesday.The dollar's strength boosted exporters in Japan, helping to push the Nikkei average up to a four-month high, but stock markets in Hong Kong and China fell after China raised bank reserve requirements. The move by China's central bank fueled worries authorities there may further try to cool the growth on which the world economy depends.The dollar gained as U.S. Treasury bond yields rose, with the impact of the currency move felt across asset classes. The dollar index (.DXY) rose as high as 77.88, a level it last touched in late October.The dollar has gained some traction, said Mitul Kotecha, global head of FX strategy at Credit Agricole CIB in Hong Kong. It seems like a credible bounce back. I don't see it going too far but it shows you how short the market was.The market will look closely at an auction for long-dated Treasury bonds later on Wednesday, which could give clues to the greenback's direction, traders said.The euro fell around 1 percent to $1.3775, with concerns about the cost of protection against Irish and Portuguese government debt continuing to weigh on sentiment.Currency tensions are high on the agenda at this week's G20 summit of advanced and developing economies.

The firmer dollar weighed on dollar-denominated commodities.

YOKOHAMA, Japan – Intensifying friction over currencies and trade are confronting leaders of major economies as they converge on Asia for back-to-back summits aimed at safeguarding the still fragile global recovery.President Barack Obama and other top leaders were heading to Seoul, South Korea, for a two-day Group of 20 summit with the ambitious agenda of remaking the world economy to help ensure stable growth and prevent a repeat of the financial meltdown in 2008.But that gathering, and a weekend summit of Pacific Rim leaders in the Japanese port city of Yokohama, are taking place as these nations struggle to reconcile conflicting strategies for achieving those aims.G-20 officials — whose countries comprise 85 percent of all economic activity — earlier agreed not to use their currencies as trade weapons. But tensions reignited last week when the U.S. Federal Reserve announced a $600 billion bond buying plan that angered many trading partners.Obama, wrapping up a brief visit to Indonesia after touring India, defended the Fed's move as a way to speed up the narrowing of huge gaps in trade and investment by engineering a weaker U.S. dollar — thus putting pressure on countries with large trade and foreign exchange surpluses.

Such a regionwide arrangement, dubbed the Free Trade Area of the Asia-Pacific, might help to untangle a slew of bilateral and regional agreements, and by lowering trade barriers could boost growth. A building block of that plan is a U.S.-backed free trade agreement called the Trans-Pacific Partnership. It now includes only four small economies — Brunei, Chile, New Zealand and Singapore — but the U.S., Australia, Malaysia, Vietnam and Peru are in talks to join them. Though such moves could hurt farmers accustomed to protective high tariffs in countries like South Korea and Japan, Tokyo is supporting such initiatives as a way to re-energize its own sluggish economy. Tribal ties—race, ethnicity, and religion—are becoming more important than borders.
For centuries we have used maps to delineate borders that have been defined by politics. But it may be time to chuck many of our notions about how humanity organizes itself. Across the world a resurgence of tribal ties is creating more complex global alliances. Where once diplomacy defined borders, now history, race, ethnicity, religion, and culture are dividing humanity into dynamic new groupings.
Broad concepts—green, socialist, or market-capitalist ideology—may animate cosmopolitan elites, but they generally do not motivate most people. Instead, the tribe is valued far more than any universal ideology. As the great Arab historian Ibn Khaldun observed: Only Tribes held together by a group feeling can survive in a desert.Although tribal connections are as old as history, political upheaval and globalization are magnifying their impact. The world’s new contours began to emerge with the end of the Cold War. Maps designating separate blocs aligned to the United States or the Soviet Union were suddenly irrelevant. More recently, the notion of a united Third World has been supplanted by the rise of China and India. And newer concepts like the BRIC nations (Brazil, Russia, India, and China) are undermined by the fact that these countries have vastly different histories and cultures.The borders of this new world will remain protean, subject to change over time. Some places do not fit easily into wide categories—take that peculiar place called France—so we’ve defined them as Stand-Alones. And there are the successors to the great city-states of the Renaissance—places like London and Singapore. What unites them all are ties defined by affinity, not geography.
1. New Hansa
Denmark, Finland, Germany, Netherlands, Norway, Sweden
In the 13th century, an alliance of Northern European towns called the Hanseatic League created what historian Fernand Braudel called a “common civilization created by trading.” Today’s expanded list of Hansa states share Germanic cultural roots, and they have found their niche by selling high-value goods to developed nations, as well as to burgeoning markets in Russia, China, and India. Widely admired for their generous welfare systems, most of these countries have liberalized their economies in recent years. They account for six of the top eight countries on the Legatum Prosperity Index and boast some of the world’s highest savings rates (25 percent or more), as well as impressive levels of employment, education, and technological innovation.
2. The Border Areas
Belgium, Czech Republic, Estonia, Hungary, Iceland, Ireland, Latvia, Lithuania, Poland, Romania, Slovakia, U.K.
These countries are seeking to find their place in the new tribal world. Many of them, including Romania and Belgium, are a cultural mishmash. They can be volatile; Ireland has gone from being a Celtic tiger to a financial basket case. In the past, these states were often overrun by the armies of powerful neighbors; in the future, they may be fighting for their autonomy against competing zones of influence.
3. Olive Republics
Bulgaria, Croatia, Greece, Italy, Kosovo, Macedonia, Montenegro, Portugal, Slovenia, Spain
With roots in Greek and Roman antiquity, these lands of olives and wine lag behind their Nordic counterparts in virtually every category: poverty rates are almost twice as high, labor participation is 10 to 20 percent lower. Almost all the Olive Republics—led by Greece, Spain, and Portugal—have huge government debt compared with most Hansa countries. They also have among the lowest birthrates: Italy is vying with Japan to be the country with the world’s oldest population.
4. City-States
London
It’s a center for finance and media, but London may be best understood as a world-class city in a second-rate country.
Paris
Accounts for nearly 25 percent of France’s GDP and is home to many of its global companies. It’s not as important as London, but there will always be a market for this most beautiful of cities.
Singapore
In a world increasingly shaped by Asia, its location between the Pacific and Indian oceans may be the best on the planet. With one of the world’s great ports, and high levels of income and education, it is a great urban success story.
Tel Aviv
While much of nationalist-religious Israel is a heavily guarded borderland, Tel Aviv is a secular city with a burgeoning economy. It accounts for the majority of Israel’s high-tech exports; its per capita income is estimated to be 50 percent above the national average, and four of Israel’s nine billionaires live in the city or its suburbs.
5. North American Alliance
Canada, United States
These two countries are joined at the hip in terms of their economies, demographics, and culture, with each easily being the other’s largest trade partner. Many pundits see this vast region in the grip of inexorable decline. They’re wrong, at least for now. North America boasts many world-class cities, led by New York; the world’s largest high-tech economy; the most agricultural production; and four times as much fresh water per capita as either Europe or Asia.
6. Liberalistas
Chile, Colombia, Costa Rica, Mexico, Peru
These countries are the standard--bearers of democracy and capitalism in Latin America. Still suffering low household income and high poverty rates, they are trying to join the ranks of the fast-growing economies, such as China’s. But the notion of breaking with the U.S.—the traditionally dominant economic force in the region—would seem improbable for some of them, notably Mexico, with its close geographic and ethnic ties. Yet the future of these economies is uncertain; will they become more state--oriented or pursue economic liberalism?
7. Bolivarian Republics
Argentina, Bolivia, Cuba, Ecuador, Nicaragua, Venezuela
Led by Venezuela’s Hugo Chávez, large parts of Latin America are swinging back toward dictatorship and following the pattern of Peronism, with its historical antipathy toward America and capitalism. The Chávez-influenced states are largely poor; the percentage of people living in poverty is more than 60 percent in Bolivia. With their anti-gringo mindset, mineral wealth, and energy reserves, they are tempting targets for rising powers like China and Russia.
8. Stand-Alones
Brazil
South America’s largest economy, Brazil straddles the ground between the Bolivarians and the liberal republics of the region. Its resources, including offshore oil, and industrial prowess make it a second-tier superpower (after North America, Greater India, and the Middle Kingdom). But huge social problems, notably crime and poverty, fester. Brazil recently has edged away from its embrace of North America and sought out new allies, notably China and Iran.
France
France remains an advanced, cultured place that tries to resist Anglo-American culture and the shrinking relevance of the EU. No longer a great power, it is more consequential than an Olive Republic but not as strong as the Hansa.
Greater India
India has one of the world’s fastest-growing economies, but its household income remains roughly a third less than that of China. At least a quarter of its 1.3 billion people live in poverty, and its growing megacities, notably Mumbai and Kolkata, are home to some of the world’s largest slums. But it’s also forging ahead in everything from auto manufacturing to software production.
Japan
With its financial resources and engineering savvy, Japan remains a world power. But it has been replaced by China as the world’s No. 2 economy. In part because of its resistance to immigration, by 2050 upwards of 35 percent of the population could be over 60. At the same time, its technological edge is being eroded by South Korea, China, India, and the U.S.
South Korea
South Korea has become a true technological power. Forty years ago its per capita income was roughly comparable to that of Ghana; today it is 15 times larger, and Korean median household income is roughly the same as Japan’s. It has bounced back brilliantly from the global recession but must be careful to avoid being sucked into the engines of an expanding China.
Switzerland
It’s essentially a city-state connected to the world not by sea lanes but by wire transfers and airplanes. It enjoys prosperity, ample water supplies, and an excellent business climate.
9. Russian Empire
Armenia, Belarus, Moldova, Russian Federation, Ukraine
Russia has enormous natural resources, considerable scientific-technological capacity, and a powerful military. As China waxes, Russia is trying to assert itself in Ukraine, Georgia, and Central Asia. Like the old tsarist version, the new Russian empire relies on the strong ties of the Russian Slavic identity, an ethnic group that accounts for roughly four fifths of its 140 million people. It is a middling country in terms of household income—roughly half of Italy’s—and also faces a rapidly aging population.
10. The Wild East
Afghanistan, Azerbaijan, Kazakhstan, Kyrgyzstan, Pakistan, Tajikistan
This part of the world will remain a center of contention between competing regions, including China, India, Turkey, Russia, and North America.
11. Iranistan
Bahrain, Gaza Strip, Iran, Iraq, Lebanon, Syria
With oil reserves, relatively high levels of education, and an economy roughly the size of Turkey’s, Iran should be a rising superpower. But its full influence has been curbed by its extremist ideology, which conflicts not only with Western countries but also with Greater Arabia. A poorly managed economy has turned the region into a net importer of consumer goods, high-tech equipment, food, and even refined petroleum.
12. Greater Arabia
Egypt, Jordan, Kuwait, Palestinian Territories, Saudi Arabia, United Arab Emirates, Yemen
This region’s oil resources make it a key political and financial player. But there’s a huge gap between the Persian Gulf states like Saudi Arabia and the United Arab Emirates and the more impoverished states. Abu Dhabi has a per capita income of roughly $40,000, while Yemen suffers along with as little as 5 percent of that number. A powerful cultural bond—religion and race—ties this area together but makes relations with the rest of the world problematic.
13. The New Ottomans
Turkey, Turkmenistan, Uzbekistan
Turkey epitomizes the current reversion to tribe, focusing less on Europe than on its eastern front. Although ties to the EU remain its economic linchpin, the country has shifted economic and foreign policy toward its old Ottoman holdings in the Mideast and ethnic brethren in Central Asia. Trade with both Russia and China is also on the rise.
14. South African Empire
Botswana, Lesotho, Namibia, South Africa, Swaziland, Zimbabwe
South Africa’s economy is by far the largest and most diversified in Africa. It has good infrastructure, mineral resources, fertile land, and a strong industrial base. Per capita income of $10,000 makes it relatively wealthy by African standards. It has strong cultural ties with its neighbors, Lesotho, Botswana, and Namibia, which are also primarily Christian.
15. Sub-Saharan Africa
Angola, Cameroon, Central African Republic, Congo-Kinshasa, Ethiopia, Ghana, Kenya, Liberia, Malawi, Mali, Mozambique, Nigeria, Senegal, Sierra Leone, Sudan, Tanzania, Togo, Uganda, Zambia
Mostly former British or French colonies, these countries are divided between Muslim and Christian, French and English speakers, and lack cultural cohesion. A combination of natural resources and poverty rates of 70 or 80 percent all but assure that cash-rich players like China, India, and North America will seek to exploit the region.
16. Maghrebian Belt
Algeria, Libya, Mauritania, Morocco, Tunisia
In this region, spanning the African coast of the Mediterranean, there are glimmers of progress in relatively affluent countries like Libya and Tunisia. But they sit amid great concentrations of poverty.
17. Middle Kingdom
China, Hong Kong, Taiwan
China may not, as the IMF recently predicted, pass the U.S. in GDP within a decade or so, but it’s undoubtedly the world’s emerging superpower. Its ethnic solidarity and sense of historical superiority remain remarkable. Han Chinese account for more than 90 percent of the population and constitute the world’s single largest racial-cultural group. This national cultural cohesion, many foreign companies are learning, makes penetrating this huge market even more difficult. China’s growing need for resources can be seen in its economic expansion in Africa, the Bolivarian Republics, and the Wild East. Its problems, however, are legion: a deeply authoritarian regime, a growing gulf between rich and poor, and environmental degradation. Its population is rapidly aging, which looms as a major problem over the next 30 years.
18. The Rubber Belt
Cambodia, Indonesia, Laos, Malaysia, Philippines, Thailand, Vietnam
These countries are rich in minerals, fresh water, rubber, and a variety of foodstuffs but suffer varying degrees of political instability. All are trying to industrialize and diversify their economies. Apart from Malaysia, household incomes remain relatively low, but these states could emerge as the next high-growth region.
19. Lucky Countries
Australia, New Zealand
Household incomes are similar to those in North America, although these economies are far less diversified. Immigration and a common Anglo-Saxon heritage tie them culturally to North America and the United Kingdom. But location and commodity-based economies mean China and perhaps India are likely to be dominant trading partners in the future.

The IMF’s Executive Board has approved far-reaching reforms of the way the IMF is run, a week before the Leaders of the Group of Twenty (G-20) industrialized and emerging market economies are due to meet in Seoul, Korea, to discuss how best to strengthen the global recovery.Taken together, it’s a big shift in quotas and accordingly in voting power. It’s a very important increase in the voice and representation of the emerging market and developing countries ... it is a historical reform of the IMF, Strauss-Kahn told journalists at a press conference immediately following the Board’s decision.It means we now have the top 10 shareholders that really represent the top 10 countries in the world, namely the United States, Japan, the four main European countries, and the four BRICs. The ranking of the countries is now really the ranking they have in the global economy,” he said.
More voting power to dynamic emerging markets and developing countries
The core of the reforms will be a doubling of IMF quotas that will produce a shift of 6 percent of quota shares to the dynamic emerging market and developing countries. One-half of the shift comes from advanced economies, mostly European advanced economies, but the United States also played a part. One third comes from oil producers, countries like Saudi Arabia for instance. So altogether, 80 percent of the shift comes from advanced countries and oil producers, Strauss-Kahn said. Only 20 percent comes from other emerging countries, he added. The bottom line is that 110 countries out of 187 will see their quota share increased or maintained. When you look at who those 110 are, you have 102 which are emerging or developing countries. That gives a clear picture of what has happened,he said.
The 10 largest members of the Fund will now consist of the United States, Japan, the four largest European economies (France, Germany, Italy, and the United Kingdom) and Brazil, China, India, and the Russian Federation (the BRICs; see box).
Quota and governance reforms: key facts
• All BRIC countries will be top 10 IMF shareholders
• More than 6 percent shift in quota share to dynamic emerging market and developing countries
• Voice of poorest countries maintained by preserving their voting shares.
So who pays for the shift?
• The bulk of the shift—about 80 per cent—comes from a reduction in the shares of advanced economies and some oil producers
• 110 countries will gain or maintain quota share, of which 102 are emerging market and developing countries.
Once reforms in place, rebalancing to be mirrored in IMF’s Executive Board
• Advanced European economies will hold two fewer seats
• All Executive Directors will be elected.
In addition, the voice of the poorest developing nations within the IMF will be maintained by preserving their voting shares. We needed to do this while maintaining the quotas of the poorest countries because when you organize something that is more in line with the economic weight of countries, there is always a risk that the small countries, the poor countries, will almost disappear in the process. So we had given ourselves this constraint that the poorest countries should be protected, and they have been,Strauss-Kahn said.
A more legitimate and democratic Board
Once all the reforms are in place, this rebalancing will be mirrored in the IMF Executive Board. There will be two fewer seats for advanced European countries. They have agreed to do it, agreed to the metric to do it, and the timetable. When this will be completed, there will be two more emerging countries in the Board which will just reflect the change in quotas, Strauss-Kahn said. As part of the agreement, all Executive Directors will also be elected. The Executive Board endorsed a timeline that calls for the quota increase and realignments to take effect by the IMF-World Bank Annual Meetings in October 2012, and Executive Board reforms to be implemented no later than the subsequent Board election, which is scheduled in late 2012.It was also agreed that the composition of the Board will be reviewed every eight years, starting when the quota reform takes effect. The composition was last changed in 1992, when the Board was expanded from 20 to 24 members to accommodate the influx of new member countries following the fall of the Soviet Union.
Doubling of quotas
Member countries’ quotas, the IMF’s principal source of financial resources, will double under the 14th General Review of Quotas to SDR 476.8 billion (about $755.7 billion at current exchange rates) from SDR 238.4 billion agreed under the 2008 quota and voice reform. As part of the agreement, the New Arrangements to Borrow (NAB), a backstop arrangement between the IMF and a group of IMF members to provide additional lending resources to the Fund, will be rolled back.The Board also agreed that a new formula for calculating quotas should be decided by January 2013, and that the next quota review should be completed by January 2014, two years ahead of schedule.The Board of Governors, the IMF’s highest decision-making body, must ratify the new agreement by an 85 percent majority of votes cast before it comes into effect.

Tribal ties—race, ethnicity, and religion—are becoming more important than borders.
For centuries we have used maps to delineate borders that have been defined by politics. But it may be time to chuck many of our notions about how humanity organizes itself. Across the world a resurgence of tribal ties is creating more complex global alliances. Where once diplomacy defined borders, now history, race, ethnicity, religion, and culture are dividing humanity into dynamic new groupings.
Broad concepts—green, socialist, or market-capitalist ideology—may animate cosmopolitan elites, but they generally do not motivate most people. Instead, the tribe is valued far more than any universal ideology. As the great Arab historian Ibn Khaldun observed: Only Tribes held together by a group feeling can survive in a desert.Although tribal connections are as old as history, political upheaval and globalization are magnifying their impact. The world’s new contours began to emerge with the end of the Cold War. Maps designating separate blocs aligned to the United States or the Soviet Union were suddenly irrelevant. More recently, the notion of a united Third World has been supplanted by the rise of China and India. And newer concepts like the BRIC nations (Brazil, Russia, India, and China) are undermined by the fact that these countries have vastly different histories and cultures.The borders of this new world will remain protean, subject to change over time. Some places do not fit easily into wide categories—take that peculiar place called France—so we’ve defined them as Stand-Alones. And there are the successors to the great city-states of the Renaissance—places like London and Singapore. What unites them all are ties defined by affinity, not geography.
1. New Hansa
Denmark, Finland, Germany, Netherlands, Norway, Sweden
In the 13th century, an alliance of Northern European towns called the Hanseatic League created what historian Fernand Braudel called a “common civilization created by trading.” Today’s expanded list of Hansa states share Germanic cultural roots, and they have found their niche by selling high-value goods to developed nations, as well as to burgeoning markets in Russia, China, and India. Widely admired for their generous welfare systems, most of these countries have liberalized their economies in recent years. They account for six of the top eight countries on the Legatum Prosperity Index and boast some of the world’s highest savings rates (25 percent or more), as well as impressive levels of employment, education, and technological innovation.
2. The Border Areas
Belgium, Czech Republic, Estonia, Hungary, Iceland, Ireland, Latvia, Lithuania, Poland, Romania, Slovakia, U.K.
These countries are seeking to find their place in the new tribal world. Many of them, including Romania and Belgium, are a cultural mishmash. They can be volatile; Ireland has gone from being a Celtic tiger to a financial basket case. In the past, these states were often overrun by the armies of powerful neighbors; in the future, they may be fighting for their autonomy against competing zones of influence.
3. Olive Republics
Bulgaria, Croatia, Greece, Italy, Kosovo, Macedonia, Montenegro, Portugal, Slovenia, Spain
With roots in Greek and Roman antiquity, these lands of olives and wine lag behind their Nordic counterparts in virtually every category: poverty rates are almost twice as high, labor participation is 10 to 20 percent lower. Almost all the Olive Republics—led by Greece, Spain, and Portugal—have huge government debt compared with most Hansa countries. They also have among the lowest birthrates: Italy is vying with Japan to be the country with the world’s oldest population.
4. City-States
London
It’s a center for finance and media, but London may be best understood as a world-class city in a second-rate country.
Paris
Accounts for nearly 25 percent of France’s GDP and is home to many of its global companies. It’s not as important as London, but there will always be a market for this most beautiful of cities.
Singapore
In a world increasingly shaped by Asia, its location between the Pacific and Indian oceans may be the best on the planet. With one of the world’s great ports, and high levels of income and education, it is a great urban success story.
Tel Aviv
While much of nationalist-religious Israel is a heavily guarded borderland, Tel Aviv is a secular city with a burgeoning economy. It accounts for the majority of Israel’s high-tech exports; its per capita income is estimated to be 50 percent above the national average, and four of Israel’s nine billionaires live in the city or its suburbs.
5. North American Alliance
Canada, United States
These two countries are joined at the hip in terms of their economies, demographics, and culture, with each easily being the other’s largest trade partner. Many pundits see this vast region in the grip of inexorable decline. They’re wrong, at least for now. North America boasts many world-class cities, led by New York; the world’s largest high-tech economy; the most agricultural production; and four times as much fresh water per capita as either Europe or Asia.
6. Liberalistas
Chile, Colombia, Costa Rica, Mexico, Peru
These countries are the standard--bearers of democracy and capitalism in Latin America. Still suffering low household income and high poverty rates, they are trying to join the ranks of the fast-growing economies, such as China’s. But the notion of breaking with the U.S.—the traditionally dominant economic force in the region—would seem improbable for some of them, notably Mexico, with its close geographic and ethnic ties. Yet the future of these economies is uncertain; will they become more state--oriented or pursue economic liberalism?
7. Bolivarian Republics
Argentina, Bolivia, Cuba, Ecuador, Nicaragua, Venezuela
Led by Venezuela’s Hugo Chávez, large parts of Latin America are swinging back toward dictatorship and following the pattern of Peronism, with its historical antipathy toward America and capitalism. The Chávez-influenced states are largely poor; the percentage of people living in poverty is more than 60 percent in Bolivia. With their anti-gringo mindset, mineral wealth, and energy reserves, they are tempting targets for rising powers like China and Russia.
8. Stand-Alones
Brazil
South America’s largest economy, Brazil straddles the ground between the Bolivarians and the liberal republics of the region. Its resources, including offshore oil, and industrial prowess make it a second-tier superpower (after North America, Greater India, and the Middle Kingdom). But huge social problems, notably crime and poverty, fester. Brazil recently has edged away from its embrace of North America and sought out new allies, notably China and Iran.
France
France remains an advanced, cultured place that tries to resist Anglo-American culture and the shrinking relevance of the EU. No longer a great power, it is more consequential than an Olive Republic but not as strong as the Hansa.
Greater India
India has one of the world’s fastest-growing economies, but its household income remains roughly a third less than that of China. At least a quarter of its 1.3 billion people live in poverty, and its growing megacities, notably Mumbai and Kolkata, are home to some of the world’s largest slums. But it’s also forging ahead in everything from auto manufacturing to software production.
Japan
With its financial resources and engineering savvy, Japan remains a world power. But it has been replaced by China as the world’s No. 2 economy. In part because of its resistance to immigration, by 2050 upwards of 35 percent of the population could be over 60. At the same time, its technological edge is being eroded by South Korea, China, India, and the U.S.
South Korea
South Korea has become a true technological power. Forty years ago its per capita income was roughly comparable to that of Ghana; today it is 15 times larger, and Korean median household income is roughly the same as Japan’s. It has bounced back brilliantly from the global recession but must be careful to avoid being sucked into the engines of an expanding China.
Switzerland
It’s essentially a city-state connected to the world not by sea lanes but by wire transfers and airplanes. It enjoys prosperity, ample water supplies, and an excellent business climate.
9. Russian Empire
Armenia, Belarus, Moldova, Russian Federation, Ukraine
Russia has enormous natural resources, considerable scientific-technological capacity, and a powerful military. As China waxes, Russia is trying to assert itself in Ukraine, Georgia, and Central Asia. Like the old tsarist version, the new Russian empire relies on the strong ties of the Russian Slavic identity, an ethnic group that accounts for roughly four fifths of its 140 million people. It is a middling country in terms of household income—roughly half of Italy’s—and also faces a rapidly aging population.
10. The Wild East
Afghanistan, Azerbaijan, Kazakhstan, Kyrgyzstan, Pakistan, Tajikistan
This part of the world will remain a center of contention between competing regions, including China, India, Turkey, Russia, and North America.
11. Iranistan
Bahrain, Gaza Strip, Iran, Iraq, Lebanon, Syria
With oil reserves, relatively high levels of education, and an economy roughly the size of Turkey’s, Iran should be a rising superpower. But its full influence has been curbed by its extremist ideology, which conflicts not only with Western countries but also with Greater Arabia. A poorly managed economy has turned the region into a net importer of consumer goods, high-tech equipment, food, and even refined petroleum.
12. Greater Arabia
Egypt, Jordan, Kuwait, Palestinian Territories, Saudi Arabia, United Arab Emirates, Yemen
This region’s oil resources make it a key political and financial player. But there’s a huge gap between the Persian Gulf states like Saudi Arabia and the United Arab Emirates and the more impoverished states. Abu Dhabi has a per capita income of roughly $40,000, while Yemen suffers along with as little as 5 percent of that number. A powerful cultural bond—religion and race—ties this area together but makes relations with the rest of the world problematic.
13. The New Ottomans
Turkey, Turkmenistan, Uzbekistan
Turkey epitomizes the current reversion to tribe, focusing less on Europe than on its eastern front. Although ties to the EU remain its economic linchpin, the country has shifted economic and foreign policy toward its old Ottoman holdings in the Mideast and ethnic brethren in Central Asia. Trade with both Russia and China is also on the rise.
14. South African Empire
Botswana, Lesotho, Namibia, South Africa, Swaziland, Zimbabwe
South Africa’s economy is by far the largest and most diversified in Africa. It has good infrastructure, mineral resources, fertile land, and a strong industrial base. Per capita income of $10,000 makes it relatively wealthy by African standards. It has strong cultural ties with its neighbors, Lesotho, Botswana, and Namibia, which are also primarily Christian.
15. Sub-Saharan Africa
Angola, Cameroon, Central African Republic, Congo-Kinshasa, Ethiopia, Ghana, Kenya, Liberia, Malawi, Mali, Mozambique, Nigeria, Senegal, Sierra Leone, Sudan, Tanzania, Togo, Uganda, Zambia
Mostly former British or French colonies, these countries are divided between Muslim and Christian, French and English speakers, and lack cultural cohesion. A combination of natural resources and poverty rates of 70 or 80 percent all but assure that cash-rich players like China, India, and North America will seek to exploit the region.
16. Maghrebian Belt
Algeria, Libya, Mauritania, Morocco, Tunisia
In this region, spanning the African coast of the Mediterranean, there are glimmers of progress in relatively affluent countries like Libya and Tunisia. But they sit amid great concentrations of poverty.
17. Middle Kingdom
China, Hong Kong, Taiwan
China may not, as the IMF recently predicted, pass the U.S. in GDP within a decade or so, but it’s undoubtedly the world’s emerging superpower. Its ethnic solidarity and sense of historical superiority remain remarkable. Han Chinese account for more than 90 percent of the population and constitute the world’s single largest racial-cultural group. This national cultural cohesion, many foreign companies are learning, makes penetrating this huge market even more difficult. China’s growing need for resources can be seen in its economic expansion in Africa, the Bolivarian Republics, and the Wild East. Its problems, however, are legion: a deeply authoritarian regime, a growing gulf between rich and poor, and environmental degradation. Its population is rapidly aging, which looms as a major problem over the next 30 years.
18. The Rubber Belt
Cambodia, Indonesia, Laos, Malaysia, Philippines, Thailand, Vietnam
These countries are rich in minerals, fresh water, rubber, and a variety of foodstuffs but suffer varying degrees of political instability. All are trying to industrialize and diversify their economies. Apart from Malaysia, household incomes remain relatively low, but these states could emerge as the next high-growth region.
19. Lucky Countries
Australia, New Zealand
Household incomes are similar to those in North America, although these economies are far less diversified. Immigration and a common Anglo-Saxon heritage tie them culturally to North America and the United Kingdom. But location and commodity-based economies mean China and perhaps India are likely to be dominant trading partners in the future.

IMF GOVERNANCE REFORM - IMF Board Approves Far-Reaching Governance Reforms

The IMF’s Executive Board has approved far-reaching reforms of the way the IMF is run, a week before the Leaders of the Group of Twenty (G-20) industrialized and emerging market economies are due to meet in Seoul, Korea, to discuss how best to strengthen the global recovery.Taken together, it’s a big shift in quotas and accordingly in voting power. It’s a very important increase in the voice and representation of the emerging market and developing countries ... it is a historical reform of the IMF, Strauss-Kahn told journalists at a press conference immediately following the Board’s decision.It means we now have the top 10 shareholders that really represent the top 10 countries in the world, namely the United States, Japan, the four main European countries, and the four BRICs. The ranking of the countries is now really the ranking they have in the global economy,” he said.
More voting power to dynamic emerging markets and developing countries
The core of the reforms will be a doubling of IMF quotas that will produce a shift of 6 percent of quota shares to the dynamic emerging market and developing countries. One-half of the shift comes from advanced economies, mostly European advanced economies, but the United States also played a part. One third comes from oil producers, countries like Saudi Arabia for instance. So altogether, 80 percent of the shift comes from advanced countries and oil producers, Strauss-Kahn said. Only 20 percent comes from other emerging countries, he added. The bottom line is that 110 countries out of 187 will see their quota share increased or maintained. When you look at who those 110 are, you have 102 which are emerging or developing countries. That gives a clear picture of what has happened,he said.
The 10 largest members of the Fund will now consist of the United States, Japan, the four largest European economies (France, Germany, Italy, and the United Kingdom) and Brazil, China, India, and the Russian Federation (the BRICs; see box).
Quota and governance reforms: key facts
• All BRIC countries will be top 10 IMF shareholders
• More than 6 percent shift in quota share to dynamic emerging market and developing countries
• Voice of poorest countries maintained by preserving their voting shares.
So who pays for the shift?
• The bulk of the shift—about 80 per cent—comes from a reduction in the shares of advanced economies and some oil producers
• 110 countries will gain or maintain quota share, of which 102 are emerging market and developing countries.
Once reforms in place, rebalancing to be mirrored in IMF’s Executive Board
• Advanced European economies will hold two fewer seats
• All Executive Directors will be elected.
In addition, the voice of the poorest developing nations within the IMF will be maintained by preserving their voting shares. We needed to do this while maintaining the quotas of the poorest countries because when you organize something that is more in line with the economic weight of countries, there is always a risk that the small countries, the poor countries, will almost disappear in the process. So we had given ourselves this constraint that the poorest countries should be protected, and they have been,Strauss-Kahn said.
A more legitimate and democratic Board
Once all the reforms are in place, this rebalancing will be mirrored in the IMF Executive Board. There will be two fewer seats for advanced European countries. They have agreed to do it, agreed to the metric to do it, and the timetable. When this will be completed, there will be two more emerging countries in the Board which will just reflect the change in quotas, Strauss-Kahn said. As part of the agreement, all Executive Directors will also be elected. The Executive Board endorsed a timeline that calls for the quota increase and realignments to take effect by the IMF-World Bank Annual Meetings in October 2012, and Executive Board reforms to be implemented no later than the subsequent Board election, which is scheduled in late 2012.It was also agreed that the composition of the Board will be reviewed every eight years, starting when the quota reform takes effect. The composition was last changed in 1992, when the Board was expanded from 20 to 24 members to accommodate the influx of new member countries following the fall of the Soviet Union.
Doubling of quotas
Member countries’ quotas, the IMF’s principal source of financial resources, will double under the 14th General Review of Quotas to SDR 476.8 billion (about $755.7 billion at current exchange rates) from SDR 238.4 billion agreed under the 2008 quota and voice reform. As part of the agreement, the New Arrangements to Borrow (NAB), a backstop arrangement between the IMF and a group of IMF members to provide additional lending resources to the Fund, will be rolled back.The Board also agreed that a new formula for calculating quotas should be decided by January 2013, and that the next quota review should be completed by January 2014, two years ahead of schedule.The Board of Governors, the IMF’s highest decision-making body, must ratify the new agreement by an 85 percent majority of votes cast before it comes into effect.
