Terrified patients fled from a hospital in western Uganda as soon as news broke that a mysterious illness that killed at least 14 people in the region was Ebola, one of the world's most virulent diseases.Ignatius

China-EU trade war looms over solar energy industry

BRUSSELS - China and the EU are facing a
trade war after a group of European solar panel producers this week
lodged an anti-dumping complaint, sparking immediate threats of
retaliation.
The companies accuse China of giving out “immense subsidies”,
Nitzschke said, helping its own industry to gain market share in Europe
by selling its products at artificially low prices - a practice known as
dumping and illegal under international trade law.Citing Goldman Sachs, they say China’s share of the EU market for
crystalline solar modules has increased from 63 percent in 2009 to 80
percent in 2011. Ten years ago, that number was close to zero.“China is not competing,” Nitzschke told EUobserver. “It is breaking the rules.”
If deemed viable, the complaint may lead to import tariffs on solar panels from China. In May in the US, such action was already taken. In response, China last week launched investigations into possible dumping from the US and South-Korea.“There is nothing else China can do if the EU follows the precedent of the US and imposes duties on Chinese solar products,” Li Junfeng, another high official, was quoted as having said.

drought in America's breadbasket is intensifying at an unprecedented
rate, experts warned, driving concern food prices could soar if crops in
the world's key producer are decimated.The US Drought Monitor reported a nearly threefold increase in areas
of extreme drought over the past week in the nine Midwestern states
where three quarters of the country's corn and soybean crops are
produced."That expansion of D3 or extreme conditions intensified quite rapidly
and we went from 11.9 percent to 28.9 percent in just one week," Brian
Fuchs, a climatologist and Drought Monitor author, told AFP."For myself, studying drought, that's rapid. We've seen a lot of
things developing with this drought that were unprecedented, especially
the speed."Almost two thirds of the continental United States are now suffering
drought conditions, the largest area recorded since the Drought Monitor

reflecting the anticipated shortages with a price increase," Fuchs said."In turn, you're going to see those price increases trickle into the

Valley and mid-Atlantic regions of the eastern United States late on
Thursday, killing two people and cutting power to more than 130,000
homes and businesses in New York, Ohio and Pennsylvania.The storms spawned at least one tornado, which touched
down in Elmira, New York, toppling trees and ripping off rooftops, the
National Weather Service said.Officials in Pennsylvania and New York reported two storm-related deaths.A woman camping in Genesee, Pennsylvania, near the New

New York City police said a 61-year-old man in Brooklyn's Cobble Hill neighborhood was killed when scaffolding at a church collapsed on him as the storm passed through near 8 p.m.He was identified as Richard Schwartz, a longtime assistant attorney general in New York who was at the forefront of investigations involving such high profile targets as Microsoft and the National Football League."It's possible lightning struck the top of the roof, causing some bricks to fall on top of the scaffolding," said a police spokesman.The storms forced the cancellation of over 900 flights on Thursday, according to FlightAware, a Texas-based company that tracks the status of flights. The highest number of cancellations was at LaGuardia Airport in New York.The one reported tornado hit Elmira's east side hardest. DAMASCUS (Reuters) - In the once bustling shopping district of Hamra Street in the heart of Damascus,
three men - all made homeless by fighting which raged in the city for
two weeks - sit outside their empty shops on a deserted pavement.Residents of the eastern and southern suburbs of the Syrian capital, which have been hardest hit by President Bashar al-Assad's fierce counter-offensive against rebel forces, they have sought shelter with family in central Damascus."Can you believe that all three of us here have fled
our homes? All of us are from destroyed homes. Living with relatives in
the centre of town," said Ahmed, a shop owner from Douma, an opposition
suburb to the east of the capital.They have joined many thousands who have retreated
inwards to relative safety, leaving the city shrunken and surrounded by a
still smoldering war zone.
But even central Damascus has been shattered by the
violence. Shops open only between 9 am and 3 pm, food prices have soared
and no one dares walk outside after dusk, even in the holy month of
Ramadan when streets are normally packed late into the night with people
celebrating after a day of fasting."There are no customers and I sent my employees home. I
cannot afford to pay them. I cannot afford to pay the installments on
my home. I am bankrupt," said Ahmed who, like others interviewed for
this article, declined to give his full name.The men, from the
southern suburb of Sayida Zeinab and Hajar al-Aswad - hit by rockets and
heavy machine gun fire from helicopter gunships - said they initially

JERUSALEM (AP) — Mitt Romney would respect an Israeli decision to make a unilateral military strike against Iran aimed at preventing Tehran from obtaining nuclear capability, a top foreign policy adviser said Sunday as he outlined the aggressive posture the Republican presidential candidate will take toward Iran in a speech in Israel later in the day.Romney has said he has a "zero tolerance" policy toward Iran obtaining the capability to build a nuclear weapon."If
Israel has to take action on its own, in order to stop Iran from
developing the capability, the governor would respect that decision,"
foreign policy adviser Dan Senor told reporters ahead of the speech,
planned for late Sunday near Jerusalem's Old City.Senor
said Romney is careful to note the governor believes preventing nuclear
"capability" — not just a nuclear weapon — is critical.He later
clarified his comments in a written statement, saying: "Gov. Romney
believes we should employ any and all measures to dissuade the Iranian
regime from its nuclear course, and it is his fervent hope that
diplomatic and economic measures will do so. In the final analysis, of
course, no option should be excluded."Democratic U.S. President Barack Obama
has also affirmed the right of Israel to defend itself, but in contrast
to Romney, Obama has warned of the consequences of an Israeli strike on
Iran."Already, there is too much loose talk of war," Obama told the American Israel Public Affairs Committee
in March. "Now is the time to let our increased pressure sink in and to

Pentagon
officials have spoken publicly about the difficulty of such a strike

UNITED NATIONS (AP) — A U.N. treaty to regulate the multibillion-dollar global arms trade
will have to wait after member states failed to an reach agreement, and
some diplomats and supporters blamed the United States for the
unraveling of the monthlong negotiating conference.Hopes had been raised that agreement could be reached on a revised treaty text
that closed some major loopholes by Friday's deadline for action. But
the U.S. announced Friday morning that it needed more time to consider
the proposed treaty — and Russia and China then also asked for more
time."This was stunning
cowardice by the Obama administration, which at the last minute did an
about-face and scuttled progress toward a global arms treaty,
just as it reached the finish line," said Suzanne Nossel, executive
director of Amnesty International USA. "It's a staggering abdication of
leadership by the world's largest exporter of conventional weapons to
pull the plug on the talks just as they were nearing an historic
breakthrough."A Western diplomat, speaking on condition of
anonymity because of the sensitivity of the issue, also blamed the U.S.,
saying "they derailed the process," adding that nothing will happen to
revive negotiations until after the U.S. presidential election in
November.
Chief U.S. negotiator Thomas Countryman refused to talk to several dozen reporters when the meeting broke up.U.S. State Department spokeswoman Victoria Nuland said in a statement Friday evening that the U.S. supports a second round of negotiations next year."While we sought to conclude the month's negotiations with a treaty, more time is a reasonable request for such a complex and critical issue," the satement said.The draft treaty would require all countries to establish national regulations to control the transfer of conventional arms and to regulate arms brokers. disappointed but not discouraged," he said. "The ball is now in the
court of the General Assembly but the risk is that countries may want to
start negotiations from scratch."Daryl Kimball, executive
director of the Arms Control Association, said the General Assembly
needs to decide whether to move forward with the treaty text that was
close to adoption or reopen old issues."What we have now is an
uncertain outcome that leaves in doubt the support of the major arms

Association in the U.S. has portrayed the treaty as a surrender of gun

that take place exclusively within its territory, pursuant to its own

treaty's aim is to establish the highest standards "for regulating, or
improving the regulation of the international trade in conventional
arms" — not domestic trade.On Thursday, a bipartisan group of 51
senators threatened to oppose the treaty if it falls short in protecting
Americans' constitutional right to bear arms. In a letter to President
Barack Obama and Secretary of State Hillary Rodham Clinton, the senators
expressed serious concerns with the draft treaty that has circulated at
the United Nations, saying that it signals an expansion of gun control
that would be unacceptable.During negotiations, the United States
objected to any requirement to report on exports of ammunition, and
that remains out of the latest draft. It does call for every country to
regulate the export of ammunition.Britain has taken the lead in pushing for a treaty.Ahead
of Friday's meeting, Britain's Deputy Prime Minister Nick Clegg
discussed treaty prospects with U.N. Secretary-General Ban Ki-moon in
London and both urged the treaty's adoption."Global rules govern
the sale of everything from bananas to endangered species to weapons of
mass destruction, but not guns or grenades," Clegg said. "This anomaly
causes untold suffering in conflicts around the world. 1,000 people are
killed daily by small arms wielded by terrorists, insurgents and
criminal gangs."The secretary-general said he was disappointed at
the failure to agree on a treaty, calling it "a setback." But Ban said
he was encouraged that states have agreed to continue pursuing a treaty
and pledged his "robust" support.At
the end of the negotiating session, Mexico read a joint statement from
more than 90 countries saying they "are determined to secure an Arms
Trade Treaty as soon as possible."

JERUSALEM (AP) — Standing on Israeli soil, U.S. presidential candidate Mitt Romney on Sunday declared Jerusalem to be the capital of the Jewish state and said the United States has "a solemn duty and a moral imperative" to block Iran from achieving nuclear weapons capability."Make no mistake, the ayatollahs in Iran

our country ever look away from our passion and commitment to Israel."The presidential election hovered over the speech. The Old City formed a made-for-television backdrop behind Romney, while some of his campaign donors listened in the audience.Romney's
declaration that Jerusalem is Israel's capital was matter-of-fact and
in keeping with claims made by Israeli governments for decades, even
though the United States, like other nations, maintains its embassy in
Tel Aviv.He did not say if he would order the embassy moved if he wins the White House, but strongly suggested so in a CNN interview."My
understanding is the policy of our nation has been a desire to move our
embassy ultimately to the capital (Jerusalem)," he said, adding, "I
would only want to do so and to select the timing in accordance with the
government of Israel."His remarks on the subject during his
speech drew a standing ovation from his audience, which included Sheldon
Adelson, the American businessman who has said he will donate millions
to help elect Romney to the White House.Romney's embrace of
Israel was on display throughout the day when he met with Prime Minister
Benyamin Netanyahu and other leaders. He also visited the Western Wall,
Judaism's holiest site, where he was mobbed by worshippers. In
addition, Romney met with Palestinian Prime Minister Salam Fayyad.In his remarks, Romney steered clear of overt criticism of President Barack Obama, even though he said the threat of a nuclear-armed Iran "has only become worse" in the past five years.In
an unspoken rebuttal to Obama and other critics, Romney said, "It is
sometimes said that those who are the most committed to stopping the
Iranian regime from security nuclear weapons are reckless and provocative and inviting war."The opposite is true. We are the true peacemakers," he said.The former Massachusetts governor also stepped back from a comment a senior aide made a short while before the speech."We
recognize Israel's right to defend itself," he told the audience.
Earlier, the aide, Dan Senor, previewed the speech for reporters, saying

trip for Romney in the weeks before he claims the Republican nomination

MEXICO CITY (Reuters) - A 6.0 magnitude earthquake struck off Mexico's Pacific coast on Sunday, the U.S. Geological Survey said, but there were no reports of damage.The quake was centered about 18 miles southwest of Suchiate in the southern state of Chiapas, close to the border with Guatemala. (Reuters) - A magnitude 6.6 quake struck off the coast of Papua New Guinea early on Sunday local time, the U.S. Geological Survey said.The strong quake was centered 81 miles east-southeast of Rabaul, New Britain, at a depth of 43.5 miles, the USGS said.The quake was not expected to generate a tsunami, according to the Pacific Tsunami Warning Center.(Editing by Peter Cooney)
