The former head of the Federal Communications Commission in the U.S. has a strong warning for Canada: do what you can to protect the internet.Tom Wheeler, head of the FCC under former U.S. president Barack Obama, said the Trump administration's decision to repeal his net neutrality policy could become a cross-border issue. In 2015, Wheeler approved an order that barred internet service providers from blocking or slowing down consumer access to web content.This week, his replacement, Republican Ajit Pai, unveiled plans to repeal that decision and said the U.S. regulator will prevent states and cities from adopting similar protections. Pai said under his proposal, the U.S. federal government will "stop micromanaging the internet."When Pai unveiled his plan, he said in a tweet that he wanted to repeal what he called the "heavy-handed" regulations imposed under the Obama administration and "return to the light-touch framework under which the internet developed and thrived before 2015."But Wheeler, the FCC leader under Obama, sees trouble ahead. He told CBC Radio's The House that the U.S. market is now "dominated by a handful of gatekeepers that are exacting some kind of tribute. I'm sure that'll be felt around the world.""I hope that the Canadian government is smarter than the United States government and won't let this kind of closing down an open internet to exist."If the term "net neutrality" is unfamiliar, Wheeler describes it as "the openness of the internet." The Ontario PCs are laying all their cards on the table, releasing a full campaign platform with more than six months to go until election day, in an effort to take down Premier Kathleen Wynne and end the Ontario Liberal Party's 14-year hold on power.The platform is presented in a magazine-style document called the People's Guarantee. In it, PC Leader Patrick Brown signs a guarantee not to run for a second term if he fails to implement his five key promises.Those promises are: - A 22.5 per cent tax cut for the middle class. - A 75 per cent refund of child care costs. - 12 per cent more off hydro bills. - $1.9 billion in new funding for mental health, what the PCs call the largest such commitment by any province. - Ontario's first Trust, Accountability and Integrity Act. The 80-page platform includes a total of 147 campaign pledges. "It is a plan for a better future, for you and for your family," writes Brown in the document. "It recognizes that there's nothing wrong with Ontario that can't be fixed by a change in government."Other pledges in the document include $5 billion in new funding for building subways in Toronto, 15,000 new long-term care beds in five years, free wifi on GO trains and a $500 tax credit for drivers buying winter tires. The tax cuts are primarily funded by cancelling the Liberal government's cap and trade program, which imposes fees on businesses for emitting greenhouse gases, and replacing it with a carbon tax on consumers that satisfies the federal government's climate change mandate. The PCs promise to refund all the carbon tax revenue in income tax cuts. The 22.5 per cent middle class tax cut reduces the tax rate on the middle income bracket (on incomes ranging from about $42,000 to $85,000) to 7.1 per cent from the current level of 9.15. The tax rate on the lowest income bracket is also being reduced to 4.5 per cent from 5.05 per cent.The platform includes a fiscal plan that shows a PC government running a deficit of $2.8 billion in 2018-19, then returning to balance in 2019-20. The hydro rebate is funded by returning the government's share of stock dividends from Hydro One, typically about $350 million a year, to electricity customers.Digging into the fine print of the other headline promises suggests some are not exactly as advertised.The $1.9 billion on mental health is a cumulative amount spread over 10 years, matching a funding commitment by the federal government. It peaks with an annual funding increase in the range of $300 million, said PC officials.PCs to keep free prescription drugs plan-The refund of day care costs is a maximum of 75 per cent, paid at a sliding scale depending on household income. BATH, Maine — The Navy's fast-and-manoeuvrable littoral combat ship was criticized for lacking enough firepower and armour to survive a maritime battle. The Navy is addressing those concerns with a new class of small-but-powerful frigates that will pack a bigger punch.The Navy asked this month for concept proposals for multi-mission warships that would be bigger and more heavily armed — and slower — than the littoral combat ships. They would be capable of shooting down airplanes, attacking other ships and countering submarines."The Navy has decided that speed is less important than having a warship with sufficient weapons to defend itself," said Loren Thompson, a defence analyst with the Lexington Institute.The Navy, which wants to build 20 frigates, is seeking an affordable design, and its directive calls for shipbuilders to use an existing design to expedite the process. The aggressive timetable calls for conceptual proposals next month. The first two ships are to be procured in 2020 and 2021.Large Navy shipbuilders like Maine's Bath Iron Works and Mississippi's Ingalls Shipbuilding are among a half-dozen defence contractors expected to bid on the work. Smaller shipyards like Fincantieri Marinette Marine in Wisconsin and Austal USA in Alabama are also expected to compete.The proposal marks a new direction for the Navy at a time when the Trump administration has vowed to increase the size of the fleet. The Navy has a goal of 355 ships.It addresses lessons learned from the littoral combat ships, which were supposed to be an affordable way of countering post-Cold War threats including pirates and swarm boats.The Navy envisioned speedy ships that could be transformed with mission modules to serve different roles. But the mission modules have been delayed and the ships' cost grew. A combination of LCS and frigates would comprise more than half of the Navy's deployed surface combatants by 2030, said Lt. Seth Clarke, a Navy spokesman.The Congressional Research Service said the Navy wants to spend no more than $950 million per frigate, while Clarke put the target at $800 million per ship after the first ship.Working in the ship's favour in terms of affordability: The proposal calls for no new technologies. Nov, 17:40-Much of the anticipation around the UK entering the second phase of Brexit negotiations stem from the hope that those will yield to trade talks and clarify eventually what the true cost of leaving the EU will mean for Britain.An EU source warned, however, that the UK should not count on detailed negotiations on trade any time soon.Another EU source said substantial trade talks can only start once the UK becomes a 'third country', that is after March 2019.If, in December, Brexit talks reach sufficient progress for EU leaders to move negotiations onto the second phase, that will only include talks on a framework of relations the EU and UK want to have after Brexit.The second phase will entail giving a legal form to the agreement on the key issues of citizens' rights, the Irish border and the financial settlement, and start a joint thinking with the UK and the EU on the kind of relationship they want for after Brexit.This could include aspects on defence, foreign policy, and security.The actual trade deal between the EU and the UK will have to be negotiated after the two phases of discussing the withdrawal agreement are completed.The trade deal could be anchored in one or more agreements.And while the withdrawal agreement needs a qualified majority of member states to be adopted - and the European Parliament's approval - the trade deal will be a mixed agreement with member states' national and regional assemblies having a say in ratification.Provisional application would probably have to kick in before the ratification process is finished.The trade deal with Canada entered into force in September, and so far only three member states have ratified it. It took seven years to negotiate.That raises the question how long the Brexit transition period needs to be.British prime minister Theresa May suggested two years, but hardline Brexiteer Conservatives such as foreign minister Boris Johnson and environment secretary Michael Gove warned her in a letter recently not to go beyond that.Meanwhile, Ireland's foreign minister, Simon Coveney, proposed a significantly longer, five-year transition period.-What's on offer? EU diplomats have been drawing up plans for what sort of relationship to have with the UK, based on the 'red lines' set out by the Theresa May.According to early discussions, EU diplomats foresee a transition period that would be based on the status quo – membership in the single market and the customs union – without the political participation of the UK in the institutions, meaning London would not have a political voice.These EU diplomats have also agreed, in preliminary talks, that the bloc could offer a Canada-style free trade agreement.EU sources however add that the UK needs to spell out in detail what kind of relationship it strives for with the EU once it has left the bloc.Turkey-like transition? Andre Sapir, a senior fellow at Bruegel think tank in Brussels echoed that, saying that during this transition period the UK would leave the political institutions in the EU, but remain part of the single market and the customs union.The UK by then would have had to make it clear what sort of relationship it wants to reach."We have to know what we are going to transition 'to'...," Sapir told EUobserver, adding that the length of the period depends on how ambitious the UK wants to be in its goals.During the transition the UK would be in a situation much like Turkey is in now - which has a limited customs union with the bloc for goods.Turkey needs to align its trade policy to that of the EU. Pope Francis on Monday begins a six-day trip to Myanmar and Bangladesh. While attention will focus on whether he will directly address the Rohingya Muslim crisis, the trip also holds huge significance for the tiny Catholic communities in each country.Those Catholics face obstacles that include discrimination, an inability to land leadership roles and threats of violence. Many Christians hope the Pope's visit will highlight the plight of the poor and of minority religious groups, including their own.There are 660,000 Catholics in Myanmar, just over one per cent of the population of 53 million. In total, Christians make up just over six per cent of the population.Catholicism was brought to the country more than 500 years ago, and for generations Catholics have played a vital role in developing far-flung rural areas that authorities have found hard to reach.But when the socialist government took power in 1965, most Catholic-based missionary schools, boarding houses and properties were seized by the military at gunpoint. Catholics were later able to slowly rebuild their missions.-Battling discrimination-Myanmar Catholic leaders say that as members of one of the smallest religious groups in a country dominated by Buddhism, they face discrimination, even if it isn't typically overt threats or torture."There are always challenges to stand up as Catholic and to have strong faith here," said Rev. Mariano Soe Naing, a spokesperson for Myanmar's Bishops' Conference.Christianity is viewed by many as a colonial belief after the country was ruled by the British for a century until its independence in 1948. Likewise, the separation of church and state is considered a foreign imposition.For the past 18 years, Myanmar has been listed by the U.S. as a "country of particular concern" under the International Religious Freedom Act for having engaged in, or tolerated, severe violations of religious freedom.But unlike Rohingya Muslims, Christians haven't faced widespread violence and persecution. Christian leaders say they're afforded "peaceful coexistence" and an understanding the government won't interfere.Role of Catholic church in Myanmar-The Catholic church runs about 300 boarding houses across Myanmar, hosting children from villages who can't afford to go to school. It's done without any significant support from the government in a country that remains among the poorest in the world.But Catholics don't play a broader leadership role in society."To be honest, if you are a Christian in this country, you will never get promoted," Rev. Mariano said. "There are no Catholics in the government administration or in any significant leadership positions."Raising awareness-The profile of Catholics was boosted when Archbishop Charles Maung Bo became Myanmar's first Roman Catholic cardinal in 2015. And they are getting another boost by having a pope visit the country for the first time. Catholic leaders hope the community will benefit in the long run."Because of the Pope's visit, Catholics will be more visible to many people and they will be aware of the existence of the Catholic community in Myanmar," Mariano said.There are just 375,000 Catholics in Bangladesh, a tiny fraction of the population of 158 million. In total, Christians account for less than one per cent of all people in the Muslim majority country. The Portuguese first brought Christianity during the 16th century and missionary efforts began in the early 1800s.Backdrop of violence-The Pope's visit takes place against a backdrop of religious tensions after radical Muslims attacked or threatened to attack Christian priests and their followers in Bangladesh. Last year before Christmas, many churches said they got phone calls or letters threatening dire consequences because of their attempts to spread Christianity.A major attack in July 2016 on a restaurant in the diplomatic zone of the capital, Dhaka, left 20 people dead, including 17 foreigners. The Islamic State group claimed responsibility for that attack and several others, although the government claims the group doesn't exist in Bangladesh. Authorities say the domestic group Jumatul Mujahedeen Bangladesh was behind the Dhaka attack.The government launched a massive crackdown on suspected militants after the Dhaka attack. More than 60 people, including some suspected radical leaders, were killed in raids. Many others were arrested.-Catholics excited to see pontiff-Francis will be the second pope, after Pope John Paul II, to visit Bangladesh since it gained independence from Pakistan following a war in 1971. The Vatican quickly acknowledged Bangladesh as an independent nation after the war, helping set the tone for cordial relations since.Living in the Hatileite village north of Dhaka are some 1,500 Catholics. They are part of a tribal community in which many embraced the religion after the first tribesman converted in 1927. Villager Louis Suprobhat Jangcham, 50, said he's enthusiastic about the visit."I attended a gathering when Pope John Paul came to Dhaka in 1986. It was very exciting," he said. "The people from our village will attend this time too. This is a great moment for me."Bangladesh cardinal wants support for the poor-Christian leaders in Bangladesh say they hope the Pope's visit will highlight a range of issues from religious solidarity to a warming planet.Cardinal Patrick D'Rozario, the archbishop of Dhaka, said the visit will be an opportunity to emphasize the causes of the poor who need blessing and comfort."This visit is for spiritual causes, for highlighting peace and harmony. But the Holy Father will also touch upon other very important issues that concern Bangladesh," he said. Satellites also detected thermal anomalies overnight."Bali, famous for its surf, beaches and temples, attracted nearly 5 million visitors last year, but business has slumped in areas around the volcano since September when Agung's volcanic tremors began to increase.Agung rises majestically over eastern Bali at a height of just over 3,000 meters. ISMAILIA, Egypt (Reuters) - The mosque was packed with hundreds of worshippers for Friday prayers in Egypt's North Sinai when gunmen in military-style uniforms and masks appeared in a doorway and at windows.The ease with which they mounted an attack - killing more than 300 people in the worst bloodshed of its kind in Egypt's modern history - highlighted the threat militant groups pose in the most populous Arab country.After four years of battling Islamic State in the Sinai, where the group has killed hundreds of soldiers and police, authorities still face an enemy with growing ambitions in Egypt, despite its defeats in Iraq, Syria and Libya.Carrying the black flag of Islamic State, the assailants arrived in off-road vehicles before opening fire on the cream-colored Al Rawdah mosque in Bir al-Abed, leaving its carpets stained with blood, officials and witnesses said.People scrambled to escape as gunmen opened fire at worshippers, including dozens of children. More threats were made in early 2017.SUFIS CONDEMNED FOR BELIEFS-In March, Islamic State's branch in the Sinai posted a video of its religious police forcing a group of Sufis to renounce their beliefs under threat of death.It showed what it said were militants beheading two elderly Sufi men in the desert after they were found guilty of witchcraft and sorcery.Egypt has about 15 million Sufis, and their shrines and saints appear in villages across the country.Ultra-conservative Salafists abhor Sufi practices and some have in the past threatened to smash their symbols with hammers and iron bars.Five police and army sources said there was no recent specific threat against Sufis in Al Rawdah.Friday's attack began in the early afternoon.The mosque's imam said he had just stepped onto the podium for his sermon when gunfire erupted and worshippers struggled to escape."I found people piled on top of each other and they kept firing at anyone," imam Mohamed Abdel Fattah told Reuters from his hospital bed in Sharqiya city. FAIZABAD, Pakistan (Reuters) - Islamist party activists on Sunday clashed with Pakistani security forces for a second day outside the capital, Islamabad, burning vehicles before withdrawing into an uneasy stand-off at a protest camp they have occupied for two weeks, police said.Despite orders from the civilian government to the army on Saturday night to help restore order, no troops were at the scene around the protest camp in Faizabad, on the outskirts of the capital, witnesses said.The military's press department did not respond to queries about the government's order.According to media reports at least six people were killed on the previous day, when several thousand police and paramilitary forces tried to disperse the religious hardliners, who have blocked the main route into the capital demanding that the law minister be fired for committing blasphemy.At least 150 people were wounded in Saturday's clashes, hospitals reported, and police superintendent Amir Niazi said 80 members of the security forces were among those casualties. Reuters could not confirm that there had been any deaths.Throughout Sunday, baton-armed supporters of the Tehreek-e-Labaik party blocked several main highways, roads and arteries in major Pakistani cities, paralyzing traffic and daily life."We have orders just to contain them," Islamabad's Assistant City Police Commissioner Mohammad Ali said.Smoke billowed from the charred remains of a car and three motorcycles burned that morning near the Faizabad protest camp, where several thousand Tehreek-e-Labaik activists have gathered in defiance of the government.After the early morning clashes, the area settled into an uneasy stand-off. The paramilitary Rangers force - which had held back from Saturday's confrontation - was in charge of Sunday's operations, officers said."We still don't have orders to launch an operation. We will act as the government orders us," said Rangers commander at the scene Colonel Bilal, who gave only one name. "We have surrounded the protesters from all sides. We can move in when the government orders us."-FAILED CRACKDOWN-Activists from Tehreek-e-Labaik have blocked the main road into the capital for two weeks, accusing the law minister of blasphemy over a wording change in electoral law the party says weakens the Islamic tenet of Mohammad as God's final prophet."We will not leave. We will fight until end," Tehreek-e-Labaik party spokesman Ejaz Ashrafi told Reuters on Saturday.Led by cleric Khadim Hussain Rizvi, Labaik is one of two new ultra-religious political movements that became prominent in recent months. Labaik, which campaigns on defending Pakistan's strict blasphemy laws, won a surprisingly strong 6 percent and 7.6 percent of the vote in two recent by-elections.While Islamist parties are unlikely to win a majority they could play a major role in elections that must be held by the summer of next year.Tehreek-e-Laibak was born out of a protest movement lionizing Mumtaz Qadri, a bodyguard of the governor of Punjab province who gunned down his boss in 2011 over his call to reform strict blasphemy laws. The former head of the Federal Communications Commission in the U.S. has a strong warning for Canada: do what you can to protect the internet.Tom Wheeler, head of the FCC under former U.S. president Barack Obama, said the Trump administration's decision to repeal his net neutrality policy could become a cross-border issue. In 2015, Wheeler approved an order that barred internet service providers from blocking or slowing down consumer access to web content.This week, his replacement, Republican Ajit Pai, unveiled plans to repeal that decision and said the U.S. regulator will prevent states and cities from adopting similar protections. Pai said under his proposal, the U.S. federal government will "stop micromanaging the internet."When Pai unveiled his plan, he said in a tweet that he wanted to repeal what he called the "heavy-handed" regulations imposed under the Obama administration and "return to the light-touch framework under which the internet developed and thrived before 2015."But Wheeler, the FCC leader under Obama, sees trouble ahead. He told CBC Radio's The House that the U.S. market is now "dominated by a handful of gatekeepers that are exacting some kind of tribute. I'm sure that'll be felt around the world.""I hope that the Canadian government is smarter than the United States government and won't let this kind of closing down an open internet to exist."If the term "net neutrality" is unfamiliar, Wheeler describes it as "the openness of the internet." The Ontario PCs are laying all their cards on the table, releasing a full campaign platform with more than six months to go until election day, in an effort to take down Premier Kathleen Wynne and end the Ontario Liberal Party's 14-year hold on power.The platform is presented in a magazine-style document called the People's Guarantee. In it, PC Leader Patrick Brown signs a guarantee not to run for a second term if he fails to implement his five key promises.Those promises are: - A 22.5 per cent tax cut for the middle class. - A 75 per cent refund of child care costs. - 12 per cent more off hydro bills. - $1.9 billion in new funding for mental health, what the PCs call the largest such commitment by any province. - Ontario's first Trust, Accountability and Integrity Act. The 80-page platform includes a total of 147 campaign pledges. "It is a plan for a better future, for you and for your family," writes Brown in the document. "It recognizes that there's nothing wrong with Ontario that can't be fixed by a change in government."Other pledges in the document include $5 billion in new funding for building subways in Toronto, 15,000 new long-term care beds in five years, free wifi on GO trains and a $500 tax credit for drivers buying winter tires. The tax cuts are primarily funded by cancelling the Liberal government's cap and trade program, which imposes fees on businesses for emitting greenhouse gases, and replacing it with a carbon tax on consumers that satisfies the federal government's climate change mandate. The PCs promise to refund all the carbon tax revenue in income tax cuts. The 22.5 per cent middle class tax cut reduces the tax rate on the middle income bracket (on incomes ranging from about $42,000 to $85,000) to 7.1 per cent from the current level of 9.15. The tax rate on the lowest income bracket is also being reduced to 4.5 per cent from 5.05 per cent.The platform includes a fiscal plan that shows a PC government running a deficit of $2.8 billion in 2018-19, then returning to balance in 2019-20. The hydro rebate is funded by returning the government's share of stock dividends from Hydro One, typically about $350 million a year, to electricity customers.Digging into the fine print of the other headline promises suggests some are not exactly as advertised.The $1.9 billion on mental health is a cumulative amount spread over 10 years, matching a funding commitment by the federal government. It peaks with an annual funding increase in the range of $300 million, said PC officials.PCs to keep free prescription drugs plan-The refund of day care costs is a maximum of 75 per cent, paid at a sliding scale depending on household income. Called the Ontario Child Care Refund, the PCs say a single mother earning $35,000 per year with a child under six would be eligible for a refund of $6,750, while a couple earning $100,000 with two school-age children would be eligible for a refund $5,700.The PCs say the child care refunds will cost taxpayers a total of $389 million per year.The platform proposes keeping the Liberal government's program to provide free prescription drugs for children and young adults and its tuition grants for post-secondary students.The PCs are also promising to revive the tax credit for children's arts and recreational programs that was cancelled by the Liberals last year.

BATH, Maine — The Navy's fast-and-manoeuvrable littoral combat ship was criticized for lacking enough firepower and armour to survive a maritime battle. The Navy is addressing those concerns with a new class of small-but-powerful frigates that will pack a bigger punch.The Navy asked this month for concept proposals for multi-mission warships that would be bigger and more heavily armed — and slower — than the littoral combat ships. They would be capable of shooting down airplanes, attacking other ships and countering submarines."The Navy has decided that speed is less important than having a warship with sufficient weapons to defend itself," said Loren Thompson, a defence analyst with the Lexington Institute.The Navy, which wants to build 20 frigates, is seeking an affordable design, and its directive calls for shipbuilders to use an existing design to expedite the process. The aggressive timetable calls for conceptual proposals next month. The first two ships are to be procured in 2020 and 2021.Large Navy shipbuilders like Maine's Bath Iron Works and Mississippi's Ingalls Shipbuilding are among a half-dozen defence contractors expected to bid on the work. Smaller shipyards like Fincantieri Marinette Marine in Wisconsin and Austal USA in Alabama are also expected to compete.The proposal marks a new direction for the Navy at a time when the Trump administration has vowed to increase the size of the fleet. The Navy has a goal of 355 ships.It addresses lessons learned from the littoral combat ships, which were supposed to be an affordable way of countering post-Cold War threats including pirates and swarm boats.The Navy envisioned speedy ships that could be transformed with mission modules to serve different roles. But the mission modules have been delayed and the ships' cost grew. Then the Government Accountability Office questioned the ships' survivability in battle.There are two versions of the littoral combat ship, both capable of topping 50 mph and utilizing steerable waterjets to operate in shallow water.When all is said and done, the Navy is expected to take delivery of more than two dozen littoral combat ships. A combination of LCS and frigates would comprise more than half of the Navy's deployed surface combatants by 2030, said Lt. Seth Clarke, a Navy spokesman.The Congressional Research Service said the Navy wants to spend no more than $950 million per frigate, while Clarke put the target at $800 million per ship after the first ship.Working in the ship's favour in terms of affordability: The proposal calls for no new technologies. That's a far cry from littoral combat ships and larger, stealthy Zumwalt-class destroyers that incorporated new designs and technologies that contributed to significant cost overruns.At Bath Iron Works, a General Dynamics subsidiary, officials examined U.S. and foreign designs to meet Navy requirements and partnered with a Spanish company, Navantia, to utilize an existing design from a Spanish navy frigate, said Dirk Lesko, the shipyard's president.Bath Iron Works helped to design the Navy's Oliver Hazard Perry-class frigates, the last of which were retired from duty in 2015.The shipyard's 5,700 workers who currently build Arleigh Burke-class and Zumwalt-class destroyers are eager for the opportunity to build the frigates."We know how to build them. We need to see progress from UK within 10 days on all issues, including on Ireland," European Council president Donald Tusk tweeted on Friday (24 November).Tusk met with British prime minister Theresa May after the EU's Eastern Partnership summit.An EU source said Tusk presented May with a timeline ahead of the upcoming December summit with 4 December as the "absolute deadline" for the UK to make additional efforts, allowing EU Brexit negotiator Michel Barnier to recommend "sufficient progress" to EU leaders."May agreed to this time frame," the source said.If no progress is made within the 10 days, it will be impossible to move to the next phase, the EU source warned, adding that the UK will need to give credible assurances to Ireland too."There are still issues across the various matters that we are negotiating to be resolved," May told reporters when leaving Brussels.The British PM urged the EU to guarantee a widening of Brexit talks to trade and future relations before she commits to paying more as part of the divorce deal.The UK hopes that the EU will move ahead with trade talks in December, despite the outstanding issues."These negotiations are continuing, but what I am clear about is that we must step forward together. Nov, 17:40-Much of the anticipation around the UK entering the second phase of Brexit negotiations stem from the hope that those will yield to trade talks and clarify eventually what the true cost of leaving the EU will mean for Britain.An EU source warned, however, that the UK should not count on detailed negotiations on trade any time soon.Another EU source said substantial trade talks can only start once the UK becomes a 'third country', that is after March 2019.If, in December, Brexit talks reach sufficient progress for EU leaders to move negotiations onto the second phase, that will only include talks on a framework of relations the EU and UK want to have after Brexit.The second phase will entail giving a legal form to the agreement on the key issues of citizens' rights, the Irish border and the financial settlement, and start a joint thinking with the UK and the EU on the kind of relationship they want for after Brexit.This could include aspects on defence, foreign policy, and security.The actual trade deal between the EU and the UK will have to be negotiated after the two phases of discussing the withdrawal agreement are completed.The trade deal could be anchored in one or more agreements.And while the withdrawal agreement needs a qualified majority of member states to be adopted - and the European Parliament's approval - the trade deal will be a mixed agreement with member states' national and regional assemblies having a say in ratification.Provisional application would probably have to kick in before the ratification process is finished.The trade deal with Canada entered into force in September, and so far only three member states have ratified it. It took seven years to negotiate.That raises the question how long the Brexit transition period needs to be.British prime minister Theresa May suggested two years, but hardline Brexiteer Conservatives such as foreign minister Boris Johnson and environment secretary Michael Gove warned her in a letter recently not to go beyond that.Meanwhile, Ireland's foreign minister, Simon Coveney, proposed a significantly longer, five-year transition period.-What's on offer? EU diplomats have been drawing up plans for what sort of relationship to have with the UK, based on the 'red lines' set out by the Theresa May.According to early discussions, EU diplomats foresee a transition period that would be based on the status quo – membership in the single market and the customs union – without the political participation of the UK in the institutions, meaning London would not have a political voice.These EU diplomats have also agreed, in preliminary talks, that the bloc could offer a Canada-style free trade agreement.EU sources however add that the UK needs to spell out in detail what kind of relationship it strives for with the EU once it has left the bloc.Turkey-like transition? Andre Sapir, a senior fellow at Bruegel think tank in Brussels echoed that, saying that during this transition period the UK would leave the political institutions in the EU, but remain part of the single market and the customs union.The UK by then would have had to make it clear what sort of relationship it wants to reach."We have to know what we are going to transition 'to'...," Sapir told EUobserver, adding that the length of the period depends on how ambitious the UK wants to be in its goals.During the transition the UK would be in a situation much like Turkey is in now - which has a limited customs union with the bloc for goods.Turkey needs to align its trade policy to that of the EU. And while it does not have a say in trade deals, and preferential partners do not have to open their markets to Turkey, Turkey's market can be accessed by these countries via the EU.Sapir pointed out however that it is unlikely the UK would fall under a new trade deal it had not participated in negotiating.Once the transition period is over and the UK leaves the customs union, it needs to notify the World Trade Organisation (WTO) on what trade policy it wants to pursue before it can start negotiations with other countries about trade deals.-FTA plus-Under a possible free trade agreement, the UK and the EU could aim for a tariff-free trade on manufactured goods and most agricultural goods.The tariff-free trade would however still mean border checks, and rules-of-origin would have to apply."It could be an FTA-plus," Sapir said.A deal could include elements of the single market, depending on how much of that the UK would want to hold on to, and what the EU is willing to give."The issue to be seen is how much of the single market they [the UK] keep," Sapir told EUobserver.It would raise several stumbling blocks, including what role the EU's top court, the European Court of Justice in Luxembourg, would retain."It will be a bumpy road. But creative people can find all kinds of solutions if there is political will," he said, adding that he is confident there will be a withdrawal deal because it is in the interests of both sides.

Pope Francis on Monday begins a six-day trip to Myanmar and Bangladesh. While attention will focus on whether he will directly address the Rohingya Muslim crisis, the trip also holds huge significance for the tiny Catholic communities in each country.Those Catholics face obstacles that include discrimination, an inability to land leadership roles and threats of violence. Many Christians hope the Pope's visit will highlight the plight of the poor and of minority religious groups, including their own.There are 660,000 Catholics in Myanmar, just over one per cent of the population of 53 million. In total, Christians make up just over six per cent of the population.Catholicism was brought to the country more than 500 years ago, and for generations Catholics have played a vital role in developing far-flung rural areas that authorities have found hard to reach.But when the socialist government took power in 1965, most Catholic-based missionary schools, boarding houses and properties were seized by the military at gunpoint. Catholics were later able to slowly rebuild their missions.-Battling discrimination-Myanmar Catholic leaders say that as members of one of the smallest religious groups in a country dominated by Buddhism, they face discrimination, even if it isn't typically overt threats or torture."There are always challenges to stand up as Catholic and to have strong faith here," said Rev. Mariano Soe Naing, a spokesperson for Myanmar's Bishops' Conference.Christianity is viewed by many as a colonial belief after the country was ruled by the British for a century until its independence in 1948. Likewise, the separation of church and state is considered a foreign imposition.For the past 18 years, Myanmar has been listed by the U.S. as a "country of particular concern" under the International Religious Freedom Act for having engaged in, or tolerated, severe violations of religious freedom.But unlike Rohingya Muslims, Christians haven't faced widespread violence and persecution. Christian leaders say they're afforded "peaceful coexistence" and an understanding the government won't interfere.Role of Catholic church in Myanmar-The Catholic church runs about 300 boarding houses across Myanmar, hosting children from villages who can't afford to go to school. It's done without any significant support from the government in a country that remains among the poorest in the world.But Catholics don't play a broader leadership role in society."To be honest, if you are a Christian in this country, you will never get promoted," Rev. Mariano said. "There are no Catholics in the government administration or in any significant leadership positions."Raising awareness-The profile of Catholics was boosted when Archbishop Charles Maung Bo became Myanmar's first Roman Catholic cardinal in 2015. And they are getting another boost by having a pope visit the country for the first time. Catholic leaders hope the community will benefit in the long run."Because of the Pope's visit, Catholics will be more visible to many people and they will be aware of the existence of the Catholic community in Myanmar," Mariano said.There are just 375,000 Catholics in Bangladesh, a tiny fraction of the population of 158 million. In total, Christians account for less than one per cent of all people in the Muslim majority country. The Portuguese first brought Christianity during the 16th century and missionary efforts began in the early 1800s.Backdrop of violence-The Pope's visit takes place against a backdrop of religious tensions after radical Muslims attacked or threatened to attack Christian priests and their followers in Bangladesh. Last year before Christmas, many churches said they got phone calls or letters threatening dire consequences because of their attempts to spread Christianity.A major attack in July 2016 on a restaurant in the diplomatic zone of the capital, Dhaka, left 20 people dead, including 17 foreigners. The Islamic State group claimed responsibility for that attack and several others, although the government claims the group doesn't exist in Bangladesh. Authorities say the domestic group Jumatul Mujahedeen Bangladesh was behind the Dhaka attack.The government launched a massive crackdown on suspected militants after the Dhaka attack. More than 60 people, including some suspected radical leaders, were killed in raids. Villager Louis Suprobhat Jangcham, 50, said he's enthusiastic about the visit."I attended a gathering when Pope John Paul came to Dhaka in 1986. It was very exciting," he said. "The people from our village will attend this time too. This is a great moment for me."Bangladesh cardinal wants support for the poor-Christian leaders in Bangladesh say they hope the Pope's visit will highlight a range of issues from religious solidarity to a warming planet.Cardinal Patrick D'Rozario, the archbishop of Dhaka, said the visit will be an opportunity to emphasize the causes of the poor who need blessing and comfort."This visit is for spiritual causes, for highlighting peace and harmony. But the Holy Father will also touch upon other very important issues that concern Bangladesh," he said. DENPASAR, Indonesia (Reuters) - Indonesian and regional authorities heightened flight warnings around Bali's Mount Agung on Sunday as the volcano's eruptions sent a plume of volcanic ash and steam more than 6,000 meters into the skies above the popular holiday island.Ash from the eruption covered roads, cars and buildings near the volcano in the northeast of the island, while overnight a red glow of what appeared to be magma could be seen in photographs by Antara, the state news agency."Since last night the eruption has been a magmatic type eruption, not phreatic," Sutopo, a spokesman for Indonesia's Disaster Mitigation Agency (BNPB), said in a Twitter message, referring to the switch from a steam-driven eruption to one with magma."That's what has caused the eruption to continue to produce smoke and dark volcanic ash."Vulcanologist Simon Carn said on his Twitter account:-"Summit glow at #Agung indicates magma likely at or near surface. Satellites also detected thermal anomalies overnight."Bali, famous for its surf, beaches and temples, attracted nearly 5 million visitors last year, but business has slumped in areas around the volcano since September when Agung's volcanic tremors began to increase.Agung rises majestically over eastern Bali at a height of just over 3,000 meters. When it last erupted in 1963 it killed more than 1,000 people and razed several villages.Australia's Bureau of Meteorology said in an advisory from it's Volcanic Ash Advisory Centre (VACC) in Darwin that the eruption was "expected to be ongoing.Maps provided by VACC show an area of ash cloud heading southeast over the neighboring island of Lombok, away from Bali's capital, Denpasar, where the main international airport is located.Indonesia also upgraded its Volcano Observatory Notice for Aviation (VONA) to red, its highest warning, and said the ash-cloud top could reach 19,654 feet (6,142 meters) or higher.However, officials said the airport would remain open for now as the ash could be avoided."The volcanic ash has only been detected in a certain area," the airport and other officials said in a joint statement.All domestic flights and the airport itself were operating as "normal" and tests for ash had been negative, it said.Yunus Suprayogi, general manager of Bali airport operator Angkasa Pura I, said food and entertainment would be provided as well as extra bus services if conditions changed and passenger numbers increased.The airport would also "make it easier" for passengers to seek refunds and make other arrangements, he said, while noting that airlines had their own rules."Carriers said they were assessing the situation on Sunday morning with several airlines including Qantas, Jetstar and Virgin resuming flights.If ash tests came up positive, Lombok airport would be closed, airport officials said. Even with a convincing win, he will face pressure to deliver on promises of stability, especially if attacks like that on Al Rawdah persist.For Islamic State, the village was a target because of its ties to Sufism, a mystical form of Islam that hardline Islamist groups consider heretical.Some villagers recalled how these threats were made about a year ago in an Islamic State internet publication.In a December 2016 issue of al-Nabaa, one of the group's religious leaders left little doubt that Sufis would be targeted. It mentioned Al Rawdah directly."Our primary focus lies in the war against polytheism and apostasy, and of those, Sufism, sorcery and divination," he said. More threats were made in early 2017.SUFIS CONDEMNED FOR BELIEFS-In March, Islamic State's branch in the Sinai posted a video of its religious police forcing a group of Sufis to renounce their beliefs under threat of death.It showed what it said were militants beheading two elderly Sufi men in the desert after they were found guilty of witchcraft and sorcery.Egypt has about 15 million Sufis, and their shrines and saints appear in villages across the country.Ultra-conservative Salafists abhor Sufi practices and some have in the past threatened to smash their symbols with hammers and iron bars.Five police and army sources said there was no recent specific threat against Sufis in Al Rawdah.Friday's attack began in the early afternoon.The mosque's imam said he had just stepped onto the podium for his sermon when gunfire erupted and worshippers struggled to escape."I found people piled on top of each other and they kept firing at anyone," imam Mohamed Abdel Fattah told Reuters from his hospital bed in Sharqiya city. "They fired at anyone who breathed."Ramadan Salama, 26, said all he remembers before ending up in hospital was gunmen entering the mosque during the sermon and spraying worshippers with gunfire.As Egyptian security forces try to reassure an anxious public, they face yet another dangerous enemy.A new group with military training is already posing a more complex threat. In October it mounted a sophisticated attack, not far from Cairo.The little-known Ansar al-Islam claimed responsibility for the attack on police in the Western desert, far from northern Sinai. Security sources said dozens of police officers and conscripts were killed. The government said 16 police and conscripts died.Security sources said the heavy weapons and tactics employed indicated ties to Islamic State or more likely an al Qaeda brigade led by Hesham al-Ashmawy, a former Egyptian special forces officer turned jihadist.For now, security and intelligence officials will continue to hunt Ashmawy, described as the country's most wanted man.Egypt's prosecutor's office, citing its investigation and interviews with wounded survivors, says gunmen carried an Islamic State flag as they stormed the Al Rawdah mosque.Authorities say 305 people, including 27 children, died as gunmen even attacked ambulances arriving on the scene. Another 128 were wounded."They entered the mosque from outside, almost 10 to 20 people with weapons, and they destroyed everything," said resident Magdy Rezk from hospital.It was a huge toll for a tiny village. FAIZABAD, Pakistan (Reuters) - Islamist party activists on Sunday clashed with Pakistani security forces for a second day outside the capital, Islamabad, burning vehicles before withdrawing into an uneasy stand-off at a protest camp they have occupied for two weeks, police said.Despite orders from the civilian government to the army on Saturday night to help restore order, no troops were at the scene around the protest camp in Faizabad, on the outskirts of the capital, witnesses said.The military's press department did not respond to queries about the government's order.According to media reports at least six people were killed on the previous day, when several thousand police and paramilitary forces tried to disperse the religious hardliners, who have blocked the main route into the capital demanding that the law minister be fired for committing blasphemy.At least 150 people were wounded in Saturday's clashes, hospitals reported, and police superintendent Amir Niazi said 80 members of the security forces were among those casualties. Reuters could not confirm that there had been any deaths.Throughout Sunday, baton-armed supporters of the Tehreek-e-Labaik party blocked several main highways, roads and arteries in major Pakistani cities, paralyzing traffic and daily life."We have orders just to contain them," Islamabad's Assistant City Police Commissioner Mohammad Ali said.Smoke billowed from the charred remains of a car and three motorcycles burned that morning near the Faizabad protest camp, where several thousand Tehreek-e-Labaik activists have gathered in defiance of the government.After the early morning clashes, the area settled into an uneasy stand-off. The paramilitary Rangers force - which had held back from Saturday's confrontation - was in charge of Sunday's operations, officers said."We still don't have orders to launch an operation. We can move in when the government orders us."-FAILED CRACKDOWN-Activists from Tehreek-e-Labaik have blocked the main road into the capital for two weeks, accusing the law minister of blasphemy over a wording change in electoral law the party says weakens the Islamic tenet of Mohammad as God's final prophet."We will not leave. We will fight until end," Tehreek-e-Labaik party spokesman Ejaz Ashrafi told Reuters on Saturday.Led by cleric Khadim Hussain Rizvi, Labaik is one of two new ultra-religious political movements that became prominent in recent months. Labaik, which campaigns on defending Pakistan's strict blasphemy laws, won a surprisingly strong 6 percent and 7.6 percent of the vote in two recent by-elections.While Islamist parties are unlikely to win a majority they could play a major role in elections that must be held by the summer of next year.Tehreek-e-Laibak was born out of a protest movement lionizing Mumtaz Qadri, a bodyguard of the governor of Punjab province who gunned down his boss in 2011 over his call to reform strict blasphemy laws. Party leader Rizvi called Qadri, who was executed last year, "a hero" in a September interview with Reuters.By Sunday afternoon, private TV stations that had been ordered off the air the day before were broadcasting again.
