Israeli military: Armed Syrians approach border

JERUSALEM (AP) — Dozens of armed men gathered on the Syrian side of the cease-fire line in the Israel-controlled Golan Heights Wednesday, prompting authorities to close a tourist site as a precaution, the Israeli military said.An Israeli spokesman said it was unclear what the armed Syrians were doing. He said there was no violence or attempts to cross the border. He spoke on condition of anonymity under military rules.
Israeli forces there were on alert.The armed men were not wearing uniforms. It was not clear if they were soldiers from the Syrian army or rebel forces battling President Bashar Assad's regime.Israelis are concerned that fighting from Syria's civil war could spill across the border. Last month, several mortar shells exploded in Israeli-controlled territory. Nobody was hurt. Israel said the shells were misfired.Israeli officials have also expressed concern that the frontier region could turn into a lawless area like Egypt's Sinai desert, where Islamic militants have gained strength since the ouster last year of Egyptian President Hosni Mubarak.
Israel and Syria have been bitter enemies for decades, but there is concern in Israel that if the Assad regime is toppled, the country could fall into the hands of Islamic extremists or descend into sectarian warfare, destabilizing the region.An Israeli tour group visiting Mount Hermon, the Golan site closest to the border spot, left without incident, and the site was temporarily closed Wednesday as a precaution. "It happened far away from the site, but to be on the safe side, the tourists were told to go down from the mountain to the lower part of the resort," said Shaul Ohana, who manages the site.Last year in a demonstration, thousands of people stormed the border fence from Syria, and hundreds burst through. At least 15 infiltrators were killed that day in clashes on the Syrian and Lebanese borders.Israeli officials accused Damascus of promoting the clash to try to divert attention from the violence within Syria.Since then Israel has beefed up security in the area.Israel captured the Golan Heights from Syria in the 1967 Mideast war. It later annexed the strategic territory overlooking northern Israel in a move that is not recognized internationally.

France’s most populous administrative zone, encompassing the capital Paris, has signed a cooperation agreement with the Palestinian district of Jerusalem, a move organizers say is designed to send a “political message” of solidarity with the Palestinians and their aspirations for a future capital in the city.The French region described the agreement as the “first of its kind.”The decision is a blow to Israel’s claim that the eastern sector is part of its united capital. A spokesman for Israel’s Foreign Ministry said east Jerusalem “does not exist” as a separate entity and that the French council was “living in a make-believe world.”
The Regional Council of Île-de-France voted September 28 in favor of a “decentralized cooperation agreement” with the Palestinian Authority (PA) district of Jerusalem, making it “the first French community to sign an agreement of cooperation with the Arab part of the holy city,” a statement on the council’s website read. The agreement is to be officially signed during the month of October.Israel extended its sovereignty to the entire city of Jerusalem following the Six-Day War of 1967, and does not recognize the PA’s Jerusalem district, which incorporates some 400,000 Palestinian residents in Jerusalem and its outskirts.Île-de-France has earmarked 300,000 euros for the cooperation agreement, which will support vocational training, entrepreneurship, culture, health and social action, as well as “institution building.”In Jerusalem, 78 percent of Palestinian inhabitants live below the poverty line, the statement continues, and the French projects will focus on “improving the living conditions of local populations.”The agreement was initiated in early 2011 by Green Party councilmen Jacques Picard and Michel Bock, who also serves as chairman of the international and European action committee in the  regional council of Île-de-France.
‘That Palestinian entity [the Jerusalem district]  does not exist,’ Hirschon told The Times of Israel. ‘[the French Region] seems intent on ignoring reality and living in a make believe world’
Picard told The Times of Israel that the idea of collaborating with a Palestinian district was first raised in 2004. It was only natural to twin Paris with the capital of the future Palestinian state, Jerusalem, he said.
“There is very high sensitivity to the Palestinian cause in France,” Picard said. “This symbolic move is certainly intended to send a political message. If such regional exchanges can contribute to peace, all the better.”Picard noted that the cooperation with Jerusalem was endorsed by French Minister for Cooperation Henri de Raincourt in a public speech delivered in Hebron in January 2012.Paul Hirschon, a spokesman for Israel’s Foreign Ministry, said the ministry was unaware of the agreement. But he added that such initiatives discouraged the Palestinians from returning to the negotiating table with Israel.
Île-de-France has designated 300,000 euros to the cooperation agreement, which will focus on vocational training, support of entrepreneurship, culture, health and social action, as well as institution building.

“Jerusalem is and will remain the capital of Israel. The parties have agreed that Jerusalem is a matter for final status negotiations. It should remain an undivided city accessible to people of all faiths.” This statement, taken from the 2008 Democratic Party platform, was removed from the Democrats’ 2012 platform last week, only to be reinstated by President Barack Obama after an onslaught of opposition. Fortunately, Obama made the right decision in reaffirming Jerusalem as Israel’s capital.Jewish national identity was formed over 3,000 years ago in the land of Israel, with King David making Jerusalem the capital of the Israelite Kingdom in 1000 B.C.E. and his son, King Solomon, building the First Jewish Temple in Jerusalem 40 years later. Throughout history, Jews have regarded Jerusalem as the capital of their ancient ancestral homeland, facing Jerusalem during prayer in a similar fashion to Muslims who pray towards the Kaaba in Mecca. While the number of Jews in Israel has fluctuated across the centuries (the Jewish community significantly declined from massacres by Crusaders in the 12th century, for example), Jews have maintained a continuous presence in the land of Israel.Therefore, as the only sovereign Jewish state, Israel has a right to declare Jerusalem as her capital. America’s denial of that right only isolates a valuable ally in the Middle East, and increases political tension in already troubled times considering Iran’s nuclear ambitions. Furthermore, it is not the Democrats’ role to dictate the capital city of an ally — after all, Americans would never grant Britain or France the right to determine whether Washington, D.C. is the capital of the United States. Every autonomous, self-governing state has the right to decide their own capital city within their borders and control. Therefore, the political status of Jerusalem, although one of the most contentious issues in any future peace agreement between the Israelis and Palestinians, can only be determined by Israel; it cannot be imposed by foreign nations or international bodies.Furthermore, the clause that Obama reinstated into the 2012 Democratic platform not only called for Jerusalem to remain as the eternal capital of Israel, but also recognized the importance of Jerusalem continuing to remain open and accessible to all of the world’s faiths. This distinction is important because historically, access to holy cities for pilgrimages and worship has been limited. For example, from 313–637 C.E., Jews were prohibited from entering Jerusalem, and even today access to Mecca and Medina is strictly prohibited to non-Muslims. With Jerusalem under Israeli control, all religions will have access to their holy sites in the city.It is also important, however, that Jerusalem not become a partisan issue in the upcoming presidential election because this will detract attention from more serious foreign policy issues like Iran’s nuclear program. Instead, American politicians should be concerting their efforts to prevent Iran from developing nuclear capabilities, which would have dire consequences for the United States, Israel, and the entire Western world. Unfortunately, Jerusalem has already begun to turn into a partisan issue, with Republican presidential candidate Mitt Romney asserting that Obama has “thrown Israel under the bus” for not standing by Israel and unequivocally declaring Jerusalem as Israel’s capital. By officially declaring that “Jerusalem is and will remain the capital of Israel” in the Democrats’ 2012 platform, Obama has hopefully side-stepped a potentially very dangerous and distracting partisan debate on the heels of the upcoming election.

BRUSSELS - EU leaders meeting later this month in Brussels will try to iron out disagreements on a new eurozone banking supervisor and consider further steps to deepen the economic union, such as a eurozone budget and binding "contracts" on reforms.According to draft guidelines discussed on Wednesday (3 October) by EU ambassadors for the summit conclusions on 18-19 October, member states should consider "individual contractual arrangements with the European level on the reforms they commit to undertake and their implementation."The idea, although controversial, is not new. Germany has long fought to have more supervision of national decisions on budgets, labour market reforms, pension schemes or retirement age in member states.It sees this as a quid pro quo for its approval of the Greek, Portuguese, Irish and now Spanish bailouts, the setting up of a permanent bailout fund, and the tacit endorsement of a bond-buying scheme by the European Central Bank.EU officials familiar with the discussions among member states say it is still too early to say whether to expect a deal at the October summit on this extra layer of supervision.
The same goes for the idea of having a budget for the 17 eurozone countries only."There seems to be more impetus behind it, but the most we can expect is for member states to say they are willing to explore it," one EU official told this website.French finance minister Pierre Moscovici has already floated the possibility of a eurozone budget being used for unemployment benefits in countries under particular pressure, such as Spain where over a quarter of the workforce is out of a job.But, said the EU source, the budget would rather needed to be 'new money' on top of the common EU budget for 2014-2020 currently being negotiated. Otherwise these negotiations risked being completely derailed.A unanimous decision among all 27 members would be needed to allow for any non-standard use or splitting of the EU budget.Meanwhile, the EU commission is planning to come up with its own blueprint on how eurozone budget could be achieved
One idea is to have loan guarantees on the back of the EU budget used for eurozone states only. This could be in the form of what is now the nearly exhausted European Financial Stability Mechanism (EFSM) - a €60 billion fund used for the Irish and Portuguese bailouts.Another idea is to have "own resources" - such as a financial transactions tax - fund this eurozone-only pot.At least nine countries have to endorse the idea for the tax to come into force. So far, only Germany, France and Austria have written to the commission in support of it.The commission blueprint is only expected to be issued after the October summit, but before a November meeting of EU leaders aimed at sealing a deal on the next EU budget for 2014-2020.

Russia tells NATO to stay away from Syria

MOSCOW (Reuters) - Russia told NATO and world powers on Tuesday they should not seek ways to intervene in Syria's civil war or set up buffer zones between rebels and government forces.Moscow further called for restraint between NATO-member Turkey and Syria, where violence along their shared border has strained relations between the former allies.Tensions have flared since a mortar round fired from inside Syria struck the territory of Turkey. Ankara has threatened to respond if the strike were repeated.When asked by Interfax if Moscow worried whether the tense border situation could prompt NATO to intervene to defend Turkey, its easternmost member, Deputy Foreign Minister Gennady Gatilov warned against any such step.
"In our contacts with partners in NATO and in the region, we are calling on them not to seek pretexts for carrying out a military scenario or to introduce initiatives such as humanitarian corridors or buffer zones."
Turkish Prime Minister Tayyip Erdogan, one of Assad's most caustic critics, recently lashed out at Russia for blocking efforts at the U.N. Security Council to exert pressure on Assad and said Moscow's stance allowed massacres in Syria to continue.Turkey has floated the idea of setting up "safe zones" inside Syria to protect civilians from the conflict but that would also have to be approved by the Security Council.Russia and China have vetoed three Security Council resolutions condemning Syrian President Bashar al-Assad and have blocked attempts to impose further sanctions on his government or intervene more directly in the conflict.

Turkish artillery on Thursday morning resumed bombarding targets in northern Syria in response to a deadly cross-border mortar shelling that killed five on Wednesday.Turkish state-run TRT television reported that a military unit based on the border town of Akcakale resumed strikes at Syrian targets overnight and that shelling continued Thursday morning.The Syrian town of Tel Abyad lies just over the Syria-Turkey border from the Turkish town of Akcakale, the site of Wednesday’s deadly shelling. The mortar-fire reportedly originated from Tel Abyad, according to Reuters.
The Syrian Observatory for Human Rights said a Syrian army post in Tel Abyad was bombarded and an unspecified number of soldiers were killed. The British-based opposition group did not specify whether the Turkish military bombardment was responsible for the casualties.Turkish Foreign Ministry officials were not immediately able to confirm the reports, while Defense Ministry officials refused to comment.Turkish media reported that Ankara has prepared a parliamentary bill legitimizing Turkish military action in Syria, similar to one which authorizes the Turkish military to intervene in northern Iraq in pursuit of Kurdish militants based there. The Turkish parliament on Thursday was set to vote on the bill in an emergency session.The bill drafted by the Turkish government called for “a one-year-long permission to make the necessary arrangements for sending the Turkish Armed Forces” into Syria in light of the “negative impact of the ongoing crisis in Syria on our national security, as well as on regional stability and security.”İbrahim Kalın, a senior aide to Prime Minister Recep Tayyip Erdoğan, tweeted on Thursday morning in advance of the parliamentary vote that Turkey has no interest in war with Syria, but that it will defend its borders and retaliate if necessary. For the third morning in a row, Arabs rioted on the Temple Mount, attempting to attack groups of Jews who sought to visit the holiest site in Judaism during the Sukkot holiday. Police again Thursday deployed large numbers of officers to keep the Arabs from attacking the Jews.Police have reported that there were mild protests during recent days, but video footage showed dozens of young Arabs actively trying to attack Jews who were visiting the Mount. In one video, a Wakf official is seen threatening to break the camera of a Jew filming footage of the Arab rioters.Earlier in the week, Arutz Sheva reported on a large Arab riot that greeted Jews who attempted to visit the Temple Mount on the first day of Chol Hamo'ed, the intermediate days of Sukkot. “When we went up on the Temple Mount, we were greeted with cries of ‘Allah is Great,’” said Asaf Fried, one of the members of a group that visited the Mount Tuesday. “The police again did nothing, even towards the end of the visit when the Arabs really came close to us and blocked our exit, shouting, 'We will expel the Jews in blood and fire and will butcher Jews.' The police still did nothing,” and the group of Jews escaped without harm, Fried said.During the rioting, police arrested five Arabs for attacking a police officer. One Jewish worshipper was detained as well, police said, for failing to listen to their instructions. On Tuesday, police arrested Likud activist Moshe Feiglin, along with another Israeli, for attempting to pray at the site. On Wednesday, Rabbi Yehuda Leibman, director of the Od Yosef Chai Yeshiva was taken into custody for allegedly praying at Judaism's holiest site. U.N. atomic agency says no date set for fresh Iran talks

But it took almost one year and we haven't produced any concrete results so therefore we don't have the reason to believe overnight everything would change - I don't have that indication either."The six countries involved in discussions over Iran's program have held three rounds of talks with Tehran this year without visible progress. KANO, Nigeria — Unknown assailants killed at least 25 people (CHRISTIANS) at a polytechnic school in northeastern Nigeria, invading the campus dormitory and shooting their victims or cutting their throats, authorities said Tuesday.The attack at the Federal Polytechnic school in the town of Mubi in Adamawa state came as police press to curb violence attributed to the Islamic rebel militia Boko Haram, which is active across much of northern Nigeria.Police recently rounded up many suspected members of Boko Haram. Authorities also said they had killed Boko Haram spokesman Abu Qaqa and seized many weapons as part of a wider crackdown in northern Nigeria designed to wipe out the militia. Boko Haram acknowledged that Abu Qaqa had been arrested by security forces, but denied that he had been killed.The attack at the polytechnic institute may have been "fueled by campus politics" linked to rival factions after a student election, said Yushau Shuaib, spokesman for the Nigerian Emergency Management Agency.Campus politics, like local, state and federal politics in Nigeria, are often violent, although massacres are not common. Mubi reportedly has a mixed Christian and Muslim population, and the victims were of both faiths.
The assailants apparently sought specific targets, Adamawa police spokesman Mohammed Ibrahim said.
"They called out their victims by name and shot or slaughtered them when they identified themselves," Ibrahim said in a phone interview. "The attackers killed 25 people in all, including 19 students of the Federal Polytechnic and three other students of the School of Health Technology."Ibrahim said two security guards and a retired soldier were among the victims.A relief official said 26 people were killed and 15 were wounded badly enough to be taken to a hospital.Boko Haram, which opposes secular education and governance, has attacked automatic teller machines, schools, churches, mosques and police stations. It has destroyed about 30 cellphone towers in northern Nigeria, crippling communication in some areas. The militia frequently assassinates Nigerian politicians and religious figures.The rebel militia is responsible for more than 690 killings this year, according to the Associated Press. The group made no statement claiming respons

Report: Another flotilla headed to Gaza

Foreign Ministry says Israel following ship carrying handful of pro-Palestinian Swedish activists; adds sail 'garnered zero support'

  A new flotilla is making its way towards Gaza Strip as pro-Palestinian European activists continue to protest Israel's blockade of the Palestinian enclave.According to available information, a handful of activists sailing on the "Estelle" have arrived in Italy and are gearing to set sale to Gaza in the next few days. The Estelle is sailing under a Swedish flag.

The activists originally set sail in June, docking in various European harbors along the way with aim of raising awareness to the initiative.
The ship is believed to be carrying equipment meant for the "Gaza Ark" project – a Canadian initiative that hopes to build a Gaza-made ship that would carry Palestinian exports outside the Strip's waters.
Among the activists – who for the most part are Swedish – is Israeli expat Dror Feiler, who also took part in the 2010 Marmara flotilla.
Israeli authorities have been following the group since it left Sweden. According to the Foreign Ministry, there is only a handful of activists on board, some of whom are known for participating in anti-Israeli activities.
"They are more isolated then ever. This 'adventure' has garnered zero interest outside this group," a ministry source told Ynet.
"Various foreign ministries have issued travel advisories warning their citizens against participating in Gaza sails."


The source added that "Hamas still maintains its radical hardline when it comes to Israel, so the maritime blockade in still in effect, in accordance to international law."
Goods are making their way into Gaza Strip on a daily basis and with few restrictions, via the Kerem Shalom crossing, the source added. Elior Levy contributed to this report

Giant Spanish slugs that invaded Britain are mating with native ones to create a mutant superslug capable of wreaking crop havoc.They are also threatening to wipe out local species with new diseases and ­parasites or by simply devouring them.The Spanish slug, that can grow up to 15cm long, is thought to have arrived in salads during the summer – and has already spread as far west as Wales.Slug expert Les Noble, of Aberdeen ­University, warned yesterday the creatures produce hundreds more eggs than the typical British slug and pose a serious problem.He said: “These slugs are like conquistadors were to the Aztecs. Iranian leader: 'Psychological' blows hit currency

TEHRAN, Iran (AP) — President Mahmoud Ahmadinejad blamed the steep drop in Iran's currency Tuesday to "psychological pressures" linked to Western sanctions over Tehran's nuclear program.
The remarks were part of his attempt to deflect criticism from political rivals that his government's policies also have contributed to the nosedive of the Iranian rial, which has lost more than half its value against the U.S. dollar this year and has sharply pushed up costs for many imported goods.The price hikes have added to the burdens on Iran's economy as it struggles with tougher sanctions targeting its crucial oil exports and measures blocking it from key international banking networks. The U.S. and its allies have imposed the punishing measures to try to persuade Iran to negotiate over its nuclear program, which the West says is aimed at developing atomic weapons. Tehran insists the program is for peaceful purposes.An Iranian parliament member, Mohammad Bayatian, was quoted on the chamber's website, icana.ir, as saying that enough signatures have been collected to force Ahmadinejad to face questioning before lawmakers over the currency's tumble.Iran's currency fell again Tuesday, hitting a record low of 34,500 rials against the U.S. dollar on the unofficial street trading rate, which is widely followed in Iran. It was 29,500 rials to the dollar Sunday. Two years ago, it was close to 10,000 rials for $1."Are these (currency) fluctuations because of economic problems? The answer is no," Ahmadinejad told reporters in his first public comments in Iran since returning from the U.N. General Assembly. "Is this because of government policies? Never ... It's due to psychological pressures. It's a psychological battle."Ahmadinejad described the sanctions as part of a "heavy battle" that has succeeded in driving down oil exports "a bit," but he gave no precise figures. Authorities: Oregon farmer eaten by his hogs

COQUILLE, Ore. (AP) — Oregon authorities are investigating how a farmer was eaten by his hogs.
Terry Vance Garner, 69, never returned after he set out to feed his animals last Wednesday on his farm near the Oregon coast, the Coos County district attorney said Monday.A family member found Garner's dentures and pieces of his body in the hog enclosure several hours later, but most of his remains had been consumed, District Attorney Paul Frasier said. Several of the hogs weighed 700 pounds or more.It's possible Garner had a medical emergency, such as a heart attack, or was knocked over by the animals, then killed and eaten, Frasier said, adding that at least one hog had previously bitten Garner.The possibility of foul play is being investigated as well."For all we know, it was a horrific accident, but it's so doggone weird that we have to look at all possibilities," Frasier told The Register-Guard.A pathologist was unable to identify a cause or manner of death, the newspaper reported. The remains will be examined by a forensic anthropologist at the University of Oregon.Terry Garner was "a good-hearted guy" who cared for several huge adult sows and a boar named Teddy, said his brother, Michael Garner, 75, of Myrtle Point.Piglets were typically sold to local 4-H kids."Those animals were his life," Michael Garner said. "He had all kinds of birds, and turkeys that ran all over the place. Everybody knew him."Michael Garner said one of the large sows bit his brother last year when he accidentally stepped on a piglet."He said he was going to kill it, but when I asked him about it later, he said he had changed his mind," the brother said.Domestic hogs are not typically known to be as aggressive as their feral cousins, but "there is some degree of danger associated with any animal," John Killefer, who heads the Animal and Rangeland Sciences Department at Oregon State University in Corvallis, told the newspaper.While pigs "are more omnivorous than other farm animals, (such as) cows," Killefer called the case highly unusual.Most hogs are raised until they reach a market weight of between 250 and 300 pounds, while breeding female pigs rarely weigh more than 400 pounds, Killefer said.

Russia has built a new military transport aircraft Il-476. Minister for Industry Denis Manturov told President Vladimir Putin that the transport plane was  ready for its first test flight.
According to the minister, the technical characteristics of the aircraft are absolutely. The plane is "fully digitalized, changes were made in the control system, there is a new power system, a new pilot complex, a state-of-the-art glass cockpit." "The production was moved from Uzbekistan to Russia. In fact, it is a new production, a project in its final stage," Manturov said.The flight range was increased by 25 percent. The President also instructed the head of the Ministry for Industry and Trade Denis Manturov to prepare a meeting to discuss the development of the domestic aviation industry, RBC said.The IL-476 is an upgraded version of the military transport aircraft Il-76, which was previously produced commercially in Tashkent. In contrast to IL-76, the new plane has four Turbofan Engine with the thrust of 14.5 tons each. The engines are produced by Aviadvigatel (Perm). The maximum load was increased from 47 to 52 tons; the maximum take-off weight of the aircraft - from 190 to 210 tons. The range was increased up to 5,000 km. The state trial of the new aircraft is to be completed in 2013.However, according to Vzglyad, sources at the Defense Ministry said that the IL-476 did not meet the requirements of the Russian Air Force, as the aircraft did not have several important systems. It goes about the equipment for setting active and passive noise, the rear fire point, the formation flight system, the warning system for the use of arms. In addition, the aircraft should be complete  with handling equipment for dropping the cargoes with multy-canopy parachute systems.

Amnesty calls on Egypt to tackle legacy of abuse

CAIRO (AP) — Amnesty International on Tuesday took Egypt's new president to task for failing to address the "bloody legacy" of abuses by security forces committed under military rule after the fall of Hosni Mubarak, which continue even after the establishment of the country's first freely elected government.
The group urged President Mohammed Morsi to hold the military accountable for the killing, torture and sexual abuse of protesters during the 18 months when the generals held power after Mubarak's February 2011 ouster.It also said Morsi should rein in police forces, which it said still use excessive force to deal with protests and have tortured detainees. It called for the government to allow U.N. experts to investigate and assess how to deal with the problems."Unless there is a clear political will to confront this and to provide the families of the victims with truth and justice, things are not going to change," Hassiba Hadj Sahraoui, deputy director for Amnesty's Middle East and North Africa Program, told The Associated Press."For the moment, police officers, soldiers are confident that they can commit violations with impunity without ever having to answer for any of their acts," she said.Two extensive reports released by the London-based human rights group in Cairo on Tuesday detailed cases of rights abuses by the army and police, focusing on six separate incidents of crackdowns on protests that killed at least 120 people. Amnesty said thousands of protesters were injured or maimed — with documented cases of loss of eyesight — during the crackdowns, and that detainees were tortured in custody.Most of the crackdowns took place during the post-Mubarak period of rule by a council of generals, during which soldiers had a major role in keeping security inside the country. The military has largely backed down from that role ever since Morsi, of the Muslim Brotherhood, was inaugurated at the end of June as the new presidentBut Morsi's failure to seek accountability from the police and military for those abuses has only fueled a culture of impunity that is allowing violations to continue, Amnesty warned. One of the Amnesty documented cases of violent crackdown by the police against protesters took place after Morsi came to power in August, in which one was killed.Officials in Morsi's office did not respond to requests by The Associated Press for comment on the report.Karim Ennarah, a researcher with the Egyptian Initiative for Personal Rights who spoke at a news conference by Amnesty on Tuesday, said it appeared that police abuses are getting worse in the three months since Morsi came to power.He cited the deaths of two people last month in the town of Meit Ghamr, outside Cairo. One was tortured in a police station, including being beaten in the head by a rifle butt, and then died before getting to a hospital. The second person was then killed when police opened fire with live ammunition on a crowd angered by the first man's death."The police is acting as if it is an armed gang. It lost control and is trying to regain it by resorting to excessive force," Ennarah said.In its reports, Amnesty said the country's new leadership must "tackle the bloody legacy of official abuse and guarantee that no one is above the law in Egypt."Security abuse and flagrant human rights violations were among the sparks that ignited the uprising against Mubarak. Thousands took to the streets initially to protest a young man's brutal death by police beating in 2010.After Mubarak's regime was ousted in the popular uprising and the army took over, protesters increasingly denounced the military for its excessive use of force, for targeting women protesters, beatings and sexual abuse — including the notorious "virginity tests" that female detainees were forced to go through after being taken into custody by soldiers.Amnesty noted that at least 12,000 civilians, mainly protesters, have been tried before military tribunals while only three soldiers and a military doctor have faced a military court over abuse of authority. And only one security officer was brought to trial for killing and injuring protesters in one of the six documented cases."The only thing we have done (since the uprising) is lose our sons. That's it," said Mary Daniel, the sister of a protester killed last year during a military crackdown on rally. "We have gone from bad to worse."Amnesty said the army's response to protests was "disproportionate," citing cases when live ammunition was fired as demonstrators lobbed stones or firebombs at the troops. It also cited incidents of army vehicles running down groups of protesters, in one case killing several demonstrators.Amnesty quoted one protester, Wael Saber Bshay, whose brother was crushed by a military armored personnel carrier during an Oct. 9, 2011 protest that killed 27 people, mostly Coptic Christians."We were in a state of shock that the army, which is supposed to protect us ... attacked us," Bshay told Amnesty. "If we were in a state of war with an enemy, I don't think this would have happened."
The Amnesty report also documented that Egypt continued to receive deliveries of small arms and equipment from abroad, including from its largest supplier the United States, despite the violent crackdowns.
In one case, the report said, a U.S. shipment believed to contain tear gas was dispatched to Egypt on Oct. 13, 2011, just days after the protest by the Christians was crushed. Another shipment from the U.S. arrived days after a November protest in which nearly 50 people were killed, Amnesty reported.The group said authorities should allow visits by the U.N.'s special rapporteur on torture and the U.N. working group on arbitrary detention and torture, whose requests for visits were ignored by the Mubarak regime.
For abuses to halt, those responsible must be brought to trial before an independent, civilian court, said Suzanne Nossel, the executive director of Amnesty International USA."If President Morsi truly wants to reform Egypt, he must establish the principle that no one can be above the law, including the army and the security services," Nossel said. "Without accountability by the army and security forces who are responsible for decades of human rights violations, justice for victims will remain elusive."Amnesty said it has yet to receive a response from Morsi for a memorandum it had sent to him on the day he was sworn in, in which it details how Egypt can address the history of human rights and open a new page."This is disappointing," said Sahraoui.

Officials mull seismic tests near Calif nuke plant

SAN FRANCISCO (AP) — Plans to use an array of powerful air cannons in an undersea seismic study near a Central California nuclear power plant have federal and state officials juggling concerns over marine life with public safety.Pacific Gas & Electric Co. wants to use big air guns to emit strong sound waves into a large, near-shore area that includes parts of marine reserves to make three-dimensional maps of fault zones, some of which were discovered in 2008, near its Diablo Canyon nuclear power plant.State law mandated that the company conduct extensive seismic studies. After the company decided that it would use the high-energy seismic imaging technology for the study, a state environmental impact analysis found the project was likely to have "unavoidable adverse effects" on marine life and the environment. Biologists, environmental groups and fishermen have opposed using the high-energy air guns, saying the blasts have potential to harm endangered whales, California sea otters and other creatures frequenting these waters."I am very concerned about impacts to marine mammals, especially some of the large whales including blue, fin, and humpback whales," said John Calambokidis, an Olympia, Wash.-based marine biologist who has studied Pacific Ocean whales for decades. "There are many uncertainties on the impact of this type of operation on whales, especially since we have not seen this type of large air gun survey off California for a long time."The $64 million, ratepayer-funded effort to understand seismic threats to the plant has intensified since the disastrous 2011 Tohoku quake and tsunami, which disabled reactors at Japan's Fukushima Dai-ichi nuclear power plant. Quake experts were surprised by the 9.0-magnitude quake on a fault that scientists did not believe would produce a quake stronger than 8.0.Although the Japan disaster demonstrated that predicting the strength of a quake on a given fault is an inexact science, PG&E wants to know if the newly discovered faults near San Luis Obispo are connected to existing ones that have already been studied. Seismologists typically use a fault's length to estimate the maximum possible earthquake it can produce."People need to understand, we're living in the world post-Fukushima, so we need to go back and review everything we think we know about the seismic threat situation around important structures like this power plant," said Bruce Gibson, a former seismologist who now serves as a San Luis Obispo County supervisor."Unfortunately, from an environmental impact standpoint, the only real way to get the images is to put high energy sound into the earth."If the project gains approval from myriad agencies, scientists would tow up to 18 air guns behind a boat and blast loud sound into the water over a 530-square-nautical-mile area. Hundreds of sensors would be placed strategically on the seafloor, picking up the reverberations and allowing computers to create three-dimensional maps in technology similar to an ultrasound.The air guns and sensors would be dragged through an area that includes two state marine protected areas — Cambria and White Rock — and is adjacent to the Monterey Bay National Marine Sanctuary. Dozens of endangered and threatened species use these waters.A similar seismic survey is being planned near the state's other nuclear plant at San Onofre, in San Diego County to the south.A State Lands Commission environmental impact study found on Aug. 20 there would be "unavoidable impacts" to marine life in the area during the San Luis Obispo testing.But the commission also concluded the "benefit of the project outweighs the unavoidable adverse impacts," said Jennifer DeLeon, a senior environmental scientist at the commission.While similar high energy seismic surveys have been done on the Pacific Coast — most recently off Washington — PG&E said monitors there did not observe harm to whales or other marine mammals.The powerful cannons used in these projects can be fatal to animals that stray too close to them. Also, biologists said the loud noises could drive migrating whales and their calves apart, and that mortally wounded whales often sink in the ocean, so it is difficult to see how the tests affect the creatures.Efforts to mitigate such impacts will reduce, but not eliminate, harm to animals, according to the company and earth scientists."The sound source for the PG&E imaging project is a type that has been used for several decades by scientists and industry," Donna Blackman, a geophysicist at Scripps Institution of Oceanography in San Diego, said in an email. "Known cases of possible impacts on marine mammals are very few. An integral part of using this type of system is to have continuous monitoring for whales within close range of the ship."PG&E said it is spending $8 million on monitoring for the project, said Mark Krausse, a PG&E director."If the ship is coming within 1.1 mile of any mammal, not just a marine or listed, but any mammal, we have to shut down," Krausse told the California Fish and Game Commission on Monday.PG&E wanted to start work Nov. 1 and continue through Dec. 31 — a time window believed to have lower whale traffic off the Central Coast. But the company has asked for an extension of its hearing before the California Coastal Commission, and other agencies are not expected to approve testing permits by then.Major environmental groups such as the Sierra Club and Natural Resources Defense Council oppose the plan, saying adequate seismic research already has been done, and that too little is understood about potential long-term impacts of the air guns on the marine environment."The marine protected areas were created (so) marine wildlife could thrive without human interference," said Amanda Wallner of Sierra Club California. "We share concern over earthquake risk at Diablo Canyon. However, we don't believe this is the best way or the only way to determine seismic risks."

The question is what they are doing about it. This is where the BAE-EADS deal could have an impact. It shows the urgent need for much closer integration of Europe’s military companies.
“Maybe the talks around this merger can serve as a catalyst for more consolidation in the European defense industrial base,” said Guy Ben-Ari, an expert on military industries at the Center for Strategic and International Studies in Washington. “There’s just too much duplication of weapons systems.”The United States has long urged the Europeans to consolidate the military sector to reduce duplication but also to focus on equipment the Europeans really need so that they can take on a bigger share of the burden.The NATO mission last year in Libya, in which the Europeans boasted that the United States had led from behind, again confirmed Washington’s worst fears. The Americans had to provide most of the intelligence and refueling aircraft as well as the missiles and bombs.Pledges since then by NATO and E.U. countries to “pool and share” resources have been largely rhetorical.Some governments, like Poland and Sweden or Britain and France, are cooperating. Yet, as analysts point out, pooling and sharing, while difficult enough, does not solve Europe’s problems as long as the Europeans refuse to link the consolidation of the military sector to a genuine security strategy.Even the United States’ strategic and military shift toward the Asia-Pacific region has prompted little debate in Europe about how it should arrange its security and military policy. Somehow, Europeans still believe the old trans-Atlantic relationship is intact.“In the United States, there is much less focus on Europe,” Mr. Ben-Ari said. “From the American perspective, there is no E.U.-wide vision for security and defense policy or for the defense industry.”The view that the Europeans do not want to even consider a new, common security strategy means that European governments might squander the benefits of a BAE-EADS merger.In Britain, fears are growing that the BAE-EADS deal would orient the British military industry away from the United States and toward Europe, endangering the special relationship.“An alliance of BAE and EADS does not mean that we are marching further towards a common European defense policy,” Liam Fox, a Conservative British lawmaker and former defense minister, wrote in The Daily Telegraph, a British newspaper.“There are many of us who would resist this by every means possible, but without a merger, we risk losing our influence and the great benefits that we have in BAE.”Yet that may be the smaller price to pay if the result could be a decisive push toward a more consolidated European military industry and a clearer European security strategy.Judy Dempsey is editor in chief of Strategic Europe, a project of Carnegie Europe. Military says NKorea has 'powerful modern weapons'

PYONGYANG, North Korea (AP) -- North Korea is armed with "powerful modern weapons" capable of defeating the United States, a top military chief in Pyongyang said Wednesday, a claim that matches the country's regular rhetoric but is questioned by experts.The comments by Vice Marshal Ri Yong Ho at a meeting marking the 80th anniversary of the army's founding came amid increased speculation abroad about the nation's missile arsenal and nuclear ambitions.Washington worries about the possibility that North Korea might develop a reliable intercontinental ballistic missile and a nuclear bomb small enough to use as a payload.But outside experts believe that is still a long way off.North Korea has enough plutonium for about four to eight "simple" bombs, according to estimates by scientist Siegfried Hecker of the Center for International Security and Cooperation, but it doesn't yet appear to have the ability to make bombs small enough to mount on a missile. The country's past long-range rocket tests -- in 1998, 2006, 2009 and earlier this month -- are believed to have ended in failure.Ri emphasized the importance of strengthening the military to defend North Korea against threats it sees from the United States and South Korea. He called his nation a nuclear and military power and praised new leader Kim Jong Un, believed to be in his late 20s, as a "military strategist" who has been giving the army guidance for years."The Korean People's Army is armed with powerful modern weapons ... that can defeat the (U.S.) imperialists at a single blow," he told party and military officials, using familiar descriptions of the country's rivals.The Associated Press was among foreign news agencies based in Pyongyang allowed to observe the closed meeting, attended by Kim Jong Un.
Ri, who is chief of the army's General Staff, did not provide further details about North Korea's weapons, but his call to arms comes as the United States, Britain and others warn the North against provocations that would further heighten tensions. The Korean peninsula remains officially at war because the 1950-53 Korean War ended with an armistice, not a peace treaty.Earlier this month, North Korea launched a long-range rocket in what its officials called a failed attempt to put a satellite into space. The launch was decried internationally as a banned test of long-range missile technology.The rocket broke into pieces shortly after liftoff. The U.N. Security Council later condemned the launch as a violation of resolutions prohibiting North Korea from engaging in nuclear and missile activity, and Washington halted a plan to provide the North with much-needed food aid in exchange for a moratorium on nuclear and missile tests.On Monday, North Korea responded to U.S. and South Korean criticism with threats to reduce South Korean targets "to ashes" within minutes in a particularly sharp warning that followed days of protest rallies held nationwide.There also are worries that North Korea may conduct a nuclear test, as it did after rocket launches in 2006 and 2009.
