The Rome Declaration - 25/03/2017 11:40 Press release 149/17 Institutional affairs

Declaration of the leaders of 27 member states and of the European Council, the European Parliament and the European Commission-We, the Leaders of 27 Member States and of EU institutions, take pride in the achievements of the European Union: the construction of European unity is a bold, far-sighted endeavour. Sixty years ago, recovering from the tragedy of two world wars, we decided to bond together and rebuild our continent from its ashes. We have built a unique Union with common institutions and strong values, a community of peace, freedom, democracy, human rights and the rule of law, a major economic power with unparalleled levels of social protection and welfare.European unity started as the dream of a few, it became the hope of the many. Then Europe became one again. Today, we are united and stronger: hundreds of millions of people across Europe benefit from living in an enlarged Union that has overcome the old divides. The European Union is facing unprecedented challenges, both global and domestic: regional conflicts, terrorism, growing migratory pressures, protectionism and social and economic inequalities. Together, we are determined to address the challenges of a rapidly changing world and to offer to our citizens both security and new opportunities. We will make the European Union stronger and more resilient, through even greater unity and solidarity amongst us and the respect of common rules. Unity is both a necessity and our free choice. Taken individually, we would be side-lined by global dynamics. Standing together is our best chance to influence them, and to defend our common interests and values. We will act together, at different paces and intensity where necessary, while moving in the same direction, as we have done in the past, in line with the Treaties and keeping the door open to those who want to join later. Our Union is undivided and indivisible. In the ten years to come we want a Union that is safe and secure, prosperous, competitive, sustainable and socially responsible, and with the will and capacity of playing a key role in the world and of shaping globalisation. We want a Union where citizens have new opportunities for cultural and social development and economic growth. We want a Union which remains open to those European countries that respect our values and are committed to promoting them.In these times of change, and aware of the concerns of our citizens, we commit to the Rome Agenda, and pledge to work towards: 1-A safe and secure Europe: a Union where all citizens feel safe and can move freely, where our external borders are secured, with an efficient, responsible and sustainable migration policy, respecting international norms; a Europe determined to fight terrorism and organised crime. 2-A prosperous and sustainable Europe: a Union which creates growth and jobs; a Union where a strong, connected and developing Single Market, embracing technological transformation, and a stable and further strengthened single currency open avenues for growth, cohesion, competitiveness, innovation and exchange, especially for small and medium-sized enterprises; a Union promoting sustained and sustainable growth, through investment, structural reforms and working towards completing the Economic and Monetary Union; a Union where economies converge; a Union where energy is secure and affordable and the environment clean and safe. 3-A social Europe: a Union which, based on sustainable growth, promotes economic and social progress as well as cohesion and convergence, while upholding the integrity of the internal market; a Union taking into account the diversity of national systems and the key role of social partners; a Union which promotes equality between women and men as well as rights and equal opportunities for all; a Union which fights unemployment, discrimination, social exclusion and poverty; a Union where young people receive the best education and training and can study and find jobs across the continent; a Union which preserves our cultural heritage and promotes cultural diversity. 4-A stronger Europe on the global scene: a Union further developing existing partnerships, building new ones and promoting stability and prosperity in its immediate neighbourhood to the east and south, but also in the Middle East and across Africa and globally; a Union ready to take more responsibilities and to assist in creating a more competitive and integrated defence industry; a Union committed to strengthening its common security and defence, also in cooperation and complementarity with the North Atlantic Treaty Organisation, taking into account national circumstances and legal commitments; a Union engaged in the United Nations and standing for a rules-based multilateral system, proud of its values and protective of its people, promoting free and fair trade and a positive global climate policy. We will pursue these objectives, firm in the belief that Europe's future lies in our own hands and that the European Union is the best instrument to achieve our objectives. We pledge to listen and respond to the concerns expressed by our citizens and will engage with our national parliaments. We will work together at the level that makes a real difference, be it the European Union, national, regional, or local, and in a spirit of trust and loyal cooperation, both among Members States and between them and the EU institutions, in line with the principle of subsidiarity. We will allow for the necessary room for manoeuvre at the various levels to strengthen Europe's innovation and growth potential. We want the Union to be big on big issues and small on small ones. We will promote a democratic, effective and transparent decision-making process and better delivery. We as Leaders, working together within the European Council and among our institutions, will ensure that today's agenda is implemented, so as to become tomorrow's reality. We have united for the better. Europe is our common future.

Analysis-From Bratislava to Rome: Little more than a show of unity By Eszter Zalan-MAR 27,17-EUOBSERVER

Rome, Today, 09:01-With the ceremonial signing of the Rome Declaration on Saturday (25 March), the so-called Bratislava process designed to rethink the EU after the shocking Brexit vote last year has come to an end.The result is a fragile display of unity, with simmering tensions and deep divisions on policies among the member states.Last September, the EU-27 held their first soul-searching meeting in Bratislava in an effort to reconnect with citizens and make the bloc more responsive to their needs and concerns.Migration, strengthening the EU’s external borders, deeper defence cooperation, and the need to reinforce the European economy after the bruising eurocrisis and subsequent austerity measures emerged as key points of agreement. The common objectives were designed to allow the bloc to “rebuild a sense of political community”, European Council president Donald Tusk said at the time.-Minimum agenda-There was of course a very tangible and pressing political need to show unity after Brexit - that is not to be underestimated. The message was that however unprecedented it was for a member state to leave the union, it would not shake the bloc. Therefore, the sheer show of unity is a result not to be downplayed politically. But there seems to be little more, for now, that leaders could wholeheartedly agree on.Already in Bratislava, the then Italian prime minister, Matteo Renzi, embattled at home and needing to put up a fight, refused to hold a press conference together with French president Francois Hollande and German chancellor Angela Merkel. He said that the meeting was a waste of time.Renzi’s outburst might have been aimed more at Italian voters rather than at the EU itself. Just like the last-minute objections from Poland and Greece to the Rome Declaration last week were more for internal consumption, it shows that leaders cannot be counted on for not using the EU as punchbag, whenever it suits them politically. And that puts unity at risk.-The multi-speed card-By the next brainstorming session on the future of Europe in Malta in February, the discussion moved towards another contentious issue that opened a rift among member states. The Benelux countries - Belgium, the Netherlands and Luxembourg - presented a paper that effectively called for a multi-speed Europe where "different paths of integration and enhanced cooperation could provide for effective responses to challenges that affect member states in different ways”.It was later also backed by other founding EU members, Germany, Italy and France. The UK’s departure represents an opportunity for the euro area members that want to move closer together. In recent years, there has been talk of an eurozone budget, recently also advocated by French presidential nominee Emmanuel Macron, and an independent body, not the Commission, to police budget rules. This makes non-eurozone members nervous about losing influence, losing funds and eventually losing the ability to join the elite currency club.Eurozone countries might start to argue that it is time for the others to join the currency, since - with the exception of Denmark, as well as the UK - all EU countries are obliged to do so.The idea of a multi-speed EU created a tough political discussion in Malta, according to a source, where each side tried to understand what would it mean in practice: more enhanced cooperation within the existing treaty framework? Or does a new mechanism need to be established? The European Commission’s white paper published on 1 March, also mentioned the possibility of a multi-speed Europe as a plausible scenario for the EU’s future. For the first time in the bloc’s history, it was presented as the rule, not the exception.By the March summit, it had become clear that even the supporters of a multi-speed Europe do not want a change to the treaties - a process that could last for years and is not guaranteed to succeed. That diminished the main concerns of those against a multi-speed Europe, particularly from the former Eastern bloc.-The next ten years-At least for now, no more summits are planned about the future of Europe. The commission’s white paper will be discussed and digested by the member states for the December European Council.Besides that, the Rome Declaration looks into a 10 year timeline for EU countries. It identifies security, economic growth, job creation, protection of social rights, and a more assertive Europe on the global scene, as the main tasks for the next decade, but it steers clear of any details that might pick apart this skin-deep unity."In the ten years to come we want a Union that is safe and secure, prosperous, competitive, sustainable and socially responsible, and with the will and capacity of playing a key role in the world and of shaping globalisation,” the declaration sets out.Last September EU Commission chief Jean-Claude Juncker warned that “never before have I seen so much fragmentation, and so little commonality in our union".The Brexit process can incidentally buy time for European unity. Despite the pledges by EU leaders not to punish the UK for its exit vote, the divorce has to hurt in order to dissuade other EU countries to seek to loosen their relationship, leading to the dismantling of the union.-2017 is not 2016-However, with the Dutch elections out of the way and having not produced a breakthrough for the far-right Geert Wilders, EU leaders have become optimistic that 2017 might not be as bad as 2016. This could lead to a weakened appetite for reform and common policies. In fact, the mood has now changed, and the possible election of Macron in France in May, and the outcome of the German elections, where it’s either going to be Merkel or former European Parliament president Martin Schulz heading the country, the rise of populism is not perceived as such a threat anymore.Malta’s prime minister Joseph Muscat has corrected himself at the Rome press conference, saying “what was rising populism”, in the past tense, instead of current rising populism. Despite this year's elections results, the root causes of populism will not disappear only because the French president is not called Marine Le Pen.Leaders will need to pay attention to that, and Tusk’s call of going back to the basics of democracy, freedom and rule of law, could be a good start - if it is really meant and then put into practice.

Agenda-UK to file EU divorce This WEEK By Peter Teffer-MAR 27,17-EUOBSERVER

Brussels, Today, 09:26-The European People's Party (EPP) will hold its annual party congress on Wednesday (29 March), and a dedicated website is counting down to the day the EU's centre-right party meets in Malta.Incidentally, the online counter is also counting down to the day when the United Kingdom will officially announce to its fellow EU member states that it is leaving the bloc.UK prime minister Theresa May will trigger Article 50 of the EU treaty on Wednesday, kick-starting two years of negotiations which will lead to a British exit from the EU - Brexit. The remaining member states have said that they are ready to respond to May's divorce filing, with the head of the European Council, Donald Tusk, saying he will present the draft guidelines on the negotiations within 48 hours - so, by the end of Friday.During the 48-hour period, some of the EU's highest officials will be in Malta for the Wednesday-Thursday EPP congress. The EPP's party leadership said the party should be the “political force that provides answers to our citizens”.There is cause for some optimism. The centre-right party's most famous EU government leader, Angela Merkel, will be able to boast that her party won Sunday's elections in the German region of Saarland. Also on Sunday, the EPP's Bulgarian leader, Boyko Borisov, won national elections, according to the exit polls. As one of the traditionally most pro-EU groups in the EU political sphere, the EPP has felt the rising threat of populism and euroscepticism.“We intend to communicate the European project more clearly to our citizens,” EPP president Joseph Daul and EPP secretary-general Antonio Lopez-Isturiz wrote in a welcome message. They said the congress will “focus its debates on foreign and security policies as well as on economic and digital realities”.Foreign and security policies, in large part, means migration and terrorism, which is on the agenda of a justice and interior ministerial meeting on Monday and Tuesday.Ministers will come to Brussels to discuss measures “to stem the flow of migration” from Libya to Italy, as well as the EU's return policy, and several new legislative proposals related to migration. They will also discuss proposed measures to tackle terrorist financing. This week could also see foreign ministers of Nato meeting in Brussels. The North Atlantic Council is currently scheduled for the week after, on 5 and 6 April, but could be brought forward to Friday (31 March).According to press agency Reuters, US secretary of state Rex Tillerson will attend the meeting, after earlier reporting that he would skip it and go to Russia instead.

European banks stashing billions in tax havens By Nikolaj Nielsen-MAR 27,17-EUOBSERVER

BRUSSELS, Today, 09:30-Europe's largest banks are draining public coffers by stashing billions of profits offshore.A 52-page report, by international aid agency Oxfam out on Monday (27 March), estimates €25 billion of banker money ended up in tax havens in 2015.It means fewer funds are going into national budgets to pay for things like health care and education. The report probed Europe's 20 largest banks and found that Luxembourg remains one of their most profitable tax havens. The Grand Duchy helped the banks earn some €4.9 billion in profits in 2015 alone. It notes Europe's fifth largest bank, Barclays, registered over a half billion euros in profits in Luxembourg but paid an effective tax rate of only 0.2 percent. The Oxfam findings came to light following EU rules that require banks to publicly report profits and tax. Those reports were made public for the first time in 2015.By compiling the data, Oxfam also found that European banks paid zero tax on profits made in tax havens in places like the Bermuda, the Cayman Islands and the Isle of Man.RBS, Societe Generale, UniCredit, Santander and BBVA in Ireland even managed to make profits that exceeded their annual turnovers."The tax rates paid on these large profits were often much lower than Ireland’s already low statutory corporate income tax rate of 12.5 percent," said the report. The findings follow revelations in 2014 of secret tax schemes between Luxembourg authorities and some 340 companies and dozens of banks. Those findings triggered an EU parliament probe, stronger EU rules on tax transparency, and landed the whistle blowers with suspended sentences and fines. It also follows revelations in 2016 from Mossack Fonseca, Panama-based law firm, that shows how the rich, including some European politicians and criminals, hide their money. Also known as the Panama Papers leak, it revealed some banks played a key role in a ruse that exploited secretive offshore tax regimes.Five of those Panama Paper banks, HSBC, Societe Generale, Credit Agricole, BNP Paribas, and Santander, now also figure in the latest Oxfam report. The scandals have piled on pressure for the EU to further toughen the rules.Last April, the EU commission proposed legislation that requires multi-nationals to reveal their tax data. But the plan excludes up to 90 percent of the firms because it only applies to those that have annual turnover of at least €750 million. It is also limited to those operating inside the EU and tax havens blacklisted by the EU.Other countries are excluded from the EU proposal, leaving a big loophole for abuse, according to Oxfam.

2 With whom the kings of the earth have committed fornication,(VATICAN IN POLITICS) and the inhabitants of the earth have been made drunk with the wine of her fornication.

EU risks dying, needs new vigour and passion, says Pope Francis-[Reuters]-By Crispian Balmer-YAHOONEWS-March 27, 2017

VATICAN CITY (Reuters) - Pope Francis told Europe's leaders on Friday the continent faced a "vacuum of values" as they marked the EU's 60th birthday, condemning anti-immigrant populism and extremism that he said posed a mortal threat to the bloc.Prime ministers and presidents from 27 EU member states have descended on Italy to mark the 1957 founding Treaty of Rome, receiving a papal blessing on the eve of the anniversary. However, celebrations have been tempered by a string of crises, including prolonged economic turmoil, an influx of migrants and Britain's decision to leave the bloc, that have raised fears for the future of the union."When a body loses its sense of direction and is no longer able to look ahead, it experiences a regression and, in the long run, risks dying," Francis told the leaders gathered in an ornate, frescoed chamber in the heart of the Vatican.Just six nations signed the original treaty in 1957 and on many levels the EU can be viewed as a success, swelling to embrace 28 countries gathered in the world's largest trading bloc and blessed with rising life expectancy and solid prosperity. But with anti-European parties gaining support, the pope warned of a growing split between EU citizens and their institutions and said greater solidarity was the "most effective antidote to modern forms of populism".-SPIRITUAL VALUES-The Argentinian-born pontiff told the leaders they needed to promote Europe's "patrimony of ideals and spiritual values" with greater passion and vigour."For it is the best antidote against the vacuum of values of our time, which provides a fertile terrain for every form of extremism," he said, mentioning the attack in London this week by a British-born convert to Islam, who killed four people. The pope has repeatedly criticised Europe over the past five years for its perceived lack of vision, drawing the ire of German Chancellor Angela Merkel in 2014 when he described the EU as an elderly woman who was "no longer fertile and vibrant".He adopted a less hostile tone on Friday, but urged the continent not to close in on itself and resurrect walls -- a message aimed as much at U.S. President Donald Trump as at EU leaders struggling to deal with mass immigration. Some 1.6 million refugees and migrants reached the European Union between 2014 and 2016 and how to handle them has been a major point of contention between member states."It is not enough to handle the grave crisis of immigration of recent years as if it were a mere numerical or economic problem, or a question of security," the pope said.He decried a worrying "lapse of memory" where people see today's immigrants fleeing war and hunger as a threat to a comfortable lifestyle, forgetting that modern Europe sprang from the ashes of World War Two and mass migration.Thousands of demonstrators are expected to take to the streets of Rome on Saturday in at least six different rallies called by numerous groups across the political spectrum to protest against various aspects of EU rule. Some 5,000 police have been called up to patrol the streets and the interior ministry has warned it will crack down swiftly on any violence.Anti-migrant posters have been plastered on boards across the city, calling people to join one of the many marches to put pressure on the EU to turn back the newcomers.(Additional reporting by Philip Pullella; Editing by Gareth Jones)

6 And Noah was six hundred years old when the flood of waters was upon the earth.
7 And Noah went in, and his sons, and his wife, and his sons’ wives with him, into the ark, because of the waters of the flood.
8 Of clean beasts, and of beasts that are not clean, and of fowls, and of every thing that creepeth upon the earth,
9 There went in two and two unto Noah into the ark, the male and the female, as God had commanded Noah.
10 And it came to pass after seven days, that the waters of the flood were upon the earth.
11 In the six hundredth year of Noah’s life, in the second month, the seventeenth day of the month, the same day were all the fountains of the great deep broken up, and the windows of heaven were opened.

Cyclone Debbie approaching Australia claims first life as authorities evacuate thousands to safety-[International Business Times]-Ananya Roy-YAHOONEWS-March 27, 2017

Approaching tropical Cyclone Debbie claimed its first life on Monday (27 March) as authorities continued to evacuate thousands of people to safer places. The storm was upgraded to a category 3 cyclone and is expected to grow fierce as it hits Queensland on Tuesday (28 March) morning with winds of over 120km/h and gusts of 200km/h.As of 11am local time (1am BST), the storm was 375km east of Townsville and 250km east northeast of Bowen, the Australian reported. The Bureau of Meteorology predicted that Cyclone Debbie will turn into a category 4 storm just before it makes landfall between Rollingstone and Proserpine about 7am or 8am local time on Tuesday, with Townsville, Ayr and Airlie Beach expected to be the worst hit, according to the Sydney Morning Herald and the Australian Associated Press. The bureau's tracking map just after 11am Monday showed that the core of the cyclone was likely to make landfall close to Bowen. Whitsunday Regional Council mayor Andrew Willcox said a small army crew had been deployed in Bowen and more were stationed in Townsville to tackle any emergency.Queensland Premier Annastacia Palaszczuk said winds up to 100kmh had already been recorded around Whitsunday Island and Proserpine. Noting that the approaching storm would be deadlier than Cyclone Yasi that hit the area in 2011, she said about 3,500 residents have already been evacuated from the area between Home Hill and Proserpine, while another 2,000 have been told to leave Bowen.Amid reports that several residents were reluctant to leave their homes despite warnings, she urged the locals to "listen to expert advice" because the "window of opportunity to leave is drastically closing".More than 100 schools have reportedly been closed across the north Queensland coast.Police said a 31-year-old woman died in a car crash at Cannon Valley when caught in fierce winds in north Queensland, becoming the first victim of the super storm. The male driver escaped the crash unhurt while another occupant in the car received minor injuries.

Justin Trudeau mulling legalisation of marijuana in Canada by July 2018-[International Business Times]-Vasudevan Sridharan-YAHOONEWS-March 27, 2017

The Trudeau administration is mulling legalisation of marijuana by July 2018 in Canada, according to reports. Legalisation of marijuana for recreational purposes was one of Prime Minister Justin Trudeau's 2015 campaign promises. The Liberal government is drafting legislation, which will be introduced in April 2017, according to Canada's CBC News. Individual provinces would be tasked with power to distribute and sell the product once the law comes into force.Trending: At least 200 civilians killed in US airstrikes in western Mosul-Toronto's former police chief Bill Blair, who has been spearheading the drafting of the legislation, has reportedly briefed key lawmakers about the proposed rollout. The provinces will also have the option of setting a higher age limit than the one to be set by Ottawa which will be 18.While the government hopes to implement the measure on 1 July, the national day of Canada in 2018, officials say there are many holes that still need to be plugged in the draft legislation."The government has to decide how it will handle all sorts of things. It's big and complicated," an unnamed federal official told the Globe and Mail. Trudeau's Liberal government pledged in 2016 that the legislation would be tabled in the spring session of 2017.Producers of marijuana would be licensed by the federal government though the state administrations will have the liberty to set the prices as well. Households will have the liberty of growing only four plants. The government argues that legalising the usage would help stem the flow of money to drug peddlers and also curb marijuana reaching children. In early March, Trudeau spoke about the upcoming deadline on legalising marijuana but warned the existing laws should be followed till then. He said: "Until we have a framework to control and regulate marijuana, the current laws apply."

Why is Colorado risking hundreds of millions to protect its marijuana industry?-[Christian Science Monitor]-Ben Rosen-YAHOONEWS-March 26, 2017

Colorado's state legislature is considering an unusual plan to defend the state's marijuana industry from a federal crackdown under the Trump administration. The bill would allow growers and sellers to reclassify their recreational marijuana as medical “based on a business need due to a change in local, state, or federal law or enforcement policy.” The strategy is meant to keep marijuana businesses afloat if the federal government comes after them, even if it means the state losing hundreds of millions of dollars in taxes. The bill represents a shift in how states might respond to what marijuana advocates say are an over-simplification of cannabis policy by the Trump administration. The Trump administration has indicated it is OK with medical marijuana, but not with the recreational use of the drug. Yet, most marijuana businesses cater to both the recreational and medical markets, meaning a crackdown would wipe out half of a store’s inventory while leaving the other half intact. If federal authorities start seizing recreational pot, Colorado's recreational marijuana entrepreneurs "need to be able to convert that product into the medical side so they can sell it," state Sen. Tim Neville (R), who represents suburban Denver, told the Associated Press."If there is a change in federal law, then I think all of our businesses want to stay in business somehow. They've made major investments," Mr. Neville said. The bill, which passed 4-1 last week in a committee in the Republican Senate, would allow Colorado’s 500 or so licensed recreational marijuana growers to instantly reclassify their pot. The measure says licensed growers could immediately become medical licensees “based on a business need due to a change in local, state or federal law or enforcement policy.”According to the latest available data, the state had in June about 827,000 marijuana plants growing in the retail system. More than half were for the recreational market. The state industry also employs 25,000 people directly. Of these jobs, 18,000 were generated in 2015, according to a study conducted by the economic consulting firm Marijuana Policy Group. The legislation being considered comes as the Trump administration threatens to crack down on the nascent marijuana industry in Colorado and the seven other states where its recreational use is legal. Ever since Jeff Sessions became US attorney general, marijuana advocates have worried the agency he oversees would come after these eight states’ industries. These fears grew in February, when White House Press Secretary Sean Spicer warned of “greater enforcement” of medical marijuana. In a press briefing, Mr. Spicer suggested that President Trump views medical marijuana in a different light.“That’s very different than recreational use, which is something the Department of Justice will be further looking into,” said Spicer.A few days later, Mr. Sessions indicated to a conference of attorneys general that he’d do away with the Obama administration’s hands-off strategy on state laws, in place since 2013 under a four-page directive known as the Cole memo, according to Bloomberg.Although the Obama administration allowed states to determine their own marijuana laws, the drug remains classified as a Schedule 1 drug, alongside heroin. This means the federal government does not recognize it as having valid medicinal applications, and considers it as having a high potential for abuse.Marijuana policy experts have said the Trump administration’s attitudes about marijuana over-simplify states’ regulatory frameworks.“Mr. Spicer’s comments really signaled a deep misunderstanding within the administration about how marijuana policy is regulated and implemented at the state level,” John Hudak, a senior fellow at Brookings Institution, told Bloomberg. “There are dramatic regulatory differences from state to state. The comments from the podium were overly simplistic.”States where both recreational and medical marijuana are legal have parallel regulatory frameworks, according to Bloomberg. While businesses must acquire separate licenses for the two uses, many have both. The Colorado bill aims to prevent dispensaries from having a portion of their inventory declared illegal. But lawmakers opposed to it warn of the effects it could have on the state’s tax revenues."It's a big deal for our taxation system because this money has been coming in and has been set aside for this, that and the other," said Sen. Lois Court, a Denver Democrat who voted against the bill.Colorado taxes recreational marijuana much more than medical marijuana — 17.9 percent compared to 2.9 percent – so businesses’ reclassification would cost the state more than $100 million a year. This loss would specifically affect schools, which depend on $40 million a year in these taxes for a construction fund, as well police training and public education campaigns related to marijuana use.But Colorado isn’t the only state pursuing legislation of this order. Oregon's legislature is considering a bill that hides the names and other personal information of cannabis buyers, a practice that is already banned or discouraged in Colorado, Alaska, and Washington state. Other states such as California are considering proposals that would prohibit local and state law enforcement from cooperating with federal authorities on investigations into cannabis operations that are legal in their jurisdictions. This report contains material from the Associated Press.

Syria dam is not damaged: SDF Raqqa campaign spokeswoman-[Reuters]-YAHOONEWS-March 27, 2017

BEIRUT (Reuters) - The Tabqa Euphrates dam is not damaged or malfunctioning and engineers inspected its operations fully, said Jihan Sheikh Ahmed, spokeswoman for the U.S.-backed Syrian Democratic Forces' campaign to capture Raqqa from Islamic State. The SDF is fighting to capture the dam, about 40 km (26 miles) upstream of Raqqa, from the jihadist group, which said on Sunday that it was at risk of collapse, causing the U.S.-backed militia to pause its assault to give access to engineers.(Reporting By Angus McDowall; editing by John Stonestreet)

Syria's Raqqa expected to join Kurdish-led federalism: Kurdish leader-[Reuters]-YAHOONEWS-March 27, 2017

BEIRUT (Reuters) - The northern Syrian city of Raqqa is expected to join a decentralized system of government being set up by Syrian Kurdish groups and their allies once it is freed from Islamic State, a leading Kurdish politician told Reuters on Monday.Raqqa, Islamic State's main urban base of operations in Syria, is the focus of an ongoing campaign by the U.S.-backed Syrian Democratic Forces (SDF), an alliance of Arab and Kurdish fighters that is closing in on the city. The main Syrian Kurdish militia, the YPG, already controls swathes of northern Syria, where Kurdish groups and their allies are working to establish a decentralized system of government in areas captured from Islamic State. The political project is causing deep alarm in Turkey, which sees the YPG and its political affiliate, the PYD, as an extension of Kurdish groups that are fighting an insurgency on Turkish soil.Saleh Muslim, the co-chair of the Syrian Kurdish PYD party, said it would be up to the people of Raqqa to decide their future once the city is freed from Islamic State, but he thinks the city will join the "democratic federal" system."We expect (this) because our project is for all Syria ... and Raqqa can be part of it," Muslim said in a telephone interview. "Our only concern is that the people of Raqqa are the ones who take the decision on everything."The "democratic federal" system aims to build on three autonomous areas set up by the main Kurdish groups in the north. The blueprint for the new system of government was approved by a constituent assembly in December.Muslim added that Raqqa needed to be in "friendly hands" otherwise it would form a "danger to all Syria, particularly northern Syria, the federal system of northern Syria, the areas of self administration".(Writing by Tom Perry, editing by Ed Osmond)

Issues on the summit agenda include conflicts in Syria, Libya and Yemen.Saudi Arabia is an important financial backer of Jordan. Jordan's King Abdullah II greeted the Saudi monarch on the tarmac at a military airport on the outskirts of the capital, Amman. The two monarchs are expected to sign several economic and political agreements on the sidelines of the summit. Spanish court to investigate complaint against Syrian security forces-[Reuters]-YAHOONEWS-March 27, 2017

MADRID (Reuters) - A Spanish court said on Monday it would investigate a criminal complaint against members of the Syrian security and intelligence forces related to alleged state terrorism and forced disappearance of people. The complaint was brought by a Syrian-born woman of Spanish nationality who says her brother disappeared after being arrested and was tortured and executed in 2013 at a center in Damascus under the control of the Syrian security forces. It is the first criminal case against Syrian security forces to be investigated by a foreign court, said Toby Cadman, a lawyer for London-based chambers Guernica 37 which is representing the woman bringing the charge.Other cases have been filed in Germany and France, but have not yet been accepted by the courts, he said.Although there would be formidable obstacles to bringing the Syrian security force members named in the complaint before a judge in Spain, Cadman said there was still an acceptable chance of them standing trial. The woman identified the body of her brother from a cache of more than 50,000 images taken and smuggled out of the country by a Syrian forensic officer who defected from his position and fled Syria, Guernica 37 said.Spanish High Court judge Eloy Velasco has asked Syrian authorities to notify eight members of the intelligence and security services that they must appoint legal representation in Spain ahead of any case, the court said on Monday.Under Spanish law, the examining magistrate investigates accusations brought in a criminal complaint before moving into a trial phase. The woman behind the case and the forensic officer have been summoned to appear before the court on April 10 for questioning, the court said. Three other witnesses will appear in court for questioning on May 9.The top U.N. human rights official called on March 14 for tens of thousands of detainees in Syria to be released and for torturers and executioners to be brought to justice as part of a lasting agreement to end its civil war.Syria's government and President Bashar al-Assad routinely deny using torture or extrajudicial killings and have dismissed the accusations of the defector who smuggled out the images as a fabrication.(Reporting by Sonya Dowsett; editing by Mark Heinrich)

China calls for cooperation on South China Sea-[Reuters]-YAHOONEWS-March 27, 2017

BEIJING (Reuters) - China and the countries surrounding the South China Sea should set up a cooperation mechanism to boost exchanges in efforts ranging from disaster relief to safety of navigation, a senior diplomat said in comments reported on Monday.China claims most of the resource-rich South China Sea, through which about $5 trillion in ship-borne trade passes every year. Neighbors Brunei, Malaysia, the Philippines, Taiwan and Vietnam also have claims on the strategic waterway. While China's construction of artificial islands and military deployments in the area have unnerved its neighbors, Beijing has also been trying to reassure Southeast Asia, with efforts such as talking up a code of conduct for the waterway.Speaking at a weekend forum on the southern island province of Hainan, Chinese Vice Foreign Minister Liu Zhenmin said the mechanism would enhance mutual trust and strengthen cooperation, according to a transcript of his speech released on Monday. It would contribute to exchanges in such areas as disaster prevention, maritime rescue, environmental protection, biodiversity, scientific research and navigational safety, he added."The mechanism is aimed at strengthening pragmatic cooperation and increasing mutual trust, and is not about resolving disputes," Liu said.(Reporting by Ben Blanchard; Editing by Clarence Fernandez)

Infowars apologizes for spreading 'Pizzagate' theory. What does that mean for fake news?-[Christian Science Monitor]-Amanda Hoover-YAHOONEWS-March 26, 2017

Infowars owner and long-time conspiracy theorist Alex Jones admitted that his site falsely reported and commented on the debunked “Pizzagate” controversy, a theory that alleged that Comet Ping Pong, a Washington, D.C., pizza restaurant, had played a role in a child-sex-trafficking ring that also involved Hillary Clinton.Apologizing to the restaurant’s owner, James Alefantis, Mr. Jones issued a statement Friday.“I want our viewers and listeners to know that we regret any negative impact our commentaries may have had on Mr. Alefantis, Comet Ping Pong, or its employees,” he said. “We apologize to the extent our commentaries could be construed as negative statements about Mr. Alefantis or Comet Ping Pong, and we hope that anyone else involved in commenting on Pizzagate will do the same thing.”As fake news stories cropped up during the 2016 general election, the bizarre allegations involving the pizza restaurant and then-Democratic nominee Mrs. Clinton gained traction among some conservatives. Rumors began to spread on the internet alleging that Clinton and her campaign chairman, John Podesta, had played a role in a child-sex-trafficking ring operating in the restaurant’s basement. (In reality, the building has no basement.)-While damaging to the restaurant’s reputation, the theory also proved dangerous to the business and its employees, who received threatening calls from those who bought into the accusations. In December, a man spurred by the allegations entered the restaurant with several weapons, including an AR-15, and fired shots on the premises. The man, Edgar Maddison Welch, of Salisbury, N.C., pleaded guilty to his involvement in this shooting Friday, the same day Jones issued the public apology. While Jones notes that he is not the creator of the theory, it was discussed and reported at length on his site and radio show. Mr. Welch later said he followed Infowars on social media and listened to Jones's show. Last month, Alefantis wrote to Jones, demanding an apology and retraction of the posts. While he threatened no legal action against Infowars, he described the content as "defaming," and under Texas law, Jones, who is based in Austin, had one month from receiving the letter to retract the stories or apologize to avoid liability for punitive damages in a libel suit, The Washington Post reported.“We are not admitting that Mr. Alefantis, or his restaurant, have any legal claim.” Jones said. “We do not believe they do. But we are issuing this statement because we think it is the right thing to do. It will be no surprise to you that we will fight for children across America.”It is uncommon for Jones to apologize for content on his site, and while fake news has dominated discussions of polarization, the fleeting nature of its propagators makes bringing suits against the culprits difficult, if not impossible.Whether Pizzagate will cost Infowars any readers is hard to say. As The Christian Science Monitor previously reported, fake news draws readers in by confirming their own biases, and can turn them against mainstream, objective sources that contradict their views.“The problem is that we are too credulous of news that reinforces our predispositions and too critical of sites that contradict them,” Brendan Nyhan, a political scientist at Dartmouth College in Hanover, N.H., previously told the Monitor. But a shift toward accountability could prove a small step in the right direction.“We encourage you to hold us accountable,” Jones said. “We improve when you do.”
