Rome summit tries to restart EU momentum By Eszter Zalan-EUOBSERVER

Rome, 25. Mar, 14:46-The EU 27 leaders recommitted their vows to European integration in Rome on Saturday (25 March) amid warnings that the bloc's unity remains fragile. The heads of state and government met in the same Renaissance-era palace where the six founding countries signed the Treaty of Rome on 25 March, 1957, to establish the European Economic Community and the European Atomic Energy Community (Euratom). The treaty is now officially celebrated as the birth of today's EU.The mood was downbeat, as the EU's 60th anniversary was celebrated just four days before the UK notifies its withdrawal request, the first member ever to leave the union. The symbolism of EU leaders gathering among the ruins of the ancient Roman empire could not be more telling, as the union struggles to renew itself in the face of rising populism, nationalism, the shock of Brexit, the US’s increasingly unpredictable policy, and renewed Russian threats. The celebrations concentrated on reminders of the EU’s main achievement of securing peace and prosperity for 60 years after the destruction of the Second World War.Leaders signed a declaration that is designed to set out the path for European integration in the next 10 years. In the so-called Rome declaration, EU leaders claim that "Europe is our common future”. They stress unity, which they say is the only way for the EU to be able drive "global dynamics”.But the declaration flashed out few detailed goals for the next decade to reenergise European integration. It pledges that the EU will listen better to the citizens, deliver results more efficiently, work more closely with national parliaments. It also promises to protect EU citizens better with reinforced external borders, preserve the achievements in social protection, further develop the single market, and make the EU a global player despite its second largest economy, the UK leaving. The Rome Declarations’s wording has been the centre of contention, with Poland and Greece making last minute objections, highlighting the deep divisions that marred the anniversary. It remains to be seen if the Rome summit can give a boost to reforming and revitalising the EU that has come under fire from a rise in anti-establishment and nationalist forces across the continent.-Iron Curtain-In a highly personal speech European Council president Donald Tusk’s reminded fellow leaders what Europe meant. The former Polish prime minister recalled how his hometown of Gdansk was destroyed by Hitler and Stalin, and how the Polish opposition movement against communism succeeded while clinging onto the idea of Europe."They were simple dreams: about human dignity, freedom and democracy. At that time we all looked to the West, towards a free and unifying Europe, instinctively feeling that this was the very future we were dreaming about,” Tusk reminded leaders. He also used his personal experience to warn his colleagues about an EU where countries integrate at different pace."I lived behind the Iron Curtain for more than half of my life, where it was forbidden to even dream about those values. Yes, back then, that really was a two-speed Europe," he said.As thousands of supporters and opponents of the EU gathered on the street of the Eternal City, Tusk said he wanted to make everybody aware that "the European Union is not about slogans, it is not about procedures, it is not about regulations”."Our Union is a guarantee that freedom, dignity, democracy and independence are no longer only our dreams, but our everyday reality,” he said.Tusk echoed pope Francis’s words, whom leaders met on Friday evening. The Pope warned that if it does not have a vision for the future it “risks dying”.The pope also warned against falling into the false comfort that populism offers.-'Not proud enough'-In his address on Saturday, Tusk warned that the unity of Europe took decades to achieve but it “takes a short moment” to destroy it, as devastation of the world war showed."Europe as a political entity will either be united, or will not be at all,” he warned. The European Council chief argued that beyond the call for unity, member states should go back to the basics, respect human rights and civil liberties, freedom of speech and freedom of assembly, checks and balances, and the rule of law."Prove today that you are the leaders of Europe,” he told heads of state and government.European Commission president Jean-Claude Juncker tried to add a more optimistic note, saying that "we are not proud enough of what Europe has achived"."Let us not lose perspective," he said. "However daunting our challenges may feel today, they are in no way comparable to those faced by our founding fathers."In his speech, Italy’s prime minister Paolo Gentiloni admitted that the EU reacted too late to the challenges of globalisation.“We cannot stop when around us the entire world is moving, and unfortunately we didn't,” he said, adding that it brought nationalism back.

Tens of thousands in London protest Britain's EU departure-[The Canadian Press]-YAHOONEWS-March 25, 2017

LONDON — Tens of thousands protested Saturday under sunny skies in London against plans for Britain to withdraw from the European Union. The Unite for Europe march, which saw many people carrying bright blue EU flags, came just days before Britain is expected to begin its formal separation from the other 27 nations in the EU.The crowds observed a minute of silence at Parliament Square as a tribute to the four victims killed and dozens wounded in an attack Wednesday on Parliament. Many bowed their heads as Big Ben chimed and placed flowers at Parliament's gate to honour the victims.Police did not provide a crowd estimate. Organizers said more than 25,000 people were present. There was also a smaller anti-Brexit protest march in Edinburgh, Scotland.Organizers considered delaying the long-planned march because of the attack — in part to avoid putting extra strain on British police — but decided to go ahead.Liberal Democrat leader Tim Farron told the crowd that "democracy continues" despite the assault."We stand in defiance of that attack," he said.Prime Minister Theresa May plans to trigger Article 50 of the EU treaty on Wednesday, setting the Brexit process in motion. Negotiations are expected to take at least two years.Britain voted in a June 23 referendum to leave the EU.The Associated Press.

OPEC, non-OPEC committee recommends extending oil output cut by six months-[Reuters]-By Vladimir Soldatkin and Rania El Gamal-YAHOONEWS-March 26, 2017

KUWAIT (Reuters) - A joint committee of ministers from OPEC and non-OPEC oil producers recommended extending by six months a global deal to reduce oil output, it said in a statement on Sunday.OPEC and rival oil-producing countries were meeting in Kuwait to review progress with their global pact to cut supplies. The Organization of the Petroleum Exporting Countries and 11 other leading oil producers including Russia agreed in December to cut their combined output by almost 1.8 million barrels per day in the first half of the year. The oil ministerial committee "expressed its satisfaction with the progress made toward full conformity with the voluntary production adjustments and encouraged all participating countries to press on toward 100 percent conformity," the statement said. The December accord, aimed at supporting the oil market, has lifted crude to more than $50 a barrel. But the price gain has encouraged U.S. shale oil producers, which are not part of the pact, to boost output. The committee said it took note that certain factors, such as low seasonal demand, refinery maintenance and rising non-OPEC supply had led to an increase in crude oil stocks. It also observed the liquidation of positions by financial players."However, the end of the refinery maintenance season and noticeable slowdown in U.S. stock build as well as the reduction in floating storage will support the positive efforts undertaken to achieve stability in the market," it said.It asked the OPEC Secretariat to review oil market conditions and come back with recommendations in April regarding an extension of the agreement."This reaffirms the commitment of OPEC and participating non-OPEC countries to continue to cooperate," the statement said. However, Russian Energy Minister Alexander Novak said it was too early to say whether there would be an extension, although the agreement was working well and all countries were committed to 100 percent compliance.-'ENCOURAGING ELEMENTS'-Before the meeting, Iraqi Oil Minister Jabar Ali al-Luaibi told reporters there were some encouraging elements that suggested the oil market was improving, and that if all OPEC members agreed measures to help price stability, Iraq would support such steps."Any decisions taken unanimously by members of OPEC ... Iraq will be part of the decision and will not be deviating from this," Luaibi said.Iraq's oil production is running at 4.312 million bpd this month, Luaibi said, adding that his country had cut its oil exports by 187,000 bpd so far and would reach 210,000 bpd in a few days.Compliance with the supply-cut deal was 94 percent in February among OPEC and non-OPEC oil producers combined, Russia's Novak said.Russia is committed to cuts of 300,000 bpd by the end of April, Novak said.Novak said he expects global oil stockpiles to decrease in the second quarter of this year."The dynamics are positive here, I believe," Novak said, adding that inventories in the United States and other industrialized countries had risen by less than in the past.Kuwaiti Oil Minister Essam al-Marzouq said the oil market may return to balance by the third quarter of this year if producers comply fully with their production targets."More has to be done. We need to see conformity across the board. We assured ourselves and the world that we would reach our adjustment to 100 percent conformity," Marzouq said.(Reporting by Rania El Gamal, Vladimir Soldatkin, Ahmed Hagagy; Editing by Dale Hudson and Susan Thomas)

6 And Noah was six hundred years old when the flood of waters was upon the earth.
7 And Noah went in, and his sons, and his wife, and his sons’ wives with him, into the ark, because of the waters of the flood.
8 Of clean beasts, and of beasts that are not clean, and of fowls, and of every thing that creepeth upon the earth,
9 There went in two and two unto Noah into the ark, the male and the female, as God had commanded Noah.
10 And it came to pass after seven days, that the waters of the flood were upon the earth.
11 In the six hundredth year of Noah’s life, in the second month, the seventeenth day of the month, the same day were all the fountains of the great deep broken up, and the windows of heaven were opened.

Australia braces for 'very destructive' cyclone-[AFP]-YAHOONEWS-March 26, 2017

Australians are bracing for the worst cyclone in the country's northeast in several years, with residents evacuated and schools closed amid forecasts of destructive winds and rain.Cyclone Debbie has been forming off the coast of Queensland state in recent days, the official Bureau of Meteorology said Sunday, with its "very destructive core" expected to hit land early Tuesday morning."The very destructive core of Tropical Cyclone Debbie is currently expected to cross the coast between Townsville and Proserpine on Tuesday morning, most likely as a category four tropical cyclone, with wind gusts up to 260 kmh (162 mph) near the centre.Debbie is expected to develop into category three late Sunday."I think you could say that Debbie's probably the most significant tropical cyclone since Yasi that we've had to deal with in Queensland," Bureau of Meteorology Queensland regional director Bruce Gunn told the Australian Broadcasting Corporation, referring to a 2011 cyclone."Not so much because of its intensity, we're only predicting a category four at landfall, but mostly because of its size and extent."Yasi saw homes in northern Queensland ripped from their foundations and crops devastated. The Whitsundays, an island off the coast of Queensland, faced an evacuation call Sunday as residents were told to leave low-lying areas amid fears of a storm tide.Queensland Premier Annastacia Palaszczuk said dozens of schools would be closed for the cyclone.Shopkeeper Ken Hall said he was stacking sandbags in front of his store in Home Hill north of the Whitsundays."I've been in three cyclones before, but this one has made me a little nervous because it's bigger than the ones I've been in, it could be a category four and it's heading directly for us," he told the ABC.

Canada's earliest recorded avalanche happened in Labrador, geology professor says-[CBC]-YAHOONEWS-March 26, 2017

Though avalanches might not immediately come to mind when thinking of Labrador, that part of the province happens to be home to the earliest recorded avalanche in Canada — and perhaps North America."It was a very major event," David Liverman, adjunct professor of geography at Memorial University, told CBC Radio's Labrador Morning. The avalanche occurred in the winter of 1781-82 about 12 miles from Nain and killed 22 people in their home, Livermand said."The sort of popular perception of avalanches these days is that they largely affect snowmobilers and skiers in the Rocky Mountains and in the west," Liverman said."But what distinguishes avalanches in our province — they certainly do affect people out and about in the countryside — but they strike people in their houses. The 1781-82 avalanche is the worst example in Canada of people being killed actually in the place that they lived."While this recorded avalanche may sound unnerving, Liverman said it shouldn't be too worrisome since a lot of factors go into such intense weather events. Plus, people don't often live in areas that facilitate avalanche conditions."Really for an avalanche to occur you're looking for steep slopes — slopes that are between 30 and 50 degrees — and areas with heavy snowfall. But that describes a very wide area of the Labrador coast around Nain," he said."They're probably fairly common, but in terms of actually impacting people it's a fairly rare event ... Because not very many people live on coastal Labrador, the chances of actually being hit by an avalanche are pretty slim."-Interest leads to action-Liverman said curiosity and coincidence led him to research avalanches."The initial interest was triggered by, really, purely coincidence that I was working on the Baie Verte Peninsula and came across a gravestone from the 1912 Tilt Cove avalanche where there were five people killed," he said."At that point I had no idea that avalanches were any sort of hazard at all in the province, and so just really curiosity drove the research. [I thought] that it would be interesting to find out how severe a problem they are."Research Liverman worked on showed The Battery in St. John's had repeated serious avalanches, including one in 1959 that killed four or five people, he said."We made the City of St. John's aware of it, who then brought in consultants," he said."If you go to The Battery now and look up the slope, you can see some avalanche fencing, which is put there to stabilize the slopes and make the area safer."Knowing about a hazard helps deal with that hazard, Liverman said."So once you understand the hazard, you can take steps to make sure that the impact is far less."

U.S.-backed Syrian militia makes gains against Islamic State-[Reuters]-YAHOONEWS-March 26, 2017

BEIRUT (Reuters) - A Kurdish and Arab Syrian militia backed by the United States has captured the town of Karama as it prepares for an assault on the Islamic State stronghold of Raqqa that it expects to take place in early April, it said on Sunday. The Syrian Democratic Forces (SDF) has trapped Raqqa in a shrinking pocket of territory on the northern bank of the Euphrates and has advanced towards it in a multi-pronged offensive over several months.Dejwar Khabat, a field commander with the SDF, said he expects the assault on Raqqa to begin in early April, affirming a timeline reported by Reuters earlier this month, after the U.S.-backed militia closes the gap on the city on more fronts. He was answering Reuters questions in a press conference with local reporters in Karama, the last significant town to the east of Raqqa, which lies about 18km (11 miles) away along the Euphrates. Another thrust of the SDF advance has already reached a few kilometres from Raqqa in the northeast. The Syrian Observatory for Human Rights, a Britain-based war monitor, said the SDF had almost completely captured Karama but that clashes between it and Islamic State were still going on.To the west of Raqqa, the SDF is aiming to capture the town of Tabqa on the south bank of the Euphrates, along with a nearby dam and airbase after US helicopters helped the militia's fighters establish a bridgehead across the river last week.Khabat said the SDF has besieged the airbase, but the Observatory said it was still several kilometres away. It was captured by Islamic State at the height of the group's expansion in August 2014 and the jihadists then killed at least 160 captive soldiers, the Observatory has said.Islamic State has retreated with increasing pace over recent months in the face of three rival military campaigns against it in Syria. The SDF, backed by a US-led coalition, has pushed Islamic State from the north and northeast.Syrian rebels fighting under the flag of the Free Syrian Army and backed by Turkey have taken a swathe of territory in the north along the Turkish frontier. And the Syrian army and its allies Russia, Iran and Shi'ite militias, are advancing east of Aleppo and east of Palmyra. The Syrian army advance east of Aleppo has reached the Euphrates about 55km northwest of Tabqa, but Khabat said he did not think it had sufficient forces to enter the battle for the town.He added that the SDF would not allow any other military force to enter Raqqa.(Reporting By Rodi Said and Angus McDowall; Editing by Andrew Bolton)

Iraqi military says 61 bodies found in collapsed Mosul building-[Reuters]-YAHOONEWS-March 26, 2017

BAGHDAD (Reuters) - Iraqi's military said on Sunday 61 bodies were recovered from a collapsed building that Islamic State boobytrapped in west Mosul, but there was no sign it had been hit by a coalition strike although a large vehicle bomb was discovered nearby. The military statement differed from reports by witnesses and local officials that as many as 200 bodies had been pulled from a collapsed building after a coalition strike last week targeted IS militants and equipment in al Jadida district area. What happened on March 17 remains unclear and details are difficult to confirm as Iraqi forces battle with Islamic State to recapture the densely populated parts of the western half of Mosul, the militant group's last stronghold in Iraq. But the incident highlights the complexity of fighting in west Mosul, where militants hide among families, using them as shields and putting at risk as many as half a million people still caught in Islamic State-held areas. The U.S.-led coalition backing Iraqi forces on Saturday said it carried out a strike on Islamic State militants and equipment in the area of the reported deaths, but it was still investigating. It did not give figures for any casualties or details on targets. The Iraqi military command said witnesses had told troops that the building was boobytrapped and militants had forced residents inside basements to use them as human shields. IS militants had also fired on troops from houses, it said.A coalition air strike had hit the area, but a military team had not found any sign the collapsed building had been hit."A team of military experts from field commanders checked the building where the media reported that the house was completely destroyed. All walls were booby-trapped and there is no hole that indicates an air strike," it said."Sixty-one bodies were evacuated," the statement said. Its figures were lower than other local officials. A local municipal official said on Saturday 240 bodies had been pulled from the rubble. A local lawmaker and two witnesses say a coalition air strike may have targeted a large truck bomb, triggering a blast that collapsed buildings.Ghazwan al-Dawoodi, head of local Nineveh governate human rights council, said his team had made a field visit and said 173 people were killed after militants forced them into a bunker, and opened fire on gunships to prompt an airstrike. In its sixth month, the battle to recapture Mosul is now focused on the Old City and the al Nuri mosque, where the Islamic State leader declared his self-proclaimed caliphate three years ago after the militant group swept through parts of Iraq and Syria.Iraqi forces have retaken east of the Mosul and half of the west across the Tigris River that divides Iraq's second city. But thousands of people are fleeing each day to escape fighting and increasingly difficult conditions inside.(Reporting by Baghdad bureau; writing by Patrick Markey; editing by Susan Thomas)

London attacker had worked in Saudi Arabia teaching English-[The Canadian Press]-YAHOONEWS-March 25, 2017

LONDON — The British man who killed four people during a London rampage had made three trips to Saudi Arabia: He taught English there twice on a work visa and returned on a visa usually granted to those going on a religious pilgrimage.More details about attacker Khalid Masood's travels, confirmed by the Saudi Arabian embassy in Britain, emerged Saturday amid a massive British police effort to discover how a homegrown ex-con with a violent streak became radicalized and why he launched a deadly attack Wednesday on Westminster Bridge. The embassy said he taught English in Saudi Arabia from November 2005 to November 2006 and again from April 2008 to April 2009, with legitimate work visas both times. He then returned to Saudi Arabia for six days in March 2015 on a trip booked through an approved travel agent and made on an "Umra" visa, usually granted to those on a religious pilgrimage to the country's Islamic holy sites. The embassy said Saudi security services didn't track Masood and he didn't have a criminal record there. Before taking the name Masood, he was called Adrian Elms. He was known for having a violent temper in England and had been convicted at least twice for violent crimes.Masood drove his rented SUV across London's crowded Westminster Bridge on Wednesday, striking pedestrians. Then he jumped out and stabbed to death police officer Keith Palmer, who was guarding Parliament, before being shot dead by police. In all, he killed four people and left more than two dozen hospitalized, including some with catastrophic injuries. The Islamic State group has claimed responsibility for the attack, calling him a "solider" who responded to its demands that followers attack countries in the coalition fighting IS in Syria and Iraq.British officials said security at Parliament will be reviewed after new footage emerged that showed the large gates to the complex were left open after Masood rushed onto the grounds. There are concerns that accomplices could have followed him in and killed even more people. The footage from that day shows pedestrians walking by the open gates and even a courier entering Parliament grounds.Former Metropolitan Police commissioner Ian Blair told the BBC that changes to the "outer soft ring" of Parliament's security plan are likely in the aftermath of Masood's attack. The new footage follows earlier video that showed slight delays and confusion during the evacuation of Prime Minister Theresa May from Parliament as the attack unfolded.Masood, who at 52 is considerably older than most extremists who carry out bloodshed in the West, had an arrest record in Britain dating to 1983. In 2000, he slashed a man across the face in a pub parking lot in a racially charged argument after drinking, according to a newspaper account. Masood's last conviction, in 2003, also involved a knife attack. One victim, Danny Smith, told The Sun newspaper that Masood had stabbed him in the face with a kitchen knife after an argument just three days after they met.Hundreds of British police have been working to determine his motives and are scouring Masood's communications systems, including his possible use of the encrypted WhatsApp device, to help determine if he had any accomplices.Still, police have released many of those they took in for questioning in the case. One 58-year-old man remains in custody for questioning after being arrested Thursday in the central English city of Birmingham, where Masood was living. Authorities haven't charged or identified him.A 32-year-old woman arrested in Manchester has been released on bail and faces further inquiries.Police said Saturday that a 27-year-old man arrested Thursday in Birmingham has been released.Eight others arrested in connection with the investigation had been set free earlier, including a 39-year-old woman who had initially been freed on bail but now faces no further police action, police said Saturday.Details about how Masood became radicalized aren't clear, although he may have become exposed to radical views while an inmate in Britain or while working in conservative Saudi Arabia. It's also not clear when he took the name Masood, suggesting a conversion to Islam.Gregory Katz, The Associated Press.

U.S., U.K. begin electronics ban on flights from several Muslim-majority countries-[CBC]-YAHOONEWS-March 25, 2017

New travel restrictions on direct flights to Britain and the United States from several Muslim-majority countries take effect today, meaning electronic devices larger than a cellphone must be placed in checked baggage. For U.S.-bound flights, it's an extra hassle for passengers wishing to use laptops and tablets after leaving from one of 10 airports in eight countries — including Turkey, Egypt, Jordan, Morocco, Saudi Arabia, Qatar, Kuwait and the United Arab Emirates. The British restrictions cover passengers from Saudi Arabia, Jordan, Lebanon, Egypt, Turkey and Tunisia. The electronics ban is causing a rash of complaints from travellers flying out of Istanbul's  Ataturk airport, which has spent years building its position as an international hub."I think that this will decrease the number of passengers flying with Turkish Airlines," said passenger Aytul Korkmaz. "I mean, the transfer of passengers in Istanbul, because I know that many passengers from the Middle East are flying to the U.S. through Istanbul. I think they will prefer other places now."-Istanbul busy transit hub-More than half of international passengers using Turkish Airlines are transit customers who could instead travel through Europe or other hubs. Some in Turkey say the new restriction could undermine the Turkish aviation industry. The electronics ban creates "unfair competition," said Turkey's Transport Minister Ahmet Arslan."Security measures are more important than passengers' comfort, but if you impose security measures in one place and do not implement it in another place, we would interpret it differently. We would think there are other intentions behind this (ban)," he said.Nalan Lawson, a dual American-Turkish citizen, lives in Istanbul but goes back to the U.S. about once a year. As someone who is self-employed and a student — doing her masters in nutrition, online at an American university — she uses the 13-hour flight to Los Angeles to work on her laptop. Now, she feels increasingly targeted simply because of who she is and where's she's flying from."I think it's probably prejudice. I think they're just against Muslims," Lawson told CBC News. The affected airlines were given until Saturday to implement the new rules, announced last Tuesday as a result of intelligence showing a risk for threats against commercial aviation."[Ataturk] airport is so secured. The security level is so high compared to other airports in the rest of this part of the world. So why do that from here?" asked traveller Haggai Mazursky on Saturday.Another said the bans disrespect people and amounts to discrimination."If you say like this, you will say everybody can be terrorist. It's not respectful to people and for Turkish people. I think it's not good," said another passenger.Turkey's foreign ministry said on Thursday that talks are underway to try to persuade the U.S. and Britain to exclude Turkish Airlines and Istanbul airport from the bans. For passengers not wanting to place their electronics in checked baggage, devices were being handed over to be tagged at the boarding gate for transportation at the Istanbul airport. They were then to be handed back to passengers upon arrival. The Turkish news agency Dogan, or DHA, said passengers could be seen putting their laptops and tablets into bubble-wrap plastic bags in order to give to the airlines crew at the boarding gate of Istanbul's Ataturk airport. The tagged devices were then stowed in a larger hard case for transport. So far, one flight to Canada is known to be affected. Royal Jordanian airlines said in a statement earlier in the week that a flight from Amman, Jordan, to Montreal will be under the ban because the flight is combined with one to Detroit.

Islamic State warns Syrian dam at risk, evacuates residents-[Associated Press]-YAHOONEWS-March 26, 2017

BEIRUT (AP) — The Islamic State group ordered residents to evacuate the Syrian city of Raqqa on Sunday following reports that a dam contested by U.S.-backed forces upstream on the Euphrates River could collapse, activists reported. The militants said coalition airstrikes had weakened the Tabqa Dam, some 40 kilometers (25 miles) west of Raqqa, and that the water level behind the dam was rising. The extremists captured the city from Syrian rebels in 2014 and it now serves as the capital of the group's self-styled Islamic caliphate.Civilians began fleeing midday, according to the activist-run Raqqa is Being Slaughtered Silently. The Britain-based Syrian Observatory for Human Rights, an opposition-run monitoring group, on Sunday reported that the IS-held dam was out of service for unknown reasons. The two groups rely on local contacts to smuggle information out of IS-held territory. The U.S.-led coalition battling IS could not immediately be reached for comment. The reports from Raqqa came as a leading Syrian opposition group called on the U.S.-led coalition to stop targeting residential areas in and around the city. The Syrian National Coalition said in a statement that it was "increasingly concerned" about civilian casualties in the campaign against the extremist group. The exiled opposition coalition is taking part in U.N.-mediated talks in Geneva. The SNC said it believed coalition forces were behind an airstrike that killed at least 30 civilians sheltering in a school in the countryside outside Raqqa on March 21. The coalition has said it is investigating. The U.S. has provided substantial air and ground support to the Kurdish-led Syrian Democratic Forces, who are closing in on Raqqa as well as the Tabqa Dam.The Britain-based Syrian Observatory for Human Rights said coalition airstrikes have killed 89 civilians in the Raqqa province in the past week, including 35 in the Badya school, in the village of Mansoura.

Iran denies harassing U.S. warships in Gulf, warns of clashes-[Reuters]-YAHOONEWS-March 25, 2017

DUBAI (Reuters) - Iran denied on Saturday U.S. accusations that its fast-attack boats were "harassing" warships at the mouth of the Gulf, and said Washington would be responsible for any clashes in the key oil shipping route.U.S. Navy commanders earlier accused Iran of jeopardizing international navigation by "harassing" warships passing through the Strait of Hormuz and said future incidents could result in miscalculation and lead to an armed clash. They spoke after the U.S. aircraft carrier George H.W. Bush confronted what one of the commanding officers described as two sets of Iranian Navy fast-attack boats that had approached a U.S.-led, five-vessel flotilla as it entered the Strait on Tuesday on a journey from the Indian Ocean into the Gulf.It was the first time a U.S. carrier entered the narrow waterway, where up to 30 percent of global oil exports pass, since President Donald Trump took office in January pledging a tougher U.S. stance towards Iran.In Tehran, Brigadier General Masoud Jazayeri, deputy chief of staff of Iran's armed forces, said the U.S. claims of the confrontation in the Gulf were based on "false reports or ulterior motives", the state news agency IRNA reported."We emphasize that the Americans would be responsible for any unrest in the Persian Gulf, and again warn that the U.S. military must change its behavior," Jazayeri said, without elaborating.U.S. commanders earlier said Tuesday's incident, in which the George H.W. Bush sent helicopter gunships to hover over the Iranian speedboats as some came as close as 950 yards (870 meters) from the aircraft carrier, ended without a shot being fired. But it underscored growing tension between the United States and Iran since the election of Trump, who has condemned the 2015 nuclear deal that his predecessor Barack Obama and leaders of five other world powers struck with Tehran and labeled the Islamic Republic "the number one terrorist state".The encounter with Iranian Navy boats occurred as the USS George H.W. Bush was en route to the northern part of the Gulf to participate in U.S.-led air strikes against Islamic State militants in Iraq and Syria.Earlier in March, Iran disputed the U.S. account of another confrontation in the Strait of Hormuz between its speedboats and a U.S. Navy vessel. {nL5N1GL1SL](Reporting by Dubai newsroom; Editing by Helen Popper)

North Korea Threatens US Over Preemptive Strike-[International Business Times]-Seerat Chabba-YAHOONEWS-March 25, 2017

Kim Jong Un’s North Korea issued a threat against the United States Friday in a statement that said the U.S. should be prepared for “catastrophic consequences” if it attempts to engage Pyongyang with preemptive strikes. The statement, titled “ U.S. should not run wild, pondering over the catastrophic consequences to be entailed by its attempt at a preemptive strike,” was published by North Korea’s state news agency KCNA.The threat from Pyongyang is reportedly the result of U.S. indicating that preemptive strikes on the regime to curb the nuclear threat posed by Kim Jong Un, were not off the table for the country.Last week, during a trip to Seoul, at a press conference, Secretary of State Rex Tillerson said: “Twenty years of talking has brought us to the point we are today.”“Talk is not going to change the situation,” he said, adding that preemptive military action is “on the table” if forces from the U.S. and ally North Korea are threatened by North Korea’s nuclear weapons program.A North Korean envoy said Tuesday that Kim would launch an intercontinental ballistic missile “at any time and at any place” he pleased. The statement was followed by the failed launch of a missile off North Korea’s eastern coast Wednesday. In response, the U.S. flew one of its most powerful long-range bombers over the Korean peninsula Wednesday. The South Korean Air Force said in a statement, “Through this exercise, the South Korean and U.S. Air Forces demonstrated their strong deterrence against North Korea's nuclear and missile threats.”North Korea responded to the escalating tensions in the statement by saying: “If the U.S. shows even the slightest sign of a preemptive attack on the DPRK, bereft of reason, the powerful nuclear strike means of the DPRK will blow up the bases of aggression and provocation with its-style offensive and preemptive nuclear attack.”

Saint-Laurent to welcome more places of worship with zoning change-[CBC]-YAHOONEWS-March 25, 2017

Mosques, churches and other places of worship will be able to rent commercial space in the borough of Saint-Laurent under proposed new zoning regulations. If the zoning changes are passed, Saint-Laurent will be setting itself apart from other Montreal boroughs, which have opted to restrict where places of worship can be located. As it stands in Saint-Laurent, a place of worship can only open in a building already used by a religious institution. The change to the bylaw would allow new places of worship to open on the second floor or basement of a commercial space.Mayor Alan DeSousa says the borough has seen a 30 per cent increase in its population over the past 15 years and needs more religious spaces."We've welcomed a lot of families and we have a large degree of diversity in our community, people who come from all over the world," he said."As a result, our community needs to be able to find places to worship. We realized what we had before was not enough to service our community."Under the proposed changes, religious communities won't be able to rent commercial space larger than 650 square meters and must ensure parking is available. Borough councillors will vote on the changes this spring.-Religion 'important part of society'-Saint-Laurent's willingness to let commercial space be used for religious purposes stands in stark contrast to other boroughs in the city.In November, Outremont upheld a ban that forbids new temples of worship of any denomination from opening on Bernard Street. The same ban is in place on Van Horne and Laurier avenues. In Ahuntsic-Cartierville, residents voted against recognizing the Ahuntsic Cultural Centre as an official mosque in a referendum last year. The vote came after the borough initially approved the cultural centre's request for official designation."We're taking a very different approach," said DeSousa."We have always been a welcoming community. We have always had an openness in terms of diversity of our population."DeSousa cited a Quebec Superior Court decision about a mosque in Saint-Léonard as an example of what can go wrong when boroughs try to restrict places of worship. In January, the judge ruled that the Badr Islamic Centre, located inside a community centre, should be allowed to continue practising religious ceremonies."Saint-Laurent is one community where you have over 166 different ethnicities living in peaceful coexistence," DeSousa said."We already have a history and a certain track record of being able to find ways where different communities can live together and have mutual respect. This step we're taking is one more step along that route."

Vegas Strip reopens after gunman surrender, fatal shooting-[The Canadian Press]-YAHOONEWS-March 25, 2017

LAS VEGAS — A man riding on a double decker bus on the Las Vegas Strip pulled a gun and started shooting, killing one person and wounding another before barricading himself inside in a standoff that lasted hours before he finally surrendered. The standoff began about 11 a.m. PDT Saturday on the bus when it was stopped on Las Vegas Boulevard near the Cosmopolitan hotel-casino."He was on the bus. He was shooting people on the bus. He was just contained to that location. He never exited the bus," Clark County Assistant Sheriff Tom Roberts said. Two people were taken to the hospital after the shooting, University Medical Center spokeswoman Danita Cohen said. One died, and the other was in fair condition. For hours, crisis negotiators, robots and armoured vehicles surrounded the bus with authorities uncertain if there were any more victims inside. Meanwhile, officers swept into the casinos to warn tourists to bunker down until further notice, leaving these normally bustling pedestrian areas and a road notorious for taxi-to-taxi traffic completely empty. The Strip was shut down for blocks in both directions. Some in the Cosmopolitan — hotel guests out over their balconies, party people on the pool deck — saw the tense situation unfold below.Former NBA player Scot Pollard, who is staying at the Cosmopolitan, told The Associated Press by phone that he was at a bar at the hotel-casino around 11 a.m. when he saw several people, including staff, running through the area toward the casino and repeatedly screaming "get out of the way." After he was told that the area would be closed, he went back to his room, which oversees the Strip."We can hear them negotiating. We can hear them saying things like 'No one else needs to get hurt,' 'Come out with your hands up. We are not going anywhere. We are not leaving,' " he said.Visitors were also hiding out inside some of the other prominent casino properties affected, including the Bellagio, Paris, Planet Hollywood and Bally, which in addition to hotels and casinos also hold restaurants, shops and attractions.Las Vegas Police officer Larry Hadfield said just before 3:30 p.m. that the man, who had a handgun, surrendered without incident. Police did not open fire and said they believe the man is the only suspect. Terrorism or any connection to an earlier robbery nearby that shut down a part of the Bellagio has been ruled out. No other information about the man has been released.By 4 p.m., pedestrians were back in the area and northbound traffic on Las Vegas boulevard had reopened while investigators worked to clean up the other lane where the bus was still grounded. The bus is operated by the Regional Transportation Commission of Southern Nevada. The agency said its bus driver was not hurt. It's unknown how many people were on the bus at the time of the shooting but it appears that those who were there were able to flee. Police have started a hotline in search of those passengers to report what they witnessed.-----Associated Press writer Regina Garcia Cano and photographer John Locher contributed.Sally Ho, The Associated Press.

Ohio nightclub shooting leaves 1 dead, 14 wounded; shooter at large-[Reuters]-By Caleb Hughes-YAHOONEWS-March 26, 2017

CINCINNATI (Reuters) - Gunfire erupted inside a packed nightclub in Cincinnati, Ohio, early Sunday morning, killing at least one person and injuring 14, and police said they were still looking for the shooter. The motive was unclear, but Cincinnati Assistant Police Chief Paul Neudigate said on Twitter that "there are no indications this incident is terrorism related."The shooting took place around 1 a.m. when hundreds of people were inside the Cameo Nightlife club, which the Cincinnati Police Department said has had "multiple problems" in the past."At this point it's unclear exactly what instigated the shooting," Captain Kimberly Williams said at a televised briefing. "Just a lot of chaos when the shots went off."The shooting comes less than a year after a gunman opened fire at a gay nightclub in Orlando, Florida, killing 49 people. It was the deadliest mass shooting in U.S. history.Police initially said they believed at least two shooters were involved in Cincinnati, but later Neudigate said in a Twitter message that there was only one reported gunman, though police were still trying to determine if there were others.Hours after the shooting, the suspect was still at large, and police did not have a good description, in part because witnesses were reluctant to cooperate, Williams told WCPO."We are in the middle of a very horrific situation that occurred at the nightclub with multiple victims," Neudigate told NBC News."It's going to be a long night for our homicide units to investigate this incident, but right now things are stable."Several of the victims in Cincinnati had life-threatening injuries, WLWT-TV reported on its website, quoting Neudigate, who said hundreds of people were in the nightclub at the time of shooting. The University of Cincinnati Medical Center admitted eight people injured in the shooting, one of them in critical condition, a spokeswoman told NBC News. A representative of the hospital could not be reached immediately for comment.Cameo Nightlife's Facebook page says it features "College Friday's" for students 18 and older and "Saturday's 21+ grown and sexy night."The club, a large single-story structure, is a 7-mile (11 km) drive from downtown Cincinnati near the southeast corner of the city, the heart of the second largest metropolitan area in Ohio with more than 2 million residents.(Reporting by Frank McGurty; Writing by Mary Milliken; Editing by Andrew Bolton)

Dozens detained in anti-corruption protests across Russia-[Reuters]-YAHOONEWS-March 26, 2017

VLADIVOSTOK/YEKATERINBURG (Reuters) - Several dozen people were detained in protests across Russia on Sunday, after the opposition urged people to take to the streets to demonstrate against corruption and demand the resignation of Prime Minister Dmitry Medvedev.Russian opposition leader Alexei Navalny said on his website that more than 80 towns and cities across Russia would hold protests on Sunday and that authorities had not sanctioned the majority of the rallies. The Kremlin said on Friday that plans to hold a protest in the centre of Moscow were an illegal provocation. In the far eastern city of Vladivostok, a Reuters reporter saw the detention of at least 30 protesters at an unsanctioned rally drawing hundreds of young people to a square near the city's railway station. The detentions started after protesters unfurled banners reading "Corruption steals our future" and "The prime minister should answer".The protesters then marched to a local police station to demand that police free those who had been detained.Hundreds also rallied in the city of Yekaterinburg in the industrial Urals region.Witnesses said at least four people holding banners were detained on the city's Labour Square, where opposition protesters, nationalists and supporters of the pro-Kremlin United Russia party gathered.Police said 500 to 700 people had gathered on Labour Square but did not confirm that there had been any detentions."Corruption affects every person. The fight against corruption can unite all people irrespective of their convictions," 20-year-old student Ivan told Reuters, asking that his last name not be published.Navalny supporters are due to hold an unsanctioned rally in central Moscow from around 1200 BST.(Reporting by Alexei Chernyshov in Vladivostok and Natalya Shurmina in Yekaterinburg; Writing by Alexander Winning; editing by Susan Thoma)

Thousands join anti-abortion rallies in Romania, Moldova-Agence France-Presse-YAHOONEWS-March 25, 2017

Bucharest (AFP) - Several thousands of people took to the streets of Romania and Moldova in an anti-abortion March for Life on Saturday, including 2,000 in Bucharest, police said.According to the organisers, rallies took place in more than 300 towns across the two countries."Women deserve better than abortion," read one of the banners, while others said: "Life for the woman and life for the family."In the Romanian capital Bucharest, young people joined with families and the elderly at a rally also attended by many priests from the powerful Orthodox church."This word 'abortion' should not exist -- it goes hand-in-hand with horror and death," said a demonstrator called Alexandru Darie."It should be banned."Abortion was banned in Romania during the communist regime of dictator Nicolae Ceausescu, who was killed in 1989 after a popular rebellion pushed him from power. It was then legalised in 1990. That year, as many as 992,000 abortions were registered, three times the number of births.Since then, the number of abortions has gradually decreased, although Romania has one of the highest rates within Europe."I don't believe that we should ban it by law, like under communism, but we should promote education and prevention to prevent unwanted pregnancies," said another demonstrator called Yulia Tapardel.
