EU-Canada pact faces German opposition over investor clauses-25.09.14 @ 18:25-EUOBSERVER-By Benjamin Fox

BRUSSELS - Provisions allowing companies to sue governments to protect their investments must be taken out of an EU-Canada trade agreement (Ceta), German chancellor Angela Merkel's coalition partners have said.Speaking in the Bundestag on Thursday (25 September), Sigmar Gabriel, who leads the centre-left SPD, noted that "the chapter regarding investment protection is not approvable," adding that "the last word hasn't been spoken yet"."We've achieved a lot. It's a good deal and it would be wrong to block it. But we must try to negotiate some adjustments".European Commission president Jose Manuel Barroso and Canadian prime minister Stephen Harper will conclude the four-year negotiation process of the treaty at an EU-Canada summit in Ottawa on Friday. The trade treaty will then be published and submitted to the European and Canadian parliaments. But any celebrations are likely to be muted now that the agreement, which is widely seen as a trial run for the ongoing trade talks with the US, faces a number of obstacles before it is ratified. The mechanism, known as investor state dispute settlement (ISDS), allows companies to take legal action against governments if their decisions risk undermining their investments.Critics of ISDS claim that investor claims can prevent governments from passing legislation in fields such as environmental and social protection, enabling corporations to claim potentially unlimited damages in "arbitration panels" if their profits are adversely affected by new regulations. However, in an interview with the Frankfurter Allgemeine Zeitung, trade commissioner Karel de Gucht ruled out the possibility of re-opening talks, arguing that "If we re-open negotiations on Ceta, the deal will be dead."De Gucht, who is set to be replaced by Sweden's Cecilia Malmstrom as the EU's trade chief, also condemned criticism of ISDS as a "populistic, emotional debate and one which has been fanned by the Internet," adding that "the investment protection in Ceta is the most modern and most transparent ever,"At the weekend, the SPD party congress agreed to support the continuation of negotiations with the US on a transatlantic trade and investment partnership (TTIP), but also conditioned their support for TTIP on investor protection clauses being left out. Both Gabriel and economic affairs minister Brigitte Zypries say that foreign investors already have sufficient legal protection in national courts, while French trade minister Nicole Bricq has also stated her opposition to ISDS being included in an agreement. Both Ceta and, in time, TTIP will have to be backed by the European Parliament and, possibly, national parliaments if the agreements are to come into force.Ceta faces an uncertain path when it comes before MEPs in the coming months. Deputies from the centre-left Socialist and Democrat group and the Liberals have indicated that ISDS would have to be left out in order for them to support Ceta, while the Green and far-left GUE factions have already come out against the treaty."My group would find it much easier to put its weight behind Ceta if ISDS was removed from the text," said Socialist group trade spokesman David Martin at the parliament's session in Strasbourg earlier this month. In a statement on Thursday, the European trades union congress (ETUC) said that it would not support Ceta if ISDS remained part of the agreement. The ETUC also called on officials to include a list of sectors that would not be liberalised by the agreement and for Canada to sign up to the International Labour Organisation Conventions.

MEPs prepare 'lively' hearings for new commissioners-Today @ 07:52-SEPT 25,14-EUOBSERVER-By Valentina Pop

BRUSSELS - When the 27 new commissioners-to-be start their hearings in the European Parliament next week, the question is not if MEPs will reject one of them, but who it will be."It would be for the first time in the history of hearings if all candidates are accepted," notes one EU source.Four years ago, it was the Bulgarian candidate, Rumiana Jeleva, who had to be replaced after she failed to counter accusations of conflicts of interest. In 2004, it was Italy's Rocco Buttiglione who was vetoed by MEPs after he defended his "traditionalist" stance on gays and the role of women in society.Depending on which EU official you ask, there are different views on who is the most vulnerable this time around.Economics MEPs point to Jonathan Hill, the British candidate, who is bidding for financial services."I expect all hearings to be tough, but probably the Hill hearing will be one of the livelier ones," says Italian MEP Roberto Gualtieri, chairman of the economic affairs committee. His German colleague from the Greens, Sven Giegold, told this website that Hill does not have the backing of any of the two big parties - the centre-right European People's Party or the Socialist Party."To me, Hill is a candidate in breach of the EU treaty, which says that they should prove competence, European engagement and independence," Giegold said. However, if the two largest groups make a deal to accept Hill in order not to upset or isolate the UK, Hill is likely to pass, Giegold said.MEPs have sent written questions to all candidates which will have to be answered by Thursday (25 September).EUobserver has seen the questionnaires, which include some generic questions, such as: what qualifies them for the job; what motivates them; what guarantees of independence can they give to the European Parliament; and how do they plan to be accountable for their actions. The specific questions for Hill include his "main political objectives for future regulation of the financial sector" and plans to complete the so-called banking union, given that the UK is not part of this banking union which targets large banks in the eurozone. MEPs will also ask him how he intends to "guarantee the respect of the community method" - code for legislation being approved through the EU institutions rather than inter-governmental arrangements. They also want the European parliament to have a say and scrutiny powers over financial legislation and ask him how he will guarantee this, "bearing in mind that your home member state is advocating against existing European Union legislation, in particular with regard to the [banker] bonuses issue."

Skeletons in the closet

Another candidate likely to have a bumpy ride is the Spanish appointee, Aris Canete. The Greens on Wednesday sent an open letter against him because of potential conflicts of interest regarding oil companies he had held shares in until recently."His wife, son and brother in law all remain as either shareholders or board members of these companies," the Greens wrote. In the written questionnaire for Canete, MEPs allude to his potential conflicts of interest: "How will you personally ensure the good quality of legislative proposals, full transparency of lobbying activities (directed at you and your services), and consistent and balanced consultation of all stakeholders taking also into account the need to carry out thorough impact assessments?" Hungary's ex-foreign minister, Tibor Navracsics, may also face tough questions as he will be responsible for "Europe for citizens", at a time when the government in Budapest is cracking down on NGOs.MEP's ask him in the written questions how he will "contribute to the development of European Citizenship, taking fully into account the Charter on Fundamental Rights?""What concrete measures would you take in order to promote democratic involvement and civic participation, as well as a better communication with citizens?," the questionnaire reads. The Slovenian candidate, Alenka Bratusek, is under fire back home for having nominated herself at a time when she was an interim prime minister. Given that she is from a small political family - the Liberals, fourth-largest in the EP - and that the new government back home is not backing her, she may fall if all others pass.

Hawks and doves

France's Pierre Moscovici, a doveish ex-finance minister unpopular among fiscal hawks, will be grilled about his commitment to the deficit and debt rules when he takes up the economics portfolio. In the written questions, Moscovici has to answer how he will implement the EU's strengthened rules on deficit, debt and macreconomic imbalances.Alluding to France, which has failed to meet the deadlines for these rules, MEPs ask: "How will the commission implement these existing rules to deal with countries with excessive deficits and debt and macro-economic imbalances who fail to meet their annual targets? Do you confirm that you will make no difference between member states?"Fiscal hawk Jyrki Katainen, a former Finnish prime minister, will also have to do better than at a hearing in June, when he replaced outgoing economics commissioner Olli Rehn, who took up his MEP seat. Back then, the Greens requested a vote - which he passed - after he gave unimpressive answers. The questionnaire for Katainen asks details on how he plans to deliver on a three-month deadline for finding €300 billion in new investments, as announced in Juncker's political program.MEPs also want to know how Katainen, as vice-president for jobs, growth, investment and competitiveness, will divide work with the commissioners for economics (Moscovici) and for employment (Marianne Thyssen). His hawkish record - already an issue with the Green and leftist groups - is to be questioned further: "What are the main priorities you intend to pursue as part of your responsibilities in view of the social and employment crisis, in particular youth unemployment, which affects several member states?"This week’s written questions aside, MEPs will also be able to put 45 oral questions during each three-hour grilling, before each commissioner candidate gets a positive recommendation. If the opinion is negative, EU commission chief Jean-Claude Juncker will be under pressure to ask the respective government to replace the candidate, otherwise the entire commission could be vetoed in October.

MUSLIM NATIONS (SLAUGHTERED BY NUKES FOR COMING AGAINST ISRAEL)

EZEKIEL 36:4-5
5  Therefore thus saith the Lord GOD; Surely in the fire (NUCLEAR BOMBS) of my jealousy have I spoken against the residue of the heathen, and against all Idumea,(ARAB-MUSLIMS) which have appointed my land into their possession with the joy of all their heart, with despiteful minds, to cast it out for a prey.
6  Prophesy therefore concerning the land of Israel, and say unto the mountains, and to the hills, to the rivers, and to the valleys, Thus saith the Lord GOD; Behold, I have spoken in my jealousy and in my fury,(OF MY ANGER) because ye have borne the shame of the heathen:
7  Therefore thus saith the Lord GOD; I have lifted up mine hand, Surely the heathen that are (Round) about you,(ARAB-MUSLIMS) they shall bear their shame.(AND BE NUKED)

EZEKIEL 35:9-11
9 I will make thee perpetual desolations, and thy (ARABS) cities shall not return: and ye shall know that I am the LORD.
10 Because thou (ARABS) hast said, These two nations (ISRAEL & JUDAH) and these two countries (ISRAEL & JUDAH) shall be mine, and we (ARABS) will possess it; whereas the LORD was there:
11 Therefore, as I live, saith the Lord GOD, I will even do according to thine anger, and according to thine envy (GELIOUSY) which thou hast used out of thy hatred against them;(ISRAELIS) and I will make myself known among them, when I have judged thee.(ARABS)

EZEKIEL 38:1-12
1 And the word of the LORD came unto me, saying,
2 Son of man, set thy face against Gog,(RULER) the land of Magog,(RUSSIA) the chief prince of Meshech (MOSCOW) and Tubal,(TOBOLSK) and prophesy against him,
3 And say, Thus saith the Lord GOD; Behold, I am against thee, O Gog,(LEADER OF RUSSIA) the chief prince of Meshech(MOSCOW) and Tubal:TOBOLSK)
4 And I will turn thee back, and put hooks into thy jaws,(GOD FORCES THE RUSSIA-MUSLIMS TO MARCH) and I will bring thee forth, and all thine army, horses and horsemen, all of them clothed with all sorts of armour, even a great company with bucklers and shields, all of them handling swords:
5 Persia,(IRAN,IRAQ) Ethiopia, and Libya with them; all of them with shield and helmet:
6 Gomer,(GERMANY) and all his bands; the house of Togarmah (TURKEY) of the north quarters, and all his bands: and many people with thee.(AFRICAN MUSLIMS,SUDAN,TUNESIA ETC)
7 Be thou prepared, and prepare for thyself, thou, and all thy company that are assembled unto thee, and be thou a guard unto them.
8 After many days thou shalt be visited: in the latter years thou shalt come into the land that is brought back from the sword, and is gathered out of many people, against the mountains of Israel, which have been always waste: but it is brought forth out of the nations, and they shall dwell safely all of them.
9 Thou shalt ascend and come like a storm, thou shalt be like a cloud to cover the land, thou, and all thy bands, and many people with thee.(RUSSIA-EGYPT AND MUSLIMS)
10 Thus saith the Lord GOD; It shall also come to pass, that at the same time shall things come into thy mind, and thou shalt think an evil thought:
11 And thou shalt say, I will go up to the land of unwalled villages;(ISRAEL) I will go to them that are at rest, that dwell safely, all of them dwelling without walls, and having neither bars nor gates,
12 To take a spoil,(OIL IS IN SPOIL) and to take a prey; to turn thine hand upon the desolate places that are now inhabited, and upon the people that are gathered out of the nations, which have gotten cattle and goods, that dwell in the midst of the land.

EZEKIEL 39:1-8,11-21
1 Therefore, thou son of man, prophesy against Gog,(LEADER OF RUSSIA) and say, Thus saith the Lord GOD; Behold, I am against thee, O Gog, the chief prince of Meshech (MOSCOW) and Tubal: (TUBOLSK)
2 And I will turn thee back,(RUSSIA-ARAB MUSLIM ISRAEL HATERS) and leave but the sixth part of thee,(5/6TH OR 300 MILLION DEAD RUSSIAN/ARAB/MUSLIMS I BELIEVE) and will cause thee to come up from the north parts,(RUSSIA) and will bring thee upon the mountains of Israel:
3 And I will smite thy bow out of thy left hand, and will cause thine arrows to fall out of thy right hand.
4 Thou shalt fall upon the mountains of Israel, thou, and all thy bands,( ARABS) and the people that is with thee: I will give thee unto the ravenous birds of every sort, and to the beasts of the field to be devoured.
5 Thou shalt fall upon the open field: for I have spoken it, saith the Lord GOD.
6 And I will send a fire on Magog,(NUCLEAR ATOMIC BOMB) and among them that dwell carelessly in the isles: and they shall know that I am the LORD.
7 So will I make my holy name known in the midst of my people Israel; and I will not let them pollute my holy name any more: and the heathen shall know that I am the LORD, the Holy One in Israel.
8 Behold, it is come, and it is done, saith the Lord GOD; this is the day whereof I have spoken.
11 And it shall come to pass in that day, that I will give unto Gog (RUSSIA/ARAB/MUSLIMS) a place there of graves in Israel, the valley of the passengers (EAST OF THE DEAD SEA IN JORDAN VALLEY) on the east of the sea: and it shall stop the noses of the passengers: and there shall they bury Gog (RUSSIAN) and all his multitude:(ARAB/MUSLIM HORDE) and they shall call it The valley of Hamongog.(BURIEL SITE OF THE 300 MILLION,RUSSIAN/ARAB/MUSLIMS)
12 And seven months shall the house of Israel be burying of them, that they may cleanse the land.(OF ISRAEL)
13 Yea, all the people of the land (OF ISRAEL) shall bury them; and it shall be to them a renown the day that I (GOD-JESUS) shall be glorified, saith the Lord GOD.
14 And they shall sever out men of continual employment,(NUCLEAR ATOMIC BOMB EXPERTS) passing through the land to bury with the passengers those that remain upon the face of the earth, to cleanse it: after the end of seven months shall they search.
15 And the passengers that pass through the land, when any seeth a man’s bone, then shall he set up a sign by it,(WON'T TOUCH IT) till the buriers have buried it (PROPERLY) in the valley of Hamongog.(RUSSIA/ARAB/MUSLIMS NEW BURIEL SITE)(EAST OF THE DEAD SEA IN THE JORDAN VALLEY)
16 And also the name of the city shall be Hamonah. Thus shall they cleanse the land.(OF THE ISRAEL-GOD HATERS)
17 And, thou son of man, thus saith the Lord GOD; Speak unto every feathered fowl,(500 MILLION MIGRATING BIRDS THREW ISRAEL EVERY SPRING,FALL) and to every beast of the field, Assemble yourselves, and come; gather yourselves on every side to my sacrifice that I do sacrifice for you, even a great sacrifice upon the mountains of Israel, that ye may eat flesh, and drink blood.(OF THE RUSSIAN/ARAB/MUSLIM ARMIES)
18 Ye shall eat the flesh of the mighty, and drink the blood of the princes of the earth, of rams, of lambs, and of goats, of bullocks, all of them fatlings of Bashan.
19 And ye (MIGRATING BIRDS IN ISRAEL) shall eat fat till ye be full, and drink blood till ye be drunken, of my sacrifice which I have sacrificed for you.(RUSSIAN/ARAB/MUSLIM ISRAEL HATERS)
20 Thus ye shall be filled at my table with horses and chariots, with mighty men, and with all men of war, saith the Lord GOD.
21 And I (GOD-JESUS) will set my glory among the heathen,(WORLD NATIONS) and all the heathen (WORLD NATIONS) shall see my judgment that I have executed,(AGAINST ISRAELS ENEMIES) and my (GODS) hand that I have laid upon them.(ISRAELS HATER ENEMIES)

U.S. military concerned by Russian Cold War-style bomber flights-Reuters-SEPT 25,14-YAHOONEWS

WASHINGTON (Reuters) - The U.S. military is concerned by flights by long-range Russian bombers near U.S. airspace, a top U.S. commander said on Thursday, saying the Cold War-style activity was raising questions for Pentagon planners. The remarks by Admiral Samuel Locklear, head of the U.S. military's Pacific Command, came after Russian Bear long-range bombers approached U.S. and Canadian airspace last week -- prompting both countries to scramble fighter jets to intercept them."Certainly the return of the long-range aircraft flights that we haven't seen in any significant number over the last decade or so is concerning. And it's something that we watch very carefully," Admiral Samuel Locklear, the head of the U.S. military's Pacific Command, told reporters. The United States and Russia are increasingly at odds over Ukraine, where Russian-backed separatists have been fighting for control of parts of the former Soviet state. The conflict has dragged relations with the West to their lowest levels since the Cold war.Locklear said the Russian incursions into the United States' air defense identification zone (ADIZ), an area beyond sovereign U.S. airspace, was "basically kind of Cold War activity with long-range bombers.""These are things that we have to be concerned about as military people. We have to think about them and what that would mean to the security of the region and the security of our own homeland."(Reporting by Phil Stewart; Editing by David Gregorio)

Exclusive: Ukraine prime minister says Russians 'want us to freeze'-Reuters-By Louis Charbonneau-SEPT 25,14-YAHOONEWS

UNITED NATIONS (Reuters) - The prime minister of the Kiev government accused Russia on Thursday of attempting to freeze Ukraine in the coming winter by using natural gas as a weapon to subjugate the former Soviet Republic."They want us to freeze. This is the aim and this is another trump card in Russian hands. So, except military offense, except military operation against Ukraine, they have another trump card, which is energy," Prime Minister Arseny Yatseniuk said in an interview on the sidelines of the United Nations General Assembly in New York City."The ultimate goal of Russia is to organize, to orchestrate another frozen conflict in Ukraine."Russia's state-controlled energy company Gazprom cut off gas supplies to Ukraine in June because of a row over Kiev's unpaid gas bill, raising concerns that the country may not be able to cover the peak-demand winter season. The European Commission is aiming to propose an interim solution to the gas quarrel between Russia and Ukraine at talks it is brokering in Berlin on Friday.Yatseniuk said there were no official negotiations on it, though he said a plan to help Ukraine secure additional gas "would be helpful for us."A war between pro-Russian separatists has left more than 3,000 people dead. Kiev and Western governments have said it was direct Russian military intervention that tipped the battlefield balance in favor of rebels in eastern Ukraine and forced President Petro Poroshenko to call a ceasefire on Sept. 5 after big losses by government forces.Russia, which opposes the pro-Western course of leadership in the ex-Soviet republic, has denied that its troops have participated in the war or provided arms to rebels.Yatseniuk defended the Kiev government's decision to grant temporary autonomy to rebel regions, saying it was the least repugnant choice they had, as well as a "goodwill" move that demonstrated their commitment to a peaceful solution."We do understand that we had just two options: bad and worse," he said. "So the president and the government decided to take just the bad option."He expressed little confidence in Russian President Vladimir Putin as a partner in peace talks."I have no trust in President Putin," he said, adding that was why it was crucial to have the United States and European Union sitting with Ukraine at talks with Russia.Echoing comments he made in his speech to the U.N. General Assembly on Wednesday, Yatseniuk said EU and U.S. sanctions against Russia should remain in place until all of Ukraine is back under control of Kiev, including Crimea, a Black Sea region Russia annexed after an independence referendum in March."Russia has to pay the price," he said. "They want to get back to business as usual but we want to restore law and order, restore territorial integrity and independence of our country.""This is the aim of the sanctions, to urge Russia to pull back its forces," he said. "To pull back its artillery and stop the supply of weapons and lethal aid to Russian-led terrorists and just to get out of Ukraine."Asked if he was disappointed by the United States not supplying weapons to his government, Yatseniuk said Washington had taken the lead in pushing for international sanctions against Moscow and was likely to do more. He did not provide details. Poroshenko visited Washington last week.A U.S. official said that for the time being the United States was not willing to consider providing Ukraine with weapons but it had not absolutely ruled it out over the long term. "The clear message last week was we're not ready to do that - now," the official said.Any eventual discussion of arming Ukraine is sure to spark a debate in Washington over whether such action would strengthen Kiev's security by deterring Russia or simply provoke Moscow.President Poroshenko's Moscow-backed predecessor Viktor Yanukovich fled to Russia in February in the face of mass street protests. Moscow denounced a pro-Western "coup" against him, annexed Ukraine's Crimean peninsula and backed armed separatists in the heavily industrialized east in their drive for independence from Kiev. The chain of events has provoked the worst crisis between Russia and the West since the Cold War.(Reporting by Louis Charbonneau; Additonal reporting by Arshad Mohammed; Editing by Toni Reinhold)

09/25/2014 - VATICAN INSIDER-President Rouhani to visit New York cathedral-Rouhani at the UN-Iran’s head of government is expected tomorrow at St. John the Divine, the cathedral of the Episcopal diocese of New York, where he will meet representatives of religious communities-Giorgio Bernardelli

Rome-Iran’s President Hassan Rouhani – who is currently in New York for the UN General Assembly – is to visit a Christian cathedral in the United States tomorrow. Here’s he will meet representatives of the Big Apple’s religious communities. This is one of many events that Rouhani will be attending in New York on this unique occasion. Indeed, this is the only visit Teheran’s political leadership will be paying to the US in order to attend the UN meeting.Ever since Mahmoud Ahmadinejad’s presidency, the presidential visit to New York has been the main platform from which Iran has spoken to the world. It was on this occasion 12 months ago that the historic telephone conversation between Rouhani and Barack Obama made headlines. This was the first time the presidents of Iran and the US had had any direct contact since the Iran hostage crisis of 1979. This year, in addition to all the political meetings Rouhani will be attending at the UN, an interreligious gathering has also been crammed into the Iranian president’s agenda. On Friday morning, Rouhani will be visiting St. John the Divine, the cathedral of the Episcopal diocese of New York, for a meeting with representatives of various religious communities. It will be a closed-door meeting and will not even be advertised on the historic cathedral’s website. The only public reference to the event, is the announcement that the cathedral will only be open for visits after midday.Given today’s climate – which is heavily marked by religious sectarianism in the Middle East and with regional balances shifting dramatically, influenced by the situation in Syria – the fact that the President of the Shia Republic of the Ayatollahs is visiting a Christian cathedral, is significant. From a diplomatic point of view, it also says a great deal about how crucial interreligious dialogue is for a country that aspires to enter the international relations arena again. Even Saudi Arabia – whose Sunni government is a major counterbalance to Iran’s Shias – has founded a Vienna-based centre for interreligious dialogue. Ayatollahs on their part have maintained all the ties that the University of Qom – a doctrinal reference point for Shiites – has had for a long time with many Christian bodies, including the Pontifical Council for Interreligious Dialogue. Not to mention the diplomatic relations the Islamic Republic of Iran also has with the Holy See.But the question for both Riyadh and Teheran is: what impact does this have on religious freedom in each of these countries. Rouhani’s takeover of the Iranian presidency does not seem to have triggered any major changes in this domain. In the latest edition of the International Religious Freedom Report published annually by the US State Department, Iran features among the countries that impose severe restrictions on non-Shia religious groups. Open Doors, an NGO that publishes one of the most important reports on Christian persecution in the world, ranks Iran ninth in the list of countries where the treatment of Christians has rapidly worsened. It is accused of being intolerant towards all Christian communities except the historic Assyrian and Armenian minorities. Iranian law prohibits Christians from praying and preaching in Farsi, with the Evangelical Christian communities suffering the most as a result. The most famous case is that of Fr. Saeed Abedini, an Iranian man with US citizenship, who gave up his Muslim faith to convert to Christianity.  He was arrested during a visit to Iran in 2012 and was sentenced to eight years in prison as he was considered “a threat to national security”. He is still behind bars.

Iran blames 'errors' of outsiders for rise of Islamic State-Reuters-By Parisa Hafezi and Michelle Nichols -SEPT 25,14-YAHOONEWS

UNITED NATIONS (Reuters) - Iran President Hassan Rouhani on Thursday blamed the rise of the Islamic State group and other militants on the mistakes of the West and said the solution to stopping them must come from the Middle East."The strategic blunders of the West in the Middle East, Central Asia and the Caucasus have turned these parts of the world into a haven for terrorists and extremists," he said in a speech to the 193-member United Nations General Assembly. In a thinly veiled reference to the United States and Israel, Rouhani blamed the rise of violent extremists on outsiders. "Certain intelligence agencies have put blades in the hand of madmen, who now spare no one," he said. The comments were among the strongest yet by predominantly Shi'ite Iran on the rise of the Sunni militant group, suggesting Washington and its allies were the problem, not the solution, and that Middle Eastern governments should deal with the threat."The right solution to this quandary comes from within the region and regionally provided solutions with international support and not from the outside the region," he said. But Rouhani suggested the United States and Iran have a shared interest in confronting the threat after decades of enmity."The extremists of the world have found each other and have put out the call, 'extremists of the world unite.' But are we united against the extremists?" Rouhani asked. The comments follow a back-and-forth between Tehran and Washington over what role Iran can play in the U.S.-led campaign against Islamic State militants who have seized swaths of Iraq and Syria. Iranian officials have even suggested Western powers should scale back their demands in nuclear talks with Tehran helping confront the militants. While Washington has repeatedly ruled out military "coordination" with Iran against Islamic State, U.S. Secretary of State John Kerry said last Friday during a U.N. Security Council session on Iraq that he believed Tehran could play a role. The United States, backed by five Arab allies, this week carried out air strikes against Islamic State positions in Syria, expanding an air campaign against the group in Iraq.Despite Iran's obvious interest in seeing the militants neutralized, Rouhani made clear his suspicions about the long-term impact of Western military intervention in the Middle East."All those who have played a role in founding and supporting these terror groups must acknowledge their errors," he said.A day earlier, U.S. President Barack Obama used the U.N. podium to state his case for a more forceful, coordinated global response against Islamic State that would seek to dismantle what he called a "network of death."

IRAN OVERTURES TO U.S.

For Iran's clerical rulers, the crisis over Islamic State poses strategic and geopolitical challenges to Tehran’s so-called dream of forming a so-called Shi'ite Crescent that extends from Iran to Iraq, Syria, and Lebanon, say analysts and diplomats. Some Iranian officials see the crisis in Iraq as an opportunity for Iran, arguing that the hostility between Washington and Tehran has hurt both states and played into the hands of the militants.Iran's closest regional ally, Syrian President Bashar al-Assad, blames Qatar, Saudi Arabia, Turkey, the United States and other Western powers for the rise of Islamic State. Western officials say that the Gulf states and Turkey bear some measure of responsibility. But Western governments say Assad himself is largely to blame, because for years he allowed the group to flourish on the margins of a civil war that in 3 -1/2 years has cost 190,000 lives and forced 10 million people from their homes.Despite his dismissive remarks toward the West, Iran has quietly made overtures to the United States and its allies on combating Islamic State. Several Iranian officials told Reuters last week that Iran would like the West to make concessions in nuclear talks with Tehran as a reward for fighting the group. In Thursday's speech, Rouhani said securing a long-term nuclear accord that would end sanctions against Tehran in exchange for curbing its atomic program would be the "beginning of multilateral collaboration aimed at promoting security, peace and development in our region and beyond."

"HOPEFUL" OF NUCLEAR DEAL

Rouhani's much-anticipated speech was in contrast to last year when he appeared at the General Assembly as Iran’s new "moderate" president, making a splash by telling the world Tehran posed no threat and offering immediate talks on removing any "reasonable concerns" over his country's nuclear program.Fast-forward a year: Nuclear talks between Iran and six world powers have not collapsed but they are at an impasse. On the current round of talks in New York on the sidelines of the General Assembly, Rouhani said the negotiations have taken place "with seriousness and optimism on both sides."The meetings between Iran and the United States, Britain, France, Germany, Russia and China are expected to continue until Friday. Diplomats say a breakthrough is unlikely, even though a Nov. 24 deadline for a deal is only two months away.Rouhani said Iran is committed to maintaining its uranium enrichment program, the biggest sticking point in the negotiations, and warned that delaying a deal would have economic costs for everyone. He said he was hopeful there would be an agreement in the "short amount of time left."German Foreign Minister Frank-Walter Steinmeier met alone with Rouhani for nearly an hour. Speaking to reporters afterwards, Steinmeier said, "We have never been so close to a deal as now. But the truth is that the final phase of the talks that lay before us is probably the most difficult."(Additional reporting by Louis Charbonneau and Jonathan Allen; Writing by Jason Szep and Louis Charbonneau; Editing by Grant McCool and Jonathan Oatis)

Militant in Syria beheading videos identified: FBI-Reuters-By Julia Edwards and Mark Hosenball-SEPT 25,14-YAHOONEWS

WASHINGTON (Reuters) - A masked Islamic State militant seen wielding a knife in videos at the beheading of two Americans has been identified, FBI Director James Comey said on Thursday, but he declined to give the person's name or nationality. The videos released in August and September of American journalists James Foley and Steven Sotloff showed a masked Islamic State militant brandishing a knife and speaking English with a British accent.A European government source familiar with the investigation said that the accent indicated that the man was from London and likely from a community of Asian immigrants. U.S. and European officials said the principal investigative work identifying the man was conducted by British government agencies."I believe that we have identified," Comey told a small group of reporters. "I'm not going to tell you who I believe it is."Actual beheadings were not shown on the Foley and Sotloff videos. The videos imply that the masked militant was the person who carried out the killings. But the videos did not show him actually drawing blood from the victims but faded to black after he finished his speeches and then cut to pictures of the beheaded bodies.Investigators said that because of the way the videos were edited, it is possible that someone other than the British-accented man carried out the murders.A third video purporting to depict the murder of David Haines, a British aid worker, surfaced later and Islamic State militants also have threatened to kill a second British aid worker, Alan Henning.John Cantlie, a British journalist held by the group, has appeared in two Islamic State videos criticizing U.S. airstrikes against the group and suggesting that the United States had become engaged in "Gulf War III."The British ambassador to the United States, Sir Peter Westmacott, told CNN shortly after Foley's killing in August that Britain was working on identifying the suspect using voice-recognition technology. Westmacott said then that law enforcement was close to identifying the man.British authorities had sought to keep a lid on news coverage of their investigation, hoping that might make it easier for authorities to capture militants implicated in the beheadings. Prime Minister David Cameron is scheduled to address the British parliament on Friday about his country's involvement in the fight against Islamic State.FBI Director Comey told reporters about a dozen Americans were known to be fighting with militants in Syria, and some had already returned to the United States. Earlier, U.S. officials had said about 100 Americans had joined up.(Editing by Mohammad Zargham and Grant McCool)

Chief Rabbi Lau Asks Rabbis: Don't Fight over Shemittah-Chief Ashkenazi Rabbi speaks at conference of 400 rabbis about upcoming shemittah sabbatical year, which raises controversial issues.By Ari Yashar-First Publish: 1/23/2014, 8:27 PM-ISRAELNATIONALNEWS

Chief Ashkenazi Rabbi David Lau spoke before 400 rabbis on Thursday, in a conference at the Ministry of Religious Services in Jerusalem. His speech centered on the topic of the shemittah sabbatical year in which Jewish law forbids agricultural work, letting the land of Israel rest. The next shemittah year will begin this coming Rosh Hashana (Jewish new year) in September. Rabbi Lau urged the rabbis to consult with farmers to clarify Jewish law regarding the special seven year cycle. The somewhat complex issues of shemita were thoroughly explained in Arutz Sheva articles in 2007, ahead of the previous shemittah year. The Torah commandment to leave fields fallow for one year every seven years involves many complicated Halakhic (Jewish legal) issues, and opinions differ on how best to adhere to the laws without unduly harming farmers' livelihood."We prefer that as many farmers as possible will completely refrain from their work according to the commandment of the Torah, and we must offer them 'otzar beit din (public treasury),'" stated Rabbi Lau, referring to one such opinion, preferred by many rabbis. But he added that those who choose to follow alternative methods, such as the "heter mechira", "must do so in accordance with Halakha (Jewish law) and by the precise instructions about the four forbidden types of work."The two methods mentioned by the Chief Rabbi are ways of accommodating the near-impossible financial hardship of not working one year out of seven.By 'public treasury,' harvest and distribution is conducted since produce is forbidden to be sold but not to be eaten. Therefore fields are maintained, not for commercial profit, but by a body representing the wider public. In 'heter mechira,' the land is temporarily sold to non-Jews, thereby circumventing the ban on cultivating Jewish land and exempting it from shemittah."I suggest that instead of rabbis talking against each other and presenting a dispute in their positions on shemittah every seven years, each one should act according to their rabbis and respect each other," emphasized Rabbi Lau.In the context of mutual respect, the Chief Rabbi remarked that as soon as he took his position he suggested meeting with his Sephardic counterpart Rabbi Yitzhak Yosef weekly."I told the Rishon Letzion (Rabbi Yosef) that unfortunately there are rabbis who will try to make controversy between us, but in our positions we will sit together G-d willing ten full years without 'please part from me' (Genesis 13:9)," remarked the rabbi, emphasizing cooperation. (His Biblical reference was the the episode when Avraham and his nephew Lot parted ways due to irreconcilable differences in lifestyle).Rabbi Lau noted that debates between rabbis are "today unfortunately portrayed as a desecration of G-d's name and as disputes. Every word out of place said by a rabbi can cause of desecration of G-d's name, contempt for rabbis and all people."The rabbi concluded "we must guard the holiness of the land, but no less the holiness of man and of each other."

After Rosh Hashana, Countdown to Yom Kippur-No unusual events were registered during the long holiday weekend. Ten Days of Teshuva begin.By Arutz Sheva-First Publish: 9/24/2014, 8:27 PM- ISRAEL NATIONALNEWS

Jews from all streams streamed to the nation's synagogues – including the Kotel (Western Wall) – on Rosh Hashana to attend the holiday prayers over the long holiday weekend which began Wednesday evening. The holiday passed without any unusual events at prayer centers, as security forces provided protection for the worshippers.Numerous events are expected at the Kotel during the next ten days. Selichot prayers will be recited until Yom Kippur, which is the last of the "ten days of teshuva (repentance)" and the holiest day in the Jewish calendar. The Military Rabbinate is conducting "selichot tours" for hundreds of soldiers, which pass through various synagogues and end up at the Kotel.Sunday is the Fast of Gedalyah, one of the four fasts in the Jewish calendar that are related to the destruction of the Temples. The other three are Tevet 10, Tamuz 17 and the Ninth of Av, or Tisha B'av. These fasts were all instated after the destruction of the First Temple. The Fast of Gedalyah marked a dark chapter in Jewish history, when the last Jews who still remained in the Land of Israel following the sacking of the Temple, left the land following the assassination of Gedalyahu Ben Ahikam, the Babylonian-appointed leader of the Jewish community in Israel.

Synagogue Attendance for Rosh Hashana Expected to Grow-Far more Israelis will be in synagogue than at national parks over the three-day Rosh Hashana holiday, says an expert.By Yaakov Levi-First Publish: 9/14/2014, 10:44 PM-ISRAELNATIONALNEWS

The media in Israel tends to treat Rosh Hashana as a long weekend, and this year, with the New Year festival falling adjacent to Shabbat, observant Israelis who will not have turned on the radio or television for three days straight are likely to hear all about how many people had picnics in national parks over the long weekend when they turn on their televisions on Saturday night, Sept. 27, after the Shabbat following the festival has concluded. But in truth, far more Israelis will be in synagogue than at the park over those three days, according to the chairman of the Association of Synagogues in Israel, Eliezer Sheffer. In an interview with Arutz Sheva on how synagogues were preparing for the “High Holiday rush,” Sheffer said that a total of 1.5 million worshippers will attend services at 10,500 synagogues, managed by over 30,000 gabbaim (managers of the synagogues). Those numbers are higher than they have been in years, said Sheffer. As a result of the kidnapping of three Israeli teens and the subsequent Operation Protective Edge, there has been an awakening among Israelis, bringing many of them back to the syngoguge. “Israel demonstrated unity over the summer, and that feeling is continuing on,” he said. The situation is similar to that which occurred some 50 years ago, in the year before the Six Day War, when Sheffer said there was a huge increase in the number of people attending synagogue on the High Holy Days. Sheffer further urged those responsible for synagogue to ensure that all those who to attend are made to feel welcome.

Dutch government says will contribute F-16 jets to fight against Islamic State-Reuters-SEPT 24,14-YAHOONEWS

US-led air strikes target IS oil refineries in Syria-AFP-By Dan De Luce-SEPT 24,14-YAHOONEWS
Washington (AFP) - The US-led air war against Islamic State extremists targeted oil refineries in eastern Syria on Wednesday, in a bid to undercut the group's oil smuggling profits, the Pentagon said.
Warplanes from the United States, Saudi Arabia and the United Arab Emirates bombed the oil installations in the latest round of air raids in Syria, the Pentagon said.Washington expanded its anti-IS air campaign from Iraq into Syria this week, and Wednesday's strikes focused on 12 targets in the east where the IS group controls "small-scale" refineries, the US military's Central Command said in a statement.A total of 13 air strikes were carried out against the oil refineries and a vehicle, and the initial signs indicated "the strikes were successful.""These small-scale refineries provided fuel to run ISIL operations, money to finance their continued attacks throughout Iraq and Syria, and an economic asset to support their future operations," Central Command said in a statement. The oil installations produce between 300 to 500 barrels of "refined petroleum per day," and the destruction of the refineries further limits the IS group's "ability to lead, control, project power and conduct operations."The Pentagon said Saudi Arabia and the United Arab Emirates played a prominent role in the attack, without providing details. The targets "were struck with precision-guided missiles by coalition aircraft. In fact, there were more coalition aircraft in the skies on these particular missions than US (planes)," spokesman Rear Admiral John Kirby told CNN.The oil facilities hit are located in eastern Syria near al-Mayadin, al-Hasakah, and Abu-Kamal, Central Command said. An IS vehicle that was bombed was located near Dayr-az-Zawr, also in the country's east.Pentagon officials had initially said oil fields were targeted but later withdrew that account, saying that refineries had been bombed. The well-funded IS extremists have seized several oil fields in Syria and rudimentary refineries, enabling them to sell smuggled crude oil at cheap prices through intermediaries in Turkey, Iraq, Iran and Jordan.Analysts say the group operates in a similar manner to a mafia and uses kidnapping ransoms, extortion and robbery -- in addition to oil smuggling -- for its funding.US intelligence agencies say the IS group takes in at least $1 million a day from its oil sales and other criminal activities. After IS militants seized large swathes of territory in Syria and Iraq, the United States launched an air campaign against the group in Iraq last month and expanded the strikes into Syria early Tuesday, with five Arab countries -- Bahrain, Jordan, Qatar, Saudi Arabia and the United Arab Emirates -- joining a coalition effort.US military officers say warplanes from a number of the countries have dropped bombs on IS positions in Syria.Jordanian aircraft conducted an air strike overnight in Syria, officers said. The latest air strikes on Wednesday involved a mix of fighter jets and unmanned robotic drones, according to Central Command.

Islamist fighters advance in Syria despite U.S. strikes-Reuters-By Kinda Makieh and Jonny Hogg-SEPT 24,14-YAHOONEWS

DAMASCUS/MURSITPINAR Turkey (Reuters) - U.S. and coalition planes pounded Islamic State positions in Syria again on Wednesday, but the strikes did not halt the fighters' advance in a Kurdish area where fleeing refugees told of villages burnt and captives beheaded.U.S. President Barack Obama, speaking at the United Nations, asked the world to join together to fight the militants and vowed to keep up military pressure against them."The only language understood by killers like this is the language of force, so the United States of America will work with a broad coalition to dismantle this network of death," Obama said in 40-minute speech to the U.N. General Assembly.British Prime Minister David Cameron said he wanted Britain to join U.S.-led air strikes against the Islamic State militant group after the Iraqi government requested London's help. He recalled parliament to secure its approval for military action.Cameron said in an address at the United Nations that a comprehensive strategy was needed to combat Islamic State."Our strategy must work in tandem with Arab states, always in support of local people, in line with our legal obligations and as part of a plan that involves our aid, our diplomacy and, yes, our military," Cameron said. "We need to act and we need to act now."A third night of U.S.-led air strikes late on Wednesday targeted Islamic State-controlled oil refineries in eastern Syria as the United States and its partners moved to choke off a crucial source of revenue for the militant group, U.S. officials said.Saudi Arabia and the United Arab Emirates joined in the strikes by piloted and drone aircraft targeting facilities around al Mayadin, al Hasakah, and Abu Kamal, the U.S. military said. The military said the targeted refineries, which are prefabricated and constructed off-site so they can be transported and made operational quickly, were capable of producing millions in revenue and provided fuel for Islamic State operations. The United States on Wednesday also designated two dozen individuals and groups as foreign terrorists or terrorist facilitators, enabling it to freeze assets and block financial transactions as part of its offensive against Islamic State.Syrian Kurds said Islamic State had responded to U.S. attacks by intensifying its assault near the Turkish border in northern Syria, where 140,000 civilians have fled in recent days in the fastest exodus of the three-year civil war.Washington and its Arab allies killed scores of Islamic State fighters in the opening 24 hours of air strikes, the first direct U.S. foray into Syria two weeks after Obama pledged to hit the group on both sides of the Iraq-Syria border. But the intensifying advance on the northern town of Kobani showed the difficulty Washington faces in defeating Islamist fighters in Syria, where it lacks strong military allies on the ground."Those air strikes are not important. We need soldiers on the ground," said Hamed, a refugee who fled into Turkey from the Islamic State advance.Mazlum Bergaden, a teacher from Kobani who crossed the border on Wednesday with his family, said two of his brothers had been taken captive by Islamic State fighters."The situation is very bad. After they kill people, they are burning the villages. ... When they capture any village, they behead one person to make everyone else afraid," he said. "They are trying to eradicate our culture, purge our nation."

FRENCH HOSTAGE KILLED

Islamist militants in Algeria boasted in a video they had beheaded a French hostage captured on Sunday to punish Paris for joining air strikes against Islamic State in Iraq. French President Francois Hollande confirmed the execution."My determination is total and this aggression only strengthens it," Hollande said. "The military air strikes will continue as long as necessary."The United States said it was still assessing whether Mohsin al-Fadhli, a senior figure in the al Qaeda-linked group Khorasan, had been killed in a U.S. strike in Syria.A U.S. official earlier said Fadhli, an associate of al Qaeda founder Osama bin Laden, was thought to have been killed in the first day of strikes on Syria. The Pentagon said any confirmation could take time.Washington describes Khorasan as a separate group from Islamic State, made up of al Qaeda veterans planning attacks on the West from a base in Syria. As Obama tried in meetings in New York to widen his coalition, Belgium said it was likely to contribute warplanes in the coming days, and the Netherlands said it would deploy six F-16s to support U.S.-led strikes. The initial days of U.S. strikes suggest one aim is to hamper Islamic State's ability to operate across the Iraqi-Syrian frontier. On Wednesday U.S.-led forces hit at least 13 targets in and around Albu Kamal, one of the main border crossings between Iraq and Syria, after striking 22 targets there on Tuesday, said the Syrian Observatory for Human Rights, a body which monitors the conflict in Syria. The U.S. military confirmed it had struck inside Syria northwest of al Qaim, the Iraqi town at the Albu Kamal border crossing. It also struck inside Iraq west of Baghdad and near the Iraqi Kurdish capital Arbil on Wednesday. An Islamist fighter in the Albu Kamal area reached by phone said there had been at least nine strikes on Wednesday by "crusader forces." Targets included an industrial area.Perched on the main Euphrates valley highway, Albu Kamal controls the route from Islamic State's de facto capital, Raqqa, in Syria to the front lines in western Iraq and down the Euphrates to the western and southern outskirts of Baghdad.Islamic State's ability to move fighters and weapons between Syria and Iraq has provided an important tactical advantage for the group in both countries: fighters sweeping in from Syria helped capture much of northern Iraq in June, and weapons they seized and sent back to Syria helped them in battle there.France, which has confined its air strikes to Iraq, said it would stay the course despite the killing of hostage Herve Gourdel, 55, a mountain guide captured on vacation in Algeria on Sunday by a group claiming loyalty to Islamic State. In a video released by the Caliphate Soldiers group entitled "a message of blood to the French government", gunmen paraded Gourdel's severed head after making him kneel, pushing him on his side and holding him down.

DAMASCUS: CAMPAIGN GOES 'IN RIGHT DIRECTION'

The campaign has blurred the traditional lines of Middle East alliances, pitting a U.S. coalition comprising countries opposed to Syrian President Bashar al-Assad against fighters that form the most powerful opposition to Assad on the ground. The attacks have so far encountered no objection, and even signs of approval, from Assad's Syrian government. Syrian state TV led its news broadcast with Wednesday's air strikes on the border with Iraq, saying "the USA and its partners" had launched raids against "the terrorist organisation Islamic State."U.S. officials say they informed both Assad and his main ally Iran in advance of their intention to strike but did not coordinate with them.Jordan, Bahrain, the United Arab Emirates, Qatar and Saudi Arabia have joined in the strikes. All are ruled by Sunni Muslims and are staunch opponents of Assad, a member of a Shi'ite-derived sect, and his main regional ally, Shi'ite Iran. But some of Assad's opponents fear the Syrian leader could exploit the U.S. military campaign to rehabilitate himself in the eyes of Western countries, and that strikes against Islamic State could solidify his grip on power.

ISLAMIC STATE ADVANCES ON KURDS

Even as Islamic State outposts elsewhere have been struck, the fighters have accelerated their campaign to capture Kobani, a Kurdish city on the border with Turkey. Nearly 140,000 Syrian Kurds have fled into Turkey since last week, the fastest exodus of the entire three-year civil war.An Islamic State source, speaking to Reuters via online messaging, said the group had taken several villages to the west of Kobani. Footage posted on YouTube appeared to show Islamic State fighters using weapons including artillery as they battled Kurdish forces near Kobani. The Islamists were shown raising the group's black flag after tearing down a Kurdish one.A Turkish official, speaking on condition of anonymity, said the advance had been rapid three days ago but was slowed by the U.S.-led air strikes. But Ocalan Iso, deputy leader of Kurdish forces defending Kobani, said more militants and tanks had arrived in the area since the coalition began air strikes on the group.(Additional reporting by Arshad Mohammed, Steve Holland, Michelle Nichols and Louis Charbonneau at the United Nations, Phil Stewart and David Alexander in Washington, Patrick Markey in Tunis, Tom Perry, Sylvia Westall, Mariam Karouny, Laila Bassam, Alexander Dziadosz in Beirut, Suleiman al-Khalidi in Amman, Anthony Deutsch in The Hague; Writing by Peter Graff and Alexander Dziadosz; Editing by David Stamp, Chizu Nomiyama and Ken Wills)

Qatar, a partner in U.S. airstrikes, says Syrian regime main problem-Reuters-SEPT 24,14-YAHOONEWS

UNITED NATIONS (Reuters) - Qatar, which provided support for U.S.-led airstrikes in Syria this week, urged the international community to confront the Syrian regime, highlighting pressure by some of Washington’s Gulf Arab allies to widen its campaign against Islamic State.Qatar is among five Arab nations including Saudi Arabia, United Arab Emirates, Jordan and Bahrain that joined in or supported U.S.-led airstrikes against Islamic State targets in Syria beginning late on Monday. U.S. officials said Qatar’s role consisted mostly of logistical support.“The war of genocide being waged and the deliberate displacement carried out by the regime remain the major crime,” Qatar's ruler, Emir Sheikh Tamim bin Hamad Al Thani, told the United Nations General Assembly in New York. The world should work to end "the systematic destruction of Syria" by the Syrian government, he said. The United States has said its military campaign will not target the Syrian government and instead will focus on the Islamic State, which has seized a third of both Iraq and Syria and seeks to establish a caliphate in the Middle East.Appearing to echo concerns that the Syrian government could benefit from the U.S.-led airstrikes, the emir said, "we cannot succeed in the war on terrorism if the people were not satisfied that it is their war and not a war to stabilize a regime that is oppressing them."Although the Gulf states are all opposed to Syrian President Bashar al-Assad, Qatar has long faced criticism, including from neighboring Gulf Arab states, for using its vast oil and gas wealth to back Islamists across the region including groups inside Syria.Qatar assured the West on Wednesday it was not aiding Islamic State in Iraq and Syria.A source close to the Qatar government told Reuters Tuesday’s U.S.-led airstrikes would not solve anything. He said it was unfair to target only Islamic State when Assad "has been left to kill his people for years."(Writing by Jason Szep; Editing by Howard Goller)

UNITED NATIONS (Reuters) - Britain should now join U.S.-led airstrikes against Islamic State militants in Iraq and the country's parliament has been recalled to secure approval, Prime Minister David Cameron told the United Nations on Wednesday."It is right that Britain should now move to a new phase of action," Cameron told the 193-member U.N. General Assembly."I am therefore recalling the British Parliament on Friday to secure approval for the United Kingdom to take part in international air strikes against ISIL (Islamic State) in Iraq," he said.(Reporting by Michelle Nichols. UN meets facing multiple crises; Obama to speak-Associated Press-By EDITH M. LEDERER-SEPT 24,14-YAHOONEWS

UNITED NATIONS (AP) — The United Nations chief called for world leaders Wednesday to join an international campaign to ease the plight of nearly unprecedented numbers of refugees, the displaced and victims of violence in a world wracked by wars and the swift-spreading and deadly Ebola epidemic.
Secretary-General Ban Ki-moon said leaders must find and nurture "seeds of hope" in the turmoil and despair of a world that may seem like it's falling apart with people crying out for protection from greed and inequality."Not since the end of the Second World War have there been so many refugees, displace people and asylum seekers. Never before has the United Nations been asked to reach so many people with emergency food assistance and other life-saving supplies," Ban said in his state of the world address at the opening of the U.N. General Assembly's annual ministerial meeting.Several leaders including Jordan's King Abdullah and Turkey's President Recep Tayyip Erdogan addressed the challenges — financial and social — of hosting hundreds of thousands of refugees from Syria.Abdullah, whose country is sheltering nearly 1.4 million Syrians, said the refugee crisis "demands a global solution.""To date, the response has not kept pace with the real needs," he said. The global spotlight at the assembly is focused on the rise of radical Islamic extremists, who chose Wednesday to behead a French hiker in Algeria. French President Francois Hollande denounced the militants linked to the Islamic State group who assassinated Herve Gourdel and warned that they pose a global threat that must be stopped.U.S. President Barack Obama urged world leaders to join a global coalition to destroy the Islamic State terrorist group which "has terrorized all who they come across in Iraq and Syria." He also urged the leaders to address the failure to confront forcefully enough "the intolerance, sectarianism, and hopelessness that feeds violent extremism in too many parts of the globe."And Ban decried the "new depths of barbarity" and called for decisive action to stop "atrocity crimes." But he also said "we must not let the smoke from today's fires blind us to longer-term challenges and opportunities" and address "the danger posed by religiously motivated fanatics."Speaker after speaker addressed a host of other issues from illegal immigration to promoting equality for women and reforming the powerful U.N. Security Council to reflect the 21st century, not the post-World War II world. On a positive note, Mauritania's President Mohamed Ould Abdel Aziz, who currently heads the 54-nation African Union, touted the continent's economic growth, now close to 6 percent on average, and its promotion of agriculture, which now employs close to 60 percent of the work force and represents one-third of the continent's GDP."Africa is working relentlessly to change from a consumption space to a production zone in order to guarantee employment opportunities for millions of its people," he said.Abdel Aziz called for "strong action to find efficient and rapid solutions" to the phenomenon of illegal immigration and address the unemployment that leads African youth to seek opportunities elsewhere."We cannot just count the bodies washed up onto the beaches or undertake rescue operations at sea for thousands of migrants crammed in unsafe boats," he said.

Greens write letter of complaint over new Spanish commissioner-24.09.14 @ 17:17-EUOBSERVER-By Honor Mahony

BRUSSELS - The Green faction in the European Parliament has written to incoming European Commission president Jean-Claude Juncker to raise concerns about the Spanish nominee for his team. The letter notes there are "mounting concerns and criticism" about Miguel Arias Canete, who is slated to take on the energy and climate action portfolio. It says that while Canete's "direct links" to the oil industry were severed when he sold his shares in two companies (Petrolifera Ducar and Petrologis Canaris) earlier this month, it is "still insufficient evidence for him to be able to claim to 'avoid the slightest notion of potential conflict of interest'.""His wife, son and brother in law all remain as either shareholders or board members of these companies," it continues. The letter also draws attention to the fact that Spanish media and NGOs have raised "serious suspicions that these personal and family interests have been partly hidden, through tax-evasion mechanisms".The Green group, which is the second smallest of the seven factions in the parliament, with 50 MEPs, asks Juncker whether he was aware of the Spaniard's potential conflict of interest and how he will ensure Canete's independence is "actually beyond doubt".The letter comes just ahead of the European Parliament's hearings of all commissioners, beginning next week.MEPs do not have the power to veto individual commissioner candidates but won the de facto right back in 2004 when they forced a change of the Italian and Latvian nominees.Canete's name has popped up several times as someone who may face problems due to his shares in the oil energy. He tried to pre-empt any trouble by selling them on 18 September. But the Greens and other pro-environment MEPs were set to give anyone in the post a tough grilling, as the portfolio merges energy and climate action, which critics say already represents a downgrading of environment in the Juncker commission.Canete is due to be heard on Wednesday (1 October) by the industry and environment committees - two power committees which often have strongly differing views on proposed EU legislation. The hearings as a whole kick off on Monday with the incoming trade commissioner, Cecilia Malmstrom, one of the first in the hot seat.MEPs are expected to pay particular attention to the seven vice-presidents, who will have extra oversight powers, to work out exactly how they will wield them.Frans Timmermans, the Dutch commissioner, who is to be the 'first' vice-president will have a special hearing with all political group leaders as his job - to curb red-tape and maintain inter-institutional relations - will cut across all departments.

Obama criticises 'Russian aggression in Europe'-24.09.14 @ 18:48-By EUOBSERVER

US leader Obama opened his UN speech in New York by saying "Russian aggression in Europe recalls an era in which big states trampled on small ones to pursue their territorial ambitions". He added that Western sanctions can be lifted if Russia takes the "path of diplomacy and peace" instead.

EARTH WORSHIP

DEUTERONOMY 17:3-4
3 And hath gone and served other gods, and worshipped them, either the sun, or moon, or any of the host of heaven, which I have not commanded;
4 And it be told thee, and thou hast heard of it, and enquired diligently, and, behold, it be true, and the thing certain, that such abomination is wrought in Israel:

DEUTORONOMY 4:15-19
15  Take ye therefore good heed unto yourselves; for ye saw no manner of similitude on the day that the LORD spake unto you in Horeb out of the midst of the fire:
16  Lest ye corrupt yourselves, and make you a graven image, the similitude of any figure, the likeness of male or female,
17  The likeness of any beast that is on the earth, the likeness of any winged fowl that flieth in the air,
18  The likeness of any thing that creepeth on the ground, the likeness of any fish that is in the waters beneath the earth:
19  And lest thou lift up thine eyes unto heaven, and when thou seest the sun, and the moon, and the stars, even all the host of heaven, shouldest be driven to worship them, and serve them, which the LORD thy God hath divided unto all nations under the whole heaven.

2 KINGS 23:5
5 And he put down the idolatrous priests, whom the kings of Judah had ordained to burn incense in the high places in the cities of Judah, and in the places round about Jerusalem; them also that burned incense unto Baal, to the sun, and to the moon, and to the planets, and to all the host of heaven.

World leaders pledge to tackle climate change-24.09.14 @ 09:27-EUOBSERVER-By Nikolaj Nielsen

BRUSSELS - World leaders on Tuesday (23 September) pledged to step up efforts to fight climate change in the run-up to a global climate agreement in Paris at end of next year.Speaking at the UN Climate summit in New York, EU commission chief Jose Manuel Barroso told the assembly of some 120 leaders that the EU is on track to meeting its 2020 target on cutting emissions and increasing renewable energy. The commission’s proposal includes a reduction target of 40 percent of domestic emissions by 2030, compared to 1990 levels, plus a renewables target of at least 27 percent and energy savings of 30 percent.“We are in the process of de-carbonising Europe's economy,” he said.Barroso noted that the EU aims to spend 20 percent of its overall 2014-2020 EU budget on climate action. He also announced plans to set aside more than €3 billion in grants to support sustainable energy in developing countries over the next seven years.Organised by the UN Secretary-General Ban Ki-moon, the summit aims to mobilise political will ahead of a legally binding international climate contract in Paris. It is the largest gathering of leaders on climate change since the failed 2009 summit in Copenhagen. But critics says the pledges announced, despite the impassioned speeches from global leaders like US President Barack Obama, fall short of what is needed to limit the global rise in temperature to 2 degrees Celsius.“The EU brings nothing new to the negotiating table yet still pretends to be a climate champion,” said Jean-Cyril Dagorn, a climate change expert at Oxfam. He says the EU relies too heavily on fossil fuels, a major contributor to green house gas emissions.Another issue is that developing countries are hoping to tap into a so-called Green Climate Fund, set up in 2010, to help them counter climate change.NGOs say the fund needs at least €11 billion in the first three years of operation. To date, it has €1.8 billion.Prior to the summit, Germany and Sweden agreed to place money into the fund. At the summit, governments and businesses from Denmark, France, South Korea, Norway and Switzerland pledged a total of around €1 billion for the fund. The world's two largest carbon emitters, China and the US, also made some announcements.China’s Vice-Premier Zhang Gaoli said the country would make greater efforts to address climate change by either capping emissions or have them peak “as soon as possible”.Last year, China invested more in renewables at €43bn than Europe at €37bn, according to the Financial Times.Gaoli also pledged €6 million to help developing countries fight climate change.US president Barack Obama, for his part, said the US would help to ensure a global contract is reached in Paris in October.

09/24/2014 - VATICAN INSIDER-Francis: No privileges for Bishop Wesolowski, arrested on charges of child abuse-The Pope-The former Nuncio to the Dominican Republic has been arrested: “the dossier is shocking”. Pope Francis – who compared child abuse to the sacrilege of black masses – is changing things around-ANDREA TORNIELLI

vatican city-“In Argentina we call those who receive preferential treatment “spoilt children”, but “there will be no preferential treatment when it comes to child abuse,” Francis said. And Francis is putting his money where his mouth is. On the return flight from the Holy Land to Rome last 26 May, he compared child abuse by priests to a “black mass”, a sacrilegious act. The scandalous arrest of the former Apostolic Nuncio to the Dominical Republic, Józef Wesolowski, - who had already been condemned by the tribunal of the Congregation for the Doctrine of the Faith and reduced to the lay state – is proof that Francis is turning his words into action. He has vowed that there will be no privileged treatment for the clerical “caste” and has now deprived a former archbishop of his freedom, where before the latter had enjoyed the protection of diplomatic immunity. Two years ago, another shocking arrest led to the imprisonment of Benedict XVI’s butler, Paolo Gabriele, the poison pen letter writer at the centre of the Vatileaks scandal: the former Pope’s personal assistant who lives in very close quarters with the Pope would photocopy Benedict XVI’s correspondence. He was a layman. This time, however, it is a prelate, a high-ranking prelate in fact, who is in fault and his arrest marks a historical turning point: the Holy See’s institutions must accept responsibility and act with “the just and necessary rigour”, without granting special treatment to those who hold a Vatican passport and wear a red tunic. If he hadn’t left the country, Wesolowski would have been arrested in Santo Domingo. Bearing in mind how serious the charges and evidence against him are, the former Nuncio who used to lure children onto beaches could not continue to walk freely in the streets of Rome.Pope Francis was apparently shocked when in recent months he read the dossier on the Wesolowski case. "A priest that does this betrays the body of the Lord, because these priests need to lead this boy, this girl, this young man, this young woman, to holiness. And this boy, this girl, they trust him. And this priest, instead of leading them to holiness, abuses them. This is very serious.”Francis was profoundly affected by the stories told to him by six individuals from Germany, Ireland and Britain, who had fallen victim to paedophile priests. The Pope dedicated an entire morning to these victims last 7 July, meeting each of them face to face.  One woman, who had been raped as a child said: “Yes, you reduce these priests to the lay state, you de-priest them. But who controls them once they’ve removed the tunic and left the Church?” These words must have been imprinted in Francis’ mind. After his canonical trial and dismissal from the clerical state, the former Polish archbishop was supposed to undergo a separate criminal trial in his “home” State, the Vatican City State, these words being imprinted in gold on the red front cover of his passport. Francis did not want this man to receive any special treatment.Pope Francis has fought against the phenomenon of clerical paedophilia and especially against the many cover-up operations that have taken place over the past decades, continuing the work which Benedict XVI carried out with great courage and determination. In 2010, in the midst of the storm that had brewed up over the revelations made in various countries, Francis said that “the greatest persecution of the Church does not come from external enemies, but is born of sin within the Church.”Yesterday’s arrest is in tune with Francis’ broader reform plans in other sectors too, for example the Vatican’s finances and particularly the IOR. It comes not long after the Vatican found itself on many front pages for reasons that were far from holy. This is not justicialism on Francis’ part. He is trying very hard, with much determination without conceding any special treatment to “spoilt children”, to break old “habits and ways of acting typical of a court: intrigue, gossip, cliques, favouritism and partiality,” – as he himself said – and corruption in general. In other words, everything that led to his successor’s resignation.

09/24/2014-VATICAN INSIDER-Medical Condition Leads to House Arrest for Former Nuncio Wesolowski-Case appears 'not to have modern precedent'-gerard O'Connell

Vatican City-The Vatican has announced that the Holy See’s former nuncio to the Dominican Republic, Archbishop Josef Wesolowski, has been placed under house arrest inside the Vatican City State for the abuse of the minors in the Latin American state. The decision, which appears not to have a precedent in modern Vatican history, was taken by the Vatican Criminal Court that is investigating the case. The news was broken by the Director of the Holy See’s Press Office, Father Federico Lombardi, in a statement sent to the media late on the evening of September 23.The press communique said the Promoter for Justice of the Vatican City State’s criminal court of first instance had, today, “summoned the former nuncio, Monsignor Wesolowski, as a result of the penal investigation in his regard.” It said “he was notified of the charges in the penal case against him for the serious facts of the abuse of minors that happened in the Dominican Republic.”The statement recalled that the former nuncio had already been condemned in the (court of) first instance by the Congregation for the Doctrine of the Faith “to reduction to the lay state, after an administrative penal canon-law trial had been conducted against him.”This referred to the fact that on June 27 the former Archbishop Wesolowski was condemned, in a trial conducted under the Code of Canon Law, for the crimes of abuse of minors during his period as the Holy See’s nuncio in the Dominican Republic between 2008 and August 2013.Last June a tribunal of the Congregation for the Doctrine of the Faith found him guilty and sentenced him to reduction to the lay state. He was given two months to appeal that sentence and on August 25 the Vatican announced that he had done so, adding that his appeal “will be judged without delay over the course of the coming weeks, most likely in October 2014.” It added that at the conclusion of the canonical process, Wesolowski would face a criminal trial under the Vatican’s penal code. This new Vatican statement tonight refers to this criminal process that is being conducted under the Vatican City State’s Criminal Code. It makes clear that it has already begun, and is in its preliminary stage.Father Lombardi announced that “the gravity of the charges” against the former nuncio had led the [criminal court’s] Investigator’s office “to impose provisions of restrictions” on the former nuncio. But, it said, “in the light of the health condition of the accused—proven by medical documentation, it was decided to put him under house arrest, with the limitations linked to this, in a building within the Vatican City State.“This declaration would seem to suggest that Wesolowski, a Polish citizen who has been deprived of diplomatic immunity by the Vatican in the summer after he was condemned, would in fact have been put in prison if he did not have health problems. This evening’s statement said “this initiative was taken by the judicial authorities of the [Vatican City] State as a result of the expressed will of the Pope that such a grave and delicate case be dealt with without delay, with the just and necessary rigor, and with the taking of full responsibility by the institutions that are responsible to the Holy See.”Pope Francis has stated clearly that he would adopt a zero tolerance approach in cases of the abuse of minors by priests, and that nobody, at whatever level in the church, would be above the law. The announcement tonight is a clear instance of the Pope’s determination to deal with justice and rigor in this most serious matter. Given the gravity of the case, the former nuncio, if condemned by the criminal court, could be sentenced to jail. This article is published by America.
