Moscow (AFP) - Russia declared NATO a major "threat" on Tuesday after the Western military alliance announced plans to reinforce defences in eastern Europe because of the Kremlin's perceived stoking of war in Ukraine.Moscow's surprise declaration of a shift in its military doctrine came just ahead of a NATO summit in Wales on Thursday at which beleaguered Ukrainian President Petro Poroshenko will lobby US President Barack Obama for military support.Obama will deliver a message of firm NATO support for its newest members from the former Soviet empire when he visits the tiny Baltic state of Estonia on Wednesday. The Ukraine crisis is forcing NATO back to the basics of collective defence in Europe as Russia seeks to restore influence in its Soviet era backyard, analysts and officials said.NATO leaders meeting Thursday and Friday in Wales must now ensure the alliance can react quickly and credibly after years spent well beyond its original remit -- the defence of western Europe against the Soviet Union, they said."We now have NATO returning to it's basics, focusing primarily on collective defence and coming out of 20 years of operations with all the experience that that has given and facing new challenges that we did not expect," said Douglas Lute, the US Ambassador to the alliance in Brussels.In the 1990s, NATO forced Serb forces out of Kosovo, to Moscow's fury at the treatment of a traditional ally.It then took up the "Great War on Terror" after the 9/11 attacks on the United States, leading to its longest ever campaign, in Afghanistan, and intervention in Libya.All the while, there seemed little direct threat in Europe, with Russia convulsed as it came to terms with the loss of Great Power status and helpless to prevent Soviet-era satellites joining the European Union and NATO.Russian President Vladimir Putin has pointedly described the Soviet Union's collapse as a disaster, a calamity which must be remedied if possible.NATO condemned his annexation of Crimea in March as a dramatic redrawing of Europe's post-Cold War borders by force and a wake-up call which the West ignores at its peril.

“Because we [Italy] are very convinced of the strategic relevance of the enlargement process, during the first month of the [Italian] presidency I visited all the capital cities in the Western Balkans”, she said.“We believe that going on consistently with the enlargement process is not only in the interests of those countries … but also in the interest of European stability, security, and economic prosperity”.She singled out Albania as making the most progress and said Italy is looking to chair an Albania-Serbia meeting on better Serb relations with Kosovo.But she said Bosnia needs “profound reform” and there is no question of “artificially accelerating” EU ties.She admitted she has no idea how to solve the Macedonia-Greece name dispute, saying: “If I had the answer to that, I would maybe win the Nobel prize”.She also avoided questions on Turkey’s crackdown on civil liberties, saying only that EU accession talks can help “reinforce” Turkish reforms.Mogherini’s remarks are a counterpoint to recent statements by Jean-Claude Juncker, the incoming European Commission chief, who said there will be no new EU states in his five-year term.They also come amid talk that the commission's enlargement bureau might be folded into the European External Action Service, which Mogherini is to take over in November.Turning to Russia, the Italian FM said she regrets that Italy described Russia as a “strategic” partner for resolving “regional challenges” in its presidency programme in July.“The strategic partnership is now over. BRUSSELS - France wants a new European coordinator to ensure member states follow through more rapidly on their asylum and border control commitments.A French official close to the issue said the coordinator is needed because the EU’s home affairs portfolio, currently headed by Cecilia Malmstrom, is too broad.The proposal follows incoming EU commission president Jean-Claude Juncker’s announcement over the summer that he would create a new commissioner post with “special responsibility for migration”.Juncker is expected to announce the commission portfolios and how he intends to organise the work of the next European Commission next week.The coordinator post is part of a larger French-led EU plan on immigration briefly outlined by French interior minister Bernad Cazeneuve in Brussels on Monday (1 September).Cazeneuve, speaking alongside Malmstrom, told reporters member states need to regain control of the EU’s external borders, better implement asylum procedures, and step up efforts to dismantle human smuggling networks.“We need in each of our member states a strategy in order to welcome those who must be granted asylum.”Before his stop in Brussels, the French politician visited Rome, London, Barcelona and Berlin to shore up support. BEIRUT - Islamic State extremists released a video posted Tuesday purportedly showing the beheading of a second American journalist, Steven Sotloff, and warning President Barack Obama that as long as U.S. airstrikes against the militant group continue, "our knife will continue to strike the necks of your people."The footage — depicting what the U.S. called a sickening act of brutality — was posted two weeks after the release of video showing the killing of James Foley and days after Sotloff's mother pleaded for his life.Barak Barfi, a spokesman for the Sotloff family, said that the family had seen the video but that authorities have not established its authenticity."The family knows of this horrific tragedy and is grieving privately. There will be no public comment from the family during this difficult time," Barfi said.Sotloff, 31, who freelanced for Time and Foreign Policy magazines, vanished in Syria in August 2013 and was not seen again until he appeared in a video released online last month that showed Foley's beheading. Dressed in an orange jumpsuit against the backdrop of an arid Syrian landscape, Sotloff was threatened in that video with death unless the U.S. stopped airstrikes on the group in Iraq.In the video distributed Tuesday and titled "A Second Message to America," Sotloff appears in a similar jumpsuit before he is apparently beheaded by a fighter with the Islamic State, the extremist group that has claimed wide swathes of territory across Syria and Iraq and declared itself a caliphate.In the video, the organization threatens to kill another hostage, this one they identified as a British citizen.The SITE Intelligence Group, a U.S. terrorism watchdog, first reported about the video's existence. vatican city-The first public speech Pope Benedict XV gave after the Conclave which elected him as Pius X’s successor on 3 September, marked the start of his mission to end hostilities, convincing the great powers to resolve pending questions through dialogue and negotiation. This was the spirit of his first four public wartime speeches. On 8 September 1914 Benedict XV “repeated his predecessor’s call to people to pray for an end to the war,” urging powers to put down their weapons. But his calls fell on deaf ears. He made another attempt at moral persuasion on 1 November 1914 with the “Ad Beatissimi” encyclical. In it, Benedict XV denounced the general cultural barbarisation of the time: “the lack of reciprocal love between men,” material wellbeing “becoming the only aim of human action” and the nationalistic hatred which led to paroxysm. According to the Pope this was all rooted in a culture of positivism which exalted hatred, instinct and the fight for survival.In the face of all this it was necessary to return to the “principles of Christianity” so that the exaltation of hatred can be replaced by “fraternal love”. Hence his appeal to Catholics to take humanitarian action. Another appeal was then made to the warring sides to put an end to the violence and find “other ways to ensure violated rights were respected.” This second appeal also fell on deaf ears. A third attempt to persuade sides to put down their weapons was made at Christmas: “Benedict XV asked for a twenty-four hour ceasefire to remember the “Prince of Peace”. But the Russians and French said no. On 10 January 1915 Della Chiesa published his Prayer for peace but Belgian and French clergy twisted its meaning to fit their own political and patriotic interests.Benedict XV’s appeals to convince the great powers to lay down their weapons had all failed. In addition, the stalemate in trench warfare signaled that the conflict was not going to be a short one. From that moment on the Pope and the Holy See set themselves a new goal: to reduce humanity’s suffering. Hence, Benedict XV aimed to keep Italy out of the conflict. Another attempt, which was doomed to failure.Despite this, the Vatican continued its diplomatic efforts: it offered to mediate for a separate peace deal between Germany and France. After this diplomatic initiative failed too, on 28 July 1915 the Pope resorted to yet another peace appeal: he published an apostolic exhortation commemorating the first anniversary of the conflict’s outbreak, asking warring sides to lay down their weapons and begin negotiations. Benedict XV urged against nationalistic excess declaring: “Nations do not die.” If the rights of nations are not recognized, the humiliation and oppression this would spark, would carry the yoke imposed on them into the future, paving the way for revenge and transmitting a sad legacy of hatred and revenge from generation to generation.” Far-sighted and prophetic words.This appeal also went unheard as the conflict grew and worsened. Benedict XV realized that it was futile to go on insisting and he focused his efforts on humanitarian assistance and above all on helping the victims of the greatest atrocity of World War One: the Armenian Christian genocide.One of the things the Holy See did constantly during the war was to offer humanitarian assistance to all those who were suffering. On 2 December 1914 the Holy See published a decree in Vatican newspaper L’Osservatore Romano, after which it started launching numerous humanitarian initiatives, starting with material and spiritual assistance to prisoners of war. The visits local bishops and clergy paid to prison camps were of vital importance: the Vatican was being constantly informed about the conditions of prisoners. Benedict XV’s pacifying actions included negotiations to ask for prisoners’ repatriation or for improved living conditions. This included proposals for the treatment and exchange of sick and wounded prisoners. The Pope managed to stop the deportation of Belgians by the Germans, particularly thanks to the actions taken by the Nuncio to Munich, Giuseppe Aversa.At the end of the war, the Opera dei Prigionieri – an organisation established in the Vatican in the spring of 1915 – sorted 600,000 bundles of letters, including 170,000 searches for missing persons, 40,000 requests for the repatriation of sick prisoners of war and the dispatch of 50,000 letters “to” and “from” prisoners and their families. Crucial assistance was offered to people living in or in countries near warzones, such as Lithuania, Montenegro, Poland, Syria and Lebanon.Benedict XV’s efforts culminated in his “Peace Note”. Between the spring and summer of 1917 came a glimmer of hope as attempts were made to establish contact between the warring sides and various international peace congresses were held. This was the first time since the start of the war that concrete proposals for negotiations were being presented.At least three of the points presented in the Pope’s 1917 peace plan were developed by Benedict XV’s successors. The limitation of arms: the papal magisterium of the 20th century is full of appeals for reciprocal disarmament. International arbitration was attempted with little success in 1919 through the League of Nations and there was constant papal support offered to the UN. Finally, the reciprocal renunciation of war indemnities was linked to the Popes’ insistence on a just war, not a war of revenge and humiliation of adversaries but respectful of the rights of the defeated. An unjust war would lay the foundations for a new war, as the humiliated side would seek revenge.The papal initiative failed for a number of reasons. Among these were the changes to equilibriums within Germany and its conviction of victory, the fact that the conflict grew to include the US and the radicalization of reciprocal hatred. All powers involved in the conflict had gripes about one or other of the points in the “Peace Note”. The only positive response came from Austrian Emperor Charles I. The Treaty of Versailles signed at the end of World War One signified peace for the winning side. “This was not the peace people expected; it was not the peace they had been promised in order to drag them into the slaughterhouse,” a comment on the treaty published by L’Osservatore Romano read. According to the Vatican, it was “the voice of imperialism, hegemonic ambitions, commercial egotism and the overpowering nationalism of the winners” that was to blame, while “the voice of humanity remained weak and fell on deaf ears.”

Up to 15,000 Russian soldiers have been sent to Ukraine over the past two months, and at least 200 may have died in combat there, rights groups told AFP on Monday.Moscow denies that it has deployed regular troops to Ukraine to prop up separatists battling Kiev forces, but multiple indications have emerged over the past weeks that Russian soldiers are on the ground in Ukraine.Valentina Melnikova, head of the Committee of Soldiers' Mothers, the main organisation representing the families of servicemen, said some 7,000 to 8,000 Russian troops are believed to be in Ukraine at present.Citing her own estimates, she believes that between 10,000 and 15,000 troops have been deployed to Ukraine over the past two months." Unfortunately, I am convinced I am right," she told AFP, saying her calculations are based on information from families whose husbands and sons have been sent on drills close to the border, but then have gone incommunicado."Military commanders are conducting a secret special operation," said Melnikova, who is a member of the defence ministry's public council.

The ministry declined to comment.

NATO has said that "over 1,000 Russian troops" are in Ukraine.Rights groups say Russian authorities have imposed a blackout on any information about the deployment of servicemen.The Committee of Soldiers' Mothers and Citizen and the Army, another group representing servicemen, said they don't have any officially confirmed casualty lists so far.But these and other campaigners, citing information from relatives and servicemen, said at least 200 Russian servicemen might have died in Ukraine.Sergei Krivenko, head of Citizen and the Army, and Ella Polyakova, head of Soldiers' Mothers in Saint Petersburg, said some 100 soldiers from the 18th Infantry Brigade based in Chechnya are believed to have died in Ukraine."Authorities should say why soldiers are dying on the territory of another state and why they are keeping silent," said Polyakova, who is a member of President Vladimir Putin's advisory council on human rights.Separately, an opposition lawmaker, Lev Shlosberg, probing soldiers' presence in Ukraine, told AFP on Saturday some 100 paratroopers based in the northwestern town of Pskov had died.Ukraine's defence ministry Valeriy Geletey said Russia had already "paid dearly for the invasion"."Ukraine's black earth has become the final resting place for hundreds of Russian soldiers and officers," he said on Facebook.

"A large number of people are dying."Rights groups say that while papers accompanying dead bodies specify gunshot or shrapnel wounds as a cause of death they don't say where they were sustained."These documents are astonishing. Instead of the place of death there is a blank space," Polyakova said. "We saw a similar picture in Chechnya."She said authorities have apparently sought to keep the involvement of Russian troops under wraps and have tried not to leave a trail of evidence."Commanders are not always bold enough to tell the truth," said Anatoly Salin, an expert for Soldiers' Mothers in the southern Astrakhan region, who fought in both Chechen wars."All orders are oral," added Polyakova, noting servicemen likely come under pressure from commanders and may be forced to sign papers on the non-disclosure of classified information.Rights groups say a pattern appears to be emerging: troops are sent on drills close to the border where they are told to change clothes and paint over identification numbers on their tanks before they are deployed to Ukraine.The justice ministry last week labelled Soldiers' Mothers of Saint Petersburg a "foreign agent", a term thick with connotations of Cold War espionage."The Kremlin is determined to muzzle its critics and keep a strong lid on any information which suggests that Russia plays a direct part in the conflict in Ukraine, although evidence to the contrary is mounting every day," said Sergei Nikitin, director for Amnesty International in Russia.

NOVOKATERYNIVKA, Ukraine - The Ukrainian solders were an easy target as they launched a desperate run to safety. Pounded by a gauntlet of rocket shells, blown up in their vehicles, they died by the dozens.In fields around the eastern Ukrainian village of Novokaterynivka, more than thirty army vehicles lay charred and pulverized into twisted piles of metal Tuesday — the result of a devastating weekend ambush by separatist forces.The rout marked a major intensification in the separatists' offensive in eastern Ukraine — one that the government in Kyiv, NATO and the United States say has been sustained by Russia's direct military support.Moscow's aggressive stance toward Ukraine has come in both words and deeds of late, fueled by attacks like those in Novokaterynivka as well as a leaked report that EU Commission President Jose Manuel Barroso said Vladimir Putin told him that Russia could take over Kyiv "in two weeks" if it wished.The separatists, after having a month of setbacks in which government troops regained territory, have been inordinately successful in the last 10 days just as columns of Russian tanks and armoured vehicles have been seen crossing the border. President Barack Obama and other NATO leaders will be attending a summit in Wales on Thursday to create a rapid-response military team to counter the Russian threat.Yuri Ushakov, Putin's foreign policy adviser, told reporters that the Russian leader's statement on Kyiv was "taken out of context and carried a completely different meaning."Yet on the ground, the results of much deadlier weapons of war could not be denied.The smashed tanks, APCs and trucks were part of a massive column fleeing Saturday night after being encircled in the town of Ilovaisk, which the government was compelled to concede after weeks of bitter battles. The leader of the pro-government Donbas Battalion, Semyon Semenchenko, wrote on his Facebook on Saturday morning that there was an agreement. But rebel fighters told The Associated Press a day later that the government convoy included too many military vehicles and weapons to be allowed through.One group of Ukrainian soldiers that survived the gauntlet told the AP on Sunday that they were fired upon from all sides."We came out of hell," said one, standing in a flatbed truck packed with 20 other soldiers outside the town of Starobesheve.Rank-and-file troops have increasingly voiced exasperation at perceived government mismanagement of the war. MOGADISHU (Reuters) - An air strike in Somalia by U.S. armed forces targeted the leader of the Islamist militant group al Shabaab, Ahmed Abdi Godane, Somali and U.S. officials said on Tuesday, but they said it was unclear whether he was killed in the attack."We don't know that he's dead. But he was the target," one U.S. official told Reuters, speaking on condition of anonymity.Other U.S. officials said they believed Godane was killed in the strike late on Monday against a location where senior members of the al Qaeda-linked group were meeting, but the U.S. government has not confirmed this yet or given further details.If Godane were killed, it would be a major victory against the al Shabaab militants fighting the Western-backed government of Somalia, which is also supported by African Union troops.Since taking charge in 2008, Godane has restyled the group as a global player in the al Qaeda franchise - a transformation that was highlighted when it killed at least 67 people in an attack on a Kenyan shopping mall in September last year.The militants have also carried out guerrilla attacks in parts of the Somali capital Mogadishu, as well as in neighbouring Kenya and Uganda.Godane's close associate, Ahmed Mohamed Amey, was killed by a U.S. air strike in January.After the Westgate mall attack, Navy SEALS stormed ashore into the al Shabaab stronghold of Barawe, where a regional official said the latest air strike was also launched, but they failed to capture or kill their target then.The U.S. Department of Defense said late on Monday that its forces had carried out the operation against al Shabaab and would provide more information "when appropriate". BRUSSELS (Reuters) - NATO leaders will respond to the Ukraine crisis by agreeing this week to create a "spearhead" rapid reaction force, potentially including several thousand troops, that could be sent to a hotspot in as little as two days, officials said on Monday.The 28-nation alliance already has a rapid reaction force but U.S. President Barack Obama and other leaders meeting for a NATO summit in Wales on Thursday and Friday are expected to create a new force that would be able to respond more quickly to a crisis.The speed with which Russian forces infiltrated Ukraine's Crimea region in March has focused minds at NATO on speeding up its ability to respond if a similar crisis ever occurred on NATO territory."We will develop what I would call a spearhead ... a very high-readiness force able to deploy at very short notice. This spearhead would be provided by allies in rotation, and could include several thousand troops, ready to respond where needed with air, sea and special forces support," NATO Secretary-General Anders Fogh Rasmussen told a news conference.A senior NATO official, speaking on condition of anonymity, said the spearhead force could range from "a very small size up to something potentially as large as a brigade size". A NATO brigade typically numbers between 3,000 and 5,000 troops.The official said the force would be able to deploy to a crisis zone in just two days. Other NATO sources said however that some elements of the force might take longer to arrive. Currently it takes five days for the first units of NATO's rapid reaction force to arrive.The creation of the new force will be one of a range of measures in a "readiness action plan" that NATO will adopt at the summit to step up deterrence in response to the Ukraine crisis.

ROME (Reuters) - The world's worst Ebola epidemic has put harvests at risk and sent food prices soaring in West Africa, the U.N. Members of a Gaza family whose farm was turned into a "fortress" by Hamas fighters have reported that they were helpless to stop Hamas from using them as human shields. They described how for years Hamas has used their property and homes as shields for military installations from which to launch rockets into Israel, dig tunnels and store arms. A new report has exposed the details of a heated meeting held between Palestinian Authority (PA) Chairman Mahmoud Abbas and Qatar-based Hamas politburo chief Khaled Mashaal on August 21 in Doha, in which Mashaal apparently submitted to a ceasefire with Israel.The report was published Monday by the Lebanese Al Akbar news site, as cited by Walla!, and notes Abbas was told by Israel Security Agency (ISA) head Yoram Cohen two weeks before the meeting that his agency and IDF foiled an attempt by Hamas from its Turkey headquarters to stage a coup against Abbas's PA in Judea and Samaria.Abbas's rage over the news reportedly boiled over in the Doha meeting, which was attended by Qatari emir Tamim bin Hamad al-Thani, his foreign minister, senior members of Abbas's Fatah faction including Saeb Erekat and Azzam al-Ahmed, and Hamas deputy politburo chief Mousa Abu Marzouk."I don't want to return to the past," Abbas reportedly told Mashaal, noting on the April PA-Hamas unity deal. "I gave the Qatari emir all the details. "We are setting a national strategy like this: Israel and the US will agree in writing to a Palestinian state on the '67 borders with eastern Jerusalem as it's capital and defined temporary borders.""We'll start immediately with a border outline during a period that will be set in advance, and afterwards we will discuss the topics of a permanent agreement," said Abbas, detailing his plan to press Israel to leave its biblical heartland without any agreement in place.If the US and Israel do not agree, and indeed both have already expressed opposition to the plan, Abbas noted he would stop the security arrangements and all cooperation with Israel, dismantle the PA - a threat made numerous times in the past - and give Israel control over Judea and Samaria."In this way Israel will take on itself responsibility as an occupying state," said Abbas, presenting a move that some estimate would leave Israel vulnerable to an international litigation.It is worth noting that the 2012 Levy Report, which has yet to be adopted by the government, revealed that an Israeli presence in Judea and Samaria is not an "occupation" according to international law.

Truce talks between Israel and the Hamas, Palestinian Authority (PA) and Islamic Jihad delegations in Cairo are to be renewed within the next 48 hours according to reports Sunday morning.The news of renewed ceasefire talks come from Palestinian sources quoted in the Dubai-based newspaper Al Bayan, as cited by Walla!. Dubai is the capital of the United Arab Emirates (UAE), which reportedly along with Saudi Arabia urged Hamas into the ceasefire by offering massive funds to the terrorist organization.According to the report, the PA delegation head Azzam al-Ahmed will arrive in the Egyptian capital on Sunday night.The Arab sources cited accused Israel of not fulfilling its obligations in the controversial ceasefire deal sealed last Tuesday, claiming Israel promised to open all five Gaza border crossings.However, al-Ahmed revealed last Tuesday that the deal included the immediate easing of restrictions on only the two major Gaza crossings - one of which is managed by Egypt, not Israel - and did not mention all five crossings.Humanitarian goods were to be allowed in immediately; likewise construction materials were agreed to be let in, despite their use in the past in building terror tunnels and rockets. Additionally, the Gaza fishing zone was to be opened to six nautical miles, later to be extended past its previous limits to 12 nautical miles according to al-Ahmed.The renewal of truce talks comes quickly, as in the deal last Tuesday the next round of talks were set vaguely to be held within a month's time.In the upcoming talks the major demands of both sides are to be debated; for Israel the lone demand that has been raised is the disarmament of Gaza.That demand has been flatly rejected, with Hamas spokesperson Sami Abu Zuhri saying Saturday "our people will not allow it. It is not required to disarm the Palestinian people, but rather to disarm the (Israeli) occupation and to ban the American administration from providing it with the weapons that are used to kill children and women."

A Gaza airport and seaport - with or without permission

Hamas has tried to blackmail Israel through the terror war it launched last month into submitting to several extravagant demands, including a Gaza seaport and airport.Defense Minister Moshe Ya'alon last Friday rejected the demand, saying "there is no chance that Hamas will receive a seaport - it is not in Israel's interest, it is not an Egyptian interest, it's not even in the interest of the Palestinian Authority."However, senior Hamas official Mahmoud Al-Zahar declared last Tuesday that his group would build a seaport and airport in Gaza, even without permission. The police are to be given new powers to seize the passports of terrorist suspects and stop British jihadists from returning to the UK, David Cameron has said.It was "abhorrent" British citizens had "declared their allegiance" to groups like Islamic State, he told MPs.He said the UK was looking at "specific and discretionary" powers to bar suspects from returning the UK.Powers to monitor suspects in the UK will also be strengthened.The statement to MPs comes after the UK's terror threat level was raised to "severe" from "substantial" on Friday.Some Tories have urged new powers to seize passports from returning fighters but Lib Dems have urged caution.In a Commons statement and question and answer session which could last two hours, the prime minister is talking about developments in the Middle East and their implications for British security amid concerns about the risk of Britons who have travelled to fight with Islamic State (IS) in Iraq or Syria carrying out an attack on UK soil upon their return.Mr Cameron, addressing MPs on their first day back since July, is also covering the situation in Ukraine, and the weekend's EU summit.No 10 has sought to play down reports of a rift with the Liberal Democrats over the measures after the prime minister and his Lib Dem deputy Nick Clegg were locked in talks over the weekend.It has been reported that new laws are being considered to seize passports and impose temporary bans on fighters travelling home from foreign conflicts.Under the proposals, UK nationals suspected of being involved in terror acts would be allowed to keep their British citizenship, but they would be prevented from re-entering the UK for a period of time.However, the Liberal Democrats have questioned the legality of such measures, warning that rendering citizens stateless was regarded as illegal in international law.The Lib Dems have said they will only agree to policies that are made calmly, on the basis of evidence and maintain the liberty of British citizens.The Prime Minister is addressing the House of Commons at 3.30pm this afternoon, following a weekend of negotiations over controversial plans to extend anti-terrorism powers.British Prime Minister David Cameron addresses MPs this afternoon to unveil a raft of new anti-terrorism laws to help tackle British jihadists.The move follows the decision to raise the UK threat level to “severe” — its second highest — meaning that a terrorist attack is “highly likely”.Among the legislation announced are measures stopping British fanatics from travelling to or returning from the war zones by making it easier to seize their passports.The Prime Minister also tightens controls that can be put on the movement and activities of terror suspects within the UK.

DAVID CAMERON, PRIME MINISTER OF U.K.: -- and on the measures we're taking to defeat extremism and to keep our country safe.

ON EU TOP LEADERS
First on the council, we agreed that Poland's Prime Minister Donald Tusk should serve as the next council president. And Italian Foreign Minister Frederico Mogherini should become the next high representative for foreign and security policy. Donald Tusk made clear in his acceptance speech that he places a high priority on addressing Britain's concerns over the E.U. and I look forward to working with him in his new role.Mr. Speaker, the council spent most of its time focusing on the big international issues that have concerned us all this summer -- the situations in Ukraine, Gaza and the growing threat of ISIL in Iraq and Syria. And I want to discuss each.The presence of Russian soldiers on Ukrainian soil is completely unjustified and unacceptable. I met with President Poroshenko before the counsel on Saturday and with our support, he's invited to address the council. The real cause of this conflict is Russia's refusal to recognize Ukraine's independence and sovereignty. Decisions on Ukraine's political and economic relationships should be for the people of Ukraine, no one else.But Russia appears to be trying to force Ukraine to abandon its democratic choices at the barrel of a gun. In the last two weeks we've seen a dramatic stepping up of Russian military support to the separatists in eastern Ukraine, including Russian troops fighting on the ground.Mr. Speaker, we know from European history the grave danger of a nation state being threatened and undermined in this way. So the European Council agreed that the economic cost it has already imposed on Russia must be stepped up if Moscow persists with these indefensible actions. The council was clear that new sanctions measures will be drawn up within a week.And Mr. Speaker I don't accept the suggestion that sanctions are not having an impact. Capital has flown out of Russia. Banks are short of finance and the Russian stock market and ruble have fallen significantly. Mr. Speaker, we have to show real resilience and resolve. Russia needs to understand that if it continues on their current path that its relationship with the rest of the world will be radically different in the future.

ON ISRAEL-ARABS-GAZA
Turning to Israel and Gaza, we have all been deeply saddened by the violence we've seen and the dreadful civilian suffering it's caused particularly to innocent children. The government has worked hard with our international partners to help bring about a sustainable cease-fire and we warmly welcome the agreement reached in Cairo.Mr. Speaker, the loss of life this summer has been truly appalling and the number of civilian casualties completely unacceptable. The life of a Palestinian child is worth the same as a child in any one of our nations. But support for a lasting settlement that includes a Palestinian State does not mean we should ever support the terrorist tactics of Hamas who've rained down rockets on Israel and continue to refuse to accept cease-fires.We will continue to support Israel and Israel's right to defend itself, but that does not mean we support every decision the Israeli government takes. Most recently, the appropriation of nearly a thousand acres of land in the West Bank near Bethlehem is utterly deplorable. Settlements are illegal under international law. They will do nothing to create the kind of peace process we all want to see. And we urge the Israeli government to reverse this decision.Mr. Speaker, while I understand the many strong emotions around this tragic conflict, I am though deeply concerned by growing reports of anti-Semitism on our own streets here in Britain. Let me be clear we must not tolerate this in our country. There can never be any excuse for anti-Semitism and no disagreements on politics or policy should ever be allowed to justify racism, prejudice or extremism in any form.

ON TERRORISM
Turning to the terrorist threat we face here in the U.K., we have all been shocked and sickened the barbarism we've witnessed in Iraq this summer. The widespread slaughter of Muslims by fellow Muslims, the vicious persecution of religious such as Christian and Yazidis, the enslavement and raping of women and, of course, the beheading of the American journalist James Foley with the voice of what seems to have been a British terrorist recorded on that video.The European Council's conclusions could not be clearer and I quote, "The European Council believes the creation of Islamic caliphate in Iraq and Syria and the Islamist extremism and export of terrorism on which it is based is a direct threat to every European country.On Friday, the Independent Joint Terrorism Analyst Center increased the threat level in the United Kingdom from substantial to severe. We now believe that at least 500 people have traveled from Britain to fight in the region. This is in addition to 700 from France, 400 from Germany, and hundreds more from countries including America, Canada, Austria, Denmark, Spain, Sweden, Belgium, The Netherlands and Australia.The council agreed to coordinate action in cracking down on those traveling to fight in Syria and Iraq and making sure that all European countries are taking necessary steps to tackle this problem of radicalization. We should be clear about the root cause of this threat -- a poisonous ideology of Islamist extremism which believes in using the most brutal forms of terrorism to force people to accept a warped world view and to live in a medieval state. We should be clear that this has nothing to do with Islam which is a religion peacefully observed and devoutly observed by over a billion people and one that inspires countless acts of kindness every day there is.To confront the threat of Islamist extremism, we need a tough, intelligent, patient and comprehensive approach to defeat the terrorist threat at its source. We must use all the resources at our disposal, our aid, our diplomacy and our military. We need a firm security response with a military action to go after terrorists, international cooperation on intelligence, with uncompromising action against terrorists at home.Britain is already providing equipment directly to Kurdish forces. We support U.S. military airstrikes against ISIL in Iraq. And we've secured a United Nations' Security Council resolution to disrupt the flows of finance to ISIL to sanction those who are seeking to recruit to ISIL and to encourage countries to do all they can to prevent foreign fighters joining the extremist cause.But alongside a tough security response, there must also be the right political response. We know that terrorist organizations thrive where there is political instability and weak or dysfunctional institutions, so we must support the building blocks of free and open societies. In Syria it must mean a political transition and an end to Assad's brutality which has allowed ISIL to flourish. In Iraq that must begin with a new and genuinely inclusive government capable of uniting all Iraqis -- Sunni, Shia, Kurd, Christian and others against the shared thread.The NATO Summit in Wales this week will provide an opportunity for us to review the effectiveness of the international response so far and discuss what more we should do to help the region overcome the ISIL threat.Britain will continue to consider what further role is in our national interest including any further diplomatic, humanitarian, or indeed military measures we might take.

ON NEW LAWS TO FIGHT ALL TERRORISM-EXTREMISM
Mr. Speaker, let me turn to how we address the terrorist threat at home. We have already taken a wide range of measures, including stopping suspects from traveling to the region by seizing passports, barring foreign nationals from reentering the United Kingdom, legislating so that we can prosecute people for all terrorist activity even where that activity takes place overseas and bringing forward emergency legislation, for instance, to safeguard our use of communications data.We've also stepped up our operational response with a five-fold increase in Syria-related arrests, the removal of 28,000 pieces of extremist material from the Internet this year alone including 46 ISIL-related videos.But I've said all along there should not be a knee-jerk reaction or the introduction of sweeping, new, blanket powers that would ultimately be ineffective. That is not what those who work so hard to keep us safe actually want. They want a targeted approach that reflects a forensic focus on the threat we face and that protects their operation, independence, and decision making. To achieve this, there are two key areas where we now need to strengthen our powers to fill specific gaps in our armory. These are around preventing suspects from traveling and dealing decisively with those already here who pose a risk. And I want to just mention them both briefly.First -- stopping people from traveling in the first speaker. Mr. Speaker, passports are not an automatic right. The home secretary already has the discretion to issue, revoke and refuse passports under the royal prerogative if there's reason to believe that people are planning to take part in terrorist-related activity. But when police suspect a traveler at the border, they are not currently able apply for the prerogative and so only have limited stop and search powers.So we will introduce specific and targeted legislation to fill this gap by providing the police with the temporary power seize a passport at the border during which time they'll be able to investigate the individual concerned. This power will include prerogative safeguards and of course, oversight arrangements.Mr. Speaker, the House should also be aware that our current prerogative powers are being challenged in the courts. And I want to be clear, if there is any judgment that threatens the operation of our existing powers we will introduce primary legislation immediately so that parliament, not the courts can determine whether it is right that we have this power. And I can announce today that we'll now start preparing the legislation and consult parliament on the draft clauses.Now as well as stopping people going, we must also keep out foreign fighters who would pose a threat to the U.K. We do already have important powers to block return. We can deprive dual nationals of their citizenship to stop them returning. We can bar foreign nationals on the basis of the threat they pose and we legislated in the immigration act to allow stronger powers to strip citizenship from naturalized Britons. But of course, these powers do not apply to those who are solely British nationals who could be rendered stateless if deprived of citizenship.Now, some have said we should deal with this gap by criminalizing travel to certain individual countries or fundamentally changing our criminal burden of proof. The government is clear that it will be wrong to deal with this gap by fundamentally changing core principles of our criminal justice system. But it is abhorrent that people who declare their allegiance elsewhere are able to return to the United Kingdom and pose a threat to our national security.We're clear in principle that what we need is a targeted discretionary power to allow us to exclude British nationals from the U.K. And we'll work up proposals on this basis with our agencies in line with our international obligations and discuss the details on a cross-party basis.Mr. Speaker, we're also putting our longstanding arrangements on aviation security around the world on a statutory footing. Airlines will have to comply with our no fly list arrangements, give us information on passenger lists and comply with our security screening requirements. If they do not do this, their flights will not be able to land in Britain.Second, we need stronger powers to manage the risk posed by suspected extremists already here in the United Kingdom. The Home Secretary can already impose terrorism prevention and investigations measures on security grants including overnight residence requirements and Internet restrictions. But the intelligence agencies and the police believe they need stronger powers to impose further restrictions and an independent review of counterterrorism legislation David Anderson agrees.So we will introduce new powers to add to our existing terrorism prevention and investigation measures including stronger locational constraints on suspects under (inaudible) either through enhanced use of exclusion zones or through relocation powers.

Mr. Speaker, dealing with this terrorist threat is not just about new powers. It is also about how we combat extremism in all its forms. That is why we have a new approach to tackling radicalization, focusing on all types of extremism not just violent extremism. This has included stopping the funding of organizations that promote extremism, banning hate preachers and ensuring every part of government from schools and universities to prisons are all focused on beating this scourge of extremism.As part of this we're now putting our deradicalization program called Chanel (ph) on a statutory footing. Anyone subject to our strengthened terrorism prevention investigation measures will be required to engage with the preventive program.Mr. Speaker, we are proud to be an open, free and tolerant nation, but that tolerance must never be confused with a passive acceptance of cultures, living separate lives, or people behaving in ways that run completely counter to our values. Adhering to British values is not option or a choice. It is a duty for all of those who live in these islands. So we will stand up for our values, we will in the end defeat this extremism and we will secure our way of life for generations to come. And I commend this statement to the House.

Good afternoon. Earlier today the Home Secretary confirmed that the Joint Terrorism Analysis Centre has increased the threat level in the United Kingdom from ‘substantial’ to ‘severe’. This is the first time in 3 years that the threat to our country has been at this level.My first priority as Prime Minister is to make sure we do everything possible to keep our people safe. Today I want to set out the scale and nature of the threat we face and the comprehensive approach that we are taking to combat it. We’ve all been shocked and sickened by the barbaric murder of American journalist James Foley and by the voice of what increasingly seems to have been a British terrorist recorded on that video.It was clear evidence – not that any more was needed – that this is not some foreign conflict thousands of miles from home that we can hope to ignore. The ambition to create an extremist caliphate in the heart of Iraq and Syria is a threat to our own security here in the UK. And that is in addition to the many other al Qaeda inspired terrorist groups that exist in that region.The first ISIL inspired terrorist acts on the continent of Europe have already taken place. We now believe that at least 500 people have travelled from Britain to fight in Syria, and potentially Iraq. Let’s be clear about the source of the threat that we face. The terrorist threat was not created by the Iraq war 10 years ago. It existed even before the horrific attacks on 9/11, themselves some time before the Iraq war. This threat cannot be solved simply by dealing with the perceived grievances over Western foreign policy. Nor can it be dealt with by addressing poverty, dictatorship or instability in the region, as important as these things are.The root cause of this threat to our security is quite clear. It is a poisonous ideology of Islamist extremism that is condemned by all faiths and by all faith leaders. It believes in using the most brutal forms of terrorism to force people to accept a warped world view and to live in an almost medieval state. A state in which its own citizens would suffer unimaginable brutality, including barbaric beheadings of those who refuse to convert to their warped version of Islam; the enslavement and raping of women; and the widespread slaughter of Muslims by fellow Muslims. And, of course, the exporting of terrorism abroad.

So this is about a battle between Islam on the one hand and extremists who want to abuse Islam on the other. It is absolutely vital that we make this distinction between religion and political ideology. Islam is a religion observed peacefully and devoutly by over 1 billion people. It is a source of spiritual guidance which daily inspires millions to countless acts of kindness.Islamist extremism is a poisonous political ideology supported by a minority. These extremists often funded by fanatics living comfortably far away from the battlefields pervert the Islamic faith as a way of justifying their warped and barbaric ideology.Now this is not a new problem: we have seen this extremism before here in our own country. We saw it with the sickening murder of Lee Rigby and we saw it too with the home grown 7/7 bombers who blew up tube trains and buses. The links between what happens overseas and what happens here has also always been there. Many of those who sought to do us harm in the past have been foreign nationals living in Britain or even British citizens who have returned from terrorist training camps in Pakistan or elsewhere around the world.But what we’re facing in Iraq now with ISIL is a greater and deeper threat to our security than we have known before. In Afghanistan, the Taliban were prepared to play host to al Qaeda, a terrorist organisation. With ISIL, we are facing a terrorist organisation not being hosted in a country but actually seeking to establish and then violently expand its own terrorist state. And with designs on expanding to Jordan and Lebanon, right up to the Turkish border, we could be facing a terrorist state on the shores of the Mediterranean and bordering a NATO member.Now, we cannot appease this ideology. We have to confront it at home and abroad. To do this we need a tough, intelligent, patient and comprehensive approach to defeat the terrorist threat at its source. Tough, in that we need a firm security response whether that is action to go after the terrorists, international cooperation on intelligence and counter terrorism or uncompromising measures against terrorists here at home.But it also must be an intelligent, political response. We must use all resources we have at our disposal – aid, diplomacy, political influence, and our military. Learning the lessons from the past doesn’t mean that there isn’t a place for our military; the military were vital in driving Al Qaeda from Afghanistan, and we support the US air strikes against ISIL in Iraq. The key point is that military force is just one element of what we can do. And we need a much wider approach, working with neighbours in the region, and addressing not just security but politics too.We know that terrorist organisations thrive where there is political instability and weak or dysfunctional political institutions. So we must support the building blocks of democracy, the rule of law, the independence of the judiciary, the rights of minorities, free media, free association, a proper place in society for the army, and we must show perseverance. Not just because these building blocks take time to put in place, but because we are in the middle of a generational struggle against a poisonous and extremist ideology that I believe we’ll be fighting for years and probably decades.We will always take whatever action is necessary to keep the British people safe here at home. Britain has some of the finest and most effective security and intelligence services anywhere in the world. We will always act with urgency where needed, as we did with the emergency data retention legislation which is already yielding results. And we’ve already taken a whole range of measures to keep our people safe. We are stopping suspects from travelling by seizing passports. We’re barring foreign nationals from re entering the UK. We’re depriving people of citizenship and we are legislating so we can prosecute people for all terrorist activity, even where that activity takes place overseas.We’ve also stepped up our operational response. Since last year we’ve seen a fivefold increase in Syria related arrests. We’ve seen port stops and cash seizures grow by over 50%. We’ve taken down 28,000 pieces of extremist material off the internet this year alone, including 46 ISIL related videos. We made clear that those who carry ISIL flags or seek to recruit to ISIL will be arrested and the material seized. And we’ve seen a 58% increase in referrals to our de radicalisation programme, called the Channel Project.Now people are rightly concerned about so called foreign fighters who travel from Britain to Syria and Iraq, taken part in terrorist acts and now come back to threaten our security here at home. And the scale of this threat is growing. I said very clearly last week that there will be no knee jerk reactions. We will respond calmly and with purpose. And we’ll do so driven by the evidence and the importance of maintaining the liberty that is the hallmark of the society that we defend. But we have to listen carefully to the security and intelligence officers who do so much every day to keep us safe.I chaired a meeting a week ago with our intelligence and security services and we agreed that the answer to this threat was not to dream up some sweeping new power that would be ineffective in practice. But it is becoming clear that there are some gaps in our armoury, and we need to strengthen them. We need to do more to stop people travelling, to stop those who do go from returning, and to deal decisively with those who are already here. I’ll be making a statement in the House of Commons on Monday. This will include further steps to stop people travelling with new legislation that will make it easier to take people’s passports away.Now, as well as being tough, patient and intelligent, we also need to take a comprehensive approach. Dealing with this threat is not just about new powers. It is about how we combat extremism in all its forms. We need to tackle that ideology of Islamist extremism head on at root before it takes the form of violence and terror. That means challenging the thinking of extremist ideologues, identifying the groups in this country that push an extremist agenda, and countering them by empowering the overwhelming majority who believe in British values of democracy, the rule of law and respect for minorities.That is why as Prime Minister I have driven a new approach to tackling radicalisation and counter extremism in Britain, focusing on all types of extremism, not just violent extremism. I set this out in my Munich speech in 2011 and I’ve driven this forward through my extremism task force. This has included stopping the funding of organisations that promote extremism, banning hate preachers and ensuring that every part of government and the state from schools and universities to prisons are all focused on beating the scourge of extremism. And this task force will continue to meet regularly.Britain is an open, tolerant and free nation. We are a country that backs people in every community, who want to work hard, make a contribution and build a life for themselves and their families. But we cannot stand by and allow our openness to be confused with a tolerance of extremism, or one that encourages different cultures to live separate lives and allows people to behave in ways that run completely counter to our values. Adhering to British values is not an option or a choice; it is a duty for those who live in these islands. And in the end it is only by standing up for these values that will defeat the extremism, protect our way of life and keep all our people safe.Thank you.
