A group of concerned Christians is calling on Facebook to remove a
page that promotes the notion that the Virgin Mary of the Bible should
have received an abortion. Titled “Virgin Mary Should’ve Aborted,”
the administrator of the page claims to “explain what really happened
in the biblical times, since the bible is full of lies.”With just
over 5,000 "likes," Celene Schartner of Australia says the page not
only demeans what Christians believe but is slanderous and hateful. It
diminishes the right to life of every unborn infant in its mother’s womb
by its very title and statement.“Many Christians worldwide are
so distressed at the attempts to diminish Christian values and the
slanderous attacks on the Bible,” Schartner says. “If people don’t
believe, that’s their choice, but they need to learn respect for the
choices of others.”Schartner encourages others to join the protest by signing a petition that
encourages the popular social media site to ban the page. As of the
time of this release, more than 15,000 concerned Christians have signed
the petition.
“I would never demean another Christian’s faith or
presume I have the right to do so, regardless of what they believe,”

Over ten thousand Israelis have signed up for a pilot project that provides them with a “smart” Israeli identity card
that includes biometric information. The project is now operating in
over a dozen cities, and is currently voluntary, although it is likely
to become mandatory in the future.The
project opened about a month ago, and so far the response to it has
been very positive and welcome, said Population Authority officials.
Residents of the thirteen towns where the program is currently
operating can go to their local Population Registry offices, submit
their fingerprints and have their photos taken by a special camera that will analyze their facial characteristics, and be issued a smart identity card. More cities are to be added in the coming weeks, and by the end of the year the program will be operating in 28 cities.The benefit for Israelis, according to the Interior Ministry, is that they will receive an identity card that will be next to impossible to duplicate, and will put a stop to instances of identity theft and fake ID cards.According to the Ministry, tens of thousands of illegal workers and
illegal PA Arabs are using phony ID cards, either totally fabricated or
using real information about Israelis. Over 130,000 ID cards are lost or
stolen each year, the Ministry said, constituting a major security
threat that can be solved by the biometric cards.The new program is voluntary, and is a pilot program designed to
allow officials to determine if there are any problems with the
biometric system. The program has been a controversial one; the law
authorizing implementation of the biometric database was passed in 2009,
but was challenged immediately by activists and privacy groups, as well
as numerous MKs.
Among the reasons for opposition to the program, which will gather
intimate details on Israelis, is the possibility that the data could be
stolen, or even worse, used by the government to impose controls on individuals by limiting their access to services, and tracking them using biometric information.“The information is well protected and will prevent identity theft,”
Interior Minister Gideon Sa'ar said. Regarding the fears that the
information could be used in a negative manner, Sa'ar said that “there
is no basis for the panic that has taken hold of some. The numbers of
those requesting the cards is evidence of the faith the public has in
the program, and its understanding the great need to defend individuals
against identity theft and to ensure that we remain at the forefront of
technology,”Disagreeing with Sa'ar was Labor Party head MK Shelly Yechimovich,
who said that implementation of the program would cause “irreversible
damage” to Israel. “You can cancel credit cards that have been stolen,
you can change a password that has been compromised, but you cannot
change your fingerprints and face,” she said, pointing out the risks in
holding such information in a database that would be a major attraction
for hackers. “We all know that it is just a matter of time before
corporations or hostile forces get hold of this information. The
information will no doubt be used in a negative manner and will endanger
many Israelis, such as IDF soldiers who will also have to give over
their details in the program.”

entire Interior Affairs Committee of the Knesset, led by Miri Regev,
asked to go and was not allowed.”Feiglin said
that it appears as though Netanyahu “has agreed to officially give away
sovereignty of the Temple Mount to the Muslims as part of an agreement
which is being prepared behind our backs.”He called on
other MKs, in the Likud and in the Bayit Yehudi, to stand up and take
action in order to restore Israel’s sovereignty on the Temple Mount, by
voting against the coalition, as he had done with the budget.Langfan, who put together a series of maps explaining the dangers of Israel giving away parts of Judea and Samaria to the Arabs, told Arutz Sheva that a safe Israel means a safe America.“Israel is
the tip of America’s sphere in the Middle East, and if Israel is somehow
harmed, what will be harmed is not just Israel but the entire Western
civilization,” he warned.
“I see Israel
as the very element that is saving Western civilization from being
washed by a terrible Islamic tidal wave,” said Langfan.“The Arab Spring did not begin in January of 2011,” he added. “The Arab Spring began in 1948, when there were Jews in the British Mandate. Israel will not sign agreements
with the European Union until the EU “clarifies” its new regulations,
according to which no Israeli body that operates or is based beyond the
Green Line can be party to the agreements.
The
move may threaten Israel’s participation in the EU’s massive Horizon
2020 program to promote scientific research and development.Prime Minister Benjamin Netanyahu called a
special meeting with relevant ministers Thursday to discuss the matter.
Attendees included Finance Minister Yair Lapid, Justice Minister Tzipi
Livni, Education Minister Shai Piron, Economy and Trade Minister Naftali
Bennett, Science Minister Yaakov Peri, Agriculture Minister Yair Shamir
and Deputy Foreign Minister Ze’ev Elkin.The ministers “did not make a decision
specific to Horizon 2020,” a government source told The Times of Israel
on Thursday, “but they all agreed that the new EU guidelines are
detrimental to the possible success of the peace talks with the
Palestinians.”The ministers also agreed that “Israel will be
unable to sign additional agreements [with the EU] that include the
stipulations the EU is demanding. The government of Israel will seek
clarifications from the EU regarding the territorial clause,” the
official said.Despite heavy criticism from Israel, the
European Union will not cancel, modify or delay the implementation of
the recently published guidelines that block EU funding from Israeli
institutions either located or maintaining any links beyond the Green
Line, a top EU official said this week.“The guidelines will take effect as they are.
This is how they were published [in the EU’s Official Journal], as a
legal act, and that’s how it will be,” Ambassador Andreas Reinicke, the
EU’s special representative to the Middle East peace process, told The
Times of Israel last week. In certain areas where the guidelines are
still unclear, “a closer look” at the details might be have to be taken,
he allowed. But their main points will not be changed and will take
effect by January 2014 as planned.
The EU’s directive, published last month,
mandates a denial of European funding to, and cooperation with, Israeli
institutions based or operating over the Green Line, and a requirement
that all future agreements between Israel and the EU include a clause in
which Israel accepts the position that all territory over the Green
Line does not belong to Israel.The exact formulation of this so-called
territorial clause has yet to be determined and will likely be the
subject of heated discussions between Israeli and European officials.
Brussels is also determined to introduce a labeling plan for settlement products by the end of 2013.Academics warn that if Israel opted out of
Horizon 2020, the negative impact on the country’s scientific standing
would be “devastating.”

The
Civil Administration on Wednesday authorized construction of 878
housing units in Judea and Samaria. The units were approved for towns in
the Binyamin region, the Jordan Valley, and Gush Etzion, Ha'aretz reported Thursday.The
approvals had been set to be issued several weeks ago, but were
postponed due to the efforts to restart negotiations with the
Palestinian Authority. Those talks hinged on the release of Arab
terrorists from Israeli prisons, government minister Silvan Shalom said in an interview on Israel Radio Sunday.According
to Shalom, Prime Minister Binyamin Netanyahu was prepared to offer them
a building freeze in Judea and Samaria – but the PA rejected that
offer, demanding that the terrorists be released instead. The first
group of terrorists is set to be released next week, as talks between
Israeli and PA officials get underway in Washington.Construction was approved for 112 new homes
in the Binyamin community of Shilo, 559 units in Talmon (north of
Modiin), 38 in Kochav Yaakov (northeast of Jerusalem), and 31 in Alon
Shvut (in Gush Etzion). Most of the homes were set to be built in
communities outside what are termed the “settlement blocs” that are
encompassed by the security fence, that the government has said that it does not plan to surrender to the PA under any circumstances.The
Civil Administration's approval is the second in a long list of
approval processes construction projects in Judea and Samaria must go
through before any actual construction begins. Once approved by the
Civil Administration's higher planning committee – the body that gave
its approval Wednesday – projects must pass through an environmental
committee and a legal committee, and are subject to legal challenges,
usually in the form of High Court
petitions, by PA residents and Israeli leftwing groups. Finally, the
projects must be personally approved by Prime Minister Netanyahu.
Skeptics have accused Netanyahu of implementing a “silent” building
freeze in Judea and Samaria, as there is little actual building going
on. The fact that the PA rejected
Israel's offer for a building freeze did not mean that there would not
actually be a freeze, the skeptics said. “We know that the PA accepts
any Israeli offer as a fait accompli, even if they themselves reject
those offers,” said one source. “It's a fact that the PA has demanded
the concessions made by Israel in previous negotiations as a starting
point for new ones, even if they themselves rejected those concessions.There's no reason to believe that this
situation is any different,” said the source. “That they put some of
these towns on a 'national priority list' for housing is fine, but if no
building is approved and there is in effect a 'silent freeze,' it's
just adding insult to injury to say that these places now have
'priority' over others.” But Dani Dayan, chief foreign envoy for
the Yesha Council, which represents the Jewish communities of Judea and
Samaria, was cautiously optimistic."The Yesha Council welcomes the long overdue decision to foster natural development in a number of communities in Judea and Samaria with the preliminary advancement of building permits.""This is not a dramatic change of
policy," he added, "but it stresses the obvious fact that the 368,000
Israeli residents of Judea and Samaria are a living, breathing reality
with rights and needs that can not and should not be ignored.”

Two blasts that wounded four Israeli soldiers on the border with Lebanon were in fact an "ambush" set by Hizbullah, the Lebanese daily Al-Akhbar reported on Thursday.
The explosions hit the patrol on Wednesday when the troops crossed
the border into southern Lebanon, parts of which are controlled by the
Shiite movement."The enemy blundered when they violated the border with Lebanon, and
fell into a trap that only the resistance could set," said the
newspaper, which has links to Hizbullah."Only Hizbullah can make bombs that blow up Israelis" when they pass by, it said.Hizbullah, which has close ties to Iran
and the regime in Syria, is considered Israel's arch-foe, and the two
fought a brief but bloody summer war in 2006.
"The Israeli unit fell into a well-set ambush and the enemy found
itself faced with a difficult question: 'How did Hizbullah know we were
there?'" the daily wrote."The ambush is a dangerous failure for the enemy because it shows
that Hizbullah has an intelligence structure that allows it to know when
a patrol arrives, its route and to set a trap for it," it added.“That means the resistance is prepared for every eventuality, in case
of confrontation on a wider scale or in case of a general conflict."The Lebanese army said four Israeli soldiers were wounded by explosions 400 meters inside Lebanese territory.MK Meir Sheetrit (Hatnua) warned Hizbullah Thursday

Japan Unveils the Izumo, Its Largest Warship Since WWII, Amid Tensions With China
On Aug. 6, Japan launched its largest warship since World War II
in a fresh demonstration of Tokyo’s steadily expanding naval
capabilities. The unveiling of the destroyer — with a conspicuously
large flight deck — has drawn attention from its neighbors, especially
longstanding regional rival China, which in the past decade has embarked on a massive program of military modernization.Japan’s pacifist constitution, which was largely drafted by the U.S.
after the war, renounces the use of force for purposes other than
self-defense. That means the country has no offensive arsenal of
long-range missiles, aircraft carriers or similar weapons of aggression.
The Izumo, which can be used to launch helicopters, still doesn’t cross
the line, the Japanese government says. But the almost 20,000-ton
vessel is capable of carrying up to fourteen helicopters, with a maximum
of five taking off and landing at once according to Bloomberg.
It’s set to be deployed by March of 2015. Tokyo says that the Izumo
cannot carry planes, since it lacks the catapults necessary for seaborne
take-off. Instead, officials maintain that the carrier will be used for
disaster and rescue missions — in the aftermath of a tsunami, perhaps —
as well as for responding to “various contingencies in waters near
Japan,” reports broadcaster NHK.But Chinese officials, who remain cognizant of Japan’s savage
invasion and occupation of China some seven decades ago, say they aren’t
fooled. The helicopter carrier could be easily retrofitted for fighter
jet capability, Zhang Junshe, a senior researcher at the People’s
Liberation Army Naval Military Studies Research Institute, told the
state-run China Daily.
“It is an aircraft carrier, and Japan just called it a helicopter
destroyer to downplay its aggressive nature,” he said. (China recently
debuted its first aircraft carrier, the Liaoning,a refurbished
Soviet-era vessel.)In recent years, territorial disputes between Japan and China have
flared over uninhabited islands that Tokyo administers but Beijing
claims. The return to power of Japanese Prime Minister Shinzo Abe, who
campaigned on a nationalist platform, and the rise of Xi Jinping,
China’s new patriotically minded President, have further heightened
distrust between the world’s second and third largest economies.The Chinese remain aggrieved that Tokyo has, to this day, only
offered fumbling apologies for the savage bloodshed inflicted during
World War II (apologies that are then undermined by the unrepentant
utterances of Japanese right-wingers). Japan meanwhile frets over
China’s increasing regional assertiveness as the budding global power
flexes new muscles in the neighborhood. Tokyo’s response has been to
place a new emphasis on its military capacity. In January, the country boosted

Japan is also considering whether to ease restrictions on the use of its
military, which is currently barred by the constitution from almost all
activities but national defense. China’s 2013 military spending, revealed in March, increased by 10.7% over the last year, although foreign analysts believe the hike may be even higher.The spats between the two countries have stoked public sentiment on either side. A survey published Aug. 5 by Genron NPO, a Japanese think tank, and China Daily
found that more than 90% of Japanese and Chinese citizens had
unfavorable views of the other country. Last year, 64.5% of Chinese

Japanese felt the same way of their neighbors to the west.

DAMASCUS, Syria (AP) — Syrian rebels said they fired rockets
and mortar rounds on Thursday that hit an upscale district of Damascus
where President Bashar Assad attended prayers to mark the start of a
major Muslim holiday in a rare attack in the high security area.At
least two Syrian rebel brigades claimed they hit Assad's motorcade in
the Malki district of the capital, but Syrian state TV broadcast images
of the Syrian leader attending prayers and the information minister
denied reports that the president had been attacked.
However, it was not possible to determine if the footage of Assad praying was filmed before or after the attack.Assad
has a residence and an office in the upscale district, which has
largely been sheltered from the shelling and battles that usually rage
in the city's impoverished suburbs. It was not clear if Assad has stayed
in Malki in recent months.This was the Syrian leader's third
public appearance in over a week as his regime tries to capitalize on
recent gains on the battlefield against rebels fighting to oust him from
power.Information Minister Omran al-Zoubi dismissed the attack
claims as "rumors" and told state TV that Assad drove his own car to the
Anas bin Malik Mosque, located in the heart of Malki.In the
state TV broadcast, Assad, dressed in a suit, was seen praying alongside
Syria's grand mufti at the start of Eid al-Fitr, the three-day holiday
that ends the holy month of Ramadan. The Eid prayers are typically an
hour or two after sunrise. In previous years, Assad has been seen
attending them early in the morning.The Britain-based Observatory
for Human Rights, which closely monitors the fighting in Syria, said
only three mortar shells hit Malki early in the morning. The
neighborhood has rarely been targeted by opposition forces during the

casualties or damage in the shelling, which was confirmed by Malki
residents, who spoke on condition of anonymity fearing for their own

the reports.An Islamic rebel brigade, Liwaa Tahrir al-Sham, said
it fired several 120 mm shells in the direction of Assad's motorcade

Al-Arabiya TV that the motorcade had been hit but that it was not

southeast of Damascus is named after the Prophet Muhammad's
granddaughter. The shrine is popular with Iranian worshippers and
tourists.Meanwhile, the leader of Syria's exiled opposition
coalition attended holiday prayers in the southern province of Daraa on
Thursday, his second trip inside the country since he was elected head
of the Western-backed Syrian National Coalition last month.The
coalition's spokeswoman, Sarah Karkour confirmed the rare foray into
Syria by the opposition leader Ahmad al-Jarba, but did not say in which
mosque in Daraa he prayed. In a video, posted on the Internet by the
coalition, al-Jarba, dressed in a suit, is seen talking to people,
surrounded by unarmed rebels wearing fatigues.Syrian uprising
started in Daraa in March 2011 as protests against Assad rule. The

CAIRO (AP) — Egypt's military-backed interim leadership
proclaimed Wednesday that a crackdown against two protest sites is
inevitable, saying that nearly two weeks of foreign diplomatic efforts
to peacefully resolve its standoff with the Muslim Brotherhood have
failed.The statements strongly suggested that Egypt's sharp
polarization may spiral into even more bloodshed as thousands of
supporters of ousted President Mohammed Morsi, a Brotherhood member,
camp out at two main Cairo intersections and hold daily protests outside
security buildings.At stake is stability in the Arab world's
most populous country. Already more than 250 people have been killed in
violence since the military ousted Morsi more than a month ago,
including at least 130 Brotherhood supporters in two major clashes
between security forces and backers of the deposed president."The
decision agreed on by all to clear the sit-ins is final and
irreversible," Prime Minister Hazem el-Beblawi said on state television,
reading a statement issued by the Egyptian Cabinet.
In response,
top Muslim Brotherhood figure Mohammed el-Beltagy said the protesters
are not concerned with talk of clearing the sit-ins."What
we care about is for there to be clear talks about our position against
the military coup and the importance of returning legitimacy,"
el-Beltagy told The Associated Press at the main protest site in the
capital's Nasr City neighborhood. He said the Cabinet's statement makes
"clear that they lack vision with regard to the political scene."It
was unclear what the crackdown would entail or when it would begin, but
it appeared unlikely to start until next week. The Cabinet statement
said the government was keen not to take action during Ramadan, which
ends Wednesday. A separate statement by the interim president described
the four official days of Eid celebrations that follow the Muslim holy
month as "tolerant" and "harmonious."The prime minister said the
Cabinet "had hoped to solve this crisis during this period without the
intervention of security forces," but that the sit-ins have not been
peaceful and that the protesters have frightened citizens, blocked
roads, attacked government buildings and threatened security.
"The
use of weapons against the police or citizens will be dealt with with
utmost firmness and strength," the prime minister added.Still, it
remained uncertain whether authorities would resort to a level of force
that could leave scores more dead and invite world condemnation. In the
past week, they have outlined plans to break up the sit-ins using more
restrained measures, such as putting up cordons to block people who

interference in internal politics." The coup followed days of mass
protests by Egyptians calling for Morsi's ouster.The

their attacks against the Egyptian army on Sinai Peninsula to exploit
the political turmoil since Morsi's ouster. On Wednesday, Egypt's
military spokesman said 60 Islamic militants have been killed and 103

clashes between Morsi supporters and residents of Egypt's Mediterranean

the Manshiya neighborhood were angered by marchers who were chanting

rebels Wednesday in an ambush near Damascus, a blow to opposition
fighters confronting a regime offensive in the capital, activists said.
The
state news agency SANA confirmed the ambush near the Damascus suburb of
Adra at dawn, saying "dozens" were killed. The Britain-based Syrian
Observatory for Human Rights said at least 62 rebels died. It did not
report any government casualties.SANA said the rebels were
members of the al-Qaida-linked Jabhat al-Nusra or Nusra Front. It added
that they included foreign fighters.Syrian troops have been on
the offensive in the past few months in an attempt to clear out Damascus
suburbs used by opposition fighters to threaten President Bashar

Al-Ikhbariya aired footage of bloodied corpses, some in camouflage. It
said they were killed in an ambush as they were on their way to attack

Wednesday's
missile attack came after Human Rights Watch said missiles fired by the
Syrian army into populated areas have killed hundreds of civilians in
recent months.Meanwhile, the Observatory said that Kurdish gunmen
captured about 70 government troops Wednesday who fled the air base of
Mannagh in the northern province of Aleppo. The base was captured by
rebels Tuesday after months of fighting.The Observatory also
reported fighting and shelling in the mountains of the coastal province
of Latakia, an Assad stronghold. Rebels captured 11 Alawite villages in
an offensive earlier this week and troops launched a counterattack to
retake it.Syria's conflict has taken on an increasingly sectarian
tone in the last year, pitting predominantly Sunni Muslim rebels

US institute: NKorea expanding nuclear plant

VIENNA (AP) — A U.S. institute tracking North Korea's nuclear
weapons program says recent satellite photos show Pyongyang is doubling
the size of its uranium enrichment plant, jibing with the country's
announced plans to expand technology that can be used both to create
energy and the core of nuclear weapons.The imagery comes from two
sources, satellite companies Digital Globe and Astrium Geoinformation
Services, and was seen by The Associated Press ahead of publication by
the Institute for Science and International Security on Wednesday. In an
accompanying note, ISIS said the photos of the Nyongbyon nuclear
complex show construction under way to "effectively double" the size of
the enrichment hall.That, said ISIS, would allow North Korea to
also double the number of centrifuges now enriching uranium. Revealing
the existence of a uranium enrichment program three years ago, Pyongyang
said the plant contained 2,000 centrifuges — machines that are linked
up in series and spin uranium gas into material that can be used either
to power reactors or arm nuclear weapons, depending on the degree of
enrichment.
That means the 4,000 centrifuges that the space is
apparently being expanded for could potentially make twice that amount,
giving them the capacity to build up to 4 bombs a year, should the
country decide to use them for that purpose.The most recent
satellite photo was taken July 28. ISIS says that measured against
earlier images, it shows construction at the Nyongbyon site, including
"the expansion of the gas centrifuge building" to twice its previous
size.The Washington-based think tank said the images indicate
that work on the structure seems to have begun sometime in March. It
cited a North Korean government announcement that came shortly afterward
revealing plans for "readjusting and restarting all the nuclear
facilities in Nyongbyon, including (the) uranium enrichment plant."Government
offices in Pyongyang that could comment were shut for the day ahead of
publication of the ISIS report. A North Korean diplomat with his
country's mission to the United Nations in New York said he had no
comment because he had not yet seen the report. He demanded anonymity
because he was not authorized to speak publicly about his country's
nuclear program.Experts believe the plant is meant primarily to
provide fuel for the power-hungry country. But centrifuges producing
such fuel can be reconfigured to make weapons-grade uranium. That has
led to international concerns because of three nuclear weapon tests by
the North Koreans — the most recent in February — and its stated
intention to continue down the nuclear weapons path.The first two
tests are believed to have used plutonium, fissile material that also
can be used in weapons. But experts and governments say that with its
uranium enrichment program confirmed and operating, the third explosion
may have used highly enriched uranium.Experts believe that a
uranium-based weapon would be easier to make. Basing estimates on the
2,000 centrifuges, they have said that if the machines were configured
to make weapons-grade uranium they would produce enough material for one
to two bombs a year — meaning doubling the centrifuges would double the
output.But ISIS, the U.S. institute, said much of the output
would likely fuel an experimental light-water reactor at the Nyongbyon
site that is nearing completion. That, it said, means that any left-over
capacity would only be enough to potentially produce no more than two
weapons a year.Harvard physicist Hui Zang, in an analysis for the
Bulletin of the Atomic Scientists earlier this year, said a
uranium-based nuclear weapon would be "relatively easy to construct"
compared to those with plutonium and also noted that it is less
hazardous to health because of its low radiation level. Additionally,
North Korea's plutonium stocks are low and its estimated arsenal is
limited to only an estimated six to 12 crude bombs. That could feed
North Korean interest in using enrichment for a weapons program.Pyongyang
announced in April that it is restarting a plutonium-producing reactor
it shuttered at Nyongybyon in 2007 as part of international disarmament
talks, a process that experts back then said could vary from three
months to a year. But even if the reactor is now up and running, Ralph
Cossa, president of the Pacific Forum CSIS think tank in Hawaii,
estimates it would take two to three years before scientists could
obtain more plutonium for bombs.Nuclear Physicist Siefried
Heckler was shown the centrifuges at Nyongbyon in 2010 but says he and
others in his delegation were not allowed a close-up inspection to see
whether they were running, let alone to check on their configuration to
see what grade material they might be producing.Noting that

DUBAI (Reuters) - The presidency of moderate cleric Hassan Rouhani
has opened a window of opportunity in Iran's delicate nuclear diplomacy
with the West but Tehran-watchers say that window could close as each
side waits for the other to make the first move.Cautious optimism about talks between Iran and six world powers due
to restart in September is a stark contrast to the gloom over on-off
negotiations under eight years of previous President Mahmoud
Ahmadinejad.In that time, ever more stringent U.N., U.S. and European Union
sanctions on Iran's energy, shipping and banking sectors have helped
weaken its currency, contributed to a steep rise in inflation and nearly
halved oil exports since 2011.Meanwhile the Islamic Republic has continued to enrich uranium,
edging towards Israel's "red line" after which it says it will launch
military strikes on Iranian facilities.The leadership of Rouhani, who defeated more conservative rivals in a
June 14 election with just over 50 percent of the vote, appears to
offer the prospect of an alternative to the worst case scenario."We are prepared, seriously and without wasting time, to enter
negotiations which are serious and substantive with the other side,"
Rouhani said at his first news conference as president on Tuesday, and
in answer to a question did not rule out direct talks with the United
States.The United States, which has said it would be a "willing partner" if
Iran were serious about resolving the problem peacefully, was careful
in its response."There are steps they need to take to meet their international
obligations and find a peaceful solution to this issue, and the ball is

KHAMENEI'S SUPPORT?
The fact that Rouhani has been able to reach out to Washington even
in a limited way indicates he has at least the tacit support of Supreme
Leader Ayatollah Ali Khamenei, the most powerful figure in Iran's
complex and often opaque power structure.Khamenei has publicly voiced scepticism of the West's willingness to
compromise, but for now appears to be giving Rouhani room to make a
deal. If there is a lack of progress, that could easily change.Western powers must demonstrate that they are willing to engage or
Rouhani's ability to negotiate might be undercut by conservative
elements at home, said Dina Esfandiary, a research associate at the
International Institute for Strategic Studies."If faced with inertia or a blind insistence on increasing
sanctions, then hardliners will discredit him and Iran will revert back
to a policy of resistance," Esfandiary told Reuters.Rouhani's key appointment so far has been Mohammad Javad Zarif as
foreign minister. Zarif has been involved in back-channel talks and
behind-the-scenes negotiations with the United States dating back to the
arms-for-hostages deal of the 1980s, and has had contacts with top U.S.
officials, including U.S. President Joe Biden and Defense Secretary
Chuck Hagel.A new head of the Supreme National Security Council, who has
traditionally acted as Iran's chief nuclear negotiator, has yet to be
appointed. The delay has led some Iran-watchers to speculate Rouhani may
want to the bring the job of nuclear negotiator under the foreign
ministry, giving an even stronger signal that he wants to streamline the
talks process.The basis of a deal is just about visible.The two governments appear closer to holding direct talks than they
have been in many years, perhaps even reviving the idea of a "grand
bargain" to resolve all the issues between them dating back to the
overthrow of the U.S.-backed Shah in the 1979 Islamic Revolution.
Rouhani has signalled he would be willing to allow more transparency
in Tehran's nuclear activities in return for the acceptance of Iran's
right to enrich for peaceful purposes.

But both the United States and Iran appear to be waiting for the
other side to make the first big concession, which is likely to stall
any breakthrough.Rouhani said on Tuesday Iran retained the "right" to enrich uranium,
a position that has scuttled past talks and is likely to be a sticking
point again.World powers have demanded Iran cease the enrichment of uranium up
to 20 percent and U.N. Security Council resolutions require Iran to
suspend all enrichment."It was always going to be unlikely that Iran would happily give up
enrichment - the Islamic Republic of Iran has painted itself into a
corner by elevating the issue to one of national resistance and pride,"
Esfandiary said.And there are those on both sides arguing for their government to take a tougher stance.Some in the United States believe it is the strict sanctions that
have brought about Iran's new willingness to negotiate and the
opportunity should not be lost to press the advantage home.A large majority of U.S. senators urged President Barack Obama in a
letter this week to step up sanctions to strengthen Washington's hand in
talks. The House of Representatives also passed a bill aiming to choke
off Iranian oil exports altogether last week. The full Senate is
expected to debate the bill after the summer recess.Rouhani blamed what he called a "war-mongering group" in U.S.
Congress that he said was doing the bidding of Iran's sworn foe Israel."The key issue remains the insistence in both camps that the other
side must make the first move," said Jamie Ingram, Middle East analyst
at IHS Country Risk."There is inherent mistrust between the U.S. and Iran and each are
reticent to make any firm commitments on the back of what they fear may
just be 'rhetoric'," he told Reuters."I think there is some willingness in the Obama administration which
sees the potential to make a massive achievement in its final term -
