EU to boost Israel trade relations despite settlements row

Today @ 09:31JULY 24,12 By Benjamin Fox
BRUSSELS - The EU is today to confirm moves to strengthen economic ties with Israel, facing off criticism that trade conditions should be frozen due to the diplomatic impasse over Israeli settlements in the occupied territories. The proposal, to be rubber-stamped at the annual meeting of the EU-Israel Association Council on Tuesday (24 July), covers 60 trade and diplomatic policy areas, including increased access to the EU’s single market, closer cooperation on transport and energy, and enhanced ties with nine EU agencies, including the police body Europol and the European Space Agency. Israel will also be in line to receive direct financial assistance worth €6 million over the next three years. The EU is Israel’s main trading partner with total trade worth €29.5 billion in 2011. The 27-member bloc agreed its first bilateral trade deal with Israel in 2000. However, plans for a comprehensive EU-Israel free trade agreement were frozen by the EU in January 2009 following Israeli attacks on the Gaza strip. The EU said that progress on trade talks was dependent on Israel’s commitment to the Middle East peace process, in which the EU forms part of the international Quartet. The move comes just weeks after EU foreign affairs chief Catherine Ashton denounced plans unveiled by Benjamin Netanyahu’s government in June to expand settlement building in the occupied territories, insisting that they were “illegal under international law and threaten to make a two-state solution impossible.”In its annual progress report on Israel published in May, the EU also criticised the pace of economic reform as well civil liberties abuses and “anti-democratic” legislation proposed in the Israeli Knesset.Despite this, none of the 27 foreign ministers objected to the deal.Instead, ministers are expected to claim that the deal, which falls short of the 2009 plans, does not represent a shift in policy by the EU. However, this is unlikely to satisfy the European Parliament, where MEPs adopted a resolution earlier this month demanding an immediate halt to new Israeli settlements and a moratorium on products from the occupied territories being accepted by the EU.Speaking in Strasbourg, Belgian MEP Veronique De Keyser, foreign affairs spokesperson for the centre-left Socialist group, called on the Commission to put in place “an effective EU control mechanism to ensure that Israeli settlement products do not continue to get preferential access to the European market.”The Parliament is also continuing to delay ratification of the ACCA agreement on accepting each other's industrial products, regarded as a key part of the bilateral trade deal.
Meanwhile, Israeli Foreign Minister Avigdor Liberman, who will meet Ashton and EU foreign ministers, is also expected to use his trip to Brussels to urge the EU to include the Lebanon-based Hezbollah in its list of terrorist organisations. In a statement released on Monday, EU ministers offered “strong and continued commitment to Lebanon's unity, stability, independence, sovereignty and territorial integrity.”

STORMS HURRICANES-TORNADOES

LUKE 21:25-26
25 And there shall be signs in the sun, and in the moon, and in the stars; and upon the earth distress of nations, with perplexity;(MASS CONFUSION) the sea and the waves roaring;(FIERCE WINDS)
26 Men’s hearts failing them for fear, and for looking after those things which are coming on the earth: for the powers of heaven shall be shaken.

THE FIRST JUDGEMENT OF THE EARTH STARTED WITH WATER-IT ONLY MAKES SENSE THE LAST GENERATION WILL BE HAVING FLOODING
GENESIS 7:6-12
6 And Noah was six hundred years old when the flood of waters was upon the earth.
7 And Noah went in, and his sons, and his wife, and his sons’ wives with him, into the ark, because of the waters of the flood.
8 Of clean beasts, and of beasts that are not clean, and of fowls, and of every thing that creepeth upon the earth,
9 There went in two and two unto Noah into the ark, the male and the female, as God had commanded Noah.
10 And it came to pass after seven days, that the waters of the flood were upon the earth.
11 In the six hundredth year of Noah’s life, in the second month, the seventeenth day of the month, the same day were all the fountains of the great deep broken up, and the windows of heaven were opened.
12 And the rain was upon the earth forty days and forty nights.
GOD PROMISED BY A RAINBOW-THE EARTH WOULD NEVER BE DESTROYED TOTALLY WITH A FLOOD AGAIN.BUT FLOODIING IS A SIGN OF JUDGEMENT.

Rain storms kill at least 37 in Beijing

BEIJING (AP) — Officials have raised the death toll to at least 37 in the heaviest rainstorm to hit Beijing in six decades, and dozens of other storm deaths have been reported elsewhere in China. The rain Saturday night knocked down trees in Beijing and trapped cars and buses in waist-deep water in some areas. A statement from the city government late Sunday said 25 people drowned, six were killed when houses collapsed, one was hit by lightning and five were electrocuted by fallen power lines. The official China Daily newspaper reported Monday that rain and flooding caused damages of at least 10 billion yuan ($1.6 billion), with 60,000 people evacuated from their homes. The official Globe Times said Monday that it was the heaviest rainstorm in the capital in 61 years. It was the heaviest on record in Fangshan district in the southwest of the city, which received 460 millimeters (18.4 inches) of rain Saturday, according to the weather bureau. The agency also said suburban Pinggu district got 100.3 millimeters (4 inches) of rain in one hour.A flash flood in Fangshan stranded 104 primary school students and nine teachers at a military training site, Xinhua said. They were taken to safety.Elsewhere, six people were killed by rain-triggered landslides in Sichuan province in the west, Xinhua News Agency said, citing disaster officials.Four people died in Shanxi province in the north when their truck was swept away by a rain-swollen river. In neighboring Shaanxi province, state media said at least eight people died and 17 were missing after heavy rains hit.China suffers flooding and dozens of storm-related deaths every summer during its rainy season, but such a heavy downpour in relatively dry Beijing is unusual. The capital's skies were clear Monday, with traffic back to normal. The city's main airport was operating normally after hundreds of flights were canceled or delayed over the weekend.

Four dead as Spanish wildfire rages out of control

Hundreds of firefighters backed by water-bombing planes are battling wind-fuelled wildfire in northeast Spain that killed four people including a teenage girl on Monday.Another 23 people were injured, including eight who remained in hospital, the Catalan regional government said.About 1,300 people have been battling the blaze, including 500 Spanish and 450 French firefighters plus military personnel, police and volunteers, backed by 33 planes and helicopters, said Catalonia region interior minister Felip Puig. The fire remained out of control, he told reporters on Monday evening, but "the outlook is encouraging" because the wind had dropped and the temperature in the area was expected to do the same."At this stage we cannot say when it will be possible to control the fire," he said."The conditions are right for the firefighters to attack it overnight," he added, when the aircraft will not be able to operate.Puig said the fire had likely been caused by a cigarette butt or small explosive device that caught fire due to "recklessness or negligence."Among the victims, were a Frenchman and his 15-year-old daughter who died Sunday after abandoning their car and throwing themselves off a cliff into the sea to escape the approaching flames near the town of Portbou."From where they jumped you would have to project yourself about one metre (three feet) to reach the sea. They probably did not jump far enough and they hit the rocks below," said Portbou mayor Jose Luis Salas-Mallol.
The man's wife and their two other children were injured and taken to hospital.A 75-year-old Spanish man died of a heart attack as he watched his house burn and a 64-year-old Frenchman died in hospital from burns suffered when his car was engulfed in flames, authorities said.About 100 other people who also abandoned their cars on the same stretch of road walked down a steep hillside to the beach, witnesses said. Many suffered injuries ranging from burns to broken bones. The wildfire broke out on Sunday near the town of La Jonquera and spread quickly across the Alt Emporda region near the French border, whipped on by winds of up to 90 kilometres (55 miles) an hour.By Monday it had covered some 13,000 hectares (32,000 acres), authorities said. The smoke reached as far as Barcelona, some 150 kilometres away.Firefighters ordered thousands of residents in 17 towns, including La Jonquera and Figueres, to remain indoors with their windows and doors shut because of the threat from the smoke and flames.Hundreds of people spent the night in emergency shelters set up in the region, mostly in the town of Figueres, about 20 kilometres south of La Jonquera.Officials on Monday reopened a key highway linking Figueres to the French city of Perpignan. The road had been shut twice since the wildfire began on Sunday. A high-speed rail link between Spain and France was also reopened.Spain is at higher risk of forest fires than ever this summer after suffering its driest winter in 70 years. The country's biggest fire so far this year ravaged 50,000 hectares in the eastern region of Valencia this month.Across Europe in Croatia, a firefighter died and 1,500 tourists were evacuated after forest fires fanned by strong winds broke out on the Adriatic coast Monday, with the interior minister warning of a "very difficult" scenario. In fellow former Yugoslav republic Macedonia, 14 people were injured, five of them seriously, in a forest fire at Strumica, 100 kilometres (60 miles) east of Skopje, the country's farm minister said.

19 And they cast dust on their heads, and cried, weeping and wailing, saying, Alas, alas that great city, wherein were made rich all that had ships in the sea by reason of her costliness! for in one hour is she made desolate.

EZEKIEL 7:19
19 They shall cast their silver in the streets, and their gold shall be removed: their silver and their gold shall not be able to deliver them in the day of the wrath of the LORD: they shall not satisfy their souls, neither fill their bowels: because it is the stumblingblock of their iniquity.

Eurozone crisis worsens as Germany warned on top rating

Today @ 09:19 JULY 24,12 By Valentina Pop

BRUSSELS - The euro-crisis is accelerating as Spanish borrowing costs continue rising and Germany, Netherlands and Luxembourg on Monday (23 July) were warned they may lose their triple A rating due to 'rising uncertainty.'Moody's, one of the big three credit ratings agencies, said risks that Greece may quit the eurozone and an "increased likelihood" that Spain and Italy would need more financial assistance weighs down on the three top-rated countries, as Germany is the main contributor to the bailout pot.Moody's kept a triple A rating for France and Austria but warned that this may change by the end of September. Both countries were downgraded earlier this year by Standard&Poor's, another major agency.Markets fell across the world on Monday and investors dumped European assets, except for German government bonds, which are still considered a safe haven at record low interest rates of little over one percent. Spanish borrowing costs, however, rose above 7.5 percent - both for 10-year as well as 5-year bonds - a level which is considered bailout territory."By means of its solid economic and financial policy, Germany will retain its 'safe haven' status and continue to play its role as the anchor in the euro zone responsibly," the German finance ministry said in a statement.Despite the downgrade warning, "Germany continues to find itself in a very solid economic and financial situation," it added. The only triple-A rated country not to face a downgrade in the following months is Finland, which has demanded collateral on bailouts in Spain and Greece, runs a fiscally conservative budget and has limited trade links with the rest of the eurozone. In a bid to stem the markets' descent, Italy and Spain on Monday reinstated a ban on so-called short selling - bets on falling stocks.
The government in Madrid - despite a freshly agreed eurozone bailout of up to €100 billion - faces further funding problems as one of its regions, Valencia, officially asked for a bailout to pay off its debt. El Pais newspaper reports five more regions may soon do the same, as they have no means of paying back their €15 billion of debt redemption due later this year.Spanish economy minister Luis de Guindos is expected in Berlin on Tuesday for talks with his German counterpart, Wolfgang Schauble. De Guindos has so far insisted that his country will not seek a full-blown bailout. But its unsustainable borrowing costs and the bankruptcy facing its regions make investors believe the opposite."The rise in the 10-year yield well beyond 7 percent carries a very distinct reminder of events in Greece in April 2010, Ireland in October 2010 and Portugal in February 2011," the Bank of New York Mellon said in a note to investors. "In each case, a decisive move beyond 7 percent signalled the start of a collapse in investor confidence that, in each case, led to a bailout within weeks," it added. The only way to avoid that would be if the European Central Bank intervened - as it did last year - in buying up Spanish bonds. Spanish officials in recent weeks have called on the ECB to step in, but so far this has not happened.According to data published on its website, the ECB has not bought any sovereign bonds since February. The governing council of the ECB is meeting next week in Frankfurt when a decision on bond purchases could be taken.

Assad 'moves chemical weapons to Syria border': rebels

Syria's rebels accused strongman Bashar al-Assad on Tuesday of moving chemical weapons to the country's borders, a day after his beleaguered regime said it would use its stockpiles if attacked.Helicopter gunships strafed rebel neighbourhoods of second city Aleppo, as heavy fighting forced the closure of a third of the shopping malls of what is Syria's commercial capital, pro-government media said. The rebel Free Syrian Army said the regime's chemical arsenal had been moved in a bid to pressure the international community, much of which has called for Assad to step aside in the face of the more than 16-month uprising against his rule."According to our information, the regime began moving its stocks of weapons of mass destruction several months ago... with the goal of putting pressure on the region and the international community," a statement said.At a Damascus news conference on Monday, foreign ministry spokesman Jihad Makdissi acknowledged that Syria has chemical weapons and said the regime would use them if attacked by outsiders, although not against its own civilians."Syria will not use any chemical or other unconventional weapons against its civilians, and will only use them in case of external aggression," Makdissi said."Any stocks of chemical weapons that may exist, will never, ever be used against the Syrian people," he said, adding that in the event of foreign attack, "the generals will be deciding when and how we use them."US President Barack Obama warned Assad not to make the "tragic mistake" of unleashing chemical weapons."Given the regime's stockpile of chemical weapons, we will continue to make it clear to Assad and those around him that the world is watching," Obama told an audience of US veterans in the western state of Nevada."They will be held accountable by the international community and the United States should they make the tragic mistake of using those weapons," he added.Analysts said they doubted whether in the current conflict Assad's regime would resort to using a chemical weapons stockpile that was developed as a counterbalance to Israel's presumed nuclear arsenal."It's not at all in the interest of the Syrian army to use these weapons -- there is no tactical interest given the nature of the current conflict which is mainly urban," said Olivier Lepick, specialist in chemical weaponry at the Foundation for Strategic Research in Paris."The regime knows that if it did so it would lose the support of China and Russia."As rebel fighters suffered setbacks, notably in Damascus, the opposition Syrian National Council bickered over whether it would accept a transition led temporarily by a member of the regime if Assad steps aside. An offer to do so by SNC spokesman George Sabra was contradicted just hours later by SNC spokeswoman Bassma Kodmani."There was never any question of a national unity government led by a member of the regime," Kodmani told AFP.Despite the disarray in opposition ranks, Turkish Prime Minister Recep Tayyip Erdogan, whose country hosts the rebel leadership, said he was confident it was close to victory."The ruthless killings committed in panic in recent days show the world that the Syrian regime is on the road to oblivion," he said.Neighbouring Iran warned it would not tolerate the collapse of its key regional ally."The Syrian people and the friends of Syria will not allow regime change," Brigadier General Masoud Jazayeri, the deputy chief of Iran's joint armed forces, was quoted as saying.Activists and regime sources say government forces have reclaimed most of Damascus after a week of heavy fighting with rebels, who remain in the city but are planning a guerrilla strategy.Clashes continued Tuesday, with the Britain-based Syrian Observatory for Human Rights reporting at least 33 people killed nationwide."At least seven civilians, including six children, were killed by regime forces shelling of the besieged town of Herak," south of Damascus, the watchdog said.A video it distributed showed the bodies of dead children, including a young girl in a pink and white dress, lying on a blood-smeared floor, the faces of some of them covered in blood."Herak has been under shelling for 10 days," an unidentified man says in the amateur video."Where are the Arabs and Muslims when these children are killed during Ramadan?" he pleaded, referring to the Muslim holy month which began last week.In Aleppo, the Observatory said helicopter gunships were firing on the Qadi Askar, Bab Al-Hadid, Al-Katergi and Karam Al-Jabal districts.
The Al-Watan newspaper, close to the government, reported that six shopping malls -- a third of the commercial hub's total -- had been forced to close because of "regrettable events".Riad Kahwaji, director for the Institute for Near East and Gulf Military Analysis, said that as the regime throws its full weight into protecting its control over Damascus, the rebels have made a tactical retreat and are now "directing their full force on Aleppo.""Taking Aleppo after they take control of the borders of Turkey makes sense because it's all connected, close to supply routes, close to the command headquarters of the rebels on the borders," he told AFP.

Syrian forces battle rebel push on central Aleppo

AMMAN (Reuters) - Syrian troops fought rebels trying to seize central Aleppo on Tuesday and quelled a jail mutiny on the outskirts of the northern city, killing 15 prisoners, opposition activists said. After a week of battles between President Bashar al-Assad's forces and his opponents in Damascus, fighting intensified in Aleppo, a more populous commercial city that long seemed immune to the 16-month-old upheaval convulsing Syria.Rebels seeking to capture downtown Aleppo were combating Syrian troops and intelligence men at the gates of the Old City, a U.N. World Heritage site, residents and activists said. The deaths in the prison mutiny were caused when Assad's forces used machineguns and teargas on inmates overnight, activists in contact with surviving prisoners said.At least nine people were killed in army shelling of al-Herak, a town south of Deraa, the cradle of the revolt against more than four decades of Assad family rule, activists said.Video posted on the Internet showed the shattered bodies of a veiled woman and six children in colorful pajamas, some of them very young. Four lay on one doctor's table.Activist accounts and videos are hard to verify independently due to Syrian restrictions on media access. In Damascus, explosions and gunfire rocked the central district of Barzeh after government forces stormed in overnight, opposition activists said. Tanks prowled the streets of Midan, a neighborhood recaptured by the army from rebels on Friday.Several shells landed in the southern suburb of Hajar al-Aswad, where Assad's forces have been trying to dislodge rebels.
Elsewhere residents buried their dead or ventured back to check on homes they had fled to escape the fighting.Outside Damascus and Aleppo, Assad's forces have used artillery and helicopter gunships to keep rebel fighters off balance in the last few days, while avoiding ground incursions, rebel and opposition sources said, saying Deir al-Zor and al-Herak were among towns suffering such long-range bombardments.

As the struggle for Syria intensified, Western leaders seized on an admission by Damascus that it has chemical and biological arms and could use them if foreign powers intervened.U.S. President Barack Obama said the world would hold Assad and his entourage accountable "should they make the tragic mistake of using those (chemical) weapons".Israel, which has publicly discussed military action to prevent Syrian chemical weapons or missiles from reaching Assad's Lebanese Shi'ite militant allies Hezbollah, said there was no sign any such diversion had occurred."At the moment, the entire non-conventional weapons system is under the full control of the regime," a senior Israeli defense official, Amos Gilad, told Israel Radio.
Apparently responding to U.S. and Israeli concerns that Syria's non-conventional arsenal could fall into the hands of Hezbollah or other militants, Damascus acknowledged on Monday for the first time that it had chemical and biological arms.Foreign Ministry spokesman Jihad Makdissi said the army would not use chemical weapons to crush rebels but could use them against forces from outside the country. The Global Security website, which collects published intelligence reports and other data, says there are four suspected chemical weapons sites in Syria: north of Damascus, near Homs, in Hama and near the Mediterranean port of Latakia. Weapons it produces include the nerve agents VX, sarin and tabun, it said, without citing its sources.
"AGAINST ARAB INTERESTS"
With the conflict raging in Syria's two biggest cities, as well as many provincial ones, Western and many Arab nations are pushing for Assad's removal, although Russia, China, Iran and Iraq are among others opposed to any forced handover of power.Turkish Prime Minister Tayyip Erdogan said the anti-Assad rebellion was "closer than ever to victory" and warned that Turkey would respond firmly to any hostility from Syria.
The head of the Arab League said in an interview published on Tuesday that Assad's days in office were numbered. "There is now no talk about political reform, but (about) a transfer of power," Nabil Elaraby told the pan-Arab newspaper al-Hayat.Arab ministers on Sunday offered to provide Assad and his family with a safe exit if he relinquished power, but the Syrian leader has shown no intention of doing so.Elaraby said he would soon travel to China and Russia, which have three times blocked U.N. Security Council resolutions on Syria, to try to persuade them to change course."Our message to the Russians will be, with clarity and frankness, that the veto decision they took is viewed as being against Arab interests," Elaraby said.
Russia again warned its citizens not to travel to Syria, citing the "extremely tense situation" and persistent fighting. The ferocity of the Syria conflict, in which 1,261 people have been killed since fighting intensified in Damascus on July 15, according to one opposition watchdog, has concentrated attention on the possible repercussions of Assad's overthrow. The death toll reported by the Syrian Observatory for Human Rights for the past week was by far the highest in an uprising in which activists say at least 18,000 people have been killed.A week of unprecedented violence in Damascus, including a bomb attack that killed four of Assad's closest advisers, has emboldened rebel forces, although the Syrian army now appears to have regained control of most of the capital.
REMOVING BODIES
In the city's northeastern district of Qaboun, most streets were empty except for people returning to check on homes, some of which were destroyed in last week's fighting there."I came just to pick up some of my family's belongings, I am not returning for now," one woman said outside her building.Groups of men were pulling corpses from the rubble of one building. "We have removed 25 bodies so far from this area, we are burying them quickly," one said.An activist said 24 bodies of what appeared to be executed fighters had been found in Daraya, outside Damascus, on Monday. The fighting has imposed hardships on civilians, with three-quarters of medical facilities in Damascus now closed and people who have fled their homes taking refuge in 58 schools or camping out in public parks, the U.N. refugee agency UNHCR said.A UNHCR spokeswoman said that the number of displaced people within Syria had risen to about 1.5 million, up from the previous estimate of 1 million. More than 10,000 Iraqi refugees returned home from Syria in the past week, almost as many as the 13,000 who left in the first half of 2012, she added. The mayor of the western Iraqi border town of Qaim said 300 Iraqi refugees had crossed there from Syria on Tuesday. "They look tired and scared but there was a warm reception for them in al-Qaim camp," Farhan Ftehkhan told Reuters.

 EGYPT

ISAIAH 19:1-5
1 The burden of Egypt. Behold, the LORD rideth upon a swift cloud, and shall come into Egypt: and the idols of Egypt shall be moved at his presence, and the heart of Egypt shall melt in the midst of it.
2 And I will set the Egyptians against the Egyptians: and they shall fight every one against his brother, and every one against his neighbour; city against city, and kingdom against kingdom.
3 And the spirit of Egypt shall fail in the midst thereof; and I will destroy the counsel thereof: and they shall seek to the idols, and to the charmers, and to them that have familiar spirits, and to the wizards.
4 And the Egyptians will I give over into the hand of a cruel lord; and a fierce king shall rule over them, saith the Lord, the LORD of hosts.
5 And the waters shall fail from the sea, and the river shall be wasted and dried up.

Egypt's Mursi names little-known water minister as PM

CAIRO (Reuters) - President Mohamed Mursi has asked Hisham Kandil, a relatively young water minister little known outside Egypt, to form a new government, disappointing investors who had hoped for a high-profile economy specialist.Kandil was a senior bureaucrat in the ministry until he was appointed minister in July last year after the fall of President Hosni Mubarak. He obtained a doctorate in irrigation from the University of North Carolina in the United States in 1993, according to the water ministry's Facebook page.
A spokesman for Mursi, the Muslim Brotherhood politician sworn in as Egypt's first freely elected president on June 30, described Kandil as an "independent patriot" who had not belonged to a party either before or after the popular uprising against Mubarak, according to the state news agency.Yet Kandil's beard has generated speculation that he has Islamist sympathies. He has denied being affiliated to any Islamist group, but told Al Jazeera in an interview last year he had grown his beard out of a sense of religious duty.
Kandil did not feature among the long list of potential candidates for premier circulated by Egyptian media in the three weeks since Mursi took office. That speculation had focused on a group of economists including past and present central bank officials.Egypt's benchmark share index, which was trading flat before the announcement, fell 0.7 percent."This is quite a surprise as most of the names put around had been from the financial sector. The market is definitely reacting negatively," said Mohamed Radwan at Pharos Securities.
Egypt, the Arab world's most populous country, risks a budget and balance of payments crisis unless it can secure urgent aid from foreign donors and lure back foreign investors who fled the country after last year's political upheaval.Mursi was due to meet Kandil later on Tuesday. Kandil recently accompanied Mursi to an African Union summit in Addis Ababa.(Reporting by Tom Perry, Tamim Elyan, Patrick Werr and Tom Pfeiffer; Writing by Tom Perry; Editing by Mark Heinrich)

Arab League backs Palestinian plan on UN status
Arab foreign ministers have backed Palestinian plans to seek an upgrade to their status at the United Nations to that of a non-member state, Palestinian officials said. But no decision was taken on when the application would be made, with the Arab League postponing such a decision until its next meeting in Cairo on September 5, Palestinian negotiator Saeb Erakat told AFP late on Sunday. The UN membership question was one of several issues raised at a meeting in Qatar of the Arab League's Follow Up Committee on the peace process on Sunday night, which was also attended by Palestinian president Mahmud Abbas.
"The Arabs decided to go to the UN to seek non-member state status for Palestine," Erakat told AFP by phone from Doha late on Sunday."It has been agreed that we will start preparing the legal, procedural and political file relating to the Palestinian application for non-state membership," he said.He said ministers had approved plans to begin consultations with UN groupings such as the European Union, the African Group, the Non-Aligned Movement and the South American bloc "in order to obtain their support for the Palestinian demand."A statement from the Follow Up Committee said it supported Abbas's plan and the diplomatic efforts to obtain non-state membership for Palestine.Last year, Abbas formally presented a Palestinian request for full state membership at the UN in a move which angered Israel and the United States which say a state can only arise out of a negotiated peace settlement. The request was stalled at the Security Council, whose 15 members were divided over the move, and where the United States had threatened to use its veto to block the application. In light of the stalemate, Abbas has said he would seek to upgrade the Palestinian representation at the UN to that of a non-member state in a move which would only require a simple majority in the General Assembly and is certain to pass easily.Direct peace talks have been frozen for nearly two years, with the sides mired in a thorny dispute over Israel's settlement policies.

Troika in Greece amid renewed euro-exit talk

Today @ 09:29 JULY 23,12 By Valentina Pop
BRUSSELS - Officials from the troika of international lenders are back in Athens on Tuesday (24 July as the three-party government struggles to meet the spending cuts demanded in return for the bailout money.
The Greek government is several months behind on promised spending cuts and privatisations. The auditors from the EU commission, European Central Bank and International Monetary Fund are set to draw up a report on how big the shortfall is and whether Greece can still receive the next tranche of €31.5 billion in September.Without this money, the Greek authorities will not be able to repay outstanding debt to the eurozone central bank, or salaries and pensions in the coming months.Development minister Costis Hatzidakis on Sunday warned that the two months ahead are "the most critical" and that his country is in a "state of emergency.""If the current government fails, the next one will be a government of the drachma," Hatzidakis told Ethnos daily. The government, led by Conservative leader Antonis Samaras, took two elections and at least three months of stalled reforms to come together. The troika further postponed its mission as Samaras was rushed into a hospital to undergo eye surgery and his first pick for a finance minister refused to take up the job amid health problems. The current finance minister, Yannis Stournaras, an Oxford-educated economist, has so far come up with only about €8 billion in spending cuts out of the €11.5 billion which should have been identified in June. Initially, the Samaras government had hoped to negotiate an extension of at least two more years in meeting the bailout requirements, as the economy is shrinking faster than forecast.State income is over €1.5 billion short of the predicted revenues in the first half of this year, the finance ministry said last week. And privatisations of state assets, which should have brought in €3 billion this year, are only expected to reach a tenth of that target, according to the head of the privatisation fund, Costas Mitropoulos, who resigned last week, citing lack of support from Samaras."Right now we need to secure an at least tolerable troika report by the end of August," finance minister Stournaras told financial daily Imerisia on Saturday. He admitted that a deadline extension, as first envisaged by the Samaras government, "cannot be taken for granted.""Everything is under negotiation and unfortunately, much of what was agreed is not in an implementation phase," the minister said.Three German ministers over the weekend warned that there is no way around more spending cuts and sticking to the bailout terms, with finance minister Wolfgang Schauble warning that Greece must "make up for any delays."Schauble told Bild newspaper there were no similarities between Greece and Spain, who recently obtained longer deadlines in meeting its deficit targets.
Economy minister Philipp Roesler meanwhile did not hesitate in floating the Greek euro-exit scenario again.
“What’s emerging is that Greece will probably not be able to fullfil its conditions. If Greece doesn’t fulfill those conditions, then there can be no more payments,” he told ARD broadcaster on Sunday. He said that an end of the bailout would lead Greeks to conclude "that it is perhaps smarter to leave the eurozone".
"I think for many experts, for the FDP, for me, that an exit by Greece from the eurozone lost its horror a long time ago."German foreign minister Guido Westerwelle also said in an interview with Hamburger Abendblatt that his liberal party - the junior coalition member to which Roesler also belongs - will never agree to Greek attempts to water down the bailout terms.“That won’t work, that’s a Rubicon we can’t cross,” Westerwelle told the newspaper, even though last month he said Athens could hope for better terms as its economy was worsening. But the feeling that Greek politicians are simply not sticking to what they promise has worn down any sense of patience among German politicians. In addition, Der Spiegel on Monday reported that the IMF is considering withdrawing from any extra payments to Greece. If Greece manages to secure extra time for its reform programme, the German magazine said, this would likely boost the total bill by a further €10-50 billion in bailout money. If the IMF pulls out, other eurozone countries are also likely to stop paying. Finland and the Netherlands have linked their contributions to IMF participation.

Spanish bailout deal to be sealed amid protests

20.07.12 @ 08:41 By Valentina Pop

BRUSSELS - Eurozone finance ministers on Friday (20 July) are set to iron out the final details of bailout of up to €100bn for the Spanish banking sector, just as tens of thousands Spaniards took to the streets in protest against fresh spending cuts.In a conference call set to start at 12.00 Brussels time, the 17 ministers are expected to sign off a memorandum of understanding with Spain, spelling out the conditions of the loan capped at €100 billion. The final amount still to be determined after a comprehensive audit of 14 Spanish banks, making up 90 percent of its banking sector, is carried out in September. A first tranche of up to €30 billion will be made available by the end of July to reassure markets that these are not empty promises.
A draft agreement that emerged ahead of a vote in the German Bundestag on Thursday approving the deal caused a bit of an uproar in Spain, with El Pais newspaper accusing the government of "hiding" the documents from public scrutiny. The 70-page long document is expected to be broadly adopted as is on Friday and then signed by the Spanish government. It mostly relates to how banks sitting on bad loans will be assessed, recapitalised and possibly wound down, how the national banking supervisors have to be strengthened and transparency of banks balance sheets increased. But it also refers to "regular and closely" monitoring of other economic reforms aimed at reducing the budget deficit to 3 percent of GDP by 2014.
Tax policies are also to be monitored, along with labour market reforms, with member states set to "review on a regular basis the economic policies implemented by Spain," in line with binding recommendations by the EU commission. The government last week announced fresh public sector wage cuts and VAT hikes amounting to €65 billion, which on Thursday saw tens of thousand of people take to the streets all across the country. Riot police fired rubber bullets on protesters in Madrid, who set garbage bins on fire and threw explosive cocktails as tensions rose.Unemployment is at 24 percent in Spain, while more than half of the country's youngsters are out of a job.Prime Minister Mariano Rajoy defended the cuts as part of the bailout deal needed to rescue the bleeding banks. But markets seem unimpressed. At a debt auction on Thursday, Spain managed to borrow almost €3 billion from the markets, but at borrowing costs above seven percent - a threshold considered bailout territory.According to the draft memorandum, in money that is unused for the banking rescue could be re-allocated to another bailout programme - for instance buying Spanish bonds. But for that to happen, a new deal would have to be approved by all eurozone countries and with likely even stricter conditions attached."The up to €100 billion, which the eurozone has undertaken to provide to Spanish banks is to do just that, it is only for that purpose and not for any other," an EU commission spokesman said Thursday.

EU ministers set to beef up Syria arms embargo, sanctions

20.07.12 @ 17:16 By Honor Mahony

BRUSSELS - EU foreign ministers meeting in Brussels Monday (23 July) are expected to extend sanctions on Syria while trying to clamp down on weapons making their way to the Bashar Assad government.

A couple of dozen people and entities are expected to be added to an EU-sanctions list already containing 43 companies and 128 people. The move is in part to show the EU's determination to press ahead with being tough on Damascus even after China and Russia on Thursday (19 July) refused to endorse global sanctions through a UN resolution. But EU officials also believe the sanctions are having an effect."Our analysis and reporting from sources in Syria suggest that this causes significant anxiety and concern to the Syrian regime. This is not something they are blasé about, they really don't like these measures," said one EU diplomat.
"It can't be categorically proven but it seems to make the functioning of the government more difficult," the diplomat added. The freezing of assets is also thought to hit the standing of the regime among its supporters used to the government's largesse and unhappy at seeing it dwindling.EU ministers will also try to strengthen its arms embargo against the war-torn nation. A ban on arms exports has been in place since May 2011 but member states at the time did not agree the tools to enforce it.They are set to remedy this by agreeing to examine ships and aircraft carrying suspicious-looking cargo to Syria."It's important to be clear about what we are aiming to do. We are looking to reduce the ease by which arms can go to Syria" said the EU diplomat. The porous arms embargo came to attention early in the year when a Russia ship carrying arms docked in Cyprus to refuel. The ship was allowed to leave again after its Russian owners said it would no longer be going to Syria. But events are moving quickly on the ground, so much may be changed by Monday. The killing of the defence minister in a suicide attack on Wednesday is widely seen as big blow to the regime.
There was extra confusion Friday when Russia appeared to exercise some political pressure. Its ambassador to France told Radio France International that Assad is ready to step down "in a civilized way" - the remarked was later dismissed by both Syria and Russia as out of context and incorrectly interpreted.

Zimbabwe

Ministers are also expected to back a UK-pushed proposal to encourage further reforms in Zimbabwe. They are likely to agree to suspend the current prohibition on aid going directly to the government.
This is hoped to have a strong "signalling effect" as money will not start flowing immediately but only once the EU's new budget framework kicks in from 2014. This can be "rescinded" at any time, said a diplomat.
They are also expected to say that if there is a fair constitutional referendum later this year then there should be a suspension of the asset freeze and travel ban on all but President Robert Mugabe and the core people around him.Meanwhile ministers may also name the EU special representative on human rights at their Monday meeting. Among the frontrunners for the post are Finland's Astrid Thors, a former MEP and Francois Zimeray, France's ambassador for human rights.

BEIRUT (Reuters) - Syria acknowledged for the first time on Monday that it had chemical and biological weapons, saying they could be used if the country faced foreign intervention.International pressure on President Bashar al-Assad has escalated dramatically in the last week with a rebel offensive in the two biggest cities and a devastating bomb attack which killed four members of his inner circle in Damascus.
Assad's forces have launched fierce counter-offensives, reflecting his determination to hold on to power even at great cost and he has dismissed an Arab offer to grant him a safe exit in return for a swift step down.
Foreign Ministry spokesman Jihad Makdissi said the army would not use chemical weapons to crush rebels but they could be used against forces from outside the country."Any chemical or bacterial weapons will never be used ... during the crisis in Syria regardless of the developments," Makdissi said."These weapons are stored and secured by Syrian military forces and under its direct supervision and will never be used unless Syria faces external aggression."Damascus has not signed a 1992 international convention that bans the use, production or stockpiling of chemical weapons, but officials in the past have denied that it had any stockpiles.
As violence escalates in Syria, insurgents have said they fear Assad's forces will resort to non-conventional weapons as they seek to claw back rebel gains across the country.Western and Israeli countries have also expressed fears that chemical weapons could fall into the hands of militant groups as Assad's authority erodes.Defying Arab foreign ministers who on Sunday offered Assad a "safe exit" if he stepped down swiftly, the Syrian leader has waged a counter-attack in the capital to defeat rebels district by district.Arab League ministers meeting in Doha urged the opposition and the rebel Free Syrian Army to form a transitional government, Qatari Prime Minister Sheikh Hamad bin Jassim al-Thani told a news conference in Doha.
Makdissi condemned calls for Assad to step down at a meeting of Arab foreign ministers in Qatar over the weekend, calling it a "flagrant intervention" in Syria's internal affairs."We regret that the Arab League stooped to this immoral level in dealing with a founding member instead of helping Syria," he said.On Monday the army shelled rebel forces in the northern city of Aleppo and stormed the southern Damascus neighborhood of Nahr Aisha, breaking into shops and houses and burning some of them, activists said.Video showed dozens of men in green army fatigues massing in the neighborhood, which looked completely abandoned. Men carrying machine guns and rocket-propelled grenade launchers knocked and then kicked down doors and climbed through windows.Assad's forces have reasserted control over several Damascus areas since they seized back the central Midan district on Friday, following a devastating bomb attack that killed four of Assad's top security officials."The regime strategy is to continue to confront the opposition, this time with much broader military response," said Ayham Kamel, Middle East analyst at Eurasia Group consultancy.
"The expectation that the regime is out of firepower or collapsing right now is misplaced."But Assad's forces have lost ground outside cities, ceding control of four border posts on the Turkish and Iraqi borders.
Rebels also seized an army infantry school in the town of Musalmiyeh, 16 km (10 miles) north of Aleppo, and captured several loyalist officers, while others defected, a senior military defector in Turkey and rebel sources inside Syria said.In Aleppo, activists said residents were fleeing the rebel-held districts of Al-Haideriya, Hanano and Sakhour after army shelling and clashes between rebels and government forces.
A rebel fighter said the rebels had destroyed three tanks in the Hanano district and predicted weeks of fighting in Syria's largest city."The regime is fighting for its survival. God willing by the end of Ramadan, Aleppo will be in our hands," Mustafa Mohammad said referring to the Muslim holy month which started on Friday.
REVENGE
The fighting in Damascus, Aleppo and the eastern city of Deir al-Zor has been some of the fiercest yet and showed Assad's determination to avenge the bomb attack, the most spectacular blow in a 16-month-old uprising against four decades of rule by the Assad family.Rebels were driven from Mezzeh, the diplomatic district of Damascus on Sunday, residents and opposition activists said, and over 1,000 government troops and allied militiamen poured into the area, backed by armored vehicles, tanks and bulldozers.Government forces executed at least 20 men, aged approximately 20 to 30, activists said by phone from Mezzeh.
"Most had bullet holes, one with as many as 18. Three had their hands tied behind their back. Some of the men were in their pajamas. Several had their legs broken or fingers missing. Others were stabbed with knifes," said Bashir al-Kheir, one of the activists.Opposition and rebel sources say the guerrilla fighters in the capital may lack the supply lines to remain there for long and may have to make tactical withdrawals.
The neighborhood of Barzeh, one of three northern areas hit by helicopter fire, was overrun by troops commanded by President Assad's brother, Maher al-Assad, 41, who is widely seen as the muscle maintaining the Assad family's Alawite minority rule.
CRUCIAL ROLE
Maher's role has become more crucial since Assad's defense and intelligence ministers, a top general and his powerful brother-in-law were killed by the bomb on Wednesday, part of an assault by rebels seeking to turn the tables in a revolt inspired by Arab Spring uprisings in Tunisia, Libya and Egypt.Assad has not spoken in public since the bombing, but the Israeli military said it believed he was still in Damascus and retained the loyalty of his armed forces. The unrest in Damascus prevented many officials getting to work last week but on Monday most government employees were back at their desks, one employee said. The Syrian Observatory for Human Rights said 1,261 people had been killed across Syria since last Sunday, when the fighting escalated in Damascus, including 299 of Assad's forces. This made it by far the bloodiest week in an uprising that has claimed the lives of 18,000 people. A total of 140 people were killed on Sunday, including 38 soldiers, the observatory said.Regional and Western powers fear the conflict might become a full-blown sectarian war that could spill across borders, but have yet to find a coherent strategy to prevent this.

Israel official: Syria protecting chemical arsenal

JERUSALEM (AP) — Israeli leaders said Sunday they were following the escalating violence in Syria for signs militants were seizing the regime's chemical weapons or missiles, after Israel declared over the weekend that it was prepared to attack Syrian arsenals to prevent that from happening. The increasingly precarious situation of President Bashar Assad's regime is stoking Israeli fears that militants affiliated with Lebanon's Hezbollah or al-Qaida would raid Syrian military arsenals for chemicals weapons or sophisticated missiles that could strike Israeli territory. Speculation of an Israeli assault on these arsenals has mounted since Syrian rebels struck at the heart of the government last week, killing four high-level officials and exposing new vulnerabilities of Assad's regime.Senior Defense Ministry policy planner Amos Gilad told Israel's Army Radio that "right now, they (the Syrian regime) are maintaining control of these arsenals as best they can."
But Israel is on alert for the possibility that Syria's large chemical stocks could be seized by Lebanese militants, Al-Qaida-affiliated radicals or other unspecified "irresponsible elements" operating in Syria, he hastened to add.Over the weekend, Defense Minister Ehud Barak made it clear that Israel was preparing for the worst. "I've ordered the Israeli military to prepare for a situation where we would have to weigh the possibility of carrying out an attack" against Syrian weapons arsenals, he told Channel 2 TV.On Sunday, he told reporters, "the state of Israel cannot accept a situation where advanced weapons systems are transferred from Syria to Lebanon." And Prime Minister Benjamin Netanyahu told his Cabinet that "we are following events closely and are prepared for any eventuality that might develop."The possibility that the bloodshed in Syria could spill over Israel's frontier has become an even more tangible worry as the fighting intensifies in Assad's strongholds and near the frontier with the Israeli-controlled Golan Heights.
Barak warned last week that Israel would stop Syrian refugees from entering the Golan should they try to flee there. And the head of military intelligence voiced concern that Syrian territory bordering the Golan could become a haven for militant groups, much like Egypt's Sinai desert has become a launching pad for attacks on southern Israel.Defense officials have said Israeli troops in the Golan have not been put on a war footing.

Egypt allowing Palestinians freer entry

CAIRO (AP) — Egyptian and Palestinian officials say Egypt is allowing freer entry for Palestinians into the country, in an unprecedented move that eases long held travel restrictions particularly on Gazans but caused confusion among security agencies here.Airport officials said seven Gazans were allowed into Egypt Monday without the usual restrictions under which transiting Gazans under 40 years old were "deported" — taken in security escorts from the airport directly to Gaza, often after long detentions at the airport.Egypt's ambassador to the West Bank Yasser Othman said transiting Palestinians can enter Egypt for 72 hours to arrange their own travel. A Palestinian official in Cairo said more easing of restrictions are being negotiated.
The decision, however, took some Egyptian security by surprise, as a formal announcement was not yet made.

GENESIS 7:6-12

7 And Noah went in, and his sons, and his wife, and his sons’ wives with him, into the ark, because of the waters of the flood.
8 Of clean beasts, and of beasts that are not clean, and of fowls, and of every thing that creepeth upon the earth,
9 There went in two and two unto Noah into the ark, the male and the female, as God had commanded Noah.

Typhoon sweeps toward Hong Kong and south China

HONG KONG (Reuters) - Hong Kong was lashed by gales on Monday as typhoon Vicente moved towards the financial hub, sending office workers home early and prompting the local observatory to raise the No. 8 tropical cyclone warning signal, the third highest classification.Financial markets, schools, businesses and government services close when any No. 8 or above signal is hoisted, posing a major disruption to business in the capitalist hub and former British colony.Gale-force winds pounded trees, churned up white-tipped waves in Victoria Harbour and sent debris flying. Office workers, meanwhile, scurried home in mid-afternoon, queuing for trains, buses and ferries amid torrential rains. The Hong Kong Observatory raised the No. 8 signal after the stock market closed on Monday. Should the signal remain in force after 7 a.m. local time on Tuesday, the exchange will remain closed for at least part of the day after it dived three percent on Monday, led by a 5 percent slump in Europe's largest bank, HSBC Holdings.
Wong Wing-tak, a senior scientific officer with the Hong Kong Observatory, said late on Monday afternoon that Vicente wouldn't likely hit Hong Kong directly and was forecast to cross 150 kilometers southwest of the city.In southern China, officials in Hainan island issued a red alert amid heavy rains and thunderstorms as the typhoon approached, the official Xinhua news agency reported.Winds were expected to strengthen to up to 100 kilometers per hour along the southern Chinese coast, it added.(Reporting by James Pomfret; Editing by Sanjeev Miglani)

Shooting suspect got “high volume” of deliveries: police

AURORA, Colo. (Reuters) - The man accused in a shooting rampage at a Denver-area premiere of the new "Batman" film received a high volume of deliveries at work and home over the past four months, police said, parcels they believe contained ammunition and possibly bomb-making materials.Aurora Police Chief Dan Oates revealed the shipments as local and federal authorities worked to make safe suspect James Holmes' apartment, which was found to be booby-trapped with sophisticated explosives following the massacre at a multiplex theater several miles away.Oates said residents of nearby buildings who were evacuated would likely be allowed to return home on Saturday night."We've become aware that the suspect over the last four months received a high volume of deliveries to both his work and home addresses," Oates said at an afternoon press conference."This begins to explain how he got his hands on all the magazines and ammunition," Oates said. "We also think it begins to explain some of the materials he had in his apartment."
A gunman armed with an assault rifle, a shotgun and a pistol and wearing a full suit of tactical body armor, a helmet and a gas mask set off two smoke bombs before opening fire in the dark theater early on Friday morning, killing 12 people and injuring 58 others.Officers who arrived at the scene within 90 seconds of the first emergency calls quickly took Holmes into custody in a parking lot behind the cinema, where he surrendered without a fight, Oates said.Holmes, a graduate student who authorities said had dyed his hair red and called himself "the Joker" in a reference to Batman's comic-book nemesis, was due to make an initial court appearance on Monday.Authorities used a remote-controlled robot and controlled detonation on Saturday as they began to neutralize what they said were a series of booby traps in Holmes' apartment.
The bomb squad used a robot to place a tube -- known as a "water shot" -- near an explosive device in the apartment. The water shot was then detonated to disable the explosive.Photos of the apartment, taken by a camera raised up to the third-floor window, showed jars of ammunition on the floor and "things that look like mortar rounds," Oates said. There were also bottles filled with an unknown liquid and what appeared to be trip wires laid out across the apartment, he said.Aurora Police spokeswoman Sergeant Cassidee Carlson said the device had clearly been "set up to kill.""We have been successful in disabling a second triggering device," she said. "Although not certain, we are hopeful we have eliminated the remaining major threats. We will not know this until we enter the apartment."
FIVE VICTIMS STILL CRITICAL
Police evacuated five nearby buildings and created a perimeter of several blocks around Holmes' apartment, the top-floor unit of a three-story red brick building in a run-down section of Aurora.Of the 58 people wounded in the shooting, hospital officials said some patients had sustained serious head injuries and chest injuries. The University of Colorado Hospital, which treated 23 victims of the shooting, said 10 people had been released and five remained in critical condition. The Medical Center of Aurora said of its seven patients -- ranging in age from 16 to 31 -- four remained in the intensive care unit and three other patients are on the main trauma floor."The initial adrenalin rush of having something like this happen, both for the families and the patients themselves, is starting to wear off," said Dr. Bob Snyder, a trauma surgeon at the Medical Center of Aurora. "There is going to be some realization that there are going to be some serious, long-term issues that people are going to have to deal with."A memorial of flowers, candles and stuffed animals has been set up at the Aurora shopping mall where the shooting rampage took place. A handwritten sign read: "7/20 gone not forgotten."President Barack Obama called the shootings a reminder that life is fragile and promised that the federal government stood ready to do all it could to seek justice for the "heinous crime."Even as we come to learn how this happened and who's responsible, we may never understand what leads anyone to terrorize their fellow human beings," Obama said in his weekly radio and Internet address, which was broadcast on Saturday.Witnesses at the movie theater told of a horrific scene, with dazed victims bleeding from bullet wounds, spitting up blood and crying for help. Among those taken to hospitals as a precaution was a baby boy just a few months old."I slipped on some blood and landed on a lady. I shook her and said, 'We need to go; get up,' and there was no response, so I presumed she was dead," said Tanner Coon, 17.The suspect may have blended in with other moviegoers who wore costumes as heroes and villains, and some witnesses said they believed at first that his appearance was a theatrical enhancement to the film. The shooting evoked memories of the 1999 massacre at Columbine High School in Littleton, 17 miles from Aurora, where two students opened fire and killed 12 students and a teacher. The gunman was armed with an AR-15 assault rifle, a 12-gauge shotgun and a Glock .40-caliber handgun, Oates said. Police found an additional Glock .40-caliber handgun in his car, parked just outside the theater's rear emergency exit, he said.Holmes had purchased the weapons legally at three area gun stores in the last 60 days and bought 6,000 rounds of ammunition online, including a 100-round drum magazine for an assault rifle, Oates said.(Additional reporting by Keith Coffman, Stephanie Simon and Dan Whitcomb; Writing by Edith Honan and Dan Whitcomb; Editing by Eric Beech and Stacey Joyce)
