Swarm of tornadoes rip through Dallas-Fort Worth

DALLAS (Reuters) - Up to a dozen tornadoes skipped through the densely populated Dallas-Fort Worth area in Texas on Tuesday, ripping apart homes, tossing tractor-trailer trucks into the air and injuring at least 17 people, but there were no reported deaths.Ten to 12 tornadoes touched down during a massive storm that brought chaos from high winds, rain and hail to the nation's fourth most populous metropolitan area, said National Weather Service meteorologist Jesse Moore.Many of the 6.3 million area residents were forced to scramble for safety as the storm bore down during the early afternoon, when schools and workplaces were open.Seven people were injured in the suburb of Arlington, police said. Most suffered only minor injuries but one person hit by a falling tree was in critical condition, said Arlington police spokeswoman Cheryl Carpenter.In one of the hardest hit areas south of Dallas, Lancaster, tornadoes damaged 300 structures.Of the 10 people injured in Lancaster, two of them were severely hurt, said Lancaster police spokesman Paul Beck.

The survival rate from a tornado is higher during the daylight hours because people are more likely to hear or see the warnings and take cover, meteorologists said. Twisters are most deadly when people are sleeping at night, they said.One tornado lifted trucks like toys in the Flying J Truck Plaza in Dallas, said truck driver Michael Glennon, who caught the destruction on his video camera as debris swirled through the air.We've seen roofs blown off, houses totally flattened, tractor-trailers knocked over, Moore said.On Tuesday evening, the storm system moved east into Oklahoma, Arkansas and Louisiana with the potential of producing high winds and more tornadoes, Moore said.Sixth-grader Hailey Pellerin said she and other students had just started lunch when teachers quickly herded students back to their classrooms in their southwest Arlington elementary school.We had to duck and cover for two hours,she said. The students were seated, lined up against a wall in their classrooms and covered their heads.The power went out so it was dark and hot.The tornado passed about 200 yards from the school, her father David Pellerin said.We were so lucky because it came so close but passed by the two schools my kids attend, said Pellerin, the father of three.

Some 110 planes were damaged by hail and 400 flights canceled at Dallas-Fort Worth International Airport, the eighth busiest in the world, stranding thousands of passengers. Another 40 incoming flights were diverted.During the height of the storm, witnesses at the airport said the sky turned dark and passengers were herded away from windows and into stairwells and restrooms.The U.S. tornado season has started early this year. Two tornadoes were tearing across the Dallas-Fort Worth, Texas metro area on Tuesday, the National Weather Service warned.Two tornadoes are currently affecting the DFW (Dallas-Fort Worth) Metroplex. Take cover now! the service's online alert board said.The weather service issued a tornado emergency for the metropolitan area.
Local television images showed school buses, trucks and trains cars that had been tossed around, many sustaining significant damage.Strong tornadoes are possible with discrete supercell thunderstorms that occur out ahead of the main line of storms. Greatest threat for discrete supercells will from be along and east of Interstate 35. Storms are expected to end from west to east late this evening,the weather service said.Severe thunderstorms containing very large hail damaging winds and frequent cloud to ground lightning are expected east of a Decatur, Weatherford, Hamilton, Lampasas line,it added.

Violence continues as Syria ceasefire nears

BEIRUT (Reuters) - Opposition activists accused Syrian troops of shelling two cities on Tuesday in a campaign to weaken forces fighting President Bashar al-Assad's government before a ceasefire deadline next week.Rebel fighters also kept up their attacks, killing three soldiers in separate actions in northern Syria, activists said.Assad has agreed to a ceasefire negotiated by international peace envoy Kofi Annan from April 10, the latest effort to end a year of bloodshed stemming from an uprising against his rule.An advance team from the U.N. peacekeeping department is due in Damascus this week to see how observers can monitor the truce, Annan's spokesman said in Geneva.But Syrian opposition figures as well as Western governments have made clear they are not convinced that Assad, who has failed to honor past commitments, would keep his word.He is a liar, said Waleed al-Fares, an opposition activist in Homs, a city which came to symbolize the anti-Assad struggle as opposition-held areas endured weeks of bombardments and sniper fire.Fares said Assad was playing for time to gain the upper hand over poorly armed rebel forces which have been driven from city strongholds in the past two months.Targets in Homs were coming under shelling on Tuesday, he said. Another opposition activist, Mortadha al-Rashid, told Reuters from Damascus that the western border town of Zabadani was also taking a pounding.The regime shows no signs of stopping. There are people being shelled in Zabadani right now, Rashid said.In violence elsewhere, rebel fighters killed one soldier in a clash in northern Idlib province, according to the opposition Syrian Observatory for Human Rights, a British-based monitor which collates reports from inside Syria.Armed men also attacked the home of a military director of logistics in Aleppo, killing two guards, the Observatory said.

France said it would hold a meeting in the next two weeks to discuss sanctions on Syria to ensure they are implemented ahead of the next Friends of Syria meeting due to be held in Paris.Given the news that we're getting today of the ongoing crackdown in Syria, this commitment must begin now, Foreign Ministry spokesman Bernard Valero said.There is a final date of April 10, but it's from now that Mr Assad must begin implementing the immediate measures he has committed to.If the regime continues its refusals, its massacres, then it will be pouring scorn on and insulting the entire international community, he said.The United Nations estimates Assad's forces have killed more than 9,000 people in the past year, while the government says about 3,000 security personnel have been killed by what it describes as foreign-backed gangs of terrorists.The Syrian state news agency SANA said 10 soldiers and policemen were buried with honors on Monday.Accounts of the violence can be difficult to verify because the Syrian government restricts access to Western journalists.SANA said Foreign Minister Walid al-Moualem met the president of the International Committee of the Red Cross, Jakob Kellenberger, and agreed on a cooperation mechanism for humanitarian assistance.It made no mention of the ICRC's call for a daily two-hour ceasefire to provide aid and evacuate the wounded.

TURKEY BLAMES U.N.

The opposition Syrian National Council has endorsed Annan's six-point peace plan but made no official comment on the April 10 ceasefire target. Rebels of the Free Syrian Army have said they will stop shooting if tanks and artillery withdraw from cities.
Turkish Prime Minister Tayyip Erdogan accused the U.N. Security Council of indirectly supporting the oppression of the Syrian people by failing to adopt a united stance on Syria.In not taking a decision, the U.N. To stand by with your hands and arms tied while the Syrian people are dying every day is to support the oppression, Erdogan told members of his party.Annan, who acts for the United Nations and the Arab League, told the U.N. Some council members were concerned that the next week could be used to intensify army operations.Annan's spokesman Ahmad Fawzi, speaking in Geneva, said the aim was to bring a complete end to hostilities by April 12.A U.N. peacekeeping advance team was due in Damascus in the next two days to discuss the deployment of monitors, Fawzi said. The International Criminal Court prosecutor said Tuesday he would hold off on a probe into alleged Israeli war crimes in the Palestinian territories until the UN rules on Palestinian statehood.The office (of the prosecutor) has assessed that it is for the relevant bodies at the UN or the Assembly of State Parties to make a legal determination whether Palestine qualifies as a state for the purpose of acceding to the Rome Statute, the court's founding treaty, the prosecutor's office said in a statement.The Palestinian Authority in January 2009 accepted the Hague-based court's jurisdiction, asking prosecutor Luis Moreno-Ocampo to launch a war crimes investigation against Israel following the Gaza war in December 2008 - January 2009.It wanted Moreno-Ocampo to look into acts committed on the territory of Palestine going as far back as July 2002.Moreno-Ocampo's office then opened a preliminary probe to see if there were grounds to proceed with an investigation.

However, if Israel is combined with the West Bank, Gaza and east Jerusalem — the lands it occupied in the 1967 Middle East war — then the Arab population nears parity, and in the view of some demographers is likely to become a majority soon.Indeed, as the prospect of peace seems to grow more remote, increasingly there are voices on the Palestinian side predicting — as a threatened default rather than a desired outcome — a one-state solution in which Jews and Arabs have equal status.

Israeli leader delays settler evictions

JERUSALEM (AP) — Israel's prime minister said Tuesday he has ordered a delay in the planned evacuation of Jewish settlers from a building they occupied in the West Bank, putting off a potentially violent standoff with Israeli security forces.The settlers had been ordered to evacuate the building in the volatile West Bank city of Hebron by Tuesday afternoon. But Prime Minister Benjamin Netanyahu said he told his defense minister, who oversees policy in the occupied West Bank, to put the evictions on hold while a legal review is conducted.I am coordinated with the minister of defense. I asked him last night to wait with the eviction so we could check the facts, both legally and on the ground, and that is what we will do, Netanyahu told a news conference. He gave no indication how long that would take.

The settlers took over the house in Hebron in an overnight operation last week. The military ordered them to leave by Tuesday afternoon because they did not have the required permission to move in.The deadline passed without any action, and the settlers remained inside the building.The lack of action added new doubts about Netanyahu's government, which is dominated by nationalist and Orthodox Jewish parties, to take on settlers who break the law.Netanyahu's apparent support for these settlers' move is another proof that (his) priority is consolidating the occupation rather than negotiating its end, said Palestinian spokesman Ghassan Khatib.Such attitude and behavior poses a serious challenge that the international community needs to deal with.Last month, the government tried to bypass an Israeli Supreme Court order to dismantle a large West Bank settler enclave by March 31. The enclave, Migron, was built without government authorization on privately held Palestinian land, in violation of Israeli law.The court rejected a government request to delay the evacuation until 2015, but gave it a four-month extension to work it out. Netanyahu has said he will respect the court decision.

Migron settlers, who zealously believe they have a God-given right to the West Bank, have said they will not go quietly.The eviction order for the Hebron house similarly threatened to touch off a violent confrontation between security forces and a militant settler community. The biblical city is home to the traditional burial site of Abraham, the shared patriarch of both Jews and Muslims, and the only place where Jews live in the heart of a West Bank city. Experts to assess Total gas leak as weather improves

ABERDEEN/LONDON (Reuters) - Weather conditions are forecast to improve later on Wednesday, allowing French energy company Total to fly experts to its North Sea Elgin oil and gas platform to assess the steps needed to stop a large and potentially explosive gas leak.Strong east to northeast gales have prevented Total from sending a helicopter with experts to the platform, but the UK's MetOffice said on Wednesday the strength of the wind will drop to below 10 miles per hour and its direction will change to westerly by evening and through Thursday morning.The odd snow shower around Elgin, Peterhead and Aberdeen continues at first (but) the isolated showers will soon die out during this morning, leaving everywhere with a dry afternoon (and) maximum temperature of 7 degrees Celsius, the MetOffice said, adding Thursday was expected to remain largely dry, with temperatures rising to 10 degrees.Total said on Tuesday it expected a helicopter with a team of eight experts to fly to the platform either on Wednesday afternoon or on Thursday morning, depending on the weather.

The company said the team of engineers would assess conditions on the platform and find out whether a so-called well kill was feasible through pumping mud into the well and whether any other measures would be necessary.Total said the gas leak was costing it $2.5 million a day.Another, more expensive option being pursued in parallel is to dig two relief wells to the source of the gas at 4,000 metres depth, far below the sea bed.Experts have said that can take up to six months to complete, and Total says it will push up daily costs to $3 million.Total's share prices have dropped by 6.5 percent since the leak was reported last week, knocking over 6 billion euros ($8.00 billion) off its share value.It said the team of engineers would consist of staff from Total and U.S. specialist company Wild Well Control.
Firefighters and engineers from the Houston-based company are experts at disasters such as oil rig explosions and have been dubbed Hellfighters by Hollywood.The gas leak was reported on March 25 and is spewing an estimated 200,000 cubic metres of natural gas from the evacuated platform into the air per day, forming a highly explosive gas cloud around the platform.It began after pressure rose in a well that had earlier been capped. Professor Dean Terry, director of the emerging media program at The University of Texas at Dallas, created EnemyGraph along with graduate student Bradley Griffith and undergraduate student Harrison Massey.Here’s how Terry describes the app (some typos were fixed):EnemyGraph is an application that allows you to list your enemies. Any Facebook friend or user of the app can be an enemy. More importantly, you can also make any page or group on Facebook an enemy. This covers almost everything including people, places and things. During our testing triangles and q-tips were trending, along with politicians, music groups, and math.Most social networks attempt to connect people based on affinities: you like a certain band or film or sports team, I like them, therefore we should be friends. Action must be taken to break the individual and cultural inertia preventing an adequate response to the global threat of human-caused climate change.According to leading experts on global environmental and social issues, resistance to the reality of anthropogenic global warming (human-caused climate change) must be recognized and treated before real action can be taken to effectively address this significant threat facing our planet.Meeting in London last week, scientists came together for the Planet Under Pressure 2012 conference to discuss potential solutions to the challenge of global sustainability.

A featured speaker at the conference, University of Oregon Professor Kari Norgaard, explains:We find a profound misfit between dire scientific predictions of ongoing and future climate changes and scientific assessments of needed emissions reductions on the one hand, and weak political, social or policy response on the other.People are individually and collectively habituated to the ways we act and think. This habituation must be recognized and simultaneously addressed.This kind of cultural resistance to very significant social threat is something that we would expect in any society facing a massive threat.Just as we cannot overhaul a car fleet overnight, we cannot change our ideological superstructure overnight. We must first be aware that this resistance is happening at all levels of our society. Bell Canada, the country's biggest telecommunications company, has agreed to buy Montreal-based Astral Media Inc. for $3.38 billion, giving the company more control over content for its cellphone, internet and land-line services.The company has pledged to pay $50 per share for Astral, a 40 per cent premium over the $36.25 level that Astral Media shares closed at on the TSX on Thursday.
Who owns what.BCE: 28 conventional TV channels including CTV, 30 specialty channels including TSN. Other notable assets include French sports channel RDS, music channel MuchMusic, business channel BNN, the Sympatico.ca website and 33 radio stations.

Astral Media: 24 specialty and pay television services including HBO Canada, the Movie Network, Family, Teletoon, Music Plus, CinéPop and others. Astral also has 84 licensed radio stations in 50 markets across Canada under brands like Virgin Radio and EZ Rock.Rogers: Largest television assets consist of the Citytv channels and Rogers Sportsnet. Rogers also has 55 radio stations across Canada and some of the largest magazines in the country including Chatelaine, Canadian Business and Macleans.Quebecor: TVA, the largest French-language private broadcaster in North America. Astral owns radio stations and television properties that include HBO Canada, the Movie Network and the Family Channel. Web companies run on caffeine and Internet time—that speedy pace made possible by global networks and e-commerce. In fact, some say that 1 year of Internet time equals 7 years of calendar time. So when Bell Canada wanted to roll out a new bundle of Internet services for business customers, it needed a billing system built: now! And CGI delivered a Web-enabled system that runs so smoothly it cut hours from the former processing time.

The Challenge
Under a longstanding contract for outsourcing, CGI does application development and support for Bell Canada. All told, CGI last year did over 200 projects large and small for various Bell Canada billing and customer care systems.One of the most challenging projects was for KeyPak, a bundle of services aimed at small and medium-sized businesses. KeyPak includes long distance, voice mail, Internet access, and Yellow Pages, all rolled into one package that gives companies a single bill for all their telecommunication needs.Before Bell could roll out this service, it needed to customize and Web-enable its billing system. The existing software lacked flexibility, and would have forced Customer Service Reps (CSRs) to rekey information into several different systems to administer the new all-inclusive bundle.And with hungry competitors eyeing Bell’s customers, there wasn’t a second to waste. The question was, as always: What can we offer before the competition? In this market, the word timeliness translates as emergency, and projects that normally take 6 months are often completed in two. So there was a lot of pressure on CGI to deliver.

Another complication came from the Canadian Radio-television and Telecommunications Commission (CRTC), the government agency that oversees Bell’s operations. Before Bell could offer KeyPak, it needed permission from the CRTC. This meant developing the technical infrastructure and marketing campaigns to support the new service, and standing ready to launch it the minute the approval came through.

The Strategy
As soon as they heard about KeyPak in June, CGI put together a team of experts in Web development, including C++, Java and Perl programmers.Already knowledgeable about Bell’s third-party billing system, this team mapped out three tools required to support KeyPak. WebCare was redesigned to let Bell’s CSRs look up customers, view and update account information, and set up new customers with KeyPak services. The Transfer Tool enabled CSRs to transfer existing customers from other services to KeyPak, and the Domain Tool let CSRs create and delete custom domain names for their business customers.All three tools were designed to bring information together from several systems through a Web-based interface for speed and ease of use. To be ready in time, the development started even before Bell Canada got the CRTC’s go-ahead to offer the KeyPak bundle.

The Results
CGI’s team was critical to the success of this project, comments Michael Cole, Vice-president, Data Networks at Bell Canada. There was a lot hanging on the outcome of this development, yet several objectives had to be clarified during production, which made the very aggressive delivery date even more stressful. CGI people provided top level expertise backed-up by very long work hours to deliver the right product on time in an extremely challenging context.One week after Bell received CRTC approval to offer KeyPak, CGI delivered WebCare. So the billing system was ready as soon as the first customer signed up. A month later, in mid-September, the team delivered the Transfer Tool, and followed up with the Domain Tool in November.

These Web-enabled tools replaced lots of repetitive keying and saved an immense amount of time in processing KeyPak orders. Tasks that used to take two hours were reduced to just a few minutes.The CSRs who use the system were delighted. In fact, CGI received glowing e-mails saying they found the system exceeded their expectations. The bottom-line? CGI helped Bell Canada roll out an innovative service and protect its customer base by working on Internet time.

Canada's privacy office is looking into allegations that federal human-rights investigators tapped into an unwitting woman's Internet connection to post messages on white supremacist websites, a spokesman said Friday.The unauthorized use of someone's computer or network could constitute a serious breach of privacy, the office of Privacy Commissioner Jennifer Stoddart said.The possibility that the (commission) was accessing someone else's computer without their permission and in effect using their network to communicate is something we're certainly going to look into, Colin McKay, who is Stoddart's communications director, said from Ottawa.

Hacking into anyone else's network for your own purposes certainly seems like a breach of judgment at the very least.The allegations arise out of long-running hate hearings before the Canadian Human Rights Tribunal involving Toronto resident Mark Lemire.During the hearings, Dean Steacy, an investigator for the human rights commission, admitted using the pseudonym Jadewarr to post messages on white supremacist websites.Following a subpoena, Bell Canada revealed that one Jadewarr post in a chat room had originated from an Internet address belonging to Nelly Hechme, a woman who lives in an Ottawa high-rise close to the commission's office.

Hechme, 26, who apparently had an unsecured wireless Internet link, was reportedly dumbfounded by the use of her account and denied any connection to Steacy or the rights agency.We have to determine exactly what happened. It seems to be unauthorized access of the network then misrepresentation, McKay said.If your neighbour did it to you, you'd be justifiably upset, so to have a government institution undertake that sort of activity would seem poorly considered.Lemire has launched a criminal complaint, arguing rights investigators breached four sections of the Criminal Code that bar unauthorized use of telecommunications devices and computers.Computer connections to the Internet can be made through a wireless access point, which allows users to move around freely.However, a wireless network without a password is also readily accessible to anyone close enough to the access point. A hacker could retrieve confidential data from a personal computer or use the Internet connection to commit crimes traceable only to the unwitting victim.

Just this week, Alberta's privacy commissioner ordered an unprecedented investigation after a man in need of a wireless Internet link was able to easily access an unprotected law office computer in downtown Edmonton containing hundreds of client files.The cases highlight the need for Canadians to protect themselves from hackers looking to defraud a victim or from improper access by government agencies, McKay said.While the federal privacy commissioner has not previously dealt with the hacking of a wireless connection, it has ruled that unauthorized access of a computer could be a violation of personal information.The current case might also point to a need for stronger legislation, McKay said.

Police Are Using Phone Tracking as a Routine Tool

WASHINGTON — Law enforcement tracking of cellphones, once the province mainly of federal agents, has become a powerful and widely used surveillance tool for local police officials, with hundreds of departments, large and small, often using it aggressively with little or no court oversight, documents show.The practice has become big business for cellphone companies, too, with a handful of carriers marketing a catalog of surveillance fees to police departments to determine a suspect’s location, trace phone calls and texts or provide other services. Some departments log dozens of traces a month for both emergencies and routine investigations.With cellphones ubiquitous, the police call phone tracing a valuable weapon in emergencies like child abductions and suicide calls and investigations in drug cases and murders. One police training manual describes cellphones as the virtual biographer of our daily activities,providing a hunting ground for learning contacts and travels.But civil liberties advocates say the wider use of cell tracking raises legal and constitutional questions, particularly when the police act without judicial orders. While many departments require warrants to use phone tracking in nonemergencies, others claim broad discretion to get the records on their own, according to 5,500 pages of internal records obtained by the American Civil Liberties Union from 205 police departments nationwide.

The internal documents, which were provided to The New York Times, open a window into a cloak-and-dagger practice that police officials are wary about discussing publicly. While cell tracking by local police departments has received some limited public attention in the last few years, the A.C.L.U. documents show that the practice is in much wider use — with far looser safeguards — than officials have previously acknowledged.The issue has taken on new legal urgency in light of a Supreme Court ruling in January finding that a Global Positioning System tracking device placed on a drug suspect’s car violated his Fourth Amendment rights against unreasonable searches. While the ruling did not directly involve cellphones — many of which also include GPS locators — it raised questions about the standards for cellphone tracking, lawyers say.The police records show many departments struggling to understand and abide by the legal complexities of cellphone tracking, even as they work to exploit the technology.In cities in Nevada, North Carolina and other states, police departments have gotten wireless carriers to track cellphone signals back to cell towers as part of nonemergency investigations to identify all the callers using a particular tower, records show.In California, state prosecutors advised local police departments on ways to get carriers to clone a phone and download text messages while it is turned off.In Ogden, Utah, when the Sheriff’s Department wants information on a cellphone, it leaves it up to the carrier to determine what the sheriff must provide. Some companies ask that when we have time to do so, we obtain court approval for the tracking request, the Sheriff’s Department said in a written response to the A.C.L.U.And in Arizona, even small police departments found cell surveillance so valuable that they acquired their own tracking equipment to avoid the time and expense of having the phone companies carry out the operations for them. The police in the town of Gilbert, for one, spent $244,000 on such equipment. Cell carriers, staffed with special law enforcement liaison teams, charge police departments from a few hundred dollars for locating a phone to more than $2,200 for a full-scale wiretap of a suspect, records show.

Most of the police departments cited in the records did not return calls seeking comment. But other law enforcement officials said the legal questions were outweighed by real-life benefits.The police in Grand Rapids, Mich., for instance, used a cell locator in February to find a stabbing victim who was in a basement hiding from his attacker.It’s pretty valuable, simply because there are so many people who have cellphones, said Roxann Ryan, a criminal analyst with Iowa’s state intelligence branch.We find people, she said,and it saves lives.Many departments try to keep cell tracking secret, the documents show, because of possible backlash from the public and legal problems. Although there is no evidence that the police have listened to phone calls without warrants, some defense lawyers have challenged other kinds of evidence gained through warrantless cell tracking.Do not mention to the public or the media the use of cellphone technology or equipment used to locate the targeted subject,the Iowa City Police Department warned officers in one training manual. It should also be kept out of police reports, it advised.In Nevada, a training manual warned officers that using cell tracing to locate someone without a warrant IS ONLY AUTHORIZED FOR LIFE-THREATENING EMERGENCIES!! The practice, it said, had been misused in some standard investigations to collect information the police did not have the authority to collect.Some cell carriers have been complying with such requests, but they cannot be expected to continue to do so as it is outside the scope of the law, the advisory said.Continued misuse by law enforcement agencies will undoubtedly backfire.Another training manual prepared by California prosecutors in 2010 advises police officials on how to get the good stuff using cell technology.

The presentation said that since the Supreme Court first ruled on wiretapping law in 1928 in a Prohibition-era case involving a bootlegger, subtler and more far-reaching means of invading privacy have become available to the government.Technological breakthroughs, it continued, have made it possible for the government to obtain disclosure in court of what is whispered in the closet.In interviews, lawyers and law enforcement officials agreed that there was uncertainty over what information the police are entitled to get legally from cell companies, what standards of evidence they must meet and when courts must get involved.A number of judges have come to conflicting decisions in balancing cellphone users’ constitutional privacy rights with law enforcement’s need for information.In a 2010 ruling, the United States Court of Appeals for the Third Circuit, in Philadelphia, said a judge could require the authorities to obtain a warrant based on probable cause before demanding cellphone records or location information from a provider. (A similar case from Texas is pending in the Fifth Circuit.)It’s terribly confusing, and it’s understandable, when even the federal courts can’t agree, said Michael Sussman, a Washington lawyer who represents cell carriers. The carriers push back a lot when the police urgently seek out cell locations or other information in what are purported to be life-or-death situations, he said. Not every emergency is really an emergency.Congress and about a dozen states are considering legislative proposals to tighten restrictions on the use of cell tracking.While cell tracing allows the police to get records and locations of users, the A.C.L.U. documents give no indication that departments have conducted actual wiretapping operations — listening to phone calls — without court warrants required under federal law.Much of the debate over phone surveillance in recent years has focused on the federal government and counterterrorism operations, particularly a once-secret program authorized by President George W. Bush after the Sept. 11 attacks. It allowed the National Security Agency to eavesdrop on phone calls of terrorism suspects and monitor huge amounts of phone and e-mail traffic without court-approved intelligence warrants.

Clashes over the program’s legality led Congress to broaden the government’s eavesdropping powers in 2008. As part of the law, the Bush administration insisted that phone companies helping in the program be given immunity against lawsuits.
Since then, the wide use of cell surveillance has seeped down to even small, rural police departments in investigations unrelated to national security.It’s become run of the mill,said Catherine Crump, an A.C.L.U. lawyer who coordinated the group’s gathering of police records. And the advances in technology are rapidly outpacing the state of the law.
