Fayyad: PA Already Moving to Make J'lem its Capital

Palestinian Authority Prime Minister Salam Fayyad used his weekly address to tell listeners the PA would be making unilateral moves to establish Jerusalem as the capital for a PA state.This despite claims by PA Chairman Mahmoud Abbas on Thursday that he is ready to sit down and talk peace with Israelis.Telling listeners the last two years [during which the PA adamantly refused to sit down and discuss peace with Israel -Ed.] had focused on resistance to Israeli occupation of eastern Jerusalem, Fayyad said that now it was time to focus instead on turning the city into a capital for a PA state.Fayyad said the PA is determined to improve services to residents of eastern Jerusalem, and to help institutions operating there, especially in health, law and education.Doing so would be a confrontational exercise in sovereignty over the city, which, without a negotiated settlement with Israel, would be a violation of the Oslo Accords agreement that brought the PA into existence in the first place, and enables its continuation.Fayyad said he hoped to stop the Israeli attempts to destroy the national dimension in the curriculum of Arab school children in Jerusalem.The PA has already allotted NIS 2m for materials and textbooks for Arab schools in eastern Jerusalem.The curriculum Fayyad hopes to implement in Arab schools in eastern Jerusalem -- which are funded by the Jerusalem municipality and the State of Israel Ministry of Education -- include PA Chairman Mahmoud Abbas' Holocaust denial dissertation, excerpts from the Protocols of the Elders of Zion, and the promotion of a jihad (religious war) against Israel's Jews.Fayyad added Jerusalem would be the symbol of peace and co-existence between religions and cultures.(IsraelNationalNews.com)

Abbas Vows to Continue Talks with Israel

Palestinian Authority Chairman Mahmoud Abbas has vowed to continue final status negotiations with Israel.Abbas, who also heads the PA's Fatah faction, said Thursday talks would continue despite a reconciliation deal reached with Hamas. The agreement is expected to lead to an interim government uniting the two rival factions.PA unity and talks with Israel, said Abbas, are two different matters.Earlier, a Hamas official told reporters that if and when the Gaza-based terrorist group re-joins the PA government, talks with Israel will stop.Abbas also slammed comments made by Prime Minister Binyamin Netanyahu, who said bluntly the PA would have to choose between unity and peace with Israel.Netanyahu warned Abbas in a recorded video message on Wednesday, You cannot have peace with both, because Hamas aspires to destroy the State of Israel... Hamas fires rockets at our cities and anti-tank missiles at our children... I hope the PA makes the right choice.Hamas is part of the Palestinian nation,responded Abbas a day later. Israel is just a partner. We want to work with both.Foreign Minister Avigdor Lieberman added his own warning Thursday to Abbas against the merger, saying it would prove to be a danger to Israel.The reconciliation deal involves freeing hundreds of Hamas terrorists from PA-Fatah jails in Judea and Samaria. Surprise Palestinian unity deal challenges Israel

JERUSALEM (Reuters) – Israel said on Thursday a Palestinian unity deal would sabotage prospects for peace and stemmed from panic by Hamas and Western-backed President Mahmoud Abbas over popular uprisings in Syria and Egypt.The surprise reconciliation between the Islamist group that runs Gaza and Abbas's Fatah movement that exercises limited self-rule in the West Bank presented a new challenge for Israel as it mounts a diplomatic drive against a Palestinian campaign to win U.N. recognition of statehood ambitions in September.The agreement between Fatah and the terror organization Hamas is a fatal mistake that will prevent the establishment of a Palestinian state and will sabotage chances of peace and stability in the region, Israeli President Shimon Peres said.Peres, a respected elder statesman, said in a statement he feared Hamas would ultimately take over the West Bank after a Palestinian election envisaged by the unity deal and that the influence of Hamas ally Iran would be strengthened as a result.Peace talks between Israel and Abbas's administration resumed in September in Washington but quickly fizzled after Prime Minister Benjamain Netanyahu refused to extend a partial building freeze in Jewish settlements in the occupied West Bank.Speaking publicly for the first time since the reconciliation pact was unveiled on Wednesday, Abbas signaled negotiations with Israel would still be possible during the term of a new interim government formed under the agreement.He said the Palestine Liberation Organization (PLO), which he heads and to which Hamas does not belong, would still be responsible for handling politics, negotiations.But Abbas said Palestinian unity is vital.

In the West Bank and Gaza Strip, Palestinians said the unity accord was born of a deep-seated popular desire to overcome the Hamas-Fatah divide and reflected frustration over the slow move toward statehood.The signing of the agreement is very, very good and I pray to God to make it succeed because we are one people in one trench, said Salman al-Dairi, 50, who described himself as a Fatah supporter in Gaza.Lieberman also said Abbas had leaned for years on Hosni Mubarak, the Egyptian president toppled by a pro-democracy revolt in February, and now felt his own position was shaky.The result, according to Lieberman, was an alliance between Palestinian factions that crossed a red line for Israel.He held out the possibility of withholding Palestinian tax revenues that Israel transfers to the Palestinian Authority and a suspension by Congress of crucial financial aid to Abbas's administration if it shares power with Hamas. Abbas has said he will not return to U.S.-sponsored peace negotiations until settlement-building is halted in the West Bank and in East Jerusalem, areas Israel captured in a 1967 war and which Palestinians want as part of a future state.

Israel has called that an unacceptable pre-condition, and has been urging Western governments to oppose Palestinian plans to ask the U.N. General Assembly in September to recognize a Palestinian state in all of the West Bank and Gaza. Next month, Netanyahu is due to address a joint meeting of the U.S. Congress, a speech that had been widely expected to include new, interim steps toward a peace agreement.Speaking on Wednesday after the unity deal was revealed, Netanyahu said: The Palestinian Authority must choose either peace with Israel or peace with Hamas. There is no possibility for peace with both.But Barak, who heads a small center-left faction in Israel's rightist coalition, questioned whether the Palestinian unity deal, which charts the formation of an interim administration and elections later this year, would be implemented.Hamas won the last Palestinian legislative election held in 2006. Danny Dayan: Admit Oslo Is Dead

Yesha Council Chairman Danny Dayan called on Prime Minister Binyamin Netanyahu to cancel his upcoming Bar-Ilan II speech and annex Area C in Judea and Samaria.The prime minister must cancel Bar-Ilan II and say one thing, Dayan said.That Bar-Ilan I is off the table - a Palestinian state will not arise.Bar Ilan I is a reference to a speech given by Netanyahu at Bar Ilan University in June 2009 which he laid out his criteria for the creation of a PA state.Among those criteria were the exclusion and destruction of Hamas, defensible borders for Israel, recognition of Israel as a Jewish state, and Jerusalem as Israel's united capital.On Wednesday PA Chairman Mahmoud Abbas agreed to admit Hamas to the PA, and PA Prime Minister Salam Fayyad said the PA would begin moving unilaterally to make eastern Jerusalem its capital.

Netanyahu's upcoming speech at Bar Ilan, dubbed Bar Ilan II by pundits, was expected to be an updated installment of his original Bar Ilan speech for the Israeli public before Netanyahu travels to the U.S. where he will address Congress.But Israeli politicians and pundits alike have been left guessing about the content of his Bar Ilan II speech as it comes after two years of stalled talks and the PA decision to abrogate the Oslo Accords and seek a unilateral declaration of PA statehood by the United Nations in September.Dayan says he hopes Netanyahu will seize the maximum benefit from new developments.There are now two crises,Dayan said.The PA has chosen to cancel all agreements with Israel and go to the U.N. and they also decided to admit Hamas to their ranks. Every crisis is also an opportunity. The prime minister should say he no longer consents to a PA state, that we are released from Oslo, and move to fulfull Zionist dreams.Dayan believes the annexation of Area C is now a required step. It's not enough for Israel say she no longer consents to a Palestinian state, but it's time to exert Israeli sovereignty and annex the open spaces and Jewish communities in Judea and Samaria. It is time we become citizens with equal rights like citizens in any other place in the country. The Palestinians launched a political war against us, but it's not strong enough in real terms to win.
Dayan called on politicians to restore the confidence and sense of security of Israelis in Judea and Samaria, who he says were often abandoned to the PA police under Oslo.I'm having a lot of meetings with Central Command and the commander in Judea and Samaria,Dayan said.And in meeting with them I begin with a warning about security cooperation with PA security forces. The notion is completely surreal and the proof is what we saw happen at Joseph's Tomb.Dayan argued that despite mistakes made since the Oslo Accords were signed, the Israeli army is a strong army and can solve the problems that now exist.

Of course we made mistakes and will pay them a price, Dayan said philosophically.We were wrong. But we should not scare ourselves. We should now restore confidence. If Hamas will take over the cities of Judea and Samaria, we must make it clear we will go back to them - Hevron, Shechem, and Ramallah - and return them to Israeli control.
We need to pressure Netanyahu to use the situation to Israel's advantage... to declare the Oslo process, which was the biggest strategic mistake Israel ever made, dead. We've paid with over 1,000 dead already. Withdraw immediately the government's assent for a PA state. The army needs to announce all security cooperation agreements are off and take full responsibility for all Israeli citizens' security today, not tomorrow.This is the responsibility of political leadership,Dayan said.The prime minister is the one who must take the decision. IMF in talks with Portugal as long as necessary

WASHINGTON (AFP) – The International Monetary Fund will negotiate the terms of a financial rescue with Portugal as long as it takes to reach an agreement, an IMF spokesman said on Thursday.Negotiations are ongoing and will continue as long as needed, spokesman David Hawley said at a news briefing at the IMF headquarters in Washington.All parties involved understand the importance of reaching an agreement. I don't want to be drawn on a date specific, Hawley added.Officials from the troika of the European Central Bank, European Union and IMF are currently in Lisbon negotiating the terms of financial rescue package expected to total nearly 80 billion euros ($118 billion).Portugal's outgoing Prime Minister Jose Socrates said on Thursday the bailout plan should be drafted by mid-May to present to eurozone finance ministers on May 16.

DAMASCUS (Reuters) – The Muslim Brotherhood called on Syrians to take to the streets ahead of Friday prayers and help the besieged city of Deraa, where a rights group said civilian deaths from a tank-backed army attack rose to 50.It was the first time that the Brotherhood, ruthlessly crushed along with secular leftist movements under the rule of late President Hafez al-Assad, had called directly for protests in Syria since pro-democracy demonstrations against Assad's son, President Bashar al-Assad, erupted six weeks ago.A declaration by the Brotherhood, sent to Reuters by its leadership in exile Thursday, said: Do not let the regime besiege your compatriots. Chant with one voice for freedom and dignity. Do not allow the tyrant to enslave you. God is great.The protests have drawn a cross section of Syrian society, which has been under Baath Party rule for the last 48 years. IAEA Confirms Syria Tried to Build Nuclear Reactor

Vienna-based International Atomic Energy Agency (IAEA) head Yukiya Amano on Thursday said for the first time Syria had tried to build a nuclear reactor at the site Israeli warplanes destroyed five years ago, the Associated Press reports.Syria has refused follow-up access to the international nuclear watchdog agency for two years to the remains of a complex that was being built at Dair Alzour in the desert when Israel bombed it to rubble in 2007.IAEA officials recently carried out an inspection of another Syrian plant earlier as it seeks to reinvigorate its stalled probe into suspected covert Syrian nuclear activity.The inspection is being conducted as planned, an IAEA official said, giving no further details.The IAEA visit to the Homs acid purification plant in western Syria was prompted by U.S. intelligence suggesting Syria had tried to build another nuclear reactor suited to producing plutonium for atomic bombs.Syria denies any nuclear weapons ambitions, but confidential IAEA reports from 2004 indicate the Homs site has had several tons of uranium concentrates, or yellowcake, as by-products. PLEASANT GROVE, Ala. – Firefighters searched one splintered pile after another for survivors Thursday, combing the remains of houses and neighborhoods pulverized by the nation's deadliest tornado outbreak in almost four decades. At least 291 people were killed across six states — more than two-thirds of them in Alabama, where large cities bore the half-mile-wide scars the twisters left behind.The death toll from Wednesday's storms seems out of a bygone era, before Doppler radar and pinpoint satellite forecasts were around to warn communities of severe weather. Residents were told the tornadoes were coming up to 24 minutes ahead of time, but they were just too wide, too powerful and too locked onto populated areas to avoid a horrifying body count.These were the most intense super-cell thunderstorms that I think anybody who was out there forecasting has ever seen, said meteorologist Greg Carbin at the National Weather Service's Storm Prediction Center in Norman, Okla.If you experienced a direct hit from one of these, you'd have to be in a reinforced room, storm shelter or underground to survive, Carbin said.The storms seemed to hug the interstate highways as they barreled along like runaway trucks, obliterating neighborhoods or even entire towns from Tuscaloosa to Bristol, Va. One family rode out the disaster in the basement of a funeral home, another by huddling in a tanning bed.

In Concord, a small town outside Birmingham that was ravaged by a tornado, Randy Guyton's family got a phone call from a friend warning them to take cover. They rushed to the basement garage, piled into a Honda Ridgeline and listened to the roar as the twister devoured the house in seconds. Afterward, they could see outside through the shards of their home and scrambled out.The whole house caved in on top of that car, he said.Other than my boy screaming to the Lord to save us, being in that car is what saved us.Son Justin remembers the dingy white cloud moving quickly toward the house.To me it sounded like destruction, the 22-year-old said.It was a mean, mean roar. It was awful.At least three people died in a Pleasant Grove subdivision southwest of Birmingham, where residents trickled back Thursday to survey the damage. Greg Harrison's neighborhood was somehow unscathed, but he remains haunted by the wind, thunder and lightning as they built to a crescendo, then suddenly stopped.Sick is what I feel, he said.This is what you see in Oklahoma and Kansas. Not here. Not in the South.Alabama Gov. Robert Bentley said his state had confirmed 204 deaths. There were 33 deaths in Mississippi, 33 in Tennessee, 15 in Georgia, five in Virginia and one in Kentucky. Hundreds if not thousands of people were injured — nearly 800 in Tuscaloosa alone.Some of the worst damage was about 50 miles southwest of Pleasant Grove in Tuscaloosa, a city of more than 83,000 that is home to the University of Alabama. The storms destroyed the city's emergency management center, so the school's Bryant-Denny Stadium was turned into a makeshift one. School officials said two students were killed, though they did not say how they died. Finals were canceled and commencement was postponed.

Tuscaloosa Mayor Walter Maddox told reporters that police and the National Guard will impose a curfew at 10 p.m. Thursday, and 8 p.m. the next night. Authorities have been searching for survivors so far, but Maddox said they will begin using cadaver dogs on Friday.A tower-mounted news camera in Tuscaloosa captured images of an astonishingly thick, powerful tornado flinging debris as it leveled neighborhoods.
That twister and others Wednesday were several times more severe than a typical tornado, which is hundreds of yards wide, has winds around 100 mph and stays on the ground for a few miles, said research meteorologist Harold Brooks at the Storm Prediction Center.There's a pretty good chance some of these were a mile wide, on the ground for tens of miles and had wind speeds over 200 mph, he said.The loss of life is the greatest from an outbreak of U.S. tornadoes since April 1974, when the weather service said 315 people were killed by a storm that swept across 13 Southern and Midwestern states. Brooks said the tornado that struck Tuscaloosa could be an EF5 — the strongest category of tornado, with winds of more than 200 mph — and was at least the second-highest category, an EF4.Search and rescue teams fanned out to dig through the rubble of devastated communities that bore eerie similarities to the Gulf Coast after Hurricane Katrina in 2005, when town after town lay flattened for nearly 90 miles.In Phil Campbell, a small town of 1,000 in northwest Alabama where 26 people died, the grocery store, gas stations and medical clinic were destroyed by a tornado that Mayor Jerry Mays estimated was a half-mile wide and traveled some 20 miles.We've lost everything. Let's just say it like it is, Mays said.I'm afraid we might have some suicides because of this.President Barack Obama said he would travel to Alabama on Friday to view storm damage and meet Bentley and affected families. As many as a million homes and businesses there were without power, and Bentley said 2,000 National Guard troops had been activated to help. The governors of Mississippi and Georgia also issued emergency declarations for parts of their states.We can't control when or where a terrible storm may strike, but we can control how we respond to it,Obama said.And I want every American who has been affected by this disaster to know that the federal government will do everything we can to help you recover and we will stand with you as you rebuild.The storm prediction center said it received 164 tornado reports around the region, but some tornadoes were probably reported multiple times and it could take days to get a final count.

In fact, Brooks said 50 to 60 reports — from the Mississippi-Alabama line, through Tuscaloosa and Birmingham and into Georgia and southwestern Tennessee — might end up being a single tornado. If that's true its path would be one of the longest on record for a twister, rivaling a 1925 tornado that raged for 219 miles.Brooks said the weather service was able to provide about 24 minutes' notice before the twisters hit.It was a well-forecasted event,Brooks said.People were talking about this week being a big week a week ago.Gov. Bentley said forecasters did a good job alerting people, but there's only so much they can do to help people prepare.Carbin, the meteorologist, noted that the warning gave residents enough time to hunker down, but not enough for them to safely leave the area.You've got half an hour to evacuate the north side of Tuscaloosa. How do you do that and when do you do that? Knowing there's a tornado on the ground right now and the conditions in advance of it, you may inadvertently put people in harm's way,he said.Officials said at least 13 died in Smithville, Miss., where devastating winds ripped open the police station, post office, city hall and an industrial park with several furniture factories. Pieces of tin were twined high around the legs of a blue water tower, and the Piggly Wiggly grocery store was gutted.It's like the town is just gone, said 24-year-old Jessica Monaghan, wiping away tears as she toted 9-month-old son Slade Scott. The baby's father, Tupelo firefighter Tyler Scott, was at work when the warning came on the TV.

It said be ready in 10 minutes, but about that time, it was there,Monaghan said. She, Slade and the family's cat survived by hiding in a closet.At Smithville Cemetery, even the dead were not spared: Tombstones dating to the 1800s, including some of Civil War soldiers, lay broken on the ground. Brothers Kenny and Paul Long dragged their youngest brother's headstone back to its proper place.Unlike many neighboring towns, Kenny Long said, Smithville had no storm shelter.You have warnings,Long said,but where do you go? Some fled to the sturdy center section of Smithville Baptist Church. Pastor Wes White said they clung to each other and anything they could reach, a single mass of humanity as the building disintegrated around them.The second story is gone, the walls collapsed, but no one there was seriously hurt. The choir robes remained in place, perfectly white.Seven people were killed in Georgia's Catoosa County, including in Ringgold, where a suspected tornado flattened about a dozen buildings and trapped an unknown number of people.It happened so fast I couldn't think at all, said Tom Rose, an Illinois truck driver whose vehicle was blown off the road at I-75 North in Ringgold, near the Tennessee line.Catoosa County Sheriff Phil Summers said several residential areas had nothing but foundations left, and that some people reported missing had yet to be found. When the first of three storms hit and uprooted trees in her yard, she figured the funeral home would be a safer place for her two children. As shingles began sailing past the window, she headed for the basement.That's what saved her, I guess, Moore said. It was over in just a matter of seconds. She called 911 and emergency crews had to help her get out.The storm system spread destruction from Texas to New York, where dozens of roads were flooded or washed out.In a large section of eastern Tennessee, officials were looking for survivors and assessing damage. In hard-hit Apison, an unincorporated community near the Georgia state line where eight people died, about 150 volunteers helped with the search.It was unclear how high the death toll could rise. In Mississippi, Lee County Sheriff Jim Johnson and a crew of deputies and inmates searched the rubble, recovering five bodies and marking homes that still had bodies inside with two large orange Xs.I've never seen anything like this,Johnson said.This is something that no one can prepare for.

TUSCALOOSA, Alabama (Reuters) – Tornadoes and violent storms tore through seven Southern states, killing at least 306 people and causing billions of dollars of damage in one of the deadliest swarm of twisters in U.S. history.President Barack Obama described the loss of life as heartbreaking and called the damage to homes and businesses nothing short of catastrophic. He promised strong federal support for rebuilding and plans to view the damage on Friday.Over several days this week, the powerful tornadoes -- more than 160 reported in total -- combined with storms to cut a swath of destruction heading west to east. It was the worst U.S. natural disaster since Hurricane Katrina in 2005, which killed up to 1,800 people.In some areas, whole neighborhoods were flattened, cars flipped over and trees and power lines felled, leaving tangled wreckage.While rescue officials searched for survivors, some who sheltered in bathtubs, closets and basements told of miraculous escapes. I made it. I got in a closet, put a pillow over my face and held on for dear life because it started sucking me up,said Angela Smith of Tuscaloosa, Alabama, one of the worst-hit cities.In Birmingham, Alabama, which was also hard hit, Police Chief A.C. Roper said rescue workers sifted through rubble hand to hand on Thursday to pull people from destroyed homes.We even rescued two babies, one that was trapped in a crib when the house fell down on top of the baby," Roper said in an interview on PBS NewsHour.

Tornadoes are a regular feature of life in the U.S. South and Midwest, but they are rarely so devastating.Wednesday was the deadliest day of tornadoes in the United States since 310 people lost their lives on April 3, 1974.Given the apparent destruction, insurance experts were wary of estimating damage costs, but believed they would run into the billions of dollars, with the worst impact concentrated in Tuscaloosa and Birmingham.In terms of the ground-up damage and quite possibly the insured damage, this event will be of historic proportions, Jose Miranda, an executive with the catastrophe risk modeling firm EQECAT, told Reuters.

ONE OF THRE WORST

I think this is going to rank up as one of the worst tornado outbreaks in U.S. history, said Federal Emergency Management Agency director Craig Fugate.Fugate spoke in an interview with CNN from Alabama, where his agency said the tornadoes killed at least 204 people. There were still unconfirmed reports late on Thursday of entire towns flattened in northern parts of the state, Fugate said.We're still trying to get people through rescues and locate the missing, he said.In preliminary estimates, other states' officials reported 33 killed in Mississippi, 34 in Tennessee, 11 in Arkansas, 14 in Georgia, eight in Virginia and two in Louisiana.The mile-wide monster twister that tore on Wednesday through Tuscaloosa, home to the University of Alabama, may have been the biggest ever to hit the state, AccuWeather.com meteorologist Josh Nagelberg said.Obama said he would visit Alabama on Friday to see the damage and meet the governor. He declared a state of emergency for Alabama and ordered federal aid. I want every American who has been affected by this disaster to know that the federal government will do everything we can to help you recover, and we will stand with you as you rebuild,Obama said at the White House.Miranda said estimated costs would be in the same ballpark as an Oklahoma City tornado outbreak in 1999 that caused $1.58 billion of damage and a 2003 tornado outbreak in Kansas, Missouri, Arkansas and Oklahoma that caused $4.5 billion of damage.The Browns Ferry nuclear power plant in Alabama was expected to be shut for days, possibly weeks, as workers repaired damaged transmission lines.But the backup systems worked as intended to prevent a partial meltdown like the nuclear disaster in Japan.The rampaging tornadoes and violent storms destroyed 200 chicken houses that held up to 4 million chickens in Alabama, the No. 3 U.S. chicken producer.They also battered a local coal mine.Up to 1 million people in Alabama were left without power.Daimler said it had shut down its Mercedes-Benz vehicle assembly plant in Tuscaloosa until Monday due to the tornadoes, but the plant itself sustained only minor damage.

SOUNDED LIKE CHAIN-SAW

Some of the worst devastation occurred in Tuscaloosa, a town of about 95,000 in the west-central part of Alabama, where at least 37 people were killed, including some students.It sounded like a chain-saw. You could hear the debris hitting things. All I have left is a few clothes and tools that were too heavy for the storm to pick up. It doesn't seem real, said student Steve Niven, 24.I can buy new things but you cannot replace the people. I feel sorry for those who lost loved ones, Niven told Reuters.The campus of the University of Alabama, home of the famous Crimson Tide football team, was not badly damaged, but some students were killed off campus, Bentley said.Shops, shopping malls, drug stores, gas stations and dry cleaners were all flattened in one section of Tuscaloosa.Alabama's governor declared a state of emergency and deployed 2,000 National Guard members. President Barack Obama’s appearance Wednesday in the White House briefing room to present a documented rebuttal of suspicions that he was not born on U.S. soil was more than just a surprise. It was a decisive new turn in the centuries-long American history of political accusation and innuendo.By directly and coolly engaging a debate with his most fevered critics, Obama offered the most unmistakable validation ever to the idea that we are living in an era of public life with no referee — and no common understandings between fair and unfair, between relevant and trivial, or even between facts and fantasy.Lurid conspiracy theories have followed presidents for as long as the office has existed. Yet even Obama’s most recent predecessors benefited from a widespread consensus that some types of personal allegations had no place in public debate unless or until they received some imprimatur of legitimacy — from an official investigation, for instance, or from a detailed report by a major news organization.There are no more arbiters of truth, said former White House press secretary Robert Gibbs. So whatever you can prove factually, somebody else can find something else and point to it with enough ferocity to get people to believe it. We’ve crossed some Rubicon into the unknown.It’s hard to imagine Bill Clinton coming out to the White House briefing room to present evidence showing why people who thought he helped plot the murder of aide Vincent Foster— never mind official rulings of suicide — were wrong. George W. Or he tried to make fun of the whole fuss, by cueing up a rendition of Bruce Springsteen’s Born in the USA to mark his appearance at the Gridiron Dinner last month.On Wednesday, he finally gave in and affirmed a new truth of politics in the Internet era: Nothing can be dismissed and anything that poses a political threat must be confronted directly.We’re dealing with a lot of the same things Clinton and frankly Bush dealt with, but we’re dealing with them at 1000 times the speed and with fewer referees, said Dan Pfeiffer, the White House communications director. That is the downside of the disaggregation of the media. If you don’t want to believe what someone is telling you, you can go somewhere else. If you believe beyond a shadow of a doubt that the president is not American, you can go somewhere to find somebody to validate that.Another top Obama adviser singled out some of the forces behind the new rules.Clinton never had to deal with a fully formed Internet, the adviser said. Drudge’s power was born out of the revelations of 1998. A fully automated cable TV universe with the Internet is something that he never had to deal with.Joe Lockhart, who was Clinton’s White House press secretary, said: You’ve lost the ability to starve a story to death. So what you have to do is raise the price of those who are making the charges. If Donald Trump is out there saying this, you’ve got to make him pay a price for throwing a bomb before too much collateral damage is done.The days of not elevating an opponent or refraining from punching down are gone.You literally can’t laugh anything off, Lockhart said.There’s nothing neutral in politics. It’s either helping you or hurting you. You’ve got to make sure it’s helping you or you’re going to lose.

Lockhart’s observation hinted at one reality of modern politicians in this anything-goes environment. Much as they bemoan the freak show for inserting once-fringe players a central role in the debate, most successful national figures also use this phenomenon to their advantage.Republican operatives in Washington, for instance, commonly roll their eyes or groan in discomfort at the most florid rhetoric of conservative commentators like Glenn Beck, fearing it paints the party broadly as less than serious or responsible. But they relish the way Beck and ideological confederates excite the GOP base, a contributing factor in the party’s strong performance in 2010. Democratic professionals, meanwhile, may not have publicly embraced the controversy over alleged gaps in George W. Bush’s Vietnam-era service in the National Guard, but they enjoyed it when liberal commentators waved that flag. Obama, likewise, regularly calls upon both parties to lower their voices and work more constructively with one another. The reality, though, is his team enjoys giving the stage to the GOP’s most divisive voices. Early in Obama’s term, Gibbs and former White House chief of staff Rahm Emanuel took to calling Rush Limbaugh the de facto leader of the Republican Party.In what may explain why Obama himself took to the cameras, Pfeiffer noted that pushing back against fringe voices can be more difficult within the confines of the presidency.In campaigns, you have more tools to combat viral rumors, he said.You’ve got thousands of volunteers, you’ve got paid media. But in government, it’s more challenging.So, Gibbs noted, the president has to consider taking steps he never would have in the past and appearing on shows like Oprah and David Letterman and networks like ESPN.

It’s hard to see a president doing those things 10 or 20 years ago, but it’s become almost a requirement now, he said.The difficulty, Gibbs continued, is knowing where to draw the line. Will the president, for example, now release his college transcripts because Trump is suggesting he benefited from affirmative action? Does it become incumbent to prove everything wrong? he asked.You have to be very careful to not fall into that trap because you’ll spend all of your time and energy chasing your own tail.Pfeiffer said that the release of the long-form certificate will help settle the issue among those Americans who are open-minded about the issue. There will be some segment of the population who will believe what they’re going to believe, regardless of anything else,he said.But for the majority of the country, we have the capacity to correct the record and convince people of the truth. It’s not as easy as it used to be, but it’s possible.It may be easier under some theory for us to get reelected now, but [the issue] has made it harder to get things done, Pfeiffer said. Instead of debating issues, a huge chunk of time and energy was being used to talk about the president’s birth certificate.As Obama alluded to in his remarks Wednesday, the White House recognized that the attention paid to the president’s citizenship was taking its toll on their ability to communicate.

Republicans, however, suspect that Obama had been riding a tiger that was showing signs of getting hungry.The president himself has hoped Republicans would continue to talk about it, thereby damaging their own credibility,said Republican strategist Karl Rove. It was a useful diversion.But take a look at recent polls, Rove added. The problem was the view was taking hold among independents. He got worried it was about to spin out of control.The Republican suggested it was cynical of Obama to wait until now to disclose the long-form.He had the ability to release it last year and end the issue, but he wanted to play rope-a-dope with Republicans,Rove said.

Pfeiffer denied any gamesmanship.Up until a month ago, nobody really asked for the long-form,he said.It was fringe. It was a settled issue for 99 percent of the country.Rove also said that while most mainstream Republicans have distanced themselves from birtherism, some Democrats didn’t do the same about whether Bush knew about Sept. 11.Our situation was different than this because you had guys like Howard Dean saying that was an interesting theory,the Republican recalled.Other Republicans acknowledge the difficulty of communicating a message at a time when the line between fact and fiction is blurred.It’s a terrible problem for the body politic,said former Bush press secretary Ari Fleischer.People like me who have been or are in the arena have an obligation to speak out against people in both parties who push untruths.But Fleischer noted that just because politicians now have a harder time getting through via a fractured news media to a public that’s susceptible to believe conspiracy theories, that doesn’t mean it’s always bad for the candidate on the receiving end.The political discourse is much worse now, but that’s not always to the detriment of the so-called victim,he said.In this case, President Obama came out looking better.Lockhart agreed, recalling some of the conservatives who tormented his boss.Look at the rogue’s gallery of Clinton accusers,he said.Most of them blew themselves up.And Lockhart noted that even now, the most hardcore of the birthers still won’t be satisfied.They’ll probably ask for the first diaper, he said.They’ll want to see the DNA.

States of emergency were declared in Alabama, Arkansas, Georgia, Kentucky, Mississippi, Missouri, Tennessee and Oklahoma, and governors called out the National Guard to help with rescue and cleanup operations.The National Weather Service (NWS) had preliminary reports of more than 300 tornados since storms began Friday, including more than 130 on Wednesday alone.Alabama was especially badly hit, caught by two lines of storms and an evening tornado that tore through the city of Tuscaloosa, home to the University of Alabama.Tuscaloosa Mayor Walter Maddox told CNN that the tornado had obliterated blocks and blocks of his city, leaving 36 people dead there.Infrastructure has been absolutely devastated, he said early Thursday.When you look at this path of destruction, likely five to seven miles (eight to 11 kilometers) long and half a mile to a mile wide, I don't know how anyone survived,Maddox said.There are parts of this city I don't recognize.... This has been a very serious and deadly event that's affected our state, and it's not over yet,Alabama Governor Robert Brantley told reporters after the second string of storms.Stunned Birmingham residents assessed the damage early Thursday, some counting their blessings to still be alive, others distraught over the loss of their loved ones or homes.There were two-by-fours (wooden beams) falling out of the sky, convenience store manager Jack Welch said, adding that there were well over 30 homes destroyed just behind his store in Birmingham.Facilities manager John Filmore said he was grateful to be alive, as he walked up his front steps -- the only part of his home still intact after a tornado ripped it to its foundations.Some personal property swept up by the killer twisters was found 50 miles (80 kilometers) away, as power was knocked out in communities across the south.The Tuesday-Wednesday storms are believed to be the deadliest US natural disaster since Hurricane Katrina of 2005, and Accuweather.com said the tornados were the worst since 310 people were killed on April 3, 1974.The NWS issued a rare high-risk warning of tornados, hail, flash flooding and dangerous lightning for parts of Alabama, Georgia and Mississippi.It warned that severe weather could also strike 21 states from the Great Lakes down to the Gulf Coast and across to the Atlantic, and tornados were reported as far east as Virginia and Maryland. In Mississippi the storm killed 32 people and caused damage in 50 of its 82 counties, according to Greg Flynn at the state's emergency management agency.

He said most of the deaths and damage were caused by tornados and high winds. State officials reported 11 dead in Arkansas, 10 killed in Georgia, seven in Virginia, and another three killed in Missouri and Tennessee, with the overall toll likely to rise. BIRMINGHAM, Ala (Reuters) – The death toll this week from tornadoes and severe storms pummeling the South rose to 25 people and the nasty weather is not yet over, emergency officials and weather forecasters said on Wednesday.Governors in Alabama, Arkansas and Tennessee each declared a state of emergency, and in Mississippi Governor Haley Barbour declared a state of emergency for 39 counties.The latest casualties were in Louisiana and Tennessee.A woman in Chattanooga, Tennessee, was killed at about 3:30 p.m. when a tree fell on her mobile home, said police Sergeant Jerri Weary.Two people in Monroe, Louisiana, were believed to have drowned during heavy flooding early Wednesday, said police spokeswoman Tarra Smith.These were in addition to five deaths in Mississippi, six confirmed in Alabama and 11 fatalities in Arkansas during the latest round of spring storms.The Mississippi Emergency Management Agency revised the state's storm-related death count to five since Tuesday after one county amended its number. The state previously reported six deaths.Severe weather in Mississippi damaged homes, downed trees and power lines and sparked flash flooding.

One Mississippi death was a worker killed Wednesday in Yazoo County while removing a tree from a roadway, said spokesman Jeff Rent.National park service officials said a Covington, Louisiana, police officer died when a tree snapped and fell on his tent at a Choctaw County, Mississippi, campground. The man was shielding his daughter, who was not hurt.Alabama officials confirmed six fatalities as a result of the deadly weather that ripped through most of the state overnight.

POWER LINES SNAPPED

Winds of 100 miles per hour pounded central Alabama early Wednesday, snapping trees across power lines, roads and buildings, said Mark Kelly, spokesman for the Jefferson County Emergency Management Office.Approximately 245,000 customers were without power in the lower two-thirds of the state, said Alabama Power spokesman Michael Sznajderman.The central counties of Shelby and Jefferson, which includes the state's most populous city of Birmingham, had almost 150,000 households and businesses with outages.In one suburban Birmingham neighborhood, a family was briefly trapped inside their home by fallen trees.As I was grabbing my daughter and running to the closet, trees hit the house, said Lisa Hey, who estimated 90 percent of the trees in her neighborhood were uprooted.Several parts of north Texas, including areas which have been charred by the state's massive wildfires, also were pounded by tornadoes and severe thunderstorms Tuesday night.Numerous homes have been damaged or destroyed, said Lieutenant Chuck Allen, emergency management coordinator in Van Zandt County, located about halfway between Dallas and Tyler.Residents in Tennessee are coping with flooding, power outages and blocked roads. AccuWeather.com meteorologists said the Tennessee Valley will bear the brunt of tornadoes expected Wednesday.The worst of the storms are expected into the evening. The corridor from northern Mississippi and northern Alabama to southeastern Kentucky is likely to be the hardest hit, AccuWeather.com reported.A powerful storm system in that region could spawn large and long-tracking tornadoes, meteorologists said. If strong tornadoes like this hit any populated area, they could result in complete destruction,AccuWeather.com Meteorologist Heather Buchman said on the Web site.

FLOOD CONCERN

Floods remain a big concern in several states, where days of rain and the melted snow from the winter's heavy falls have caused rising rivers and saturated soils. A rural Missouri county was evacuating residents on Wednesday from a 130,000-acre area that will be flooded if the U.S. Army Corps of Engineers decides to intentionally breach a Mississippi River levee in an effort to keep the historic river town of Cairo, Illinois, from flooding.Flooding became more widespread in Arkansas on Wednesday after several days of intense storms. The Arkansas Highway and Transportation Department reported numerous road closures, including the partial collapse of a highway near Harrison.Emergency officials in Tennessee are bracing for floods expected along the Mississippi River early next week.The storms and flooding are the latest in the violent weather that has pummeled much of the mid-South this month. Two weeks ago at least 47 people died as storms tore a wide path from Oklahoma all the way to North Carolina. Report: Abbas’ Holocaust-Denial Dissertation Widely-Taught in PA

Research by the Center for Near East Policy Research Center has found that the doctoral dissertation of PA Chairman Mahmoud Abbas stars throughout the Palestinian Authority educational curriculum, and is the basis for Holocaust studies in the PA.
The Center’s Director, David Bedein, has asked Education Minister Gideon Saar and the government of Israel to demand that the PA remove the work from its school and from its curricula.Bedein wrote that the Center is engaged in preparing a movie on the PA educational system, in the course of which it tracks that which is taught in PA classrooms. Throughout the educational system of the PA,he wrote to Saar,we have found that the doctorate of Mahmoud Abbas stars, and forms the basis of PA Holocaust studies.Downgrades Number of Victims, Accuses Zionists of Collaboration
The doctorate was published as a book in 1984, entitled,The Other Side: the Secret Relationship Between Nazism and Zionism.It was completed in 1982 at a university in Communist Russia, and was defended at the Institute of Oriental Studies of the Russian Academy of Sciences. Arab Upheavals to Boost Mideast Economies?

The wave of violent upheavals shaking the Arab world could eventually boost and revitalize the region's economies, the International Monetary Fund (IMF) said Wednesday.In the short term, however, the region's oil-importing economies - including Egypt, Tunisia and Syria - face a problematic rise in crude oil prices alongside a virtual standstill in tourism and foreign direct investment. According to the IMF's Regional Economic Outlook report, these developments raise the possibility of spreading unrest, sharply higher oil prices, and rising fiscal deficits.The oil-importing economies will grow by just 2.3% this year, the Washington-based body predicted. In Egypt, economic growth may drop from 5.1 percent last year to just 1.0 percent this year.However, in the longer term, the changes taking place in the region could provide a boost for its economies,the global economic body said. A more inclusive reform agenda that meets the population's demands by providing greater access to opportunity and more competition would make the economies more dynamic and leverage the region's inherent strengths.

Regional strong points, it explained, include a young labor force and a privileged geographic position at the crossroads between major markets in Europe and fast-growing emerging and developing economies in Asia and sub-Saharan Africa.The IMF earlier this month revised its economic growth projection for the Middle East and North Africa region to 4.1% this year, down from a prediction of 4.6% growth made in January.The economies of Egypt and Tunisia will also suffer from the effects of the civil war in neighboring Libya, which is causing the return of more than 100,000 migrant workers to their homelands.The IMF urged Mideast leaders to create jobs for their population while tackling corruption. Syria sanctions could include suspension of EU aid

EUOBSERVER / BRUSSELS - Syria is facing suspension of EU aid worth €130 million and a freeze on €1.3 billion in European investment funds as further details of sanctions under consideration by the bloc in response to the Arab government's bloody crackdown began to emerge on Wednesday (27 April).EU ambassadors are scheduled to meet on Friday to discuss how to up the pressure on the regime of Bashar al-Assad if the violence continues. Human rights activists say that some 400 people have been killed in the uprising.We are considering all options,said Michael Mann, the spokesman for EU's foreign policy chief, Catherine Ashton.Speaking to reporters, he added: It is not acceptable to fire on demonstrators,although he refused to discuss potential sanctions against Damascus.However, Ashton on Wednesday circulated a paper outlining possible options which, according to an EU official, include suspension of agreements with the country.The EU has quite a few programmes in partnership with the government, the source added.Details are being kept tightly guarded but a document released to journalists the same day gave a list of the EU aid funds in the frame beyond the usual things that have been imposed against other governments in the wider region involved in repression of pro-democracy forces, including asset freezes and travel bans.

The commission co-finances a number of investment programmes in Syria in concert with the European Investment Bank, whose portfolio exceeds €1.3 billion, the second largest EIB portfolio in the region after Egypt.In addition, since 2007, the EU has granted €80 million to assist with the influx of Iraqi refugees.The EU has a draft Association Agreement with Syria, which was signed on the Brussels side in October 2009. The Syrian signature is pending however as Damascus claims part of agreement will have negative impact on its socio-economic situation.The bloc also currently delivers an aid programme worth €129 million over the next three years, a sum that had been sharply hiked in the last year by 32 percent over the previous programming period.At the time of the funding announcement, the EU had marked in a document detailing how the aid was to be spent its backing for the thaw between Brussels and Damascus in previous years.This illustrates the EU's willingness to step up its support to advance Syria's reform agenda and provide adequate means to facilitate implementation of the Association Agreement upon its entry into force,the document read.This willingness for further support to Syria now appears to have been closed off.The €129 million aid sums aimed at supporting the transformation of the country to a social market economy, with funds for the development of renewable energy, strengthening of civil society organisations, rural development and administrative and economic reforms.Specifically, the programmes back fostering entrepreneurship, boosting use of solar and wind energy, promoting energy efficiency by industries and households and interconnection of regional electricity and gas markets.

The aid was also to target the poorest rural areas, notably the northeastern region - the most arid area of the country and which hit by drought for the last three years. The region is also home to most of the country's livestock. Combined with soaring global food prices, the droughts have severely affected socio-economic conditions there, according to the EU document.Funds are supplied to herders, poor and small-scale farmers and their families, aiming to improve the productivity of their land and mitigate drought impacts.Aid is also focussed on the introduction of efficient water management methods and increasing access to drinkable water.Other monies go toward efforts to push up the number of low-income families receiving social assistance benefits, update school curricula and teacher training and lower drop-out rates. The EU is the main international donor in the Syrian education sector.Dovetailing the EU discussion on Friday, the United Nations Human Rights Council is to hold a special session on Syria the same day.Ten EU member states, along with Japan, Mexico, Senegal, South Korea, the US and Zambia requested the UN meeting.Members of the UN Security Council have yet to back a statement on the crackdown but are due later on Wednesday to resume discussion on a declaration that would condemn the violence, call for restraint and back a UN investigation.UK foreign secretary William Hague on Tuesday said that it was not too late for al-Assad, and even as he threatened EU sanctions, kept the door open for the Syrian leader should he back down.Syria is now at a fork in the road. Its government can still choose to bring about the radical reform which alone can provide peace and stability in Syria and for the long term, and we urge it do so. Or it can choose ever more violent repression, which can only bring short term security for the authorities there. If it does so, we will work with our European partners and others to take measures, including sanctions, that will have an impact on the regime.EU states generally back a tougher line on Assad but there remain fears that whoever replaces the regime might strengthen Iran's position in the region.Diplomats are also keen to stress the distinction between the situation in Syria and Libya.Of course it's bad, but we are not anywhere near the scale of killings seen in Libya, said another EU official, We have to keep this in perspective.

France and Italy get backing for changes to EU border rules

But travel freedom in Europe is such an important achievement that it should not be up for renegotiation.In a parliamentary debate, Dutch Immigration Minister Gerd Leers said: I will resist those who call for simply re-instating border controls, for that goes against an open Europe, but I welcome the debate on how to strengthen and improve the Schengen rules to combat illegal immigration, especially in these times of turmoil.Malta and Greece stressed the need for other member states to show solidarity with southern rim EU countries. The tiny Mediterranean island of Malta is often a first port-of-call for migrants from Africa while Greece is struggling to secure its border with Turkey.I'm in favour of review providing it reduces the burden and does not make it heavier,said Tonio Borg, Malta's deputy prime minister.I hope the revision of the Schengen treaty will not mean creating walls and gates, but a move toward solidarity,he said.Greek Foreign Minister Dimitris Droutsas said: Greece is open to a revision of Schengen, but that should help Mediterranean countries.Southern European countries have long complained that the rest of Europe is deaf to their complaints of struggling to cope with receiving immigrants.

Many of the migrants began to head to France, which reacted by closing its borders.In a meeting designed to calm tensions, French President Nicolas Sarkozy and Italian Prime Minister Silvio Berlusconi Tuesday (26 April) issued a joint declaration calling for border controls to be re-introduced in exceptional circumstances.The European Commission has said it will define such exceptional situations and is expected to put forward proposals next week (4 May). Tea Partiers and conservative activists, in addition to birther champion and potential 2012 GOP presidential candidate Donald Trump, have asked for more information about the president’s past.For instance, Accuracy in Media chairman Don Irvine told The Daily Caller he hopes this leads Obama down a new road of transparency, as he promised during his 2008 campaign.Accuracy in Media hopes to see the release of President Obama’s long form birth certificate as the initiation of continued transparency, Irvine said in an e-mail. Questions still linger with respect to his academic records and even the most basic biographical data. I challenge the President to set an example for future leaders regarding personal disclosure issues.Tea Party Express spokesman Levi Russell told TheDC that his group is “glad that Obama finally followed through on his campaign promise of transparency, but are left wondering why it took 2 years and relentless effort by Trump to force him to do so, before adding that,we hope this means the President is now ready to release the many other records about his past that he has gone to great lengths to conceal from the American public.Judson Phillips, the founder of Tea Party Nation, said it’s about time Obama released his birth certificate.I really have to question the judgment of a man who spent millions of dollars to hide that, Phillips told TheDC. She believes a large number of white Americans are racist.In order to trivialize the issue, the corporate media used a recent PPP poll to make it a Republican versus Democrat kind of thing. In the poll, 48% of registered Republican voters said Obama was not born in the U.S., while 26% said he was. Additionally, 26% said they were unsure,writes Jon Terbush for Talking Points Memo.The poll was conducted after billionaire Donald Trump raised the issue as part of his undeclared bid to replace Obama in 2012 — or maybe just grab the media spotlight like any other narcissist. Following up on the birth issue, Trump has demanded to see Obama’s college records. The Donald points out that Obama was a terrible student at Occidental and wonders how it is he went on to attend Columbia and then Harvard.

If Donald Trump really wanted to ignite a political firestorm, he would ask why Obama’s tuition was paid for by Business International Corporation (BIC), a documented CIA front company. Brzezinski was Obama’s foreign policy advisor prior to becoming an Oval Office seat warmer and accomplished teleprompter reader. This morning’s White House release of President Barack Obama’s long form birth certificate will, of course, do little to derail the birther movement, which will now analyze the document with the kind of verve previously directed toward those Texas Air National Guard memos faxed to CBS from that Kinko’s in Abilene.

So here’s a few nutty points about the birth certificate sure to be seized upon by the nonbelievers:

• If the original document was in a bound volume (as reflected by the curvature of the left hand side of the certificate), how can the green patterned background of the document's safety paper be so seamless?

• Why, if Obama was born on August 4, 1961, was the “Date Accepted by Local Reg.” four days later on August 8, 1961?

• What is the significance of the smudges in the box containing the name of the reported attendant?

• David A. Sinclair, the M.D. who purportedly signed the document, died nearly eight years ago at age 81. So he is conveniently unavailable to answer questions about Obama’s reported birth.

• In the This Birth box there are two mysterious Xs above Twin and Triplet.Is there a sibling or two unaccounted for?

• What is the significance of the mysterious numbers, seen vertically, on the document’s right side?

• Finally, the Signature of Local Registrar in box 21 may be a desperate attempt at establishing the document’s Hawaiian authenticity. Note to forgers: It is spelled Ukulele.

In 2008, in response to media inquiries, the President’s campaign requested his birth certificate from the state of Hawaii. The state sent the campaign the President’s birth certificate, the same legal documentation provided to all Hawaiians as proof of birth in state, and the campaign immediately posted it on the internet. That birth certificate can be seen here (PDF).When any citizen born in Hawaii requests their birth certificate, they receive exactly what the President received. In fact, the document posted on the campaign website is what Hawaiians use to get a driver’s license from the state and the document recognized by the Federal Government and the courts for all legal purposes. That’s because it is the birth certificate. This is not and should not be an open question.The President believed the distraction over his birth certificate wasn’t good for the country. It may have been good politics and good TV, but it was bad for the American people and distracting from the many challenges we face as a country. Therefore, the President directed his counsel to review the legal authority for seeking access to the long form certificate and to request on that basis that the Hawaii State Department of Health make an exception to release a copy of his long form birth certificate. Despite some political commentators insisting that the White House release of what it claims to be Barack Obama’s long form birth certificate represents the end of the crazy birther fringe movement, those who most fiercely pushed doubts surrounding the president’s eligibility are not convinced.While presumptive Republican candidate Donald Trump welcomed the release of the document, he was quick to cast suspicion as to why it took so long and if the certificate was even genuine.Trump said it was amazing that the document surfaced all of a sudden after he had begun asking questions about the controversy, adding that the certificate should be analyzed to determine its authenticity.Indeed, the Smoking Gun website has already compiled a list of inconsistencies found in the document, including asking, If the original document was in a bound volume (as reflected by the curvature of the left hand side of the certificate), how can the green patterned background of the document’s safety paper be so seamless? Meanwhile, World Net Daily editor Joseph Farah, who has been at the forefront of the birther movement, heavily promoting Jerome Corsi’s investigations into the matter along with his new book, Where’s The Birth Certificate?, reacted to the news by saying the birth certificate raises as many questions as it answers.

At the center of the storm is the argument about whether the fact that Obama’s father was born in Kenya, which is confirmed on the document released by the White House today, makes Obama ineligible to become president because he is not a natural born citizen of the United States.Some of the cases challenging Obama have explained that he was a dual citizen through his father at his birth, and they contend the framers of the Constitution excluded dual citizens from qualifying as natural born citizens,” reports WND, meaning that the document released by the White House today could even lead to proving Obama’s ineligibility.The news media and the political establishment were quick to rush to judgment regarding Obama’s eligibility in 2008, without any basis. Defining Natural-Born Citizen

What might the phrase natural-born citizen of the United States imply under the U.S. Constitution? The phrase has always been obscure due to the lack of any single authoritative source to confer in order to understand the condition of citizenship the phrase recognizes. Learning what the phrase might have meant following the Declaration of Independence, and the adoption of the Fourteenth Amendment, requires detective work. As with all detective work, eliminating the usual suspects from the beginning goes a long way in quickly solving a case.

What Natural-Born Citizen Could Not Mean

Could a natural-born citizen simply mean citizenship due to place of birth?

Unlikely in the strict sense because we know one can be native born and yet not a native born citizen of this country. There were even disputes whether anyone born within the District of Columbia or in the territories were born citizens of the United States (they were generally referred to as inhabitants instead.) National Government could make no territorial allegiance demands within the several States because as Madison explained it, the powers reserved to the several States will extend to all the objects which, in the ordinary course of affairs, concern the lives, liberties, and properties of the people, and the internal order, improvement, and prosperity of the State.Jurisdiction over citizenship via birth within the several States was part of the ordinary course of affairs of the States that only local laws could affect. Early acts of Naturalization recognized the individual State Legislatures as the only authority who could make anyone a citizen of a State. Framer James Wilson said, a citizen of the United States is he, who is a citizen of at least some one state in the Union.These citizens of each State were united together through Article IV, Sec. II of the U.S. Constitution, and thus, no act of Congress was required to make citizens of the individual States citizens of the United States.

Prior to the Revolutionary War place of birth within the dominions of the crown was the principle criterion for establishing perpetual allegiance and citizenship. After independence perpetual allegiance was abandoned for expatriation and, as Madison stated, citizenship was strictly left to the individual States to define.

Could a natural-born citizen perhaps be synonymous with the British term natural-born subject?

It is very doubtful the framers adopted the doctrine found under the old English doctrine of natural-born subject.The British doctrine allowed for double allegiances, something the founders considered improper and dangerous. The American naturalization process required all males to twice renounce all allegiances with other governments and pledge their allegiance to this one before finally becoming a citizen. House Report No. 784, dated June 22, 1874, stated, The United States have not recognized a ‘double allegiance.’ By our law a citizen is bound to be ‘true and faithful’ alone to our government.It wouldn’t be practical for the United States to claim a child as a citizen when the child’s natural country of origin equally claims him/her because doing so would leave the child with competing legal obligations.
Under the old English common law doctrine of natural-born subject, birth itself was an act of naturalization that required no prior consent or demanded allegiance to the nation in advance. Furthermore, birth was viewed as enjoining a perpetual allegiance upon all that could never be severed or altered by any change of time or act of anyone. England’s perpetual allegiance due from birth was extremely unpopular in this country; often referred to as absurd barbarism, or simply perpetual nonsense. America went to war with England over the doctrine behind natural-born subject in June of 1812.

Because Britain considered all who were born within the dominions of the crown to be its natural-born subjects even after becoming naturalized citizens of the United States, led to British vessels blockading American ports. Under the British blockade, every American ship entering or leaving was boarded by soldiers in search of British born subjects. At least 6,000 American citizens who were found to be British natural-born subjects were pressed into military service on behalf of the British Empire, and thus, the reason we went to war.

Fourteenth Amendment

Whatever might had been the correct understanding of natural-born citizen prior to 1866, the adoption of the Fourteenth Amendment certainly changes the view because for the first time we have a written national rule declaring who are citizens through birth or naturalization. Who may be born citizens is conditional upon being born subject to the jurisdiction of the United States - a condition not required under the common law. The legislative definition of subject to the jurisdiction thereof was defined as Not owing allegiance to anybody else, which is vastly different from local jurisdiction due to physical location alone.This national rule prevents us from interpreting natural-born citizen under common law rules because it eliminates the possibility of a child being born with more than one claim for allegiance.The primary author of the citizenship clause, Sen. Jacob M. Howard, said the “word jurisdiction, as here employed, ought to be construed so as to imply a full and complete jurisdiction on the part of the United States, coextensive in all respects with the constitutional power of the United States, whether exercised by Congress, by the executive, or by the judicial department; that is to say, the same jurisdiction in extent and quality as applies to every citizen of the United States now.United States Attorney General, George Williams, whom was a U.S. Senator aligned with Radical Republicans during the drafting of the Fourteenth Amendment in 1866, ruled in 1873 the word jurisdiction under the Fourteenth Amendment must be understood to mean absolute and complete jurisdiction, such as the United States had over its citizens before the adoption of this amendment.He added,Political and military rights and duties do not pertain to anyone else.

Essentially then, subject to the jurisdiction thereof means the same jurisdiction the United States exercises over its own citizens, i.e., only citizens of the United States come within its operation since citizens of the United States do not owe allegiance to some other nation at the same time they do the United States. This makes arguing the physical presence of being subject to laws silly because being subject to another countries laws while visiting makes no change to an aliens allegiance to their native country.

Natural-Born Citizen Defined

One universal point most all early publicists agreed on was natural-born citizen must mean one who is a citizen by no act of law. If a person owes their citizenship to some act of law (naturalization for example), they cannot be considered a natural-born citizen. This leads us to defining natural-born citizen under the laws of nature - laws the founders recognized and embraced.Under the laws of nature, every child born requires no act of law to establish the fact the child inherits through nature his/her father’s citizenship as well as his name (or even his property) through birth. This law of nature is also recognized by law of nations. Sen. Howard said the citizenship clause under the Fourteenth Amendment was by virtue of natural law and national law.The advantages of Natural Law is competing allegiances between nations are not claimed, or at least with those nations whose custom is to not make citizens of other countries citizens without their consent. Any alternations or conflicts due to a child’s natural citizenship are strictly a creature of local municipal law. In the year 1866, the United States for the first time adopted a local municipal law under Sec. 1992 of U.S. Revised Statutes that read: All persons born in the United States and not subject to any foreign power, excluding Indians not taxed, are declared to be citizens of the United States.Rep. John A. Bingham commenting on Section 1992 said it means every human being born within the jurisdiction of the United States of parents not owing allegiance to any foreign sovereignty is, in the language of your Constitution itself, a natural born citizen. (Cong. Globe, 39th, 1st Sess., 1291 (1866))

Bingham had asserted the same thing in 1862 as well:

Does the gentleman mean that any person, born within the limits of the Republic, and who has offended against no law, can rightfully be exiled from any State or from any rood of the Republic? Does the gentleman undertake to say that here, in the face of the provision in the Constitution, that persons born within the limits of the Republic, of parents who are not the subjects of any other sovereignty, are native-born citizens, whether they be black or white? There is not a textbook referred to in any court which does not recognise the principle that I assert. (Cong. Globe, 37th, 2nd Sess., 407 (1862))Bingham subscribed to the same view as most everyone in Congress at the time that in order to be born a citizen of the United States one must be born within the allegiance of the Nation. Bingham had explained years earlier that to be born within the allegiance of the United States the parents, or more precisely, the father, must not owe allegiance to some other foreign sovereignty (remember the U.S. abandoned England’s natural allegiance doctrine). This of course, explains why emphasis of not owing allegiance to anyone else was the effect of being subject to the jurisdiction of the United States.It should be noted this allegiance due under England’s common law and American law are of two different species. Under the common law one owed a personal allegiance to the King as an individual upon birth. Under the American system there was no individual ruler to owe a personal allegiance to.The constitutional requirement for the President of the United States to be a natural-born citizen had one purpose according to St. George Tucker: That provision in the constitution which requires that the president shall be a native-born citizen (unless he were a citizen of the United States when the constitution was adopted,) is a happy means of security against foreign influence, which, wherever it is capable of being exerted, is to he dreaded more than the plague. The admission of foreigners into our councils, consequently, cannot be too much guarded against; their total exclusion from a station to which foreign nations have been accustomed to, attach ideas of sovereign power, sacredness of character, and hereditary right, is a measure of the most consummate policy and wisdom. …The title of king, prince, emperor, or czar, without the smallest addition to his powers, would have rendered him a member of the fraternity of crowned heads: their common cause has more than once threatened the desolation of Europe. To have added a member to this sacred family in America, would have invited and perpetuated among us all the evils of Pandora’s Box. Charles Pinckney in 1800 said the presidential eligibility clause was designed to insure … attachment to the country. President Washington warned a passionate attachment of one nation for another, produces a variety of evils, and goes on to say:

Sympathy for the favorite nation, facilitating the illusion of an imaginary common interest, in cases where no real common interest exists, and infusing into one the enmities of the other, betrays the former into a participation in the quarrels and wars of the latter, without adequate inducement or justification. It leads also to concessions to the favorite nation, of privileges denied to others, which is apt doubly to injure the nation making the concessions; by unnecessarily parting with what ought to have been retained; and by exciting jealousy, ill- will, and a disposition to retaliate, in the parties from whom equal privileges are withheld.
And it gives to ambitious, corrupted, or deluded citizens, (who devote themselves to the favorite nation,) facility to betray or sacrifice the interests of their own country, without odium, sometimes even with popularity; gilding, with the appearance of a virtuous sense of obligation, a commendable deference for public opinion, or a laudable zeal for public good, the base or foolish compliances of ambition, corruption, or infatuation.What better way to insure attachment to the country then to require the President to have inherited his American citizenship through his American father and not through a foreign father. Any child can be born anywhere in the country and removed by their father to be raised in his native country. The risks would be for the child to return in later life to reside in this country bringing with him foreign influences and intrigues, and thus, making such a citizen indistinguishable from a naturalized citizen.

Conclusion

Extending citizenship to non-citizens through birth based solely upon locality is nothing more than mere municipal law that has no extra-territorial effect as proven from the English practice of it. On the other hand, citizenship by descent through the father is natural law and is recognized by all nations (what nation doesn’t recognize citizenship of children born wherever to their own citizens?). Thus, a natural-born citizen is one whose citizenship is recognized by law of nations rather than mere local recognition.Chairman of the House Judiciary Committee, James F. Wilson of Iowa, confirmed this in 1866: We must depend on the general law relating to subjects and citizens recognized by all nations for a definition, and that must lead us to the conclusion that every person born in the United States is a natural-born citizen of such States, except that of children born on our soil to temporary sojourners or representatives of foreign Governments.When a child inherits the citizenship of their father they become a natural-born citizen of the nation their father belongs regardless of where they might be born. It should be pointed out that citizenship through descent of the father was recognized by U.S. Naturalization law whereby children became citizens themselves as soon as their father had become a naturalized citizen.In a nation that has abandoned the English tradition of perpetual allegiance to the King upon birth for the principal of expatriation, the requirement of preexisting allegiance of the father can be the only method for a child to be born into the allegiance of the nation, and thus, a natural-born citizen.
