Traffic has really picked up lately in the data center corridor in the western part of North Carolina. Infocrossing Inc., a subsidiary of Wipro Ltd, is the most recent addition to what is becoming a fast-growing cluster. The company, which manages the high-volume computer operations of other companies, plans to build a $75 million data center in Kings Mountain. Infocrossing’s announcement comes on the heels of one by Facebook, which announced it will build a $450 million data center in Rutherford County. Google was the first big name to settle into that area, landing in Caldwell County in 2007. Apple followed with an announcement in Catawba County in 2009.

Although data centers bring few jobs – Wipro expects to hire about 17 full-time workers – the operations are large energy consumers and add tremendously to the tax base. Additionally, the growing grouping enhances the state's reputation as having a high-tech economy.

The public and private sectors are leveraging available assets in the western part of the state to appeal to data centers’ sweet spots – an abundance of low-cost energy, a good labor pool, strong fiber optics infrastructure, lack of extreme weather, excellent transportation network, plus tax breaks and a high quality of life. Due to the importance of providing consistent service, data centers are risk adverse, and when they look Google’s and Apple’s – and now Facebook’s and Infocrossing’s – decisions to locate in western North Carolina, other data centers will be encouraged to come as well.

It is official: in the name of clean energy, pollution control and medicine, the White House is prepared to let scientists, spearheaded by the J. Craig Venter Institute, manipulate DNA of organisms to forge new life forms, according to a recent AFP article.The Orwellian language used by Barack Obama's Presidential Commission For The Study of Bioethical Issues is a study in wordiness, misdirection, and obfuscation that is typical when trying to cover up the true intent. For example, on one hand the Commission acknowledges that the J. Craig Venter Institute has found the ability to forge new life forms, but also states that Venter's team didn't create life, since the work primarily involved altering an already existing life form. Since we won't get straight truth from the mainstream media, science, or the government, it is better advised to look at who Craig Venter is, and what public statements have been issued about this agenda that literally could transform the human race from a naturally evolving species into a manipulated computer code.

As far back as 2003, a BBC article titled Warning on Gene ID Cards cited Craig Venter as a leading scientist in gene mapping who, at the time, was offering the very rich a chance to buy their map for $710,000. This sets up, in effect, a division of gene class where elites would have access to potentially life-saving information, while the underclass could be discriminated against by insurance companies and employers. The short article concludes with an even more critical warning by Dr. Helen Wallace of GeneWatch that, What we could end up with is a massive DNA database by the back door.And this was almost 8 years ago.In the intervening time, the possible misuse of such a database became clear in 2006 when collaboration between the J. Craig Venter Institute and Google resulted in a ZDNet article titled Google Accused of Bio-Piracy. Plans were revealed to create a searchable online database of all the genes on the planet. The source of this story came from a Pulitzer Prize winner, David Vise, but to this day it seems that neither the J. Craig Venter Institute, nor Google have acknowledged any ongoing partnership.

The Institute announced in May of this year that it finally had created the first self-replicating, synthetic bacterial cell, dubbed Synthia by the media. Most people probably concluded that this was a rather innocuous, self-promoting announcement designed to receive funding. However, if one looks deeper into this press release, one should notice the words synthetic genome. This is an admission that goes beyond simply altering an existing life form, as the Institute asserts, but illustrates the ability to replicate the entirety of an organism's hereditary information.The technical breakdown of this initiative is exceedingly important, but is better left to experts in the field. Regardless, the assertions of the J. Craig Venter Institute have found the software of life are being taken seriously by the White House at a time when revelations about how computing, medicine, technology, and the police state are converging on an almost daily basis. In just the past month, the following stories made headlines: Lawsuits have been filed in Austin, TX by parents who have discovered that DNA had been secretly taken from babies and sold to pharmaceutical companies and/or the Armed Forces for genetic research as far back as 2002.

The White House on Thursday said the controversial field of synthetic biology, or manipulating the DNA of organisms to forge new life forms, poses limited risks and should be allowed to proceed. An expert panel convened by President Barack Obama advised vigilance and self-regulation as scientists seeks ways to create new organisms that could spark useful innovations in clean energy, pollution control and medicine. The Presidential Commission for the Study of Bioethical Issues concluded that synthetic biology is capable of significant but limited achievements posing limited risks, it said in its first report.Future developments may raise further objections, but the Commission found no reason to endorse additional federal regulations or a moratorium on work in this field at this time.The panel was created by Obama last year. Its first order of business was to consider the issue of synthetic biology after the J. Craig Venter Institute announced in May it had developed the first self-replicating bacteria cell controlled by a synthetic genome.

Critics said the discovery was tantamount to playing God, creating organisms without adequate understanding the ramifications, and upsetting the natural order. Announcing the creation of the first synthetic cell, lead researcher Craig Venter said at the time it certainly changed my views of the definitions of life and how life works.But the commission said Venter's team had not actually created life, since the work mainly involved altering an already existing life form. Thoughtful deliberation about the meaning of this achievement was impossible in the hours that elapsed between the breaking news and the initial round of commentaries that ensued, it said in its report.Of note, many scientists observe that this achievement is not tantamount to creating life in a scientific sense because the research required a functioning, naturally occurring host cell to accept the synthesized genome.

Heralding a potential new era in biology, scientists for the first time have created a synthetic cell, completely controlled by man-made genetic instructions, researchers at the private J. .We call it the first synthetic cell, said genomics pioneer Craig Venter, who oversaw the project. These are very much real cells.Created at a cost of $40 million, this experimental one-cell organism, which can reproduce, opens the way to the manipulation of life on a previously unattainable scale, several researchers and ethics experts said. Scientists have been altering DNA piecemeal for a generation, producing a menagerie of genetically engineered plants and animals. But the ability to craft an entire organism offers a new power over life, they said.

The research is going to explode.Leery of previous moral and ethical debates about whether it is right to manipulate life forms—which arose with the advent of cloning, stem-cell technology and genetic engineering—some researchers chose neutral terms to describe the experimental cell. Some played down the development.I don't think it represents the creation of an artificial life form, said biomedical engineer James Collins at Boston University. I view this as an organism with a synthetic genome, not as a synthetic organism. It is tough to draw where the line is.For the first time, scientists have created a synthetic cell, heralding a new era in biology. .The new cell, a bacterium, was conceived solely as a demonstration project. But several biologists said they believed that the laboratory technique used to birth it would soon be applied to other strains of bacteria with commercial potential.

I think this quickly will be applied to all the most important industrial bacteria, said biologist Christopher Voigt at the University of California, San Francisco, who is developing microbes that help make gasoline.Several companies are already seeking to take advantage of the new field, called synthetic biology, which combines chemistry, computer science, molecular biology, genetics and cell biology to breed industrial life forms that can secrete fuels, vaccines or other commercial products.

Synthetic Genomics Inc., a company founded by Dr. Venter, provided $30 million to fund the experiments and owns the intellectual-property rights to the cell-creation techniques. The company has a $600 million contract with Exxon Mobil Corp. to design algae that can capture carbon dioxide and make fuel.At least three other companies—Amyris Biotechnologies in Emeryville, Calif.; LS9 Inc. in San Francisco; and Joule Unlimited in Cambridge, Mass.—are working on synthetic cells to produce renewable fuels.Although patents on single genes now face legal challenges, Dr. Venter said he intends to patent his experimental cells. They are pretty clearly human inventions, he said.Before making their work public, the researchers said, they briefed White House officials, members of Congress and officials from several government agencies. Within minutes of Thursday's announcement, the House Energy and Commerce Committee announced it would hold a public hearing on the new technology next week.

Environmental groups also reacted quickly. Friends of the Earth issued a statement asking the Environmental Protection Agency and the Food and Drug Administration to fully regulate all synthetic biology experiments and products, while ETC Group, a group based in Canada, called for a global moratorium on synthetic biology.There was no immediate reaction from Roman Catholic and Protestant groups that have questioned such developments in the past. There was some support. It is very much within divine mandate that we do these things, said theologian Nancey Murphy, who studies Christianity and science at the Fuller Theological Seminary, a multidenominational Christian seminary in Pasadena, Calif.The announcement Thursday was the culmination of a project Dr. Venter and his colleagues have pursued since 1995. In a series of peer-reviewed papers, the group has published the interim technical steps. So far, that research has withstood scrutiny.

.The latest research was reviewed by a panel of independent scientists, but no one has duplicated the team's experiment. Other researchers working on different approaches in the field found the report credible and said it combined a series of prior advances.They are pulling all the pieces together, said Drew Endy, a biologist at Stanford University who is president of the BioBricks Foundation, a nonprofit consortium organized by researchers from Harvard University, the Massachusetts Institute of Technology and the University of California to make the DNA tools of synthetic biology freely available.To make the synthetic cell, a team of 25 researchers at labs in Rockville, Md., and San Diego, led by bioengineer Daniel Gibson and Mr. Venter, essentially turned computer code into a new life form. They started with a species of bacteria called Mycoplasma capricolum and, by replacing its genome with one they wrote themselves, turned it into a customized variant of a second existing species, called Mycoplasma mycoides, they reported.

.To begin, they wrote out the creature's entire genetic code as a digital computer file, documenting more than one million base pairs of DNA in a biochemical alphabet of adenine, cytosine, guanine and thymine. for suitable vendors as part of outsourcing key voice-based projects for its internet, Solo Mobility, Bell Mobility and satellite TV divisions to India.Bell Canada plans to outsource these projects via fixed payouts as part of a deal worth approximately $25 million to $30 million a year, according to market sources.The projects being sent to India will be largely inbound and Bell Canada is looking at outsourcing the work to a outsourcing partner with strong competencies in carrying out front-end work for international clients.A Bell Canada spokesperson did not reply to a questionnaire seeking comment on the development.Founded in 1880, Montreal-headquartered Bell Canada is a leading player in the Canadian wireless telecommunication industry, controlling about 30 per cent of total wireless subscribers in that country. Bell Canada is cutting Canadian jobs in favour of contractors overseas MAY 2007

MONTREAL, May 2,2007 /CNW Telbec/ - The Canadian Telecommunications Employees'
Association (CTEA) is denouncing Bell Canada's intention of cutting jobs and
reducing the work hours of its employees in favour of outsourcing companies in
India. The concern stems from the fact that the long term affect of this
action is unknown.During 2005 bargaining, Bell Canada increased the salary of most
employees in the Assignment/Activation group stating they were underpaid
compared with telecommunications competitors, said Line Brisson, Chairman of
the CTEA Clerical Bargaining Committee. Today, the Company alleges these
employees are costing too much and announced their jobs will be eliminated.
This is unacceptable. The issue here is that they are now comparing the job
that is done on Canadian soil with the market wages overseas. As long
companies such as Bell Canada use overseas markets as the basis of comparison
for wages, the jobs will always be too expensive to perform in Canada.CTEA members made HUGE CONCESSIONS in 2005 by signing a Collective
Agreement intended to secure their jobs.

The CTEA is losing count of the number of decisions Bell Canada has made
to the disadvantage of its employees: contracting out of Residential and
Business Client Representative jobs, contracting out of account collection and
repair services to Expertel, Minacs, and contractors overseas. Bell Canada is
continually seeking to lower its costs by reducing its Canadian staff and
increasing cheap labour. The CTEA wants to know what kind of savings is Bell
Canada seeing when they charge their customers rates for services that are set
for the Canadian market, yet the labour behind that service is being paid at
overseas market wages? Outsourcing of jobs places a very real strain on the economic condition of any country, and at the end of the day, customers and the Canadian economy will be paying the price.

Bell Canada recently announced that it intends to slash the benefits of
its future pensioners - yet another savings they will incur.Bell Canada continues to level down. The CTEA Bargaining Committee found it even more shocking when the Company who offers telephone service, shared with the them that employees taking over the Activation function in India will not be equipped with telephones themselves. This is UNACCEPTABLE behaviour from a Company that proclaims itself as a communications leader in Canada.The CTEA is opposed to outsourcing and it will take all the necessary means to promote the job security of its members.

Northeast to miss white Christmas

NEW YORK (Reuters) – The Northeast will not have a white Christmas. A winter storm that was expected earlier in the week for Christmas Eve into Christmas Day in the Northeast will be delayed by a day, if it makes an appearance at all, according to forecasters referencing government weather data.It doesn't look as dramatic as it did earlier this week, said Bob Haas, a meteorologist with MDA EarthSat Weather in Rockville, Maryland.Cities in the lower Midwest will likely still get snow, but the storm is not expected to arrive in the Northeast, if at all, until Christmas night into Sunday, Haas said.The U.S. Global Forecasting System, a weather prediction model run by the National Oceanic and Atmospheric Administration, shows the storm remaining mostly offshore and as less of a threat to cities along the Interstate 95 corridor on the East Coast than previous forecasts.The storm right now is more of a threat to the U.S. Gulf Coast cities as light snow or rain.One caveat is the European equivalent of the GFS, which shows the storm moving inland instead of remaining offshore.

In that scenario, snow would start early on Christmas Day around the North Carolina-Virginia border, then make its way up the East Coast toward New England on Saturday and into Sunday.Colder-than-normal temperatures are still expected to linger in the Northeast next week, with the coldest temperatures expected Sunday into Monday.

LOS ANGELES (AFP) – Southern California, already reeling from days of flooding, thunderstorms and tidal surges, braced for even more furious weather Wednesday, as forecasters warned of the arrival of yet another powerful storm.A new weather system, forecast to be the most intense of the past week, was expected to spawn more wind, rain and even small tornadoes in the state, which has suffered an unrelenting barrage of inclement weather.Wednesday's forecast is definitely going to be the main event of an eventful climatological week, Bill Patzert, a specialist at California's Jet Propulsion Laboratory.Rainfall was expected to total as much as 1.5 inches (3.8 centimeters) per hour, which could cause flooding not only in low-lying areas, but in the state's saturated foothills and mountains.Meanwhile, rising flood waters also were causing problems throughout southern California. Local news programs broadcast numerous reports of stranded motorist who had to be plucked from their cars after becoming trapped by raging flash floods.Officials warned residents, particularly those near local creeks and waterways, to take the risk in earnest.This is not a playground. This is no time to do extreme sports, said Jack Wise of the Los Angeles Fire Department.Even six inches (15 centimeters) of water in the flood control channels is enough to wash you down the river... Strong aftershock hits Japanese islands

TOKYO (AFP) – A strong 6.3-magnitude aftershock struck off southern Japan on Thursday, the US Geological Survey said, a day after the region was rocked by a major earthquake.The latest jolt to hit the region, following Wednesday's 7.4-magnitude quake, struck at 7:49 am local time (2149 GMT Wednesday), 146 kilometres (91 miles) east of Chichi-shima in Japan's remote Bonin islands region, at a shallow depth of 10 kilometres.

There were no immediate reports of damage or injury.It was the strongest aftershock since yesterday's earthquake, said Masahide Fujimaru, a village official on Chichi-shima island.But it was not strong enough to make things fall from shelves, Fujimaru told AFP by telephone. There is no confusion and we have not received any information of damage or injuries.Japan's meteorological agency said the latest quake will not create a major, widespread tsunami but warned that there may be some change in sea level in a few hours.Japan's agency has also warned strong aftershocks would continue for the time being in the region.Scores of villagers on the remote Pacific archipelago -- known locally as the Ogasawara islands -- scrambled for higher ground Wednesday after the 7.4 quake sparked a tsunami alert.The seabed tremor struck at 2:19 am, jolting people out of bed as loudspeakers blared across the Ogasawara islands and authorities warned of the risk of a two-metre (six-foot) high local tsunami.The tsunami alert was later downgraded and all warnings were lifted five hours after the quake hit near the islands, some 1,000 kilometres south of Tokyo.

Hong Kong bird tests positive for bird flu

HONG KONG (AFP) – Hong Kong authorities confirmed Thursday that a dead bird found in the southern Chinese territory had tested positive for the H5 strain of the bird flu virus.A government spokeswoman told AFP that laboratory tests had confirmed the highly decomposed chicken carcass found on the seashore of an island in the territory on December 18 carried the deadly strain.In a press release a spokesman said the Hong Kong government was concerned about the incident and will continue to monitor the situation.There were no poultry farms within three kilometres of the shore and there was no evidence of backyard poultry in nearby villages, the statement added.The government will step up inspections of the shore and its immediate vicinity, the statement said.Officials did not raise the city's public health warning on bird flu.

KIRKUK, Iraq – No decorations, no midnight Mass. Even an appearance by Santa Claus has been nixed after Iraq's Christian leaders called off Christmas celebrations amid new al-Qaida threats on the tiny community still terrified from a bloody siege on a Baghdad church.Christians across Iraq have been living in fear since the assault on Our Lady of Salvation Church as its Catholic congregation was celebrating Sunday Mass. Sixty-eight people were killed. Days later Islamic insurgents bombed Christian homes and neighborhoods across the capital.On Tuesday, al-Qaida insurgents threatened more attacks on Iraq's beleaguered Christians, many of whom have fled their homes or the country since the church attack. A council representing Christian denominations across Iraq advised its followers to cancel public celebrations of Christmas out of concern for their lives and as a show of mourning for the victims.

Nobody can ignore the threats of al-Qaida against Iraqi Christians, said Chaldean Archbishop Louis Sako in Kirkuk. We cannot find a single source of joy that makes us celebrate. The situation of the Christians is bleak.Church officials in Baghdad, as well as in the northern cities of Kirkuk and Mosul and the southern city of Basra, said they will not put up Christmas decorations or celebrate midnight Mass. They urged worshippers not to decorate their homes. Even an appearance by Santa Claus was called off.It's to avoid any attacks, but also to show that people are sad, not happy, said Younadim Kanna, a Christian lawmaker from Baghdad.Even before the Oct. 31 church attack, thousands of Christians were fleeing Iraq. They make up more than a third of the 53,700 Iraqis resettled in the United States since 2007, according to State Department statistics.Since the church attack, some 1,000 families have fled to Iraq's safer Kurdish-ruled north, according to the United Nations, which recently warned of a steady exodus of Iraqi Christians.The latest threats were posted late Tuesday by the Islamic State of Iraq, an al-Qaida front group, on a website frequented by Islamic extremists. Money usually used on celebrations or gifts will instead go to help Christian refugees.Ashour Binyamin, a 55-year-old Christian from Kirkuk said he and his family would not go to church on Christmas and would celebrate at home.At Baghdad's Our Lady of Salvation Church, where more than 120 parishioners were held hostage by gunmen during the four-hour siege, all Christmas Masses have been canceled. Only a modest manger display will mark the occasion.We have canceled all celebrations in the church,said Father Mukhlis. We are still in deep sorrow over the innocent victims who fell during the evil attack.In Baghdad's Karradah neighborhood, where many of the city's remaining Christians live, churches were guarded by security forces Wednesday and surrounded by razor wire. Shop owners said few people were buying the Christmas trees and Santa Claus toys on sale.Ikhlas Bahnam, a Christian in the neighborhood, vowed to go to Mass on Christmas Day, despite what she called the government's failure to protect her small minority. France wants closer euro zone economic policy: report

BERLIN (Reuters) – France wants all 16 euro zone governments and any other interested European Union members to coordinate their economic policy more closely in the future, Economy Minister Christine Lagarde told a German newspaper.The crisis showed us that it is not sufficient to limit public debt as foreseen in the Maastricht Treaty. Ireland stuck to these criteria and finds itself nevertheless in difficulty, Lagarde said in an interview with the Sueddeutsche Zeitung.The EU must not look just at the budgets, it must monitor how the economies in the member states develop.Countries that set out to boost exports and increase investment in a certain sector, for example, would directly affect other EU countries.I don't think it is possible to take away sovereignty over budgets from national states, but we could coordinate with each other already when we are preparing tax legislation. Germany and France plan exactly that - more and more we want to coordinate already when we draft our budget plans for the coming years, she explained.Furthermore, I can also imagine creating an arbitration body (for closer economic policy coordination), Lagarde said.

European countries' diverging tax rates have become a subject of tension. SEOUL (Reuters) – North Korea criticized major land and sea military exercises to be staged by the South on Thursday, but stopped short of threatening a retaliatory strike as tension remained high on the divided peninsula.In a show of military might, South Korea will hold a major.land drill in the Pocheon region, between Seoul and the heavily armed demilitarised zone (DMZ) separating the two Koreas. It will also continue naval live-fire exercises 100 km (60 miles) south of the maritime border with North Korea.The drill, involving a larger scale of firepower and personnel than usual for such an exercise at an army training ground, is an indication that conservative President Lee Myung-bak wants to underscore his renewed determination to stand tough against the North.He has replaced his top defense officials with more hawkish military men, a response to criticism of a perceived weak response to hostile acts from the North, including a submarine attack in March and the shelling of an island last month.We're keeping up the alert, a Defense Ministry official said on the condition of anonymity. WASHINGTON – The Senate is poised to approve a nuclear arms pact with Russia, handing President Barack Obama a huge victory on his top foreign policy priority.
Passage of the New START treaty appeared assured after 11 Republicans joined Democrats in a vote Tuesday to end debate on the pact. That signaled that Obama should have the two-thirds majority he needs when the Senate votes on final approval Wednesday.The approval would mark a big comeback for Obama's arm controls efforts after the treaty appeared all but dead just weeks ago. It also would allow Obama to continue efforts to improve relations with Russia.Ratification would mark a third recent major political victory for Obama, even though his Democratic party was trounced in last month's congressional elections. In recent days he won passage of a bipartisan tax deal and a vote ending the ban on gays openly serving in the military.

We are on the brink of writing the next chapter in the 40-year history of wrestling with the threat of nuclear weapons, Foreign Relations Committee Chairman John Kerry, a Democrat, said after the vote.The treaty would limit each country's strategic nuclear warheads to 1,550, down from the current ceiling of 2,200. It also would establish a system for monitoring and verification. U.S. weapons inspections ended last year with the expiration of a 1991 treaty.The administration was adamant that it be ratified this year because the Democrats' majority in the Senate is set to shrink by five in January and waiting could have meant months of delay or defeat.

Republicans accused Democrats of rushing approval of the treaty for political reasons. They have asserted it would limit U.S. missile defense options and argued it has insufficient procedures to verify Russia's adherence.When Jon Kyl, the leading Republican on negotiations over the treaty, suggested a delay last month, Obama appeared unlikely to find the nine Republican votes needed for passage.But he and top members of his administration lobbied intensely, with Obama postponing his Christmas vacation in Hawaii. They enlisted support from top military officials and big-name Republicans from past administrations who argued the treaty was essential for U.S. national security.In the end, they persuaded enough Republicans to defy the party's top two leaders in the Senate and support the pact.We know when we've been beaten, Republican Sen. The administration did not negotiate a good treaty, Kyl said. They went into the negotiations it seems to me with the attitude with the Russians just like the guy who goes into the car dealership and says, I'm not leaving here until I buy a car.
Though Kyl looks likely to vote on the losing side of the debate over the treaty, in his negotiations with the administration he did win Obama's commitment to modernize the remaining nuclear arsenal with projected spending of $85 billion over 10 years.
Some of that money is now in the pipeline, contained in a stopgap government funding bill that cleared Congress on Tuesday. The measure would finance the government, mostly at current levels, through March 4.It makes an exception for nuclear security programs, allowing the government to spend money to modernize the United States' nuclear arsenal at a rate equal to Obama's $624 million request.

Japan 7.4 seabed quake sparks tsunami scare

TOKYO (AFP) – Scores of villagers on a remote Japanese island chain in the Pacific scrambled for higher ground early Wednesday after a major 7.4-magnitude offshore quake sparked a tsunami alert.The seabed tremor struck at 2:19 am local time (1719 GMT Tuesday), jolting people out of bed as loudspeakers blared across the Ogasawara islands and authorities warned of the risk of a two-metre (six-foot) high local tsunami.The tsunami alert was later downgraded and all warnings were lifted five hours after the quake hit near the islands, some 1,000 kilometres (600 miles) south of Tokyo. No injuries or damage were reported.But about 120 people temporarily evacuated to higher ground on Chichi-shima island and some 50 people on Haha-shima island, Koji Watanabe, a village official on Chichi-shima, said overnight.It was the biggest earthquake I have ever felt, said Masae Nagai, a hotel owner on Chichi-shima, part of the remote archipelago also called the Bonin islands, which has a population of about 2,300.

We were awakened by the quake. It was scary, she told AFP by telephone around sunrise, but she added that the walls of her hotel were not cracked and that things have returned to normal.Local authorities on the Ogasawara islands, near Iwo Jima, said they had set up five shelters for residents but had closed them before sunrise in the absence of damage reports.The jolts were relatively stronger than those we have felt in the past, Kenichi Mochida, another Chichi-shima official, told AFP. But there was no panic as people acted in an orderly manner.Yoshihiro Ikeda, vice principal of the Ogasawara Elementary School with 123 pupils in Chichi-shima, said: We were worried about our students as the jolt was quite strong and lasted very long.

But we were relieved to confirm that none of our students were injured and no facilities were damaged. I guess we were quite lucky, considering the size of the quake.The quake hit at a shallow depth of 14 kilometres, 153 kilometres (95 miles) east of Chichi-shima, and was followed by a series of aftershocks measuring between 5.3 and 5.6 which continued into the morning.About three hours after the quake, a 60 centimetre (two feet) wave was monitored 700 kilometres away at Hachijo-jima, part of the Izu island chain that runs south of Tokyo, the meteorological agency said.

Forecasters warned of possible rainfall rates of .75 inch to 1 inch an hour and thunderstorm rates of 2 inches an hour in the region.Steady rain began falling late Tuesday and was expected to intensify into early Wednesday.It's going to be a three-ring circus, said National Weather Service spokesman Bill Hoffer. There's going to be a six-hour time frame in the early morning when it's really going to be dumping on us.Officials on Tuesday ordered evacuation of 232 homes in La Canada Flintridge and La Crescenta, foothill suburbs of Los Angeles below steep hillsides that burned in 2009 and where mudslides inundated homes and backyards in February.Walt Kalepsch said his backyard filled up with mud and debris last winter, but he planned to stay the night with his wife and daughter.If it gets really terrible, we'll leave. FLAGSTAFF, Ariz. – Flood waters on Tuesday ripped through a retirement community in northwestern Arizona, washing away four unoccupied homes and threatening to destroy others.Meanwhile, evacuation orders were lifted in a small Utah town about 60 miles away after a dam feared close to breaking was declared safe.But flood warnings and emergency declarations remained in place in some Utah, Nevada and Arizona counties, and more rain was expected overnight.In Arizona, flood waters cut through a group of houses in the rural communities of Beaver Dam and Littlefield, sweeping away four homes after saturating the soil beneath them and causing them to collapse.None of the wood-framed houses was inhabited, although a man was getting ready to move into one of them, said Jeff Hunt, Beaver Dam/Littlefield Fire District chief. The man and workers were putting finishing touches on the home but were able to gather their belongings before flood waters carried it away, Hunt said.

Hunt said about a dozen other homes in the two communities, which share a zip code, were still in danger of being destroyed as flood waters seeped into the ground. About 200 feet of roadway was washed away.I think that through the night we'll lose potentially several more, especially if we get the flows increasing, he said. If we get more velocity, it will pick them off one at a time.Mohave County declared an emergency Tuesday because of flooding in the area — which also was hit by flood waters in 2005, when some homes and a bridge over the Beaver Dam Wash were destroyed.

Authorities began warning area residents late Monday that they should evacuate if heavy runoff from nearby mountains continued. Few people initially did so, but more heeded the warning Tuesday.In Utah, evacuation orders for the town of Rockville, population 247, were lifted Tuesday evening after authorities determined the Trees Ranch Dam on the Virgin River was stable. South Korea army to hold huge drill, North silent

SEOUL (Reuters) – South Korea announced land and sea military exercises on Wednesday including its largest-ever live-fire drill near North Korea just as tension on the peninsula was beginning to ease after Pyongyang's attack on a southern island.The land drill, involving artillery, fighter jets and the largest number of personnel in a peace-time exercise, will take place on Thursday, after the South's live-fire artillery exercise on Monday on the island of Yeonpyeong, and is bound to infuriate the North.We'll be sure to deal a punishing blow if the North tries to repeat the kind of situation like the artillery shelling of Yeonpyeong," Brigadier General Ju Eun-shik said in a statement.There was no immediate reaction from Pyongyang, with the local KCNA agency running stories about leader Kim Jong-il's visit to a power station.South Korea is also holding three days of live-firing naval drills off the peninsula's east coast starting on Wednesday, a media official at the Defense Ministry said.He would not provide details. Yonhap news agency said the drills were taking place 100 km (60 miles) south of the maritime border with North Korea and involved at least six naval boats.North Korea this week offered to re-admit U.N. inspectors concerned about its nuclear-weapon programme, leading to speculation of a resumption of six-party disarmament talks and a general sigh of relief around the world that the crisis had passed.Yes, it will be a show of force against that, an army officer said when asked if the shelling of Yeonpyeong last month was a factor in the land drill's planning.He said similar drills had been staged previously on more than 50 occasions, but the scale this time was unprecedented.

Analysts say the North is unlikely to undertake another act of aggression like this year's attack on South Korea's Cheonan warship, blamed on the North by the United States and the South, and the Yeonpyeong shelling, at least not in the near term.
Its most likely next move would be to conduct live-fire artillery drills or possibly a short-range missile test into its waters off the west coast. Analysts have said its recent militaristic acts have served to bolster family rule as ailing leader Kim Jong-il grooms his youngest son, Kim Jong-un, as his successor. North Korea likes to step toward the brink and then away from it again, said Brian Myers, an expert on the North at South Korea's Dongseo University.The news from Pyongyang in the past few days indicates that the Kim Jong-il regime is now in the backing-off part of its usual cycle.He said the North probably did not expect the South to carry through with live-fire exercises on Monday.If it had, it would not have made such loud threats of reprisal in its domestic media. After the exercises took place, the Kim regime had to tell its own people that the South's provocation was not worth responding to, a flip-flop it cannot afford to repeat in just a few days. I don't expect the North to be quite as vocal about the next round of exercises.South Korean Finance Minister Yoon Jeung-hyun, speaking before the announcement of the drill, said domestic financial markets had weathered the crisis and the South Korean economy, Asia's fourth-largest, stayed on a growth track.But he warned that the tension could still dent consumer spending with a key sentiment measure due on Friday.South Korean markets were unaffected by the tensions with foreign investors buying into stocks and bond futures. Al-Qaida in Iraq threatens attacks on Christians

BAGHDAD – Al-Qaida's front group in Iraq is threatening more attacks against the country's Christians unless two women it claims Egypt's Coptic Church is holding captive are released.The Islamic State of Iraq issued the warning in a message posted late Tuesday on a website frequented by Islamist extremists.The group has made similar threats in the past linked to claims of Egypt's Muslim extremists that the country's Coptic Church is holding women captive for converting to Islam. The church denies the allegations.

The message was addressed to Iraq's Christian community to pressure Egypt.The Islamic State of Iraq was behind a recent series of attacks, including the siege of a Baghdad church that left 68 people dead. Some 1,000 Christian families have fled Iraq since then, according to the U.N.

SINGAPORE – Oil prices rose above $90 a barrel Wednesday in Asia after a report showed U.S. crude supplies dropped more than expected for a second week, which suggests demand is improving.Benchmark oil for February delivery was up 19 cents to $90.01 a barrel at late afternoon Singapore time in electronic trading on the New York Mercantile Exchange. The contract rose 45 cents to settle at $89.82 on Tuesday.

The American Petroleum Institute said late Tuesday that crude inventories fell 5.8 million barrels last week while analysts surveyed by Platts, the energy information arm of McGraw-Hill Cos., had forecast a drop of 2.4 million barrels. Inventories of gasoline decreased 2.9 million barrels and distillates rose slightly, the API said.

The Energy Department's Energy Information Administration reports its weekly supply data later Wednesday. The EIA said last week that supplies dropped 9.9 million barrels the previous week, the biggest drop in eight years.Oil prices, which rose to a two-year high above $90 earlier this month, have been supported by rallying stock markets. Meanwhile, a strengthening U.S. dollar, which makes crude more expensive for investors with other currencies, has weighed on oil.A steady-higher stock market continues to provide a major counter against a likely renewed weakening in the euro, Ritterbusch and Associates said in a report. A choppy, sideways trade could persist through the balance of this year.In other Nymex trading in January contracts, heating oil rose 0.4 cent to $2.52 a gallon, gasoline futures added 1.5 cents to $2.41 a gallon and natural gas advanced 0.9 cent to $4.07 per 1,000 cubic feet.In London, Brent crude rose 30 cents to $93.50 a barrel on the ICE Futures exchange.
