Three quakes jolt Afghanistan, eight hurt

MAZAR-I-SHARIF (Afghanistan): Three minor earthquakes shook Afghanistan's northern city of Mazar-i-Sharif on Thursday with eight people wounded in a scramble to flee buildings, an official said. Eight people were admitted to hospitals in the city with injuries after the quakes, the head of the city's hospitals Mirwais Radie said. Some were hurt jumping out of buildings or from crushes as people rushed to evacuate buildings, he said. There was minor damage such as mirrors being cracked by the tremors. No immediate measurement of the strength of the quakes was available as the war-damaged country does not have systems for recording seismic activity.The first quake struck around 5:00 am local time (0600 IST). I was asleep. There was a bad earthquake and we fled from the house into the streets, said university student Nilofar, who uses only one name. All my neighbours were t here.

We waited for about 20 minutes before going back in. The second quake was hours later and less powerful, but one at around 11:00 am sent people back into the streets fearing that buildings might collapse. Afghanistan is often hit by earthquakes, especially around the Hindu Kush mountain range that is near the collision of the Eurasian and Indian tectonic plates, where seismic activity is high.

Jeddah, Asharq Al-Awsat- An earthquake measuring 4.1 on the Richter scale shook the city of Haradh in Eastern Saudi Arabia, Wednesday.

The earthquake struck at 3.30pm local time. This time last year, an earthquake of similar magnitude was recorded in the same region. The national network of seismic monitoring in the Saudi Geological Survey, the official legal authority that monitors earthquakes in the kingdom recorded the earthquake and its activity.Hani Zahran, an engineer and the director of the National Center for Earthquakes of the Geological Survey told Asharq Al Awsat that residents in the region of Haradh felt the tremor, however, there were no human or material damages incurred. The earthquake monitoring stations that are deployed in Saudi Arabia record earthquakes of varying degrees and in locations of seismic activity, however, the majority of these earthquakes have not been felt by residents.He added.

Geologists told Asharq Al Awsat that the cause of frequent earthquakes in recent years in the Arabian Peninsula is attributed to the fact that the region is located near active seismic borders on both the north-eastern and western borders. They stated that the Arab plate which includes the GCC states, Yemen and parts of Iran and Greater Syria collides with the Iranian plate (the Zagros Mountains) and the Turkish plate (the mountains of Anatolia).

In turn, this causes the movement of the Arab plate by two centimetres annually causing an expansion to the Red Sea area and causing friction between the two plates in the eastern region of the Arab plate.In September 2005, an earthquake measuring 3.7 on the Richter scale shook Mecca and caused panic amongst the citizens of Otaibah, a neighbourhood situated near the Holy Mosque. Official statements regarding the intensity of the tremor contradicted each other and this led to a decision by the Saudi cabinet to assign the responsibility of monitoring seismic activity to the Saudi Geological Survey, which is to include all centres affiliated to King Abdul Aziz City for Science and Technology, King Abdul Aziz University, King Saud University and King Fahd University for Petroleum and Minerals under the umbrella of the Geological Survey.

Earthquake hits Hawaii's Big Island Thu Nov 23, 6:41 PM ET

KAILUA-KONA, Hawaii - An earthquake with a magnitude of at least 4.5 struck off the northwest coast of the Big Island on Thursday in the same area where two stronger temblors struck last month. The quake, centered about 11 miles northwest of Puuanahulu, shook homes on the Big Island, Maui and Oahu, but it did not produce a tsunami threat, according to the Pacific Tsunami Warning Center.The U.S. Geological Survey estimated its magnitude at 5.0; the Tsunami Warning Center estimated it at 4.5.Boulders and other debris forced the temporary closure of Highway 19 near Laupahoehoe on the Big Island, said state Department of Transportation spokesman Scott Ishikawa.There were isolated power outages in Kona on the Big Island, but no other damages were immediately reported.Magnitude 6.7 and 6.0 earthquakes shook the islands Oct. 15, causing power outages, bridge collapses and road closures. Those quakes caused an estimated $200 million in damages.

MOGADISHU (AFP) Heavy flooding in Somalia killed at least seven people overnight, bringing the death toll to 80 from three weeks of torrential rains, witnesses and aid workers have said. With the emergence of cholera cases, humanitarian groups raced to southern Somalia Thursday to avert a possible disaster that would be exacerbated by fears of war between the Islamic fighters and government forces backed by Ethiopian troops.Of the casualties, four were mauled by crocodiles lurking in floodwater in Mustahil district of Somalia's Hiraan region, where the River Shabelle broke its banks and swept through villages, they said.We were told by the villagers that four bodies were recovered floating on the floods, said Abdulahi Mao Nur, an elder in the region's capital Beledweyne, told AFP.Crocodiles killed them because they had serious injuries. Two of them had their legs eaten, Nur told AFP by
telephone.

We don't know how to overcome this problem because every day, we are getting information about crocodiles killing and wounding livestock and human beings, he added.Last week, crocodiles killed nine people in the same district, forcing tens of thousands to flee to higher ground, where they are surviving on wild fruit and face an outbreak of waterborne diseases.Humanitarian workers said three other people died when their hut collapsed under heavy flooding in Lower Shabelle region in southern Somalia, one of the most affected regions in the country.Three people were found dead after the hut they lived in collapsed. They couldn't manage to escape and nobody was there to rescue them, said Abdulkadir Hudo, a local aid worker.As heavy downpours continued to wreak havoc in Somalia, which is already beset by years of conflict, relief organisations scrambled to rescue the flood-affected people, estimated at nearly one million.The United Nations and the International Committee of the Red Cross on Wednesday launched a massive emergency relief operation to the Somalia's Juba, Gedo, Shabelle and Hiraan regions where floods have washed farmlands and roads, disrupted food supplies and cut off villages.The ICRC airlifted tarpaulins to assist 324,000 people in those areas while the UN's World Food Programme said a large Ilyushin-76 aircraft and two heavy-lift helicopters would airdrop food.The Somali government has warned of an imminent disaster if aid agencies do not rapidly deliver food and other essential items to the most remote regions, most of which are inaccessible.

Somalia, a nation of about 10 million, has lacked any disaster response mechanism since the country was plunged into anarchy after the 1991 ouster of dictator Mohamed Siad Barre.In addition to the conflict, hundreds of thousands of people have been affected by years of droughts, famine, floods and absence of permanent humanitarian operations.In neighbouring Kenya, a man drowned in Rift Valley's Keiyo region, a provincial commissioner said, bringing the death toll to 38 people killed while around 200,000 others, including 80,000 refugees, require urgent relief supplies.Southern Ethiopia is still reeling from flash floods in August and September, which left 639 dead and affected over 350,000 people, again chiefly hitting the ethnic Somali region.Aid groups have warned that the situation in the three eastern Africa countries is expected to worsen over the coming weeks as the torrential rain continues.

According to the UN, between 1.5 million and 1.8 million people in the three nations have been affected by the flooding, which has altered the way of life for the largely agricultural and pastoral communities.

Modeller warns of worse storms to come


NEW YORK (Reuters) The 2006 hurricane season is ending on November 30 with US homeowners and insurers unscathed, but forecasters warn that the years ahead will not be so calm.

While the first predictions for 2007 are due in early December, Risk Management Solutions, a firm that models damages from hurricanes, sees annual storm losses for the next five years rising 40 percent in the US Gulf and up to 30 percent in the Atlantic.2006 was only a respite, said Robert Hartwig, chief economist of the
Insurance Information Institute. The trend is for more hurricane activity, not less.Insurers are awaiting a first look at the 2007 season, which starts on June 1 and ends on November30, from Colorado State University hurricane forecaster Dr. William Gray and his team on December 8.

The Climate Prediction Center of the US government’s National Oceanic and Atmospheric Administration is due to give its end-of-season report on November 30.Forecasters were wrong in 2006, unanimously predicting an above-average season for hurricanes based on warmer-than-usual Atlantic waters that often fuel hurricanes.But wind patterns and dust storms in the Sahara squelched tropical disturbances before they started, forecasters said. As a result, there were only nine storms that got names this year. That compares with 28 in 2005, including the trio of Katrina, Rita and Wilma that caused more than $100 billion in losses.One season does not set a trend, however. Yes, we got off easy, but our expectation is that 2007 will be another tough year, said Robert Blumber, a managing director in Marsh Inc.’s global property group, a unit of Marsh & McLennan Cos. Inc., the world’s largest insurance brokerage firm.

Insurance premiums for catastrophe-exposed areas such as Florida have gone up by 50 percent to 100 percent in some areas. Deductibles, the amount an insured pays before coverage kicks in, have risen to 5 percent from 2 percent in past years, Blumber
said.

This has as much to do with growth in storm-ridden areas as the weather itself, according to companies who predict what future catastrophe losses could look like.Florida’s population is growing by two percent a year, said Tom Larsen, a vice president with Eqecat Inc. As a result, the disaster modeller sees the loss potential in the Sunshine State doubling every 15 to 20 years.Risk Management Solutions said its view that damage will be 40 percent higher in 2007 to 2011 is based on comparison to its statistics compiled starting in 1900.

Kinder weather helps fight against Australia fires

SYDNEY: Milder weather has helped firefighters make significant inroads against dozens of bushfires burning across southeast Australia but authorities said the danger was not over. More than 50 fires were still burning across New South Wales, Australia's most populous state, with tens of thousands of hectares of tinder-dry land already burnt out. Three firefighters were injured as they battled one of the biggest blazes near the township of Molong, about 250km west of Sydney. One was injured from smoke inhalation and two were injured by trees that fell, Rural Fire Service spokesman Simon Heemstra said, adding that none of the injuries was serious.The body of an elderly man had been found tangled in a wire fence on Tuesday after a small grassfire south of Sydney which was not related to the major blazes.

Firefighters say Australia faces an extreme fire danger this summer after a worsening drought left rural areas bone dry. Scientists fear that climate change will bring more frequent higher temperatures and less rainfall. American Billionaire Urges European Union to Proceed Piecemeal

ARTICLE SYNOPSIS:
Speaking in Brussels at the European Policy Center, leftist U.S. philanthropist George Soros urged Europe's leaders to shelve the European Constitution and proceed toward what he terms an open society by a step by step building process.

COMMENTARY:
Knowing that the EU Constitution had been rejected by voters in France and The Netherlands, American billionaire George Soros recommended that Europe's leaders cease forcing the Constitution down people's throats and, instead, implement its various steps piecemeal. His recommendation remarkably parallels the call for piece by piece erosion of the U.S. Constitution stated by Council of Foreign Relations (CFR) guru Richard N. Gardner, and the same advice given by CFR member Zbigniew Brzezinski who called for piecemeal transfer of power from the U.S. to a world government in one of his books.

The EU Constitution quietly favored by Soros, who is also a CFR member, states that it shall have primacy over member states. Though rejected by voters in a few formerly independent nations, its various provisions are, in fact, being enacted as Soros recommended. He is pleased with this method of compromising sovereignty because he feared that forcing the Constitution down people's throats would create a backlash that would imperil the drive toward the open society he favors. His open society, however, is a clever term used to disguise the goal of world government that he seeks. Revealingly, the EU Constitution is full of references expressing subservience to the United Nations.

It can only be hoped that more people in the 25 formerly independent nations that are already entangled in the EU will awaken and remove their country from this obvious path to world government. It can also be hoped that the American people will awaken before leaders here take our nation into the carbon copy of the EU known as the North American Union.John F. McManus.John F.

A poll conducted by Israel's largest newspaper this week revealed that if elections were held today, Binyamin Netanyahu would be Israel's next prime minister.Disappointed with the performance of Prime Minister Ehud Olmert's government, Israeli voters would give Netanyahu's Likud 20 Knesset seats, up considerably from its current 12.Olmert's Kadima Party would drop from 29 seats to 15, the same number the Labor Party would receive, compared to the 19 it holds today.Rightist immigrant party Israel Our Home, led by Avigdor Lieberman, would receive 10 mandates, and popular Israeli-Russian industrialist Arcadi Gaydamak would win 13 seats if he decided to run.Together with Lieberman, Gaydamak and the religious parties, Netanyahu would be able to form a right-wing coalition enjoying of a firm 69-seat majority.The only fear is that the ultra-leftist Meretz Party, which is expected to increase from five seats to eight, will merge with Labor, making it the largest Knesset faction.

Tehran vows to press ahead with reactor after IAEA denies aid

Iran said Thursday that it would continue with the construction of a heavy-water nuclear reactor even after the UN nuclear watchdog's board of governors indefinitely blocked Tehran's bid for technical aid.But diplomats said the ruling, which the International Atomic Energy Agency's board adopted by consensus after days of haggling between industrialized and developing nations, left a theoretical possibility of revisiting in the future Iran's request for expert advice on the construction of a reactor in Arak.In reaction, Iranian Foreign Minister Manouchehr Mottaki said the IAEA was legally required to provide technical assistance to Iran, a signatory to the Nuclear Nonproliferation Treaty. Iran has repeatedly said its nuclear program is for peaceful purposes only.It is the duty of the IAEA to help. If they help, we will appreciate it. If not, we will do it on our own, Mottaki told reporters in Tehran.

The Arak reactor, according to Iranian officials, is to replace a smaller light-water research reactor in Tehran, built by the United States before Iran's 1979 Islamic Revolution. In a compromise hammered out in negotiations ahead of the IAEA board meeting, Iranian requests for IAEA technical assistance on six other nuclear energy projects judged not to pose a risk of being diverted to bomb-making were approved by the board.The decision is that the [Arak] project will be definitely put on hold, IAEA director Mohamed ElBaradei told reporters. Obviously, if matters [with Iran] move in a different direction in future, the board might consider to revisit the decision.Iran sought on-site IAEA safety advice at the Arak complex under construction. China, Pakistan To Ink Free Trade Deal
Agreement Would Increase Bilateral Trade By $15 Billion In Five Years


(CBS/AP) China's visiting President Hu Jintao will sign a free trade deal with Pakistan that will more than triple bilateral trade to $15 billion in five years, a Pakistani diplomat said Thursday. Hu, who arrived in Islamabad on the first visit to Pakistan by a Chinese leader in 10 years, will sign a raft of economic and energy deals on Friday aimed at expanding a burgeoning bilateral trade relationship that grew 39 percent last year to $4.26 billion.

Salman Bashir, Pakistan's envoy to China, said a free trade agreement will be the most important document signed during Hu's four-day visit, the first by a Chinese leader to this Muslim nation in 10 years. We are expecting to take volume of bilateral trade to $15 billion within the next five years with the implementation of the FTA (free trade agreement), Bashir told the state-run Associated Press of Pakistan.

The Chinese leader was greeted at Islamabad's international airport by Pakistani President Gen. Pervez Musharraf, Prime Minister Shaukat Aziz and the entire Cabinet as well as the heads of each of the defense services. Artillery blasted a 21-round salute, a brass band played China's national anthem, drum-beating musicians performed traditional songs and scores of school children waved miniature Chinese and Pakistani flags. Hu was later driven in a heavily guarded convoy for a banquet at Pakistan's presidency building. In an arrival statement, Hu said his visit was aimed at deepening friendship, expanding cooperation and planning the future of our relationship. China already provides Pakistan nuclear and defense industry assistance and is its third-largest trading partner, after the United States and the European Union. Pakistan is expected to buy large-ticket weapons worth at least $10 billion in the next five years at least 4 billion from China alone. China will provide necessary financial support in the industrial, services, agricultural, health care and education sectors, Shah said.

Pakistan is an impoverished country of 160 million people which has been seeking increased foreign investment to help boost its infrastructure and industry demands, as well as expand much-needed energy sources.

Bashir, the ambassador, said China and Pakistan have established a framework to expand energy cooperation. They will investigate building an energy corridor providing Beijing access to oil and gas resources of Central and Western Asia and developing oil refining and storage facilities in Pakistani coastal areas. China's official Xinhua news agency has reported that China would conclude an accord with Pakistan in November to sell Islamabad reactors for six nuclear power plants to be built during the next 10 years. Pakistan has been seeking U.S. support to boost its nuclear energy program, calling for a deal along the lines of one between Washington and New Delhi. That deal allows U.S. civilian nuclear trade with India in exchange for Indian safeguards, and inspections at its 14 civilian nuclear plants. Eight military plants would be off-limits.

But the Bush administration has rejected Pakistan's call amid lingering concerns about Islamabad's past suspect nuclear dealings led by disgraced atomic scientist and black market trader A.Q. Khan.

Pakistan’s track record arouses much concern in Washington. This is the bottom line, a U.S. official in Washington told CBS News on condition of anonymity. China has already provided funding and expertise to help build a 300-megawatt nuclear power station in 1999 at Chashma in the eastern province of Punjab. In April last year, the two countries began building a second nuclear power plant near the old one. On Friday, Hu holds talks with Musharraf and Aziz before delivering a live televised address to the nation. David Hanson's robots can creep people out. Their heads are so lifelike, their skin so textured and realistic, that Candy Sidner, a competing roboticist, called his Albert Einstein robot spookily cool .a giant step forward.Hanson, who started his career as an artist and spent time working in Disney's Imagineering Lab, said he flirts with being too realistic for comfort. His work, he said, poses an identity challenge to the human being.If you make it perfectly realistic, you trigger this body-snatcher fear in some people, he said.

Making realistic robots is going to polarize the market, if you will. You will have some people who love it and some people who will really be disturbed.Hanson's robotics company in Dallas is the flip side of an industry focused on making robots more human on the inside. Hanson makes conversational character robots. They are mostly human-looking heads using a skin-like material that he invented called Frubber. They are battery-powered, walk and are expressive, but from the neck down they don't look human at all.

The issue of being too human-looking is called uncanny valley syndrome, and Hanson embraces it with the passion and line-crossing of an avant-garde artist, which he also is.

Hanson made a robot head modeled on his own, but it wasn't for use as a robot. It was part of an art show where he made his self-portrait robot a large homeless robot figure in a box.The idea was to go out of the comfort zone of science, he said.But Hanson is also a businessman who is designing entertainment robots for the home. He hopes to have two-foot robots with human-looking heads that are more cartoonish than uncannily accurate that can dance, make eye contact, talk and recognize your face. The idea is to price them at $3,000 and get them on the market in about a year.It would be very much like Astro Boy in the old TV series, Hanson said.

Palestinian factions agree on limited ceasefire with Israel

A senior Palestinian official affirmed on Thursday that the armed Palestinian factions have agreed on a limited ceasefire with Israel.

Khader Habib, Islamic Jihad leader in Gaza, told reporters that representatives of national and Islamic factions, who met with Prime Minister Ismail Haneya in Gaza on Thursday night, has agreed on a limited ceasefire with Israel. He stressed that the ceasefire is mutual and synchronous, noting that Israel stops its military operations in Gaza and the West Bank, while Palestinian militants stop firing rockets at Israel.The agreement also needs the acceptance of both Fatah and Hamas movements, he added. On Monday, the Israeli army launched a ground military operation into northern Gaza Strip, where 12 Palestinians have been killed and more than 20 others wounded in the latest Israeli operation. Personal Issues Bog Down Olmert-Peretz Cooperation

Thursday's weekly meeting between PM Ehud Olmert and Defense Minister Amir Peretz is unlikely to mend the rift between the two, but it may at least keep matters of state on the front burner.The two men have been sniping at each other for days, but a recent telephone conversation between Peretz and Palestinian Authority Chairman Mahmoud Abbas set off a firestorm between the two.

Olmert accused Peretz of exceeding his authority by making contact with Abbas to discuss possiblities for peace. He also claimed that Peretz had damaged existing contacts with the PA and accused the defense minister of not providing a full, detailed report of the conversation.Peretz told Olmert that his own previous contacts with Abbas constituted the same faux pas of maintaining contact with PA officials without informing him. The Defense Minister added Abbas had initiated the conversation and that he had simply returned the call.

Amir won't put down the phone on anyone who calls him, said an associate of Peretz, according to the Haaretz news service. He is the defense minister and chairman of the Labor party and will advance peace issues. That is why he was elected, he said.It is believed by political observers that Peretz's days as Defense Minister are numbered, and that Olmert may use Thursday's meeting to further his goal of ousting him.

Peretz is facing similar troubles within his own party, with calls by Labor members for him to step down from the Defense Ministry and hand his job over to someone within the ranks who has more military expertise.Unofficially, it is being reported that today’s meeting with the prime minister will lead to a respectful formula that will permit Peretz to resign, possibly to take another senior post in the government. In that scenario, former prime minister and retired IDF chief of staff, Ehud Barak, will be brought in to take over the Defense Ministry.According to a Geocartography poll released last Tuesday, some 60% of the nation is calling for Peretz’s resignation, with even more calling on IDF Chief of Staff Dan Halutz to step down as well.

Vancouver boil-water advisory reaches one week

Almost a million people are still waiting for clean tap water in the Vancouver area, and officials have shut off supply from one of three reservoirs to speed up disinfection. Meanwhile, health officials said it could take until Friday to confirm possible E. coli contamination.

A water sample taken at the University of British Columbia tested positive for the harmful bacteria. Because the water had a high level of chlorine that would have killed E. coli, it's possible the sample was contaminated by the tester. One official believed a nearby compost site affected the water.(The test water) was sitting low, and unfortunately some water run-off from a compost pile that was near it came over, and had been sitting around the water test station, the university's Gordon Apperley told CTV Vancouver.

About 1,000 tests have been taken since the boil-water advisory came into effect last Thursday, and not a single person has become sick. High turbidity levels the amount of cloudiness in the water, caused by silt prompted the advisory after torrential rains. The turbidity makes it difficult for officials to effectively chlorinate the water. That advisory remains in effect for the City of Vancouver,
North Vancouver, Burnaby and parts of West Vancouver.

In those communities, boiled water or bottled water should be used for drinking, brushing teeth and washing food.The advisory will end when Greater Vancouver Regional District (GVRD) officials determine the turbidity levels are low enough. Most people in the Vancouver area get their water from the Capilano, Seymour and Coquitlam reservoirs.Turbidity levels in Capilano's water supply were dropping so slowly that officials took it off line, although the gradual addition of clean water is helping the situation.

Levels are also changing slowly in Seymour's water, but the supply has more exposure to chlorine. We have about 45 minutes in the Capilano system for the chlorine to work on those bugs before you hit the first customer, whereas in the Seymour system we have about three hours, Paul Archibald, water supply operations manager for the Greater Vancouver Regional District, told The Canadian Press.

Vivianna Zanocco of the Vancouver Coastal Health Authority said Seymour is also being helped by the gradual addition of fresh water.What we're seeing in Seymour is that the turbidity at the lower levels is quite high, but at the upper levels, where there's new water coming in either from rain or from fresh streams, it's actually very clean, she told CTV Vancouver. Officials said it could take at least another week to clean the Seymour reservoir, and several weeks to clean the Capilano reservoir. Flu Pandemic May Cost $623 Billion, World Bank Says

Nov. 23 (Bloomberg) A severe influenza pandemic would cost the U.S. $623 billion, or about 60 times more than an average flu season, and constitute a major global recession, the World Bank said.

Economists at the Washington-based World Bank estimated a contagion capable of killing more than 1 percent of people worldwide could cause losses of $1.5 trillion to $1.8 trillion globally. The spread of the H5N1 avian influenza strain has put the world closer to another pandemic than at any time since 1968, when the last of the previous century's three major outbreaks occurred, according to the World Health Organization. The Bank, which funds projects to alleviate poverty, is working with countries to improve hospitals and laboratories to bolster disease surveillance and management of avian flu. Human fatalities from the H5N1 strain of the virus this year have surpassed the previous two years combined, providing more chances for the virus to mutate into a lethal pandemic form. Even with such efforts, an eventual human pandemic at some unknown point in the future is virtually inevitable, the Bank said in an e-mailed report today. Because such a pandemic would spread very quickly, substantial efforts need to be put into place to develop effective strategies and contingency plans that could be enacted at short notice.

Deadly Virus

The H5N1 virus is known to have infected 258 people in 10 countries in the past three years, killing 153 of them, the WHO said on Nov. 13. Millions could die if H5N1 becomes as easily transmissible between people as season flu. Seasonal flu causes the deaths of as many as 500,000 people annually. In the U.S., the disease results in about 36,000 deaths and more than 200,000 hospitalizations each year, costing more than $10 billion, the White House said in a statement last year. Egypt reported a suspected new H5N1 human case in the central city of Sohag, the Al-Ghomhuria newspaper reported today, without saying where it got the information. A 25-year-old woman was transferred to the hospital for treatment, the paper said. The country's health ministry said it found a new outbreak of avian influenza in poultry in the northern governorate of Mounifiya, the state-run Middle East News Agency reported. The ministry slaughtered all the poultry in the area and took samples from people who cam in contact with the infected birds, MENA reported.

1918 Pandemic

A pandemic can start when a novel influenza A-type virus, to which almost no one has natural immunity, emerges and begins spreading.

Experts believe that a pandemic in 1918, which may have killed as many as 50 million people, began when an avian flu virus jumped to people from birds. Disease trackers are monitoring for signs the virus is becoming adept at infecting humans, not just birds. The H5N1 strain was first detected in a farmed goose a decade ago in Guangdong, the same province of China where severe acute respiratory syndrome, or SARS, was reported in 2003. During SARS, air travel to Hong Kong plunged by as much as 75 percent during the worst four months of the epidemic and retail sales fell by an average of 9 percent, the World Bank said in its report, Evaluating the Economic Consequences of Avian Influenza, by Andrew Burns, Dominique van der Mensbrugghe and Hans Timmer.

Economic Model

The World Bank's economic modeling for a flu pandemic assumed a 20 percent decline on an annualized basis in air travel and other mass transportation, as well as in services such as restaurant dining, tourism and non-essential retail shopping. Pandemics are typically experienced in at least two waves, with infections peaking in winter, the authors said. That could cause the world economy to shrink by 3.1 percent, while gross domestic product could be cut by as much as 4.4 percent in Latin America and the Caribbean, the study said. Developing countries would be hardest hit because higher population densities and poverty accentuate the economic impacts in some countries, the authors said. The world economy may contract by 4.8 percent during the first year of a severe pandemic, 2 percent in a moderate outbreak and less than 1 percent in the event of a mild pandemic.

Purely Illustrative

Given the tremendous uncertainties surrounding the possibility and eventual nature of a pandemic inflation, these simulations must be viewed as purely illustrative, the World Bank said. They provide a sense of the overall magnitude of potential costs. Actual costs, both in terms of human lives and economic losses, are likely to be very different. Poultry farmers in infected countries have already suffered because of outbreaks.

The World Bank in January estimated the cost at $10 billion in Asia alone. The virus has since been found in wild birds and domestic poultry in at least 38 countries in Asia, Africa, the Middle East and Europe. South Korean health inspectors are testing poultry for H5N1 on a farm where 6,000 birds died this week in the southwest of the Korean peninsula, the agricultural ministry said in a briefing today. Strong quake hits northern Japan Wed Nov 22, 10:46 AM ET

TOKYO (AFP) - A strong quake, with a magnitude of 5.5 on the Richter scale, jolted northern Japan, near an area that was recently hit by tsunamis, the Japan Meteorological Agency said. The quake happened at 8:15 pm (1115 GMT) off the eastern shore of Nemuro city of Hokkaido prefecture, 1,000 kilometers (625 miles) north of Tokyo, the agency said.The quake, which happened around islands claimed by both Japan and Russia, was 100 kilometers deep, the agency said.There were no immediate reports of damage and no concerns about a tsunami, the agency said.The Nemuro area experienced minor tsunamis last week after one of the biggest earthquakes in recent times hit near the northeastern Russian-ruled Kuril islands.Japan lies at the junction of four tectonic plates and endures about 20 percent of the world's most powerful earthquakes, which frequently jolt Tokyo and other major cities.

Northeast

It looks like a turkey of a Turkey Day in the Megalopolis with rain and wind expected to buffet the area from Boston to Philadelphia. Central and southern New England, southeast New York and New Jersey will catch the brunt of the storminess, thanks to the northward movement of the same storm that's been plaguing the Eastern Seaboard the past couple of days. (See Storm Watch for the latest details.) And although the system will lose some of its potency over the next 24 hours, gale warnings remain displayed along the coast northward to Cape Cod. During the onset of the storm tonight, some light freezing rain could develop in the valleys of northeast Pennsylvania and southeast New York, but shouldn't cause any major problems. Major problems may afflict NYC's Thanksgiving Day parade, however, with rain and strong, gusty winds lurking for tomorrow morning. Peak gusts could reach 45 mph. High temperatures, meanwhile, will be in the 40s and 50s throughout the Northeast. In the windy areas, of course, it will feel even colder: in the 30s.

West

The northern half of the West will remain wet and snowy tomorrow. Areas west of the Cascades will continue to be gray and damp while snow persists in its assault on the Cascades.

As much as a foot of additional powder could pile up in the Washington Cascades tomorrow and tomorrow night. Snow levels in Washington and Oregon will be quite low, ranging from 1500 to 3000 feet. Showers and mountain snow will spread as far east as Montana and western Wyoming. Heavy snow is a good bet for the Bitterroot Range. Farther south, sunshine and unseasonable warmth will grace the Southwest. High temperatures are forecast to range from the 20s at spots in the Idaho and Wyoming mountains to the 80s in southwest Arizona. Readings in the 30s and 40s will dominate the Northwest.

Midwest

Dry, mild conditions blanketing the Midwest and Plains will certainly be something for which to be thankful tomorrow. Busy southerly winds will drive temperatures well above seasonal levels in the Plains and Upper Midwest. Overall, maxima will range from the 40s in far northern areas to the 70s in southwest Kansas. Most locations will top out in the 50s and 60s.

South

The South will enjoy beautiful Thanksgiving Day weather with a plethora of sunshine and a cornucopia of warmth. High temperatures in the 60s and 70s will be widespread; a few spots in southern and West Texas will climb into the 80s. Even Florida will drift back toward thermal respectability with readings in most areas climbing into the 70s.

WASHINGTON (Reuters) - Despite ongoing volcanic activity for the last two years, there is no indication Mount St. Helens is on the verge of a repeat performance of its cataclysmic 1980 eruption, scientists said on Wednesday. Mount St. Helens, in Washington state in the U.S. Pacific Northwest, reawakened in the fall of 2004 with new eruptions, and has produced thousands of shallow, regular, repetitive earthquakes since then.Writing in the journal Nature, scientists led by Richard Iverson of the U.S. Geological Survey said these quakes appear to result from the movement of a huge plug of igneous rock known as dacite being shoved out of the volcano.The good news, they said, is that the volcano appears to be brooding rather than bursting, and the recent quakes seem unlikely to be a harbinger of a massive eruption along the lines of the one that occurred on May 18, 1980.

That one blew off the upper 1,300 feet of the mountain, leveled thousands of acres of forest land, killed 57 people and coated the region with gritty ash. The eruption was triggered by a magnitude 5.1 earthquake that shook Mount St. Helens.There's really nothing that we've seen over the past two years that would indicate that a major explosive eruption is on the way, Iverson said in an interview.But Iverson gave himself a little bit of wiggle room.Now, of course, things could always start to change. If we saw, for example, dramatic increases in the amount of gas that was coming out of the volcano or dramatic increases in deformation, then we would revise our forecasts, he said.Mount St. Helens is the most active of the volcanoes in the Cascades Mountains, and geologically young compared to the others. It is believed to have the potential at some point in the future for another big eruption.

I know everybody was conditioned by the May 1980 eruption to think of Mount St. Helens as this very explosive volcano. And certainly it had done that prior to 1980 and will do that again in the future. But this ongoing eruption is of a completely different style, Iverson said.Scientists call what it going on now a dome-building eruption and note that it has continued on a steady basis for a bit longer than two years.The huge plug of rock now being shoved out of Mount St. Helens is going at a rate of about 10-20 feet per day, advancing in fits and starts and triggering tremors, the scientists found.Mount St. Helens, standing 8,363 feet in elevation, is
located about 100 miles south of Seattle, Washington, and 50 miles northeast of Portland, Oregon.

Tiny wasps released in Cayman Islands Wed Nov 22, 1:21 PM ET

GEORGETOWN, Cayman Islands - Thousands of tiny parasitic wasps have been released in the Cayman Islands to combat an island-hopping insect that has destroyed crops throughout the Caribbean.

The infestation by the pink hibiscus mealybug, which feeds on the sap, roots and leaves of plants, was confirmed in Grand Cayman in June but has not spread to the British dependency's two other islands, according to a statement Tuesday from the Agriculture Department.The tiny wasps, which are almost invisible to the naked eye, lay eggs inside mealybugs. Once hatched, the larvae feed on the pest internally, causing it to die.

Officials have unleashed about 62,200 of the wasps from vials at 80 sites in Grand Cayman in recent weeks. The insects pose no threat to humans.Mealybugs have destroyed millions of dollars in crops and ornamental plants across the Caribbean since they were first reported in the Western Hemisphere, in Grenada in 1994. They reached the U.S. Virgin Islands in 1997, and Puerto Rico a year later.The insect can ride wind currents or piggyback its way to new territories inside ornamental palms. The pink hibiscus mealybug was already established in Asia, Africa and Australia when it reached the Caribbean.

VIENNA, Austria - The U.N. nuclear watchdog agency effectively agreed Wednesday to deny Iran technical help in building a plutonium-producing reactor but left room for Tehran to renew its request in two years, diplomats said.

A committee of the International Atomic Energy Agency forwarded a summary of three days of deliberations on 832 requests for technical aid to the full board, scheduled to meet Thursday.That gathering was expected to waive a decision on Tehran's request for aid for its Arak reactor.

That, in effect, would deny IAEA money for Arak at least for the next two years, after which new requests will be considered.The two diplomats from countries on opposing sides of the issue had different interpretations of what the expected ruling would mean, reflecting the depth of the dispute. Both demanded anonymity because they were not authorized to discuss the topic with the media.A European diplomat said the tentative agreement effectively meant that Iran's request was turned down. Another diplomat, from a developing nation, said it meant that the issue remained on the table because it could be revisited.It certainly is not denied, he said.The committee summary noted that several members expressed the need for caution regarding technical cooperation with the Islamic Republic of Iran.They expressed particular concern over Arak, saying they could not approve other Iranian projects if aid for the reactor were approved, said the summary of the closed meeting, obtained by The Associated Press.

Gregory L. Schulte, the chief U.S. representative to the IAEA, said his country had no choice but to oppose aid to Arak, given past calls by the board for the project to be stopped, the widespread distrust of Iran's nuclear program and the risk of plutonium (being) diverted from this reactor for use in a (nuclear) weapon.The full board on Thursday also will hear a report on the latest stage of a nearly four-year IAEA investigation into Iran's nuclear activities.That report essentially says the agency has been unable to make headway in determining whether suspicions that Tehran is interested in making nuclear weapons are well-founded. Schulte said the report also shows that the mistrust of Iran is only growing as Iran fails to cooperate with the IAEA.Iran, meanwhile, used the gathering to criticize Israel, expressing "deep concern as a result of the threat of armed attack against Iran's nuclear facilities and installations.

Recently the Zionist regime has augmented the campaign and threat, said a Nov. 13 letter from Iran's IAEA representative, Ali Ashgar Soltanieh, obtained by the AP. The letter was attached to an IAEA document issued for the meeting saying Soltanieh had asked that his comments be circulated among delegates.Still, the Arak dispute was the main focus of the meeting. While the argument was over technicalities, it reflected the politically charged atmosphere.Technical aid requests are normally approved without discussion but since the first committee meeting Monday, suspicions that Iran might be seeking to make nuclear weapons led to diplomatic tussling on what to do about the request. When it is completed within the next decade, Arak will produce enough plutonium for two bombs a year.Past IAEA resolutions have urged Iran to stop building the Arak reactor, which Iran says it needs to produce radioactive isotopes for medical purposes.Developing countries the key recipients of IAEA technical help are worried that denial of aid for any project would set a precedent that would hurt their future chances of getting agency support.Arak is one of seven or eight projects submitted by Iran lists circulating among diplomats have conflicting numbers. Most, if not all, of the 35 nations had no trouble approving Iran's request for help, along with the other far less contentious projects, said the diplomats.

Rebuffing Iran's request would not affect Arak's construction and would also have no effect on the country's other potential avenue to weapons production uranium enrichment. Still, the denial would maintain at least symbolic pressure while the U.N. Security Council is deadlocked over how to sanction Iran for ignoring demands to stop enriching uranium. Among the other projects submitted by Iran, one asks for help in developing nuclear capabilities for medical use. Another seeks legal aid for the Russian-built Bushehr reactor, which even the Americans acknowledge does not pose a threat of nuclear proliferation. China buildup seen aimed at U.S. ships

China's military buildup includes new missiles and naval weapons designed to sink U.S. aircraft carriers and deny U.S. forces access to the Asia-Pacific region, a congressional commission official said yesterday. Daniel Blumenthal, a former Pentagon defense policy maker and now a member of the U.S.China Economic Security Review Commission, said China's military is building up forces to deny the United States the use of the commons the sea, the air, cyber and space.

The Chinese have been quite successful in the area of sea denial, meaning that if we sent a carrier to or outside the [Taiwan] Strait as we did in 1996, it would be a lot riskier and a lot costlier to the United States, Mr. Blumenthal said at a conference held at the Heritage Foundation. The comments followed disclosure last week that a Chinese submarine sailed undetected to within five miles of the aircraft carrier USS Kitty Hawk near Okinawa, Japan, and surfaced close enough to fire wake-homing torpedos or anti-ship cruise missiles, according to U.S. defense officials.

The Navy said in response to the surprise encounter that it is reviewing anti-submarine warfare defenses for the carrier battle group. The carrier was engaged in exercises when the Song-class submarine surfaced Oct. 26. China's government denied that the submarine encounter took place, but Adm. Gary Roughead, commander of the Navy's Pacific Fleet, said Friday in Beijing that Chinese military leaders he met told him the submarine was in international waters when it was near the carrier. Mr. Blumenthal, commenting on the release of the China commission's latest annual report, said Chinese weapons include 10 different types of ballistic and cruise missiles and up to 800 missiles aimed at Taiwan, five different types of submarines and 15 types of new warships.

This is a very concerted and sophisticated, diversified effort to build up a military whose goal is the United States and its ability to meet its own commitments and interests, he said. Beijing's military also is experimenting with new attack concepts, including land-based attacks on ships through multiple entry concepts in what Mr. Blumenthal called a very serious effort to try to basically sink a carrier or battle group.The commission report, while mainly focused on economic issues, included a chapter on China's military that said China's military buildup is closing a gap with U.S. forces.

The trend shows a window of vulnerability for the United States between 2008 and 2015 before newer U.S. weapons are fielded, the report continued. The report revealed that China's new DF-21C ballistic missile is being configured with a guidance system that will allow it to attack ships at sea and defeat shipborne missile defenses. The development efforts are being pursued vigorously, it stated.The report stated that China's warships and submarines could delay the arrival of U.S. Navy forces called on to defend Taiwan, but they lack integrated command and control needed for effective joint targeting of a carrier battle group.

Canadian police arrest 73 in organized crime sweep By Robert Melnbardis ,NOV 22,06

MONTREAL (Reuters) - Canadian police arrested more than 70 people on Wednesday in raids targeting what officials said was a traditional Italian organized crime gang that had infiltrated Montreal's Pierre Trudeau International Airport. The Royal Canadian Mounted Police said those arrested included Nicolo Rizzuto, 82, and other individuals alleged to be affiliated with the Mafia. They face 1,350 criminal charges, including illicit drug trafficking, gangsterism and attempted murder.Among the alleged criminal activities were smuggling cocaine into Quebec from the Caribbean and South America and smuggling marijuana into the United States.

Investigators said they seized houses, bank accounts, and more than C$3 million ($2.6 million) in cash.Project Colisee allowed us to reach the very heart of the traditional Italian organized crime community, Richard Guay, superintendent of the Mounties criminal operations office for Quebec, told a news conference.

The recent developments went beyond all our hopes, he said.RCMP Corporal Luc Bessette said 700 police officers were involved in the Montreal area raids, which stemmed from an investigation dubbed Project Colisee, which began in 2004.Essentially, Project Colisee will show that six individuals are at the head of a crime organization whose principal activities are committing or facilitating the commission of serious crimes such as the import and export of illicit substances, bookmaking, extortion and the possession of the proceeds of crime, he said.A police statement said warrants had been issued for 90 people and 73 had been arrested.

Nicolo Rizzuto is the father of Vito Rizzuto, 58, who was recently deported to the United States on U.S. racketeering charges related to the 1981 murders of members of the Bonnano crime family of New York.

Police allege that the organization was able to corrupt two customs officials and that its operations involved a dozen airline and food services workers at the airport. The smuggling was said to have occurred from 2003 to 2006.Federal Public Safety Minister Stockwell Day said Canadian customs and immigration officials all undergo background screenings before they are hired, but that this case raised questions about what happened after they were hired.

ATLANTA — Out-of-wedlock births in the United States have climbed to an all-time high, accounting for nearly four in 10 babies born last year, government health officials said Tuesday.While out-of-wedlock births have long been associated with teen mothers, the birth rate among girls ages 10 to 17 actually dropped last year to the lowest level on record.

Instead, births among unwed mothers rose most dramatically among women in their 20s.Experts said the overall rise reflects the burgeoning number of people who are putting off marriage or living together without getting married. They said it also reflects the fact that having a child out of wedlock is more acceptable nowadays and not necessarily the source of shame it once was.The increase in births to unwed mothers was seen in all racial groups, but rose most sharply among Hispanics. It was up among all age groups except youngsters ages 10 to 17.

A lot of people think of teenagers and unmarried mothers synonymously, but they are not driving this, said Stephanie Ventura of the National Center for Health Statistics, a co-author of the report.

The government also reported that the rate of births by Caesarean delivery continued to climb in 2005 to a record high, despite efforts by public health authorities to bring down the number.Many experts believe a large number of C-sections are medically unnecessary and done only for the convenience of the mother or her doctor.The government report includes information from 99 percent of U.S. birth certificates filed last year. The information for 2005 is considered preliminary, but officials said it is not expected to change much.

About 4.1 million babies were born in the United States last year, up slightly from 2004. More than 1.5 million of those were to unmarried women; that is about 37 percent of the total. In 2004, about 36 percent of births were out of wedlock.

Out-of-wedlock births have been rising since the late 1990s.

Several factors may be contributing to the trend, said Dr. Yolanda Wimberly, an adolescent-medicine specialist at Atlanta's Morehouse School of Medicine.More women in their 30s and 40s, hearing their biological clock, are choosing to give birth despite their single status. Younger women are not as worried about being unmarried, either, she added.I think it's more acceptable in society to have a child without getting married, she said.Just because a mother is not married does not mean the father isn't around, Ventura noted. She cited 2002 statistics that showed that about 20 percent of all new mothers under 20 were unmarried but living with the father at the time of the birth. The same was true of about 13 percent of all new mothers ages 20 to 24.According to census figures, the median age at first marriage was 27 for men and 25 for women last year, up from 23 and 20 in 1950. Meanwhile, the number of unmarried-couple households with children has been climbing, hitting more than 1.7 million last year, up from under 200,000 in 1970.

Other findings in the report:

The birth rate among teenagers declined 2 percent in 2005, continuing a trend from the early 1990s. The rate is now about 40 births per 1,000 females ages 15 to 19. That is the lowest level in the 65 years for which a consistent series of rates is available.The U.S. teen birth rate is still the highest among industrialized countries.Births to women in their early 20s rose slightly, to 102 births per
1,000 women ages 20 to 24. Births to women in their late 20s the most productive group in terms of childbirth was about the same from the previous year, at about 116 per 1,000 women ages 25 to 29.The C-section rate rose to 30.2 percent of all births in 2005, an increase of 1 percentage point from the previous year. The rate has risen by nearly half since 1996.It is clear that the procedure is being overused, Tonya Jamois, president of the International Cesarean Awareness Network, said in a statement. ICAN is a California-based nonprofit organization focused on lowering C-section rates.

Morocco and Jordan lead EU neighbourhood pack

EUOBSERVER/BRUSSELS Morocco and Jordan did best in 2005 in terms of EU reforms in line with the European Neighbourhood Policy (ENP) the European Commission will say next week, when it unveils proposals for a new ENP-plus that are to include a pro-democracy fund and a multilateral diplomatic structure for eastern Europe.

The two Mediterranean rim states already got bits of extra EU cash in recognition of progress last year, but in the 2007 to 2013 period Brussels plans to set up a formal €300 million fund to reward pro-democracy pace setters in the 16-strong ENP club, commission sources revealed on Tuesday (21 November).The commission's detailed blueprint for the new model ENP which aims to create a ring of peaceful and economically advanced states around the EU's borders will be unveiled in Brussels on 29 November in time for the upcoming German EU presidency to dovetail the ideas with its own foreign policy thinking.

The commission's ENP-plus will suggest a second new fund of €700 million to help neighbourhood states co-fund borrowing from the European Investment Bank and European Bank for Reconstruction and Development, with Brussels hoping member states will top up its €700 million to €7 billion. Brussels is also set to propose a new multilateral diplomatic structure for the six ex-Soviet states covered by the ENP on the model of the Barcelona Process, which has tried to improve relations with Mediterranean rim states as a group since it was put in place in 1995.The ex-Soviet states currently talk to the EU on a bilateral basis only.

Alternative to enlargement?

But it is unclear how the new ENP will address some of the key criticisms levelled at the old version by some analysts, who say the ENP does not offer a big enough incentive for painful reforms in transitional states such as Ukraine and that bureaucracy often sees EU projects outpaced by events on the ground. The ENP-plus will not offer any promises on enlargement for EU-hopeful states Ukraine, Moldova and Georgia with commission sources saying it is a complementary policy to accession rather than an alternative, but with most of the ex-Soviet hopefuls seeing it as a waiting room for at least 10 years before talks on accession can begin. The very language used to describe the new ENP as a policy that will offer a perspective of a deeper single market integration mirrors the pro-accession language that Ukraine is fighting to get into its new post-2007 EU treaty, pushing Brussels to give a perspective on enlargement instead. Meanwhile, the commission's plan does not foresee rolling out the ENP to Central Asian states such as Kazakhstan which has asked to be part of the neighbourhood scheme but it does also plan to unveil a new policy blueprint for Central Asia after 29 November that will have some elements of the neighbourhood policy in it.

Brussels and Berlin see eye-to-eye

Brussels ideas seem to fit neatly with Germany's thinking on future EU engagement in the post-Soviet east, as outlined in a so-called Ostpolitik document drafted this summer by a strategic planning unit attached to the German foreign ministry. With strong regard for an ascendant Russian power that must be made to feel welcome in Europe dominating Germany's vision, Berlin foresees an enhanced ENP that would see EU neighbours adopt EU single market law but fall short of accession during the next 10 years to create a buffer-ring of non-EU but EU-like states. The upcoming German presidency is also considering reaching out to Central Asia by bundling existing EU projects for creating free trade zones and building new pipelines into a coherent new policy, the first glimmer of which could already be seen in Berlin's push to relax EU sanctions against Uzbekistan earlier this month.

Storms lash Melbourne

Violent storms lashed Melbourne last night after a day in which firefighters battled dozens of blazes that destroyed about 10,000 hectares across the state.

Winds gusting at 100 km/h caused widespread damage around Geelong, Ballarat and Werribee last night.As the storm front crossed the state from the west, the State Emergency Service took 520 calls for help as trees fell onto buildings and across roads, and parts of roofs were ripped from homes.In Werribee between 9.30pm and 11pm there were 80 calls for assistance nearly a call a minute,SES duty officer Tim Wiebusch said. There's been a number of houses that have lost significant parts of their roofs.About 350 SES volunteers worked last night to clear debris and are expected to continue this morning.

Of yesterday's bushfires, the biggest, at Little Desert National Park in the west, destroyed more than 9000 hectares of bushland. Another, at Waubra north-west of Ballarat, destroyed 400 hectares.Last night, about 15 fires in the Portland area were burning after destroying hundreds of hectares of hard and soft-wood plantations. The fires were started by lightning about 3pm.Department of Sustainability and Environment state duty officer Andrew Graystone said one of the fires near Corndale, in the south-west, was putting a lot of smoke and ash across the Glenelg Highway and properties in Corndale.Police are searching for four youths riding BMX bikes after a suspicious fire at Sandringham on Monday threatened homes and a golf course. NAIROBI (AFP) - Thousands of Somali refugees made homeless by raging waters at UN camps in flood-hit northeast Kenya have begun trudging to higher ground as their numbers grow, the United Nations said. As torrential rains continue to pound the region, it said the death toll from the floods at its Dadaab refugee camp complex had risen from two to three, with three children reported missing at the weekend.

More than 100,000 of the 160,000 Somalis at Dadaab have been displaced up by 20,000 from the previous figure and many are moving to drier areas, accompanied by donkey carts with their meager belongings, it said.

While the water has receded somewhat since the last flash flood on Saturday, the UN refugee agency (UNHCR) said more buildings and shelters had collapsed due to the rains and warned of a major threat of waterborne diseases.After five planeloads of emergency relief supplies were delivered to the worst hit camps of Dagahaley and Ifo on Sunday and Monday, the UN refugee agency began relocating the most-affected from Ifo to the third site, Hagadera, it said.

Because of the difficulty of road transport in the flooded region, able-bodied men are being encouraged to walk to Hagadera, while most women and children are carried by truck, the UN High Commissioner for Refugees said.About 2,000 refugees, along with 32 donkey carts carrying their scant possessions, had made the 20-kilometer (12.5-mile) trek by Monday night, the agency said, adding that at least 250 more were waiting to move.It said the airlifted aid made necessary after floods that have killed at least 31 people in Kenya in the past three weeks cut the only supply route to Dadaab from Nairobi was now being distributed in appalling conditions.Health and sanitation remain a serious concern, UNHCR said in a statement. The general health of the population has deteriorated due to the conditions, lack of food and sleep and difficulty in accessing medical care.Spillage from latrines in the camps has contaminated standing water and poses grave risks, it said, adding that fever, diarrhoea, and eye and skin infections have become common complaints among refugees.

The flooding has compounded the misery of the refugees, many of whom have fled from insecurity, drought and fears of an all-out war in Somalia between the country's weak government and powerful Islamist movement.The UN special envoy for Somalia Francois Fall urged a speedy delivery of humanitarian supplies for at least 50,000 people who have been displaced by floods in the lawless African nation.Fall lamented that the response was slow despite a weekend appeal by Prime Minister Ali Mohamed Gedi for humanitarian aid to avert a major disaster there.While at the seat of government in Baidoa on Monday, Somali leaders expressed concern that too little relief was reaching people in dire need, Fall said in a statement released in Kenya.Fall said UN agencies and other humanitarian groups were delivering emergency supplies to the affected people, but more will be needed in order to avert suffering caused by unusually heavy rains that have caused the worst floods in 50 years.Flooding in southern and central Somalia has claimed at least 52 lives and affected more than 1.5 million people, most of whom were weakened by a recent drought that affected around 15 million across east Africa.Meanwhile, the London-based Muslim Aid launched an appeal seeking to raise one million dollars to help hundreds of thousands of displaced people in the worst-hit Horn of Africa region, it said in a statement.

Starbucks back as B.C. water advisory continues

Almost a million people in the Vancouver area remain under a boil-water advisory for a fifth day, although coffee giant Starbucks is once again serving residents. The popular chain is using filtered water, heated close to the boiling point to prevent contamination. Meanwhile, 900,000 people in the city of Vancouver, North Shore and Burnaby remain under a boil-water advisory.The advisory was issued on Thursday after powerful rains and a wind storm stirred up reservoirs and overwhelmed the water treatment system.

Officials say the advisory could continue for several days.Advisories are also in place for Port Alberni, Parksville and Chemainus on Vancouver Island. Although there have been no reports of people falling in from drinking water, it's feared the brown, cloudy tap water could lead to gastrointestinal illness.Tests of water samples throughout the affected region so far have been negative for fecal coliform and E. coli, says the Vancouver Coastal Health Authority website.

Sunday's storm was strong enough to once again stir up the dirt and silt clouding the Seymour reservoir, which supplies water to the area.

We're finding that Capilano is going down as expected, and that's good news, Vancouver Coastal Health Authority spokesman Dr. Reka Gustafso told CTV Newsnet on Sunday, but turbidity in Seymour increased over the last 24 hours. The incoming storm wasn't as strong as the one that paralyzed B.C.'s Lower Mainland on Wednesday, knocking out power to 210,000 homes. Only three millimetres of rain fell, far short of the 50 millimetres forecast. But wind gusts of up to 70 kilometres an hour caused scheduled ferry runs to be cancelled on Sunday and brought power line repairs to halt. The boil-water advisory is the largest in Canadian history, and has led to widespread bottled water shortages. A donation of 100,000 litres of bottled water from Canadian Tire was a welcome sight Sunday to low-income families on Vancouver's lower east side. Not prepared for emergency

Authorities say that the storm showed British Columbians aren't prepared for emergencies. Although most stores had restocked with shipments of water by Saturday, shelves were quickly emptied on Friday as more than two million residents responded to the advisory. It's a wake up call for everybody to go out and get prepared, Michael Smith, Vancouver Fire Emergency Preparedness officer, told CTV News.The bottom line is that you have to be self-sufficient without emergency services responding, for at least three days, he said. Smith said every household should stock four litres of water per person per day, flashlights and batteries, non-perishable food, duct tape and first aid supplies.The good news is that no bacteria or parasites have been detected in the water, said Dr. Roland Guasparini, the chief medical health officer for the Fraser Health Authority. Authorities were concerned the particulates in the water would make it harder to disinfect the water, increasing the risk of gastro-intestinal illness. In 1863, President Abraham Lincoln designated the last Thursday in November as a day for all Americans to observe a day of Thanksgiving and Praise to our beneficent Father who dwelleth in the Heavens.This was the official beginning of Thanksgiving Day, when Americans join with family and friends to share a meal and give thanks to God for our many blessings.Thanksgiving is rooted in the Judeo-Christian principle that the good we have received as a nation and as individuals is a gift from God. Though this holiday is not celebrated in Israel, its theme is woven throughout Jewish life and holidays. On Purim, giving thanks to God is central to the joyous and fun celebration of the victory by the Jewish people over the evil Haman. On Passover, our hearts are filled with gratitude when we remember how God delivered our ancestors from captivity in Egypt. And during Hanukkah, we remember with a thankful heart God’s gift of a miraculous flask of oil that lasted eight days.

I am also reminded of this spirit of thanksgiving whenever I visit our Fellowship-sponsored programs in Israel and hear heartfelt expressions of gratitude from Israel’s needy people for the help they’re receiving the food, clothing, medical assistance and other critical support supplied by The Fellowship and you, our ministry generous partner. Iraq, Syria agree to restore relations

IRAQ has re-established full diplomatic relations with Syria, agreeing to restore an embassy in Baghdad after more than 20 years without formal avenues of communication.And in a flurry of diplomatic activity in the region as the US reconsiders its role, Iran has invited the presidents of Iraq and Syria to Tehran for a weekend summit with President Mahmoud Ahmadinejad to hash out ways to curb violence that has taken Iraq to the verge of civil war.The Iraq-Syria rapprochement came on the second day of a two-day visit by Syrian Foreign Minister Walid al-Moualem, who met Iraqi Prime Minister Nuri al-Maliki.Iraq's neighbours Iran, Turkey and Syria have tried to position themselves in case of a major change in US policy.The countries are also concerned about the possibility of a political collapse in Iraq.The Iran meeting is designed in part to promote Mr Ahmadinejad's role as a responsible regional player rather than the rogue maverick he is often portrayed as in the West. It will also help boost Syrian leader Bashar al-Assad, who until recently had poor relations with Iraq's President Jalal Talabani.

Syria cut off relations with Saddam Hussein's government in 1982 after siding with Iran in the Iran-Iraq War. Iraqis could not travel to or telephone Syria. The countries re-established trade relations in 1997.Now tens of thousands of Iraqis seeking to escape the violence in their country have fled to Syria, creating their own schools and communities there.

Ninety Iraqis were killed across Iraq on Monday, including 60 who were found dead in and around Baghdad, authorities said.Among the dead was the host of a popular comedy show, Walid Hassan, who poked fun at post-invasion life. He was shot dead by gunmen in Baghdad.Health Ministry director Hakim al-Zameli, a supporter of Shiite cleric Muqtada al-Sadr, escaped assassination when his convoy came under attack.

During their meeting on Monday, Mr Maliki used stern words in urging Mr Moualem to take more serious steps in preventing Sunni militants from crossing into Iraq from Syria, the Prime Minister's office said.The US military command said Syrians made up about 20 per cent of the 670 foreign fighters in custody in Iraq.The US withdrew its ambassador from Damascus in February last year after the assassination in Beirut of former Lebanese prime minister Rafiq Hariri. But as the Bush Administration considers policy alternatives in Iraq, allies such as British Prime Minister Tony Blair are encouraging it to reopen dialogue with Syria and Iran.In some ways it has already started. VIENNA (Reuters) - A divided U.N. nuclear watchdog has postponed until Thursday a ruling on Iran's bid for aid for a project the West fears could yield bomb-grade plutonium, but is still likely to block such assistance, diplomats said. They said Western and developing nations had failed to hammer out a compromise deal on Iran's request at a meeting of the International Atomic Energy Agency's technical affairs committee, meeting ahead of an IAEA governing board session.Efforts to reach consensus are stuck. So they have decided to send the Iran item to the full board without the usual recommendation on whether to approve or not, and let the board decide, said a senior IAEA diplomat, who requested anonymity.

The United States and European Union urged delegates at the 35-nation IAEA board committee session on Monday to deny Iran's request for IAEA expertise to ensure the Arak heavy water reactor under construction upholds agency safety standards.The IAEA board and U.N. Security Council have already asked Iran not to pursue the Arak project due to concerns Tehran could derive plutonium from spent uranium fuel used in the production process. Tehran has vowed to launch the Arak plant in 2009.IAEA board approval of technical aid requests by member states developing peaceful nuclear energy is usually routine.But Western members said the Arak case must be rejected due to Iran's record of evading IAEA non-proliferation inspections and defiance of U.N. demands to stop enriching uranium behavior over which Iran now faces the risk of U.N. sanctions.Developing nations, however, argued a rejection of Tehran's request would set a precedent for withholding technical aid from them for peaceful atomic energy programs.The Islamic Republic, insisting its nuclear fuel program is peaceful, says it will produce only radio-isotopes for medical uses at Arak. It would replace a smaller light-water reactor that predates Iran's 1979 Islamic revolution.

CONSENSUS ELUSIVE

The compromise under consideration at the closed-door IAEA meeting would indefinitely defer, but not reject, assistance for Arak while approving seven other aid requests made by Iran.These items have mainly to do with medical and regulatory aspects of civilian atomic energy which most board members are satisfied would not further Iran's ability to enrich uranium or reprocess spent fuel into plutonium.But some doubters remained in the Western camp, such as France, still insisting all eight projects be rejected, while a few Iran allies among developing nations such as Cuba were demanding all eight be approved, diplomats said.

Some nations aren't prepared to compromise. But they need to face political reality there will be no broad consensus for outright rejection or outright approval on Arak, said a diplomat in the Non-Aligned Movement (NAM) which groups most developing nations, including Iran.Tehran says its nuclear agenda is limited to generating electricity. The United States and EU fear Iran is seeking bombs to threaten Israel and Western interests in the Middle East.Iran accused Western states of double standards since they had never made an issue about similar assistance to Israel, which has not joined the nuclear Non-Proliferation Treaty (NPT).

It is shameful that countries who declare to be strong proponents of the NPT do not even dare to touch on the issue of Israel, which has a long, dark record of violating all IAEA and U.N. Security Council resolutions and categorically rejects NPT and agency safeguards, Iran envoy Aliasghar Soltanieh said.Diplomats said deferring a decision on Arak would buy time for guidance from the U.N. Security Council, where world powers are considering sanctions against Iran but are mired in disputes over how far they should go.

PARIS Officials from six nations and the European Union signed a long-awaited, $12.8 billion pact Tuesday to build an experimental nuclear fusion reactor aimed at developing a cheaper, cleaner and safer energy source.

French President Jacques Chirac hosted officials from the EU, the United States, India, China, Japan, South Korea and Russia in launching the ITER project in Paris.EU Commission President Jose Manuel Barroso called it a historic event in the effort to phase out polluting fossil fuels.The reactor will be built in Cadarache in the southern French region of Provence. The project is promoting the future of fusion, which reproduces the sun's power source and produces no greenhouse gas emissions and only low levels of radioactive waste.The International Thermonuclear Experimental Reactor is expected to create about 10,000 jobs and take about eight years to build. If all goes well with the experimental reactor, officials hope to set up a demonstration power plant in Cadarache around 2040.

Chirac expressed pride that France was chosen for the site and pledged to be vigilant in making sure the project fulfills its vision.Environmental activists, who generally oppose nuclear power, have argued that the project would turn the focus away from current efforts to fight global warming.Fusion, which powers the sun and stars, involves colliding atoms at extremely high temperatures and pressure inside a reactor. When the atoms fuse into a plasma they release energy that can be harnessed to generate electricity.

While fossil fuels will run short, the reactor would run on an isotope of hydrogen, a virtually boundless source of fuel that can be extracted from water.

Boost global role and forget constitution, Soros urges EU

EUOBSERVER / BRUSSELS - US billionaire financier and liberal political activist George Soros has said the EU should shelve its planned constitution and instead take concrete steps to effectively promote a global open society. The Hungarian-born US citizen, who became famous as a financial speculator in the 1980s and 1990s, currently heads the Open Society Institute which promotes liberal democracy worldwide and which has been particularly active in the former Soviet bloc. Speaking at the European Policy Centre in Brussels on Monday (20 November), Mr Soros hailed the EU as an inspiring example of what he calls an open society, with none of the member states dominating and with human rights prevailing.

To my mind the EU embodies the principles of an open society, Mr Soros said also referring to the step by step building process of the union since the 1950s, with Europe's founding fathers gradually exploring new forms of co-operation while being aware of their imperfections.

An open society is an imperfect society which holds itself open to improvement, he said. But while praising the EU's record on democracy and liberalism, Mr Soros also called upon the EU to shelve its proposed constitution, which was rejected in France and the Netherlands in referendums last year. The constitution may have been in any case an over-ambitious step, he said, adding that I believe the debate on the constitution should be shelved. But although he added that to try and force [the constitution] through people's throats now would spark fresh popular resistance, Mr Soros also expressed support for key reforms introduced in the charter designed to make the union function more efficiently. He proposed that the constitution be unbundled and presented piecemeal, with priority to be given to simplifying the EU's decision-making process which he said is urgent for the bloc to act more effectively on the world stage.

The world badly needs a more united Europe committed to a global open society, he stated, adding that the constitutional deadlock of the bloc should not be used as pretext for inaction.Meanwhile EU foreign policy chief Javier Solana, who took part in the debate with Mr Soros, appeared to defend the constitution by saying we are at a point where people want to know where the journey is heading. Open societies need to be efficient in every direction he said highlighting the overall efficiency gains provided by the charter.

Russian authoritarianism

The US philanthropist backed up his call for the EU to end its divisions on foreign policy by referring to the US, under president George W. Bush, as being no longer in the position to set the agenda in the world after having brought the world into disarray by its failed war on terror. Justice Aharon Barak, who wrote the ruling, explained that the court is not interfering in decisions made by different countries regarding the recognition of homosexual couples. We are ruling that as part of the population registry's statistic-registration status, and in light of the registry clerk's duty to collect statistic material in order to manage the registry, the registry clerk must register in the population registry what is revealed in the public document submitted to him by the petitioners, according to which the petitioners are married.We are not ruling that marriage of people of the same sex is recognized in Israel; we are not recognizing a new status of such marriage; we are not expressing any position regarding the recognition of same-sex marriage conducted outside Israel.Justice Barak relied on a previous court ruling from the 1960s, which followed an incident in which a Jew and a non-Jew married in a civil wedding in Cyrpus, and when they asked to register at the population registry they were not recognized as a married couple.

Justice Yoel Zussman had written in the ruling: It is obvious that the registrations clerk's duty, according to the population registry order, is nothing more than the duty of collecting statistic material in order to manage the resident registry, and he holds no judicial authority.Supreme Court President Dorit Beinish supported Barak's ruling. A year-long judicial tradition created and based the distinction in our system between the population registry, its duty and the boundaries of its authority, and the most difficult issues of determining personal status.The fact that from the petitioners' point of view the registry and the statement included in it is definitely important, does not lessen the significant distinction created in the laws which came out from this court between the registry issue and the personal status issue.This approach of our ruling created a framework which leaves the most complicated legal questions undecided, while the question of social and moral recognition is left to the Knesset as a legislative body.

Justice Rubinstein: Lawmaker must refer to issue

Justice Rubinstein, the only one who opposed the decision, explained his stance: I believe that granting the economic-social rights for homosexual couples, which bears some human and legal decency, is a legal pattern similar to marriage registration. There is a line separating them, and the lawmaker must refer to incidents in which it is crossed.The line is a symbol, the same moral decision, which justifies that the lawmaker in Israel pays attention to it.

And the registration is, at the end of the day, an official seal of the kingdom for the creation of a family cell, which is only recognized in a small minority of the world's countries. Therefore, if my opinion had been heard, we would have not accepted the petitions.The petitioners demanded that the Interior Ministry's population registry register same-sex couples married abroad as married couples after presenting a verified marriage certificate from the country they were married in.The petitions, filed by Attorney Dan Yakir, the legal advisor of the Association for Civil Rights in Israel, and Yonatan Berman, was filed on behalf of two male couples married in Canada, and the State refused to change their personal status in the population registry from single to married.

The petitioners noted that changing the couples' registration will not suffice, but that the court must create a precedent by ruling that the State must register other same-sex couples who presented a marriage certificate as married.In the petition it was claimed that the State of Israel is preventing these couples from getting married in their country surrounded by all their loved ones, family members, friends and acquaintances, and forces them to move far across many continents.

This critical injury of their basic rights is enough, and the registrar must not be allowed to present an obstacle against the registration of their marriage in Israel. The State responded to the appeal by saying that there is no room for registering same-sex marriage conducted in a foreign country.

This stance is based on two levels of considerations: The first, the lack of recognition of a one-sided family cell and the scope of the registrar's judgment. On the second level, the State claimed that laws applying to recognition of marriage conducted in foreign countries are not fitting in a social institution which is not recognized in Israel.Ilan Marciano contributed to the report.

GENEVA (Reuters) - HIV infection is rising in every region of the world and most worryingly in countries like Uganda and Thailand, which had been heralded as success stories in the fight against AIDS, the United Nations said on Tuesday. Nearly 40 million adults and children are infected worldwide.

The most striking increases in new cases are in east Asia and in eastern Europe/central Asia, mainly due to drug use and unsafe sex, UNAIDS and the World Health Organization said.Somebody is infected with the HIV virus every 8 seconds, equivalent to 11,000 infections worldwide every day, while another 8,000 infected people die, the two agencies said in a joint annual report 2006 AIDS Epidemic Update.Evidence shows again that the global epidemic is growing in all areas, Peter Piot, executive director of UNAIDS, told a news conference.Perhaps of even greater concern to me is the fact that in some countries that had known real results in the fight against AIDS Uganda and some western countries we see an increase in infection rates.Some 4.3 million people across the globe became infected with HIV this year, with a heavy concentration among young people, bringing the total number to an estimated 39.5 million.

Sub-Saharan Africa, which recorded 2.8 million new infections, still bears the brunt of the AIDS scourge, with 24.7 million people living with HIV, according to the report.Of the 2.9 million global deaths from AIDS last year which Piot said was the highest number recorded 2.1 million occurred in Africa, the core area of the 25-year-old epidemic.China's drug-fuelled HIV epidemic, which accounts for about half the country's estimated 650,000 infections, has reached alarming proportions, according to the report.With HIV spreading gradually from most-at-risk populations to the general population, the number of HIV infections in women is growing too, it said of China.

PAST SUCCESS STORIES

Uganda is among countries suffering a resurgence of infection rates which were previously stable or declining.New data showed erratic condom use in Uganda and more men having sex with more than one partner, as well as evidence of rising HIV prevalence in some rural areas, according to Karen Stanecki, UNAIDS senior epidemiologist.In Thailand, another one of our past success stories, the number of new infections continues to drop but the epidemic is changing and countries such as Thailand and Uganda need to take into account the fact that epidemics do change over time, Stanecki said.In Thailand, a large percentage of new HIV infections occur in people considered low risk, she added, noting one third of new infections are among married women.In Thailand it's a shift, it is not the same people who are infected today as who were infected 10 years ago. The sex industry, we can say, is safe but the government neglected grossly the problem among injecting drug-users, Piot said.Aid agencies called for a funding boost to provide access to anti-retroviral drug treatment, which only 1.65 million or 24 percent of the 6.8 million people in need are receiving.

As the yearly ritual of the UNAIDS figures comes round again, leaders of the rich world should be reaching for their collective checkbooks, said the London-based group ActionAid. Paul Zeitz, head of the Washington-based Global AIDS Alliance, said that with the epidemic outpacing control efforts, governments had to keep promises to provide essential services. The report cited evidence of diminishing or stable HIV spread in most east African and west African countries, while epidemics still grow in Mozambique, South Africa and Swaziland. In South Africa, where an estimated 5.5 million people have HIV, the epidemic continues unabated, suggesting the disease's prevalence has not yet reached a plateau, the report said. In Asia, an estimated 8.6 million people are living with HIV, an increase of nearly one million, and 630,000 people died from AIDS-related illnesses in the vast region this year. India, where the epidemic appears to be stable or diminishing in some parts while growing modestly in others, has 5.7 million infected people, mainly through heterosexual sex.
