Far-off Florence could become a hurricane Wed Sep 6, 8:20 AM ET

NEW YORK (Reuters) - Tropical Storm Florence, which remains far from land and may not make landfall in the United States, could strengthen into the second hurricane of the Atlantic season within 48 hours, the U.S. National Hurricane Center said Wednesday.

The NHC forecast the storm, which is packing maximum sustained winds of 45 miles per hour, could strengthen into a Category 1 hurricane (winds of 74-95 mph) within 48 hours, a Category 2 hurricane (winds of 96-110 mph) within 96 hours and then garner near Category 3 (winds of 111-130 mph) strength within 120 hours.

The five-day NHC track of Florence shows the storm will likely pass between Puerto Rico and Bermuda on Saturday without nearing either island before turning north toward the west side of Bermuda on Monday. Over the next several days, however, that track can change.All of the other weather models mirror the NHC forecast track for the next few days. But after that, two models show the storm turning north toward Bermuda, one shows the storm turning south toward Haiti, and a couple show the storm continuing west toward the U.S. East Coast.

The NHC will issue another advisory on Florence at 11 a.m. EDT (1500GMT).Separately, the NHC said there was a poorly organized tropical wave located several hundred miles west of the Cape Verde Islands.Some weather models show the wave will continue west-northwest toward the Lesser Antilles, which include the West Indian islands between the Virgin Islands in the north and Trinidad and Tobago in the south.

Indonesian volcano put on high alert Wed Sep 6, 6:31 AM ET

JAKARTA (AFP) - Mount Bromo, a volcano on the Indonesian island of Java, has been put on high alert after it showed increasing signs of an impending eruption.We have increased the alert status to (the) second-highest since 10 pm (1500 GMT) last night,Toto Hendrasto, an official from the directorate of vulcanology and geological disaster mitigation told AFP.According to the directorate's website, the standby alert level signifies that if the trend of increasing volcanic activity continues an eruption is possible within 2 weeks.Mount Bromo, a popular tourist destination in the eastern part of densely-populated Java, last erupted in June 2004 killing one local resident.

Visitors are still allowed to come as far as the hotel, about one kilometre from the peak,said Hendrasto of a major hotel at the rim of the wide expanse of sand around Bromo's crater.Indonesia sits on the so-called Pacific Ring of Fire, where continental plates meet and cause frequent volcanic and seismic activity.In May, Mount Merapi, another volcano on Java, was on highest alert for about two months forcing about 4,000 villagers from surrounding areas to evacuate.

CAPE CANAVERAL, Fla. Atlantis' six astronauts did some last-minute studying for their 11-day mission Tuesday as the weather forecast for Wednesday's space shuttle launch continued to look good.

The shuttle's commander, Brent Jett, and pilot, Chris Ferguson, used a Gulfstream jet to simulate landing the shuttle, while other crew members reviewed the complicated construction tasks ahead of them.The astronauts will resume building the space station for the first time since the Columbia disaster 3 1/2 years ago, adding a 17 1/2-ton truss to the orbiting outpost. Their mission includes three spacewalks.Forecasters said there was only a 30 percent chance that weather would prohibit the shuttle from blasting off as planned at 12:28 p.m., a slight worsening of the outlook from the previous day. But the launch window opens before Florida's afternoon summer thunderstorms normally blow through.

No major technical problems were reported a day before launch. Technicians had noticed a slightly hazardous reading of gaseous oxygen in the rear of the shuttle, but they considered it the result of a bad connection during fueling of the spacecraft's power cells and said they were not concerned.The first couple of inches is the hardest part of the whole flight, said LeRoy Cain, chairman of the mission management team. Anxious anticipation is how I would describe it.Atlantis originally was scheduled for liftoff Aug. 27 but was delayed, first by a lightning strike at the launch pad, then by Tropical Storm Ernesto.NASA had started to move Atlantis back to the hangar because of Ernesto but changed course last week. By sending the shuttle back to the launch pad, NASA gained enough time to prepare for a launch this week.If Atlantis doesn't get up in the air this week, the next chance probably won't come until the end of October.

The Russians plan on Sept. 18 to launch a Soyuz capsule ferrying two new station crew members and the space station's first female tourist, Dallas-area entrepreneur Anousheh Ansari. Officials with both space agencies did not want the shuttle and Soyuz at the space station simultaneously, for fear it would create a traffic jam.

Germany to make EU constitution a priority next year

Germany's foreign minister Frank-Walter Steinmeier has said that reviving the EU constitution will be one of the priorities of his country's EU presidency next year.Speaking before a gathering of German diplomats on Monday (4 September), Mr Steinmeier said We need a constitution as soon as possible.We need this constitution so that we can benefit from better representation in foreign policy and security issues. The constitution will improve the EU, he suggested.His French counterpart Philippe Douste-Blazy, who was present at the meeting, gave his backing to the document as well.

According to Reuters news agency, Mr Douste-Blazy told the group that France also wants to see the constitution project relaunched.The EU charter was rejected by both French and Dutch voters in referendums last year putting the bloc into a conundrum about how to solve the political tangle – as 15 countries have already ratified the document.Meeting in June after a one-year period of reflection, member states avoided taking any concrete decisions and instead set out a timetable.

Under this timetable, Germany will during its presidency present a report on the constitution based on extensive consultations with other member states.The report should contain an assessment of the state of discussion and explore possible future developments.Afterwards EU leaders should examine the report using it as the basis for further decisions.However member states have not committed themselves politically much further than this with the June statements concluding in a woolly manner that it is understood that the necessary steps to that effect will have been taken during the second semester of 2008 at the latest.In the second half of 2008, France will have the presidency of the EU and will be under new leadership following elections in 2007.

The Netherlands, facing elections in November this year, could have a new leader with analysts suggesting that only after elections in these two countries can a constitution revival be spoken about in any real sense.However, others are taking a more practical approach. EU commission president Jose Manuel Barroso has made it clear that he thinks the bloc should stop navel-gazing over its constitutional tangle and should rather focus on concrete things that it can achieve using its internal market.

EU urges Israel to call off West Bank home plans 55 minutes ago

BRUSSELS (Reuters) - The European Union urged Israel on Wednesday to call off plans to build 690 new homes in two Jewish settlements in the occupied West Bank, branding the move illegal and apt to raise regional tensions further. Government tenders were published on Monday inviting bids on 348 plots in the Maaleh Adumim settlement and 342 in Beitar Ilit, the largest number of housing bids for settlement building offered since Prime Minister Ehud Olmert took office on May 4.This planned construction threatens the viability of an agreed two-state solution. Like all settlement activity, it is contrary to international law,EU President Finland said in a statement.

Furthermore, the Presidency finds the solicitation of the tenders in question particularly unfortunate at a time when confidence-building measures are urgently needed in the region.The EU, whose nations have pledged to send over half of an
expanded U.N. peace force of 15,000 to Lebanon, is pushing for a revival of Middle East peace efforts around the 2003 U.S.-backed peace road map,which sets out a path toward a Palestinian state co-existing alongside Israel.Israel has an obligation under the road map to halt construction on land Palestinians seek for a state.But Olmert has suspended an election pledge to set Israel's final borders through a unilateral pullback from parts of the West Bank after Israel's month-long war with Hizbollah guerrillas in Lebanon that ended with an August 14 truce.

Some 240,000 Jewish settlers and 2.4 million Palestinians live in the West Bank, a territory Israel captured in the 1967 Middle East war.Israel disputes a World Court judgment that all Jewish settlements on occupied land are illegal. WASHINGTON (AFP) The White House branded Iran and Syria especially worrisome threats as it unveiled a reworked anti-terrorism plan that downplayed the impact of the Iraq war and the Arab-Israeli conflict. The 23-page US National Strategy for Combating Terrorism came out one week before the fifth anniversary of the September 11, 2001 attacks and two months before November legislative elections overshadowed by the unpopular Iraq war.The blueprint warned that the United States is not yet safe and that the topmost priority is keeping weapons of mass destruction (WMD) out of the hands of terrorist groups that are constantly adapting to thwart US defenses.Our greatest and gravest concern,the White House said, is WMD in the hands of terrorists.

Preventing their acquisition and the dire consequences of their use is a key priority of this strategy.

Most troubling is the potential WMD-terrorism nexus that emanates from Tehran. Syria also is a significant state sponsor of terrorism and thus a priority for concern,the report said.Osama bin Laden's network, which carried out the September 11 attacks, is significantly degraded but still dangerous and serves as the vanguard of loosely connected extremists linked by ideology, the report said.Bin Laden remains the number one target in terms of our efforts, but he's not the only target,Bush's homeland security and counterterrorism adviser, Frances Townsend, told reporters.The document, which offered no new policies for fighting terrorism, said Washington would seek to isolate state sponsors of extremist violence and warned that Iranian and Syrian terrorist activities are especially worrisome.

Iran remains the most active state sponsor of international terrorism,said the report, which was released as US President George W. Bush was to make the second in a series of speeches on the war on terrorism.Through its Islamic Revolutionary Guard Corps and Ministry of Intelligence and Security, the regime in Tehran plans terrorist operations and supports groups such as Lebanese Hezbollah, Hamas, and Palestine Islamic Jihad (PIJ).

We will continue to stand with the people of Iran and Syria against the regimes that oppress them at home and sponsor terror abroad,it said.Amid the soaring price tag and rising death toll in Iraq and uncertainty about US efforts to resolve the Middle East conflict, the report downplayed the impact of both crises as sources of anger that fuels extremist violence.

Terrorism is not simply a result of hostility to US policy in Iraq,it said.Terrorism is not simply a result of Israeli-Palestinian issues.

In each case, the White House said that Al-Qaeda had plotted the September 11 attacks in the 1990s, during an active period in Middle East peace talks and well before the March 2003 invasion of Iraq.However, the report also acknowledged that the ongoing fight for freedom in Iraq has been twisted by terrorist propaganda as a rallying cry.Democrats fired back at what they described as the political motivations for the report, with Senator John Kerry, Bush's 2004 rival for the White House, calling it a laundry list of objectives to get them through the next news cycle or the next election.The report does nothing to kill Osama bin Laden or clean up the disastrous policy in Iraq that has fanned the flames of terror, Kerry said in a statement sent by electronic mail by a spokesman.

Seventh Summer Western Aliyah Plane Arrives

The summer's seventh planeload carrying Western immigrants to Israel arrived Wednesday. More than 3,000 Jews have arrived this summer from North America and England. Wednesday’s flight included, among its 240 passengers, 70 young single men and women, 45 families and 30 retirees – hailing from 23 US states and Canadian provinces. The flight was organized, as were previous flights, by the Nefesh b’Nefesh organization, together with the Jewish Agency.Nefesh b’Nefesh co-founder Rabbi Yehoshua Fass addressed the new immigrants, speaking about the experience of seeing Biblical prophecies being fulfilled. Walking down the aisle of the airplane, seeing an 85-year-old and a 5-year-old share this same process; seeing a couple who survived the Holocaust filling out their paperwork; seeing single olim [Jewish immigrants] exchange numbers – it is truly a time of redemption.Two of the newest Israelis, Oren and Ora Nidam, knew forever that they wanted to make Israel their home. The couple grew up in the American Jewish heartland – Ora is from Fairlawn, New Jersey and Oren grew up in Westchester, New York.

They lived in Teaneck, New Jersey, but made all their decisions with Aliyah [immigration to Israel] in mind. Now, with their two-year-old daughter Kliel Amukah Tehillim and five-week-old son Nachman Mizmor L’David, they have finally made it. Ora says she looks forward to acclimating to both life in Israel and two-child motherhood simultaneously in their new hometown – Jerusalem.Over the past four years since its inception, Nefesh b’Nefesh has steadily increased the numbers of immigrants it has helped move to Israel. As crowds of soldiers, well-wishers and Aliyah enthusiasts cheered for the new arrivals, Rabbi Fass promised to bring unprecedented numbers home next summer.

Two Moderate Earthquakes In Indonesia


KUALA LUMPUR, Sept 4 (Bernama) Two moderate earthquakes occurred in Indonesia this morning, the first one near northern Sumatra and another near Tanimbar Islands, southeast of Moluccas.The Meteorological Services Department, in a statement here,
said the first earthquake measuring 5.8 on the Richter scale occurred at 12.20am, with its centre 124km southwest of Nias, which is about 595km from Kuala Lumpur.The second quake of magnitude 5.6 took place at 7.18am near Tanimbar Island, 1,197km
southeast of Manado and 1,956 southeast of Tawau, Sabah.The statement said no threat of tsunami was reported.BERNAMA

Hurricane leftovers cause minor flooding 33 minutes ago

SAN JACINTO, Calif. - Flash flooding triggered mudslides that trapped vehicles in Southern California as the fading remnants of Hurricane John dumped rain on parts of the Southwest.Eight separate mudslides covered a stretch of road in the San Jacinto area with up to 6 feet of mud and rocks Monday afternoon, trapping 19 vehicles but causing no injuries, said Riverside County Fire Captain Bret Cerini.Cerini said most of the vehicles were driven out but crews had to pull one car from deep mud. Hurricane John, which pounded parts of Mexico with up to 20 inches of rain, didn't directly cause the California rain but its remnants helped push tropical moisture into the region, said meteorologist Ted Mackechnie at the National Weather Service.It kicked up the moisture and helped (the moisture) spread into our area,Mackechnie said.

Normally dry southern New Mexico got enough rain from the storm system to cause isolated road flooding Monday, and southern Arizona had scattered rain.

In Texas, a half-mile section of Interstate 10 near downtown El Paso was closed by water Monday morning, police spokesman Javier Sambrano said. A Continental Airlines jet got stuck in mud Monday at El Paso International Airport when it strayed off a taxiway, airline spokeswoman Julie King said. No one was hurt.Across the border from El Paso, the rain flooded neighborhoods in Ciudad Juarez, Mexico, knocked down utility poles and caused several traffic accidents. Hundreds of people were evacuated from one neighborhood because of concerns about a dam, said Luz del Carmen Sosa of the city's public safety department.The hurricane was blamed for the deaths of three people on Mexico's Baja California peninsula, officials said.

Minister warns of worst floods in 25 years :: latest


The worst floods for 25 years could hit coastal towns this weekend, it was claimed today.Urging a high state of alert, Minister for Environment Dick Roche warned local authorities to clear all drains and have sandbags ready for local homes and businesses.

The Army, the Coast Guard and Civil Defence are also on standby alert.Mr Roche said: Exceptionally high tides are expected to occur this weekend. However, we have no particular cause for worry unless we get storms and sea surges at the same time, and so far the weather forecasts remain favourable.Coastal local authorities have also been asked to ensure that all drains in low-lying areas are inspected and cleared and to have supplies of sand bags on site and available for collection by home and business owners who are not in a position to provide these themselves.Mr Roche advised people to follow guidelines on the www.flooding.ie website run by the Office of Public Works, the state’s lead agency on flooding.

If weather conditions do deteriorate householders should also consider moving valuables, electrical equipment and furniture upstairs.

Householders should keep drains around their own homes cleared. Communities should also ensure that vulnerable persons living near them are assisted and prepared in the event of a flooding incident.The Labour Party called for extra vigilance in Dublin areas previously flooded like Ringsend and Drumcondra in 2002, the East Wall and North Strand in 2001.Therefore it is essential that the local authority, Dublin City Council, immediately begins the procedure of clearing all drains, gullies and shores so that surface water cannot pool and aggravate the situation, front bench spokesman Joe Costello said.

Labour also called for a co-ordinated plan for any emergency flooding and to determine whether proposed new structures such as boardwalks on the rivers and canals are appropriate or whether they could add to the problem.

Israel, Palestinians to swap prisoners within 48 hours: report


Israel will release 1,400 Palestinian prisoners in exchange for its soldier taken hostage in Gaza since late June, the Qatar-based al-Sharq daily reported on Monday. According to a deal, which will take effect within 48 hours, Israel will release Hamas ministers and lawmakers and reopen crossing points into Gaza, the report said. Israel will also stop assassinations and return tax revenues owned to the Palestinian National Authority, it added.

In addition to the release of Corporal Gilad Shalit, who was seized by Palestinian militant groups on June 25, the Palestinians are asked to stop rocket attacks into Israel, said the report. A number of Arab, Islamic, European countries and the United States played a role in achieving the deal which will get the Palestinian National Authority back to the peace track in 48 hours, said the newspaper, which said it obtained a copy of the secret deal. According to the copy of the deal, Palestinian President Mahmoud Abbas threatened to pull back the Palestine Liberation Organization's recognition of Israel and resign if Israeli massacres against his people continued. RIYADH (Reuters) -United Nations Secretary-General Kofi Annan said on Monday Lebanon and Israel have accepted his offer to mediate the release of two Israeli soldiers captured by Lebanese guerrilla group Hizbollah in July. The two sides have accepted the effort of the secretary-general to help solve this problem, Annan told a news conference in Saudi Arabia. I will appoint a person to work secretly with the two sides. I will not announce his name today or tomorrow,he said through an Arabic interpreter.

European Union foreign ministers met in Finland, at Lappeenranta, on Saturday to back High Representative Javier Solana's continued discussions with Iran. 'Solana said he would not need extensive sessions with Iran to clarify the remaining questions, but did not provide any timetable nor was one set by the EU Foreign Ministers.

Britain, France and Germany each received a secret letter in response to the demand that Iran cease producing nuclear fuel. Some of the other EU states are growing impatient with the secretive handling of the Iran issue by foreign policy chief Javier Solana and the EU's big three ... 22 out of the 25 ministers were not allowed to see a top secret 21-page report which Tehran produced last week explaining its position - a document only seen by Mr Solana and the so-called EU-3. United Nations Secretary General Kofi Annan has just been to Tehran, with its Holocaust cartoon exhibition and proposed Holocaust denial conference. Regarding the uranium enrichment programme, he told Iran they now have two more weeks tacked on to the deadline.

Why is Iran given so much leeway?

Like Russia and China during the Cold War, Iran is being allowed to develop its nuclear capacity because war is not an option. No country is ready to challenge Iran effectively. Take a look at the published letters from President Mahmoud Ahmadinijad: the letters to President George Bush and to Chancellor Angela Merkel. At best, these are embarrassing, even humorous. But actually they're rather worrying. Their combination of sycophantic flattery, tendentious argument and idiosyncratic construction shows the work of a cunning yet unbalanced mind, an autodictat lost in a fantasy world of unconstrained ambition and hatred. Ahmadinijad is consciously creating a volatile situation from which to gain maximum advantage for Iran. He's painting himself into a corner, making war inevitable, while the world's leaders are trying their best not to ignore it.Solana has a theory about the logic of war which he discussed when he visited Israel at the start of the recent Lebanese conflict. He's against it.

Yet the credible threat of war is the stick that must accompany the carrot of peace if diplomacy is to work. The way Solana and Kofi Annan openly recoil from the use of force makes it impossible to present Iran with a robust response to their defiance on nuclear enrichment. Ahmadinijad knows he can continue with impunity.The European Union and the United Nations are natural havens for appeasers. Anything but war.

Today's European ethos is to maintain peace through employment and economic opportunity. The Iranians understand this. With their secret letters, they have explained to each of their potential opponents individually and separately why they should let Iran follow its chosen course, in each case adjusting the argument to the recipient's situation. Each letter must surely contain the same sort of gibberish we've already seen in those sent earlier.

This makes it impossible to publish their contents. If the public were to realise what Ahmadinijad was writing to their leaders, war would be only a matter of time. So the world's leaders are left humouring Ahmadinijad, hoping he doesn't actually mean what he says but not confident enough in their faith to actually tell us what he's saying.

COMESA-EU pact to open up more markets

The Common Market for East and Central African (COMESA) states have begun fresh negotiations for an Economic Partnership Agreement (EPA) with the European Union (EU) in a bid to expand domestic markets through strategic trade liberalisation.
Through the agreement, the countries hope to significantly hasten ongoing plans to implement a customs union.

COMESA Secretary General Erastus Mwencha said the principal aim of the pact would be to enable member countries address issues of competitiveness and enhanced reach to external markets. Mwencha however said the EPA and EU pact did not mean that member states would exclusively open up their markets. Trading activities between us and the European Union is worth over 23 billion Euros and we would really wish to use such agreements as a road map to sustained economic relationships,he said. In a key note address delivered during the opening of a high level COMESA customs union talks in Nairobi yesterday, Mwencha noted that member were countries were keen on the EPA, saying the blue print would come with a host of economic benefits.

He said once ratified, the EPA will provide a safeguard to COMESA products that currently enjoy preference in Europe. Kenya, he said, will next month host a special meeting to discuss the proposed EPA. The official said COMESA members had consented to the launch of a customs union by December 2008 and that preliminaries ahead of the plan are in good progress. We are actually almost there, especially having resolved most of the issues that stood between us,he reiterated. He said members were in the process of deliberating on the recommended tariff bands for the common external tariff in respect of all goods imported into member states. The COMESA boss said member countries would also reach a consensus on the proposed regional trade policy and the policy space to be accorded individual member states within the customs union.

We have long since come to agreement on the rates for raw materials and capital goods, both with target rates of 0 per cent, with the remaining work focusing on intermediate and final goods,he noted. COMESA secretariat, he indicated, was holding talks with various regional economic blocks such as the East African Community (EAC) and SADC to concretise efforts of harmonising certain programmes to scale up poverty eradication.

He revealed that COMESA, SADC and EAC were in the process of establishing a joint air transport regulation board on the basis of joint competition regulations adopted by the three regional economic blocks. Trade and industry Minister Mukhisa Kituyi urged COMESA member states to come up with agreements over the common external tariff so as to have a common position in the negotiations with the EU. Bulgaria, Romania set to join EU in 2007

Bulgaria and Romania are set to get the go-ahead to join the European Union on 1 January 2007 under the strictest conditions ever applied to new members of the bloc, the Financial Times daily said.The paper says Bulgaria will come under the toughest EU scrutiny and faces possible legal and financial sanctions unless it proves it is serious in tackling organized crime and high-level corruption.EU Enlargement Commissioner Olli Rehn and the European Commission President Jose Manuel Barroso are on Tuesday expected to warn Bulgarian Prime Minister Sergey Stanishev that his country will be under unprecedented pressure in the coming months, FT said.EU officials have rejected the idea of postponing Bulgaria and Romania's entry until 2008 on the grounds it would discourage reformers.

Disease migrates as world warms

Climate change may cause malaria carrying mosquitoes to migrate Climate change is exacerbating the spread of infectious diseases, according to new research.

Warming temperatures are causing organisms to migrate, Professor Paul Hunter told a
conference in the UK. In Europe, ocean swimmers have been infected with illnesses normally associated with warmer waters.And Professor Hunter warned not enough was being done to monitor the spread, due to the warming of the Earth, of big killers such as malaria in Africa. Professor Hunter, head of health protection at the UK's University of East Anglia, presented research tracking the movement of disease causing organisms in Europe and North America to the Festival of Science in the UK city of Norwich.

There are already significant indications of disease burden occurring in Europe as a result of climate change,he told the conference. Habitats extend One organism on the move is Vibrio vulnificus, which can cause severe illness - and in some cases death in humans, the research found. It only grows in warm waters, such as those in the Gulf of Mexico but has now been reported as far north as the Baltic Sea in Europe, and killed one person in Denmark.

In Italy, 100 holidaymakers had been taken ill after coming into contact with an organism Ostreopsis ovata which had extended its habitat because of warmer waters, Professor Hunter said. And Congo Crimea Haemorrhagic Fever - which causes bleeding from the skin, mouth and nose - had also began to appear in areas where it was previously unknown, he said.

In Europe we're getting worried about three or four cases of rare disease associated with the Baltic Ocean - but in Africa we're talking about potentially many millions of cases of malaria Professor Paul Hunter University of East Anglia Prof Hunter said the spread of such organisms was probably due to milder winters rather than warmer summers.

But he emphasised that the burden of climate change will fall on the poorest countries in the world, and the tropical countries. We actually have very little information about health and infectious disease statistics for many of these countries. In Europe we're getting worried about three or four cases of rare disease associated with the Baltic Ocean - but in Africa we're talking about potentially many millions of cases of malaria occurring as a result of climate change which might not have occurred earlier.

The migration of ticks and midges also caused diseases like malaria to spread, he said. The researchers also believe that infectious diseases borne by humans, such as TB and HIV, are likely to spread more widely as people migrate to escape drought and other effects of climate change.

World needs to adapt

At the same conference, the President of the British Association for the Advancement of Science, Frances Cairncross, told delegates it was time for the world to begin focusing on how to live with climate change, rather than solely on preventing it.

She said the Kyoto Protocol was ineffectual, in part because several big nations were not signed up to it. We almost certainly can't stop climate change, she said.

We probably can slow it down a bit and we should certainly try, but broadly, the main thing we are going to have to do is to adapt.The rich countries should help the poor countries to adapt - as well as helping them to introduce less

energy-intensive technologies.

Moderate quake shakes southern Panama Sun Sep 3, 7:51 PM ET

PANAMA CITY, Panama - A moderate earthquake shook Panama's southern Darien province on the Colombian border Sunday but caused no injuries or damages, civil defense officials said. The magnitude-5.3 quake was felt strongly in the Panamanian town of Meteti, 124 miles east of the capital, after hitting early Sunday, the country's Civil Protection Director Roberto Velasquez said.

The epicenter was located close to the Panamanian town of Jaque, 31 miles from the Colombian border.

Atlantic tropical depression strengthens 21 minutes ago

MIAMI - A tropical depression brewing over the open Atlantic was nearing tropical storm strength Monday morning, forecasters said.

At 11 a.m. EDT, the depression had sustained winds near 35 mph, 4 mph shy of becoming a tropical storm and the sixth named storm of the Atlantic hurricane season.It was centered about 1,235 miles east of the Lesser Antilles and moving northwest at near 12 mph, a path forecasters said they expected to continue for the next day, according to the National Hurricane Center.The depression would be named Florence if it reaches tropical storm strength. Forecasters said it could become a tropical storm later Monday or Tuesday.It comes on the heels of Tropical Storm Ernesto, which was briefly the season's first Atlantic hurricane.

Ernesto's hit the U.S. mainland at tropical storm strength, first moving over Florida, then swinging out to sea before hitting the Carolinas just short of hurricane strength. The storm and its remnants wreaked havoc along the East Coast, tearing down tree limbs and power lines and flooding low-lying areas and roads.About 8,000 homes and business in Connecticut were still without power Saturday morning because of the storm. In New York's Westchester County, just north of New York City, 19,000 customers were without power, and residents of Yonkers were advised to boil water because of a power outage at a reservoir.

Last year's Atlantic storm season set a record with 28 named storms and 15 hurricanes, including Katrina, which devastated the Louisiana and Mississippi coasts.The 2006 Atlantic hurricane season hasn't been as rough as many forecasters initially feared. Forecaster William Gray downgraded his expectations for the season on Friday to five hurricanes, a slightly below-average season. LA PAZ, Mexico - Rains from the remnants of Hurricane John soaked the northern half of Mexico's arid Baja California peninsula on Monday and threatened to cause flooding in the southwestern United States. The storm, which was downgraded to a tropical depression Sunday, had dumped up to 20 inches of rain in isolated areas of the peninsula and was expected to drop as many as 3 inches in desert areas from southern California to west Texas in the next few days, the National Hurricane Center in Miami said.

John was a Category 2 hurricane with winds of 110 mph when it struck near the southern tip of Baja on Friday, but officials reported no deaths and minor damage.

The area hardest hit was La Paz, the capital of Baja California del Sur state. On Sunday, President Vicente Fox toured the city, noting the downed power lines, flood streets, and roofless tin houses.Fortunately there is no human loss and the impact (in terms of damage) is relatively modest,Fox said as he pledged to help residents whose homes had been affected.A total of 160 houses on the peninsula lost their roofs and four houses collapsed, officials said. More than 1,100 people remained in government shelters by Sunday. Mexico's health secretary was sending in officials to protect the state against dengue fever and other waterborne diseases.

Crews busily worked Sunday to restore electricity and phone service and remove fallen electricity poles in La Paz, still covered in a layer of sand and grit. Residents dragged trees from their yards and bulldozers cleared debris from roads.He told us he's going to help us repair our houses,said housewife Francisca Maldonado after meeting Fox.

John, which was expected to dissipate later Monday, initially was forecast to slam into the resort area of Los Cabos on the southern tip of Baja. But forecasters said a high-pressure ridge was weaker than expected and allowed the storm to keep traveling north up the peninsula.Meanwhile, tropical depression Kristy churned in the Pacific Ocean far from land, the hurricane center said. The forecast called for Kristy to lose steam over the next few days as it moves over cooler waters.

BEIJING, Sept. 1 (Xinhua) -- A Chinese delegation has returned from the Eighth World Conference of Religions for Peace held in Japan's ancient capital of Kyoto, sources said Friday. During the conference, the delegation from the Peace Committee of Chinese Religious Circles discussed with world religious leaders global violence and called for active measures to jointly tackle poverty and regional conflict. Before their departure, top political advisor Jia Qinglin met with the delegation, which was composed of members from the Peace Committee of Chinese Religious Circles. The theme of the conference coincided with the pursuit of peace and harmony of Chinese religious groups, so the delegation should attend as peace envoys of Chinese religious circles and the Chinese people, said Jia, who is chairman of the National Committee of the Chinese People's Political Consultative Conference.

He hoped the delegation would raise awareness of Chinese culture and freedom of religious belief at the conference. The Religions for Peace conference is the world's largest and most diverse multi-religious assembly. The first conference was held in Kyoto in 1970, and has been hosted on a different continent every five years About 500 religious leaders and 1,500 representatives of international organizations and civil groups from 100 countries and regions attended this year's conference from Aug. 26 to 29.

Migrants keep coming as EU seeks new border plans

The Canary Islands have been hit by its biggest wave of illegal immigrants over the weekend, as European countries seek solutions to stop the flow of people from the African continent to the southern borders of the EU.At least 14 vessels carrying over 1,500 people arrived at the coasts of the Canary Islands on Saturday and Sunday from Sub-Saharan Africa.Spanish deputy prime minister Maria Fernandez de la Vega announced on Friday (1 September) that prime minister José Luis Rodriguez Zapatero has put immigration at the forefront of a meeting of southern EU states in Madrid later this month to seek a joint response to the crisis.

The interior and defence ministers of the countries are set to talk about issues such as coastal surveillance, rescue operations and repatriation, and have a proposal ready for a summit of the 25 EU leaders in December.Spain has asked the EU and the UN to assist it with the immigrant situation. Last week, Ms Fernandez de la Vega travelled to Finland, the current holder of the rotating EU presidency, and to Brussels to lobby support for more EU-wide efforts to fight illegal immigration and for an extension of current efforts by the EU border patrol agency, Frontex.

Earlier this month, the EU launched its first joint border patrol aimed at stopping the illegal immigrants coming to the Canary Islands from Africa.The Canary Islands mission, dubbed Hera II, is expected to last nine weeks and is covered by an EU budget of €3.2 million, with Spain co-financing the project.After meeting with Ms Fernandez de la Vega, EU justice commissioner Franco Frattini said he would head a top-level working group to help come up with a European model on illegal immigration.Along with Mr Frattini, the five commissioners responsible for development, foreign affairs, EU regions, social policy and education policy will be on the team to tackle the problem from as many angles as possible.

Meanwhile, an EU strategic committee on immigration, frontiers and asylum with 120 experts from 30 European countries will meet on Sunday (10 September) in Finland for a three day meeting to discuss the Finnish EU presidency's proposal for a new strategy on ways to monitor the EU's external borders.Besides the member states, experts will come from accession countries Bulgaria and Romania as well as neighbouring Switzerland, Norway and Iceland.More than 20,000 African migrants have been intercepted so far this year in and on the Spanish coasts, and the number for August alone exceeds that for all of last year, according to Spanish authorities.

Migrants who survive the risky voyage across rough waters and make it to Spanish territory are kept in holding centres. Authorities then have 40 days in which to repatriate or release them. The immigrants are either sent back to their country of origin or to the country from which they set sail, if Spain has repatriation accords with that country.Malta, Italy and Greece have similar problems with scores of desperate Africans seeking better standards of living in Europe.Home affairs ministers from Malta, Italy and Libya will meet in Valetta this week to discuss the problem.

Lebanese Security Is the Pretext for the Naval Babel around Lebanon’s Shores DEBKAfile Exclusive Military Report

The extraordinary buildup of European naval and military strength in and around Lebanon’s shores is way out of proportion for the task the European contingents of expanded UNIFIL have undertaken: to create a buffer between Israel and Hizballah. Close investigation by DEBKAfile’s military and intelligence sources discloses that Lebanese security and peacemaking is not the object of the exercise. It is linked to the general anticipation of a military clash between the United States and Israel, on one side, and Iran and possibly Syria on the other, some time from now until November

This expectation has brought together the greatest sea and air armada Europe has ever assembled at any point on earth since World War II: two carriers with 75 fighter-bombers, spy planes and helicopters on their decks; 15 warships of various types – 7 French, 5 Italian, 2-3 Green, 3-5 German, and five American; thousands of Marines – French, Italian and German, as well as 1,800 US Marines. It is improbably billed as support for a mere 7,000 European soldiers who are deployed in Lebanon to prevent the dwindling Israeli force of 4-5,000 soldiers and some 15-16,000 Hizballah militiamen from coming to blows as well as for humanitarian odd jobs.

A Western military expert remarked to DEBKAfile that the European naval forces cruising off Lebanese shores are roughly ten times as much as the UNIFIL contingents require as cover, especially when UNIFIL’s duties are strictly non-combat. After all, none of the UN contingents will be engaged in disarming Hizballah or blocking the flow of weapons incoming from Syria and Iran. So, if not for Lebanon, what is this fine array of naval power really there for?

First, according to our military sources, the European participants feel the need of a strong naval presence in the eastern Mediterranean to prevent a possible Iranian-US-Israeli war igniting an Iranian long-range Shahab missile attack on Europe; second, as a deterrent to dissuade Syria and Hizballah from opening a second front against American and Israel from their eastern Mediterranean coasts. Numbers alone do not do justice to the immense operational capabilities and firepower amassed opposite Lebanon. Take first the three fleet flagships. From France’s nuclear-powered 38,000-ton Charles De Gaulle carrier (see insignia), 40 Rafale M fighter craft whose range is 3,340 km can take off at intervals of 30 seconds. The ship also carries three E-2C Hawkeye surveillance craft. The combat control center of the French carrier can handle 2,000 simultaneous targets. The carrier leads a task fore of 7 warships carrying 2,800 French Marines.Charles De Gaulle s also a floating logistics center operating water desalination plants for 15,000 men and enough food to feed an army for 90 days.

The USS Mount Whitney (the tallest snowcapped peak in the United States), has the most sophisticated command and control suite in the world. Like the French Charles De Gaulle , it exercises command over a task force of 1,800 sailors, Marines, Air force medical and other personnel serving aboard the USS Barry, the USS Trenton , HSV Swift and USNS Kanawha . Available to the fleet commander, US Vice Admiral J. Boomer Stufflebeem, formally titled commander of Joint Task Force Lebanon, is the uniquely advanced C41 command and intelligence system through which he can flash intelligence data to every American commander at any point between the eastern Mediterranean and the Persian Gulf and Iran. USS Mount Whitney communications are described as unsurpassed for the the secure transmission of data from any point to any other point in the world through HF, UHF,VHF, SHF and EHF.

The third carrier joining the other two is the Italian aircraft-helicopter carrier Garibaldi , which has launch pads for vertical takeoff by 16 AV-8B Harrier fighter-bombers or 18 Sikorsky SH-3D Seak King sea-choppers (or Italian Agusta Bell AB212 helicopters), designed to attack submarines and missile ships. Military experts estimate that the Garibaldi currently carries 10 fighter planes and 6 helicopters. The new European naval concentration tops up the forces which permanently crowd the eastern Mediterranean: the Italian-based American Sixth Fleet, some 15 small Israeli missile ships and half a dozen submarines and the NATO fleet of Canadian, British, Dutch, German, Spanish, Greek and Turkish warships. They are on patrol against al Qaeda (which is estimated to deploy 45 small freighters in the Mediterranean and Indian Ocean). The British have permanent air and sea bases in Cyprus.

This vast force’s main weakness, according to DEBKAfile’s military sources, is that it lacks a single unified command. A sudden flare-up in Lebanon, Syria or Iran could throw the entire force into confusion.

On paper, it has three commanders:

1. French General Alain Pellegrini is the commander of the expanded UNIFIL ground, naval and air force in Lebanon. In February 2007, he hands over to an Italian general who leads the largest of the European contingents of 3,000 men. It is hard to see France agreeing to place its prestigious Charles De Gaulle flagship under non-French command.

2. The American forces opposite Lebanese shores are under direct US command. Since the October 1993 debacle of an American peace force under the UN flag in Somalia, Washington has never again placed its military under UN command. (There is no American contingent in the UNIFIL ground force either.) In other words, USS Mount Whitney , while serving the European fleets as their operational and intelligence nerve center will stay under the sole command of Vice Admiral Stufflebeem in all possible contingencies.

3. Similarly, the NATO fleet will remain under NATO command, and Israel’s air and naval units will take their orders from Israeli Navy Headquarters in Haifa and the General Staff in Tel Aviv. The naval Babel piling up in the eastern Mediterranean may therefore find itself at cross purposes when action is needed in an armed conflict. Iran, Syria and Hizballah could be counting on this weakness as a tactical asset in their favor.

THE GREAT FEASTS FROM GOD

MIGRATING BIRDS IN ISRAEL PROBABLY WILL BE THE GREAT FEAST OF GOD IN THE FUTURE AGAINST THE ARMIES OF THE WORLD WHO COME AGAINST JERUSALEM IN THE 3RD AND FINAL STAGE OF WORLD WAR 3. AND ALSO IN THE 1ST WAVE WHEN RUSSIA AND MUSLIMS MARCH TO ISRAEL.

Theres 2 migrating seasons in Israel, The Fall and Spring. If the future 7 year peace treaty is signed on Rosh Hashana like I think it will be in the future, this would fit into Daniels prophecy about the extra 45 days in Daniel 12.

DANIEL 12:9-13
9 And he said, Go thy way, Daniel: for the words are closed up and sealed till the time of the end.
10 Many shall be purified, and made white, and tried; but the wicked shall do wickedly: and none of the wicked shall understand; but the wise shall understand.

SO WE SEE THAT ADDED TO THE 7 YEAR PEACE TREATY SIGNING IS 45 EXTRA DAYS. JESUS RETURNS AT THE END OF THE 2,520 DAYS OR (30X12X7) OR 7 YEARS. THE BIBLE CALENDAR IS 30 DAY MONTHS, AND 12 MONTHS PER YEAR.

If my hunch is right, JESUS returns to Earth at the end of the 7 yr treaty, He defeats the Armies and the Birds eat their flesh.

Now if the Future 7 Year Treaty is Signed on Rosh Hashana in the future, the end of the 7 year treaty would be on Rosh Hashana 7 years down the line. And add on the extra 45 days would be Autumn and the Migration of Birds to Israel for the Great feast of God thats predicted in the Bible to happen.


Only God knows for sure, I speculate, but we know when God says Birds will eat the flesh of Mighty men and people in general,we can be sure it will come to pass, whether this way I figure or in Gods way, it will come too pass literally.

Ezekiel 39 In the 1ST WAVE OF WW3 says that the Birds also eat the flesh of the Russia, muslims Army on the mountains of ISRAEL.

So we see here The 1ST WAVE is also eaten by BIRDS.

If we Go by Rosh Hashana in 2011 we will try to figure out the Future. This is just an example.

Rosh Hashana the future 7 year treaty is signed on September 29,2011. 3 1/2 years later is when I believe The Russia, Muslim horde will March to Israel.

September 29,2011 ( 3 1/2 YEARS DOWN THE LINE) September 29,2014 + 6 MONTHS = MARCH 29,2015

Ok so if the Russia, Muslim horde would march to Israel From March 29, get defeated and start the 7 months buring by June 21. This would cover The spring migration of the Birds to eat the Russia, muslim Hordes flesh.

Now we have to go to the END of the 7 year treaty which would be Around September 29,2018. Then add the extra 45 days onto this date. This would be around November 13,2018, and December 21 would be Winter, So this would be in the Autumn When
Jesus returns to Earth and 45 days later the Migration would still be in Israel for the Final feast of the Birds.

I must admit my Theory would cover both Spring and Autumn migrations of The birds in Israel. And in MATTHEW 24:45 It says in the Parable: TO GIVE THEM MEAT IN DUE SEASON. This would be interesting if God in this passage was giving us the hint that at the Migration seasons these 2 future Armies WAVE 1 AND WAVE 3 will be eaten by the Birds.

Bird Migration and flight safety over Israel

Israel is located at the junction of three continents, between the Mediterranean Sea and the Arabian Desert. As a result, Israel is a bottleneck, into which all or a large part of the world populations of certain soaring bird species concentrate on their way to their winter quarters in Africa, during both spring and autumn. In addition, many smaller birds migrate through Israel. It has been estimated that the total number of birds passing through Israel during the autumn migration is about 600 million, which is about 10% of the number of birds migrating from the Palearctic region to Africa. The combination of its unique location and small size, facilitates studying a number of basic migratory phenomena. The only other similar site in the world is in Panama.

The concentration of an extremely large number of birds in the limited air space over Israel (the total area of Israel, including the West Bank is 27,000 km) creates a severe flight safety problem for Israel Air Force aircraft and their pilots. Most damage is caused by collision with medium and large size birds such as raptors, storks and pelicans. An analysis of damage caused by birds between 1972 and 1983 showed that hundreds of accidents had occurred. Many of these were serious (damage exceeding one million dollars), several aircraft crashed and pilots killed. 74% of the accidents occurred during migration months. Total losses reached tens of millions of dollars.

In order to examine the possibility of decreasing losses and damage, a research project was initiated, aiming to examine if there is any yearly or seasonal regularity in the numbers of birds passing over, times of passage and length of passage time, heights of flight and routes over Israel. The possibility of regularity in daily and seasonal migration routes and altitudes was also checked as
well as migration velocity. The influence of various climatic and biological factors on this system was studied. Five different methods were used for gathering data.

Ground Observers Network : Ground observers were placed along a broad front across the country (75 kilometeres), during several migration seasons. More than 150 experienced birdwatchers logged about 224,000 observation hours. Motorised Glider. This method enabled constant flying, up to 11.5 hours with the same flock, as well as exact mapping of the migratory route, altitude,flock progress rate, climbing and gliding in thermals. 173 flights totaling about 720 hours were carried out. Light Aircraft Tracking : This method proved excellent for locating principal migration routes, their altitudes and counting flocks.

Twenty-nine flights totaling 84 hours were carried out. Unmanned Aircraft (Drones) : This method enabled tracking single flocks for about 150 kilometers with constant documenttion of the flock by video camera. Nineteen flights were carried out. Radar : A radar screen at the Ben-Gurion International Airport approach radar was permanently available during all migration seasons. This enabled constant tracking during all hours of the day. A total of 8125 radar tracking hours were carried out. The combination of five methods for data gathering enabled complementing the deficiencies of each method, and confirmtion of data gathered by one method by others.Large amount of data were gathered during this study,and after following the migration patterns for four years (eight migration seasons) the following information was available:

The magnitude of migration, including detailed information on the number of birds of all medium and large size raptors, white storks and pelicans which pass through Israel. The timing of arrival and departure of each species, on daily and seasonals scales. The routes taken by migrant birds, including heights of thermals used by each species. The effect of weather, mainly winds, on the deflection of migratory birds from the main flying routes.

These results are very valuable for studying various biological phenomena as well as for flight safety. The results have been applied in the Israel Air Force since the early 1980s : a new term was coined ie. Bird Plagued Zone (BPZ). After the principal migration routes and their altitudes were determined, BPZ maps were printed and on them specific flight regulations on how pilots should plan their flights, as well as where and when it is forbidden to fly at low altitudes was mentioned. The maps were distributed to all flight squadrons.

During the migration seasons, certain periods of time have been defined as closed for flight, according to movements of the migrating birds. Thus flight aircraft may fly at low altitudes, at least over certain parts of the country. At the Ben-Gurion International Airport radar, a bird centre has been established, which methodically passes on real-time information to the Israel Air Force on flock locations, as well as continuous instructions to Air Force bases on the positions of flocks flying above or nearby them. At the same time, all data on migrating flocks from the ground observers, aircraft, glider and radar are received at the centre.

On days when there is low magnitude migration, real time permission is given for low altitude flights, thus enabling the Air Force to carry out low altitude military exercises even at the height of the migration season.A review of collision data since the results of this research have been implemented in the Israel Air Force shows that the percentage of collisions has decreased by 81.1%, and the yearly damage had decreased by 88% Hence, the implementation of this system saves on average US$ 40 million annually.As a result of the information accumulated by this study, and widespread popular publications in Israel and abroad, Israel is now on the world tourist map as one of the best places for watching migrating birds. About 10,000 foreign and 35,000 Israeli birdwatchers arrive each year to watch migration.

An extensive educational system has been developed for schools and army units, which has significantly increased the public awareness to the subject of bird migration.Future plans are for international co-opertion in the implementation of flight safety procedures and free transfer of information between the participant countries (Jordan, Turkey and USA, and in the future also Egypt).

A model for predicting migratory bird movements on a continental scale is now being developed in Israel aiming to provide an early warning of several days.

This is the worst thing Israel can do. How do these murderers think they can get 800-1000 murderers released from Israeli prisons, when only 1 Israeli Soldier gets set free. Israel I love you dearly, but them leaders of yours are just trying to help the arabs and Muslims fulfill Psalms 83:4 that says They (Arab and Muslims and Russia) have confederated (treaties) to eliminate Israel from the face of the Earth.

Talk of Massive Prisoner Exchange

Negotiations are underway towards obtaining the release of captive IDF soldier Corporal Gilad Shalit, held captive by Hamas terrorists in Gaza. Shalit's father says no progress is being made. Talks are reportedly underway towards reaching a deal by which Corp. Shalit would be released in exchange for Israel setting free 800-1,000 terrorists, in three stages. Shalit’s immediate release would be accompanied by the setting free of 300 terrorists from Israeli prisons, and followed some weeks later by the release of another few hundred. The final stage, to be accomplished by year’s end, would demand the release of 200 prisoners.

According to a report appearing last week in the Saudi Okaz newspaper, an Israeli delegation visited Egypt in an effort to negotiate a prisoner release deal. Egypt is said to be active in prisoner-release efforts.Shalit fell into captivity on June 25th, during a multi-pronged terror attack at Kerem Shalom, adjacent to the Gaza border. Two soldiers were killed in the attack, and Shalit was abducted from his
tank. Terrorists quickly fled back, via the tunnel they had dug, into PA (Palestinian Authority)-controlled Gaza.

Noam Shalit, Gilad's father, told Voice of Israel Radio that he is not encouraged by the reports: The progress is being made in the media, but nowhere else.He said that Israel demands to see concrete evidence that Gilad is alive before agreeing to free terrorist prisoners.The Prime Minister’s Office released a statement saying, We are unaware of any impending deal towards the release of soldiers.Despite the denial from the Prime Minister’s Office, reports indicate that the deal in the works would coincide with the Muslim holiday of Id el-Fitr, which follows Ramadan, a holiday that is generally accompanied by pardons for prisoners in Muslim countries. This year, Id ed-Fitr is observed on Sept. 23rd.

It has been learned that Ophir Dekel, an aide to Mr. Olmert, traveled last week to Germany where he met with Ernst Uhrlau, head of the BND Intelligence Agency. Dekel reportedly discussed German mediation efforts towards obtaining the release of Shalit and two soldiers held by Hizbullah, Ehud Goldwasser and Eldad Regev. Government officials are signaling that Fatah Tanzim leader Marwan Barghouti, who is serving multiple life sentences for his terrorist acts, will not be among those released despite the considerable pressure applied by the PA in the past to obtain Barghouti’s release.

In addition, Israel remains adamant in refusing to include Lebanese terrorist Samir Kuntar in a prisoner release deal, but Jerusalem is willing to release other Lebanese prisoners held by Israel, numbering fewer than 30. Israel is also prepared to hand over the bodies of Hizbullah terrorists. The daily Yediot Achronot reports that Syria is also making demands, seeking the release of 20 Druse residents of the Golan Heights imprisoned in Israel. The Syrian demands are reportedly not tied to this negotiating effort.

Hamas Officials Will Not be Included in the Deal

Hamas PA ministers and elected PA officials imprisoned in Israel will not be included in the upcoming deal. It appears those members of the PA administration not facing criminal charges for their terrorist activities will remain incarcerated pending the formation of a unity PA government including Chairman Mahmoud Abbas’ (Abu Mazen) Fatah Party.

Army troops were evacuating more villagers from coastal districts with the authorities braced for more rain.We are bothered about the fresh formation of a low pressure over the Bay of Bengal and are closely monitoring its movement, Subash Pani, the state's seniormost bureaucrat, told Reuters.The flood victims, with their houses submerged, were living in makeshift tents and surviving on dry food air-dropped by relief workers, witnesses said.Hundreds of people are killed every year in South Asia during the June-September monsoon season and millions displaced from their homes or
marooned in their villages.

LA PAZ, Mexico (Reuters) - Hurricane John was downgraded to a tropical storm on Saturday after blasting the tourist port city of La Paz with wicked winds and torrential rain that knocked out power and flooded streets but caused no deaths. John flattened trees and electric power poles and sent advertising signs flying overnight in La Paz, popular with tourists and the capital of Baja California Sur state.As the weakening storm crept up Mexico's Baja California peninsula, rains eased and electricity was restored in much of the city of 200,000 people. But main streets were flooded with ankle-deep water and the La Paz airport remained closed.Farther south, the seaside resort of Los Cabos was also flooded and roads out were impassable as muddy rainwater and debris from surrounding hills poured down unpaved streets.There was a lot of rain. The windows were shaking pretty good,said Jeff Passama, 27, from San Francisco, who had driven north to La Paz from Los Cabos to try to escape the storm.

Now we have to figure out how to get out of here, he said, as many people abandoned their sport utility vehicles after getting stuck in slushy sand.After John felled up to 40 power poles in La Paz, authorities cut off the electricity supply to prevent downed wires from electrocuting people, rescue workers said.We are happy because we have a clean slate,said state civil protection chief Jose Gajon. No one was killed.

NO US THREAT

Before John made landfall on Friday evening as a Category 2 storm, about 4,000 people living in low-lying areas of La Paz were moved to shelters.By Saturday afternoon, the U.S. National Hurricane Center said John had weakened to a tropical storm from a Category 1 hurricane. The storm was still expected to churn up Baja California before heading out into the Pacific Ocean, posing no threat to the United States.The peninsula extends about 680 miles south from the U.S. border.Ester Aman, owner of the Angel Azul Hotel, said she felt the old building shaking as John lashed La Paz. It was like a strobe light in the sky, she said of the lightning.At Los Cabos, on the peninsula's western tip, thousands of tourists and locals took shelter.

Vacationers sat out Friday on mattresses in conference rooms of five-star hotels.The hardest part was the waiting,said hospital secretary Patty Ruiz from Los Angeles, who had just gotten engaged to her boyfriend when the hurricane warning came.

RICHMOND, Va.The remnants of Tropical Storm Ernesto put a sloppy wet damper on the last big tourism weekend of the summer for many people, making a mess of some oceanfront hotels and leaving beaches and boardwalks less crowded than usual.

Ernesto was reduced to an area of rain over western New York state and the lower Great Lakes by Saturday afternoon, after drenching Virginia and North Carolina with up to a foot on its run up the East Coast.It had caused flooding that forced hundreds of people out of their homes, and left more than a half-million homes and businesses without electricity Saturday in the mid-Atlantic states. At least four deaths were blamed on the storm in Virginia, plus one in North Carolina.Hotels in Virginia Beach reported some last-minute cancelations Saturday as the storm apparently led many people to change their plans. Some who decided to tough it out faced oceanfront rooms with carpets soaked by wind-driven rain.I've never seen it this severe in all my years here, said Jimmy Capps, manager of the Breakers Resort Inn. Probably every oceanfront hotel in Virginia Beach has some wet carpet.

Casino operators in Atlantic City, N.J., had no complaints. Forest Fires Close Down Some Areas, Others Reopen for Holiday

BOISE A smokey haze over the Treasure Valley Labor Day weekend offers a reminder fires have caused some National Forest campgrounds and trails to be closed, but a few areas are being reopened.

Saturday several areas reopened including Paradise Valley northeast of Warm Lake, Thunderbolt Mountain Lookout Area, Buck Mountain Area, and the Warm Lake Summit Area.
An area closure is still in effect west of Deadwood Reservoir extending toward the Rattlesnake Point Fire. Last week the fire grew by two to three miles each afternoon during peak burning periods.

UNIFIL Force Deployment Begins in Lebanon

Italian soldiers have begun moving into position in southern Lebanon as part of the new UNIFIL force. Israel retracts its opposition to the inclusion of Indonesian troops in the peacekeeping force. Indonesian Foreign Minister Hassan Wirajuda announced plans to send up to 1,000 soldiers to join the UNIFIL force in Lebanon by the end of this month. This follows Israel's consent to allow Indonesian participation even though Indonesia, a Moslem country, does not maintain diplomatic ties with Israel. According to Israeli diplomatic sources, Israel remains opposed to the participation of Malaysia and Bangladesh in the force, citing the two countries' open support of Hizbullah during the recent war in Lebanon and their lack of diplomatic activity with Israel. In contrast, the sources stated that there has been an ongoing quiet diplomatic dialogue with Indonesia and described the Indonesian stance on the Hizbullah as more moderate.

Approximately 1,000 Italian soldiers started moving into Lebanon on Saturday as part of the UNIFIL peacekeeping force. The force is to include up to 15,000 soldiers, according to UN Security Council Resolution 1701. Spain voted on Friday to send 1,100 soldiers to serve in the UNIFIL force. Deputy Prime Minister Maria Teresa Fernandez de la Vega explained, It is an operation that falls within international law. It is a peace operation in a country that has been destroyed.Turkey has also committed to sending soldiers as well as a naval task force to take part in the UNIFIL force, despite public opposition in the country. Turkish Foreign Minister Abdullah Gul asserted that Turkish soldiers were not being sent to disarm Hizbullah militants, adding, But of course, if the soldiers come under attack they would defend themselves. Germany will not send military troops, in order not to evoke images of armed Germans facing Jews, but has agreed to send observers and advisors.

Arab States to Push Peace Initiative in Security Council

(IsraelNN.com) Intensive contacts are ongoing between Egypt, Qatar, the United Arab Emirates (UAE), Saudi Arabia and the Palestinian Authority (PA) towards formulating a draft plan for regional peace, which the Arab leaders hope to advance in the UN
Security Council.

The report of the ongoing initiative appeared in the Jerusalem-based al-Quds Arabic language newspaper.Arab League officials report that the Arab initiative includes a number of parties, as well as a defined timetable to resuscitate peace efforts and the renewal of Israeli-Arab negotiations.

Annan Wins Ahmadinejad's Pledge to Support Resolution 1701

UN chief Kofi Annan on Sunday won a pledge from President Mahmoud Ahmadinejad to support a UN resolution bringing peace to Lebanon but was warned Iran would not suspend sensitive nuclear work before negotiations.

Annan said after talks with the president that Ahmadinejad assured him Tehran would support the implementation of the UN resolution that ended the fighting in Lebanon and was ready to negotiate over its nuclear program.He reaffirmed his complete support for the implementation of (Security Council) Resolution 1701 which halted the devastating month-long conflict between Israel and Hizbullah, Annan said. He added that Ahmadinejad had agreed that Iran, which backs Hizbullah, would do everything to support the territorial integrity of Lebanon and the independence of Lebanon.

Tehran will work together with us in a collective effort to reconstruct Lebanon, he added.Annan's 10-day tour of the Middle East has been mainly aimed at implementing the UN resolution which halted a 34-day conflict that killed more than 1,200 people in Lebanon, overwhelmingly civilians, and 160 Israelis, mostly soldiers. State radio quoted Ahmadinejad as saying that Iran is ready to help in the reconstruction of Lebanon and seriously take part in any group activity to rebuild Lebanon. He also said that Israel and its allies Britain and the United States should compensate Lebanon for the damages inflicted. Meanwhile Ahmadinejad told Annan at the Tehran meeting that he was prepared to negotiate on Iran's nuclear program but would not accept a suspension of uranium enrichment before talks, rejecting a key demand of Western countries.

Meanwhile, Iranian Foreign Minister Manouchehr Mottaki promised full support for the cease-fire resolution in Lebanon in talks Saturday with U.N chief Kofi Annan, a U.N. spokesman said.

Mottaki told Annan in their meeting that, You can count on our full cooperation in the U.N. cease-fire resolution that ended the fighting in Lebanon between Israel and Hizbullah, an ally of Iran, Annan's spokesman Ahmad Fawzi told The Associated Press.Fawzi would not say whether Mottaki specifically addressed requirements in U.N. Resolution 1701 for all countries to prevent the shipping of weapons to Hizbullah. But Annan and Mottaki discussed full implementation of 1701, including paragraph 15, which deals with the arms embargo,Fawzi said.Mottaki was later quoted by the state news agency as saying Iran supports the resolution, though the report did not mention the arms issue.In an interview with the French newspaper Le Monde, Annan said he wants Iran to use its influence in helping the international community disarm Hizbullah.

But Iran and Hizbullah deny Tehran supplies weapons to the group.But many in the West, Israel and the Arab world believe Iran provided the rockets fired by the group into northern Israel during the 34-day war.Annan was in Syria, Hizbullah's other top ally, on Friday. He said he secured a promise from Syrian President Bashar Assad to increase patrols along its border with Lebanon and work with Lebanese troops to thwart the flow of arms to Hizbullah.

But the promise was met with immediate skepticism from Israel and some in Lebanon.The U.N. resolution that halted the Lebanon war calls on all countries not to supply weapons to any party in Lebanon other than the Lebanese government.Annan, who has already visited Lebanon, Jordan, Israel and Syria, left Iran later Sunday for Qatar. Global warming fallout near

IF you're feeling the heat in the sharemarket, just take a look outside.The temperature is soaring, the sea level is rising and the weather is becoming more extreme. But the threat posed by global warming is not just environmental – investors are also being warned to batten down their portfolios.While no one is absolutely certain about the effects of global warming, you need to construct your portfolio so that you have a bet each way,says Steve Johnson, managing director of The Intelligent Investor.The increase in the frequency of hurricanes in the last few years has had a very big impact on insurance companies. If you are heavily exposed to the insurance sector, you may want to consider owning something like a construction company so if it does come to pass, at least your portfolio is not going to be devastated.

A report published by US environmental investor group Ceres shows a 15-fold increase in insured losses from catastrophic weather events in the past three decades. Hurricane Katrina alone produced record claims of more than $US45 billion ($58 billion). Closer to home, Cyclone Larry took the wind out of both the Insurance Australia Group and Promina's bottom lines with claims of $150 million and $47 million respectively.Research economist John Quiggin says the agricultural and tourism sectors are also at risk of significant losses if the erratic weather continues.Most of southeast Australia will probably get drier and that's going to mean more conflict over water, he says. Then if you get large-scale ice melting and sea levels rise, it could have quite devastating impacts everywhere near the coast – which is most of the economic activity in Queensland.

Professor Quiggin says another major concern for climate-wary investors is a reliance on fossil fuels.I think you have to factor in the assumption that we're going to need to put a lot more resources into clean coal,he says.For any stock that's energy intensive, you really need to look at factoring in, at some point, a charge for CO2 emissions and working out how that's going to effect your projections.

Mr Johnson agrees any move to regulate carbon emissions would have major impacts on the aviation and transport industries.This fear has triggered a race to find the next big thing, sending alternative energy stocks in the US soaring to levels not
since the dot-com boom of the 1990s.

American research group Cleantech Venture Network says venture capitalists invested a record $US739 million in renewable energy companies last year.Any of your new technology companies that are producing biofuels or products in the renewable energy sector are going to be big beneficiaries,Mr Johnson says.

If the world does shift away from fossil fuels, the oil industry will be a big loser from that. But these things always tend to take a lot longer than people originally envisioned and companies tend to be able to reinvent themselves.We believe (global warming) is happening, but we're still recommending a couple of oil companies we quite like because we think oil will be around for a long time to come.Regardless, there is more pressure than ever on companies to address their environmental track records.Some analysts believe investing in climate-conscious organisations will pay off in the long term.

Others say dire predictions about the effects of global warming are premature.It's important to be aware of these things and think about well, if that does happen what would it do to my portfolio? Mr Johnson says.But we do see a lot of people get obsessed with these things and become convinced we're going to run out of oil in two years' time and then base their whole portfolio on that scenario.If it doesn't happen, your portfolio really suffers.
