Evacuations from Bali volcano swell to about 50,000-[The Canadian Press]-YAHOONEWS-September 25, 2017

BALI, Indonesia — Nearly 50,000 people have fled the Mount Agung volcano on the Indonesian tourist island of Bali, fearing an imminent eruption as dozens of tremors rattle the surrounding region, officials said Monday.Waskita Sutadewa, spokesman for the disaster mitigation agency in Bali, said people have scattered to all corners of the island and some have crossed to the neighbouring island of Lombok.Indonesian authorities raised the volcano's alert status to the highest level on Friday following a dramatic increase in seismic activity. It last erupted in 1963, killing about 1,100 people.Thousands of evacuees are living in temporary shelters, sports centres , village halls and with relatives or friends. Some return to the danger zone, which extends up to 12 kilometres (7.5 miles) from the crater, during the day to tend to livestock.Officials have said there's no immediate threat to tourists, but some are already cutting short their stays in Bali. A significant eruption would force the closure of Bali's international airport, stranding thousands."It's obviously an awful thing. We want to get out of here just to be safe," said an Australian woman at Bali's airport who identified herself as Miriam.National Disaster Mitigation Agency spokesman Sutopo Purwo Nugroho said hundreds of thousands of face masks will be distributed in Bali as part of government humanitarian assistance that includes thousands of mattresses and blankets."The chances of an eruption are very high, but we cannot be sure when it will erupt," he said at a news conference in the capital, Jakarta. He said not everyone had left the danger zone because they didn't want to leave livestock, were underestimating the risk or because of religious reasons."Officers continue to sweep the area and are appealing for people to evacuate," he said.In 1963, the 3,031-meter (9,944-foot) Agung hurled ash as high as 20 kilometres (12 miles), according to volcanologists, and remained active for about a year. Lava travelled 7.5 kilometres (4.7 miles) and ash reached Jakarta, about 1,000 kilometres (620 miles) away. The mountain, 72 kilometres (45 miles) to the northeast of the tourist hotspot of Kuta, is among more than 120 active volcanoes in Indonesia. The country of thousands of islands is prone to seismic upheaval due to its location on the Pacific "Ring of Fire," an arc of volcanoes and fault lines encircling the Pacific Basin.___Associated Press writers Niniek Karmini and Ali Kotarumalos in Jakarta contributed to this report.Firdia Lisnawati, The Associated Press.

Mexico quake leaves country's historic churches battered-[The Canadian Press]-YAHOONEWS-September 24, 2017

MEXICO CITY — Our Lady of Angels Church has survived several major earthquakes, but Tuesday's magnitude 7.1 shake proved to be the final death knell for the Mexico City building's historic cupola.Violent cracks crisscrossed the dome, and stone from the roof continued to fall onto the church's wooden pews. On Sunday evening, the cupola split and half crashed to the floor."Each earthquake has left its mark," said Marco Antonio Fuentes, part of the church's ministry. "This one seems to be the straw that will break the camel's back."According to the Archdiocese of Mexico, more than 150 religious temples in this deeply Roman Catholic country were damaged by Tuesday's deadly quake. Statues of saints have been left maimed, missing hands and feet. Once towering, celestial church naves now open to the sky. Dust from fallen stone and concrete cover altars. Many of the battered churches are in the state of Puebla, where the quake's epicenter was located. There in the city of Atzala, a child's baptism turned into tragedy when the roof of a church collapsed, killing 11 family members inside, including the 2-month-old girl being christened. On the first Sunday since the earthquake, priests no longer able to say Mass inside collapsing churches instead held services outside paying homage to victims and survivors."Our religion is more than a building," Colin Noguez, the priest at Our Lady of Angels, told parishioners inside a tent with a table holding a cross and candles from the building. Many of the collapsed buildings where rescuers have been searching for survivors held offices and apartments, places where people worked and lived. The damage to churches hit a different chord — striking places that in many Mexican cities serve as pillars of strength in times of distress."It's our mother," Azalia Ramirez, 60, said of Our Lady of Angels, which sits in a working class neighbourhood . "We come here looking for communion, peace and tranquility."Our Lady of Angels is believed to be the most heavily damaged church in Mexico City, while the severity of destruction to religious structures is largely concentrated in Puebla. In Atzala, a town of 1,200 people, little remains of the golden yellow church with a red roof where the 11 people died. The interior where worshippers once prayed from pews is now a mess of twisted metal and fallen stone leading to an altar where the word "merciful" now hangs at a slant."Everything happened in the blink of an eye," said Sergio Montiel, the church's sexton. As the Santiago de Apostol church shifted to recovery mode, a planned wedding instead took place outside under a beige tent with mariachi players standing nearby. The bride and groom exchanged rings and a kiss before being showered with rice and confetti just feet from the destruction."I'm very sad for the church," said Aremy Sanchez, the bride. "But we must go on."At Mass in Puebla and elsewhere, priests urged parishioners to use the painful moment as a time of reflection. Damaged churches held mass in plazas and auditoriums. In San Francisco Xochiteopan, clergy members moved broken statues of saints into a gym and proceeded with a service. At the Basilica of Our Lady of Guadalupe, a national shrine in Mexico City, Cardinal Norberto Rivera asked God to deliver peace."It pains us to see our city hurt, so many hopes lost," he said, speaking before a giant Mexican flag. "For that reason, we come to you, consoler of the afflicted."The origin of Our Lady of Angels dates back 433 years, when a painting of the Virgin Mary transported by a Spanish ship was found to have been damaged by water during the journey. A painter in the city's then-predominantly indigenous community was commissioned to create a replica. The replica, cracked and with progressively fading paint, has stood at the altar from the time the church was little more than a small hut to its present-day construction, built in the 19th century. The Virgin Mary painting has withstood seven floods and more earthquakes than parishioners can remember."I say Our Lady of Angels holds the miracle of perseverance," said Adela Corona, a member of the ministry.Engineers told the church's leaders that the cupola has a 60 per cent to 70 per cent chance of collapsing. It contains stained glass brought from Germany depicting singing archangels. Projecting above the roof, the cupola is meant to symbolize how the church brings those inside closer to God."It is an important part of our historical heritage," Fuentes said as the sound of small bits of the dome falling onto the floor echoed in the church. "Our idea is to save it."But just hours later, half the cupola came crashing down. No one was inside and the painting of the Virgin Mary, protected by a glass case, appeared unscathed."Hijole," Fuentes said after the dome fell, using a popular Spanish word to express astonishment. "There's sadness, surprise and fear for those who live here."But, he added, the Virgin Mary painting's survival is what mattered: "She's the boss here."___Associated Press photographer Natacha Pisarenko in San Francisco Xochiteopan contributed to this report.Christine Armario And Dario Lopez-Mills, The Associated Press.

Searchers dig as Mexico City reopens just 1% of schools-[Associated Press]-MARIA VERZA-YAHOONEWS-September 25, 2017

MEXICO CITY (AP) — Search teams were still digging in dangerous piles of rubble Monday, hoping against the odds to find survivors at collapsed buildings in Mexico City, where the death toll from the Sept. 19 earthquake rose to 186, and 324 nationwide.Officials said they had cleared only 103 of Mexico City's nearly 9,000 schools to reopen Monday. The need to inspect 98 percent of the capital's public and private schools nearly a week after a magnitude 7.1 earthquake was a stark indicator of just how long the path back to normalcy will be.Federal Education Secretary Aurelio Nuno said it could take a couple more weeks to inspect all of the schools, and the government will announce each day which schools have been cleared to resume classes. For schools found to have structural damage, students could be put in temporary classrooms."For the safety of the boys, the girls, the teachers and for the peace of mind, of course, of all the fathers and all the mothers, all schools will be inspected," Nuno said.Rescue operations aimed at finding living survivors remained active in at least three sites in Mexico City — two apartment buildings and an office building — but hope dimmed every time rescuers had to retreat due to instability of debris. But no one has been found alive since Wednesday, when a woman was pulled from debris. As darkness fell Sunday, prayers were held by families who have been gathered near the collapsed office hoping missing relatives will be found. A crowd of onlookers watching swelled, and so did the number of volunteer workers. Teachers at one corner tried to entertain children of some of the waiting families. There also appeared to be more people offering psychological support.Hugo Luna, whose cousin Erika Gabriela Albarran was believed trapped in the fallen building, complained that officials had not immediately informed families when two bodies were removed Saturday night. "There is a lot of distrust of authorities," he said. His aunt, who was also inside the building when the quake hit but escaped, is traumatized, he said."Nothing happened to her, but now she has panic attacks," Luna said. "You open the door, she hears a noise and she gets scared."For the family of Adrian Moreno, a missing 26-year-old human resources worker at an accounting firm, the emotional roller coaster is getting to be too much. Moreno's mother had a look of anguish and largely stopped being able to speak. His boyfriend, Dario Hernandez, also looked lost, his gaze tear-stained and unfocused."Just hearing the earthquake alarm was horrible," Hernandez said of a siren that rang during a 6.1 quake Saturday morning that was an aftershock of an even bigger temblor that struck in southern Mexico on Sept. 7.Looking at the huge pile of rubble, Hernandez started to comment. "Something moves and ...," he said, his voice trailing away at the unspeakable thought that the whole pile could suddenly collapse."There is a lot of nervousness, a lot of desperation," he finally said. "... This is the worst thing I have ever seen in my life, the worst."A total of 38 buildings in the Mexican capital — mostly apartment blocks or office buildings — collapsed in Tuesday's earthquake. The first days saw a dramatic scramble with picks, shovels and bare hands to reach survivors, and well over 100 were saved.Thousands of people are homeless because their houses or apartment buildings, while still standing, are too dangerous.Mexico City Mayor Miguel Angel Mancera said about 9,000 damaged properties had been examined so far and more than 8,000 were deemed safe, needing only minor repairs.Mancera told the Televisa network that about 700 were going to need some repairs but would be habitable again. About 300 either needed major structural reinforcement or would have to be demolished. One by one, the searches have closed down in recent days, after sniffer dogs were sent in and didn't find life and thermal imaging devices turned up no body heat signatures. Heavy machinery moved in to begin removing the mountains of debris. Empty lots began to appear where just days ago a building stood. At one of the collapsed apartment buildings still being searched, members of a Japanese search and rescue team pulled a small white dog from the rubble alive Sunday, cradling and petting it as they brought it down. The dog's rescue gave hope to residents and neighbors of the building who successfully got an injunction from a judge Saturday night requiring the rescue operation continue for at least five more days.Isaac Garcia, spokesman for the neighbors, said the injunction was a precautionary measure to make sure the search continues at the site wrecked by Tuesday's earthquake. He said residents and neighbors had maintained a good relationship with the navy and civil defense authorities running the search operation at the site. But, Garcia said, "We wanted to make sure that we had something based in law to protect us."Back at the collapsed office building, volunteer rescue worker Johny Yebra said the smell of death was now heavy directly atop the rubble heap, and by Sunday afternoon occasional gusts of wind were blowing it outside the immediate search site."All of us are doing the most we can," Yebra said.___Associated Press writers Peter Orsi and Christopher Sherman contributed to this report.

Health Canada to launch new campaign warning youth about risks of cannabis use-[CBC]-YAHOONEWS-September 24, 2017

Health Canada is planning to launch a new awareness campaign aimed at warning minors and young adults about the risks of using cannabis in the lead up to the drug becoming legal.A public tender indicates Ottawa is looking for a contractor with creative talent to host a series of events across the country to bring together young people to talk about the risks of smoking marijuana.Under the proposed Cannabis Act or B-C45, possession and consumption of recreational pot will become legal in Canada on July 1, 2018. The federal government has set the minimum legal age at 18, but provinces can decide to increase the age restriction, as some health officials recommend.Along with its plan to legalize pot, the federal government has committed to introducing new measures to keep cannabis out of the hands of minors and set aside $9.6 million in this year's budget for public education about the risks of cannabis use with a focus on young people."Canadians need to be educated about the use of cannabis in order to mitigate its potential risks and harms. They generally view cannabis use as socially acceptable, but are ill-informed about the health and safety risks; this is especially true for youth," the tender reads."To get ready for and to support the new system, public awareness and education are critical to ensuring that Canadians, especially youth, are well-informed about the health and safety risks of cannabis use and about current laws."A spokesperson from Health Canada declined to comment, saying the public tender has not yet closed.Target audiences 13-17, 18-24-The campaign's messaging will target teens aged 13-17 and young adults 18-24, as well as their parents and teachers. It will focus on driving home messages such as, "like alcohol, cannabis is not without risks," and "the younger cannabis use starts and the more it is used, the higher the health risks"Meanwhile, parents and older adults will be encouraged to talk to teens about cannabis use.Concerts could be venues to talk about pot-The document outlines how Health Canada is asking for two educational campaigns — one aimed at minors, the other young adults. The marketing will be done through a series of events, like concerts, to be hosted across the country, where information about the health and safety risks will be delivered to youth. According to the tender, it will be up to the contractor to book venues and find ways to entice young people to attend, possibly through social media or contests.Events would run from December until March 2019.Youth at higher risk of harm from cannabis, says research-Dr. Amy Porath, of the Canadian Centre on Substance Abuse and Addiction, says cannabis remains the drug of choice for Canadians aged 15-24 and young people in Canada have some of the highest rates of cannabis use in the world. In a presentation to the federal government's health committee on the Cannabis Act, Porath, the centre's director of research and policy, called for a comprehensive public education campaign for young people before the recreational use of cannabis is legalized. She also said teens face greater health risks from ingesting cannabis than adults because of their brains are still developing.

Analysis-Merkel's win heralds uncertain time By Siobhan Dowling-sep 25,17-euobserver

Berlin, Today, 12:47-Angela Merkel's election on Sunday (24 September) for a fourth term might open her most difficult period yet as chancellor, while limiting her room for manoeuver in talks on EU reform. She will have to muster all her powers of diplomacy to keep a fractious multi-party coalition in line, whilst facing sniping from a eurosceptic right-wing populist faction in parliament, as well as jockeying within her party by those vying to replace her.All of that at a time when Germany faces many challenges both in Europe and on the global stage. That inherent instability may limit her room for manoeuvre, particularly when it comes to meaningful eurozone reform. Her party, the Christian Democrats (CDU) and their Bavarian allies, the Christian Social Union (CSU), may have been the strongest on the night, but they suffered substantial losses - down to 33 percent from 41.5 percent in 2013.It is clear that Merkel's centrist policies and the refugee crisis alienated many of her party's conservative supporters, with one million CDU voters switching to the right-wing, anti-immigration Alternative for Germany (AfD) party, which also mobilised 1.5 million non-voters and poached support from the other parties too.-Worst since WW2-One of the poached parties was her coalition partner, the Social Democrats (SPD), who received a historic drubbing - scoring just 20.5 percent - their worst election since World War 2.Almost immediately after the first exit poll at 6pm the party's leader, former European Parliament president Martin Schulz, declared the SPD was going into opposition, saying that the "grand coalition" (between CDU/CSU and SPD) had been voted out. That leaves Merkel with just one option for a majority government - forging an awkward alliance with the pro-business Free Democrats (FDP) and the environmentalist Greens - dubbed the "Jamaica Coalition" because of the party colours.Ostensibly, that could prove difficult, with the smaller parties showing plenty of animosity towards each other during the campaign. But the noises on election night looked positive, and both parties emphasised their intentions to act responsibly. The fact that both smaller parties did relatively well should also embolden them to enter into a government with the slightly diminished Christian Democrats.During the traditional TV round-table of party leaders on election night, FDP leader Christian Lindner told his Green counterpart, Katrin Göring-Eckardt, that his party had "no problem" with environmentalism and fully supported the implementation of the Paris Climate Accords.Furthermore, both parties' clientele, the higher-earning middle classes, favour issues like digitisation, education and the modernisation of infrastructure - albeit with different priorities. And while there's never been a federal Jamaica coalition, such an alliance is currently in power in the German state of Schleswig-Holstein and also recently governed the small state of Saarland.Nevertheless, differences persist, particularly when it comes to the eurozone.-Eurozone differences-The Greens are in favour of further EU integration and they want to see the European Stability Mechanism turned into a European Monetary Fund, supervised by the EU parliament. The FDP, which has suggested Greece leave the eurozone, wants to see the ESM diminished and eventually shut down, while advocating for the establishment of mechanisms to exit the eurozone and to manage sovereign restructuring. On election night, Lindner made it clear that he would not back extensive eurozone reform, particularly a eurozone budget or anything that smacked of fiscal transfers within the currency bloc."Providing money for French state spending or to compensate for Silvio Berlusconi's mistakes is inconceivable for us and will be a red line," Lindner said.As such, the hopes in Brussels and Paris of a new Berlin government falling in line with French president Emmanuel Macron's visions for a deep eurozone reform, including a eurozone finance minister and budget, could be dashed.Nevertheless, the FDP influence will likely be balanced out by the pro-European Greens, argues Carsten Nickel of Teneo Intelligence, a political risk firm."I don't agree with those who paint this as the beginning of massive new problems for Greece or the end of those plans for a eurozone built up with France," he told EUobserver, adding: "Nothing more than an incremental reform project at the European level was on offer anyway, regardless of the coalition."If the parties can hammer out a coalition deal, the tone of Berlin's future government in Europe could very much depend on who fills the important finance ministry post.-Coveted finance minister-Merkel had made it clear before the election that she favoured keeping veteran politician, 75-year-old Wolfgang Schaeuble, in the job. But with three parties, or four if the CSU is counted, in the mix, there could be difficulties holding on to this most important ministry, which the FDP had already said it coveted. It could take months before any new ministers are appointed, with tough negotiations required before the parties can hammer out a coalition agreement. It must not be forgotten that Germany is in constant election mode, with the important state of Lower Saxony going to the polls on 15 October. Merkel said on Sunday (24 September) that coalition talks are unlikely to start in earnest before then.Furthermore, the CSU, which had a deeply disappointing night, is likely to play hardball since it is facing difficult state elections in Bavaria next year. The Bavarian premier, Horst Seehofer, who had been a thorn in Merkel's side over the refugee crisis, on Sunday said it was time to shore up the "right flank."That could make the CSU the toughest nut to crack in the federal coalition talks, particularly when it comes to an alliance with the Greens. On Monday, the former Bavarian premier, Guenther Backstein, said the CSU and the Greens were "like fire and water." Furthermore, FDP vice-chair Wolfgang Kubicki has said that talks on a Jamaica coalition will "not be a sure-fire success."The election also showed that Germany is not immune to the right-wing populism that has affected many European countries, although the AfD score of 12.6 percent was modest compared to other European populist parties, such as the French National Front or the Freedom Party in Austria. Some 87 percent of voters rejected the avowedly anti-refugee populists after the country took in almost one million refugees in 2015 and is still facing the challenges of integrating them. However, the result is still a shock for many Germans to have a party that includes Holocaust deniers, racists and Islamophobes, enter parliament - the first right-wing party to do so in over 50 years.Even though the AfD won't play a role government, it will have a platform and official resources at its disposal. In fact, one reason the SPD said it would not revive the grand coalition was to prevent the AfD being the main opposition party. In the former East German states, the AfD emerged as the second largest political force. And, in its stronghold of Saxony, it is now the biggest party. That points to deep divisions in the country almost 30 years after the fall of the Berlin Wall.It is worrying that "you are losing out on large chunks of the population, who do not feel represented, either in economic terms nor in cultural terms," said Nickel of Teneo Intelligence."The centre will have to put in a bigger effort here to come up with answers that speak beyond the liberal centrist consensus."

Analysis-Merkel-Macron: An EU motor in the making By Eric Maurice-sep 25,17-euobserver

BRUSSELS, 23. Sep, 08:53-Sunday's (24 September) elections in Germany are expected to restart the Franco-German EU motor after years of dysfunction and crises.Coming four months after Emmanuel Macron became French president, chancellor Angela Merkel's likely new mandate will clear the way for joint initiatives, from a deepening of the eurozone to more defence cooperation."Both sides are eager to work together," Pierre Vimont, a former French and EU diplomat who now works for the Carnegie Europe think tank in Brussels, told EUobserver. He said that ever since Macron was elected in May, the French leader had been "very active", both on the domestic front, with an ongoing reform of France's labour market, and on the EU scene, with new ideas on Europe's future. But "there was a clear understanding in Paris and Berlin that the other face of the coin, the German elections, and the possible reelection of Merkel, needed to take place before we can move into more action," Vimont said.Macron's election has already created "a more positive spirit in the EU", according to a diplomat from one member state."There are more concrete ideas on the future of the EU," the diplomat, who works close to an EU leader, told EUobserver. The source noted that French and German ideas on the EU were "moving closer", but that "both sides will have to make compromises".Macron will present "concrete proposals" for EU reforms on Tuesday (26 September) in the wake of the German vote, amid French hopes that these would become part of the discussions on a new coalition government and its programme in Germany. The French leader, in a series of recent speeches, gave some indications of what he wanted for the eurozone.-Same concepts, different ideas-"The ideas put forward by Emmanuel Macron may not be exactly the same as the ones we have heard in Berlin," Vimont noted."Under the same concept, you may have quite different content and substantial differences," he said. For instance, Vimont pointed out, France was pushing for a eurozone bank that could be used to increase investments, while Germany would prefer a bank that dealt mainly with fiscal imbalances in eurozone countries."When the French speak of a eurozone finance minister, [German finance minister Wolfgang] Schaeuble speaks more about a European treasury, which would more or less to do surveillance of the eurozone and would take over many of the prerogatives of the European Commission," Vimont added, referring to Commission monitoring of debt and deficit levels."This doesn't mean we may be facing confrontation," he said."It means, as we have quite often seen in past, that both countries need progressively to adjust their thinking about this and to find common ground," he said.Yann-Sven Rittelmeyer, from the European Policy Centre (EPC), anoother think-tank in Brussels, said: "From a German point of view, it is difficult to accept proposals as they are. Germans need to see the French make an effort [to move closer to Germany's economic model]".-Common objectives-Vimont and Rittelmeyer said "Macron knows Germany's red lines" and that both sides knew that "it [the new EU programme] has to be a compromise.""Macron is aware that he needs Germany and Germany is aware it has to work with France, and that France has to continue changing," Rittelmeyer said.He warned that focusing on the eurozone could be "dangerous", however.Rittelmeyer said that German "enthusiasm" for Macron had "cooled" in the months that followed the initial euphoria over his defeat of Marine Le Pen, a far-right adversary."The Germans have realised what Macron wants, and they have a defensive reflex," Rittelmeyer said. "They see that it [Macron's vision] will require efforts [to change] by Germany, are they are not all ready to make those efforts.""The risk is that … France gives the momentum and then Germany goes on the defensive, but doesn't really say what it expects from France," he added. For Rittelmeyer, Macron and Merkel need to find a common objective that goes beyond eurozone reform. But they would have to take each other's differences into account, as well as those of other member states, in any broader plan.-Crucial times-In EU history, "incentives and first ideas usually come from these two countries, but then they have to be supported by the others and they need to create coalitions of the willing," Vimont said.He said that some of the more recent EU members, in central and eastern Europe, were worried that France and Germany would leave them in the EU sidelines after the UK, which used to keep the Franco-German bloc in check, departed the Union.Vimont said: "Germany understands these concerns and is eager to keep the door open as much as possible."But he said that France had always had "a tradition with lots of ideas about a core or a two-tier Europe".Macron himself recently revived the idea of a multi-speed EU.The French leader, a young newcomer, has a different agenda to the German chancellor, who is seeking a fourth and possibly final mandate.Macron wants to use EU reforms to establish himself as a statesman, while Merkel is thinking of her European legacy. But Vimont said "they know that the times we are living through are crucial for the future of Europe"."They need to find an understanding," he said.

Vatican denounces ousted auditor who says he was forced out-[The Canadian Press]-YAHOONEWS-September 24, 2017

VATICAN CITY — The Vatican on Sunday revealed the reason behind the hasty departure of its auditor general, accusing him of having illegally hired a firm to spy on the private lives of Vatican personnel. The Vatican made the revelation after Libero Milone broke three months of silence to declare that he resigned under threat of arrest for what he said were trumped-up charges.Milone told reporters Saturday that he was told on June 19 that Pope Francis had lost confidence in him. He said he was subsequently subject to an "aggressive" interrogation by Vatican police who seized material from his office and told him to resign or face arrest."They wanted me to confess to something. I don't know what, because I acted within the confines of the statute," he told Sky TG24 and other media. In a statement, the Vatican admitted that Libero Milone resigned in June after Vatican investigators determined his office had "illegally hired an outside company to conduct investigations into the private lives of Holy See personnel."The Vatican said Milone had exceeded his mandate, freely tendered his resignation and was treated with full respect by investigators. It said it was "surprised and saddened" that Milone had violated the terms of his departure, which had called for confidentiality.Milone's resignation had raised eyebrows because he was only two years into a five-year term, and had been seen as a key part of Francis' efforts to reform the Vatican's finances. Along with Cardinal George Pell, he was tasked with overseeing the Holy See's budgets and making sense of the finances of the Vatican's various departments.Pell recently returned to his native Australia to face trial on historic sex abuse allegations, which he denies. His secretariat for the economy, which includes Milone's office, is being run by underlings for now. Milone said he didn't exclude a connection between his removal and Pell's departure, suggesting that the Vatican's "old guard" was trying to stymie their reforms.Nicole Winfield, The Associated Press.

UN council to discuss report calling on Canada to address anti-black racism-[The Canadian Press]-YAHOONEWS-September 25, 2017

NEW YORK — The UN Human Rights Council is set to discuss a report on issues affecting African-Canadians that makes recommendations to the federal government, including that it apologize for slavery and consider providing reparations for historical injustices.A UN working group will submit its final report on the human rights situation of people of African descent in Canada to the council Monday based on its consultations with government officials and interest groups during an October 2016 mission to Ottawa, Toronto, Halifax and Montreal. Some report findings released in August raised deep concerns about Canada's legacy of anti-black racism, which traces its origins to slavery in the 16th century and reverberates into the present day."History informs anti-black racism and racial stereotypes that are so deeply entrenched in institutions, policies and practices, that its institutional and systemic forms are either functionally normalized or rendered invisible, especially to the dominant group," the UN officials wrote."This contemporary form of racism replicates the historical ... conditions and effects of spatial segregation, economic disadvantage and social exclusion."Slavery was abolished in the British colonies in the 1830s.The working group laid out dozens of recommendations to redress past and present wrongs affecting African-Canadians, the first among which calls on the Canadian government to apologize for slavery and consider issuing reparations."It is important to underline that the experience of African Canadians is unique because of the particular history of anti-black racism in Canada," the report said. "(The government of Canada should) take concrete steps to preserve the history of enslavement and the political, social and economic contributions of African Canadians by establishing monuments in their honour." The report draws a through-line between Canada's history of racial segregation to the structural racism that "lies at the core" of many Canadian institutions today, manifesting itself in the form of poverty, health problems, low educational attainment, higher rates of unemployment and overrepresentation if African-Canadians in the criminal justice system. This history is particularly poignant in Nova Scotia, where over the course of generations, African-Nova Scotian have demonstrated "resistance and resilience" to develop a distinct culture, the report said.In Halifax, the community of Africville thrived despite "the harshest opposition," the report said, and most of its residents were landowners. The working group said city officials employed "deplorable tactics" to displace Africville's black residents when the neighbourhood was razed in the late 1960s, marking a "dark period" in Nova Scotian history. The city offered a formal apology in 2010 and allocated $3 million to build a museum on the site, which members of the working group welcomed as a recognition of  its significance to the African-Nova Scotian community.Socioeconomic conditions in African-Nova Scotian communities remain "deplorable," they said, and the provincial government is falling short in its efforts to establish land titles for the descendants of the black loyalists. The authors appealed to the federal government to provide financial support to help claimants cover the costs involved in resolving land disputes, centuries after their ancestors were denied title to the rocky plots where they settled. The report also suggested that Ottawa work with provincial and municipal authorities to develop legislation regarding what it called "environmental racism" — the risks created by environmental hazards like landfills, waste dumps and pollutants that are disproportionately situated near black communities. The Nova Scotia Human Rights Commission is expect to address the UN report on Monday. At the national level, the working group said the Canadian government should develop a strategy to address anti-black racism in the criminal justice system.Between 2005 and 2015, the number of black inmates in federal prisons rose by more than 71 per cent, the report said. The authors were troubled by statistics suggesting that black people are "extraordinarily overrepresented" when it comes police use of lethal force, and noted that the lack of race-based data about these incidents makes its difficult to assess the scope of the problem.Racial profiling is "endemic" in strategies used by Canadian law enforcement, the working group said, and called for practices they said disproportionately affect black Canadians — such as street checks and solitary confinement — to be abolished. The report recommended the creation of a federal department of African-Canadian affairs and create special measures to compensate for the impacts of discrimination, such as targeted hiring policies similar to those for Indigenous Peoples. It said existing federal anti-discrimination legislation relies on terms such as "visible minority" that obscure the degrees of disparity faced by different ethnic groups and fails to fully account for the specific human rights concerns of African-Canadians.The working group encouraged federal lawmakers to legally recognize African-Canadians as a distinct group "who have made and continue to make profound economic, political, social, cultural and spiritual contributions to Canadian society."The Canadian Press.

North Korea accuses U.S. of declaring war, says can take countermeasures-[Reuters]-YAHOONEWS-September 25, 2017

(Reuters) - North Korea's foreign minister said on Monday that U.S. President Donald Trump had declared war on North Korea and that Pyongyang reserves the right to take countermeasures, including shooting down U.S. strategic bombers even if they are not in the country's air space."The whole world should clearly remember it was the U.S. who first declared war on our country," Foreign Minister Ri Yong Ho told reporters in New York."Since the United States declared war on our country, we will have every right to make countermeasures, including the right to shoot down United States strategic bombers even when they are not inside the airspace border of our country."Ri, who made the remarks before leaving New York where he had attended last week's U.N. General Assembly, made the statement then returned from his car to the press microphones to add: "In light of the declaration of war by Trump, all options will be on the operations table of the supreme leadership of the DPRK (Democratic Peoples Republic of Korea)."His words echoed warnings from the Trump administration that all options were on the table in dealing with North Korea's nuclear and missile development and its threats to have a weapon capable of reaching the continental United States. On Saturday, Ri told the U.N. General Assembly that targeting the U.S. mainland with its rockets was inevitable after "Mr Evil President" Trump called Pyongyang's leader a "rocket man" on a suicide mission."Just heard Foreign Minister of North Korea speak at U.N. If he echoes thoughts of Little Rocket Man, they won't be around much longer!" Trump said on Twitter late on Saturday.North Korea has pursued its missile and nuclear programs in defiance of international condemnation and sanctions.(Reporting by Michelle Nichols in New York; Writing by Doina Chiacu; Editing by David Brunnstrom and Grant McCool)

Myanmar officials: Insurgents killed 45 Hindu villagers-[The Canadian Press]-YAHOONEWS-September 25, 2017

YANGON, Myanmar — Myanmar officials said Monday they have discovered at least 45 slain Hindus in three mass graves in the Southeast Asian country's conflict-torn northern Rakhine state. The government blames Muslim insurgents for the killings. Two of the graves were found Sunday and contained the bodies of 20 females and eight males, Border Guard Police Maj. Zayar Nyein said. The government's Information Committee said on its Facebook page that all eight males were boys, including six who were under 10 years old.It said another mass grave was discovered 200 metres (200 yards) away on Monday that contained the bodies of 17 more Hindu villagers.Police blame the Arakan Rohingya Salvation Army insurgent group, or ARSA. Security forces say the bodies are among about 100 Hindus missing since ARSA attacked at least 30 police outposts Aug. 25.There was no immediate way to independently verify the government's assertions.A government crackdown that followed the attacks left more than 200 Rohingya Muslim villages burned and sent at least 420,000 Rohingya fleeing into Bangladesh. The government has said most of the hundreds of people who were killed were insurgents. The Information Committee said the bodies were found in Yebawkya village of Maungdaw township, which was hardest hit by the violence. It said a Hindu man who lived in the village and has since fled to Bangladesh told a local leader that ARSA insurgents took about 100 Hindus from the village and killed all of them except for eight women who were forced to convert to Islam and brought to Bangladesh. The committee said nearby residents searched and found the pits holding the bodies in the northwest part of the village. The Associated Press.

Russian air strikes in Syria's Idlib kill 27 civilians: monitor-[AFP]-YAHOONEWS-September 25, 2017

Beirut (AFP) - Russian air strikes on northwest Syria's mainly jihadist-controlled province of Idlib on Monday killed at least 27 civilians, a Britain-based monitor said. The Syrian Observatory for Human Rights said it was the highest civilian death toll in Idlib since the region was designated in May as one of Syria's "de-escalation" zones under an accord between regime allies Russia and Iran, and rebel backer Turkey."The air raids struck several locations and villages in the Jisr al-Shughur area of the province bordering Turkey, leaving 27 dead among civilians, 10 of them children," Observatory chief Rami Abdel Rahman told AFP.After several months of calm, Idlib province has for the past two weeks been the target of heavy air strikes by the regime and its Russian allies, following a jihadist assault in neighbouring Hama province also covered by the de-escalation accord for Syria's war that has cost more than 330,000 lives since 2011.

Palestinian PM to visit Gaza for reconciliation efforts-[AFP]-Shatha Yaish with Adel Zaanoun in Gaza City-YAHOONEWS-September 25, 2017

Jerusalem (AFP) - Palestinian prime minister Rami Hamdallah will travel to Gaza on October 2 as part of a fresh push to end a decade-long split between Fatah and Hamas, which runs the enclave, his government said Monday. The visit follows concessions by Islamist group Hamas after discussions with Egypt, which has urged it to take steps towards reconciliation with Palestinian president Mahmud Abbas's Fatah, based in the occupied West Bank.Fatah and Hamas have been divided for more than a decade, with separate administrations in the West Bank and Gaza Strip."Prime minister Rami Hamdallah has decided after consulting with president Mahmud Abbas that the government will hold its weekly meeting in Gaza next week," government spokesman Yusuf Al Mahmoud said in a statement published by official Palestinian news agency WAFA."Hamdallah and members of the government will arrive in Gaza next Monday to start taking over government responsibilities after Hamas announced its agreement to dissolve the administrative committee and enable the government to assume its full responsibilities."Hamdallah, who is not believed to have travelled to Gaza since 2015, also wrote about the visit on his Facebook page."I am heading to the beloved Gaza Strip next Monday with the government and all bodies, authorities and security services," he wrote."We hope all parties and all Palestinians will focus on the national interest to enable the government to continue carrying out all of its functions in a way which serves the Palestinian citizens first."Hamas said a week ago that it had agreed to steps towards resolving the split with Abbas's Fatah, announcing it would dissolve a body seen as a rival government -- known as the administrative committee -- and was ready to hold elections. The statement came after Hamas leaders held talks with Egyptian officials and with the Gaza Strip facing a mounting humanitarian crisis. The UN envoy for the Middle East peace process, Nickolay Mladenov, urged the two factions not to "miss this last opportunity to bring unity"."Everybody recognises that the situation in which Gaza's humanitarian problems risk exploding is extremely dangerous for everyone," he said on a visit to Gaza on Monday."If we miss this opportunity, I don't think another opportunity will come anytime soon."- Egyptian pressure -It remains unclear whether the steps will result in further concrete action towards ending the deep division with Fatah.Hamas for now continues to run a de facto separate administration in Gaza and is in charge of the security forces in the enclave.Previous attempts to resolve the split have repeatedly failed. The last attempt at forging a unity government fell apart in 2015, with the two sides exchanging blame. Both Hamas and Fatah are signalling caution. On Monday, Hamas spokesman Fawzi Barhum said "we welcome the arrival of the government of consensus to the Gaza Strip, but it must reassure the Palestinian street through practical steps".Ahmed Majdalani, a senior figure in the Fatah-dominated Palestine Liberation Organisation, said Egyptian officials will also travel to Gaza to monitor how the government assumes its duties there.Hamas has run Gaza since 2007, having seized it in a near civil war from Fatah following a dispute over parliamentary elections won by the Islamist movement the previous year.It formed the administrative committee in March, and since then Abbas has sought to put further pressure on the Islamist movement, reducing electricity payments for the Gaza Strip and cutting salaries for public employees. The West Bank and Gaza have not participated in an election together since 2006.Abbas, whose term was meant to end in 2009, has remained in office with no election held. The Gaza Strip has meanwhile faced deteriorating humanitarian conditions, including a severe electricity crisis and a lack of clean water. The coastal enclave of some two million people also has one of the world's highest unemployment rates and has seen three wars with Israel since 2008.It has been under an Israeli blockade for around a decade, while its border with Egypt has also remained largely closed in recent years.Facing those conditions, Hamas has turned to Egypt for assistance, particularly for fuel to produce power and with hopes of opening the border -- and has faced pressure to take steps toward Palestinian reconciliation in return.

UAE to open Arab Gulf's first nuclear reactor in 2018-[AFP]-YAHOONEWS-September 25, 2017

Abu Dhabi (AFP) - The United Arab Emirates on Monday announced plans to open a nuclear power plant next year, in what would be a first for the emirate and the Arab Gulf region. The $20-billion Barakah plant west of Abu Dhabi is being constructed by a consortium led by Korea Electric Power Corp."We have reached the advanced stages," UAE Energy Minister Suhail Mohammed al-Mazrouei said.Mazrouei said the first of four UAE nuclear reactors was 96 percent complete and would "definitely" start up next year after delays following safety checks. He gave no exact date. When fully operational, the four reactors will produce 5,600 megawatts of electricity.Mazrouei said that "clean" energy was slated to make up 27 percent of the UAE's energy sources by 2021.The oil-rich UAE aims to continue diversifying toward its goal of 50-percent clean energy by 2050.Mazrouei announced that Abu Dhabi would soon host another first of its kind for the Gulf region: the International Ministerial Conference on Nuclear Power in the 21st Century. The three-day conference starting October 30 would be organised by the International Atomic Energy Agency and discuss challenges related to nuclear power as well as innovations and technological advances.Representatives from around 150 countries are expected to attend.
