Body of India rape victim cremated in New Delhi

NEW DELHI (Reuters) - The body of a woman, whose gang rape provoked protests and rare national debate about violence against women in India, arrived back in New Delhi on Sunday and was cremated at a private ceremony.Scuffles broke out in central Delhi between police and protesters who say the government is doing too little to protect women. But the 2,000-strong rally was confined to a single area, unlike last week when protests raged up throughout the capital.Riot police manned barricades along streets leading to India Gate war memorial - a focal point for demonstrators - and, at another gathering point - the centuries-old Jantar Mantar - protesters held banners reading "We want justice!" and "Capital punishment".Most sex crimes in India go unreported, many offenders go unpunished, and the wheels of justice turn slowly, according to social activists, who say that successive governments have done little to ensure the safety of women.The unidentified 23-year-old victim of the December 16 gang rape died of her injuries on Saturday, prompting promises of action from a government that has struggled to respond to public outrage.The medical student had suffered brain injuries and massive internal injuries in the attack and died in hospital in Singapore where she had been taken for treatment.She and a male friend had been returning home from the cinema, media reports say, when six men on a bus beat them with metal rods and repeatedly raped the woman. The friend survived.New Delhi has the highest number of sex crimes among India's major cities, with a rape reported on average every 18 hours, police figures show. Reported rape cases rose by nearly 17 percent between 2007 and 2011, according to government data.Six suspects were charged with murder after her death and face the death penalty if convicted.In Kolkata, one of India's four biggest cities, police said a man reported that his mother had been gang-raped and killed by a group of six men in a small town near the city on Saturday.She was killed on her way home with her husband, a senior official said, and the attackers had thrown acid at the husband, raped and killed her, and dumped her body in a roadside pond.Police declined to give any further details. One officer told Reuters no criminal investigation had yet been launched.

The leader of India's ruling Congress party, Sonia Gandhi, was seen arriving at the airport when the plane carrying the woman's body from Singapore landed and Prime Minister Mannmohan Singh's convoy was also there.A Reuters correspondent saw family members who had been with her in Singapore take her body from the airport to their Delhi home in an ambulance with a police escort.Her body was then taken to a crematorium and cremated. Media were kept away but a Reuters witness saw the woman's family, New Delhi's chief minister, Sheila Dikshit, and the junior home minister, R P N Singh, coming out of the crematorium.The outcry over the attack caught the government off guard. It took a week for the prime minister to make a statement, infuriating many protesters. Last weekend they fought pitched battles with police.Issues such as rape, dowry-related deaths and female infanticide rarely enter mainstream political discourse.Analysts say the death of the woman dubbed "Amanat", an Urdu word meaning "treasure", by some Indian media could change that, though it is too early to say whether the protesters can sustain their momentum through to national elections due in 2014.U.N. Secretary General Ban Ki-Moon added his voice to those demanding change, calling for "further steps and reforms to deter such crimes and bring perpetrators to justice".Commentators and sociologists say the incident earlier this month has tapped into a deep well of frustration many Indians feel over what they see as weak governance and poor leadership on social issues.

Approaching comet may outshine the moon

(Reuters) - A comet blazing toward Earth could outshine the full moon when it passes by at the end of next year - if it survives its close encounter with the sun.The recently discovered object, known as comet ISON, is due to fly within 1.2 million miles (1.9 million km) from the center of the sun on November 28, 2013 said astronomer Donald Yeomans, head of NASA's Near Earth Object Program at the Jet Propulsion Laboratory in Pasadena, Calif.As the comet approaches, heat from the sun will vaporize ices in its body, creating what could be a spectacular tail that is visible in Earth's night sky without telescopes or even binoculars from about October 2013 through January 2014.If the comet survives, that is.Comet ISON could break apart as it nears the sun, or it could fail to produce a tail of ice particles visible from Earth.Celestial visitors like Comet ISON hail from the Oort Cloud, a cluster of frozen rocks and ices that circle the sun about 50,000 times farther away than Earth's orbit. Every so often, one will be gravitationally bumped out from the cloud and begin a long solo orbit around the sun.On September 21, two amateur astronomers from Russia spotted what appeared to be a comet in images taken by a 16-inch (0.4-meter) telescope that is part of the worldwide International Scientific Optical Network, or ISON, from which the object draws its name.
"The object was slow and had a unique movement. But we could not be certain that it was a comet because the scale of our images are quite small and the object was very compact," astronomer Artyom Novichonok, one of the discoverers, wrote in a comets email list hosted by Yahoo.Novichonok and co-discoverer Vitali Nevski followed up the next night with a bigger telescope at the Maidanak Observatory in Uzbekistan. Other astronomers did likewise, confirming the object, located beyond Jupiter's orbit in the constellation Cancer, was indeed a comet."It's really rare, exciting," Novichonok wrote.Comet ISON's path is very similar to a comet that passed by Earth in 1680, one which was so bright its tail reportedly could be seen in daylight.
The projected orbit of comet ISON is so similar to the 1680 comet that some scientists are wondering if they are fragments from a common parent body."Comet ISON…could be the brightest comet seen in many generations - brighter even than the full moon," wrote British astronomer David Whitehouse in The Independent.In 2013, Earth has two shots at a comet show. Comet Pan-STARRS is due to pass by the planet in March, eight months before ISON's arrival.NASA's Mars Curiosity rover may be able to provide a preview.Comet ISON is due to pass by the red planet in September and could be a target for the rover from its vantage point inside Gale Crater.The last comet to dazzle Earth's night-time skies was Comet Hale-Bopp, which visited in 1997. No end to Syria war if sides refuse to talk: envoy

AZAZ, Syria/CAIRO (Reuters) - The international peace negotiator for Syria pleaded with outside countries on Sunday to push the warring parties to the table for talks, warning that the country would become a failed state ruled by warlords unless diplomacy is given a chance.Lakhdar Brahimi, who inherited the seemingly impossible task of bringing an end to the war after his predecessor Kofi Annan resigned in frustration in July, has launched an intensified diplomatic campaign to win backing for a peace plan.He spent five days this week in Damascus, where he met President Bashar al-Assad. On Saturday he visited Assad's main international backers in Moscow, and on Sunday he travelled to Cairo, where President Mohamed Mursi has emerged as one of Assad's most vocal Arab opponents."The problem is that both sides aren't speaking to one another," he said. "This is where help is needed from outside."Brahimi's peace plan - inherited from Annan and agreed to in principle in Geneva in June by countries that both oppose and support Assad - has the seemingly fatal flaw of making no mention of whether Assad would leave power.The Syrian leader's opponents - who have seized much of the north and east of the country in the past six months - say they will not cease fire or join any talks unless Assad goes and have largely dismissed Brahimi's initiative.But Brahimi says the plan is the only one on the table, and predicts "hell" if countries do not push both sides to talk.
"The situation in Syria is bad, very, very bad, and it is getting worse, and the pace of deterioration is increasing," Brahimi told reporters."People are talking about Syria being split into a number of small states ... This is not what will happen. What will happen is Somalization: warlords." Somalia has been without effective central government since civil war broke out there in 1991.More than 45,000 people have been killed in Syria's 21-month war, the longest and deadliest of the revolts that began sweeping the Arab world two years ago.The rebels are mainly from the Sunni Muslim majority, fighting against Assad, a member of the Shi'ite-derived Alawite minority sect, giving the war a dangerous sectarian dimension.The rebels increasingly believe that their military successes of the past half year are bringing victory within reach. But Assad's forces still hold the densely-populated southwest of the country, the main north-south highway and the Mediterranean coast in the northwest.The government also holds airbases scattered throughout the country, and has an arsenal including jets, helicopters, missiles and artillery that the fighters cannot match.
ASSAD FORCES SEIZE HOMS DISTRICT
Government troops scored a victory on Saturday after several days of fighting, seizing a Sunni district in Homs, a central town that controls the vital road linking Damascus to the coast.Opposition activists said on Sunday that many people had been killed in the Deir Baalbeh district after it was captured, although it was not immediately possible to verify claims that a "massacre" had taken place. The opposition Syrian Network for Human Rights said it documented the summary execution of 17 men."They were young and old, mostly refugees who had fled to Deir Baalbeh from central parts of Homs," it said in a statement. Footage taken by activists showed the bodies of eight men with what appeared to be bullet wounds in the face and head.
With severe restrictions by Syrian authorities on independent media in place since the revolt broke out in March last year, the footage could not be confirmed.Najati Tayyara, a veteran opposition campaigner from Homs in contact with the city, told Reuters residents believed the death toll was as high as 260, although the area was sealed off by government forces and allied militia."I am afraid that we have seen a massacre in Deir Baalbeh and a military setback for the rebels because of their lack of organization. They have been in need of ammunition for a long time and it finally ran out," he said."Communications are difficult and we are trying to piece together what happened in Deir Baalbeh. We so far know that regime forces went in after the rebels retreated and summarily executed dozens of people, including civilians."Tayyara said the fall of Deir Baalbeh undermined supply lines to rebel held areas inside the city.Bilal al-Homsi, an opposition activist in Old Homs, said MiG warplanes bombarded the area overnight and medium range rockets and hit the area of al-Khalidiya, a rebel-held Sunni district.In the north, opposition activists said fighters had surrounded an air defense base near Aleppo airport, south of the contested city. Fighting raged in the area and warplanes bombed rebel positions near the base to try and break the siege.In the northern city of Azaz, where activists said 11 people were killed when air strikes destroyed six homes, gravediggers were already digging graves for whichever victims will be next."We know the plane is coming to hit us, so we're being prepared," said Abu Sulaiman, one of a few men digging at the Sheikh Saad cemetery."Massacres are happening. We're putting every two or three bodies together. We've been working and digging since 6 in the morning. We're going to dig 10 new graves today," he said."We're preparing them. Maybe we'll be buried in them."
Fida, a 15-year-old girl in a green scarf and purple coat looked on as her father shoveled dirt from the gravesite. The dead from the previous day's attacks included friends she recognized when their shrouds were pulled back."Yesterday was the first time I uncovered blankets to discover that my friends had died," she said, as young children near the cemetery played hopscotch on the streets and kicked stones about.
"I was just about to go visit them about a half hour before the strike hit," she said. Reports: Russia sends another naval ship to Syria

MOSCOW (AP) — Russian news agencies say the navy is sending another ship to the Syrian port of Tartus, where Russia has a naval base.The reports Sunday by the ITAR-Tass and Interfax news agency cited an unidentified official in the military general staff as saying the Novocherkassk, a large landing ship, has set sail from the Black Sea port of Novorossiisk. The ship is expected to arrive in the Tartus area in early January.The reports gave no information on the ship's intent. But Russian diplomats have said that Moscow is preparing a plan to evacuate thousands of Russians from Syria if necessary. The Defense Ministry announced two weeks ago that several ships were being dispatched to the Mediterranean.

Abbas: Israel reduced security cooperation

JERUSALEM (AP) — The Palestinian president has claimed Israel has reduced its security cooperation with Palestinians in the West Bank to protest the successful bid for upgraded status at the United Nations, in an interview published Friday.Israel's military denied the charge, saying security cooperation continues.
Mahmoud Abbas said Israeli soldiers have started entering West Bank cities without Palestinian coordination. He spoke in a meeting with a dovish Israeli lawmaker and Israel's daily Haaretz.An Abbas aide, Tayeb Abdel Rahim, said Israel's army detained 200 Palestinian officers in recent months, mostly for short interrogations.Israeli defense officials responded Friday that soldiers enter Palestinian cities only when they think Palestinians are not providing enough support. They spoke anonymously in line with government regulations.Israel earlier suggested the possibility of reducing security cooperation in retaliation for the Palestinian U.N. campaign.Abbas also reiterated his longstanding threat to dismantle the Palestinian Authority, which he believes would leave Israel responsible for governing the West Bank's Palestinians.
Critics say Abbas is unlikely to follow through on the threat and may be using it as a pressure tactic. Tens of thousands of Palestinian civil servants and security forces rely on the Palestinian Authority for their livelihood, and the Palestinian Authority is the keystone of a series of partial peace accords with Israel that benefit the Palestinian economy and influence other aspects of life.

Morsi: The new Pharaoh or a beacon of democracy?

So will there be democracy in Arab countries? That would seem unlikely in the immediate future.

We have again witnessed intense protests in Egypt following President Mohamed Morsi’s expanding his sphere of authority by issuing new decrees within the framework of constitutional amendments.

Alarmed by Morsi’s expansion of his powers, people have again expressed their unease by holding protests in Tahrir Square.

So why did Morsi resort to this new constitutional arrangement? Is he looking to make a gentle transition to a new period of dictatorship? Or is Morsi justified in his actions? We saw a deeply rooted dictatorship in Egypt over the past few decades. Like all well-rooted autocracies, the Mubarak regime had branches all over Egypt. But what happened to these branches following the removal of Hosni Mubarak? We have seen how influential figures from Mubarak’s system (and who have been of little assistance in Egypt’s transition to democracy) were openly favored and have an enjoyed an unofficial and unspoken immunity. It would perhaps have been unreasonable to expect powerful and poisonous cliques dating back decades to disappear overnight.

The camel charges against the protestors in Cairo are certainly one of the more unforgettable images of the public uprising in Egypt.

Those accused of responsibility in that action, in which several people lost their lives, were brought before the courts, but no convictions followed. So was Morsi, who clearly realized that the judiciary was not be trusted, expected to keep silent in the face of this? Of course not. Morsi took the steps required of him by the crowds protesting the release of the suspects in the camel charge incident and intervened in a system that had been corrupt for years. Whichever country it may be, any member of the forces involved in regime change has always had to take action in order to get rid of elements of the old regime, and put the new one on a proper footing.

Bearing in mind the punishments meted out to remnants of the opposition in Marxist coups and transitions to communist regimes in the past, Morsi is in fact treating his own opposition with a great deal of moderation and again looking for a solution via constitutional means.

An unfinished regime prepares the way for the sudden end of renewal. I am not for the moment unduly worried as Morsi needs more time and power to correct the deeply flawed structure he has inherited; bear in mind that Egypt under Mubarak was an autocratic dictatorship, and it is unrealistic to expect the deeply entrenched apparatus of that dictatorship to merely walk away from its decadeslong grasp on power with a smile and a cheerful wave goodbye.

So will there be democracy in Arab countries? That would seem unlikely in the immediate future. In order for there to be a sound democracy in these countries, the conservative masses need to be told that democracy is compatible with Islam, that it does not reject Islam and that it is a guarantee for those who believe in a secular system.

The Koranic verse “There is no compulsion in religion” is the greatest backing for secularism. Allah reveals in the Koran that, “To you your religion and to me mine. I’m not going to believe what you believe and you won’t believe what I believe.”

Therefore, the supposedly theological pretext for forcing someone who does not wish to be a Muslim to convert is eliminated.

When these countries can guarantee to their peoples that they will maintain their religious structures when they are democratic and secular, then we will see that a democracy in which everyone is equal is indeed possible.

Vultures pick at visitors' cars in Fla. Everglades

HOMESTEAD, Fla. (AP) — Visitors to parts of Everglades National Park are getting tarps and bungee cords to make their vehicles less delectable to vultures.Migrating vultures have developed a habit of ripping off windshield wipers, sunroof seals, and other rubber and vinyl vehicle parts. Visitors to the park's Homestead and Flamingo entrances are loaned "anti-vulture kits" to protect their vehicles.Park wildlife biologist Skip Snow tells The Miami Herald (http://hrld.us/WQkfgB) that the vultures are migrating as normal. It's just not clear why the birds are picking at parked cars and trucks. Park employees have tried to scare away the vultures, but nothing has worked.Park Superintendent Dan Kimball says complaints about the vultures have declined since employees began distributing the tarps and bungee cords last year.

Winter storm cancelling flights, dumping snow on Maritimes


The Maritime provinces are grappling with heavy snowfall, blowing snow and rain that has knocked out power and grounded flights today at the Halifax International Airport.Environment Canada says the nor’easter has brought about 20 centimetres of snow to parts of New Brunswick, while Prince Edward Island can expect about 15 to 20 centimetres by day’s end.Northern Nova Scotia is expected to see about 20 centimetres of snow while blowing snow warnings have been issued for much of the province.
Meteorologist Andy Firth says the snow changed to rain in Halifax northeast to New Glasgow as the day went on, but it’s expected to change back to snow as the low pressure system tracks towards Cape Breton.
About 2,000 customers were without power in Nova Scotia as of this afternoon, while about 1,200 people were waiting for their power to be restored in Bouctouche, N.B.The storm is expected to hit Newfoundland and Labrador on Monday, with wind warnings in effect for southern parts of the island and up to 45 centimetres of snow in the forecast for eastern Labrador.Meanwhile, a separate storm is expected to bring heavy snowfall and high winds to eastern Quebec today. Forecasts say the Gaspésie and Îles de la Madeleine could get between 15 and 40 centimetres of snow.

Montrealers take snow in stride as storm smashes 1971 record

The last time it snowed this much in Montreal, 17 people died, the Canadiens took the drastic step of cancelling a game and Environment Canada dubbed it the city’s Storm of the Century.As Montreal’s all-time record for snowfall, set in 1971, was broken on Thursday with at least 45 centimetres on the ground by evening, Quebeckers seemed to take the storm in stride, with no deaths reported and a few minor injuries, mainly in car accidents. Environment Canada, which keeps snowfall records back to 1942, predicted up to five more centimetres of snow would fall in Montreal overnight.A storm that killed at least 15 people in the United States and was blamed for the death of a man shovelling snow in Toronto caused widespread travel disruption across the east.While Quebec and Ontario residents were digging out, David Phillips, a senior climatologist with Environment Canada, had his eye on the Atlantic provinces as the storm headed east through Maine.New Brunswick was expected to be hammered by a dangerous mix of snow, ice pellets, rain, wind and fog, while Nova Scotia and Newfoundland were bracing for strong winds on Friday, potentially gusting between 90 km/h and 120 km/h in Nova Scotia and up to 140 km/h along the west coast of Newfoundland. In Montreal, Trudeau Airport closed for 30 minutes to allow snow-clearing crews to catch up. Most flights had already been cancelled or postponed through the afternoon as visibility was reduced to nothing with gusting winds.Several highways also closed due to multi-vehicle fender-benders and the Montreal suburb of Laval gave up on running transit buses. In Montreal, cars were abandoned on busy city streets and a dead calm descended. The city said it would not even try to begin snow removal until Friday morning.“Things are going well in the city, but it’s going to take some time to clean things up,” said Jacques-Alain Lavallée, a spokesman for the city of Montreal. “We want to wait for the snow to stop falling before we start picking it up.”Quebec’s power grid appeared to be holding under the weight of the snow that fell on Thursday, with only a few hundred power outages, mainly due to wind, reported around the province.
