The year 2020 has seen the lowest number of Israelis killed in terrorism or combat in the country’s history — quite likely as a result of the chaos created by the coronavirus pandemic.According to Israel Defense Forces figures, two Israelis — one civilian and one soldier — have been killed this year: Rabbi Shai Ohayon, who was stabbed to death by a Palestinian man in a terror attack outside Tel Aviv in August; and Sgt. First Class Amit Ben-Ygal, who was killed when a Palestinian man threw a rock at his head during an arrest raid in the West Bank in May.

In 2019 — a that which had previously seen the lowest number of security-related deaths — Israel had nine deaths: two soldiers and seven civilians. Sixteen people were killed the year before that.“We are ending a year in which we successfully fulfilled the primary mission of the IDF: providing defense and security. Even though the Trump administration attempted to use it to bolster its appeal in the eyes of conservative and evangelical voters, Israel played no significant role in the 2020 presidential elections. Voters were far more concerned about the economy, COVID-19, healthcare, and racial relations than they were about foreign policy. Still, the elections were critical for the future of US-Israel relations, and more specifically, for the framing of Israel as a partisan issue.Israel became a wedge issue in American politics during the presidency of Barack Obama, and this reality was further solidified during Donald Trump’s term in office. The shift reflects a change in the composition of the Democratic Party and the rise of its progressive faction and, in contrast, the growing influence of Evangelical Christians within the Republican Party. As political and social polarization in the US grew in the last few years, President Trump proactively and repeatedly attempted to make Israel an exclusively Republican commodity. He aligned himself with the positions of Obama’s nemesis, hardliner Prime Minister Benjamin Netanyahu, who was fighting for his political future in a series of national elections and was also embroiled in several corruption scandals. Netanyahu’s domestic initiatives eroded Israel’s democratic norms and institutions, and his calls to annex parts of the West Bank to bolster his electability among right-wing voters threatened to undermine the democratic character of the State of Israel.President Trump supported these initiatives directly or indirectly because they benefitted him politically and, to a large extent, replicated some of his own provocative domestic and foreign policies. Furthermore, Trump openly assisted Netanyahu politically by withdrawing from the Iran nuclear deal, moving the American Embassy to Jerusalem, defunding the Agency for Palestine Refugees in the Near East (UNRWA), closing the Palestinian diplomatic mission in Washington, recognizing Israel’s sovereignty over the Golan Heights, and more recently facilitating the signing of the Abraham Accords.Netanyahu, for his part, reciprocated by supporting Trump’s efforts to attract American Jewish voters and reaffirm the president’s staunch pro-Israel image. For example, at Trump’s urging, Netanyahu prevented Ilhan Omar and Rashida Tlaib, two Democratic members of Congress, from visiting Israel arguing they backed the anti-Israel Boycott, Divestment, and Sanctions (BDS) movement. Netanyahu also met Secretary of State Mike Pompeo a couple of months before the 2020 elections as part of the Secretary’s Middle East diplomatic tour, and Pompeo delivered an address to the Republican National Convention (RNC), recorded while in Jerusalem. Only a few days prior to the elections, Secretary Pompeo announced Jerusalem-born US citizens will be able to choose to enter Israel or Jerusalem as their birthplace. This was but another attempt to score political points for the president in a series of pro-Israel policy shifts.The outcome of the elections shattered this idyllic and symbiotic relationship between the two leaders. Netanyahu was quite hesitant to congratulate President-elect Joe Biden at first and risk alienating Trump who still yields the power of the presidency. Even after Netanyahu congratulated Biden and Vice President-elect Kamala Harris via Twitter, the Israeli prime minister did not address Biden as “president-elect” nor did he point out that Biden had, in fact, won the elections. To soften the blow somewhat, and hedge his bet on Trump just in case, Netanyahu immediately followed-up with a second tweet and thanked the president for his support for Israel and the prime minister personally.To complicate things, Netanyahu and Pompeo’s meeting with Saudi Arabia’s crown prince Mohammed bin Salman in the city of Neom as well as the assassination of Iran’s top nuclear scientist attributed to Israel and possibly supported by the US last week were clear signals to the incoming Biden administration to refrain from rejoining the Iran nuclear agreement. Certainly, this is not the best way to engage the new administration, especially if there is already considerable tension between the two leaders.It is difficult to see how Israel can resume its role as a partisan issue in American politics given the changes in the Democratic and Republican electorate and the policies introduced by the Trump administration in support of Prime Minister Netanyahu and his anti-democratic conduct as well as his hawkish agenda towards the Palestinians and Iran. However, repositioning Israel above any partisan politics in the US and working with both parties is an interest of all sides and, for the Israeli government, it is a vital interest. A strong US-Israel alliance built on renewed American leadership, and reinforced by bipartisan support, can potentially advance the efforts to broker peace across the Middle East and increase regional stability while placating any concerns Israel may have about the Palestinians or the Iranians.Netanyahu must take the first step and work to untangle the partisanship associated with Israel in contemporary American politics by rescinding his objectionable domestic and foreign policies. If this transpires, Biden should respond in kind after taking office for the greater good of both countries. Tuesday marked "safe harbor" day — election results certified by states by this date are viewed as final and any subsequent court challenges are almost certain to be denied. On December 14, state electors will meet and cast their ballots. President Trump has in recent weeks summoned state leaders to the White House with the apparent aim of pressuring them to defy the will of voters and seat their own electors. No legislature has said it would replace its electors. There remains one last-ditch chance for electoral votes to be tossed. On January 6, the Senate and the House will convene to count the electoral votes and officially declare the winner of the election. The joint session of Congress is required by law to ratify presidential results, but also allows "members to object to the returns from any individual state as they are announced," according to the Congressional Research Service (CRS). Procedure calls for Vice President Pence to open each state's "certificate of ascertainment" — documents prepared by the state after it has completed its vote count and ascertained the official results. Once a candidate reaches 270 electoral college votes, Pence will declare the winner.Lawmakers may object to the results — even if it's not their home state — leaving the door open for representatives who support Mr. Trump's unproven claims of widespread election fraud to interrupt the typically ceremonial process. According to a Washington Post survey, only 25 congressional Republicans have acknowledged President-elect Biden's victory. And 222 Republicans — in the House and Senate — will not say who won the election. Some may lodge their objections during the January 6 session. Alabama Congressman Mo Brooks has already said he would challenge Georgia and Pennsylvania's results, claiming flawed election systems, Politico first reported.Utah GOP Senator Mitt Romney called the idea of a congressional challenge to the Electoral College "madness" on Tuesday. "We have a process," he said. "Recounts are appropriate. Going to the court is appropriate. Pursuing every legal avenue is appropriate. But trying to get electors not to do what the people voted to do is madness." The objections only carry weight if they're signed by both a member of the House and Senate. "Objections to individual state returns must be made in writing by at least one Member each of the Senate and House of Representatives," according to CRS. Together, two Trump allies from separate houses, such as Congressman Matt Gaetz and Senator Ted Cruz, could object, for instance. In that case, "the joint session recesses and the two houses separate and debate the question in their respective chambers for a maximum of two hours," according to CRS. Under federal law, each session cannot last more than two hours, "and no member of either house may speak for more than five minutes.""The two houses then vote separately to accept or reject the objection," if both the Senate and the House agree, then that state's votes are tossed and the threshold to electoral victory would shrink. The House is still controlled by Democrats, albeit by a slimmer margin, so even if the GOP-controlled Senate were to reject a state, there's essentially no chance that the House would. According to CRS, lawmakers can object to individual electoral votes and state returns as a whole. Justin Levitt, a constitutional law expert and professor at Loyola Law School, said it's "simply not conceivable" that either chamber would reject any of the electoral votes "because there is no reason to reject any of the votes." So far, there are no GOP senators who have said they would join Brooks' challenge.Votes have been recounted and certified in several battleground states that President Trump continues to contest. Georgia has now reconfirmed Biden's victory for the third time, and, after completing a state canvass and determination of the local recounts, the Wisconsin Election Commission confirmed his win in the state last week. Levitt called any objections on January 6 simply a chance for "political theater." Jason Harrow, executive director and chief counsel at non-profit Equal Citizens, said there are no grounds for an objection because all 50 states have certified their election results, and any objection "will only serve to delay." Hawaii certified its election results on Tuesday, The Associated Press reports, making the 50th state the last to do so. "There could be shenanigans on January 6, but I think that they're theater," Harrow said, echoing Levitt. If objections are voiced, it wouldn't be the first time in recent memory. In the 2017 joint session confirming President Trump's electoral college victory, Democratic House members, led by Sheila Jackson Lee of Texas and Barbara Lee of California, challenged the results, only to be foiled by then-Vice President Biden.Massachusetts Congressman Jim McGovern objected to Alabama's results on the grounds that its electors were not lawfully certified, "especially given the confirmed and illegal activities engaged by the government of Russia, designed to interfere with our election and widespread violations of the voting rights act that unlawfully suppressed thousands of votes in the state of Alabama."Mr. Biden quickly shot down the objection by asking if its written form had been signed by both a member of the House and Senate.When McGovern confirmed that he did not have a senator's support for the challenge, Biden responded, "In that case the objection cannot be entertained," which prompted applause from Republican lawmakers.Several other Democratic lawmakers lodged objections — all unsuccessful — because they, too, did not meet the two-chamber requirement. The New York Times reported at the time that "there was a great desire to witness a fair count, and curiosity was increased by the expectation that the new law would afford some new diversion to the formality of the counting." Over a hundred years later, Congress is still charged with the ultimate count of the electoral votes, practically guaranteeing some politics in the process, usually quickly dispensed with. "We do not have one presidential election on November 3, we have 51 — 50 states and the District of Columbia. You have to think about it that way," Harrow said. "There's no absolute uniformity, we just do the best we can."

Each state is represented by two senators, while representatives are distributed among the states in proportion to the most recent constitutionally mandated decennial census.[5] Additionally, each state is entitled to select a number of electors to vote in the Electoral College, the body that elects the president of the United States, equal to the total of representatives and senators in Congress from that state.[6] Article IV, Section 3, Clause 1 of the Constitution grants to Congress the authority to admit new states into the Union. Since the establishment of the United States in 1776, the number of states has expanded from the original 13 to the current total of 50, and each new state is admitted on an equal footing with the existing states.[7] As provided by Article I, Section 8 of the Constitution, Congress exercises "exclusive jurisdiction" over the federal district, which is not part of any state.
