As Ontario gets set to reopen, self-isolation continues for millions of citizens-[CBC]-May 18, 2020

Millions of Ontarians over the age of 70, as well as people with underlying health conditions, are bracing for a much longer period of self-isolation, even as the rest of the province begins its first phase of reopening this week."Public Health did say stay home and stay indoors, so we took that seriously," said Roger Johnson, a 69-year-old in Ottawa taking care of his 78-year-old partner Matt Hughes, who has early signs of dementia. "Our world is much smaller."Hughes hasn't left the home since March. The same is true of all the couple's friends in the same age group. They are among millions of seniors in Ontario over the age of 70 who have been cautioned that the risks associated with the coronavirus remain high."I call those people every day," said Johnson. "A lot of seniors, they don't have a balcony to go out on. They live in small apartments."Johnson says he'll continue to check in on his friends six months from now if necessary.Doug Ford, Ontario's premier, suggested in April some members of the population may have to self-isolate until a vaccine is found. But last week, Barbara Yaffe,  the province's associate chief medical officer of health, offered better prospects. "I don't think it's realistic to think that they will have to stay home for all that time — I don't think people would want to do that." said Yaffe. "I do think people who have underlying health conditions — particularly immunocompromised people — will have to take special care."That "special care" includes maintaining physical distance, wearing a mask and keeping close tabs on their health, she said.'Trying to calibrate' riskOttawa's Chief Medical Officer Dr. Vera Etches said the future depends on what happens as the province raises restrictions on the general population."We're just trying to calibrate, where we're trying to balance against the increased risk of growing levels of infection as we interact with people more," she said. "That's why we all need to do our part, so that people who are more at risk of a negative outcome will have the opportunity to get out and about again sooner rather than later."Public health and community agencies are now beginning to reach out to those asked to continue self-isolation to determine how well people are coping. Statistic Canada reports there are 1.7 million seniors over 70 in Ontario.  Diabetes Canada estimates more than four million people in the province have, or run the risk of developing, type 1 or type 2 diabetes, one of several chronic health conditions that raise the risk of severe illness and death from COVID-19.Mental, Physical Health -Ottawa has created the Human Needs Task Force, which has been working with seniors, community groups, the Red Cross, and health agencies to undertake some 1,700 wellness checks, deliver food, and create opportunities for people to remain social. Coun. Jenna Sudds, the task force's chair, said it's a big concern that so many people in the community — most on limited incomes — could face more months of self-isolation."I think there are many challenges," she said, noting that many people are not getting access to regular exercise or face-to-face contact with their physicians, which is only part of their general well-being."I think we need to be concerned about people's mental health. Certainly isolation takes a toll."As a senior on a limited income, Johnson said he's also seen the cost of food jump, particularly when limited to food delivery or a single store within walking distance.He said the experience of having to go to multiple stores to find missing items is fraught with fear and frustration over repeated experiences being near others not wearing masks or not taking rules of physical distancing seriously enough.'Making sure they're protected'Assessing the needs of people like Johnson has been the focus of a survey by community groups like the Glebe Centre's Abbotsford Community Support in Ottawa."We want to make sure that they're protected," said Karen Anne Blakely, its community services director.The centre surveyed the people already accessing services before the pandemic, and found about a third requested help including wellness checks, and help with getting groceries. But they decided to cast the net broader this week."Those people who are living alone and may have thought that they could be just fine for a few weeks," she said. "Now that we're moving on to eight weeks, people are finding it a little more difficult."'We all help each other'The centre has tripled the number of people making wellness calls. Volunteers are helping to put together food hampers, making deliveries, helping to facilitate virtual classes, and making social calls using the old-fashioned phone.On a 10-person call arranged by the centre on Friday, CBC heard from participants who said the connection has been critical to remaining positive through self-isolation.They talked about missing hugs from their grandchildren or having lunch with friends at the community centre. "I think we all try to help each other," said one caller, Frances Eisert. "It's very very helpful." "Because being with other people is what I miss the most," added Brian Bodely.

Former Snowbirds commander, team member confident in safety of plane-[CBC]-May 18, 2020

A former Snowbirds commander and team member say even though the planes the team flies — the Canadian-built CT-114 Tutors — are close to 60 years old, they have no concerns about their safety. "There isn't a better jet that exists today to be able to do the Snowbirds' mission and I really feel strongly about that," says Robert Mitchell, who led the team in 2007 and 2008.The former Snowbirds commander says the team's alumni are pulling together to support the current team after one member died and another was injured in a crash in Kamloops on Sunday. It is not yet known what caused the plane to fall from the sky.Mitchell, however, is well aware of the previous tragedies that have befallen the Snowbirds. 'Shared horror'In his first year as commander, just before the first performance of 2007, his second pilot, Capt. Shawn McCaughey of Quebec, died in a crash.McCaughey was practising for an air show at the Malmstrom Air Force Base in northern Montana.A military report later concluded that McCaughey's seatbelt came unfastened as he was steering his plane through a roll, causing him to fall out of his seat and lose control of the plane."I can't help but think about my teams in 2007 when there was a crash … that shared horror," he said on Sunday from his home in North Vancouver.Robert Mitchell said though that he has never doubted the utility of the Tutor jets and although it has yet to be determined what caused this latest crash, Mitchell believes the planes are safe and should continue to be flown."The age of plane is somewhat irrelevant because if the airplane and the components of the airplane are kept up to date then there really is no question," he said.Mitchell said the planes undergo a rigorous maintenance program."The airplane is almost entirely disassembled and rebuilt up and so I never had any question about the airplanes."That confidence has not been unequivocally shared though as reports from Ottawa show a desire for a plan to replace the planes, eventually.The 1960s-era jets were set to retire in 2010, but that date was extended 10 years, despite an internal 2003 report that warned of escalating technical, safety and financial risks and urged the fleet be replaced "immediately."A report from the fall of 2014 cleared the fleet as "technically airworthy," but noted "significant" concerns, including some caused by financial restraints.In 2016, the Department of National Defence studied the feasibility of keeping the Canadian-built CT-114 Tutors in operation until 2025 and 2030, despite some "significant concerns" about the aircraft.David McNair, a former member of the air force who also worked as an investigator for the Transportation Safety Board, says the plane is robust and that there are even older planes being flown in Canada successfully, but not like the Tutors."There are planes around that are older, but typically those planes aren't subjected to a lot of vertical forces," he said. "It's a difficult thing to maintain an airplane that's getting older."One of the major obstacles to replacing the planes outright is cost. A procurement tender from 2015 put the cost between $500 million and $1.5 billion.'We all know the risks'Mark Miller, who has worked with the team and made documentaries about the program, said the latest crash is another shock to the Snowbirds community. There have been seven pilots and one passenger killed, as well as several aircraft lost over the course of the Snowbirds' history.But like Mitchell, Miller also believes in the planes, how well they are maintained, and that pilots will continue to safely fly them."Aviation is a funny business … we all know the risks, we all know the dangers, yet we all still strap into airplanes and we all go flying knowing that. 2 provinces, 2 approaches for 'travel corridor' to Magdalen Islands-[CBC]-May 18, 2020

New Brunswick and Prince Edward Island appear to be taking different approaches to the complicated question of how people from Quebec can travel through the two provinces to reach the Magdalen Islands.New Brunswick is letting people passing through the province make stops for food, gas or washrooms, and Premier Blaine Higgs says he's open to the idea of a "travel corridor" for Quebecers heading to the Magdalens."I'm sure we can work something out there," he said Thursday in an interview with CBC Radio in Quebec City.But P.E.I. Premier Dennis King said Friday that, for now, he's sticking with his province's approach of not allowing people heading to the Magdalens to make stops.He said his staff told the office of Quebec Premier François Legault "that we wouldn't be in a position to want to do that just yet … other than what we do for essential travel right now."King said with tourism season approaching, "these are some of the issues we have to deal with … [but] we're comfortable right now with what we have in place and we would like to continue that for the time being." Higgs said at his Friday briefing that the three governments would continue to discuss the issue. "We want to be in a position where we have the same kind of rules."Other than by air, the only way Quebecers can reach the Magdalen Islands is by driving through New Brunswick to P.E.I. and catching a ferry in the town of Souris.2 sets of restrictions-That makes Quebec travellers subject to two other sets of provincial COVID-19 restrictions to reach another part of their own province.It's a travel conundrum that will soon become more acute during the summer tourism season, a staple of the Magdalen Islands' economy. "If we are to have a tourist season this summer, will that be allowed? That's the question I'm asking," said Joel Arseneau, the member of the Quebec legislature representing the islands.People from central regions of Quebec often face a 10-hour drive into New Brunswick, through the province, across the Confederation Bridge and then to Souris, he said. "The question is, can you get through New Brunswick without stopping? The answer is no. You need to gas up. You may need to get some food."He said many travellers heading to the islands for the summer also break up the long trip with an overnight hotel stay in Moncton, and allowing that could be part of the corridor concept he's proposing.Stops don't cover overnight stays-Higgs told CBC Radio's Quebec AM last week that some kind of special corridor "just makes sense ... and it goes in line with what we've been doing, to ensure other provinces aren't cut off for people who are passing through New Brunswick."In fact, the province's online guidelines say people can already transit the province if they "demonstrate they are travelling through to another jurisdiction and who agree to limit stops to food, fuel and personal needs and agree to follow the guidance of the Chief Medical Officer of Health."But while the phrase "personal needs" includes bathroom breaks, it does not cover overnight hotel stops, said Department of Public Safety spokesperson Shawn Berry.Higgs said the idea from the beginning, coordinated with Prince Edward Island, was to allow "a straight run" to the Magdalens without any overnight stops. In Prince Edward Island, at least one grocery store owner near the Souris ferry terminal is refusing to let out-of-province travellers into his store.Higgs did not answer a question at Friday's briefing about whether store owners in New Brunswick can or should be able to choose to refuse to serve non-New Brunswickers.An official with Couche-Tard, the company operating some Irving Big Stop and Circle K stations along the Trans-Canada Highway in New Brunswick, said it is not restricting out-of-province travellers from entering their stations.But non-New Brunswick drivers are being asked to pay for their gas at the pumps rather than go inside. Berry said those policies are up to the store owners as long as they are following all Public Health rules, such as physical distancing requirements.Quebec's conundrum with the Magdalen Islands is also complicated by its own shifting COVID-19 precautions.When the pandemic began, the province restricted internal travel between regions within Quebec. Only residents of the Magdalen Islands and people transporting essential goods were allowed to travel there and they needed permission from the Quebec government.That permission was enough to let them transit through New Brunswick and PEI, Arseneau said.With those internal restrictions being lifted Monday, cottage owners will be added to the list of those allowed to travel to the island, but they'll now be subject to New Brunswick and P.E.I. border restrictions.Arseneau said his understanding is they'll apply to P.E.I. for permission and that permission will also be respected by New Brunswick. He said the situation could need to change yet again next month, when tourism season begins in earnest in the Magdalen Islands and more Quebecers will be looking to get there for vacations. At that point a much larger volume of people will need to know if they can stop in New Brunswick and P.E.I. while en route, he said. "That's what I think the two governments should get straight."Higgs said Friday allowing Quebecers to pass through en route to the Magdalen Islands may raise the issue of whether Quebecers with cottages in New Brunswick should be let in.But he said he doesn't foresee the New Brunswick-Quebec border opening to regular travel before the end of the summer.

George Ennis has been spending his evenings of late hunched next to his personal computerized telescope in his Sechelt, B.C., backyard. He blocks out everything around him, ignores the phone in his pocket and focuses his mind and gaze on space, greater than the world around him.As with every spring, it's galaxy season."There are tens of thousands of things to see," said Ennis, 66. "If I hold up a grain of sand at arm's length, I'm covering 100,000 galaxies."Astronomers across B.C. have been holding star-hopping expeditions online since they've been unable to gather together at their regular observatory haunts. Glowing nebulas, spectacular galaxies, gravitationally-bound clusters of stars dancing together in space — they're all still there, untouchable from Earth and unfazed by its human pandemic.The Sunshine Coast Astronomy Club has been holding star-hopping meetings by Zoom, with themes like "the skies this month" and photography tips for beginners. "All you need is binoculars, or even just the naked eye. Go up, look at that sky and go explore. Find the different things that are out there and discover what's going on," said Ennis, who is second vice-president of the club.He said anyone can go online and find guides, even scavenger hunts, to navigate the sky. (If you find half of the 110 objects on his beginner's list, the club will send you a certificate.)Ennis, who has been using his personal Celestron NexStar 6SE computerized telescope, recommends starting with the bucket of the Big Dipper, which is "full of galaxies." The bent letter "W" in the middle of the Milky Way will lead you to the constellation Cassiopeia. The Orion nebula is there, too, a nursery packed with newborn stars."People will sometimes call us on this line and say, 'What nights of the year can I see things?' And I'm thinking, 'Is it a clear night?' I will run out of nights before I can show you everything," said Ennis, who got his first telescope when he was 10.Joanna Woo streamed a Starry Nights event live on YouTube from the Trottier Observatory at Simon Fraser University in Burnaby, B.C., last week. She attached an astronomical imaging camera to the observatory's 70-mm CDK700 telescope, guiding hundreds of people through the dazzling night sky.They saw the M64 "Black Eye" galaxy, named for its reddish-blue blur, and the M82 "Cigar" galaxy, aptly named for its silvery wisps. Woo trained the telescope on a thin, glowing, crescent Venus setting in the west. The M57 Ring Nebula, the glowing remnants of an old planet, rose to say hello at the very end of the night.Usually, with the Starry Nights events held in person, Woo could spend up to an hour on a single object to give everybody in line a turn at the eyepiece. That delay is erased with a live-stream.Plus, the images are far more radiant. "Human eyes find it really hard to see any colours at all in the dark," she said. "A lot of things look really dim and they look like this tiny, nondescript fuzz in the eyepiece … But with a camera, the colours pop out and you get so much more detail."Woo and Ennis agree there's a humility to astronomy: it shows your place within something enormous."I love thinking about things that are beyond us, that are much bigger than us. It gives you a sense of awe," Woo said."Even as professional astronomers ... you can't run an experiment on a galaxy," Woo continued. "We call it observational astronomy because all we can do is observe."Ennis added, "I can see exactly the scale of things, how small I am — and how important it is to protect this fragile blue marble, here, where we live."

Tropical Storm Arthur, the first named Atlantic storm in 2020, is battering parts of the North Carolina and Virginia coasts with heavy and strong winds, as further strengthening is forecast before it starts to weaken.In its latest update, the U.S. National Hurricane Center (NHC) says Arthur has maximum, sustained wind speeds near 75 km/h, with higher gusts. Some strengthening is forecast during the next 48 hours. Arthur is likely to lose its tropical characteristics on Tuesday.Arthur is currently moving toward the north-northeast near 24 km/h. A shift toward the northeast with an increase in speed is expected later Monday, followed by a turn toward the east on Tuesday.On the forecast track, the centre of Arthur will approach the coast of North Carolina by midday and then move near or just east of the coast of North Carolina. Arthur is then forecast to veer away from the East Coast of the United States Monday night and Tuesday.Tropical-storm-force winds extend outward up to 150 kilometres, mainly east of the centre. A buoy located about 30 km south-southeast of Cape Hatteras, N.C., recently reported a wind gust of 69 km/h.Arthur is expected to bring 25-75 mm of rain to coastal North Carolina through Monday afternoon, with locally higher amounts up to 130 mm possible. A tropical storm warning continues for parts of the North Carolina coast including the Outer Banks as tropical-storm-force winds and heavy rain are expected.Swells generated by Arthur are affecting parts of the southeast U.S. coast and are expected to spread northward along the U.S. mid-Atlantic coast during the next day or two. These swells could cause life-threatening surf and rip current conditions.The Atlantic hurricane season officially begins on June 1 and Arthur is its first tropical storm in 2020.Experts at Colorado State University are predicting an above-average Atlantic hurricane season and cite the likely absence of El Niño as a primary factor. Additionally, tropical and subtropical Atlantic sea surface temperatures are currently warmer than normal and are consequently also considered a factor favouring an active Atlantic hurricane season this year.

A Canadian Forces Snowbird plane crashed in a B.C. neighbourhood Sunday, killing one team member and seriously injuring another.The day began with anticipation in the Thompson Okanagan region as people waited for a glimpse of the Snowbirds in the sky and their national tour to boost morale and salute front-line workers during the coronavirus pandemic. It ended with “heavy hearts” as the Royal Canadian Air Force confirmed the toll of the crash. Capt. Jenn Casey, a public affairs officer with the Canadian Forces, died in the incident, said the Department of National Defence Sunday night, while one of the team’s co-ordinators and pilot Capt. Richard MacDougall was being treated for serious but not life-threatening injuries. It is with heavy hearts that we announce that one member of the CF Snowbirds team has died and one has sustained serious injuries. About three or four seconds later, we heard two giant booms,” said Brayden Regamey, who lives near the airport, where he also works. According to witnesses, one of the aircraft climbed into the sky before rolling over and plunging to the ground. Video recorded by a bystander shows smoke appearing from the plane and at least one person ejecting from the aircraft before an explosion is heard.The plane crashed in a residential area and led to a house fire, as people rushing from their homes to help. “I just started running down the street. And I got there maybe a minute after it crashed and there was a couple of residents that had their hoses out and they were trying to put the flames out,” said Kenny Hinds, who lives seven doors down from the crash site. “I saw the tail of the Snowbird on the left side of the street, and at least half of the plane, from the middle to the nose, had slid [down the street],” he told HuffPost Canada. Tammy Franzman, who also lives near the crash site said she thought it was a house explosion — until she ran toward smoke coming from the back of a nearby home and saw the tail of the plane across the street from it.“That’s when I heard the pilot was on a roof a couple of houses down from Schreiner Avenue,” she told HuffPost.Officials said one person was taken to the hospital. Joel Wilson explained to CTV News at the time that the manoeuvre is when one jet flies off the nine-aircraft formation to symbolize members who have died on duty. Casey’s home province is Nova Scotia. “Operation Inspiration was intended to lift the spirit of Canadians at this difficult time and the Snowbirds accomplished their mission. I know that all Canadians grieve this tragic loss,” said Defence Minister Harjit Sajjan.‘Deepest sympathies’-Prime Minister Justin Trudeau said he joined Canadians in mourning Casey.“I’m sending my deepest condolences to her loved ones, and wishing Captain Richard MacDougall a full recovery,” he posted.“For the past two weeks, the Snowbirds have been flying across the country to lift up Canadians during these difficult times. Flight safety investigators were leaving Ottawa Sunday to investigate the circumstances of the accident, it added. Sunday’s crash follows the downing of another Snowbird in the U.S. state of Georgia last October, where the team was scheduled to perform in an air show.Capt. Kevin Domon-Grenier sustained minor injuries when he ejected from the plane, which crashed into a farmer’s field. No one else was hurt.Famous air shows-The Snowbird air shows feature nine CT-114 Tutors flying in formation, and performing different manoeuvres at speeds between 190 km/h and 590 km/h.Based at 15 Wing Moose Jaw, near Moose Jaw, Sask, the Snowbirds are considered a key tool for raising awareness about — and recruiting for — the air force. The air force obtained its Tutor jets in 1963 and has used them in air demonstrations since 1971. Iran’s parliament on Monday approved legislation barring any cooperation with Israel, including the use of any Israeli computer hardware or software, and branding any such cooperation an act against God.“Based on the first article of the bill, all Iranian bodies are required to use the country’s regional and international capacities to confront the Zionist regime’s measures,” an Iranian parliamentary spokesman, Seyed Hossein Naqavi Hosseini, said. His condition was not immediately known. ATLANTA (AP) — As state after state begins to reopen, local health departments charged with tracking down everyone who has been in close contact with those who test positive for the new coronavirus are still scrambling to hire the number of people they need to do the job.They are often hundreds — even thousands — of people short of targets for their contact tracing programs. Public health experts have consistently said robust programs to test more people and trace their contacts are needed for states to safely reboot their economies and prevent a resurgence of the virus.Cook County, Illinois, has just 29 contact tracers serving 2.5 million people living in suburban communities around Chicago. Los Angeles County, which at more than 10 million people has a population slightly greater than Michigan, has just 400 of the estimated 6,000 contact tracers it will need under California’s criteria for a broader reopening.With 2.7 million residents and roughly 100 to 300 new COVID-19 cases a day, Miami-Dade County has 175 people tracking down people who were potentially exposed to the virus.“The whole point of the lockdown was to buy time to have a better way to keep numbers down,” said Jeremy Konyndyk, who led the humanitarian response to the Ebola outbreak in West Africa during the Obama administration. “And that’s why so many of us are screaming ourselves hoarse about testing and tracing.”Public health experts say contact tracing systems should be in place before cases become widespread, so every new infection can be tracked and the person's contacts identified, tested and isolated from the rest of the community.Until recently, there had been scant federal guidance on what contact tracing should look like, and there is still no coordinated federal strategy. While other countries are taking a national approach to contact tracing, the U.S. is leaving it to states to devise their own programs.The result has been a patchwork of efforts. The state is helping, working to train between 10,000 and 20,000 tracers, but most large counties are falling short.San Diego County, home to 3.3 million people, had 171 contact investigators on the job with plans to have 450 as soon as possible. In Orange County, which has about 3.1 million residents, about 75 staffers are assigned to investigating cases and tracing contacts.Harris County, Texas’ most populous with more than 4.7 million residents, is working to train about 300 contact tracers by May 22. The 16,000 airmen and civilians that make up the Space Force technically remain part of the Air Force, which previously oversaw offensive operations in space. But Trump has made clear he sees the newest service as critical to the future of American defense.The president said during Friday's ceremony that the U.S. is building a “super-duper missile” that can travel “17 times faster than what we have right now.”The flag includes a Delta Wing -- long a symbol in the Air Force -- meant to signify change and innovation. Dark and light shades of gray within the delta were incorporated in a nod to the 24/7 nature of the Space Force’s work.The flag also features a globe, for the Space Force fighters’ home turf, and an elliptical orbit around the globe was incorporated to signify the force's mission to defend and protect from adversaries and threats emanating in space.This flag was produced by artists and crafts people at the Defense Logistics Agency flag room in Philadelphia from a design finalized and documented by the Department’s Institute of Heraldry at Fort Belvoir, Virginia.
