Trump names Kelly Craft to succeed Nikki
Haley as US ambassador to the UN-Current envoy to Canada will have to
contend with pressing issues from Afghanistan to Venezuela; her
predecessor, beloved by Israel, set to address AIPAC conference next
month-By Zeke Miller and Matthew Lee-TOI-FEB 25,19
WASHINGTON
(AP) — President Donald Trump announced Friday that he has selected
Kelly Craft, the US ambassador to Canada, as his nominee to serve as the
next US ambassador to the United Nations.Trump said in a pair of tweets
that Craft “has done an outstanding job representing our Nation” and he
has “no doubt that, under her leadership, our Country will be
represented at the highest level.”Two people familiar with the matter
who spoke on condition of anonymity to discuss personnel matters had
told The Associated Press that Trump had been advised that Craft’s
confirmation would be the smoothest of the three candidates he had been
considering to fill the job last held by Nikki Haley.Senate Majority
Leader Mitch McConnell had backed Craft for the post, and she also has
the support of Secretary of State Mike Pompeo and national security
adviser John Bolton, they said. Trump’s first pick to replace Haley,
State Department spokeswoman Heather Nauert, withdrew over the weekend.I
am pleased to announce that Kelly Knight Craft, our current Ambassador
to Canada, is being nominated to be United States Ambassador to the
United Nations….— Donald J. Trump (@realDonaldTrump) February 22,
2019-Craft, a Kentucky native, was a member of the US delegation to the
UN General Assembly under President George W. Bush’s administration. She
is also friends with McConnell’s wife, Transportation Secretary Elaine
Chao, and thanked Chao for her “longtime friendship and support” at her
swearing-in as ambassador. As US ambassador to Canada, she played a role
in facilitating the US-Mexico-Canada trade agreement, a revamp of the
North American Free Trade Agreement.Trump had also considered US
Ambassador to Germany Richard Grenell and former US Senate candidate
John James of Michigan for the post.Nauert’s withdrawal from
consideration came amid a push within the administration to fill the
position, given a pressing array of foreign policy concerns in which the
UN, particularly the UN Security Council, is likely to play a
significant role. From Afghanistan to Venezuela, the administration has
pressing concerns that involve the world body, and officials said there
had been impatience with the delays on Nauert’s formal nomination.Trump
said December 7 that he would pick the former Fox News anchor and State
Department spokeswoman for the UN job, but her nomination was never
formalized. Notwithstanding other concerns that may have arisen during
her confirmation, Nauert’s nomination had languished in part due to the
35-day government shutdown that began December 22 and interrupted key
parts of the vetting process. Nauert cited family considerations in
withdrawing from the post. With Nauert out of the running, officials said
Pompeo had been keen on Craft to fill the position. Although Pompeo
would like to see the job filled, the vacancy has created an opportunity
for him and others to take on a more active role in UN diplomacy. On
Thursday, for example, Pompeo was in New York to meet with UN chief
Antonio Guterres.Trump has demoted the UN position to sub-cabinet rank,
in a move backed by both Bolton and Pompeo, according to three other
officials. Grenell had suggested he wasn’t interested in a non-cabinet
role. The officials were not authorized to discuss internal personnel
deliberations and spoke on condition of anonymity.Haley had been a
member of the cabinet and had clashed repeatedly with former Secretary
of State Rex Tillerson and others during the administration’s first 14
months. Bolton was not a cabinet member when he served as UN ambassador
in President George W. Bush’s administration, and neither he nor Pompeo
is eager to see a potential challenge to their foreign policy leadership
in White House situation room meetings, according to the
officials.Nelson Wiseman, a political science professor at the
University of Toronto, said Craft was appointed ambassador to Canada
because of her financial contributions to the Trump campaign, but said
that’s not unusual as past ambassadors have also contributed to
presidents who have appointed them.“I think Ottawa has regarded Craft as
a light weight, partly because of her background and partly because the
sense is that Trump, unlike his predecessors, doesn’t listen to his
ambassadors or care what they think,” Wiseman said.Craft is married to
billionaire coal-mining executive Joe Craft, and they are major
Republican donors.Craft has been ambassador during a low point in
relations. Last year Trump called Canadian Prime Minister Justin Trudeau
weak and dishonest, words that shocked Canadians.-In Haley’s
footsteps-Haley announced her surprise resignation on October, and said
serving as ambassador to the UN had “been an honor of a lifetime.”She
cited pushing back against the anti-Israel bias at the UN as one of the
key accomplishments of her tenure. She also praised Trump for moving the
US embassy in Israel to Jerusalem.“They get it when the president says
he means business,” she said in remarks alongside Trump at the White
House. “If you look at the anti-Israel bias and the strength and courage
the president showed in moving the embassy.”Haley also pointed to her
work with Jared Kushner, Trump’s special adviser and son-in-law, on the
Trump administration’s Israeli-Palestinian peace plan.“Looking at what
we’ve done on the Middle East peace plan. It is so unbelievably well
done,” she said. “Jared is such a hidden genius that no one
understands.”She insisted that she was going out on a high and would
remain loyal to Trump.“Countries may not like what we do but they
respect what we do,” she said, echoing the president’s often-stated aim
to make the US a more muscular presence on the international stage. She
listed hawkish policies to pressure Iran and the Palestinians, and the
groundbreaking diplomatic outreach to North Korea.“All of those things
have made a huge difference in the US standing, but I can tell you that
the US is strong again. The US is strong in a way it should make all
Americans proud,” Haley said.Haley said she had no plans to run for the
White House in 2020.The move apparently came as a shock to Congressional
and Trump administration officials, with Haley keeping her plans to a
small circle until Tuesday morning. In her resignation letter, she said
she wanted to return to the private sector.Danny Danon, Israel’s
ambassador to the UN, thanked Haley for her support of Israel, which he
said helped change the Jewish state’s status at the world body. “Thank
you for standing with the truth without fear. Thank you for representing
the values common to Israel and the United States,” he said in a
statement.“Wherever you are, you will continue to be a true friend of
the State of Israel,” Danon added.Haley was a star in the center-right
pro-Israel community, consistently earning the loudest plaudits at the
annual American Israel Public Affairs Committee policy conference. She
is to address the 2019 AIPAC conference next month, the pro-Israel lobby
announced on Friday.ToI staff contributed to this report.
Community where Barho family first settled holds vigil in memory of children-[CBC]-YAHOONEWS-February 25, 2019
The
Nova Scotia community where the Barho family first settled after
fleeing the civil war in Syria held a vigil Friday to mourn the seven
children killed in a house fire.Hundreds gathered at Riverview United
Church in Elmsdale to share condolences for the siblings —
three-month-old Abdullah; Rana, 2; Hala, 3; Ola, 8; Mohamad, 9; Rola,
12; and Ahmed, 14.The children perished when a fast-moving fire tore
through their home in the Spryfield neighbourhood of Halifax on Tuesday.
Their father remains in critical, but stable condition in hospital.
Their mother was not physically injured. The sponsorship group that
helped bring the family to Canada in 2017, the Hants East Assisting
Refugees Team Society, shared memories of the children during Friday's
vigil.Ahmed was described as a "ladies man" and "mature beyond his
years" by the society's Cathy Miller. Rola, she said, was a "little
mama" who nurtured her siblings and excelled at school.Mohamad, too,
loved school and would be remembered for his sweet smile, while Ola
would be missed for her hugs and love of playing pranks, dancing and
singing.Miller described Hala as a "spitfire" who "ruled the roost,"
while dimple-cheeked Rana was always cheerful. The littlest Barho,
Abdullah, was known affectionately as the "Canada baby," having been
born in the country just last November. Miler said the children's
mother, Kawthar, wanted to let everyone in the community know she is
grateful for their support.People have been placing teddy bears on their
porches as a show of support for the family, including at their first
Canadian home in Elmsdale. The Barhos had intended to move back to
Elmsdale in the coming weeks. A public funeral will be held for the
children at the Cunard Centre in Halifax on Saturday.Federal officials
are also in the process of trying to bring as many as 10 relatives of
the family to Nova Scotia.

Told to
leave, IS ‘caliphate’ holdouts in Syria stay devoted-Hundreds, if not
thousands, remain holed up in Baghouz — the last redoubt of the
self-proclaimed Islamic State that leaders once said would stretch to
Rome-By Sarah El Deeb-TOI-FEB 25,19
OUTSIDE BAGHOUZ,
Syria (AP) — They were living in holes in the ground, with only dry
flatbread to eat at the end. Those injured in an intense military
campaign had no access to medical care, and those who were sick had no
medicine.Yet, if it were not for the call from their leaders to leave,
they would have stayed.Such is the devotion of several hundred men,
women and children who were evacuated Friday from the last speck of land
controlled by the Islamic State group, a riverside pocket that sits on
the edge of Syria and Iraq. Hundreds, if not thousands, more remain
holed up in Baghouz — the last redoubt of the militants’ self-proclaimed
caliphate that leaders once said would stretch to Rome. They include
militants, of course, but also their family members and other civilians
who are among the group’s most determined supporters. Many of them
traveled to Syria from all over the world. And they stuck around as the
militants’ control crumbled. At least 36 flatbed trucks used for
transporting sheep carried the disheveled, haggard crowd out of the
territory to a desert area miles (kilometers) away for screening. They
were the latest batch of evacuees from the territory following
airstrikes and clashes meant to bring about the militants’ complete
territorial defeat. For now, the civilians are expected to be sent to a
displaced people’s camp, while suspected fighters will go to detention
facilities. Previous evacuations have already overwhelmed camps in
northern Syria, and at least 60 people who left the shrinking territory
have died of malnutrition or exhaustion. In a dusty area surrounded by
grass, women engulfed in black robes from head to toe and children in
dirty jackets — many of them crying for food — formed one line. Men
wearing tattered headscarves formed another. Foreign men were in yet a
third. One woman had given birth in one of the trucks. An old man was
carried in a blanket by two others to the screening line. A young girl
sat under the shade of the wheel of a truck looking dazed, while another
moved between the crowd, asking for food. The evacuees included French,
Polish, Chinese, Bengali, Egyptians, Tajiks, Moroccans, Iraqis and
Syrians. It is impossible to know if all are wholeheartedly behind the
militant group or how many expressed support out of fear of reprisals.
But many vehemently defended IS, arguing the group was down — but not
out — and said they only left because of an order from the remaining
religious leader in the area. Some referred to the wali, the provincial
leader, while others said the order was from the group’s top leader, Abu
Bakr al-Baghdadi, who is referred to as the “Caliph.”It is not clear if
IS leaders were in agreement. Amid the military pressure, reports have
emerged of disagreements among them. The war monitor group the Syrian
Observatory for Human Rights said one IS leader was beheaded in recent
days for urging civilians to leave. All those interviewed gave nicknames
or spoke on condition of anonymity because they feared for their
safety.“Baghouz maybe is the most difficult moments of all my life,”
said 21-year-old Um Youssef, a Tunisian-French woman who came to Syria
at 17 with her mother. “I didn’t make Hirjah (migration) for the food,
or for the good life. It is jihad (holy war) for the sake of God.”Um
Youssef — which means mother of Youssef in Arabic — sent her two kids
and her mother out of the pocket last month and stayed with her
husband. She said she had no regrets and was at “peace,” describing the
last few weeks as “the best” since she moved to Syria because they
taught her life lessons. It was hard to see how that could be from the
hills overlooking Baghouz. A four-year international campaign has
reduced the self-proclaimed caliphate — which once sprawled over nearly a
third of Syria and Iraq — to a tent encampment and a few homes in this
village overlooking the Euphrates river. An estimated 300 IS militants
are besieged there, hemmed in by the river and the U.S-backed Syrian
Democratic Forces, a Kurdish-led militia spearheading the fight against
IS following an intense push since September. Thousands of civilians
have also poured into the area. The presence of so many civilians— and
possibly senior members of the militant group — in Baghouz has surprised
the SDF and slowed down the expected announcement of the extremist
group’s territorial defeat.Recapturing Baghouz would mark an end to the
militants’ territorial rule, but few believe that will end the threat
posed by an organization that still stages and inspires attacks through
sleeper cells in both Syria and Iraq and that has active affiliates in
Egypt, West Africa and elsewhere. The group also has a presence online,
using social media to recruit new members and promote its attacks. In the
past few weeks, nearly 20,000 people have left Baghouz on foot through
the humanitarian corridor, but the militants then closed the passage and
no civilians left for a week until Wednesday, when a large group was
evacuated.Among those evacuated Friday was a group of 11 Yazidi
children. Thousands from the Yazidi minority were kidnapped by IS in
Iraq in 2014, and are still missing. In the dusty clearing where the
evacuees were being screened Friday, a 16-year-old mother of two from
Aleppo said she has not had food for a couple of days, opting to feed
her children instead.A child said he has not showered in a month, and a
woman from Tajikistan asked for a phone to call her mother. Frantic and
in tears, a mother held out her pale and still toddler, screaming for
help. Tears of hungry children rang through the open desert as SDF
officials searched the evacuees’ belongings. But of over a dozen people
interviewed by The Associated Press, only four said they didn’t want to
be in Baghouz. They described living in holes dug in the ground with
tents hoisted to protect against airstrikes. Some said they initially
got lentil soup, but then only barely-husk bread was available— a
green-brownish loaf of flatbread.“We weren’t going to leave, but the
Caliph said women should leave,” said Um Abdul-Aziz, a 33-year-old
Syrian mother of five whose moniker means mother of Abdul-Aziz in
Arabic. She was referring to IS leader, Abu Bakr al-Baghdadi, who calls
himself the “Caliph of Muslims.” ”I wanted to stay. It is an Islamic
State. It is land of Islam.”Her husband stayed behind to fight. “They
thought if they let the women out, God may help them. May God help
them,” she said.A few were critical. “Order or no order, I wanted to get
out,” said Aya Ibrahim, an Iraqi mother who said she was unable to
secure medicine for her children. “Many families died from airstrikes.
Many kids died from hunger.”The 16-year old Syrian mother of two from
Aleppo said she lost four husbands, her father, sister and two brothers.
Um Mohammed — mother of Mohammed in Arabic — said the last days have
been hard, with food prices soaring and intensive bombings keeping them
in hiding.About 2 pounds (a kilogram) of sugar went for nearly 30,000
Liras ($70), more than 30 times the price in other parts of Syria, while
a quarter-gallon (liter) of cooking oil cost 10,000 Liras ($23). “I
have not eaten in four days,” she said. Then the order came for them to
leave. But, for some, it’s not the end.Um Youssef, the French-Tunisian,
said she has no plans or desire to return home in Tunisia, saying she
would find her way to another Syrian city.“Islamic State is over? Says
who?” asked a 14-year-old Syrian girl who refused to give her name.
“Wherever you go there is Islamic State.”
German payments
to WWII injured include Nazi collaborators-Over 2,000 people around the
world receive benefits intended for individuals who suffered health
problems from military service or internment-By AFP-TOI-FEB 25,19
BERLIN,
Germany — Germany is still making payments to more than 2,000 people
worldwide under a law that provides for “war victims,” including those
who collaborated with the World War II Nazi regime.Official data from
the Labor Ministry showed that 2,033 people benefited from such payments
in February.Under the definition of the law, beneficiaries include
individuals who suffered health problems from military or related
service or internment because of their German citizenship or ethnicity
during World War II.Most of the beneficiaries live in Europe, with the
highest number in Poland, where 573 are still receiving payments.Other
European countries with significant numbers of beneficiaries include
Austria with 101, Slovenia with 184 and Croatia with 71.In the Americas,
250 beneficiaries live in the US while 121 are in Canada.Such payments
came under scrutiny after Belgian lawmakers demanded that they be
withdrawn for a handful of residents there.Paying pensions for
“collaboration in one of the most murderous regimes in history is in
contradiction with collective remembrance” and against the values of the
European Union, said the lawmakers, in a legislative text adopted on
Tuesday. To qualify for the payment, the individual must be able to prove
an injury arising from WWII. He or she must not have been convicted for
war crimes. The law first came into force in 1950.But after it emerged
that some former Waffen SS troops were also drawing benefits, an
amendment was passed in 1998 blocking individuals who have committed
crimes against humanity from receiving it.Since 2008, however,
individual German states which are responsible for making the payments
are allowed to withdraw them.
Iran fingered as warning
issued over attacks on key infrastructure of internet-Analyst cites
Tehran as likely source of assaults on system that routes traffic to
intended online destinations, with targets mostly located in Europe,
Middle East-By Glenn Chapman-TOI-FEB 25,19
AFP — Key
parts of the internet infrastructure face large-scale attacks that
threaten the global system of web traffic, the internet’s address keeper
warned Friday. The Internet Corporation for Assigned Names and Numbers
(ICANN) declared after an emergency meeting “an ongoing and significant
risk” to key parts of the infrastructure that affects the domains on
which websites reside.“They are going after the internet infrastructure
itself,” ICANN chief technology officer David Conrad told AFP.“There
have been targeted attacks in the past, but nothing like this.”The
attacks date back as far as 2017 but have sparked growing concerns from
security researchers in recent weeks, which prompted the special meeting
of ICANN.The malicious activity targets the Domain Name System or DNS
which routes traffic to intended online destinations.ICANN specialists
and others say these attacks have a potential to snoop on data along the
way, sneakily send the traffic elsewhere or enable the attackers to
impersonate or “spoof” critical websites.“There isn’t a single tool to
address this,” Conrad said, as ICANN called for an overall hardening of
web defenses.US authorities issued a similar warning last month about
the DNS attacks.“This is roughly equivalent to someone lying to the post
office about your address, checking your mail, and then hand delivering
it to your mailbox,” the US Department of Homeland Security said in a
recent cybersecurity alert.“Lots of harmful things could be done to you
(or the senders) depending on the content of that mail.”-Middle East
targets-The attacks might date back to at least 2017, according to
cybersecurity firm FireEye’s senior manager of cyber espionage analysis
Ben Read. The list of targets included website registrars and internet
service providers, particularly in the Middle East.“We’ve seen primarily
targeting of email names and passwords,” Read said of what is being
dubbed “DNSpionage.”“There is evidence that it is coming out of Iran and
being done in support of Iran.”ICANN held an emergency meeting and is
putting out word to website and online traffic handlers to ramp up
security or leave users vulnerable to being tricked into trusting the
wrong online venues.DNSpionage hackers appeared intent on stealing
account credentials, such as email passwords, in Lebanon and the United
Arab Emirates, according to Crowdstrike cyber security firm vice
president of intelligence Adam Meyers.Similar attacks took place in
Europe and other parts of the Middle East, with targets including
governments, intelligence services, police, airlines, and the oil
industry, cybersecurity specialists said.“You definitely need knowledge
of how the internet works and have to handle a lot of traffic being
directed to you,” Meyers said of the DNSpionage hackers.“With that
access, they could temporarily break portions of how the internet works.
They chose to intercept and spy on folks.”
From Syria, IS
slips into Iraq to fight another day-Cells operating in four northern
provinces are carrying out kidnappings, assassinations and roadside
ambushes aimed at restoring extortion rackets that financed group in the
past-By Qassim Abdul-Zahra and PHILIP ISSA-TOI-25 February 2019
BAGHDAD,
Iraq (AP) — Islamic State fighters facing defeat in Syria are slipping
across the border into Iraq, where they are destabilizing the country’s
fragile security, US and Iraqi officials say.Hundreds — likely more
than 1,000 — IS fighters have crossed the open, desert border in the
past six months, defying a massive operation by US, Kurdish and allied
forces to stamp out the remnants of the jihadi group in eastern Syria,
according to three Iraqi intelligence officials and a US military
official. The officials spoke on condition of anonymity because they were
not authorized to comment publicly on intelligence matters. But
indications of the extremist group’s widening reach in Iraq are
clear.Cells operating in four northern provinces are carrying out
kidnappings, assassinations, and roadside ambushes aimed at intimidating
locals and restoring the extortion rackets that financed the group’s
rise to power six years ago.“IS is trying to assert itself in Iraq,
because of the pressure it is under in Syria,” said Brig. Gen. Yahya
Rasoul, the Iraqi army spokesman. The militants can count between 5,000
and 7,000 among their ranks in Iraq, where they are hiding out in the
rugged terrain of remote areas, according to one intelligence
official. In Syria, Kurdish-led forces backed by the US-led coalition
have cornered the militants in a pocket less than one square kilometer
in Baghouz, a Euphrates River village near the 600-kilometer (370-mile)
border. The Iraqi army has deployed more than 20,000 troops to guard the
frontier, but militants are slipping across, mostly to the north of the
conflict zone, in tunnels or under the cover of night. Others are
entering Iraq disguised as cattle herders. They are bringing with them
currency and light weapons, according to intelligence reports, and
digging up money and arms from caches they stashed away when they
controlled a vast swath of northern Iraq.“If we deployed the greatest
militaries in the world, they would not be able to control this
territory,” Rasoul said. “Our operations require intelligence gathering
and airstrikes.”At its height in 2014 and 2015, the Islamic State group
ruled over a self-proclaimed “caliphate” that spanned one-third of Iraqi
and Syrian territory. The extremist offshoot of Al-Qaeda in Iraq
threatened to exterminate religious minorities.Iraqi forces, with US,
Iranian, and other international help, were able to turn the war around
and Baghdad declared victory over the group in December 2017, after the
last urban battle had been won.But precursors to IS have recovered from
major setbacks in the past, and many fear the militants could stage a
comeback. The group is already waging a low-level insurgency in rural
areas. The Associated Press verified nine IS attacks in Iraq in January
alone, based on information gathered from intelligence officials,
provincial leaders, and social media. IS often boasts of its activities
through group messaging apps such as Telegram. In one instance, a band of
militants broke into the home of a man they accused of being an
informant for the army, in the village of Tal al-Asfour in the northern
Badush region. They shot him and his two brothers against the wall, and
posted photos of the killing on social media.Sheikh Mohamed Nouri, a
local tribal leader, said it was meant to intimidate locals in order to
keep them from sharing intelligence with security officials.“I have
members of our tribal militia receiving threatening messages warning
them to abandon their work,” said Nouri. In other instances, IS cells
have killed mukhtars — village leaders and municipal officials. They
have attacked rural checkpoints with car bombs and mortar fire, and
burned down militia members’ homes. In the town of Shirqat in central
Iraq, militants stopped a police vehicle last month and killed all four
officers inside.Other activities have aimed at restoring the group’s
financial footing. On Sunday, militants kidnapped a group of 12 truffle
hunters in the western Anbar province, marking a return to a strategy of
intimidating and extorting farmers and traders for financial gain.Naim
Kaoud, the head of provincial security, urged locals to suspend truffle
gathering, which has just one season a year and is an important source
of income for rural families.Other truffle hunters have disappeared in
the countryside, according to former lawmaker and Anbar tribal figure
Jaber al-Jaberi. He said the militants are taking cuts from truffle
hunters in exchange for access to the land, and kidnapping or killing
those who refuse to cooperate.“This is one of the sources of their
funding,” said al-Jaberi.Al-Jaberi cautioned against exaggerating the IS
threat, saying the militants have been less successful at infiltrating
communities than they were earlier this decade.“These are different
times,” he said.Others are not so sure. Hans-Jakob Schindler, a former
adviser to the U.N. Security Council on IS and other extremist groups,
said the same grievances that gave rise to IS in 2013 remain today,
including a large Sunni minority that feels politically and economically
marginalized by the Shiite-led central government.“I’m very worried
that we are just repeating history,” said Schindler, who is now at the
Counter Extremism Project. He said he has seen IS “revert to the old
type” of “classical terror attacks” and kidnapping for ransom, tactics
that were once widely employed by al-Qaeda in Iraq. The militants staged a
dramatic resurgence after 2011, when US forces withdrew from Iraq and
civil war broke out in neighboring Syria. Today some 5,200 American
forces are based in Iraq, after they were invited back to help stem the
IS rampage in 2014.After President Donald Trump promised in December to
pull American forces out of Syria, Iraqi lawmakers began clamoring for
the US to leave, arguing that the mission against IS was approaching its
end.But with no letdown to IS militancy, those calls have petered out.

Thousands of Palestinians break into closed off
Temple Mount section-Worshipers burst into area shuttered by Israeli
police in 2003 for Friday prayers, but eventually disperse peacefully-By
AP and TOI staff-25 February 2019
Thousands of
Palestinian protesters on Friday burst into a section of Jerusalem’s
Temple Mount that has been closed by Israeli court order for over 15
years.Palestinians chanting “Allahu Akbar” streamed into a sealed-off
area of Al-Aqsa Mosque during prayers. Israeli police said the crowds
dispersed peacefully afterward. The Gate of Mercy, or Golden Gate, was
sealed by Israeli authorities in 2003 because the group managing the
area had ties to Hamas, and it has been kept closed to stop illegal
construction work there by the Waqf, custodians of the holy site.
Israeli officials believe the work has led to the destruction of
antiquities from periods of Jewish presence in the area.Tensions have
escalated at the contested compound. Similar protests turned into
scuffles with police earlier this week. Anticipating unrest, police
arrested 60 Palestinians Thursday overnight suspected of “causing
disturbances.”Police accused the Waqf of trying to “change the status
quo” at the sensitive site by convening in the closed area last week. The
Temple Mount, the location of the biblical Jewish Temples, and now of
the Al-Aqsa Mosque and Dome of the Rock shrine, has in recent years
become an epicenter of tensions between Israelis and
Palestinians.Palestinian fears about purported Israeli plans to change
the 52-year arrangement on the Temple Mount — where the Waqf maintains
administrative control and the Israel Police security control — have
become a daily staple in Palestinian political rhetoric and media
reports in recent years. Multiple car-rammings, stabbings and shootings
have been attributed by Palestinian attackers to the alleged efforts by
Israel to alter the status quo at the site, according to which Jews may
visit but not pray there. The Israeli government has insisted it does not
intend to change the status quo.
Palestinians say teen
killed as thousands riot on Gaza border-Demonstrators are burning tires,
throwing rocks and explosive devices and trying to breach the fence;
IDF responds with tear gas and live fire-By TOI staff-25 February 2019
Hamas
officials said a 15-year-old boy was shot and killed and at least 30
others were injured by live fire as thousands of Palestinians rioted
along the Gaza border on Friday, throwing rocks and explosive devices at
Israeli soldiers and trying to breach the fence. The Hamas-run Gaza
health ministry initially said the boy was 12, but later identified him
as 15-year-old Yousef al-Dayya. They said he was shot in the chest and
critically wounded. He later died of his injuries.Thousands of
Palestinians were rioting at the Gaza border as part of weekly protests,
burning tires and throwing rocks and explosive devices at Israeli
soldiers who responded with tear gas and live fire. There were no reports
of injuries to IDF soldiers. The clashes come after a week of violence
along the Gaza border. An Israeli drone fired at a motorbike that had
been used by Palestinians launching airborne incendiary devices from the
southern Gaza Strip into southern Israel on Thursday, Palestinian media
reported. The Israeli military refused to comment on the
reports.According to the Hamas-affiliated Shehab news agency, the
Israeli unmanned aerial device fired at the motorcycle east of the city
of Rafah in southern Gaza. No injuries were reported.Thursday’s reported
strike came amid a recent uptick in the number of cross-border arson
attacks by Palestinians in the Strip. On Wednesday, at least three
incendiary balloons launched from the Gaza Strip landed in Israel or
exploded en route, according to a Gaza-bordering local council.A large
bundled cluster of balloons carrying a cardboard model of a drone landed
in a field in the Eshkol region on Wednesday afternoon, a spokesperson
for the local council said. It was one of the largest airborne devices
to reach Israel from the Palestinian territory in months.A short time
earlier, another balloon with a suspected explosive device was found in
an agricultural field in the Eshkol region, which borders Gaza, the
local government said. Also Wednesday, a balloon from Gaza exploded in
the air nearby. It was not clear what caused the airborne explosion,
though it appears to have been an explosive device rather than the
balloon itself, as the sound was heard by field hands working nearby. In
response, IDF aircraft fired at a group of Palestinians launching the
incendiary devices, the Israeli military said Wednesday evening, calling
the target a Hamas post from which the airborne devices were
launched. No injuries were reported in the strikes east of the el-Bureij
refugee camp in central Gaza. The spate of arson balloon launches
followed a Gazan balloon launch on Tuesday that sparked the first brush
fire in southern Israel in months. The blaze burned grasslands in a
wooded area outside the community of Kibbutz Kissufim in the Eshkol
region. In addition, a helium-filled condom with a suspected explosive
device attached to it was found outside another community in the Eshkol
region. The Tuesday balloon attacks came as dozens of Palestinians took
part in riots along the northern border of the Gaza Strip, across from
Kibbutz Zikim, the army said.Demonstrators burned tires, threw rocks at
soldiers and attacked the security fence. In one case, rioters attempted
to throw an explosive device across the border, but it failed to clear
the fence and landed inside Gaza, the military said.Israeli troops
responded with tear gas and, in some cases, live fire.According to the
Hamas-run Gaza health ministry, 20 people were injured in the clashes. On
Monday night, Palestinians in the Gaza Strip also rioted along the
border with Israel, throwing dozens of explosive devices at the security
fence and apparently sparking false reports of a mortar attack. At
least seven Palestinians were injured by Israeli gunfire in the Monday
clashes, according to the Strip’s health ministry.Monday’s nighttime
clashes came a day after an IDF soldier was moderately injured in
clashes along the northern Gaza border and two days after an attack
lightly wounded a Border Police officer, the army said. The IDF believes
Hamas or the Iran-backed Palestinian Islamic Jihad, the second-largest
terror group in Gaza, could attempt to draw Israel into a war by
conducting an attack along the border — an anti-tank missile strike, an
ambush from an undiscovered tunnel, or a similar psychologically
significant attack.IDF chief Lt. Gen. Aviv Kohavi, whose tenure began
last month, ordered the military to update operational plans for
fighting in the Gaza Strip. An Islamist terror group that seized control
of Gaza in 2007, Hamas openly seeks to destroy Israel.Since last March,
the Gaza border has seen large-scale weekly clashes on Fridays, smaller
protests along the northern Gaza border on Tuesdays, as well as
periodic flareups between the Israeli military and Palestinian terror
organizations. For the past several months, Egypt, UN special coordinator
to the Middle East peace process Nikolay Mladenov and Qatar have worked
to try to restore calm in Gaza and prevent flareups between Israel and
terror groups in the Strip.Israel has demanded an end to the violent
demonstrations along the border in any ceasefire agreement.Earlier this
month Israel announced that it had begun the final phase of construction
of a 20-foot (some 6 meters) high galvanized steel fence that will
completely surround the Strip. The barrier will extend 65 kilometers (40
miles) miles around the enclave and sit atop the subterranean concrete
wall that Israel is constructing around Gaza to block terrorist groups’
attack tunnels.Judah Ari Gross contributed to this report
House
Democrats introduce measure to revoke Trump’s border emergency
edict-Resolution to block attempt to secure funding for wall sets up a
fight that will test Republican support for president’s controversial
move-By Andrew Taylor-TOI-25 February 2019
WASHINGTON
(AP) — House Democrats on Friday introduced a resolution to block the
national emergency declaration that President Donald Trump issued to
fund his long-sought wall along the US-Mexico border. The move sets up a
fight that could result in Trump’s first veto. It starts the clock on a
constitutional clash between Trump and Democrats and sets up a vote by
the full House as soon as next week. The Democratic-controlled House is
sure to pass the measure, and the GOP-run Senate may adopt it as well
despite Trump’s opposition.Any Trump veto would likely be sustained, but
the upcoming battle will test Republican support for Trump’s move,
which even some of his allies view as a stretch — and a slap at
lawmakers’ control over the power of the federal purse.A staff aide
introduced the measure during a short pro forma session of the House in
which Rep. Don Beyer presided over an almost empty chamber.House Speaker
Nancy Pelosi has promised that her chamber will “move swiftly” to pass
the measure, predicting in a letter to colleagues that “the resolution
will be referred to the Senate and then sent to the President’s
desk.”Should the House and the Senate initially approve the measure,
Congress seems unlikely to muster the two-thirds majorities in each
chamber that would be needed later to override a certain Trump veto. The
measure to block Trump’s edict will be closely watched in the Senate,
where Republican moderates such as Susan Collins and Lamar Alexander
have signaled they would back it. Majority Leader Mitch McConnell is
only a reluctant supporter of Trump on the topic. The battle is over an
emergency declaration Trump has issued to access billions of dollars
beyond what Congress has authorized to start erecting border barriers.
Building the wall was the most visible trademark of Trump’s presidential
campaign.Congress last week approved a vast spending bill providing
nearly $1.4 billion to build 55 miles of border barriers in Texas’s Rio
Grande Valley while preventing a renewed government shutdown. That
measure represented a rejection of Trump’s demand for $5.7 billion to
construct more than 200 miles.Besides signing the bill, Trump also
declared a national emergency and used other authorities that he says
give him access to an additional $6.6 billion for wall building. That
money would be transferred from a federal asset forfeiture fund, Defense
Department anti-drug efforts and a military construction fund. Federal
officials have yet to identify which projects would be
affected.Democratic Rep. Joaquin Castro is the resolution’s sponsor and
has already garnered support from a majority of the
Democratic-controlled House as co-sponsors.Castro’s measure says Trump’s
emergency declaration “is hereby terminated.” Castro chairs the
38-member Congressional Hispanic Caucus.Pelosi wrote that the Republican
president’s “decision to go outside the bounds of the law to try to get
what he failed to achieve in the constitutional legislative process
violates the Constitution and must be terminated.”
PA to
cut civil servant salaries after Israeli tax freeze over terror
stipends-Cuts won’t apply to ‘pensioners and families of martyrs,
wounded or prisoners,’ PA finance chief Shukri Bishara says-By AFP and
TOI staff-25 February 2019
The Palestinian finance
minister on Thursday announced salary cuts for civil servants, days
after Israel said it would withhold tens of millions of dollars in tax
transfers to the Palestinian Authority.Israel’s security cabinet on
Sunday approved the freezing of $138 million over the PA’s payments to
Palestinians jailed by Israel for terrorism and violence, and to the
families of dead terrorists.Israel, which collects taxes on behalf of
the PA, says the payments encourage further violence. The PA claims they
are a form of welfare to families who have lost their main
breadwinner.Palestinian Authority President Mahmoud Abbas said Wednesday
he would not accept any funds from Israel unless it provides the full
tax sums it owes the PA.The PA, which is already running a deficit, will
“pay the salaries of civil servants in time, but they will be reduced,”
said PA finance minister Shukri Bishara after a meeting with EU
representatives in Ramallah. The cuts will not apply to salaries “paid to
pensioners and families of martyrs, wounded or prisoners,” he added,
adding that wages below NIS 2,000 ($550) would also not be affected. Many
Palestinians view prisoners and those killed while carrying out terror
attacks as heroes in their conflict with Israel. Palestinian leaders
often venerate them as martyrs.Under a 1994 agreement, Israel collects
around $190 million each month in customs duties levied on goods
destined for Palestinian markets that transit through Israeli ports. The
money it then transfers to the PA is the authority’s most important
source of revenue. The Palestinians want EU countries to pressure the
Israeli government to rescind its decision, said Mahmoud al-Aloul,
deputy of Abbas’s Fatah party.Palestinian leaders will take steps to
“boycott Israeli goods,” he said, adding they had already prepared “a
list of Israeli products that have local (Palestinian) equivalents.”

Women vent their anger at Vatican child abuse conference-[Reuters]-YAHOONEWS-By Philip Pullella-February 25, 2019
VATICAN
CITY (Reuters) - A nun and a woman journalist delivered the toughest
criticism of Church leaders heard so far at Pope Francis' sexual abuse
conference on Saturday, accusing them of hypocrisy and covering up
horrendous crimes against children. Some 200 senior Church officials, all
but ten of them men, listened at times in stunned silence in a Vatican
audience hall as the women read their frank and at times angry speeches
on the penultimate day of the conference convened by the pope to
confront a worldwide scandal.Sister Veronica Openibo, a Nigerian who has
worked in Africa, Europe and the United States, spoke with a soft voice
but delivered a strong message, telling the prelates sitting before
her: "This storm will not pass"."We proclaim the Ten Commandments and
parade ourselves as being the custodians of moral standards and values
and good behavior in society. Hypocrites at times? Yes! Why did we keep
silent for so long?" she said. She told the pope, sitting near her on the
dais, that she admired him because he was "humble enough to change your
mind," apologize and take action after he initially defended a Chilean
bishop accused of covering up abuse. The bishop later resigned."How
could the clerical Church have kept silent, covering these atrocities?
The silence, the carrying of the secrets in the hearts of the
perpetrators, the length of the abuses and the constant transfers of
perpetrators are unimaginable," she said. She spoke of her shock when she
watched the 2015 Oscar-winning film Spotlight, which showed how Church
leaders in Boston moved predator priests from parish to parish instead
of defrocking them or turning them over to civil authorities."We must
acknowledge that our mediocrity, hypocrisy and complacency have brought
us to this disgraceful and scandalous place we find ourselves as a
Church. We pause to pray, Lord have mercy on us!" Openibo
said."JOURNALISTS WILL BE YOUR WORST ENEMIES"-Valentina Alazraki, 64, a
Mexican television reporter who, having covered five papacies, is the
doyen of the Vatican press corps, told the bishops she was speaking as a
woman and mother as well as a journalist."For a mother, there are no
first or second-class children: there are stronger children and more
vulnerable ones. Nor are there first and second-class children for the
Church," she said."(The Church's) seemingly more important children, as
are you, bishops and cardinals - I dare not say the Pope - are no more
so than any other boy, girl or young person who has experienced the
tragedy of being the victim of abuse by a priest," she said forcefully
in Spanish.Alazraki told the bishops they could no longer "play ostrich"
and bury their heads in the sand."If you do not decide in a radical way
to be on the side of the children, mothers, families, civil society,
you are right to be afraid of us, because we journalists, who seek the
common good, will be your worst enemies," she said.Alazraki, who was
applauded at the end of her speech, also spoke of cases of corruption
where religious orders and Church officials hid abuse because "money,
compensation, gifts" or other illegal or unethical activity.Earlier,
German Cardinal Reinhard Marx called for more "traceability and
transparency" such as limiting secrecy in cases of abuse handled by the
Vatican, releasing more statistics and publishing judicial
procedures."Files that could have documented the terrible deeds and
named those responsible were destroyed, or not even created. Instead of
the perpetrators, the victims were regulated and silence imposed on
them," Marx, a leading progressive, said."The rights of victims were
effectively trampled underfoot, and left to the whims of individuals,"
he added. The abuse crisis has made 2018 one of the toughest years for
the pope since his election in 2013.Chile's 34 bishops offered to resign
over the scandal, the pope's trip to Ireland exposed decades of abuse
in the once staunchly Catholic nation and a grand jury in Pennsylvania
revealed priests sexually abused about 1,000 people over seven decades
in that U.S. state alone.Victims, some of whom told painful stories of
abuse and cover-up when the conference began on Thursday, rallied in a
Rome square before a march to the Vatican to demand change and

ZECHARIAH 12:1-5 King James Bible
1
The burden of the word of the LORD for Israel, saith the LORD, which
stretcheth forth the heavens, and layeth the foundation of the earth,
and formeth the spirit of man within him.
2 Behold, I will make
Jerusalem a cup of trembling unto all the people round about, when they
shall be in the siege both against Judah and against Jerusalem.
3 And
in that day will I make Jerusalem a burdensome stone for all people:
all that burden themselves with it shall be cut in pieces, though all
the people of the earth be gathered together against it.
4 In that
day, saith the LORD, I will smite every horse with astonishment, and his
rider with madness: and I will open mine eyes upon the house of Judah,
and will smite every horse of the people with blindness.
ISAIAH 28:14-19 (THIS IS THE 7 YR TREATY COVENANT OF DANIEL 9:27)
14 Wherefore hear the word of the LORD, ye scornful men, that rule this people which is in Jerusalem.
15
Because ye have said, We have made a covenant with death, and with hell
are we at agreement; when the overflowing scourge shall pass through,
it shall not come unto us: for we have made lies our refuge, and under
falsehood have we hid ourselves:
16 Therefore thus saith the Lord
GOD, Behold, I lay in Zion for a foundation a stone, a tried stone, a
precious corner stone, a sure foundation: he that believeth shall not
make haste.
17 Judgment also will I lay to the line, and
righteousness to the plummet: and the hail shall sweep away the refuge
of lies, and the waters shall overflow the hiding place.
18 And your
covenant with death shall be disannulled, and your agreement with hell
shall not stand; when the overflowing scourge shall pass through, then
ye shall be trodden down by it.
19 From the time that it goeth forth
it shall take you: for morning by morning shall it pass over, by day and
by night: and it shall be a vexation only to understand the report.
How
the national religious camp moved from land for peace to union with
radicals-The dispersal of Modern Orthodox Israelis into diverse
political homes over the decades has left a progressively messianic
minority in charge of their once dovish party-By Jacob Magid-25 February
2019
Days before the outbreak of the Six Day War in
1967, the National Religious Party’s central committee convened in
Jerusalem to pass a resolution stating that it would not be a partner to
any government that did not place the pursuit of peace with Israel’s
Arab neighbors at the top of its agenda. At the first cabinet meeting
following the war, as a result of which Israel’s size more than doubled,
the NRP (known by its Hebrew acronym, Mafdal) was among those that
supported a government decision to pursue peace in exchange for the
territories captured. This week, the central committee of the national
religious party convened once again, albeit under the updated banner of
the Jewish Home. The members voted overwhelmingly to back an agreement
for their party to merge with the far-right Otzma Yehudit faction, which
not only opposes peace efforts between Israel and the Palestinians, but
supports encouraging non-Jews to emigrate from Israel and expelling
those who refuse to declare loyalty and accept sub-equal status. The
current political climate helps to explain partially the slumping Jewish
Home’s decision to band with a group of long-tabooed hardliners. Prime
Minister Benjamin Netanyahu has been bent on maintaining his hold on
power and, if in 2015 that meant him warning supporters that
Arab-Israelis were being bused to the polls “in droves,” in 2019 it
seems he is prepared to expand his coalition rightward to include those
that would gladly bus those very same Arabs to Jordan. But more than
contemporary politics, it has been a pair of competing trends over the
past half-century in the national religious camp that can better explain
the Jewish Home-Otzma Yehudit merger. The dovishness of the Mafdal party
proved to be short-lived. Israel’s 1967 capture of the West Bank, Gaza
Strip, Golan Heights and Sinai Peninsula quickly led to the rise of the
Gush Emunim settlement movement, which managed to modify the national
religious camp discourse to add an emphasis on the issue of sanctity of
the Land of Israel.Over the decades, Zionist Orthodox Israelis — unlike
the majority of the ultra-Orthodox Jews, or Haredim — have remained
integrated into society, with many of them dispersing into political
parties across the spectrum. At the same time, experts say, the state’s
evacuation of settlements, in an apparent backpedaling on what many
Orthodox believed was the expediting of the messianic redemption that
began in 1967, drove the rise of an increasingly religious and
nationalist subgroup, the Hardalim. The ideology of Hardal, an acronym
for “national Haredi,” is personified in Bezalel Smotrich and Rabbi Rafi
Peretz, who merged their National Union and Jewish Home parties last
month.“The Mafdal has historically been a bourgeois party whose members
have resided in the cities, but there began to be a move to the (West
Bank) hilltops as well,” explained Bar Ilan University philosophy
professor and Shalom Hartman Institute researcher Dov Schwartz. While the
national religious ideology was quickly developing in the wake of the
Six Day War, Schwartz explained that it maintained an element of
“pragmatism” due to its members’ integration into society.“They were
able to differentiate their ideology from what was pragmatic,” he said.
“When they went to work as lawyers, doctors or accountants, they weren’t
thinking about Greater Israel.”Alongside their belief in the importance
of settling the Land of Israel, the idea that all humans — Jewish and
non-Jewish alike — were created in God’s image was still an “instinct”
to national religious camp members, said Professor Avi Sagi, a colleague
of Schwartz’s at Bar Ilan and the Hartman Institute. However, with
Israel’s 1982 evacuation of the Yamit settlement as part of its return
of the Sinai Peninsula to Egypt, Sagi explained, religious Zionists
experienced a “cognitive dissonance.”Rather than question their
messianic ideology that failed to foresee a setback in the march toward a
Greater Israel, a large section of the national religious camp doubled
down in its dogma and “began preferring a metaphysical version of Israel
over a more practical one,” he added. This Hardal outlook climaxed in
2005 with the Gaza disengagement, during which Israel unilaterally
removed all of Gaza’s settlements and four in the northern West Bank
without even the promise of peace in return. The increasingly nationalist
and religious Hardal grew further apart from the rest of the national
religious, yet they remained loyal to the Mafdal and later to the Jewish
Home. The ones abandoning the party were the more moderate religious
Zionists, for whom the idea of a sectoral political home had lost its
relevance. That camp today is represented in factions across the
political spectrum, from Naftali Bennett and his New Right to Yuli
Edelstein in Likud, Elazar Stern in Blue and White, and Yaya Fink in
Labor.A minority of more traditional Mafdal members have remained with
the party in its modern-day Jewish Home form. These politicians — MKs
Moti Yogev, Nissan Slomianksy and Eli Ben Dahan — were among those who
over the past several weeks voiced opposition to the idea of a merger
with the Kahanists of Otzma Yehudit. In addressing the Jewish Home
central committee ahead of the merger vote on Wednesday night, they
highlighted their distaste for Otzma Yehudit’s views, which include
support for a population transfer of Israel’s Arab citizens.“What has
long differentiated the religious Zionists from supporters of Meir
Kahane was (the former’s) recognition that the state belongs to its
citizens and not the other way around,” Sagi said. However, one after the
other, each lawmaker went on to explain that the party’s poor polling
performance since it was abandoned by former leaders Bennett and Ayelet
Shaked, coupled with the ministerial posts Netanyahu was dangling in
front of it in exchange for a merger with Otzma Yehudit, simply made it
too difficult to say “no” to an alliance.Among the roughly 250 Jewish
Home members listening to their lawmakers justify the “painful” decision
they felt forced to make, the feeling was not quite unanimous. But
while statements in favor of the merger throughout the evening were met
with thunderous applause, those who attempted to raise doubts were
shouted down by their peers.“It’s possible that the willingness of
Jewish Home to merge with Otzma Yehudit demonstrates that the (the
former’s) rhetoric, which appears to be much more moderate, is simply
just rhetoric,” said Sagi. When it came time for a vote late Wednesday
evening, it was already clear that the alliance with the Kahane
disciples would pass by a landslide. But perhaps for those paying
attention to the growing number of religious Zionists deserting the
party over the years, this wouldn’t have come as too much of a surprise.
